Board of Education — December 14, 2017
reconvene to the regular meeting of the Board of Education at 7:02 p.m. with Blair Cruz spikes na and Orosco present before we begin please silence all electronic devices and know that these proceedings are being recorded Pat the Board met in closed session from 425 p.m. to 651 p.m. regarding conference with legal counsel existing and anticipated litigation a student
discipline matter student readmissions conference with labor negotiators a CT and CSC a public employee discipline dismissal release public employee appointment junior high school principal and conference with labor negotiators Sylvia Orosco and James Nam with unrepresented employee new superintendent dr. norm infield the board took the board voted to appoint Matthew McCain as principal of Magnolia Junior High School
effective January 8 2018 by a unanimous vote of 5-0 with Cruz buycks Blair nan Orosco voting YES no further action was taken which requires public disclosure Thank You mr. McCain congratulations would you come up to the podium mr. Joseph who was a longtime principal when I was teaching at Chino high school and it's been a great mentor for me ever
since my kids are getting a great education in this district my wife's teaches sixth grade in this district I went through El Rancho I went through Magnolia so I'm coming home I went through Chino high and very blessed and very honored and just very very thankful and thank everybody appreciate it looking forward to it welcome home okay well this evening we have leading
the Pledge of Allegiance is Donegal high school student Gregory Mota Thank You Gregory but before you go I just want to share that I understand that you're working hard and one of your goals is to get your Letterman's jacket so that you can earn some letters and I think you're also reaching for at the minimum of 3.0
which that that means you get your scholar-athlete patch and I believe they they shared that you want to go to UCLA [Music] so Gregory what grade are you in oh so you are planning early great job good job so we hope to see some great stuff out of you down the road thank you very [Music] okay so we are now at presentations and
I know that our communications team worked very hard to pull this lineup together because we've got some great things going on and we hope that you're going to enjoy it as much as we have in the past and that we I'm sure we will tonight so let's give the chino hills' girls robotics team and I believe Diana
yard boy and is accompanying them I'm not sure who else is with them mrs. yard boy so let's give them an applause as they walk in [Applause] it also encouraged to participate in robotics communities when you're growing each year a new child is going to pay up to the window students see the design and bring to a robot which evolved about
this from local tournaments which are hurting our children through February judges have the chance to qualify for this tournament or the national treatment were efficient - there's no slurping add the state competition they also have the chance to qualify for the world's competitions were up to a thousand teams from all around the world we began the program at candy nose' High
School in 2015 and as we started the program in our first year to the vex World Championship then later on these year after starting to incorporate that Beck's into Ayala textbook and actually incorporate effects then started to add members from Ayala high school like our new members or Jason Lane from our aces on Grampa to help incorporate back some reality to
your comprised of techniques and we're hoping to educate people and ariela about vex and stammer box both versions of are very successful and our team is our team has won 2-6 degree from competition in almost all conditions three basic levels each competition is from threaded the comprised of 30 to 35 different students from all over Southern California there are first at a
personal condition of high school we we earn the champion they're just one champion word is given to talk to you based on for what importance in the game is one of the highest words however in the in high school the Earthmen even higher but in fact the highest award the excellence one that sense award is given by the judges they choose the team that
excels in many different fields and is able to qualify from multiple different words however these two are the top two words out there other words including the build judges Benson and the judges were a diamond government crystal word is presented they slide on the books that we throughout the year the interviews with the judges and their ranking of the
competition and it's basically the ignition from the judges for special accomplishments stereo interview to the minutes we are the team effectively communicate to each other and present the robot to the judges professionally eight the mission to our planet championship tournament champion we also earned another one which is the bill aboard Palmer has 20 min this presented to the teams that has a
well-crafted roll up we're both qualified to participate in state and national championships but we need certain words which are currently George trying to start a venture by patio our advisor mistake helps to monitor Berman sessions and practices since we started to close it came with junior high or low this growing season and with the incoming freshman next year we'll have a lot of
students who have interest affection audience so because we have so many students coming in our goal is help in order for them to grow their interest in metabolic engineering and help build sense and iola because we have made it into the state and national competitions that are one of the highest level competitions index the registration prices are costly because they're so
costly we need we we essentially need funds in order for us to heavy and that's now girls robotics team we have two other robotics teams we also have a boys robotics team we'll have them come up girls stay where you are boys come on up Missy is the advisor come on up tell them about the boys club
and there's them introduce themselves so this is the boys vex robotics club I will allow themselves to introduce and we're team nine one seven zero nine be previous recently and this season even competing in similar competitions to with the girls team right now their place right now we're currently placed in first in the human Empire League where we are currently competing our
next match which is finals is at the start of January so anyways yourselves beautiful our third group coming up Miss J is the advisor so hi I'm I'm I miss ya I am the advisor for the FTC robotics team this is a different competition of T C stands for FIRST Tech Challenge they are sponsored by a nonprofit
organization but I'm going to let the kids tell you a little bit more about that so and he ended s about building robots or or in combination Chloe art this combination of all skill necessary step but also from all cool February's so first I'd like to introduce all of our team members are some nominate mechanic I'm going to do
I know I definitely I'm David Stratton part of the program I'm actually part of the notebook - I'm Omar Felicia and the media challenges I'm Sharon weighing apartment no quick team I'm Jake offered her part of the community design team I'm Ryan remember we hear that compute a computer a design team we got ourselves with not just focusing on areas and stem
but focusing on skills necessary for centuries such as communication and extensive documentation so Erin will explain our materials so essentially what we have here is a big book documents everything ranging from programming to our mechanical process to the business ventures that we do including our business plan and the different how riches that we do local elementary schools and even within our
own high school within this notebook is what we use to be in order to build our image as a team so as Ron said it's not just about the stem aspect but we also want to focus on professionalism aspect like the business side of robotics because that's what is important in order to top recruit it into these
fields and interventricular into good of arenas with in stem so that's essentially what we do with business we created something partners within our okay such as abuses of capital team programming team notebook team scouting team and potentially somebody popping these models with all the skills necessary in this therapy and now Omar will explain is that so as the scouting
team were responsible for outreach that means that we're supposed to do literally reach out and contact some people that are interested in capable of entering STEM fields in particular engineering since we're building a robot now engineering is very cognitively complex field and it's difficult for people to get into it so when we find people that do have the ability and
interest and enter field like that we want to take it revenge that and give them the tools to pursue that interest now a major issue that we have is finances ready because our team is completely self-funded we often find ourselves short of parts and the means to get them as well as shipping costs it all adds up very quickly and the
robot is extremely expensive all the parts adding up costs a lot and we do have to rebuild a new robot every year since the game that we suspended changes so we end up buying new parts so if you look at our robot we have a lot of parts that we actually 3d printed ourselves because we couldn't afford to buy them
all yes I really focus upon a culmination of all these people necessary in a century not just engineering like all fields communication documentation and this helps us ladies and gentlemen grooviness uyama High School's three robotics teams preparing for the 21st century and beyond thank you parents if you want to take some pictures but I not I believe
that the board members may have some questions I know I do we'll wait till the board members okay so board members any questions for the kids I have let me start while they walk up here so someone indicated that it's expensive to build the robots and if you guys wouldn't mind going to the microphone so that everybody even
outside can hear you when you answer that what does it cost to build one of the robots anybody oh you haven't have a treasurer Wow for us on FTC the price range varies varies a lot for right now we spend roughly around three thousand dollars so far that that's on parts before building our robot and such and those are all are
envious if you're from team member donations or from grants we've earned such as these three grants we've received from Rockwell Collins Lockheed Martin and aquatics well as for vets it costs about $1,500 to finance the parts necessary to building our bot now as for competitions that is usually around another 800 to 1,000 dollars which puts us at around two thousand five hundred
dollars in total for one season is that for one robot or one season I mean or was it one robot per season okay so the one thousand five hundred dollars to pay for your parts is largely reduced in the following seasons because you can reuse your parts as the seasons go on however you do have to register for new
competitions every year so that 800 to 1,000 dollars stays the same so for an initial one season it would cost $2,500 but in following seasons it would be much closer to 1,000 to $1,500 well mrs. Sykes you have a question well first of all I see so many familiar faces so happy to see you here as I understand it
there are no classes currently offered at Ayala this is something you are all doing outside your school day correct sounds like a club oh wow it's very amazing now the team of girls that started most of you were together as a core group in junior high school isn't that correct and now you've expanded I think everybody here can
already see the thing that I want to highlight were you not the first girl team to win at the state level I believe that's where your junior high advisor told me you can see that after you get beyond the purple and green shirts it's pretty much male so I've often talked about the power of one that it can be
one teacher that inspires things and then you take that forward your idea for it and look at what you have created look at the energy that you're bringing to this endeavor at Iowa I am so proud of you and I know a couple of you when you were in my class we're just learning English I have to say tonight you were uniformly
impressive when you talked about what you did what your contribution was even when you said your name kudos to Iowa and the education they're receiving there but also to the all the feeder schools that helped you get there I am blown away by the way you hold yourself you all look like you're ready to go to college like right now and be
able to manage that so we are very proud of you and mr. no I see you've got a question or comment yeah I'm so proud of you as well and then this is like a hope for Christmas season for me because as you get older we don't like to drive and send you guys and you see the potential real potential
that we could have cars self-driving cars and I think a few since you're nodding but I want you guys to remember that you are here and you have good work ethics and you're blessed with good brain it's all coming from somewhere and I would say it's coming from your parents so please thank your parents day and night whether you go to college and
you become an engineer think and know where you're from and also I like to ask mrs. Yayoi come to the podium on campus while we're walking we visited classrooms and we went to math classrooms and I'm happy to say I was teaching math better yet the students were teaching me a few things about me well not only that I really
like to thank her she actually has gone to almost all the students and asking them and pleading with them to study for the finals and I think this is what makes a good school good family and kids understood that they were important for the principal for the teachers and from our thoughts so thank you for being good
students and I also like to thank and have our parents to stand up from the audience and you students needs to give your parents a thank you please send up all the parents [Applause] and thank you and maybe Christmas for all thank you well students I just want to say thank you for being here and showing us the impressive I'm just
impressed that I thought this was a class I didn't realize this is just a club so I am ultimately impressed that the time because I'm sure there's a lot of time and effort that you have to put into this not only to build it but even to be ready to compete and so kudos to each one of you for your effort and hard
work ladies and gentlemen if we can give them another round of applause [Applause] [Music] just so that the audience knows we're waiting for the next shift of audience members for the next presentation so for our next presentation I'd like to well I'd like to welcome Carl Hampton our boys Republic High School Principal and he is here with some of his young
men and take it from here all right president Orosco school board superintendent Joseph in the cabinet ladies and gentlemen it's my privilege to be the principal of boys Republic this was my fourth year of being here and bringing the wreath presentation I know that the board members and mr. Joseph you've already received your wreaths we delivered him last week but
we wanted to do the formal presentation of a wreath for for the lobby here I'm also if I might say for a second usually for the last three years I brought baked goods and many of you have asked good okay yes I did and I was trying to figure out how to produce them really quickly but mark Baker has been
really sick this week he's been at the hospital it was to get checked out trying to get get better we'll get some stuff I'll get him here next week but he's he's been kind of laid up so I know that he was a he and the boys were a big hit at our state of the distress Taylor
I think everybody enjoyed the food a lot I know that some of you ordered some for your own Thanksgiving yes we did and so I'll try to keep that coming but I couldn't control it this time so the cheesecake is to die for it was so good [Laughter] I've had to just kind of stay away from the desserts as a side note I just want
to tell you something I'm also the principal of the Adult School here and I want to congratulate it was Pat Kaler her husband just he's gonna be sworn in who's a citizen of the United States next Thursday he completed our citizenship class and we parity and he did really well and we're really proud of him and proud of
