UNKNOWN 0:02:10

management initiatives security of public initiatives and closeout with the comprehensive school safety plans and compliance as required by callaloo title 830 203 the district is fulfilling its requirement to have a district-wide Safety Committee that mandate has been met we have five meetings that are on calendar and have met two out of the five meetings one in September of 1 in

UNKNOWN 0:02:41

November the committee has come up with 5 goals for this academic year increasing awareness on emergency and disaster preparedness reviewing and providing recommendations for delivery and safety and emergency operations trading installation of classroom disaster preparedness lockdown kits district-wide equipment assignments for new department district office evacuation monitors and implementation of safety initiatives program for the 2019 academic year the

UNKNOWN 0:03:12

safety incentive program includes identification of the single school in each one of these categories one elementary school one middle school one K to eight and one high school as part of this initiative one school would be identified and a selected campus will have an employee luncheon a plaque will be presented to the principal and the principal's team for safe school of the

UNKNOWN 0:03:37

year for each one of these school categories for a mandated online training this year we've had three assignments anti harassment training maintaining professional staff student honorees and child abuse mandated reporter trainees out of the 38 locations we have a 90 percent completion rate we expect within the next quarter we'll have 100 percent completion for all those employees that

UNKNOWN 0:04:04

have been on leave and returning back from leave for emergency and management initiatives we've had great success we're a California shakeout on 1017 that the campuses all campuses participated in the great California shakeout conducted an evaluation drill roll call and accountability tested their public announcement systems exercise search and rescue teams worked with triage teams participated in a radio call for risk

UNKNOWN 0:04:34

management and submitted a drill summary to risk-benefit so we can identify strengths and weaknesses and improve upon our drills at the district sites we conducted evacuation drill for the first time selected evacuation monitors who represent each department within the district conducted an evacuation drill at all locations conducted roll call and accountability reporting created a new evacuation map for procedures for the

UNKNOWN 0:05:00

district offices and the sites they also participated at a radio call with risk management and submitted a drill report again so we can identify strengths and weaknesses and improve upon them as part of our emergency management initiatives we move forward and initiated a request for proposal to provide the following services via a consultant and a consultant will be tasked with

UNKNOWN 0:05:25

developing an Emergency Operations plan district-wide facilitating tabletop exercises with the cabinet of district administration in the fall in the spring developing an ELC or the Emergency Operations organizational chart with decision flow trees for an activation created emergency response guides for the common types of disasters that we encounter creating functional annexes in the Emergency Operations plan like emergency communications pandemic

UNKNOWN 0:05:52

flu parent and student reunification and recovery plans it'll also include an emergency management training matrix for the district staff provide emergency exercise training guidelines and then finally provide mobile emergency operations training and deployment so we have a capability to deploy an emergency operation center anywhere within the district also as part of that request for Proposal the consultant will also be

UNKNOWN 0:06:20

conducting a district-wide assessment but will there gonna be a developing evacuation maps for each designated evacuation to campus and district site location so those maps will include locations of our automatic defibrillators first-aid kits fire extinguishers all of the water and utility and gas shut offs and designated evacuation assembly areas the anticipated completion date for that as fall of 2020 to further our emergency

UNKNOWN 0:06:52

management and disaster initiatives in the summer of 2018 we deploy emergency containers and all of our campus and district sites each site location has food watering and sheltered supplies and all the emergency provisions that they would need in case of a disaster an emergency our further initiative moving forward would be to supply classroom the lockdown kits and the lockdown kits will

UNKNOWN 0:07:19

have all the provisions that are needed inside a classroom if there was a lockdown situation behind me is a display of one of the kits that we would be getting so you have opportunity to take a look at it after the meeting and see what the contents are as part of our initiatives for emergency management we're also participating in signal for

UNKNOWN 0:07:42

safety program and this is a program county actually working closely with the County of San Bernardino Office of Emergency Services where as each school will be provided with a green and a red flag so we're the first responders conduct a dashboard assessment during an emergency when the school displays a red flag they know that they need stop and render aid when they display a

UNKNOWN 0:08:06

green flag they know that no aid is needed and they can move on to the next location we're in the process of rolling out our emergency notification system which the Board approved earlier this month so the emergency notification system for the district will include bi-directional masts emergency massing hub messaging system an engine and management system that logs incident

UNKNOWN 0:08:31

history geofencing capabilities sending emergency messages and critical updates to all of our employees via text email and desktop notifications this is an opt-in system and employees that have district assigned mobile devices will be automatically integrated into the system all other employees will opt into the system the emergency notification system will also include a panic button feature whereas if you download the app and you

UNKNOWN 0:09:00

get in a situation where you need sense of assistance or aid rendered you'll be will have that capability to press that patting Clinton and help will arrive the implementation has already begun this month the anticipated launch date for the emergency notification system and a completion of implementation is scheduled for February of 2020 as part of our security of public safety

UNKNOWN 0:09:25

initiatives we have a schedule of annual security day training for the first time on 12:20 we have a full day of training for all of our security personnel district-wide breakfast and lunch will be provided to all of our security personnel our training agenda includes the superintendent and the school resource officers doing an introduction PBIS training will go over emergency

UNKNOWN 0:09:48

operations procedures a required refresher on sb 1626 drugs that are abused by teens first aid CPR AED at stop the bleed training and active shooter training to further our initiatives with security we'll replace it our aging fleet with three new vehicles that are scheduled to arrive in December of 2019 we're also updating our security procedures manual with general information roles and

UNKNOWN 0:10:22

responsibilities emergency at operations procedures and communications in conclusion the comprehensive school safety plans will be provided an update so 2019 we selected a consultant to assist us with compliance with our comprehensive school safety plans principals were provided with training on plants emissions the submissions of the plants were streamlined to make it a lot easier for the principals to submit

UNKNOWN 0:10:53

their plans 36 plans will be reviewed and approved by the superintendent says me my position and in 2019 all comprehensive school safety plans will be submitted and approved this completes my presentation does the board have any questions the equations there aren't any page numbers so I'm just going to go by the heading of the slide great California shakeout and then it has

