Alright, public hearing. public hearing regarding resolution number 13 2023 2024 resolution of the board of education of the redlands unified school district approving the annual and five-year reportable fees report for the fiscal year 2022 2023 in compliance with the government code sections 66006 and 66001 hearing is now open is there anyone who would like to comment Okay, hearing is now closed. Mr. Hill, Assistant Superintendent of Business Services, is here to present the first interim financial report. Jason.

SPEAKER_06 0:15:48

Thank you, President Vara and board and cabinet. This is one of four times you get to hear from me to listen to these enthralling presentations. First, I'd like to thank, this is the first interim report, and it was developed with the fiscal team, led by Kirtan Shah, our new director, as well as Fernanda Navas, a director of both fiscal and business. So thank you very much. We're getting that and Cairn is in the back making sure I don't mess up. First, interim report. In June, just to give you perspective, in June, we came out with a budget, which is basically our predicted revenue and our predicted expenditures for this school year. In September, we come out with our unaudited actuals, which is a report of last year. This first interim is all expenditures between the start of the year and October 31st. This is required per code to be presented to you before December 15th of each year. It identifies the changes in the projected budget since unaudited actuals and identifies all expenditures, like I said, through October 31st. Just to recap how we receive funding in the state of California. We have the local control funding formula, which is primary funding model for the school districts. It's considered a base grant. The base grant is money that we're given for every student who attends school. That is actually attendance to school, not enrolled in school. We have the supplemental grant and concentration grant. Both of those are based on unduplicated student counts. That's additional money that we get on top of our base grant. The supplemental grant and the concentration grant is the section that's outlined through LCAP. So we use the LCAP process with the LCAP committees and the recommended body for you to approve. What you're approving in the LCAP plan is the actual allocation that's outlined in the supplemental and concentration portions of our funding. The current budget that I'll present to you tonight does not include any costs associated with ongoing negotiations. We're still ongoing, and so none of the costs tonight include any budgets towards those. School Services of California and the Legislative Analyst's Office is where we kind of get our predictions from. 20-24-25 COLA, so the next year's COLA was predicted early on in spring to be about 3.94%. That has been changed, so the current prediction is closer to 1%. This budget that I'm presenting to you tonight is based off the 24-25 school year at a 1% COLA. If you've followed kind of taxes along the way, April taxes were delayed. By the federal government, California took suit and they also delayed their tax receipts till October and then it was pushed to November. Why I mention that is the budget that we're given in June is based upon tax revenue that's coming in in April. Since the tax receipts weren't due until November, they built a budget based upon expected revenue into the state of California. Those tax receipts came in $26 billion lower than what they anticipated in the spring. That means that there are a little bit of rough times ahead. We have the CPIs getting lower, COLAs are getting lower, and their tax receipts are coming in lower than they expected. So a little bit unknown, I'm not saying that There is no money in the future. All I'm saying is that the revenue moving forward is a little bit in the air and that the governor and the legislatures are going to have to figure out what they're doing in January when they first kind of give us their next budget. This year LCFF funded is on a statutory 8.22% COLA. So the budget for this year we're using 822, whereas I said next year we're using a 1. Actual funding allocations for the current year are based upon the adopted state budget in June. And LCF funding levels vary dramatically between the districts around us because we all have a different unduplicated count. So that supplemental and concentration portion generates a very different amount of money for each district and what they support. This slide talks about enrollment to ADA. Rather than go into specific numbers, the green bars are our overall enrollment. As you can see, we are in a gradual decline of enrollment. Post-COVID are your last three columns. You'll notice there was a sharper decline post-COVID with enrollment than there was pre-COVID, although we have been seeing a steady decrease for many years. You'll notice the red bar is our ADA. So that is how we're funded. You'll notice that the last two years, we've had a significant lower students attending school. The model that we're funded on is an average of the three prior years. So if we're just looking at this column here, we're in the 23-24 year. So we're funded off the 20-21, 21-22, and 22-23 year averaged together. Next year makes me a little worried because now we're including that lower year as well, two more lower years. So all of those give us a little bit of pause when we look at our future out years. This slide illustrates the difference between last year's actuals, our revised budget that we provided in June, and this first interim. So I'll look at the revenue column in the second row. You'll notice that last year's revenue was a little over 384 million. We budgeted this year at 357 million. As of first interim, we're at 358 million. So we're realizing that we're budgeting in about $1 million more in revenue than we expected in June. If you look at our expenditures in row three, $356 million on last year, we budgeted $368 million this year. As a first interim, we're at $390 million. So we're about $21.6 million more in expenditures than we planned for in June. If you look at the surplus or deficit, that's really just the difference between expenditures and revenue. So in the actuals, we're about at $28 million more in revenue than we spent in expenditures. That's the 22, 23. But if you move into the current years at 23, 24 in this first interim, you'll notice that our expenditures