all right folks good evening um according to my phone it is six o'clock hope everyone is doing well I'm going to I now reconvene to the regular meeting of the Board of Education at 6 p.m. with Cruz Gagne Hernandez not and Schaffer and attendance remotely via zoom the Board met in closed session from 451 to 555 regarding conference with labor

negotiators a CT and CSE a public employee discipline dismissal release public employee appointment director of transportation and high school assistant principals the Board of Education took the following actions in closed session the Board of Education voted to appoint Joseph Gonzales assistant principal high school - Don Lugo high school effective date is July 1st 2020 with a vote the

5-0 Cruz Gagne Hernandez not in Schaefer voting YES in closed session the Board of Education voted to a point Michele kyoutei assistant principal high school Chino Hills High School effective date is July 1st 2020 with a vote of five to zero Cruz Gagne Hernandez not and safer voting yes in closed session the Board of Education voted to appoint

vance stearns director transportation effective date is July 1st 2020 with a vote of 5-0 Cruz Gagne and Hernandez not and Schaefer no other action was taken in closed session the requires public disclosure will now have the Pledge of Allegiance you'll please stand I will be leading tonight place your right hand over your heart ready and to the

Republic for which it stands one nation under God indivisible with liberty and justice for all okay we are now item 1 see comments from employee representatives we are comments from our employee representatives tonight do I see miss Walker with us I do not see Miss Walker or mr. Hernandez good evening president Schafer board members dr. infield community one of the reasons

that I chose to speak tonight is because of a letter that was sent from community members or a community member to the Board of Education all of us want the reopening of the schools to be in the best and safest way possible with students safety and education being at the forefront of it CSEA and I believe a

CT is in full agreement of that but this the letter that was sent to the board members and dr. infilled and dr. Grace Park is deceiving in points it's all of our responsibilities to care for the safety of students staff and the community but in this letter it alludes to teachers and staff being afforded the same protections in their classroom and

others no other classroom is being asked to teach one-on-one with their teachers and aides similar to this particular site the last three months in their letter they say that there were safeguards that were in place that have been going on for the last three months that's inaccurate I've been at the school site CBUs D employees have been

wearing face masks but no others the one part that really gets to CSEA is to allude to the point where money or salary becomes a decision-maker in somebody right to voice their concerns and or opinions this has nothing to do with money I stand side by side with Brenda Walker and a CT in that salary and money

have no basis in their decision these are strictly their concerns that they're bringing up for not only their safety but the safety of the students and staff on the community in the community but to allude to it being a year-round salary is just uncalled for this is for strictly the safety of the students staff and community and with that that

will conclude my comments great thank you very much sir I did see mr. McAfee earlier did did he leave us okay it looks like mr. McAfee left us early I guess he's hitting retirement sooner sooner than later I do want to express our sincere appreciation mr. McAfee for all of his years of service and II wish them a very happy

happy retirement a well-deserved retirement I'm moving on to the next item comments from the audience on items not on the agenda we are now at comments on items not on the agenda items noted in the public advisory posted in the agenda staff will now read into the record the names of Commons of emails received during the specified window and

in accordance with bylaws 93 23 meeting conduct the comments will be read in the order the email was received email comments on agenda items will be accepted during consideration of that item in the event that an unusual amount of email comments were submitted for any item the board with will hear up to 30 minutes of comments in the case of non

be a distance learning option for parents that do not feel comfortable sending their children to school there are still so much unknown about the virus especially how it affects children in the long term those with pre-existing conditions and how exactly Express although some may deem it an inconvenience we prefer a distance learning / risk of health of our

children and contributing to the possible spread the precautions being taken into consideration are admirable but do not guarantee children will abide or follow through with them especially the younger children we think it is great the board is giving consideration to those parents who feel comfortable sending their school their children to school but equal consideration should be given to those who are not comfortable

with this idea kind regards Isaac and Jessica Maya Shelley Burnett Rebecca moon Monique Tahari and Scott player we the chino hills' aquatic leadership would like to clarify a possible misconception from this 6 16 20 20 CBS D Board of Education study session chino hills' aquatics is a youth sports program which falls within Phase three of the state's resilience roadmap

we are not advocating that the pool facility at Chino Hills High School be made available for large public gatherings such as swim meets instead we ask that the pool facility be made available to sports clubs for the sole purpose of small group exercise additionally we wish to reassure the board that chino hills' aquatics is prepared to use its resources to

sanitize the pool area we understand the board is concerned about limited resources and manpower and we do not wish for the districts to spend any resources beyond allowing ingress and egress from the Chino Hills High School pool facility all personal items anyone takes with them into the facility will also be taking out with them including trash all of the

aforementioned issues in addition to many others are addressed in our opening plan we would love to present our plan to the board so that we may clarify any concerns the board may have about a phase 3 opening Shelly Mueller dear school board that you know hills aquatic swim team is ranked seventh in the nation and third in the state by the American swimming

