regarding conference with legal counsel existing and anticipated litigation student discipline matters public employee discipline dismissal release and public employee performance evaluation superintendent no action was taken which requires public disclosure meeting the Pledge of Allegiance tonight in the drawer make that me please case your head over your heart and repeat after me I pledge allegiance to the flag
who United States of America and to the Republic for which it stands one nation under God indivisible with we are now at the you means only presentation dr. Park good evening president Nam members of the board superintendent and field cabinet and community we have our report to the Board of Education on positive behavioral interventions and supports also known as PBIS PBIS is one element
that's defined within our ell cap goal to to support our students connectedness and engagement to school to create a positive environment for learning we have systems of support that include the district and school-level PBIS teams ongoing professional learning for our school level teams intervention counselors and our social-emotional curriculum that addresses ideas such as empathy managing our emotions and
getting along with others to help our students develop the skills necessary to thrive not only in school but in life because there are so many misconceptions about PBIS I think it's important to clarify what PBIS is not PBIS is not a packaged behavioral curriculum nor does it mean with the implementation of PBIS we're getting soft with discipline or were
writing students to behave and with the implementation of PBIS is not a quick fix in changing the entire school culture what do we do when students come to us and don't know how the child doesn't know doesn't know how to read we teach the child doesn't know how to color within the lines we teach the child doesn't know how to
subtract we teach the child doesn't know how to behave do we teach or do we punish we can't finish that last sentence as readily as we do with others because different than the child who does not know how to read or subtract we expect all of our students to come to our classrooms and to our schools and
know how to behave but the reality is so many of our students are coming to us without the social and emotional skills that are required to be successful in school and so if our goal is to ensure academic success for all of our students it's important for us to teach those desired behaviors so they can better navigate so they can be successful in
school and also in life what is PBIS well the goal of PBIS is to teach positive and appropriate behavior and because there's a systematic approach the expectations are clear from classroom to classroom and throughout the school from the playground to even conduct during an assembly that our students can have greater success because the expectations are clear and
shared by all of our stakeholders within the PBIS framework practices are constantly evaluated to determine what's working and what still needs improvement and because PBIS involves a level of commitment with time training and resources permanent changes in school culture will take time PBIS uses a three-tier implementation approach a hundred percent of our students will have access to what we
call Tier one instruction and interventions through the establishment of school-wide expectations such as how to be safe how to be responsible and how to be respectful not only to oneself but to others and throughout the school students learn the desired behaviors to be successful approximately 85% of our students will only need tier 1 some of our students may need additional support
and that intervention that they can get through that intervention through that additional support is called tier 2 secondary prevention and it's through small group instruction or specialized instruction students who don't respond to tier 1 and tier 2 may need more intensive support which we call tier 3 interventions may be in the form of individualized support counseling and
also specialized interventions typically less than 5% of our students will need this level of intense support to guide this work we have a district leadership team and we also have school level PBIS teams the district leadership team is needed to lead the assessment and action planning process this team is made up of our superintendent district and school
administrators and Miss Walker our AC t-- was a day the objective of this team is to increase capacity in three primary areas training capacity refers to our ability to self assess for programmatic and staff development needs coaching capacity refers to our own ability to organize personnel and resources to facilitate and assist school level implementation efforts evaluation capacity refers to our ability to
establish measurable goals evaluate our progress and then come back and modify those plans our school level teams play an equally important part in advancing this work and they inform our evaluation training and coaching recommendations to our leadership team dr. Johnson our Director of Health Services who has been leading this work will now finish off our presentation by reviewing trends in
school level PBIS goals along with our PBIS successes all of our schools have created PBIS goals to increase student connectedness and engagement to their schools the goal trends for our schools are in the following areas sharing and analyzing a variety of school level data to make decisions that influence school student academic and behavioral outcomes working to deepen
the practices to promote a positive school climate increasing options that we provide to students who need that additional support and also engaging our family and community members in this process the district leadership team has worked collaboratively with our school sites to review the implementation of PBIS the tiered fidelity walks or tfis as you may know them take place and we
examine in these walks the implementation of systems like the school-wide expectations positive school-wide acknowledgments as well as other indicators that foster positive school climate in 2018-19 school year we provided 15 days of training for our k-8 schools and five full days of training for our high schools to build staff capacity to deepen the implementation of PBIS this school year we have 18 days
scheduled for training to support that implementation of PBIS at the schools and 77 TFI walks to assist our schools with monitoring data we've purchased software systems to individually track student progress 88% of the training participants have reported that the trainings were useful in supporting PBIS implementation at their schools and we will continue to use this participant feedback data to guide our training and
our implementation process so while we know there's room for growth we would like to share some of our PBIS successes from last school year in our k-8 schools our intervention counselors provided guidance lessons to over 2900 students 725 students participated in small group lessons 716 family member family meetings were held to discuss student needs and 61% of her students
who participated in small group instruction met their goal PBIS implementation has been in our k-8 schools for about three years last year was the pilot year for our high schools in our systematic rollout of PBIS to high schools in this pilot year made such great progress that they actually qualified for the bronze distinction with a PBIS coalition for the state of
California which is really amazing so long with these accolades PBIS can also be attributed to our declines and school-wide discipline referrals and suspension rates so in 2019 Chino Valley was one of the front runners in having the highest percentage of schools for recognition in the state of California for PBIS implementation so this is this is really awesome
so you can see here that threes three of our schools qualified at the gold level 20 at the Silver level and three at the bronze level and this concludes our presentation to the board on PBIS thank you for the presentation has there been any meaningful analysis undertaken to see how variety of stakeholders including teachers administrators and parents feel about PBIS my communication
