I now reconvene to the regular meeting of the Board of Education at 7 o'clock p.m. with Blair Cruz na Orosco and Fikes present before we begin please silence all electronic devices and note that these proceedings are being recorded the Board met in closed session from 602 to 6:30 7:00 p.m. regarding conference with legal counsel existing and anticipated
litigation public employee discipline dismissal release public employee appointment junior high school and high school assistant principals coordinator teacher support and director Human Resources the board took action to appoint Tatum burns assistant principal Cal Aero k-8 effective September 21st 2018 by unanimous vote of 5-0 no further action was taken that required public disclosure mr. Don Jones the principal
from Woodcrest Junior High School would you please lead us in the Pledge of Allegiance place your right hand over your heart ready begin mr. Jones if you would stay at the podium please you are you are our first student showcase so we are presentations with students from Woodcrest junior high school mr. Don Jones good evening president bikes and board members it's
truly an honor to be stand before you this evening to share some of the accomplishments that wit crest has made in making 21st century learning available to every student on our campus with your permission I would like to call to the podium a small delegation of students and staff who will tell a short story about our year-long journey that
has now afforded students the opportunities to use technology while solving problems and supports for personalizing their learning in the areas of digital portfolios student engagement presentation and assessment without further ado our students good evening president bikes board members dr. Anfield and everyone in attendance at tonight's meeting my name is Natalie vanilla and I am Erin Mercado as eighth grade members of the Woodcrest
ASB we would like to share with you the year-long process our school has gone through to expose all students to state-of-the-art technology and an outstanding learning in these four changes are among only 32 in California who have received this great achievement of being mi experts series Microsoft trainees and have supported our staffs with ongoing personalized learning opportunities all of our staff including
teachers instructional coaches counselors and administrators receive training and have become certified Microsoft innovative educators the implementation site-wide of what our staff learned open the way for Woodcrest to meet with the education division of the Microsoft Corporation and these meetings made it possible for our campus to be nominated and awarded honored being named this is Microsoft's highest recognition for a school and we are very
proud of it would cross junior high school has been awarded this Microsoft education certificate in recognition of membership in the showcase school program we became one of only 40 schools in the nation to receive this high honor and only one of four schools within the state of California we would like to give special thanks to our superintendent dr. norm and field
for his vision and support of 21st century learning for our district with our staffs extensive training 21st century learning skills are now commonplace at grade level department level and content level PLC's promotes encourages and supports high high levels of collaboration the combination of the technology and the great learning environment really keeps students motivated to learn here are
more pictures of students engaging in the 4 C's in the creativity lab our new laptops have digital inking capabilities which makes a learning experience with technology seamless here students in our gateways to technology course preparing their projects for the stem symposium in Long Beach our students also have the opportunity to share their project at the annual Q conference in Palm Springs
good evening ladies and gentlemen my name is Emily Martinez and I will be talking about our solar paneled houses at the Microsoft showcase school we have the amazing privilege of using a sonic view board in our classroom and this makes learning so much more fun and easier along with this we also get to use Microsoft's 10 lessons such as our
solar panel houses one cool thing about this is that we aren't supposed to use specific instructions we can use our own imagination and creativity to use this the first thing that partner and I did was get a box of cardboard and mold it into the house you see here the second thing was to get a lot of paint on it to
really make this special the final thing was to get a DC motor onto this project and find a way to make it our project pop so we decided to make a spinning Sun as you can see here one thing I've really learned while making this project is collaboration creativity and listening skills are very important thank you I like to bring forward Sergio
my classmate hello I'm Joey he's enjoy watching a short video highlighting our solar panel houses a mighty way to tuck a lipstick elective class my Microsoft I can stem solar houses in Minnesota to get our solar energy has proved to be profitable for business and homes we have one that solar energy can be the new possible way to create natural
energy without destroying natural resources in the future we can take advantage is proved to be probable for business and like everybody was one of the projects I worked on with my partner is above of the JPL my favorite part was retesting the cuff satellites a lot on the target during this project I learned talking to my partner was important so we don't we'll
be regulates and how to get our did I finish faster I can't wait to design more projects thank you the in our school office lobby there's how a wall of fame that showcases individual students our teaching staff and major accomplishments of the school in general very soon we will hang our banner we anticipate receiving from Microsoft I look forward to school now
this makes me want to learn I learn better this way on behalf of the students and staff and the entire Woodcrest community we thank you for the support you have provided the Wolverine nation a California Honor Roll school a PBS silver award-winning school and now a Microsoft showcase school a mr. na wow what an awesome presentations now I
understand why I need to get our solar panel in my house yeah I'm seeing our future students at MIT or Caltech and it's happening because our great teachers and good great leadership but also the parent parents so thank you for parents for supporting our children because our children will become adults and they all raise their young kids and
there will be improvements in every generation to come because they're thinkers they're hard workers so thank you and I appreciate your good study habit and thinking outside of the box thank you this is a Roscoe I just want to say great job great presentation you're speaking everything it was great so mr. Cruz that was an excellent job great job
you know the certificate education certificate one out of 40 the nation and one out of four in California what did that consist of what there must been parts of parts of parts to get the certificate well first it required us to have enough technology to support what we wanted to do incorporating Microsoft programs into our curriculum but it also
required every educator on the campus to become a Microsoft innovative educator and once that took place we were only looking to become a Microsoft school then they wanted to interview us they interviewed us again next thing we know they wanted us to be a Microsoft showcase school with the students like to come forward and have their picture
taken even those of you who are more shy come on forward thank you we are now at our second and final presentation dr. grace mark do you want to wait just a second dr. Park till we have people leaving Madam President members of the board superintendent and field cabinet and community we have our first update to the board on our local control and
