I call to order the regular meeting of the Board of Education on Thursday November 2nd 2017 at place I now reconvene to the regular meeting of the Board of Education at 7:07 with Blair Cruz Spike's not in a Rosko present before we begin please silence all electronic devices and note that these proceedings are being recorded at the
Boardman closed session from 441 to 7:00 p.m. regarding a conference with legal counsel existing and anticipated litigation a student readmission a student matter parent requests to change grade conference with labor negotiators a CT and CSC a public employee discipline dismissal release public employee appointment high school principal and Junior High School assistant principal and conference with labor negotiators superintendent's
contract the board voted to accept the resignation of certificated employee number 137 effective June 30th 2018 by the following vote Cruz bikes not Orosco yes Hernandez Blair absent and voted to a point John Miller as principal of Chino high school effect on November 3rd 2017 by a unanimous vote with Cruz Fikes Hernandez Blair na and Orosco voting YES
no further action was taken that requires public disclosure thank you board members I would like to introduce a gentleman mr. John Miller as the new principal Latino high school I just wanted to say parenthetically last week when I took mr. Miller to Chino High School to let the staff know I was bringing the recommendation to the board they gave mr. Miller a standing
ovation I think they've embraced you and are looking forward to your leadership and we are too with new construction of that high school and a new vision we look forward to your leadership mr. noak thank you I just want to thank all of you what president Roscoe Sanaa mr. Cruz vice president bikes miss van is Blair and mr. Joseph I want to thank my staff
here from Magnolia today was a very emotional day for me four years ago they took a chance as did all of you on a rookie principal who had no experience and I just couldn't think of a better group of people to learn from and grow as an individual and as a leader so I just want to thank you guys even though
you're wearing that crazy shirt Kellie [Laughter] for our assistant superintendents and our deputy superintendent and field and I want to thank all of your support all of you guys for your support it means to mean so much to me every time I've ever needed anything I feel 100% confident and calling you guys and you guys are always there for me I'd like to thank
Felix Melendez I don't think he's here today but seven years at a high school and nursing Joseph you can attest to this seven years as a high school principal well that'll that'll really season you up a little bit and he did it with dignity and class and I learned a lot under his his guidance mr. Joseph you you have been there for me
professionally and personally when I've had problems in my life you're the one that's been there and I rule I want to say thank you for that how many times I've been gonna get a chance to did the FBI want to say thank you for that I'm so excited for this opportunity mr. Joseph came and presented this opportunity to me and even though I was
ready to say yes right away I I just I I was ready to go he says hey do you love your marriage well yes I do and he said then maybe you go home and ask and talk to your wife about it and I said oh that's a good idea while leaving Magnolia has been the hardest decision professional decision
I've had to make because of our family that we have there I'm embracing this new challenge and I was ready to go from from square one Maryse Peschel school for me many of you know I was there as an assistant principal there's a family at this school this school has incredible tradition and the idea of being at the ground floor of building a
new school and trying to merge that tradition with 21st century innovation is something that I it's almost impossible not to get excited about and I can't wait to start tomorrow morning I'm going to miss my magnolia staff including miss Escalante thank you for being here to support me and my family my lovely wife she's there as well but
I'm ready to be a cowboy and I'm ready to embrace that tradition and I just I don't want to let you guys down you guys have put in faith put your faith in me and you've trusted me and not a day goes by where I don't know how important the responsibility that we have is we have with working with our children and I
just will do everything I can not to let you let you guys down thank you [Applause] [Music] well we're all excited I know I am so you've done great things at Magnolia and I foresee great things going on at you know high school my alma mater so don't let me down okay mister not you yeah I also have a great expectation for mr.
Miller I see still you as a very young man and that's been a nine years ago and you still are but they've done an awesome job you have been a light in the darkness and I just remember last time I visited your campus I also got to visit our teacher there awesome Kelly I was so impressed about the teachings going on
in this classroom where he was talking about that character building into each of the students and the leaders comes from yes our community is very important yes our family is very important and so are the students but sometimes in many times the leadership happens at the top I think you have done a great job at Magnolia and all the staffs and teachers
and you will do the same at Chino high school and people now there are people over 18 years old they're still talking about you so thank you and thank you and I'll be seeing you soon on Chino campus okay so moving on this evening we have leading the Pledge of Allegiance is hidden trails principal Lisa Sara good evening please stand for the Pledge
of Allegiance place your right hand over your heart ready begin I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation thank you thank you well along with that we have our student showcase which is always one of my favorites and visiting us tonight is hidden trails sixth grade
student Yasmine Marcia who is going to share with us her mastery of words and so if we can has Jasmine come to the podium good evening Chino Valley school board members and people here tonight I want you to imagine you and your child once every day go to a fast food restaurant soon that special occasion turns into a
habit and that habit leads into you and your child becoming obese do you as a parent or guardian wish that to happen or over a McDonald's meal hello everyone my name is Justine Garcia and I'm the third speaker of my proposition team supporting that fast-food does more harm than good Aarthi points are it is unhealthy and has unreal ingredients we don't need
fast food to crave it and lastly it begins unhealthy habits before I begin my points I would like to refute the opposition sides points the first point was that it saves time but is it really saving time when you're feeding your own body horrible chemicals their second point was that it helps the economy there are many other jobs at actual
restaurants that you can look at their last point was that fast food is optional right but almost all of us had tasted a McDonald's meal and almost all of us in once in our life have craved a fast-food meal going to my first point it is unhealthy and has some real ingredients as advertising McDonald's commercials they use 100% beef right
with no antibiotics or added scissors but they're fooling you just to buy their food they use an additive called pink slime pink slime was once only used in dog food and cooking Spray McDonald's Wendy's and other fast-food restaurants uses as an additive to their beef pink slime is made up over Lefter parts of the cow that no one wants
they also spray the hose line with ammonia to make it safer to eat which was approved by the FDA what we put these so-called real ingredients into our mouths that are healthy for you you're like not realizing that the chicken nugget you just say it was only 25 percent real chicken my next point is we don't need fast food to crave it I
get that sometimes you're in a hurry and you don't have time to cook eggs because that happens sometimes but there are days that you're too lazy to make a salad so you go to Carl's jr. and you order a cheeseburger with the large fry not caring that you have food at home that's healthier for you you're just in
