good evening everyone it is that according to my phone it uh is six o'clock so i will now reconvene to the regular meeting of the board of education at six pm with cruz gagne hernandez not in shape for present and in attendance remotely via zoom uh the board met in closed session from 405 pm to 5 37 pm regarding conference with legal
counsel anticipated litigation conference with real property negotiators student readmission matters conference with labor negotiators act and csea public employee discipline dismissal release and public employee appointment high school assistant principal the board of education took the following actions in a closed session in closed session the board of education voted to appoint deborah fisher-henshaw assistant principal high school chino high school effective july 17
2020 with a vote of 5-0 with cruz kanye hernandez naw in schaefer voting yes no further action was taken that requires public disclosure we'll now start with the pledge of allegiance uh mr cruz will you please lead us this evening hello mr cruz we're here okay i pledge allegiance to the united states united states of america okay moving on to comments from employee
representative groups we'll now hear comments from our employee representatives um we're going to do some reverse reverse order tonight uh since it is her first meeting i believe with us as the champ president we will hear from mrs barbara bearden mrs beard and you're still muted i promised myself i wouldn't do that i apologize good evening president shaffer school
board dr enfield cabinet and chino valley community champ would like to welcome all of the certificated and classified management back for the new school year with mr macassey's and mrs miner's retirements the champ board has changed a bit as the former president-elect i am the new champ president emily lau principal of anna borba is the new president-elect
dr hattik the country springs principal will serve as our treasurer while vanessa cunha the ap at butterfield ranch is our new secretary the champ board looks forward to working with the cvusd management team to provide support for each other as well as our cvusd community as we continue to navigate these unprecedented times thank you for allowing me to speak this
evening thank you mr beardman welcome to our board meetings and congratulations to your new slate of officers thank you thank you thank you now we will now hear from cse president mr danny hernandez good evening president schaefer board members dr infield cabinet and community this past week csca had put out a survey to our members asking with questions having to do with
the return to school some of the safety measures in place or what their main concerns were luckily our survey had a 339 participants which for us was very well very good a lot of our staff is still off contract our transportation our instructional aides and nutrition services were still are still off contracts so with a 339 participants
it was very well received out of those 36.6 of them were from clerical 32.4 were for instructional and the remaining words were for trent from transportation maintenance operation and construction nutrition services and we had a category of miscellaneous um out of those 51.3 percent were their main concern had to do with proper testing and tracing to all when exposure has happened
their main concern with that is they feel that they are being left in the dark the tracing portion of it is not being relayed to them um on their worries of carrying it home 50.1 percent was the maintaining of six feet between co-workers in some areas it's extremely easy and in other areas it's extremely difficult to maintain a safe working distance
45.4 percent was not enough personal sanitize or clean um personnel to clean and sanitize bathrooms desk um heist traffic areas um and one of the last remaining one was not enough uh actual personal protective equipment that being from uh hand sanitizers face masks face shields uh gloves whatever it may be in dr enfield statements before it was that these supplies
are available to all cvusd employees not classified not certificated not admin they're available to all cvusd employees with that i want to remind the community it's not just students that are coming back to school there are medical staff teachers instructional aides custodians administration just recently on i believe it was the 13th of july statistics just came out with
the uh confirmed cases of children ages 5 to 19. in the city of chino there were 56 confirmed cases in chino hills 28 confirmed cases and in terry on excuse me in ontario 144 cases again those are confirmed cases of children 5 to 19. and with that i want to remind everybody to please wear your mask thank you mr hernandez and rounding out
the lineup this evening our act president miss brenda walker all right good evening president schaefer vice president garnier board clerk hernandez board members mr cruz and mr na superintendent enfield district cabinet and community every day we turn on or click on the news we find late breaking stories and today was no different tomorrow governor newsom is expected to
announce the plan for reopening schools we don't know what that announcement will be but whatever it is it will have us all rushing to make sure things are in place since the beginning of the pandemic the tasks before you have intensified the tasks have not only been to continue to make sound educational decisions but now include ensuring the safety and
protection of students and staff in the face of the copen 19 pandemic but the start of the school year just a few weeks away for the majority of students and staff some have already returned we as a school community are focused on how we will begin the school year all employee stakeholders have a vested interest in providing the most effective
educational program for our students and while being face-to-face with students using the traditional model is the model that everyone prefers because we know that's the best way our students learn we get that this is not possible now since we are as the cdc and department of health indicate in stage two but while trying to spend this summer taking
a much needed break our teachers counselors nurses psychologists and speech pathologists have been anxious anxious because when school shut down our members rose to the challenge of planning and providing distance learning instructional programs caring for the physical and mental well-being for students all while focusing on keeping themselves and their families safe and it hasn't stopped we're still in
zoom meetings and conversations about what's been presented and how it would all work out we have a solution for this the best way to ease the uncomfortable feeling of uncertainty is by providing constant communication from all the departments related to instruction physical health and mental health the other solution is to provide much needed training on any and all
learning options that you might approve tonight there are so many questions because blended learning is brand new to us and distance learning has been revised everyone who will be teaching assessing and in any way working with and providing care to students will need training the needs of the school community are great and varied and our students well-being is at the
heart of what we do as educators but along with parents our educators are concerned for their safety and the safety of their families tomorrow's announcement by the governor may be to start school in the distance learning mode with everyone staying home or sheltering in place if that's the case we all know the steps we're supposed to take
but if that doesn't happen and there's a choice of where educators need to work from i hope the district uses this opportunity to show us how valued educators are and allow everyone who chooses to to work remotely because with the blended model teachers must focus on the physical safety of their students first before lessons lesson plans and
instruction teachers will continually monitor their class for proper safety protocols including social distancing proper face mass use and proper classroom entry and exit procedures that's a lot to juggle but it's very clear that everyone has been working hard i do want to especially thank all the educators working behind the scenes this summer including our work group educators and
our negotiating team members for adding extra work to your already full plates and lastly to our cse brothers and sisters for working doubly hard these past few months and our educate our administrators and districts staff for all that you continue to do around the clock for students and staff we appreciate working together to make sure we not only provide a good
educational program for all the students but safe school environments for everyone thank you and good evening great thanks ms walker and thank you to all of our employee representatives for uh joining us this evening moving on to uh comments from the audience on non-agenda items we are now comments on items not on the agenda as noted in the public advisory posted
in the agenda staff will now read into the record the names and comments of emails received during the specified window and in accordance with board bylaw 93-23 meeting conduct the comments will be read in the order the email was received email comments on agenda items will be accepted during consideration of that item in the event that an
unusual amount of email comments were submitted for any item the board will will hear up to 30 minutes of comments in the case of non-agenda items the board can if it chooses hear the remainder of comments after all business has been conducted pat did you receive any emails for non-agenda items new emails are received on non-agenda items as follows
annel viega my name is anil biega i am a chino district parent my son landon veronda has been attending chino district since 2017 now and i want his story to be heard i filed a bullying complaint with the district that occurred at newman elementary school it was investigated and all findings were determined as unsubstantiated on april 24 2020 i sent a letter to the
board asking them to readdress these findings and i have not heard anything back my son is special needs student and at the time of the incidents he was diagnosed with inattentive adhd and had a current iep in the year 2019 i received numerous calls from the school of my son lashing out in class my son constantly complained of a
student whispering inappropriate remarks to him making him lash out he said teachers didn't believe him i also informed his rsp teacher of bullying and she claimed my son was doing the bullying on may 14 2019 community crisis center recalled on my son to have a threat assessment done without my knowledge or permission until i arrived at the school
my son told social workers he was being bullied and they informed the principal however nothing was resolved i know of other students that have experienced bullying as well i demand a change in the policies and regulations for school sites no parent should experience any incidents that happened to my son and myself while sending their child to school i propose more programs in
education for children and guardians of how to handle bullying and what bullying is how to ask for help i was told my son did not inform authority the right way i was told he had to specifically use the word bullying when reporting what happened to him to his teacher how is a child going to know how the right way to tell someone
that has never happened before my son didn't know what bullying was and i didn't know the appropriate action to take until it was too late there needs to be a change and more communication and safety for these kids the school staff should follow families of all different living situations respect and keep these children safe whether they have disabilities or
not i hope you take my suggestions into consideration and i really think and really think about what i've written every child deserves a fair education this is uh the request from richard to please read the public study session this session the public comment is just from the center it is from the parent group below jennifer ruby victoria gonzalez crystal
cassandra sarah schweitzer julie weber richard wales lisa wales faisal kevin buscher trisha cauley denise castro aaron herb paisley velazquez misty startup flor del bianoeba michelle ozano cbusd superintendent and board of education with the increased usage of aries for educational communication come serious concerns according to the chena valley unified school district webpage it provides all students a rigorous and relevant education in a
safe learning environment often it appears that a safe learning environment refers to inside the class looking at ares website their primary function is to provide student information systems safety and security are rarely mentioned in regards to their personal data on june 17 2020 the notice of break the notice of data breach letter speaks of social security numbers and