accountability plan in the area of professional development through our El Cap we've been able to allocate site PD level funds for school sites to offer PD to meet their individual needs but we've also been able to offer district PD to meet the larger needs of our staff the district's PD plan is aligned to five of the state priorities
noted in bold to support Chino valleys 3 El Cap goals our annual update this evening will be on the district's PD plan for staff the planning for professional learning begins as early as October the year prior to the PD implementation the teaching and learning task force which is comprised of teacher leaders site and district administration and our AC t-- president me to review
student outcome data to 1 evaluate the impact of PD from the year prior and also to able to identify future PD opportunities based on the team's analysis the task force drafts a survey that's administered early February to all certificated staff and to administration then upon the administration of this survey the team meets again in March to analyze the
survey results and from there this team develops the areas of emphasis that will have implications for teaching learning and professional development for the following year last February we had 78% of our elementary teachers 31% of our junior high and 69% of our high school teachers participate in the teaching and learning task force survey which has shaped our areas of emphasis for this
school year this slide represents 2018-19 areas of emphasis major themes across both elementary and secondary teachers was for additional time to continue the areas of emphasis from previous years which are noted on the bottom part of this puzzle piece another resonating theme from our teachers was the identified practices and strategies noted in purple starting with collaboration strategies for
students all the way to professional learning communities which would have the PD implications for this year the challenge always is for the task force to take the responses from our teachers and then to translate that into the next steps to honor what our teaching and administration staff indicated the task force decided to incorporate the specific practices and strategies noted
in purple as the vehicles to go deeper into previous years areas of emphasis in a snapshot based on the selected areas of emphasis the district PD will be organized around these five puzzle pieces in the next set of slides I will briefly review each of the PD surrounding these categories through our collaborative work with a CT we have
planned for every certificated staff member to participate in professional learning community or PLC training PLC is a vehicle that bridges educators together to have conversations and to be able to select essential learnings for our students and then to put in an action plan to monitor student learning intervene and enrich as needed last year our high school science and
social science teachers participated in avid pathways training which focused on my engagement strategies to uplevel rigor and collaboration strategies in the science and social science classrooms this year we'll be extending that work into our junior high school social science and science classrooms in our classrooms today we are no longer educating digital immigrants our classrooms are filled with digital
natives students who are born in the digital era and as such to increase their engagement with learning our attention this year has is la lies around four initiatives on the left you see an elementary classroom with the teacher using a tablet to cast off of our viewsonic on the right classroom over at Liberty do you see a student
working with a teacher intergate actively engage in engaging using the wonders program that's being casted off of the viewsonic currently we have a hundred and eight teachers in our district who are piloting the viewsonic our second initiative in our district is the use of Chromebooks currently we are piloting a three to one ratio at eight of our elementary schools which totals
up to 2,500 Chromebooks that are at the school sites that have been deployed this school year another exciting initiative within our school district is what's called class link it's a single sign-on that allows our students and our teachers to sign-on using one username one password and to have a plethora of the technology and curricular resources that are noted on this slide you'll see
the top representation of class link that an elementary student would see and on the bottom reflects what a high school student would see what I'd like to point out is several years ago we introduced Microsoft 365 a technology platform for our students this year we have opened this up and we've introduced Google classrooms for our teachers and students
so that they have a variety of exposure for two different platforms in the area of building stronger connections with students we will be continuing the work with deepening our implementation of positive behavioral interventions and support also known as PBIS at all of our schools through a multi-tiered approach that supports social emotional and behavioral development were you were
able to see positive outcomes from our schools 24 of our student 24 of our schools received the silver and bronze medal for their PVI PBIS implementation and walnut who will be recognized in Washington DC next year receive the gold medal status on the right for our high schools last year was our first year of PBIS implementation and as you heard
Aleksey report out at one of our first more first board meetings she shared that we had no backpack days at all of our high schools the picture on the right is our dawn logo students celebrating their school and learning what it's like to be a conquistador on their first two days of school we'll also be offering love and logic these
are strategies for staff to use to be able to use with students who may be disengaged with their classroom with their learning and school will continue the customer service work through building a workplace of mutual respect the next generation science standards is new to our classrooms different than the old standards NGSS involves three-dimensional science learning comprised of science and engineering
practices disciplinary core ideas and cross-cutting concepts as our elementary teachers are in their early transition phase with NGSS will be offering NGSS training to support our elementary teachers this includes our first Daniel left date do you have any questions can you share what it took for each of the school sites wallet just each of the levels what does it take to receive the silver
and then what did it take walnut to achieve the gold I'd like to invite up dr. Johnson who can articulate articulately share the different varieties of levels thank you terms of the levels of gold would require 70% implementation of tier 1 supports and services with a tier 2 implementation which is serving students with more individual needs so 7 two tiers of 70%
so walnut achieved that silver would be a 70% implementation of tier 1 and 19 schools achieved that and then bronze would be a 40% implementation of tier 1 form supports so pretty impressive do we know how walnut achieved 70% in both tiers what is it that they did that was so different from our other schools do we know rollout so they you know went
for additional training they really push forward with tier 1 supports and working with more individual students with counseling and other sorts of services as well as our intervention counselor assigned their commitment from everyone awesome Thank You mr. Cruz I'm dr. Park you know the word the word that's popping in my mind is there was hardcore collaboration occurring with this thing
and when you look at the teaching-learning task force which was helping sitting up priorities and then you also have the Al Capp priorities and then then on top of that you have the professional development that is following these priorities is that correct that's that's correct so we always begin with the larger El Cap goals which are the board priorities and
with the input of our stakeholders we put in plans to support the board the board priorities and chino valley elk apples no collaboration it's everybody had a part of this and I just feel it was teacher-driven it had been teacher but pretty much collaborative throughout the district in order for this to occur mr. na for building stronger connection
