study session is being live streamed on the YouTube channel for the Chino Valley Unified School District and will be recorded let's conduct a roll call mrs. guidelines from our local health officials I would like to thank I would like to talk about the decision to suspend all athletic sports and how other athletic leagues are implementing for their players and surrounding communities for example many soccer clubs are implementing these practices such as having their players wear face masks upon arrival temperature checks given hand sanitizer and player must
bring their own soccer ball which is also sanitized and the player must take mask off the coach instructs introduce though sports are just as vital as academics the mental and social well-being of our children please develop a plan with your athletic departments to come up with a plan for the 2020 2021 school year god thank you and God bless

be about tonight yeah so president Shaffer and members of the board tonight we have our second board study session on reopening schools for the 2020 21 school year since our last meeting there are several changes that have asked that have occurred at the state level and at the county level which has modified a reopening plan and so tonight I will
review the changes to our reopening plan review three learning options review the parent and staff surveys that we put out by the district provide my recommendation for a district-wide learning option and then based on guidance from our legal counsel I'll bring forward my recommendation to the board on July 16th and then lastly to review the second parent survey that
will go out tomorrow so to begin our first change has to do with the governor's California resilience roadmap and I believe everyone is familiar with the stages the state stages for reopening at our last meeting on Tuesday June 16th our county was on stage to be on Friday June 12th San Bernardino County moved us to stage three and so just that move alone has an
impact on the reopening plan for us for a countywide the last time we met I know my staff reviewed the sections of the reopening plan that related to their specific divisions there have been some changes and I want to review some of those changes but I also want to go back and go over a little bit more details on
a couple of items that I think are of importance so under well under well-being there should be another slide here I'm missing hang on here guys then we go through and looking at I don't have all my slides or not in order I apologize let me let have staff I need staff to take a look at that that
doesn't the next slide up should be my well-being slide so I apologize for that let me see if we can make sure we have the right presentation there we go all right thank you so well being there is a district-wide protocol that I would like to share and as part of that I'm asking for everyone's support in
this one because this is really a big part of the wellbeing for our school district along with a number of other protocols and the first is passive screening and we'll be communicating that to our parents and to our staff but really when we look at passive screening we're asking all of our students and our parents and our staff members before
they come to work every day that they take their temperature we're also asking if they have fevers chills cough sore throat shortness of breath are difficult breathing loss of taste or smell to please stay home or if you've had contact with some with someone with Kovac 19 or you think you may have come into contact and I ask this because this
is a huge one this is not a year that we're looking for perfect attendance this is not a year that we're looking to SAR by our students because of their attendance this is not a year that we're looking to write employees up if they're not at work every day because this is a really critical one that if we're in
doubt that we're asking people to stay home because it could mean the difference between us having to close the school for a number days or weeks and so this is really one of those first steps that all of us need to really take to heart and really look at doing that the second part is we'll continue to conduct temperature checks
for all of our students and staff with a non-touch thermometer when they come to work or to the school site we'll have hand sanitizers in all the classrooms we'll have hand signs hand sanitizer stations located throughout the school there will be traffic flow signage on the ground to where we need to move and blowing through hallways and
out a desk and have high contact areas to be sanitizing daily hand-washing face coverings and social distancing science and new procedures for lunch and these are just some of the processes that were putting in place for that safety and well-being at our school site face coverings so on June 18th governor Gavin Newsom ordered of mandates of face
coverings went out in public through the California Department of Public Health and I'm going to tell you there is some confusion as the order was modified so when the order first came out there was a little tag at the bottom that said refer to the CDC guidelines in the CDC guidelines States students should wear face coverings that has since been
removed from the order and based on the current order and when you read through that order face masks would be mandatory and so at this point we are making it that face coverings need to be worn and by students it's no longer a should it will be she'll be worn and so that is a important piece in the change in our
plan and I share that because I know we have some parents who feel very strongly about wearing face masks and not wearing face masks and this change may impact the learning option that they can choose I also want to assure parents because we do have some some some of our students who have medical issues and that they they may not be
able to wear a face mask and we will work with those families to allow for that modification operations when I we have home to school transportation I want to take it a little bit of time and talk about our home to school transportation talk about field trips and visitors and volunteers home to school transportation so let me first go
the state budget was passed it has a number of changes in conditions on school districts and one of the interesting ones that I want to point out is one of the change are one of the bills as part of the legislation was a districts cannot lay off custodians for the 2020 twenty one school year and that makes sense because we have to really be
vigilant about our cleaning processes nutrition services workers cannot be laid off and they've been on the frontline since the beginning of this serving meals to our community and I know they will have to continue to do that but they also put in their transportation workers and so one has to think of why transportation well the state wants school districts to open
with in-person learning and transportation is a big part of getting students to schools but when you look at the guidelines there is some some issues with the social distancing on a bus what was also interesting is that they didn't write in protections for the technology staff you know when when a majority well when all of our districts had to move to
distance learning you think that that would have been an area that the Legislature would have looked at and said hey what about the technology staff because if you're moving towards that distance learning but they didn't do that and and and the thought process is that they were really wanting to move school districts back into in-person instruction so I want to first go over
the protocols that we have in place on the bus so students will have a temperature check before they get on the bus students will have to wear a face mask students will have to use hand sanitizer right when they get onto the when they students entered the bus they go to the very back of the bus and then
they start to fill in the seats one road to the next road to the next row so that they feel it from the back moving forward at the end of the route the first person first last are the first last person on I'm sorry last student on the bus would be the first to exit so they're not crossing past and again
students are to use hand sanitizers when they exit the bus and then when the bus is completely empty the the bus driver will go through and wipe down and do the cleaning of the bus and disinfect it and I share that because under the the blended learning we will attempt to have half of our bus riders on cohort a and
then the other half on cohort B to reduce the number of students on a bus what we will what we're going to look at is we'll look at last year's bus riders and we'll try to divide them in half input so let's say I had a bus then I had sixty bus riders last year on this route and we're gonna make the
assumption that most of those would probably return to the busing that we would try to put half of them thirty students on cohort a and the other half on cohort B so that we have instead of sixty students we would have thirty on one day and thirty on the other again to try to maximize that social distancing
if we go with a blended learning model if we were to go to traditional return to traditional learning we would most likely not have that social distancing on the bus but we'll still have the same protocols that I just reviewed I share this because this may be a concern for parents regarding transportation and I want to make sure that they understand
that and that they understand that both have one has more social distancing then together and that would be the blending would have more distancing for the kids spreading out on the bus compared to the traditional because that may impact a parent's selection or of the options or they may just decide not to use transportation so I thought that was important for us to
share tonight field trips and student travel in stage three and we're in stage three in state only field trips or travel may be approved or not approved and I share that that the district office will approve each request on a case-by-case basis so let me give an example one that could come up is 6th grade science camp so that would be an
in-state because that's usually locally and if that was to come across our desks at this point it would probably be one that we would that we would not approve I share that example because it's going to be important for the school sites that if they're looking at doing any field trips that they want to get any any field trips in state that they would
want to get them approved before moving forward with any fundraising activities behind those field trips because the last thing you want to do is start to fundraise and then we're not even approving those but again we're look at each one individually on a case-by-case basis because of we're in stage three right now the district will not approve
our allow the scheduling of out-of-state travel while we're in stage three we will only consider out-of-state travel if or win and I say that if or when we moved into stage four and again let me give you another example many of our junior high schools schedule an eighth grade trip to Washington DC or New York because we're in stage three school
sites we would not be able to even submit that request and so I just want to know that field trips are one of those areas that we will look at only on a case-by-case basis visitors and volunteers in stage three site administration may allow visitors or volunteers on to the school site for non classroom purposes meaning they cannot
go into the classroom some of the examples of where they may need to do that maybe for a school site council meeting for an e Lac meeting a Booster Club meeting a parent training that may be going on that we typically would have liked in a multi-purpose room so in this case is there could be that could be allowed but if so visitors
would have to go through a pre-screening and have a healthy bell and a temperature reading that would be a critical part plus they need to be wearing a face covering and then the facilities after the meeting would be cleaned and disinfected at that but again visitors and volunteers will not be allowed into the classroom learning options I want to take some
time and go through the the learning options at our last study session the state had not passed a budget and today there is an approved budget and part of the approved part of the approved budget is Senate bill 98 98 I'm sorry which was signed on June 29th by the governor there's two parts the first part states
in-person instruction should be offered to the greatest extent possible it's clear that our legislators want our students to return to in-person instruction the second part only allows distance learning under two circumstances so on the and here's the language on a local Education Agency that's a fancy word for district or school wide level as a result of an
order or guidance from a state or local health officer so let's take the first part of that as a reminder the State Health Department nor the nora state health official provided an order or guidance to close our schools in March of 2020 and I don't believe that they would if we had to again the san bernardino county superintendent ed
alejandra along with all the other san bernardino superintend it's worked with our County Health Department and working with them we got a guidance and then we moved forward with closing our schools from in-person instruction and moving to the distance learning and so if our state or county was to go back and go back into a shutdown I believe this would be the
language we would probably go back to as we did in the entire county when we closed schools so the language was put in there I believe for that purpose there the other part of the language talks about school-wide guidance from a local public health officer and I want to just take a moment and go over two scenarios for this because this is a
real possibility a district of our size and if students are brought back this is a scenario that that we will probably that I would assume a lot of districts along with us we'll probably have to face a student comes to school so a parent drops them off as part of the our protocol they are walking up to the