financial issues there was no mention of our children's personal safety who are parents supposed to depend on for family school data safety and security if the district cannot provide it this breach took place in november 2019 on may 1st your contractor which you are responsible for informed you of the breach you confirmed it the same day and said nothing some families were told
near the end of june but why weren't all families told why was this hidden from us for seven months our information was out there for half a year and you did nothing to allow us to protect our children why did it take so long for aries to inform you ages to inform you this individual could have potentially
gained access to nearly all the pertinent information that one would need to get to people's children to make things worse our kids pictures are even there your solution to this problem is an apology a software patch and a program review that's not really good enough you want us to use a system more but it is not proven itself safe and secure
you need to make sure aries gets their house in order or get a new contractor you need to remove the pictures of our children from their profiles immediately we expect a situation like this will not happen again thank you cbusd parents there are no further non-agenda items comments or non-agenda items thank you pat now moving on to changes
and deletions do we have any changes in deletions this evening the following changes and deletions are on the agenda item 3d5 under background bid 23-01 hb ac and controls strike westland mechanical with a bid amount of 1 736 thousand and insert simcoe mechanical inc with a bid amount of one million four hundred ninety seven thousand and under in fiscal impact strike thirty

item 2a2 is a resolution uh 20 2020 2021-03 authorization needed to take any and all necessary actions to prepare and respond effectively to novel corona covet 19 virus for the 2020 22-1 school year recommend the board of education adopt resolution 2020-2021-03 authorization needed to take any and all necessary actions to prepare and respond effectively to the nobel corona virus covid19 for the
20 21 school year uh pat are there any comments from the audience on this item none now i have a motion a motion by miss gagne a second by uh miss hernandez are there dr infield is there anything you'd like to share with the board before we open up for a discussion the only thing that i'd like to share is
it's basically the same resolution that you brought forward last year that gives me the ability to uh address any issues of if we have to close schools if we have to enter into any contracts if we have to change any of the the learning models uh programs during the school year that i have that ability to do that
instantaneously rather than having to call a special board meeting and to bring us together it allows that district that flexibility during these uh these times when everything is in flux and changing constantly okay just for clarification this does run for the entirety of the 2020-2021 school year correct uh i think as an expiration the end of july if not rescinded prior
it ends on uh june 30th 2021 at the end of the this school year great uh any comments or questions from the board mr gagne uh yes i just have a quick question about the scope of this authority so uh over uh two study sessions the one on june 4th 2020 and july 7 2020 respectively the presentation outlined stages that
the district was following and those stages generally were mapped to the stages the roadmap for california and the county of san bernardino but we would continually be in consultation with public health so in terms of the authority under this resolution this resolution would give you as superintendent the authority to make determinations about what stage we're in on our roadmap is that correct
yeah i think it would give me that ability on what stage we're in and then to be able based on our reopening plan look at where we need to move within that okay thank you yes mrs gagne yes miss hernandez mr mr now you're muted could you unmute yourself aye thank you sir and i am and i am
motion passes with a vote of five to zero we will now go back to item 2a1 which is resolution 2020-202106 reopening plan for the 2020-2021 school year recommend the board of education adopt resolution 2020-2021-06 directing the superintendent or his designee to adopt a reopening plan for the 2020-2021 school year that provides for blended learning instruction district-wide for students
to limit the number of students on district campuses and distance learning instruction for students who are medically fragile or would be put at risk of covid 19. that are there any email uh comments from the uh community yes approximately 56. okay i'll just remind everyone that this is an exceptionally large number of comments for this item we will
uh here 30 minutes in the order in which those will be received and then we will go from there pat would you please proceed the first email comment was from tim rickettson hello dr enfield and cbusd board members i am writing you all to ask you to reconsider your stance on reopening with the blended learning model proposed
initially i was going to vote for this model but given the immense increase in cope at 19 cases and the uptick in deaths 1413 yesterday the highest since may 20th and more being inevitable i do not feel it is responsible it is the responsible choice for our students staff and everyone that will come in contact with the irony of having
to have this board meeting on zoom for safety reasons is not lost on us we currently cannot dine indoors at restaurants even the president is cancelling gatherings so how can you expect our children to be indoors at school for hours on and safely this should not be left to a vote or survey of the parents this needs
to be a decision made by those we choose to lead us regarding schooling and it would be reckless callous and dangerous to proceed with any in-person teaching for now thank you cristiana succios dear board members and superintendent enfield i implore you to keep cal arrow on distance learning and to reopen the school year for traditional schools on distance learning as you
as you aware cases in our community continue to rise and the recent disclosure of positive cases at boys republic should be reason enough to press pause on the conversation of returning to in-person instruction coupled with state mandated rollbacks to county reopening plans the decisions of a growing number of surrounding districts to continue distance learning and state superintendent of public instruction
tony thurman's statement at his press conference yesterday that schools should not open if covet 19 trends continue you must vote to begin all students on distance learning scott rosen bored i would like to thank you for your openness to ideas during this difficult time everyone wants what's best for students but there are many perspectives what about the kid in the abusive home
what about the kid who doesn't have parents who can help at home or doesn't have adequate child care what about the child with diabetes or asthma the fact that the district is open to options seem to make it so the people who care most about these children their parents will be able to make the choice that works best for them no
matter what you decide today there will be upset people but your diligence and use of comprehensive surveys to make your decisions is greatly appreciated jennifer galindo to cbusd decision makers 350 words are not enough to express all my concerns or now i want to address distance learning settings clearly this is the only saved model under which we can open schools in august
my husband and i are pa parents taxpayers and educators in cbusd and have spent over 50 years collectively in the business of educating others we are we are are very invested in the decisions you make this evening and we thank you for your efforts and service to our community as you weigh this heavy vote please review a nuance in the execution
of our coming plans as a stakeholder i cannot fathom why teachers are not universally given the option of working from the safety of their homes we should all be doing everything we can to limit exposure especially to people who live work outside our homes as a parent of special needs senior i have many anxieties about everyone's safety
by knowing her teacher and collaborating aids will be protected as much as possible by working from their own homes her teachers will avoid illness and the need for subs i also worry about the world knowing teachers are sitting ducks alone in their classrooms despite best efforts and health practices students and staff in our community and in other states have fallen ill and
some have died during a report to work distance model this can be avoided with a simple 21st century work from home paradigm the requirement to have educators report to school is unnecessary and serves no purpose it will require active monitoring by site administrators of off-campus employees but it is the responsibility of those instructional leaders and will potentially save lives
if other businesses can successfully value their professionals in this regard every effort should be made by cvusd to do the same please offer this option as teachers it will relieve many negative factors for numerous employees and will do more in protecting the collective health of our community many thanks jennifer linda jimmy ooh board i'm confused why are people so upset that we have the
option of blended learning don't parents have the option of on online learning cynthia bond i am a concerned parent and have two comments for the board of education as much as i want all students to go back to school it worries me that there isn't a vaccine yet and there's a higher rise in cobit 19 cases now compared to back in march
april please consider keeping our students teachers and staff safe at home for distance learning 2.0 until california is in stage four rushing to reopen schools in three weeks will have a detrimental effect on everyone's health and safety i urge the board to vote for distance learning 2.0 for all at least for this fall quick question aren't you having a virtual meeting
right now if so why are you sending kids back to school when you're not even meeting in person for students who selected distance learning 2.0 should not be deprived from electives such as band choir and leadership these classes can be conducted online as shown and performed by chino hills high school students singing over the rainbow back in march to spread hope and joy
electives are one of the best offers at schools and it's a class that they can get to choose and have fun in math english science history etc are part of the mastery essentially essential standards and students should still have a choice to pick an elective for fun and for their well-being and spirit please do not strip electives
such as choir band and leadership away from distance learning 2.0 thank you for your time to listen to a concerned parent and consideration robert whitmore dear dr anfield board i am bob whitmore a long time resident of the district of nearly 30 years and a retired cbusd teacher as i am sure most you know i'm greatly concerned about the possibility of the
district reopening using a blended model as opposed to distant learning obviously in-person teaching is preferable but during the uncertain times we are enduring with cobit 19 the only viable and safe choice is to start off with distance learning progressing into a blended model when safe to do so and if when things ever return to some semblance of whatever
normal might be down the road a return for alt classroom to do otherwise is not only foolish but a health hazard and likely will make to districts susceptible to lawsuits should any student or staff member become affected with this hideous virus i would hate for any of my former colleagues or any students whether my students are not
to come down with this i already have one friend who not only tested positive but was hospitalized because of it by the way he was being extremely careful too this past january i had submitted the necessary paperwork to do some substitute teaching two to three days a week at magnolia chino high school and possibly buena vista all of which are
my former school sites when the nation unfortunately had to shut down obviously i knew there would be no need for subs for some time however when things started to reopen i contacted the hr department informed that i wanted my paperwork set aside given the current situation which since that time has only worsened there is no way i would walk into a
classroom at this time nor should any of my former colleagues and students in cbusd this brings me to my last point and is directed at one board member mr cruz you're an embarrassment to this board and this district over the years you have made numerous incoherent and racist remarks and that is fact your recent tirade both in print and the chino champion and at a
