This section of the agenda is meant for any member of the public to address the board on anything that falls under the jurisdiction of the Board of Education. Before we start public participation, I would like to acknowledge that the board has received e-mail comments from Roger Umanski and Teresa Aburto, which will be reflected in the published minutes. So, um, we have one, uh, public particip- participant. This is a time that any member of the public may address the board on anything that falls under the jurisdiction of the Board of Education provided the person submits a completed registration card to address the board, uh, form to the clerk of the board or his or her designee prior to the time the chairperson calls the item for the board's consideration. This is not meant for a debating period. Complaints and problems relating to the policy matters will be referred to the superintendent. The person wishing to address the board shall, when recognized by the chairperson of the board, step up to the podium microphone and announce his or her name, and the chairperson shall, in the interest of facilitating the business of the board, limit the amount of time which a member of the public may use in addressing the board to three minutes, unless the chairperson or majority of the board determines that a different limit is appropriate. We will now move on to public hearings and we have Michael Paziner.

Thank you, Michael Paysner. I just wanted to thank you for having a particular item on the agenda, item 16H, the complaint procedure. and specifically the part that includes about discrimination. And I just wanted to speak a little bit about that discrimination because it has become so pervasive. It's online. It's in our editorials of community newspapers. We've seen it at this podium. And unfortunately, we've even seen it bleed onto the dais. And yes, Ms. Renderer, I'm speaking about your comments at the previous meeting. mischaracterizing what Pride Month was about. I do appreciate Mr. Vera and Ms. Aya Quintero response to your comment. The hatred and discrimination that we've seen that's so pervasive is really disturbing. And that's why we need these complaint procedures in order to protect the individuals. I hesitate to repeat the lies, but I think they need to be refuted. Lies that like Pride Month is just about sex. Pride Month is about history. It is about people showing pride in who they are because of such a long history when they couldn't. Other lies like gender is binary. If you study biology, if you have a history in science or medicine, people realize that gender is not purely binary. Nature doesn't do binary, it's a spectrum. And other lies that have propagated is that being part of the LGBTQIA community is a choice. It's who people are. And it's really disappointing when people even up there on the dais don't appreciate that fact. So I appreciate that you are doing this discriminatory policy and that it does protect those people that need protection. And Ms. Rendler, I know we spoke of having a lengthier discussion. I'm still willing to have that discussion. Because I think it's so important that everyone really understands these issues that I'm talking about. And unfortunately, we can't do it in three minute increments like I have here. So if you're willing to continue our discussion, I am willing, because I want to see people's hearts change. I want to see kindness to people that are different than ourselves. And I think that is severely lacking in the public comments that I've seen at this podium recently. Thank you.

Wow, where's the big wheel? Good evening board members and Superintendent Cabral. Tomorrow marks the first day of student attendance for RUSD. All across the district, teachers, counselors, school nurses, speech-language pathologists, school psychologists, and others have been working tirelessly to get everything ready for the return of our students. I would like to take this opportunity to thank them along with their RESPA and administrative colleagues for all that they do to give RUSD students the best education possible. On tonight's board agenda, there's included a proposal for a bond measure to address RUSD's critical facility and infrastructure needs. For the last 21 years, I have taught at Redlands High School, the oldest school on its original site in California. Along with my colleagues, I have witnessed firsthand the deteriorating buildings and impacts they have on students and staff. In fact, I've even been injured and sprained my ankle on broken concrete on my own site. In my service for RTA, I learned that the conditions at RHS are not unique and that schools across the district face daily challenges due to aging buildings and infrastructure. From septic systems that leak sewage fumes, permeating classrooms, brown and rusty water, leaky roofs, crumbling concrete, inadequate ventilation and air conditioning, to power and internet infrastructure problems, blinds that won't work, and unsafe walkways, naming a few among the many challenges faced by our USD students and staff. RUSD is at a critical point where patches and temporary repairs are no longer feasible to address this problem. RUSD and the community need to invest in proper and safe facilities so that it can continue its mission of empowering students with the knowledge and commitment necessary to confront the challenges of our changing world as they become leaders of the 21st century. I urge the board and community to support the bond and give the students of Redlands Unified facilities they can be proud of. This bond measure is not just about buildings and infrastructure. It's about providing our students with a safe and conducive learning environment, and it's about investing in our future. Thank you.