are outpacing our revenue. We're still at first interim, we still have till second one that you'll see in early spring. So we have a long way to go for the year where these things will balance out a little bit. Ending balance is basically the difference between those expenditures and those revenues, along with carried from the prior year. So you'll notice that our ending fund balance last year was a little over 108 million. It was down to 97 at budget, down to 77 at first interim. So you're seeing a $20 million reduction in our ending fund balance. Again, not alarming yet, this is a combined, so you're seeing a reduction in our restricted balance. So as we use our restricted monies more, that money will go down. Again, not surprising, nothing to be alarmed about. When we talk about ending fund balance and that $77 million, this is a breakdown of that. On the left you see unrestricted, that is money that doesn't have handcuffs. Restricted has a little bit of handcuffs, which means there's some rules about how we can spend it. I'll pull you to revolving cash. Stores inventory are the items that we have to kind of maintain functioning of our district inventory. Committed amount at a little over 7.3 million is items that you have allocated and made resolutions for. The 3% reserve for economic uncertainty is a requirement. It's 3% of our overall general fund expenditures. Assigned items, which I'll give a breakdown in a later slide. So the total unrestricted is about 26 million. Our restricted amount's about 50 million. We'll spend down that restricted as we use it. When we look at our assigned items, that's at $4.8 million. You have about 700,000 donation fundraisers. Money comes in as a donation. We spend it as a donation. So our sites just haven't spent the money that's come in from donations yet. School sites, SSP, they have about $1.5 million remaining to spend this year. The AQMD bus grant, hopefully it has been here at that value since I got here three years ago. We have not used it yet, so I have challenged Keertin to spend it this year so that I don't have to keep saying 42,790 at every one of our presentations. The furniture equipment is the budget I use to help support schools. So when we talk about new classrooms, replaced classrooms, wrestling mats, as we talked about RHS the other day, that's where that money comes from. Lottery money is when you go out and you play the lottery. A portion of that money comes back to schools, primarily for consumables and textbooks. That's what that is right there. And securities amount we created a year ago to help fund our security team and camera systems. We talk about committed items. We still have $6 million for phase two of the stadium. That's sitting there and currently we have about $1.3 million sitting in future and current textbook adoptions. When we look at multi-year assumptions, I mentioned a little bit in the past, we're looking at a 1% COLA for next year, step and column increase. We have about a 30% increase in property and liability insurance every year in any program changes we have. Between these two columns, I'll point you to the increase next year or two years from now. We're still planning on the 3.29. That was the last projected COLA from School Services of California. We all know that will change. However, that's the last published amount. We have not had anybody tell us anything different at this point, so we're still using the 3.29% in 2526. So when you look at these columns, I'm going to flip back to the last column. in 24-25, 3.29 in 25-26. So when we look at the revenues for those 24-25 and 25-26, the percent increase is in those columns. So we have a beginning balance of 80 million in 22-23 goes to 108 million in 23-24. And we start dropping in 24-25 and continuing to drop down to 67 million. You'll notice that our revenues drop a little bit. Even though that we do have a increase in COLA, we're still projecting a decline in ADA and enrollment. Enrollment is hard for us because we don't really control enrollment, but we do control attendance. Trying to get students in school and getting some incentives and some steps to get kids to come to school will change that revenue there. Expenditures, 356 million, 390, 338, 342. As our revenue starts to drop, our expenditures will also start to drop. And you'll notice our ending fund balance begins to drop. That's primarily in the restricted side. So as we talk about two very large grants we got the last couple years and the learning recovery block grant and the arts block grant. I'm going to round here, I'm going to say about 24 million and about 9 million. Those items came in as restricted, so they sit there until we use it. So when I refer in the last couple slides how we're spending down the restricted balance and it's not alarming, it's because we're spending down that one time money over the course of these years. So spending down restricted money is not alarming to any of us because it's given to us for a specific purpose and then we spend it. Once we spend it, it's gone. It's the unrestricted side that's really more traditional of a checkbook type concept where money comes in and money goes out. A new slide that Kierton created really just kind of gives you an idea of that multi-year ending balance. The large blue line is our ending fund balance. You'll notice the largest amount is that 22-23 year. That's because that is the year that most of that learning and recovery block grant money and that arts block grant money is sitting. And then over the next couple of years, we start to spend those restricted amounts. So you start to see that ending fund balance reduce. The bottom line, less important to the public, more important to you is the reserve for uneconomic uncertainties. So we do have to save 3% of our money just in case the budget goes haywire, like in 2008, 2009, where you had some dramatic drops in the market. And so that section there is to help cushion some of that. With our budget, we recommend one of three possible scenarios. Positive means that we can sustain this year's budget in the two out years. Qualified is that we may not meet our budget in the out years, and negative means we can't meet our budget in the out years. So for you today, I am recommending a positive certification. So you'll be taking action to approve the positive certification, then it will go to the county and then to the state. Any questions?