UNKNOWN 0:11:34

October 1719 campuses and districts my my question is that the the last bullet indicates submit all drill summary to risk management who was providing the input so that would be the principals or a designee that would provide information or populate the information that we requested to get the feedback that we need to improve upon our exercise and drills it's only the

UNKNOWN 0:12:03

principals perspective are the principal seeking input from staff is specifically the teachers in the classroom what worked what didn't work from their view of safety for our students so I I would ask that if it isn't including their input that it include their input to the principal to you not just the principal's perspective my understanding is that that's the way that it was done

UNKNOWN 0:12:30

so you know I'll make sure that I get clarification on okay and then the page that addresses the emergency supplies containers and classroom kits I imagine that there are items in the kit that expire will be responsible for checking the expiration dates so that when the need arises everything is up-to-date and current and not expired because even

UNKNOWN 0:12:57

latex gloves expire exactly who will be responsible for that oversight that will be a risk management partnering with the site administrators so we have a master spreadsheet of all the supplies in the inventory we know when the expiration dates are so when it comes close to the time for expiration the administrators will designate whose responsibility that is yes and I believe most of the time

UNKNOWN 0:13:26

it's the custodian that kind of works with the principal okay we have probably about another four years before we have to worry about it because the majority of the supplies have a five year exploration okay I just want to make sure that you know and to expect one person to monitor all of this maybe a bit much

UNKNOWN 0:13:47

so I think there should be a few folks at each site keeping track of this thank you so if you remember last year Craig frame went through in order district-wide all the bins for the water in that and I think that's what mr. fields talking about so we know when that's going to expire and then what we'll do is we'll reorder the district

UNKNOWN 0:14:13

will order that and then work on getting it delivered to the sites if you look on the table over there when those we're looking at doing a a bid out to purchase those for every classroom so they have a portable toilet in each classroom with water and food in case of a lockdown for the kids in each

UNKNOWN 0:14:31

classroom and there is an expiration dates and again risk management would be the one who knows when because we're doing it district-wide we know this year they're gonna all expire so it'd be one purchase every year so it's on a five year rotation okay I understand that they have expiration dates I know that I'm issued a kit through work as well

UNKNOWN 0:14:51

but I know that if I don't remember that the kid is close to expiring I want to know that someone is yeah and that's a district office we'll be tracking well thank you for your presentation you know unfortunately we're living in a climate where you know we are all aware of what happened at Saugus high school last week

UNKNOWN 0:15:12

what are we doing in terms of student awareness and preparedness for those types of threats excellent question was Scott yeah so we're actually looking at some of the experiences that they've had across the country with you know active shooter situations particularly with Saugus high school we were actually we received resources that they used like stop the bleeding kits so we're actually

UNKNOWN 0:15:34

looking at options to install those kits in each one of our classrooms and then train all of our teachers and our personnel on how D is then when they're actually installed mr. crews every classroom is gonna have that kit correct yes and I noticed something interesting you have a portable potty which is a great idea but you know there's a lot of

UNKNOWN 0:16:01

uncertainty you know what's happening in our reality and I think it's also important that a lot of our community members will come to our schools as a safety and noticing that you know you're providing food that is really essential that if you do provide it maybe be nice to provide 24 years of food then when this day does

UNKNOWN 0:16:25

come and it's gonna happen that people won't be because they will come to our schools many will come yeah so hopefully there's enough for the community thank you thank you I have a comment um yeah as a parents we have two things in our mind the fear of the big one the earthquake so I understand that that you

UNKNOWN 0:16:53

have been working very hard on that subject and also our terrorist attacks and that is in our mind all the time nowadays so we have to make sure those are top prior issues that we have to deal with and I'm I'm happy to see that we're updating our equipments for our security personnel especially automobile but also for their personal equipments I

UNKNOWN 0:17:21

like to see the updates such as a possibly a bulletproof jackets issued for all security personnel pepper sprays handcuffs I don't know what that is needed because they are the ones who's going to be first in line to protect our staffs and our teachers and our students so I like to see that we move a forward making sure that they have the right

UNKNOWN 0:17:47

equipment to protect themselves so that they could protect our teachers and staff members and students and I welcome you from I know you're from Fontana and she was doing a great job with Thank You secretary wonderful secretaries my sister actually and I guess you know wonderful job and just thank you for caring for our students as your own

UNKNOWN 0:18:15

thank you obviously I know I know you're prepared but being prepared for children that are injured when these times come that we are proactive when it comes to helping our children because you could imagine the chaos and the injuries that may occur we're now at comments from stern representative Audrey good evening board and committee members this week I'm sure

thank you for listening and happy almost Thanksgiving Brenda Walker from a CT good evening president law school board members superintendent and field district cabinet and CB USD community this week we've been celebrating American education week it's a great time for us to recognize and honor public education and the wonderful work that educators administrative staff and classified employees do one of our own teachers was

UNKNOWN 0:23:07

honored yesterday and we want to acknowledge the work that she does to educate her students congratulations to Traci bus a teacher at Liberty Elementary who was recognized at Assemblymember Freddy Rodriguez is 2019 educator of the Year award assembly and congratulations to another awesome teacher special education teacher Kristin Knight from Canyon hills junior high for being named the extra effort

UNKNOWN 0:23:36

extra credit does district honoree it's wonderful when our colleagues and employees get recognition for giving so much of themselves to our school communities on another note I want to thank the board in advance for your consideration of the schools and communities first funding act resolution getting this initiative on the November 2020 ballot and passed would be a

UNKNOWN 0:24:03

benefit for not only public education but first responders and other services that our community so desperately need next I want to address some of the things that have been brought to the association's attention and have been shared with the district and board members you've heard teachers comment on the lack of substitutes at previous board meetings I'm speaking to the issue of

UNKNOWN 0:24:32

certificated stuff subs but I know that the issue was a great one for classified staff as well this is a huge problem our nurses are even performing double duty because there are no subs for our nurses it affects everyone students and staff we know the district is aware of the problem and has taken steps towards resolutions we appreciate

