all right everyone a good evening it is that time i now reconvene to the regular meeting of the board of education on thursday october 15th 2020 at 6 p.m with cruz gagne hernandez gnaw and shaffer present uh for the record mr cruz mrs gonyea mr non i are president of the boardroom and mrs hernandez is present via zoom pat
the board met in closed session from 5 pm to 5 37 regarding a student readmission conference with labor negotiators actcsca public employee discipline dismissal release public employee appointment adult school assistant principal and public employee performance evaluation superintendent the board of education voted to appoint beverly hatch as assistant principal of adult school effective october 16 2020 by a unanimous vote of 5-0 with
cruz gagne hernandez blair na and schaefer voting yes no further action was taken which requires public disclosure thank you pat i will not lead us in the pledge of allegiance please stand place your right hand over your heart ready begin i pledge allegiance to the flag of the united states of america and to the republic for which it stands
one nation under god an individual with liberty and justice for all okay moving on we'll now hear comments from our student representative uh justin hello to the president of the board mr shaffer to the members of the board to the superintendent dr enfield to the cabinet and to all guests during the meeting scheduled on december 22nd 2020
students were asked to share two things how will school sites increase student engagement and connectivity to their school site and how will the site continues to promote school spirit schools are seeking ways to increase student engagement and connectivity to their school site also schools are seeking ways to connectivity promote school spirit two examples of this are the
high school at buena vista the leadership class has been working on two projects one is a short video involving ways to cope with stress and isolation during the quarantine these are being able being added to the school's webpage as they are being completed the second project was an individual project that the students chose organized and executed on their own
buena vista has conducted wellness visits via via our sro and student support officer to check our on our students and make sure they are they have the right what they need to attend school during these extreme times our admin is to attend school during these extreme extraordinary times our our admin has also been making positive phone calls to
the homes of students who are rising to the challenge of education we will be recognizing students of the quarter at the end of their grading period next week chino high school hosted a college outreach event for the seniors on friday september 25th seniors picked up their transcripts and enjoyed a yummy lunch served by administration information regarding cap
and gowns and graduation announcements were handed out counselors also provided information on college applications military fafsa and college fairs in september we also hosted our annual club rush event and students of the month events we are also using google classroom to communicate with students and to organize our clubs thank you thank you justin uh before we move on to
comments from our employee representatives i did want to address something received several emails uh after the last meeting uh regarding what was going on in the diocese i want to assure everybody that we weren't being reckless we do actually have large plexiglass dividers between all of us uh they just were not visible on on the camera so we do have dividers
between all of us up here and staff in the audience okay moving on you do not see uh miss walker so we will move on to let's start with mrs beard tonight good evening president schaefer school board members dr enfield cabinet and chino valley community as i mentioned last week school site administrators are preparing for the day when students can return to
campus some of this planning includes thinking about the logistics of keeping everyone safe for example mrs yarboy at ayala high school had a frame signs made for the school's temperature check stations mr mccain at magnolia strategically placed signs around campus to ensure students maintained physical distancing dr hinkle at oak ridge asked our painter to paint playground games that do not require
students used to use equipment and mr durkinette lytle labeled student desks with a's and b's so students in the different cohorts do not sit at the same desk the collaboration between school sites to brainstorm and share ideas will benefit our chino valley students thank you to the administrators who have shared their amazing ideas additionally i would like to take this
opportunity to thank human resources for the teamwork journals for week of the administrator i love how the journals have a spot to reflect on the things we are grateful for each day i'd also like to thank aimee perius and andy johnston for highlighting administrators throughout the district on social media it has been fun to see everyone's pictures and read the posts
thank you and have a wonderful evening thank you mrs bearden moving on to mr hernandez csea president good evening president shaffer board members dr infield cabinet and community i first off wanted to thank the district today was the great shakeout today at 10 15 we had an evacuation plan it was nice to see staff out there sometimes acting like students
um walking around talking because we have not seen each other in person for quite a while but it was a great success some of the school sites had flags to put up to show that either they were good to go or needed assistance this was just a mock and a drill to see how ready we are again i'd like to thank the district mr
whitney fields and all of our evacuation uh team we got little vests and little hats to wear to identify it and it was a learning experience for all um tonight again you guys are you guys the district will be voting on possibly bringing forward a um a request for a waiver to the state um again csca is requesting or
asking again that health techs get an increase of hours to be there for the duration of the day um there are staff members on on campus administration on campus that they are have they have other roles to fill the health techs are there specifically for the students and lastly this week is national school lunch week october 12th through the 16th
nationally there are over 30 million children mills daily across the nation and i know during the summer mr cruz had helped out got his food handlers card it takes a village to get that food prepared ready to go from the office staff in the district offices to the warehouse staff delivering it onto the kitchen staff pairing it bagging it it is a huge
undertaking that csea and i know the district does not take lightly so with that that concludes my comments and you guys have a great evening thank you mr hernandez uh we are not item i uh 1e we are not comments on items not on the agenda as noted in the public advisory posted in the agenda staff will now read under
the record the names and comments of emails received during the specified window and in accordance with board biola 9323 meeting conduct the comments will be read in the order the email was received email comments on agenda items will be accepted during consideration of that item in the event that an unusual amount of email comments were submitted for any

enfield if you can please time the 30 minutes yes pat please begin the first email comment is from angie bacon good evening cbusd school board i would like to take this opportunity to address the intent of the school district to request reimbursement from sycamore academy for the use of space it is outrageous that the district would first and foremost send a letter
requesting payment of this exorbitant amount when any without any previous discussion second of all cbusd did not uphold their end of the agreement as landlords the district did not provide the basic needs of the site as any landlord would need to the site by the way the one the district is asking for close to 250 thousand dollars for was empty
used for storage and eyesore to those of us that live in the neighborhood before sycamore got there the basic needs that were not and have not been provided include internet access campus phones working clocks no lunch tables or playground equipment these are just some of the ways that cvusd did not honor their agreement with us it is appalling to me that the school
district would treat children and families this way we are future city usd family sycamore is a k-8 school meaning most of our kids will end up back in the cdus district system for high school the district should take note of this as it is a disservice to themselves to aggravate families that will eventually be part of their district they claim to
value all children so that should reasonably extend to sycamore students too keep in mind tonight ladies and gentlemen of the board that we are close to an election and we are all struggling is this the path you want to take is this how you support the community is this how you support all children thank you andrew bacon
audrey han to whom it may concern i am a parent at sycamore academy and i'm writing to request that you please consider a full forgiveness of the fine issue regarding over-allocated space from the beginning cbusd has not upheld their end of the legal contract with sycamore including withholding or creating roadblocks for internet access landlines new playground structures