Good evening board members, Superintendent Cabral, cabinet, and distinguished guests. On tonight's board agenda, items under business services to adopt resolution number six, a school bond would help with the following. Gates throughout the district are too short with too many access points creating safety concerns. There is insufficient lighting across campuses. Gutters have been ripped out or are leaking resulting in water damage and dilapidated gutter system. In multiple NPR rooms, the floor's tiles are separating with glue no longer holding them in place. Kitchen floors have deep scratches that cannot be fixed by waxing. Many classrooms are missing ceiling tiles which have been damaged or corroded, especially after the last rain season. High school fields are filled with squirrel holes, posting a safety risk. The Hall of Fame tiles are beyond repair and need to be replaced. Black tops across the district have many cracks and holes. The portables are old and definitely need to be updated. All staff and students need to feel safe with safe and secure entrances at all sites. At the last board meeting, our board members expressed their gratitude and appreciation for the teachers of our district. While this recognition is well deserved, I want to highlight the many other dedicated employees who worked tirelessly throughout the entire school year. Child nutrition services. These employees continue to provide lunches not only during the school year, but also during summer school and to the community at large. Custodians. They are hard at work ensuring classrooms are clean and floors are waxed and ready for students and teachers on the first day of school. Safety officers and campus monitors. These staff members participated in safety training to support students and staff throughout the year. Clerical staff, they ensure that operations at various sites are smooth, preparing everything so that the students are welcomed and teachers have the resources they need. Technology department, they are making sure that Chromebooks are ready and functioning properly for all students throughout the district. Health technicians, these staff members are receiving necessary training to meet students' needs their medical needs effectively. As you can see, our classified employees are working hard to ensure that our schools are ready and that our students have a successful year. Thank you.

Good evening to our Board of Education and Superintendent Cabral. Thank you for this opportunity. I would just like to say on behalf of our management team that we are thrilled to be welcoming students back to campus tomorrow. I know we've been prepping hard and working with teachers and paraprofessionals, custodians, office staff to have our schools ready and we're thrilled. I would like to share just a moment with you about a few things that RAPA is excited to be a part of this school year. We are focused on bringing back our morning breakfast for our management team where we are inviting relevant educational speakers such as topics on social media solutions and artificial intelligence in education. We are also looking to provide community service opportunities for our management team to participate in our community. As we're creating a Believe Walk team, we're participating in the Redlands Turkey Trot, the Run Through Redlands, and of course the Redlands Bicycle Classic. So we're excited to be supporting our community in that way. We also, as a RAPA team, attended the access summer leadership conference this summer, and we also, at our management advance, collected over $2,000 towards our RAPA scholarship foundations for Redlands Unified School District students, so we are excited about that. And just in closing, on behalf of our management team, I would just like to say to our board that we are incredibly grateful and we would like to extend our appreciation for their support and efforts in addressing the unique safety and facility needs that each of our sites has and the effort that you're putting forth in considering the bond initiative. Good evening. Although it was just a few months, I hope everyone had a wonderful and relaxing summer break. And to all the students, teachers, and support staff who either attended, taught, or worked at summer school, there was a lot packed in about five weeks. But you all did it. Congratulations. I was happy to be able to attend the administrative events a few weeks ago. The two trainings were wonderful for the administrators. The highlight for me was the touring Garner Hold educational facility. I always like going there. And no matter how many times I go, I've always found something new that they're doing. I was very moved by the motivational speaker, Kevin Bracey. He really touched my heart. After leaving the advance, I decided this year I will rise up every day so students have the opportunity to rise up. So that was the theme of the advance. A special welcome to all our new hires and those who have changed positions in the district. Here's to a fabulous year for you. I also attended the active shooter training at clement last month. Wow. What an eye-opening experience that was under the direction of redlands police departments battalion chief bristol and catcherside uh fire department Commander esteban, I think I got these backwards esteban and kyle alexander. Yeah, I did get them backwards I'm, sorry one flip the police department and fire um and our own safety manager eric torres all the police officers firemen and sros from all these agencies went through the different trainings including learning how to put on tourniquets and stop the bleed which i actually did uh this year and got certified in that so that was kind of cool uh lastly i went to the moms versus moms football game at rhs this is a tradition where all the moms play against with their sons uh they do their son's position in a mini game and it's kind of funny to watch It was kind of neat. And I want to also thank Director Alyssa Cummings and Manager Jennifer Petty for making me feel so welcome at the opening year meeting for Child Nutrition Services that was held at Eisenhower High School in Rialto. I made it in time to hear the keynote speaker and I visited Farmer Bob and the market where every attendee received some fresh produce to take home. That was with eight other school districts. It was a pretty crowded, pretty nice event. I'm excited to see the new and exciting foods choices that our students can look forward to this year. And a huge thank you to all those who either work at a school site or in the central kitchen. Because of you, our students get the nutrition they need to succeed every day. Students and teachers, especially my two grandsons entering kindergarten and 11th grade. I wish you all a great year and I look forward to seeing What you will accomplish this year. Hope you all have a great first day everyone And I wasn't going to address this last month my comment about the Pride Month on the website was not meant to put anybody down, to hurt anyone's feelings. Michael, you know I've talked to you several times. I'm very okay with both. I want to talk to everybody and learn everybody's opinions on things. This was just coming from me and from other people in the community wondering about, is this really a sexual connotation? What does this mean? Because People don't really know what Pride Month is, um, and they just see what they see in the paper, um, with some of the celebrations that happened. So I would love to have another conversation with you and hopefully we can get what we were trying to do in place. I'm still working on it. It's just taking a while. So- but I'd love to talk with you again. So anyone have- everybody have a great year and have a great start tomorrow. Thank you.

