with Labor negotiators Act and csca and Public Employee discipline dismissal release the Board of Education voted to release temporary certificated employee number 25549 immediately pursuant to Education Code section 44954 the vote was Fikes Blair na Orosco crw R yes ladies and Gentlemen please give a warm welcome to our talented Eagle Canyon [Applause] students okay um let's first do one more

thing let's let's do the pledge of Allegiance I'm student Wyatt Summerford can you please do the pedge allegiance great please stand and join us in the flag salute please take off all hats and hoods face the flag put your right hand over your heart ready begin I pledge allegiance to the flag of the United States of America and to the Republic

for which it stands one nation under God indivisible with liberty and justice for all all right good evening just to give you guys a little bit of background of what you're about to see um we are going to demonstrate the four C's uh that the district has um imple imped this year and from here on out and so you're going

to see um small clips and demonstrations of what goes on in the classroom representing the four seas which is collaboration communication creativity and critical thinking I am Miss Coker the kids know me as Miss Coker my name is iio Coker I'm a third and fourth grade combo teacher at Eagle Canyon Elementary ran by principal Lori [Music] Warner

action young lady I am shocked you need to communicate the proper way come with me I record a show that you need to order to communicate first listen with your ears share your thoughts respectfully use eye contact with peers we your part thoughts whoever they might be students adults or District sta whoever you can see these are the ways to

communicate got it good now hurry back before hi Aiden may I Jo in the next round [Music] sure I've got the coolest colored paper I know how to cut squares for the windows I am the master at drawing physical features tell you what you guys sit there and look pretty a lot of work on our amazing Masterpiece you will not be

disappointed why you've only got five more minutes to finish this group project and you've probably got anything done if I just quickly put these pieces together maybe I can't look there's no way you'll have a complete project in just 5 minutes I know just what you need come meing the team gets you a whole lot more it even helps improve the score so take

your class from I to we and see what when you work as a team I must be honest it was hard working alone I'm going to see if my friends are still willing to collaborate proper way hey guys I'm sorry can we work together to finish the project scissors scissors glue glue tape tape CL pencils done mom you have to make it exactly

with four sides simp C is okay I have an awesome idea you two need to come with me right now trust me this it is my it's about what it can become when you think right and all the you of Only You TR don't be afraid of what's in your mind with cream hey who knows what you'll find I guess

answer Christian Chanel and I came up with the following solution the clock at 7:45 as you can see the hour hand is still within the eighth the seventh hour but not quite to the eighth hour the minute hand points directly at the N9 which represents 45 minutes if you count each number by five another way to read this

time is to say quarter to8 three quarters Around the Clock lands you at 45 minutes leaving one quar of an hour before the clock stri 8 this is why A4 to 8 is another way to say 7:45 it's also a compatible time for bed speaking of bedtime all in a day's work now friends please repeat after me

pleasee after you we will we will communicate collaborate collaborate be creative be creative and think critically and think critically every academic day every academic day and like I always say there are no excuses when you're a school and now you see Bruin show me what you're all about thank you for your time over and [Applause] out awesome job

know Green is not our favorite color in here I guess it's blue a little bit instead of green so but overall I think it's really important that uh the students grasp the idea of common core especially the four C's and for them to um learn it early on and getting the process now will definitely help them in junior high and

high school and especially going on into the next stage just and how they mentioned it's very important um to practice every academic day I would say it should be every day 24/7 it's really important just because when we are heading into the real world with our jobs it's important if we think critically and creativ creatively so I'm

very happy that they got that early on and they you hold on can you ask Mr Cruz to ask Donnie to close the door what's happening yeah and sorry H cuz people can't hear you cuz Okay okay okay go ahead and I really did enjoy their UCLA shirts I know Mrs Blair was trying to refrain me from doing the uclh year but I school

did it with pride and um just some um over some other announcements at my school we did have every 15 minutes today and for those of you who did not know every 15 minutes um is put on by sad club which is students Against Drunk Driving so we were able to see uh drunk driver um hit a car and what was really

sad for me is um I'm really close to the people who were um in the scenario and I know they were just acting but it really put my life in perspective because one of my best friends was in that car accident and I think a part of me broke just because I've known him since elementary school so I will find out

what happens to him tomorrow because there's a funeral service at our school so I'm hoping I do not get too emotional and last Saturday was our 8s and not only did I see Mr knob Harding a little bit I did have fun myself but I don't think he saw me even though I waved to him so I just wanted to say I said