the mood for fast food this happens to everyone once in a while but when you treat that crave it comes back and haunts you more and more times the saddest part about treating people's craves is that it happens to children in America yeah we don't think about kids in Africa who haven't ate in days and we don't think about the moms in Africa who
have to watch their kids suffer from hunger but here in America our crave becomes a lifestyle that moms are watching them do it finally my last point if you can't it will begin unhealthy habits imagine this you go to Carl's jr. on Thursday then you go to chick-fil-a on Saturday and then on Tuesday you go to Wendy's
these weeks become a routine and this routine becomes weaved into your everyday life this is such an unhealthy and gross habit clearly you have time to feed yourself something that is processed and has chemicals in it what a horrible habit of eating that you have time to repeatedly feed ourselves this food judge I hope you can choose the
proposition side of this debate to prevent the United States from becoming more obese thank you for your time oh my so I'm I don't think I'm gonna share your speech with my oldest son who just became a vegetarian because you will have supported his claims that was incredible that was incredible great job mister not craving part yes I used to be at your
age and I always had Big Macs and now I'm over 50 and I still have a rich for a big man except you can't find a beef patty anymore so small it's gotten so small but thank you you're absolutely right 100% and what you believe in you tell others it's very important to tell the truth thank you
okay mrs. Vyse I feel light it does mean could you come back up for a second could you tell all of us what you just demonstrated was a form of academic debate it's very impressive very fast right and you were responding to somebody who'd already argued against you and you're setting yourself up to have somebody respond to
you could you talk to us a little bit about none it doesn't I mean just a little bit about what your experience has been in academic debate like how did you get it involved and what does being involved mean to join debate and debate has really helped me to come out of my shell and be more expressive with my
feelings and when do you participate in debate honey and are you coached by high school students so I just want to remind the board that we highlighted them Sooyoung and her partner who started this program min-soo is graduating this year so I'm concerned about what's gonna happen to the program for next year it's a wonderful example of how students have
done so you've had good success so far yes I'm very proud of you you'll never be sorry for the time you've invested in academic debate yes and also do you have your family member here or members could you introduce them to us on the podium at the podium it's been my habit whenever I see a child I see the family
through them so thank you for raising a great child and give us an opportunity to to raise them with you thank you great job okay seeing that there are no other comments if we will now go to our student representative Jonah yes good evening I recently attended a student advisory council meeting on October 24th this is where I met with other leaders
around the district from various schools and one of the first things that we discussed was that student advisory council has a rotation for the executive board members and we discussed whether Buena Vista which is a continuation school should be included in these rotations and we decided that we should introduce wayna Vista into the student advisory council exact
board rotations however we have excluded them from the president spot since we are fearful that they won't be with Buena Vista the entire year since it's a continuation school however we do still want their opinion to be on the student Advisory Council next we encouraged all the students to discuss with their staff and administration about school safety
procedures we found that many kids think that the drills at their school need to be updated and many are unaware of what to do in the case of an emergency since there's a vast amount of different emergencies that could happen in different situations and some of the staff feels that the district doesn't allow practical training next we
discussed PBIS training which is basically teaching the staff to offer less punishment and more rewards so some of the staff was wondering if the training and expectations for the students is the same between each of the schools so that they know that the students expectations could be same from elementary to junior high to high school and next we went to the individual
schools reports ayala high school is concerned for their traffic safety for students for the drop-off and parking lot as the flow often breaks the rules such as a lot of cars enter the do not enter zones next at Townsend junior high students are displeased with the strict dress code such as having to have their shoulders covered at all times and they
would like to more sufficient number of lockers to alleviate the insufficient amount at Ramona junior high they would like a more sufficient number of lunch carts and PE equipment to alleviate the lack of these items and there's a general request for new computers as many of the computers are broken and students feel unsafe due to the high level of fights
that occur at the park nearby the school after school and overall many of the schools are concerned about the outdated and Rowin textbooks and these conclude my comments thank you okay we are now at employee representatives Steve ball a CT good evening a CT received word last week that six of our excellent teachers are receiving Lions Club teacher grants at their
rewards center this very evening so they can't be here but I'd like to read their names they are Maria Davis elementary teacher at Briggs patrick lindsay science teacher at Woodcrest junior high Jennifer Marin special education teacher at country springs Karen Kuhn music teacher and Laura schlurf and Patricia Schultz both teachers at Butterfield Elementary congratulations to these great teachers and thank you to the
Lions Club for supporting our students by supporting our teachers and I mentioned last meeting a CT is coordinating the Thanksgiving food drive at the school sites to support the ongoing efforts at Isaiah's Rock it's certainly going to be a difficult Thanksgiving for Isaiah's run with the recent passing of Dave King and the teachers are happy to be able to support
their mission and I want to remind the teachers that tomorrow is the first Friday of the month and that means roadway adoption day so four o'clock at the BevMo parking lot to clean up our little piece of the world on pate and drive between Chino Avenue in the 71 freeway right along the front of the Costco shopping center and
I want to remind everybody else when you're driving along that road don't throw trash out especially tomorrow you could hit a teacher and last I want to thank the district for being open to collaboration with a CT on the PLC process Brenda Walker and myself traveled last week to Des Moines Iowa with dr. Park and mrs. Fellowes so we could all go
through the same training at the same time and gain a shared understanding of what might be needed in our district to truly take advantage of the PLC model to further improve our students learning we were there for three and a half days and we had excellent and inspiring training and we even had a little fun for Des
Moines lovely see but that's the sort of collaboration that can only bring us more success so I want to thank mr. Joseph and dr. Enfield for making that happen denisa royal with CSE a nothing okay event Farley chin up good evening I'd like to begin with the several announcements champ will begin a drive a clothing drive to help with the care
program soon so chat members look out for the email with those details also extra region 12 will be hosting a Women's Leadership Network conference entitled leadership for the 21st century understanding balance pathways and opportunities it will be held on Monday November 13th at the Ontario Airport Hotel and Conference Centre and you must register online November by November 7th
an update as the trimester is around the ending of the first trimester is around the corner report cards grading period administration began their data chats with cabinet it's a period of reflection for teachers administrators evaluating and making decisions setting data chats with our staff as well and really looking at the work that's being done with our MTS s a our Mt SSB and last