recent board meeting are outrageous unfounded and unacceptable at the very least you need to recuse yourself from any vote on reopening frankly you should resign effective immediately and haunt your reelection campaign eight years is more than is more than long enough for any board member especially one as controversial and deluded as you are to do the right thing bob
whitmore michelle flesher i have questions i would like answered by the district and board why is it okay to put special day class students in rooms with three or four grade levels when you would never do the same to general education students what training and programs will the district be implementing during distance learning for students who are far below
grade level what training are you providing to teachers in order to assist them with blended or distance learning why is it okay to give special education students to teachers in the time you give general education students five to six teachers how are smaller classes helping special education students if teachers are trying to get through three to four sets of common core
standards why will transportation be the main indicator of which students are placed in a or b classes instead of grade or grade of behavior why does the district absolutely refuse to do what is best for elementary sdc special stc special ed students and put them into one to two grade level classes like general education peers when are you going to provide pe
teachers at elementary school level middle school and high school general education teachers are not required to teach pe especially in the hot afternoon sun when we have the required time to do pe elementary teachers should be paid more to do all the electives just like the middle school and high school teachers if they teach an extra period they are
paid more why are elementary teachers not given a paid period daily to prep for classes or test students one to one when we teach the longest and have the most time to prepare the time we are given on minimum days is not enough and things often change when are you going to provide our teachers computer teachers at the
elementary school level when is the district going to stop discriminating against special education students by providing band programs that require students to attend before after school but not allowing for bus pickup or drop off at those times and not providing any other music education for fifth to sixth graders if a teacher is teaching multiple grades no matter the number of kids
why are they not giving additional prep paid prep time courtney mullen i am writing to you as a very concerned junior high school math teacher at cal arrow preserve academy distance learning is the only safe option for opening schools in the fall covet 19 is deadly and spreading we have twice as many cases per day in july than
we did in april when we had schools shut down this week california had more cases than previous week why is it somehow safe to open schools back up now when they had to be closed when cases were so low before all teachers should be afforded the opportunity to protect themselves and their families while the global pandemic surpasses 3.6 million cases in the
united states and that opportunity lies only in distance learning the cal arrow creed is that aviators are respectful responsible and safe on maslow's hierarchy of needs safety is of the utmost importance teachers and students must feel safe for any teaching or learning to be done attending in-person schooling is not safe rather than focusing on learning teachers and students will be more
concerned with appropriate math wearing social distancing not possible for 17 plus students in the classroom coughing and even speaking as these are all opportunities for the virus to spread if i am forced back to the classroom in a blended model when it isn't safe what liability does the district hold if myself or family member dies from covet 19 what is the district's
responsibility considering they would knowingly have sent me into harm's way are the schools prepared to have enough psychologists available when a teacher staff member fellow student or family member dies what about the psychological damage to a student who brings covet 19 symptomatically and infects a staff member who then dies is the district prepared to handle that eventuality these are important
questions that the district needs to consider because it is not a matter of if this happens it is when this eventuality can be prevented by choosing distance learning to begin the school year rosemary hoon good afternoon thank you for taking the time to review our comments and for all the extra time and effort dedicated into making this
a safe return to our students communities this fall as a rn of the emergency department i have seen how the different types of interactions can easily cause the spread of the virus within families and co-workers and ultimately the community i am certain there are health experts on the team to help with the guidance of reopening however i was hoping my suggestion would
be taken into consideration for the elementary students for the elementary level students cohort a would attend class monday and tuesday deep cleaning sanitation occurs tuesday afternoon classrooms are closed on wednesday to allow supplies equipment to sit untouched cohort b attends class on thursday and friday deep cleaning sanitation occurs friday afternoon classrooms are closed again during the weekend benefits
this allows five days of separation between the groups of students which can help if there are any symptoms or exposures by eliminating slash decreasing the cross-contamination between the group of kids if they are completely separated both by groups and days of the week which will benefit both teachers staff and students families instead of having a mixture of kids there every
other day like in the proposed monday wednesday tuesday friday friday model for the junior high and high school level students possibly something like cohort a attending monday and wednesday and cohort b thursday and friday for week one then for week two court cohort a can attend monday tuesday what cohort b attends wednesday friday thank you for thank you again for this opportunity
stay safe and have a good day kellen donovan good evening cvusd school board and superintendent enfield as a cvusd graduate and the child of two teachers in the district i am extremely concerned about the safety of all students teachers and staff if schools were to be open in any capacity for the 2020 2021 school year andrew cruz published an advertisement
in the local newspaper that included lots of misinformation and incorrect facts and statements regarding the covet-19 virus and he has shown that the safety of all students teachers and staff is not of any importance to him i call for his recusal from the vote of reopening schools due to the lack of awareness of proper safety measures i also urge the school board members to
vote in favor of the distance learning model for the upcoming school year with an ever growing number of coveted cases and the numerous uncertainties that come with opening schools the distance learning model will provide the safest options for all parties involved thank you for your time jay kennedy members of the board based on the current cobit 19
data provided by the county i feel that it is premature to open schools while the average number of total new cases continues to rise and significantly more than when the initial shutdown was implemented also this number is concerning since the confirmed cases in the 5 to 17 age group is increasing passively waiting for even larger increases in the cases for the 5 to 17
age groups closed schools would be irresponsible as the leader of the district a more proactive approach should be taken i believe it is overly optimistic to expect our k-12 students to abide by the guidelines of our masks social distancing sanitizing and other guidelines that are being proposed no mention has been made of how we would monitor recess and lunches
if they will be asked to social distance and to only interact from afar is that really a situation that would be beneficial also even with the proposed passive screening students and school staff may be asymptomatic and or have yet to begin to show symptoms you mentioned that the school sites may be shut down for a specific time period
if a positive case does arise i feel this would create a more disruptive learning environment to our students where routine and consistency is paramount even if some feel that covet 19 is fictional and created to push political agendas you should not err on the side should we not err on the side of caution during this time how many of our students parents staff
need to be infected be hospitalized or perish for this to be taken seriously one would be too much with the state's second largest school districts and many of our neighboring school districts committing to distance learning only for the start of the 2020-2021 school year i believe cbsd should in good faith move towards distance learning only for the health and safety of our students
teachers and community concerned community member vincent coletta we are in troubling times with leadership often not only refusing to understand the problem but seeking to sacrifice us and our children on the altar of the economy the cdc has been compromised by political pressure and is no longer receiving cases reports directly the world health organization is scared of us
reopening schools and pediatricians are starting to walk back their recommendations on opening schools our own state government is refusing to acknowledge the matter as it stands leaving counties and cities having to decide for themselves those of you on this board who are taking the crisis seriously are great greatly appreciated and those who are not stick out like a sore thumb i
acknowledge there are people who need a physical school location i am privileged enough that my wife can stay home but our system is so jacked up people have to use school as a daycare replacement please allow physical instruction only for essential workers children and homeless children who are often the most disadvantaged and really put in the hardest position
by limiting who is at school to the fewest people possible you can better manage infection and prevent spread as my wife has said regarding the planned safety precautions prevention requires perfection and perfection when it comes to schooling is a distance learning system i acknowledge that schools are being forced to open because of how money is allocated in the new
budget but it is up to you to figure out creative ways to prevent laying off employees you are not allowed to let go have them responsible for disinfecting facilities have them become prevention monitors use them to give our teachers and office staff extra eyes it is your job to negotiate with unions and find solutions to problems not be good lemmings and continue to
march towards the edge of the cliff schools were closed when the number of cases and desks were far lower than they are now the prisons are releasing inmates because it is too dangerous for them ontario and chino have some of the highest numbers of infected people we have four children at the boys republic right now with novel
coronavirus we are no better off now than we were four months ago to open up schools at this time is not only reckless but akin to a death cult [Music] will you be holding in-person meetings after you open up schools if not then you should not expect schools to meet in person either we are still learning seemingly basic
things about the culp the novel coronavirus herd immunity appears to be a myth as immunity seems to only last a few weeks to a few months at most please take the responsible action and limit in school instruction to those who can only show a need or take the brave steps like lausd and san diego have done in moving
to distance learning for the fall thank you for your time and service in this trying time and i hope you can see proper action during this election year beth strookum strokemans to the board thank you for all the time and effort you have put in coming up with a plan to keep our students safe i'm asking today that you
move forward on opening our schools with a blended model my kid is a bright honorable student highly motivated and a self-starter self starcher over these past months i have watched her slowly becoming withdrawn sad and losing hope distance learning is only is not working while i understand the severity of this virus i am more concerned with the mental health of not only my
kid but other kids in this district as well i wonder if the parents driving around in circles so they are concerned about the kids who are stuck at home with an abuser or kids who depend on school meals who may be going hungry and have no transportation to pick up the free meals offered the ugliness online between adults over