lunch tables custodial equipment working clock time and construction etc due to the lack of stated items we lost many families cbusd was partially responsible for decline in enrollment and we ask that you consider this in your ruling due to ca california sb-98 cbusd continues to receive funds for students who are no longer in their district this means that students that the more
who were with cbusd last year will be missing out on funding that was allocated to them for their education it doesn't seem right that cbusd while already collecting money that rightfully belongs to our students is asking for even more money sycamore is a k-8 school meaning most of us will be back in the district for high school
please consider the devastating consequences you are creating for our future students and cvusd's vision statement it indicates that all students are valuable and unique and that community partners are essentially rich in the lives of students we are your community partner i challenge you to stand by your vision and live by your its words i know that you are in the
position of power and that you have the right to exercise that power by demanding a fine however i implore you to consider whether it is ethical to ask a small neighboring startup school for a quarter of a million dollars in fines knowing it will destroy us in the hearts of so many families just because you can so many kids have
gotten a new start at the school and a renewed hope in their education please don't take that away from us do the right thing and forgive the fines thank you for your time parents be dear cbusd board members i hope this letter finds you in good health my husband and i are writing regarding the fiscal payment that is being required to be
paid by sycamore academy gino hills first i want to say that we were very shocked to read the letter that was addressed sycamore for payment of thousand 244 seven dollars and fifty two cents with the date written on october 8 2020 and giving a deadline of 15 days to make payment sycamore academy has been a blessing for
our family in these difficult times we are leaving every we are living everything so much unanswered sycamore supported our family and knowing that our children's education is reliable excellent and professional we have the satisfaction of knowing that our children are in good hands in march when cv when cobit impacted everyone dukemore was able to organize distance learning for our son and made it a
smooth transition in just over two weeks our son they google chromebook loaner and they were organized and professional my son went to another school previously for tk they had a very structured learning environment and his tk class was only three hours in p.m as working parents the schedule was difficult for us and the teachers were very rigid in their teaching styles
our son is a loving boy and loves to learn however he is a very kinesthetic learner and can get easily brought forward when he came to sycamore his kindergarten teacher mrs lee's worked with us and established in various methods in teaching our son as we collaborated both home and school he was able to grow flourish and thrive
he was at his other school we were always worried that he was going to get a bad report from his teachers her son is now in first grade and again he is doing so well with his current teacher mrs bohr he comes home every day and tells us he loves school what we love about sycamore is that they
give us so many options from blended hybrid learning to complete distance learning or coming into school each day they have us choose what is right for our family our daughter just started kindergarten this year and loves her teacher our daughter loves art sycamore provides a wealth of education that incorporates sciences arts and we even have access to rosetta stone
for her to learn spanish please reconsider this request or give sycamore academy more time to make this payment our children are our future we need to help them grow and give them the resources to accomplishment to accomplish this we feel sycamore is not a school for our children but they are also like family danny castillo cbusd board

the wildemar campus to come power wash and clean our school with their own supplies some of the families previously requested changes and fair treatment at a previous cvusd board meeting but our pleas were largely ignored cbusd's actions negatively affected saxa enrollment sycamore academy cbd cb lost quite a bit of families at the beginning due to examples listed in
number one and more unlisted sycamore students families are future city usd families sycamore is a k-8 school meaning most of our kids have been up back in the cbusd system for high school sb 98 did not benefit sycamore family academy fairly the bill was passed this summer that was a direct financial hit to non-district schools money allocated with our tax dollars is
not going to your child for the next two years as the campus location opened in 2019. money was distributed to the previously attended school instead following the students enrollment unethical to demand this large fee especially in the midst of a pandemic it is is it ethical to place a hefty penalty to a small startup charter school that is already operating on a
marginal budget just because cbusd can thank you for accepting these points in the upcoming october 2020 board meeting for my sycamore academy cv parent dennis castillo audrey pond and that is a duplicate from the same person so i won't read that diana lee dear cvusd board members in these unprecedented and chaotic times please choose not to punish that which has been out of
our control sycamore academy has been a blessing for our children even more so for those with special needs or underprivileged those outsides of the usd school district who are not fortunate enough to obtain a quality education as you may know especially with your extensive experiences parents enjoy options for enrollment sycamore received enrollment intent forms and provided a conservative
estimate however the amount of students wasn't met the first year this happens with every school every district and sycamore is of no exception we like choices and we have chosen sycamore academy for a small school without the backing of a district 244 000 would be detrimental to the health and well-being of not only the organization but also the children
please choose not to punish our school our administrators our teachers parents and most importantly our children thank you diana lee sandy padilla genova unified school district i am writing this letter in support of sycamore academy my daughter is a student in fourth grade she was previously enrolled at lydle elementary since her attendance at sycamore she has greatly improved in all areas of
academics she was struggling at lydle she needed a different teaching approach that is offered at sycamore and has benefited from the change tremendously the facilities at lytle were very accommodating in contrast to sycamore but any parent would prefer better academic support which my daughter has thankfully received at her new school i am asking that you support sycamore
academy as any other school in chino valley unified the students and staff are in need of numerous resources which will be even more scarce if you proceed with the decision of inflicting such a large financial loss for school these students will be greatly affected and will eventually end up in one of the high schools within school district and already be at a
disadvantage compared to the other students please don't let sycamore fail many students like my daughter need other options to ensure a bright future education should be a top priority and setting up stem focused schools to fail would be detrimental to our community as a taxpayer i feel like my dollars are not being used appropriately sycamore grows and becomes one of the
best performing charter schools in the area cbusd will also shine in the gains of that accomplishment let sycamore thrive so that the kids like my daughter can thrive as well thank you so much for your time sandy padilla hans grab and straw to whom it may concern my name is hans graham and stahl and my son is going to first grade at
sycamore my son went to manchester montessori school from age one until he was able to start tk we decided to put him at glen mead elementary however the experience was frustrating since it was overcrowded and my son wasn't challenged and quite honestly the staff was overwhelmed my wife and i my wife and i was close to put my son's
son back into montessori but we heard about sycamore academy we decided to enroll him and that was one of the best decisions we made the staff is incredible the teachers truly care about their students and most importantly my son is getting great great education and being challenged at the same time despite all obstacles sycamore had in the beginning with the district not
holding up that what they promised such as high-speed internet new playground and early access to facilities etc etc sycamore turned a sad used facility into a great educational facility that is great for both students and parents cbusd should support schools like sycamore that has teachers and staff that is promoting positive learning and great education seymour has restored my faith in
education provided by cbusd we are encouraging everyone to transfer their children to sycamore since they have the passion about teaching that a lot of schools are lacking i expect that cb usd fully supports a great and supportive school such as sycamore academy make today a fantastic day very sincerely jenny voorhees dear board members i am a first-time parent with the more
academy charter school my son attended the two previous years at bre bre is a great school but my son was having trouble excelling there this year we decided to try sycamore academy i am so glad we did he went from crying every day at bre to loving going to sycamore staff is amazing the curriculum is amazing the focus on math science and art