time I spoke we talked about keeping hope and being brave about the decisions that we make every day our teachers have to make decisions and reflect on what is that job that you know we continuously do in the classroom and what kind of impact are we making administrators are in the middle of reflecting on what's the next decision or the next support or
program that we need to decide on and get the student achievement and support our students need and really building in our community we're having dialogue with our parents because this is that time where we're looking and saying everyday um what are those successes and what are those things that we need to pay attention to and oftentimes it's a heavy
burden and we realize that because we have to make those decisions that create that impact on our students every day so again how do we keep inspired so I have that 10 things to do to be inspired because really we we know that we really just don't know what that impact is and oftentimes we we lay our heads down and
say what what decision am I gonna make tomorrow so number one make your bed start your day with the consistent accomplishment number two you can't you can't go it alone so find that someone to share your life with number three only the size of your heart matters number four life's not there drive on and accept it number five
failure can make you stronger number six you must dare greatly push your limits in order to know what is possible number seven stand up to the bullies number eight rise to the occasion reach deep inside and be your very best number nine give people hope and number 10 never ever quit life is full of difficult times never ring the bell
so my champ members our teachers our parents our staff members are classified continue to fight on you thank you very much thank you next we are community liaisons communications Paul Rodriguez from Chino City Council good evening thank you for this opportunity to address the board and the individuals here at this meeting I'd like to report some really good
things since our last meeting that the city and partnership with the YMCA celebrates the annual lights on after school each of the nine after school sites participated in showcase a variety of activities a video highlighting the after-school programs an event was posted to the city Facebook page if you haven't seen it yet I encourage all of you to view the great things Chino
schools are learning after school for example at the preserve after-school Center students began a segment called forensic Fridays on these days they perform activities such as taking their own finger prints and analyzing them additionally during the month of September the city had a small increase in the number of participants in the after-school programs in Chino we had a
total of six hundred and eighty seven students in the program Center moving into November I would like to highlight the Great American Smokeout taking place at the Teen Center on November 17 tobacco use is a single largest preventable cause of disease and premature death in the United States as a result the city continues to encourage teens to make tobacco-free choices and
live tobacco-free lives through the event and the daily activities of the to pay program that we facilitate Chino Valley School District's junior High's and high schools this this weekend I attended the National haiku conference Hispanic Association for colleges and universities and it wasn't just for Hispanics it was for all parents from all districts there were over 2,400 attendants county
superintendent Ted Alejandra provided buses for all the districts in the County of San Bernardino at no cost all the districts in the Inland Empire were notified several times the buses went to each district and picked up parents and students at to attend the Sunday workshops on Career Pathways and on college information unfortunately no schools parents and students from the
Chino Valley Unified attended all districts were represented except for the Chino Valley Unified School District it would have been at no cost to the districts and it wasn't just one bus by the County there were several buses that went up to Victorville they went to Fontana Rialto but unfortunately not GM the focus was not just only on career
paths but also as I said a collaboration for school districts with cities and businesses for economic growth yesterday I attended to legions for Alliance excuse me for education at West End which was put on by the County of San Marino Ted L 100 and also the Alliance there again the focus was the idea of having school districts with cities with
businesses ROP included do not just focus on K through 8 but also to include the idea of Career Pathways and also to include mentorships and here again I was the only one there from Jeana lastly I attended senator Connie levas young woman's career path today many key speakers and districts throughout the Inland Empire attended Chino high school
was represented by a large number of young women Donna Lugo did not send any representatives after many emails attempts and there was no response from the administration at Donna Lugo senator Connie's Levis is an alumnus and I was a former guidance counselor at this at Donegal that concludes my presentation are there any questions thank you okay thank you I don't see art

superintendent Joseph and members and representative the Chino Valley Unified School District my name is Purvi Bremer 3 and my husband and I are here today to raise both awareness and recommend actions on the consequences of bullying a Cal aro preserve Academy I have been a pediatric intensive care and oncology nurse for over 20 years I understand in detail the
physical and developmental needs and milestones of children from birth through adulthood you can only imagine our shock that our six-year-old son was being consistently bullied at Cal era starting on Friday October 13th he has been pushed grabbed and punched in the head his lunch has been knocked to the ground and tossed in the trash profanity which I cannot repeat here
husband cat called repeatedly at him in the short span of two weeks his happy engaged and exciting school life has turned on its head every morning is now filled with tears and please don't make me go to school we made everyone aware of the situation with clear email communication of the teacher miss Schwab assistant principal miss minor and dr. Dinkins the principal
when we reached out to the leadership at Cal Aero they kindly reminded me of the nature of all first graders kids will be kids I understand that but there's a fine line between playful accidents and repeated and directed offenses we see the letter from their office that stated their investigation showed no bullying has occurred they reminded us to make
sure damage told an adult if something happens wow what a predicament how does a six year old child bring witnesses to the jury box you told me it may not be their intention at Cal arrow but their attitude was clear we can only take action if we see it or the bully comes forth I don't know any bully who's gonna come forth maybe
we could have more than two supervisors on the ground covering that giant field that giant playground so the kids know that somebody's got their back acknowledge these children and what they are going through stop dismissing these events as common and incidental let's demonstrate the same responsibility that is demanded in our students the adults need to take the
lead we are forced to contact the district office to raise awareness and seek a solution we are thankful that mrs. Stephanie Johnson the Director of Student Support Services has recognized the essence and gravity of this situation we believe she is now working towards a solution for our son but I'm here today my husband is here today to
speak for all the children bullying is devastating black hole in a child's life thank you good evening board members my name is Tom Ayano and first I want to acknowledge my friends here with me today and I have a list of events that I have written down here and the reason why we are here tonight as I said
earlier I have some friends here with me tonight and these friends are actually parents of boys basketball at the Ella high school today some of these some of these parents are their kids are currently playing varsity or JB and I yell high school first I want to start by saying that on October 6th 8th boys know there's a total of 10 kids on this
team but eight of them didn't attend practice that Friday the very next day coach mounts attended to to kind of try to contact these boys he pretty much contact it's six of the eight my son Dylan Ayano and Shane hunter his parents are here tonight weren't contacted they didn't go to practice the very next day there was
