All right, good evening everybody. Good evening. This meeting is called to order. But before we go to the pledge, I'd like to make a couple of announcements. Earlier today, there was a school shooting at Rob Elementary in Texas. 18 students were killed. One of them was a teacher. one teacher and two adults. Our hearts and thoughts go out to the families, teachers, and staff of Rob Elementary. And as an elementary principal, I just feel like it's important for everyone to know that our number one job as administrators is to maintain student safety. So parents, please understand that the rules and policies that we have in place are to protect your children and our students. And when it comes to student safety, we will not take shortcuts. If you see an increase in precautions that we take involving student safety, please understand that it's for the benefit of all our students. And let's continue to work together to keep our baby safe. I'm going to go ahead with the Pledge of Allegiance, and then if you can please remain standing for a moment of silence for all of those who lost their lives today in Texas. Put your right hand over your heart. Ready, begin. I pledge allegiance to the flag. You may now be seated. Please note for the minutes that all board members are present except for Mr. O'Neill. He had a family emergency. Is there a motion to approve the minutes of the May 4th, 2020 Board of Education special meeting and the May 10th, Meeting discussion All those in favor say aye aye Chair votes aye and so ordered moving on to public participation for Moving on community input for agendized items Susan I

SPEAKER_02 0:03:25

Good evening, school board trustees, Superintendent Arellano, cabinet, and community members. In case you weren't aware, I am Susan Abt, the president of Redlands Teachers Association, and joining me at the stand here is Shannon Rooney, the chairperson of the RTA negotiations team. We're excited tonight to be presenting our initial contract proposal. This will begin the second round of negotiations between RTA and RUSD during both my tenure and Shannon's in our leadership roles. We're very proud of the relationship RTA and RUSD has forged, especially during this challenging year. This is in no small part due to the commitment of our superintendent and the school board that you have made to our association that we will work together even when we disagree. And don't get me wrong, there have been heated discussions, but we listen, we have real dialogue, and we make compromises. Moving forward, we're excited to continue the work we have started of building consensus and working together to make a difference for students, staff, and schools. Thank you very much.

SPEAKER_09 0:04:31

Thank you. Okay, moving on to hearings. We have two hearings tonight. So public hearing regarding Redlands Unified School Districts 2022-2023 local control and accountability plan, LCAP.

SPEAKER_05 0:04:51

JB How much time do I have three minutes as I come here one year which actually feels like three attending these boards I'd like to begin by apologizing to everyone For my tone and volume during the past year regretfully. I brought this tone and volume home and behind us and loved ones, and then drowned my stress created by this dark evil coming for our children and alcohol. As a result, it has cost me the most loving girl I've ever known in my life. I'll never be able to forgive myself for that. I was so grateful and blessed to have had a second rare chance with my college sweetheart and love of my life from over 26 years ago. But because I immersed myself in this fight so much, I became consumed by this evil and pushed her away. In the last two years, I've been called racist, delusional, and had a restraining order filed against me, all while raising my two young children largely by myself and taking them to school in masks, despite both having medical and religious exemptions. My stress levels have been pegged sky high for too long, and alcohol is never the solution. I'm so full of regret, PG, I just pray you can find it in your heart to forgive me, and realize that I'm just fighting to protect my children. I never meant for that passion to spill over into your life. So now I come to you, Board, respectfully and graciously asking for your help again. As the ones that have been elected to fight with us, for our children and yours, please do not inject our children behind our backs and do not allow mandatory injections in our district. Ken Wagner, Superintendent, said that these comments were removed from the LCAP survey. Six comments mentioned CRT, all of them against it, all removed. Eight comments that were removed regarding masks, five were affirming mass choice. Of the six comments about vaccines, five were affirming vaccine choice. Two other comments were affirming conservative political values, and they were removed. This shows RUSD's blatant bias. Finally, please jump in this fight for our children. and yours, and start using our language. Show we, the people, the vast majority of hardworking parents too busy to be here that you stand with us against this medical tyranny. If you do, you'll be up in those chairs for as long as you want with the majority support.

SPEAKER_09 0:07:23

SPEAKER_08 0:07:50

Some of the priorities for the commission will be the water feature at Sylvan Park, the pump track, they're going to be talking about that in June, and fixing the caretaker's house at Sylvan Park. And they'll be meeting in June.

SPEAKER_09 0:14:29

All righty. Sandabs, Mrs. Houlihan.

SPEAKER_04 0:14:33

Okay, Sandabs was a little short because we had the cry-rop We've been cutting, so I only stayed for part of it. Okay, thank you. Superintendent's report.

SPEAKER_08 0:15:18

Before I make a few statements, I'll defer to Sabine who's got an update.