with stakeholder groups has been there's mixed results and mixed feelings about it we actually do especially as part of our leadership team are we continually are evaluating surveys so one of them is the school quality survey additionally in terms of the training we have those feedback surveys that we are continually doing and analyzing and then changing things as we need to in terms
of our implementation and who directly are those feedback surveys going to the feedback surveys are for training are going directly to our PD is team or our counselors who are training I evaluate them and then we actually take them to our PBIS leadership team for evaluation but are we collecting any meaningful or undertaking any meaningful analysis about the efficacy at the classroom
level of how teachers and parents feel about PBIS or how it's working or not working in terms of surveys certainly we are okay so not just surveys of training and whether or not teachers for example feel they're supported in PBIS we're also doing surveys of whether or not well tell you're still in Sepik asia's part of the part of the process of PBIS
is that we do have surveys that we complete and teachers are part of that process at the beginning of every school year so we just completed a survey and we'll be looking at that data which comes directly from teachers and we'll be looking at that data at our December meeting okay are there any plans to engage parents at any point or many of
the schools have actually engaged parents okay um as part of their goal through the PBIS teams and surveys so the schools have developed their own surveys Thank You mr. Crewson so in 2019 the award-winning schools three schools received gold twenty silver and three bronze and you said the criteria the criteria was based on discipline actually it's it's multitude of factors
but what it really what we're really looking at is a level of implementation of all of those components always for for the tiers so for example bronze recognition would be a forty percent level of implementation of tier one and also at the school site the PBS team would they they're like school counselors searching groups of teachers the PBIS teams are developed at the
school site and they generally consist of teachers and parents they're also required to have a parent participant and an administrator thank you I want to acknowledge that the implementation of PBIS and certainly the attitudes and satisfaction for the implementation of PBIS is going to take time all of us who are in education grew up in a very
different system in a in a system where you were expected to behave you came and you knew you were expected to know the rules and as I mentioned earlier a lot of our students are coming to us without those skills and emotional skills necessary to be successful and it's going to take time because it's a shift it's it's a shift in how we approach
discipline it's a shift in how we embrace the needs of all of our students and with time I know staff parents including our students will see the success and feel the success and will be able to positively speak on it if you talk to our staff members including our parents from our PBIS Gould schools and our silver schools that have deeper
implementation of PBIS you will hear parents at school site council meetings and also the parents who sit on the PBIS school level teams share with our administrators the importance of having this level of commitment from all state holder's because we're here to support the needs of our students that's right I'd like to make a comment I'd like to
at this time to thank our intervention staff in each sites they're doing wonders for so many kids some kids so have lack of attention from home so they are prone to attach themselves to even to a bad attention with the wrong crowd and when we have our intervention staffs getting involved and and showing that them the right ropes and and and right
behavior practices for their own good the kids have really responded well especially when I have visited during high school settings it was awesome so thank you for a great work and again yes we do all these intervention for our kids thank you you know I visited teachers and you know they put their expectations they're providing praise and feedback and supporting the kids
there's routine I think all that is part of PBIS having that consistency so so children can't expect what to be expected a lot of the teachers are doing that so good thank you we're now at comments from our student representative Audrey good evening President Nasser attend and fill for members cabinet community members so I'll first begin with the
superintendent Student Advisory Council meeting recap which took place on Tuesday it was a full-day meeting unfortunately I was able to attend due to illness but so this year's theme is kindness and inclusivity which is what we were focusing on so they were able to come up with their campaign month themes for that and a slogan which is got
kindness so world kindness day is November 13th and we're going to be having a district event where each school will have a special day on November 13th to announce our campaign and then the next meeting will be in December so let's begin with the reports from each school at dawn we go they had their homecoming game and the dance this
past weekend and ticket sales increased over 100 from their past year their band got first place in their competition and their girls volleyball team our league champs they will be having their milk and spirit week next week in anticipation of their rivalry game with dawn Lugo and Chino it will be milk and mundane me on Tuesday cow print
Wednesday visco Thursday and meme Friday and they have designed milk hand shirts and socks which will go on sale next week for that event November 8th they will be having a cocoa themed Renaissance rally which Ramona junior high and chin Hills High School will attend moving on to Chino Hills High School there are girls golf team finished their second consecutive season
undefeated which is amazing homecoming preparation is underway and their theme is Once Upon a homecoming so it's a Middle Ages Storybrooke storybook fairy tale type of theme they will be having a grand feast for the special education program next week which is also going to be in the homecoming theme next she knows high school their milk can game is
next Friday and their milk jug is next Wednesday which is where teachers from both Don Lugo and Chino high school will have a basketball game and then they are also having a blood drive next Tuesday and then at my school Ayala our homecoming game is tomorrow so we invite you all to attend I will be emceeing the
pregame parade and a half time with my vice president price at our homecoming game we really want to include as many groups of people on campus as possible so for the pregame parade will have the club's multiple clubs alumni and staff recognition parade in the pregame parade as well as each class's individual floats which is put on by each class's individual cost
officer team and their advisor and then our choir is singing the national anthem for us with our ASL seniors translating that which is amazing I'm at halftime we have our ayala dance productions putting on a performance and then we will announce the senior corps as well as the senior homecoming queen and king during halftime and then after the game
our band color guard will be performing their show then our homecoming dance is on Saturday which we're really excited for them so thank you awesome report Thank You Audrey next Britt Walker HTT president no comments and Danny's not here COC Thank You Mac you see from champ you know when when PBS rolled out we we looked at Neil's we thought it was
probably gonna be a good thing but as it's turning out it's it's really a fantastic thing in a lot of ways because what's happened is that students hear the same message from school to school from grade to grade and you know it all revolves around throughout the district you know be safe be respectful be responsible and so when they go from
school to school they hear the same thing when they go into the classroom the teachers who has a have variations of that and then when they go to the playground the teacher of the playground supervisors have variations of that so everywhere they go and we've only been doing it for three years now but everywhere they go and everything they