Hi and um I just wanted to say just in general um thank you for having such great kids in our district I every single showcase that I watch during the district meeting is honestly blows me away from time after time I just can't believe how much talent there is in our school dist District so I just want to

give a huge round of applause for that so thank you thank Hancock well happy Patty's Day to everybody the Luck of the Irish I'm wearing my green thanks to my wife um and uh hope everybody had a really good day I um today I just want to remind that the board was has been invited as long as as well as the uh district

office to our act common course Summit which is this Saturday at Butterfield Ranch uh it's from 8:00 to 12:30 uh it is teachers teaching teachers and it's going to be a pretty awesome uh opportunity uh my quote for the day is from Reba McIntyre to succeed in life you need three things a wishbone a backbone and a

funny bone I think that's really true because they probably all need to happen at the same time um I want to remind the board of our presentation last uh board meeting where we did a uh check for the value of 29 million 93781 52 the value of our teachers uh putting in their own time to help our

students succeed um and so I just want to [Music] 688,000 the four seas I think it's great when we learn from our students as well I think that's uh really important to do that and Eagle Canyon did a very good job in letting us know about those four seas that we can put in our lives also I

want to uh let you know that there's a lot coming out on the shortage of teachers and let me just give you one example um the uh Teachers Association of Long Beach has 3700 members so they have 3,700 unit members at their uh that teach in their school district their average age is 58 years old that means in the next five to seven

years you'll have uh a whole lot of those teachers retire and go to the next part of our great lives um and our district is not that far behind in actual average age we have 834 teachers that are on the last column uh towards the bottom of our of our salary schedule so you I need to understand we have uh

there estimating uh somewhere around 400,000 teachers are going to be needed over the next 10 years um and we are not we're only producing a small amount of teachers out of the college as we were as little as 10 years ago about 27% of what we used to produce 10 10 years ago so we have a real problem with

that and a last statement I just want you to know on behalf of being the spokesman for ACT uh we are not in favor of the certification for Opa thank you very good evening welcome back Mr Joseph glad you're feeling better cabinet um mine's going to be very short and sweet at the last school board meeting I I did

address the uh csca par educator conference and thank Dr Chin but I wanted you were not there but I also said thank you to you for your support and hopefully next year that we'll be able to send more um and also as the csca president and represent presenting the classified employees of Chino Valley Unified School District uh we are not in

support of opa thank Farley Mike creger fireboard thank you everyone uh on behalf of the fire district I really want to thank every body tonight for their cooperation with being orderly uh with everybody outside and make sure that that everybody's able to be here and and express themselves in a safe orderly manner so thank you very much

everybody for that um as our student representative mentioned every 15 minutes happen this morning at IA high school it's a fantastic program teaching our youth about the uh the implications of of drinking and driving um it's a great program if anybody's not attended that for it's very emotional and it's a great thing the last thing I just want

to remind everybody that spring break is starting not only for our schools uh but other schools around in our community uh and there's going to be lots of kids out running around on their bikes on their scooters in the street playing ball please be safe everybody have a wonderful and safe Easter break thank you thank you Pat is there any comments from the

12.1 for anyone who wishes to file a complaint against the District employees a district employee please follow that procedure the first speaker on a non-agenda item is Tyra whis she make it in or is she outside she gave you her okay let's go ahead and proceed board members Mr Joseph we've been advised that we have 54 requests to speak on this agenda item

as you know board law 9323 states the board May limit the total time for public input on each agenda item to 30 minutes that said with board consent and the board may increase or decrease the time allowed for public presentation board members do I have a consensus to extend the comment time to 60 minutes and have 20 speakers speakers

Education Code 47605 B speakers Mr Joseph will you make speakers Pat speakers please the first speaker is Maria Gonzalez followed by Diana budro followed by Andrew Crow good evening my name is is Maria Gonzalez I was a previous Al ranchel parent um if you remember seven years ago we got three days notice to close our schools um it was very devastating

to our kids in our community um I see traffic every day every day I don't think a day goes by where I don't call the police department it's I guess somebody did not tell these parents that you cannot park on Riverside um the admissions of the you they just standing there it it's just it's ridiculous um I oppose you

extending the lease for Opa I want that school back to our community demographically um we need that school I see kids going to Walnut at 6 o'clock in the morning going through Riverside there's no nobody to watch them and and that's not to see It's upsetting so again um I oppose you extending the lease for Opa thank

you Diana Buro followed by Andrew Crow followed by Greta [Music] Proctor superintendent Joseph members this is a Bittersweet moment completely Bittersweet um um I support your denial of the renewal petition for various reasons but it is the right thing to return a school that was the fabric of the community that school as we know was a pedestrian school not a driveby drop off

school that school served a community that has a hard time getting access and I understand the parents' desires of opa Mr Patel and the parents in this audience we understand the desire to get the quality education for every child we're with you on that but we know how difficult it is when you had like a tooth that was

pulled with no pain relief three schools all in socioeconomic disadvantaged areas of our community what brings us here today is Fuzzy Math and a fiduciary responsibility by this board to do the right thing by this community that's what brings us here not the fact that we need to return a school that is desperately needed to educate a

portion of our community that desperately needs it not that we're not here for that we're here because of Fuzzy Math we're here because somewhere along the line there's been enough time to do some accounting to look at some of the data and statistics that have been reported to weigh that against El Rancho a school that was intergenerational a school that the

people in that Community parents went and grandkids went that's El Rancho that's our School El Rancho belongs to that community because of budgetary cuts that were ugly the ugliest this board has ever faced and I would not want you to replay that one again but we're here wanting K through 8 at Al Rancho that's what we're here for we're

here to tell this board if any board member benefits from the the vote tonight personally or that their family would benefit from any vote tonight that they would abstain because there's a bigger Community out there Opa parents are great parents they're going to drive wherever their kids need to go the school El Rancho that's been there for