the change of practice the next day now my to us I'm saying this list of offenses I'm going on this list of events we've already met with mrs. yard boy which is the president or I'm sorry the principal and I Ella high school as well as war Warren Reid who is the athletic director so we've already addressed these issues with the
administration and we've also reached out to the human resources director and try to try to get try to get our point across and hoping for resolutions so on that Monday there was a change to practice and we also brought a schedule with us of what the practice schedule is going to be like on in the whole month
of October the practice schedules changed from 7:00 and it was at 1:30 and my boys didn't know about so they didn't attend practice the very next Wednesday during the same week which was October 9th they showed up during 0 period and they were told by my coach John mounts now earlier I heard a young lady here spoke about bullying but this is another
form of bully from an instructor or facilitator or a tea to a student told him that you guys need to get out of here you need to transfer to another school that morning now 7:30 class they contacted us as parents so we went down there we met with the administration about it we express our concerns we express what was going on at
the school at that time they assured us nothing else is going to happen it's just my cue here nothing else is going to happen please tell the boys to return to the team and in fact that very same night there was a game they advise us please send the boys to the games I say no we don't feel comfortable doing that
simply because you don't know who we're dealing with here is the coach that he's going to retaliate that he's going to do something with these boys so they told us okay don't worry about it we will talk to coach John mounts and we'll let him know that these boys will be allowed back to the team and again I'm speaking
about Dylan Iona and Shane hunter thank you I'm sorry your time has run out you can send us an email just directly to yourself to the board did a board members yes they not submit one right now they can Donny can you can you ask one of the parents if they if they can feel that one of the forms just so we know what
the issue is actually mrs. felis is gonna are going to email us she's gonna shut up okay okay no we've with ronica D'Amato good evening board members I'm here today for the same reason the parent that was here with her husband is here for my son is a student at a yellow high school and my son has been in Chino
Valley Unified School District since he was in kindergarten and he's been bullied his whole life I have not known how to respond to this and like any other parent I'm very nervous to be in front of all of you today my son has special needs my son had an incident last November he was kicked he was punched in the face he
was he's always having nightmares dreaming every night telling me that he's tired of this I hadn't unfortunately it has resulted in actions my son has been wanting to kill himself sick and tired of going to tell him to help to get help and the people around him have not been able to do that properly living with a child with
disabilities is the most hardest thing a parent has to go through already and itself my son is a good good kid he has good grades and all because of me always pushing him and his teachers telling him that he will never be able to go to Harvard those are his dreams I have already heard promises for this
stop I even had assistant principal Dorothy last year yelling my face and my advocates face putting us into an office continuing to yell at us and all the school district has done is just remove them to another school he's a lovable kid at the end of the day my son comes to my whole family and always wants to
see us together I'm here to serve the court uh with damages due to his effective not that he was affected by I'm tired like all the other parents oh I can't take it anymore someone will meet with you can you speak with her outside the summit she's gonna they are she wasn't ma'am does it have all your information on here okay thank

we can complete a book up complete a project book and just like the main character open it open the Halloween and dressing and projects last they don't have doctors on the field to watch the students for safety oh but it I got hurt in the in in I got hurt with the ball on my face there was nobody around to help

that was Keanu was that Keanu who spoke okay so who is yep good evening board members my name is Katya Hashem Atari I'm here with my sister and my mom to ask for OPA Rhys approval my sister and I used used to attend up OPA Chino ever since OPA closed me and my sister and and some of our friends are having a
very hard time at our new school the reason why is because of mean kids and some mean teachers OPA this never happened to us else also we used to have art music science and band once or twice every week at OPA my a my is nature and art my sisters is music musically and nature at our present school we didn't have those

in the pigment report and anyone in the position of authority at that time and we did it we were asked to shore up our policies and ensure that this could never happen again and we did it we were asked to address all the thick mat findings we did that too and had it confirmed by a thick mat
approved auditor and we were asked to submit a new petition so that we would not so that you would not have to rescind the previous vote and we are here now I'm asking you to keep that promise however you have a staff report that's recommending that you ignore that promise but this report has some serious flaws inaccuracies and unsubstantiated
conclusions and every single one of them could have been corrected if the author's had simply picked up the phone and asked let me walk you through just a few the report says our budget is unrealistic the facts prove otherwise our budgets have resulted in have healthy cash reserves and fund balances short of six million dollars that's nine
to fourteen percent above what the law requires the report quotes Vic Matt findings that are almost a year old and are no longer valid and since all the fake Matt concerns have been resolved to a state auditors review which is Christie white and associates it says VLS audits were not reissued not true they were issued they were reissued in
June it says that OPA has unrealistic and unsupported enrollment projections how can anyone who knows the history of this organization write that oppa's ending enrollment was certified at 1213 and we have a we've had a waiting list of over nine hundred for seven years it says that one hundred and twenty thousand dollars for facilities is insufficient well prop 39 says otherwise
let's look at the last seven years under prop 39 OPA paid CV USD a three percent oversight fee that covered our lease payments that fee is included in our budget and one hundred and twenty thousand is more than what we paid for for the portables in the storage it claims that our enrollment preferences don't follow the law well that's an easy
one take a look at a B 13 16 we are following the law it states in many places that we fail to provide a reasonable comprehensive description of certain elements that can be resolved in just two words technical amendments if both sides want to charter to succeed they work together to make it happen I know full well that the Brown Act
discourages interactions with public speakers but technically we're presenters on an item clearly on the agenda ask us the hard questions collaborate with us to make an informed decision tonight at its core this is the same educational program as successfully served this district and this community and it's same program that has accolades in two counties reporting this Charter is
flawed simply contradicts known facts Thank You Sondra Gardiner followed by Lisa Hall followed by Denise pop insight begins the board tonight is faced with a dilemma and how you vote is going to say a lot about each and every one of you do you rely on this flawed 121 page document filled with inaccurate information and unsubstantiated conclusions to justify denying our
charter or do you rely on the facts and the results of this charter that our teachers and administrators successfully execute every day in our Orange County classrooms listen to what one of our Orange County authorizers had to say as recently as September 13th board member dr. john vidal also the associate vice president of academic affairs a Cal
