And I would like to take this moment to share with the board. Next time, we're going to have our student trustees starting to join us, which is an exciting time. And I want you to look at this schedule. And we don't have to review it tonight. You can actually get back to me. But I wanted to discuss a couple of quick things on that. So if you look at the top part. Oh, I'm sorry. Here. Did you get a copy of that, Superintendent? Yep.

Here. I have extras. There we go. Everybody got one? All right. Love the sharing. Okay. The top part are the board meetings we need to decide as a group, consensus. I chose the first Tuesday of each month to have the student trustee meeting. So it lines up, but not every first Tuesday is possible because we have some workshops scheduled for some of those first Tuesdays. So then I pushed it to Thursday of that week. So the top part that you're looking at is the actual dates that students will convene and meet here in the boardroom. So Superintendent Arellano, can you check, before we put this kind of information out, can you have Carrie Ann or Rose check the calendar of that for the boardroom? Yes, that'll be the student trustee meetings, all. And the alternates are also invited to attend. But the main trustees and their alternates will meet. And then if you look at the second half of that, those are our meeting dates with a student representative trustee. So if you see a dash, they're not going to be attending those meetings. But the schedule kind of works out to where they'll each have two opportunities to come to our board meetings. And I know we talked about having them either all at once. I mean, have Citrus Valley do two sessions or spread them out. Yeah. So this one, this particular one, is they're spread out. So they kind of rotate on a rotational schedule. What is your desire on that? Do you see any disadvantage or advantage having them just continue on a rotation schedule?

Well in the past it's been rotation schedule so I don't have a problem continuing that process at all.

Okay. Then on May 23rd we'll have them all come we'll recognize them that would be their last meeting and So I don't want to take a lot of time. I just wanted to share this with you. And you can get back to me after you thought about it a little bit. And I think the kids or students are really excited about participating and having a voice in our Board of Education. Mr. Arellano.

Yes, thank you. Before I venture into my monthly report, I have one recognition to make here tonight. So if I may, I'm going to stand here in front. So as everyone knows or may not know, several years ago we made the decision to bring back school resource officers to our high school campuses for two major reasons. to respond to our community at the time when we were doing outreach with Thought Exchange. One of the major objectives that our community asked us to focus on was student safety. And one of those aspects was to bring back school resource officers on campuses. Also, for an additional reason, not just because to have a gun on campus, although that's important as we're learning through active shooting incidents that are happening, but also to form relationships and create relationships with the community and to offset problems before they happen as a proactive approach. And we've been very proud to have great school resource officers here in the Redlands Unified School District over the last several years. Unfortunately, they cycle in and out. They only have so many years that they're allowed to be on a particular campus. And so just when we start to love them and get used to them and get accustomed to them, then they move on to the next exciting venture. So today, we want to recognize our school resource officer who's been very special to us and has done a great job. And she'll be leaving us here at the end of this month. And so we want to formally recognize her.

Deputy Landeros, come on up for one moment.

Let me tell you a little bit about Deputy Landeros. So she started her career in law enforcement at the San Marino County Probation Department in July of 2002. She worked for the County Probation Department for 12 and a half years before attending the Sheriff's Academy to become a full-time deputy sheriff. A while at probation, she worked in juvenile hall as well as adult probation. Marina was subsequently hired by the San Marino County Sheriff's Department and graduated in 197th session. of the San Marino Sheriff's Department Basic Academy in June of 2015. She then held positions at the Corrections Bureau until her transfer to a patrol assignment at the Central Station in February 2018. After passing her Field Training Officer program, Marina worked patrol functions until her selection for School Resource Officer in 2020 here at Redlands East Valley Schools. So, Debbie Landeros also serves, I didn't know this, as a crisis negotiator for the San Marino County Sheriff's SWAT team. And I tell you, she has handled her job with a lot of class, a lot of professionalism, and has done a great job creating a sense of safety in our community with our students and working with our amazing team here in the district. All right. Thank you, distinguished members of the board, distinguished members of the audience. Before I start my report, I'm going to defer over to Dr. Sabine Roberts Phillips for an update.

