this okay i now reconvene the regular meeting of the board of education thursday august 20th 2020 at 601 pm with cruz gagne hernandez na and schaefer present let the record reflect that mr cruz mr non myself are in the district office boardroom and miss hernandez and mrs gagne are joining us remotely via zoom the board met in closed session from 4 29 pm to 5
57 pm regarding conference with legal counsel anticipated litigation conference with labor negotiators act and csea public employee discipline dismissal release public employee appointment director human resources coordinator construction and coordinator payroll and benefit services and public employee performance evaluation superintendent the board of education took the following actions uh in closed session with a vote of five to zero with cruz gagne hernandez non
schaefer voting yes to appoint cesar portugal construction coordinator effective august 21st 2020 with a vote of five to zero the board appointed lisandra maldonado coordinator payroll and benefits services business services effective date august 21st 2020 and with a vote of five to zero to appoint eric dolstrom director human resources effective date august 27th again that was a five of vote with cruz
gagne hernandez non-schaefer voting yes no further action was taken that requires public disclosure leading the pledge tonight will be mr gnaw okay stan let's begin i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you mr nah moving on now we'll
hear comments from our employee representatives do we have ms walker from act with us no and miss barbara bearden champ president good evening president shafer school board dr enfield cabinet and chino valley community champ has had a busy month first of all i would like to begin by thanking those of you who have joined cham for the 2020-21
school year classified and certificated staff members it's not too late you can still send thirty dollars to our bpm membership julie fromdahl at townsend junior high additionally from a suggestion made by dr christine hinkle the champ executive board voted unanimously to recognize our district leadership for the amazing work they have done to prepare our schools for the reopening of school
emily lau and i had so much fun hand delivering thank you cards with a small token of our appreciation to all the district leaders we are so very thankful for you as well as the district's departments who have made the reopening of school possible i would also like to recognize nutrition services for their continued to work to
feed our students through the summer and over the last two weeks as well as the technology department as they have worked diligently to provide devices to all who need them it is important for us to take a moment to recognize the office staffs who have become tech support for our families as well as our dedicated teachers who are taking on
the challenge of distance learning 2.0 we know the learning curve is high and we appreciate all you are doing for our students what an amazing team we have in china valley thank you and have a great night thank you mrs bearden moving on now to item 1d comments from the audience on items not on the agenda we are now comments on items not on the
agenda as noted in the public advisory posted in the agenda staff will now read into the record the names and comments of emails received during the specified window in accordance with board bylaw 9323 meeting conduct the comments will be read in the order email was received email comments on agenda items will be accepted during consideration of that item
pat did you receive any email comments from the public on non-agenda items five five emails were received as follows from kevin and mary busher we need superintendent and board to work with county and state health offices to open special education classes on school campus for those students whose education needs and iep goals are not fully are not being fully met special
education classes are small with 12 students and can easily social distance my daughter is having a tough time with distance learning especially without her iep supports her behavior has escalated due to her heightened anxiety so it is constant battle her one-on-one aide is not able to come to our house and not able to help remotely my daughter is unable to access the
online learning without my wife being her full-time one-on-one aide we cannot afford for my wife to be off work for the rest of the year i have talked to many parents in the district facing similar issues we need real solution for special education students this school year i see all of the kids in her class suffering and not able to focus
i understand that the current rules do not allow any schools in san bernardino county to open but we need to figure out some solutions this it will be a most likely or any blended or traditional school be allowed a good article on opening for special education for small groups is included in the email from carly welsh dear cvusd
this is carly welsh a student at townsend junior high i am trying to imagine that you're doing your best yet it does not seem like it from my perspective i feel that you have no empathy towards the students and teachers alike you say you understand that these are hard times but then you change everyone's schedule friday august 14th was very stressful
and confusing for everyone the teachers did not have time to prepare and the students didn't know where to go you are not making anyone's lives easier by changing everyone's schedule on the fifth day of school in my first period my teacher asked the class if their schedule was changed in any way the whole class raised their hands also
please stop pretending that you understand us you clearly do not one way you can help is by telling us clearly and with more time before you do something big like changing everyone's schedule you told us after school on thursday and it is not realistic to expect students to check their email after school i would appreciate it if you were more
sensitive to our feelings sincerely carly well from mindysham hello i would like to thank all of the educators working tires tirelessly on this new and temporary way of teaching i know it is not easy and i applaud all of their efforts i would like to ask if there has been any conversation regarding the technical issues students are having with logging in and
