existing anticipated litigation public employee discipline dismissal release public employee appointment elementary elementary school in high school assistant principals and public employee performance evaluation the board voted to appoint the following individuals by a unanimous vote of 5-0 Gabriel Ramirez assistant principal Don Lugo high school effective August 16th 2019 Vanessa Friedman assistant principal butter Ranch elementary school effective date August 19th 2019
Linda maca C assistant principal ala high school effective date August 16 2019 and J Han Lee assistant principal hidden trails elementary school effective date August 16 2019 additionally the board voted to accept the resignation agreement and general release between the district and certificated employee eight 0:08 pursuant to the terms of the agreement certificated employee eight zero zero
eight will resign effective August 15 2019 by the following boat crews Gagne Blair Shaffer now voting YES no further action was taken which requires public disclosure leading the Pledge of Allegiance tonight is mr. McAfee first up is assistant superintendent of facilities Gregg's d'être with a measured G update so the entire metro G bond program is based on our long-range facilities
master plan that was board approved in 2016 master plan covers new construction modernization safety and security additional additions and renovations and site improvements and then 21st century furniture for all of our our classrooms and schools the timeline for measure G began with Jim Ovalle voters approving the bond measure of 750 million dollars in November of 2016 in January of 2017
the Board of Education approved series 1 & 2 implementation plan which basically covered projects that were pulled from the master plan February 2017 the measure G citizens Oversight Committee was formed some members are in attendance tonight thank you for being here in March of 2017 the board approved the sale the first issuance of bonds and then in May of
2017 the first issuance of 208 million dollars in bonds was sold and basically the money was deposited into the district's bank account for measure G projects this is it's hard to read you can't see the fine print there but this is the implementation thermometer for series 1 and basically it covers all the projects that are covered with the first
208 million dollars the biggest chunk of that money was 96 million dollars for new construction and the new construction projects are Chino high school reconstruction high school and Preserve school number 2 followed by modernization of Iowa high school cattle Lydell Oak Ridge elementary schools as well as countries I'm sorry as well as Cannon Hills and Townsend junior high
school district wide safety and security projects which basically until keyless access Hardware it Arsenal sights security cameras upgraded or brand-new security alarm systems upgraded fire alarm systems and upgraded public announcement systems PA systems and then we've got the addition and renovation categories which totals thirty one and a half million dollars conditions are the the new high school
science building at Iowa High School as well as the rig site the Science Building at Briggs k-8 school and then lastly we've got money set aside for the 21st century furniture that I spoke of previously up next is our video this works as a result of the measure G bond passage in November 2016 many capital improvements have begun in the areas of
new construction modernization safety security as well as the addition and renovation of science classrooms the reconstruction of Chino High School began in October 2018 with the relocation and improvement of the varsity baseball and softball fields phase one construction will continue through 2021 for the classrooms and Phase two through 2023 for the theater gymnasium other athletic fields Aquatic
Center and ancillary facilities the first two phases of modernization at cattle Lytle and oak ridge elementary schools are now complete students began the new school year in newly modernized facilities including classrooms equipped with 21st century furniture technology and security upgrades phase three modernization efforts at these schools are well underway and are projected to be completed in 2020
modernization of country Springs and rolling ridge began this summer with the installation of eleven interim housing portable classrooms at each site students and teachers relocated temporarily to these portable classrooms while renovations take place in the permanent buildings classroom interiors have been demolished and prepped for new roughed in utility infrastructure installation of improved safety and security measures began in early spring
and is completed at all high schools the high schools are now equipped with security alarms and security cameras keyless access to classrooms are now operational with coded keypad for extra security on exterior doors single point of entry modifications have been completed at every school site with the recent completion of work at Cal arrow preserve Academy and iola high school
the next phase of safety and security upgrades will commence at Woodcrest Magnolia and Ramona junior high schools this fall the construction of a new science building with 14 classrooms is underway at a Yola high school the structural steel has been erected with framing of the building underway completion of this state-of-the-art science building is scheduled for spring 2020 this summer
Iola High School gymnasium and kitchen received new HVAC and acoustic upgrades installed in the gym the interim housing at Briggs K through 8 was completed this summer to make way for a new science building with seven classrooms the construction will commence shortly and is expected to be ready for occupancy by fall 2020 new science classrooms at Magnolia and Ramona junior high schools
are also being completed and will be receiving new furniture and equipment classrooms will be ready for students later this fall since the passage of measure G in 2016 208 million dollars in bonds have been issued today more than 52 million dollars have been expended on critical school facilities with another 156 million dollars budgeted to complete additional school projects in the first
issuance in the near future the community can expect to see the construction of Chino high school classrooms modernization of additional schools addition of new science classrooms and continued efforts in security upgrades throughout the district Thank You Chino Valley taxpayers for your commitment to CB USD students measured G projects are made possible by your generous support quick question
regarding the sound is that only for the official the campus or also extends to the football feels the Aquatic Center because some of those systems sound systems are with the PA system right right yes that should cover the entire campus at any any school site that it's going into and we have had some problems in the past where an announcement would
be made at a school site but they couldn't hear it in the stadium or right other other parts of campus okay so they were all included they should be covered at all four high schools we'll follow up just to make sure everybody else okay thank you any other questions from the board see you not great job thank you
thank you next and final presentations from assistant superintendent of HR reach right out good evening president board members superintendent in field cabinet and community is my pleasure tonight to introduce the human resources team that will be going over the Staffie and enrollment reports for the district this is the goal of this presentation is to give you the current state of where we
at with our enrollment and staffing before we do that I'd like to introduce the team they'll be presenting to you and the primary purpose is that for you to have a face to put to the people that are actually in the leadership team within human resources that are doing this presentation so to my right is Isabel Prentiss Director of Human
Resources teacher of in teacher induction coordinator Teresa Shockley and director of Human Resources Frank are safe starting out I would like to point out where our current state is in terms of students district-wide over the past numerous years we've had a declining enrollment district-wide and this year that trend has continued from the 18 19 to 2019 20 school year in our
elementary schools we have lost 435 students and those are students that at this point in time this year we're not here at the end of last year in junior high school we are 83 students less and in high school for the first time several years we actually do have a positive growth of positive 8 students district-wide this