is right at my son's alley he is a little engineer and that side of him is hidden at bre i ask that during a year of such unpredictable circumstances that you do not hold an underestimation of enrollment affect the student's schooling enrollment across the board in california has been down due to concerns of covet many mom friends of mine have opted for
home schooling i do not think you can threaten such an unachievable fine for something that is a statewide problem i will be devastated if this affects my son's happiness in school please put our children's learning as a priority in your decisions about the future of sycamore academy there is nothing better than seeing your child light up about school sincerely jenny worries
carl carley colbin to whom it may concern my name is carly coleman and my family and i have lived in chino valley for 15 years i have three amazing children two of them have attended or are attending cvusd cbusd was a good fit for my oldest and she currently attends ayala but for my son cvusd was not an
appropriate placement he has special needs and since the day he was three we've had issues with the district we previously placed him in private schools just to avoid our district our district has a poor reputation for being accepting towards people that are different sycamore has been very accepting of my son since day one regardless of his disabilities
and more families especially kids are choosing other options which fit the child's needs sycamore has been that option for a lot of families that are fed up with parents not having a say in their child's education we strongly feel that cbusd has not wanted our school to succeed before it even opened cvusd has not upheld their part of the
bargain with sycamore since it has opened he didn't have internet old playground equipment that was supposed to be replaced with a new one nowhere for kids to eat lunch and multiple other issues i hope and pray that an agreement can be made that benefits both sides we love our school and are pleading with the board to reach a positive result

before her third birthday we went through the district to obtain an iep she received an excellent education at live oak when she started kindergarten at chaparral it wasn't going well she wasn't severe enough to really be in a special education exclusive classroom which is where she was she would come home stressed out and scared to return when we transferred her to sycamore in
february she was in the regular classroom but they still honored her iep and even gave her extra assistance that truly helped her blossom i am very concerned if she cannot continue her education at sycamore my only other option would be for either my husband or myself to quit our job we need two incomes to be able to afford
to stay in our home so we can properly help homeschool our daughter to make sure she gets what she needs please look at the bigger bigger picture when you make decisions my entire family's livelihood depends on it morgan wagner roll down cv usd did not uphold their end of the agreement as landlords cbusd did not provide the basic needs

were also cuts to all school districts there is a lack of compassion to place a hefty penalty to a small startup charter school that is already operating on a marginal budget just because cbusd can shall i continue yes yeah we still have nine more minutes yes pat we have approximately nine minutes remaining april r to whom it may concern
i have two children in sycamore charter school in chino valley unified school district i am very alarmed to hear the amount of money this school is being penalized especially when they were not even allowed into the school for months for months out of the year due to the pandemic last school year i feel horrified at the greed involved
when the school district did not do its part last year when they were getting started to try and shut down a school with fees of this magnitude is so beyond ridiculous and you should be ashamed as a district my children love this school and you want to take their school of choice away from them all my children went to cal arrow i did
not want to return as it's overcrowded and has and had its own issues so we wanted to try a new option please find it in your hearts to not try and shut this school down before it ever had a chance children are thriving here please consider removing this fine as it's excessive people are chino resident cbusd board my father has been an
accountant for 40 years and cannot even follow how this outrageous amount was calculated from the superintendent's lecture it seems beyond rational that this number has any relationship to the actual cost to the district this seems particularly egregious given what we are all going through with covet 19. the kids have not even been allowed to go to school
cbusd did not uphold their end of the agreement as landlords some examples include no internet access which is pivotal for a steam school and extremely frustrating for admin and the teachers who struggled to get their lessons to work on their personal hotspots not allowing admit access to the campus until the week before school began which led to lots of delays not putting
in new playground instruction until well into the school year when it was scheduled to be done over the summer the kids had no playgrounds to use during the long construction period no lunch tables which meant our kids literally ate lunch on the ground no working office or classroom phones so the office staff is operating on cell phones which is
very convenient to say the least not to mention a serious safety hazard if you have no way of reaching classrooms or office in the event of an emergency no internet no landlines and shoddy cell phone service could have led to a nightmare situation that i don't even want to entertain no working clocks anywhere and they refuse to replace or fix them
no access to janitor's closets until about a month or two into the school year these are just some of the ways that cbusd did not honor their agreement with us some of the families requested changes in fair treatment at cbusd board meeting but our pleas were largely ignored and sycamore had to take the situation to our own hand and pick up the tab cb usd's
actions negatively affected our enrollment we lost quite a bit of families at the beginning due to all the things listed in number two cv usd caused sycamore to gain a reputation as unprofessional and unprepared which directly led to loss of students lastly it is unethical and petty to demand this large reimbursement fee especially in the midst of a pandemic
thank you for your time regarding this matter doctors jamal and brina desai the members of the board of education cbusd thank you for this opportunity as a physician leader policymaker and enforcer i do understand the circumstances and obligation the board has to stakeholders as well as the community at large budgeting and projections are difficult to keep accurate but planning is based
on good resources on what resources are available the resources given to sycamore academy have been used for good which is rare in itself this is a significant part of the budget for a small institute that repurposed the space as parents were grateful to the district for giving them the opportunity and to us to reap the benefits these decisions
are never easy despite the good intentions of all parties involved i write this letter in hope and understanding my wife and i have been involved in teaching from toddlers to medical students as such we truly have lived to understand the importance of the synergy of a system and its teachers great results are definitely not in the name
after vetting many such systems sycamore had deeply detailed lesson plans communications in which they focus on character building and powerful citizens rather than fundraising and bread oriented education it is an experiment that has been tried and true elsewhere and has humbly tried to put footings down in a new community hours the school leaves no kid behind and no stone unturned i was a product of
a magnet program in lausd in some of the most difficult counties i live the benefits of a well-integrated structure and we found them here my first question was how is this sustainable with such a diverse multifaceted education system they said the dedication of the parents the teachers belief in the school and the district support please allow the future of chino hills
to maintain its funding in order to progress into the new world with well-built citizens crime is down safety is up the surrounding communities walk scores soaring the feeling of progress and hope has been reinstated parents are confident kids are happy to learn and the area is thriving thank you number one cbusd did not uphold their end of the agreement as landlords

i am the parent of two student athletes at chino hills high school and i am in support of the health safety and well-being of our son and daughter and i'm urging cvusd today to please allow them to resume organized youth sports on campus it is so important for their mental and physical health and well-being thanks so much
i hope that you will allow parents such as special education students to choose in person school in small cohorts which is easily done when the sdc classes have 11 to 16 students normally chino valley should follow the state and county guidelines and pursue a waiver to allow special education cohorts like many school districts have already received this district already has a great plan
