I now become into the meeting of the Board of Education at 7 p.m. with Blair Cruz Gagne Schaffer and not present before we began please silence all electronic devices these proceedings are recorded and may capture images and sounds of those present that the Board met in closed session from 5:30 to 6:44 p.m. regarding conference with legal counsel existing litigation a student
readmission student discipline public employee discipline dismissal release conference with labor negotiators a CT and CSEA negotiations public employee appointment elementary principal and elementary school junior high and high school assistant principal no action was taken that requires public disclosure leading the Pledge of Allegiance tonight is Miss Erica late we're now at comments for employee representatives we don't see Brenda
Walker no Tomica see they're all in vacation yes community liaisons I see mr. Marc muchos Chino City Council good evening board members and superintendent dr. and a couple of couple announcements every Friday we're gonna be having their movies on the lawn there in front of City Hall starts at 6:30 but the movies don't start till 8:00 o'clock we have
some food vendors out there this weekend is going to be where this variety will be spider-man so it good turnout last week or expect to have a bigger turnout this week but we just wanted to invite it you know be open invitation for all of you and the rest of the people we're also going to be started in July our
concerts in the in front of City Hall on Thursday nights the lineup is on the city website if you're interested in attending that and we also wanted to let you guys know that it looks like Chino is going to be starting a wrestling program we should be starting sometime in September it's gonna be headed by the head coach of Chino high school Alex
Angulo and he wants to turn this into a program where he can get some kids and start feeding them into the Chino and Don Lugo high schools currently you guys do have a program out of Viola it's called a yellow smash and it feeds into the schools for Ayala and you know hi so we're hoping in the
future if the programs continue to grow we could do something similar to Clovis where they start off in the junior high in elementary schools you take down together between cities and make it a little bit more competitive but you'll be watching it's gonna be coming out on the Chi no connection and will indicate what the dates and the times are gonna

wishes to file a complaint against a district employee please follow that procedure no speaker shall exceed the three-minute limit the first speaker is Trisha collie followed by Brian gali followed by Sharon Shaw good evening everyone I'm Trisha collie I'm the treasurer of the Chino Hills High School general booster program as we continue to run our bingo fundraiser
at Chino Hills High we've been able to make some amazing donations to the school and its students in this quarter alone general boosters has donated twenty six thousand seven hundred and fifty seven dollars to Chino Hills High and its students this is over 70 percent of our net income from the bingo program we've been able to fund eleven
scholarships for recently graduated seniors we've purchased over two thousand dollars worth of training material for next year's academic decathlon team we helped fund a safe sober and fun grad night party we sponsored senior breakfast on the last week of school we purchased equipment for our PE classes and all of this is on top of our usual donations to the
special ed program ASB baseball swim water polo spirit leaders marching band and drum line with two Sundays left in this fiscal year we will donate another fifteen thousand dollars to football choir the HSA program golf and spirit leaders as the auditors last report stated general Booster Club is in compliance with all sections of the Improvement Plan and while we appreciate
this board and their interest in our program we are ready to continue our work we respectfully request that you allow us to continue the bingo fundraiser for the next school year thank you Brian don't delay Sharon Shaw followed by Ramona body good evening board I'd just like to introduce myself to the board I have been recently elected as the
incoming president for the Chino Hills High School general boosters we look to further our relationship with the board and with the community and with the school at large in process of becoming the president I've been there every Sunday I see the effect that has within the community of the clients and I see the positive impact it has on our
students purpose of education is not just merely the curriculum but it requires the full enriching extracurricular activity keep the students engaged mindful of the picture the chino hills' boosters have been a great asset to the school we compete on a high level our kids have been graced with the opportunity to have such funding and they have such
community and support for them I myself am a product of the community I moved here in 1976 I went to Glenwood elementary school fourth grade I went to Ramona we did not have Townsend at the time we bust and then I went to Don Lugo I've also done my education at mount sac Cal State Fullerton received my master's
in education from National University I look forward to continuing the transparency both fiscally and politically with the board and with the school we want a high visibility so at some point our goal is to have the board tired of seeing us here or in business I have some representative here once a month did the board monthly board
meeting I've actually would make it twice but with schedules that will see it permitting but at least once a month this will make us available for any questions concerns positive feedback suggestions and the way that we can continue to further our relationship with the board and continue the good work that we're doing within the high school I appreciate your time your
effort and look forward to the opportunity to continue the gaming that fund so many necessary programs on our campus Thank You Sharon Shaw and the board members my name is Sharon Shaw I live on Olympic View Drive in Chino Hills the backyards of my home and the home of my neighbors bordered undeveloped field on the east side of
