restrictions seem to be changing on a weekly basis it seems that our state's budget information has had some changes as well AC T is cautiously optimistic that what has been reported by the state regarding closing the 54 billion dollar budget gap will reverse planned cuts to education and decrease any adverse impact to our district I'm sure we'll

all be waiting to see what happens in the next two weeks and we look forward to continuing our discussions and collaborations with the district that all say goodnight thank you Miss Walker next good evening president Schafer board members superintendent and filled cabinet and all those out in cyber-land like mr. budget study session earlier this week it was very comprehensive of the outlook in worst case scenarios we hope that there is some relief from the state and federal government on that and either way like a CT we wish to work collaboratively with the district on moving forward with any impact the budget deficit has to our district as

our district gets ready to start slowly phasing in of the reopening and calling back of staff we just want to be cautious of having them come back with making sure that safety measures are in place with every necessary every in any necessary steps as far as gloves mask and any type of other type of material safety barriers that the district can put in to

teacher or a virtual teacher every parents have different need and priorities and education work and work and live balances and health as a citizen I would hope that the guidelines will be followed excuse me one second if the school were to reopen in order to keep all the staff and kids safe on the other hand as a mom of three kids under

five I put help first I would rather pull my kids out of school since the guideline provided by CDC regarding school reopened such as including social distancing six feet apart wearing a mask the entire time and no assemblies are extremely hard to be fully implemented with young children in addition big part of the reason for kids going to school

many are still struggling to follow simplest directions from health professionals I personally do not see schools opening up safely any time soon major universities have already declared they will be continuing online education in the fall and even the half-day version will leave wait leave way too many students in the school offices waiting to be picked up just like any

minimum day in previous years my biggest concern is the adults struggling to follow simple directions of wearing a mask and practice social distancing how could we possibly depend on those same adults with keeping our students safe it concerns me to even possibly have having to work in such an environment myself I just believe it is a lot easier to

continue how we finished rather than starting off the year we used to and then possibly going into another panic mode when everything seems everything needs to change again on very short notice our personal online learning experience has been very positive and I feel this version could work very well with teaching younger children the professor pre-record herself on

video going through one chapter at a time sheet o students went to pause to complete certain assignments she's available twice a week for zooming sessions and one-on-one appointments you can do it at your own pace you can rewind the lesson if necessary and it can be completed at a timeframe that works for your family at home you have a

clarify the rule to make sure that we're adequately reading what we need to read into the record and traditionally comments on non-agenda items is considered one item and so it is subject to the 30 minute rule as an item okay in terms of these comments being public can we at least explain to the public the process then but the fact that their

comments will be a part of the record I just yeah the last few weeks yes I was going to explain to them that although we did not get to them within the 30 minute time limit one they will be included in the record and to all of those emails have been forwarded the ones that were that were received within

Cruz please don't comment mr. no yes yeah I'm looking at our meeting this evening about intersection of public

comments we have listened to ready be done 10th the same wording of emails I guess more than 10 pages or 10 people or from students and I'd like to see if we could include people who have sent their emails with different concerns within that 30 minutes of frame time because by listening to same people our same wording for 25 minutes it's not

productive so I like to see it habit somehow studied so that all the voices could be heard even though we have a limited time of 30 minutes spam and spam and even though they were repugnant and redundant and and same words my broke I have a broken heart too listening to what they're saying because there are Youth there are students I believe it's

time for repentance I think our adults as general we all need to be ashamed yes we have faced kovat 19 and we trembled then there were shootings and as that those letters are saying there were killings of innocent people then what there is a looting what is happening with this country we need to repent this is not normal and what about

all these education this nation had provided for people in our years I used to be in high school too and other adults then who had grown up and being involved with all these things that hurts people worse education yes our school district we have a great responsibilities but then the true education starts at home who is at home

taking care of our kids and teaching them where's moral value when I was in high school they were and still I have three heroes in my heart one is John Wayne and one is Ronald Reagan and basically because I loved horses and their cowboys in my imaginations and my thoughts then there's a another man Martin Luther King jr. who has stood up

for the righteousness but at the same time he brought up the moral value the work matters the merit matters and good character building that's what he wanted we all being equal there's nobody that's different there's no one who carries three eyes we all have two eyes our education needs to be I think revisited teach our students more historical values and help them to

have brighter life than what we are watching today but then again that students are you all teachable are you willing to learn good things but not bad things and when you learn good character are you able to spread them the love and care for everyone I admire you for standing up for want man innocent victim on our victim