Coaches Association in USA Swimming these swimmers are highly trained athletes not recreational swimmers they trained two plus hours a day six days a week for eleven and a half months out of the year my 15 year old grandson is one of the elite swimmers and has been training for almost 10 years my 11 year old grandson is the top is the top 12 in

the under swimmer on the team he has been training for over seven years they are not unique athletic swimmers are dedicated and committed they learned the values of mental toughness moral courage and overcoming adversary adversity they are our future leaders the shutdown has taken them out of the water for four months and is having a significant impact on both the physical and mental

well-being many are fearing for their future in the sport they are passionate about and are becoming depressed I have attached a PowerPoint presentation outlining the plans our team has prepared to reopen we are planning on providing all the resources required to implement our plan when we exit the facility we will be cleaner and safer than when we entered we are requesting

the board give serious consideration to granting our team 1a facilities use permit to rent the pool facility from 5 p.m. to 9 p.m. and to someone to open and close the facility we will also cover the cost of that person pool suitable for training athletes are few and far between we depend on school pools thank you for your serious consideration

teen grandma Shari Mueller de bello Silvia Laguna's dear board member and cabinet I am a kindergarten teacher who has taught kindergarten over 15 years and I'm asking that you please consider the concerns I have for younger learners in beginning the school year in distance learning based on my experience teaching remotely was extremely difficult this past spring it was difficult to keep the

students attention due to many distractions at home keep in mind that these students in month eight of kindergarten starting the year in distance learning young students will not have the necessary training to access online lessons it will be difficult for students as well as their parents navigate and access online curriculum some students could not attend my instructional days and times because

parents were not available during school hours to assess their child other students did not have an adult available to help them with technology furthermore technology does not allow for the development of basic writing skills letter formation spaces right-to-left return sweep etc I also want to emphasize the importance of foundational skills a big part of ccss and young

students during this instructional time it is important that students see my lips mouth and I see theirs fanatic awareness instruction is a fundamental skill needed for students who are just learning to read and write it is most effective when done in person in addition in-person instruction is far more important and necessary for eld students or just picking up the English

language learning English requires total physical response and modeling which could only have more of an impact in person social interaction is another important and crucial aspect of students development in the early years it is through these necessary interactions that they learn how to cope and get along with others when making your decisions please take into consideration students safety and they learn in a

different learning model for kindergarten students who have unique needs and require more in person instruction to receive a high-quality education thank you severely doing this hide hide oh the first step to treating any disease is to acknowledge its existence racism is clearly a disease that is raving ravaging our society however there are many in our communities who

don't do not understand this insidious nature of racism or it's truly painful and destructive effects on families and children this hopefully isn't due to purposeful maliciousness nevertheless affecting the lack of understanding in action are no less detrimental it is no longer enough to just not be overly racist overtly racist we must be actively anti-racist and recognize that

racism includes institutional aspects as well as overt acts there has to be education regarding the roots of racism in our nation and its continuing and lasting effects to this day there needs to be loud condemnation of all forms of racism and hate silence when witnessing any rate racism is also complicity in that race them words and actions can no longer be

dismissed as jokes how can anyone casually dismiss the pain of racist words or actions if that person is not the target of those acts should school be the last place where students fear to be at school sponsored activities such as sports teams cannot be a safe haven for racism beyond condemning racism there must be a system to report racism as well as a robust way

to protect the whistleblowers there must be a transparent system to investigate those who have been reported and a fail-safe way to hold accountable those proven to have committed racist acts or speech many have called for a task force to delve into delve deep into the issues of race and equality for all and make recommendations for practices and

policies district-wide this task force must consist of those who have previously acknowledged that racism exists and is a problem that must be dealt with it is critically important the students who are in the task force represent all races cultures and economic backgrounds specialists in their fields such as social workers counselors psychologists and teachers will need to be available to advise

be attending Pepperdine University where she'll be majoring in sociology and pre-law the second champ scholarship is being given to bail Inka steel son of Hillary Castillo bail has been accepted at several universities and will be majoring in marine science congratulations to both of these young people I know their parents and grandparents are very proud of them finally this is my last board meeting as

champ president the very gifted principal of Eagle Canyon by we'll be taking over as the president because after 35 years in education with the last 24 serving here in Chino Valley I am officially retired as of today I've loved being in this district for 24 years living here having all four my boys attend ours great schools it has

been and continues to be an excellent district thank you for all thank you all for maintaining the focus on student success in all the different ways those two words mean good night and best wishes for the continued success of the Chino Valley Unified School District mr. continually transferred around CV USD schools conversely districts conversely district runs out good administrators by transferring them around the district until these excellent administrators leave for good to norm infill continues to protect incompetent administrators at the district level a this is evidenced by one egregious decision followed by another promoting on alpha feel equipped to handle parent and staff concerns at

the site level to a district position were the sole responsibility is to handle parent and community concerns regarding our children three norm Enfield allows school administrators to use the public comment portion of board meetings as a platform to insult degrade and defame parents for their own personal agendas a this is evidenced by statements made by Tom McAfee on