rolling ridge elementary school as you know in 2016 voters pass major G they plan that outline where modernization and rent and renovation would occur in the school rollin rich elementary fell into that category and the planet lined where the construction zone in fencing would be placed at the school I made a copy of that for you in
that picture you can see that the construction area for rolling ridge was to be placed on the north side of the school but as I said I earlier I live on the east side of the school so when tractors trailers and eight-foot high blue mesh fencing showed up it took my neighbors and myself as by surprise on
the back of the major major G picture is another showing where the construction zone is actually placed in our back yard field one morning as I was miring the new blue fence I realized that for portable toilets had been placed just ten feet in front of me on the other side of the blue fence I'm sure you can
imagine what was going through my head since the breezes blow towards my house and we are coming into warm summer temperatures and that's the state my mind was in when I wrote a letter and mailed it to each of you since then I have talked to the construction workers on the job side two different times and the toilets were successfully moved to
the other side of the field rolling reach rolling ridge principal Paul M Thomas came to my home and apologized for the impact that the construction had but she also told me that she learned of the constructions actual start date at the same time I did when the blue fencing went up she had not been informed either her school's
web site now has been updated to the upcoming year and a brief explanation of the construction that is going on and the timelines have been added there's also been a sign added to the front of the skull communication in my opinion is the number one most important aspect of maintaining good relations it is especially vital if you have told people
certain things will happen but change your plans which has happened to us there are no district online updates for to show that the construction area was to be moved all of our back backyard plans had to be suddenly changed or canceled you can't have a backyard event when it smells like tractor gasoline or you have to yell at each other to have a
conversation as it is my neighbor has wedding photo memories with beautiful blue construction fencing in the background and she has him if you want to see them keeping people informed shows respect our ill feelings could have been avoided with communication for the future talked to us we would like to be kept abreast of renovation progress we would like to know the plans for the
field after the renovation we've been told that all the construction will disappear the gravel and the fencing will be removed and that field will be will be returned to its original state is that true we would also like to know if there are any future plans for its use I do have some suggestions but thank you my time is up you may read them for

us in the loop okay thank you thank you ye Eubanks followed by Katherine Osmond followed by the final speaker Michael Chiu hello everybody my name is EU banks and I've been teaching as a sh teacher here on in the district for the past 16 years I started at 2003 but I have been teaching since 2000 as a sh t teach teacher we
teach skills like reading and writing how to tie their shoes how to say their name no hitting no biting it's a lonely job we don't fit in with the regular teachers who talked about depreciated instructions AP testing grading and etc because we deal with behaviors toileting or medical needs more than grades which the moderate just not mild tomorrow
severe teachers can understand it's a thankless job because we don't have students who come back to see us to let us know that they got into Harvard come to yell that they are now physicists engineers or even teachers we don't see the students getting to major leak and say hey yeah that's my kid unless one of the students have an extraordinary voice
like Cody Lee we rarely see them after they leave the school they are around 1200 teachers in chino valley and only eight or nine of us teach motto severe means and we don't really ask for anything ever but here i am asking you to help us with red tapes first of all accommodate our needs all the district around us have contract
language is concerning caseloads for SH teachers most have language for between 8 to 12 in their class in this field it is especially important last few years a few of the classrooms started out the classroom with 16 to 17 in their class if you're teaching them reading and writing that's manageable but when you have six or seven out of 17 that needs
medical tithing or major behavior issues then all the teacher can do is control the behavior all day long with really no time to actually teach you can't really expect any progress in like that if there are 17 mccoshen with a lot of behavior medical and toileting then logical thing is to open up in our Akash room and divide up the caseload
that would only happen if we have that in the contract language which comes - which is part of the red tape then the next thing we asked for is computers in our classroom and we have to bake borrow and steal whatever we have inside the classroom for the students and even though they tell us that we can go to
the computer labs for the students to use but when you have students with major medical toileting or behavioral needs you don't want them anywhere near the new working computers that are mainly for the regular students all we are asking for is obsolete computers that you guys are not using anymore and to put it into our classrooms and
I've been told no many times and that there it is another red tape that we're asking help for please help us to succeed so that we can also go to to other teachers hey that's my kid thank you thank you Katherine Osmond followed by Michael Chiu good evening ladies and gentlemen and board members I my name is Katherine
Osmond I've been a teacher for 50 years here but that's not my point tonight I am concerned about the effects of too much digital exposure on students learning I spoke on this last board meeting and I think that I came basically tonight to make sure you understood my stance on it not that that's a terribly important I'm not against computers in the schools