does bring a trend of 26,000 eight hundred students from 27,000 310 which means we are currently down 510 students at this time just so you know these numbers will grow up probably through Labor Day where they will start to stagger off a little bit there at our elementary sites you can see these are the specific locations and what has
happened to the enrollments from the 2018-19 school year to the 2019-20 school throughout the district you do see a decrease in students and this is a trend that we do see where our incoming kinder classes have a lower enrollment than our outgoing sixth grade classes and when you have you tend to have declining enrollment overall so in our elementary schools we
are down currently 435 students compared to the end of last school year in junior high school the Train is a little bit different where some of our schools have increased in some of our schools have decreased in terms of overall enrollment some things to point out as canyon hills junior high school has grown Kalli reserve academy continues to grow
obviously as we hear but some specific schools like Ramona and Magnolia have decreased in their enrollment so currently in junior high school we're down 83 students this year in high schools we do have once again a mix of positive growth and some declining enrollment most most I guess a bigger trend that we should see is Chino high
school and Don Lugo high school are growing which is a positive trend for us with those schools where as in years past those schools have had declining enrollments so that is a positive trend for those schools and overall in our high schools we grew by eight students now one of the big things that's been a a key component for us in terms of
things we've had a focus on in this district is is decreasing combination classes one thing that we've done a great job with as opposed to about six years ago we really had a large number of combination classes in our district with 70-plus in there with board support community support we've been able to decrease that and make that a a subject
of something that we have really prioritized and last year we had nine combination classes and this year we're up a little bit to 11 we do think that we may be able to decrease that 11 a little bit in the upcoming days as we balance classes we do also want to highlight that our HR department staff works hard to make sure
that we fill all the vacancies as you know we are a pretty large district with a total of 3,700 employees we have 1,300 seminarians certificated a little over 1100 classified about 147 members of management about 380 for certificated subs 241 classified subs and 433 coaches we also want to share with you that we're constantly processing new hires
resignation things like retirement last year we had 88 teachers who either resigned or retired and we had 25 teachers on a temporary contract that were released for a total of 113 we also want to share with you that in terms of this school year we've hired quite a bit of certificated staff including a counselor three nurses psychologists and
87 teachers and those are from various sites and departments including special ed for a total of 92 total certificated new hires so you might be wondering with all of these new hires where the teacher is going and so what we thought we'd do is we wanted to present to you today the number of teachers at the elementary
level we hire 35 teachers and if you take a note Cal arrow continues to be our k-8 school that continues to grow they receive six new teachers so this slide reflects where the teachers went and if you take a look at Walnut Newman and Marshall they each received four teachers and then there's sprinkled throughout the district thereafter in regards to her junior high
schools we hire ten new teachers three went to Magnolia and Canyon Hills and Ramona received two there's some additional schools that received a teacher but most notably Magnolia received the most teachers at the junior high school level the high school slide reflects again where our teachers went both uyama high school and Chino Hills High School received 11 new teachers
this academic year we wanted to know Department hires the number of teachers there were eight and Department hires that oftentimes can stump some individuals I just wanted to clarify that that is special ed teachers teachers elementary music and so forth so that would have one went under Department hires and then for classified new hires this slide reflects
essentially the classified new hires in the 1819 school year so that number that you see is a total of two hundred and twenty-four individuals that were hired for the last academic year the school sites received a hundred and fifty four and you classified employees and then all other employees were trickled throughout the district if you notice 1920 it might be a little
confusing because you're thinking wait a second there's 39 total hires in 1920 please remember that that is the to date a number so from July 1 to date it's 39 we are hopeful in a lot of ways that when we get to the end of the year and do this presentation again for you next year that you will
see that it is very comparable in terms of the amount of new hires hi as you know we reactivated our induction program in March 14th we were approved by the state so currently enrolled in our program we have 131 teachers on glimmery credentials so that doesn't necessarily mean people that were just hired this year but people who
maybe for whatever reason did not have a clear credential and also in addition to that some of the new hires we hire have clear credentials so it's a mix of people who've been in the district and people who are newly hired this year we also to work with those teachers we have 72 mentors four of them have been hired
from outside two of them are retired see the USD teachers and two of them are completely new to our district wonderful people so we have and then the rest are people who are in-house who are working with the teachers they work with one or two teachers at the most so there's 72 mentors but the people we hire the
retired teachers the people we hired from outside can handle more working with more more teachers because they have the time so as a part-time part-time position so anyway so this reflects the teachers we have in our induction program in addition to the mentors that we've hired to work with those teachers with that being said you can see we do a lot of hiring and Human
Resources Division and you know I just want to put a shout out to the team and Human Resources our our classified staff that's in that it does an extremely great job of supporting each and every employee that comes in we take a lot of pride in making sure that the first space they see on their way in is Human
Resources and that people have a positive impression from that so I want to thank our team for doing that that's not here this evening having said that with combination class reduction and board support amazing teachers administrators and staff great students and parents I think it's one great start to learning and I'll be happy to answer any questions for you
first mr. Wright I want to thank you and your team for this presentation I'm very excited to see growth at Chino high and Don Lugo high school what do you think are some of the factors that are enabling that growth well I think there's a multitude of factors I think there's a definite district initiative from our curriculum
department to support programs that are taking place at those sites and I think we're starting to see the fruits of the labor of those teams putting those together and it's just just a testament to the teams that Don Lugo and Chino high school as well those districts supporting them the families are there that really I think are moving that
direction and getting students to want to be at Don Lugo and you know don't want to stand all the noise you know mr. Schaefer thank you very much for the presentation just a quick question and for actually for clarification when you said new hires those are not new positions that's backfilling positions that were they can to do the through
resignation or retirements correct or a combination correct except for a new hire theoretically could be somebody in a promotional position also so on our classified side obviously the most in most positions are people looking for movement upwards so theoretically you could have a new hire on the classified side that may not be new to our district okay in the terms of overall employees
