Enfield and the board as well as cabinet and extend a personal thank you to Greg and Sandra who are showing faith in me and give me this opportunity in this appointment and I
just want to say as someone who has worked here for the past 12 years that Cathy casino his has it is really wonderful to be able to do this on the night that Cathy gets this position as well she's been such a great such a great service member of the school district so it's great to be here with
her so thank you all very much I'm looking forward to serving the bond they bring my skill so that's it thank you appreciate Sam Sam if you would just stay at the microphone would you lead us in the Pledge of Allegiance everybody hand over your heart ready begin [Music] thank you we are now at presentations and we are happy to welcome students
from Ayala high school good evening board as my students come up to prepare to sing I just want to take a moment to introduce myself my name is Robert Davis I'm the choral director at Rubin sial High School and I want and I want to thank you guys for the opportunity to have us we're really excited to begin
this school year and and get a lot of things rolling we have a lot of big ambitions for us this year one of our biggest fundraisers that we have is is in the beginning of December we have a magical feasts so we put a huge event going on I would like to personally invite each and every one of you to be
our guests at our magical feast in in the beginning of December we were having a matinee performance on Saturday December 7th I would like to personally invite each one of you I'll give you my card so you can contact me that way it can make sure I have tickets for you and a guest if you would like so thank you
though the piece we're gonna sing if you wouldn't mind coming around so that way you can see their lovely faces is it piece called cells planets it's by the composer Vince Peterson thank you [Applause] [Music] visiting us next are the Oakridge elementary school principal Christine Hinkle and she can introduce the dad has come with her from the all-pro dad's
program good evening doctor and filled for members and cabinet and guests I am the proud principal Oakridge elementary this is starting my fifth year and we try to exemplify what the district stands for for humility solely in service specifically today we're going to talk about service that we do in our community to continue to improve our parent engagement so I brought with me
today mr. David Reese is our assistant principal this year at Oakridge and mr. Justin white who is a parent who will be talking to us about what we do with PTA and all-pro dad good evening members of the board thank you for having me here it's a pleasure to be here and a pleasure to be representing Oak Ridge Elementary School
my name is Justin white I'm a father of two boys a seven-year-old in 2nd grade at Oak Ridge and one that will be there in a couple of years a couple of years ago when my son was in kindergarten and we arrived at the school Oakridge was sort of piloting in our district a program called all-pro dads a program to
get parents and fathers specifically engaged with their children at school and to increase the role of fathers in the elementary school settings specifically and when we arrived at the school the PTA actually was heading up the program and they were looking for a father to spearhead the program so I with a new son there and I'm actually
getting my teaching credentials right now so I have a lot of interest in children and education and it was a wonderful opportunity for me to take over as a father for that program so this is my second year in the program and last year as well I was sort of in charge and I just wanted to take a
couple quick minutes I have a very brief PowerPoint presentation here is I have my slide show up is there access to turning on the screen by any chance it's all up so if you go to the all pro dad website it's a program it's a national program that was founded in 1997 co-founded by Tony Dungy the NFL coach so um he's actually the
spokesman for the program so if you go to that website and you find our chapter this is what you'll see on the page and the quote is we are Oak Ridge elementary school we know that dads aren't here just for heavy lifting you play an integral part in our community and we wanted to create a place for the Oakridge men to come and
be a part of the vision of the school by helping create a better father child relationship so this picture you see here is from one of our meetings where we gathered up and just a little information about the all-pro dad it takes the form in what's called all-pro dad's day and so I guess we talked about this part already all-pro
dad's day is something where we meet four times a year usually on the third Friday of a month we've been doing in November January September and March so far and we meet about 7:30 in the morning on Fridays and as many dads as are invited we have an email list that's continually growing and we've been advertising throughout the year I spoke
at our meet your teacher night to all the parents as well and we take about 45 minutes to meet and we normally talk about we usually have a central topic for the day and when we buy the curriculum I get to choose as sort of the parent in charge which concepts were going to use for the years
so last year I'm gonna skip forward here just for a minute our 2017-2018 topics that I chose were reading respect responsibility and sportsmanship and each of these curriculums has its own little downloadable packet and it provides everything that the leader needs to lead a meeting and there's usually a couple activities surprises and some meaningful conversations between father and son and
my very favorite part of the meeting this will be my seventh one that I'm going into is that we start each meeting by the dads going around and introducing themselves and saying why they're proud of their son or their daughter for that day and to see the looks on these kids faces when their parents talk about it
never gets old and so that's personally my favorite part usually once a year I like to flip it have the kids talk about what they like about their parents as well that takes up about a third of the meeting itself but it's absolutely wonderful time spent and we're just trying to grow the chapter basically we had another
gentleman who saw a newspaper article about our program a father at Howard cattle school and now as a result he has approached his principal and they've just started the second chapter in San Bernardino County so now we have two chapters we're looking to keep growing it so as you can see here I'm going to be student teaching starting at the
beginning of next year so I'm only choosing the first two meetings that we're doing and then I'm gonna look for one of the fathers that we meet with to help choose the other ones so that they can kind of have some control over that as well so I've chosen initiative and perseverance we're going to be meeting two weeks from tomorrow to talk about
initiative and it's gonna be kindergarteners all the way up to sixth graders with their fathers and we're just going to be talking about how can you take initiative what are some steps you can take some little discussions some fun games and then I will go around our local community to get some prizes as well chick-fil-a is actually a
national sponsor for the program so they normally will annually donate quite a few prizes that we can give away food coffee breakfast sandwiches things like that as well and so I try to spread the donations throughout the year so this year initiative and perseverance are the two that we have on our agenda so far when I find a couple of father
volunteers for next year for the 2019 calendar I will let them choose from the other options that we have available and the greatest thing about this program that I absolutely love is the cost it's fifty dollars a year to pay for the national curriculum and that gets you access to I believe it's ten months worth of curriculum we're starting sort
of slow where we're going to do four meetings a year and as it continues to grow we would like to perhaps bring that up to once a month if possible so I get at at least for now choose what I feel are perhaps the most important topics to discuss and I don't want to repeat the ones we did last year so we're going to
try to keep rotating them but everything's funded by the PTA and all the prizes and donations that we get are taken as donations from the local communities so it's for what you're paying and I think the reward is just infinite to be with those dads I know there's a lot of dads in the elementary school setting that are
looking for a way to become a part of the school and this has provided that for at least 40 to 50 dads at our school and I've noticed as our meetings continue we get new people but we also retain the same dads that keep coming so we're slowly building a community and it's allowed the dads to meet other dads
and to meet up as well so I think that's about it as far as I don't want to take too much time I brought in at the end here just a newspaper article that was in the Chino champion back in January and that's what one of the fathers saw that allowed him to get the idea to start up a chapter at Howard cattle as
well so I thank you very much for your time does anyone have any questions before I leave actually I do so you said the dads meet but then you said later the kids are there too so so yes the dads and the kids meet together so the dads will bring their kids and then the meetings will start
with the dads talking about what they're proud of with their kids and then the activities usually involve a few dads and sons coming up and competing with each other so the dads and the children are present together at all of the meetings and it includes grades kindergarten through sixth grade everything for elementary school yes and it is called all pro dads but it is
worth mentioning too that if there is a child that does not have a father figure in their household mothers sisters brothers anyone else is welcome it is by no means just you know exclusive to dads the program is certainly geared around fathers to to raise awareness and and and more dads on campus but for those that may not have that opportunity we
would welcome any other siblings or family members as well any other questions I just have a comment thank you for what you're doing especially nowadays you know very confused planet Willian we need more dads and moms and let the kids know we're there for them and bring them stay you know stable mindset there are so many bad things out
there many others are making wrong choices but thank you for standing up and doing the right thing and show them what is important are any value thank you thank you that means a lot thank you very much everyone through the time mrs. Roscoe I just want to say in the same line of what mr. na just said thank
you for being involved I think it's huge parent involvement is huge and and for you to start that and hopefully other schools will take notice as well as cattle but other schools as well and take notice and start it at their schools as well so thank you thank you very much everyone [Music] [Applause] and our final presentation tonight will