staying connected to the internet i know for our household we have installed an extender and upgraded to the best available internet and still my four children get kicked off several times a day i know this is happening in many households this makes it difficult for any student to access the curriculum for obvious reasons i would like to suggest
modifying the live school day to pre-recorded lessons given by the teacher by doing this it allows students to not miss any important information if they are having technical issues it also allows for students to do their school at their pace some students need repeated instructions and this way they can rewind the lesson if it is important for the teachers to
check in live with their students i would suggest small group check-ins and small group instruction to check for understanding it is important to remember our students are in fact in a home setting and it's impossible to replicate the in-person classroom birth truly thank you from bonnie gallegos i am sending this message as a very concerned parent of
three elementary cbusd students amongst my three children i have a kindergarten student that is beginning this educational journey in the form of distance learning i understand the reasons why we are all beginning school this year and completely support everything that the state district is doing to ensure everyone's safety what i am not okay with is how unfairly my
children's instructional time is being wasted with teachers being forced to administer the essential standards assessments my child has never been giving a test like this has never met his teacher in person barely knows how to write he along with my other children is struggling emotionally to comprehend why he can't be in the classroom with his new classmates and teacher he feel
he feels like he is being punished with this assessment that he has absolutely no way of completing on his own he is being cared for by someone that is not a parent this is my excuse me since my husband and i are both working during the day if the state was able to waive the state assessments at the end of
the year why is cvc forcing teachers to administer a meaningless assessment that is in no way benefiting the children i am also a teacher in this district and can tell you firsthand that this assessment doesn't help me in any way i assess my students in a variety of ways to ensure that i am providing support as needed
and esp is not something i ever use to provide them support these assessments are testing students on standards they haven't even seen this year i urge that the district take a serious look at what they are forcing teachers to do and they prioritize significant things over things that are being done just to fill in someone's agenda i would much rather have my children
learning and interacting with their teachers rather than wasting time on a test that will in no way let the teacher know where they truly stand academically shame on cbusd for enforcing these assessments during distance learning winnie greetings my name is winnie kung and i am concerned i am a concerned parent of a senior at rubinessa yellow high school and i would like to comment
on today's agenda item 1d first of all i would like to thank the board and district and school administrators for all the hard work in planning this 20 20 21 school year the adopted plan the adopted plan was based on a survey conducted prior to the to governor newsome's mandate since the scenario has changed completely and the
mandate is expected to continue through the end of the first semester my concern is that is a system in place to allow students to change their selection made in the summer and to maximize their learning opportunity during the covet 19 pandemic as of now it is not clear when schools can be reopened however it is reasonable to assume that
distance learning will be required through the end of the first semester if that is the case it does not matter on which learning model the student selected when responding to the survey student should not be bound with a decision made based on a totally different scenario currently under the distance learning model some classes are offered through the alternative education center
students enrolled in aac are learning on their own and are not receiving live education from their home teachers like their peers who choose blended learning students are not provided with the same resources to learn therefore this is not an equal opportunity unfortunately the district does not allow students to change from one learning model to another therefore to properly address this issue
a system should be in place to allow students to change from distance learning to blended learning as soon as possible time is of the essence to find a cure during the pandemic and is also critical to provide equal learning opportunity for our next generation as such i respect respectfully ask the board and the district to accommodate the student changes request

about many uh first of its kind uh situations and tonight's swearing in of our 2020-2021 student member on the board of education is no exception mr rinden was board approved back at the board's may 21st meeting but the swearing-in was postponed until now i will be administering the oath of office tonight via the via zoom so with that justin

engaging in sports or what what is it that we're doing tonight so tonight you're you're approving the individuals for those positions but some of them and and i don't have let me give me one and we're talking about the extra duty correct yes that begins on page 145 yeah so through 152 i believe yeah so tonight we're asking the board
to approve those people to go into those positions and then we'll be waiting to see if any of those uh activities resume if they they weren't um you know we're waiting they're not going to be paid until those activities actually start so at that point will you be bringing it back so then we can approve the stipend or
is it that with tonight's approval we're also approving the stipend you're approving them to go into the position not for the stipend okay so then they'll be be brought back at the point that we're going to begin the stipend no they would not be brought back so they are improving the statement they're proving them to go into we're
proving them to go into the position mrs blair just just so you're aware at the end of any season the employee after they act at the coach at the end of the season actually completes what they call a completion notice in order to get paid so unless they actually do the work to do the completion notice they don't get paid okay that's what i