our teachers I know they were really glad mrs. Taylor called our the teacher that's in charge of that from the from the location when he passed so it was pretty exciting thing mr. caylor is from England yeah so just as a side note because we're really proud of that and that's gonna happen next week I brought two young men with me too tonight
they're gonna graduate tomorrow we're going to present the reads the wreath and then we then I'm going to I know that a number of you have asked can you can we hear from the boys so then they're gonna say something about themselves and try to answer any questions that you might have so I brought with me tonight Carlos Cardenas
and Abraham Beltran mr. Hampton before before our students speak can you share with the community what boys Republic is for those who are not aware of the great things you do boys Republic is two things it's a it's an institution that is a nonprofit institution and they've been around this is our hundred and tenth here formed in
1907 and has been on the location where it is now for quite a number of years and Ben if I'm not mistaken the former Hacienda of Don and to note Antonio Lugo in the past and we have been working with boys for a hundred and ten years and we have been making wreaths for 90 years so no 95 years kind of lived out notes
what we do is there's a partnership between that organization and between our school district that's gone for over eighty years where we go on campus and there a group of teachers and aides that they should waive they should get a hand because they were all right they came down to support the boys for this evening and do a fantastic job there are
12 teachers myself and the boys we work together we have a number of AIDS and - office staff and and we work in a partnership and it really is a partnership they handle all of the the housing all of the food all of the clothing we work on the education and I think what we do best is get the blaze
to believe that they can get a diploma get them to believe that they can get their GED and get them to believe that education can work for them and their future so awesome all right good evening president Orosco school board superintendent Joseph cabinet ladies ladies and gentlemen he was Carl's Medina's and I'm a student at Boston Public
the reason I'm here represent the reeds as a 95 year they have been doing the reeds we did 40,000 Wow till today they're still doing more reads which is 50 big ones and probably like 200 small it's Marius and you ship them everywhere right the boys work for we open and we do reproduction for about three weeks
40,000 wreaths we've sent over 3 million wreaths in the last 95 years worldwide and we have a map in our office that shows where these go to and it's kind of cool to see just how far far known they are and boys learn how to work on an assembly line that looks like Ford Motor Company must have looked in the 50s they
got the giant hooks they hook things on they move it around and they do a really really great job so it's always a privilege to present this and I'm gonna let Carlos go first and tell you a little bit about his experience he'll be leaving us at the end of the month the beginning those diploma tomorrow and so
I've been at boys Republic for 10 months February and tomorrow's I get my high school diploma I'm happy congratulations a lot about the wreath Stukas I wrecked the pop horn and I hope to make I hope make them I made sure I made sure like the wreaths the apples lemons where I'll polish carry them and pretty much a big part to speak about
the reeds but I get release of when I when I leave boys Republic nice I'll be moving into a THP traditional housing plan which is your landing which from there oh I might go to college or something that buddy cuz I wanna start my career young and I have a job lined up for that which is Mason I want to be a journeyman when
ready man start off but well we'll see it occasion because I don't occasion a big part a couple stuff about the masonry class I've been there since the first day I got up went public and I I love you I enjoy it like I love building I like I like on-duty labor with my own hands like that's my favorite and I
learned so many things about it that I know when I when I leave I use them and how I start my career with that polygon mountain company later on which I'm hoping there's so much stuff composure public and they taught me how to be independent on myself which is I'm in an ILP which is it helps me how to manage
my time manage my time my money this helps me out like he helped me out of so much he told me how to like talk to people like I wouldn't I wouldn't be doing this right now yeah I wouldn't I wouldn't be doing this right now so it's a big step Eagles Landing is a place where if the boys have finished
their program and taken care of their business and qualify for it they're allowed to live it's on the corner of our grounds for up to to the time they become twenty-one they can stay there they can get a job sometimes we'll help supply them with a car that's donated we'll fix it up in our auto shop and and
help help the young man get started in a new life sometimes they they don't want to go back where they were before they don't want to go back to the same things and Eagles Landing we believe we're preparing young Eagles to go out and fly and that's what we do right now he's in an Independent Living Program on campus and that's where they
don't eat in the cafeteria they have to prepare their own food they go shopping the first time they don't shop really well I hear they come back with stuff and at the end of the week they realize I have to shop better and they learn how to do that they keep a checkbook they weren't they have to pay bills and they
learned how to function and I think quite frankly what if we put it in most of our high schools that would be a good thing too so they do really well so we're proud of him our next young man came to us in July and his name is Abraham Beltran and he would be receiving his GED tomorrow
good evening my name is Evan Beltran I kind of talk about a little bit about what I'm gonna do a little bit about what boys Republic has helped me I came in a boys Republic like you know the link might say I come from a broken home no father raised by a single mother let me see I can a boys Republic not wanting to
graduate high school I didn't anything I wasn't get my GED diploma hmm you know I came out prepared and I'm about to get released next week all wrong I felt somewhat prepared I'm ready for college you know where'd you graduate did my life I have a job set up working at Costco you know that's nothing major but
you know something is a big step for me I was not around the way this January saw a pound of being a father you know being there for my daughter Oh boys Republic you know I took role in the Mason class I took role in the auto technician class I took advantage of it it took me a while to learn you know
respect responsibility you know all the three hours for boys republic nothing without labor there model work for what you want I just want to say thank you mister just helping me get my GED mm-hmm pushing me every day that's about it thank you for your time I know we have some comments from our questions from our board members so mister and all your
light was on and then mrs. Blair yeah I'd like to tell both of you guys thank you for being here and thank you for speaking to us of your future plans because we do care about your plan we want you to be the head of the house one day we want you to have great children and great family what have whatever you
have experienced in the past even the bad experience make it good so in your generation your job is to discontinue the bad tradition or the bad experiences you guys have faced but you have mr. Hampton who take who take you and also our teachers in the back as their own kids matter of fact after your graduations you can see in
the hallway there are pictures of you guys that are teachers and mr. Hampton would would wish hope every morning that you'd be successful so there's no time for turning back and I think boys republic works because you know they said when kids are out of line make them busy and that's what the boys republic do nothing without the labor they raise
their own crops they take care of the animals they learn their job skills they do their own education and guess what you also said you were happy and and the kudos for mr. Hampton I went to the voice Republic I and I have gone matter of fact I think today this afternoon Adult School and guess what all the
teachers and staff members they said they were happy so it talks about good relationship skills good communication skills and this is how you're going to be a next leader and next mr. Hampton thank you and Merry Christmas to you Thank You mrs. Blair how many days out of the week do you have to wear a tie is
that the only day you don't have to wear the tied during the week Oh on Fridays so every Friday you dress up I wish we did that at all the high schools honestly every Friday and then maybe Friday and Monday and then increase it start increasing it but you mentioned taking pride in the wreaths you know you
wanted to make sure they were polished you both knew that it was going into someone's home so you put your effort and your heart into it when you graduate tomorrow that's what you need to do every day for yourselves take pride in yourself make sure you look polished every day and there's nothing wrong with being a journeyman my dad was a carpenter all of
his life and made a good living so be proud of that too okay good luck I just want to say that I'm very proud of you boys it I know that even for Polish people it takes a lot of courage to stand up there and speak there are still people out with education with graduates and who can't get up there and speak and
so it took a lot of courage and kudos to you I'm so proud of you continue to work hard just as you've worked hard to get to this first step because if you continue to work hard you'll reach us any step that you'd want to I wish you great success I want to acknowledge the teachers because you know when I go to
the graduations I always see the pride in their eyes when boys go up to get their awards or what not and then I hear you boys thanking your teachers so it's a it's a two-way street they have they are there just wanting to see you succeed and so teachers if I would ask that you please stand up so that we can
recognize you and and if there's other staff that there's other staff here please staff members thank you so much because as I'm looking at you boys speak I'm looking at them and I'm seeing the proud teacher and staff members looking at you saying yeah they're doing it so congratulations and I wish you much success well tomorrow you won't be there
at graduation but one of the things we do do a graduation and a tradition that we've started since I've been here is that I have two boys come by and shake your hand so if you wouldn't mind standing and congratulating them as they o'clock by Andy Thank You mr. Hampton is always [Applause] okay our next presentation is Don
illegal high school lead Academy and they are the CSB a golden Bell award recipients so so dr. caprera and advisor Brian angstrom would you please share with us we are very proud to announce that we have been recognized as a CTE pathway for the Golden Bell we were honored last week was it last week goodness yeah it's been busy couple
weeks ago with the Golden Bell award we are very proud because we are one of six programs in soundin Bernardino County that has been awarded the Golden Bell is a very distinguished honor and we're very proud of what our students and our teachers are doing at Don Diego high school so let me introduce mr. Engstrom he is the lead and coordinator of our
engineering Lea Lugo engineering and design Academy and he teaches several of our courses within lead so the lead program started at don Lugo and back in 2009 and since then we have been helping students prepare for careers in engineering and design and teaching them 21st century skills I know many of the board members here have been out to our
events with our seniors presenting their senior projects to engineers from industry and local universities I know this is the truer than a guest judge in one of our civil engineering and architecture classes and many of you have come out to even our first annual robotics tournament that we held this year so the engineering are the lead academy at Don Diego has been preparing
students really teaching them of those career skills and we've brought one of our rising stars with us today Lexi and she's involved with our robotics and also our freshman level engineering and design course and so she wanted to just take a few minutes to put on a little display I'd like to invite the board out next week our seniors are giving their
preliminary design presentations to some engineers from Cal State Fullerton Cal Poly Pomona and a local engineering firm here in Chino so that's taking place at daum logo on Monday so you're more than welcome to come out and observe and see all the great things that are happening at dominica and what time is up mrs. Sykes you have a question or comment I
was just gonna say when I was first elected to the Board one of the initial events I attended was your event right here with your engineering students it was very impressive and I wasn't surprised at all to see that you had stepped up and gotten involved in the robotics as you got us a single student back to the power of one a single
student who wanted to do this and then you've got your friends and you got a teacher and you've got the school behind you and I thank you for your dedication to our all of our students congratulations [Applause] when we saw each other in San Diego when you're gonna know or you you introduced your wife to me and reminded me that you
and she were my students at Chino high school and I didn't remember you which is a good thing but it goes to show that people like Bryan and Matt McCain are part of this community come back to this community love this community and that's what makes it so robust this community that we have here and thank you and we have a couple more
comments mrs. Blair you said that your robot isn't that spectacular right now but you know those are the memorable things because some of us when we buy our first car you know it may have the roof caving down and some duct tape over there and some duct tape over here but that's like everyone's most memorable car and so we all have to start
somewhere so don't feel as though it isn't an achievement you should be very proud of what you have accomplished and like mrs. Pike said you were the one the one that started it and invited friends and so that's also something to be very proud of so don't minimize your success it's a beautiful robot mister not yes when I'm thinking that you got involved
with the robotics and and you're doing something that's amazing itself because nowadays you look at high schools or or out about the kita was addicted on their iPhones there's a read read read and addicted and do what do nothing but look at you you're out there doing something and that's going to not only help you but your peers yeah so it's an awesome
job and I think you'll go somewhere with that and that passion when you have a target you'll get there so believe in yourself and really I'm proud of you and I'd like to thank dr. where you brought all these spirits back to Don Mughal high school the kids have pride and and when you look at at lunchtime and kids are talking about
more about education they're taking seriously because you're in their business so thank you dr. Cabrera thank you and so let me just say a couple things so it doesn't surprise me that mr. Ames from has achieved this because I remember him when he first started teaching he actually had my middle son in his classroom and my little son
actually got it and not very he didn't get it from very many teachers but he got it from mr. angstrom and so I know I remember that he related to the kids back then so I can only imagine you know what it is today how you relate to them so thank you so much for all that you do
and dr. Cabrera you've done some awesome things at Don Lugo and so with you and your team sky's the limit I don't know if you are all aware but on January 29th the San Bernardino County School Boards Association will be recognizing the Golden Bell Award winners that evening at their annual meetings so we'll get to see you all again so thank you so much