in the district last year this year are we close we have we added positions decreased positions our relative positions have stayed pretty similar considering we have declining enrollments so you do see a decrease in overall number of elementary teachers primarily but not as significant as the numbers would portray so if you took an exact student ratio to teacher it's not
that same exact ratio we have more teachers because we have a high priority from our border community to make sure that we don't have combination classes and so therefore you won't see an exact ratio but it is pretty similar to what we've seen in our past reigns okay thank you for that clarification I just wanted everyone to know that we're not adding
positions even though we are in declining enrollment so thank you and I'm not sure if you have this information on hand but you know that quite often we receive emails about the capacity at each of our high schools and so a Yala high school was one of those that we received quite a few emails last year as well as
Chino Hills High School it their enrollment this year is 26 18 which is a decrease but what is their capacity at that high school you know what I don't have that number exactly I'd have to get that information to you okay and I'd like to read it out at the next board meeting because I I know that that will
be an item of concern to the community yet again I believe it's around approximately three thousand three thousand a Diyala yeah high school and so they're at 26 18 and 26 95 because last school year we received emails that were saying they're overcrowded you know you're already beyond capacity and so I think it's important that we share that
we are not at full capacity at either of the high schools that is correct okay Thank You mr. Cruz I'm very proud that we have reduced that from 72 down to 11 I mean having a combo class is very difficult for teachers so it's an acknowledgment that you know we're very um we're very attentive the teachers needs to reduce that convo so that's
very good and also the mentoring nice thing about the mentoring that the teachers won't have to go to outside to fulfill their clear credential they could do it here now in house and better yet clear their credential will be tied with their educational experience so that's more power for the teacher than if they were going out so that's a good
thing we have audience here could you explain to us what 510 students represent we're losing 510 students so it's impacting our budget because we're funded for 88 that is correct every student that we that is not enrolled our districts on an ad basis would decrease our funding about how much per student approximately business explain $9,000 per pupil who
and that's times 510 so I believe we need to really brainstorm and work with everybody how to reverse that if there's any way that we could collaborate with our community members so that we could be more attractive to the public more so than other school district thank you we're now at comments from our student representative and Audrey and her first
meeting welcome good evening community members board members superintendent and field I'm Audrey Inge United student body president at Iowa High School and I decided to be the student representative this school year I contacted representatives from each of the high schools in our district regarding back-to-school registration in the first day of school I'm happy to report that they all came back to me so
first we have Justin Rendon who is the sac vice president this year at daum lugu high school he says that the first day began with the freshmen reading in the gym so they could be welcomed to Donnelly ago and me all the teachers they will be having they gave them all of their class of 2023 shirts and had a
big trivia game that led them to the administration office they also had a guest speaker and then the next day at the second day of school they had courses for each grade level for example juniors would learn about the SATs and how to start a resume for jobs and the college applications seniors would learn about taxes and life after high school
and the many routes they can take and then headed to their classes to meet their teachers and this Friday Gianluca high school is having a road trip themed rally called greetings from Donna Lugo where each class is assigned a famous road they're excited to host the rivalry game this year between Don logo and Chino high school next we have ASB
president Riley at Chino High School she states that registration went really smooth on their campus and everyone was able to do their job the first day of school started off with their senior sunrise and they had a really good turnout EAS speeds at a high five tunnel to welcome all the students and everyone in the student everyone in the school
met at the quad and their principal send them off to class after that they had lessons on how to be a good student followed by a scavenger hunt at the end of the day the band marched and played around the school as per tradition and lastly otter polyps are passed out after school to celebrate the start of the new year
moving on to PES ASB president Shawn Lamaze knee at Chino Hills High School so at Chino Hills High School the first day of school is actually a backpack free day in the morning the seniors enjoyed their senior sunrise to kick-start their final year of high school after classes they had a field day with the students to enjoy jumpers
entertainment a DJ and food vendors to end the day there ASP leadership class is excited to put on their school dance which is toga themed um lastly my campus Iowa high school so back to school processing and registration room smoother than expected considering the gym was unavailable for us to use we were really excited to use the new air
conditioning but unfortunately that wasn't available to us we were able to welcome the freshman to campus and took them on a tour of the school on their registration day the original plan for the first day of school was to have an assembly for their freshmen in the gym to welcome them we were planning to bring in a guest
speaker and have the leadership students lead small group discussions and activities unfortunately the gym was still unavailable to use so instead had a morning activity with music to welcome all of the students and tomorrow we plan to have a lunchtime activity and after-school activity to end their first week next Friday is our first rally of the year the fall academic rally to
recognize our students in an academic achievement it is a Marvel vs. DC superhero themed rally with the slogan i all's grades are marvelous accompanied by a spirit week and the rival league the rivalry game battle for the bone with senior Hills High School will take place the following day in our stadium and this year Ayala highest functional high school
working to create a really positive communication line with our ASB leadership classes and USP leadership classes so we invited gina hill's ASB class to our campus before the game so we could bond and have some dinner and then we're going to all hold American flags together at the start of the game so we'll all be dispersing throughout thank you awesome Thank You
Audrey this was your first meeting in yes with the Kip our flag strong and I can see there our dad proud that there could you stand up and thank you for raising a good daughter [Applause] we love our country and and in our future really our is through our children so thank you we're not comments from employee
representative Brenda Walker from a CT good evening president our board members superintendent and field district cabinet and community I'm Brenda Walker president of Associated Geno teachers and I'm proud to represent our hard-working members that includes teachers speech pathologists psychologists nurses counselors and behavior therapists we are ready ready to work alongside the district and our dedicated hard-working administrators
and CSEA members to support our students as they accomplish great things experience new successes and meet the challenges of this school year I need to emphasize hard-working because it was no easy feat for some to get ready for this school year but they all did it with the same energy and determination that they're going to use every working day
to guide and educate our students now I remember getting ready for school during the summer I pick up some items on my way when I travel here and there I'd stay in touch with colleagues to make sure that we're all on the same page and then I do some lesson planning but getting ready for the start of the