All right, thank you. So earlier, so Stephen, Liz, and Kim mentioned the bond. As a middle school principal, I know many times we need additional facilities. I would like it if all middle schools had a gym. We all need to have that extra space. We never have enough space for storage. We don't have enough space for activities. We need to update the poles. We need to update many of our facilities, the roof, our air conditioning. I'm definitely, you know, I think the majority of us are definitely wanting the bond so we can update and re-modernize our facilities. It's definitely needed. And then Kim also mentioned social media. as a school administrator one of the most difficult things that we have to deal with and it's now Down at the elementary level as well, you know, but social media for someone It's hurting our babies. It's hurting our students and We're having to deal with it on a daily basis and One of the other things that hurts us is the use of cell phones. One of the things I did at the middle school as a principal, I sent out messages to parents and let them know no cell phones are allowed on campus at all whatsoever. We're confiscating the phones left and right, but some of the students are so addicted um this is my second day of school i took a cell phone away from a young lady and she was bawling she was crying she just couldn't let go of it she says i can't i can't i need my phone i need my phone i said you will get it i had to get a counselor to come in and help her and counsel her And you know, literally ripping the phone off her hands. But our kids are so addicted to our cell phones. One of the things that I noticed that LA Unified did, and they're starting the program in January of 2025, is that cell phones are no longer going to be permitted on their campus. I don't know how they're going to do it. I don't know how they're going to roll it out. But they're definitely moving forward and then there's a bill that's coming out in the state of California for 2026 the bandown cell phones So just hang in there a couple more years until we get there but definitely Social media and our cell phones are a huge hindrance to us tomorrow is your first day of school and It's exciting. This is my uh, today was my second day of school We were off to a great start and before I started the the school year. I wanted to I I mentioned to my administrators my two ap's and and my clerical staff and the teachers We do not know we do not know How our kids come to school if they're ready to come to school? What's happening in their home if they're going through tough times? Just today. I received a phone call that the secretary told me. Hey, you need to call this parent She just went off on me. She was cursing. She was very extremely mad at me and I call the parent back and I find out that the parent is homeless. So she has a right to be angry. She just went off on the secretary because she has seven kids and she doesn't have a place to live. Many times we don't know what our parents are going through. So the reason I mention it to you is because we deal with thousands and thousands of our students and our parents and including ourselves. Just remember that if anybody approaches you like a lion, just hear them out. Sometimes they just have to vent. Sometimes they just need somebody to listen to because nobody else is really there. And normally if you give somebody the time and you give them the kindness and you give them the support, they come into your office like a lion, but they end up leaving like a lamb just because you took the time to listen to them. No matter if they cuss at you, I've been cussed at, I've been yelled at, but just take the time to be patient and understand that there's a lot of things that they're going through that we may not understand, just like the lady today that went off on my secretary. Tomorrow's an exciting day. Tomorrow is an exciting day. I get really excited on the first day. I'm nervous. But I'm excited. I'm excited for all of you to start your first day back at work. Take a moment to take a deep breath and enjoy. And enjoy tomorrow because next thing you know it's the end of the school year and our year is over. So enjoy your beginning. Um, be patient, be loving, be caring, and hang in there, uh, uh, since we're just starting off tomorrow. Okay. Um, now we go on to, now we go on to the superintendent's report.