to keep students and teachers safe there are some students that need to remain in distance learning due to health needs of course but that is a small percentage my daughter's iep is not being fulfilled because she is not receiving her assessment and plan for independence and mainstreaming services like one-to-one aid and ot assessing writing and typing issues
is not possible through google meet zoom she has to wait to receive her iop required services and assessment until she is back in person but no date is given there are kids in her class who are home already very unsafe and have no help with struggling with technology or math because their parents caregivers have to go to their job to afford rent
food these kids are falling behind and their ieps are in violation most students are regressing and having bad behaviors and parents are unequipped to help these poor kids with their anxiety and frustration it is time to open for special education students so they can be supported properly by our districts trained professionals we should not be forced to move our
students to private charter schools to get our special education students in-person learning and iep services special education has opened in following school districts safely over 10 orange county school districts opened for special education first bonita last week upland ontario montclair hesperia glendora next week october 19th alta loma next week october the 19th corona norco possibly end of october open for all
grades are 10 orange county school districts many charter and private schools with waivers in san bernardino and surrounding counties numerous day cares in the area that have to provide access to distance learning lou alec we are ready to start blending learning now please i'm asking that the chino valley unified school district to start blended learning sooner and not later my wishes are that
the school board should please support it as this virtual learning is affecting our students mental health and welfare not to mention their sanity we as well as my child and her friends and their parents are ready for the chino valley unified school district to begin blended learning online learning is stressful and the students feel their school year has not

and they had an idea they had an end date to culminate their senior years with the drive through graduation this is our students last year in high school they will only remember they were stuck at home in their rooms doing school virtually the students missed the pierce student teacher administration in-person interaction let's not leave our students with a

their love and care for their students shines through daily though our teachers are doing everything they can to teach their student my daughter's needs are not being met in fact she's regressing my daughter is non-verbal but i assure you she still gets her wants and needs across she hides from the computer daily and cries both during and after session because she is
overwhelmed skills that she has worked for years to develop have completely vanished from her current abilities my daughter was finally making academic breakthrough in speech pt and ot and was growing academically back in february now all that work has become undone by distance learning my daughter has had to fight for every breath in her body since she
was born due to her medical conditions and disabilities and now she has to fight to be educated and get the services she needs and so many of her peers deserve she is in the vulnerable population in and is at greater risk than the general population and still we feel she is suffering far more from distance learning than she would from covet 19. this is
coming from a parent that has been in and out of the hospital for the last eight years with her child please consider giving special education the option of returning to school with blended learning being in the classroom even one day a week would greatly benefit her i am asking this as a teacher of 14 years and as a parent that has

1 board meeting our children are missing out on key learning fundamentals that they receive while in school these early grade levels are critical times in this life of a student they set up a child for success in later grades not just academically but socially and emotionally as well we have two children currently enrolled with cal aero academy
in kindergarten in fourth grade they used to be excited to go to school and learn and be around other kids their age now it is a daily struggle as parents to get them to log on on time and stay engaged with what the teacher is trying to teach to 30 plus students through a screen trying to get our kindergarten to stay
online from 8 30 a.m till 2 p.m daily is hard no five-year-old wants to nor can they stay engaged any activity for that long it is urgent that the school district applies for the tk-6 waiver and reopen schools as soon as it is safe to do so for our district while there are some parents who want distance learning to
continue please consider the large amounts of parents who want to return to what they know as normal and have our children return to school and return to quality education thanking liz and gary ingram cindy barbosa board members i addressed the board last month regarding my granddaughter that is a special needs student in the district and i hope you will allow me to
address you again i understand the need for distance learning and i think it's best way to teach the majority of students in our area while dealing with the covet pandemic i have a 12 year old granddaughter that started junior high in the district this year and she's doing very well i believe that these older kids adapt and can handle learning in this matter
in fact she's pulling straight a's and has adapted very well but i also have a seven-year-old autistic granddaughter and for her distance learning is a terrible struggle struggle she isn't able to grasp the concept in the same way as her sister teachers and the staff are doing their best but these kids need to be in the classroom most of these students have a
hard time with handling the idea of doing school at home it's impossible to explain to her what she is doing and why to watch her take steps backward is so heart wrenching with distance learning these special needs students ieps are not being met for these students this document is so important and is a lifeline for them when you vote

be a proactive approach for the coming school year so i mean that is fantastic and um i also do want to say that that um you know the the culvert 19 survivor weights for the center control disease as a week of 9 28 the age of 0 to 19 99.97 percent that's 50 times better than the seasonal

from closed schools we know that this is affecting our children desperately and we have to you know make a change and we see la county schools you know sending up the raver for pre kindergarten and second grade in person so that is a good sign and i do also want to make a note and that is there's a there's a petition
signed and it's called the great barrington declaration and this declaration was founded by three people that is dr martin koldorf a professor of medicine at harvard university an entomologist dr sutra gupta professor of oxford university etomologist and dr j that's all i'm going to say there professor of stanford university a physician entomologist and they say the most common compassionate approach
that balances the risks and benefits of reaching herd immunity is to allow those who are minimal risk of death to live their lives normally to build upon immunity to the virus to a natural infection while better protecting those who are at the highest risk those who are not vulnerable should immediately be allowed to resume life as normal
simple hygiene measures such as hand washing staying home when sick should be practiced by everyone to reduce the herd immunity threshold schools and universities should be open in person teaching extra activities such as should be resumed young low-risk adults should work normal restaurants and other businesses should open up arts music but for people who are more at risk may particularly if they wish
while society enjoys protection conferred upon the vulnerability by these who have built up her immunity so you know dr himfield you know it's been it's been almost seven eight months and um things are getting real rough our children are having are having a rough time and um like i said that tk that waiver we passed that waiver obviously we're not going to open
up the first semester you know it would take it just the teachers already set up they set up their routine so it's impossible to even consider that but being proactive starting up creating a video getting people ready with blended education that is a great approach because if we have that waiver then we can go take the next step

learning um because we all acknowledge that face-to-face instruction is the best education that one's children could receive however because state had a mandate we couldn't do what we were able to do or supposed to do up to today there are approximately 115 school districts in california who have opened up campus and most of them in a hybrid model where you have limited
students in a small classroom setting following all procedures that are necessary disinfection cleaning masks and our flexi glasses and and thank you for our staffs who have just learned that uh purchased over 30 000 or approximately 30 000 plex glasses dividers for every single desk in our school district so thank you for that so we are well prepared prepared
as best as we can be today however there is a problem the problem of being in a county one of the largest county instead of cal i mean whole united states where it's not easy for us to meet that goal that is has been set by the state we're supposed to move from purple to red but when you have a size of