Thank you, Superintendent Arellano. This evening, the district has presented our initial proposal for the successor negotiations with the Redlands Education Support Professionals Association for the 22-23 school year. The public hearing on the district's initial proposal will be held at the August 9, 2022 Board of Education meeting. Thank you.

Thank you very much. So I got a pretty lengthy report, so I'll apologize in advance, but good information to share with the board and with the community. So first of all, I'm very excited to announce that the Redlands Unified School District is this year's recipient of the City of Redlands beautification awards. So we will be recognized at the State of the City luncheon on July 29th. I think there's been some invitations extended to you. If you're wanting to attend on that ceremony, please let Rose know and we'll get everybody signed up. But basically, this is recognizing our expectation of our facilities and schools being the jewels of the community. So we want to thank the City of Redlands for recognizing our small contribution to maintaining a beautiful city that everybody can be proud of. And I want to thank personally everyone at the M&O Yard, our crew. They have done outstanding work to make sure that our campuses just look spectacular. So congratulations to the M&O crew and congratulations to everybody in the Redlands community. I also want to thank the kind words from the officials of the city of Redlands regarding our willingness to work with them in order to have the 4th of July fireworks show at Moore Middle School. It was an excellent collaboration between the city and in our school district and the event went well and it was well attended and it was well received by the community. So I'm very glad that we can continue to work together and collaboratively with the city to bring everybody together, especially in these days when there's so much divide. So it was very nice to be a part of that. So I want to thank the city of Redlands for all of their kind words in allowing us to be part of that collaboration. I want to address a few items of misinformation that have been circling in the community that I think are important for us to clearly understand the state laws that are in effect. First I want to talk about is AB 367, which is titled the Menstrual Equity for All Act. As you know, this was signed into law on October 8th of 2021. And it went into effect on July 1st, 2022. And what this law requires is that the school district provide free feminine hygiene products. And they'd be placed in 50% of school restrooms where we cater to grades 6 through 12. And as part of that mandate, we must place these products free of cost in all women's restrooms, in all gender neutral restrooms, and at least one men's restroom. This is part of the law that we must follow that went into effect, and so currently MNO. is working on making sure that all that is being met. And also as part of the mandate, we have to post in each one of those restrooms, it's required a person's name or department's name and contact information so that anybody who has questions about the law or wants to report that there are items that are not readily available, they can report it and we can get it refurbished as needed. The other information I want to talk about is AB 1732, which is regarding the all gender toilets. This went into effect several years ago on March 1st, 2017. Apparently there's some misinformation going around the community that all of the district restrooms across the districts are being converted to gender neutral, and that is not correct. We are following the law which says that all single stall restrooms are to be converted to gender neutral and the appropriate signage be placed on those gender neutrals. So it's only the restrooms that are single stall that must be converted to gender neutral. So I wanted to make sure that the community understood that we're following the law as mandated and that some of that information that's floating around is not correct. So if the community can help us spread the word as well as members of the Board of Education, It would be very much appreciated. I will be including that in some of the written information I send out to parents as we prepare our return to the school year of the 2023. I want to share some proud news. ISTE, which is the International Society for Technology and Education Conference, occurred here in New Orleans. And we had many of our school district representatives as well as a board member attend the conference. And as you know, this is a international conference where programs, vendors, educational systems, universities across the entire world come to show new products, new learning when it comes to innovation and technology. If you recall, when we all first started working together in 2017, the second highest request by the community behind safety was to implement innovation technology in a 21st century learning environment within our excellent academic program. And we've done a really good job in five years really becoming one of the leading forces in public education in terms of technology. But just to show you some evidence of that statement, it is very, very difficult to