February 2nd 2020 which he later admitted wrongdoing for norm Enfield fails to ensure that environments at CBU SD are safe for teachers students and all stakeholders and are conducive to learning he continues to structure CB CB USD schools in a way that leaves the students teachers and families vulnerable to further retaliatory acts a this is evidenced by

dr. n feels unjustified in retaliatory act of firing excellent teachers during a time when excellent teachers are needed this is evidenced by remarks he made about spreading 26 teachers around different schools throughout the district to avoid further uprising against him B this is further evidence by dr. envel instituting supposed independent investigations into teachers and a CT following events at Butterfield

elementary earlier this year see this is again evidenced by Enfield supportive administrators who every day visited a teacher diagnosed with ALS until this teacher left on stress do stress lead due to administrators intimidation and strategic bullying number five norm Enfield fails to support teachers very fusing to provide essential intervention services in the classroom a this is evidenced by struggles of teachers

who've had to take on sole responsibility of teaching full classes while teaching students with severe behavioral issues six norm Enfield refuses to acknowledge that his own failings as superintendent led to disastrous results for students in the classroom hey this is evidence by dr. Enfield oppression of a yellow high school students concerns by censoring their voices neglecting unimpressed or

pressing these students and not allowing their voices to be heard add it to their mental and emotional distress as a leader it is dr. Ann fields responsibility to lead by example and his failure to do so has cata mystically effects on students and the community this is further evidenced by the chain of events at Butterfield elementary had

Enfield provided adequate support for teach for teachers parents would not have gone to the links they did in order to support teachers seven North Enfield fails as a leader as he continues to fail at displaying transparency 2cb USD community a this is evidenced by dr. anvil adding board meeting action items on the agenda per parent request then

hiding behind bylaw policy by addressing said agenda items in closed session only dr. Enfield never intended to address parent concerns and his lack of transparency sent the message of I hold the reins and I do what I want Luke to the above speedy USD parents have serious concerns about failed late leadership at both district and board levels but the good of the entire

district and board norm Enfield needs to resign or to be terminated immediately board members please request norm Enfield immediate resignation or buy out his contract his reputation for vengeance retaliation and prioritizing his personal agenda has been well-known in the community for a number of years he cast a dock a dark shadow on the community and a particularly dark cloud

portion of board meetings as a platform to insult degrade and defame parents for their own personal agendas for dr. infill failed to ensure that environments of CB USD schools are safe for teachers and students and are conducive to learning 5 dr. infill failed to support teachers by refusing to provide essential intervention services in the classroom 6 dr. info

refuses to acknowledge that his own failures of Superintendent led to disastrous results for BRE students in the classroom 7 dr. Mao retaliated against CB USD parents by instituting supposed independent investigations into teachers and a ct8 dr. Enfield retaliated against CB USD parents by terminating three excellent BR eak teachers without justified cause 9 dr. anvil treated tgd structures cbst schools in a way

that leaves students teachers and families vulnerable to further retaliatory acts 10 dr. infill failed to display transparency to see BU SD parents by failing to provide possible options in safely reopening schools this August due to the above CB USD parents have serious concerns about failed latest leadership in both district and board levels for the good of the entire

district and board norm anvil needs to resign and/or be terminated immediately board members please request norm Enfield immediate resignation or buy out his contract his reputation for vengeance retaliation and prioritizing his personal agenda has been well-known in the community for a number of years he cast a dark shadow on the community and a particularly dark cloud over the

Board of Education his failed leadership puts your leadership in question as you elected him standing up for him is standing up for failure students first dr. norm infill and CV USD Board of Education you have built to provide schools with capable administrators and then you have protected them when they have failed you have allowed school administrators to

use the public comment portion of the board meeting as a podium in which to insult degrade and speak lies about parents for their own personal agenda you have failed to ensure that the environment and CV you have CBS D schools is conducive to learning and safe for students and teachers alike you have failed to halt problems students

and their parents accountable for actions that cannot be tolerated when parents have stood up against you you have retaliated by instituting supposed independent investigations into teachers and the teachers union in order to see if those groups had assisted parents in their protests you further retaliated against parents and teachers by terminating three BR eak teachers without justified costs you have

continued to set up the district structure so that further retaliation against the students and families at BR you can occur last they're serious concern about your ability to safely and properly reopen schools there's a serious lack of competency need and your leadership is a failure this will be evident in enrollment and attendance for the good of the district and the Board

of Education you need to resign immediately board members please request the resignation of dr. norm and field immediately if he is unwilling please remove him and settle out of settle out the rest of his contract he casts a shadow on everything in CB USD including a very dark one over the Board of Education he's failure and leadership puts your

leadership in question see you elected him thank you CB application families United president Schafer dr. Norman bill and CV USD board members serious questions and concerns have arisen about president shapers adherence to allowing public comments and when necessary extending the time period in the past when the public has been present he has requested the vortexed in the comment period he also