this issue is sick we were all given a choice to do what's best for our family please allow us those choices covet will run its course most will not be affected depression and suicide are real as well our st our students need to go back to school members of the board of education i am writing to voice my concern regarding
the reopening of schools with the rise of covet cases in our community how can it be safe to have students and teachers meeting in person with cases rising throughout our country and the majority of our neighboring school districts ontario montclair mountain view claremont pomona chaffey joint to name a few wisely opting to start the year with distance learning
it is reckless to put our students teachers and staff members at risk at this uncertain time our governor has also significantly pulled back the opening of numerous indoor businesses and activities just this past week so how can it be safe for students and teachers to spend numerous hours together in a small classroom many with no available open windows to
ventilate the air classrooms aren't even large enough for 17 students plus teacher to realistically social distance our state superintendent also stated that schools should only open when it is safe to do so our high school teachers will be exposed to at least 165 plus students weekly with the amount of people on campus we are bound to have positive cases
arise just this past week we receive positive we receive notice of positive cases at boys republic do we really want the health and well-being of our community to be further in jeopardy the safety of thousands of students and staff are in your hands please vote wisely and consider starting the school year online for the health and well-being of
all stakeholders and this next one is from angie in reviewing the sample secondary school schedules i saw the alternate from monday wednesday friday to tuesday thursday can you please consider monday wednesday or tuesday thursday schedule with alternating fridays this would provide consistency making finding child care easier and could potentially save money on child care for those of us who also
have have elementary school children three days a week versus five days a week every other week additionally the suggested schedule will force the caretaker to take the younger children every other week to pick up the older children causing them to potentially miss distance learning instead of allowing them to potentially be on a similar schedule i understand these are uncertain times
and i thank you for your consideration wendy pennant why is the board meeting via zoom to discuss school opening face to face if it's not safe for 10 adults to meet in a room why is it safe for 14 to 16 children plus the teacher theaters indoor restaurants gyms places of worship hair salons concert halls museums and other indoor locations are
restricted from having large numbers of people in enclosed spaces because the risk of super spread or event is higher is high aren't classrooms and schools that have thousands of students also at risk of being super spreaders until this pandemic abates greatly we should not risk the health and lives of our students staff and faculty and families we should
do what other schools and colleges are doing go online even if it's not optimal laura laura savage dear board members questions to ponder for this school year now that cal arrow is open and when the other schools open in the district what is this stress going to do to our teachers how does it affect their health and well-being
how does it affect their ability to teach how does it affect the quality of education they are able to provide what is it going to do to our kids what are the long-term effects of consistently being stressed out are you even thinking about the teacher's help in this district how many more people are going to die that otherwise would not have if we
stayed home longer thirty percent of the teachers in the usa are over fifty about sixteen percent of the total deaths in the usa are people between the ages of 45 and 65. if a teacher tests positive for cope at 19 are they required to quarantine for two to three weeks or the students at home quarantined as well
if that teacher has five classes a day with 30 students each do all 150 of those students need to stay then home and quarantine for 14 days do all 150 of those students now have to get tested where is the district going to find substitute teacher who will work in a classroom full of exposed positive possibly infected students for
substitute pay substitute teach substitutes teach in multiple schools what if they are diagnosed with coven 19 do all the kids and the teachers in each school now have to quarantine and get tested we are choosing to put our teachers in dangers we're not paying them more we aren't spending anywhere near the right amount to protect them and in turn
we are putting ourselves teachers and our kids in danger cal errol has has already started teaching students with the distance learning model all the students are attending and teachers are teaching everyone is in safe environment and it should remain this way for the school for this school year 2021. why would you want to potentially have classrooms ping-pong
back and forth all year between distance learning and blended learning when someone is exposed or test positive please consider having schools on the distance learning model this year continue dr anfield yes i think you have time for one more time weiss good evening superintendent enfield esteemed school board members staff families community and union sisters and brothers my name is tara wright weiss and i am a
chino resident pomona elementary teacher thank you for the opportunity to share my thoughts with you i encourage you to consider the health and safety of cvusd students and staff our families and our community in voting down this recommendation and creating a substitute motion to adopt full-time distance learning with educators permitted to construct from home the stakes are too
high to rush back to school while coronavirus is on the rise throughout the state and our students staff families and community deserve protection what might what might safe look like a certain a time certain period of distance learning perhaps one semester with an evaluation of current conditions conducted towards the end of that semester what would you look for a consecutive
14-day period with no new cases continually reducing death toll and assurances that hospitals and medical locations are not at or near capacity through distance learning and a planned thorough evaluation before a phase into a hybrid plan student staff families in the community are kept safe a transition to hybrid would also require process to revert back to distance learning if data so
indicates thank you president schaefer that's 30 minutes for those that did send in uh emails and comments please know that the board does receive all of those and we do read them on our time so thank you for participating and thank you for taking the time to send in your thoughts and concerns regarding this issue okay may i have a motion
so moved second on the motion by ms hernandez and the second by mr cruz i will open this up for discussion in just a moment dr infield is there any information that you'd like to add before we start our discussion yes president shaffer and members of the board tonight i'm i'm recommending the board approve the action item before you
we surveyed our parents and provided them a choice between in-person instruction which we call blended learning or distance learning the recommendation provides our family with a learning model that they prefer it creates flexibility to transition during the school year with the least disruption to the educational program for our students and staff a reminder senate bill 98 requires the
district to offer to the greatest extent possible in-person instruction district-wide and that is the blended learning model and to give parents a choice to select distance learning if their child is medically fragile or at risk the parent survey results showed that 22 440 response with 36 percent selecting distance learning and 64 selecting blended learning there was approximately 5 000 surveys
not completed and because the survey is not completed defaulted to the blended learning the final results are 70 percent blended learning and 30 percent distance learning as you know this pandemic is continuously changing and i want to share some recent development that will affect our blended learning model last night i received additional information and in consultation with the san bernardino
county health department and reviewing the covet 19 cases in our area and our county pretty much moving to stage two and then based on our reopening plan if this item is approved i would put the blended learning students they would temporarily begin the school year on distance learning with a target start date for in-person learning starting on monday
august 31st and this gives us time to evaluate and see if it's appropriate to return back to blended learning i expect that we may have to provide or we may have to pivot and maneuver throughout the school year this plan allows us the greatest flexibility with the least amount of educational disruption to our students and the action item corresponds directly
with our parent survey and it's important to send a message to our parents that we value their input thank you thank you dr infield i'll now open it up to the board for comments and questions and discussion can i go first uh miss hernandez first please i i appreciate dr infield's acknowledgement and recognition of the parent surveys where um
the overwhelming amount of parents prefer the the blended learning the only i and i know that we're going to start the school year off full distance learning with the reassessment um come august 31st i would like the action item to be amended to reflect dr enfield's um statement i i want to make sure that we're we're transparent
and that we recognize and acknowledge the the surveys and the parents stance on on what they want the reopening plan to be and so i would like to add at the end of the motion it would read however the school year will commence with full distance learning with the reassessment after august 31st to consider implementing the reopening plan
i would like to amend the motion so we have a motion to amend yes that's my motion do we have a second on the motion to amend okay can i say something that oh not mr there's no second so that that's that's okay well before uh i will i will second the amendment the motion to amend so we
can have some debate on it or discussion on that issue um is there anybody that would like to make a discussion or uh any points reference the amended motion mr cruz yeah you know it's not fair it's not fair because the public is not aware of this if you're going to set this in play how have the public
first see it in advance especially for this critical moment just to go ahead and put it in there i accept the idea that you just leave it as is thank you okay are there other questions or comments on the amended model for the amended motion i have a question dr enfield by adding the language and the amendment is that
going to any way pigeonhole the district uh into not being able to implement uh just or blended learning uh when the appropriate time comes no it wouldn't uh it wouldn't interfere with that okay so it's basically uh leaving the i want to just make this clear it's basically leaving the action item or the original motion with the addition or the amendment
of what mrs blair if you could please read that into the record one more time i wanted my intent was to acknowledge that we're starting off with full distance learning because the current motion doesn't make that reference right it says that we're starting that this is the plan but it what i wanted was to add however the school year will commence
with full distance learning with the reassessment after august 31st to consider implementing the reopening plan that that's my concern is that this doesn't um state that we're starting off with the distance learning but i i i'm okay with it okay mrs gonyea please um i don't necessarily have an objection to the motion um i would just like to ask a couple
questions if that was okay they're related to the motion but probably more germane just to generally what this resolution does i apologize for the granularity of these questions ahead of time dr enfield but um i have found this exceedingly confusing i think members of the community have found this exceedingly confusing um and for good reason um i mean we're
all living in a construct where information is changing dramatically and i think that we've asked parents automatically so i'm asking this just make sure this is very clear because my belief is that a lot of parents regardless of what model they wanted their child to go into don't understand what we're doing tonight i think the impression is that if we were to vote on this