who had lost his life it still hurts me but are you ready to stand up for on aren't innocent babies who have been killed and then under the name of abortion it's not just a one man it's about more than six hundred thousand yes six hundred thousand babies being killed under the name of a choice yes adults

choice mainly are you ready to stand up for them and cry for them thank you for your letters I am shamed as an adult but I'd like to ask dr. Enfield if any of the students that wants to meet you please let them know that you're open to meet them and hear their concerns because I know that's who you are

you may with all my students that who had consumers and all the parents and stakeholders but I just wanted to make clear for you to make clear to everyone that's what you do and that is your policy thank you just a well throw up to board members please let's remember to keep our comments germane to the subject

dirt of matter jurisdiction which we have miss Fernandez mr. Mendes you're muted mr. Mann Miss Hernandez you need to unmute yourself okay I think someone else was controlling them you but um I'm glad that you stated that president Schafer because I wrote that down we have board policy that clearly states that our comments should be germane to

public education so thank you for issuing that reminder I I don't know why we continue year after year to go into topics that are personal that are more on the religious side that are not about public education but I want to thank you for taking a stance on that and I regarding the emails that we all received I received a message from a

parent regarding the email that alludes to racism microaggression and sexual harassment and dr. in Phil's failure to address them I asked the parent for specific examples of what her high school student was attempting to address through the through the email what is it that has not been addressed what was presented to dr. Enfield that he did not you know attempt to correct I

have yet to receive a response on on that of course we none of us want racism we all want to address sexual harassment microaggression against students bullying there there's absolutely no reason that dr. afro would not want to immediately address that and so if we can please if you're out there watching we need examples of what transpired

where we failed who it was reported to where there was lack of communication or response because receiving in several emails that just mention that something happened and that we fail to address it doesn't help us correct it we you may think we know about it we may not know about it and I know for certain dr. infilled doesn't know about it based on

this email so I did ask for specifics I'm waiting for that and I encourage everyone who forwarded an email to share the examples so that we can begin on a track to correcting the wrongs I also want to address the the recall of Andrew crews from 2015 let's be clear dr. enthil was not the superintendent at the

time he was not the superintendent in 2015 the board did not dismiss a recall the board doesn't take action on a recall if anyone wants to proceed with the recall of any of us the procedures for recalling of local officials can be found on the san bernardino county election website so that is not anything that the board can decide the

referencing of 2015 certainly indicates that this is something that concerns individuals prior to dr. infilled assuming the position of super Tennant he's not elected therefore he cannot be recalled he is appointed by the Board of Education so I I just want to set the record straight is that I myself would definitely want to hear the examples of any of the concerns in in

messages that I receive there's always reference to I understand because of what my son went through I know for certain that if what had transpired involving my child if dr. Enfield had been the superintendent at that time things would not have been ignored I know that for certain I know that with this new board they would not have been ignored but I don't

want my son situation or my situation in any way to deter anyone from forwarding their messages and their concerns to us because we are ready to address them and when mr. nas says that we all need to repent yeah there's a lot of repenting because there were a lot of students that were failed by the prior board by

the prior majority so I agree with you on that that we should be ashamed as adults because we didn't listen to a whole group of students in 2018 that were ignored when it came to sexual harassment so I'm with you on that maybe before our departure before the end of our term we can fix that right because

those students deserve it just as much as the ones we heard from today and so with that all in my board comments thank you mrs. Gagne please yes thank you so I don't have been planning to make some comments about how we are allowing the public to interact with us and I think that's just the way I'm putting it is is

poor you know I appreciate that we needed to move to meetings over zoom or other online communication technologies but I think we are doing a disservice to the public who generally gets to come in and we usually extend the time for public comment or on are a lot more open to hearing everyone who has come to voice their concerns of the meeting and

I feel like at a couple of meetings we have not fully read into the record and acknowledged people's voices and I take issue with saying they're redundant some people cannot always come up with words themselves and they might have to lean on someone else to help them express what they want to say that speech is equally as valid as the first person who

wrote the first email so I take exception because all of these voices are equal I really don't care what the community is expressing them about whatever the views are everyone has a right to come to this board and express their concerns whether or not we all agree is one thing but that's the beauty of government is that people have the

space and have this right to communicate so I want to have us explore either one finding a way if we're going to continue meeting in this fashion to make it more interactive I understand the challenges in moderation I don't say this acting like it's super simple to moderate a community attending a school board meeting especially with the constituency

the size of this board has but I do think we need to make sure that we are addressing when people are sending in comments and taking the time to write emails I have read every single email every time we've gotten one in the past couple board meetings I have responded back to people that's not the issue the