with students and that's an awesome agenda because without making a true connection with our students it's hard to build a trust um I still here's some of worries from our parents about Common Core math so I think we need to still focus on that but building connections with students is very important not only from our teachers but from our ending
point of view too so thank you no other questions except except for me dr. Park you talked about the three-to-one ratio at eight elementary schools how were the schools selected for those that were participating we looked at a combination of things one we we wanted to make sure that there was a there was a staff who would be receptive to to the possible
pilot we also took a look at the age of the gadgets that were at that existing school we also took a look at school interest and so with the collaboration of Luke Hackney our director of elementary curriculum and instruction along with Maggie button our director of technology and information services together collectively they came up with a pilot okay and are there plans to roll
it out at other schools or to try to replicated in other elementary schools yes there there are future plans to increase the pilot so then my my question about the viewsonic is much the same we have a hundred and eight teachers piloting the viewsonic that's so how how were they selected or how did they self select to be part of that
pilot I will invite up Maggie button and dr. Freid and/or dr. Freid who will be able to share that show this information I was fortunate enough to work with that exploration committee that's comprised of the instructional technology teams the tech trainers and a variety of certificated staff members throughout the district and we took all of those members and gave them the option and the
opportunity to pilot the view Sonics and we took Tech's pleurae ssin as our pilot model because those are the members who are a little more I don't want to say tech savvy but more tech daring so they would be the ones more open to being the pilot tears and telling us giving us feedback which was one of the
requirements to be selected for the pilot they would provide us with feedback as to what's working in the classroom what they needed to be provided more support for in the classroom as well as the professional learning opportunities that we needed to craft so that would be successful moving forward and I'm not trying to just put you on the spot but in of those hundred
and eight people are they pretty evenly distributed among the schools or they in concentration in concentrated areas at certain schools oh no there's they're distributed K through 12 okay and that almost all of the school sites have at least one panel that's been installed wonderful thank you very much thank you very much dr. Park thank you great
presentation we are now at student representative comments Alexi there we go um hello good evening everyone um homecoming season is upon us the high schools are currently preparing for their upcoming festivities and events including the homecoming dance and game um as of right now the Student Advisory Council has no updates but we are all very excited for our upcoming virtual
meeting on October 2nd I am looking forward to sharing the activities and projects who will be working on thank you you we are now at comments from employee representatives danny hernandez CSEA president good evening president bikes board members dr. Enfield cabinet and community I wanted to give a small short update on the Raptor system at the schools and at least how our staff is
taking it actually they love it the ones that actually work that becomes more of an issue we're still having quite a bit of issues with the systems just not working we check with tech support here at the district also with Raptor and it just seems like we have old computers that cannot handle it but the ones that
actually do they love it they also wanted to share that the parents that come on to the school sites they like it as well the ones that do and the impact that it's having on a school site personnel most of the time there's two to three people there one of them is you don't usually three to four hours we did
share this with HR that excuse me with mr. Wright out that the impact on it is taking away from the duties that they have to do on a regular basis so it's their request is as an increase in hours for either the health tech or somebody to cover there's just another not enough people with the the impact that it's
having along with that the instructional aides in the special ed Department they do a tremendous job for our special ed students along with their certificated staff the issue with it is that they're not able to take their breaks and lunches throughout the day on a regular basis we have again shared this with dr. our mr. Wright out about the impact of
that and trying to request help for them but it's becoming such an impact that's why I'm sharing with you today I wanted to give a special thank you to our local fire departments a few weeks ago about a month ago we had the fires the holy fires in Corona quite a few of our staff members here from soot CV USD
were impacted they did a tremendous job along with that our staff members here at the district and at the school sides took donations of items that were requested they wanted the fire departments wanted me to share that it was very much appreciated thank you very much dr. Park on your presentations for the El Cap we're we're very excited that
that all the certificated staff is trained what we asked though is that certain classified staff has not left behind we know that we've had customer service training which again was great but there's a lot more staff members that didn't go to the customer service training the instructional aides the kitchen staff they were all left out maybe some port sort of training but we
do very much appreciate that the professional development within CUSD is taking off thank you very much thank you brenda walker a CT president good evening president bikes board members superintendent and field district cabinet CV USD families members of the Chino Valley community and guests my remarks tonight will be centered on purpose and this time I'm gonna start
with the quote I want to thank a fellow educator who posted this very popular quote which I feel is very timely dr. Martin Luther King jr. said our lives begin to end the day we become silent about the things that matter our students matter the employees of our district matter our families matter and what we say to our students employees
and families matter you will no doubt hear from many people tonight who will voice their concerns on issues that matter and so I will add my voice not as an individual but as the elected representative of the 1,400 teachers nurses school psychologists speech pathologists and counselors that I represent as individuals in our association we won't always agree on
every issue problem or concern that our district faces but there is one thing that we agree on we agree that we work day and night to give the best of ourselves to our students we'd expect nothing less from our Board of Education I won't enter into a debate on sex education curriculum for our students there is no
debate parents can opt their students out but I will say this for anyone to suggest that the teachers of our district would teach anything that would be damaging to our students is shameful it's just wrong and it doesn't seem to and it just doesn't seem like enough to apologize for in the calamity language that offends others over and over
the Board of Education for our district must uphold the duties of their position objectively the Board of Education for our district must not discriminate against any personal group and the Board of Education for our district must make sound decisions based on facts so I asked some members of the board what is your purpose shouldn't it be to focus on being a