action item whether that impression is correct or not the impression from many parents is that we are immediately running full force on august 10th into blended learning even though the public health data even though there's factors that you know we said we take into consultation i think prior to this meeting this evening that was the impression and i think a lot of the communications
we've received from parents um essentially that's been the confusion it's not that they don't want their child eventually in a blended model it's that in the last five to seven days the information has just changed dramatically and because of that they're now afraid they've made a commitment to the blended model and now they're stuck with it with no
room for vacillation and moving around so just to clarify what we're doing tonight and again i'm just being very granular in my questions this agenda item is allowing you and your team to essentially create the blended learning cohort and the program to support it with the idea that we have a cohort of you know 30 percent of our
students who wanted to do distance learning they're doing distance learning no matter what that's what they signed up for your the district's essentially building a distance learning school for lack of a better way of putting it for this upcoming academic year for the blended students the reason it was so important that we know who's willing to go back on our campuses
on a blended model is that this blended model is pegged to the stages back to my favorite slide in those presentations uh the stages that were articulated so in stage three we can do blended in stage 2b blended or distance and stage 2a it's all distance and you've just articulated that we're basically back in stage 2a so therefore
everyone is doing distance because we're in stage 2a but let's say after august 31st i mean it's about six weeks away um if everyone can abide by public health mandates and we can get the numbers under control as a collective society it's not to say that by september we couldn't be in hybrid learning and so you have the authority to basically
slide the hybrid students along the stages scale back onto campus on the same note if this whole winter thing happens and covet 19 has a case explosion again you can then move that entire 70 of hybrid students back into distance if public health mandates or the public health information mandates that so i just want to sort of get an
affirmative yes that that's what we're doing here because i think that parents all over the spectrum believe that tonight we're basically saying blended or bust and you know august 10th whether the numbers are down everyone's rushing into school and that's not the impression i got from a conversation with you and that's not my impression that i'm getting from what you said this evening
is that correct miss gagne that is that is correct and you you captured that perfectly i think and also within that that movement for our blended students in there that they can move from from distance learning to blended where they're in cohorts a and b and actually move to traditional if that time even arises that we can get them in
traditional and they stay with the same teacher and there's no um there's no change of having to change all these different kids and change different programs in different classrooms they stay together and they just change within that program based on the covet 19 and based on if cases are rising are lowering that we can do that very
quickly very quickly uh moving very quickly to distance moving to blend it but again i would take if we were to move to traditional to the board and ask the board to approve traditional and that would give people that opportunity to have that time to plan for that but it does allow exactly what how you explained it okay so the intent of this
resolution is basically to make sure that there's some consistency in education i.e that students remain with their educators remain with their teachers throughout the academic year regardless of where we're at in the stages just like the distance learning students would absolutely yes yep thank you mrs garnier mr nah mr nye you're still muted in that note um adding the date of
august 31st i think there's no point of doing that i should be a mute because when we have given superintendent to be flexible as to starting from distance learning and we're going to blend it and then traditional program then he has all the authority from us that we just had passed prior to this motion that he it's on his hand so um
i think we do not have to have that certain date fixated on this motion and and as most of the parents want seventy percent in fact uh wants to have their kids learn face face with our teachers which is the best way of teaching and learning uh if all the safety measures are in place which is makes common sense and also
at the same time we need to be mindful what is going on with our local community of this virus so giving that flexibility and and the leadership to our superintendent instead of giving it to sacramento i think we need to have that choice for our parents i also like to see our vulnerable teachers and staffs could be taught in their home
if their health and their family member's health are jeopardized into such time like this by having those measures i think because everybody knows we want to go back to a traditional program and what if this virus continues on to next year and following year um we cannot have a force everyone to be in distance learning as one of the
parent has said and complain about their emotional needs and psychological needs of a student that who needs to learn and be taught um what if there's a great big one and and earthquakes and and natural disasters what about our students they need to be taught whether the skills or or their education it's tough but we need to place
you know our minds together but we need to have that goal when you start a uh let's say martial arts in my past experience you start with the white belt yellow belt and green belt and blue belt and so on so we have to cross this river somehow without jeopardizing or harming our our people but it has to have our steps
and i think this is the right move because our goal is up there going back to normal school that's everyone's goal when safety is there so i think our staff started doing the right job by proposing giving an option for uh blended learning and this is learning together at the same time and also having flexibility to progress or retract be flexible
it's like if you have you enjoy knight's barbecue but if there are too many mosquitoes out there we may decide not to have one and we're giving all that uh a power to our staff to do so um for protecting our students and our teachers and everybody involved and even the parents so i think we can just leave it
as intact and give that flexibility to our superintendent thank you uh thank you mr nod just some clarification points um i don't think the august date was set in there to be arbitrary for anybody i think it was just a date so that that was a jumping off point for us to start evaluating whether or not it is safe
after that point to start going back to the blended model um and so let me make a comment sure the evaluation should be every day because like every days it's been changing every week you do not wait till august 31st then to do the evaluations we should be keen with our health departments and local uh agencies and in our community just everybody uh
stakeholders and be flexible we cannot set a date and say we're going to do the evaluation then we should be doing it every day but looking at the short-term goals and but also considering the long-term goals as we have went through pandemics of 1918 and we have to look at that and when history is repeating itself during that time we still fought the
wars and we did many things we then stopped 100 percent so having that mindset but also yes we have to worry about our own health and our lives and and and all that so our staffs are working very diff i mean hard uh with all these stress as well as our students and our parents and our teachers we're
all going through the same same thing but as leaders we need to set a goal a bar and try to get there together that's all and i can assure you that staff is monitoring this daily even hourly at times and uh because i'm in constant contact with dr enfield and uh i i think it's important though to realize that it's not going to just
be one single snapshot day that looks good that we're going to reopen we've got to have a pattern of where this is going before we make any decisions um i'm going to make a few comments and i'll come back up to around another round if anybody has any other comments i'd first like to first and foremost thank all the parents
and guardians in the community that that participated in the survey it was a tremendous response i don't think we've had a response to a survey like that in this district uh ever before and so thank you very much for that it's it doesn't fall on deaf ears that 70 of you want to return to school i will share with you that was our
option that's what we opted for as much as i would like to see that happen as soon as possible sometimes things are out of our control where in that spot right now with county county has given some direction that maybe uh distance learning is the best way to start off of our own reopening plan um so i argue that we're back at 2a
which for us is complete distance learning um so i think that we have a great process in place and i think it's important that we allow the process to work itself out and to work through this because the process was designed to ensure the safety of our students our staff and our families in the community as a whole
and so i i again just want to thank everyone that participated in the polls for the survey and please know that your the results were were looked at in conjunction with where we're at as a society right now our community uh to come up with the current recommendation i'd also like to take this moment to also thank dr enfield
um and and staff cabinet especially dr park mrs fallows and that team for the extraordinary work that you guys have done i know that this plan um didn't just come together overnight this was an extremely arduous process i have been involved with municipal agencies and government agencies and and public agencies for many years and this is by far the
largest planning and implementation project i have ever been a part of as small as a part of it i've been i it's still the largest project i have ever been involved with with that being said uh i think your staff has done a fantastic job and so i want to publicly thank them for all of the hard work that
they've put in uh keeping in mind that the goal of all of us is the health and safety of our students and the education of them to the best of our abilities are there any other questions uh going around one more time mr cruz yes mr cruz please you know um dr anfield you're making some hard decisions and i'm just going to give you
some facts so you know the center for disease and control prevention known as the cdc released a report july 10 2020 on deaths related to covet one part states consistently reports describing the characteristics of deaths in person with covet 19 the united states and china approximately three-fourths of the people that died had one or more underlying medical conditions reported
which was 76.4 percent were age 65 years older at 74.8 percent these are the groups most at risk cdc most recent data shows 52 166 deaths in the united states 16 deaths were between the age of zero to 18. that is three of one percent of all deaths i want people to know we are these are the decisions you will
have to make and knowing that we got 70 730 that wish they want them their kids to be in person at school that closing school is based on these statistics i am concerned we are doing more harm to our kids by keeping kids out of school when statistically kids from age 0 and 18 are not at risk what is the
future damage to our kids by keeping them out of school and also i want to i want to discuss to you about the orange county the orange county department of education fact findings but first before i talk about that i want to talk about the the expert panel list we had dr abelwitz which was a pediatric department
chair at hogue dr cao at orange county health care agency for behavioral health sciences dr ebert pulmonologist for hogue dr fitzpah infection disease specialist dr gold boar certified emergency physician mr cotton presidential fellow and urban future at chapman university dr crop los angeles unified school district superintendent dr mcdonald double certified childhood adolescent psychiatrist mr sand educated policy expert dr
charles associate dean for strategy and special projects at pepperdine university and supervisor don rang wagner so let me read this only take about seven minutes but let me read their their findings what they stated about this first public school employees frequently function as frontline detectors and reporters of child abuse and neglect issues the shutdown of our schools has