become a presenter at this conference. So they do put out a call for presenters, and it goes through this very rigorous process of selecting presenters to be at this international conference. Well, this year we had three different groups from the Redlands Unified School District presenting at ISTE. That's unheard of to have a school district from California, if anyone, you know, be at this conference. So, we had one titled, A Tale of Two Robotics Camps, Inspiring Students to Become Future Engineers, that was presented by Deepika Sivastava, Ken Wagner, and two of our outstanding RUSD students. The second was titled Artificial Intelligence Academy, which was presented by Josh Barner, who's a teacher over at Clement, Alan Tho, who's a teacher over at Citrus Valley High School, and Varun Srivastava, who's one of our students over at Redlands High School. Then we had a third group that was titled Rethinking Learning and Reigniting Joy Using Lego Education, which was presented by Olivia Davison and Nicole House, both RUSD innovation teachers in her district, along with Jenny Nash, who is the Lego representative. Redlands Unified School District is considered one of the leading school districts in the United States at the moment in using the Lego education for robotics, coding, and programming. So very proud to have our USD on the map. Yeah, very nice, very exciting. I want to give the community and the Board of Education an update on what our maintenance and operation crews are doing. As you know, summer is always a frenzy to try to get a lot done. And boy, they do miracles every summer. So I wanted to share a few of the capital projects that are happening this summer so you kind of get an idea of what's going on. We are in the process of roof replacements over at Moore Middle School, Redlands High School, Arroyo Elementary. We're putting in bottle filler stations at all schools across the district. New flooring is happening at Victoria Elementary's kitchen, Rev's front office in the M wing, and Beatty Library. There's interior paint job being done at Franklin Elementary, exterior paint job being done at the Rev Portables in the back. COPE carpet is being replaced. Various new HVAC systems are being put in across the district. All of the crack asphalt mitigation is being done district-wide. And right now, Joe and his team are working to meet the superintendent's objective to convert all elementary front offices to a secured environment. Meaning people having to be buzzed in or let in to enter through the front office, even though it's a single point of entry. We want to be able to control the free flow through an office as part of our safety mitigation. So I know, Joe, I want to thank you for all the work. And if you can pass on to all your team, first of all, how proud we are with the beautification award. That's accolades to you and your team. But also thank you for all the work that you guys are getting done over the summer. And then facilities is busy as well. Ken Morris is rocking and rolling. Ken, I don't know if he's here, but I want to thank Ken for all his work. So eAcademy, as you know, we moved the eAcademy secondary program over to REV in the back portables back there. And so one of the ideas that we had was to make sure that they had their proper parking lot so that kids could be dropped off safely in front of the school. So that parking lot is in the process of being completed. The demolition has started. They are doing the removal of the dirt. At this point, we're just waiting on Southern California Edison to relocate some of the utility boxes, and then we can start laying down the asphalt and painting the parking spaces and putting up all the signs. That project's moving right along. And of course, what was mentioned earlier, Rev Stadium, demolition is about 90% done. The grading and trenching for the underground infrastructure is the next step. So far, the timetable for phase one is on schedule, other than the delivery of the scoreboard because of logistic issues happening across the world of the United States. But that project is right on time, so kudos to to the architect and construction company that are working on that. They're following through with what they presented. So very exciting. Our guys are working hard and a lot happening. I also want to provide you a summer school update. I know Julie Swan at some point will give you more specific information as she does each year with the report, but I just wanted to give you a nutshell. As you know, credit recovery, credit advancement at the high school is just about to wind down. That's been going on since school ended. We have just starting the two weeks of middle school ELA and math camps, which I believe started this week. We started the UCR STEM camps where the middle school kids are going to UCR this week for robotics and coding opportunity with UCR professors. Next week is the high school's opportunity to do that, and then the week after that, is the artificial intelligence camp for high school kids at UCR. So a lot going on there. Extended school year for our students with unique needs and special needs. We have 40 students that are at Kimberly and the TK through third grade extended year