do they hear the same kind of message instead of like in one class it'd be something different than another class to be something different and then on the playground to be something different now it's it's a cohesive message saying you know be safe be responsibly be respectful and then how does it work out in these various places and so they've
done it it's been a very very successful thing I think and that you know yeah it's been some hard work and I know the teachers have been doing a fantastic job on that and part of it is a little bit of a mind change to you know think instead of you know I still catch myself saying you
know stop running instead of a long time you know walking feet or you know something like that you know it's like you have to think of things in the positive way and our teachers went from you know we had one teacher who was saying you know five negative things a day or like in 15 minutes and just by
thinking about it changing it within weeks she was saying a hundred percent positive things to say to students getting the same message across but in a very positive way so the teachers have done a fantastic job with that and the office staff so CSCA people are on board with the two so everybody's on board with it so I think the PBIS has been a
real positive thing in our district thank you thank you we're now the comments from the audience on items not on the agenda Pat sixteenth speakers are not alleged items and once speaker and an information item speakers will be calling the order the request was received please listen for your name and be prepared to approach the podium any comments on agenda items will be
accepted during consideration of that item once the board has commenced deliberations on an issue speaker cars will not be accepted the board is very interest in your comments but please bear in mind the poor typically does not respond to comments during this time as it is reserved for public comments individual members may respond during for comments at the end the board does
its best to support public's right to address the elected officials it is also important the board conduct its business in an orderly and fair fashion as provided in board bylaw 9 3:23 an event that an unusual amount of speaker cards is submitted for any item the board will hear up to 30 minutes of comments in the case of non agenda items the board can
if he chooses here the remainder of comments after all business has been conducted mr. Cruz I mean speakers do here maybe 10 20 minutes yeah I agree with that any objections from the remaining point of clarification isn't it 30 minutes per item so it's 30 minutes to so it looks like we could go past 10 20 minutes
clarification are you asking for consensus or we do.yeah consensus that's fine yeah okay okay thank you speakers you have three minutes to address the board again with the green light yellow means you only have 30 seconds left red light means stop please adjust the microphone is necessary our aides members refrain from making comments well speakers are talking speakers
please remember in the accordance with fort bylaw ninety three twenty three bylaws of the board meeting conduct limit remarks to three minutes total for all remarks and please limit remarks to new points the board would like to remind you that board policy thirteen twelve point one contains the procedure for anyone who wishes to file a complaint against a district employee
please follow that procedure the first speaker is lake nathan clue new Buehler followed by joe mccarthy followed by a diane mccartney good evening my name is Nathan nu Bueller I'm the captain of a chinos high school football team and I'm here to address the situation with the coach Chris Stevens over the past four years coach Stevens has spent countless days and
hours into making this program the best it can be he has served as a role model to me and every single one of my teammates taught us discipline respect for ourselves and others integrity and honor he has led our team through ups and downs such as a passing of coach Bush he never lost hope and never gave up on us he has been on
us about grades behavior in class and the importance of being respectable young adults he has pushed us when we felt we had nothing left and believed in us when no one else believed saying that we love and respect this man is an understatement and although we do believe the events that have transpired are in no way shape or form acceptable
we are very discouraged to see all the blame has been displaced on a man that has taught us the principles which are completely opposite of what occurred three times thank you Joe McCarthy followed by Diane McCartney followed by Barbara Hale good evening Archie Novelli board staff and people in our community my name is Joe McCarthy I'm here to
speak regarding their removal of coach Stevens that occurred first my heart goes out to the victim of the incident at Chino Hills High School and I do hope he receives their proper counseling to navigate him through this situation secondly it's disheartening to hear the removal of coach Stevens as a head football coach as he is a man of proven
character as we just heard from his students and his athletes I know well to have coach Stephens removed because he was not monitoring and patrolling the locker room at all times it is a unreasonable expectation on top of all his responsibilities of teaching coaching watching film for practice meeting with his other coaches and the players I would like to
request as a district that we would adopt with fontana uniform district has in place which is to require all their high schools to have a locker room attendant I would ask you to reconsider removing coach Stevens as a football coach I would request that you would make sure that the young man who was violated is receiving the support that
he needs I do hope that the individual is involved in committing those acts are held accountable finally our mission as a school district is to provide our students a safe learning environment consisting with our commitment to nurture the intellectual growth character and well-being of each student's Chris Steven is a real model of that and I would ask you to reinstate
coach Stevens that's a head coach of Chino Hills High School thank you for listening Thank You Diane McCartney followed by Barbara Hale followed by John Kirk Patrick good evening school board thank you for taking the time to hear us this evening I am here to express my concerns in regards to the recent events that transpired at Chino
Hills High School a freshman boy was assaulted by other freshman boys and it has been referred to as teasing pranking and hazing while the culprits have yet to be disciplined the head football coach and athletic director have resigned their positions this is unfair this is unjust and this is wrong we know that Coach Stevens had nothing to do with the heinous acts that
transpired he was in another room at the time yet for some reason he and the athletic director have been chosen as the scapegoats for this tragic event the expectation that Coach Stevens monitor the locker room is highly unreasonable for those of you that are tempted to think otherwise I encourage you to shadow coach Stevens for just one day
other districts understand just how unreasonable this expectation is and so they have chosen to employ locker room attendants Chaffee Rialto Fontana and the San Joaquin Valley all have such employees one such job description reads may perform minor first-aid tasks and prepare accident reports assists in the supervision of the shower and the locker rooms to ensure against potential safety
hazards and to maintain appropriate standards of Student Conduct why why have such a position because it is highly unreasonable for the head football coach - coach plan meet with coaches meet with players run practice while simultaneously watching the locker rooms does the negligence on your part as a school board for not having the foresight to hire a locker room
attendant make you responsible for the heinous acts of a few students no it doesn't just like Coach Stevens is not responsible you see the boys must be held accountable for their own actions they are the ones at a fault and it is my recommendation that they be kicked off the football team expelled and prosecuted to the full extent that the