over 50 years time hasap thank you Andrew Crow followed by Greta Proctor followed by Barbara black good evening president Cruz fellow board members superintendent Joseph and scha my name is Andrew Crow and as you know I am opa's Chancellor I'm actually glad that you have this three minute time limit because I could stand here for three days telling you why opa's Charter

should be renewed but tonight I'm going to address just two invalid points that were raised in the staff's recommendation a recommendation I'd like to note that was never given to us and was posted to the Chino valy website just three days ago first the staff recommendation States and I quote the OPA renewal petition fails to provide a

clear explicit plan to secure the services of individuals having a background and experience in implementing curriculum instruction and assessment for a grades 9 through 12 Charter High School program that is professionally and personally offensive our EX itive director Mrs Barbara black has a master's degree in educational Administration and an admin Services credential additionally she has five years of experience as a high school

administrator at the newest High School in this very District I hold a master's degree in urban education and an admin Services credential I have four years teaching experience all grade levels in a high school one year as a consultant at four high schools and two years as a Charter High School administrator if we are not individuals that have background

and experience at the high school level I don't know who is second the staff has a clear misunderstanding of the role of Ed lion our Charter management organization or CMO as a seasoned charter school teacher and administrator I will only work for a school that is run by a CMO it's shameful that the staff would try to present a CMO as a

negative CMOS free administrators like myself to do the things that really matter when running a school like performing classroom observations leading professional development greeting students in the morning and eating lunch with them I have recruited and will continue to recruit quality teachers and administrators to work for Oxford Preparatory Academy and I will continue to start my conversations with

the fact that we have a CMO that focuses on developing leaders and completing tasks that free the school staff to focus on working directly with students so in conclusion whatever questions that you the board members may have know that the answer never has been never should be and never will be closing an award-winning High performing and I

quote once again exemplary Charter schoola Proctor followed by Barbara black followed by Jared [Applause] McLoud good evening members of the board my name is Greta Proctor I'm an attorney at procopio and I represent opino Valley before your vote I ask you to consider the numerous factual mistakes and misstatements of law in the draft resolution and report that was released

this week we're surprised that the board is being asked to adopt proposed findings of fact where the facts are in many cases glaringly inaccurate for an example as for student achievement which by law is the most important factor in a charter renewal the report cites the wrong legal standard for purposes of what constitutes a subgroup under API scores

this error is so fundamental in accountability that it means that none of the student achievement data in the report is accurate Opa is unequivocally one of the best schools in the state and has consistently received positive feedback from your staff the report has blindsided the school unfairly the school has responded to the report in as much detail as possible given the short

time frame in the responses you believed I received I believe you received today we've also provided to the board earlier this week a detailed outline of the five legal standards that do govern approval of a charter and how this school has met unlike other schools not just one but all five of those legal criteria I want to briefly mention that edlon which is

named several times in the report is a nonprofit support organization created in 2012 to support opa Ed lion provides services tailored to Opa and they achieve economies of scale by way of a contract the contract is a public record and it's one that the district has edlon provides those services and also protects the OPA model things like

trademarking the OPA name and logo using data to constantly improve the educational model but edlen does not govern Opa and does not govern the charter schools it's a non-profit Corporation with its own board the sole membership sole statutory membership relationship that exists between Opa and edlon is a conventional structure among Charter Schools particularly charter schools that operate more than one

successful School in this state the soul members rights are limited to what's described in corporations code section 5056 no more and no less Ed lion cannot vote on school business like approval of budgets Opa is the entity that is solely responsible for operation and governance of the charter school there are many many other mistakes and misunderstandings in the draft

resolution which could have been explained or addressed if they' only been communicated to the Charter School ahead of time we urge you not to adopt this flawed resolution this school's Charter document itself is one of the most comprehensive and detailed in the state but more importantly the school's proven success on the ground is unparalleled there is no legal basis for

denial of this Charter tonight thank you Barbara black followed by Jared McLoud followed by William Sanchez good evening president Cruz board members and superintendent Joseph I am Barbara black executive director of Oxford Preparatory Academy let me start off tonight by quoting from a song that's been made famous by lean G Greenwood I am proud to be an American

where at least I know I'm free I am proud to be an American freedom is what America was founded on Freedom means Choice freedom in California means school choice in 1992 the charter schools Act was voted in and notably it was the teachers union that supported Gary Hart's proposal and ensured its success this may be a surprise to many of you but it is not to

me I have been an educator for over 30 years I have a teacher's heart we love we teachers love children and we have a passion to open the world of opportunity for every child that crosses our path so no it does not surprise me that the teachers would support this groundbreaking law because of this Opa a school of choice is here in this Chino

Valley Community this board tonight has the opportunity to show its support of school choice and parental Choice by voting for the renewal of Oxford Preparatory Academy you will hear tonight the Chino Valley Unified District staff report and its findings regarding the renewal of the OPA Charter petition just like the Chino Community our team became aware of the report late