program. We have 63 students at Citrus Valley High School for the grades four through 12 extended year program. And we have 12 of our adult transition students at RHS as part of ESY, so a lot going on for our students with unique needs. We also have two C-STEM middle school camps that we'll be starting, one at Clement and one at Cope. So very exciting summer school program going on. And I'm going to talk to you a little bit about another summer school program that I saw here in just a minute. I want to thank the parent that came to the last meeting of the Board of Education who was sharing their concern and request for a crossing guard near Mentone. So I want that parent to know that we have been researching that since her question. I know a lot of emails have gone between the parent and Mr. O'Neill, and Heather Rowe has made a connection with the California Highway Patrol, in particular Officer Sandoval, who's agreed to work with the new director of San Marino County Road Department, I believe his name is Noel. Where they will come out and do a formal assessment, needs assessment, traffic assessment of that street. Regretfully, the school district cannot unilaterally just place a crossing guard on a street corner without the express and extent authority of either the city or the county. So as much as we would like to put a crossing guard there, we need to have permission. But the first step in that process is making sure that the proper authorities are doing the assessment. So Heather Roe will be providing the Board of Education an updated information as to when that will happen. I know Officer Sandoval has made a commitment to come and speak to the parents of Mentone when school started. So we appreciate his willingness to be the face in front of that conversation. So I wanted to make sure the board knew that we were following up on that. I also want to let the community and the Board of Education know, because this question has come up again about the community school grants. The Redlands Unified School District will not be seeking any of the community school grants at this time. So it's not because we don't care about our community or our parents or our kids. But at the moment, we feel like our LCAP funds and the direction that the LCAP committee has given the Board of Education Superintendent. is robust enough to support the emotional needs of our students and those lower level Maslow needs of our students. We believe that our relevance coordinated systems of support, our academic case carriers, our family and community engagement liaisons, And then the mental health interns that we have hired on as kind of the servicing our students within that intake process that it takes to get to a private vendor has been working well and sufficient. We want to make sure that this school year we really focus back on what Redlands Unified School District has been historically and traditionally known for. high student achievement, and making sure that all of our kids are learning. So at this point, we will not be seeking those community grants. We believe that we will be meeting the needs of the students. But like I always said, what does the data tell us? In a year from now, or two years from now, as we look at data, if there's a need, if we see there's a need, or our community is asking for that, that will be something that we would consider and we would bring forth for the Board of Education to consider. So I wanted to make sure that our community is aware of where we're going or not going and the reasons why. And then I want to go back to what I had mentioned earlier. I want to thank Board Member Vara who extended an invitation to me to attend and observe his summer school program at Morgan Elementary School. I had talked to the Superintendent Rialto who in passing had mentioned how impressed he was about this summer school program, innovative program that he had in Rialto. And lo and behold, it was board member Vara's school. So I asked to attend, and I gotta give Mr. Vara props. I know he's my boss, but in this moment, I'm speaking as a superintendent to principal. Very impressive, Alex, the program that you put together. And I've talked to Ken a little bit about maybe emulating. That's always the beautiful thing about public education and stealing great ideas for the benefit of kids. And as part of this summer school program, he had a full day. So it wasn't a limited day, it was a full day program where the students did focus on math and English. But he also provided art, guitar, drum line, dance, sewing, maker space, cooking, digital storytelling, piano, boxing, PE, and biology. And so I asked for a schedule because as I got to walk to different classrooms and get to observe what the kids were doing. high engagement, high motivation. Kids are learning relevant skills. They don't even know they're working on English and math. They think they're playing English and math, right? So, Mr. Fry, I just want to commend you on that, because I know you've been very big on supporting our innovative programs here, and so that's something we want to kind of steal and take away. So I just wanted to formally recognize that. And that's all I have for today. Thank you very much.