san bernardino county it could take almost many more months and perhaps maybe a year who knows it's very difficult it's not only difficult for our staffs our teachers who are eager to coming back and our staff members who's eager to come back to their work and especially our students that who had missed their friends and their their teachers and and and and learning
as we had a meeting last time about el cap and achieving the goals we have been seeing the evidence of lacking our math goals reaching their goals for especially math if you would have a student self-learn math and all different types of math you show me one there are very few it'll take classroom instructions for one to
achieve or has a goal to to go to college perhaps or higher education and this is what our parents are talking about tonight the students who are participating in athletic programs they need to be out there today as of today that perhaps about 18 seminar county schools and districts have applied for a waiver for the same reason
if it could be a weeks or a month that we have the assurance that we would turn red in every segment of our town our district then we would perhaps should wait but i think not as with other parents this is a san bernardino county to reach that goal of going to red in every town and every square miles in san
bernardino county could perhaps take a long time so i'm going to go with other 18 county schools and districts favoring asking for a waiver where county of san bernardino would health department would examine by preparedness and time and and don't look at the numbers too and should we receive that waiver we'll take baby steps small classrooms k26 with all the precautions
and all the practice that we should be being practiced what we really practice on campus so i'm going to assign with all the parents that who have sent us an email tonight to support our students first but also reminding ourselves that safety comes first we must take steps to make sure our kids are safe once school is open once waiver is
granted i don't know when i thank god that i have finished my education but look at our students that there are tied up at home tied up on computer and we hold some expectation on them as we have experienced in our education and that is not fair but time such like this we need to come with love and compassion

which has to do with conditioning programs and so i just want to clarify because i think clarifications are important we had a majority of parents in those emails expressed they wanted their children to participate in athletics conditioning following safety guidelines that's not something related to either sub item b in-person instruction for our special ed population or sub item a
the t k through six waivers uh dr enfield uh i think there's some misconceptions about sort of the waiver situation in san bernardino county as well as los angeles county i think there's this uh i think rumor if you will that los angeles county is applying for all these waivers and they're being granted since you are attuned to this and
day-to-day you know in the thick of it can you use to sort of give us the landscape of what's actually happening with these waivers both in san bernardino county and our neighboring counties in san bernardino and the majority in l.a county and in san bernardino the vast majority have not applied for for waivers i don't have the exact
number but it's fewer that have applied than not currently in our county i know upland uh applied and there is one from alta loma that is pending at this point that's the last latest data that i've seen thank you my secondary question is we granted you authority in board meetings over the summer to make decisions on a day-to-day basis
regarding the ever-changing situation of covid 19. is there anything that stops you or the experts on your district staff that you work with from applying for a waiver when we move into a situation where the numbers would dictate that makes a little more public health sense that board resolution gave me the authority to go ahead and to do that but because of the decision
um i wanted to to wait uh because my recommendation was for it to be in red to apply okay thank you any other comments mrs mrs hernandez or mrnandus no i don't have anything okay thank you um i have a couple of things uh first i'd like to start off by thanking all the parents community members and especially
our students who took the time to email me with their thoughts and concerns i too read through almost all of them we received so many i have not gone to every single email yet but i have read a majority of them let me start off by saying that i know this is a very emotionally charged uh issue and subject and and quite
frankly no matter what decisions are made on the diocese tonight we are not going to be able to there is no magic solution we are not going to be able to to meet the requests and and wishes of every single stakeholder in the district and we understand that uh dr enfield i'd like to follow up with of with just speaking for
san bernardino county uh upland unified has applied for a waiver but they have not initiated any process to bring those students back into the waiver correct that's correct and of the other public districts in our county that have applied for and received a waiver most of those are isolated remote communities that have little to no community outbreaks is that correct
yeah they i think most of those are in yellow okay you know i know that this has been truly difficult the current learning environment and for our students and families i'm a parent with a school-aged daughter she's a freshman in high school i see this in our own home i know the struggles that families are going through
but it's important that we continue to put first and foremost the safety of our students and our community academics are are are going distance learning 2.0 is in a much better place than we were at the end of last year and we will get our students back into classrooms for one-on-one for in-person instruction i'm just not convinced that now is the
time are there any other comments from board all right mr na yeah dr norm anfield um regardless of the waiver process isn't it true that we're continuing on daily basis preparing for that day that when we're opening the campus and that our students will be all safe yeah we continue to we're continuously implementing all of our safety
procedures you know we've had walk throughs with our administration teams to go through the school sites to look at what we put in place and to ensure that we have you know multiple people looking at the procedures in there we continue to look at our equipment and we continue to add stuff as other ideas come out from other
school districts that we we talked to continuously so we continue to look at how can we make our schools safer as we uh as we wait yeah thank you yeah because i just heard that from another staff member where he had actually visited another school district and how they're preparing for pandemic here and so thank you for being proactive
okay any other questions or comments from board before we vote seeing none in regards to item a mr cruz yes mrs gagne no miss hernandez no mr gnaw aye and i'm a no there are two yeses and three opposition the motion fails two to three moving on to item b which is approve a small cohort in person instruction and services for
students with disabilities pursuant to california department of public health guidelines effective as soon as possible may i have a motion so moved second from the motion by mr in the second by mr cruz is there any public or any comments from the board mr schaefer mrnandish so in the agenda regarding this item it says that the california
department of public health authorized small cohort instruction for students with disabilities who need in-person specialized services and support not available current distance learning models a cohort is a stable group of no more than 14 children or youth and no more than two supervising adults or a configuration of no more than 16 individuals total in the cohort in a supervised
environment in which supervising adults and children stay together for all activities including meals recreation etc and avoid contact with people outside of their group in the setting back in september uh when i brought the the item forward because um la unified i believed had approved moving forward with in-class learning for students with disabilities uh dr enfield did some follow-up and they
have even though they approved it they have not yet carried it out um but and i know that tonight the majority of requests to speak or address the board have been about sports but there have been um since september emails from parents with students who have students in our special needs classes who require specialized services who have
asked us to consider this item and at one point i asked dr enfield if he knew based on the surveys how many of our special needs students how many of their families were interested in returning to the classroom and dr enfield do we have that information we we have to go through because we did the uh switch where we asked parents to
put in their information of who wants to go from distance to blend it and blend it to distance and so we're going through those numbers so we're having to figure which ones can how much room do we have for all of those so we're still going through that piece of it okay because i i mean um the california
department of public health you know they authorized the cohort instruction for our students with disabilities but we have to keep it within the guideline so uh i i just think that this is necessary but i want to make sure that we're able to stay within the recommended cohort um and if we have more than if there's a lot of interest then how