State Fullerton I recently visited one of your schools and it was one of the best schools I'd been to in the last five years I would send my own grandchildren to your school it was extraordinary based on the evidence here are the top ten reasons you should approve our charter tonight reason number 10 all of Figment concerns have
been resolved reason number 9 the Oxford organization has a proven track record of successfully balancing 14 budgets over seven years reason number eight Oxford has a cash balance of over four million dollars which means we can deal with any revenue shortfall or any unexpected expenditure reason number seven oppa has approved more than a dozen new policies and procedures that
prevents against future fiscal abuse reason number six opens new free and reduced lunch program reduces enrollment barriers reason number five our new advisory councils that give all of our stakeholders a voice in the successful operation of their school reason number four stay have independently reviewed our internal controls and financial procedures for the past five months and reported no
concerns we've taken the guesswork out of whether or not our internal controls are going to work reason number three oppa has no loans or outstanding liabilities we successfully closed the books on Turner Agassi for $7,500 instead of the 1.2 million dollars that was projected that's leadership reason number two our academic performance on the CAF's test ranks all three schools
in the top 10% of all California schools reason number one I can give you 600 reasons 600 families who want an Oxford education for their children a program with the truth proven track record a program that this board has praised do something extraordinary tonight something that nobody expects and give these parents what they are all asking for an Oxford education for their

crossing your mind or maybe you're thinking why won't they just give up simply stated we are here again asking you to support a new oxford charter petition because we are committed and courageous as I stand here I am reminded of a passage asserted by Atticus Finch in To Kill a Mockingbird real courage is when you know you're licked before you
begin but you begin anyway and see it through no matter what I stand here before you with hopes that Oxford rise is not licked I stand before you with visions of children having the opportunity to experience an education offered through school choice and Oxford rise I stand before you after hearing the voices of the hundreds and hundreds of parents who
implore us not to give up on their children and I stand before you with humility representing educators who share a sincere desire to serve students with the academic approach outlined in the Oxford rise petition when these children parents and educators ask us to keep going it is clear there is no giving up and we will see this through

best we began to dream of a school of choice and we met my living room and began making that dream a reality sue Roach was not even there just a group of teachers and parents who wanted to make a difference we all know how this story played out it's ugly but I have said all along punish the ones who
committed the crime make sense to me but what do I know I'm only a teacher today I come to you as an angry teacher all of a sudden my reputation is tarnished because I worked with sue roached I believed in her ability to take the dreams of teachers and make them a reality I believed in the strong
academic program that we developed with her at Rhodes and I believed we would continue the program at opah how quickly you CBOC forgot you believed dinner to twice you voted to renew our Charter not once but twice so now many of the same teachers parents and staff come to you with a Hobson's of continuing the same successful academic program and you just
shut it down by this time but this time you decided it's okay to defame many of us by accusing us of being friends and loyal followers of Sue Roach guilty by association the truth is I have not had a relationship with sue since 2015 how did you come to this ridiculous accusation and shame on you mr. Joseph I
met with you twice last year the first meeting I was alone the second meeting I brought many of my peers from OPA I remember vividly at that meeting with you I was so frightened we shared similar tales of heartbreak and betrayal you even had me listen to a voice recording sue had left you quickly I felt the fear go away and I knew you
felt my pain because you were also betrayed I trusted you I trusted you when I shared my fear of losing my 28-year spotless career as a teacher 20 what she know and not getting hired anywhere else because of my age twice you told me don't it's time for you to come home well 200 views with CBS t UD and no one invited

Joseph regarding the false destructive and defamatory statements about me in the oppa rice findings fact report that was posted on the district website earlier this week the comments
made about me on page 51 are false and to fame my reputation I resign from oppa on June 30th 2017 two months after I left the oppa rice petition was submitted to see USD I played no part in the operation it is unclear how cvsd felt it was necessary to include my name in the oppa rice denial linking me as a
loyal follower or close associate of sue Roach it seems that the district identified me solely based on the fact I'm a former employee and a founding member of oppa Chino Valley a family member of a charter school contributes substantial personal time and efforts and resources during the first year of a charter school it's a volunteer position similar to that of PTA or school site
counsel know we're in the thick mat report does it state that a founding member were considered loyal followers or close associates of Sue Roach as described by this district in the opah rise denial yes I was founding member of the original charter petition submitted in 2010 however I was not a founding member in the renewal petition submitted in 2016 or the latest
Ryze petition yes the district found Nessa the district found it necessary to name me as one of the reasons why you're denying the thick map report describes a close associate as a person holding a key administrative position that participated in subsequent actions two contracts including signatory Authority and approved of payments on behalf of charters of the charter school that
allowed those close associates to gain financially from these decisions and contracts I never held that type of position at OPA I was not part of the Fick mat report nor was my position or the department I worked in I am NOT a relative of SU or a friend or an associate of SU rope I am disgusted that CBS D decided that I
was a loyal follower of SU Roach based solely on the fact that I was a founding member and an employee of OPA Chino Valley I have never been ashamed to say that I was a founding member or employee of OPA I followed a movement to bring school choice to our district I did not follow a person or participate in any
alleged fraud what I can say I can stand here tonight and tell you I am ashamed to be a parent of CP USD thank you Thank You Garrett bridges followed by Patty Placentia followed by Kaitlin Welsh good evening thank you for the opportunity to speak tonight I am Garrett bridges and I am one of the lead petitioners for the oppa rice charter
petition yes it is a fact that I worked for Oxford Preparatory Academy as a seventh and eighth grade teacher during the time the SU wrote was executive director the staff report states that all five of the opah rise lead but charter petitioners are in the thick mat Reports language friends and longtime associates and/or loyal followers have OPA founder and former executive
director mrs. roach beginning as early as 2003 for the record I am NOT a friend a longtime associate nor a mile oil follower of sue Roach to imply that I am in the thick mass report language because I worked as Oxford prep or adults for prank as a teacher while mrs. Roche was executive director is reckless careless and a
stretch I am not sure what I did that led you to conclude I can't be trusted the narrative that you are trying to tell is clear anyone who has worked for or with Sue Roach cannot be trusted in his labeled as a friend longtime associate and even loyal follower you too mr. Joseph worked with Sue Roach during your time in the CV USD you