I just wanted to say about the school plans for student achievement. Whether it's academic achievement support systems or the emotional learning health of students, it's really nice to see things are more in line now at all our schools. So that's all.

Good evening, I'm Elisa Valentino. It's been a few meetings since I've had the chance to be present, but I wanted to take the opportunity to thank you for your heightened awareness and collaboration with the Redlands Police Department immediately following the school shooting event in Texas. I personally noticed an increased presence of security throughout the district, including at graduation and end of school events. Thank you for your vigilance to this matter. Also, I was able to view the social emotional learning or SEL curriculum at the district office a while back. I did not expect to be so impressed with it, but I truly was. It is a remarkable tool for students, teachers, and parents, and I look forward to the collaborative opportunities it will create in our district. Thank you, Dr. Wagner, for selecting this remarkable curriculum. At the June 14th board meeting, the district approved the following regulation, number 1541.31, which states, the superintendent or designee may arrange for an authorized healthcare provider to administer immunizations at school to any student whose parent or guardian has consented in writing. Based on the above approval at the school board meeting, it certainly seems like the district has a plan in mind to start vaccinating students during school hours. Last year when the district offered COVID vaccine clinics to students and staff, I expressed concern to Superintendent Arellano about these being conducted during school hours. And he assured me they would only hold clinics on Saturdays when students were not regularly present and where they would need to be transported there by their parents. So my question is, what would be the purpose of this new authorization if not to administer vaccines during school hours? what vaccination rates seem to warrant the need for such approval. After the passing of SB 277 and 278 in recent years, the district-wide vaccine compliance rate has to be extremely high. There should not be any unvaccinated high-risk students who don't also have access to healthcare, whose parents aren't also available to get them to a healthcare clinic for their needed vaccines for this to be a problem. Therefore, this immunization approval is not warranted and creates a lot of suspicion around the COVID vaccine issue as well as the SB 866 legislation issue which lowers the age of consent to 15 for receiving a vaccination to which many parents are opposed. This breach of trust with families undermines the parental rights on a sensitive medical issue. Also, this process is in lockstep with the state's community schools initiative, offering health care during the school day. I appreciate hearing Superintendent Arellano's decision to reject community schools funding, but I urge you to consider how your policies may be mirroring the state's initiative.

Patty? In a very brief, it's bowl night tonight, in case you're wondering, and tonight we have drum lines starting in about 10 minutes. So I just want to say kudos and congratulations to the nutrition department for their 56,700 grant that they received for the No Hungry Kid grant. As a person who writes grants, I know the work that's detailed in it, so I truly appreciate all the time and everything they did for that. Just briefly, I attended the administrative advance. Thank you to Steph. leadership for an exceptional two days. I'm sure everyone is thrilled to go back and use everything that they've learned. And it was just really nice to meet some of our new hires because we haven't had a chance to do that. And then I just want to let you know that Thursday, July 28th is RUSD night at the Redlands Bowl. There will be a reception for all the employees, those who are interested in attending. We hope to see you there. I believe it's from 6.30 to 7.30, and then following will be the production of Little Mermaids. We hope you stick around for that. First I just want to congratulate M&O for the beautification award and thank them for making our schools just look amazing. Every time I go to a school there's something new that popped up that wasn't there last time and our schools just look great. And I was really happy that RUSD could just have a very small part in the July 4th celebration. It was a great day and a really good night. I had great seats right across the street so it was great. I went to AAA Academy, their summer school program that they're doing for kids. It's at Kingsbury Elementary. It was pretty neat. They had kids in grade levels and doing different things. The day I went, they were doing tie dye shirts. Kindergarten is off on their own, doing their own whole day thing, and then the other grades are in other classrooms. It was very well organized. I want to thank Cherish Bowman and the whole group, everyone who was helping teach and her mom for helping out. It was a great program. I also was able to go to Redlands High School and go through some of the summer school classes and see what the kids were doing. I went in ceramics. Went into the transitions class. It was pretty amazing what these summer school teachers are doing. All the classes were kind of spread around the campus, so we were walking a little bit, but it was fun. I was happy to be there. I'm planning on going next week to the middle schools. And let's see what else. So I want to just welcome our Sarah Burton and Blanca Luna and welcome to Redlands. Also want to welcome Carrie Ann to her new position. And if you're watching Carrie Ann, your treats, now I don't have to walk down the hall all the time. I can just go straight through the door. I want to say thank you, Mauricio, for mentioning Morgan's summer school program. I'm excited about Redlands emulating the summer school program. A lot of students will benefit from participating in great activities, especially, like you said, they're very engaged and they don't even know that they're learning. So that was exciting. It's different when somebody talks about it and somebody visits in person, so I'm glad you were able to visit. I'm extremely proud of all of the innovative accomplishments that Redlands Unified has done within the last six years. Six years ago, I remember that not very many employees were attending the ISTE conference. And just to give people an understanding of how big ISTE is, like Mauricio mentioned, it's a worldwide conference and it's normally held in the United States, and people from Canada, Europe, South America, Central America, people from all over the world come to attend this conference, and there's normally between 12 and 14,000 people that come and attend the conference. And it's true that it's not easy for somebody to submit and be able to present and for us to have four presenters at this conference. My hat's off to your leadership and the cabinet's leadership and I honestly see us as a Google company that you allow people to give input and help make decisions. And that's why I think we have done so much growth and we are doing amazing things. And it's because of your leadership and cabinet's leadership, so just keep up the great work. And I'm very proud of what we've done, thank you. Thank you, Mr. Barra.