school year has gotten more involved this summer educators spent hours of their time even up to this past weekend getting ready getting their classrooms ready to make sure that students walked into a safe welcoming learning environment we do say this every year educators are working on their own time it just doesn't happen in the limited time that they're allowed it
when they would report to work one or two days before school starts and I just want to acknowledge the time that they spend away from their families the growing red for Eadie movement recent actions and teacher strikes across our state and the nation and the initiative schools and communities first all focus on advocating for the public education
funding all students deserve we all believe that public schools could use more funding funding that will address class sizes materials safety social-emotional learning mental health services and the recruitment and retention of highly qualified educators just to name a few priorities a CT and the district's negotiation team will be meeting soon to continue working because unfortunately our contract expired in June but we hope
that the district and the school board will continue to work with with us to demonstrate the commitment we all have to ensuring our educators know that they're valued and appreciated to remind you of our commitment to working with you all I have an AC tea mug for every school board member and dr. Enfield this is to remind you that I'm happy to
work with you happy to meet with you for coffee and to talk about how we can move our district forward associated Chino teaches is committed to working with parents our natural partners and our school community to provide a year filled with active learning experiences speaking on behalf of the Association I want to wish everyone a really good
school year thank you [Applause] now we have then your Hernandez from si si good evening president Nam board members dr. Enfield cabinet and community I'm happy to report that on July 29th through the August 2nd CSEA held their 93rd annual conference we were able to send 10 delegates and we actually had 200 guests dr. Enfield and mr. ride out
both were invited and attended our annual conference we hope to actually extend that invitation to the board members it was our very first time in a very long time that we've extended invitations to guests so it was a new process but very happy that they both attended and I hope they had a good time on October 12th CSEA will be CSCS
associated will have an MNO academy at Upland high school a few of the topics that they're gonna be training on is alice alert lockdown inform counter evacuate training crisis stress management alcohol drug and narcotic wareness and violence and gangs we again we've sent members in the past we hope to send more again this year again our paraeducator conference is going to be
held this year in Ontario last year we were able to send a handful of Delegates our excuse me instructional aides to Sacramento this year it will be March 17th through the 19th and again we hope to send some members to that also with that we missing it's gonna go by fast enjoy it and to everybody else we just
like miss Walker brought out we hope that you enjoy your year it's gonna be a great year staff driving through the district it was odd to see cars parked next to a classroom because teachers were getting ready for the school year staff was getting ready for the school year principals admin it was all hands on deck to try to get ready for the
beginning of the school year so we hope everybody is ready because it's gonna go by fast thank you know we have Tom Mac you see from champ good evening everyone just I represent champ that you know administrators in the district both classified and certificated I wanted to let you know that AXA region 12 nominations for administrator of the
year are officially opened let me know if you have any questions about nominating won our first champ meeting is tomorrow morning at the Denny's Sokol Canyon at 6:00 about 6 a.m. tomorrow is the first day is the end of the first week when all schools all schools not just kalkaryn minor just remember when all schools are back in
session and the reports I've received that it's been an excellent beginning of the school year maybe a little hotter than we would like but a great first week some schools have even had their back-to-school nights leading up to the first date days site and district administration has done an awesome job preparing to lead with focus teachers have done a great job of preparing for
their students and classified staff have done an excellent job making the school Sparkle and the rest of the staff shine I want to especially give a shout out to the HVAC guys who have been respond and maintenance have been responding through so many a/c calls this week I betcha they can't even count on finally I just wanted I know personally the schools
back when I've logged more than 20,000 steps a day and I don't even have that big of a school so thank you good to be back good to have everybody back and like I used to say it's like it's a school is nothing without the families and the kids and the teachers so it's good to be back thank you

I'm excited I've been a lifelong Chino member and excited to be here and represent the school district so um I know mr. Schaeffer the day that you appointed you had some questions if you have any questions I know it's a packed house right now but I'm here for you guys and just attend the meetings and bring my reports from the Commission to
hearing anything vice-versa so I just want to say thank you each and every one of you okay blessed to have you here and and I hope and pray that this would be a great mission field for you thank you thank you okay Melissa compani well good evening president nod school board members superintendent and field cabinet and community members my name is Melissa
and I am here representing your County Supervisor Kurt Hagman supervisor had been and did ask me to come out tonight he has an event coming up that we're hoping everyone will prepare for in honor of National Crime Prevention Month we'd like everyone to join us for a document shredding event this event is coming up on Saturday October the 26th
from 9:00 to noon it is free we're giving advance notice so people have time to go through and collect their documents that they really don't want getting into the wrong hands it's gonna be nice and convenient for our Chino Valley Unified families this event will be at the Chino City Hall on Central Avenue in Chino and I don't know
I you've probably seen one of these checks before it's pretty amazing the trucks come in and everything's gone in the blink of an eye while you're watching so that's a very nice thing so to have an opportunity to do this as is a good thing we are asking due to the popularity of these events that you limit your shredding materials to five
standard sized filing boxes of documents per vehicle and that's it thank you very much oh that is October the 26th from 9:00 a.m. to noon I wanted to wish everyone a very happy healthy and productive school year it also coincides with the city of Chino I just got this information they hold every second and fourth Saturday of each month to the whole

political agenda in a sense in the game of immorality no group or political entity has a right to demand that we as parents subscribe to their belief system let me state that in the simplest terms our children are ours we use the public school system to assist in the academic needs of our children the moral compass of our children is ours dissent it's our
responsibility not the government's we seek counsel from our religious communities to foster our children's moral compasses as educators can you not see the cause and effects of California's current minor laws in divisive rulings this new curriculum is in advancing their subversive and divisive agenda in many ways in attendance may not know exists I'm referring to the California minor
consent laws minors of any age may consent regarding areas that include pregnancy contraception abortion emergency medical services rape services for minors under the age of 12 years in skeletal x-rays to diagnose child abuse and neglect in the case of confidentiality or informing allegations in the areas of pregnancy contraception abortion a manor may consent to receive services and procedures without parental
permission and the minors consent must be obtained to inform parents services part of this of course we have up to 3000 pre-birth Americans murder daily 63 million abortions since 1973 the curriculum being used to navigate our children away from our family morale and a more emotional support supporting their control over our family unit by the state in snot 64 the Ten