school and they receive a temperature check and we identify with a that we identify that the student has a temperature and so we isolate the student as part of our protocols and then we have uh some other protocols that we go through with the student and with the parent and then we establish that the student had very little contact
with anybody was wearing a mask with social distancing and adhere to all the guidelines and we did our contact tracing and we contact the public health department and based on that protocol most likely we wouldn't close schools the student would go home we maybe have them isolate or if possible to test it to see if they had Kovac 19:00 and then
if they were positive we would contact the health department and continue to work with them on that another possibility would be a mother contacts us and notifies us that her husband tested positive for kovat 90 and their child is not exhibiting symptoms but we know that the student was on campus for several days and so we've contact the
County Department of Health and then we would go through the information that we have that had been provided to us and we would work in conjunction with the County Department of Health and in that scenario scenario depending on the the circumstances and everything that could potentially happen in that they could ask us to close the classroom and
disinfect it and keep the students home for several days or for several for several weeks depending on the guidance that we received or they could ask for the entire school they could come back and say well we need the child the student hopefully would be tested and we went to school to be closed and at that point we would move into distance
learning either for the classroom or for the whole entire school site and I just share that those are possible scenarios that could happen in working with our County Department and that's where that language comes in the second part of the language talks about pupils who are medically fragile or would be put at risk by in-person instruction or who are
self quarantined because of exposure to COBIT 19:00 and so this language allows for social distancing for our students who have who are medically fragile but the nice part about this language in the interpretation of it I think which is critical the language intent gives the parent the ability to determine not the district if they believe their child may
be at risk or a family member could be at risk and so it really shifts it to the parent which is a good thing for us because then the parent can request distance learning so as a parent I make that determination if I believe my child is at risk or somebody within the family and the language was crafted that way to
be very broad to give the parents that that ability and so a parent under that language could select distance learning the continuing of learning options so again at our last study session the San Bernardino County was on stage to be our County now is on stage three and then based on our reopening planned Stage three we offer blended learning or
traditional learning based on the stage that we are with the county currently and the three options are the traditional blended in distance learning and so I want to take a moment and go through all three of those so the next one up is traditional option learning option one traditional instruction and this is the one we're all familiar with
this is where our kids come every day five days a week for the entire school day the research is very clear that the majority of our students perform better with in-person instruction academically and socially emotionally and this is our goal is to return to traditional learning if and when it's appropriate however when we return to traditional instruction we will have limited social
distancing and so if you look at the pictures there that's why we have the pictures you're gonna see that two traditional class where there isn't the social distancing within that we will continue to adhere to all the safety measures which are and I'll kind of go through some of those again we're asking parents and staff members to do a
passive screening before sending their child to school take their temperature run through the checklist looking for possible signs of kovat 19 and if they exhibit any signs to keep them home and to check with the medical provider we will take temperature checks of students entering the campus temperature checks for our staff members wearing face coverings providing hand sanitizer
stations throughout to school hand sanitizers in the classroom cleaning and disinfecting high contact areas throughout the day having one flow of traffic through the school providing go in grab lunches to limited contact with the food and again these are just some of the protocols that we'll put in place whether we're in two additional or in the blended learning
blended learning students are divided into cohort A or B the cohorts will attend in-class instruction and are at home on alternate days this is a combination of learning in the classroom setting and the remainder of the student work is completed independently at home learning is enhanced with some online and virtual learning at the elementary level we will be focusing on English
language arts mathematics and English language development for our English learners and social and emotional learning secondary level they will attend school every other day so over a ten-day period students would attend school for five days out of ten days and one would ask why the the blended learning it allows for more social distancing compared to the traditional
learning inside the classroom and I think that's the biggest issue for all of the school districts it's the size of the classrooms and the space in there to allow for that social distancing and so that's why you see a blended learning option here learning option three is distance learning 2.0 we called that because we went back and looked at what
we just went through in March to the end of this school year and there were a number of things that needed to be changed to level up the distance learning so there is no physical or social distancing required in the distance learning students may have teachers teacher or a teacher that are not from their school so I could be a
high school student and I could have I could be at Chino Hills High School and my math teacher could be from Ayala I could have multiple teachers at the secondary from different schools again this is a virtual program so there are no no boundaries virtual classroom may be comprised of students from multiple schools so you could see a classroom where there are
kids from multiple elementary schools in one classroom students will be required to check in every day with their teachers there will be daily synchronous instruction and that is live instruction by a teacher via distance learning with the students and so that is live instruction will happen daily there will be asynchronous instruction and that that is instruction that could
be through a video it could be a chat thread where students are sharing it could be a project-based assignment or it could be just a regular assignment that a teacher may assign work over there will be office there'll be office hours outside of the daily instructional time and we will be incorporating the social-emotional learning as part of the
distance learning to 2.0 and these are the three learning options and so I want to take a moment and take a look at the parent survey so we broke the the surveys into high schools junior high elementary and overall and I want to make a note on the overall it was we rounded that one and you're gonna notice
if someone counts it up it's going to be 101 but I want to take a moment and look at that we had a up at the top in that is the number of parents 11,000 29 submitted surveys at the high school level the the gray bar is traditional we had 49% parents who selected traditional at the junior high 45% at the elementary
43 and overall 46 selected traditional the orange bar which is the blended learning 29% at the high school 34 at the junior high 29 at the elementary and overall 30 and then distance learning the blue bar 22% at the high school 21 at the junior high 28 at the elementary in 25 and if we look at the teacher survey and
again we broke it up the same way so teachers took the the survey the in is the number of teachers and that was only given to teachers was 834 again at the high school level thirty four percent of the teachers wanted traditional thirty six percent at junior high and at elementary you'll see fifty-six percent of the teachers select a traditional
overall it's forty five percent a blended learning at the orange bar thirty five at the high school thirty five at the junior high twenty-six at elementary and thirty-one overall and then distance learning was the thirty one percent at high school 29 17 at elementary and then overall twenty four if you look at the teacher and the parent survey overall they're all
they're about they're very close I think it's about a 1% difference between the the two surveys learning option criteria so what is the criteria we used for for for selecting an option well we first used the Senate bill 98 and in that it talks about that the district needs to offer a district-wide learning option so it has to be district-wide
the second part of Senate bill 98 states that we need to offer and in person to the greatest extent possible and then third being that the county is in stage three and a reopening plan for Stage three indicates blended or traditional learning this narrowed this narrowed it down to really those two options that were looking at district-wide
so the recommendations for reopening schools for the 2020 twenty one school year is we're recommending is blended learning with the goal to transition to traditional learning and I share that that's the goal is to transition to traditional learning this could be a week it could be a month it could be several months we never made transition to
traditional learning and again it's looking at the data looking at where we are with the Cova 19 and is it safe inappropriate at that time to tradish to transition to there but our goal is to get there kal-el preserved academy our recommendation is that they're a multi year-round school and they've already started with distance 2.0 they have
track C coming off on July on Friday July 31st and track D begins on Monday August 3rd and so there's not a perfect time to really transition but we thought that Monday with a new track with one track coming off and a new track coming on and there are a week away from the the district start time that we would
recommend transitioning to blended learning on Monday August 3rd with track a B and D and then families that meet the Senate bill 98 criteria and remember parents get to determine the criteria for are they is is their child at risk they can select distance learning for the 2020 21 school year and so when you look at the the data and you see the
majority of our parents had selected traditional learning and so somebody may ask why why D and we not just go with the traditional learning when I look at that we looked at the increase of the Cova 19 in San Bernardino County and so when you look at that the the increase that we've had of recently that was part
of the decision that we looked at opening with the blended learning to keep that social distancing the other part it provides I touched on that it provides that more social distancing for our students but I think the the other part and I'd like to use an example if you have a school of eight hundred students and if you look at the parents
i'll survey it looks like at least 25% of our parents would select distance learning so if I have a school of eight hundred and twenty five percent of the parents select distance learning that school is now reduced down to six hundred and then if you place the students on cohort a and then cohort B you've now taken a school that was at
eight hundred reduced it down to three hundred students coming on campus on one day and three hundred the next day so you've really reduced the traffic on that campus and part of that what's important I think in the reopening is your reopening with a lot of new protocols processes and procedures that the students don't know that they're
gonna have to be trained as they're coming on that first day staff is going to have to work through those processes and procedures and like I always share people and man-made systems are not perfect and so they have less people or less students coming on at the beginning of all of this makes a lot more sense than bringing all six hundred at one
time because again we're trying to reduce that down and work through those process and procedures to get people trained and in that how do we enter the school how do we get in line to get our temperature check because we have to have a lot of people out there doing the temperature checking how do kids move through the the hallways reviewing with
them hand-washing face touching all the the training that we need to do and the time that we need to spend with our students especially when our students come back I want our our staff needs to really spend the time talking to them about what they just have gone through and and it's not something on day one you're hitting the books you want to
take time to talk with them and see how our students are emotional and spend that time with and very very important piece and having lower numbers in the classroom allows for those more connections with our students the so that's the recommendation and I will bring that recommendation to the board on at our July 16th board meeting for the board to consider that and
hopefully vote on the learning option to move forward now our parents will receive notification we have a parent survey that will come out tomorrow this is coming out to our parents we will send it out through Aires we will put it out on social media we'll have it out on our website the parent survey will begin tomorrow on July 8th the survey will the
survey is pretty basic kind of like the survey that parents just did we're going to ask for the student name the student ID number and you can see where you can find that through the Aires parent portal you will ask for your school the grade level that your child will be in in August if your child belongs to any