SPEAKER_08 0:31:18

Any questions?

SPEAKER_11 0:31:19

I just have a comment. Kirtan, I know this was your first one, your first major project. Congratulations on a job well done.

Thank you. Well done. Hit a home run. It's not baseball season, but close enough, right? I set the bar really high. You guys paying attention out there? Yeah, there you go. As our trustees met, they're excited about starting off and being another arm of us, if you will, an opportunity for them to hear directly from students. We learned a lot from our first year having student trustees last year. And we're kind of starting where we left off and we're moving ahead in terms of what this group's going to do. We have an outstanding group of young leaders ready to take up the helm here and I'm looking forward to working with them. And of course my colleagues here, you're welcome to come. We're meeting once a month, first Monday of each month except for this January meeting is not going to be on the first Monday. you'll get all of our information and I would encourage you to if you can possibly come and Join us for those meetings. They're they're gonna be really good. So thank you What do you have somebody?

SPEAKER_08 0:38:14

No, okay. Hey Ethan, we know it's a school night and if you'd like to stay you can stay yeah, just all right First one to stay the whole time. Love it No, we some of that stuff stayed the whole time

SPEAKER_07 0:38:28

yeah oh okay okay so maybe we should practice the uh uh preferential vote um i did talk to them about preferential votes and they did have a copy of the agenda and he's probably prepared to have yes he is look at him so the preferential vote um we can discuss that when it comes but uh we discussed it with them and they're they're excited right ethan to participate in that absolutely okay

SPEAKER_08 0:38:57

Practice it to tonight. Okay a board Let me see Association reports there's none tonight Board committee reports. Does anyone have anything they would like to report? Any many on the committee's I Don't know Rep Foundation No. There are no reports today.

SPEAKER_10 0:39:37

Compact. The club's going very well at RHS. They collected 90 cans of food for their Thanksgiving food drive. The annual event of making holiday cards and drinking cocoa happened. The cards are going to go to the veterans that are on hospice. 30 students were at their last meeting, which was very good. And compact mock interviews, CVHS Avid interviews, that date hasn't been set yet. REV will be interviewing Avid kids February 15th from 8.30 to 12.30. RHS, January 24th from 7.30 to 11.40. The Rochford Scholars will be interviewing on April 30th and May 1st from 6 to 8 at the Orton Center. So I know those dates are hard to remember, but if you want to be on the interviews, anybody, let me know and I'll give you those dates again. Compact Intermixer is scheduled for February 15th from 5.30 to 8.30 at the Orton Center. It'll be $20 for students and 40 for the adults. And they are still looking for a teacher or staff member to be the advisor at REV and CV. So if you know of anybody, you can like twist their arm or something. Um, and that's- that's it for compact? Twist- twist the teacher's arm for compact club. Um, and you want me to just move on to- oh, I don't really have anything for REV, their meetings in January. And, um, Parks and Rec meeting is Thursday, so I don't have anything.