has the option to have them read after the board has concluded official business he has failed to do these things since the district closed it seems as if he has a strong disregard for the public if they are not standing in front of him he has gone as far as the salon called the comments to be read

at all vice president Gagne has been supportive of parents and public comments and brought it to the board's attention numerous times that certain issues needed to be addressed if the public is going to be ignored and president Schafer cannot do what is required then maybe he should step aside and let miss Kanye do the job thank you

addressing set agenda items in closed session only dr. M pill never intended to address parent concern and his lack of transparency sent the message I hold the reins that I do what I want due to the above C me CB USD parents have serious concerns about failed leadership at both district and board levels that is this has all this been one I didn't

a good heart and I had that discussion with you a few days ago um it could be just a few parents that was crying out loud about there are three great teachers that their children's miss so I want you to understand them and and if possible one day you could have a conversation with them all the parents

and then teachers that who are hurt when mr. Tom MacOS II came to our board meeting at and spoke about parents and and and us I know him he's a great man so I understood what he said but I also took him as a very respected man for many many years sacrificing his life for kids because I

would see him for many many years on his campus treating students and parents when we look at what is going on through pandemics and all these unsettling demonstrators and ugly things that's happening many things are caused by misunderstanding miscommunications and sometimes love not in practice so I didn't think I think it's imperative that that you have a conversation with

their parents and teachers and show them that the true side of you that that you're supporting all of them it's not just one person because sometimes that's how they see through the district meetings or just personal experiences on maybe it could be a ten minute the experience but what a place is a great imprinting on their thoughts and minds

so as a leader I think leader has to learn you are to sacrifice oneself first and and take the rewards last you had done a great job placing mrs. Warner on that campus I believe because I walked on that campus afterwards everyone were joyful that was a great move so I would disagree with some of the emails where you would place

also bad leaders in the district because we have a big district it's a 35 so thank you for what you have done and thank you for what you have to go through not only your own decisions but it's the policies and and things like that but overall in the end what matters is the feelings that people feel

especially we're in education what we're serving as students when the students want their teachers back as an adult we must try our best to to make them feel good about education so and I have still great hope in that and again thank you for placing mrs. Warner on that campus may I say something mr. Cruz just a moment mrs. Hernandez

purrs he can go ahead Oh mr. Cruz yeah you know I you know I visited those three teachers and they're amazing those kids love those teachers and those parents love those teachers too you know Butterfield is a very special place they've always had a strong parent community group in past years they would have their own classes parents doing science projects all sorts

of stuff it was profoundly amazing what that community has done for many many many years I haven't spoke to my principal about these three teachers and it does hurt me but you know I have faith I have faith that we can that these three teachers can reapply and here at this district district the discretion of the principal that they

may be hired back and I hope they were hired back because it's all it's noted they were excellent teachers the community loved them the kids loved them and and it's difficult times right now we're living in on president times and we're doing the very best that we can and that's for everybody so thank you Miss Hernandez I'm not sure why there

was an email read regarding prison and Schaffer under this item since it's the superintendent's contract so I'm just kind of concerned that we're starting to blend things and you know I I don't think that we should do that and that's not anything against miss Kaler I just think it probably got in her in the wrong pile but I do want to since it was

read out hey mr. Schafer president Schafer is not limiting comments for those that know the process if you're in the board room miss Kaler will read out specifics regarding public comment and in that she will say limit comments to new points that's a requirement but she has been reading and president Schafer has permitted the reading of what seems like

cut and paste emails where it's the same topic for 30 minutes so it's not that he's limiting comments I mean I think we're allowing even more than what would be the norm if we were in the board room because in the board room if it's an item if there are speakers on the same item we tend to say okay this is no

longer new point but I I just want to clarify that there are time constraints there have always been time constraints for the three of us that have been on the board for years we know that there are limitations and if time permits then we've gone back if there were new points but for the last few board meetings it's

been the repeat emails and so I don't find anything inappropriate nor is it limiting public input it's just that it's the same email that's being read over and over and today we had the same thing where it's just different groups with the exception of one or two that actually had names but the rest are just groups and one person can create an email with

five different groups group names I mean anybody could come up with a group name I'm not saying that the concerns aren't valid if that is what they believe but we have been affording president Schafer has been affording the proper allocation for public comment and I also want to add regarding dr. Enfield there was a request that he meet with the parents

from Butterfield Ranch doctor Enfield has met with the parents from Butterfield Ranch I'm not sure why were the five of us board members are not on the same Accord he's done everything that has been asked of him board members asked him in the past to meet with the parents from Bree and he did that so now to again request

that he meet with them it I I don't know what else he can say or do because he has expended a lot of time on this issue the board has expended of a lot of time on me on this item and the you know it was stated there's thirty five campuses we have 27 thousand three hundred students that are represented by a large