for being here go ahead ring the bell one more time one more time they do that at CCS ba all the winners ring their Bell thank you January 29 okay so we are now I will wait just a minute so we can have some as we wait for our Nick as we wait for our next group to come in Donnie does
such a great job at getting our groups in and out yeah okay for our next recognition actually presentation is actually a recognition and that's our community service groups mr. Joseph alluded to it a few minutes ago on how wonderful our community is and he's absolutely correct when he says it's when he said it was a great place
to live to work to raise our family and there's some of us who never leave me included Matt McCain never leaves and when they do leave they come back but we couldn't do it not only without the school district our teachers our staff with our community groups who do so much for our district and so I think it's
it's so important to recognize our partners who are assisting us in Ko educating our students they provide community-based learning and service opportunities that build character and instill strong values which ultimately contribute to the general good of our neighborhoods and our schools without a doubt their contributions and support for our district are priceless and tonight we just want to say thank you to
each group with that I am going to walk to the podium okay okay just so that you know just so that you know we think you're really special and because we think you're really special we had these specially made let me just show our new certificates we've never had we we've never had certificates that look this good we think you're special and we
thought the certificates had to be special also so let me just open up and this was all designed by our own Troy and and this is what the inside looks like so you will be the first ones to ever receive a certificate automation such as this so let me read it an appreciation of community service group where as service to others is a hallmark
of the American character and central to how we support the needs of our communities and is indeed a foundation of the Chino Valley Unified School District and whereas the Board of Education encourages and recognizes service organizations for their commitment on to ongoing volunteer service civic engagement and public service and whereas service organizations give their time and resources to help strengthen our
community by addressing current issues from supporting 21st century education in general to supporting the needs of the local community we recognize that collective power can transform the society around us and whereas service organizations represent a unique public-private partnership that invest in community solutions and leverages local resources to strengthen community impact to the future of public education and whereas service organizations and
its volunteers demonstrate commitment dedication and character by making an intensive an intensive commitment to service to engaging citizens improving lives and strengthening communities now therefore be it resolved that the Board of Education of the Chino Valley Unified School District does hereby proclaim and recognize the positive impact of service organizations in the Chino Valley community for their selfless service and contributions so
that's what the item says so for our first recognition I'd like to recognize the Chino American Legion Post 299 do we have a representative here from that group there's a couple people our next group is the Chino Rotary Club the next one is the Chino Valley Lions Club Kiwanis Club of Chino Rancho del Chino Rotary Club Rotary Club of Greater Chino
Hills sir optimist international of the chino valley [Applause] and finally Soroptimist International chino hills' inland empire so before i just want to mention some of the great things that that these groups do so they have a teacher mini grants that they distribute throughout the year they have a stepping up for the boys interact Key Club stepping up for the girls they have
bingo de Mayo adopted schools I know that a Kiwanis if I'm not mistaken Chino Kiwanis just did the new men's steam room if I'm not mistaken we have Key Club for the Kiwanis the different groups they've sponsored Townsend junior high they I mean there's just there's like three pages so I'm just kind of pick and choosing from from what I see
Lions Club they do the speaking contest and provide eyeglasses to those in need they do so much for our students and for our community as I said earlier I just want to thank you from our board Chino Valley Unified School District and I hope that we continue this partnership our art our city is cities are truly special because you don't find this in
other areas I was just at the California School Boards Association annual conference and I was actually surprised to hear other board members talk about that they don't have this with their community service groups and so I I just take it for granted and so I don't want to take it for granted and neither do we so we want to recognize you and thank
you so much so thank you okay so as we wait for the next group to come in we are now at the L cap academic indicator and college and career indicator and dr. Park will be introducing and sharing with us members of the board superintendent Joseph's cabinet and community we have our first update to the Board of Education on our
local control and accountability plan also known as the L cap the L cap focuses on the eight state priorities in the broad categories of conditions of learning engagement and student outcomes with the release of our standardized test scores and the updates made to the California school dash board our presentation tonight will specifically be for state priority for student
achievement for L cap goal three the academic indicator is one of the metrics for state priority four and measures our student progress on the smarter balanced summative assessment in grades three to eight for English language arts and math students in kindergarten through the second grade do not participate in statewide testing the performance level for the academic indicator again which
is for grades three to eight is calculated by looking at a combination of the status which are our test results from the most recent year 1617 and comparing it with the previous year which is 15:16 newer I'm sorry newer to our accountability system is also the use of the 5x5 placement and equity charts that reflect a color to display a
school and/or district's level performance with red being the lowest green being the goal and blue being the highest level a few noteworthy points that I want to make sure that the board is aware of is that there are two predominant state testing systems in the United States one is called the park Parc C the other is called the s back
the one we are the most familiar with the states that contracted with the park system all showed increases all the states that contracted with s back which also includes the state of California all showed declines another noteworthy point is with the newness of this accountability system you will see volatility in the system itself more than 200 school districts which
represents more than half of our school districts that were in the blue and green performance levels the highest levels declined one or two colors this past year let me give you a practical application of how the academic indicator is calculated for every student who takes the s back exam they will receive one of four performance levels from level one which is standard
not met to the desired levels of standard met which is level three and standard exceeded which is level four so in this exam full student a and student B their results are always compared to the standard met level three category so for a this student scored two thousand five hundred and five points which was twenty three points below level three student B
scored two thousand five hundred and thirty five points which was seven points above level 3 the distance results for all of the students is then averaged to determine a school and or district level score here are the results for the academic indicator for grades three to five being displayed on what's called a five by five placement chart for English Language Arts so again
on the Left vertical access you will see what's called the status the status again is the total average distance of our students from level three and that's compared to how our students performed in the previous year which is called the change in this model while we are looking at improvement over time it also reflects a different group of students
CV USD scored in the yellow performance category along with our foster youth in the green and blue categories there were four student groups in the orange category there were five student groups and our students with disability were in the red category this same data is also displayed differently with the use of equity charts these are the same results
that you saw in the five by five placement charts but situated in the form of pie graphs here are the results on the 5x5 placement chart for math CV USD along with our foster youth scored in the yellow performance level we had four student groups in the green and blue we had six groups in the orange and no
student group in the red performance level these same results are reported again differently on the equity chart I'm proud to say our foster youth made significant growth in English language arts and math equaling an increase of more than 40 points what we wanted to share with you is the best way to take a look at student progress and district
progress the state in its original intention came up with a fantastic idea of using scaled scores that are vertically calibrated what I mean by that is different than our old accountability system when each student in a particular grade level receives a scaled score for example 2000 in 2000 points in 3rd grade and then in fourth grade takes the test while this student
may not reach that next performance level if this student shows increases in their scaled scores this will reflect progress over time this chart represents the same group of students the cohort of same students and how they performed over time so let me walk you through a few examples in looking at our current 5th graders their baseline score when
they first took this exam in the 3rd grade was at 2 thousand four hundred thirty two point eight points these same students who then matriculated to the fourth grade and took the same exam showed an increase to two thousand four hundred seventy five point six points all of the green numbers on here reflect increases so let's take a look at our current
ninth graders their baseline score in the sixth grade was two thousand five hundred forty two point eight points leading to the eighth grade they left at two thousand five hundred eighty point three points again showing progress over time let's take a look at our math scaled scores similarly you see increases in every single grade level signified by the green new to our
accountability system is the college and career indicator this also supports the metrics for state priority for student achievement this indicator has many components and metrics along with it but for the purpose of today we will only be going over the 11th grade test scores we do have a future presentation for the board with a thorough presentation on
the college and career indicator you're gonna see this data displayed differently than the academic indicator this these scores are not reported the same way as the academic indicator which you saw the the five by five placement charts with the colors and with the pie graphs in looking at the horizontal line that line signifies level three or standard meant the line above it and the
line below it represents how our students did relative to the desired level of standard met which was level three so let's take a look at the red segment for english-language in 2016 our 11th grade students who took the ela exam scored 36 point 2 points above level 3 in 2017 our 11th grade students scored 39 point 2 points above
level 3 in taking a look at the black segment this signifies again how our students did in relation to that horizontal line which is level 3 in 2016 we saw that they were 38 point 3 points below level 3 in 2017 you did see an increase with our students scoring 31 point 9 points below level 3 here's a
summary of our school district relative to the county and also to the state that our board should feel really proud about the green bars represents the students bundled that received a level 3 and level 4 which are our desired levels and looking at the left side of this chart you see that 56 point 77% of CV USD
students in grades 3 to 8 and 11 met and exceeded standards compare that with the county who trails behind at forty one point 97 percent and also the state with 48 point 56 percent now in looking at the right side of the chart we see that 45 point oh two percent of our students were in level three and level 4 in math
far surpassing the county at twenty-eight point 55 percent and also surpassing our state at 37 point 56 percent the gray bars below and the percentage of students who were at nearly met or not met standards in these bars you want to see smaller percentages of students and you'll see that in English language arts while CV USD had forty three point twenty three
percent of our students who met levels one and two the county and the state had larger percentages and you'll see the same trend in math as well we've done a lot but there's a lot more to do and so now we have our directors of elementary and secondary curriculum mr. Luke acne and dr. Julian Rodriguez who'll be
presenting our next steps to the board good evening president Orosco board members mr. Joseph cabinet and audience I will be sharing our next steps at the elementary level that we are starting or have already started to address the data that you've been presented with so our next steps you see up here directly address ela and math please don't get us
wrong we are doing a lot of work in all of our core areas but based off the data you saw tonight that's what we're going to share is next steps for ela and math tonight so the first thing that we started actually last year were data data chats with all of our school sites we continue that this year and we've
already had one data chat this year we have data chats where the site administration come and share with the curriculum instruction innovation and support division what their school site data looks like what goals they want to create based off of their school site data and those are measurable goals that they share with us and they also share
how they're going to monitor or measure those goals they also come back and share with us later in the year the progress they've made toward those goals the successes the celebrations perhaps the roadblocks the purpose of the data chats are for our division we have several team members in our division to here the information that's going on at
the school sites so we as a team can support the school sites we brainstorm a lot of ideas that go on of how we can support all of the school sites to increase student achievement also this year at the elementary level we're looking at instructional alignment with our assessments specifically in our math program k-6 the reason we're focusing on
math is because our current math adoption for k5 is a little over three years old and our sixth grade adoption is a little over two years old so our teachers have become more familiar with the math content in their curriculum with that being said we have provided some professional development for our principals in total instructional alignment meaning that what the helping
our teachers provide instruction that aligns directly with the assessments so if I'm teaching a and B I can't assess on C and D I need to make sure that that is the assessment aligns directly with the instruction we've given our principals some practical applications and hands-on activities and ideas that they can take back to their school sites
also up here we are in the process of forming an elementary math committee the purpose of the math committee is well first of all let me back up it's going to be comprised of teachers from kindergarten all the way through sixth grade the purpose of it is to thoroughly analyze our current adoption as we know our textbooks are a resource to support