UNKNOWN 0:24:57

you thinking outside the box and we look forward to any changes that will attract more substitutes to our district and expedite processing new substitutes the last thing I want to bring up has to do with certificated staff support more specifically teacher support as teachers continue to work with students not only on their academics but providing social emotional support recognising and

UNKNOWN 0:25:25

referring students for additional support and helping to maintain a positive school culture and climate it's important to know that they can rely on sound administrative direction collaboration and support at all sites we appreciate the district's focus on this finally on behalf of a CT I want to wish the board staff students parents and other members of the community a

UNKNOWN 0:25:53

safe and restful week of restful week off for the Thanksgiving holiday goodnight [Applause] Daniel Hernandez from CSA good evening president gnaw board members superintendent and filled cabinet and community I want to first off by thanking Whitney fields and Lord Griego they must have taken off for that presentation it's a long time coming it seems a few years back we had

UNKNOWN 0:26:39

implemented something and kind of lost our way I am very very happy to report that in speaking with dr. infield Richard Wright out cabinet is the implementation of this emergency evacuation plans we noticed that that it was always taking place at the school sites but not at districts like district level student support media center that we were always left behind we have a

UNKNOWN 0:27:09

term that people just got left on the roof that we didn't know what was going on with him because we have maintenance going to different sites at all times so I'm very happy to report that we are doing something about it along with the evacuation plan and the little kits that were there I had an opportunity to look through them there's

UNKNOWN 0:27:31

quite a bit of information and a quite a bit of supplies in there we actually did asked about the information about when they go bad or when they need to be replaced the district has always even currently with their supplies have always kept up-to-date on them so I'm very happy to report that one of the things that I did want to wish is the

UNKNOWN 0:27:50

community and all of us to have a very happy Thanksgiving and to if you're able to this time right now is we seem to always remember about our families and loved ones but there's a lot of people in our community that are a little bit less fortunate than ourselves so if you're able to please donate give sometimes it's just time but if you're

UNKNOWN 0:28:11

available to do so please do so Tom Mac you see from Chow good evening everyone during this season of Thanksgiving chap would like to thank all the administrative team at the district office and each of the school sites who given themselves in each and every day of to support our students and staff we also want to thank our

UNKNOWN 0:30:39

wishes to file a complaint against a district employee the first speaker is dawn Ridge followed by Gerrard Gerardo Sanchez followed by Suzette dang president Nam members of the board dr. Enfield and cabinet and guess I just want to take a few moments to thank you in the district staff for organizing principle for a day yesterday I was

UNKNOWN 0:31:12

assigned Rhodes elementary it was a fantastic morning my participation included observing the opening of school assisting in the first and sixth grade awards ceremony we visited several several classrooms and even made an honorary scholar with a t-shirt which I proudly wear tonight but I just wanted to give also a big thank you to to dr. large and the road staff for for a great

UNKNOWN 0:31:40

a great day I also wanted to just kind of share a little a common fact that in my conversation with dr. large we have a commonality in in Terre Haute Indiana I found out that she went to college in Indiana State which many of you know is the home of basketball legend Larry Bird a few miles east of Indiana State is

UNKNOWN 0:32:04

where my son and daughter-in-law went to college rose-hulman Institute of Technology and so it's a great community been back there several times and Rose Hulman if you don't know about that school it's it's the competition for Harvey Mudd you know up in Claremont as far as engineering school in the United States so with that I won't take any

UNKNOWN 0:32:27

more time except to wish everyone a wonderful Thanksgiving and enjoy there for the teachers my my teacher colleagues I enjoy the week off thank you Girardeau Sanchez followed by Suzette dang followed by Kathy Osmond good evening president na distinguished members of the board I'd like to start off by thanking you for all your efforts in supporting the students and staff in

UNKNOWN 0:32:54

our fine district my name is Gerardo Sanchez and I'm a school psychologist I was elected to speak tonight to share with the board a dire about a dire need that exists within our district as we are well aware a mental health crisis is sweeping across the nation and the staff and students here in the district are not exempt from the effects of the

UNKNOWN 0:33:10

mental health particularly find ourselves in as the students we serve have adverse childhood experiences living in a trauma impacted community for example one school alone with a student population of 557 has had a drastic increase in disciplinary behaviors last year at this time we had 11 suspensions this year we have 56 these suspensions are result of an

UNKNOWN 0:33:31

assault of the three big offences assault bullying and controlled substances last year at the same school we had a total of 75 threat assessments although alternative means of Correction and support and implementing restorative practices such as counseling if parents agree having the students check in with psychologists and intervention counselors also allowing students appropriate time to de-escalate these

UNKNOWN 0:33:56

methods have not worked as our students still live and the trauma impacted community to most these numbers would seem alarming and they are what is more alarming is that this is just data from one of my schools where I'm scheduled for two and a half days because I have another school where I'm also scheduled for another two and a half days which

UNKNOWN 0:34:13

has its own set of challenges as well however in addition the psychologists also provide aid to other psychologists in need going to their sites and helping them with assessments and reports this is taking away from the attention and the need that the sites that were assigned to have however in regard to the aforementioned behaviors they cannot be pinpointed as having a singular cause

UNKNOWN 0:34:37

but rather are the result of socioeconomic factors requiring both parents to work leaving kids unattended cell phones in schools the use of illegal substances and a Miss and the use misuse of prescribed medications as report in the Chino champion reading recently this issue has become more prevalent in the past recent weeks this can be attributed also to a rise in gang

UNKNOWN 0:34:59

activity which makes drugs more accessible to students furthermore the rise in gang activity speaks to how children feel the need to belong to something special when their social emotional health is compromised my colleagues and myself put the students and staff first and foremost this is why we have documented an average of a 65 hour work week it is

UNKNOWN 0:35:19

taking us 25 additional hours on average to complete our work from home to meet timelines 25 hours a week times 38 weeks equals 950 hours or 23 weeks of additional work I won't put a dollar figure to that because I don't wanna give you a heart attack but the purpose of my sharing with you this evening is

