from 4 30 p.m to 5 49 regarding conference with legal counsel anticipated litigation public employee discipline dismissal release and public employee performance evaluation superintendent no action was taken that requires public disclosure thank you pat i will lead us in the pledge of allegiance tonight please stand place your right hand over your heart ready to begin to the flag of the united states of
america and to the republic for which it stands one nation under god and indivisible with liberty and justice for all okay moving on to item 1c staff report promoting engagement to support positive impacts we will now have a staff report mrs fellows please okay thank you i'm so sorry i had technical difficulties good evening president schaefer members
of the board superintendent enfield cabinet and community we have a presentation on promoting engagement to support positive impacts to promote positive engagement adopted board policies and administration administrative regulations assist in setting the tone for district practices one specific policy focuses on non-discrimination so that students can be engaged and ready to learn it is important for pupils to feel
secure and safe at school as such the staff needs to be deliberate in creating a school environment that promotes a culture of trust and safety by preventing unlawful discrimination including discriminatory harassment intimidation retaliation and bullying of students at district schools or in school activities staff can ensure equal access to students of all backgrounds this statement is posted on the district
website school websites and in prominent locations at school sites as you are aware the district has three l cap goals and goal 2 specifically focuses in on connectedness and engagement when students feel safe mentally and physically it is an optimal climate for learning which is why the district focuses on actions and supports for this notion these are some of the measures the
district promotes to support el capital ii and promote non-discrimination as previously indicated the district has put in place board policies and administrative regulations that serve as the district's governing documents miss fellows can you hold off for a minute because we're not seeing the presentation none of the slides are showing up oh it is i apologize i'm not sure what happened
we practice miss fellows can you start from the very beginning yes sir thank you okay take two promoting engagement to support positive impacts good evening president schaefer members of the board superintendent enfield cabinet and community we have a presentation on promoting engagement to support positive impacts to promote positive impact adopted board policies and administrative regulations assist in
setting the tone for district practices one specific policy focuses on non-discrimination so that students can be engaged and ready to learn it is important for pupils to feel secure and safe at school as such the staff needs to be deliberate in creating a school environment that promotes a culture of trust and safety by preventing unlawful discrimination including discriminatory harassment
intimidation retaliation and bullying of students at district schools or in school activities staff can ensure equal access to students of all backgrounds as you are aware the district has three lcap goals and goal two specifically focuses in on connectedness and engagement when students feel safe mentally and physically it is an optimal climate for learning which is why the district focuses
in on actions and services to support this notion these are some of the measures that the district promotes to support lcap gold 2 and promote non-discrimination as previously indicated the district has put in place board policies and administrative regulations that serve as the district's governing documents we have specific policies to to support and promote non-discrimination as well as bullying
hate motivated behaviors sexual harassment and uniform complaint procedures the following are ways the district implements multi-tiered supports throughout the district information is communicated through the district student parent handbook district and school websites and at prom prominent locations at school sites training to staff and students are held yearly through beginning of the year staff meetings and school assemblies
programs such as second step safe school ambassadors and guidance lessons are implemented to promote positive engagement with students mtssb is an additional program that sets the framework to provide school-wide targeted support it focuses in on the whole child and includes behavior social and emotional needs and absenteeism the goal of mtssb is to intervene early and support positive behavior
most recently the district established a cvusd wellness assistance line a resource line to support the social emotional and overall well-being of our students and community the assistance line allows for screening to determine student family needs and to provide referrals or resources to district community or outside agencies this is a pictorial of how the system works as a whole to promote engagement
to support positive impacts with the district's board policy being the driver and the staff students and community working together to be connected and engaged district-wide in the case of an incident involving alleged discrimination harassment or bullying the procedures for reporting are found on the student support services website and the 2021 2020 2021 student and parent information handbook contacts for
reporting are posted at all school sites and are scheduled to be reviewed annually the district utilizes a variety of metrics to determine the current state of the district these metrics provide a basis for analysis and evaluation to determine whether the actions should continue or whether additional actions need to be taken every year the district administers the k-12 insight school
quality survey which includes questions pertaining to student safety and connectedness another program is the safe school ambassadors which harnesses the power of students to prevent and stop bullying and mistreatment additionally the district tracks ed code violations suspension and expulsion rates to determine areas of need and interventions quantitative and qualitative data from administrator data chats provide holistic information