law allows I am grieved at what this young man had to endure at the hands of his peers I hope that he is receiving the help that he needs to deal with such a traumatic experience however removing coach Stevens from his head coaching position is not in any way shape or form just it only compounds the wrong done
the manner in which he was coerced to resign concerns me greatly it was a manipulative Liat covertly unjustly done my request is that you hire a locker room attendant reinstate coach Stevens and apologize to him his family and the team if we lose coach Stevens we lose what is best about high school sports the boys both present and future will
miss out on the discipline character building teamwork high caliber work ethic sportsmanship and integrity that coach Steven brings to the field the classroom the school and the city for the betterment of our community I ask that you reinstate coach Stevens as head football coach at Chino Hills High [Applause] Barbara Hale Barbara Hale called by John Kirkpatrick called by Sarah Kirkpatrick
hi good evening I'm Barbara Hale I'm the executive director for Sycamore Academy I'm here again tonight to share that Sycamore still has facility issues the most immediate need is internet unfortunately there's been no movement action or even communication since the last meeting I'm a person that practices self-reflection and so I considered how I presented the information to you at your last meeting
and then I realized perhaps none of you read the documents that I shared so today I'll make three very specific requests number one please direct mr. Enfield to direct Maggie Benton to allow spectrum internet access to the data room at the site to do the necessary work to provide fibre to Sycamore Academy if you have cus if you have
security concerns please speak directly with spectrum internet a publicly treated utility as they have assured us that we will have a completely separate system number two spectra must provide a 21 day notice for service interruption which will be required in order to separate the service please direct administration to waive the 21 day waiting period in writing spectrum will
complete the separation in the middle of the night as to not interrupt any of the other programs at the site waiving the notice will allow the work to be done immediately we've already waited more than two months please grant Sycamore I'm sorry number three please grant sycamore and spectrum internet permission to utilize existing infrastructure from the data
center to our portion of the site that we are currently paying over $15,000 a month for between the rent and the administration's calculations of our pro rata share of utilities please be clear that the infrastructure includes cat5 this is actually cat 6 but it looks the same these little blue wires the conduit that houses it and the ethernet ports
that are currently installed in the walls I understand that the district is an icon in the community and has provided quality services for probably millions of students since 1860 I'm one of those students benefited from the district as a child I also understand that having a school that is not controlled by the district is definitely a shift in mindset for
many people and I can be patient and continue to work through that over time but right now I need your help to get my students and the staff full access to the program and services they deserve I also want to know that I to spend some of my time on that side of the dais I wasn't put there to maintain the status
quo I was elected to be a change agent to improve the circumstances for my constituents and that's what I'm asking of you tonight thank you for your time thank you Scott Hill tomorrow good evening board members and superintendent my name is John Kirkpatrick I live in the city of Chino Hills my son attends Sycamore Academy and I'm here to ensure
you're aware of several issues pertaining to my son's school and the district's failure to work in partnership with Sycamore Academy my wife and I volunteer on campus and are well aware of the daily challenges faced by Sycamore Academy teachers and staff do the district failing to provide basic necessary services in a timely manner this includes failing to provide a key
to the locked janitorial closet on campus for approximately four weeks after school opened and failing to deliver lunch tables until well after the start of the school year Sycamore Academy started the school year without internet or telephone service here we are eight weeks later in the school sill still does not have either of these essential services as law enforcement
professional I'm just made that the district would intentionally deny Sycamore Academy the ability to utilize technology such as school gate gaurdian to screen persons on campus for the safety and welfare of our children in the event of a major incident honor around the campus staff don't even have the ability to use a landline to call 911 excusable it must be remedied
immediately our children are being denied the use of modern technology in their education Sycamore Academy has the computers the equipment and the young eager minds but the district has either drugged its heels or erected barriers to prevent internet from coming to this campus is there another campus in this district that does not have the internet service the district has proposed running new
wire for Internet service to the campus at a cost of more than thirty thousand dollars completely disregarding the fact wiring is already in place wiring that has been inspected and deemed fully functional by spectrum internet the district's plan will waste taxpayer dollars and cause delays that could go on for several additional months in the meantime our children are denied the use
of modern technology in their education and for their safety and welfare anyone who took the time to research or tool tour the school knows the tremendous success sycamore academy campus south of us has in the city of wildomar' I'm confident they can duplicate that success here as long as their efforts are not hampered by the district by a
district that seems determined to block progress and deny our children necessary materials and technology I ask that you immediately direct district staff to stop the delays and work with Sycamore Academy to ensure materials technology and support are provided in a timely efficient and cooperative manner thank you for your time in your commitment to our children's future thank you Sarah Kirkpatrick my Scott
Pelton mom followed by Chawan hi good morning good evening board members and superintendents my name is Sarah Kirkpatrick and I'm a mom to a pretty amazing son he also happens to be a pretty amazing student my husband and I are conscious taxpaying and voting members of this community and with that our family has awarded some freedoms and
some rights the freedom as parents to choose an educational program that suits both his social and his academic needs as well as the right that he is afforded as well as all other children for inappropriate public education but also it's the freedom to come here and to ask for a fair and timely resolution to the school district for our concerns
Sycamore Academy is a charter school but we're also very much a public school and we deserve the same considerations as other students in the Chino Valley we as parents have chosen a program that is willing and able to offer its students an exceptional education but it's being met with opposition and hurdles from the district please keep in mind that it is
not only our children who will be returning to the Chino Valley School District it is also us parents and we are well aware that the basic services are being withheld from our children by the school district Sycamore Academy and the school district entered into a mutually agreed-upon contract a contract that is to provide a facility and equipment for
our school to operate in exchange for a monetary amount did you know that furniture was to be provided by the district was not supplied in a timely manner I'm not only talking about a file cabinet here there but about lunch tables that's a pretty basic need for children who are starting a school year we didn't have lunch tables for well
over a month into the school year and again these weren't even new lunch tables we were these were just surplus lunch tables that were being stored in a district facility this is not acceptable and in fact it's disrespectful and it's insulting to us parents and to our children phones our school doesn't have a phone system within the building let