be provided by Richard Rideout assistant superintendent of Human Resources mr. right out as mister as mr. right out tries to get that up and going just so everybody knows mr. right out was appointed to the new assistant superintendent of human resources so this is actually his first board meeting so I thought what better than to have him do it in the fire yes
to the fire and along with that detects not a technology glitch right president bikes members of the board superintendent and field cabinet and community tonight I'll be presenting to you our enrollment staffing report and this is really intended to give you a glimpse of where we're currently at with the district in terms of our enrollment and then
obviously how that also affects our staffing for the district so hopefully able to make some connections there as we go along so district wide if you look at the screen you're gonna see that we have this size book down into three areas we have elementary junior high in high school and then what you have is a 1718 school year analysis versus a 1819
school year and then in the far right column you will see a different slide which anything in red throughout the presentation will be a decline in enrollment in that grade level so what you're going to see from this year right now is from 1718 to the 2018-19 school year we are down four hundred sixty-five students in our elementary grade level
down 25 at the junior high level and down 107 at the high school level for a total of 597 students down district-wide and as we get going we're going to see some trends start to form out so at the elementary level in the far right column this is broken down by your school site once again by the 1718 school year and
the 1819 Squealer and if you look at the far right column which is the difference you will see a lot of red and that red really signifies how many schools have a declining enrollment from the previous year and in essence five of our schools had positive growth in enrollment and then the rest of the schools had a
decline for a negative 465 students at the elementary level now what I want to point out at the for Hunt and with that 465 looks like a very large number and there's one primary factor related to that and that's really the the Allegiant factor which is gonna pop up on the next screen and so what I want you to pay
attention to on when I go here is really this bottom number in the dark column and that bottom number is about 300 students that are Seaview that were cvsd students are now enrolled at Allegiance and that's where you see when we see that total number 465 really 300 those students are now attending Allegiance all right this is broken down by grade
level so you can see where students actually left us at exactly 4 whenever you would like to cruise if you want to get more in depth one thing you will notice that there are certain schools that were that were affected more free more I guess significantly than others one of those school sites being cattle that you can see on there where 37 plus
students had left their site specifically for Legion so at the junior high school level you you look at their it's a little more balanced there's some sites that grew and some sites that have some declining enrollment overall for the sites move forward are we're positive with growth and three of the sides had a declined enrollment for a
total of district-wide of 25 students and declined now if you recall on the previous slide 31 of the students that are attending Allegiance are in grade 7 and 8 so realistic without those students moving on we would be in the positive in junior high to kind of give you a glimpse of what those numbers really look like moving on to high
school you can look at that last column again it's once again separated you're 17 18 to year 18 19 and you see some growth at sites at specifically Iowa and Daum Lugo which Daum Lugo is really nice to see because if you recall in previous past years there's been a decline there so it's good to see Donna Lugo growing
right now district-wide we are at 107 students down compared to last year now when we talk about those are just numbers so what does the numbers mean to us so one thing that we're always trying to do when we're looking at our enrollment as sizes we're trying to say what are we doing with our staffing to make sure we're remaining fiscally
solvent to make sure that we can also align district priorities with where we're at and with our spending so having said that one of the things that's been a district priority has been combination classes and how do we maintain those combination classes being very low because we want the instructional value to our students to be high so one thing
that you can see from this slide is in 1718 this is all of our elementary school sites we had nine combination classes the one thing that's good even though we had declining enrollment this year due to board support is some good problem-solving by by the team here at the district we've been able to keep those numbers low and
keep the combination classes low at the school site so it's been a great thing to be able to keep the instructional value up for the kids all right so I'm kind of gonna switch so our switch mode more into the enroll our to the staffing piece so what does this mean for us so district-wide these are our numbers
on by each of our groups so we have fourteen hundred and two certificated unit members we have 1100 26 classified we have 145 management and just so you know that management group is both classified and certificated management currently we have 349 certificated substitutes in our system 301 classified substitutes and 402 coaches and this is our extra duty coaches that are serving
our sites so total that brings over 3,700 district employees at some level that's a very large number of human beings that are here to support our kids and it's great to see that we have that level of support for our students so I want to give you a glimpse of what this looks like as the year comes around
because certificated hiring is very different than classified hiring and when we look at certificated hires this is really since July 1 of this year so to kind of give you a glimpse of what does the teacher frenzy look like over the summer and trying to get the best people in here to serve our kids this is kind of gives you a glimpse since July 1
of 2018 we've hired 96 certificated hires one counselor three nurses five psychologists - speech pathologists and 85 teachers and that's really all taking place in those last months right before school starts so you can see there's a lot of activity and a lot of new faces in our district if you're looking at what does that look like district-wide
it's usually about 10 to 12 percent of our staff rolls over each year and that's a pretty normal number so if you're wondering why 96 if you look at 1718 really we had 85 teacher resignation retirements and then we also had some teacher releases that took place those numbers accumulate to about a hundred and five total teachers and so when
you're looking at replacing obviously you want numbers to be pretty similar to that but with our declining enrollment the numbers wouldn't be quite as high as the exact number of people we lost last year so when we switch now to what does this look like district-wide at the elementary level this is each of our sites and where did those teachers go so
every new teacher higher since July 1 is listed on the screen so you can see it's a pretty even number across the board between one to four teachers at every cycle and that's pretty standard what you look at it in any school site because you do have some retirements resignations everywhere and in total that's 36 new teachers at our elementary
sites since July 1 of 2018 at the junior high school we have 15 total new staff members since July 1 there you will see certain sites that will have more than others here and that's that's normal because of where that growth took place this year if you notice Magnolia grew Ramona grew and they also have some people resign and retire so when you
have that combination resign and retire plus you have growth in the school you're gonna have more hires and that's what took place at those school sites at the high school level you have a total of 38 new teacher since July 1 that we're hired you can see the numbers are kind of spread across the board right there
13 at Ayala and 14 at Chino Hills kind of jump out at you but we need to look at staffs of over a hundred people the reality is it's still really we're between 10 and 12 percent of their staff typically are are being uh I guess are new since July 1 now we're gonna switch tone to classified hires which is a very
different thing because as opposed to certificated where you're literally hiring everybody between April the school year and to like today the difference with classified hires is you're really hiring pretty equally all throughout the year so you will see that trend that is something that is different between the two groups so in 1782 2017-18 school year there were 258
hires for the classified proof now one thing I want to point out that is a little bit skewed this last year because of noon grounds coming into the classified unit and so there are a little over a hundred new grounds that are new that are now formerly classified employees in our district that previously were not listed on that
service area so when you see school sites with 207 hires that number is a little bit skewed for the 1718 school year what we would expect to see is that 24 in the 1819 school year from July 1 till now to keep happening about the same rate about 150 total hires throughout the school year so when we
look at this number altogether these are just numbers and what's that mean to us well for us we want to really look at are we being fiscally solvent with our with what staff we're putting in place because we want to make sure 1 we're solvent but 2 we want to make sure that our classes look the right way for
instruction to take place at a very high level and so the good thing I can say is the combination class reduction the board support that's been supported that it has been provided to support that initiative combined with good planning amazing teachers administrators and staff and then obviously with our great students and great parents in this district we
have a great star for student learning and our classes look already to learn thank you are there any questions from board members great presentation for your first time well start a smoothly so long well thank you mrs. Hernandez Blair I don't have a question but since I've been on the board I have been pushing to reduce the combo classes and I believe
when I first started we were at over 60 classes so the fact that we are in single digits is amazing so thank you and I know it takes a lot of maneuvering and you know shifting of students and all of that and very grateful to the teachers who accept the combination classes so I I just think it it shows
that both sides are continuing to work on this issue for the students for the benefit of the students and of course we'd like it lower than that but single digits from where we were is magnificent so thank you all so much for that but that is awesome any other comments I I have a question and I don't know if you're