the instruction of the standards so when we look at our current resources we know that all of our resources are going to have areas where they're very strong and supporting the standards and areas where we may not see that that's strength there and we as professional educators need to strengthen some areas to make sure our students are equipped so our
first step is to identify where we need to add support to our current adoption then step 2 after we've done that would be to say what are we gonna do now that we know where the weaknesses are how are we gonna address those and support our teachers to make our students are well prepared also with our continuing professional development
at our school district level we have offered a professional development to all of our teachers based on our areas of emphasis for our school district the areas of emphasis are developed by the teaching and learning task force which is comprised of teachers school site administrators and district administrators when we have those areas of emphasis we develop all of our
district professional development around those in the area of ela a majority of our professional development this year has been focused on our new ela adoption as you're probably well aware this is the first year of implementation for a new ela adoption so this is new to all of the teachers there are more materials in this program then can be used at any
one time so this is our year where we're providing training to our teachers on all of the resources available asking our teachers to explore the materials this year so they can make the most informed decisions in the future for all of their students as well for mathematics we also have our areas of emphasis that are focusing on three of
the eight standards for mathematical practice the standards for mathematical practice the what we're doing to support those is looking at performance tasks how we're a performance task is when a student is given a real-life example where they have to apply math concepts and strategies and come to a solution so it's not necessarily just looking at the solution but is a student justifying
their roadmap of how they got to that solution and that's that's what we're looking for through the performance tasks some of the math data that dr. Park shared has performance tasks incorporated into that so we are looking at how our standards for mathematical practice can relate to the performance tasks to prepare our students again for college career and beyond with our
district level professional development each school site also has a specific school site professional development plan so based off of our districts professional development that we're offering and the school sites data when they take a deep look at their school site data they're creating a professional development plan at their site as well when looking at the professional development when talking
about the data chats instructional alignment and our areas of emphasis one of the big areas to focus on are our students that may need additional support so that is a big factor in this and our intervention teachers also play a big role we're very fortunate to have intervention teachers at every one of our elementary schools which make a
significant impact in helping our students succeed so as you can see from our next steps at the elementary level for ela and math we really are trying to align everything that goes on from our district level to the site level and providing the support needed for each one of our school sites to make sure that the teachers and the students are
successful in the students mastering those standards I'm going to turn it over to dr. Rodriguez to share a little bit about what's going on at the secondary level good evening us too the slide looks very similar because we really are taking a k-12 perspective mr. Hackney and I or offices are right next to each other and much of the planning
is not it's not done in isolation it's done with a k-12 perspective when we're talking about sixth grade the sixth grade teachers are in there with the seventh grade we'll talk about ninth grade we have our eighth grade teachers in there with our high school teachers so there's a lot of articulation going on so that's why this looks so similar
but I will talk a little bit about how it's different for it for secondary those data chats so we're chat I don't want get the wrong idea those are very very productive conversations and and they're not it's not a short amount of time we have a lot of time in there with the principals they're very intimate conversations very safe conversations
transparent conversations and we're not just looking at the small numbers I mean sorry we're just looking at the bigger numbers that you're seeing here we're actually looking lists of students and we're working with principals and leadership teams site leadership teams to develop plans how do we get this list along you know along that achievement spectrum and so the
word chat there's a lot built into that and so I want to I want to make that clear so those are very important conversations that we have and as mr. Hackney pointed mr. hacking pointed out all of the departments are present there so it's at that time that we identify okay access and equity what can you do
to support the team in implementing these goals secondary curriculum what can you do technology what can you do so all of us are present to have those conversations college and career indicator with the high schools we're going to have another presentation we're gonna go a little bit deeper into that and what that all of the layers that are
part that are part of that of that indicator right now what we're working on is an awareness level and a lot of that awareness level has to do with definitions in order to be considered called ready for college and career there are a lot of different paths to that now there's a lot of value in that there's no longer just the diploma in
hand right we it's a diploma in hand and then one two three or four other ways to do it so an example of that is the world that CTE plays in the college and career indicator you saw lead Academy here you saw robotics so to increase awareness we actually have a CTE Roadshow there's a lot of requirements to in
order to meet that indicator what is a CTE pathway what is a concentrator what is a completer so dr. Park myself our coordinator dr. Michelle aerosol we actually go to each of the each of the high schools and we talk with the principal's and make sure that we have a clear understanding of that and that's going to happen with all of those
indicators so we'll talk a little bit more about that in the future presentation the district level professional development just like mr. Hackney said we are dissecting the blueprints for assessment okay we're looking at there's the accountability there at the end of the year what does it mean for our instruction so we're pulling apart the blueprints of the of accountability
we're lining it up with our scopes and sequence in math and ela also in science as we build those courses and we're trying to figure out part of our instructional materials what part of our resources need shoring up and that's what we're doing with that professional development specifically in math working with some math articulation committees again across all grade levels
they're all sitting in the same room they're going between rooms they're breaking out in small groups to figure out how best to support each other in the next grade level the same thing with ela we're looking at our instructional resources what we have in place are units of study right now in our secondary our secondary site but guess
what we're also holding those up against the some of the published materials and we're trying to way to figure out what are the best ways to get the content to the kids okay and then one of the approaches that we recognized in math and ela one of the ways that kids are going to be able to navigate the high
literacy demands what it takes to get through those text books what it gets what it takes to get through some of those performance tests that we're talking about we were trying to we spent a lot of time looking at the instructional strategies that we know are backed by research avid contains a lot of those strategies but we know that
sometimes that means one or two elective courses periods okay so what we want to do is we want to actually kind of dip our toes into an a school-wide approach so in January actually at all of our high schools our 9th and 10th grade and any teacher who has a 9th graders in the science class or social science class
they're actually going to be receiving 12 hours of path training avid path training so what we hope is that's going to extend beyond just that elective course and it's gonna it's going to affect all kids not just the kids that are enrolled in in Abbott site-level determined professional development that's not planned in isolation that's actually planned in conjunction with all
of the departments so while the well we want that autonomy for the sites is to determine what's best for them they also contact us they contact each of our departments here's what I'm thinking miss grace lee our director of professional development works really closely with them developed to go through a pretty complex matrix of all of the options that you have and then
they get support from each of the departments in implant so with that questions and answers mr. na and then mrs. flare yeah I just like to make comments whenever I would peek into your offices and and see that big desk and oh you guys aren't with the textbooks and actually solving problems page by page that was an excellent job
of under dr. Park I feel really good and confident that our students will prevail and I'd like to also thank intervention teachers when I visited professional Center they were really engaged with the teachers are getting their inputs and vice-versa and I think that's another good things going on I just like to continue to see that you engage our site principals but
also students actually have give them questions and take their questions back and learn from them so that how can we help them even better but also some of our excellent teachers where the students are the proof they'll give you names of these excellent teachers in our school district and maybe we can go learn from them what works to bring
their attention on the table so that we work collectively for the same goal and I think we're gonna serve our students we have been serving well because we got excellent staffs and teachers and will continue on and I appreciate our new leadership too because at AC T the things have changed from the top to bottom and the teachers are really more
eager and and they're so much happier I don't know you guys give them candy easy for the apples O'Kelly but just doing an excellent job so we just all work together for the same goal thank you Thank You mr. not mrs. glare and the mr. Cruz I remember before that math was a concern in the last presentation and then it continues
to be a concern aside from the professional development man what else is being offered I or is it possible to have to visit math classrooms and and try to assist the teachers who may you know not be presenting a well I mean what what is the disconnect and we haven't seemed to have made very much progress in in our
math it's hard math is hard well the student performance in math is not isolated to Chino Valley right it's a sure you see that nationally right we have great staff and I know that we can capitalize on each other's strengths and we are working with the Association and what we would like to rejuvenate is the professional learning community and in
that type of forum teachers and staff feel safe to talk about their instructional strategies really dive into the data build common formative assessments so they build in short assessments that don't count for a grade but are for the purpose of the students knowing where they're at and also for the teachers to know how they need to change direction in their instruction so
we will be investing a lot of our time with the professional learning community now with the pedagogy we have had leading experts here to work with our staff who are very eager to share and to learn from from our leading experts at the college level with pedagogy so we are continuously working I assure you in a few years you will see those gains
that we are putting in right now okay Thank You mr. Cruz and mr. Foote and then mrs. flakes and mr. no repeat of the things you mentioned you know the California school dashboard was released last week I think one out of three school districts they did not meet their goals but our district did the e ll the
English language learners the fosters the whole my norden's I mean that's pretty good that is amazing and um when you look at we get average 88 so we can't say it's money because it's not the money you know we're limited resources so they're factors are playing out and one thing is is that we're very cohesive and we're
together and and when I think about that there's love and there's sacrifice and there's humbleness and what are you doing and keep up what are what you're doing and to push harder maybe it's good whatever you doing just keep on going because you got dated dedicated folks staff administration working together and doing something beyond what they would maybe not do for themselves and
and one factor that we have to have to really think about is the parents the parents are playing a really big big part in this it's beautiful what's happening school district and mr. Joseph I think you would agree whatever it takes we take ownership because when it comes to the homeless and foster we have to take ownership because obviously they
don't have parents you know so not only we do that we take ownership we do what we have to do for the sake of our humanity and pretty much that's what I feel we're doing what's good for ya our human enormous thank you thank you mrs. spikes first I want to thank you for making comprehensible something that
doesn't come to us so comprehensible from the state I know that took a tremendous amount of time to be able to explain it so that we can get I did want to highlight one of the things that dr. Parkes said when she talked about the two different kinds of tests that are available in our country California happened to select the s back tests and
most people most people in education are saying there was a problem with last year's administration of that test and not the administration of the test with test items mmm I appreciate that you didn't try to use that as an excuse but I do think that it's important for our audience to understand that the states that chose a different test all improve
that's that's not just a coincidence it's not that they're the better States or that they're doing a better job than California and Massachusetts in Connecticut and all the states that took the s back test who got skewed results so I know it's going to take some time for the results to really tell us what they're trying to tell us but I
appreciate all your efforts with respect to this Thank You mr. Knox yeah going back to our math concern yes I was not a math major but I did take some math classes and from my recollection I remember the math classes are different than other classes since that it's a residual skills that that's a factor in all math classes I believe once you are
late once you you can understand one item then the problem becomes a bigger becomes another chapter and now the students would give it up and I have many friends who have done that too so I think it's imperative let the parents know it is their duty to check the homework it is their duty to know what the weaknesses are and that needs to be
translated into the classroom and reach out to the student I mean our teachers if our parents don't do that job you see our parents are laughing here because they care they say you guys are here you guys care you take your homeworks and you know what the the your children's are going through a daily basis and it has work the education has
started from home and so maybe you might have to send out newsletter or put it on the computer site check your math homework whether it's a repetition it does not matter it's gonna help there are children then that's what we're gonna close the gap it's not just a classroom because the teacher cannot go back to chapter one in
math classes once you're in Chapter five let's go to chapter six now then there's a gap so in order to prevent that and I think we have to have the parents accountable so thank you thank you mr. Nam so I just want to say thank you for the presentation as mrs. Sykes indicated it was comprehensible so I actually