UNKNOWN 0:35:36

to respectfully request an open dialogue about increasing staffing for school psychologists and other mental health professionals impacted by the drastic escalation in behaviors and social-emotional concerns so we can truly address the needs of our students and make positive changes at a higher rate good evening president na board members dr. Enfield staff and audience members Suzette dang with County Supervisor Kurt

UNKNOWN 0:36:06

hagman's office I'm here tonight to announce open house Sam Monroe County Supervisor Kurt Hackman invites you and your family to attend his annual Christmas open house on Thursday December 5th from 5:30 p.m. to 7:30 p.m. at sido chino hills' chino hills' city hall one four zero zero zero City Center Drive in chino hills' everyone is invited to attend this free event we

UNKNOWN 0:36:54

number is nine zero nine four six five five two six five and we wish everyone a very happy and safe and blessed Thanksgiving we hope to see you like next month Thank You Cathy Austin followed by Sharon Duran good evening school board and audience I don't want much I should be complaining about the one-to-one computers in kindergarten but

UNKNOWN 0:37:33

I really do and I really do believe that all computers should be out and tell kids get to love reading first but I'm okay with just getting the smart boards out of K 1 & 2 because they're big glorified cell phones and cell phones are really the problem we don't work process on these smart boards and that's

UNKNOWN 0:37:55

why we say yes we do need to have computers in the kindergarden 1 & 2 so they cannot be behind in their word processing when they get up to 3rd grade but we don't word process on them we don't take tests on them and most of the time we don't research on them you want the kids to do their

UNKNOWN 0:38:13

own researching not as a group so I think okay let that go cell phones really are a menace in society I brought information last time that proves that they really do harm the kids ability to learn and I had an experience of it just tonight I had a conference with a parent because the child was nominated for gate but in my

UNKNOWN 0:38:39

classroom and I guess everywhere else this child does not do well with reading she spaces out when you ask her any comprehension questions she doesn't know what you're talking about she just stares at you and it's bad and I said to the parent they're not doing too much screentime is she I said you know it's about three hours a screen time is

UNKNOWN 0:39:01

normal for most kids these days it's the average she said yeah that's about what she does I'm going oh my gosh so I think I convinced her to try and cut back on that a little but adults are so addicted to cell phones that it's hard for them and I found out recently the last two New York Times magazine covers talked

UNKNOWN 0:39:23

about can people really be addicted to video games and the answer was yes and the internet didn't turn out as we hoped snarled cat and they said that six out of ten biggest players on the Internet are owned by China and China's avails you and they sometimes arrest you if they don't like it too and my parents

UNKNOWN 0:39:47

that are Chinese said oh yes we know about this but they're still on WeChat which is owned by them and tick tock it's a problem we should do what we can the final speaker is sharon duran good evening board and superintendent my name is sharon I participated in principal for a day yesterday I got to spend time

UNKNOWN 0:40:22

with mr. Davis principal at chaparral Elementary we visited classrooms and discuss student technology i kinder pbis school site clubs and student enrollment numbers yesterday dr. and Phil mentioned how education has changed this is something I've been hearing for the past few years from many educators administrators anyone in education really I believe that we are now seeing the long-term effects of technology and

UNKNOWN 0:40:51

social media at an early age when my son was going into first grade I said to my niece I'm getting Frankie tutored do you know what a tutor is she responded it's like when you post stuff you want to say I'm like that's a Twitter you know this is when they were going into first grade there now like eighth and ninth graders

UNKNOWN 0:41:11

I realize the benefits that technology has provided but it's really you know now we're seeing the opposite side so we need to focus on that and as parents you know that's a huge thing I saw the meeting from last week and someone mentioned wait till 8:00 which is so funny kids I have two eighth graders that both just got iPhones last this

UNKNOWN 0:41:35

last month which rules curfews and as I refer to myself the phone Popo cuz I can and will search at any time so this also I think reflects some of the concerns I've heard from administrators and like I said educators with mental health I think it's also linked into that because it somebody told me how do they say they

UNKNOWN 0:42:01

they're having trouble dealing with real-life emotions if we're always behind the screen so that you know unfortunately suicide rates and things of that nature you know it's all a domino I really feel like it's all kind of connected in somewhere or another and I do have a student that does receive counseling services and just last week or a couple of weeks ago we had an

UNKNOWN 0:42:28

incident we discussed what's been happening what have you been doing since then and the counselor actually told me I'm so surprised at how he tells you so much and how you know it so much about what I'm talking about she's like I call parents and they're like what who's that friend who's this like they have no idea

UNKNOWN 0:42:46

what's going in their kids life so us as parents - it's our responsibility I just wanted to mention I'll say I I also had nominated miss territory from Magnolia for the Freddy Rodriguez Education Award but it really was a nomination on behalf of my son because when he heard about it he's like you have to do it mom

UNKNOWN 0:43:07

you know he told me all the great things about her which I already know but I just wanted to give her a shout-out for that thank you very much we're now at changes and deletions that are there any changes or deletions the following changes on the agenda Human Resources item 2 b1 revisions to the classified substitute salary schedule this item is

UNKNOWN 0:44:22

everyone tonight I would like to share a little history on this particular board by law and how it originated how and why so prior to my being elected to the board in 2006 it was the clerk position that was always voted on and then the next two positions just simply rotated up to the higher position or higher

UNKNOWN 0:44:45

office now prior to me my being on the board in 2006 there were and I'm gonna be I'm just gonna say political moves which prevented a board member from becoming president and the way they did that was to simply not vote them in his Clerk obviously this occurred to those board members who were in the minority on the night that those sworn in my very

UNKNOWN 0:45:11

first meeting there was a veteran member who should have been the sole nomination for clerk however I was nominated also so shortly thereafter I advocated for a policy in which members automatically rotate to all positions and include specifics as to when new board members are elected the pawl the policy has proven to focus on student student achievement rather than on political

UNKNOWN 0:45:40

moves or simply the appearance of targeting an individual what's being suggested tonight unfortunately is a return to the past now perhaps the request originated because individuals do not want to serve as president and that's okay because there's nowhere in the current policies that says that a member must serve as president the person would simply decline and rotate