gonna know the answer to this at this time but of course I'm looking at the junior high page and that's where we have the greatest number of defectors 84 leaving Kenyon Hills and 66 leaving Townsend do we know are some of those leaving and increasing the numbers at home schools maybe Magnolia and Ramona or is something happening or who's
attending to that pot I think you're seeing the exact trend both Magnolia Ramona the other schools grew and what happened this Canyon Hills and Townsend did not accept as many transfers this year there's one point so you are going to see that growth in the other sites and that's why you see that trend across the district okay thank you thank you
very much for presentation we are now at student representative comments alexei hello everyone and good evening our first school advisory council meeting took place on tuesday september 4th we began by having each member introduce themselves by sharing their name school grade and position this was followed by a presentation by our superintendent dr. infield on the purpose of the student
advisory council he gave a motivational presentation on the importance of being a leader and what it means after we reviewed our goals from the previous school year and discussed what we want to accomplish we are in the progress of deciding on our focus for the year and we'll meet again on October 2nd to discuss what we want to do to help our
district and community on October 2nd we will have another meeting and it will be a virtual meeting in which the junior high schools will visit their feeder schools to participate in a Skype call the meeting will originate from my high school Chino High School we received a training course on how to use Microsoft platforms to improve communication share ideas and prepare us
for our virtual meetings we concluded our meeting with a recap of our first day of school activities there was an overall common theme of excitement and a spread of positivity thank you thank you Alexi we look forward to your contributions this year we are now at comments from employee representatives Brenda Walker a CD president good evening president bikes board members
superintendent and field district cabinet members of the Chino Valley community and guests it's been a busy few weeks for everyone most schools have had their back-to-school nights so staff and teachers have met with families to share all the things they have in store for their students this year and the expectations for their students thank you to everyone principals classified
certificated everyone who worked so hard to prepare for those extra nights I want to say thank you to our technology training specialists and district administrators who hosted a successful EDM two Saturdays ago the great thing about an ed camp is that principals administrators and teachers get to choose the technology related topics that they want to share or learn more
about it's a great way to explore the latest devices programs tips and techniques that they're there's out there and how to use them in our school and our classes next I know that our new teachers will be pleased to know that our district is moving toward bringing back the bitsa program beginning teacher support an assessment program in the near future so thank you board
and district staff for recognizing how important it is to offer the essential elements that new teachers will need to meet their credentialing requirements we have 9 combo classes in the whole district that bears repeating that's great news considering we had 60 plus a few years ago and it's a testament to how working together as a district is
what's best for our students lastly our hearts go out to Chino Hills High Chino Hills High School Spanish teacher Angie insec and her family she lost her husband if iakh and sick in a bicycling accident this weekend this past weekend he was a member of the Chino Hills by silic bicycling Club and also in the community he did a lot of bicycling as
well so pleased Chino Valley family keep them in your thoughts and your prayers thank you event Fernley chant president not tonight Dany Hernandez not tonight community liaisons art pin it good evening president spikes superintendent dr. Anfield rests the board members and staff what about that opening tonight a yellow high school unbelievable I'm a little bit biased one of my grandson's
Michael you know has he been here went through that program just a real support for the back up program Visual and Performing Arts here here in the school district thank goodness that the school board supports it and look at the the testament to all of those young kids that are involved just a wonderful thing I think it's also very very unique
tonight that we would have the all-pro dad's here talking tonight if you look down the hall there's a lot of people here tonight concerned with parents hot rights the fact is that in fact I would say that these deaths that go to Oak Ridge High School or Oak Ridge Elementary where my boys also went fantastic elementary school it just so
happens that those dads are choosing the things that their kids are involved with proves to me that they are involved in concern with parents rights so you're gonna hear a lot tonight about parents rights but I wanted to get that little unpaid political thing in there albeit I'm always afraid to bring things up right and it's not over yet regarding
the CB USD Suicide Prevention Program that's gonna be coming up this next Tuesday at Chino Hills High School I want to apologize for the fact that the Chino Hills Council meets that night so unfortunately we won't be there to support you but we're clearly going to be there in spirit as you know we've had a lot of tragedies in our in our
community recently nonetheless of which is the fact that max clew a 15 year old from Chino Hills High School still in critical condition because of this whole issue this disease this mental illness that affects so many kids the four children that lost their lives up in Rancho Cucamonga the youngest being 10 years of age a senior pastor
pestering that I see this this last week that lost his life mental illness is something we need to deal with and the fact that the school board is taking that step and talking about suicide prevention kudos to you for recognizing that and acting quickly on it so thank you for bringing that up on a better subject we're having a groundbreaking
for Las Terrenas Park this is the first Park in Los Guerreros because a community was built before parks were required this has been a joint effort as you know this city could not build a park there because we didn't have the land but the school district did and former superintendent Wayne Joseph was nice enough to work with the city for
years and finally we're gonna be doing the groundbreaking on that for Monday September 17th at 10:00 a.m. so we think one or thank Wayne Joseph for the fort that he has to the plan for the city to build the park the city's making a four point eight million dollar investment in this park and this Chino Hills foundation has
committed one hundred and seventy three thousand dollars for playground equipment so we look forward to celebrating with the school board and chaparral students who will live in the neighborhood and will joy the park for many many years to come then another issue with all it's been going on up and down the state with all of the devastating fires on Thursday September
20th City is going to be hosting an emergency preparedness workshop focus on wildfire this year after the devastating wildfires is going to be discussed it will be at the Chino Hills Community Center at 14 to 50 Peyton Drive at 6:30 p.m. information booths will be ready to interact with attendees seven o'clock the presentation will begin and topics
will be how to prepare your family at home build a Go Bag create defensible space around the outside of your home prepare to evacuate and evacuation procedures sign up for an emergency notification system and the partners will be the Chino Hills Police Department which is of course sammartino County Sheriff and the Chino Valley Fire District and finally celebrate the
family poster essay contest is going to become open to K through eighth grade students who live or attend schools in Chino no offense to Chino or the others but this is the Chino Hill thing information will be passed out at the Chino Hills schools the entries are due by October 5th now on a on a final thing in on a
personal note I'm a father grandfather and great-grandfather I am a firm believer that I as a male especially and no offense women but man supposed to be the head of the house we are supposed to raise our family we should be looking out after our children every single day it is up to us it's up to me as a
Christian to raise my children according to God's Word and to support things that will help Newton or them through adulthood so I am a strong strong believer that we are the ones as parents that beyond making these decisions about what goes on what they're taught in school so I will I really so I want this board to look at this very realistically
and think of yourself as a parent and say who do I want making the decision of what my children are going to be exposed to at school this is a wonderful school district but you know the time for political correctness and all this crap that's going on with our legislature is done yes we need to take it back
it's time for us to stand up to these for our children and say you know what we're gonna make the decision we're gonna have the opportunity to opt out and if people that don't care and just send their kids off to school to let you raise them if they want to let their kids get exposed to stuff that I consider pornographic
then you know so be it but you know what for all of the rest of us that do care we want the opportunity to have parental rights and opt out so give that serious consideration and the last thing is and I want to apologize to anybody in the city of Chino Hills it doesn't think that I'm acting like I
said in each council member but you know what I can't separate that from my own personal beliefs and I would like I would ask the board this item has been I don't know strategically placed or whatever but it's an absolute last three pages on the agenda from 173 to 176 you've got a lot of people out here that
are in support of this issue tonight of parental rights and I would be very very appreciative that there's some ways the board could move this up on your agenda so these people can get home to their children and put them to bed tonight all right thank you is Paul Krieger in the audience I'm Paul Rodriguez in the audience
tonight No Oh mr. na yeah I asked I agree with Councilman Bennett can we move this item to sooner than later so that our speakers could speak and go home we actually only have two items really don't have one action item and then consent which is really quick yes I agree its consent so consent is you vote
on a block right and we need to remember that it's an information item so what we always do is when we bring something forward it's always placed on the information portion of the agenda first and then for discussion and then the following meeting it ends up either as an action item or consent so it's not as though this was purposely for negative