alone a landline and we know that in the event of a major disaster landlines are the most reliable our children who will once again become your students are being denied access to technologies and programs which will only broaden their academic success and we as parents are being denied the safety protocols such as access to online service searches for
predators and restricted persons from school campuses as well as the peace of mind of having security cameras throughout our campus I ask you as the school board to consider our situation and its involved parents who are asking for services that sycamores trying to provide to our students amidst the delays and hurdles that are being put forth we spent a lot of time focusing on
the free be safe be responsible and be respectful I asked that of you guys call tomorrow followed by Chawan followed by derek agura good evening everyone my name is Scott peltzman I'm a field representative with the office of Assemblymember Freddy Rodriguez I'm here tonight to announce that assembly member Rodriguez will be giving out the 2019 educator of the Year award on November

talk to you about three things the first thing is unfilled substitute positions recently I was supposed to be at the safe school ambassadors training to work with the 3rd through 6th grade students however after doing an hour or two of prepping my lessons and showing up early to make sure everything was ready no substitute came and this was not the
first time last year I also had a math festival that we were conducting at school took care of all the lesson plans put in way in advance for the substitute no substitute came good thing I was on campus though and we had a plan so we were able to divide up our students but that is not an ideal situation for the
students when they are expecting someone to come no one shows up so I would like to ask for the school district to please continue looking for qualified candidates to hire and retain more guest teachers it doesn't stop there number two the next thing I'd like to talk about our unfilled positions for custodial custodians our custodian works very hard I want to acknowledge Luz
Velasco he is the person who takes care of our campus which has grown from 2016 from 590 students in 2018 to 666 students - today I checked the attendance 783 students so that means we have added 32 percent or 193 students to our campus so our custodians work very hard and when they have a day that they
need to take off for whatever reason and we put in for a substitute we hope that somebody shows up but if they don't every teacher administrator we all pitch in so guess who's cleaning our lunch counters the bathrooms taking out the trash our principals our assistant principals all of the teachers everybody pitches in but we really hope that we're able to
retain more people on staff so that everybody can take care care of the school I know you're waiting now third thing I'd like to talk about it's connected to how many students have grown at chaparral we have so many wonderful families and in the morning it's like a party parking lot traffic we do our best to get everybody through

Valley Unified School District as I was kindergarten and I want to share from perspective of not just Chris Stephens brother Bob but as someone that's been in this community for over thirty six years which is of my age so real quick there's something to be said about being intentional the intentional effect of a coach is something that most people will
not understand like a board member you guys put plenty of hours in time that's not paid for the the thought the thought process of what's going into what's gonna happen with a school district the coaches and so on and so forth but you gotta understand something the impact you remove a coach Tony been there a couple years and you don't allow a coach
to really make his mark there's people like John Munger 20-plus years in the School District right Dabo Swinney coach of Clemson University 11 years but in the last four years what are we seeing a national championship as well as kids that I've been impacted greatly by his by his coaching philosophy and by his love for the game
as well as for them I'm asking you guys to intentionally put the thought process like this yes these kids did what any kid unfortunately would do this isn't about you guys this isn't about coach - before Chris Stevens to be at every corner of the locker room you can't but here's the thing Chris is intentional he puts God his wife and his kids first
and sometimes in front of that or his athletes he spends countless hours studying film breaking down film meeting with the kids having the kids over for pizza for social hour he is building something that most people in this community don't know how to do right it's unfortunate but we have to make us we have to take a stance here we've got
a set of President as Cheney Unified School District to show these teachers and these kids we care about you but let's do this properly give Chris the opportunity to continue him with coaching teaching and have that impact on the community it's - you guys I'm asking I implore you to take that measure and take time to really develop
how can coach Stephens have an impact which he's already done as you can see the kids that have arrived after after practice after a game they're here driving themselves here because they love coach and they load the philosophy behind him he's not a selfish man by any means by any stretch so I asked you guys again to the
intentional with a purpose take that into heart and apply that and show these kids that it's more important that your actions speak for themselves we cannot remove a coach because the coach cannot be in every part of that locker room I can share horror stories about what it was like being a being you know teenager but they've they've forged
Who I am today and I love football I love the community and I ask that you guys take that time to really recognize the impact that coached even his head on the community as well as his team as well as the school that he's at thank you Doug Agora followed by Larry Hatley followed by Tiffany Shaw brunt yes my
name is Doug Ogura I'm not a football player but I am a father-in-law I am a father I'm a grandfather that's why I'm here I represent my son-in-law Chris Stephens my daughter Corrine Stephens my grandchildren Chloe Kendra and KY decisions that we make in management and enough authority not only impacts the individual that we're dealing with but
also their family and I want you to really think about what you have before you well with what would say what's just football that's true but if you love football as my son-in-law does love working coaching mentoring guiding young players to see them excel in this into sport of football as well as academically you cannot deny the fact
that that influence has a great impact on the community as well as the family the the infrastructure that we live about we have I have a son-in-law and again I'm biased okay and I'm not gonna deny that but my son-in-law is the best he loves what he does and I know that his impact can measure greatly beyond what we have seen before
the situation that has come up if we can control everything and anything we don't be heroes right but you as a school board are just as responsible too you have policies and programs you need to put into place to ensure that everybody's safe not only football players but also students too I ask that you reconsider the letter of resignation
that my son-in-law I believed to be cursed wasn't voluntary in it of itself though it seems that way how can you tell a young man to resign from what he loves to do you can't and I know my son-in-law he loves what he does so lastly is this it's just football but to him it's his world to him that's what he
does to my daughter who loves her husband and supports him my grandchildren who love their father and support him I had asked for you to reconsider position and I like for my son-in-law to finish up what he started and prayerfully that we can continue on and make chino hills' a dynamic football program thank you very much [Applause]