understood what you were saying so thank you dr. Park mr. Hackney dr. Rodriguez for and the rest of your team because I know that's just not the three of you who are doing this and the rest of your team for all your hard work a couple of things that I just want to comment on mrs. Sykes I'm
sure I'm surprised you didn't talk about the Abbott piece well because I've jumped on your bandwagon ever since I went to Montclair high school to validate their their Golden Bell I I saw because they're actually school-wide and so I saw what it was what it accomplished with their students I saw the data that that backed up what they
were doing and so explain to me again you said ninth grade ninth grade and tenth grade teachers or world get training is that what it yes because we have some strong presence of avid at our junior high schools and we know that as the kids move in tonight's grade who want to continue that support we specifically wanted to concentrate on
areas because it really is about literacy there is a concentration on making sure that kids have the tools ready to navigate all of the different types of text they read I mean students will tell you they're required to read so many different types of text and getting through those texts requires a very hefty tool bag and so we found that
his social science in science have some especially significant demands were constant we have a lot of a lot of professional development going on in math as well as ela so let's also add to the history and social science so it will be the teachers that have ninth grade and tenth grade social science in science and it's 12 hours of training
it's called path training well I'm excited to hear about that because like I said I've got on your jet on your bandwagon now I think it's it's great a couple other things that I just want to echo was mr. na indicated working collectively for the same goal and that's what this sounds like especially when you said he had the K through 12
perspective it wasn't just one area second it's being the whole pie that we're looking at and so I appreciate that so again I just want to thank you for the great presentation board members any other comments or questions ok with that again thank you and I'm going to take a five-minute break now reconvene we are we are now at the

join me at the podium some of this is scripted for me but I'm going to add my own as well this year is your this is your third term as president of the board and this you're completing your 11th year on the board correct so it's very noteworthy and it shows that your commitment to our district and
to the children in our district is palpable not only have you served as president this year but she served on various County committees as well and she's the appointed delegate to the arc California School Boards Association her calendars filled with attending meetings near and far so that she stays current with information about how changes could affect the future of our district not
only financially but also in looking at new ways that students can flourish she's a champion for students and committing to fulfill committed to fulfilling her role as an elected representative of the community for me you have been a professional model someone I aspire to do as well as that's why you're seated next to me to help me
do as well as you have done we don't always agree but I've always respected you and I'm grateful for your service no I just want to thank the board for for all that you put in as far as time and commitment I'm not I'm not I'm just one of five and so I don't do anything special other than be part of a group of
five and so thank you very much and we are now at comments from our student representative Jonah yes good evening oh we had a student Advisory Council meeting December 12th and here we met with all the junior High's in high schools a SBS and we just discussed issues unfortunately I wasn't able to attend because I was sick but I do have
the agenda that I'll go over so we all have an understanding of what was discussed so first questions were asked in regards to the lunch carts we asked is there enough food on the lunch carts is there enough time to get lunch based on lunch lines is it sufficient enough for the students and what can be done to improve
there was a general consensus what we currently have is not sufficient it takes 10 to 15 minutes to get lunch not enough time to eat lunch after waiting in line line varies based on what the card is offering carts run out of food before you get to the front and students then go to another line need more food
on each cart students cutting in line is a problem you think the line is short but then students cut in line in front of you and at separate schools such as Gino high school they have a issue with the location of the cart at Ramona students must drop off their back backpacks at their next class before they will be served lunch classes
can be at the other end of school resulting in more lost time Townsend Duty guards direct the students to lunch line there are no lunch carts and Canyon Hills carts don't have specific food like pizza and they split lunch into two sessions so then we discussed solutions for these problems and we asked each of the schools to go
back to the site today our site and work with the administration and the following day on December 13th students were asked to time how long the lunch lines would take and we have some results Townsend's results one lunch took 12 minutes and 16 seconds while another took about 13 minutes at Ramona we had students time every lunch line
the tech times ranged from 9 to 13 minutes the average was 11 minutes or 37% of lunch time and at Canyon it took approximately 8 minutes to get through the lunch line so some solutions were brought up such as changed location of cards for better accessibility have line dividers at the carts to kind of prevent cutting in line offer more carts
decrease daily food choice option thus eliminating indecision of what to eat and also stock more food at the popular carts so they don't run out of food and at the next Student Advisory Council meeting we will be discussing a dress code as that was an issue the previous studio advisory council meeting and there was also the mention of a
previous issue that we discussed in the form of school safety and we asked what progress has been made towards discussing school site safety with site administration Townsend had a fire drill teachers told them about the drills coming they had a conversation with their administrator provided instructions to students in the event of an emergency Kanyon discussed with leadership advisor
wanted to have a drill where students were not aware of it coming concerned that a student would call 911 thinking it was a real drill Don Lugo had a active shooter drill after their conversations with Cabrera everyone did well during the drill better than previous drills ASB students would knock on doors and when someone would open then they would report an error
Chino high school recently went on lockdown prior to that they had a drill several teachers explain to students that they had Ellis training which comforted students four weeks ago they had an active shooter drill students were not given any warning Ramona went back to their ASB class had an assembly with officer on campus hoping to have conversation with administration as part
of their class Chino Hills High School didn't notify students on last drill and then they were asked were students more comfortable after discussions and it was agreed that it was yes later they were asked our students who are not in ASB involved in school activities the general consensus was yes non ASB students are involved in clubs and
sports however less involved in ASB sponsored activities there was an exception for junior High's they have more participation and feel it because students are closer in age and there's no divide between seventh and eighth grade students unlike high schools where there's a four-year gap club systems are different at each site a cannon hills students create their own
clubs and clubs are renewed each year and also at the following meeting which will be held I believe January 11th we will have the wonderful dr. Park be discussing the El Cap so the students have more of a general idea of what's going on - and these conclude my comments thank you we're finally at comments from employee
representatives Larned kids almost out of here Steve ball a CT president good evening happy to report that on December 5th the district and a CT reached a tentative agreement turns out it wasn't that hard Kelly made us agree but we finally settled last year and while we were there we settled this year that's huge that's you to be caught up great
but to be ahead is wonderful I think it was really important that we break the cycle of constantly bargaining the past and I think there's real genuine interest all the way around though we don't go back there so thank you very much thanks to the board thanks to our bargaining teams dr. Enfield mr. Joseph thanks to you
guys for jumping in at the last minute and pulling this over the finish line I think if you hadn't we probably wouldn't be enjoying the holidays as much as we're going to so thank you on that same night there was the annual CTA school board dinner for our area and this is an opportunity for the Association presidents to invite school
board members to a social dinner no work talk just a little little social time and I think there were probably 20 school districts represented that night and everybody invites their school board they usually get one or two to come and I invited each and every one of you and you all said yes and you all showed up
and I got to tell you that meant a lot to me and it meant a lot to our teachers because I know you weren't saying yes just to have dinner with me although I can be delightful i I know you had about a hundred other things you'd rather be doing that night but I think your yes was an interest to a more collaborative
and positive relationship with a CT I think your yes was a yes to the teachers and we appreciate and if your yes didn't say that don't tell me because we're happy lastly my youngest son Fernando is serving in the Navy and he's stationed in Japan and we worry about him every day we haven't seen him in a year but
he's coming home for Christmas tomorrow I want to wish everybody here as happy a holidays as I know my family's gonna have that's all good night Denise arroyo in your last presentation to us as president of CSC a lots of scratches turn it over lots of scratches so um good evening I - mr. ball I related just
say that we signed a tentative agreement on Monday with the district okay we had a great negotiation team but I've been with this a little bit longer than you mr. ball so when mr. Joseph arrives in the negotiations you know it's time to get it done so when he walked in I said okay they mean business today we're
gonna get it done so thank you very very much the board I'm sure had a lot to do with that as well so thank you and the negotiation team thank you very much and CSEA snake oh she Asian team so we're excited now I asked I think a while back that we would hope that we get a
tentative agreement before Christmas so doesn't a great Christmas gift to our employees so thank you very very much the students that had the robotics they had mentioned they needed donations how do we go about that there's all what are already plans in the works for them calling my secretary I'm the donation guy okay all right thank you very much
well bittersweet we had elections last week and I am very happy to say that Daniel Hernandez will be president of the chapter Chino chapter 102 as of January 1st he's gonna do a great job this was my choosing to not run again after eight years I've become very close to a lot of you the HR department has
been absolutely fabulous we Leia puts up with me so much she really does because of you if you know me I'm not a loss of words if I'm passionate and if you I do tell it like it is and I think they were a little surprised at times but I have to tell you what Jane Souza does everybody know
Jane Susan HR she and I worked together at Vidal in 1990 so we had a picture taken of us because we wanted to look like Stevie Nicks so we had the long perm well anyway Alejo is out of her office and she had this collage so we put that we have a picture when we put it up in
the collage and we're having a meeting serious meeting she kept looking at the wall like who are those people she finally asked that for the meeting who who was that so that's Jane enough so still in her office dr. Park we have a lot of history okay she was my principal but Lydell so then I became president we went to Cal arrow
and then she came back to HR and I ended up working with her again so that was a blessing I really love this district I really do we've had a lot of challenges that kept my head up barked when I needed to bark I mean still very passionate for classified employees I will still be here if I need to be I still work for
the State Association I'm very active outside of Chino as well but I have to say we are a family and we are a big piece of the puzzle with management teachers and classified employees because without one this district would not work for our students it takes everybody to make it all work and with that thank you very much and have a
Merry Christmas ahead Carly from chin Yvette got me too she snickered me into speaking tonight but I think it's a good thing because I did realize at that when I got here was this was Denise's last time and Denise I have to say a couple things to you one is that as you share the same name as my big sister and
Denise and I always look to you for a lot of knowledge for a lot of compassion for students and for also for a lot of leadership of CSEA and you have just been awesome the last eight years and I think too that CSA will we'll miss you a lot but I know that they'll be in good hands with Danny so thank you very much
for all your hard work done on behalf of CSEA Steve and Kelly you know I guess negotiations were fun I know they were long but at least they ended on a good note so thank you to everybody here that was part of that I know that we work together that last day I came I came two hours late
and I still was there nine hours so you know it was a little bit interesting so but it's all got done Steve say hello to Fernando maybe we can meet up at tropical Mexico seems that could that's where we usually see each other Fernando and Nick were students cycling me one of those principal there and especially Fernando has a special place
in my heart I love that guy and so you know tell him hello tell him to stop by country Springs I'd love to see him so that'll be great to see him so as many of our teachers and other staff members get ready for love for winter break I'd like to share a few thoughts for our teachers administrators and support
staff who will be on break here's your homework enjoy your break do not read district email for at least half the days I will try to do the same I'm not sure if it work if you're working as many as many of our CSEA and district people are then take a real lunch not at your desk but where you can't see a
computer and leave your phone off until you get back to work it's easy to get caught up in all the business of Christmas and the holidays but remember to keep Christmas time a time of celebration and with love don't let Christmas become a chore but we remember but be reminded of all the important things in your life the beauty of the
holiday season no matter what you believe or celebrate is that it is a time for us to remember all the beauty in life that we take for granted our family our friends and our faith so all of us in champ have a Merry Christmas a wonderful holiday season and a happy new year [Applause] [Music] before we go on mr. ball I wanted to
take this opportunity to thank you for the tone that negotiations took it was substantively different and I thank you for that because it's in the best interest of everyone Denise we came in together and you're leaving about three months before I do you know it's been a pleasure working with you we haven't always agreed yes anyway we haven't
always agreed but you've always come in and said hey I need to talk to you and we at the end of the day we've always worked things out you have really been a great leader for CSEA thank you for all your efforts you will be sorely missed next we have community liaisons I don't see mr. Bennett I don't see mr.