Commandments God's simple rules for life were removed from the school's public school system do not cover others your neighbors stuff do not covet thy wife their wife do not steal do not commit adultery do not murder just simple things and there's more of course but they still hang of the Supreme Court let this not fall on deaf ears parents and

Moralez that are taught at the home and through our religious rights that we have mainly through the what I'm addressed now the LGBT which is being promoted at this time by a small minority and this small minority seems to get a loud voice in for the majority of the people the gay and lesbian lifestyle has is not a a natural to
procreation as we see for the better man of our children this unnatural lifestyle has a very high suicide rate in their community very high STDs that are spread throughout their own communities and we try to protect our children from these types of things so we'd like to plead with the board and their decisions that they make as far as these new teachings
that are trying to get into the lives of our children at such a young age the American Journal for preventive medicine has done one of the largest studies that also show that there's mental health issues even before the suicide to know and the LGBT that does not commit suicide they also have mental illnesses this is homosexuality is a perversion a
lifestyle not a right and we do not have to adhere to this we have our rights also in staying with the moral compass of that Bible that's behind you which I'm sure you know our country has been founded upon and has brought us to this point as the greatest nation in the country and we don't want to undermine

gonna get to the straight to the chase okay this curriculum is a direct and coordinated attempt to engineer and shape our children's way of thinking and opinion of sexuality and sexual preference okay children are innocent and naive and adults we can handle it but that's not why they're trying to push this down our children the LGBT community knows this they are trying to
shape their way of thinking because they need heterosexual families and children's to survive okay so with that said they have to they have to make it acceptable and it's not now except just acceptable it needs to be celebrated okay it biology and sexual intercourse within the confines of Education how is sperm and a female egg generate life and
a new human being that's okay but sexual preferences techniques moral and ethical decisions should be left to the parents this I respectfully and sincerely hope that this board will listen to the opinions and wishes of their constituents which is the citizens of Chino and chino hills' and vote accordingly we will be watching how you vote and we'll be holding you

Enfield has written on board members there's really very little to like about the California healthy youth Act 83 29 but I understand the position that you all find yourself in this is a state mandate and no school district is exempt
from complying with the state mandate and I truly believe that you are going to do your best to protect our students as much as possible with the power that you have I know that curriculum has to be chosen and implemented a decision about what grades are going to learn this sex education I'm grateful that it's not going to be in the younger
grades I know that there are some school districts in California bringing it to the younger grades and I know that you are also allowing an opt-out and I hope that the district will do more to make it available to the parents I heard that one family found when they got the pack at home that they didn't see the opt-out
form so I don't know how that's going to work but maybe you can look into that and make sure that parents understand that they can have an opt-out and that you'll find something for the children to do the day that that's been taught but there's a lot of misinformation the face of Facebook and you name it Twitter
and it's just going crazy and I'm sure you've probably seen it all I've seen it too but to help clarify some of that misinformation we are hosting a conference regarding comprehensive sex ed at Calvary Chapel Chino Hills on Saturday August the 24th it's a free event the public is welcome we have people coming from all over the state we
have over 1400 people already registered it's going to take place from 9:00 to 4:30 and we are bringing people in like Matt sharp from Alliance defending freedom who will go over the law and talk about what's really required the school district and of the of the children so please let people know and come out and get the facts because I
think that sometimes you are all getting blamed for things that you absolutely have no control over and I've talked to some of you so I know where you stand on this issue I know that you must comply with the law and I hope that you will continue to dialogue with our community and to make it a safe community for our
kids Thank You Jennifer Bell members of Board of Education and parents my name is Jennifer and I'm in a 500 Chinese parents in Chino Chino Valley District and we're very concerned about the CSC program that's been pushed upon our school district and just yesterday I went to take a look at the curriculum and I just have a couple questions but
the junior high which is a package of few pages of PPT so I didn't get to see the actual text but material so I like to see that as possible and then for the high school part there's a PPT and also the teaching teachers guy so it's quite thick and I'd have a little bit time to scan through and so I've questioned from
the page the first pages of the unit one where it talks about gender equality and I have questions because it talks about different sexual orientation and it seems to teach our young people that we should respect people or you know sexual preferences in which I I do respect people from they're gay or lesbian or transgender I do have great respect to
the peep to people of different sexual orientation but it does not mean that what they choose to the lifestyle that they choose to be is normal so I feel that if there's a danger when we try to teach our kids that okay respect people and then this is normal and in the process our kids that are confused maybe
growing up maybe they're just confused about their genders maybe they just have some questions you know with what they see in the media and so they're being drawn to see oh this is normal so they would choose to become a transgender or gay or lesbian well we know that such a lifestyle is not normal I've worked with people that struggle
with homosexuality they also struggle with desires they got into the drug problem because this drug will help them to excite them and it's not enough they have to take more drugs so they're struggling they're becoming suicidal because what they're taking is destroying them so I feel that it's not a healthy normal lifestyle when we know that the suicidal rate for transgender
is like 50% of my numbers correct but it's definitely higher than the normal population so it to appear to our children to say and respect these people and then to say this type of lifestyle normal maybe pursue and maybe they will be encouraged by their teacher whoever's teaching if they have it such a gender in their mind and I feel it's very scary
so that's something I would like to our Board of Education to consider this curriculum because because I look through some of the material it looks really good and that's really frightening because a lot of it's good stuff but you mix it with a lot of Lies and people have deception and the kids what girl after a semester of taking a class
with this teacher they're instructed kids will respect their teacher they will father a teacher their teacher may be funny and to mix with some Kista and there was something that are really bad and that's miss come step it will have me to a lot of deception for our children so that's what I'm concerned so I will oppose this mature even though I

you pay attention to what's going on out there the hybridization of humans and all this you know this is going real deep and ultimately what we're really down to it it is really about man versus women standards what they want but the problem is everybody wants everything or God standards where we uphold certain values that keeps humanity in a safe

Blair it it was mentioned that a parent or some parents indicated that there was no notification regarding the portion of the curriculum to opt out and