Thank you. Yes. Good evening, everyone. I wanted to update the board on the measures that we've put in place that are starting some of them have started a few years ago, but some things that we've done I addressed the board in may and gave everybody specific mandates and guidelines that we were to have in place by the fall and or nearly after school started And so I wanted to make sure to take this time to share with everybody an update on Where we are with those mandates This is the same slideshow that I shared in May and these first two slides are they speak to the history of the investigations that were done both by the Department of Justice and the Office for Civil Rights investigations that began as early as 2017. OCR focused on three years and they're highlighted right there in that slide. The DOJ began in 2019 re-engaged in 2020 And one of the biggest differences between both investigations is the DOJ did speak to about 80 district staff, parents, and community members. And that's how they were able to come up with their findings. Their findings resulted in, the clicker not working, no. resulted in specific actions that they wanted to see and one thing we have to accept and we do accept and as a superintendent I accept we fell short of expectations the investigation proves that we should we should have done a better job And I'm saying with confidence right now because I've seen it firsthand that we are in a much better place today. There are things that we implemented policies and protocols that were implemented several years ago that we're continuing today and the mandates that we've been given are only going to enhance those safety measures and make us better. In red is specifically how we've taken action to this point on those specific mandates. We are continuing all current practices, which I'll show a slide a little bit later that will show you those practices. We have an assistant superintendent of compliance in place. Dr. Rudy Wilson began on July 22nd, and he's here with us this evening doing a great job. Mr. Mark Blind, who was our coordinator of Title IX, has moved into a vacant secondary director three position. I am fully trained as a decision maker as was stipulated by the judgment and I completed that training last month. The training that we must do as a superintendent and as a cabinet is being approved by the DOJ still and that will be done as soon as it is approved. We have training that must be done for all students And the goal was to have something in place by the fall so that we could show it to parents However, that has not been approved yet sprigio is helping us create those lessons once that is done We will get approval by the doj and then it will be shared with parents. Dr. Wilson is looking at doing a pilot lesson at each level, elementary, middle school and high school before we roll it out to all students. And so our target time is October 1st to have everything shared and then hopefully implemented either late December, early January for the first go at training all of our students. Full length training and micro trainings. We are getting our Title IX training approved by the DOJ still. It's in process. Centralized tracking system, which did not exist prior to this summer, was created by Mr. Hill, our CBO. That system is something that is going to keep track of every single case that comes through. It's going to be a powerful way for us to be able to audit The steps that we've taken and to track to make sure that we have not missed a step All of our managers will be trained in that system and they'll be able to use that that has already been created and approved by the DOJ Um, excuse me All of our policies have been updated and they've been sent to the doj and to ocr for approval. We did receive many of them back There's generally a two-step process to get these officially approved and then posted That is two board meetings one for reading and then for the approval that will happen in the next couple of meetings that we have Our postings were approved and those are going to get out to sites We have a new see something say something posting that is going to be shared with everybody You'll be seeing that very soon and it also be sent out through parent square in the form of a flyer That has been done and is ready to go Our target is to have them posted at all school sites by August 9th and The survey we have to have a survey completed the deadline is august 9th That will be sent to the doj for approval that survey is going to be used To make sure we are getting input from our community that they are aware of our protocols and that they know where to look and where who to call if they have an incident a situation that they need to Get addressed And that will be sent to the DOJ by August 9th To this point. We have had several meetings with the DOJ. Those dates are right there We are committed to meeting with them at least once a month And we have done that in some months a little bit more than once a month But we are staying connected to them because they are making sure that we are on track and we are happy to say that we are and I feel like a Jedi. How about I just talk about it? I haven't memorized. It's over now. There's like three more slides. Um parallel investigations is a very important part of any incident that comes in Any time that the police may get involved in any kind of incident that requires their intervention We as a district must also run a parallel investigation is called which means that our hr department Or our compliance division will investigate the matter also And we will do that together and in collaboration and in communication with the police. That is a practice that will be continued. We were to offer current and past student support that we felt we did not offer at the time that they were either victimized and or were a part of any kind of incident. The first deadline for that was July 1st. We contacted over 100 students and offered them 30 hours total of support. And many have already signed up to take advantage of that support. And we're happy that we were able to connect with past students and present students. And then consistent staff discipline. What we are asking this year from our administrators is that every incident that requires any kind of intervention with staff that HR be contacted and that HR and compliance be on the same page with how we're moving forward on any incident. Current practices that we have been doing for a few years in some instances include our daily campus safety walks, daily class walks, using our progress advisor to monitor that, a hall pass policy, monthly staff