Rodriguez I don't see Mike Krieger or the reps from mr. hagman's office probably probably so we are now at comments from the audience on a jet items not on the agenda Pat are there any requests to speak on non-agenda items just one request to speak on non-agenda items speakers will be called in the order the request was received

we'd like to thank mr. Joseph for being a leader through the process and giving us a roadmap to opening a successful school for the children of our great community the allegiance team will take all these recommendations seriously and we have already been tackling some of these concerns the allegiance team is up for the challenge and I want to assure
the board our dedication and hard work will continue as I stated during our public hearing we want and will continue to work collaboratively with the district staff in closing I want to thank all the families and friends who have stood behind us through the process you have already witnessed the community support we have gained over these last
couple of months most importantly I want to thank my fellow allegiance team members for your tireless dedication to the children of Chino Valley I'm asking the board to adopt the resolution before you today in BO yes for allegiance team Academy Troye Sivan's good evening security staff board members president bikes superintendent wing Joseph congratulations on the changing of the
guard I as one of the founders and Lipa Tichenor x' for a legion steam Academy I also come before you as a person of the community a family man an uncle a brother a husband probably the biggest thing that I'm most proud of is a father it's been a long a long road I had a lot of dedicated people we took on this
challenge quite some time ago and people thought we were crazy people looked at I said what are you guys doing and I said well house they gotta do is find some more crazy people to do it with me mm-hmm believe it or not it wasn't that hard but above the craziness and everything else it was the passion it
was the dedication and it's not over we know based on the recommendation from the staff and the outline of the road map for us to be successful on day one we have a lot of work ahead of us we're willing to take on that challenge just like we were willing to take on the challenge when we first started this I
told mr. Joseph one time in passing that I didn't want him to us underestimate what a group of of parents could do and I thank you the staff for taking the time to review the petition fair and objectively to give us the recommendations and to trust us and give us the opportunity we want to show you we want to show the community we want to
show the other families but most importantly we want to show the kids how hard our how awesome it is and and and and how rewarding it is to put the hard work in and to never give up and if you believe in something you always have a chance if you give up you never know what the outcome will be
I turn to you the board tonight as you have an important decision in front of you we could we hurtled one path and that was to get the staff to trust what we were doing and I think we're there now I ask the board to trust us as well let us show you that we can bring in the
Charter community back in Chino we can be successful in Chino we can give school choice back to Chino and all we ask is for a chance from you guys and with a you know with a heart filled of joy and all the people here and I speak for all the kids you know I hope that the vote goes our way tonight and I
thank you in advance if it does and I promise you that we're gonna fight like heck to make it right and to make it work and work together with you and create a great friendship so I thank you guys so much Merry Christmas and thank you for the miracle Thank You Vanessa Okamoto followed by Eric passin up good
evening superintendent Joseph president likes Phillip board members cabinet I am so grateful to be here tonight has a weak petitioner for Allegiant steam Academy and I just want to say thank you thank you for hearing us and thank you for considering approval of our charter petition I am confident that upon your approval tonight we can and will have a
positive relationship moving forward honestly it's hard to contain my excitement when I think about this vision this dream of ours and how close it is to becoming a reality because in reality this truly is a program that many children in this community will benefit from this is a high caliber educational opportunity that will be open to everyone and anyone that is
interested I really appreciate that on page 2 of your recommendation report you state how the CV USD Board of Education has carefully considered the potential of the proposed AAS a charter school to provide CBUs d students we an education that enables them to achieve their fullest potential we wholeheartedly agree with this statement this is a charter brought to you by
parents that strive every day to have our children reach their fullest potential not just in school but in life we would love to be a part of a program that will continuously encourage this for our children as well as every child that walks through its doors I cannot think of a more fitting time of year to have this meeting there is not a greater
gift in existence tonight than hearing and having your votes of approval please know that I speak for our entire group and I'm sure many if not all of the supporters when I say in promise that this would be such a prized and treasured gift one that we would never take for granted one that we will work so incredibly hard to take care of and
one that we will ensure that its doors will always remain open once more I thank you for this incredible opportunity I am so proud to be a part of this and so hopeful for a very bright future ahead for all of us please help this be a night that will mark the beginning of something truly amazing please unite with us in our desire to do
what's best for our children all of them and vote YES for Allegiant steam Academy thank you Erik Casten off good evening board mr. Joseph and everybody present I'm familiar with a couple you guys and I just want to introduce myself my name is Eric Hasson off on the local businessman and a mortgage company here locally I also happen to be on the
Chafee board of directors for the foundation I'm also the incoming chairman of the board for the Chino Chamber of Commerce so I stand before you with direct involvement and very entrenched in the community and it's kind of letting you know as a background to where I'm at I'm also a product of the Cheney Unified School District and in doing my years
here in Chile Unified School District I've come to find that this is one of the best school districts that there is around and tonight I'm speaking to you guys on behalf of the allegiance Team Academy to number one thank you guys for taking the Charter seriously I know it's a lot of grueling hours to review a charter and go through it from beginning
to end I've been familiar with the previous charter that was in our city and I know how long it is and how much time and effort you guys have to take away from family I do we do appreciate that and I'm here to thank you guys from the bottom of my heart as I know that this is a new
opportunity for young kids in this area to experience something unlike anything else that we have around I would definitely be I'm here to say that I know what the pic of the group of parents that we have involved I am 100% confident that this is going to be a school like no other and the involvement from the parents from the top to the
bottom it allows me to know that this is something that just can't be stopped and as parents as a parent the parent of me it's very exciting to be part of a new steam Academy like it's already bouncing ideas off of me and bouncing ideas off of his friends about what kind of principles and what's the newest things
are going to learn they're about technology and math so I just want to speak from the side of the kids I know that I've had three previous kids go through the previous charter school here and with my newest son or my youngest son he's very so I appreciate you guys and thank you guys from the bottom of my heart for the
opportunity and we know will treasure it and we would appreciate your approval and seal of approval and Merry Christmas to everybody on the board I have a motion so moved second second are there comments questions or discussion so it'll be mrs. Blair mr. Cruz and mr. nog and then mrs. Orozco so this is Blaire I have many concerns about the
deficiencies that were found and I'm not going to read them all because I'm sure you have already read them but it's only fair to share them to the public item number one indicates the allegiance charter petition as submitted presents an unsound educational program for the pupils to be enrolled in the proposed Allegiance charter school because a allegiances charter petition and
supporting documents appear to be copied from a variety of internet sources without consistency of purpose or any sense of how it all fits together as a whole be allegiances team focus instructional program is not likely to be of educational benefit to allegiance pupils without adequate steam professional development for allegiances teachers let's get into the financial aspect which is why I believe the prior
Charter is no longer in our community allegiances charter petitioners are unlikely to successfully implement the program set forth in the Charter petition because the allegiance charter petition presents an unrealistic financial and operational plan for the proposed charter school education codes are sited the allegiance budget presents a one-year Reserve of 0.3% which fails to meet the legally required financial
reserve of 4% the August 24th 2017 charter asset management funding commitment letter of 4.5 million is based on a receivable factoring is not a legal binding commitment and is specific to the 2018-2019 school year only because successful factoring for Mounds budgeted by allegiance is dependent upon allegiances likely overstated enrollment Allegiance may have insufficient cash flow to meet allegiances year 1
financial obligations the allegiance budgeted special education encroachment is understated by $100,000 which increases allegiances budgeted expenses in equal amount thereby reducing allegiances 2018-2019 year 1 fund balance to a financially flawed deficit negative ending fund balance of 89 thousand dollars as a result allegiances year 1 fund balance reserve is reserve is reduced to a negative 2% that is
risky for the taxpayers in the chino valley community Thank You mr. Cruz you know mr. Joseph approves allegiance but I'm gonna be talking on my behalf you know we have beautiful district ain't no board members do make a difference how the district behaves the culture but you know your family charter school is gonna do just fine your family
charter school will celebrate life excellence in education and a safe environment you know where's like mom dad husband wife or girl will be celebrated in your allegiance esteem Academy those things do matter because I've observed you guys family's so strong core values there's such a beautiful thing to help in our discipline and when you look at when we
look down to that family is so important if you try to strive and hopefully that our children don't do much better than you but I'm very proud I'm very proud of all the board members of being persistent and are they gonna do amazing job so well done thank you mister not [Applause] well just being live today is a miracle
because when you go back to study of biology science you know that just to be born it's like 1 million to one chance and that's the fact and we're here we have gone through other petitions we have gone through other people that from are from outside of our school district but you are our parents you have experienced an excellent education so
you are demand nothing less than that so we're here already it was a 1 million to one in chance to be on this earth and that was a life and we're gonna make a good movie I'm glad that you have flaws I'm glad you have sure shortness of strength but that's a challenge that's a challenge that's what
you bring out a students out of C students and DS students and I think Oh hardly that you guys are ready you are humble you're ready to work and you're ready to serve our students you'll have excellent teachers because we have a good pose here you'll have excellent leadership and you have children that you care for so I pray and I'm behind
you 100% that this charter school was specially serve those underprivileged population especially a special ed population I'd like to see a lactam vision that we would have the world's best special education program at your school because that need it and so thank you for staying this far with us and my my support is all for you because you
will be successful thank you mrs. Orozco the power of one so mr. Troy I guess you did go find a bunch of crazy people with you so let's be serious now so my colleague stated some serious issues one of which deals with financials and if anyone knows me that's a big one for me so there's no dispute that you've got
a lot of hard work ahead of you if this gets approved and I think it's important to to note that this isn't just a yes approval sure go ahead this is this would be a conditional approval which means that you have a host of deadlines and tasks to be completed by those deadlines and if they are Matt then it doesn't it doesn't go
through so it it truly is conditional that you get everything every task done by those deadlines that's the one thing that I just wanted to make sure that was clear that the it is a recommendation for a conditional approval thank you and for myself as an educator in several school districts as well as this one my concern is that the Charter is not