amount of families there is not any single individual including dr. M field that's going to have a hundred percent support rate I don't know that any president and the US has ever had a hundred percent you know support rate I I think it's unrealistic to think that he should resign or that we should remove him because there's a situation

on a campus there are situations in every campus that he immediately addresses especially if it's requested by the board and just for those folks out there I'm not you know team doctor and I think I was a board member that said yeah I'm not comfortable with hiring doctor and fell because there was shadows on the employment process and I

just wanted you know to vet it a little longer but I just in his leadership I I haven't seen anything that is of concern that's unethical that's inappropriate he knows that this is going to happen he knows that he's not going to make everyone happy and as a board member on the receiving end of similar concerns and complaints I know that board members

don't make everyone happy and that's just part of this the duties of our position but I do want to make it clear that as a board member if I feel that there's anything that dr. MPhil can improve upon I address it with him there's ample opportunity before the board meetings to speak with dr. Antle to send him an email to make a phone

call and I just think that we've fully addressed the concerns at Butterfield Ranch and they will likely continue for months but I will not hold that against dr. Enfield I think he's done his due diligence I think he's shown immense leadership regarding this matter and I you know I'm gonna end it on that but I wanted to

clear up that president Schafer has done the right thing we have had time limits in the past people can go back and look at board meetings we have allotted them so it no one is trying to keep the public from providing their input there's not a single one of us who's you know trying to stifle public comments

and there isn't one of us who is the sole supporter of public comment for heaven's sakes I'm the one that there's a reason why there's video regarding the meetings so I'm about public input comment and and the public the Chino Valley community being aware of what we're doing and and not doing so I just think that it's it's unfair to continue to

have her on this issue that's already been addressed thank you miss Kahn here was next mr. know you'll be after her no I I fully appreciate and I made these comments last meeting yes you know by the definition of the word were some of these comments redundant absolutely I I do think though that it is fair that we

follow a process and if there's time allotted we allow for these things to be read I also believe that we should give full voice to the community that being said because I think that was misconstrued I don't think my intent about First Amendment rights and public access was misconstrued I was pained to hear allegations against dr. and filled the last meeting I was

more than pained to read these emails before this meeting and to hear that again and again and again because I'm about facts and circumstances and these do not reflect the facts and circumstances of Chino Valley Unified they just don't this is not dr. infill and there has been a variety of times with this particular situation because I

want to be very clear I I'm aware who is sending these communications I support your right to send them I support your right to voice your opinions I don't agree with them at all and if you're going to continue to do so that's fine that is well within your rights but many of these things that are being put forth

are very serious allegations that are not rooted in truth and that when you don't root your allegations in truth if you don't have the facts what you're doing is quite harmful and I see this happen from time to time in this district but I would just encourage if there are issues which you take umbrage with so for example what's the elephant

in the rooms the Butterfield Ranch teachers if you do support the Board's decision or subsequent decisions that that's fair and that is your that is your right to have that opinion and think that decision was not made in the right way it's another thing to extrapolate from one decision or extrapolate from a circumstance that happened on a campus

for a couple months that the leader of the district is acting in some way that is untoward and not being an effective administrator and in fact after the last meeting unsolicited I got emails from administrators from teachers from staff members from parents who had nothing but amazing things to say about the positivity and leadership that dr. Enfield brings to this district and I

will say I'm quite a pain in the butt with all of my questions I push back on a lot of things he's nothing but respectful and responsive and that's essentially what I get communicated by most community members is that that's how he is and people really appreciate the fresh start he gave the district when he started his tenure so I would

just encourage that you know if you have specific questions please direct them if you have things that you are being told are true front try to actually find the truth because some of the things that are being alleged last meeting in this meeting are just fundamentally not true and in fact you know this this board and its actions have as a whole every single

member expressed confidence in dr. Enfield so I hope that our vote today reflects that confidence thank you mr. na okay thank you yeah the reason why we have meetings we have calendars of meetings throughout the year and and sometimes some issues we would have several meetings because as a human beings being a sitting on here as a

school board member or superintendent we're just not a human being so they were no different than any others um therefore it doesn't hurt to meet up with those people that are still hurt that wanted to be heard especially teachers and parents for the students sake it doesn't hurt so out really uh alpha even myself to meet with that with

doctor and field and clarify issues and talk to them that's what leaders do if if we would help to go back so be it not there's nothing wrong with making a peace peaceful and safe environment for students to be successful and education when you talk about parents we talk about mama bears sometimes when we don't have our own children in those

classrooms we would feel different because we're just sitting in our cubicles but these people have really had experienced whether it was perceived experience or real experience I think our job is to hear them and come up with some type of solutions even though you may take stages or times but I think that is our job but again thank you for

placing uses one on that campus any other questions from board yeah you know I encourage that no we have a dialogue dialogue with them and before the school begins so everything can jump and run smoothly for our students our objective is our students and it it's a viable that we dialogue and resolve what we what we have you know things that are