positive role model for every member of the CV USD community ensuring that no one person or group feels ignored rejected or marginalized I implore you to take a look at how recent remarks from the Dyess have affected our community our students deserve better we all deserve better thank you [Music] [Applause] good evening president vice superintendent and field board members
cabinet I'd like to begin to thank you for acknowledging the week of the administrators which will be October 8th through the 14th to kind of give you a snapshot of what our administrators have been doing in the last six weeks of school they have had a back-to-school night they have overseen title 1 parent meetings elac meetings elected their school sight
council parent representatives they supported teachers at our PLC trainings worked collaboratively with their sites to develop SMART goals or in the process of writing their school plan for student achievement they've analyzed data they've instructed and established interventions for students they've been on playgrounds they've served as custodial Newgrounds supervisors cafeteria workers they weren't all hats at all sites so to have
a week of acknowledgment I think is well-deserved also I would like to bring out some information with regards to ACK so we have our Excel eater ship summit November 8th through the 10th in San Diego are women in school leadership September 26th through the 28th at Newport Beach and I too have reflected over the last two board meetings as well
as sitting with teachers and other administrators during our PLC training and I think what we can commonly say is that we all gather here at board meetings as parents teachers classified members administrators elected board representatives with the same passion and desire to have a positive impact on our students you see great learning comes from both education and experience I
would like to share with you the parable of a child and I like to share this because I believe that this will pertain to almost everyone in the room a young school teacher had a dream that an angel appeared to him and said you will be given a child who will grow up to become a world leader how will you prepare her
so that she will realize her intelligence growing confidence develop both her assertiveness and sensitive sensitivity be open-minded yet strong and character in short what kind of education will you provide that she can become one of the world's truly great leaders the young teacher awoke in a cold sweat it had never occurred to him before anyone of his present or future
students could be the person described in his dream was he preparing them to rise to any position to which they may aspire he thought how might my teaching change if I knew that one of my students were this person he gradually began to formulate a plan in his mind this student would need experience as well as instruction she would need to know how
to solve problems of various kinds she would need to grow in character as well as knowledge she would need self assurance as well as the ability to listen well and work with others she would need to understand and appreciate the past yet feel optimistic about the future she would need to know the value of lifelong learning in order to keep up
in a curious and active mine she would need a growing understanding of others and become a student of the spirit she would need to set high standards for herself and learn self-discipline yet she would also need love and encouragement that she might be filled with love and goodness his teaching changed every young person who walked through his
classroom became for him a future world leader he saw each one not as they were but as they could be he expected the best from his students yet tempered it with compassion he taught each when as if the future of the world depended on his instruction after many years a woman he knew rose to a position of world
prominence he realized that she must surely have been the girl described in his dream only she was not one of his students but rather his daughter for all of the various teachers in her life her father was the best I've heard it say that children are living messages we send to a time in a place we will never see but
this isn't simply a parable about an unnamed schoolteacher it is a parable about you and me whether or not we are parents or even educators and the story our story actually begins like this you will be given a child who will grow up to become you finish the sentence if not over a leader then a superb father an
excellent teacher a gifted healer an innovative problem solver and inspiring artists a generous philanthropists wearing how you will encounter this child is a mystery but believe that one child's future may depend upon influence only you can provide and something remarkable will happen for no young person will ever be ordinary to you again and you will never be the same and
with that is one of the things that I've reflected on PLC's our PLC training is it's a collaborative effort administrators teachers our classified staff our parents we cannot do it alone and we come here really asking confirming our why we're all here for the same purpose it's never an easy road and sometimes we do make mistakes but
let's keep our focus our focus so thank you for acknowledging our future administrator of the week I thank them publicly that of all their hard work again collaboratively we do well thank you we are now at community liaison communications presenters serving as community liaisons should limit their comments to matters relating to their community agencies if you would like to
comment on agenda items or non agenda items that are of general interest we would appreciate it if you would complete a speaker card as all of their community members do art Bennett or Brian Jose from Chino Hills Paul Rodriguez from Chino Mike Krieger from the fireboard any other community representatives this is that here no sono community members tonight we are

policy 13 12.1 describes the process for resolving complaints and the steps to be taken in the resolution process no speaker shall exceed the three-minute limit the first speaker is Peter O'Brien followed by Susan hand followed by Lisa Greathouse good evening superintendent and field president Fikes board members cabinet and community my name is Peter O'Brien and I'm the parent of a Chino Valley
Unified School District student I'm here to strenuously object to Andrew Cruz's remarks at the September 6th 2018 board meeting that I'm still doing this after three years is astounding that mr. Cruz is still expounding on his bizarre an offensive beliefs is however simply beyond comprehension I was moved to address my first board meeting in August 2015 after mr. Cruz's controversial address
at the D at the July meeting for those who don't remember his remarks were delivered in a free-form rant weaponized with the language of homophobia sexism bigotry anti-immigrant sentiment and some very strange conspiracy theories all soaked in a marinade of evangelical Christian concern it had no place in a public school board meeting and mr. Cruz should have resigned in shame instead he
made an unconvincing apology and escaped further censored I wasn't at the board meeting of September 6th but I was astounded to find out that mr. Cruz was at it again this time fighting the faux treads of erosion of gender in her society abortion and sex education for our kids no doubt at the behest of Pastor Jacobs from Calvary Chapel of
Chino Hills who has made these issues something of a personal hobby horse if that wasn't bad enough the crowning moment of the evening came when mr. Cruz said and I quote you know Hitler with Germany it wasn't Hitler that was bad it was the people who followed the laws in the agenda unquote yes he actually went there in a supremely clumsy attempt to
include to encourage the embrace of local control of Education policy once again such remarks have no place on a school board meeting or at any sort of meeting for that matter six days later mr. Cruz issued an apology which he may or may not have written what is important to know about the apology is that it was tardy inadequate