Monday afternoon it was heartbreaking to read findings about our Opa program that were misleading and misrepresented we have been in a partnership with the Chino Valley School District since 2010 with the approval of our petition it is difficult to understand what may have warranted the findings of the district's attorneys and staff the opah program which was renewed in for

the 201227 years has not changed in governance its educational program nor its business practices each of our schools have perfect audits with separate budgets that do not co-mingle funds this is in accordance with the fiscal policy that Oxford Preparatory Academy and Chino Valley un 5 had agreed upon all budget reports have and continue to be available to the public

from the district the county and the state in a letter from your business office dated July 14 2015 it was stated that your review for this year's adopted budget noted no concerns and that projections appear reasonable I'm running out of time so I'd like to say this our budget our our practices our governance have never altered we have

stayed the same for six years we've been successful and we have had outstanding academic success so I ask the same I'm sorry your time has elapsed Jared McLoud followed by William Sanchez followed by Julie [Applause] Collier thank you so much for allowing me to have the time to speak to you tonight students thank you for coming out this is your school this has been

approved by this board tonight I would like to speak to you about data and about facts putting emotions aside let's talk about the facts the facts tonight we should be sharing what we represent for your school district the top performing school three years in a row not only in this District but in the County of San Bernardino let's talk about facts facts

right now are from parents in this community that want this school they have sh shared with us and over thousands and thousands of times quotes from your assistant superintendent and legal council who approved this Charter petition six years ago saying that we are the best academic Pro program in the state of California and that you as a

board are pro Charter in this community Miss Proctor our legal council has reassured you the best point the only point that should be considered in a Charter renewal is academic success let's talk a little bit about academic success at Oxford prepatory Academy number one in the district three years in a row and at the county level just receiving the California

distinguished award winning metal and seal I read in the report there was a finding that our students fluctuated in socioeconomically disadvantaged students from a 946 to a 945 we will work on that I assure you this District scores went up from a 755 to a 762 congratulations but I will take the 183 Point achievement our students achieved any day any

time my position as speaking to you tonight is also about this Gap there's claims that there's a 40o achievement gap between our special ed students and those of non-sp specialed designation in this District you have a 60 point Point achievement gap between your highest performing subgroup and your students with disabilities that is something that should be addressed we are considered

with a onepoint drop in socio economic as a failure it is time to stop throwing rocks when we live in Glass Houses it is time to fix the problems and have us as a charter school Charter Schools were invented to support new and innovative ideas I am a Community member my sons would have loved to go to Cheto Valley

Unified School District Schools Opa is one of those and represents you very well I advise you to look at the facts because we will not stop here and we will win an any appeal this is a very good Charter petition and these people behind me tonight and outside those doors that should be open are your constituents that voted into office and

there's an election this fall I'm sorry you time is a William Sanchez followed by Julie Collier follow Follow by Peter Patel good evening my name is William Sanchez this is my daughter evba I'm here speaking on behalf of my children my wife Vivian Castro and the many Opa families I've spoken to in the last couple of weeks as parents we want to

protect our ability to continue to make the best public educational Choice available to our children and their needs we read the staff report and recommendation and accompanying draft resolution and I must tell you that a citizen's taxpayers a UCLA trained lawyer and my wife the former for many years the former head of governmental Affairs and chief lobbyist at Los

Angeles Unified School District we are dismayed by the incredibly poor process that result in what purports to be an analysis at no point wherea parents teachers or administrators contacted before the finalization of this report from experience we know the substantial expense in attorney and consultant fees it cost to produced this report and yet there's little original analysis to be

found large sections of this report are taken from the initial staff recommendation years ago to deny the OPA Charter other sections are taken directly from other reports produced across the state in attempts to deny a charter or its renewal we can only conclude that this report had little concerned for the truth and is a mere exercise to support a predetermined

outcome the purported findings are not consistent with P statement by Chino Valley Unified School District officials nor are they consistent with the op published record of success on the Califor Department of Education website what we found was an analysis that was either ignorant of or signally scried around the parameters set out in the Education Code instead it selectively

and inaccurately mused on matters that are not pertinent and does not reflect the basic understanding of contract and corporate law and governance I believe that each of you have read the report as well as ACC company financials and the analysis of the company financials however as they demon excuse me however as they are demonstrably inaccurate and incomplete

and additionally ignore whole sections of the financials that were submitted to you you cannot in good judgment rely on it for the basis of your decision tonight the draft resolution tonight sites a sign ific that there was no support from other School District employees but it dismissed the dozens and dozens of Chino parents our neighbors and the teachers that were

there in support at that last meeting as advocates for the only immediately and directly impacted population the OPA students I think our voices should be respected and given the most weight the report also criticizes the lack of sufficient diversity at OPA as a former International Communication director at the mexic American legal defense educational fund as a former principal

consultant to to the Latino legislative caucus in our state capital educational opportunity and achievement has been a key to the career of my wife and myself I'm sorry your time has elapsed Julie Collier followed by Peter Patel followed by Darren [Applause] Evans good evening my name is Julie Collier founder of parents Advocate League we are a Statewide parent-led organization

that advocates for Student Success the Education Code says that charter schools are an integral part of the California education system and accordingly the district granted Charter I'm sorry Oxford Preparatory Academy a charter school in 2010 Oxford has become one of the most successful charter schools in California that is a direct quote from Chino Valley Unified attorney Steven Cher during a California State