worked with her during the approval of a first Oxford petition and during the renewal in 2012 if I were to use the criteria that was used to make the statements in the staff report you may also be labeled as a friend and a longtime associate Thank You patty % you followed by Caitlin Welsh followed by her mercy I want to thank for the
opportunity that you give each of us to come and speak up in front of you are I do however ask that and pray that you take our comments into consideration when making your book tonight I come on behalf of my my children I have three when they're with me right now Abigail and on behalf of many of the families
that we want school choice I come to ask that you please approve up arise there's no guarantee for me or my children to come into another charter school I understand my I miss my friends my kids have missed their friends um there's no guarantee but yeah it'll be an opportunity for many families to come and try and get that community again we
like that community we miss it we miss it greatly um but with your help with your help each of your boats we can try to get them in not just me maybe me maybe not without your without your help I won't even have the chance or the option to do so so tonight I humbly come to you and ask that you provide this
option to my family and countless other families that have been living in Chino I've been living in Chino 16 years I like Chino I don't want to move currently we are homeschooling my kids it's hard it's not easy at all but that's our choice this year um I was thinking Bible says that Abraham against all hope he still believed and right now

deserve that none of them deserve any of this and they're not thriving at their new schools the teachers aren't doing what they're supposed to do instead they're saying oh open wasn't that great look senior family that's what I keep hearing continually and that our kids don't deserve that so please do your job we're counting on you this is our last puzzle our last hope

children this is not I don't even know what the hell figma or big Matt I don't know what that is and I don't care obviously they fixed it I think what is it that we have to do as parents so that we can work with you why is it just the board members that work with you why
can't we have our why can't we have our our say and where our children attend school and and why can't you you as as a group tell us what we have to do don't just tell these group of people right here the school board from oppa we would like to know too because we're in the dark we want to know we insist that's
the only way we can make it work I think I don't know it seems like like what the late this lady just said it doesn't seem like you guys even like oppa I don't know I don't know what it is I don't know what can we do I feel like our children are used as puppets nobody counts the children everybody talks
about money money money money money fraud fraud our children didn't do that our children are innocent at these schools that they're attending these public school the people that on top there was a harvest festival at my son's school do you know that principal the vice-principal did not tell any of the parents as we've walked out of that

thank you for giving me the opportunity to come and speak as a matter of fact I I don't even know how I made it here because I just had surgery last week from removing a tumor and I'm here because of you guys and because of our kids to make sure that we get a yes vote well I believe all students are
deserving of an excellent education and Oprah is the only score I knew and I experienced I gave that Oprah has the ability to provide those excellent educational experiences and I speak on this because my two girls have had a taste of our exceptional educational experiences when they attended opportunity this experiences have strengthened and enriched our family as
a whole I believe all students are gifted that also stands true at OPA every student has the ability to learn and can learn and given the proper environment each student is enriched in their learning abilities that each student they're given visualized education where for example my daughter Katya she's nature and art inclined her am I and my
daughter Kiana is musical in nature Kiana for example she listens to music when she does a school work at OPA my girls were taught according to the mi they flourished they flourished at the current school how all that's a different story I'm seeing a decline they don't want to go to school in fact they hate going to school every
morning that's what I have to do it every morning and I asked them why for example my daughter I don't know if you remember she mentioned why in the playground she got hit by a ball and she was afraid to tell her teacher I even spoke with the I asked to speak with the principal I was I was a director to
speak with the assistant principal who basically kind of brushed it off I can I'm I'm really I'm frustrated at open information giving to them is individualized sorry antennas up okay thank you thank you my name is Lisa Czarnecki and I am here to talk about the allegations brought forth in your abort agenda that refers to myself and many
others has been loyal followers of sue Roach alluding to the fact that we are still part of the problem or that we somehow were involved in what she was doing I was never invited to an admin meeting nor was I ever invited to any of the conferences the admin trips I was never privy to any information that was
discussed at any admin meeting first and foremost we are all extremely at loyal employees to open the organization and I have had no contact with Sue Roach since she exited OPA we have all worked tirelessly for this organization most of us from before the school was even open for myself I did not have elementary age students to benefit from this amazing
program but I definitely wanted to be part of something that would make a difference in many lives as I read the board agenda I was appalled at what was being said about the people who have worked their behinds off 12 to 16 plus hours a day the entire first year in into the second no complaints ever from
any one of us we were happy to do whatever was needed of any of us which often meant doing many jobs that were not in our job description because without a district office those jobs often fell and those of us that went above and beyond sorry oh geez we did this never expecting anything in return none of us were
saying oh I'll do it I'm getting a stipend we did it because the school meant a lot to us and we put a lot of hard work sacrifice time with our families and friends so that opal would thrive so now that leads me to the portion of the report that shows a site that I received in 2014 and nowhere on the report does it
state the reason for the stipend because of course nobody took the time to investigate or even ask they just assumed I was paid off or bribed to be involved with her the slandering my name with inaccurate information so since I am here I'd love to share with you the reason why I got that stipend in 2014 in
March of 2014 the attendance clerk at our South Orange County campus left they had no one to do the job we were getting ready for an audit and the reasonable person to do it was me so I was asked if I could help out it didn't take any thought I told them I would be happy to do it so for nine months from March to
November I was the attendance clerk for both campuses as well as all my other job responsibilities this took me into the summer when our enrollment is the busiest anyone that knows open know summers our craziest time and we get mean we don't get the month of July off like district schools we work the entire summer and are extremely busy I'm sorry
your time is up thank you okay board members so we had a first in a second now it's comments from board members is it possible that we could take a five-minute break yeah we could take a break okay numbers we're ready to continue 831 okay so we had a motion and a second and we are now ready for
comments from our board members board members okay I do I have comments I have so many comments but I'm gonna try and keep them so one speaker stated the other night at the hearing that they can't understand why this district fights so hard against having a great school another person said people need to come together and create a solution