Lari Hatley called by Tiffany Chevron followed by Roy Nelson cook good evening board as a parent of a student that attended a school in your in your district last year for kindergarten I have to say that I am completely ashamed at the attitudes behaviors and actions that administration has taken towards Sycamore Academy I can tell you now that
I will never let my child come back to this district again because the actions that I've seen in her how in the world can you justify the ineptitude perpetuated by people employed in your district the location there were sick and where's currently contracted to run their school is not up to date with technology even though it was promised
by the district there is no internet or phone service at all my wife also substituted to teach at the school she can't even make a phone call unless it's a cell phone I really hoped using walkie-talkies to talk amongst themselves in to communicate what's going on in the day is not appropriate for any school yet we're citing security
concerns for not allow expected to set up the infrastructure are you kidding in today's society where school shootings are becoming more and more common it's embarrassing that she will not leave the school that is paying you money the tools it needs to run a successful school god forbid something does happen and first responders are delayed because the calls are coming in from cell phones
and not a landline on top of that your technology person Maggie button has blocked our technology director for asking questions and to allow our students to be a part of this it did World this is unacceptable for people that are supposedly here for children the location where it's running its program right now was not cleaned up prior to school to the start school all
furniture was not removed cleaning was not done repairs were not completed I was there prior to the start of school and found a disposed prescription bottle of painkillers are you kidding me by law Sycamore was to have access to the building ten days before school yet was not given access until eight days before school started on top of that the
doors were not keyed again another security issue so that everyone on and off the rest of the campus seemed to have keys to every room except the Sycamore staff the district Prowse to replace the players over the summer yet they were not in fact they were just starting to replace it six weeks into the start of the school again I was
thankful that no student was hurt during that time furniture was not required under prop 39 was not in place by the start of school and we received just some of the furniture two weeks ago again not acceptable as a public school teacher I understand the obstacles that are present when ordering materials and furniture and IT and things like that
but the way the administration's handle this whole thing is an embarrassment what are you afraid of [Applause] followed by Roy Nelson cook Bob by Cindy Wasserman you did say Tiffany Chevron right okay it's hard to hear out there good evening my name's Tiffany and I'm a mother of two students in the Unified School District and also an attorney and
what's happening here to coach Stevens is wrong it's just flat-out wrong it saddens me I think that my kids will not be going to a school where a person like Coach Stevens would be coaching and teaching and I have a son that is going into high school next year and the fact that he might be in a position where he
would not have those kind of people that can be an influence on his life is a really sad situation for our school kids I noticed I was listening to the PBIS a presentation that happened before and it seems like you were really concerned with what happens when a child misbehaves and one of the key components of that presentation that you spent 30
minutes on at the beginning of this meeting was we teach kids we don't punish yet what you're teaching kids in this school district is that when they act out its it's it's now being placed on a coach or a teacher and that's not right and so if you are going to teach this PBIS and that's going to be part of your
statement as a school district then you need to implement that at the local level with the coaches and you need to reinstate coach Stevens you need to keep us you need to reinstate him and not accept his resignation thank you for this time Roy Nelson Cooke followed by Cindy Wasserman followed by Chris Riggs I've got a lot of notes here so I'm gonna
have to talk real fast but one things I want to say you know coach Lou Holtz he said I think it's important anywhere in high school football they have a good weight training facility if we want a big game I'd like to think our players would be strong enough carry me off the field so I know I'm using my time here
but my name is Roy Nelson Cooke I lead a group called coaches of influence I used to coach football basketball tennis in Texas and then I coached a little bit out here I work with hundreds of coaches around Los Angeles Orange County this area Riverside and I have worked with Chris Stevens for a number of years I
know him to be a man of high character high values he loves his job he loves his kids I walked into a high school recently and just below in the office it said character is most important short time after that the principal fired the coach because he wasn't winning enough he said but we're graduating kids they're growing and
they're growing not only in their attendance but they're growing in their character and values and things like that we're really building a good culture here and she's I did not hire you to do that I hired you to win and I think our culture today has lost the perspective of how important character is we can give numbers and we can talk but what are we
doing to really show as the lady said just before me the character of a man is critical and can we afford to lose a person like Chris Stevens I don't think so there's too many people that don't have that character that are building other things into our kids that's why we see an increase in coaches being arrested for molesting students and
teachers as well and so we need to have people that are making the right kind of stand and I do not know all the facts but I was told that an investigation was not properly run that he was forced to sign this letter he wants to coach he loves the kids I don't know what we're thinking here we're going downhill
quickly and these kind of decisions help us to go even more quickly my my request is that we reconsider keeping Chris on board here at Chino Hills thank you Cindy Wasserman followed by Chris Rick's followed by the final speaker Sheryl Manor good evening board of education superintendent and filled it has been many years that since I have appeared
before that Sheena Valley Unified School District Board of Education thank you for this opportunity my name is Cindy Wasserman I have been teaching for the district now for going on thirty five years throughout that time I have seen our district grow and blossom into one of the finest districts in California we have produced many productive citizens who have gone on to do wonderful things
in our community one of these productive citizens is our grout is a graduate of our very own Donegal high school miss Barbara Hill executive director of our newest independent charter school Sycamore Academy of cultural arts and science located on the alternative education site in Chino Hills I am so happy that my six-year-old little girl was able to secure a first grade spot at
this new school the school's principal jeff murray todo and his staff welcomed my little girl with open arms and as i know that you and and i know that you missed or not went to paint a school of visit a while back and said hello to my little girl what brings me here tonight is the fact that there is no existing
internet access or phone access at Sycamore Academy my business is a major security issue and one that needs to be resolved as soon as possible I can't pretend to know all the issues that have surfaced between the district my employer in Sycamore Academy my school of choice from my daughter who is a special-needs child and could potentially have an emergency at any
time but I have only one goal here tonight and that is that this issue be resolved as soon as possible so that I can leave my child at this school every day without worrying about what could potentially occur without Sycamore Academy having full and complete access to all that any school in the state of California much less a school on our