Board of Education Hearing in 2013 at the same hearing your assistant superintendent Gregory satura stated China Valley UniFi did approve the Oxford Preparatory Academy Charter School by a vote of 5-0 and renewed their Charter for an additional 5 years for a vote of 5-0 because Chino Valley Unified knows what an exemplary Charter is these are actual quotes that are

taken by the same staff that is recommending that you deny the OPA Charter School of which they spoke so highly there is a major discrepancy here despite the staff recommendation to to deny Opa I want this board to know that school choice is not just an educational option for students within your District it is the last chance and hope for some

children who need something different in their education while many students may be successful in your District some require a different path to success If you deny this Charter School you are denying the one and only Public Charter School within your District China Valley Unified will have zero public charter schools to offer the students currently attending Opa as well as the 900

students on their weit list every year your vote tonight has far-reaching ramifications for your district and your political careers and no vote from any one of you on this board means you are voting to mandate that students attend a zip code dictated School within your District without any public school choice options there are parents and voters here that cannot and will not Overlook

that mandate when parents not zip codes determine where their children attend school everyone wins as a reminder you were elected to make decisions in the best interest of all students in your District including the students of the one and only Charter School in Chino Valley Unified you were not elected to uphold a special interest agenda that clearly does not support school choice

you are here to support all students whether they attend a Traditional School in your District or whether they attend a public Charter School you need to know that has elapsed I'm sorry Peter Patel followed by Darren Evans followed by emelda [Applause] Ramirez good evening superintendent Joseph president Cruz board members and Schoolboard Staff first of all I'd like

to welcome you back I'm glad you're feeling much better superintendent my name is Prav Peter Patel and I reside in ch know I stand here today commending you for the role you play in each and every child's educational life in this great School District yes this great School District that is our that is the only is only great because of a

collective number of schools students support staff and its outstanding teachers together they make the school district look good you have heard from me before for my support and the op for the Oprah renewal chart today my youngest daughter Nish cap Patel 14 years old could not attend this meeting due to traveling to India for a religious program AG she

prepared the following in her own words for me to recite to the board and staff I Nishka Patel have had the honor and privilege to attend Oxford Preparatory Academy since its opening days I cannot begin to tell you how much the academic curriculum that opah has offered to teach me has shaped my academic career character and personality opah has a opah was a choice

that my parents made for mine and my sister's well-being a choice that was given to them from a Democratic Society and understood that each and every parent should have the right to teach and educate their children for the betterment of their future this Democratic choice that my parents made was then literally taken in by the staff and teachers at opah who became my

part-time parents teachers counselors and so much more and provide Ed me with an excellent learning curve to which I am honored to say that I have excelled in please do not take that right that choice away from me away from my parents here and away from the parents that are in the audience and more importantly do not take that right in Choice away from

the Future Leaders of Tomorrow I urge you to approve the renewal for five more years remember this is my daughter speaking not me P.S I hope Hillary Clinton does not become president why why because I want to be the first lady president of the United States that that ladies and gentlemen is an Opa student 14 years old board this is a young lady educated

at opah not just by my daughter but one of hundreds I'm going to fast forward I would like to leave you with the following what is it what if because less start again what what if it because because what if becomes less about how we look and more about how we care what if becomes less about how much money we

earn and and more about how much we care for the Good Fortune I'm sorry your time has elapsed Darren Evans followed by amalda Ramirez followed by Troy [Applause] Stevens good evening uh board members my name is Darren Evans I've been a proud resident of Chino Chino Valley resident for 21 years I've been a proud business owner here

for 13 years my wife and I are currently raising two children in the CVUSD School District um my 12-year-old daughter Haley who's in seventh grade and my six-year-old son Jason who's in first grade both of which at OPA Haley started kindergarten in a CVUSD school and was not our home school uh we chose to use an in District

transfer to another cvsd school and we're happy there however when my wife and I found out about a charter school coming to Chino Valley and learned more about Opa we knew it was a perfect fit and we're willing to do whatever it takes to make it happen for our children 6 years later we are confident that we made the right decision and I

can proudly share this because the programs and teachers at OPA both my children are ex are excelling I understand that politics are way of the world but I hope the Schoolboard members will put politics aside and do the right thing for Opa Miss Hernandez Blair I believe you said it's all about our kids if you haven't come to our campus

to see the programs in action I would encourage all of you to do so I would encourage you because a life in an opena student a day and life of open student is very refreshing and lightening to see how happy all students are and the wonderful things the campus has to offer here at OPA we are a family and

proud members of the voting Community we have stuck by you the school board and did all the things you've asked of us we have supported the local Congressman we have the supported local Congressman senators and mayors of Chino and Chino Hills past and present just to name a few there is not a single legitimate reason to deny our Charter if you stick

us tonight um I spoke about a month and a half ago at uh at another board meeting and I wasn't really planning on speaking tonight and I put my name down if there was time I would come up and say a few words uh so I didn't really prepare a speech but I'm going to speak from the heart to you and um you know