Well, my comments are brief as well. The fireworks display was amazing this year at Moore. And I was there working the Kiwanis booth. And there were about 4,000, between 4,000 and 5,000 people there. And there were smiles. Everybody was really happy that was there. And really, the person that organized that show did an amazing job. It really was a celebration. And the campus looked absolutely fantastic. It really did. And along with that, Joe, you and the M&O crew are just doing an amazing job. When I was a principal in San Bernardino, they started a campaign called it Schools That Sparkle. It was basically up to the principals to try to get their schools to sparkle. So you saw a lot of people out there trying to clean it up and paint it up. But I'm going to tell you something. There was a dingy sparkle at best over there in San Bernardino and those schools. And our schools pop. I mean, they are amazing. I actually had somebody, I was working out in the front yard and somebody walked by the dog and they recognized me and said, oh, you're a board member. Yeah, I'm a board member. And they kind of looked at my yard and they said, oh, man, as a board member, you need to have your yard looking better because your schools certainly look a lot better than your yard. So I felt like, man, I've got to get out there and pull some weeds and get that place straightened up. And I did take Joe's recommendation on a tree to plant, and it's doing great, Joe. It really looks good. That was the centerpiece of my yard now. Thank you for that advice. But well done. And all the things that we're doing out there in the summer, I know it's a rush time. Everybody's working hard to get everything ready for school to open, which, by the way, is less than four weeks away, right? Yeah. It just races up to us. So well done. Our UCR STEAM camps, those things are amazing for our students. I know we'll be hearing a lot about that from our students and our kids that were able to participate in that. So well done. Deputy Landeros, yeah, I told you when I walked by you, I was sad. And it's your fault that I'm sad. Or people who took you from us. But on behalf of the board, you've been amazing. We so much appreciate your dedication, your professionalism, and certainly the safety that you've provided our students at REV. So thank you very, very much. And the best to you. And Ms. Cummings and Mr. Zander presented about all the amazing things that CNS has done during the pandemic, post-pandemic, all of the great things that they have planned. It was an amazing presentation. It's an amazing service to the nutrition and well-being and health of our students. Very impressive. And Richard Zander, his father, his dad was a Kiwanis member, a very beloved a Qantas member who passed away last year and Richard was honored for his service as an educator to families and students and the Foundation recognized him and his mom was there and his sister who's a teacher in our district was also there. So it was a pretty special day but certainly our district was celebrated today in that venue. Gee whiz, everybody enjoy what little summer you have left because it's going to flash by. We're looking forward to seeing everybody at the beginning of school. To my colleagues, happy birthday to you, happy birthday to you. And congratulations on a job well done for your endeavors.