district's property must have one fully functioning internet access to fully functioning telephone lines I can't imagine that any other school within the boundaries of our district would not have operational phone system and internet access in the 21st century whatever issues are impeding this need this impeding this it needs to be resolved immediately I do know a bit
about the history of Sycamore Academy's origins in our Chino Valley and that they were first voted down by our then Board of Education members to me accept it as a charter school here but director Hill appealed that decision and Sycamore won that appeal and from my perspective I have exceedingly hymens and I have exceedingly high standards they fully
deserve to be here and to be welcomed by our district their landlord with open arms why would we want a situation where parents feel that their children are viewed as less than or not worthy of being completely safe within the confines of Sycamore academies present school sight please grant to Sycamore Academy what they are requesting in the
waiver of the 21 day waiting period for their internet company of choice and the telephone lines thank you thank you good evening my name is Chris Rix for the past 10 years I serve as a director of ministry for the Fellowship of Christian Athletes for the past 14 years I served as a full pylons for Fox Sports
first I thank you those who have spoken on behalf of coach Chris Stevens tonight also on behalf of Prince of athletic director Sampson Barra and I am here to stand by both of these men this evening I've dealt with many coaches over the past 15 years number one as a high school football athlete a college athlete and a
professional athlete I have never met a coach other than my college coach Bobby Bowden a Hall of Fame college football coach that cared more about their players this event that has happened is a tragedy and as a father I would not want this happen to my son or from my son to be involved in an event like this
however if I did I would not hold the coach responsible for it I would hold the children who did the act responsible the coach did not do this act and anyone who knows coach Chris Stevens knows the man of integrity his the man of character he is and how much he loves his players probably as much as his own
children as I witnessed just weeks ago after one of their coaches died he had handful of players over his home until past midnight talking to them hearing their hearts and just being there for them giving them a safe place where they could come in a time where they were hurting I implore you and I strongly request that you would do the right thing and
not remove someone who cares about these young men more than anyone who I've seen in high school sports over the past 15 years but get in the help that he needs because I feel one of the only ways to make this situation worse is to take the person out that can help rectify situations like this I heard
someone say that we're done with this we're not gonna allow this to happen anymore as someone who's been in raw involved in education and I'm sure you can agree with this this happens very often unfortunately it will happen again the question is will you have someone who will not care who will just ridicule them beat them down and disregard them
because of the fear for their own job or someone who will put their arm around those young men and say listen we all make mistakes I've been there as a young man adults we know make mistakes but them and say let me help you through this let's help make sure this doesn't happen again that is the heart of this
man he loves these boys as you can see they are here more than half the team supporting him tonight when from what I understand they were encouraged not to and they stood by their convictions to stand by their head coach by their athletic director we all fall short at times we all make mistakes I would ask that you would not make this
situation worse that you would do the right thing revisit this emotional decision and do what is right because you will not find a man that will care more than these players more for these players at Chino Hills High School thank you Sharyl manner the final speaker hello I'm from a different sports family I'm from the basketball team okay but you
know high school basketball team which I'm pretty sure you're familiar I would first like to start by saying that I'm submitting this letter because I also submitted a letter to you regarding the incident that happened after I read about the incident regarding football coach Chris Stevens an athletic director Samsa Bara I have a no am saying that I
have in no way being coerced and to writing this I'm speaking as a parent of a former chino hills' high school basketball player my name is Cheryl Manor I have actively served the chinos High School boys basketball program for four years I assisted as a my first year I assisted as an assistant team mom and then the latter three years I have
supported the team as team mom I share this not to boast about what I have done but to lend my credibility tool and credibility to my testimony I have over the time over the time we've experienced a lot as far as the basketball team is concerned we have had I believe three different coaches two athletic directors and that's basically why I'm here the
basket I mean the football team and the representatives from the football team said it clearly ok how can the coach be responsible for things that their players have done young kids have done but I want to take it another step higher how can the athletic director be in the locker room now some suggested that we have locker
room attendants that's a great suggestion but if the coach can't monitor the locker room how can the athletic director director monitor the lock well much of the success of where the basketball team has been at rooted to television players and exceptional coaching there are others who work tirelessly and endlessly behind the scenes one such person is athletic
director Samsa bara in his position Sam has gone above and beyond the scope of his duties many times sacrificing the time with his own family and his children who were also athletes this is what I know about Samsa Barra when I heard that he was resigning I was elated I thought maybe he was resigning to spend more time with his family but when
I heard that he was being forced out of the position that he's in I'm like you guys are really really Chino Hills High School is really really losing someone who has a passion for serving not just the basketball team not just the football team but all of the sports teams all of the sports teams thank you thank you

it's been pretty much decided that technology was only a plus and that you really don't have to worry about it otherwise but if you still read print items you will find that there are some people who are seeing problems and I'm doing the edge of those over the days but I am hoping that our district is going to carefully monitor the use the
update ongoing with doing the value the technology immersion and do evaluate it maybe with a control group of students who have heavy immersion in literature and in nonfiction print items and see how it goes it's not true that in all cases we decide technology's good for example my college professor husband will not allow computers in his classroom
he teaches philosophy and he finds that if you use paper and pencil to organize writing down your notes you have to think it through a little bit to see what to write and you already understand it better than if you just took verbatim something on a computer but the my main point of course is that we shouldn't do
this too early we should let kids have a chance to love literature and reading and print items first so they can be a balanced adult and this is something that's really important it's already becoming something in our society that people are too much on their phones but they're not necessarily connecting that to issues with kids now if a child like my
grandson was a misbehavior child I'm sorry I have to tell you he was and the family had enough money to take him to a therapist and they recommended as treatment 15 minutes of quality time with each parent a day and that had to be said and that was the treatment come on they were too much on their phones