conflicting thank you you know I'm gonna jump in real quick and make coming I'm not sure how the comments and the item in front of us which is denims to the superintendent's contract has once again been feathered back to issues at one of our campuses that's somewhat disrespectful to the 30th plus campuses other campuses in our district that may

have issues they feel are important and that's this isn't really the time or the place to discuss issues individual campuses this is a time in place to either show our support for doctor in field or not by the vote on this on this Idol and so with that I'm going to I'm gonna personally tell da Korean feel thank you very much for your

leadership and for your guidance you know none of us could have expected what was coming up with the Kovach closures and everything else and I think that our district was in the forefront of what was happening in our county and I thank you for your leadership with within the district within the cabinet and actually within the county so I thank you for

Noah yeah first of all thank you for those emails those are hurt emails even then thank you for sending them because you are all for our lovely teachers and and students in our education at bre so

thank you for standing up for what you believe in with these pandemics and and we need to have to open up our schools it is imperative I think that we need to give a parents a choice so therefore I think we must prepare for what it could come could be so much different than previous years of education from now on and could

be a short time however I think it is very important for us to to to investigate and find the best way to teach our students on online should some of the parents would choose to do that so because our students still have to master their education in order to be a successful college students or finding jobs finding their careers so if one

option for certain parents our online courses we need to support that also we would also need to be mindful of our teachers and staffs and anybody who's working at the district or on the site where they still have the medical concerns we need to be very flexible with them because if we need to for them to be healthy you know to provide good

education services our school athletes I there was a moving letter that that was read where students really believed in their sports and believed in their practice and merit so we need to help the plan to support them even doing these pandemic times it could be a stage or just opening up in full but also safety in mind so doctor Enfield you

thought lots of work in it but we have great staff great cabinet members and and I think we are going to do fine and all of our teachers and adults who are over especially over 18 years old let's talk and teach and and especially our parents would have real responsibilities of teaching our students about our sons and

daughters about racism when it happens I think too late so let's prevent it from happening again from one home study from one home and studying from one school so thank you thank you mr. Noor mr. Cruz thank you if a child parent decides to choose home-school style now can they revert back to traditional at a later time when

it works better for the family and I think I hopefully believe that there will be choice an option for families to choose what is feasible you know hopefully that is the case and also sports you know our council but we notice that Little League is still playing so doctor NFL date you know they have a um they've instituted a best

management guy for 2020 safety plan I'll be sending that to you the chino hills' aquatic team you know they're ranked seventh in the nation I know it's a private organization but you know they have a lot of great kids you know they've been swimming for years and all of a sudden they stop for 3-4 months you know we can imagine their well-being

and their physical you know how they feel I don't think I don't think they feel great for months without doing something they've been doing for years so hopefully you know we could help we could help them out CBA join us like way knows you're correct you know TK through second eld yeah face to face is is paramount and

for the eld so so interaction and being phonetic awareness when when teachers are communicating with them you know teaching them English yes I do agree with that and for mr. Amaya miss Amaya yes option I do believe in options families should decide you know what gives them peace in mind it's important I also agree with a CT intervention

teachers you know they're helping our at-risk kids are tier 1 or tier 2 PBIS is doing good it's working so what happens if we remove them in my effect it might affect our child at-risk hits so so that's something that we really have to think about but I do want to read this email email from a teacher my

main thinking is simply this we need to decide what our top priority is and that we will settle the decision of how to reopen schools if our top priority is the health of every one students and students families and staff then the choice is simple we go with distance learning 2.0 to start the year until we have herd immunity

neither the blended idea or a full regular instruction will accomplish that I am a secondary teacher and as you all mentioned in the study session secondary present special issues here are just a few issues that several other teachers and I were discussing during the study session even if you went with a blended model yes we can keep students 6 feet

apart in the classroom in this model but how about during lunch during drop off or pick up what about during passing period between classes what about the PE locker room or the students now going to dress will we ask them to do PE and regular clothes and short you cannot guarantee social distancing throughout the day how do we disinfect classes

desks classes sets of books or computers between each period our teachers required to do it are we hiring more custodians because one or two can I get that done for 20 or more classes in a five-minute passing period bathrooms were brought up how do we do disinfect the toilet each time a student or staff members use it or are we just hoping

that each person that goes in there use proper hygiene including toilet cover the students we choose not to wear face coverings can we trust that they won't be coughing sneezing all over the desk computers books let alone their de classmates they don't wear masks we cannot guarantee the safety of their classmates or teachers and in terms of the mask I noticed none

of you were wearing them nor should you have this in meetings otherwise your voices would be muffled Harvey teachers expect you to teach all day in those I wear it out of the courtesy but speaking to students and expecting them to hear me clearly could be a challenge you can see you cannot guarantee the health and safety of students even a blended model

and those were just a few of the thoughts we had we all had now if the best education is the top priority that we may as well just go back to regular school and take our chances with the virus because the bloody model doesn't cut it there either I already mentioned the mass challenge for teachers and students we want to