not diminished these risks to children abuse doesn't stop merely because reporting from teachers is halted indeed as one expert told us children are the silent casualties of this lockdown for too many children our schools are a refuge from a difficult even in violent role and that the refuge is closed darker crops stated we have heard hundreds of thousands
more children that we have helped during this in the phase of widely held misconceptions and mixed messages about coven 19 particularly about its lethality and contagious in children require fact findings and courage as we move through these uncertainties but continuing the shutdown despite new science and data our experts said has been a mistake with disastrous implications for children
their families and community it hardly goes without saying that poorer families with fear options and families with special needs children have suffered most from the shout down the general recommendations k-12 children represent the lowest risk cohort for coven 19 because of the fact social distancing of children and reduced census classrooms is not necessary and therefore not recommended
requiring to wear masks during school is not only difficult if not impossible to implement but not based on science it may even be harmful and is therefore not recommended children play a very minor role in the spread of coven 19. teachers and staff are in greater danger of infection of other adults including parents than from students in their classrooms
participation in any reopening of public education should be voluntary temperature checks should be performed regularly as with any illness as always good hygiene with frequent hand washing the use of hand hand sanitizer should be encouraged classroom meeting rooms transportation administrative offices should be thoroughly cleaned each night our goal is to provide parents teachers and school trustees and administrators
and other stakeholders evidence that our schools must reopen k-12 children represent the lowest risk of cohort for coven 19 because of the fact social distancing and masking of children is unnecessary and therefore not recommended there is no question that children generally represent the lowest risk cohort for coven 19. the american academy of pediatrics concludes covet appears to have
differently in children and adolescents than any other common respiratory virus such as influenza which much of the current guidance regarding school closures based although children adolescents play a major role in amplifying influenza outbreak to date this does not appear to be the case with covet although many questions remain the predominance of evidence indicates that children and adolescents are less
likely to be symptomatic and less likely to have severe disease from covid an infection in addition children may be less likely to become infected and to spread infection similarly weeks before the pediatric academy publication the journal of american medical association reported it is important to emphasize that the overall burden of cova 19 infection in children remains relatively low
compared to with a seasonal flu the importance of vital social interaction among children is well documented and is needed foundational to american k-12 education social distancing and mandatory masking have been found to be more harmful to children than previously thought because of the established leak between social distancing and child harm we cannot support their extraordinary efforts aimed at social distancing
requiring children for face coverage may even be harmful to the child learning is inhibited and critical social interaction among students and between students and teachers are fractured mandatory mass may well lead to a spike in childhood behavior such as learning disabilities anxiety disorders depression to name a few our concern this president of the southern california chapter american
academy of pediatrics our concern is that recently issued guidelines for school reopening in los angeles county are not realistic or even development or appropriate for children for example wearing masks throughout the day can hinder language social emotional development particularly for younger children it is important to know masks that are effective preventing disease by viral contagious require formal
certified instruction and training that's not the case with children and adults who currently are using inadequate filtering cloth or medical surgical masks according to the us department of labor and safety coffee coverings are not considered personal protective and surgical masks will not protect the rare against airborne transmission infections agents to do loose fit or lack of adequate seal or inadequate
filtration the use of mass by children is unnatural and difficult to enforce prolonged phase mag during the school day use will vary contribute to the increased frequency of children touching their faces and constantly adjusting their mass thereby potentially increasing the rate of contaminating through hands and face covering we currently do not have any data or evidence of the effectiveness of
preventing coven infection in children and adults by the mandatory use of masks the only evidence and data available on mass effect against viruses study from the analysis of 2009 pandemic h1n1 limited evidence based supporting the efficacy or effectiveness of face max to reduce influenza virus transmission because children represent such a natural risk for reasons unknown but with data and science supporting this
notion we cannot recommend masks masking children or social distancing indeed we would ask those who advocate such requirements respond to the medical evidence that mass and social distancing actually inhibit learning children play a very minor role in the spread of coven 19. teachers and staff are in greater danger for one another from all adults including parents than from children for
example in new york city throughout the pandemic many child care centers have stayed open for the children of frontline workers ymca of the usa and new york city departments of education have been caring for collectively tens of thousands of children since march and both tell npr they have no reports of the virus cluster or outbreaks same study for brown university now this
they emphasize participation any reopening of public education should be voluntary parents not government but parents should decide now this was really important among the many compelling expert arguments for reopening our schools a number of us were also struck by something different something we might call advice for adults several panelist policy experts and medical doctors acknowledged us to
remember that the data is clear but data should not penetrate fear among our greatest responsibility as adults is a responsibility to model courage and persistence in the face of uncertainty and fear which is what many families are feeling with a mixed message and confusion surrounding the reopening of schools in the covid era dr mcdonald a psychiatrist stated
children are not dying from covenanting children not passing the disease on adults so the only question is why are we having this meeting tonight remaining because adults are afraid as parents will face many moments of anxiety seeing our children off on the first day of kindergarten their first day of camp their first year of college i mean we want to keep them
home to protect them from the world which can indeed be frightening place but let's be clear when we do that we're not really protecting our children we're only attempting to manage our own anxiety and we do that at their expense we're acting as negligent parents and we are harming our children and we are failing them we must agree to make
decisions in the best interests of children if we do not if paralyzed by fear we continue to act purely out of self-interest and will ensure an entire generation of traumatized young adults consider perpetual adolescents and residency in their parents garage unable to move through life with independence courage and confidence they deserve better we owe it to them as
parents on distance learning while a through discussion this learning is beyond the scope of this discussion it is important to note that it appears so far to have been an utter failure abandoning the classroom in favor computer-based learning prove frustrating to all not just parents students but teachers too the move has revealed huge class based disparities and access to
technology it produces irregular attendance by children and teachers simply unable to manage distracted children in multiple locations its reliance on parental oversight is also a fatal weakness with good reason and you know we have to we have to bring our kids back dr anfield wear their sports and they can have a normal life because i really hate to say this
i'm so concerned that this is going to last years and it just has to be nipped so quickly because the people that we're going to be damaging the most is our children thank you dr enfield uh well uh well um okay uh mrs gagne uh yeah so i i could write go through uh the litany of issues
that i i take with citing anything from the orange county board of education who flouted their own superintendents well thought out recommendations for the opening of schools in orange county i also want to point out that those orange county schools most of them are opening with distance learning so the orange county board of education one of the most politicized
boards of education in this country is not who i necessarily go to for my guide star of where we go with reopening our schools more importantly though i want to talk about students we keep coming back to students but we're doing it in a very politicized way so i'm not sentimental i generally don't do this and i value students privacy but
i've had a lot of students email me over the last few weeks and one email stood out to me and i'll paraphrase it for privacy's sake i feel i had to choose distance learning i live with my grandmother and i don't want to be the cause of her death i really wish adults around us could have been responsible enough to
follow the rules and solve this because if they had we could all just go back to school and that's the truth we're running around in circles and this is being politicized the reality is we do not have the resources to take all of our students back to campus on mass right now the second reality is that our students
are not just being educated in a silo they are depending on their teachers the staff the administrators their parents our community members our law enforcement everybody makes up the ecosystem in this community and we still do not have clear definitive data of how students contract the virus how students are impacted by the virus and how students carry the virus
so when we invite over 26 000 students back into our schools we have to also look at the broader community they aren't just going into schools by themselves they're going into schools with teachers who have autoimmune disorders with teachers who are in a population age range that they could catch cover 19 through their students so this is not just simply looking at
the students on their own we have to look at the broader community these students leave our schools i mean we live in chino and chino hills in ontario how many people are out and about on a daily basis not abiding by any of the public health guidelines that have been put out so if we're going to pretend that by
reopening our schools somehow these students are going to be perfectly safe i just think that's disingenuous um and it's really easy to lie with statistics you can pull statistics from wherever you want and create a fancy narrative the reality is we do not have the resources right now and this is not a cbusd problem this is a problem with school
districts across the country we do not have the financial resources in place to have all the appropriate ppe all the appropriate sanitation contact tracing uh covid19 test i can't tell you how many emails i received from parents asking are you guys gonna test if there's a case that pops to the school say i would love to say
yes but there's a two-week wait in san bernardino county just for someone to randomly get a test so you know we can't guarantee those things right now so i really think we need to go back to what is best for our students what's best is to make sure that we adopt these models we perfect these models there are still a litany of
questions that are outstanding and i assume that given that we are going to have to start in distance learning given what's going on at the state level in the local level we're going to take some of that time to answer all those questions um but i do want to be clear that this keeps getting politicized and that has been the problem with it
not being resolved and frankly i agree with this student who sent her email and the rest of the email went on about masks and i really don't want to get in that debate but as adults if we just do what we're supposed to our kids can go back to school sooner rather than later okay thank you uh are there any other