and so I want adults in their society to not be on their phones too much either and we are going to have to be a voice in education to tell them not to and we can't if we're glorifying computers in the schools and we have to not do it too early very good school districts nearby do emergence but in later years the
early years should have immersion with print thank you yes mr. Schaefer I think mr. Cruz asked us to come back as a consent item next meeting as presented there was not sufficient evidence to come up with a decision I don't know if it's the district's responsibility to provide information on this item I would request that the petitioner provide sufficient
information and allow the district to review that information and then we can move forward I don't know what it what it is in the the board's requesting are they requesting that this item come forward no I'm requesting that we remand it back to the petitioner that requests to be put on the agenda for additional information well the the public had an
opportunity to place this on the agenda it's been placed on the agenda correct mr. Cruz asked for it to return next meeting as a consent item and as presented there wasn't sufficient evidence no I I thinks it was gonna come back as a consent item maybe he can clarify I thought after information it becomes consent no not every item that
comes on as information comes back on the consent item okay so let me get clarification is the board requesting that this come back on the consent item to vote or as an action item I'm sorry to vote no as mr. Cruz going to retract his request well we haven't voted so it doesn't really matter right so it's

cabinet and dr. infield for the amazing and tireless work you do for our students a day in day out this is still October Breast Cancer Awareness Month so we are wearing pink in honor of those who have either lost someone who are battling or survivors of breast cancer and tonight at 10 o'clock on the channel 11 news there was going to be a segment
with Christine Devine and it's going to feature a McKenzie Edward Lera who is a freshman at dawn Lugo she's the kicker on the frosh and varsity football teams and they're going to be doing a piece with her so that's tonight on the Channel 11 News at 10:00 October 4th I attended the donggu football game and also on the 11th which was their
homecoming game October 7th I tended the district tried college career fair it was held down at Chino Hills High School it was very well attended there was a great mix of private and public universities present there were some many seminars on how to fill out the applications on student aid and financial options and I'm glad that we
do that it provided a lot of great information for our families on the 13th I attended music in motion competition which was hosted by Yala High School was the 13th annual it's the largest Western band Association field competition in Southern California there were over 30 field bands that participated I'm happy to report that Don Lugo placed first in
division 1a I all placed first in Division five 8 which is the large band and Chino Hills came in with a third place in 5a so we had great showing by all of our schools that were present and then on the 15th I the privilege of shadowing instructional aide Carrie Bradford who is a special ed instructional out at Woodcrest junior high and I
shadowed her for about four or five hours and let me tell you that is probably one of the most difficult jobs and positions in this district they get pulled in so many different directions and so I want to thank all our instructional aides and special education that do a great job for our students every single day October 9th
was our Baldy view ROP meeting I just a reminder this Saturday the 19th at 10:00 at 10 o'clock is an open house and ribbon-cutting for the logistics facility and new training building that is on site the address is one five zero one South Bond View Avenue Ontario it will be an open house from 10:00 a.m. to noon and the ribbon-cutting ceremony
will start at 10:30 from the parks sheena health Parks and Recreation Commission last night the Commission did approve the addition of four pickleball courts to the soon to be revitalized Torrey Pines park in the south part of the city that will go to council within the next meeting or two and then another reminder on Saturday November 16th the
city will be officially dedicating and opening the new low serrano's Park which is adjacent to chaparral Elementary School was a joint venture with the city and the school district school district actually owns the property and we come up with a deal with the city to to build a park on there for the community that's all I have thank you very much mrs. first I want to thank everyone for coming to the meeting this evening and I want to thank all of our students that are here and for those that spoke at our board meeting I first want to thank everyone for who attended my community coffee last Saturday at a Yala Park I appreciate people taking their time on a
Saturday to come meet with a board member my next community coffee is going to be on Thursday November 14th at 7 p.m. and this weekend at the Shops at Chino Hills of the Chino Valley Chamber of Commerce is holding their annual Business Expo so if you are interested in the chamber and supporting local businesses it'll be a
great event thanks and have a good evening music yes you know I also tended the music emotion and you know I have to tell you the parents are amazing they they really make that program go the way it goes very successful program and thanks for the head coach and an IKE which is he's such a fabulous creator and creating
these programs excellent I also shadowed a bus driver Robin a very terrific person and I realized that bus drivers they have relation they build tremendous relationships with students and it's a very intimate relationship and we all are together when it comes to the future of our children and you know all those emails that you guys presented you know it's a
reflection of of all of us the need of having good people being there for our kids and it really does matter especially in these times where there are records of depression mental illness and suicide rate soaring and such a issue with drug epidemic as well ain't no Chris Stevens and such as the people here as well we all have
character and when it comes to what matters for children what benefits for our kids essentially that really does matter good people being mentors for our children so president Nam you know for our next board meeting I would like this be placed on an action item to consider restating Chris Stevens as heads coach and the same for the ad thank you

Enfield could you look into that if we're able to do that yeah okay thank you it is so good to see that our students responded for our great teacher great coach Chris Stevens is awesome man and in fact I was on campus today job-sharing loopy custodian and I saw our students there who really loved it
loved him as their own father figure there are things that what we want what should be just it's hard to see but my vision is clear that is to support our students so if if things work out and hopefully did well but it will be a process I'm thinking I would like to really have our good people leading and
serving our students like Chris Stevens so thank you for all coming out to giving us your support but the tomorrow is never promised in this life and what is important today and I think you guys have chosen to do the right thing tonight so thank you for coming I'd like to also thank the parents who came for Sycamore where they care for
their safety of their children not having the phone line available so dr. Enfield could you I have technology department still talk to them and see what we could do as a district or a partner with that school because each not about the school setting but it's about the kids so I don't know what could be available because I'm I'm not a

ocean and just our body says yes let's be pleased by everyone but sometimes our bosses have to make difficult decisions whether we want it or not it happens even in other households when you become a mother and father you're becoming bosses two of your children so we need to really appreciate our bosses and and that's where we're gonna learn the