UNKNOWN 0:46:06

to the next person or next member perhaps you believe that the next person in line isn't deserving each of you were elected by the community and thus are all deserving or perhaps you believe the person would not appropriately represent this board you all represent this board every day everywhere you go whether you're president or not now if you don't agree with the person's

UNKNOWN 0:46:36

philosophy or personality now that becomes personal and this by law should not be personal but rather should be about the process by having this rotation it assures that any member who's in the minority perceived or real has the opportunity to assume the role of president by having this rotation it assures that the process is transparent no distractions not personal and not

UNKNOWN 0:47:04

politics it's my hope that this board does not revert to the past past it was based on self serving the interests and not serving our students the board needs to maintain its focus on what's important and what's important is serving our students our staff and our community thank you have a blessed Thanksgiving okay is there a motion to

UNKNOWN 0:47:42

put the item on the floor for discussion so moved Gani seconded by mrs. Blair I want to thank mr. Orozco for attending because I'm glad mr. Orozco attended because I was going to mention your name so I am a bit torn regarding the policy when I was elected to the board I was part of the minority had it not been for

UNKNOWN 0:48:29

this policy I truly believe that the political moves that miss Orozco spoke of would have precluded me from serving as president during the first term of my election I do however understand that there is there are different views now on the board there are newly elected board members who may not yet fully understand the impact that the change will have I

UNKNOWN 0:49:01

can only say that it has gotten out there that I am NOT interested in assuming the role of president which I am currently vice president which means the rotation would take me to the presidency I am NOT interested in being president when I did serve as president it wasn't a very pleasant experience whether or not we want to believe that

UNKNOWN 0:49:33

these seats here are political they are heavily political and it saddened me to know that what I was trying to do was me as president was met with such resistance and I was told oftentimes you know don't do that because you're sitting presidents what I was doing was out visiting school sites and parent groups and talking to the very

UNKNOWN 0:50:00

individuals we entrust our children to every single day some of you may recall that when I spoke at the graduations my speech came up missing it left me dumbfounded scared and the only thing I remember that kept me going was that I heard the students from Don Lugo say just wing it you've got this you can do

UNKNOWN 0:50:28

it and they're telling me they're encouraging me when it's supposed to be the other way around so you know I swallowed all that fear I remembered what I had said the first go-round and I said here I go and I did what I could to recover so it is political I don't know why someone submitted the request to

UNKNOWN 0:50:50

change it all I know is that I have chosen not to assume the seat I am not being pushed out I just have no interest I can serve the students like Miss Orozco said as a board member here without a title because being vice president being clerk being president really means nothing to me if you're here to serve the children

UNKNOWN 0:51:16

then that's all that matters so I'm not being pushed out I will support if the new vision here is to move out of the rotation I will support that but I can say that I was president at one time of this board because the policy worked because had it not been for the policy I can assure you that I would not have

UNKNOWN 0:51:45

been president so I have some very straightforward comments on this item as the individual who made the request first mr. Roscoe I'd like to thank you for coming this evening and sharing the history of this measure with the board that is one of the things that I looked into when making this recommendation and I understand and appreciate that at that

UNKNOWN 0:52:08

time there were particular circumstances and things that were happening from a negative perspective that may have predicated the need to adopt such a rotation policy but I believe it's 11 years later and I believe that as a board we need to be looking towards the future this year we've taken undertaken several board policy changes to approve the efficiency and effectiveness of this

UNKNOWN 0:52:32

board and this proposal itself you know I didn't sit in a corner and write it we took the language or I worked with dr. Enfield we took the language from existing board policy that's recommended by the California School Board Association so the genesis of this is that other districts are using similar language and similar policies myra posle is actually

UNKNOWN 0:52:53

rooted in being an accountability measure I believe that members of this board should they want to serve in any these roles at any given time should have the opportunity to do so I believe if someone is enjoying their role as the clerk or vice-president or the president presiding over the meetings and they have a Coalition of the Willing of the

UNKNOWN 0:53:14

board that supports them continuing in that service you know there's no need to change that around but I also think that having a election policy we are a democratically elected Board I think having election policy also puts in accountability if someone is doing something as a board president and the community is not happy with what that is

UNKNOWN 0:53:34

it's an accountability measure the next time so I don't see this as being any less or more transparent than the existing rotation policy and I appreciate the other viewpoint regarding the rotation again I am familiar with both the history of the rotation policy as well as you know what has happened you know the Leben year since and how

UNKNOWN 0:53:56

just because you get in one of these positions doesn't mean that you're isolated from any politics or behavior from other board members because there has been a history on this board when some members are in the minority you know there are issues with them getting the respects and being treated as an equal member of the board again I truly

UNKNOWN 0:54:17

want to make sure that as a board we are functioning accountably because if we're not functioning countably we're not serving students we're not serving the staff I'm not serving anybody in the CV USD community and so that is why I suggested this measure I believe that some members of this board believe this is personality based and personality

UNKNOWN 0:54:35

driven I would hope in my first year of office one thing I proven is I don't care about any of that stuff I care about the students in this district I'm here to make positive changes as a board member and make sure this board works effectively and so you know that's why I made this proposal so I would ask my

UNKNOWN 0:54:54

fellow board members that you know if you support this proposal on its face if you think it would be a positive change I'm if you're willing to go in this direction I hope this proposal Garner's the requisite support this evening thank you very much mr. cruise the board shall each year elect his entire slate of officers the election of the board

UNKNOWN 0:55:17

officers officers shall be conducted during an open session of the annual as a tional meeting the district does not recommend this mr. no mr. Schaefer Thank You mr. Roscoe thanks for being here this evening and for shedding some light on the history as a board member I feel I would like to have discretion as to who presides over our meetings as to

UNKNOWN 0:55:51

who represents us in public as the the figurehead so to speak of this board and I I don't think that today we need to arbitrarily have a rotation policy that's going to put somebody in place I think as the board as elected officials I think we have the responsibility of selecting who's going to lead us I have

UNKNOWN 0:56:23

heard coalition the board wants to build a coalition among board members I don't know what he sounds like it doesn't sound like Democratic at all when you have a coalition of board that's what you get one sided one majority that's it I believe this is personal vendetta against one person should a vice president would not assume the