president the board of the Chino Valley Fire District next Tuesday is September 11th which is a infamous day in our history will be the 17th year that the Chino Valley Fire District will be commemorating the attacks that happened 17 years ago so we're asking the community to please join us as we pay tribute to those whose lives were lost

there will be four experts on speaking about suicide and what how to prevent it and recognizing the signs including a spokesman from the Chino Police Department teens and parents are all welcome and all other people that are interested I have flyers with my mother and if anyone would like one I could pass them out can you leave it with mrs.

Amy Campbell I first met Miss Campbell on her world history class she was my freshman world history teacher and coached the varsity softball team now understand she was a tough teacher and she had very high expectations on her class however throughout the year in the beginning it was a struggle but as the year went on I learned that Miss
Campbell wanted the very best for us in her class and she wanted to help us in any way she could to help us be successful she also made learning fun her personality and jokes it was one of the classes that I actually enjoyed going to freshman year miss Campbell had high expectations on the class of a she
should it's it is our job to work hard and have good a good attitude so we can achieve and reach those expectations I personally want to thank her for pushing me in her class her class really helped me prepare not only for her class but other high school academics in general now as a coach miss Campbell Miss
Campbell is really inspiring soon as it chief only what three percent of the country will ever achieve playing a college sport she knows what it takes to get there and inspires me to achieve my goal she's been a great coach me always encouraging even through corrections always picking me up when she can tell that I'm struggling at the plate or just
having a bad day I can tell that she cares about the girls on the team not only as players but as people too she wants us to velv as players and people in society this Campbell is a true asset Toyama high school academic bien in the athletic program thank you Tim Rodgers followed by Jessica Gabor followed by Ren right good
evening board i was also here last meeting and headley because there were 40 I am Kayla's dad and through our interactions on the softball field seeing coach Campbell coach and watching my daughter through her classroom you can really get the sense how much she cares about her students how much she cares about the players that she coaches and to hear all the
negativity that I've been hearing over the last several months is really discouraging this is a teacher that cares this is a coach that cares are they're tough teachers yes are they're tough coaches there are a part of our job as parents is to help guide them through that even my daughter who would come home would tell me man this is
really tough these expectations our job is to guide them through that how do we do that and how do we let them know that hey they do this because they care and in my interaction with coach Campbell we got to talk I also coach high school basketball I had a long time ago and she asked me to come on her staff
this year and help her coach I've been to her practices a few of them I've been doing a game and I can tell you guys watching her coach she cares about all of these kids she cares about every single player that touches the floor I never once saw her buried a player call a player a name put a player down she
encouraged the girls and believed that with this is what I teach my kids you can control two things in life your attitude and effort you control those two things have a good attitude and put forth your good effort good things will happen and that's what the expectations and that's what she would put on these players and in her students when you're
talking to my daughter that isn't unreasonable and when you don't do those things there should be correction as a parents as a teacher as a coach you have to cook you have to correct that so you know I asked why is it not okay to correct the kids sternly why is it not okay to teach them in that competition and the feeling
of winning and being successful in a sport as well as the feeling of losing and knowing you did your best against a good team why is that not okay why is it not okay to educate and correct them and demand their attention and effort and everything they do if all these things are not okay then why do we place our kids in competitive
sports in essence isn't our whole world based on competition competition for the best business best job best educators best effort and finally how we handle the competition maintaining our integrity or sportsmanship and being able to come home at night and know that you gave your best but sometimes it just wasn't good enough ami Campbell cares about everybody that touches the floor

am a former Ayala student I graduated in 2014 and I had the opportunity to be a part of Coach Campbell's program all four years my experience with Coach Campbell has been nothing but positive she made it very easy to talk to her about anything whether it was school basketball or family related she not only cared for her players but our families as well my
first two years playing on the team coach Campbell knew that my grandfather was sick she would constantly ask me about him and made it clear to my family that if we ever needed anything to contact her right away she constantly would ask me about my family to make sure everything was going well she genuinely cared for her players success
in basketball and school she provided us with great opportunities to become better players and better students whenever I didn't understand something during practice she would take the time to help me out until I mastered the skill the summer of my freshman year I started summer league a little late and from the first day I entered the gym
coach Campbell made me feel very welcome and made it feel as if I had been a part of the team as long as the other girls if it wasn't for coach Campbell my experience I all would have not been the same and I'm truly thankful I got this experience thank you Renne right followed by valerie vega Munir followed by paulette good evening

thing to come to your mouth she's never been racist nor will she ever be she's not a bully she cares about the young ladies I am saying that all this is going on it's not everybody on the team it's a few they say racist I grew up in the deep south I know racism is and these people are acting like a
lynch mob we have to get together for the sake of our children parents back to teachers and the coaches I have nothing against you all I didn't come to a game but I know my girl and she she loved these children she worked hard as she could I am sorry I don't mean to get loud they told me to calm down but I'm
just like I said please get together and I kind of play some of it at the door of you powers-that-be no disrespect to anybody I'm not that kind of woman my parents didn't raise him to be but support gym teacher coaches make the parents go through protocol ever since participation Awards came into a fete my parents have slapped up a

my name is Valerie Vera Munir sorry you couldn't read my writing I am a 26 year employee of our district I served the community of Chino Hills by teaching at Canyon Hills Junior High where I am a 7th grade world history teacher and Renaissance advisor I'm here tonight to voice my concerns about the events surrounding miss Amy Campbell
educator and coach at Rubin si Ella I'm to start disheartened to hear that she has been released from her coaching position I have known Amy Campbell since she was a junior high school student at Canyon Hills she's always been a scholar athlete and leader since I've known her from junior high high school in college throughout her education as well as now
as a professional she has stood out as a hard worker dedicated and passionate about her contributions to the school she attends as well as the school sue just worked for she has received many accolades over the years for her time effort and service in the classroom basketball court and softball field miss Campbell began substituting teaching in 2003 where she returned to the district
she grew up in Chino Valley I had the opportunity to work with her and mentor her as the long-term teaching position in world history at Cannon Hills it has been wonderful to have the former students to return to campus as educators and she had a great grasp of our school climate and culture and knew the expectations we have for our
students she fit in well with both students and staff and she helped after hours and performed a major speaking role in one of our Renaissance rallies although I'd hoped that she'd be able to become a staff member at Canyon till she always placed her dream of being out I Ella and teaching and coaching it was her dream job that later became a
reality and I yell oh she has been successful in the classroom and on the court again she's received numerous recognitions for teaching and has taken her teams to CIF finals year after year I have seen this dedication myself because I had the opportunity to travel with the team one summer to Oregon we took the team they enjoyed the
outdoors of team building that place during the week our destination was the Oregon State University basketball camp the girls strengthen their basketball skills and bonded as a team in daily clinics and tournament play miss Campbell also arranged for the team to tour of the University of Oregon we the students enjoyed the tour of the gym and the facility is available to basketball
athletes the team had the chance to watch the women's basketball team and speak with jasmine Holliday a firmer a yellow high school graduate we also took the time to see Nike headquarters where the team feed many things but one stood out a life size larger than life-size picture of Diana Taurasi a former student from Donegal high school and now
a WNBA star of the Phoenix Mercury it was wonderful to see these additional events that Miss Campbell scheduled to entire team will work hard over the years she's become someone I call a friend she has my trust she babysits my own children when they were younger she is a close family friend and continued to support my children in education and
art and this April I stood in her wedding by her side in her vital party she's a homegrown hero again 100% I hate to see her go Paulette one via Alba followed by Vincent Crespo hello good evening this is my second time here at the board meeting and I come again with the same request as I present the last meaning when I came I'm
deeply concerned about the decision of this board to go to court and a litigation about right to pray as I mentioned before the Constitution protects us all give us all the protection of freedom of religion it also asked the question as the writer of the question of independence and independence Thomas Jefferson was the one who suggested the separation of
church and state this is a public office part of a state that should be separated from any religion view we all have it we all have believes that the education of our children come first the institutions that makes this country that gives us all the freedoms and all the protections that we enjoy or first so I ask you
again but the institution first as he should be as he was asked for our founding fathers over 200 years ago the world wise enough to see the difference between the two the part of us the part of our life the part of our nation the nation the world Paulo but we need to make sure that we follow the path the
our predecessors saw the right one for us to follow and to uphold so I request again do not spend the money dedicated to a do to the education of our children to fight something that is already granted for the Constitution I also like to talk about the parents right to decide which I actually believe to and I