micro trainings, and our administrators are the ones that facilitate all of this. And they've done a great job over the last couple of years and will continue to do so this year. Our boundaries policy that the board adopted a couple of years ago, all of our staff are trained on that on an annual basis. Actions create trust now, which is our act now initiative, which has been in place for a couple of years. See something here since say something campaign. our sprigio which is an anonymous reporting application very important for our students to know where to go and they do not have to give us their name they just need to let us know that sprigio alert goes to several people so that it's not missed and that we take the right steps and then of course our raptor system anybody who visits any of our campuses should be very aware that you have to show your id and be allowed in before you enter our campuses now every staff member must every staff member, all 2,000 plus of us must go through all of these trainings that are listed on this next page. Not only do they have to sign for a handbook that has all of these policies, but you can see these online trainings and the amount of minutes that each of them takes. It's about four and a half hours of training that all of our staff must complete by the end of August. That date is the 29th or the 30th, whatever that Friday is at the end of August. August 30th set right there at the bottom and we're the way that we keep track of that because it's online We are able to look at everybody's account to make sure that they've completed it Everybody gets a certificate that says they've completed it and it is from custodian to teacher to Superintendent every single staff member must complete these this four and a half hour training we're doing our best to provide that during the workday and Um, and I think we're being successful up to this point. Um, but we will hear, uh, from our folks if more time is needed. This is a practice in frustration. There's one more slide. Okay, and then this is something that is new. We created, through collaboration with not only our managers and our staff, but also our union groups, a classroom work environment safety protocols. Things that are allowed to be in your classroom, things that are not allowed to be in your classroom. For example, We have flexible seating or alternative seating in some instances. It is very necessary that that seating look Professional and business-like and we cannot just bring a couch from our home and put it in our work environment It might be comfortable, but that's not something that we're allowing We also want to make sure that you can always look inside any space that has an adult in there so you cannot cover your windows, things like that. This is a uniform guide that all of our staff are following. And this was created in May at the end of last school year and implemented this year. So we're very proud to have that in place also. We plan to update the board periodically. We also plan to invite the community to become a part of a committee that will get updates directly from my office and we'll meet periodically. It's important that we are transparent in moving forward and making sure the community knows not only are we following the mandates, but we are on time with our deadlines and we are constantly getting feedback from the DOJ. I want to thank everybody who is not only just in this room, but especially all of our administrators who are carrying out all of these practices on a daily basis and who have prepared their staff. We have classified staff that of course have been working all summer long. Some were here a couple weeks ago to start the school year off and to make sure that everybody had what we needed. And our teachers all of course came back on Monday And so I know our principals have been working diligently to ensure that all of this is in place So I thank you very much for the work that you've done and then we had some specific folks that sat on the task force That really looked at every single mandate and ensured that we not only met deadlines, but that we had a plan for all of those measurements and so I'd like to thank everybody who participated in that also and Now, one of the most exciting days, I've said this very publicly, that my favorite day of the year is graduation. And that's still true. But probably second is the first day of school. And that's tomorrow. And I'm super excited for our kids. We only get to do this 180 times. And it starts tomorrow. We're meeting with chief tober and deputy chief crane on Monday, uh, to finalize everything and to really get, uh, that, um, started along with the annexes that we, um, agreed to last year. And so I'm really excited about that and also other police agencies. And of course, we had really good emergency preparedness, uh, drills that I think, uh, Ms. Rendler, uh, referred to and those weren't really well. So thank you to the RPD. and then again one more time there will be uh something going out to the community for any parent or community member that would like to be on the safety update committee so that you hear firsthand how we are meeting all of our mandates and making our schools as safe as possible for our kids thank you very much

So back when my kids were at Smiley and I was on PTA, we would have a pancake breakfast and we would have the Grinch come out. And we would all, all the PTA parents would gather and we'd bring out these griddles and we'd make pancakes. And it was a great event. It was fantastic. And the kids had so much fun. But it was always so interesting that whenever we plugged in a griddle on this side, we couldn't plug one in on the other side because it tripped the breakers. So it was very hard to make hundreds of pancakes with just a few little griddles. The electrical, every time we'd ask about it, it's like the electrical is old. You just have to be nice to it. Just be careful when you're plugging things in. But I think it's super important that our teachers and our staff are already providing such a wonderful education. I think it's important that we upgrade. the rooms and our schools so that we can better support them. Um, it- it's hard when, you know, there's foundations cracking and pools sinking. So, um, this is only going to better our students' experience in Redlands Unified so we can truly be the best that we can possibly be.

I'm excited about this bond being here for over 32 years I've seen all our schools some of them Deteriorate a little faster than others and I also think some people say well my kids aren't going to be here that long Why would I need?