I am against their being emphasized to the degree they are now and I wish for them to be de-emphasized especially in kindergarten first grade and second grade by third grade they need testing online and that seems to be a good reason for more emphasis when students come to me they can't focus and they can't learn very well because they can't
focus maybe I could say they don't focus but at any rate once I make a plea at back-to-school for reduction or completely off of digital devices for the year I can then begin to see which students are coming off and they began to do very well in class they can focus and also we make many remediations in
our curriculum for cell phone over exposure I also want to say that kids don't need a lot of help learning computers I know that Common Core says we need to have students career and college ready and that was the reason for extra computers and emphasis but most kids do very well with them even when they come to us in the early grades
I must accept those M teachers need to be in immediate interaction with their students and I SPECT and I object especially against babysitting use like if we have grouping problems we say to the level I'm not working with right now go online practice your spelling words I don't think they need a lot of practice with their spelling words they do pretty well
with them learning games also they can do those at home and other online things we should be doing different kinds of lessons for our other groupings than online work some students have told me that when they are done with work they're told to go online and do games do what I have to yes that's where I expect to see you
I just want students to learn in school have computers de-emphasized and I also want to see NGSS be not asking a question about a phenomenon and then answering all those questions online they should be answering them in a garden thank you [Music] Michael Chiu good evening ladies and gentlemen and poor members last time in the board meeting I come here to ask about the
health education framework and after the meeting mr. Andrew Cruz come to me and say hey you know Michael there's something that we know be opted out so I spoke to miss quiz Park and she said yeah I mean there's some information for example sexual orientation gender identity is going to be in science class gonna be in history class and cannot be
opted out so because one of my kids like both pink color and blue color so I do some research okay and I see environment is a big factor to change sexual orientation so I don't want my kid to be confused so I do some search to see a will happen if my kid is confused in the school and it's
very funny is I found one parent in Oregon they file a lawsuit of $1,000,000 - against the school district and I don't want us to nobody okay but I do want to keep track of my children's so I spoke to some of their parent we are going to get some fun all together we're going to develop online report system or
tracking system for all the parents so if there's any parent if after the class if any of your children that you don't feel comfortable or if you confused or there's any reaction that's not so good you can report it to the website and we can collect the data and we do not collect private information just for the

Schaefer at first like to start off by committing the gender booster or your diligence and
your efforts in meeting all the auditors recommendations I to look forward to moving forward moving ahead with relationship I couldn't agree more that that money is being raised for the enrichment of the students educational experience and it's providing stuff that the district cannot and I've said that from the beginning I do have one concern still and it's just related to maybe an
internal policy issue and that has to do with the the board member stipends it's something that I think as a district we're gonna need to look at so dr. encode I'd like to request that you look into maybe some surrounding districts and see what some other policies are as far as that goes as far as payment or
stipends to board members - my concern is you know where does it end are we going to start paying PTO or PFA presidents next I don't know and so where does it where does it end and so we need as a district need to get ahead of it figure out where it needs to be also in the in our consent calendar
tonight under contracts was a contract several contracts actually for speech and language pathologist the district has some on staff in-house speech and language pathologist we do contract for quite a bit of services in this area and dr. infield I would like to see I'd like to know the next couple of meetings or so what the district's plan is moving
forward to try to recruit and hopefully retain the ones that we currently have I understand it's an extremely difficult position to fill because it is very specialized and requires a lot of extra training and certificates but surrounding districts have them and so I'm hoping that we can do something to sweeten the pot so to speak to bring
some with him over to our district miss Shaw thank you I apologize for the inconvenience this is as you can imagine this was a very large organization sometimes things do fall through the cracks and we don't always know exactly what is going on at every single site as far as renovations and what the contractors are going to do
mr. Chesser if you don't mind though if you could kind of get maybe get her contact information and keep her abreast of what's going on and what's going to be happening in the future and then if you have any concerns please feel free to reach out mr. Chiu you're still here sir so you're absolutely correct in the fact
that there are certain issues related to gender identity and and so forth that is embedded into the new curriculum in California it's not the doing of this board though or this district the problem is is the state the California Department of Education has approved it and when they approve an issue like that all of the textbook manufacturers are
going to include that information because they want to sell textbooks in California is the largest market and so it's an issue that you're going to have to take up with with our state legislators and local representatives if you like information on how to get in contact with our local folks that'd be more than happy to get you that