wanted to know is because some of these may not uh you know make it through it depending on when we're able to reopen and so then i i was wanting to ensure that there would be a point where we then do begin the stipend so it'll just begin once they start in the in the duty the activity begins

seeing that we will now move on to communications mr cruz please thank you for for these unprecedented times we can't hear him mr shaper so mr cruz they can't hear you could you blow that a little closer so dr hamfield works right yeah dr enfield we know the risk of the disease is extremely low for children less than that of a seasonal flu
we know the harm of locking out the children from school are enormous we all agree that educating our children is right at the top of the list of our priorities we need to get back our schools safely our kids need to come back there was a um franklin gallup research based on behavior responses so i'm going to read the three responses
that came out on average american believe that people age 55 and older account for just over half of total coveted 19 deaths the actual figure is 92 percent americans believe that people age 44 and younger account for about 30 percent of the total deaths they actually figure is 2.7 percent americans overestimate the risk of death from coven 19 for people age 24
and younger by a factor of 50 and they think the risk for people age 65 and older is half what it actually is 40 versus 80 percent based on the cdc data dr enfield the death rate peaked in the u.s in april and since that time it has been dropping like a rock both coven and pneumonia peaked in april
more people died of pneumonia 160 000 compared to covid 143 thousand eighty-five percent reporting jurisdiction a steep decline in the virus despite 70 million tests that's compared to the total test of euro hospitalization been half since april nursing home loan lawn care facilities have one percent population but it counts 50 percent of the fatalities of covet cdc position states it's best for our
kids to go back to school cdc recognized it is a public health priority to have our kids back to school in person learning getting back to school is important but important for working families too kaiser foundation pulled families 65 americans parents concerned that their children will fall behind academically and socially if they don't get back to school overall
the risk is low for kids contracting being hospitalized but the risk is high being locked down indefinitely dr enfield for every year our child spends in school in the future 10 more lifetime earnings we lock down schools for a whole year we sign this generation of students percent earning loss the rest of their life it is important for our students
to socialize with their peers and we know isolation is not good sitting isolated looking at a computer looking at a laptop is not the real role we have to bring them back to the classroom and be with their peers by brandfield elementary must come back children with special needs important to have in person where there's structure routine
it's vital you can't replicate that in a virtual online people with disability are being left in behind people need counseling nutrition services you know again science is so clear that the risk of death or hospitalization for children is so low the risk of missing school is catastrophic you know there's one thing i have to say dr enfield
that i reflect of these past five months and i can remember the early months where there was so much uncertainty you know dr henfeld you know who the brave people were because during those times we did not know what was going on and there was justification to be fearful but you know when i was seeing those lunch ladies
out there i joined them for two weeks and i had to go back to work but let me tell you it was such bravery because during those times we did not even know what was going on and these women providing nutrition to these children and during that time they were taking a risk of their lives let's be honest
because we did not know what was going on it was really beautiful they were placing their lives and i had to join them for two weeks and i have to say that that was the best but we know now we know the data now dr earphone and we know that we keep this up we're going to do more harm than
than good so hopefully things get better in san bernardino and bring back our kids and bring back sports marching man with kids love and what they remember the rest of their life until they you know become grandpas and grandmas so critical to bring them back thank you dr infield you're doing an excellent job thank you okay thank you mr cruz mr knox
yes um mr david browning at chino hills high school a teacher for many years who has just turned 50 years old felt cancer uh very bravely but he had to move away from us permanently here on july 16th of last month experience with him and and with his students he was our one of our top teacher ever who had taught
classes in our school so i would miss him dearly along with current students and past students and also his colleagues there's one phrase that he left with us during his live celebration ceremony held on the 31st of july he was able to plan his service ahead of time in fact in the hospital during his last days and this is a
phrase that he left with us and i'm thinking today we got so many things happening we got so much dramas so much bullying so much racism so much of inequality issues he said be good to yourself and to others husky strong really taught all of us who had attended service and i'm reminding myself every morning when i wake up
those phrases so thank you mr david browning for all your services as our school district thank you now moving on to uh comments from the emails uh yes the students had taken ap classes but had decided to go on business learning had lost many of their classes and their classes that unfortunately they were able to take many of their ap classes on
alternate ad but not everything is the same yes true but we just have to have our patients and they will come that they will come that we would open up our school so that all kids can meet their teachers matter of fact um recently the numbers of covid numbers are down in l.a county and i think we're expected