UNKNOWN 0:56:59

presidency in the coming year mr. Cruz has been a great board member and he's a clerk and if we would go on rotation basis then he would assume the presidency out support that out support if Miss Blair assumed president as she should have been hundred percent why because I believe in democracy every each member is duly elected by the all the constituents all

UNKNOWN 0:57:45

the parents and all the stakeholders they hold different perspectives I agree with mr. Cruz because he voted against very harmful sex education agenda that was coming from Sacramento now what will cause division among our board members because we believe in different things different belief system yes it does but it doesn't represent our community our community's diverse and our board

UNKNOWN 0:58:29

members are elected to represent different perspectives if we build a coalition among our board members you get one-way street you can come in like tonight and welcome you speaking thank you will be always a time why should we come and talk when there's already a coalition and and they would have one agenda we can go back and look at other

UNKNOWN 0:59:09

institutions you can look at other countries and all their social systems the reason that this country had prosper was we believed in democracy and respecting each one of our staffs each one of our parents in each one of our leaders if our leaders would know their coalition and and and and believe that's the right thing to do

UNKNOWN 0:59:39

disregarding our constituents put forth their leaders every two years it's a nonsense that is not a democracy now hopefully everything will goes fine and that's what some people believe in different countries and different systems but whenever you have a coalition and when things goes rough four things go the wrong way the innocent people suffers the most and

UNKNOWN 1:00:12

that is our children I do not want to see politics played I want to see the voices heard because everybody has a big stake in education especially parents and grandparents because there are children so I believe that each one of you each of our parents and constituents and our teachers and and our are carried members are principals they have right to speak

UNKNOWN 1:00:43

and right to be heard to all five individual members not to the coalition thank you ganya mr. Cruz can go first so I I don't know where this coalition-building came from I expressed to dr. an killed it was early September when I shared that I was not interested in rotating to president shortly after that I went on

UNKNOWN 1:01:20

medical leave and last meeting was my first meeting back so I I haven't spoken to anyone about anything and I don't know about a coalition what I do know is that I fully understand how the two of you feel because I was part of the minority for seven years so I know what you're feeling but it's not a coalition

UNKNOWN 1:01:42

it's called a shift it's called a political shift and it happens and it happened and I hope it continues to happen into November 2020 so we can get further things done in this district policies have changed things are improving but that's because it's improved up here but there's no pollution on my part I expressed a personal feeling a personal desire not

UNKNOWN 1:02:10

to rotate and that's all that it's been I had no idea anyone was going to bring this forward I have nothing to do with that but I fully understand how you feel because I dealt with it for many many years but please leave me out of any assumptions or conspiracy theories because there aren't any music crews you

UNKNOWN 1:02:36

know my fourth year I was the president the fourth year and I humble myself I was number one as the go getter so you know they're marginalizing the community and if that's what they want to do go right ahead mr. Gallo I don't subscribe to ad hominem attacks because we are here to serve children and as examples in front

UNKNOWN 1:02:57

of children who do watch these meetings we should discuss the proposal at hand and the merits of the proposal at hand so I'm going to include with if you believe this is a positive direction having a democratically elected slate of officers for the board support my proposal if you don't don't support the proposal but I would like to motion for

UNKNOWN 1:03:17

a vote so no you know this is about this is about equitable among our constituents whether we like it or not everybody has a fair take so they're marginalizing if they vote for this and I like to president now I'd like to reiterate my motion to bring the changes to this board policy to a vote any other

UNKNOWN 1:03:45

comments yes a motion to accept the revisions as presented okay I know the comments so miss ganya asked for the revision do I have a second some moved moved by mrs. Blair okay all those in favor say aye aye opposed no name asses three two next item preferential right next item item 2a - resolution 2019 2020 - 21 schools and communities

UNKNOWN 1:05:01

first funding act recommend the Board of Education endorsed resolution 2019 2020 - tuning and schools and communities first funding act are there new speakers may have a motion so moved second second by Miss Blair comments questions I I would just like to read miss Blair schools and communities first funding act whereas since the passage of proposition 13 and 1978 school funding

UNKNOWN 1:05:40

in California has experienced severe limitations it was in what was once the main source of funding for schools the property tax and whereas while the intent of prop 13 is to help homeowners a loophole in the system permits major commercial and industrial properties to avoid regular reassessment providing a windfall to commercial property owners at the expense of vital school funding

UNKNOWN 1:06:03

and whereas school funding California is $2,400 per pupil less than the national average and 10,000 below $10,000 below the top funded States while California's cost of living is among the highest in the nation and whereas the schools and local communities fund act is on the November 2020 ballot and whereas the measure provides about 5.3 billion annually for schools K through 14 and

UNKNOWN 1:06:29

whereas the schools and local communities funding act will also provide billions in funding yearly for cities counties and special districts in locally controlled revenues for affordable housing parks libraries emergency responders Health and Human Services libraries and public infrastructure now therefore be it resolved at the Chino Valley Unified School District endorses the schools and community community's first funding act

UNKNOWN 1:06:57

for a ballot measure in member 2020 I have a questions Sandra Sandra Chen so what does this measure user would actually do to our tax payers this one is actually primarily targeted to the property owners of commercial and industrial buildings this is to allow those properties to be assessed to market value fair market value more frequently currently they're only

UNKNOWN 1:07:37

reassessed when the property gets transferred to another owner so this would require that those property values be reassessed more frequently so that means more property taxes not to be garnered more so more property taxes for assessed against the commercial and industrial property owners what what is commercial and industrial properties such as such as the warehouses in the in

UNKNOWN 1:08:09

the city anything that's non-residential retail shopping centers yes but it would not affect homeowners depends if they owned any commercial or industrial buildings okay what about apartment complex owners those are residential those are residential and and what is our stance as to our teachers and our administrations and statewide on this proposal in terms of their support uh-huh

UNKNOWN 1:09:07

I'm not certain what the support is from CTA you mean I know that the Kasbah the California Association of School Business officials as an agency they support this bill yeah personally if I could get second I'd like to pour this item and then consider it on the next meeting I want to do more study on this just I'm not too familiar with this