substantively different from the schools already in our district and I was at the state school boards conference last week and I attended two different sessions on charter schools and that was the number one issue is the Charter offering something that your other schools do not offer and it's hard for me to see that it does do that as I consider what I'm
going to say tonight normally at this juncture I talk about the strength or the negativity of the petition before us and then make my recommendation to the board instead tonight I'm going to talk about a lesson learned through the last 21 months that even an old guy like I like I am was forced to learn last March
March of 2016 was when this 21 month journey began we're at don logo I talked about Oxford and after fit mat came out in August of 2016 I thought it was gonna be a smooth sailing journey because everything I thought was happening was actually verified but something very unusual happened mr. na mizerock Oh mr. cruise started having conversations with me
saying but we gotta save Oxford we gotta save up for the kids and I was taken aback I was fiber guessing I didn't know what was going on you know a famous writer William Faulkner said the past is never dead in fact the past is never past and I went with mrs. Orosco to Oxford in fighting much protestations to the
contrary telling her don't do it don't offer conditions conditions were offered and they were turned down and I couldn't understand what had happened but it was history it was revealed to me that back on March 9th 2009 the previous superintendent had come to the board a previous board of which mr. no and Missouri Oscar were part and asked them
to close three schools when mr. na and Missouri ausco heard the anguish and the cries of the students at open and the parents they heard the past they heard the anguish from before and now suddenly a new superintendent was asking them in a sense to do the same thing to close the school I think they look back on it and said
mmm I don't know if we'd make the same decision if we had over to do again and it compelled them to reach out to Oxford it was about history it's the lesson of history now I I look at allegiance and maybe allegiance can be redemption for the original sin of closing those schools maybe allegiance can be the
rainbow I talked about in November maybe allegiance can be the second chance to try to heal this community that what has been ripped apart for the past 21 months oh it's true that allegiance has a long way to go and they have a tough road map ahead you know one of my favorite stories about our country the founding
of our country is one that happened in 1787 when there was the Constitutional Convention and on the last day of the convention when our founding fathers got together to decide what kind of government we were going to have Benjamin Franklin was leaving the convention and a lady came up to him and said dr. Franklin so what do we have
here do we have a republic or a monarchy and he said a republic madam if you can keep it I say to allegiance if you approve tonight you have a charter if you can keep it I wish you if the board approves you I wish you nothing but success and so bored at this point let me recommend to
you a yes on the allegiance steam Academy let the healing begin seeing no more lights board members drive a consensus for a roll call vote yes yes the roll call vote will be taking an alphabetical medical order with the president last if you are in favor of resolution to 720 17 2018 - 33 please respond by saying yes if you are opposed
to the relation resolution answer by saying no the effect of a majority vote of yes conditionally approves the petition now for the roll call mrs. blur no mr. Cruz yes mister not I to the rainbow mrs. Orozco and remembering that this is conditional that you must meet those timelines I vote yes and mrs. Sykes no preferential the motion passes
with a vote of three to two item 2 b1 2017-2018 first interim financial report recommend the Board of Education approved the 2017-2018 first interim financial report and authorized the President of the Board of Education and the superintendent to sign the positive certification of financial condition for the current and to subsequent fiscal years are there any speakers now I have
a motion so moved mr. nod moves mrs. Blair seconds any comments questions or discussions hearing none all in favor aye opposed preferential vote motion passes of the vote of 500 that concludes the action items we are not at consent hat are there any speakers on consent items speakers board members do you have any polls mr. Cruz 11 CA 30 I'm sorry I

Blair I don't miss you're not know about mine I have none either [Applause] for the remainder the consent items may I have a motion so moved second for the
remainder of this for the remainder of the consent items she's right absent the one that's been pulled for the remainder it was that was interim Hardin the first centrum was a five oh yeah that was nine Blair but who was who motion the second four consent Oh mr. nog moved and mrs. Blair ii was for that first this one to
this one also goodness maybe that's why they blended because we're the two motioning tonight so for the remainder of the consent items may i have a motion so moved second okay thank you that's what pat was just ask folks we already did that yes that's what she was saying all right all right it's not to miss turn on miss
Orozco okay great there it all in favor aye host preferential the motion passes of the vote of 500 and so now we're to item three c8 page 132 mr. cruise doctor unfilled 133 H 133 so let me read you this policy absences and excuses students should not be absent from school without their parent Guardians knowledge or consent except in cases of
medical emergency or as authorized pursuant to Education Code for a confidential medical appointment so what does what does confidential medical appointment means maybe if you give an example well let me let me go through what the the ED code is because it's covered in ED code for 601 Oh point one which was approved by the state legislature I think in about 1986
and what it does it allows students to be absent for school for the purpose of obtaining confidential medical services without the consent of their parent or guardian so an example contraceptives parents if parents will not be able they won't even know if it was a confidential medical appointment that could be an example or even an abortion that could
be an example so obviously it makes us culpable of accepting this that one day there will be a child that will abort now that will make us culpable I mean I just yeah this does make me uncomfortable and I hope other board members feel that way too you know you would think that you know I was I
remember an experience when I was in 1819 what was someone not knowing any better a friend of a girlfriend she had an abortion until this day I still think about it and it hurts me and knowing that I have this here and then if I ever approve it makes me guilty of the action and I don't want to get I don't want to
feel that and you know it just so even though it's a policy and some people will just vote because it's a policy but down to it I do not want part of of death you know we celebrate life in school but the same time you got death for some reason it's okay but it's not okay these things are never okay so it's a
complicated issue obviously but you know I'm not perfect look this is common sense for me thank you um there are two other speakers however it is we've reached ten o'clock the witching hour so I think I need a motion to extend the border open census do I have consensus checkstand one of these days I want us to say no so mr. na you're the
next speaker yeah I think you know in cases of like medical emergencies I think we would have to provide that and I think that was what was before and if we were giving more leeway and more options for students for absences I think that that redundance I just like to keep it as a in cases of medical
emergency I think that's plenty and that's enough mrs. Orozco okay so this comes from CSB a curette yes that's correct and this is this is not something that they just come up with is something that we have to abide by state law yeah that's correct and if you look on page 134 there is language where we had it was already in there it was
already in there in that language was reword it a little bit differently that's what that was my next question was I put a sworn that it was in there so even if we didn't approve it the state allows the child to do it yes and and the district is required to notify parents of that right and to notify
students in 7th through 12th grade that they have that right so the students are notified of that potential yes okay but I do want to point out is that even if we didn't approve it the students have the right because it's given to them by the state that is correct okay mr. Cruz so that's that's a good
thing so let the state be responsible for their actions like I said mister now the parent should which you did clearly that they should know about these things is their children and their know and what they're notified the parents are notified they're notified of that they have that this exists yeah this exists but but they'll never know if they had these
things that were occurred in their life so they could just abort their child and maybe the parents wanted the child but never did happen I'm sorry I didn't see which came on first so I'm just going to mister not yes yeah well especially coming from Sacramento I don't have too much respect as I would have more respect for Jonah as he found the
solutions among his peers how to reduce the lunch line time so I think it's we need to be very uh about practical sense and yes I'd like to see if yeah I wouldn't vote for yes for all type of medical appointments that kids could portray so I'll just leave it at medical emergency and I think that's plenty and
that's enough more the ways that you would give to students the Sacramento doesn't know and maybe they might not care too much but I do so I would like to see it just in on except in cases of medical emergencies that's enough thank you mrs. Blair I just want to say that there's a lot that parents don't get notified about if the child is
interviewed parents don't get notified if they're part of an investigation parents don't get notified there's a lot that we don't get notified about but I don't know if anyone is aware but even if you take your teenage child right now as a parent to the doctor if your 14 year old wants to go in to see the
doctor by themselves they have that legal right even though they're a minor they have the lead right it doesn't necessarily mean that something bad is going to happen in there it's just that there are things that they're more comfortable talking about with someone else perhaps maybe they're too embarrassed I don't know but it's not anything new children have been
doing it my daughter's 28 and her pediatrician would ask her do you want your mom in the room or not and when that switched when she was 14 so it's not anything that is is new I just wanted to share that thank you are there any other like there's nothing new everything recycles over and over again this is death that's what it is
simple as that people could not agree but put in your head is death life comes in and they're no big deal just shut it down and kill it off and especially at the school site mr. na yeah well I have to put my son in my car insurance and then really went up high um so is there
out of our house dots should know what is going on especially if pertinent to their medical condition and just keeping it yes nothing is a perfect in this life nothing is a hundred percent proof but I think we need to hold parents accountable and also responsible to their children's and their well-being and I think just having medical
emergency should cover that the words from the parents if there are other things that what kids would do anyway house out of their house and that Park and shopping centers but as a school we have a structure we have attendance we have a truancy policies there are structures that that parents rely on us to do and I think yes
there's a miracle emergency or there's a interview on that was there was important yeah let them have it but just having like then medic appointment opportunity for kids and not having the preneur fight or without their knowledge meant he's not good so out Ward no on that missus Orozco I just want to point out that it was in the policy and let's
see the last time that we updated this policy [Music] the last time we updated this policy was in 2009 so it's been in the policy since 2009 I just wanted to point that out speaking of confidentiality how about when you pay your kids college tuition and if you call the financial aid they won't tell you if they're 18 that that
one made me mad but anyway I just wanted to point out that it's been in the policy since 2009 the only thing is that it's being rewarded rewarded secondly and finally it is state law mr. Cruz but today you know we're we're we're you know we have conscious you know there's people on the board that think about
these things mister I'm sorry mr. Cruz but please don't indicate that any to you that means don't say that and I don't have a time that's not what I was thinking I wasn't even thinking like that at all I was actually thinking about me per se the what what I was thinking that's not how I came across
mr. no yeah following the state law is good but you know we when you look at CBL a in Buena Vista and all these students many of them fight drugs and and especially marijuana and that's the reason we have these students expelled and and all that but state law allows now marijuana yeah it's not just the one
state now it's a few states and it's moving on so what I'm saying is whatever state law passes it's not all good for the kids if it had been good for their kids then they should have given our those things up front they don't do that so what I'm saying is that as a guardian for our children we need to be aware of