collaboration our classes but that is minimized in the blended model as students are seated at least 6 feet apart with mass are presumably making communication and collaboration more difficult they also cannot touch the same computer poster board so again collaboration goes out the door many students will need more computers at home for the days they are not in class

will need to borrow them from campus again meaning we won't have all the computers we need inside the classroom for the students who are there coming every day for classes means students are not getting their full complement of instructional days for starters but then because we teachers are teaching classes all day we're not available at least in

any great capacity to assist those students who are at home during their given cohurt when they need help on assignments whether it's paper or Google classroom again they use just a few of these issues that were discussed with the teachers that were messaging each other during the meeting but you can see the students do not get a high quality

education in the blended model I cannot stress enough how much I respect them that's good enough so you know our time so this this is a difficult issue it is you know we go to traditional because that would be the best when it comes to educating our children but you know these times that were in these thoughts are very provocative then

you know we'll have to decide what is best for the safety and peace and what is really good for a student's learning experience and their health and their well-being and their physical as well thank you hello hey thank you Miss Hernandez I want to start off by clarifying because I'm sure this continues to be a question we're

not wearing masks because the majority of us are not in the board room we're off site I'm at home and that's why we don't have masks so I know that's been brought up in the past and so at work we're not in the boardroom dr. infilled perhaps some of the board members can be provided with a printout

of your June 17th email to parents where we are being provided with parent choice for the return to school and the different models you know that that were discussed in the study session but maybe if they get a printout they'll see that parent choices being offered and there's a survey that goes along with it so maybe that will help when they get

inquiries from the public I have a question though was there a separate survey first staff sent out no that survey has not been sent out yet we're still finishing it up and it will be going out soon okay so we just if were contacted by staff district staff we should just say you know you can provide your input as soon as the survey is

coming so I I appreciate that one last thing is that I I did send an email to dr. and filled in president Schafer I I suggest that we create an email for specifically for concerns questions related to the topic of returning to school I noticed that I mean as board members we're receiving emails all day long with

questions you know about the reopening what you know how are we going to maintain the bathrooms clean and what's going to happen every day with classrooms wearing a mask not wearing a mask it's impossible to be able to reply to all of those because almost every email has multiple questions but what I really want to ensure is that we're all

providing the same information and not you know not beyond on one Accord so I think it would be best if there was an email or some kind of setup where all questions can be submitted so that someone is responding to them in a in an appropriate and uniform manner I notice on our Facebook page there are a lot of

questions right below you the post regarding your message regarding parent choice and the survey and we don't have anyone answering that from the district side it's kind of parents responding to each other based on what they understood from the board study session and and from your email and so I I don't want the community to be responsible for for

guiding each other I really do think that we need to set something up this is a very critical component to read the upcoming school year and I I think it's our duty and responsibility to reply and provide accurate information to parents I don't know how that would work out but I there needs to be a bucket where all

the questions can go some way somehow I'll just said in my comments thank you and that's it for me thank you mrs. Gagne yes thank you so there's two items that have been weighing very heavily on me and in some ways they're they're highly and are related to one another one is the budget crisis we find ourselves in and I think over the past

week and a half there's just been a that this is completely solved at the state level when in fact there are no guarantees there are no guarantees that federal funding is going to come through there's no guarantees that a deal it's brokered is not going to require some cuts with that view even though we just passed a budget I wanted to look at our

budget to see just as a and maybe someone would say this is a ceremonious move or you know an emblematic move if there were places that we could cut in the board budget so relating to discussion item D a1 my intent today was to introduce a couple of ancillary costs that the board engages in such as travel

and conference meals we have sparingly been using a facilitator for board related evaluations I also in reviewing the board budget found out that last year we you know didn't spend about sixteen thousand dollars so I was hoping to have the floor to make some cuts because every cut we make that we're not using out of the board budget is money

we pay a t-shirt or a staff member unfortunately I did not get that opportunity but the recommendations I was going to make again had to do with travel and conference cost for the board meals for the board and a facilitator we're also facing and justly cost with having an election this year so we have added cost that we might not have in

another year and it's piling on to a pending budget crisis in that regard because I didn't get the floor and I'm not the kind of person that's going to to give this away or not do something I would request dr. Enfield that you freeze my salary or redline my salary for the board for the next budget so I

just want to confirm that that's okay yes that's okay thank you the other issue that I want to address is our reopening of schools and I highly appreciate that I have gotten hundreds of emails from parents I have tried to respond to every one I apologize if I have not gotten there yet everyone's concerned across the board with

different issues but I want to echo my fellow board members that there is parental choice there our options for distance learning many of the emails I received have been from parents who either do not want to send their children back to schools if masks or certain requirements have to be made others whose children have autoimmune disorders and other physical

disabilities that maybe they just can't wear masks or that environments not going to be conducive to their learning I do want to highlight though that you know this is a very large systems proper problem we are a large suburban School District you know somebody had mentioned to me genuinely and I appreciate the recommendation why don't we follow like

the smog alert system for those of us that are from Southern California very familiar with being pulled in and out to do smog alerts and sort of that red green yellow system I wish this was that easy but it's not and there are a lot of questions that I think were initially asked at the last board meeting I know

there's going to be tens if not hundreds of questions that continue to be asked I'm very heartened to hear that we are going to be sending out a survey to our staff and our teachers I also want to make sure that we're taking into account that we are gonna be asking our staff and teachers to do things that you know