maybe what they were looking for was a separate form but it's not it's in the student handbook that's where you can find it and the handbook is about 30 pages so I don't know that any parent who's received the registration packet has read the handbook but some of us have so you can find that so that that
is where you are notified when the sexual education portion of the curriculum will be taught it's in the student handbook that's provided to each student notification will also be distributed to the students in their classes parents are also notified approximately a few weeks before the sexual education curriculum will be taught as a parent I can one of the
questions has been as a parent can I opt my child out of the district's comprehensive sexual education prevention education and positive prevention plus sexual health education for California youth curriculum yes parents and guardians have the right to request in writing that his or her child not attend the sexual health education prevention education of the course and I would recommend that if you
haven't seen anything that you contact the school it's real easy to make a phone call if it hasn't yet been provided to you you can do that we have a Q&A that I believe was uploaded to the website dr. info was it uploaded or just on social media I don't believe it's been uploaded to the website ok can we do that the forum

division the curricula materials were also reviewed by a superintendent Advisory Committee and the secondary curriculum Coordinating Council who was on the superintendent's and committee the superintendent's Advisory Committee was comprised of five members one member appointed by each of the board members on this dais everyone had an opportunity to provide their input during these discussions how to bring in supplemental
but materials but they must align with the stated curriculum please don't judge our teachers don't question whether they are suited to do this job they've done it just like they have any new curriculum that's been provided from the state does the district sexual health education curriculum include information about about LGBTQ relationships and gender gender identity gender expression
and sexual orientation yes it does and I want to remind individuals especially elected board members that we are here to represent every student anyone judging these children also has to answer to a higher power it's not just those of us who are about to vote you are judging your neighbor's child these are children whether you accept what
they're dealing with or not the fact remains that the five of us elected up here are supposed to represent every student teachers have to educate every child we're not supposed to get involved in their preferences we're supposed to ensure the safety of every student no we are not that is how I I'm not I'm not here for that excuse

escort that gentleman out okay so I'm going to limit my comments to the curriculum at hands there's been a variety there we go so I'll start over so my comments are just gonna be limited to the curriculum at hands there's been a variety of topics I've been discussed here this evening and I want to bring us to
discussing the exact curriculum being used by this district I took it upon myself because I understand there's an adversity of viewpoints on certain topics surrounding sex ed curriculum to review the actual curriculum being used by the district the state of California itself has introduced a variety of materials at the district level each school district has had the opportunity
to tailor those materials to their community in this district we undertook several processes and I'm explaining this so we all understand how we got to what's in the curriculum then I'll address the curriculum at hand we had a superintendent's Advisory Committee which was five members who I believe represents a diversity of viewpoints that you might assume is on
this board and that committee had the opportunity to work with our staff to arrive at the curriculum that we actually are using today after that there was a conversation with our teachers about the curriculum and what is going to be implemented in the classroom so a few things I want to just address about the exact curriculum itself and what's in it and then I'll
move to the fact that there is an opportunity if you still disagree with the curriculum I do want to make sure everyone understands that if you do believe there are deficiencies in the way we provide opt-out you know I believe this district is happy to rectify those deficiencies and make sure that should you wish to elect your
parental right to opt out that we can effectuate that and the best way possible for you so in terms of the curriculum and I want to thank I believe it was our second-to-last speaker who reviewed the curriculum and had some concerns about the first couple pay of the curriculum generally the curriculum has nothing to do with the
issues that have been discussed here this evening so there are I can probably glean that there's a schism over certain terminology there are several pages in the curriculum by several I mean four or five that provide definitions of gender roles gender nonconformity and I'm reading from page nine of one of the curriculum materials gender identity and sexual orientation I understand there
are some people that do not agree with certain types of lifestyles that don't agree with that identification generally this is a page in the curriculum should you not agree with your child being exposed to this information again you have the right to opt out there are some guides for our teachers about talking about these issues they are very vanilla
they provide definitions but Morse more often than not this curriculum is not have any pornographic material in fact there's mostly diagrams and cutouts of humans in the materials there's not pornographic material in the district material that we are talking about today I don't know what's happening in other districts I'm just speaking to this district the curriculum is abstinence
for word for example I'm looking at the page on contraception from one of the slides almost through every part of this curriculum abstinence is pushed as the number one way to prevent unwanted pregnancies or sexual disease transmission this curriculum is not the curriculum that other school districts are using and I understand that there have been materials that have been
shared that are being used in other school districts or that are being pushed down from the state of California that does not mean that we are using them here and I think that's very important to understand because there are groups throughout California on a variety of sides of this issue that are pushing different sets of information from the state or from different school
districts and it causes confusion and where there's confusion with these issues there's harm because parents are becoming upset because they have been told or shown other curriculum that is not the curriculum being used in this district finally I just want to say we did use a salient humanity based process we use a community based process because this school district appreciates
how diverse this community is and the varying viewpoints on the topics related to sexual education but I do want to be clear that you can opt out so whether or not you want to believe what's in the curriculum whether or not you've reviewed it I have all the curriculum right up here I took the time to go through there was another
speaker who mentioned something about fisting in my review of the materials our school district is discussing nothing related to that remotely related to that so I just want to be clear that that might be used another school district it's not being used here and I think that's where there's some confusion is that other school districts might have material that they are using
that you take issue with we are not using those types of materials in this district and in fact there are very limited pages in this curriculum that even discuss gender identity and sexuality issues as it relates to things that I can glean are controversial amongst members of this community so my role as a school board member is to make
sure that as we're making decisions that the truth of what we're doing is actually out there so that's my role right now so I reviewed the curriculum because if someone tells me they have an issue or think something is in the curriculum it is my job to go look for it and that's what I did so again two