and considering his past offenses insincere when one considers such a record of offensive bizarre and irrelevant statements from mr. Cruz one can only conclude that he has no place on our school board and I would urge him to resign immediately thank you if your comments of two weeks ago were just the first time you offended those of us who
called Chino Valley home your apology might have been accepted but this was just one of many times you have spoken at board meetings about what you believe a family is to the exclusion of many you have pushed your religious views on others costing this school district in excess of $300,000 money that should be spent for the education of the students
of CV USD and then two weeks ago you had the nerve to state that Hitler wasn't a bad guy I have entire branches of my family tree that were wiped out by Hitler and the Nazis so I beg to differ the founding fathers of this country wrote the first amendment to create a separation between church and state for
those exact reasons as teachers and support staff of CDU SD we must be inclusive of all black brown white red yellow straight gay transgender Muslim Christian and Jew alike we teach families of a mom and dad to moms and to dads grandparents those who choose to become parents through adoption whether those families live in mansions houses apartments or are homeless our hearts
are open to all this is the way our school board should operate as well your job as a school board member is the education of the students of the Chino Valley not advancing and politicizing your own agenda and that of your church as Elie Wiesel stated silence encourages the Tormentor never the tormented I cannot and will not be
silent I stand among many who are demanding your resignation from the Chino Valley Unified School District School Board do the right thing Andrew Cruz resign followed by Frankie V well mr. Cruz I have to hand it to you you sure know how to get publicity for our school district unfortunately it's the kind of publicity that has people from
other school districts not only in California but around the country shaking their heads and wondering what is wrong with the Chino Valley Unified School Board the answer is pretty clear we have a board member who is unfit for office when you said at the September 6th board meeting quote it wasn't Hitler that was bad unquote and compared those

kind of hateful ignorant from you is not unusual it's part of a pattern of vile rhetoric you have spewed since you arrived on the school board you may think that you can get away with spreading extreme conspiracy theories hate speech and lies designed to spread fear but the citizens of this community are waking up you and your cohorts from
hate groups like the Capitol resource group are trying to gain control of the school district you and James na invited them to invade our community to rile people up and spread fear and disgust aimed at students and families who are different whether they're gay transgender or even if they don't pray to the same God as you or don't believe

Cruz said quote comprehensive sex ed is a dangerous assault on the health and
innocence of children mr. na referred to textbooks as being rated X and further went to say any decent human being would agree with me neither of you ever clarified what curriculum you were referring to but I'm sure many listeners assumed you were talking about the curriculum used here in the CV USD I am a graduate of this district and now a
parent of children in this district and I also spent 12 years from two in 3 2 2015 as a teacher for this district at 3 different sites I taught family life to 5th and 6th grade boys and girls separately and I was also a high school health teacher for 3 years where I taught comprehensive sex ed with all of these claims you are
making about our curriculum I am wondering have either of you ever observed a class in person or attended any of the preview days put on every year where are you getting your information have you looked at our curriculum yourself I am very familiar with our curriculum I had my eyes on it using it for 12 years I have never seen
anything that would be considered x-rated in our curriculum if any teacher showed x-rated materials we could lose our jobs and our teaching credentials not to mention we want what is best for kids and we know x-rated is not appropriate for kids if you were referring to possible future textbooks I want to clarify that textbooks are not simply handed to the district to use
there's a whole process involving teachers previewing them and the school board then must approve those textbooks why are you even bringing up future potential books that are not even in use it seems to me that you are using scare tactics and attempting to frighten parents about sex ed additionally I want to address mr. Cruz citing the American
College of pediatrics at what seemed to be an attempt to mislead the audience about the American Academy of Pediatrics two very different organizations the American College of pediatrics as a group made up of 500 members and is listed as a hate group for pushing anti LGBT junk science the American Academy of Pediatrics on the other hand is made
up of over 67 thousand members worldwide I would like to share their most current recommendations regarding comprehensive sex education formal sexuality education in schools that includes instruction about healthy sexual decision-making an STI HIV prevention can improve the health and well-being of adolescents and young adults if comprehensive sexuality education programs are offered in the schools positive outcomes in can occur including
delay in the initiation and reduction in the frequency of sexual intercourse a reduction in the number of sexual partners and an increase in condom use in conclusion the sex ed plan currently a place in the district is not x-rated and it meets guidelines set forth by the American Academy of Pediatrics the most widely recognized and respected child development group in
the world I would appreciate it if mr. Cruz and mr. nog would do more to learn about thank you followed by Stacy Colby good evening first I need to thank the local CV USD families who are here tonight thank you for being here I will be handing out to each board member a full version of the letter I'm about to
read to formally notify you of serious and continued violations of board policy and bylaws by board member Andrew crews the facts that form the basis of this request are at the September 6 board meeting mr. Cruz made several offensive remarks including sharing misinformation about the parental opt-out policy and then offended families in this district with his personal opinions about the LGBTQ
LGBT community which violates CBUs D board bylaw nine zero zero five mr. Cruz also offered so called statistics about the dangers of sex ed attributed to a socially conservative advocacy group whose name is easily confused with the American Academy of Pediatrics using such a misleading information is outright deception and in violation of C V USD board bylaw nine zero zero five
and out the July 16 2015 board meeting mr. Cruz went on a nine-minute ramped and included that racism had nothing to do with the South Carolina mass shooting a defense of the Confederate flag a condemnation of same-sex marriage insistence that children should be raised only by their biological parents that illegal immigrants are bringing infectious diseases and that mandatory
vaccination vaccinations should be outlawed all of this is a clear violation of a cv USD board bylaw nine zero zero five while board members have the right to disagree and engage in debate that right has limits as each member is part of a unit of a over the district when acting within their official capacities board members must adhere to their responsibilities to
respect differences of perspectives among staff students parents and the community act with integrity and keep the district focused on education mr. Cruz's obvious advocacy of his own personal bias is in clear violation of board policy be Beach 9200 a which reads board members shall hold the education of students above any partisan principal group interest or personal interest mr.