would we achieve that let me address that so if the board was to approve this item we would have to go through class by class and individually look at which ones we would be able to bring back and which ones we potentially would not and so there could be a school that has a class that comes back there could be
the exact same class at another school that we're unable to meet the guidelines that are set forth by the state so we would have to do that we would know because we would be following up with looking at each each classroom how many students how many adults are going to be in there how many are below 16 or above 16
looking at some of the ieps to ensure that we can meet the requirements of that so it wouldn't be all kids good to come back it would have to be uh selective of looking at and meeting those guidelines and and from my understanding some of the districts that have brought very small groups back that's what they have done in other districts that have
brought some back they have not brought back all of the students it's been a very very small group of students at the districts okay so um you could decide that right you could decide because we gave you that authority that we're not going to have classrooms with 14 children like we're not going to max out based on
the recommendation from the department of public health you could decide that you want to start off with a smaller cohort is that correct no i we we would look at do we meet the guidelines that are set forth so some classes could be at 11 some could be at 13 some could be at 14 because if i change those guidelines there could
be a class that you know if you're trying to bring them back we would be looking at trying to bring them back every day with this particular group i would assume that's what you want because otherwise we would get into okay this class a we can only bring one third of the kids back so the kids are
going to come one day one group is going to come on monday and i'm just making this up and one would come on tuesday one would come on wednesday and then we'd have to figure out what do we do the other two days i don't think we want to get into that type of program i think if we're
looking at bringing it back we're going to look and say okay this class we can we are 16 and below and we can meet all the guidelines we would bring that one back for the the total five days otherwise we would be breaking other classes up so some classes could you could potentially have a class that the kids could only come one day a week
because of the dynamics of it and the number of adults and support in that classroom so those are the things that we have to look at so for consistency and when i go through this item i'm looking at we would bring back the classrooms where we could bring all the kids back five days a week okay so no blended
learning well these classes are already small to begin with so they're they're at the size of what are current classrooms of 31 students 30 students in the class and if you split that class you're down to 15 kids or if you had 28 you'd be down to 14 kids so those numbers are are very similar to what we would do
if we were bringing back all of our blended students okay thank you mrs gundy thank you it seems to me that we're still trying to figure out based off of the secondary survey we provided to our special education parents you know what their current election is um since we made these initial requests for preference over the summer we're still
in the process of review and analysis so i'd like to motion to table sub item v into the november 5th meeting when we can be provided more information and the public can be provided more information to make sure that we are making a conscientious decision in the best interest you know of the special ed population so is that going to be a substitute
motion yes okay so we have a substitute motion to table item b pending further information uh provided by district staff is there a second hearing no second the substitute motion does die we revert back now to the original motion with additional comments or questions from the board mr na so dr enfield you would feel that we are able to
proceed uh serving our special needs uh student population as cd ph guidelines and mandates so we decide to open them up i i want to be clear my recommendation to the board is not to bring anybody back until all of our cities are in red but if the board proves approves this tonight i will have to follow those
guidelines and we will have to look at each class individually and make sure that that class meets the guidelines that are set forth by the state to bring the students back so we would be following those guidelines and make sure kids will be safe and our staff will be safe yes we would follow those guidelines for for those purposes but again i want to
make it clear that there may not be every classroom we may not be able to bring back thank you dr phil i have a quick question is there any way at this particular time to choose with any equity the students that would be in these cohorts say that again would we be able to choose providing equity to this entire um
group of students is is there a way to choose who's going to be provided in-person instruction in these cohorts is there any equity in that decision-making process i'm assuming there's going to be those that are selected and those that aren't and so yeah i'm trying to try to make a point that the process doesn't provide for equity for all students at
this point and that sub group of students that's correct because i could have the same exact classroom at school a where they're not we're not able to bring them back but at school b we can or i could actually have two classes at the same school and one could come back and one may not be able to come back
okay so i mean that that is a a possibility and again in in reaching out to a few schools that have done this they've done it on a very small scale and they have not brought all their kids back because they're not able to and they've done it on a case-by-case basis and have really individualized and i've
heard there's been some schools that actually have only brought certain kids back from a classroom uh and again i don't uh that's not my recommendation my recommendation again was that if we were in red to bring them back and then we can bring everybody back that's just my recommendation okay and of those districts that may have have
done that i'm assuming most of them if not all of them are much smaller than we are and the numbers of students are significantly less and more manageable well i i know ontario our neighboring district has brought some small groups back and they're very they're they're a large k-8 district okay um you know i will say uh that
not that all of our students are important of the three sub items that we're discussing tonight this one has caused me the most sleepless nights i my heart goes out to these families and to these students because i do know that they are struggling but i keep going back to one thought and i can't get this one thought out of my
mind and that is if it's not safe for the entire population of our students to return why is it safe for this population some of our most vulnerable students and i just i just i i can't in good conscience use them as as a test case for the district i just i can't so is there any other comments or
questions that's very common okay uh i too am deeply concerned about equity issues um you know in in the background on this recommendation from dr enfield this this is one of the considerations um and the decision of who gets to come back and who does not i don't see how that's going to be equitable um and this is a population who you know
does need supportive services you know this is exceedingly hard with distance learning you know i would welcome an exploration of what we can do with an understanding of distance learning is certainly not ideal for this population if there's a way to be creative with the supports that we're providing but i too echo mr schaefer's comments this has caused me a lot of deliberation
and deep thought because i know that these families and these students are struggling but i too look at the public health numbers and i know that many of these students are also immunocompromised and have medical conditions and so i would hate to first of all not be able to provide equitable access to each of these students but then potentially and and out of no
one's you know uh purpose uh one of these students um and ending up contracting covid so i too feel that you know because of the current situation in our numbers um that you know we just can't do this equitably at this time thank you dr enfield uh mr and i had done she could go first okay miss
hernandez please um dr enfield are you saying that if a parent opts not to return their student to the classroom that they have to return to the classroom well it so the they selected into the different programs into the distance and into the the blended and we're going through so there could be a parent currently who who is in blended who
wants to go to distance but we're not going to be able to to make that accommodation as we look at those numbers because we're still going through those right now so so there could be parents out there who right now they do not want to come back but they're they've selected into the blended program or were placed into the
blended program and aren't able to get into the distance program okay but we're going based on their surveys yeah on the family's choice okay thank you mr not please so dr enfield um you have said ontario montclair hest uh special news program right now opened up yeah they brought back uh some small uh individual groups yes but without