Steven J Contreras I'm a 30-year resident of the Chino Valley School District my kids went here my grandkids are now going there and I never thought in my life that would have to stand before the Board of Education and address an issue like the sexual education that is now going on across this country I am fully in support of the proposal by
the Capitol Resource Institute now to give parents parents the rights to opt out of this this new curriculum but I never thought I would have to do that and and they're over I don't believe that anyone should be subject to having imposed upon them someone else's morality someone else's sexual viewpoints however that is exactly what going on across this country been met in
many school districts that our children now are being forced without parental consent to be subjected to someone else's morality someone else's sexual orientation or viewpoints and this should not be accepted or tolerated by any parents across this country and any school board that does not allow parents to opt out of such instruction is actually expressly engaging in social
and political activism and that cannot be tolerated this this education that is being forwarded now has nothing to do with the academic advancement of our students but has more to do with trying to sway moral and social beliefs or attitudes and starting now with our children this also cannot be tolerated so I stand here with the capital
Resource Institute and with those others that I know are outside and inside here to object to that and there's a resident longtime resident here I can tell you and as a retired person and a great grandfather I will be watching this school board to see what you do and the minute you engage in any political activism or or that kind of a thing in
regards to this sexual orientation teaching I think you should all be called out on it because it is not acceptable Vicki Fitch followed by Karen England followed by Jack Hibbs hello board my name is Vicki Fitch I am a 20-year resident here in the city of Chino a very proud resident entrepreneur and very active in the community of helping build companies and
build people and build character we have seen we've heard people talking today about you know suicide that's been going on we've heard all these things part of this agenda taking away parental rights I really do put children in situations where they don't know how to handle it you know as a mother of two and a grandmother of five I want to keep them
safe and I am I'm grieved when I saw some of the materials that might be represented or that already are are legally authorized for these children to view they're too young and when we as parents get our rights taken away to be able to choose when our children are are not ready for those things you have you
have no circumvented what we've been given as a god-given right to identify you know I happen to have a child with Aspergers and I can tell you that you know he's very high-functioning he's in public classes he's in you know he doesn't need special care but he does need processing of different information every kid processes information at
different level we cannot subject kids to this information it's not right I mean I looked at that information I thought okay you know I'm 50 years old III came out fine without having any graphic materials and having my school know I understand and trust me I am with you as a community advocate to say hey there's a lot of kids that are
misinformed or don't know I believe in being a problem solver you know not just a problem identifier and I love that we have a solution here for a piece of a problem but we need to go deeper we need to provide other support that you know keeps kids in check about some of these things that they're going through with
suicide prevention we've got to err on those things but taking away our rights and putting the sexual promiscuity possibilities in front of them encouraging anal sex as a as a prevention measure breaks my heart I mean that's not that's not something I want my kid being looked at for I want him to come to me you know I
want him to come to his father I want I want to have an opportunity to share our guidelines and and what what we believe and to try and I honestly I am going to promote abstinence that's the you know I don't tell everybody else they have to I've been promoting that I I believe and now we teach our kids to court that
we're not dating recording we're looking for people that for long terms I don't want them thinking well hey all the cool kids are doing this maybe that's what I'm supposed to do well I look at one of those pictures and you know III hope there aren't children here but promoting you know kids are gonna figure out about
masturbation all by themselves we don't need to show him how I mean honestly like I I don't we don't so thank you so much for your thank you good evening here in England capital Resource Institute and the reason you're getting more forms is because the crowd is so large they weren't they're prohibited from entering the room where
they're actually allowed to fill out forms and so I had to go out there with and hand out forms and pens in order for the public to be able to sign up to speak so I wanted to clarify they would have got them in sooner had someone gone out and told them that they needed to fill out forms I want to talk about why
Capital Research Institute place to this policy on the agenda as you all know we placed it on one time before we were contacted and we were told repeatedly a variety of things from we're not teaching the California healthy youth act to we opt-in not opt-out all sorts of information so we pulled the agenda item back we did an open records request
and although we will be submitting more open records requests because it's we have more questions it's clear that different schools are doing different things the curriculum is being taught contrary to what numerous both board members told us and so now I want to clarify the California healthy healthy youth youth Act it's law as much as I oppose this curriculum we don't expect
you to violate the law you have to teach it we'll worry about changing the law later so that graphic stuff has to be taught however there's a lot of misinformation and disagreement on whether or not students are allowed to opt out and parents are allowed to be notified of all of the curriculum that's why this policy is needed after seeing
the open records request and if the inconsistencies with your teachers information the board has given us that they have gotten from the administration it's clear it's needed so let me clarify what this this parental rights policy does do it incorporates existing California law that requires schools to provide notification as parents before the topics that are sensitive topics
like comprehensive sex education and HIV so it takes that and it recognizes that discussions along family structures gender identity sexual orientation harassment are sensitive topics it should be included in that and this policy makes it clear to all of your schools that parents will be notified and allowed to opt-out of all a family life education a parent can
decide it leaves it up to the parent the parent can choose what the parent wants to do and again we already have opt out we're just expanding and clarifying the definition of additional topics that they're allowed to do it if the school gives oops it this is important too if the school gives any person permission to come on campus and use restrooms
locker rooms or shower you does all right thank you Jack Jack Gibbs followed by Gina Gleason time my time let's listen I'd like to read a statement wait I reset I reset it because they they had started so I'm here in support of the model parent rights in children's education policy and I want to read a statement and
hopefully it's brief here at the beginning of each year each school year each school shall notify the parent or guardian this is what we're asking for of each pupil about any physical privacy concerns planned for the year we're asking for these issues notice that we would be informed advise the parent of the specific circumstances resulting in the physical privacy
concern that the notice shall not include any personal identifying of information secondly advise the parents of any activities including school activities overnight trips that will impact by the physical or could impact the physical privacy concern third advise the parent that the parent has the right to excuse their child from participating and any instruction or school activities that create a physical
privacy concern and that in order to excuse the child they must state their request in writing to us to the school district for advise the parent or guardian that the parent shall be advised a obtain a privacy accommodation for the child while on school premises or school sponsored events and be obtained lodging accommodations for the child during any school related
overnight trips such as separate hotel room our lodging where the sleeping quarters and rest rooms and showers and locker rooms are limited to members of the same biological sex schools have a duty to protect our kids and we've entrusted you with the safety of our children and as a grandfather as our grandkids and we're asking that you
would take deep consideration over the fact that we're exposing children the potential of exposing children to things that we as parents are trying to protect them from and there's a right there's an ability there is a requirement for parents to raise their children accordingly and then finally I just want to say this in support of not only the
model parent rights and child's our children's education policy but to just stress the fact that this community I just told the press they're interviewing a moment ago that we love you guys we pray for you guys we know you by name we pray for you every week and I'm not saying that for any other reason but to
let you know we are not your enemies no matter how you position yourself on this this is democracy at work it's a republic it is absolutely awesome you have a community outside I was just told over 700 people are outside because they care and then listen either either I have a quick light here so this is the

over 700 people out in the halls right now the public wants parental notification and opt-out when it comes to educating our children press us sex education we are not here to ask you to be out of compliance with a be 329 the California how to use that we are not here to ask you to be out of compliance
with a be 1266 we are simply saying that when it is taught the sensitive subject or this situation is brought into the schools that parents are notified that's all we want so I'm going to read something from the California School Board Association it says the role of the board is to be responsive to the values beliefs and
priorities of its community and so we have people holding these signs out there today and we are going to ask you to please be responsive to our values beliefs and priorities for our children thank you Caroline shameful Caroline shankel followed by Naomi Minogue followed by James Reid graphic it's so humid it's so horrible that when I found out what they
were teaching these young kids it broke my heart because this was I did some homework on the agenda site of this curriculum and it's from Planned Parenthood and they are an organization that Awards babies and sells dead babies parts now they want to destroy babies but they want to destroy all children so we're here to stand for the children and
we ask you we cry out to you we pray that you will support parental rights with this policy Naomi minogue followed by James Reid followed by Matthew Escalante good evening superintendent and field associate superintendent president bike support members and fellow community members also welcome to all of the out-of-town visitors we have here tonight I would like to voice my concern
about the parental rights issue this topic I quote from a facebook video that was posted we are asking the school district to receive to require that parents be notified of upcoming curriculum that would be controversial or that would be sensitive specifically in the areas of sex II D to have your permission right now they don't have to
get your permission to say whatever they want to say to your kids and quote let it be known that as a parent of two children in this district I find these misconceptions unacceptable I stand with this school district and most importantly I stand with the associate associate superintendent of curriculum I have the greatest confidence that the health edie and sex ed curriculum that
passes through her is carefully monitored and reviewed before it gets to our teachers and our children she has a vested interest in this I know her as the principal of my children's elementary school another quote is we have the curriculum in the courtyard if you don't want to see it then why would you subject your child to pornography it's actual
pornography in the public school system in quote pornography I I can't even wrap my head around that accusation I consider an insult to our administrators and teachers who work so diligently to ensure that our children reserved receive this information including my children in the most professional and appropriate manner possible and as an FYI abstinence is promoted and is
encouraged it is on the permission slip that I have signed I have never felt in my parental rights were being infringed upon or taken away or ignored I have signed permission slips for both of my children to receive the health edie and sex ed curriculum I was given links to websites to preview the information before my children would
receive the information if I opted in the pictures and illustrations which are involved in the curriculum that I've viewed are completely appropriate and follow along the line of a human anatomy book nothing pornographic or inappropriate to the audience I ask you to the audience I ask you you saw an amazing presentation about an all-pro dad's program you
listen to a great choir performance and sat through an intelligent and thoughtful Human Resources presentation do you really believe that this team in front of us this type of environment would allow pornography to be included in our curriculum do we believe that our district wants to take away parental rights please don't follow aimlessly educate yourself and rise above this