SPEAKER_03 0:15:22

Thank you. I wanted to just reiterate, Sue had already come up and let you know that the RTA has presented their initial proposal for successor negotiations. with the Redlands Unified School District for the 22-23 school year. The public hearing on the association's initial proposal will be at the June 14, 2022 Board of Education meeting. Thank you.

SPEAKER_08 0:15:53

I just have a few things to report out. I want to begin by thanking Brian Zander and everyone at the Redlands Bicycle Classic for their continued support of our schools and our kids and putting together this school duel to get kids excited. Their support for our district over the years has been fantastic. So I know they've left today, but I just wanted to pass on my thank you to them. I want to thank Sue App, president of RTA, for her positive and strong comments here today. It has been a sincere pleasure to work with Sue under her leadership and with the team that she's put together. It's been exciting because we've accomplished much in the short time that we have worked together. And as she said, not many times, there are times that we don't agree. But it's nice to be able to disagree professionally and find a compromise, and that works for everyone, most importantly for our kids. So thank you, Sue, for your strong statements today. Mr. Barr, thank you so much for recognizing the tragedy that happened today in Texas at Rob Elementary. It's just so raw and it just reminds us of how important it is every day to keep our eye on safety because anything can happen in a hot moment. And so I extend your thoughts and prayers, our thoughts and prayers as a community out to the Rob Elementary because they're suffering a lot tonight and hopefully the families of those who have passed will find comfort eventually during this terrible event. I want to thank the members of the board who were able to attend the variety of recognitions that we had last week, but for the members of the audience, we were able to recognize all of the students who completed the AVID and we had our recognition evening of our AVID students. It was wonderful to get to hear about each kid's story and each kid's future where we're going. Many of the kids are first generation, first time college attendees, and it was a nice moment to share with them. Also to see the number of kids who are earning the seal of biliteracy, not just in two languages, but in three. And so I commend our staff at the different high schools who have really helped to build this program And then when I first came here four or five years ago, we had maybe five, 10 kids. I think we saw almost 30 kids, 35 kids cross the stage. So that's just outstanding. And then this past week, we had the opportunity to properly recognize many students and staff members who had been recognized throughout the year. We had, as a board, planned three times during the year to celebrate these accomplishments in person, but because of the COVID uptick in the fall and winter, we were not able to do the in-person celebrations until just last week. So it was nice to bring kids and parents and staff together. And just to reiterate on that evening, we all had the opportunity to thank our SROs, Officer Matt Knudsen and Officer Del Peters, who is here tonight. They've served their term here with us. with grace, professionalism, and just have done a great job. And it was nice to recognize their efforts and their commitment to our USD. So Del, I know you're here tonight. Once again, just want to thank you and Matt for all you've done. We're going to miss you. And you've set the bar high for your next colleagues coming on this summer. So thank you very much. And that's all I have tonight. Thank you.

All righty, moving on. We are now to the community input. Let me read the cards here. First up, Mario Saucedo.

SPEAKER_07 0:25:45

Good evening board and superintendent and cabinet and community members. My name is Mario Saucedo and I just want to thank the school board and superintendent for allowing me to participate. in at least three different cycles of the LCAP planning session. So thank you for that. And part of the focus of me being on that committee was to forward and advocate for student, family, and community engagement. So I'm here tonight on behalf of three high school students. And they are not here because they are doing other activities, after school activities, to continue forwarding their education. So I'm going to read you an email. You may have already received it, but I believe it was sent to the board president and to the superintendent. Esteemed members of the board, good evening. My name is Josue Mejia. I'm a junior at Redlands High School and would like to begin by thanking the board for providing the student trustee opportunity. However, I extend this statement to you all tonight to ask for the board's support in extending transparency and opportunity in regards to the student board trustee position for all the RUSD high schools, but particularly at Redlands High School. From October of 2021, Ara Nkara Kashkari at Citrus Valley High School, and Aditi Patlola from Redlands High School, and I, Josue Mejia from Redlands High School, proposed and have been working closely with Mr. O'Neill on the student trustee concept. Most recently, in February 6 Zoom meeting, the three of us reviewed the application with Mr. O'Neill, where he assured us that the opportunity to apply would be available to all incoming seniors for the 22-23 school year. From what I have found, however, was that once the application process was left to each school site, RHS reserved the application for students of their ASB and it was not publicized to all students. I understand that this process is extremely complex and that only through further collaboration there will be a more uniform application process. Nonetheless, I would like to humbly request the aid of the school board in allowing an extension of the application deadline into June as well as other open application guarantees that more students are considered for this position equally. Once again, thank you for all your efforts in making these positions a reality, and I hope that these concerns will be valid and honor the countless students with potential to lead. So I'm here to advocate that representation matters, and when there is an opportunity for students to provide some leadership, Thank you. So just one last thing. I would request to be able to meet with the superintendent or his representative to go over the concerns. Thank you.