of the following programs do they receive eld services 504 special education services gate or do they not receive any of those will be part of the this survey and then please make sure that you complete one survey for every child and then you'll have a choice and so the choice is we're coming back with blended learning with the idea that we
hopefully will be able to transition to traditional learning at some point during the school year if parents are not comfortable with that they can select distance learning and that will pretty much complete the survey and then when you click on the to submit the survey it will take you to another page and then on that page it will say stop
and it will say if you select a distance-learning click on this link to take because then we're going to ask you to do this distance learning application and again it may feel repetitive but this application will be an important part because we're going to use this application to be able to track all of our students and make contact with errands if you
didn't select distance learning then you do not need to fill out this application and so you'll see that application as part of the last page of the the survey and then so what is next for us so on July 8th through the 14th the parent survey will be out and so last parents to please take the survey and select
those options of the the to Cal arrow we did a little bit different on the survey the Cal arrow because they have tracks a B C and D their survey looks a little bit different and I think the parents are familiar with it because again our last survey was on the Cal era website and we will send them a separate survey
very similar but with a little minor changes so Cal our parents will be directed to their school site website to take the survey and then what else do we have here the last part of this and then on July 16th I'm sorry July 16th to the 24 I'm sorry on July 16th I'll be asking the board to approve our recommendation
and then from July 16th to July 24th we start the staffing adjustments for both of our programs that we're gonna have to work with our associations on the the different staff members who will be doing distance learning and with staff members who will come back with the blended learning and then July 27th to August 3rd would be our notification to
parents who would want to for their parents who select a distance learning and so again between July 27th and August 3rd we will notify the parents who selected distance learning if you did not select distance learning and you selected the blended option or if you do not do the survey then your child will automatically go into the blended option
as we start to build the the classrooms and the staffing for the 2020 21 school year and I think with that we will be at questions at this point okay thank you dr. M Thank You staff for the presentation board members questions yes mr. Cruz yeah you know dr. unfilled you know options are important and when you
mention you know primary school K through six it's imperative that that is traditional you know and when I look at you know middle school and you know the kids are independent I just see blended being doable and then also high school blended it's sort of similar to college so I could see that doable too but let me unfair some some studies with you one
study found no significant difference in academic achievement of special education or regular education students however gifted students who participated in the blended model of instruction performed at a lower level than those who participated in the traditional model another one the research results revealed that the blended learning model contributed more to the students biology achievement than traditional teaching
methods achievement by students of blended and traditional sections brought mixed findings yet blended students overall grades were significant higher conclusion results indicated that a blended course delivery is preferred over a traditional another one was about how the students felt and they had highly positive I also want to mention to you about masks when you mentioned requirement you know I did I did a mini
experiment I used an oximeter and I you know was 100 in saturation five minutes later it was down to 97 now you could imagine our children wearing masks and it is something that you know you know are we doing more more damage there No you know wearing these masks and knowing that there's a lot of literature stating
that a healthy person shouldn't be wearing a mask and the masks that our people are wearing now are useless they're not even helping them at all now also dr. Ansell talking about social distancing you know there were countries countries such as Japan an island 121 million people 977 people died an island you think they were doing social
distancing Taiwan 25 million seven died singer more sir sickle I came to say 26 died six million and then what so odd is that America is number one in the whole world seconds Brazil I mean the best hospitals in this world and we're number one so I have to ask myself social distancing I mean it doesn't make sense to me and the
only thing that we have control over is our children that our children have the freedom to to play and to study and the data you have the Peter the US pediatrician stating with strong statement in favor of bringing children back to the classroom this fall American Academy of pediatric I didn't strongly advocate that all policy considering for
the coming school year should start with a goal of having students physically present in school I mean precautions important to me right there is a virus but our children it's socially they need to be socialized our kids need to run and enjoy and interact with the people isolating our kids is stressful and it's gonna cause more damage and then when we talk about the
fatalities the fatalities in California it's zero under the age of five is zero under the age of 17 you're more likely 50 times to drown you're more likely getting hit by car and the death rate it has increased it peaked in April and it's drop mr. cruise mr. cruise wait I'm trying to justify having the option of traditional
school okay so let me finish could you please bring it back to the presentation it is the presentation I am just defined to have traditional school and this is the way you do because all this is based on the fear and panic so suggesting wearing a mask okay Joe let me finish I have the right to finish
because I'm trying to justify myself to bring back traditional school use them to clerk christen let me finish then you could talk antibody test should not be used to diagnose just look there are not even testing antibodies they're testing the extra ments of cold false positives Elon Musk says there are ridiculous numbers of thoughts positive c19 tests
in some cases 50% false positives scale literally with number of tests this is a big part of why c19 positives are going up while hospitalization and mortality are declining it doesn't make sense we have a virus but it's not a pandemic and we ruin our children's lives so you gotta fight for our kids but I don't know what you guys are doing okay
they're better off to be in school it's okay right now they're not being hurt by this and you know the only control we have if there are children have no normal life because our life the system small businesses they have lost so much money they're going out middle-age men have lost their jobs I don't know if they're gonna get their jobs back people
food prices are going up the only things we have it's a safety for our children to have a good life a life and if this thing gets worse then we'll know and then we'll hunker down but in the meantime right now it's not a pandemic it is similar to a flu that we have every winter Thank You mr. Cruz do you
have any questions related to the actual presentation no miss Gagne please yes I have a series of questions so I don't know if other board members have questions but I have quite a healthy list here again so I just want to be cognizant of other people's questions why'd you go and throw them out there maybe we have some
of the same questions and they'll be answered in the meantime okay great thank you so as I said I've tried to organize my questions by topic I've also tried to integrate in questions that I've been receiving for the last couple of weeks so please please bear with me I appreciate your time and attention so starting with the survey
it appears that from the results of the respondent pool was eleven thousand twenty nine parents how many parents total do we have in the district staff does anybody know that that specific number we have about approximately 26 thousand plus students okay got it and do we have any idea sort of what that since we have a variety of different
families in the district do we have an idea of how many parents that is I'm trying to figure out if there was a rate what the rate of parents was who maybe didn't fill out this survey and the reason I'm asking that question is we're now putting out the choices and I'm concerned that maybe we're just missing
a certain group of parents due to technology or language barriers so I just I want to put that concern out there as part of the question so in terms of us choice and I just want to be very clear the slides when I first reviewed them and thank you dr. Enfield for clarifying the sv-98 and the 80-77
issues I'd only be a hundred percent clear if I am a parent and I want my child to do distance learning I fill out the survey and say yes distance learning the district is just going to allow my student to automatically go into distance learning is that correct that's correct okay so simply because I mean this the
language seems a little bit confusing I want to make sure that no matter what regardless of there or not the child actually has a medical condition or anything else it's the parental choice of whether or not they either want their child back in the blended model and exactly the same parental choice of whether or not they want their child and distance-learning
yeah so the parent if they again the language is very broad and so a parent interpretation if they're picking distance learning is I feel that my child is at risk that that that thought is enough to put them in distance learning or that somebody in my family could be at risk it's very open for the parent and the parent makes that
interpretation not the district and so if they select that they've selected it we don't question it we just move forward so some other districts in the area have put forth the option of traditional learning as one option and then distance learning as the other from the presentation I'm gleaning that the reasoning for proposing blended learning is that clearly we don't get enough
students and staff you know off of our campus off of a given campus every day to allow for social distancing probably allow for other sanitation procedures is that sort of the thought of why we're going with a hybrid model versus traditional versus distance well yeah I think it's easier to start blended and then then to move to traditional than to
start traditional and then try to move into blended and so it just makes more sense to let's be cautious and then when it's appropriate and if it's appropriate we'll make that move but again you know my goal is always to get us to that traditional but again that's the that's that balancing act that we're looking at the safety component of it and also it
makes sense at the beginning when we're trying to put in all those new processes and procedures because again that's new for all of us it's not something we've done before and again as I said people insistent man-made systems are not perfect and we need to work through those and everybody works you know I think we work better by doing and so
it's that doing process that we really get better at and so to have less students there as we're doing that process makes the most sense at least for me and if we have students who want to maybe they go back to school and their parents just don't feel comfortable after a couple weeks at school that could be due to a variety of factors
probably primarily public health since we don't really know where this is going right now can i as a parent than elect to put my student into distance learning no we're once they commit therein therefore at the elementary junior high at the trimester and then at the high school semester if and only if we have room staffing wise to make those
accommodations at those points because when they get into that and they start to get into that certain learning you have to stay in that for the assessments that are going on in the learning that's going on to be able to transition them in and out constantly would it just is not going to work so that's why we want
parents to really think about it and make that choice that this is a choice that they're making and if they have any reservations then they should err on the side of cautious where they feel most comfortable and will that also apply this might be confusing to parents not aware of this existing program you know we have a virtual learning program
through our alternative Education Center would a parent be able to put their child in that program they were not comfortable with hybrid meets blended learning after a couple of weeks they would I would recommend that they would apply for that just as any student does at the beginning of the year if they want to go into the virtual program the
virtual will be different than the distance learning 2.0 again we have to offer a district-wide program so the two district learning 2.0 is that district-wide the the virtual program is a program that are for students who who prefer that type of learning over then the traditional learning but they can sign up for the virtual learning at the you
know during this time period during the summer into that program and in terms of distance learning I think there were concerns and clearly I think everyone's understanding that everyone got hit with this pandemic you know my surprise this is not something that any of our systems are set up to accommodate nonetheless our public schools but there's definitely