schedule and to preclude their children from it should they choose to do so thank you so much for serving our community and thank you for yourself Tony Hall followed by League of it governor followed by Jennifer Pimentel thank you my name is Tony Holley and I understand that you have to follow the law I'm a candidate for state assembly
because of some of these silly laws that have been passed and I want to make some changes every student should be protected against bullying and harassment and schools should punish students who engage in that conduct but a school should inform parents and students if it's going to allow an individual to access privacy facilities of the opposite sex so that parents who
don't want their children exposed to that or to share a locker room or restrooms of someone of the opposite sex can request an accommodation schools would should comply you know would have to comply with it by sending a note to parents saying our school has a policy of allowing individuals to use restrooms and locker rooms consistent with their
gender identity and we at least have one student or teacher who has been permitted to use privacy facilities consistent with this policy sending a note like that providing notification is something that you need to do for example if a student has a severe peanut allergy oftentimes students will send notes home saying and notify other parents you know
we have students here with severe peanut allergy so they don't send peanut butter sandwiches to school so we're asking the same thing bodily privacy is no less important schools must take it seriously and that means they have to notify parents when a potential privacy issue arrives so that arises so that parents can make an informed decision as to whether they
will request an accommodation for their child notification needs to be made in all of these issues parents should be the ones that oversee their children they should be the ones that decide what's best for their kids and they should have that right opt out and they should be notified and I encourage you all to support the model

education stuff at school we had Industrial Arts metal shop auto shop print shop we had these things at junior high school level so the kids could get out there and learn things and stay busy coupled with a strong Christian background we didn't want to do these get involved in sex and all seventy-three rolls around Roe versus Wade suddenly everything breaks loose
anything goes I look back and I think that when I was growing up that I waited till I was 18 for my first sexual experience and I wasn't mentally ready for it then physically yes we're going to take kids there six years old nine years old put them through this kind of education and we're gonna wonder what's going to
happen with the suicide rate we didn't have the we might have the physical ability to do these things when we were young but most of the kids I know weren't mentally ready for it with the responsibilities that went with it all and now I look after the seventy-three decision and 63 million pre-birth kids not here with us because it was all
right to let anything go no I asked my parents questions they gave me answers I wish I had waited a little longer I think that what's going on here that Sacramento is trying to throw down your training program is wrong Sacramento is out of control they don't need to be telling local districts how to train the kids the parents need to be

right to opt their children out of diversity education programs that include discussion of sexual orientation or other controversial topics that's know ed code 5 1 9 30 to be family life stay set instruction materials and presentational programming that discuss gender gender identity gender expression sexual orientation etc do not require parental notice or parental excuse the American College of
pediatrics position that teens should be given a strong abstinence message program that teach sexual abstinence until marriage are about much more than simple delaying sexual activity they assist adolescent in establishing positive characters traits formulating long term goals and developing emotional healthy relationships these programs increase the likelihood of strong marriages and families the single most essential resource for the strength of
survivor of our nation and that is the College of pediatrics the resource for the strength and survival of our nation it is amazing our fashionable and how contagious general audiology is and will be dis debate destabilizing the family unit you know they they will teach our children that their modulus X their gender identity their gender expression their sexual intent orientation are
independent from each other their children our children will be encouraged to explore fluidity among these identities you know almost everyone that has a baggage of biological sex male/female identifies themselves as male or female close to a hundred percent gender identity 99.5% match their biological sex gender expression 98% matches their biological sex 95% sexual orientation matches their biological sex but in today's society
they believe is a social construct it's not biological there are no difference between the genders so what do we see we see tunnel 9 a person at any came to be you know a girl can now join the basketball team or the general neutral values our schools being father and daughter dance being banned the American College of pediatrics comprehensive
sexual education goes far beyond sex ed and is a dangerous assault on the health and innocence of children and it's very true it is and you know because of the transgender movement we need to support me on femaleness and boys need to hear there's a lot of ways to meet boys like what you brought up you know I grew up
with three sisters and I was the youngest so in my experience in my environment you could imagine if somebody must influence me so you're exactly right leave them alone because that's what kids grow up and they start exploring which is such a natural thing but this is outrageous it is saw rages you know and what is the end game what
is the end game of all this it is the destruction of gender itself no such thing a male and female in the long run the complete removal male/female former society that's the end result and you can imagine 40 years when we look at throw persuade sixty million abortions you could just imagine what will happen in forty fifty years
common sense tells discernment tells the direction of our country so we have to get parents rights even though there's policies that tell us not to forget that you know you know Hitler with Germany wasn't healer that was bad it was the people to follow the laws and the agenda and it went further and further and went out of control
local is so important and we take charge for our own community and for our own kids so I recommend that we bring this up dr. M filled my friend Pat that we bring this up to consent for the next board meeting and fix this up where it can be strong so it won't they won't you know cause any issues all through the