expecting that in san bernardino county as well so our hope is up today as of today and lastly uh our community parent asking to ask dr enfield since we do weekly pledge allegiances throughout our schools it would be good to have maybe like pre-recorded national anthem that could be saying by all the students and and all the staffs and teachers alike
which would bring us together especially time like this so i like to uh have dr einfeld do that with our staffs at all the sites that's my report thank you thank you mr miss hernandez is listed first so i i wasn't ready but okay um i i want to know from dr enfield what students are supposed to do who don't have
scanners or cell phones um to be able to send documents um to their teachers you know some are asking that they scan their work and if they don't have a printer or scanner that they use their cell phone because there's apps to scan but what about students who don't have either of those we need to come up with solutions for a
lot of our students who don't have the luxuries that many of our other students have i we have students who are sitting on steel folding chairs whose desks are tv trays i we can't have expectations that are unrealistic for the students that we serve in this community so we need to think of other ways to ensure that students grades aren't affected
and that we try to somehow start getting some of our students back on campus even if on a limited basis i i'm so grateful to the teachers that are showing up and they're teaching from the classroom i really do appreciate that but at some point we need to get some students back um some way somehow and i'm not saying all
30 or 28 but there are students who just don't have the equipment necessary at home to ensure good grades or even comfort how how can you concentrate when you're sitting on a metal steel chair all day long on a tv tray it just isn't i we need to figure something out if there are teachers who are willing to
volunteer to teach outside uh at the lunch tables you know so that some of our students can get their homework in we're just going to have to be a little bit more flexible and creative and supportive to the students in our community who don't have all the items that are necessary or that we're requiring them to obtain
we we also i i hope you'll provide in in your communications dr enfield an update regarding our special education students you know i i know right now there there's a divide between parents and and teachers and you know it's like it almost a battlefield between the two groups because on one side you know teachers may feel that
parents want to rush the their children back to school because they need child care for babysitting purposes but that isn't the case there there are students that need to get back to school our special education students don't understand what is going on there they need some bit of normalcy we we need to figure something out and i
hope that you will provide an update so that our parents understand that you are working on this that the county is working on this and that i i care i i care what's happening i see the social media i i know what the parents are going through i just want us to be able to start thinking about returning students that
really need to be there even if it's small groups if you can also give us an update about you know the the um email the public comment regarding kindergarten student assessments i i hope that we aren't really pro you know forcing assessments or pushing assessments upon kindergarteners who's this is their first opportunity at public education and they're sick at home on the laptop
and and we're running student assessments i if we can opt out of that then we need to do that that this isn't how we should introduce them to public education um i want to commend nutrition services or all of the mail that they're sending out and i want the rest of the district to mimic that all of the
updates that go out regarding the covid the positive tests at school sites can't just be sent via text and uploaded on social media or sent via email when so many of our families in our community don't have technology we still need to send out notifications via mail the updates regarding um i you sent an update indicating that if
you're having technology issues please contact this email address we have families who don't have internet who don't have technology who are not receiving this information start printing letters to these families you can pull everyone from the files who doesn't have an email address and start sending them letters notifications you indicated that we had five thousand families who didn't respond to the
survey those are likely the five thousand families that don't have technology at home we should have sent them those surveys in the mail they should have had an opportunity to have a voice on behalf of their children so we need to do better we need to start sending mail out thank you nutrition services for doing your part to ensure
that everyone in the community receives the notifications regarding the services you provide and lastly i i'd like to know who changed the schedules at the junior high levels what what schedule changes was the student addressing it was it something that was necessary at just townsend or was it across the board or all of our junior high schools that
schedules had to be changed what what is it that um caused these changes in in schedules at the last minute and that's pretty much it thank you thank you miss hernandez so mrs gagne uh good evening uh first of all i would like to you know welcome everybody back uh this is clearly not how anyone would have envisioned nine months
ago the school year would have been starting but we're here and i just want to thank all of our teachers our staff our parents our administrators and our students um for the effort they've put in over the last couple of weeks but with the start of the school year is also more questions about the school year and what's going to
happen next and i have two questions at dr enfield if you could address in your comments that i've been getting routinely from parents and students alike the first is regarding our last board meeting you know i believe that you put out a date of august 31st and you did send a communication out to the community it would be helpful to get an idea since
clearly from that communication you know we're not transitioning from distance learning after august 31st there's clearly a state framework in place that we much must adhere to you know what is going to be our process for evaluating and making a decision about when we are able to go into the blended model and i ask this because our numbers are