been many concerns by parents who are interested in distance learning or perhaps might want to send their child to hybrid or traditional learning how it's going to look in the fall and I know that there's been a lot of time put into figuring out you know the 2.0 part of it but is it possible maybe to give
like a granular example at like perhaps the elementary level and the high school level of like what's the average day might look like I think there's concern that you know some students we're sort of languishing and falling behind and not as engaged as they could be others are more self-starters so it didn't really matter what the program was but I just want to
make sure that parents are sort of fully aware of what that distance learning model looks like so they can make that choice between distance and blended yeah let me have dr. Park go into that so she's she's my expert on this thank you for the question so the biggest difference with distance learning 2.0 is that there there will be live
instruction every day every day our students let's say at the elementary school will have dedicated time they're checking in with their teacher and the primary focus is going to be on the essential standards in English language arts and math and also with the incorporation of social-emotional learning so in a day the instructional time will vary based on the grade level
so in a transitional kindergarten or a kindergarten class there will be less time with the teacher because the attention span with for a little one is going to be is going to definitely look different than a sixth grader who will be able to sustain a longer time with their with their teacher did I answer your question or was there
a second part to that miss Kanye um I guess I'm trying to meet al into you know as a parent trying to make a choice and I believe probably a majority of our distance learning parents are just not comfortable with the public health data but they want to make sure their child is retaining as much as possible a
traditional learning model at least in terms of learning standards you know what might a student be missing out on and I think money the questions I've received at the junior high and high school level I saw on some of the materials certain courses weren't going to be offered clearly some of them like PE are not going to be probably able to
be accommodated but there are others such as AP courses so I'm just trying to figure out you know what might a student be missing out on academically should they choose distance learning sure so at the elementary school a distance learning student may not have access to music instruction versus a student at in a blended learning model would have
access to music instruction at a junior high and high school some of our electives like band leadership ASB they may not have access to and again at the junior high in high school all of our high schools offer different CTE courses because they offer different pathways for example there's engineering pathways at IL a-- and don logo in our distance
learning program our students wouldn't have access to those classes which would require a hands-on experience in that classroom got it thank you and will we have telehealth or telemedicine for our distance learning students absolutely and in terms of distance learning it seems as though if we sent out a survey to our teachers that were trying to develop a cohort of distance learning
educators to match the cohort of distance learning students do these distance learning teachers have to report to a physical classroom yes the distance learning teachers will will be required to report to a physical classroom and conduct their distance teaching inside their physical classroom and if there is a teacher who for either a personal health issue or an
at-risk at home situation is not able to physically go into a classroom you know what what options does that teacher have the teacher by law would be allowed all of those medical accommodations so if the teacher couldn't physically report to the campus then Human Resources would definitely engage with the employee and allow the employee to participate and do
distance learning teaching at home and this might seem like a silly question I apologize but it seems as though if a teacher selecting distance learning you know they are trying to likely make a public-health choice are they going to be going reporting to their traditional classroom with their traditional campus yes so if you're a distinct distance learning teacher more likely you will be
in your classroom at the school that you were most recently at okay for everybody our virtual program that's been around for what over ten years the teachers do not work from home they report and physically are at the school site in the virtual program so it's following that that same format that we have with the virtual program and in
terms of traditional learning or blended learning how is the district right now evaluating available public health data I'm just going to look at the data that's made available by the San Bernadino Department of Public Health the California Department of Public Health because that is accurate up-to-date data are we looking at case rates or death rates we're in a
situation right now with the spike in cases that the death rate is clearly lagging and we also suffer in this County unfortunately from inadequate testing taking one to two weeks to even get a koban 19 test so how are we evaluating our available public health data versus like what metrics are we using since there's various data points
that you could pin to making decisions we use the San Bernardino County gives us a breakdown of the cases within our school district boundaries so we look at that data and there's I think it's their student data and then there's overall adult data on that and then the other part is where we've been meeting it feels like no
minimally about once a month to with the San Bernardino County of Health with all the superintendent's with questions and stuff and they've been very supportive with us and with any information that we that we need and so are we just going to align with whatever stage the county and or the state is that I asked this because I think that and this is
something that I think there is a lot of agreement about we may have opened up certain things too quickly which you know in turn has led to a rise in cases because people are socializing and not taking precautions potentially so you know if it seems as though sometimes there have been decisions made or I actually will say there have been
decisions made that have been not motivated by Public Health and the stages have moved and maybe they haven't moved as slowly as well as they should so we're aligning with the state stages is there any way that we would then go out of alignment because it looks like right now our plan is pegged to either the governor or potentially in the
county making certain decisions so what I'm trying to angle that is you know spaced on local developments even if at the state level we're in a certain stage is that going to move how we evaluate what stage were in well I'm using the the San Bernardino County information that they give us on our school districts of looking at the rate again a
part of the reason why we we stayed with the blended model and not moved into traditional model for us because when you look at the the city of the Chino Valley area that there was a spike in in our area and so again going back to that data is why we put in the blended and again looking at the requirements of the
Senate bill one of the district-wide they want in-person district-wide and so when we looked at it blended is the one that makes the most sense so we're using that data and using that to make our determinations of where we go if we saw that we were like almost at zero in this in the Chino Valley area and our County
numbers were significantly dropping then the conversation may have been hey we're gonna start blended for a week and really move into that trend you know transition into that traditional again because I think it's just smarter to start with the fewer numbers and get everybody situated and give teachers the time to talk with our kids with smaller classrooms I think that it would be a
decision we would have made a different decision because the blended model the nice thing about it is when you're ready to bring it together you just take a and B and put it together and use you don't have to change a master schedule you don't have to change any of your classes and so again we're looking at that data
and using that data to make our decisions and in terms of teacher staff and students coming to a campus on a given day you know how are we determining if they should come on campus do they have to be a hundred percent asymptomatic sort of I know that there's that checklist the CDC and others have advanced but you know I
think some of these decisions are going to be made on a case-by-case basis that day as someone comes to campus so if someone you know has the sniffles or exhibits like one of the symptoms it could or could not be related to Kovac so how are those decisions actually being made talk about that I think it's the communication that we provide to
parents and for our own staff members I give you an example if I was out this this weekend and I was around people that that I typically aren't around and on Monday I'm feeling a little bit sick and stuff I think that's where we're asking our employees and asking parents to really you know be very cautious of
that of what where were you and then what are those symptoms I think you're going to have to put those two together and then we ask people really out of abundance of cautious if you're not sure one day home is better than let me just risk it and then that one day home turns into well I'd feel sicker the next day
and other signs are coming up again those are going be all personal things that people will choose but we're asking people to be very cognizant because if you do come and you end up having it you can now put the school out for several weeks on to distance learning and so it really takes all of us working together through this
process of really being aware but I'll let Leia talk about the information we're putting out to parents so that we are creating a family letter and in that family letter were providing information regarding the passive screening of what parents can do at home for example temperature checks checking for the covert like 19 symptoms in addition there will be some tutorials via YouTube
that parents can view so that they can arm themselves with information in practicing how to put on a mask how to wash their hands and how to stay safe so that information will go out to parents and we will also have a parent through the parent engagement center we will be having some presentations that we're gonna host virtually that we're gonna
invite parents to attend parents and Families great and earlier in the presentation it was mentioned that we're not gonna be putting a focus on attendance either for students as well as for teachers and staff that being said if a teacher feels that they are experiencing symptoms and doesn't want to come in to campus for the day for the
obvious reason they might have Co vyd you know where is the pool of substitute teachers coming from and a follow-up question to that is are we going to have substitute teachers committing to one campus to minimize contact circles or sort of what does that process look like I'll let mr. Wright out talk about that but I know I've already seen I've
received emails from substitute teachers because they're concerned that we're not putting on as much professional development this year and that they're not going to have any jobs to come to but again I don't believe that's the case I believe that there there will be absent ease and plenty of jobs for our substitutes to pick up at all that rich
answer the rest of that yeah they go along with what dr. Enfield said we've actually argued in reaching out or substitutes currently preparing to fly another pool but we do have 300 substitutes currently in our pool that are saying they're willing to work and they've actually been calling us because their concern is that are we going to
have substitutes we recognize that we will and we're preparing to move forward to make sure that we have an avenue to make sure that our classes are filled with substitutes when a teacher for some reason cannot be there and will there be substitutes for both the blended learning model as well as I mean someone even distance learning
could potentially get Co good and have to take care of their health and take a leave of absence but we also have subs ready to jump into the distance learning model yes right now the blended and traditional models are very similar for the teachers that's gonna be the easiest one for them to go into the distance learning model we are going to have to
actually provide most likely provide a little more training to those subs and we will most likely use them in longer term situations and when I for some reason it is not a single base situation where it can be taken care of right away by the current teacher providing additional assignments and things of that sort but yes we are gonna have to provide
additional training to our current substitute pool in order for them to adequately teach in a long-term situation in a distance model thank you while pause my questions for a moment again as I said I have a healthy list but I appreciate the responses so far great thank you very much mr. na please mr. no I think you're muted okay now can
you hear yep okay good yeah I'd like to thank the staffs out of being cautious and having safety in on our children in mind that's great I have a comment on Senate bill 98 it does lack one thing it doesn't specifically talk about protecting our staffs and teachers so I think district has to step up and maybe need to come up with some pepper
policies or flexibilities for our staffs and and teachers who are affected by this pandemic or or could be affected so I think that's a concern for me now looking at the distance learning application sample where you have window time period of July 88 to our 14th and and if the parents wanted to have their children to participate they would have