UNKNOWN 1:09:34

proposal do I have a second second it'll come back on the next video yeah we need a board okay all those in favor say aye aye opposed aye no no name so watching thanks now boats gonna count all this favor say aye aye opposed nay nay NASA's 3-2 preferential preferential we're now at consent had our Darrin's speakers on consent items

UNKNOWN 1:11:01

we have any pause you sir Cruz no poles it's Blair no pulse mr. Schaeffer none and I have none for the consent items may I have a motion so moved goodbye miss Gagne and seconded by mr. Blair Oh in favor say aye aye aye preferential I vote passes 5-0 informational items okay we're now at board members and

UNKNOWN 1:11:45

superintendent comments mr. Schaeffer this past weekend my wife and I attended a fundraiser for the Chino Neighborhood House and I think Chino high school Don Lugo and I think chanel's high school cheer and dance squads performed and some community other community organizations I just wanted to take a minute to talk about the the Chino neighborhood house for those that aren't

UNKNOWN 1:12:21

familiar the Chino neighborhood house is a local nonprofit organization that assists families and individuals in need it was actually founded by two school nurses back in 1945 those two nurses saw need started collecting and passing out food and clothing from the trunk of a car eventually the organization formed a board of directors rented a facility and today they are located at one three one

UNKNOWN 1:12:48

three zero six three in Chino today they still some seventy-five years later are at no cost providing food clothing and other essentials to low-income families and individuals that attend or in the attendance boundary of Chino Valley Unified School District they are registered nonprofit and they serve approximately 1100 community members each month so as Danny said earlier this

UNKNOWN 1:13:17

is the time this is a time of year forgiving not to compete with our hope centers because they service a lot of the same folks but it's a true giving organization in our community and if you can donate great if you can donate time that's even better they have holiday functions holiday toy giveaways they try to give away bike to every child that

UNKNOWN 1:13:40

attends their their Christmas holiday party and it's it's a great organization or community and it's folks in our community they're giving back to our community a doctor in field can you I don't mean to put you on the spot but I'm going to can you talk briefly about some of the things that the district is doing to

UNKNOWN 1:14:01

attract substitutes and what we're doing to streamline that process conversations and cabinets and so we're we're working on that substitutes it's an issue not only in our district it's it's an issue in every every district when we go out and about but there are a number of things we're going to be bringing to the board I don't want to go through them

UNKNOWN 1:14:24

right now because we're still working on it but we have some ideas that we're going to bring forward that we're hope we can attract more substitutes one of the things though that we have done is we've gone with a outside agency to to provide some school substitutes so we're working on that and trying to supplement our current pool with an outside agency

UNKNOWN 1:14:46

it's a little bit more expensive but we're working there and again we're looking at trying to increase that number the issue what we faced with substitutes is on Monday I was share with you we had a number of positions that were not filled on Friday those positions were all filled but over the weekend about 17 I think dropped their

UNKNOWN 1:15:08

substitutes and you know so then we're scrambling early morning trying to find somebody to pick up those positions and that's the difficulty is that substitutes sometimes they will go to other districts or if an issue comes up or they just wake up and say I don't want to do it today they they can cancel out those positions and so but we've been

UNKNOWN 1:15:27

looking at what we can do and I think we're gonna have some ideas to bring forward okay thank you very much on October 8th a tentative veteran's recognition ceremony at Howard cattle elementary it was a great great event that truly honored those that have served and sacrificed for not just our community but our country they they did

UNKNOWN 1:15:50

an excellent job of making each one of the attendees one of the service members the veterans feel feel important and feel feel honored and so it was a great event I believe this was their first time doing it in this format and I look forward to to next year's October 16th I attended it finally at long-anticipated grand opening a ribbon-cutting of lo

UNKNOWN 1:16:20

serranos park which was a park built in conjunction with a city of chino hills on school district property the school district provided the property in the city provided the park that is the forty-fourth park in chino hills' and it's the first one in lo Serrano's and it's probably one of if not the oldest community in the city and it finally got

UNKNOWN 1:16:46

a park so it was a great opening it was very well attended and dr. infield I know you were there but I had several several people come up and thanked us for partnering with the city and for providing the land for them also I just want to say thank you to the district to staff I me and all of the site

UNKNOWN 1:17:11

administrators that participated in the community principal for a day I attended the breakfast the kickoff and then watched everyone go out to their school sites and I've gotten a lot of great feedback from everyone and it's a great program that gives our community members a chance to get inside and see what it takes to run a school

UNKNOWN 1:17:31

also on October 20th I attended assembly member Rodriguez blue Moses third annual educator of the Year ceremony that was last night and a huge congratulations to this is Tracy bus for her award she was one of the recipients of the award this including Rodriguez picks several teachers from with the different districts within his assembly district and so it was a great a great event and

UNKNOWN 1:18:03

again congratulations to mrs. bus no report from ROP and from Chino Hills parks and recs for your calendar December 7th is going to be their tree lighting ceremony from 5 to 8 p.m. at City Hall with this tree lighting ceremony itself starting at 6:15 it's in conjunction with the Chino Valley new pendant Fire District they will be

UNKNOWN 1:18:27

running their toy drive so if you can bring a new unwrapped gift they will provide you with a picture with Santa and then on December 13th is the annual Chino Hills Beaupre starts at 7 p.m. that's it I wish everyone a safe and and peaceful Thanksgiving this is Connie good evening first I'd like to thank everyone that

UNKNOWN 1:18:53

attended our meeting this evening especially the teachers and parents from Butterfield Ranch Elementary thank you for coming to the meeting and also thank you for sharing with our board you know your concerns they're being heard so Chamber of Commerce is having their annual holiday luncheon it's on Tuesday December 3rd at valano Country Club so if you're interested in supporting I

UNKNOWN 1:19:16

have some information should be a good time I also want to congratulate Tracy buss who was honored as an educator of the year by assembly member Rodriguez you can't congratulate great educators too many times so I'll throw another one on I'd also like to thank Assemblyman Rodriguez for having an educator specific events he had commented last night he used to do a bunch of awards at