I have two boys that attend Opa and they uh truly love school just like the other hundreds of kids do and we leave it in your hands five people to make that decision and we have over hundreds hundreds of kids the ones that should be voting for this because they're the ones that want it but we're leaving it up to

you and you've you've seen the signs around town you've seen the people you've seen the support you haven't seen outside yet but you've heard them and you will see we have people that come up here and that want to sign in and I don't even necessarily know if they're still here I believe both the women that came up and spoke I just want her to

know that my two sons one is in sixth grade now and one is in first grade and they sit in the same classroom that their mother sat in at Al Rancho when she was in first grade so to say that we want grandparents and and families and this my kids are going to the same school and and as a reminder Opa did not

take Al Rancho from the their their their Community the district took Al Rancho from their community that community and I have a lot of friends I've been in Chino for a long very long time I've been in Chino my whole life and I have a lot of friends that live in that community and every single one of those people tell me

how beautiful that school looks and they're proud to drive by it and it did not look like that when Al Rancho was there these people that are coming up and speaking tonight the administrative the parents these people have built that school they put their time in they put the money into it they put all their effort into making that a great school

for this community not just for their kids not just for their grandkids but for this community for the community to be proud to have that school there for the community to say that this Charter School in our community in the city of Chino is one of the best schools in the state how many other communities can say

that no one not no one around here can but you guys can Chino can you guys can be on a proud board that represents the number one school in California and if it's not right now it will be these these administrators these administrators will not let the school fail I stood here 20 years ago because it was raining outside and graduated

from this school right here at Don Lugo I have passion for this community I have passion for my kids and I have passion for this board and it's a great School District it is a great school but do the right thing and vote for me your heart like I'm speaking from my heart and I got about 10 seconds left and I just

parents and Community working together is right now the V yes um my history is like I in in the lottery in the OPA in 2010 I have four kids and opa my biggest daughter is 2010 2012 she is amazing girl she has the best teacher Mr CH Mr CH Mrs Chase and she right now is she will go

to a set many universities but she will go to h k poly engineer civil she's really strong in M because she has the best T-shirt my another daughter is Sophia 2010 2014 she is at the first place in the school you can check in the school I give you the all you need she has the teachers Mr CH Mr Ken Mr Lee amazing

teacher and the tailor right now she my dad is not here because she is performs and coina for the Arts uh like I had two kids more and opar right not kinder to fifth grade with Miss Miss H Miss re Chang the life my kids and my youngest child is Sebastian is in third grade she's amazing kid he's a smart too but they

Chang the Liv Mr Cordo right now if you don't REM no what happened with my kids going always continuous Improvement every single year when it start 2010 to now always is continuous Improvement please renew my school it's only this not a school this is my second home my kids say because we stay all the time there I'm a parent voluntary activity

the most parents here you see always held to the school what anytime that you go the school the parents is volunteer you have the power to change today please renew is there another I know some people say not renew your time has elapsed Glenn Chappelle followed by Andrea Roberts follow by jelle [Applause] Leon good evening and thank you for the

opportunity to speak I am a father of uh nine-year-old triplets who started coming to Opa at year two of Opa we are a proud family we are an Opa family I have been volunteering at OPA since before the school opened while we were still trying to get phone lines while we were still trying to get internet I have

been an excited parent but we are a community the Chino Unified School District this board this group everyone here we talk about children first and how important that is and we shouldn't be looking at closing is good school if we have certain concerns a list of how many items were presented if we have a list of concerns one of the signs that was up

today was communication we work together as a Chino family to address concerns and improve a school improve this school improve all schools we don't look to close schools we don't look to take good educational programs away from family if we have concerns we come together we work them out we figure out the best way to keep good schools

open thank you Andrea Roberts followed by jelle Leon followed by Katie [Applause] saluz can you ask Pat to repeat the names please hello my name is Andrea Roberts I've grown up in the Chino Community I am the mother of five children my third attends Chino Hills High School still two have graduated I have been at OPA since the beginning

Charter Schools the reason why I am an advocate for Charter Schools is because you are able just like in my own business that I own you never rest on your laurels and you're always working for the next best thing and if a teacher or a program isn't working you move on and try and find someone that's going to

get across what your ideas and values are and that's the way any business should be run and just like a school it is a business is it a business of um people trying to reach the next best thing trying to push trying to find out what each student's potential is that's what I do at my own dance studio

and that's what Opa does for my kids I am someone who has attended cattle and Roads each phenomenal schools the reason why I chose to follow Sue when she opened Opa is my third child child struggles in school and when we came to Opa I thought multiple intelligences we need to find a way to make her interested in school and if you've ever

studied really what multiple intelligence is is that if someone is struggling in reading and writing and maybe might not like to come to school there is another reason why they do want to come to school and so you need every single one of these programs to be offered to students so when they're struggling with math instead of getting

up and hating to go they like their drama or their band or they like to run for ASB and all the other awesome programs that we are able to have our gardening our our a list of things that we try as Educators to put forth for our kids um my children were their names were pulled in the lottery they were

also um they are not the highest scoring students at OPA one of my children have been retained at OPA and even though I may have shed a tear I knew that it was the best thing to stay at Opa for my son and he is thriving because he did was retained so I come across the board all

five kids none of them maybe MIT bound students but they love to go to school for one reason or another and that's what multiple intelligences is and I would follow any one of these teachers anywhere they went they work overtime to make sure that each student gets what they need for this program and most teachers may or may not handle

but these teachers if you were a a student in their classroom you would want your teacher to do that for them and that's what they do for the OPA students thank you very much jelle Pat jelle Leon Pat can you repeat the names repeat the names jelle Leon followed by Katie Sal followed by Caitlyn manthorne you good evening board um I've been a Chino