another stated you asked us to submit a new petition and now keep your promise to approve I can't help but believe that many facts are being misrepresented parents should know that OPA had several opportunities to take a path to be approved by this district as early as March 2016 but OPA chose differently I can't even begin to share my frustrations that the
parties did not reach an agreement to keep open Chino Valley open the outcome was not for lack of discussion time or effort by this CV USD board in fact it was this CV USD board who initiated the discussions I can attest to the effort by this board because I participated in every settlement discussion and every closed session settlement discussion I
did so because many Oxford parents poured their hearts out to us imploring us to do everything legally possible to keep the school open on several occasions the parties met in the district outlined fair and essential terms the terms the district proposed were to hold Oxford to a high degree of accountability and transparency in its finances governance and legal and legal
compliances Oxford representatives would not accept our terms I would love nothing better nothing more than to be transparent and to disclose the district's fair proposal however because OPA still has a case pending before the Court of Appeals I'm not able to disclose those specifics but I have asked mr. Joseph to find out when I can disclose them because I will be more
than happy to do so now let's talk about some ongoing issues the finances not providing budget notes and assumptions dating back to when OPA Chino Valley was in existence I can personally attest to those shortcomings because with the financial reports because I personally shared with OPA representatives over and over again some of the issues that the district had for instance as I was
sitting here I was typing because things came to mind when I shared to open that they failed to include a 3% mandatory mandatory reserve requirement by all districts the response that we received was we don't have to include that line item unfortunately I don't have the ED code here with me but I'll be happy to look it up and supply it to anyone who's
interested a speaker tonight referred to the Agassi liability that liability liability was never included in the budget nor was it ever included in the notes and assumptions even after we said that was something that had to be included but we're not going to do it just yet is the response there was a claim that multiple layers of review are
now in place yet Capistrano Unified School District and I quote says concerns regarding fiscal management and stability despite oppa's reassurances that it does not need a CFO because opus finances undergo multiple layers of review ie staff charter impact gilbert associates and the board significant errors are still being made they continue by saying please explain how even with these multiple layers of
review that OPA has funds are being missed funds are being misplaced given to former employees inadvertently or inappropriately used for other schools let's be frank inaccurate data in accurate data input can only result in inaccurate data output a speaker asked why can't you work with parents well that's another issue that we've always had is the governance the governance is
still an issue oh---but Board of Directors are accountable to no one they replace themselves by voting themselves as the Orange County Schools are beginning to witness the very thing that we have wanted a high degree of accountability transparency in its finances and governance is still absent the findings and dis resolution speak volumes and I encourage you to read the document you
know and I wasn't going to add this piece but I am what was interesting and what's about volumes to me at the last hearing was that there was a speaker for open the last speaker as a matter of fact who said on behalf of to charter petitions and she made her comments yet a representative of the Charter Schools
Association who stated well our mission is to increase student achievement by strengthening and expanding access to high quality public charter school education unquote only spoke on behalf of the other school charter petition and did not even mention support for OPA is my frustration coming through absolutely I spent hours and hours meeting with different people trying to come to a
resolution only to meet roadblocks one final thing is that I have just asked mr. Joseph to look into and to inquire about those individuals who have been named in the report who were not part of the Rhys petition mrs. Hobbs drew one of them and and I've asked him to check into that to find out why those names were in there if there
is no affiliation with the new petition I'm frustrated I'm frustrated because the school should have never closed but opah chose to go down a different path now with that board members are there any other comments mr. Joseph yes back on November 28th of last year I made the comment that maybe just maybe after the torrential rains were over there would
be a rainbow but unfortunately the rains are still going on at over you know the board members the German philosopher Arthur Schopenhauer once said that all truth passes through three stages in the first stage the truth is ridiculed that's what happened in March when we first came out with the findings we were ridiculed it was said that we didn't
know what charter management organizations were we didn't know what they were about in the second stage so Oppenheimer says that the truth is violently opposed that's what's happened with open they have opposed us every single step of the way I've seen the board majority here try to no avail to save the school hasn't worked because it continues to be
the governance of the school that is problematic and finally Chopin hire says that in the third stage the truth is accepted as being self-evident now many people are seeing what the problem is with governance with open but not only people outside of over people within open since April 3 Oxford prep board members have resigned and drove St
Naveen Adly and Deborah taro why and a couple of days ago the face of OPA itself and drew Crowe resigned because there's still torrential rains going on at OPA and there's a problem with governance these findings before you tonight board members are substantive and comprehensive and I asked you to vote yes to my recommendation to deny Oxford rises petition ok board members a

Joseph can you please speak to that yes our strategic plan has expired so we're going to need to look at it again my suggestion is to keep the vision
mission and core values that are extant now and to look at changing the goals for the next three years and tying the goals to the El Cap because unlike before the El Cap now is the driving force for the district so I would like the board to give me the wherewithal to come forward at a future meeting with
getting this the strategic plan approved with that kind of emphasis I think it makes sense mr. crazy you know and also the aisle cap the mission and the vision is also included and they'll cut our vision and mission would stay exactly the same we must change our goals according they said okay oh there's nothing okay yes I think sense board members any

I wanted to ask that we follow up at Cal arrow to inquire what is going on there I also would like a visit or contact with our principal at Briggs since there was a parent who indicated that there was bullying also occurring to her student there lastly I just wanted to share that today was my freshman's last
football game and so I'll be in close session from now on I promise but it our team was undefeated in the league and they're looking to find out how long that's been since the freshman team at Don Lugo has gone undefeated so I'm waiting for for the year but tonight's score was 49 7 against Ontario high school so it
was really sweet not as sweet as the 50 0 against Chino high school but again I just want to thank the board mr. Joseph for being so understanding as I skipped a few of the closed sessions and of course appreciate miss Fellowes who then gives me the recaps on Fridays or the weekends as we play telephone and tag so
with that I will close my comments attended is Rock Pastor Dave King's funeral service on Friday night and I'd like to thank mr. Joseph for attending the service on Saturday um it was overwhelming because everybody had shown up there and I guess there are two events in one's life that matters the most I think it's the birth
and the death and you could tell a one person a true person by attending his or her funeral service and see who's there and was amazing experience he they had actually adopted a trouble kids abandoned kids and made them their own kids and raised them it's amazing looking at life yes now he's a past and we were working with our future all the