SPEAKER_08 0:41:09

City of Redlands Cultural and Arts Committee. And CSBA Delegate Assembly. Nope, no updates. Alrighty. Next, Superintendent's Report 1.

SPEAKER_05 0:41:35

Good evening, everyone. Thank you. Uh, first, I want to say thank you to Mr. Shaw and Mr. Hill for the report that was given tonight. Appreciate your work. Second, I want to acknowledge, uh, we did get a couple of Williams, uh, report complaints that will be reflected at- on the next quarterly report. And just to clarify, so it wouldn't be something that is on this agenda, but it will be reflected on the next quarterly report. Okay. Second, or third, I do want to address our book policy that has come up a couple of times at our meetings just to clarify our process and to let everyone know where we are in the process with specific books that we've been asked to review. So the first step when we are made aware of a book that needs to be reviewed is for the site to create a committee that will review the book. Specific policy states that at least four certificated staff be convened at a school site and they are charged with reading the book and then reviewing the book and then deciding whether they believe that it's an appropriate book for the level of the school. once it goes through that process, which is not a fast process. And there's a couple of reasons why it's not fast. One, sometimes we don't have even four copies of the book that's being questioned and we have to obtain other copies. We don't necessarily want to buy multiple copies of a book that's being challenged. So for example, if we only have two and we can't find a public library that is carrying additional copies, then we would, you know, we can only have two readers of a four-member committee at a time, and so that could delay it a little bit. But once it is read by each member of the committee, it's reviewed together, and they make a decision as to whether it's appropriate, then that decision is shared with whoever has asked us to review it. At that point, if that decision isn't acceptable, it can be appealed. Once it's appealed, it goes to a district-level committee. And what the Board of Policy calls for is for the superintendent to designate a committee or a designee of the superintendent to designated committee that is comprised of what we've done. We've comprised up to seven committee members that are made up of librarians, teachers, and experts at the district office. What the board policy doesn't state is that parents need to be on the committee. There's no specific call for parents or a process for parents to participate. However, Dr. Wagner, who has led this process through Ed Services, has included parents at the site level and at the district level to go an extra step. And so parents have been involved in the process. However, there is no process for parents to volunteer or to say I want to be on the committee and then go through a vetting process to be able to be selected. So currently we have eight books that have been that have gone through site level um review and all of them have been deemed appropriate for the levels that they um are at the high school level only one book and I think that's been stated in the past was found at the middle school that should have been at the high school and so it was removed from the middle school The eight books are being reviewed by the seven-member committee, and they are taking some time to do that. We, again, they have to read the book thoroughly, of course, and then meet as a team and make a decision. Once they are able to do that, they make a determination as to whether the book is appropriate, and if it is, the person or persons who have asked us to review the book get the results. And at that point, our current policy uh, paying folks who are reviewing the books. And so any certificated staff or any staff member who is helping us do this gets a certain amount of money, uh, for reading the books and then gets an hourly rate for sitting on the review committee when the decision is made. Um, there is no budget for this. However, it's an important, uh, it's important that folks accomplish this and so we have spent some money to do that. Know that one of the things is why does it take so long? I've described some of the reasons why the other reason that I will say Where there was a bit of a pause this semester there was current there was legislation that was being decided at the state level and that was either going to hinder or stop or maybe allow As a result of that legislation, we really did not have to stop the process and so the process has continued and so our policy Really didn't get impacted by that legislation So that is currently what we do It is there's eight books right now being reviewed by the seven-person committee They are going to be working over the break and they're going to be meeting after the break on some of the books They're taking them in order And so I can take questions if the board has any questions regarding our policy But I just wanted to take a moment today to just sort of describe where we are with our policy to ensure that Everyone knows that we that we are carrying out our current policy with respect to reviewing books that are being questioned Since Jim

SPEAKER_07 0:47:49

I just want to make sure. So our current policy ends at the district level review process at that point. Determination is made and there it ends. So if someone is- is there an appeal after that point?