resident for 15 years and I have grown up in Chino Ontario area Ontario High School um I'm planning on opening up my own business here in Chino right on Riverside Drive um my 7-year-old son Ethan Leon attends this school since kindergarten my husband passed away 2 and a half years ago I cannot afford private school I cannot afford anything

else my son is very smart academic wise Opa gives him the opportunity and has given him an opportunity to be able to go to university they chant universities they talk about universities they they don't just talk about education they don't just talk about the normal stuff that unfortunately I didn't get to go to university because my parents didn't

have the money to send me to an expensive college so the struggles that I went through I don't want my son to go through I am by myself raising my seven-year-old son and if you guys close this school I don't know what I'm going to do it's been a hard Road for me and I see that all these Opa parents they come

together no matter what we need they're here they're here for us we volunteer hours no matter what our busy schedules are the teachers they work overtime it's amazing how we collaborate we come together no matter what nobody's perfect you you guys are not perfect we're not perfect no school is perfect but let me tell you I am blown away I'm

amazed I am so blessed that I am here and that I was picked in the lottery because everybody that is here that attends this school has been drawn through a lottery it's not something that everybody got chosen because they are favorites and this and that there are no favorites here it's the system it's a lottery system and if you see

there are minorities here there's different types of people there's everyone is welcome to Opa so it's not just you know favoritism or anything I don't know why the community thinks that I I really I don't know what to do I'm emotional I'm sorry I I don't know what I'm going to do if you guys close the school down for my son my my little one

Ethan I want to give him the best education that I can if you guys could please from your hearts just say that this is an amazing school and it's giving an opportunity to so many families and so many children there are future don't take that future away from them don't take that opportunity away from these children they're very

smart I don't know what else to tell you guys thank you ad saler Caitlyn manthorne MK gotrek Katie salor Caitlyn manthorne good evening everybody my name is Katie saer I'm a teacher at Oxford Preparatory Academy I have never I've in my third year of teaching and I have never been at a school that gives so much to not only

their students but also their staff I get the enjoyment of watching my students come in every day and get the opportunity to have lots of many different pullout Specialists science lab music Chinese watch my kids do Chinese today which was amazing just want to let you know that as a teacher I've been at multiple charter schools and this charter school is really

amazing compared to others and I am for the renewal of Oxford Preparatory Academy thank you Kaitlyn manthorne followed by the final speaker MK manthorp hi my name is Caitlyn manthorne and I am a teacher at OPA and I'm very saddened to say that Terry roach doesn't have the opportunity to speak right now because his speaker card was turned

before mine but I will take the opportunity to speak for the thousands of supporters outside seeing the children come to school every morning ready to learn and be engaged in their work if is a life-changing experience for me and also for the other students there these family and children are choosing to come to Opa to better their

own education and become successful in their Community I am in favor o of opa and I believe in the School of Choice thank you MK [Applause] gotrek hello my name is Mary Katherine gck um and thank you for the opportunity to speak tonight our school um is a family and we are a community who is honored to represent the Chino Valley

Community and the County of San Bernardino our journey does not end here tonight at all we will be approved by a board who wants to work work collaboratively with our team and be proud of the program we all work so hard for and for these children please everyone just take a moment and listen to the supporters who

are outside in the dark with no audio no visual they don't get a chance to be in here to support the school they have to do it outside please take a moment and just think about thank [Applause] you those were 20 names I have a motion so moved Miss Blair second second Miss Fikes comments question discussion I would like to comment yes

Mr Joseph board members as your superintendent for 6 and a half years you know how I feel about these Board of Education meetings there are your meetings they are not my meetings and consequently I usually don't don't comment much at these meetings but these findings in the agenda tonight are mine and I have to own them so I have to

comment let me Begin by talking to you board members about my relationship with Oxford Preparatory Academy back in 2010 I asked the board to approve Oxford as a new Charter for this District I had known opa's founder and CEO for many years as we were fellow principles in this District the board voted 5 in 2010 for Opa to begin its

Charter in the following year 2011 I asked the board to renew Oprah's Charter for 5 years and once again the board voted 5 to approve my recommendation Opa went on to become a California distinguished School one of 20 distinguished schools we have in this District in fact there was a picture circulating today of me with Opa students at that time after that

approval and in fact in 2013 when another Charter was denied by our district here and at the county level and applied to the state our attorneys asked me what should our strategy be at the state and and I said to them let the state know that Chino is not anti- Charter our board has approved Opa twice and therefore we know what a

quality Charter looks like the other Charter was not a good Charter and as a result that other Charter was denied at the state level so it it is really with a heavy heart tonight that I come to you board members asking you to approve my recommendation to deny opa's current Charter petition so you may ask why simply put the petition Opa

submitted on January 25th of this year unlike the other two petitions that were approved is seriously flawed let me emphasize three Salient points about the petition that contribute to my recommendation tonight number one opa's overall program for the next 5 years the charter renewal petition this one fails to contain a reasonably comprehensive description of eight of the 15 required elements of a

charter petition two opa's projected budget for the next 5 years due to discrepancies we saw in their budget in this petition we had the CPA firm of venac try day do an analysis of opa's budget for the 5 years of the projected renewal their conclusion is that opa's budget presents an unrealistic financial and operational plan their analysis is in your agenda in