to sign in for that and but other parents do not have to do anything and and they'll be just rolled in that could be little concerned for me so if there's any way that we could have every parents have an option to check up boxes whether it's going to be a blended on-campus or distance learning let me yeah we want we
don't want parents to opt out now we actually we want them to go through and to fill that out because schools gonna look and and I'm just making this up let's say school has eight hundred kids and they get a response rate of five hundred they're gonna be calling those three hundred what's your choice what's your choice what's your choice they're
gonna keep because they want them to pick something so they can take them off of their list because our goal is to get a hundred percent of the our parents doing the survey because we want to know that they're committed to that so we don't want them to say oh I'm not going to do it because I'm taking the blended
learning no we're asking you to still do it because we've got to form those classes all the staffing behind that and so if we're if it's school is missing three hundred we don't know what those three hundred you know the some of those probably want the distance learning so we're asking everybody please help out and do that because staff has a lot of
work to do and the more of that people do this it's more you're gonna help us out to help get schools off and going so it's not feasible yeah but just make sure the let the parents know adoption is yeah there for them you okay great and then since I spoke last time I was talking about that where we
have to revamp or even build stronger virtual school and since then there's a school district in Orange County had announced that they had engaged in building a brand-new premiere of Virtual Academy looking for the head of time after this pandemics the schools could change scenes and and so is their enrollment so I think it would be only
benefiting for us if we could revamp or and look at their virtual academy and even make it better and let others know not only from our within our school district by surrounding districts they have given a fancy name as well so I have that conversation with mr. dr. Anfield in time when parents talk about some other countries having plexiglas on
student desk I think that's a great idea and they have embarked having mass now it's mandatory and an observing social distance had greatly protected as the population of that country I just checked while we're talking about what happened to another country where the population was 50 million a plus and over 600,000 people were tested and they were confirmed about 13,000 hundred
eighty-one cases and out of those patients 11,000 914 have recovered and so the deaths were only 285 people and compares to that in California where we have 41 million population and 690 thousand people and we have confirmed cases of 201 281,000 cases and debt are exceeding now 6400 so it is right as a the parent has said we might have to look at what other
countries are doing that helps giving them additional protection so but anyway we need to consider the needs of our parents and in our education needs but also that the safety needs of our students and our staffs so having that in mind let's be very flexible we do have to look at the CDC guidelines but also look at each art campus and there's
needs of safety if the teachers and staffs don't need don't feel safe then that impacts our children too so let's have that train of thought making sure that our daughter safe so they feel good in teaching and serving our students and thank you hey thank you dr. infield I have a few questions that mr. Lanier will go back to the remainder of your
list just a couple procedural or operational questions as far as transportation if we're at the blended model and we are putting fifty percent of the students potentially on that route if I understood you correctly will be providing face mask and hand sanitizer as they get on the bus if they don't already have a mask yes they will have
all that for them procedural question what happens especially with the younger kids if we have a particular student who continues to not want to wear the mask continue to remove the mask what is the district's stands going to be we're gonna those will be a case-by-case basis we'll have to deal with those individually with that in an
understandable it's going to be much more difficult at the primary grades you know and if you look at countries that typically wear them you'll see where they they they they calm like a timeout they take timeouts because you do need you do get hot under there and so we have to be very cognizant of all those things in the age of the kids and
so it will be a case-by-case basis okay and high transportation to field trips since it looks like we are in a stage three and field trips are going to be looked at on an individual basis will the same procedures for transportation to and from campuses be employed for field trips distancing on buses and yes Glasgow at one time are they gonna break
it into the cohorts well we would have to look at the bus and and you know where they typically may put three classes on a bus you know we would that we would look at if we're you know if we're in the traditional model then that could be what we do but if we're in the blended model and we're looking at that
again only half the kids would be would be going on the field trips from each of the class so it makes it a little bit more difficult on there but we would have to look at the reducing the numbers and providing as much social distancing as we can okay moving on into distance learning if that is a choice that
parents have am I did I hear you correctly that we will only be using two platforms the delivery of distance learning there's not going to be a hodgepodge of different ones that teachers like better or that you know that they're more accustomed to we'll train everybody and we will use just two platforms yes that's my understanding that we're using
those two platforms those are the district platforms that we have and we will be doing trainings on on those two platforms okay I know I know Cal Harrow is going to transition a week earlier than our traditional campuses there's probably going to be a lot of confusion for lack of better terms when that time comes especially transitioning from the
distance learning to the blended model and then having the new track come on which is blended model I would just request them that we over communicate with the Cal Aero folks and the parents down there to let them know we understand it's gonna there's going to be a disruption that it's unnecessary to transition those those students to
just from distance learning to to blended learning yeah they're there's not a good time I mean it whenever we do it there's going to be a disruption we because we've looked at it and and and and no matter what there will be a disruption there okay you know what whether we can send out enough communication or possibly even put
together a small tutorial video or something to to engage the folks down there so that they understand that that we understand that there's going to be issues and we will work through them as best we can but at some point in time we're gonna have to make that transition yeah moving on to the next topic with a blended
model we'll have half the students on day one the other half on day two how are we prepared to make sure that each classroom and highly touched item is properly sanitized and disinfected between the two groups of students coming in yet so we're still working through that but one one process that that that easily can work is if I if I'm
at the the secondary and I think that's where the most concern comes in because of the secondary they're there they're moving classrooms they're moving from first period to second period to third period and so forth and so one of the recommendations would be that you would seat the kids in a so everywhere where you ever you see them you mark your your
desk in your classroom as desk aides and then desk B and if you sit in desk a for first period the students only sit in the desk a and then when they leave the classroom we have disinfecting that that you can spray you really want it to dry on so you spray it and then you actually just
wanted to sit there and so the recommendation is you would go to those aides and the teacher would walk through and just spray those desk and just let it sit there you'd only have to wipe it down because they really want it just to sit there and dry and then when they because we've increased our passing periods from five minutes to about 10
minutes to allow kids to you know do do hands if they need to wash their hands to do sanitizers for these type of things and then have the new class when they come in they would sit in seat B and not even have to sit in a and let that dry because we've done that we've tested it here in my office a spraying
and watching it dry and approximately how long it takes to dry but again they sit in CB and then when that class moves again you walk and you spray your seat B's and when the next class walks and they sit in the seat ace I meant those are things we're looking at we looked at could we hire people and just call them
kovat 19 cleaning desk people that walk around and that's all they do but when you look at a high school in the amount of the the the amount of people you'd have to hire someone for each classroom to do that so we were trying to figure out what makes most sense so in every every room we have the disinfectant for
that we have the you know we have the hand sanitizers we have a lot of things that we're placing in every classroom to be able to do that especially at the secondary and again it's one of those things where we all have to work together to be able to do that and having hands having wipes that you can
wipe the doorknobs off you know when when a class is going to leave it's going to be critical that you open the door and you keep the door open so nobody has to touch the door so they just walk straight out and when the next class walks they walk straight in that they're not grabbing the door and then
as a as a teacher if I see people touching or going in and out during the period there's sanitation wipes that we have that they could use to help clean those high contact areas along with that having staff members going around and doing their job of hitting the high contact areas with disinfectants and so again it's one of those things that we
have to work collaboratively together to make this happen and so there are solutions to these things but it's working together okay thank you jump to a different topic now I'm not as organized as mrs. Gagne sorry about that um what what have we done are we looking at steps to ensure that we have adequate counseling available for those students
that might need it for some students this will have been a bigger traumatic experience than others and some I just want to make sure that we have adequate counseling services available whether it's through the city of Chino or in-house or or whatever we have the counseling but I'll let mrs. bellows jump in and share on that I know the
first part when our students return it's going to be important for us to really take that time and have those conversations with our kids but miss Dallas yes thank you for asking we have renewed our contract with the city of Chino for city of Chino Human Services in addition to that our counselors already prepared to provide coping strategies to support mental
health in addition we have our regular step process for any students who may be in need we will have our small groups and individual groups continue to work with our students okay thank you dr. Billy I think miss Gunn you touched on this I just want to confirm that the application for distance learning is there a possibility that that
application could be denied that you don't meet the criteria for one of the two sections of the bill was 98 and that's not an option for your child you know we the district doesn't determine that the parent determines it all the guidance that I've received on it is that the legislation made that very loose for parents and they are the ones
who make that determination not the district so if they select it they have a risk at that point okay so the decision or the option is for the parent to determine yep thank you as far as a blended return model how does that work how does that look with certain activities and athletics well they would it would work just as not
trying to do a gotcha moment i just i've been asked and i don't know and and you know if we have half the kids on campus on monday you are you practicing with half the team on monday and half the team on tuesday or those students gonna be allowed to come to campus well the students would be after school you know
so yeah after school the students could come and participate in that but you know then the the sports programs have to have we had the protocols for them and where are we within the phases of opening up our sports and I'll take a moment and touch on that because I know we were looking at and a lot of counties
were opening up sports in the information from the state was that they say they weren't supposed to have them open but I think there was some mix mix information and counties received confusing information and and the state clarified that no youth sports were to be opened and should have been open not even the conditioning component of it
and so that's where we're at today so again if we opened it up and it depends on what stage we're at it may not even make sense if they're just let's say we started school and blended learning and the CIF is going to come out on July 20th what are they gonna do with sports you know there's been some talk that
maybe they move some of the sports to the wintertime but let's just say they're able they move some sports and we're in blended we may only allow for the conditioning component of it and so at that point we may only just the kids that show up that day do the conditioning and the next day the kids that show up do that conditioning that