to also determine areas of need and interventions this concludes the presentation on promoting engagement positive impacts are there any questions are there any questions from board i'll start here since i do not see there we are miss hernandez please i wasn't sure if you could see me um so the training regarding staff what levels every employee of the district
we have training set up for certificated and classified um and it's prepared in collaboration with human resources we also have training that's provided through our jpa through target solutions how how about walk-on coaches walk-on coaches um for onboarding purposes they do they do have um information and training that they have to um take prior to becoming a walk-on coach
for our new coaches we also have our ads that participate in target solutions training okay thank you any other questions from board this is gania uh yes thank you um i have a series of questions um i think first i'll start with slide number two um i appreciate that this non-discrimination statement is shared uh with the usd community
um in some fashions um but i think one of my concerns is whether or not it's meaningfully shared i think we can all admit that sometimes we don't read long form handbooks page per page might not go through the entire school district website to find these things so what are some of the mechanisms that the district is using
to meaningfully bring these policies to light is there time set aside with staff to go over these policies and more in particular with students one of the things that i'm concerned about and i think a lot of our parents and students are concerned about is expectations being set um and while this policy is very ardent against non-discrimination what it doesn't
communicate on its face is zero tolerance for the types of behaviors that the policy refers to so you could speak to sort of the engagement that you know outside of this policy being shared what is the engagement around this particular policy in the beginning of the school year but also throughout the school year so we have at a very all our at
our school sites there are assemblies that staff and students participate in there's lessons and second steps that are very explicit um to prevent for example bullying there are classroom posters in the prominent locations i don't know if you can see it but as we actually as we annually um revise our information this is a new poster that we're going to
present to all our staff and also it is this is a little bit more clear in terms of informing our students staff and community as they walk onto our campuses what they need to do in case they need to make contacts with the different departments that handle for instance if it's a concern with an employee with non-discrimination it would go to
human resources and if it's a student concern then it would go through student support services besides that there is also information shared through our different stakeholder groups for instance in school site council that's one of the mechanisms to share information as well pta ptos pfa we also have our english language advisory committee with the lcap committee all these things
for instance with our uniform complaint procedures we are mandated to report and share out that information and provide them the information indicate there is a an incident they want to report and then in referring to slide number six uh the actual reporting procedures um you know i appreciate there is a variety of forms of harassment and bullying and there's bullying in person
um person harassment there's online bullying online harassment some of it's one-off some of it's persistent we then have actual cases of sexual misconduct or sexual assault um and so i understand that this policy uh the reporting procedures policy is serving as an umbrella policy um you know what is though it communicated to students about what the process is
um and i just want to layer some context on here i think that for students um of all ages you know some of these issues are clearly not not age level appropriate but for junior high and high school students they might be uncomfortable you know reporting on campus or reporting to a teacher so how are we communicating to our students
if they are experiencing any of the things that i mentioned how are we communicating the reporting procedures and are we putting out information about who they could contact for example in the district office if they don't want to report at the campus level yes so at the junior high school in high school specifically the reporting procedures are shared with
the assemblies that school sites have at the beginning of the year as information has come forward to the district we take a look at where we need to provide provide information for those gaps that students may not be receiving the posters in every classroom and through our safe school ambassadors that is one some of the mechanisms of
how we share that information kids are taught explicitly as i mentioned through second step and what happens is they make contact with the teachers and other staff members and they often share with their a staff member that they may feel connected to so that they can confidentially divulge information and then the reporting goes up the chain to the administrators
and then to the appropriate district personnel on that poster specifically there are specific contacts for instance that they would have to contact their administrator and then it also has the personnel who would be in charge for instance we have our director of student support services who is a title ix coordinator and then also uh richard rydout who is our
assistant superintendent for hr we also include the information on for the eeoc for example and the us department of civil rights uh and is this information in an age-appropriate format i mean there's some very seasoned lawyers who have trouble understanding um eeoc and other guidelines so is this uh material being you know demonstrated or taught in a format that
you know a seventh or eighth grader or ninth grader can understand because this is the things that that these students are dealing with that they are experiencing any of this are already traumatic um so i'm sort of curious how we are you know really engaging with our students in a way that you know you could have this at a