I want to make sure that to the extent possible they're not overly burdensome you know there's already a lot of effort being extolled in just day-to-day education and supporting students and clearly we want to keep everything disinfected and clean but just making sure that we provide the requisite training the support and the resources that's very easy to say right now I

don't know where the state budgets going to go so I really just want to make sure that we have an understanding of that and then finally you know our governor today obviated probably a larger conversation about masks whether individuals agree with that or don't agree with that I just want to highlight though that you know we live in the

Inland Empire we can't hermetically seal off the school district we have people coming in and out from all over you know we have a lot of parents who are already starting to have to commute anywhere from 50 to 30 40 50 if not a hundred miles for work and so you know we have to think about a

regional approach as we make these decisions because again as much as I'd like to think we could put a bubble or a bag around the school district and that isn't possible and so you know as we are thinking about these decisions you know just sort of taking into account that it will be a little easier said than done

and finding the implementation but again I really appreciate all of the questions that have been submitted I have a list of questions that I intend to submit to dr. Enfield I won't take any more time this evening because there's a lot of them but please keep sending them if you do have them all of them are very

important and all of them definitely need a response so thank you and have a good evening first of all I want to thank each of the board members each of you for your for your vote of confidence tonight I truly do appreciate it I don't know if you know how much I do and again thank you for that I want to announce that we're

going to have a second board study session regarding opening of schools on Tuesday July 7th at 4:30 p.m. it will be streamed live on our YouTube channel we wanted to take that opportunity to go over the the results and just I know there's a lot of questions coming in there where that first survey again was data for us and I know parents have a

lot of questions and some of those questions aren't able aren't we're not able to answer because again that data is for us to look at that and then to look at what realistically can we do based on those surveys so we need that information and then we're gonna report out those results and then also we're going to look at all the different

questions that are coming in we're gonna create a Q&A to answer as many of those but knowing that we may not answer all of those questions and then at the study session we're gonna hopefully give a real understanding of the different programs that we will be able to offer based on that data and then based on that we'll send out that that

second survey on July 8th beginning on July 8th to the parents and then we'll be getting the results back from that's that survey and moving forward on there so I do know there's there's a lot of questions but a lot of those things are gonna be based on how many people respond what programs are they looking at and then we have to go back because

we're surveying our teachers and I want to just clarify that we're not surveying all of our staff for surveying our teachers to get an understanding of kind of where they're where where they're comfortable at and then there's a lot of staffing that we have to look at and there could be potential of having to work to have people teach in a different

mode than what they typically teach in that first into person mode so we have to look at all of those things and that's why we're we're asking the the parents to fill those out hopefully we get a at least 70% is our goal because statistically that would would make it pretty ballot for us to look at it from

a district standpoint so so again we continue to encourage that we'll do a Q&A we'll hold that second board study session and hopefully based on the questions and stuff that comes in and the data we have we can be much much more clear with that and present that and then have the the survey the second I don't want to call it a survey because

we're asking parents at that point to select that option and then we will move forward with the the difficult part of putting that into play getting us ready for the the start of school on August 10th so that's where we're at so with that I love in my comments mr. shaver thank you doctor and Phil first I'd like

to start my comments by congratulating our two champ scholarship recipients congratulations and the best on your future endeavors and miss Fernandez I agree I think there should be some way for us to kind of coordinate response to all these questions I think part of the issue right now though is at least until after the survey in the second horse a session

is I'm sure that there's definitive answers to a lot of the questions and so but I do agree I would like to have a one spot hopefully where we can have a lot of the answers come from a couple of things coming from ROP we did pass a meeting last night we did pass a budget it was

three to one vote there are only four commissioners on the on the on the panel I was the dissenting vote there were some assumptions made in there that ballot because they are recommendations from the county are not ones that I was comfortable in putting into a budget moving forward with ROP explain that thoroughly to staff there you know they

understand and I've discussed with dr. Renfield that those assumptions we did not use in our budget we were a little more conservative and so that was the reason I was just ascending vote on that as far as the chino hills' parks and recs commission had a meeting last night they are much in the same boat we are

waiting to see where the county is and the state goes as a reminder the parks and open spaces trails are open but recreational facilities within the parks tennis courts but basketball some of the soccer fields playground equipment those remain closed and off-limits at this time that is all I have from those reports I do not have any other comments so we will adjourn