SPEAKER_09 0:28:57

Thank you, Mario. Next, we have Nicole Prasad. Did I say that correctly?

SPEAKER_06 0:29:21

Hello, board. My name is Nicole Persaud, and I'm the parent of two children in Redlands Unified School District. Our country needs more elected officials who are brave enough and humble enough to be genuine service to humanity rather than using humanity to serve their need for power, control, and significance. You cannot promote a college-bound path for our students and then dismiss educated questions from their parents. some of which are more knowledgeable on health immunity, nutrition, and farming. Parents in our district are educated, and we will act in accordance with the love we have for our kids. Your only retort during mass mandate was you were told to. You were not given any medical data to hand out to parents, nor did you recommend nutrients to straighten our immune systems, nor were you prepared to answer any questions. Why in the middle of a pandemic are we having a Super Bowl specifically designed to gather 70,000 people shoulder to shoulder, then you double down and say kids need to wear a mask for two more weeks, while our governor says it's the teachers union that would not let him remove the mandate. You are enforcing mandates that do not make sense, which is ironic, you are the Board of Education. You see, I'm educated. I don't stand for that. In science, you're taught the very essence of a good experiment is it stands up to all questioning. You see, if the hypothesis is still being questioned, the experiment is not over. It takes 17 to 25 years before a vaccine can have a proper analysis. Another question I have is why, in the middle of a pandemic, when health is the biggest concern, are elementary school kids being escorted to Red oven's Unified School District offices to receive candy from staff on Halloween? My kids' health is more important to me than that. Candy has tons of significant sugars, dyes, additives, and preservatives. Sugar suppresses your immune system, and it is linked to both diabetes and cancer. You see, there are many questions to be answered, and you appear uneducated by following protocol that does not make sense. For the last two months, I've asked you to reinstate salad bars in our schools, which would add nutrients to our kids' diets, and you have ignored me. Vayer's website dictated by the government, vaccine adverse events reporting system. In March, I reported 26,225 deaths. In April, it went up to 29,129 deaths. In May now, just recently, I looked and it's at 30,561 deaths. Over three months, that's 4,336 deaths after being vaccinated with COVID vaccine. 70% of the people who died from COVID were obese, and you continue to serve our kids heavily processed foods and use candy as a reward in our classes as young as preschool. Please stop.

SPEAKER_09 0:32:33

Thank you, Nicole. It's time for board member comments. Ms. Houlen.

SPEAKER_04 0:32:49

Thank you, President Barra. First, I'd like to thank Mr. Colon for hosting us here at Vikingland and Clements. So thank you very much, and we appreciate everything, and staff for giving us everything. I'd like to welcome Mr. Ortiz to RUSD and to COPE. I'd like to welcome Mr. Aguilera to RUSD and COPE. Ms. Castorena to RUSD and Mission Elementary, just staying. And congrats to Ms. Van Deventer for the new AP at REV. And congrats to Mr. Locke, going back to where he came at Beatty, so we're very happy for everyone. Last week we were able to recognize our biliterate students, biliteracy students at our AVID programs in the high schools. Congratulations to our students on a job well done, and for our teachers and our directors for leading our students. Certainly know that you made us very proud to be on this board, so thank you very much. Last Thursday, I had the opportunity to thank our RUSD principals for a remarkable job this past two years. Along with President O'Neill, we attended the principals meeting and were able to chat during lunch with some of our directors and principals. We thank you these last two years for your strong leadership and for holding the fort here at RUSD, sincerely appreciate it. Saturday night, I attended the San Bernardino County Museum Gala, and at each table, there was these little cards. at the table, the guests. And it says, thank a teacher. It says, present this card to a teacher of your choice and they will receive a complimentary one-year membership to the San Bernardino County Museum. So I thought that was awesome. Maybe we can send a letter of thank you to the San Bernardino County Museum and let them know that we appreciate it. So hopefully we'll get a lot of these to our teachers. If not, I'll go get some more and we'll hand them out. So we make sure that we get that because that's awesome. And then, Last week, Wednesday at Arrowhead Regional Medical Center, we had EMS Day, and it was Emergency Medical Services Day, so where doctors and nurses and police and fire, first responders and sheriffs, and we had CRIBOP students from Colton who were there who were able to participate in it. It was a chance for them to see firsthand and to ask questions regarding the health field or regarding any first responder questions that they might have. Thank you for attending to everyone who did. And I hope that next year we can see Sacred Heart Academy from Redlands High School, the Heart Academy. I think that's a perfect opportunity because we did have one from Colton who came, so it'd be nice if we could do that. And then I look forward to celebrating tomorrow the retirement RTA dinner on Thursday to personally thank our teachers and our staff who are there, gave from their wonderful time for choosing RUSD to educate our future leaders of the world, so thank you. And then lastly, just my prayers and sympathy go out to the families of Robb Elementary School. Thank you.