full uh waiver process that doesn't require the weight it doesn't require it no the the the small cohorts do not require the waiver and the k through six requires that way okay and have you heard any concerns over their program right now it's been a very small program and i don't think it's been going on very long
so i haven't heard anything and i haven't followed up on you know are there any major concerns or anything like that i see thank you any other questions or comments from the board none we will vote on item b mr cruz yes mrs gagne no miss hernandez yes mr gnaw aye and i'm a no there are three in favor and two opposed
the potion does pass three to two [Music] approve school-based sports conditioning programs pursuant to california department of public health guidelines effective as soon as possible may i have a motion motion by miss ganya the second by mr naw comments questions or discussion from the board mrs gagne please um so for this item i have uh probably not surprisingly
a series of questions and i do think there's some pre-determination in the community of where various board members stand my questions are just to make sure that whenever we implement in any stage with this district during covet 19 that we're implementing a game plan pun intended that will you know facilitate our students and staff being safe so i
just want to ask a couple questions for clarity so first and foremost i think there's been some confusion about what this will do um and what this is meant to do and the intention and what is literally in the item is to allow for sports conditioning so i just want to clarify that the district does not have the authority
to green light season starting so this is specifically for sports conditioning in our programs in terms of my questions i think question one is do we currently have the equipment such as thermometers and other safety measure equipment for each team that would want to resume conditioning yes we have all the equipment okay and it is my understanding that
um at some point in the summer and correct me if i am miscategorizing this june sort of time frame many of our programs had to submit a safety plan because we just simply didn't know nobody knew sort of what school would look like in the fall is that correct yeah we we had a meeting with our athletic directors and coaches and
activity directors and they we went through the guidelines because we were getting ready to bring them back but then the state put some other requirements and changed things and so they have been preparing and as part of that process they had to they have to submit their plan their phase one plan and that's just the conditioning in some sports that's all they have to
to submit some have several phase one phase two phase three depending on how much contact there is within that sport uh the athletic director needed to approve it and then the second part of that it needed to go to risk management and then risk management looked at it and approved it or made us requirements for changes that needed
to go into those plans so most of the sports i believe have have probably already submitted those and have already had them approved and are we allowing for the use of indoor facilities uh at this point no that would not be uh it's everything has to be outside in small cohorts of 16 with social distancing and what will happen if there is a case
of covid that that pops uh for one of these teams on one of our campuses what will be the protocol the protocol would be to do our contact tracing to notify individ you know all and notify everybody that had was there to send out the communication uh to the parents um and throughout the district regarding uh that there was an active case that we
did our contact tracing and based on uh who meets the criteria we'd have to have them stay at home and do our isolation um and it could be just that several people could be one the only person who had it or it could be the the whole cohort thank you mr na yeah i'd just like to make a comment to uh dr enfield should
this pass we might have to have additional staff members or additional coaches to make sure that the kids are being safe especially their outdoors um i don't know how we'll be able to uh supervise them well with safety readiness that's part of their plans that they have to submit if they can't meet those requirements then they wouldn't be able to bring them
back so if i'm a coach and i'm the singleton coach and i have 18 players i can only meet with 16 as a cohort i don't get to meet with the other two on a separate date i can only as that coach meet with only my 16 up to 16 players and there would have to be another individual to be able to
cover the the other two in that scenario and so they will have to work that out as part of their plans that they're submitting that's part of the process i see good thank you mr safer mr hernandez please um dr enfield can you um share with us exactly who's considered sports well if i'm correct um as part of this
when we look at our all of our sports uh the band students receive pe credit so i know they would fall into that along with our you know our cheer groups because they fall under that the the sports so those are the groups that we're looking at okay and then um i know it it hasn't been raised
and this may be something that i'll request to be placed on the agenda maybe for november is that sports conditioning if this were to be approved then i i would argue that we can also approve the performing arts they could rehearse outdoors i really do think that we're we're placing a significant amount of emphasis on the student athletes but we
also have our performing arts students who are just heavily uh affected by the inability to um carry out what they enjoy doing most and so um i i think we need to start taking that into consideration because they can have outdoor rehearsals as well but i do want to read from our agenda regarding the school-based sports and it says the current
california department of public health guidelines prohibit activities including school sports that require close contact close contact is contradictory to efforts for reducing the risk of covid transmission so on here it says prohibits the activities including school sports but the agenda item reads sports conditioning so i is it one in the same or is it two different things
the only thing that's allowed right now is the conditioning based on the guidelines that's the only thing that is allowed right now okay that that wasn't included in our in the agenda it only included that it prohibited the activities so conditioning is that what you're saying that they authorize that they authorized yeah that's the as as i read the
agenda item it said uh that that opening phase that schools and sports programs can only open outdoors with the conditioning those are the guidelines oh so we're taking that to mean conditioning yes okay okay that that was it thank you yeah i have another comment too um since it's limited to outdoor and conditioning and they cannot use inside facilities
in our school therefore we might have to think that perhaps we need to provide some equipments on supplies that students might need to do that outside of the facilities they're not allowed to be using equipment and sharing equipment as part of the guidelines oh you can't no there's so much limitations yeah okay thank you okay mr cruz do you have a comment yes but
the key is is that they're socializing that is the primary objective together okay confirm that this will be obviously we've established it will be outside i'd also like to establish though that this this will be outside of the academic hours and completely voluntary correct it'll be an after-school activity yeah it would be set up for after school
and it's completely voluntary for the students yes yes absolutely okay it's not a requirement to be a part of the team okay and we've established that each coach and site they were required to provide the district with a reopening plan and plan action plans for returning with small group uh cohorts is for conditioning if we find there are problems with
compliance with these plans what's what are the district's options at that point at that point i would shut it down okay so compliance with these plans um by staff students all stakeholders is paramount yes okay are there any other questions questions um so just for i just sorry um so i i have a question just using a
classroom um you know as an analogy if we had a case pop in a classroom at a school site what would be would we then have all those students quarantine or what would be the process if i had kids in the classroom if someone was positive yes so well it no it would not it all depends on the
contact tracing so you'd have to look and see you meet with the teacher you're going to meet with the students and gather that information in talking to school districts in orange county who have already gone through this when they have a positive case in the class they've gone through a couple of scenarios they've either one only had to send that the the
positive child home when they found out that that child stayed home and nobody else had to go home and do any of the 10-day isolation from the the class and there's other classrooms where they had to send multiple kids home and i don't know yet so i don't want to say i don't know of a case yet but there
could be but i don't know of one where they have had to close the whole class for 10 days but i do know that they've had cases where just the kid was positive and nobody else had to go home or an adult was positive in that room and then other cases where they had to send multiple people home in that