what what's best for our kids what's best for Jonah that that he's like my kid so whether he likes it or not that's my feeling is and that's the reason I would say yeah I don't think we could have we should have that wording there at it thank you for me I have respect for Sacramento I don't agree with much
that that with all that that comes down from our government but I respect our government and I respect their right to make laws and to govern us and to as an as an elected member of the school board I think it is important that we follow those laws so seeing no further lights for the remainder of the consent items
it's it's just for that one item correct yes we do so may I have a motion I think yes I did I think we did well I will move thank you I'll second thank you all in favor aye aye opposed nay preferential the motion fails with a votive motion passes no sugary to the motion passions passes with a vote of
three two and i turned 65 this weekend I already said I'm going to say that every time I make a mistake has to put it in the minute we are now at information items are there any questions or comments none then we are now at communications mrs. Roscoe you fine I go through and I go first yay okay so um mr. ball thank you for
inviting us to the CTA dinner it was nice to see the entire board there I also had the opportunity to attend then make a child's smile which is always heartwarming to see the kids and to see the fire trucks roll up and it's just heartwarming I also attended the Chino annual Christmas parade which was fun let's see here see SBA we attended the
CSB a conference and there's some interesting information that I learned in some of my studies and I think I'm just going to go ahead and type them up and send them to Pat and Pat if you would share them with the board just so that I can share them also on January 29th as I stated earlier will be the
sammartino County School Boards Association Annual Meeting and we will be recognizing the golden the sammartino County golden Bell award winners and and actually I have decided not to run for the office again and so I'm just going to be a member of the school board Association for some radio and I am gonna step down as president a lot of
work let's see what else here Denise it's been fun it's been fun it's been a pleasure to get to know you getting to know you and working with you and we're gonna miss you so thank you for everything that you've done so finally last board meeting we were moving into Christmas I mean Thanksgiving and now suddenly I'm in
Christmas so I just want to wish everyone happy holiday Merry Christmas have a safe new year and just be safe out there Thank You mr. Cruz okay alle hise co-presented or annual cor madra goofiest if you had it the good luck to attend this amazing display of talent you know what I mean when we say it's a magical Christmas Renaissance
celebration it's been happening for 14 years it felt like Christmas Mass to me it moved me spiritually I could see people in the audience were emotional while listening to the songs performed by the angelic sounds sounding students it was a moving experience very well done thank you director Robert Davis for presenting such an excellent work of art
I intended the 16th annual make a child smile event where 100 c cv USD students were given the opportunity to enjoy Christmas goodwill local police sheriff's fire and district staff made it very special day the Chino Youth Christmas parade and Fair was another event where residents came together to celebrate the community president rose gold mr. na I attended the parade
thoroughly enjoyed the festivities and small town filling not so much in size because we all can't see the community has grown substantially but the feeling that comes from me from one's connection to its community we've come together to share and celebrate the wonderful things that life has to offer and and for your husband he's going to be a Yankee Doodle
Dandy so Merry Christmas goodwill and peace to all Thank You mrs. Blair miss Chen left I was gonna thank her but this is in relation to the topic bed Jonah brought up regarding lunch and so after I brought up the concern on behalf of parents who were reporting that their students weren't eating two of the principles I want to thank Miss Brenes
and Chino Hills High School and dr. Cabrera Don Lugo High School who immediately the following day sent me video tapes with time stem of when the lines got started when they were completed and so I think the average was 13 minutes at both Chino Hills High School and on Lugo and I know that the recommended time for students is to have
at least 20 minutes to eat their lunch so that if it's taking 13 minutes then it's taking away the time to eat but I I think that what Jonah presented as a solution are additional carts and that are fully stocked and with a variety of food I don't know that I agree that they should limit how much food because of
indecision I I think I think they should have more choice but that that'll be all to the students to decide but I do agree that if we could get it down to 10 minutes at all 4 of our high schools then that we are meeting the guideline of providing them 20 minutes to eat their lunch so if a couple of more food
carts will make that happen then I appreciate looking into that I had a post here and now I let my laptop turn off I wanted to read something that principal Karen Morales from Walnut elementary school shared she said that her heart is full for a little while the world actually stopped moving today and life was put into perspective a couple
of weeks ago I asked my staff who would be willing to put on a winter program for our students and Families within just a couple of hours of asking every grade level except TK and kinder because they're doing a separate program in a couple of days it all the other grades volunteered on my campus I have three
classes of the most medically fragile students in the district and those teachers wanted to participate too we quickly realized we couldn't have this many people inside of our NPR but more importantly we couldn't get 18 wheelchairs on or off the stage in a timely manner we all agreed we needed to move the event outside on the stage so
that we could accommodate our special education kiddos so these special Kittles for the first time in their school career performed - jingle bells with the help of their teachers their aides and their nurses when they finished I had more than 18 of the parents come up to me either teary-eyed or crying thanking me for this memory one of them shared I never
thought I would see my child perform on stage in a school performance all of the other grade level performances were just as moving and we put smiles on about 400 parents grandparents and family members yes you read that number right 400 between two shows and that's what the spirit of the holidays is and I am just grateful to miss Morales who afforded
that opportunity to the parents and the grandparents who had never experienced attending a performance of their their children and so that is a beautiful reminder of what it's supposed to be about and I'm very grateful to her and also Sandra message I just want to end by wishing my son happy 15th birthday today he turns 15 and he did say if I
were a girl you would have missed the board meeting because quinceaneras are a big thing for girls but how come it's not a big thing for boys and you're going to the moon so I told him I'd make it up to him on the weekend but it was an interesting question because yeah I probably wouldn't have been here if I
was planning a quinceanera so I just hope everyone enjoys their winter break get some rest enjoy the sunshine while it lasts Thank You mr. Naugle yeah I'd like to really talk about Jonah again I'm so proud of him tonight yeah it was good that he came up with solution with his ammonia spears and that's what this country needs thinking and doing
something about that line dividers I want my staffs listen more cards on right location and more food supplies and busy carts those are very important things for children for our kids and it will change things and also teachers I pay close attention to teachers when they say things we might say off we're talking about bond they were talking
about new buildings no no no we have to pay attention to small things because all those things accumulate and and help our kids to be successful so whether it's the small little thing is on the wall that they need or or the system or the chair for your bad back or the desk it's so important we pay attention and
the things will get better I'd like to thank Cindy Wasserman sending you now first a Christmas card with her adopted child she's growing and this is from I believe from Steve ball it says a piece Christmas card and this is what we enjoy because tomorrow today will never come today becomes history and this Christmas will never come back
it has to be the new one and I hope every year that we would find the thankfulness for the things that we have but also things that we don't have and be content I like to thank all the students who came from mr. fell States celebration of life ceremony kids spoken tears and he's no longer with us but all
the children said when I grew up I want to become like him so fast it you care for everyone it was a very moving day there's a young man I think he believed I believe he's about 40 or late thirties struggling to breathe tonight and I think he's was transferred to UC Irvine hospital he has three little
children his name is David Choi and he has very severe health issue in ICU so I'd like to ask miss Fikes to finish our meeting in memories of supporting his family and his little children when we have all people moving on or passing away it's tough but when we look at a head of the house with three little children and a wife we
really have to come together I like to thank Victoria Gill our a student from Leiter who had invited me to come and listen to her music program it was nice and the kids were growing under the teacher's name was I think Erin yes Karen music teacher and the kids said please mr. na ever hear all the time so
this is how much the kids enjoy so thank you for all the teachers what you do and forever I'll be proud of you our teachers you're making the difference every day thank you and Merry Christmas for all Thank You superintendent Joseph I think you and I have seen tonight what's so great about this district we saw kids perform we saw students from
boys Republic and we saw what's great about our democracy we saw people who didn't agree all the time on issues we take it so much for granted living in a country like this you know I talked about one of our founding fathers earlier and I wonder how many of them would really be surprised at how long this Republic has lasted I don't think
they they thought it would last over 200 years this was this was a great experiment and yet it has lasted and I don't look at my board for instance when they disagree on items as something negative I see it as emblematic of what kind of country we have where we can disagree where we can't say no I don't
like that and I think we as Americans just because we're used to it you just take it for granted but go to other places it's not that simple and so I'd like to wish all of you a very Merry Christmas very happy holiday season and I hope all of us spend the time being grateful for what we have here I will be
brief first mrs. Orozco passed me a note asking for a board study a bond study session so I think we've talked about that before but just to bring that to the forefront of people's minds I enjoyed the CTA dinner with my fellow board members I want it we just want the community to know I don't know how many
school districts they've gone through before they finally got to us to announce you know who we were but we were the first district that had all the board members there so in concert with what mr. Joseph is saying though we don't necessarily agree that we can come together for what's important which is the focus on our children I think is what's most
important so I thank you Steve for your leadership with a CT and for extending the invitation to us and allow us to do the right thing it was a nice it was a nice event as mr. na attended it Lytle I also was there I think he was at the band I was at the orchestra I also was
at Country Springs Music presentation and I want to say particularly mrs. Blair because I know you're very big on the arts that those orchestras are really moving along I think between the two schools there were probably 60 children involved and I did tell the music teachers I do think that beginning music teachers have a special place in
heaven because that is a tough nut but they are moving along and it was very exciting to to see the reaction of their peers and the excitement in the audience when I went to one evening performance and then one school performance I got to see the kids as well as as the parents and it was a great holiday feeling
generator lastly I've had a couple of parent calls concerned about our emergency planning at schools and I had mentioned this earlier and I believe that mr. fraim said that they were going to work on it but specifically you know do we have emergency plans in place at every school I know we should have them do we have them the materials on campus
is our water up to date as the food supply up to date who is responsible for that I'd be very grateful if we could have some kind of update on our ability to deal with that because I mean as we as we know from our our daily lives those disasters are our here and then and then would have could
have should have so while we can let's do what we can with that I wish everyone a happy holiday and I adjourn the meeting at 10:30 No are they any further okay concludes the action calendar consent we are now at consent items pet if there are no speakers please induce the item recommend the Board of Trustee approved