follow-up questions or comments before we uh take up the amended motion commit mr frank can i make one comment just just for clarification in my conversation with the county health department they didn't indicate that that they had moved to 2a or 2b they indicated because they were still on three that they're in in two they don't know where
exactly whether it's 2a or 2b but they haven't officially but they said they're somewhere in that two area so i just want to make that clarification great thank you very much miss hernandez president schaefer i i'm going to rescind my um attempt to clarify the motion questions are already coming via email uh regarding the motion uh you know parents
want clarification as to why we're voting for the blended learning model but then we're uh verbalizing that we're going to start with distance learning but my attempt was just to make sure that what we were doing tonight was you know what will appear on paper so i'm going to rescind it and then um dr enfield and staff can reply to
the the questions that are already coming in in the q a and frequently asked questions so now it's on you doctor info i tried i i wanted to make sure that what we were doing was actually recorded and the official vote but i am now rescinding it so we can just go with the original motion uh with the amended
motion off the table uh at the request of mrs hernandez uh with the recession uh we will move back to the original motion mrs gagne yes i just had some outstanding questions uh first speaking of questions that are that are now coming in um there's now some concern that you know we're starting with distance learning um and there's parents that
signed up for distance learning not believing the school district would start there even with the blended students and those parents are wondering if they will have the option to now move into the blended program understanding what we've explained this evening they've already committed to that and we're building those programs right now this is a massive undertaking of of over
um almost 8 000 students that we're having to create master schedules for to have to staff and to be able just allow this constant influx going back and forth back and forth at this point they've made their commitment and again in our q and a it states that at a semester or at a trimester break at that
point is when they would be able to look at coming back into the program remember if things tick down and and we move into a clear stage three by august thirty first we're going to come back into blended blended learning and bring our students back because that is the goal is to get our blended students back to the
campus so if they're not good with it today because we're there when we start on 31st they're going to want to go back to the back to the distance learning program and we don't have that ability i wish we did if it was only 500 parents that wanted distance learning we could probably handle it in a district this size but
when you're talking close to 8 000 students we don't have that ability to build that type of program and to staff it and to allow that fluctuation i wish we could but we just cannot do that uh and in terms of the outstanding questions um clearly we are somewhat on a time crunch as we're approaching the beginning of
the school year and there's a lot of questions that are essentially unanswered whether it's relating to special education students child care has been a frequent theme in many of the emails i've received a request and a question the request is that i know there's still a lot of questions that have not been answered i know the districts are working around the clock
trying to do everything but i'd like to make a request about the faqs available on the website um i think there's probably 50 or 60 questions that are sort of frequently asked that are maybe even not yet in the faqs on the website so i'd like to see the faqs be organized a little bit better by topic i
know there's some organization already uh but also you know if there are substantive updates to those faqs um that they are communicated out to parents whether that's via social media or some other means um i think a lot of parents weren't aware that we have faqs but also um there's still questions coming in that are unanswered from both staff
teachers and students um so i just wanna i don't know if there's a plan to address that one sort of this initial trance of organization is done but um i think a lot of parents are just sort of like you know sure blended or distanced but you know the devil is always in the details yeah we'll continue to update the
the the q a um and then again tonight was a a critical night of where are we headed after this um but that is one of the things that we'll continue to do is to update our q a thank you mr gnaw yeah i just like to uh make a comment um as we're moving forward um as i have said before we're walking into
unchartered territory and therefore um nothing is going to be perfect but let's be most kind to our parents and and and their needs and also our teachers and their needs i'm talking about the most vulnerable people um that who has health concerns and um when it's feasible or we might even have to plan it uh in a long haul to make sure that
everybody feels safe on campus and or off campus so thank you okay are there any other questions or comments uh scene and i would just like to um [Music] let our parents in the district know that we all understand the hardships that this is causing for child care and for other issues within the family um if there are services that are needed
or provided the district has some available please reach out let the district know contact your school site or contact the district office and see if there are services that we might be able to help provide um because we know that this is a very trying time for for families at home um we're all going through this with you
um but we have to base decisions on the best information we have at the time now seeing no other questions or comments we will go ahead and move to a vote i will remind board this is back on the original motion the amendment has been taken off the table we do have the benefit of knowing that doctor who fueled the ability to make
decisions as needed based on information in the community and by the state and the county and so he has indicated that we will be starting district-wide distance learning and when appropriate we will be moving those who have uh committed to and chosen to do blended learning we will transition those students back to campus as soon as safe and as soon as possible

miss gagne uh yes thank you um first i have a quick question um and you can count on me to ask the same question five different ways but i've gotten this email now 20 times in the last 10 minutes since we moved on from the agenda item it was the hot topic of the night i still think it is unclear to parents
that on august 10th 2020 every student in the school district whether they picked blended or distance learning will start outside of the classroom doing distance learning dr enfield just for the final time to clarify because i know people are coming in and out of our youtube meeting um that is correct right we are not forcing any student
to go into a classroom on august 10th at this point yes that is correct okay thank you um i just wanted to clarify that that seemed to be coming in rapid fire um i just have a couple comments this evening all germane to why we have over a thousand people attending our meeting online tonight um i did not take this decision lightly
um this is a major decision um and frankly i've been getting a variety of emails um about my un-american views for example which i take objection to but but that's neither here nor there higher levels of government kicked the can down the road and we're all here holding the can whether you're on the school board whether you're in the district office
you're a teacher you're part of the community we're all left with the circumstances that we have to deal with and unfortunately the circumstances are that we don't have the adequate funding and resources to make sure that with 100 assurance we're sending our students our teachers and our staff into our schools safe and i wish we had millions of dollars to go in
and install state-of-the-art lights and hvac and have every student you know have everything they needed and be able to have all the coveted testing and contact racing we could um but we don't and it's unfortunate and maybe there will be some movement at higher levels of government to get us those resources and it's in my deepest hope that we do
get those resources so that we can move our children all back to campus um and i want to be clear that that is the best way to learn i want to make sure that we do get our students back onto campus um but we also have to think holistically about what that looks like and i think one of the things that is
unfortunate from this crisis is that we're all in a crisis we don't want to be in it wasn't of our making it came upon us suddenly we had to make decisions back in march very quickly um to make sure that we protected everybody and we didn't even know what we were dealing with um i also understand aside from being in
a crisis um that i want there to be choice i want parents to have a choice for how their children get educated uh to the extent that it's safe i want our teachers to have a choice of whether they have to go into campus to provide that education and i want our staff to be made aware when we do have issues that emerge on
our campuses or we do have a case that emerges whether students are on or off our campuses that they're made aware that we have these situations on our campus but these are hard decisions um we're not making them in a perfect world where we have all the resources we need um and so i just want to note that i
really appreciate all of the emails and comments and suggestions um i'd like to endorse something that um miss hernandez brought up several meetings ago about having an email account or a central pathway for all these communications um while i'm happy to try to answer emails i often don't have the answers and it'd be great if we could have a central
database i think there's just a lot of details that time has not allowed for the district to answer those questions yet but they're very important questions and every one of our parents every one of our teachers has things that they're passionate about and things that are intimate to to their well-being their children's well-being the community's well-being and you know i just want to make sure
that we're addressing those things um i do address two other topics uh this evening one is i just want to point out we had a lot of students who've emailed us over the last two months some on this topic some on others and i'll address the other topic in just a moment i just want to highlight that i do think
it's really important that our students are speaking up about the state of their education i've heard from students on all from all different perspectives on this issue and others and i just want to support them being interactive with this board filing public comments sending us emails i know it can seem overwhelming to approach a government body but i do want to point out that i
appreciate that perspective a lot of our students are really putting themselves as advocates for their education and i think it's really important that we foster that and finally there's a topic that i think is of great importance um clearly we have been dealing with some major unprecedented issues over the last five or six months but we've had many of
our students address issues relating to bullying and sexual harassment on our campuses um i know that these students are very concerned about this whether or not they're back at school they're still seeing some of this activity percolate online and i want to make sure the district is listening to these students and that we're actually you know taking action to to address
these topics uh so dr enfield i would like to request on our meeting agenda for the august 20th uh 2020 meeting that we have an information item or whatever appropriate to discuss the activity that's already occurring in the district to address these issues but also a time for the board to discuss what we can do to support our students
and these issues i mean this is becoming more and more prevalent and i want to make sure that we give students a seat at the table to address these issues because clearly they want that seat and clearly being impacted by these issues and i just want to wish everybody a good evening i want to thank everyone who
attended this meeting online tonight and i hope everyone stays healthy and safe thank you miss kanye and i apologize for going out of order there uh my apologies we're going to get back in order here uh mr not please okay um this was an exciting meeting um we had many parents and and and staffs and teachers listening and watching us because it is