things one the curriculum I think was arrived at by a fair community-based process too we are complying with state law this district has had several times we've been out of compliance with state and federal law costing hundreds of thousands of dollars that should be in our schools helping our kids get education and finally the opt-out process I've heard some complaints about
the maybe deficiencies in the opt-out process again I am confident in this school district its teachers and administrators in this board that if there's an efficiency in the opt-out process we can rectify that incorrect communications around that thank you I have a comment a B 3:29 I call it unhealthy youth act it's not healthy no matter what Django you're reading it
it's not healthy I had six education when I was young and so far no one had complained because if we haven't learned the truth about health but this one has an intention I can see the intention what is trying to promote so yeah just let's keep quiet our emotions will not do anything but we need to work together and coming to this
issue when we talk about our district losing students decreasing student district by 510 students per year it equates to 4.6 million dollars a year so you time said ten years that's about forty six million dollars and most districts will go bankrupt with that amount of money losing so now the lawmakers in Sacramento if they're half smart they need to help our kids our
school districts our schools and and and support our teachers but give us enough funding if they would pass laws to to help babies from abortion that'll help our school district because we'll have more students common sense if they give more parent rights and do the right thing going back to basics our common value family value the respect
and honor we have more students we won't have parents sending their children to private schools or home schools so they miss the mark they're wrong now our district we have a special district special staffed and we'll have were blessed to have them and members are awesome they truly represent your value I believe however when you looked at
their intentions their x-rated materials that are trying to distribute to every way possible to the districts that unable to speak those we're districts they got into that business and they're going to promote it like spreading cancer so this is a great alert for each one of us and we can't need to stop complaining if things had happened
because we were busy busy with life other things but when it happens the bad things come in so it's time is right we need to continue to protect our children and we do it in a one manner one voice and thank you for all coming to our board meeting because it means really lot to me and other board members so
thank you devote on this issue it's good that you don't trust the system because the system it's crazy and when we look at Roe versus Wade and where we are now it's post abortion so you can know where this is going and you have the right to feel this way because this is your gut telling you we're going removing the
wrong direction so whatever we're seeing here we're not going to be here in three four years there'll be different people and the system changes and is gonna go that way you already know because history shows us the direction when there's no standards because we're using human standards and we may not like that we're fisting we don't like that that's
a but there'll be somebody that will encourage it and we'll put it up put it in the sex end because that's all life is no values it just rolls in a terribly I like to won't read this this was a parent that came to my residence and I feel like I have to respect for her sex education and public schools should be
based on humanity and have a structural set a foundation of basic human representation education the teaching toward youth our future generation is our children and they only need to know the basic that is safe sex protection from HIV and reproduction of the human species this should be the base of our educational instructional guides to our youth sex education should be based off
of the basis of Human Reproduction for future use and encounters between a man and a woman for reproduction all other sexual desires experimentation exploring choices should not be taught to our youth at this time as they are growing and are not fully mentally developed as of yet our youth primary educational focus should be on safe sex practices
prevention of HIV and reproduction process between a man and a woman all other sexualities not bad but at this point in our youth life they need to think as sex more from a brief explanation rather than build desires to explore at their current young ages we need our children primary focus to be on education good grey socializing sports
and growing we need to protect our children so we need to keep sex education to the basic reproduction process for future use now current encounters college classes offer more detailed in-depth explanation of sexual desires and behaviors and exploration as our youth become more curious about sex and desires as adults they can exercise the right to learn more in detail about

it a son anymore each a moon now there are children's that comes our counselors for many many personal reasons and they get really helped with excellent teachers excellent counselors their laws they're trying to pass or you could not help the kid who needs help why because they have an agenda so what can't you get don't helped they'll be confused even animals they

Schaefer what a couple minutes I mean recess all right I just like to welcome every back to the 2019 2020 school year things seem to have started
off well no major glitches I look forward to working with everyone to make this a great school year and a successful one I'd also like us to all please keep in our thoughts and prayers the young Chino Hills High School student who was struck on his bicycle after school thankfully he is going to recover and be okay but I would like us
all just keep them in our thoughts and I know miss Orosco our former longtime board member I used to read out a lot of the retirements at the meetings I'm not going to read all of them I would like to highlight one she has a special place for our family mrs. Claire bursts the retiring from the district after 29
years it's a long time kindergarten teacher a rolling range she was actually my daughter's kindergarten teacher I can remember going in and and volunteering in her room and thinking it was to me on her chaos and to her it was just her own she was at home there she loved it and she was able to get all of those little
kindergarteners to do exactly what she wanted and I still to this day I'm amazed because I never heard her raise her voice I never heard her get upset and she just had a calmness of her and so I do wish her the best in retirement this district our family our students they were extremely fortunate to have her in our district on July 20th
I attended Freddy Rodriguez's community open house Assemblyman Rodriguez continues to be a valuable resource for our district his staff is always open to discuss issues that are facing us and other entities within our district and I appreciate their support I also had the opportunity to meet with the Chino Hills mayor Cynthia Moran and city manager Ben Montgomery we were and plenary
discussions about some opportunities potentially coming up for some of our students for some real-world exposure and experience in municipal governance and so we're going to continue looking up and down the state there are some pretty good programs already in place and we're going to continue to look at those I will keep you updated committee reports vol DB you Baldy view ROP we met
last night we did approve contracts agreements for the four participating districts ours being one of them of course and we also approved an expanded scope for some capital improvement projects that are going on we're going to be adding some additional modular buildings for administration and student services and I don't have the exact date with me what's coming up I believe in
October it's going to be a ribbon-cutting for the logistics building and training center that we've been working on in conjunction with ups so I will get that date out with that that concludes my comments I hope everyone has a great rest of their evening well first I want to welcome everybody back deciding to start the new school
year and as such my community coffee series is back so I have three community coffees planned over the next couple months on September 21st October 12th November 16th as I confirm the locations I will make sure to share the locations and times on social media and get some fliers together but I hope to see you there that's the end of my comments mr.