UNKNOWN 1:19:37

one barbecue and I appreciate that he took the time and his staff took the time to honor educators throughout his assembly direct in their own special event the ride-sharing app lyft is actually looking for San Bernadino based nonprofits to give over $500,000 out and ride credits over the next couple months so if you are have a non-profit know of

UNKNOWN 1:19:57

a non-profit that'd be interested in this I'm happy to share the information I'm also gonna post it on my Facebook page I know there's plenty of needy nonprofits throughout the Inland Empire that could use the support and here in our community I'd also like to point out I got to meet with some members of our city of Chino community services

UNKNOWN 1:20:14

division today and on the note of making sure that we're providing for those who are less fortunate this holiday season our care closet they have these great fliers soap for hope one of the big needs the care closet has around the holiday season is hygienic products so if you you know shampoo conditioner deodorant disposable razors I have a

UNKNOWN 1:20:35

list of things here that are huge need right now any contributions would be greatly appreciated and finally always looking for opportunities for our students the city of Chino has 18 opportunity program for teens that want to get involved and volunteer with the city of Chino and I have some information about that as well I also just want to take a moment to recognize

UNKNOWN 1:20:56

and throw out support for the Saugus high school community we are just having these tragedies happen way too often but I'd be remiss as a school board member and someone who champions for school safety to not you know take a moment to recognize and support that community and finally everyone have a happy Thanksgiving no it's mr. Cruz I'm Brenda

UNKNOWN 1:21:27

Walker you know when it comes to you know I've been in education for the past 20 years and you're exactly correct about substitutes and and site administration being a direction of the school because it is so essential to have a leader that's leading the people because they can't present positive or negative consequences so you're exactly right and also the psychologist

UNKNOWN 1:21:52

I sympathize for what he's saying I think what what would be important Brenda with all those three dialogue and see what our colleagues need and they reported back to dr. Enfield because you guys know exactly what you guys need so I suggest that that would the best part and then tell us in email us this is what we are recommending I think that'd

UNKNOWN 1:22:19

be really ideal to do that you know I I attended they had that the park that was um celebrated about a about a week and a half ago which was really terrific a lot of people have been waiting for 40 years so it's about time I attended um the principal the day of Ramona I have to tell you Brenda all those teachers are

UNKNOWN 1:22:42

amazing excellent teachers excellent staff very positive I felt so so it was really great great experience and I really enjoyed it I really enjoyed it and you know our district provides top-notch 21st century education but the focus of gratitude is is the search on the heart of our school district so Happy Thanksgiving Blair first place ahead of mr. Cruz and

UNKNOWN 1:23:26

now you're forgetting about me you need coffee tonight i I just have one quick as many of you know we we have a school site well a campus it's boys republic near the shops in chino hills' it's a private nonprofit non-sectarian school and treatment community for troubled youngsters since its founding in 1907 it has guided more than 30,000 at-risk

UNKNOWN 1:23:55

teenage boys and girls toward productive fulfilling lives we have Chino Valley Unified School District staff on that site they have a bakery so the students that reside there and they are having what they're calling a pop-up sale of their baked goods which will include Apple blueberry cherry pumpkin and sweet potato pies along with breads rolls and cheesecakes they will

UNKNOWN 1:24:23

sell their baked goods on November 27 from 2 p.m. to 7 p.m. and again from November 28th on on November 28th from 9 a.m. to 1 p.m. they're on Facebook they you can place an order at bakery at boys republic orgy or be a telephone six to eight one two one seven extension two six seven and i

UNKNOWN 1:24:49

would hope that we would support these young men and women who are trying to better themselves and become contributors to the community and they really know how to bake well so and with that everyone have a happy Thanksgiving dr. Enfield wish our students our staff parents and community members a Happy Thanksgiving thank you for a Berto feel to us many of

UNKNOWN 1:25:18

you guys showed up tonight thank you so much and I still remember vividly about the first of all night how our teachers and and parents came together and pull out such a great event all the kids enjoyed it but it had cost a lot of you guys lots of hard work so thank you and appreciate you I know great things are happening on

UNKNOWN 1:25:47

that campus because through your hard work and I can tell you tonight that I appreciate your children your teachers children our staff children as much as my own and you always like that I have heard you and and then we will continue to hear you and things going to work out fine and that's what I would say things

UNKNOWN 1:26:11

things will work out fine we have some of the greatest teachers on that campus I love you guys you guys in my heart all day and for the parents whatever things happen whatever the marching orders coming from the Sacramento you will still have a voice of fighting for our kids and their safety and their well-being I don't take

UNKNOWN 1:26:39

this job lightly as our teachers and my parents don't we take it very seriously so will not be a simply a mouthpiece or soldiers following too much motors will fight for your kids will fight for our education will be the best in the region and hopefully best in California we have seen new leadership at Teachers Union -

UNKNOWN 1:27:13

Brenda Walker was at the parks grand opening at La Serrano's and many people really appreciated that and have noticed we have Danny hernandez doing barbecues for incoming members this is what I say a true servant leadership we serve serve and serve but we have a vision and we have a mission when Lucero knows Park was opened I

UNKNOWN 1:27:43

walked on those pathways remembering a person named Joyce Butler she was fighting her own drama she was actually finding a terminal cancer but until last day she said do something for our children in our community and she were she lived in Burke yep / farm road and after 10 years because she passed away in November 4th 2009 really happened so as I was walking

UNKNOWN 1:28:19

on that pathway I felt her presence and I sure with the audience about my small thing where every morning I wake up and I water my grasses and my trees and certainly I found a abakada tree a big one but I've been watering it for years perhaps but I didn't remember or purchasing that tree then I to recollect

UNKNOWN 1:28:49

myself and realize that my mom visited one day and she planted a seed so even today even things are difficult you keep planting that seed and it will grow and I like to thank our community members and our teachers and our principals in our cabinet members in this district because I'm truly truly proud of them we have the best and I'm here to support

UNKNOWN 1:29:25

our staffs so thank you and have a loving Thanksgiving with your family I end this meeting at 7:29 [Applause]