information but the board is doing this best to maintain a very conservative approach dr. Anfield if we could please look into the tech issue in our modern severe classrooms see what we can do for those folks it is hard for them to to get to the labs also dr. infield we approved tonight the El Cap and we approved the
addendum for the federal portion of funding in reading through that I was kind of taken back a little bit by the number of times our community our parent engagement community each person was mentioned I know that that's currently a Tosa or a teacher on special assignment position I think maybe would benefit us to look at reclassifying in that
position and maybe doing whatever research we need to so a week to do if we could start that process I would appreciate that I think they have some administrative responsibilities and reading through some of the information and I won't just make sure that that position is properly classified I'd like to congratulate our Adult School campus they recently had ribbon-cutting for
their new HVAC training facility classes I believe are going to be starting or already started so it's gonna be a great program for for our local not just our students but for our adult learner resolved so back on June 8th they attended to the CD SBA or California School Board Association reception in San Bernardino senator Connie Leiva was
the keynote speaker and she spoke about a lot of the things going on she's also the chair of the synagogue committee which is a great resource to have in our district in our area there's a lot of bills floating in and out of her committee and the assembly side she kind of touched on some of the charter school
bills that are still pending and in discussions so let's have to stand by on that I just like I'd like to thank Senator Leyva she has made herself and her staff extremely accessible to me and to other board members and surrounding districts and like I said she's a great resource I was honored to attend the cromsby Allen award ceremony over boys
Republic yesterday and that was presented by the Chino rotary and today I was honored to attend the boys Republic graduation and award ceremony we had or for graduates from from boys Republic you know it's it's very humbling to go to that graduation and hear the stories of these young men where they started the obstacles that they've overcome in
the adversities they've had in their life I have such a young age and I'm extremely proud that our district is in partnership with boys Republic and providing the educational opportunities for these young men as they try to better themselves and create a future for themselves and then the only committee report I have tyent is Bolivar LP we had a very quick meeting yesterday
to approve the budget and the budget is in the black there was a small carryover to reserves and some things are are looking fairly well on their budget and with that thank you music Anya yes I first want to start this evening off on more of a somber note we had a tragedy occur in our community today and I think
it's important to note that my thoughts are with that young man and his family you know this is a very close-knit community and when things like this happen I hope we can all band together to support those in the wake of tragedy so changing gears which is a little awkward after that but a couple things I am the representative to the Chino
Chamber of Commerce in the Chino state of the city is happening this Wednesday at the Chiefy Community College campus in Chino opening from 11:30 to 1:30 p.m. I was able to attend the opening of the HVAC facility in program at the Adult School last Friday I want to note that this is the second cohort of students that has gone through that program it is
wonderful to see a collaboration between this school district and the Chafee community college system to provide a career technical education programs to young men and women in our community and I think beyond that that's it yeah dr. Enfield I I also have to apologize to miss Shaw you know I visitor her residence and I don't remember obviously you know we do have a
big district but we we do have to inform and follow up with the neighbors around rollin rich yeah so yeah I fully understand yeah it was yeah and as for Eubanks yeah you know having seventeen is actually a lot and it has to be lower than 17 especially the challenges you're dealing with and as for the computers
yeah why not have computers in the classroom what's the problem and with that list of obsolete computers you have a lot so it would be really easy to implement that so I support I support the computers and hopefully we can reduce that because it is necessary to reduce that and then you'd be much more effective like you said there's so
much going on so I understand that that is that could be serious and and Kathryn Osmond yeah with your wisdom you're saying good stuff because if I did with a lot of publishers and I this is a rumor but Texas is considering removing Chromebooks and bringing back textbooks you know that's the rumor I've been hearing but there must be a reason for
that and what you're saying you're tapping into something Chromebooks are good you know things like that but what to to what point right and so what you're seeing in the future you're going to be correct and they're gonna change up so you're the forefront right you're the tip of the spear it takes time for people to listen to you but eventually
you're gonna be right it's always the case right and yeah and I like to I like to mention the prayer lawsuit it just might take you know we wanted implication to continue it was appropriate to have imitation asking God to look out for our kids you know when we make prudent decisions and you know that is beautiful and you know as
for me as for many you know we had no choice you know to scrub away the divine to me is aggressive and hostile so thank you Blair I am on our school district website and the measure G project the measure G link has not been updated with any of the projects for this year so I I do think
that that's important we have this resource available that we indicated would be available to the community to parents and and so I think we need to spend some time updating it but I do want to share with our community members here that there's contact information so on measure G when you click on the link it'll drop down to the measure G