Raider are the California healthy youth that just passed by are confused red legislators and Sacramento got this one really wrong when I looked at a page of a potential text but we're curriculum I would call it rated X and this is open for fourth grader and on and this is not acceptable if you are just a decent human being you would
agree with me so thank you for coming here tonight to raise your concern as our fellow board members said if we don't do anything we're worried it stopped so I would call this one rated X sexual education act for our children and it needs to be stopped our parents right yes there are kids and also we belong to somebody to and we're all
together for same concern and also for same hope maybe this could be a start where governments would have to listen to people so now as we had a presentation of losing five hundred ninety seven students every year and that to their projection but if we would allow this type of rated X education to our children we would lose maybe three
times or ten times of that and what can I say to our parents without protecting our children through parent to right right to opt out I couldn't tell them to stop moving their children to other institutions or private schools or homeschooling so for sake of publication of public education we must protect our children thank you [Applause] mrs. Blair I know you all don't support
me it really doesn't matter I got reelected and I don't intend to seek reelection in 2020 so you can keep your threats about voting aye doesn't matter to me but what I will say is that yeah because some of you are very cool I've been watching you so I do want to share that everything that's been said
regarding the fact that we don't have the opt-out form we do it stated as this one is dated as far back as 2015 and it does provide advance notice it does indicate that parents you know it asks whether the child does or does not have permission to participate in the instruction there is also three components to the a B 11 law and the
course that's taught and it does include premarital abstinence because someone had asked about abstinence and it does it also there there's a portion that indicates abstinence until marriage and it does indicate on the opt-out sheet state law and course philosophy emphasizes abstinence from sexual intercourse until marriage so everything that is being requested tonight is already being done the
advance notice the opt-out form the abstinence it's on here and so I don't know what it is that is being asked of us to do because we're already doing it and have been doing it at least according to this form since 2015 and part two has been available since 2009 the law passed in January of 2016 so we
were providing the opt-out and abstinence and advance notice even prior to the law going into effect and so I just want to provide that information and so that you have the facts and the facts are that we are already doing what is being requested through this Institute capital resource Institute thank you mrs. Orozco okay first let me
say that something that I've lived by as I've been a board member is compromise your preference preferences but never compromise your principles and I stick to that still today I support I even advocate for parent involvement I used to teach parenting classes where that was the main topic was parent involvement and the difference that it makes in a child's life and and and I
mean parent involvement in all areas I mean if anyone knows me and they hear the word great alert people will laugh because I was always a proponent of parents make sure you know how your kids are doing don't wait till the last minute so let me begin with that that I advocate and I support parent involvement now with that being said
what I want to read is our board policy board policy six one four two point one under the section of parent guardian consent reads prior to providing instruct and this is our current policy that was revised in 2009 and mr. na I think you and I put in this particular paragraph that I'm going to read and I'll point that out and it's board
policy six one four two point one be under the section of parent guardian consent reads prior to providing instruction and sexual health or hiv/aids prevention educational code five one nine three requires that parents guardians be notified of the opportunity to request that their child not received the instruction that's our board policy but in 2009 I remember mr. Don I think it
was you myself and I think it was mr. cultur who requested that this next paragraph be put in and the next paragraph is a parent or God and it was we asked as a added precaution that parents were aware because sometimes parents it just slips by us right I mean we've got business busy lives and and something slips by us and so we wanted
to make sure that parents were aware of the teaching and so we had this paragraph put in a parent parent / guardian must consent in writing that his / her child be allowed to participate in hiv/aids prevention or sexual health education students who are excused by their parents or guardians shall be given an alternative educational activity parents and
guardians may not opt out of their child for the entire health course now so what we didn't do is we didn't spell out edie code edie code nine five one nine three egg your pardon sir so so let me ladies and gentlemen if you would please so let me read five one nine three eight in its entirety which we are required to
comply with it's not if we want to maybe sort of its we are required so let me make this bigger because I don't can't see a parent or a guardian okay this is it ed code five one nine three eight a parent or guardian of a pupil pupil has a right to excuse their child from all or part of comprehensive sexual health
education HIV prevention education and assessments related to that education through passive consent opt-out process a school district shall not require active print parental consent opt in for comprehensive sexual health education and HIV prevention education be at the beginning of each school year or for a pupil who enrolls in a school after the beginning of the school year at the time
of that pupils enrollment each school district shall notify the parent or guardian of each pupil about instruction in comprehensive sexual health education and HIV prevention education and research on pupil health behaviors and risk plan for the upcoming year the notice shall do shall not May that the notice shall do all of the following one advise the parent or guardian that
written in audio-visual educational materials use in comprehensive sexual health education and HIV prevention education are available for inspection so you can preview it to advise the parent or guardian whether the comprehensive sexual health education or HIV prevention education be taught by school district personnel or by outside consultants a school district may provide comprehensive sexual health education or HIV prevention education to
be taught by outside consultants and may hold an assembly to deliver comprehensive sexual education health education or HIV prevention education by guest speakers but if it elects to provide comprehensive health sexual education or HIV prevention education in either of these manners the notice shall include the date of the instruction the name of the organization or affiliation of each guest speaker and and
information stating the right of the parent or guardian to request a copy of this section section five one nine 33 and section 5 1 9 34 if arrangements for this instruction are made after the beginning of the school year notice shall be made by mail or another commonly used method of notification no fewer than 14 days before the
instruction is delivered 3 include information explaining the parents or guardians right to request a copy of this chapter for advise the parent or that the parent or guardian has the right to excuse their child from comprehensive sexual health education and HIV prevention education and that in order to excuse their child they must state their request in writing to the
school district C notwithstanding section five one five one three anonymous voluntary and confidential research and evaluation tools to measure pupils health behaviors and risk including tests questionnaires and surveys containing age-appropriate questions about the pupils attitudes concerning or practices relating to sex may be administered to any people in grade seven to twelve inclusive a parent or a guardian has the right to excuse
their child from that from the test questionnaire or survey through a passive consent opt-out process a school district shall not require active parental consent opt in for these tests questionnaires and surveys in grades 7 through 12 inclusive parents or guardians shall be notified in writing that this task questionnaire or survey is to be administered given administered given the opportunity to review the test
questionnaire or survey if they wish notified of their right to excuse their child from the tests questionnaire or survey and inform that in order to excuse their child they must state that their request and writing to the school district D the use of outside consultants or guest speakers as described in paragraph 2 of the subdivision B is with is within the
discretion of the school district so parents we don't spell out that Ed code but we cite it in our board policy the fact that we cite it says that we must comply with that polit with that IDI code okay let me let me finish up and go back to so what I wanted to share were a couple of examples as well so last April
a parent emailed me and said that their daughter attended a particular elementary school as a fifth grader and the school was preparing to teach the kids about adolescent changes and in this and as a Christian I want to make sure that the values that are important to our family are not undermined by California's curriculum instruction especially in regards to this
particularly sensitive subject without putting you in a difficult position would you be able to advise me as to whether or not I might need to be concerned about the content so I contacted the principal principal indicated a letter was sent home to 5th and 6th grade students and parents announcing our upcoming family life program which requires consent from the
parent in order for a student to participate the announcement included the parent preview date of Wednesday April 25th at 7:30 yet again at this elementary the preview date provides parents with the basic content that will be covered in the curriculum later on in Maine the family life program uses the same exact curriculum content that has been in place for several years it's the
same curriculum that I used as a sixth grade teacher and she just goes on to talk about it another it's topic now there's that then I had requested a copy of the letter so I do have a copy of the letter I do have a copy that of the added protection that we implemented where we ask that the parents
acknowledge that they are truly in fact aware of the subject matter and that their student will be reviewing this information and perhaps dr. anvil we just need to make sure that every school is in fact sending out that letter and in fact collecting those signatures we've checked on that they continue to tell us yes that they do okay and I want
to share with you I think our district goes a little bit further so I know that every time that my kids were and I think it was high school this one was high school we would receive a movie notification and consent so we would have to give permission to view PG or r-rated movies for educational purposes I've learned since
that not all districts do that and so our district recognizes that we have a conservative community and we want to we want to do what the community is asking us to do as we represent you the let's see what else so again I just indicate that parents you do have the ability to opt out and if it's necessary that we
spell it out in our board policy as to what the ED code is then perhaps we need to do that I don't know but all I say is that you should be receiving letters that say I give my consent I don't give my consent and we should be receiving signatures bad thank you thank you mr. Cruz based on this what do you mean partial
that to some sense we are following you know opting opting out and so forth do you know when I brought up the ED code five one nine three to be where we're parents cannot opt out this is very serious this is the stuff that will screw our kids up really bad at a young age and you know you got sensory cities
those things are illegal but you know they keep on going on there has to be an entity where they're waiting for change and maybe Chino Valley could be that focal point where you buck the system where you say that this is wrong what you're doing with children because in 40 years when you look back you're gonna have some kids they're gonna be really
off base because this gender social construct you know and I was thinking about it I was thinking about it today race is that biologic was that construct you know I went to UC Irvine 2% there was only about 400 makes I'm Mexican but they don't talk about that because that's a sensitive issue but they will school with gender they will screw with
gender where biologicals out the door but we're gonna think about construct so you know you know you got some board members here you got about four candidates here no it's nice that you asked them where they're coming from because maybe these changes will occur after the election because the public is waiting for somebody somebody they'll take charge it's always like that just a
little bit a little bit wise and it changes everything for the betterment of our children that's what it is it is the sacrifice for our children so they could be proud of us because the direction we're going is a really screwed up place in about 80 years from now I mean let me tell you if you read
brave new roll 1984 those requirement novels and I believe 12th grade that is the direction we are going towards and for some reason a lot of people are sleeping they just can't see but we're waiting for for meaning for people to push to sacrifice for the betterment for society that's critical and that is so beautiful to be part of the arena just like
everybody here so you fight and you push it they push it back but hey they got century cities that's illegal so the hell with them Thank You mr. okay then reset it please so apparently apparently you think it's okay to normalize anal sex for children and you don't care that parents in there are notified about that because there is in there so the next time I can bring the curriculum because I have the curriculum it's in there along with a lot of other things and parents should be notified
and have the ability to view the videos that come along with it not just the paper student workbook or the curriculum there are videos that you guys are not showing the parents and they're out there so they need to see everything there should be transparency these are our children not your grown children that have already gone through school
that did not have to go through this but our children are and the stuff that I'm hearing where they're convene confused now from friends of mine wondering what is going on with their kids because they're scared they're traumatized after they've gone through these curriculums that is not okay this is not child health this is child sexual abuse and it
needs to stop so this policy would actually give the parents the opportunity to go fully opt out and protect their children and locker rooms and bathrooms as well so do your service to this community that you work for us we pay your paycheck and you can implement this policy somebody read it wrote it for you all you have to do is