Cruz's statements are extreme and divisive and undermine the work of this school board his behavior remains unchecked and rampant as such we are putting this board on notice any member unable to uphold his or her oath and act responsibly should resign immediately thank you bye Stacy Colby followed by Kelly McCluster good evening I'm in eighth grade and I'm here to discuss the
sex education in favor of the district in fifth grade the teachers separated the boys and girls and the principal mr. Durkin taught the boys there we learned about the menstrual cycle and the trimesters of pregnancy abortion was never discussed we were shown scientific illustrations of the female genitals not porn in sixth grade again mr. Durkin took the boys and the two female
teachers took the girls there we learned about the menstrual cycle once again hygiene and the basic female and male anatomy I'm here to say that no we were not shown porn videos or pictures or taught about anal sex I would like to address what mr. Crewe said about the lgbtq+ community my teachers who are part of the community are not teaching
me to be gay it's quite the opposite they are teaching me to accept one another and everyone is equal whether you want to accept it or not this community of teachers and students exist in our district he made them feel 'invalid with your comments they deserve a school board member who accepts them and treats them with value and dignity

Enfield the board teachers parents and all those present this evening my name is Stacy Corbett Colby I came to the Chino Valley Unified School District in 1983 as a sixth grade student at Glen
Mead I been attended Ramona Junior High School and Don Luca High School in my senior year of high school as ASB president of Don Lugo high school I served as an alternate student member of this board I remember getting a tour of this room and being in awe thinking about how important the decisions being made were when I was in college and
studying to become a teacher I returned to Chino Valley to complete my observation hours at Lydell and Walnut elementary schools I then became a substitute teacher for the district I left the Chino Valley and taught in Northern California for three years but then I came home this is my 20th year as a teacher here and now instructional
coach at rolling Ridge Elementary my mom has worked for the district for 30 years my brothers worked for the district for 15 years I am Telling You all of this so that you know how invested I am in this school district I believe in the greatness that we can accomplish my belief is so strong that I brought my
daughter who is now a second grader here and I plan to bring my second daughter here as a kindergartner I have to tell you though I was beyond disappointed last week meant when mr. Cruz spoke out against some of our students those who are transgender or gay and I was absolutely mortified when I heard the words it wasn't Hitler that was bad it
was equally disappointing to see as it appeared on TV a lack of response by the other board members and dr. Enfield it appeared as though none of you were fazed by the comments of mr. Cruz superintendent and fields recent letters sent out in response to mr. Cruz's latest offensive included the statement the Chino Valley Unified School District does not condone
support or agree with any language or actions that promote discrimination or hatred as a school district we are proud of our unequivocal commitment to respect unique backgrounds and personal beliefs of our students families and staff and to treat everyone with equality I strongly agree with and appreciate this statement dr. Enfield but I disagree with the statement that
you commend mr. Cruz for acknowledging his error he should have apologized he never should have said those things in the first place as a teacher coach parent and employee of this district I promise to uphold the policies and values and I ask if you as a board and you mr. Cruz do you make that same promise and what are the consequences
when a board member breaks board policy Kellie McCluster followed by Lisa Booth followed by Jennifer McDermott it is always the loudest most arrogant voices that are trying to hide the truth beneath the din of their own pompous voices the truth you were trying to hide mr. na and mr. Cruz is that parents do have the ability and the right to opt out of sex
education you are both in violation of this boards very own bylaws which states that an effective board member participates in professional development and commits the time and energy necessary to be an informed and effective leader each board member is required to educate themselves on issues brought before the board for discussion and to make themselves knowledgeable as to state mandates
district procedures board policies and board bylaws mr. na you supported the false belief propagated by Jack Hibbs that parents do not have the right to opt out of sex ed yet miss Orosco herself at the September 6th meeting stated not only does the district policy exist but you yourself helped revise the opt-out policy in 2009 either you
are derelict under duty and have no knowledge of the very district policy you in fact helped write or you intentionally and deliberately mislead parents to fan the flames of hysteria and post your religious agenda neither option is acceptable and parents in this district will no longer stand for it mr. Cruz you also push this false narrative that parents cannot opt out and you
further advocated for the board to violate state educational policies the whole nation knows how you attempted to justify that by telling everyone in attendance at the September 6 meeting that it wasn't Hitler who was bad your views are so convoluted and you are so desperate in your attempts to impose your narrow and erroneous views you went further than even I thought possible you
defended Hitler our children deserve better neither of you are capable of putting the education of all children in the district over your own partisan opinions do the honorable thing resign help this district save face and save its reputation thank you [Music] [Applause] lissa booth followed by the final speaker Jennifer McDermott you guys speak a lot about connection I just
thought I'd read a little quote that defines what connection is a connection is the energy that exists between two people when they feel seen heard and valued when they can give and receive without judgement and when they derive sustenance and strength from the relationship you advocate connection you speak about connection I think it's time you start exercising connection you have
teachers in your district that teach and and have programs on empathy am I correct you teach an advocate empathy right that's putting yourself in somebody else's shoes James I'd like you to put my yourself in my shoes you live in a Jewish household now your daughter goes to school as a Jew wearing her Star David when she comes home and
cries because some other kid said Hitler's great Hitler's Hitler rules you're going to hell because you're a Jew when your daughter comes home think about what you would say to your daughter think about how she goes back to school and what she should say or feel and then when she comes home two weeks later with a black eye because a