college campus and have a seminar at it you know that's not going to work for a junior higher high school student so i'm wondering if maybe you could give an example of some of like the creative mechanisms the district may be using to really instill in our kids that you know this is this is meaningful it's not just
cosmetic yes so in with our intervention counselors they have specific information that they share with students they host small groups for this and second steps for this year we have specific lessons that address bullying and with that it's some of the components would be recognizing bullying how to report the bullying what do you do if you're a bystander
so it's going to give them explicit directions by their appropriate grade level so this is curriculum that we have purchased to support this because we do understand the gaps and in addition to that poster that i was mentioning earlier we do understand that what we show a senior may be different than what a first grader or second grader will see
so we're also working on a pictorial for our primary students so that they can understand what the message is and if there is a problem how to report it and what about off-campus activities um i think this is uh pretty relevant given uh distance learning but um you know what about a lot of bullying is happening in non-traditional ways a
lot of harassment is happening in non-traditional ways you know social media posts during school hours after school hours now clearly all the time you know what are we doing to communicate to our students you know what's appropriate or not appropriate an example you know might be that they something you know if where they traditionally were to happen in the classroom it
happens in the classroom and yes someone could go out of the classroom and talk about it happening um but what are we doing to let students know that you know social media posts are also a form of bullying social media posts are also a form of harassment creating fake accounts about people that's a form of harassment and also a
crime so what are we doing to you know sort of keep up with the technology and how unfortunately some of this abuse is happening right so because of the new way of learning there is a lot of information that is coming so we are navigating through this new normal but we are addressing it as if school were open
for instance we're still going to hold our parent administrative administrator student conferences we're going to still use progressive discipline if the student perhaps needs counseling that will also be recommended we're involving pd when it is um an incident of a criminal nature so those things are happening in addition to that we actually have a work group with administrators because
they too are navigating with a lot of instances that you know they've never had to handle we're also look uh we also are working within the legal realm of cyber bullying we have lessons designed for junior high school and high school lessons are actually being created as a matter of fact the secondary curriculum director had mentioned to me
today that it is complete so we are actually going to meet as a group and then from there we are going to find the best way of how to support it at the high schools so this is newly added guidance lessons that will be provided um and then in terms of and this is an odd question because i don't like using
the word the term measuring success when we're talking about a very serious topic but um how are we um from a qualitative perspective figuring out whether any of this works so one mechanism might be some way that we are you know getting feedback from students of whether or not they feel that the curriculum is having any impact or
whether they feel more comfortable on campus another one might be do they even know the appropriate procedures if something were to happen like who to contact and how so are we assessing and clearly at an age appropriate level are we assessing whether or not this is working whether it's changing the campus environment and more importantly whether any victims on our campuses feel more
more comfortable reporting something that happens to them so we use the k-12 insight quality survey as a one of the measures so based on those measures comments are also provided so we have the quantitative data and the qualitative data based on that every site administrator meets with our director of access and equity to zero in on the information that's
presented along with the goals and connect with their suspension um information expulsion and they look at it holistically and based on that they create their actions and services to ensure um their safe their sips of plan matches with our safe school plan and in addition to that connected to the lcap goals uh my last question i think is uh
something that i've had many students um you know send me emails about and so i think they sort of want a clear answer about this if students report something i'm taking this non-discrimination policy to mean in the absence of a zero tolerance policy i hope that's inclusive of a zero tolerance policy that if a student reports something
it's going to be investigated and i want to confirm that regardless of you know what it is that if a student reports online harassment sexual harassment in-person bullying that the school district is going to conduct a thorough investigation it is our obligation to conduct a thorough investigation anytime an allegation is presented to the to any uh district personnel
thank you are there any other questions uh or comments from board i have a one just your comment mr not please um i think uh the component that we're talking about is actually a character building um is it martin luther king jr said that uh he said uh true education is intelligence plus character building i think and and that sums it up well and
in order to do that we could do so much at school but we need the participation of the parents that would pay attention to their children and make good communications and by being a good example for them and also i i used to remember when i was getting in trouble when i was young it was very important having your kids
be busy sometimes kids are bored uh make them being busy doing good things when i visited isaiah's rock giving out food i have seen watched many teenagers coming and volunteering giving out foods for people that who's needed and i'll tell you there's no sign of bullying there so just pure love and compassion i think we need to do that more