may be part of it but again it will depend on what stage we are with the sports and bringing those back together okay thank you I just want to ask real quick I don't think it's going to better if we go with a blended model obviously the distance earners wouldn't be able to but do you see any issues
with our faulty view ROP courses and the blended model or are we going to be able to kind of roll those into our scheduling the the blended students if you take the blended option I think that's that those are easier to roll into that if they're doing the distance component it may not be because it's a number of those courses are on our
campus some of those are on other campuses and so we would have to probably work if some if a student was taking it on another campus because I know Chafee is opening up with a blended model and so we would probably have to work with them if the student because if we have a student coming on Monday and
and I'm just making this up Wednesday they may have to be over there on a Tuesday and Thursday because they're they're doing that blended over there so we would have to look at those okay and I don't need us because we have a RFP meeting tomorrow I know or like to be able to write a little bit of background
if I can yeah yeah our district and the only last thing I have is more of a comment and and not a question I have bought us for you know reaching out to our certificated our teachers and doing a survey I want to make sure that that the information is is viewed and used but I also want to
ensure that our CSA members aren't being left out and that they have a seat at the table and that they're being they're being included in the conversation too although they weren't surveyed and I believe that's probably because their their job functions are going to be somewhat unaltered by by how we open I just want to make sure that we're in
communication with them and they they do have a seat at the table conversation okay and with that missus going back to you thank you um so my next topic is safety which I know might seem kind of silly given this is all about safety but I tried to group things accordingly my first question is just in regards to
training how our staff and teachers gonna be trained about koban nineteen cleanings and other procedures and if we're not creating those trainings ourselves where are we getting those materials dr. Parker Leia which one does not sure cuz I know their work dr. Park okay there's a couple of components on on the training EHR has prepared a presentation
that all schools can use to train all of our employees additionally we prepared a co vyd 19 startup checklist to allow our administrators to ensure they are following certain procedures and all of our employees at the school sites will receive these procedures which include how we are going to keep the employee safe on campus by by cleaning how we're
going to keep our students safe through a variety of things that we have planned so there's going to be multiple ways we're going to be communicating to all staff certificated and classified as to the protocols we're going to be using to include everyone safety and given the split on the survey it looks like a majority of our parents wanted their
child and either blended or traditional learning so given they'll probably be a little attrition to distance let's say about 65 to 70 percent of our parents may decide that this blended learning model is for them do we have enough custodial support on our campuses I mean it sounds like we have a very you know intensive cleaning regimen that we're
expecting this may be easier at different grade levels but sounds like there can be cleanings on an hourly by period you know various interval basis so do we have that enough support and secondary to that you know what is gonna be our expectation of teachers clearly they already have a laundry list of expectations as educators but I think
that you know there's been a lot of questions about what supports they're gonna receive when they're gonna receive training and what the actual expectations are going to be Oh with addressing the concerns pertaining to staffing we do have adequate staffing at our sites I think the primary concern were in have regarding custodial is how do we adapt
when a custodian has to be absent for their own situation because it's we are in a situation now where we can't just let something go to the wayside we really have to make sure those classrooms are getting cleaned so currently we're in the process of developing a back-up plan to our current sub system so we have our subs in place
however what happens when you can't you apply you try to get a sub that sub there's nobody available at that time so currently we're in the process of working with CSEA to also develop a secondary process which would include getting interest from our current employees that are at other sites that would be willing to do overtime and be
on a list in order to be called if for some reason you go through your normal process you call for a sub they're not there you go through your normal process of looking at a sub that's somebody that already works at your site that would like to get some overtime they're not there then you would go to a third tier
process of being able to call other additional employees that are throughout the district that would like to get overtime in order to support that process that's currently what we're working on right now working in conjunction with CSEA got it thank you and also given just the number of respondents and how they elected choice on the survey do we have based off the
survey results enough supplies for students staff and teachers on our campus who want to return those supplies can be anything from hand sanitizer other cleaning materials as a follow-on you know do we have face masks for you know every individual staff teacher or student that comes on that campus yes we we sure do facilities and planning has prepared a
kovat kit which includes masks appropriate PPE hand sanitizers the wipes among some other items that will be distributed to all of the school sites additionally they have they have ordered in bulk so the bulk will be in our warehouse so that schools can easily order through our warehouse for for the immediate replenishment of items needed along with that the state I think is
giving is sending us sixty days worth of supplies on top of that and so we have you know we're we're we're set with I know several months of supplies again and also with orders still coming in and that we will continue to have because we you know we want to have like at least six months of supplies sitting on with
us the whole time so as that depletes we're refilling that always having is extra here because we're the the thing is we cannot run out and so you know on the the the spray sanitizers we have 55-gallon drums gear plus we have the regular bottles plus we have the gallon bottles all of those things in that that
is our backup you know for especially for the sanitizing component of that so we're ensuring that when we open that we have the supplies to get us through the year great and doctor Enfield you earlier during the presentation outlines you know how we would be in consultation with the San Bernadino Department of Public Health should a kovat case arise
on one of our campuses but how does that decision to close the campus be made and are they I mean I don't know what the county is doing currently since most of our schools are out but are they using like the CDC decision tree or you know how do we have any insight as to how they would advise that or you know
closing a classroom versus closing the whole campus do you have more information on that yeah there are a lot of variables on whether it's a shutdown of a classroom or a shutdown of the whole school all of that will be guided through Public Health but there is current communicable disease policy that we follow so with our current policy we
would get advisement from Public Health to determine whether or not the student in question what location were they were they at who do they make contact with is their symptom a positive case there's so many variables that it will be case by cases we are oh I'm so sorry but we are preparing for different scenarios in the case that something comes up and
also with that mrs. Gagne is the the County Health would would probably give us guidance I don't think they would give us an order I'm also so at the next board meeting just as the board approved last year around March to give me the authority to close schools I'm gonna bring that same resolution back at the next board meeting in case we get the
guidance and I need to close a school or I need to close the district right but for some reason that we have that ability that we don't have to call a special board meeting at 5:30 you know or 4:00 in the morning and get everybody down here to be able to do these things so that we can respond very quickly to
that and then in this resolution it will expire on on June 30th of 2021 so it's just for that that school year and it's just specifically for that emergency that we have that ability to respond quickly because this is something and and I just want to be very clear we're expecting this to happen a district our size not to expect that we're not going
to close the school or have to go through this process so we're preparing for all of those type of scenarios and expecting that to possibly happen it's going to be happening when you have that many people being brought not just in our district but across the state of California and across all the school districts in our country it's it's going
to be the reality and if we do have to close a classroom a section of a campus or an entire campus like what's the game plan for transitioning those blended learning students to another education model do we have the distance learning program or what happens yeah they go straight into the distance learning 2.0 again so the the nice part about that is
is if if it's in that case and let's say it's a school site we have to close right so what ends up happening is now the a B would come together as a full class and they would get instruction through 2.0 all five days virtually until that school was ready to reopen again and they would follow the same synchronous live
instruction every day asynchronous instruction would be going on the kids would be reporting we'd have our Chromebooks that we're already going to assign out when the kids because again that's part of our process is preparing that we're ready to close on a moment's notice and be ready to transition to that so each student is already getting a Chromebook in the blended learning
model just in case and clearly it's blended so they'd have to do some stuff online yeah well we would go back just like we did before if they have a device at home that they can use we would ask parents do you know if they could use that and if they have the internet connectivity if they don't then we would
check the Chromebooks out based on like what we just went through last time and clearly master mandated that that's out of our hands that came down from the governor's office so we don't need to be labor that but there's also a panoply of other protective equipment I've gotten a lot of questions about anything you can think about you would where to throw it
off Kovan but most frequently I know we have existing policies about hats or visors in the classroom and I've had several questions about those face shields that are attached to a visor to her hat will that be allowable for students in addition to a mask yes we actually ordered face shields for some of our instructors who work with
students that have language needs so of course we would allow that for students as well there's also shields I thought for all the the teachers at the states was providing I could be wrong but I thought those were already coming in to for our staff yeah our special education population you know clearly and clearly these have been some of these instances
have been detailed in some of the state guidelines but how are we working with parents to make those decisions I mean I could ask a laundry list of questions is that special education I do have those but um you know how are we going to be working with the parents and the teachers around masks or other protective gear for special education
population so we have a special work group that's working on the special education needs of students there are dia service providers which includes ot speech therapists adaptive PE are psychologists different from the different groups that have come together to help bring forward some questions that will come up and also some answers so that is still in progress however
there is much communication from special ed to the parents for example a letter did go out to Cairo and service carrier and do we have enough contactless touch thermometers for each of our campuses yes we ordered those as well and in terms of pick-up and drop-off procedures I'm sure there there is a plan but is there a way to just kind of give an
example of how that works I've gotten a lot of questions from parents about that as well as things that are outside of the classroom day to day so pick up and drop off recess lunch sort of like how does that look in this blended learning model so what we've been doing is we've had a team of administrators come
together in each feeder group and from there we've been walking the campuses and giving feedback looking at the sir the safety protocol or reopening guidance to determine best case scenario and best practices for for things such as that it is still in the works we also have our risk manager who is meeting with every site principal to discuss
safety as well and how does the district going to manage contact tracing that's been one of the most difficult things for you know any public entity or private entity is that contact tracing or even at an individual level are we going to use any assistive technology or you know do we have any ideas around how we might do that
we do find out either a parent student or staff member has a case of Cova 19 you want to go I'll cover that so there is a currently HR and risk management has been taking a lot of that task on and so currently where we've identified a number of individuals and trying to identify more people as we go along that