Cruz oh very simple you know these are precious moments for our children you know they're gonna be playing football baseball working hard and the band amazing music I tell you and then a ASL with their sign language and the dancing and you know and then the problem things like that those are great experiences and it's going to be a good experience
for the virtual brain thank you doctor infield for several years now I have asked for the status of online registration where are we this school year the up for the upcoming school year on online registration currently online registration is only available for our new students K through 12 why we're still in negotiations on some of the working conditions on that and so we're
hoping to be moving that district-wide rather quickly I can give you an update later oh I would appreciate that you know for those of us that only have to fill out one packet it's not as bad for those that have to fill out four and then if there's there aren't any changes from the prior year it just seems kind
of wasteful all that paper and the lines are getting smaller on these forms by the time I have to complete in 2021 I think I'm going to need a magnifying glass so we need to speed this up because I you need a fine point pen extra fine point pen to get into some of those boxes I just think it's time
that we move this along and then every year we also have we receive concerns regarding the pick-up and drop-off at each of our high schools well throughout all of our schools and I know dr. Enfield that you shared that as we modernize and upgrade a lot of the schools the longer driveways for drop-off and pickup it is planned for
some of the sites I would have to check on that I just know for the new schools when we build those we design that into it like for Chino high school we're rebuilding that so it has a long drop off and at the new school and the preserve were able to do that all of our other schools were built
really as walking schools so we have to take a look at can we do that because some of them you know we can in some we can't but those are more on the wish list and and those are projects that were to be done later in the bond not upfront possible at some point that we could meet with law enforcement of each
of the cities and maybe change the the red curbs to yellow on the street for drop-off and pickup because a lot of the curbs right now are red there for parents are you know dropping off further out and then creating a car bubble where if we had more yellow for drop-off or as a green yellow is drop-off yeah if we extend it that then
maybe it would help alleviate I just think at some point we need to start working with our partners in law enforcement in the cities to try to remedy some of this we we get a lot of complaints and over the years I know risk management has worked with both cities looking at that so there's a lot of that is traffic regulations that
require that right so we've we continue to look into that okay thank you and that's all I have dr. Ian field first of all Audrey I want to welcome you to the Board of Education congratulations and I'm going to tell you I was extremely impressed with your report tonight I have not seen one that that was that thorough and that detailed for for
all the school sites so job well done yes also I was very impressed that the leadership team from Iola and from Chino Hills High School at a rivalry football game are getting together beforehand and it because I know that can bring out some some emotion out of people and I know that you guys are doing that because you guys
want to continue that kindness and be instead of being divisive you're looking at how can we come together and and be united because we are one district all of us so extremely extremely impressed with that idea I know I will be at the game so I'm gonna probably try to find where that room is in come and talk to
all of you over there so alright I also want to thank our classified employees they do a tremendous job and I know people don't really realize all the work that they do once school ends and that they do to prepare for our school year to get everything up and running and ready to go and they did a fabulous job
and I also want to thank our certificated employees for all the work that they do and all the time that they dedicate to get their classrooms up and to get their offices and get all their schedules set up whether you're a counselor or special education there's a lot of work that they do to make things happen and every year it feels like it's an
easy start to the school year but it happens because of our classified in our certificated employees so to them I want to thank them for everything that they do and the work that they do to support our students in this district that I wish everybody a happy 2019-20 school year thank you I also like to thank our teachers and
our CSA members if you get to know them individually you'll be amazed collectively also amazed um they have truly a giving heart for our kids and I appreciate you guys every single day and i'd like to welcome especially my friend could you stand up stand up yeah you I want to give you a big part thank you
you Vina you Vina UVU Vienna a great mentor for our our youth you're very patriotic and you really care for our country we need more men like you to talk to our kids with the truth and love and kindness so thank you thank you for coming tonight's meeting I'd like to also acknowledge our staffs and kembers having a great training for
new and mean and in all the principal's there was a search a great work and I thought we didn't need any outside help especially from Sacramento oh my gosh but I think we have the best Kemet members and best leadership in our school district and I have that pride and because of you in army you please stand up to in the back our
communication director I like to give you a big hand because you a dr. Enfield is a movie star and we look so good even though we're not back you're looking except mrs. Gagne she looks good but then you guys made our district really out of darkness in terms of the communication wise people acknowledge your work because now I'm not really
good in computer you can turn on barely anything however I hear lots of good comments that our district is changing you know such a different manner that we are doing a great job in communication site so thank you for what you do and truly your blessing to our school district with that I end my meeting at 8:48 thank you