SPEAKER_05 0:48:07

Technically, no. However, if somebody were to appeal that, we likely would bring it to the board for recommendation on what the board recommends we do next. Okay.

SPEAKER_08 0:48:20

Let's see. Uh, I saw where the Redlands High School Chamber Singers are going to Sacramento to perform at the, uh, Music Educators Conference. And, uh, I talked to Mr. Diaz there and they were selected one of three exemplary choirs to come and perform at that conference and we should be very very very honored and proud that they were selected amongst all the hundreds of applications they have to submit at some sort of a tape of their singing and they're performing up there for all of these educators across the state as an example of an exemplary choral program and what everybody should aspire to become at their local high schools. So I just want to do a shout out for them. Well done. And we'll be able to hear what they perform pretty soon live, I think so. It was awesome that they're able to do that and go.

We have a CSBA conference reflections listed as our discussion items tonight. Do any of the board members that attended the conference have any reflections that they would like to share?

SPEAKER_10 1:00:37

I really enjoyed watching Redlands get another golden bell. That was really cool. And one thing I did talk to Juan about is I think Redlands needs to do some presenting at CSBA. I think some of those workshops, we have good people on our team that could do a really good job on some of those. So you guys all be thinking,

SPEAKER_11 1:01:02

What you- We presented before.

SPEAKER_10 1:01:05

I just think just the ones I went to, I was looking at it going, we can do that. We can do that better. So, but overall I think it was, it was a great few days.

SPEAKER_03 1:01:18

I think Ken should lead a workshop on how to win a golden bell because I believe he noticed that a lot of people want a golden bell for things that we've done. So I think Ken should be able to run that one on his own next year.

SPEAKER_08 1:01:32

Any other comments? No? Alrighty, let's move on. So before we begin the public participation part of the agenda, I'd like to note the following email was received for public comment for tonight's board meeting and will be reflected in the published minutes of the meeting. Deborah Arroyo regarding Cope Middle School. Okay. Now, uh, now we're gonna- we're on to the community input. This is the time that any member of the public may address the board on anything that falls under the jurisdiction of the Board of Education provided person submits a completed registration card to the clerk of the board or his or her designee prior to the public participation. This is not meant to be a debating period, Complaints and problems relating to the policy matters will be referred to the superintendent. The person wishing to address the board shall, when recognized by chairperson of the board, step up to the podium microphone and announce his or her name. The chairperson shall limit the amount of time which a member of the public may use in addressing the board to three minutes unless the chairperson or a majority of the board determines that a different limit is appropriate. So first up, Joshua Hall. Come on down.

SPEAKER_01 1:03:01

Safe Redland Schools is anything but safe for our school. December 2, I went to the Redlands Christmas parade to help set up, and then I had to leave early. But the next day, I found out that the Safe Redlands School organization had a drag queen elf on one of their floats. And from the picture, it looked like there were at least 10 or 15 kids on the float with him. First of all, children are a captive audience at these parade events, and there were thousands of children at the event. The parents and grandparents were not notified or consulted in advance, and all you're doing is causing children to have confusion about what their gender is and what their biology is. A man should not put on a dress in close proximity with children, and children need to be protected from that.

SPEAKER_04 1:04:01

Thank you next Dale brew And right after that it's gonna be Valerie Tabor Yes, thank you board I wanted to address I noticed these public comment guidelines and These are rules that I think are designed to suppress parental criticism and reading of library books to the school board. They are designed to basically create an echo chamber here in the school board so that you don't hear complaints or concerns that parents express. And I want to urge the legal team that reviewed the law, that made these decisions, that I think they've overreached on these criticisms. I will also read the law as well. But I wanted to just bring up, this is the type of thing I would expect from a Marxist or a fascist government. suppressing freedom of speech in violation of the First Amendment. So in any event, I want to urge the board to reconsider these things because I don't think they are a proper interpretation of the law or the First Amendment. So the other thing I wanted to talk about without violating these guidelines is a ballot initiative, okay? And I'm not going to endorse or oppose that ballot initiative, but I wanted to tell people as a public information that there is a ballot initiative put forward by protectkidsca.com that requires schools to notify parents regarding children's mental health concerns, including gender transitioning in school. It also prohibits biological males from competing in girls' interscholastic sports for grades seven through college. And it would require students to use bathrooms and changing rooms that correspond to their biological sex. It also prohibits the use of puberty blocker medications, cross sex hormones, mastectomies, and gender assignment surgery for minors, only for minors. So I'm not going to make a support or oppose this. I just want to make that as a public announcement because many of these issues we have discussed here at the school board and they are germane to the school board in terms of public policy and that type of thing. So in any event, I do want to once again urge the board to reconsider these rules because I think they are purposely designed to suppress speech. I understand the need to avoid any slander, but as you say here, deciding what is slander and what is criticism is a very nebulous term. I understand the need to prohibit profanity. But at the same time, if we have profane books in our school libraries, that is germane to you as school board members. And it should be able to read those to the school board to help make a decision whether these books should be retained within the school libraries. Thank you.