so the parents it is our responsibility to communicate the good things to our children thank you mrs fellows thank you and i was glad to hear you say that we're keeping uh relationships open with uh other community agencies and organizations the police department and so forth because uh within this digital age i think it's important to remember that not all of
these uh incidences are occurring uh within school hours or on our school campuses obviously right now and so at some point we have to determine is it a school issue or is it a community issue and how can we best resolve it as a community so i applaud you for keeping those relationships open thank you and thank
you very much for the presentation thank you okay moving on we'll have comments from our student representative justin how are you tonight hello i'm doing good to you guys good thank you do you have any comments or updates you'd like to share with us um i actually have some school updates perfect all right um good evening everyone to
the president of the forward mr schaefer to the members of the board to the superintendent dr enfield and to the cabinet and to all our guests here are some highlights from our various campuses china hills high school will be hosting a virtual club rush next week several schools had had a successful back-to-school night during that time teachers connected with
parents and shared objectives for the year with parents also many schools worked on the vision for their asb usb and students are working to create unity on campus allegiance academy is engaging in virtual assemblies each with a theme such as the upcoming patriots day and each uh showcasing a university along with the fun facts the student leadership group paul will
be kicking off campaigns such as asa get outside focused on the healthy living exercising and mobility briggs reported that their virtual flight to school night to welcome parents and answer questions about curriculum went well leadership students at briggs created a welcome back video for the briggs school community briggs continues to be better together magnolia as well has as several other
schools are reporting that they are working on relationships between staff students and families in asb and magnolia students are working to create digital spirit challenges focus on focusing on building connections and community even while they are apart ramona junior high school is working on creating virtual ideas for red ribbon week next month creating spirit days and planning a club
rush week at ramona they are working on their first pbis golden ticket event for the month to reward students virtually ramona as well as other school sites are working to keep students connected with activities through distance learning at woodcrest students have had the opportunity to go on virtual hikes field trips and other educational journeys in a virtual setting
at woodcrest asb is in the process of creating virtual spare league so students will get a sense of community woodcrest states that back to school night was a success woodcrest created a bitmoji classroom so that parents and caretakers were were able to explore different classrooms and to get to know their teachers finally all schools are working on
virtually keeping a sense of community even during the virtual experience thank you all right justin thank you very much moving on now to our employee representatives comments from employee representatives i see that we have ms walker from act good evening president schaefer vice president gagne board clerk hernandez board members mr cruz and mr nar superintendent enfield district cabinet
and community teaching and learning in our current distant learning environment has been a challenge for all of us students and their teachers are connecting through technology and it has brought with it a set of questions and concerns that are new to us like constantly thinking was i muted or did everyone just hear that or from our teachers how many clicks and
aries does it take to complete attendance new questions new challenges to our parents guardian guardians and community members i know you've witnessed the effort of our educators and what they put into instructing and providing social and emotional support to our children educators continue to be your partners in the educational development of your children and your patients and understanding are appreciated
because we're all in this together and like i've heard so many times since march in different places sometimes building the plane in the air while we're flying that's not to say that we're not figuring it all out more and more each day but there's constant work that we all do to ensure student learning and everyone's safety during this pandemic i'm hopeful
that with continued communication from you the school board to the district to the administrators to the educators and every employee we will keep improving i hope everyone has a good night and a restful labor day weekend thank you thank you ms walker i do not see mr hernandez from csea so mrs bearden champ president please good evening president schaefer school

build a second school yet we still can't come together with lewis for a common good of the students you're supposed to represent and steal the deal seal the deal i implore you all to stop wasting time money and energy to get the land purchased and give us the school we need i'm not sure if any one of you have
driven down the preserve lately but building hasn't stopped and kids are moving in daily while modernization is awesome it is a true necessity for others at this time of course not how can you say so easily we will use your allocated funds elsewhere that's not okay with me or my neighbors we will not stand silent while our
inflated tax dollars continue to be shuffled to others you deem to be a higher priority than us please make a meeting with lewis development a priority in the future in the near future and do not allow our allocated funds to preserve two to be shuffled elsewhere elizabeth and gary ingram good morning dr anfield and associates i am writing to you as a parent of three
children who live in the preserve community our need for us a second school here in the preserve is urgent that is of urgent need currently our school is over capacity even with the addition of portable buildings that were added to our school site last year as the community we voted and agreed that these portables would be temporary