crucial our business is in education and it hasn't changed for me that my goal is to make our school district the best in california and this pandemics will never change that my personal goal as well as our parents uh wishes in our school district when you look at homes when he says brand new homes when they're building brand new homes
when they say shino valley school district then homes would fly in selling because it means something when you say chino value unified i like to keep that pride and keep building it stronger together with parents and teachers having said that we had many emails that who had serious concern today i like to ask dr enfield to go back to the email that
a parent wrote us that about special ed child of hers that who had difficult time at her school i like to see that anna from our special department uh be notified of her concern so that she could reach out to that parent and and and make sure that what we can do to help so i like to see that um and second
there was a parent who had concern about uh breach of our aries uh computer system and that was a great concern because we have personal informations and i'd like to have that to be notified if it hasn't been done to our technology department so it could be corrected and protect the information of our students and lastly um there was serious concern
from an elementary teacher who's working so hard and and prepping and and and that person feels there's a lack of pay or support financially um i don't know when is a good timing but if you we can look into our teachers concern and look at our surrounding districts and see if we can be compatible uh with our such pay for our elementary
school teachers and lastly i'd like to thank our hard-working staffs um many of us we go through stresses daily since these pandemics and and so are our parents and so our students so our staffs and especially our teachers uh because they have to learn uh many new things and and we all have the same concern in our mind because
it's it's we're talking about our children um they're a part of us they're our next generation um and so i'd like to thank all of uh stakeholders have been concerned for our kids um dr enfield you have lost i heard almost 10 pounds from this pandemics our assistant superintendents our cabinet members they've lost their weights too i could
see that i could tell everyone that our staffs are working at their best they have not had any um breaks or weekends because it's not one student they have to be concerned with um there are thousands of adults that was working in our school district there are tens of thousands of our parents that they have to keep in their mind
and also tens of thousands of our students and they're all in their mind most of us are concerned with just family members alone or our jobs and our welfares but our educators um they are very special people so when you get to see them on the street please thank them and this is my comment for tonight all right thank you
mrs hernandez you're you're mute there you go there i am um so i i want to thank those that are emailing and and sending me messages uh private messages thanking me for attempting to clarify the vote um you know i i think myself and mr schaefer just wanted to make sure that it was clear so that uh the emails
wouldn't be coming through as as they are now so the vote was that we approve the blended learning model with distance learning for our students who need it however everyone is starting off distance learning and and that's what we were attempting to convey in the amended motion and so it didn't happen but i i hope that the message gets out
there um but if not send the emails to dr enfield for clarification and um there there is a concern about and and i i didn't write it down this way so doctor and phil clarify there are um when you indicated that some of the surveys were counted um for blended if they were incomplete or not received at all
sorry about that not received at all so not received at all they were counted as blended yes because uh a lot of individuals notified that they weren't going to fill it out because they knew it just defaulted to blended it it was that in our um information like on the on the survey because i don't remember seeing that but i knew how i was voting
so i didn't really read all the details but did it indicate somewhere i don't recall i'd have to go back and look i don't want to state something that i'm not 100 sure on okay we need to clarify that because now that that's a concern that's being um sent to us is that they didn't know that they would default to
the blended so is their student now designated when we do go into blended they're designated to be in in uh blended learning yeah because we we we did that because it's part of being in if it was a traditional that they would go into that we had to pick one or the other and so we put it into the the blend it
into blended because again uh when you look at that do they have a a medical fragile or are they uh at risk and and i don't you know the parent determines that at risk that if it wasn't filled out then we said that it would be put in into blended at this point is it possible now that we've had the board meeting and
everything's been um clarified for parents that we can reopen the survey for it for everyone since we're going to start work we're all going to start off with distance learning we don't have the ability if we opened up the survey and redid it then we wouldn't be able to get people into the correct programs by the time school
starts we we pushed it off pretty far already to where we're at because there's a lot of staffing that we have to do behind the scenes with all of this and so running it up to this date was was pushing the timelines to begin with okay then that that's all i had thank you mr schaefer thank you mr mendez uh dr
enfield do you have any additional comments you'd like to make yeah i'd like to thank the board for for supporting the the recommendation for the the two programs um it wasn't i know it was not an easy decision uh to make this it's not an easy decision for the district uh to have to to put that out there and
to have people uh choosing a different program but we felt that looking at what's the requirement with the legislation and then looking at what and giving parents that choice that that was a critical piece of this of allowing the parents who weren't comfortable with and felt at that risk of coming to school that we had a program that we
could guarantee them for the entire school year that they would be in a distance learning program and then for the parents who want to get back to school and i know there's a a group of parents who really want the traditional and there's a group there that one blended that are kind of put together in that group that we offered that
program to them and i know it's probably a little bit frustrating tonight with the announcement that i made but based on again the information from the county health department and looking at how the numbers are increasing my concern is at this point if we did open school on that first day that we're going to turn around and
start closing a school because of the the the the uptick in the covet 19 uh cases especially in in our community um i got a report again today um that came in a little about an hour before we went into closed session and not [Music] we have that available i think that's the beautiful part of our our of our plan it allows the the
ability for the students in that program to go between distance to blend it and also enter traditional without having to impact all the district and shuffling classes and changing people they stay with their teachers and give that that flexibility and again it's not a perfect uh program uh we're not able to to build that that perfect program that meets
everybody's needs but it's the best that we can do as a district uh to be able to support those critical needs i believe the critical needs of being at risk and uh the choice to getting back into the classroom and and so uh again it wasn't an easy choice but i thank you for for making that because it really puts
our district at a really uh at an advantage that at any point in the school year when we return kids we're not going to disrupt the whole educational environment because if we just put everybody in the distance classrooms and start the year that way if we tried to transition we would be changing almost every student's especially at the
secondary the volume of of of students that would transition we'd be changing all all the classrooms uh a a secondary teacher has 156 to 200 almost 200 kids if they do a sixth period and if one teacher moves out into the distant program all those kids are going to receive a different teacher and so it's a huge
compounding effect and so again i want to thank you because it puts us in a really good position and that and gives us that complete flexibility in our district so i thank you for that the other part i want to thank you is for approving my cabinet's extension i want to make sure because i think some people think
it was a salary increase it wasn't it was just an extension unlike other employees in in our district our my cabinet members when they're hired on uh employees in the district they stay in the district until they want to leave or they retire cabinet has a contract and as the the longest the contract can be is uh for four years and so the work that
they've done the work that they put in just on a regular year they i felt that they needed they would need to be extended but especially during this time uh the the amount of of work that i know that everybody puts in but my cabinet that they put in uh and uh the amount of um behind closed doors the
amount of of stuff that they do and putting up with me uh they deserve it so i want to thank you for that thank you very much thank you dr infield i have just a few brief uh comments uh miss hernandez did a very nice job of explaining where we're at what what we passed this evening as far
as a uh reopening plan um not to throw any more flies in the ointment so to speak but uh some of this may need to be altered again after governor newsome's announcements tomorrow supposedly there's supposed to be white sweeping and so we shall see uh just know that if there are any changes uh dr infield i'd like to make
sure that we have adequate communications going out after governor newsome's announcements uh with any potential changes and if not then just make sure that we have good communications based on what we passed tonight um i would like to address talk to our parents in the in the district over the last several weeks and months the engagement level from our parents
and families and community members in this district is probably like i said an historic high i would encourage you to please stay engaged please do what you can to sign up for different notifications from the district so that you are up to date and have all the information as it's coming from the district office on our reopening
and any plans that may be altered changed or just to reinforce what we've already done also on monday july 20th cif is supposed to be making an announcement as to what will be happening with fall sports uh so we will be putting out information uh after that and we'll have to see where that goes nobody really knows
uh what they're going to do there are a few options out there but time will tell so again that's on monday july 20th i would like to piggyback on what dr enfield said about the cabinet's contracts tonight and dr enfield probably gets tired of me asking this but i i ask him on a regular basis uh house
cabinet doing his cabinet happy i will tell you that for all the organizations that i've been involved with excuse me this group of people worked together phenomenally as a team and they do a lot of incredible things for the families and the students of our district they have gone above and beyond and shown a commitment to this district and
i think it's only right that tonight we approved the addendums to those contracts and should and show our commitment to them because i have no doubt that any of them at just about any time would get snatched up by any other district or any other entity and so again to cabinet thank you very very much we do value what you do every single day
so thank you the uh last thing i'd like to do is uh offer an apology to those parents guardians and community members that have emailed me over the last day and a half or so i just have not physically been able to keep up with the number of emails and i did not want to just send out a blanket thank
you for your email i will try to get to a majority of them still especially if there were things that we did not touch on tonight if you have questions or comments or concerns that that we didn't address please send another email i will have a little more time now to to get to them but again i apologize i do try to get to every