group of girls who were Christian decide that she is not worthy of belonging there because she's a Jew and comes home then you understand what it would feel like so exercise some of the empathy that you have your teachers advocating to their students and teaching them Andrew you you live in a home where you notice that your son is starting to
become a little disconnected and quiet and maybe his grades are suffering maybe he doesn't want to go to school anymore maybe he stays in his room a lot maybe he is starting to become depressed not hang out with anybody exercise the empathy of what that would feel like he goes to school and kids pick on him because they think he's gay he goes to
school a week later and decides to climb up onto the roof and says I don't belong here anymore I'm gonna throw my body off the roof what would you tell your son to save him so he doesn't jump think about what you would say to your son to save his life Jennifer McDermott good evening superintendent board members cabinet
members audience and friends out there good evening I'm Jennifer McDermott I live in Chino Hills therefore I'm one of your taxpayers I don't have children and if I did they would attend Here I am a teacher by minhas in La Puente and a very proud member I speak speaking to you tonight regarding your focus as a school board this is not directed at a
couple of you but I am speaking to you as a unit continuously we see all the votes at three to two from what I see two of you are striving for the best education and quality education for all students three of you seem to be voting just for your own interest this message is for you mr. Cruz and mr. na it's not
about you your position on the board is not about your personal choice of faith or interests your position should be all about education the quality education for all students in this community just like it is in hots in La Puente the education for all students everywhere the your position should not be what your pastor is touting with regards to
the lawsuit you continue to needlessly fight it's not about winning you seem to have lost focus it appears to me that you want to do what someone else says it's not what's best for the entire district that's what I think you think your job is to run an efficient district I urge you to make to stop making things
about yourselves look beyond yourselves look at the district as a whole you do your job the parents will do their job the teachers will do their jobs the community will do their jobs and I watching I see you guys sitting around watching are you all okay with what's been going on I hope not I hope to see

that end the state of California has declared declared October 8th through the 14 2018 as the week of the school administrator our resolution states as follows whereas leadership matters for California's public education system and the more than six million students it serves where as school administrators are passionate lifelong learners who believe in the value of quality public
education whereas the title school administrator is a broad term used to define many education leadership posts superintendents assistant superintendents principals assistant principals special education and adult education leaders curriculum and assessment leaders school business officials classified education leaders and other district employees are considered administrators whereas providing quality service for students extent success is paramount for the profession whereas most school
administrators began their careers as teachers the average administrator has served in public education for more than a decade most of California's superintendents have served in education for more than twenty years such experience is beneficial in their work to effectively and efficiently lead public education and improve student achievement whereas public schools operate with lean management systems across the nation public schools
employee fewer managers and supervisors than most public and private sector industries including transportation foodservice manufacturing utilities construction publishing and public administration and whereas school leaders depend on a network of support from school communities fellow administrators teachers parents students businesses community members board trustees colleges and universities community and faith-based organizations elected officials and district and County staff and resources to promote
ongoing student achievement and school success whereas reach research shows great schools are led by great principals and great districts are led by great superintendents these site leaders are supported by extensive administrative networks throughout the state whereas the state of California has declared October 8th through the fourteenth twenty 18 as week of the school administrator in Education Code 4401 5.1 and whereas

Orosco for her objective review of our policies in the California Education Code at the last board meeting we don't always agree as a matter of fact 99.99% of the time we don't agree but we are all about the kids you are definitely all about the kids and I have to we just sometimes the path
that we take isn't the same but it was refreshing for me to finally have someone on the board that believed that it was appropriate just like me to share the facts there were a lot of scare tactics that were issued there were there was a lot of misinformation and so I was prepared to really go hard but it was nice that I
didn't have to for once and so I really do appreciate you for that I want to address the fact that someone said that almost all of us were not fazed by the statements that were made I don't know if anybody took the time to see but I was very uncomfortable over here and most of the time I do sit far away and I
think that time lat that meeting I think my chair was almost off of the dais because I was uncomfortable absolutely not in agreement with anything that was said but we all have a role up here we all have a position and I respect mrs. fights position for those of you that may not know in 2015 I was board
president when mr. Cruz offended a significant part of the community including my own because he spoke about African Americans and so when he was done because I also believe that none of us need to be censored censored however if that needs to happen if we need a policy for that then that's what we need to move forward to because I cannot
endure another rant like that I've been enduring it I have tolerated it I have gone through it and I believe everyone has to say their piece but it's getting to a point where it is just too much and I still have two more years and I'm not going anywhere for those two years but can I continue to hear that
time after time I just can't so my silence was not to accept what was being said my silence was because I value missus Fikes and it was her position as a chair whether she wanted to comment about what was stated or not in 2015 I was chair I was president and I stated what I felt and what I believed