while like while a cal aero preserve academy number two was being built the land has begun development slowly but still began and now there is talks about it being back and no school being built this is entirely unacceptable we as a community fought for our voices to be heard and only this second school to be built we will not bust our children to schools
outside of our community we pay a high hoa and hoa premium to have our children reside and go to school where we live why should this speak a way our children do not deserve this using the funds for any other reason other than building a preserve number two is unacceptable and our voices as a community will be heard and voiced the city of
chino tends to forget about us here in the preserve and put our needs at the very end of the list of responsibilities not by not only the school board but also by city council i look forward to celebrating our grand opening of preserve academy number two as we will not settle for anything else schmidt hello as a concerned parent i'm
emailing you to let you know how dissatisfied i am with how our funds are being handled build the other school and stop focusing on useless other projects i want my girls to be able to go to school to go to a school to learn and grow and not be jam-packed with other students and have a student-to-teacher race to be

here we are 16 months later from the date the school board voted 5vo to build a second school yet we still cannot come together with lewis for a common good for the students you're supposed to represent to seal the deal i implore you all to stop wasting time money and energy and get the land purchased to give us the school we need i am not
sure have you been down to our compute community but the building new but then building new homes has not stopped and families with children are moving here daily while modernization is great is it truly a necessity for other schools at this time of course not as other students in our community are in need of a second school
due to the overcrowding how can you so easily say we will use your allocated funds elsewhere that is not okay with me or my neighbors we will not stand silent while our inflated tax dollars continue to be shuffled to others you deem to be a higher priority than us please make a meeting with lewis development a priority in the near
future and do not allow allocated funds for the preserve school 2 to be shuffled elsewhere from michaela estrada dear board members and dr enfield i'd like to provide an update on the essa problems we were given instructions on how to give the essa but it lacked the fact that it's a different title so we used our previous knowledge
we did not receive we did receive an email with a folder of documents that had 15 different pdfs on this first day of school when my top priority connecting with my students my partner teacher not signed ela esa trimester one on thursday august the 27th instructions were sent out to administrators on friday august 28th the window was august 10
through september 11. clearly we wouldn't be giving the test within the first two weeks of school so we did it as soon as we felt confident our students would be able to access it by a google classroom now we are being asked to re-administer the test because it needs to be the 2020-2021 esa title in previous years there never there was
never a date in front so how would we know to do that now when we search essential to get to the test that one doesn't come up unless you scroll very far down when we compare the two tests the first several pages are exactly the same some of the stories are in different orders the new test is 5 pages longer
and it is 23 pages compared to 18. as a parent i have requested my son be removed from this ridiculous data pool we say we care about our students but they're just a number in the system when we treat them in this way i am disappointed in our district's decision on these s's and i hope to see
some changes soon michaela strata elementary teacher and parent kelly southard good evening dr enfield members of cabinet mr schaefer and members of the board we are invited to you to share our concerns for the just distance learning students on many campuses the classes for distance learning have a significantly greater number of students in the blended learning classes
there are classes of 30 kindergarten students in distance learning while the blended learning classes have 15 or 16 students there are classes of 28 first graders in existence learning while the blended classes have 17 to 19 students it does not seem that the class sizes are allowing for an equal opportunity or access to education a second concern that we have is that
the distance learning students are being denied access to computer programs programs that were purchased by a school site are not being offered to distance learning students distance learning teachers cannot use them for independent practice or homework this is not right if a dis learning student is in a class future as another school it isn't equitable that they don't have
the same access to programs that other students at their home school do it was pure luck that that child was placed with a teacher that isn't at their home school they shouldn't be punished because of that in a normal school year if a child was placed at another school as an overflow student that child would have access to all of
the programs that their new school offered why isn't it the same for the distance learning students please consider making changes to this policy or or purchasing a program such as ar or ixl for all of the distance learning students to use respectfully there are no further comments thank you pat we are now at changes in deletions item 1g pat do we

a public hearing regarding the learning continuity and attendance plan before the public caring against staff was presenting the learning continuity and attendance plan mrs fellowes again please we're trying to unpin so we can start the slideshow good evening again president shaffer members of the board superintendent enfield cabinet and community we have a presentation on the district's learning continuity and attendance plan