SPEAKER_09 0:35:56

Okay, Mrs. Ayala.

SPEAKER_00 0:36:00

I have nothing today.

UNKNOWN 0:36:02

Thank you.

SPEAKER_09 0:36:02

Ms. Rinder.

SPEAKER_00 0:36:06

I also attended the CRI-RAP ribbon-cutting ceremony, and I spoke with many students about the CTE classes that they were in, from criminal justice and auto shop, gaming, child development, and medical transcription. It was just really nice to talk to them about what they were learning in their classes and how these career paths are gonna take them into their future. Rep evening of appreciation was a few weeks ago, and congratulations to all the nominees. A special congratulations to this year's recipients. four teachers, Heather Fuentes from Cope, Candy Jackson from Beatty, Rosalba Schlesler from RHS, and Austin Minors from CV, got the teacher awards, and classified employees, Christine Martinez from RHS, Eddie Rocha from CVHS, Amy Gano from Beatty, and Emeline Ruiz from Clement. Congratulations to all of the winners. Also attended the Seal of Biliteracy and the AVID Awards last week. Was very excited to see all these AVID kids, the instructors, Sarah Keller and Becky Gidgum from CV, Luann Perry from Orange Wood, Jamie Ochoa from RHS, and Jana Bailey from REV. They put a lot of work into the AVID programs at our schools, and our kids are coming in strong, and most of them are all going to college or career. It was very nice. And I want to thank Sonia Balinget and her staff for the presentation, to all the students who got the Seal of Biliteracy. And we even had four, I think it was four kids get three. That was amazing to me. This is what helps make RUSD the greatest district around, I believe. Last week I was able to visit the new Terrier Grounds coffee company at RHS. I want to thank Natalie King for showing me around and letting me see what the students are doing, the special ed students at RHS. It was a delightful little shop. And special ed students are learning how to work in retail. They're learning the cash register to accounting inventory to actually making coffee and tea drinks. So, very exciting to see that, and they are just rocking it. Today was the last Family and Community Engagement Workshop of the Year. It was the fourth one. I want to thank Nicolette Wilson, Irma Oropesa, Karen Pineda, and Cynthia Beltran for a very informative workshop. There were about 33 participants this morning, which is more than before. Most of the people were coming at night before. Gave them lots of information for summer and grabbing, you know, meal things, ideas for kids, activities to do. It was a really good program. I also want to congratulate Minerva Castorena for her new position as principal at Mission, and Heidi Vanderventner at Rev getting her AP position, congratulations, and Peter Locke, congratulations on becoming AP at Beatty. I want to also welcome Nick Aguilera and Juan Ortiz to COPE and to RUSD, so look forward to meeting them. I also want to send special prayers to all the families involved in that school shooting in Uvalde, Texas, and especially the elementary school, but the whole community at large sending lots of prayers. Thank you. One thing I wanted to say, I got to go to the District African-American Parent Advisory Council. It was on Zoom. I hadn't been to any of those yet, and that was really a really wonderful program. I learned a lot, things I didn't know. I talked to many parents in the group, different groups I was in, and I look forward to going to more of those next year. Thanks.

SPEAKER_09 0:39:51

Great. Thank you. I just have a couple of announcements. I attended the Rev Football Golfing Fundraiser. It was well organized, very fun. Had a great time. I met the longstanding member of the community named Sal, who even though he's 76 years old, he knows how to make a swing and made us all feel, I don't know. Yeah, exactly. Like a, like an amateur. He's a great person, you know, to get to know. And then also, oh my goodness, he's out in the audience. I forgot your name. Hisham. Hisham was part of my golfing group. Awesome, you know. He's the director of CTE for Cryop. And he's, Nice gentleman, very nice. He'll get along with anybody. He had the best score. He definitely had the best score. He definitely helped us win or be up there. So it was a great time. And then, Sonia, I want to hang out with your dad. He's a nice guy. I attended the Citrus Valley High School Musical Festival that they had, and it's just amazing. Mr. Minors does an awesome job at Citrus Valley High School, and I love seeing how all of the administrators there attend and support the program. And I just want to make a general comment to all of the teachers, administrators, and paraprofessionals that these last two years have been difficult for all of us. And I understand what we are all going through. I just want to say, hang in there. We have approximately three more weeks left. And the students and parents and staff will get to enjoy a well-deserved summer break. Thank you, and this meeting is adjourned.