SPEAKER_08 1:06:53

Thank you, Valerie Tabor.

SPEAKER_02 1:07:04

Hi. Thank you for having me here today. I am a parent in this district. I live in District 5. I wanted to follow up on concerns of the incident that happened last month at Cope. I know that the district released a comment on the parents notification app. While I appreciate the comments and I also appreciate the thinking of the school safety officers, I would like to know what the tangible steps are that we're taking to keep students safe. What is the district doing to change the way that we have these weapons or I saw on the agenda that someone's being expelled because there was an explosive found. You know that's what is what are the tangible steps that we're taking. I would love to hear more from that. Thank you.

SPEAKER_08 1:07:56

Thank you. Superintendent comments.

SPEAKER_05 1:08:03

Thank you. First I want to say I hope everybody has a wonderful winter break. I had the opportunity for the very first time to participate in the Christmas parade a couple weeks ago and I've never had more fun. Thank you for the invitation, RTA, RESPA. I had the option of sitting on the float or running next to the float and handing out candies. And of course I chose handing out candies. Mostly because I got to eat half of the candies I was handing out. But if you, you know, I'm a candy cane fan so it was a lot of fun. But I did it a little different. I think we were challenged with making sure every kid got a candy cane. But I was thinking of my mother and so I started handing them out to all the grandmothers And I think it was a hit because even the grandfather started looking me a little funny because I was skipping them So I had to double back and make sure they also got a candy But what a wonderful event so many people out there Definitely felt the Christmas spirit. And so thanks again for that invitation and To our C-STEM team, district-wide, Golden Bell, congratulations. It was great to be able to go and get the Golden Bell. It is our fifth in a row, which is magnificent. Dr. Wagner, nice work with your group. So that was a lot of fun. And to just acknowledge a little bit of some of the safety measures that we are taking I really appreciate the question and urge you to Reach out to me Or actually I'll reach out to you now that you've shared that you that you want to know specific information We did have a parent meeting with the cope community last Wednesday and shared many of the steps that we're taking and I believe that those are already been in action and And we are we do have plans to maybe implement some other measures, but I can definitely go over that with you And I'll schedule a time to build do that Thank you for this moment to talk.

SPEAKER_08 1:10:07

Appreciate it all right Board Melissa

SPEAKER_03 1:10:18

Okay. Um, I just want to thank everyone for coming out, Dr. Angle for being here. Um, quiet over there, but I acknowledge that you are here. Um, I want to thank you for the, uh, council road shows. I was fortunately able to go to two of them, um, to RHS and Rev. Unfortunately, I couldn't make it to CV, but I also want to thank Dr. Wagner- Dr. Ken for coming out and, um, kind of doing that with me, because it was really interesting to see what our kids are doing. And I want to say hi to my new friend I made during the Christmas parade, Ronan, probably one of the purest hearts I've ever met. And he made it all the more fun to be there on the float with him. And he's got a birthday coming up, so I already made a note in my calendar, and I'm going to be making a shout out to him for his birthday in our February meeting. But yeah, just have a good break, everyone. Get some rest, enjoy some time with family, and eat lots of food.