the exhibit section at the end and number three governance the charter school this charter school has always been governed by Oxford Preparatory Academy a California nonprofit public corporation so imagine our surprise when we found buried in this petition in opa's bylaws in appendix G of the uh of um the petition the mention of an edlen learning Solutions nowhere in the rest of their

current petition nor in their previous two submissions had we ever seen the mention of this company we shook our heads in disbelief when did this change in governance occur and who was this adlen Opa had never disclosed a change in their governance to us as we continued to read their bylaws in the petition we were shocked to read that atlen is the sole

statutory member and among its broad Powers Accord according to the bylaws atlen has the power to approve a majority of opa's board of directors and to remove any Board of director at any time it would be like me picking and choosing the board I allegedly worked for now our curiosity was really peaked who was this Enlighten well imagine our surprise when

we found two public public documents filed with the state of California secretary of state that lists the same person in 2015 as the CEO of Adlon and concurrently the CEO of Oxford Preparatory Academy that person is the original founder and CEO of opa my fellow principal of a few years ago as we continued investigating Ed lion the facts became more and more

disturbing in 2014 Ed Lion's 990 statement of Revenue list their revenue of 1, 243,017 of the revenue of each Opa school for which they provide services at just Opa School in Chino with a budget of $15 million this would mean 1.5 million would be going to Enlighten further investigation has revealed that Opa is in clear violation of the M memorandum of understanding

their CEO signed with our district on on January 10th 2012 in that document Opa signed they signed that the premises on the school on SE Street in Chino would only be used by the charter school and for no other purpose without the prior written consent of the district and yet we discovered that on January 24th 2015 a

California secretary of state statement of information docu lists Ed Lion's principal office in California as 5862 C Street Chino the address of Opus Chino site as recently as last week March 9th in their agenda for the regular meeting of the Oxford prep board of directors there was an an agenda item in which Oxford prep sleach was securing a loan

of $100,000 from lighten all of these facts that we have discovered on our own are alarming because Opa has failed to disclose any of these facts to our district as the board you have the fiduciary statutory and legal oversight over Opa and yet you have not been told of any of these occurrences which makes you unable to carry out your duties in

the oversight agency these facts are alarming with these facts before us we began to question other things in opa's petition case in point I went back to their last petition in 2011 and I looked at their projections for using professional Consultants let me tell you about their projections in 2011 they projected in 2012 2013 $90,000 in consultants in 2013 2014 they projected

$92,200 in professional consultants in 2014 2015 they projected 94,5 56 in Consultants so then I compared these figures to the figures they are projecting in their current petition for 201718 they are projecting 1,536 544 in professional consultants in in 201829 they are projecting 1,869 796 in professional consultants and in 2122 they are projecting 1,953 571 in professional

Consultants it is easy for me to understand why a charter in its infancy in 2011 would may need $9,000 in professional Consultants but what I can understand and fathom is why for the life of me a charter that is now well established would need an excess of $1.5 million a year for professional Consultants H I have to wonder if at

Lion's fingerprints are somewh we're attached to this there has been much speculation as to why the district did not send out a list of questions this time as we did during the last Charter petition renewal or have conversations like the CEO of Oxford and IH had at the time of the previous renewal in 2011 when we looked at the numbers that

Opa provided in their projected budget it is clear that just based on the number numbers they are unable to maintain fiscal solvency additionally their lack of open openness and transparency with us in failing to dis disclose to our board the maneuverings and minations of Ed lion ask one to wonder what is there to talk about you know board members that this

is in its total a very sad story this is a a classic example in which a very very successful Charter School somewhere along its Journey lost its way I take no Pride or comfort in the facts that I brought to you tonight it breaks my heart to do so because the real tragedy here lies in the students

parents and employees of opa who are blameless but who are the collateral damage and the real victim itims in this tale of arrogance overreach and greed for all of the reasons in the findings coupled with those I have emphasized and enumerated tonight I am asking you when Mr Cruz asks for the vote to vote Yes on my recommendation to

deny opa's renewal petition thank you thank you any more comment questions and [Music] discussion do I have consensus for a roll call Vote Yes yes yes okay thank you the roll call will be taken in alphabetical order with the president last if you're in favor of resolution 2015 26-55 please answer yes yay if you're opposed answer no nay the effect of the

majority vote of yes is to deny the January 25th 2016 Charter School renewal petition for the Oxford Preparatory Academy Charter School Miss Blair I Irene Hernandez Blair support Mr Joseph's recommendation Miss Fikes yes Mr n yes Miss Orosco yes and yes for me let's take a break pral break oh differential no motion motion passes 5 thank you let's take a 5 minute break

p.m. Monday March 21st in the large gym at Chino Hills High 16150 to rcon Road congratulations to Chino Valley Adult School on his recent accreditation from the Western Association schools and colleges the three-year accreditation means that High School diplomas issued by the school will be accepted by any educational institution The Adult School staff led by principal Carl Hampton

worked very hard in a short short amount of time last year to see this to fruition and finally uh I'm happy to say that you can now if you go to our website see our board meetings on the website what I I um I wanted to surprise board with that uh I would like to thank personally Mrs Hernandez Blair who