also known as the lcp the lcp is the district's action plan and provides information on how student learning continuity will be addressed in light of the covid 19 crisis in the 2020 21 school year you have received a more comprehensive report on the lcp senate bill 98 established the local control and accountability plan and an annual update to the lcap are not
required for the 2020-21 school year instead it is replaced with the lcp this slide depicts the original timeline and the changes to the lcap since march of 2020 when the pandemic hit next are the main components included in the lcp with stakeholder engagement the continuity of learning and learning loss mitigation at the forefront as you all are aware there are two
learning models distance and blended in person learning distance learning classroom 2.0 is 100 virtual direct live instruction that is led and or facilitated by the teacher on input model and guided practice in blended learning the students have been divided into a and b groups cohorts will participate in a 50 attendance model with a blend or combination of
learning in an in-person classroom setting and the remaining 50 percent of the student were completely independently and at home this may be enhanced with online learning the district-wide expectations actions support both models transportation is included when in-person instruction is allowed to ensure live synchronous learning the district has deployed over thirteen thousand chromebooks and two thousand hot spots
during distance learning instruction engagement and attendance are key parts to promote student learning and accountability specific actions have been taken to ensure students with unique needs have continued supports and services in addition to learning loss mitigation family engagement outreach including supporting mental health and providing nutrition to students are addressed this completes the presentation on the lcp to the board
are there any questions okay are there any questions from staff i'll start here mr cruz or mr no nothing ladies i do mr hernandez please um i had brought up at the last board meeting my concern regarding how much is being asked of some of our students with regards to printing of forms and documents and homework and
since this addresses you know those uh technology needs what what are we doing about that so with the through the director of access and equity they are looking at other methods to assist our students for example we are addressing through asynchronous work in the case a student does not have remote instruction available to them in addition if there are specific
concerns they can reach out to staff for additional assistance we have been using the parent engagement center to provide tutorials to help our community be more knowledgeable in this new way of distance learning so we are looking into other options because you did bring up excellent point not all of our students have access to technology and can necessarily
up upload information so other things we're looking at there are certain um packets that can be provided to our students so they can have access we are looking for creative ways we're navigating and communicating with our school personnel when certain situations arise okay um i i had another question it was on page 10 but i i didn't
highlight it what it was that i wanted i tabbed the page but then i didn't i there's something on this page that i i need to address so i'll just email you um sure oh it's the virtual hours yes office hours yes so is that every day it didn't say it just says um that that's offered but is it every day
so there is some flexibility with our staff in providing the virtual office hours with a.c.t there has been an established mou that indicates that the 180 minutes is provided and the teachers have flexibility during their contract hours when those office hours are going to be used with small group one-on-one or for students needing the extra enrichment and or
differentiation to meet their needs so some of some of our teachers use it in the morning and some in the afternoon uh so they have a little bit of flexibility and that information should also be posted on their schedules okay because that that's what i wanted to know i'm sure the students are made aware of when the office hours
are but how are the parents um through aries how are the parents notified of this availability so on their posted class web pages the office hours um are embedded in their schedules okay thank you thank you okay see no other comments mrs fellows thank you i will now open the public hearing at 6 56 pm pat are there any email comments there

now move on to information items we're not the nights only information item there any comments or questions from the board seeing none we will move on to communications mr knob will you please start this evening yes um thank you for our parents at preserve sending your emails and i agree with all our parents because our preserved school is impacted and and
that school needs to be built and it's not for just the parents sake and their conveniences but it's our student population uh we could really grow that second school make our schools great at preserve school the second school is really needed uh in that area and and i agree with all the parents um and second uh someone sent uh email regards to
this turning distance learning students not being access to programs and i don't know uh if uh dr anfield if you could talk to uh one of our staffs and and see what is that person's concern and and and hopefully we could provide help and and just have more students in our school district thank you thank you mr mr cruz
um yes i also agree too you know i live in the community of the preserve and we do need a second school there so hopefully you know that we we do build one there but um i like to um re irrigate what i said two weeks ago and that is that you know the science is very clear on
our schools and our schools should be opened you know the data indicates that the children are far greater risk at critical illness from influenza flu than are from coven 19. you know dr enfield the virus is not a hoax you know worldwide we have 600 000 people mostly elderly that have succumbed to the virus this is serious
but so was h1n1 the swine flu which killed 500 000 people the hong kong flew 1968 4 million people tb 1.3 million the government did not shut down the country however covet did schools are closed millions out of jobs even healthy people were quarantined mass or mandatory and so forth the center of disease control published on their website