SPEAKER_10 1:11:16

I truly enjoyed attending another Superintendent's Awards program in November. They're a lot of fun. Not only were over 50 students recognized for academics and citizenship, we also recognized many students in the district for receiving a perfect score on the CASP test from spring last year and a few students even earned a perfect perfect. So I also wanted to thank the parent who called me and from No, I can't remember where she was from. I feel really bad. Anyway, Brenda Selby for bringing that to my attention and passing that along back in August. Congratulations to all the teachers and students at six of our elementary schools, our four middle schools, and our three comprehensive high schools for receiving a golden bell award for C-STEM at CSBA conference. and what a great job our teachers are doing for their students. Last Tuesday, I attended the coffee with the counselors at Franklin. It was evident to me that- oh, and I forgot my bottle. Evident to me that the counselors really care for all the kids. I was impressed that they knew which child belonged to which parent at that meeting. Thank you, Erica. And cast for all that you do. Thank you for allowing me to participate in the calm down jar activity And I meant to bring mine because they were so pretty it's water filled with I put a Lego guy in and some sequence and it you turn it over and when when the child's upset or confused or mad at someone you just wait and when all the sequence and glitter goes down to the bottom, then they should be calm. So I made one for our house. I don't know who's going to use it, but I won't need it. But anyway, so a highlight of last week was that I got to play with the gold star band. These are middle school students and some are fifth graders. I got to play the pots and pans with the band teacher from cope. and I am not musically inclined at all, and he wanted me to read music, and I had no idea what I was doing, so I watched him for a second, I followed him, and I actually did it. It was really fun. Hopefully I get to do that again. On a Saturday night, I went to Mentone and helped, but mostly I was standing in awe of the amount of toys that were delivered by Sandals Church in Mentone. Two toys for every student at the school. Today I had the pleasure of seeing students come into the counselor's room and buy two toys from the Santa's workshop. I saw so much joy on the faces of all these kids as they entered the room and selected their choices. Some of them picked for their siblings, some picked for cousins, little cousins. It was just really fun. So I want to thank you so much Pam and Jen for your part in making this a reality. And thanks to Principal Molly O'Day and Vice Principal Todd Flowers for allowing me to see these amazing things happening at your school. And I look forward to this- to Santa visiting Franklin tomorrow evening, and the Inspire Choir performing at Rev, which I thought was on Thursday night and you said Friday, so I'm gonna have to call and check on that one. And I appreciate all those who came tonight to talk. Your dedication to the well-being of your children is remarkable. Thank you for bringing your concerns and your ideas to our attention, and we don't take your concerns lightly. However you celebrate the holidays, do it surrounded by your family and friends. I wish you peace and many blessings through the season, and we will see you in 2024.

SPEAKER_09 1:14:32

It is Thursday. I double checked and I was writing this really late last night. So yesterday we got to meet with our other student trustees. Those two are still sitting over there. That was really great. It's nice to meet everyone and to start talking about specific policies. Yesterday was mostly informational stuff, but we're all really eager. Mr. Cabral on the cope thing. I'd really like Miss Tabor talked about I'd really like to know about what's going on over there and what changes are being implemented across the district because I do know we had talked about Mel detectors or weapon detectors and that's something that I your high schoolers are very concerned about and would like to know about as it's happening. That's something that is really important to us. Especially if it's going to take hours out of our day every morning to, you know, we don't know. That's a big question. And if possible, I'd really like to talk to you about that specifically. And just generally what changes are being made about that. Um, that's all I really have for tonight. I didn't really prepare this part too much you sprung it on me last minute, but Uh, thank you.

SPEAKER_08 1:15:45

It's really great to be here Then out of curiosity, what would you want? What would you? in regards to yes.

SPEAKER_09 1:15:54

I think it's important. I think you said at the cope thing finding a way to do it non-invasively. I think that's really it's going to feel invasive regardless but and it's an adjustment and I think we got used to it. I was here over covid when we took our temperatures every morning so we're used to having extra steps every time like that- that's not something new. I think it's just being clear about why it's happening and communicating that with students. That's really important to us as it's happening as well. So.

SPEAKER_08 1:16:24

Thank you. Good answer.