issue isn't me being responsive and people knowing that Kristina Gagne reads emails and lets people know she read emails the issue is the public has a right to address this board and we have a responsibility to listen to them an open session so I really would endorse that we find a way to make this more interactive because I will say that when

we are in public session having a normal board meeting in person where you're always extending time and always allowing people to express their opinions and so I'd like to see that ethos the board has had translate into these virtual sessions the other thing that I wanted to address that you know I do want to thank our our

students for voicing concerns and pressing those concerns just as validly as adults who submit comments I think it's very important for students in our school district to know that they have every right and their voice is very important because they're the one stakeholder that we should be caring about of everyone else in the district the students are first their futures are

first how they feel about their classroom experience or social experience they feel they're getting bullied their sexual harassment these are very valid concerns that need to be top of mind and we definitely need to and I agree with Miss Hernandez these are issues that if they are outstanding we need programs we need support the students needs to know that we care we

need policies we need perform that's very important and I think right now regardless of what was communicated we've all heard from students we've all heard from parents about bullying issues and related issues you know now is the time to take that action to make sure that our schools are promoting equity and every single way possible and finally on that note because one of the

issues that we've been facing generally and not being able to have in-person meetings is due to a health pandemic koban 19 I know we're having a study session on June 16th I think the budget session earlier this week was very well received by the community I appreciate superintendent Enfield and cabinet for the very thorough presentation I think

that definitely answered a lot of the community's questions I know what planning to do something similar with the active school transition I would appreciate though maybe we can briefly outline beyond the study session you know what the district is planning to do to engage the community because I already have had received phone calls and emails I'm sure we all have I'm sure

you have as a superintendent and cabinet you know people want to know what's happening two months from now so there's any way just to superficially you know not wait the two weeks but just let people know you know what the plan is in terms of we're having a study session you know what communication is gonna happen after that before that

thank you thank you dr. hill do you have any comments this evening well just to comment on mrs. Gandhi's last comment on that the the it's a board study session it will be conducted the same way as the as our last board budget study session it's a meeting for the board so we'll be brief we will be

bringing that what we're looking at implementing coming forward for the next school year on how to reopen in our district after the board presentation there will be a communication sent out to all of our parents in the district along with that will be a survey of our community but again we're waiting until after the board presentation to present

that so it's clear so people can go back and watch it and if they can't watch it live they can watch it later and see the the plan for reopening and then a survey will go out to our parents and I'm asking all of them to participate in that survey that is just to gather some some initial data from our community and

we'll do a second survey a little bit later on with our parents but that's kind of going to be the process coming forward on the on the 16th and then and with that I will end my comments thank you thank you I just have a few comments this evening I would like to applaud all of our students who did take the time to

to reach out and address the board and take an active stance on something that you feel passionate about I will kind of piggyback on what miss Hernandez said it's important of that that the information be disseminated to all of us there are things that that I might not have heard about in the last couple of years and being on the board I would

also encourage some of the things that were alluded to in the letter quite frankly or law enforcement matters and I would hope that they would have been reported to law enforcement and let them take care of their investigations and matters and so that piggybacks into the fact that just because you might not necessarily see something happen or hear

of something happening as far as punishment or discipline to the student doesn't mean that it wasn't addressed there are confidentiality requirements the district has that we are not able to tell you what discipline was dealt out to somebody that may have committed one of these offences and so there are a lot of factors in place my biggest point on this would be please

please please contact one of us contact dr. infield and start a discussion because without that step like I said we may or may not know about it may not make it to up to us and so I would implore you to please let let one of us or let dr. Anfield know and I will publicly state for the record that the

doctor in field that I know is not necessarily the one that was in those letters are being portrayed in those letters he is actually very warm and caring and cares a great deal about the students of our district and so if you have questions or concerns please reach out to him and explain your concerns to him and give him a chance to respond to

them because he has my complete confidence as far as interacting with with the members of the public on our public comments I agree it's not ideal we are trying to adhere to our board policies as best as possible and if we are if it is a concern of ours that we think we want to expand public comment

section after 30 minutes and I would suggest if we look at doing that as a board policy revision the other issue is any board member always has the right to request for consensus to continue hearing comments and so that is something that in each individual board member has the right to ask so I would ask that we keep that in mind with that

I have no updates or anything from any of my committees or any of my from the city or from the parks and recs commission or ROP we will meet this week and so with that I will conclude my comments and adjourn this meeting a regular meeting of the board of education at 7:09 p.m. thank you