will go through contact tracing certification there's a six hour course and we're having our staff members go through that so that they're trained on how to do that and to be able to carry that out and because we have had a few individuals in our district that have had COBIT 19 and we've had to go and do
the contact tracing with those individuals and I'll tell you it is a tremendous amount of work and manpower to go through that process and so we're going to identify at the school sites we have individuals that will be trained at the school sites at the district level we have a large number of people that were identifying to be trained to help
with that work to be able to go through along with that and then along with that we you know we rely on the county because the county has their software their programs that they put into that but we are looking at individually what can we do and who did they have in contact and did they contact this person
how long do they have the contact all of that information and the training is important for us so we will have the people trained and ready to go great and in terms of testing one of the difficulties and I think this is across the board in the US particularly in California it's actually having access to the Cova 19 test has it been any
conversation with either the California Department of Education or the county if we do have a case on a campus several cases on a campus the next logical thing might be maybe we need to test the students and staff at the campus do we either have an idea from the county if there's a pipeline for the test since
they seem to be hard to find or weeks out to get and or there are now several private companies in Calif or Nia who have put self-assessment self-test out on the market I don't know if we've had any conversations with them but just be helpful to know if we have any plan or if you've had any conversation about that those fellows do
you want to cover that through health services we're taking a look at this time we don't have a information to provide but we are looking into it because it is going to be a concern but in terms of students because of HIPAA and because of the privacy concerns we have to be very careful as well and at
some of our campuses I mean there's many campuses where this may be the case we don't have our health Tech's on campus all day will that be changing given the increase in needs that might result from kovin so we are looking into that dr. Anfield that's right no yeah it's just it's something you know where we've been having
conversations about we're looking at budget you know part of that is are you going to continue with those hours continue permanently as you move forward with those so we're looking at are there other options other ways around that because you know kids are going to come up they come up in the flu season they come up with stuff it's still the same
work that we still continue to do and then this is just that that that other component of the kovat that comes up because a lot of those have similar similar effects it's just how we respond to each and every one of those and so we're looking at the current staff that we have in what can we do and be
creative but we have made no final decision on that okay I have a couple questions just in terms of choice for both staff teachers and students clearly our students parents have a choice of what option they want there's not a restriction on that except for once you pick one you've essentially picked one in terms of our teachers will they
ultimately have their choice of preference yeah yeah mr. right I'll let you like that so you know in looking at a couple different scenarios obviously we looked at the the parent survey as well as a staffing our staff survey and then today we sent out a new staffing survey to gauge in for people to actually sign up
for interest to teach distance learning classrooms having said that we are hopeful that since the teachers responses to desire of teaching distance learning is very similar in nature to the parents desire to have distance learning we're hoping that matches going to be pretty close however until we actually get to the part where we start assigning people we will not know
exactly how close that is and we also will not know until we actually have the responses to the survey that we sent out today gauging interest along that same line once we send out the survey we've received some questions so we'll also be sending out an FAQ to our employees so they have a little more information because we also know that people that
would like to do this since learning that changes depending on the conditions that are happening in the state and so we want them to have the most up-to-date information as well when making a decision to say hey I am interested in distance learning and then they're gonna work with us to actually get into those assignments I'm very hopeful though
since those numbers do match pretty close on the surveys that hopefully will be pretty close and matching up desires of our staff members along with the needs of our parents and Families great thank you if a parent elects distance learning for their student is there a risk their student will lose their place at their home school no there's not there's not a
they go back at the end of the school year they reset back to their home school so that's not it's not a transfer request it is their school now if they select distance learning and then they wanted to transition let's say we opened up in tradition at the halfway mark and they said oh I want to get back into
that and I'll use an elementary let's say it's a fourth grader but all of our fourth grade classrooms are full at that point they may not have that ability to get in at school that year but the following year all the students get reset back to their home school and will that same logic policy apply to the tracks at Cal arrow
for the following school year yes they would they they would go back to the same process that they that they use every year for the track selection because I think they select on those there's there's some processes but again they would go back to those again trying to get everybody back into those same tracks my next couple questions about
athletics and activities will make these quick and then I have a couple questions to follow up and I will be done so my understanding is that let excurrent lis not permitted that was not a CV USD choice that was a no choice by and the state and/or the County Department of Public Health and you had walked through
how some up as we move into phases that we might gradually move into certain activities and athletics no are we going to be using CIFS released guidance I looked at their guidance and it looks like their rate their rating things on risk level like clearly tennis is different than wrestling in terms of contact so I was wondering if we are
going to use those guidelines second area that with activities if there are students that do distance learning are they still going to be able to virtually participate in activities or they will have to go to campus to participate in those activities although mr. right out talk about the sports guidelines because he's actually taking the lead on this
with the athletic directors in it and banned yes so luckily we have a great group of athletic directors athletic trainers band directors that have come together to look at the outline that we were proposing moving forward with and in that process we were combining multiple different documents I would say we did look at the CIF guidelines but we
also looked at ma NFHS guidelines in concurrence with what other districts are also doing around us in looking at all of those guidelines we are looking at ranking our sports in terms of their risk level however each sport will open in a phase one plan which is a very low risk level that is no contact no touching no sharing of
equipment basically social distancing all those almost equivalent to conditioning in order to move into more moderate risk levels activities that sport will have to submit a plan that is approved by the athletic director the assistant principal / athletics and then eventually our risk manager in order to move to more moderate activities the reality is depending on your sport you
may never leave phase one example golf in essence they will never most likely ever need to leave a Phase one plan they will never be with more than ten people they will never be sharing their equipment with somebody they will always be able to be six feet away however if you go into a sport like baseball where
you are now throwing a ball obviously we have to look at how are we gonna sanitize that equipment how are we gonna make sure that those processes are safe so we have to make sure that that plan is in place by the team that is supported by the athletic director that is supported by the assistant principal / athletics and that is supported by our
risk manager and that's how they will move through their plans in order to move forward all of that has to be under the auspice of what stage we are in the state in order to make sure that we are even allowed to do those things - okay and then the the second question I think it depends mrs. Gagne it depends on the
activity is it an after-school activity is it a is it leadership that's during the school day and again I think it will just depend whether they can participate on that virtually or would they have to show up after school and participate in that program and in terms of the survey probably more fairly the election of school choice for the coming academic
year are we sending out any sort of safety plan or the district FAQ is on the website along with that so parents have access to answers to the frequently asked questions yeah we have the frequently asked questions I we can always reference those but we probably need to also continue to do some more updating on those because we
continue you know there's a lot of questions that we will have out there for our community and finally in terms of the blended learning model we've referenced cohort a and cohort B how is it decided who's in which cohort I think one of those were looking at is trying to look at our transportation look at our students who were who were who were
bus riders last year in the 2019-20 school year and trying to get those separated then the next step I'll leave it to dr. Park because I know she's had more conversations along with transportation the second part is always to keep our families together so while if the family desires are we will be able to put families together in the
same cohort however we've also received requests from family members that they would like their children in different cohorts so that families can so that the parents can spend equalized time with the different siblings so we will do our very best to honor our family requests great thank you and I appreciate everyone's responses to my questions and I apologize to those members of the
public and our teachers and parents whose teachers whose questions I did not get to I received a large volume of questions and I will try to send them in to get a response so thank you great thank you very much mr. no please I have one question on it's a kind of concern too for me our limit justice with health
conditions and and where the parents would choose descent learning are going to lose their spot seen before or after program such as a funk club doctor and field well if they're not coming to school I don't would they be in the fun Club I just don't know these are just question from a parent okay after a program
a school program I guess there will be activities if if there is such activities going on on campus I guess even the distance learning students if they wish to participate I guess that is this one of our parents is concerned yeah okay but if they were taking distance learning the fun clubs happen at school yeah thanks after school so I
don't know maybe depends on the principals or you know misspells is the fun Club as before and after opened oh the fun Club will open congruently to how the school is going to open so for instance if they're in cohort a the fun club's gonna be available for them for cohort 8 and it's before and after care
it's not during school care that's important clubs run I see okay and then if they would have a father questions I could I guess they could go to the site principals yes they would have that information yeah okay Thank You mr. Carosi you have any follow-up questions yes an email stating will a school district err if it goes
laia blended miss fellows will continue I'll let her talk to but it will just continue with the programs that we currently have through our district okay yeah so fun Club is offered before and after school and it's on different campuses so if a student is going to school on a blended program for example Monday and Wednesday then the fun Club
would be offered on Monday and Wednesday before and after school so at this time the childcare is not going to be offered on the other days because again if we open as blended then the childcare will also be open as blended we're going to open congruently to the district's opening of schools and more thing in that is you know kids are
ready to play sports and marching band so hopefully want to have those opportunities that we start that as fast as possible thank you okay okay I know we're right along I have a few follow-up questions I know this is gonna take some additional resources in financing but I would request that that the board be given an update on the budget budgetary
costs of this where funds are coming from if it's not state or federal funding is it coming out of our general fund or maintenance funding or where some of those funds are gonna come and it doesn't have to be now if you could just provide that to us a later time so we have an idea worthy where the dollars
are coming from all a question to to believe it as Miss Kanye's facemask questions will specifically elementary teachers be allowed to wear a face shield - the face mask especially while they're teaching a reading and other certain topics were it's very helpful for the students to be able to read their lips or see their mouth moving does that got your face covering yes