SPEAKER_09 1:16:27

SPEAKER_07 1:17:33

day to get everything done. My turn? All right, thank you. Well, since you talked a little bit about the parade and I'm a member of Kiwanis, Kiwanis has put that parade on for over 30 years and this was the biggest parade that has ever happened. 135 entries and two hours later, two hours and eight minutes actually, over 6,000 people viewed it on the streaming video. and the crowds on the street were four to five people deep on the sidewalks and, uh, I didn't see a lot of people leaving, uh, after, you know, an hour and a half. They stuck it out and, uh, I think it was a great gathering of community members and, uh, you know, our Kiwanis Club's, uh, very happy and proud that- that people enjoyed it and we had- had such a variety of- of entries this year. So, uh, our city does a good job with that. Um, the other thing too was, uh, Christine, our, uh, public information person put out another newsletter and it's an award-winning newsletter and I just love what she does to that. So, uh, Mr. Cabral, if you could pass on to her what a- what a great job she's doing with that. And it's just like every community member, uh, really needs to take time to look at that. The videos are amazing. If you do it online, view it online. They're just amazing. All the amazing things that our people are doing out there. Speaking of amazing things, I was able to take in some performances as well. Our visual performing arts people are just so awesome in every, uh, thing that they do. Um, I actually took in two shows in one night, which was tough, because I got the first half on one, an intermission, I'm up at the other one. So, because there's so many things happening in our school communities. Uh, Rev High School band did an amazing show. And that's where I saw Ethan doing his part with, uh, background work, stage, and confetti, and who cleaned it up? Who cleaned it up? I don't know. Uh, but it was- it was- it was amazing. And public participation was awesome. And then RHS, their band and choir performances, just excellent in every aspect. Field clock auditorium for all their performances. And the extravaganza of course is Church's Valley. I had to leave early. I had the best seat in the house because they were sold out. I couldn't even get a ticket. They didn't have a seat for me. So luckily Mrs. Villa said, why don't you come up to the tech booth? Wow. Ethan, the tech booth is pretty awesome, I'll tell you. But then I got called away after the opening number and it was like such an extravaganza. It was unbelievable the first 10 minutes. Then I got called away in a family emergency so I felt really bad that I missed the rest of it. But I know it was just an incredible event. Um, thank you, Melissa, for your leadership on this board for the last year. Um, you know, we're in a new era of school board meetings and, um, I just felt like under your leadership, I watched you grow and take charge and be authoritative and I- I really appreciate what you've done for us here this year.

SPEAKER_03 1:20:56

I think my kids would agree that that's a natural thing for me.

SPEAKER_07 1:21:01

So it was an easy transition? Oh, okay. Well, I just wanted you to know that, that I appreciate being a former president myself. I know it's a tough job and it takes a lot of time and energy. And in this particular case, there's a lot of emotions involved too. So thank you for that, for keeping us on our business and getting our work done that we need to do to support our superintendent in our school district. So appreciate it. and certainly our community and students. Right, Ethan? Let's see, there was a couple of other things. Uh, Carrie Anne, I have a thank you to hear because I know that you do a lot to support the leadership here on our board and it's behind the scenes stuff. And we often forget to recognize or acknowledge your hard work and all the stuff that you do. So well done. Thank you so much. Yeah. This is your shout out, okay? And so, uh, with that, I too will- oh, I was gonna mention to Michelle. Michelle, um, I would encourage you or suggest to you or I think- yeah, just- just if you felt so moved to, uh, your reports are so thorough and you do so much in the district, but lots of times you're thanking people and they may not actually watch the board meeting or might not get that accolade that- that you're- you're giving out and they certainly deserve that. So, I would encourage you to email them because I often do that and just cc. You do. Okay, so they know how you feel, right? I mean, it's nice that you share how you feel with us and with the public, but your words are so well thought out, I would hope that you would also let them know so that they make sure they get that message, you know. Okay. That's all I was doing, just making sure that they hear it. Yeah. Well, I want to, you know, Carrie-Ann put together that schedule for us that all the, all the performances, two pages or whatever it was and, uh, you know, yes. Thank you for that. And they are amazing, for sure. So thanks, thanks for that. So with that, for all of you, my colleagues, and school staff, and certainly students, and everybody here tonight, our public, however you celebrate the season, I hope it's filled with joy, love, and great times. So thank you, Mr. President. I'm all done.