shows six percent virus deaths were caused by covet alone um 94 of coveted deaths had an average of 2.6 core morbidities so that's a total of 9182 deaths came directly from covid alone and also i just want to say something real quick and that is you know you know we're talking about this vaccine and they're trying to
push it in the first quarter of 2021 pushing on our children a new vaccine sort of experimental less than a year and then when you look at the contrary of hydrocodone being around for 80 years safe but they're banning it you know people discussing about hydrocodone this covid vaccine which is an rna dna what are the long-term risks usually it
takes five years to find out the long-term risk but they're pushing this really hard and giving it to our children that's real risky you know the consequences we do not know i like to you know hopefully in the future when they start initiating this vaccine that we allow children to attend this school when the parents refuse to take this
vaccine and i hope that the board next board that allows those students that the parents refuse that they do attend chino valley because um it's just too risky it's too risky and the risk part is can this modify your cells and can this be permanently and can it change your dna genome that is the concern and at the moment
they say it's temporary well there's not enough data for that you know like i said it takes five years to figure these things out but overall i support the opening of schools and and dr enfield i think we we're coming real close and opening up schools and i hope we do and i do understand anfield you're not nostradamus
you just do the best calculative decision you make it is the board decision that will be accountable but you're doing an awesome job and um you're doing the best but i support the opening of schools thank you okay miss hernandez please i want to start off first by acknowledging dustin's background i think he has the best background out
of all of us so you're zenning over there i really like that [Laughter] really cool um i want to start off by i i'm kind of fortunate now that i don't receive the chino champion because receiving it every saturday used to stress me out so i'm out of the loop when it comes to mr statura's comments but i i think that
they misinterpreted um i don't think at all that in his interview with um the champion that he intended in any way to um infer that funding for the preserve school is being diverted to other pro projects what he's saying is that because there hasn't been any movement we're just moving on to the next item on the list and not that the funding
is not going to be there for the school when an agreement is reached with with louis and and i hope that i'm right with that but dr enfield if you could clarify for us later as to what he truly meant by that so that we have you know accurate facts for the community in in that area and because the school is
overcrowded and it has been overcrowded and so they they want to see a resolution and so i just think we need to clarify what was um intended in his message i also want um to share that l.a unified school district as of september 14th is going to be opening up k-12 schools and for in-school services to small cohorts
of students those students with individualized education plans those requiring instruction for english as a second language or needing assessments or specialized in in school services and i think dr enfield that we should look into how they're making that happen and if we can do something similar safely for staff and students i think we need to consider that
there are a lot of families who are in need of in-school instruction and i remember before when the surveys were out we had a lot of teachers who were saying i want to be in the classroom and i want some of my students in my classroom and so if we still have support from our educators and this can be done
safely for both sides i i would like for us to look into how la unified made it happen and whether that's even a possibility for us um i i want to also inquire from dr enfield regarding the claim that there are more students in distant learning versus blended learning if you can share with us if that is an
accurate statement and if so i'm not understanding why it's happening since we're all doing distance learning so if you can clarify that apparent concern i would appreciate it and i also want to thank [Music] the office of curriculum instruction innovation and support because i received an envelope with a letter with dr infield's recent statement and i appreciate that
because that means i was heard at the last board meeting saying we need notifications sent home because not everyone has a means uh to get onto the social media the facebook and our website so i i'm grateful that uh my requested and go on deaf ears and so thank you for that then um i really want to thank all of our
teachers who who put an extra effort to have the best back to school night that we could possibly have during these times i i feel saddened and ashamed that some teachers had just two of us two parents attending virtually and and i know that it's different um and i'm hoping that it's only because again accessibility to technology
isn't available for everyone but i just want to commend all of the educators for for doing your part to try to make it as as normal as inviting it every teacher that i attended at chino hills high school did an amazing job presenting for back to school night virtually but i imagine that that's the case throughout all of our campuses and so i
want to thank the teachers for getting a hundred percent um during these these trying times and lastly i i just want to say that i'm on countdown mode 60 days from today my eight years on on the board will will come to an end and um i'm not gonna get sappy about that right now but i do want to encourage the community
to select board members who will make all students feel secure we had a presentation earlier about non-discrimination and unfortunately the board of education doesn't attend that training i i think it should be a requirement um i think it should be part of the oath actually but to consider who you are electing you know they should be individuals who are