okay thank you um dr. Pino I know we've gone over this and it's kind of a appoint I shall say opening in blended learning and campuses being open how does that if it all affect some of our outside groups and facility uses are we still going to be placing those on hold until we're at a fully functional traditional model or
will we be able to open up certain facilities again at this point the concern is as I shared before in our last budget study session its if we open up the the facilities it takes the resources and the manpower that we want to make sure is covering our classrooms again you know the question came up regarding our custodians you know when a
custodian is out sick how do we cover that and so when we use a facilities outside user and I have a custodian and the user group is using our facilities and then the custodian calls in sick and we're scrambling just to get the rooms clean we now have another facilities that needs to be cleaned again because it
does take resources to do that in the past you know it may have been where you don't worry about that and we'll capture capture it the other day but if people are gonna be in there using that facilities that are outside we want to make sure that we're going in and getting it cleaned and so at this point
that's why the recommendation has been that we hold off until we hit stage four for any outside user groups because I wanted to there are our kids our primary purpose is that education for our students and ensuring that we have the resources and the manpower dedicated just to this endeavor here okay thank you as far as our distance 2.0 learning for
those staff members that may be teaching that I have they will they be provided training before the school year on the two platforms in case they're not familiar with them yeah the III know CIS is already has all that planned on the the training to move forward so that they know how to use those those platforms okay and then there will be
I'm assuming somebody that will be a tech an IT person assigned to that that they'll be able to ask I ask questions too specifically related to the platforms yep we have people already assigned to that that can do all the training and as part of that we have our technology coaches and and our even our alimentary coaches have become like
technology coaches with the amount of stuff that they they have done in supporting our teachers and so that's also a resource getting the platform's yes last question that I have one comment looking at reopening a blended model if we do that versus a traditional model what does a blended model look like for our special education students in those classrooms are they going to be
put in multiple grade levels or are they going how is that gonna affect our special ed students well that's the piece in I'll let mrs. Fellowes jump in on this but when you look at our special ed classrooms they typically have very low numbers to begin with there are already you know they're in a standard classroom and they already have the social
distancing there and so I think we're looking at those classrooms that you wouldn't take a class of 10 kids and have to cut it in five because you already have the social distancing that if all of our classrooms were the size of you know had 10 or 12 kids in them we would be bringing everybody back to
traditional so we would already be there so those but there are some classrooms that have higher numbers in those and so we're gonna have to look at at each individual classroom and if they are at the you know at a number that meets that social distancing then it would look at bringing that whole class back but there
are some that are large and then we would look at do we need to spread do we need to split that classroom up so those are the decisions we're still looking at miss bellows is there anything I missed no you you answered all the questions and I'll just reiterate we are looking at the different types of models and how
special ed services will be provided in those models so that is still currently in progress however what doctor and field mention is correct great thank you doctor I'm just real quick I know that boys Republic and Adult Ed have started on a on distance learning will they be transitioning to a blended model on the 3rd or what is the
what is the plan for those campuses those campuses that are going to transition when we transition with the with the other schools I think on the 10th is what we're looking at that they'll transition but again those classrooms again if they if there's only three students in a room then there are they're already below that that number
so you wouldn't take let me use an even number for I wouldn't put two in the room you know if there's four people and they have that social distancing then they would just have that full class but if a class was much higher than that let's say at 25 then they would have to look at splitting that classroom up okay so
it's about the social distancing that we're looking after in those programs okay then I just need to make a follow-up comment too when I talked about counseling earlier we made mention of the fact that the district does contract with the city of Chino for a certain counseling services I just want to clarify that the city of Chino Hills
also does pay a portion of counseling or pay into that pool and so that the counseling services that are offered through the district in the city of Chino are in fact available to all of our campuses whether in Chino Chino Hills or Ontario that those services are available to all of our families and students that is correct
great thank you very much should I will go through a quick roll call and see if there are any follow-up questions mr. Cruz do you have anything additional no mr. Nam yeah I just have a one comment yeah we're going to do uncharted territories and and whether we choose blended learning and distance learning many of our staffs and teachers as well
as our parents are very eerie and and uncertain so it is at the imperative that we tell our site leadership to be mostly survey minded as long as we're not jeopardizing the safety of others in other staffs and teachers and students let's be a very kind and flexible to our appearance so that they could ensure that our district is doing our best to
serving our students and their success and also protecting their safety needs and this is how we are going to strengthen our district at this time like such like time like this and and and keep on growing so thank you for staffs for for coming through all these situations and and thoughts and then losing and that sleeps I know many of you
I've done that because this is a brand new to us we have not lived in 1980s before but once if our staff to get chances let's go look at 1918 pandemics and and how this nation had survived so thank you for all the staffs for your heart working thank you yeah I have a quick comment and one follow-up question
so unfortunately this issue has become politicized I think that's very unfortunate because I think everybody in our district office or staff or educators and I want to believe this board is making one of the weightiest decisions they're probably going to be making that impacts the health and safety of over 30,000 people directly then all the parents then the community
broadly so this is not a light decision to make and you know I I'm sad that it's become political many of the questions I've asked are brass tacks that apply to either hybrid learning or traditional learning because we're not going to go back to school exactly the way it was a year and a half ago and I really want
people to appreciate that reality that if we were to go back to traditional learning it's not going to look exactly like it did before this started but to be fair you know I have received emails phone calls prior to this meeting of parents wondering why we just don't go to traditional learning and now the survey results have been released
wondering why when the survey results you know came out a certain way why we're just not going to ditional learning I understand dr. Enfield from your explanation why we're not because we're never going to get there if we don't transition accordingly but would you mind just articulating given the survey results you know why we are not putting traditional learning I I could
have made the determination and just let the the parents who want the traditional and put that one out there and to move in that direction and I know there's other districts that are doing that but again when I looked at the data when I look at the from our County when I look at the specific data for our school district
because the county updates that every week and if you look at the Chino Valley you will see that our numbers here have risen it's one of the higher of the the school districts with kovat 19 based on that information and based on wanting to ensure that we have a smooth start to the school year and looking at the third
component of it is looking at having the reduced students in that classroom and allowing the teachers the opportunity to work and connect with smaller groups of kids because they should take that time to really talk to them because they've been a wave have dealt with a lot of social distancing and so it really gives that opportunity also to connect with
smaller groups of kids I think that that was the important piece of it understand if I was a parent I will share my personal I would want traditional I would want my kids to be back into traditional but again I have to look at that from what do I think is in the best interest of our district to move forward
in this and I look at the blended to me is the the the best way to start our school year because I also believe it's easier to start traditional and to go I'm sorry to start blended and move into the traditional rather than to start traditional and then go oh no what just happened here and so I would rather you
know that saying let's go slow before we go go fast and so that's just my thought process on it so we're essentially trying to avoid what happened in March where we were all caught off guard and sort of had to shut down automatically and there really wasn't a game plan this is basically a measure to make sure that one there's a
plan and two we're able to test out some of our theories I mean some of this stuff is theoretically it's going to work those hybrid models really allowing us to test out what works and what doesn't before we bring everybody back to campus eventually well I think that but then you know I try to do as much
reading as I can and looking at other countries in other countries that have been successful it appears that they have a smaller class size and have a bit more social distancing there's countries that have been very effective that haven't used any barriers in their classroom those those pop-up things that they've looked at but they've used smaller class size
and within adhering to some of those distancing and so again I think that's the big process in here if we're seeing an uptick in the rise of it do we want to continue with that social distancing again bringing in the the face mask and trying to look at all those different things that we try to incorporate again
the hand washing you know they say when you follow those processes that you're keeping your hands clean you're not touching your face with them that you're wiping this stuff down ensuring that the you know those desks those high contact areas are cleaned that we have a better chance of keeping that school open and so that's the the thought process in
there thank you hanging up who's gone here I would ask for consensus for public comments I don't know that's going to happen so I would make a follow on request that if that consensus doesn't happen can we please go through the comments that were submitted and answer questions there were a lot of questions submitted and we got to a lot
of them which I truly appreciate dr. Enfield your staffs time and answering those questions but I don't want to leave you know our parents and teachers without answers before they make decisions okay so are you opposing consensus yes consensus for a 30 minute extension okay we have a consensus request to hear the rest of the remainder is it the remainder of the
comments or a specific time period uh 30 minutes of comments okay mr. Cruz consensus to hear an additional 30 minutes of public comments to email sent in by the community mr. Cruz yes I couldn't hear you mr. Cruz oh yes yes mr. Nam I have another meeting to attend to so No okay so we do not have consensus to
continue I will say that the board has been sent all of the comments that were submitted within the specified time window and the board does have the opportunity to read those and respond to them as they see appropriate doctor I would like to thank you and staff or answering all of our questions for putting this presentation on I was told
that there's over 1500 viewers currently watching this on YouTube and so that shows that the community rightfully so sees this as an important topic as to how we're going to continue to educate our students with a high-quality education and how are we going to transition into the upcoming school year I can speak for myself that this is not
a decision that I take lightly I have a daughter that goes to school in this district and how we start up is going to affect not only her but our family and so it is a decision that I weigh very very heavily and it's not going to be made flip it and I just want the the community to know that although
you may not agree with the direction or the position that the district and where the board eventually takes please know that it's done in the best interest of our all of our students and we have to take all of our students into account and I think that as we move forward with whatever option I hope the community can
eventually come together and coalesce around the decision for the benefit of all of our students because that's what this is all about this is about educating the students within our community and I know that we don't take this lightly and so again dr. infield thank you seeing no further questions or comments from the board I now adjourn