vacillating in the county one day this week i believe we had over 700 cases today i believe we had 520 something so our cases are kind of all over the place and the the marker for when we can go back to any form of in-person learning um it's fairly high so just be nice to get an idea of what the
communication with public health will continue to be and maybe what the lead time will be for parents and students alike you know as the numbers drop hopefully of going back into the classroom the second question is you know i do believe that and i'm kind of hoping that i'm wrong in this but that we might be missing some of our
students because we are doing something that is completely technologically driven miss hernandez is absolutely correct we have a lot of students who may not i got one email from someone that wasn't sure the school year had necessarily started so um you know i want to know what we're doing when we discover students are you know not attending
or dropping out of different you know parts of the day you know what efforts we're doing to support our teachers and support our students in that process thank you mrs garnier dr infield would you like to make any comments yeah i first of all i'd like to welcome all of our students back to the 2020-21 school year and i know this will
is a uh as ms gagne noted it is a unique uh situation that we're in and i know there will be some challenges for our students i know that our staff will demonstrate uh the compassion the empathy and the support for our students to help them guide them through this this this this crisis and this this journey that we're
in um i also want to thank our teachers for um the work that they're doing because it is a a tremendous change in the way they deliver instruction and we're a brick and mortar and this is not how we've been trained and so there is a a learning curve for our teachers and our staff and and and i appreciate the work that they do
i want to also thank csea for the tireless work that they've done um they they have been out there on the front lines our nutrition workers uh as we've noted our our uh grounds workers have been out and about working our technology staff has not stopped working uh and in in the attitude of csca are bus drivers
uh even though they're not driving the buses they're out there they're supporting our students and working throughout the district taking on different jobs and and i think that's the character of our district that we all pitch in and do what we need to do to make everything happen um with the board i know you had a number of questions from me
uh some of those i'm going to have to follow up with staff and get back with you but the one when when will we return there are so many so many different things that can happen on when we will return i cannot answer that question this is a very fluid situation i can tell you about every couple of weeks we're usually on a
county call with the san bernardino county department of health we're monitoring that we'll continue to monitor if we get in a position to where i think we are close to returning i will definitely communicate that to the community i want to make sure the community has as much lead way when the time comes and we can bring our our students back
because i know they have uh issues of having to provide a daycare or having somebody to be able to change their schedule in order for that to happen so it's a critical one that we give as much lead time in that process but also within that process as mrs hernandez touched on that is the importance of our
kids actually coming back to in-person instruction because again the research is very clear that the in-person instruction is the highest level of instruction for our students and and that's where they need to be and so again we'll continue to monitor monitor that and when the opportunity is is available i want to bring our students back so thank you thank you dr hamfield and i
have just a few comments to make this evening first uh you know with a week and a half or so under our belt i've received numerous phone calls and emails from parents and community members applauding the efforts of our teachers staff members and district personnel and a great start to this unusual school year everyone has been extremely impressed
with the changes in our distance learning and so i think that reflects highly on everyone that was involved in the process so thank you there are some issues that are still being addressed so to our students and parents thank you i we appreciate your patience as the district continues to address some of those issues virtual back-to-school night events are
starting to be scheduled so please be on the lookout on your campuses webpage or for correspondence from them as to when that event might be taking place uh congratulations to the china hills high school solar boat team for winning the 2020 metropolitan water district of southern california solar cup 2.0 this was with the coveted year this was a little different they
actually did not put the boats in the water and participate that way so it was more of an intellectual uh challenge i guess you could say this year where they presented all their plans their analysis and everything else and so once again congratulations to our chino hills high school team for uh for winning that honor something uh from the community on this saturday
august 22nd from 8 am to 11 a.m there is a donation drive that will benefit our cvusd hope resource centers that's going to take place at the shops of chino hills the southwest parking lot near trader joe's donors are asked to simply pull up please remain in your vehicle and a volunteer will come and retrieve the items either from your trunk or your
back seat items that are being collected are hygiene items deodorant soap shampoos toothpaste etc household items laundry detergent sanitizer and wipes and so forth school supplies and any new new undergarments of any size for boys girls and youth please note they are not collecting non-perishable food items at this event the event is being sponsored by china hills city mem
council member cynthia moran and the shops of chino hills with that i have no further comments i'd like to once again congratulate our new student member i appreciate you joining us this evening we do look forward to the to the time we can actually meet you in person and have you in boardroom with us so once again congratulations