accepting of all students and their backgrounds and who don't engage in hate motivated behaviors or speech from the diets so please educate yourselves don't waste your vote because it's truly important that you have individuals there who will represent every student in this community and with that thank you and have a good night okay thank you mrs garnier uh yes good
evening uh first of all i'd like to thank mrs fellowes and the cabinet for making a presentation tonight on our non-discrimination and harassment policies i have received communications from numerous students who have either experienced harassment in some form or bullying or are concerned if they were to what the mechanisms would be and what the district was meaningfully doing so
i wholeheartedly appreciate that we address this issue tonight i tend to be persistent about certain things this has been one of them i'll continue to be persistent and ask questions about this but um i do think it's important for us to take make space in these board meetings on our campuses and discuss these issues and let students know that
we're 100 behind them i'd also like to thank the public for the comments submitted tonight i do want to clarify that um you know sometimes i think things get misinterpreted um from you know officials from the school district or you know sometimes you say something and it's just misinterpreted generally this board has taken no action there's nothing to my knowledge that we are
stymieing anything having to do with preserve school too if you do have questions about it or anything about measure g you know i would wholeheartedly endorse contacting members of the board or contacting the district office and asking those questions um you know i think that there certainly has been a robust conversation you know clearly a while back about the
preserve school too but as a board just to be very transparent we have not taken any action um on this and so i just want to assure parents that that is the case um i think that one of the takeaways from that champion article was that for some reason funds were getting shuffled around that's not the case so i want to
be very clear that that has not been happening because i hate it when there's misconceptions about what the school district is doing or not doing um i also want to just be set expectations so you know we are a school board we have a finite jurisdiction of what we do we are at the behest of the county
department of public health as well as the state department of public health many of you may be aware that our governor rolled out a new system over the last week or so of where certain counties lie in terms of certain markers of business opening our schools a variety of institutions and how we can transition back to whatever is a new normal or a normal i
know that term is also a little bit charged um so we don't have necessarily control so i think that there's been some misconception and this is happening across the country that we have the jurisdiction to say we're going to go back to school now we're not we are we will have to wait for the county department of public health to provide
direction they're taking direction from the state so in terms of setting expectations you know we are awaiting that guidance we are waiting for the state to move the marker forward much like businesses and other institutions are waiting so you know if you are wondering why we're not going from one model to another there's not an affirmative action on
this board that has been taken to do that you know we just as you are told about what's happening statewide and new rules and procedures you know we're receiving that same information so i just want to be clear about that because again we have a certain jurisdiction as a school board and we can't exceed that jurisdiction or
or violate what the restrictions are at any period in time i think it is everyone's wish that we move our kids back into the best learning environment that promotes uh the best um educational support the best emotional support but you know this is the situation that we find ourselves in right now and until we are we are told we're able
to move on to the next bracket in the governor's new strategy we are where we are and i just feel it's important for us as a board not to intimate that we can make decisions about where we move unfortunately for better for worse we can't necessarily make those decisions at this time given the current framework finally i just want to highlight
something with the chamber of commerce our chamber has been doing a lot of work to support local businesses many of our parents and even our teachers are our local business owners and so if you are a local business looking for support looking for resources um i can't endorse more wholeheartedly to turn to the chamber of commerce and to that effect uh we're actually
having a go to go to support local businesses so that tournaments on september 28th um you know the county has provided some funds for businesses but the chamber as well wants to provide support for local businesses and get our neighbors you know through this pandemic and help support them that's it have a good evening thank you dr enfield you have any comments
yeah first of all i want to acknowledge our our students who are having to learn and deal in this new environment and i know the the the struggle of wanting to probably get back into school because i couldn't i can't imagine as a kid i would want to be back in school with my friends and and back to normal and so i do want to
acknowledge what they're having to go through i want to also thank the community for supporting our schools and continue to support our our teachers and our staffs here because this is not an easy job to have to transition and having to provide the type of education that we're trying to deliver to our students and so i want to thank them for
supporting our teachers i want to thank our teachers and all of our staff members for the work that they continue to do because again this is not an easy environment to be in and be able to deliver the instruction especially at the level that we do when we're in a brick and mortar in doing this again it's an effort by
all of us coming together working together uh in supporting one another through this time and so i just want to remind everybody and thank everybody for for all the work that we're doing to support our kids that's what we're here for and with that i also want to wish everybody a happy labor day and a one i think that is well