teachers and staff members and our job is very very important were planting the seeds and I haven't noticed I guess I'm getting older but Jonah's mom's been sitting here in the front row for all the meetings a great song and you have a great mom can I have mom stand up and here's a reason why I'm so proud of
Jonah this is like my 10th year and each year we have Susan wrap but he's so well balanced for most he's a great student he talks about his education his education first then he's doing what adults have to do because he's he would sacrifice for others he would do that and through him I said wow we have a
great future the education starts at home and that's what many teachers tells me sometimes we just throw them in its classroom and we say hey what is wrong with my kid but education starts at home and here's a great example to that going back to Isis Rock they've been serving as Steve said Thanksgiving food drives we need to support them and they do
Christmas toy drives also and you see the kids from miles miles away to come and have a joy in their life the Little Joe is that that he had planted well I think we need to continue so let's team up with our teachers and principals in our district families let's continue on because one day we get to see him huh
and what would they be say with big smile Steve there was a great speech okay thank you there'll be my comment time Thank You mr. Nam mrs. Sykes I attended the Student Advisory Committee with Jonah and I wanted to talk a little bit about that many of the students talked about their confusion or their feeling disconnected from the monthly
safety drills wasn't my part at that point to talk about that but I do think it might be important for our principals to highlight with kids yes some of that is drudgery and some of that is repeated over and over but there's a real soon for repeating things over and over so that you have a standard response as
a young assistant principal the morning of the Northridge quake in Burbank we had students we were in the street telling parents to take their students home we were gonna close school we already had had damage at our school but some students were left and so we had them out on the field we were hoping they would all listen to
us and follow our instructions of course the cautionary tale for most students Burbank is a small community in terms of there's not big acreage for schools and the schools are all pretty much fenced in the school where I was assistant principal we had a huge 12-foot fence we had a student scale that fence to escape because we were holding them in till
parents came to get them and he was impaled at the top of the chain lengths when his hand went through I will tell you that he was not at the top of the chain for Burbank rescue when the whole city was in a disaster mode because of that earthquake he was up there a long time I don't think he'll ever forget how
important it was to Folly follow the instructions of the adults who advise you to have a particular kind of behavior we've just seen the terrible tragedy in the Riverside School District and so maybe now is a good time for all of us to review our safety plans and to take time I mean I was a teacher I know
and it wasn't my happiest day doing drills but drills are important and they're there for a really really good reason and so I'm hopeful that somebody can take that message out there and we can do a good reminder because it's hard to be prepared for the specific thing that's going to happen in fact I don't think you can get
paired for the specific thing that's going to happen we have to have a thinking response and we have to all be knowledgeable about the choices that we have and the things that we just have to follow because that's the way it is we just have to follow it so that being said my my thoughts go out to my friends
in Riverside Unified and I think they handled it in a really wonderful way and I hope we can benefit from their difficult experience thank you thank you mrs. Sykes some positive announcements good luck to the ayala mark hi mock trial team as they compete this week in the 36th annual San Bernardino County mock trial competition the mock trial
simulates a criminal case where students portray the principal courtroom characters on the defense and prosecution sides of a case before a real judge more than 400 students from around the county representing 34 teams from 30 high schools are scheduled to take part in this year's event good luck to the team of Briggs fundamental school students who will participate in the
second annual San Bernardino County Rube Goldberg competition to be held November 4th in San Bernardino Rube Goldberg was a few a surprise winning cartoonist best known for a series of popular cartoons depicting cop complicated gadgets that perform simple tasks in indirect convoluted ways giving rise to the term Rube Goldberg machines students in the competition will devise their own
rule Goldberg machines and finally a couple of announcements have knitted with our bands the annual district-wide marching band Showcase will be held seven o'clock to 8:35 Wednesday November 15th at Chino High Stadium marching bands from what Crescent Townsend Junior High School's Don Lugo chino hills' Ayala and Chino High will perform our school district is known for its
award-winning bands so don't miss out on this free event and this Saturday more than 56 school marching bands will in the 47th annual chino invitational band review and field tournament the band competition hosted bar owned chino high seventy seventh Calvary marching band will kick off with the morning field tournament at 8:00 a.m. in the Chino High Stadium the band review
parade steps off on Riverside Drive in 11th Street at noon and an evening filter namond is set at 5:30 p.m. we hope to see you there at this great showcase of musical talent and that will thank you okay so let me start off with retirements there's none but this evening we heard Mr Melendez's going off to another endeavor and so I'd like to
wish him well and good luck as he starts his new endeavor career whatever you want to call it good luck to you mr. ball I just like to say that it was so nice to hear of the collaboration that is going on so I want to thank you I hope that there comes a point that our district is truly a Unified School
District and so I hope that we can all work towards that I also attended the Chaffey college 18th annual report to the community it was very informative also mr. Joseph I believe that there was some information dropped off perhaps maybe with Stephanie Gibson in regard in regards to the Lions Club and so it's that time again for the Lions Club
student speaker contest this year the topic is integrity and civility play what role in today's society so the contest materials will send them over to the high schools okay so we'll get them over to the high schools and hopefully we can get some high school students to participate the contest is scheduled for Thursday February 8th and an invitation
they extend an invitation for the board to attend we'll get information later on last year we had four students speak and they limit it to six speakers and so I hope that we fill it up with the six speakers sure we could perfect make sure you send a personalized message to the principal's okay um you know I haven't talked about
this for a long time but it's always been one of my favorite topics is grades online the Aires portal Parent Portal I just want to encourage parents to access your child's grade so that you have an understanding and you know exactly where they're at and there's no surprises so before it was great alert now it's Aries parent portal please access your child's
grades and wonderful information on there finally in regards to this evenings decision I'd like to say that our board truly did make an honest effort to try and keep Chino OPA Chino Valley open I truly look forward to the day that our district can be transparent and is able to disclose the district's fair proposal terms a proposal that would hold Oxford
to a high degree of accountability and transparency in its finances governance and legal compliance I apologize for my frustration that came through earlier I typically don't let that occur but I become frustrated when it deals with kids and our efforts were for the kids so with that I'd like to adjourn at 9:02 have a wonderful evening