was inappropriate about the statements made so I just want to clarify because I think that we owe that to each other that we respect each other's positions and so it wasn't for me to say anything or to interrupt because that that is not appropriate so I wanted to clarify that I want to say that it these two
instances are not the only time I'm glad that the community again has risen but if you take the time to view videos this is something that is very common that I have had to deal with and listen for six years it's been a lonely road for six years and so I appreciate you I appreciate the fact that you are finally
paying attention to what is happening in this board room and the fact that there is an election and an opportunity to finally do the right thing for the students not for me for the students because they deserve that we have to represent every student gay straight black white asian you know same-sex household single parent household we are
entrusted with that responsibility regardless of our belief I my Christianity has been questioned that I'm less of a Christian I've taken that for six years not just by some of the members of this board but by the church members that come here preaching about Christianity and then tell me I'm not Christian enough you don't know me you
know and I don't care that you don't support me it was reelected without them but that is not what we should be about the division we shouldn't be divisive and so I just say that I want to thank all of you for finally waking up you know we went through it in 2015 and then it just kind of faded away and we can't
let it fade away this time there is work to be done for November 6th and I'm gonna end with this we don't need holy wars what we need is tolerance acceptance Brotherhood and simple humanity good night I'd like to thank principal at Chino high school John Miller spoke to our student house your principal and he said he's my homie
so homey tells you a lot of things yes you could say he's maybe waking us respect however for me whom he meant he's the person that I could support and protect that was the feeling I have was received and therefore I knew that he was doing a great job again making communications I love this great house it's mysterious son our
support your son as my own and that's from the get-go did your informations that you have received you can take it to the grave your grave because I can take it your opinions to my grave however I'll take the fact my grave if there's a one inch the mr. Cruz was a racist I'll tell you so why because I
came to this country 1977 also was I believe yes was there racism there yes does he make mistakes stupid mistakes yes but he's not that person that what you are trying to believe but you could take it to your grave because you'll find out when you die I I know when I light tomorrow morning I don't wake up I do know that he's not that
type of person if there is I'm the first one to stand up against it you talk about the healer why were upset with the healer was he a great general no he was a killer he's a bad person he killed killed innocent people not just an adult but little babies tossed out burnt how many millions okay so we agree with that
as an adult over the 18 years old you should know and I should know but he's not that type of person if you don't believe it so be it because that's on your own and you have right to your opinions and I have right to my opinions because it's factual because I work here every day I work with the kids I tell them now to be
a bully I tell them to be inclusive Martin Luther King jr. is one of the member that I really respect yes he covered the Equality yes because of him I'm here on the school board or other people why because he raised the moral value and the principle of this country so we have to respect everyone yes but we still
have to have a good foundation good family value loving each other working together I have a people that wearing a evolved yes you could be volved I am created but we are getting along fine we live in United States please please be seated clarify thank you thank you for your clarification so what I mean is as you
said the love okay we're here to love each other work here together but now for too long our time is limited who's over 50 years old I am - yeah you're gonna pass on so why we're here let's work together and and improve every day we need to improve and and and see kids or see family members as our

days my sisters and I have been cleaning out closets and taking clothes and they indicated today that they need personal hygiene I can't even think supplies thank you when I was a junior high principal we used to get a lot of things like that you know little individual packets of deodorant and nick shampoo I did call around to a couple of schools
and I guess they're not getting it but I would like us to write a letter of request to Proctor and Gamble and a couple of other businesses to see if we can solicit some donations for the Hope Center secondly I was at the opening of the new park or or the the groundbreaking of the new park adjoining chaparral elementary school it
was a really wonderful day and I tribute to the community and school district relationship now with respect to all of the comments this evening I want to apologize to the public for my lack of response to the comments from mr. Cruz at our last board meeting I received several emails but it was most dramatic when I heard from a former student she
recounted reading the play the Diary of Anne Frank in my eighth grade classroom as well as being affected by all the material that we covered she wrote I write to you today mrs. Sykes to express absolute outrage as an alumni of the Chino Valley Unified School District that you and none of your other board members took the moment
to reprimand mr. Cruz for his anti-semitic remarks at the September 6th 2018 meeting in fact you and your board did not thing nothing to stop the inappropriate comparison between health education and Hitler nothing to stop the demeaning remarks that invalidates the memory of 7 million that were murdered under this regime nothing she later wrote you taught me to accept
responsibility for my actions and inactions we as a society have accepted the idea of impact versus intent that was not adhered to here and I cannot fathom why I did explain to my student who is not a senior in law school so I've much to be proud of that I didn't speak out because I wasn't sure what I
heard that doesn't excuse not speaking out I could have asked for clarification and I didn't so I'm sorry truly sorry because I believe that not condemning those comments at the time was wrong I'm hopeful that tonight my reaction is clarifying in my opinion the comments of mr. Cruz at our last meeting were unbecoming of a credentialed public
school educator and unbecoming of a board member in the Chino Valley Unified School District I understand that mr. Cruz has apologized and that is good however it doesn't absolve his responsibility for comments that were obviously prepared in advance it's not a matter of miss speaking or speaking off-the-cuff I do believe he was trying to create an emotionally negative
connection between our state health curriculum and Nazi Germany which is completely unacceptable to me with that I adjourned the board meeting at 8:41 [Applause]