Oversight Committee the measure G projects those haven't been updated that's what needs to be updated but there is the tap for contact information and once you click on that you'll get the phone number and the email address of the staff the school district staff that oversees the project which may be a little quicker than getting to the
principal who isn't in the loop but the individuals listed for the division of facilities planning and operations would be the the quicker way to get the information you need or to ask questions but I do agree that we need updates on on our site for 2019 and what we're doing this summer so if we could include those in there and I would like miss
mrs. Gagne indicated regarding our our student in the community who was injured today many of us always assumed that because our children are 16 17 or 18 that that they're safe to go out there alone and you know with all of these apps nowadays to sell stuff from one person to another and they think that they're going to just me I I just want
to make $40 and I'm not using you know these sneakers so I'm gonna put them on this app and meet up with someone I we we need to be aware of what our children are doing regardless of their age because there there is you know crime committed and it doesn't matter where we live it exists everywhere and so I I do
want to share that you know I I feel horribly for the family on both sides of this issue and it doesn't matter if you live in South Ontario in Chino Chino Hills this is still these are still students in our community which is Chino Valley and we are a Unified School District so I I just ask that we all
take into consideration that every one of these students belongs to each and every one of us and so let's just continue to guard our our sons and daughters no matter what age they are so that's it for me tonight is our our last board meeting for the 2018-19 school year and as my first year as a superintendent I want to thank this
board for all of your support during the school year I also want to thank all of you publicly tonight for extending my contract for another year five and a half years ago is promoted from the assistant superintendent of Human Resources to the deputy superintendent and had six months to implement common core in our district and in that five
and a half years this district has gone through a lot of change and and I thank you I night for again extending my contract because it gives us another four years at least I know of continuing the the work that we do and it's almost it would be almost a decade long work and when you look at making change districts in
any institution needs to have a stability and so we're starting to see the fruits of our labor because change doesn't happen in one two three four years the research says it takes five six seven eight years or so and all the work that our teachers are classified our administration have done over the years has been a testament to this
district and I'm extremely proud of everything that they're doing and I'm extremely excited over the next several years to see what's going to be coming out of our district I know we do great things but I see more great things to come and we still have a lot of work to do and I know I have a cabinet who does
a phenomenal job in supporting and making things happen in our district and again I want to thank you for that vote of confidence tonight thank you okay my comments on yeah my heart goes out for our Susan who could be fighting for his life tonight may affect so my heart goes for him and his family Mr Blair is right
huh these are our children and I hope in our dream is in them so now for Chino Hills High School we had the same concern with SDC class and special classroom settings and yes we do need to have a low number of students that that's common sense I support that and also the technology part after receiving the technology the
teachers were able to really really improve on George's education because they are not learning on and on eco grounds especially in that especially at settings so I really don't like to ask duckenfield to make sure that we provide that technology support to Iowa high square as well a mere fact make the other high schools and then and in
double check so we do once we fix one problems at once then we we don't have to revisit yes man yes here the number one a gate teacher for our school district for now how many years and so really appreciate you and what you're saying it's all true because of you you're teaching my son was able to
graduate this year from college with all the good things because of your input and and Yuri truly had planted seeds on many youngsters hearts and and we're receiving those results so thank you mrs. Osmond for being with our children thank you HVAC yes it was a great moment I really wanted to take that class and maybe be professional and and help out
all of you guys here and and I'll do it for free and it gets too hot and you're a condition doesn't work I'd like to go there and help you but yeah but the I was so happy to see non marks they are talking to all these students taking these classes with great excitement sand they're from the teenagers to all the
way up to I think 60s or or older and they were very appreciative that these marks really spent her time in talking to them individually with great excitement because for them it's a second beginning in their lives so they were very appreciative and I'd like to also thank you shot you're gonna become famous your retired teacher and and you
serve so many students and matter of fact in high school she was invited to attend because they could not forget her name and that's what counts I like to make sure Greg would you go visit the community it's not many people it's just like five homes was it yeah make sure that they get updates on because they really have a great pride
in our school and we need to work with them so I like to thank you for coming on this evening now I like to have you know here's booster club stand up and let's give them a grand of a pass stand up you guys deserve that yeah thank you so much sometimes we do lots of work and we
don't get many things same thing goes with our teachers that CAC members but also parents like you guys that have been very dedicated for many many years and you had that drive to serve it served especially kids that were most needed and you taught many things to our youth on that campus so I appreciate you and I