just the way you come off to the parents is just if that's horrific to me I teach my children to have more respect than what you show the people here leaving their families and and showing up here because of something they're passionate about and then protecting their children and your behavior is just appalling let us not fall for these biased curriculums
and the argument that a B 329 its law and who cares if the curriculum is taken away parental rights I'm here asking the board to not only support but push through the parental rights in child education policy in Chino Valley Unified School District and also help other districts to do the same missing this parental rights incorporates the
existing California law that requires schools to provide notification appearance before topics regarding comprehend comprehend sub sex education and HIV prevention education are taught by parental opt-out all we're this also includes Education Code 501 932 or yeah three to be why the gender identity sexual orientation bullying and harassment by putting this parental opt-out in there as well for that the
law leaves a lot of room it gives districts the opportunity to help make this a better thing for their district if they choose to you have every right and you have the opportunity to bend this and help parents have the rights that other groups are getting by this curriculum the curriculum I heard a lot of you mentioned and state certain things in
the curriculum I want to read under Education Code 593 Oh a number four it says to ensure pupils received integrative comprehensive accurate unbiased sexual health and HIV prevention by not giving parents the opportunity to opt out under these gender identities that certain groups are wanting it's not biased this curriculum is biased it's breaking the law if you're not giving parents the
option to opt out half the people that you're more than half the people what's the percentage who really want this law in place is what I'm asking you think about it what is the population that are I'm gonna say it that aren't heterosexual or transgender what is the population in your school district so you're giving rights to one group and
not the other that's not okay it's not okay it needs to be to everyone you can't say a program is inclusive it's if it's excluding certain groups Thank You Andrea Pavan we are now approaching 10 o'clock I need consensus to move forward sure mr. my grandchildren deserve and my children deserve to know what is really in their curriculum what is in the curriculum what are the table of contents what are the pictures are they should we be approving the pictures that our children should see you know because as far as money is concerned for the materials that you are sending us we should be
more gracious to spend more materials for the parents to see for the parents to read so that they will understand and maybe you can even give us an envelope to send it back to you because maybe our children will not give it back to you what do you think because you are parents to like me we should be spending
more spending more paper spending more materials for the parents to see what we are reading what you are taught over to your passion is for us for our children because I know that you're passionate for our children so what else can you help us because where our parents are very busy every day they are busy working here and there in fact many of

that would mandate that schools begin no earlier than 8:30 which again I mean something as simple as that so you are correct that the state is is mandating quite a bit of stuff and that's why many of the changes need to take place need to occur at the state level we need to elect those individuals who do value the
things that we value and so that's where we need to put a whole lot of our effort a comment was made in regards to giving more information as to what will be taught dr. infilled if we can because this permission slip was apparently drafted in 2015 make sure that it's current with whatever information it needs to have on
it yes we'll make sure of that okay and then another comment was in regards to we're not sure if the kids will will give us those in regards to the permission slips on opting out well this permission slip the teachers must receive it in order for so on here has permission to participate or does not have permission they they need to
receive it in order for them to participate and as I said earlier there are some serious issues with with the second part the first part we already pretty much have have taken care of maybe perhaps we need to spell out the five 193 let's see here which one is it nope that's not it five one nine three eight if if perhaps we
need to spell that out in our in our board policy but the parts that are contrary to state and federal law that needs to be we can't we can't approve something that is contrary to federal and state law I mean as much as we support something or believe in something we have a responsibility as a board member as well and so I'll just

it out to the community because it has some great stuff on it somehow or another but I think you know I think it did on through social media we pushed it out through the social media because I know there were parents that were commenting on okay perfect it's a it was a great piece it was something that I have been wanting kind
of like ROP I think I shared that so thank you so much okay so I was going to share the suicide prevention awareness that young Jenny had because she was at our last meeting but she was able to make it and I would assume that someone's going to talk about the one at Chino Hills High School okay
and so I was at the city of Chino Council mean and they did an inauguration of a program and it's called Chino cares and they're asking they had over 200 employees take their oath and they're asking residents of the city of Chino to take a pledge and it's basically to get involved Bunnie involvement and the pledges I will get
my information about things happening in the city of Chino from reliable sources such as and it gives different council meeting in social media the city's social media or the website or city or call City Hall another one is see something say something and then the third one is I will sign up for Chino notify 4th one as I understand
that I'm a respondent that I am responsible for getting my family prepared for a disaster and it goes on and the last one was I will support the city of Chino community by attending at least one city sponsored event fair meeting or recreation class each year so if yours member or a resident of the city of Chino um check that out it's
called this Chino cares and then I was talking with an individual who is involved with Pomona Valley Art Association and we have well as you saw this evening great talent all around and I don't know if any of you have seen some of the artwork that our students produce beautiful pieces and so they shared with me that they are having in a
young artist showcase at the Montclair Plaza so doctor Enfield if you wouldn't mind passing this on to the principals 7th through 12th grade the principals and have them share with their arts classes it'd be nice to see some of our paintings and whatnot out at that showcase and and I alluded to that the there's a bill that's going to be
heading out to the governor for mandating or start-time gonna cause a lot of problems and so I hope that individuals reach out and ask him just not to sign it and finally I just want to wish my heavy happy birthday it's on Saturday and happy anniversary the next week and so that will conclude my comments have a great evening mr. you know the school district implemented the wraptor system that was recommended by the Chino Police Department and you have to you can enter the building well they need to check your ID before you enter the building and I believe the Raptor system has been implemented maybe a month a month and a half and there has been two incidents so you know the
rapper system was a great idea President Trump did a proclamation of national pepper net / / / / preparedness for the month of August I attended the pancake breakfast down low go great people family the kids the pancakes and Coach Cano was there too so it was very very warm and hospitality over there and you know I took my kids to dinner
now maybe three times two weeks ago they enjoyed the burgers so yeah you know Burke herself great burgers so thank you I am done this is Blair I just wanted to send prayers good wishes to the clew family in chino hills' regarding our student who is battling for his life right now and that we again have a
discussion about stronger bullying courses assemblies whatever we can bring to our district I don't want to overshadow what they are going through by making that request but we should all be thinking about Matthew from Chino Hills High School to me good night it was an awesome to watch a father or getting involved with our students and yes particular one speaker has spoken
where we have paying attention to maybe the half of the half percent of the population not even though 1% maybe maybe half percent 1 or 2 but we have been maybe neglecting 99.5% of our student rights it was good to watch the parents were motivated to come and and spoke about protecting our children and rights of their parents and
even in the animal kingdom there was such thing called mama bear and we have seen plenty of them today so that was good I like to ask dr. Anfield to to scope out to finding an informal ating strongest parent to write policy maybe in the California in the best in the whole state against this awful California healthy youth act that
promotes x-rated materials to our children I still have big concern for our teenagers let's not forget the high schoolers to not just elementary students it is our wish to protect our children give them alignment if it's necessary but we need to provide good healthy environment now from Sacramento but from our home and from our school district I like to talk about coach
Jamie Cambell as a third person I honor her decision I feel the pain for the students that weren't so pleased with her types of coaching but I could still honor her name through listening to other students were very successful so in this life there isn't really eight darkness and a light completely evolution everyone should given a chance and a hope it also
includes our coaches teachers counselors our principals other staffs but again I was so pleased to see that so many parents got here to voice their concern and let's keep it that way that's the Chino Valley way thank you I'll try to keep my comments very short the school district reached out to the city of Chino and Chino Hills the Chino
Police Department Chino Hills Sheriff Department and the Chino Valley Fire Department to jointly host a hero in each of us finding your role in suicide prevention suicide is it's not just a district issue but it is a community issue that we need to all work together that will be Tuesday September 11th at Chino Hills High School from 6:30 to 8
o'clock there will be another one and I'll announce that a little bit later in October and then also in September on September on Wednesday September 19th at Chino high school will be hosting our annual but it will be our first parent forum that is put on by the SROs from the Chino Police Department and the Chino Hills Sheriff's Department and
again that will be at Chino high school from 6 to 8 o'clock there'll be a light supper served there for parents and kids and there is babysitting that will be provided that's all my comments for tonight often times at times like this I say nothing because there's not often very much to say but I do want to say a
couple of things I am 65 years old I am the oldest person on this dais and if that's upsetting to somebody I'm sorry it's just a fact I did feel attacked tonight I appreciate all of you who are staying here I have devoted my entire life to education when I retired I'd spent 56 years in the classroom first as a student them as a
teacher and principal and now I've been on the board so another four years who ever said her child is grown my child is grown but if you've paid attention to the board meetings you know I have a four and a half year old in our art has our autism program at rolling Ridge I'm very invested in this school
district as an employee as a former employee as a board member and as a community member for almost 30 years I have been very open to the community when people write to me and need answers I try to find those answers for them I try to respond to them I am hopeful hoping that we can all keep our heads
about us it concerns me greatly when people say we have that we have this in place and then we hear over and over you don't have it in place you need to give us the right to to pull our students out we we have said repeatedly we give you the right to exempt your student from this curriculum so I hope we can do that
that being said I had turned the meeting that's 10 26