classroom and just this is based on your outside knowledge of these situations i understand but is that because these kids all got tested no it was just based on the the the the guidelines that are set up for the contact tracing and it depends um you know if if i'm in the class how far apart i am
am i wearing a mask uh did i have enough distancing was i was i closer than six feet uh for extended period of time so those are that's kind of the basic guidelines uh i haven't officially been trained but we have a number of staff members who have been gone through extensive training in the contact tracing yeah
um i guess my uh it's not opposition it's just concern i should say um is that when we look at i'll use an example ncaa athletics pro athletics who have an abundance of resources and have taken precaution upon precaution you know when a case arises they're shutting down facilities or a coach of you know a top three
football team is just taking himself out of the coaching rotation so my concern is just oversight and i feel like that's going to be a challenge a staffing challenge as well as just a day-to-day challenge so um that is my concern here and so you know i'm just concerned that there there is a case and on a team or a couple cases on a
team i just want to make sure that the district um will be proactive in you know unfortunately having to you know shut down the conditioning activities or what have you yeah we um we will be very proactive with that but again my concern becomes if there's a lot of cases it's a it's a taxing resource to have the people out
there to be able to do that if it's just a case you know one periodically that's a different story but if you're doing min if you're doing one a day or uh it becomes i don't think people understand the amount of hours usually when we're doing contact tracing i can tell you my staff has been up to
10 at night finishing up the contact chasing and they're here early they find the case they're going through it and there is extensive numbers of people that you have to contact with and make decisions uh within that so again if it's a lot of cases it would be taxing uh on our staff to to do that yes
absolutely mr not before you begin it is eight o'clock i believe current board policy requires us to have port consensus to go past eight o'clock is that correct no penalty no it's nine o'clock i believe nine o'clock pat can you pat i think it's nine o'clock it used to be two people used to be ten now it's nine nine yeah i thought when
we changed to our six o'clock start time it moved to eight o'clock with a nine o'clock end time no it was the old under the old time at the seven o'clock it was at 10 o'clock so we went six did not yeah perfect my apologies mr notes okay okay uh in the past experience um i think it was a
one of the sport program after school and um we were looking for first aid uh band-aid and this is small things um because there was a little incident but we were not able to find the box with all the supplies it was high school and it was like meant to be a giving a high school site to be responsible for
those of supplies and the phony students athlete students but i think circumstances like today we must provide wipes hand sanitizers etc that that is crucial including the first aid kits to make sure that our athletes would have them and districts should be able to provide for them because sometimes it's very difficult to find the supplies especially uh
when campuses are closed and after schools we have the supplies yeah and make sure we have to let the coaches and and uh athlete directors know that they're able to get it through us or we provide for them um i don't know the cycles so make sure that students are protected that's all part of the plan and part of

they told the story this person was um laying on the floor in your curb and nobody didn't want to touch the guy because you know they suspected they had spinal injury and then one said you know his mouth there's a puddle of water in his mouth you know but nobody never dawned on you know you know they were so concerned about
the spinal cord and unfortunately he passed away and you i heard this today um a friend of a friend about a single mom um she almost lost her job because she had two young children but the company you know they worked with her but she had to reduce her 20 pay and then on craigslist you know they have job offers for people
making eight to ten thousand dollars for the preparation of evictions next year and then i think about the whole budget the whole umbrella of the budget of california where it emphasizes the el the foster and special ed you know there comes a point when things fall apart and the question is i just hope we don't get to that point
where we then be reactive and try to fix it but i don't know i don't know what direction we're heading towards but um i just hope for the best thank you mr knox yes um yes special needs parents uh thank you for raising your children thank you for your extra effort and then us appreciate you for your
sacrifice and your love i remember attending a special student's uh dance at don lugo high school and and i had a blast because children's were so pure and i could only think i wish i could grow up and become like them and all the work the parents have gone through with your children does it result in something good and
hopefully that you would have your children in school in learning because that is your prime concern after tonight's meeting nothing is easy in this life and and one of you have shared with me that your best hope in your life will be that um that you would not go before your child and that that is concerned that you have
24 7. so thank you for being a good mom good dad for your child and we're truly blessed because of you thank you miss hernandez so i wanted to start off by um something miss kanye touched on briefly uh prior to our vote is misinformation um that is you know sent out um by employees to parents in an attempt
to advocate for something that they believe in and i'm all for that what i i don't appreciate is the absolute blatant lie regarding how we're voting to put out there exactly you know a vote and a specific date about when things are going to return i i just really think that in a time when we are already um
dealing with a lot of stress and anxieties that i i think it it would be better served to simply encourage parents and players to advocate without embellishing uh what is occurring i also appreciate the fact that it looks like maybe there was a discussion about our votes prior to taking the vote um there's a lot of repercussions
possible repercussions and so i would really encourage staff district employees that in trying to get parents and families involved that they just be honest about their their attempt and i'm all for advocating for your cause but just please do it the right way and not in a way that it alludes to infractions by board members um dr enfield i i do want
to bring forward at for the next board meeting uh discussion and it could just be a discussion item about how we also provide an opportunity for our performing arts to return i don't know that in the sports conditioning if that included dance but there are those students who also have really the need to return to their program
and theater uh theater could rehearse outdoors they don't necessarily need to be in a building and i just think that we need to visit um this item and even if it if we don't move forward maybe start talking to the teachers who run these programs ask them for a safety plan but i think that we should also start
looking at restoring what brings joy to those students um so if we could do that i would really appreciate it and lastly i i just want to remind the community that elections um will take place november 3rd and so when we return to the boardroom um well when some of you return to the boardroom i won't be returning um on november 5th
that there will be have been made a decision about those that will be sworn in in december and so i just want to share with the community a little bit of of my history before getting elected um to the board and so i i ran for the very first time in 2010 unsuccessfully it was um after a time
when a current board member and others decided to close three schools in addition to that prior to that they had passed a resolution in opposition of of uh representing every family in the community and so it was with that and some items that had occurred um involving my own children that i decided to run for the board and didn't make it the
first time but uh for there were two seats up and i was the third highest vote getter so i was close but i do want to share something that has stayed with me for 10 years and to mr nah you said to me outside of the boardroom after i had lost my election and you said someone like
you will never be elected in this community and i want to thank you for that i want to thank you because it was those words that encouraged me to run again in 2012 and to seek re-election in 2016 when i beat you and got more votes than you so those are things that the community needs to know
you need to know who you're voting for you have spent money that belonged in the classroom the two of you mr cruz and mr gnaw have pursued items that didn't involve public education you took it upon yourselves to spend money that belong to the students of our community and the fact that you mr not have the support of the three mayors for the
chino valley community is kind of disheartening and i would hope that the community pays attention to that because they they in turn are saying that they support your wasteful spending and that they support the things that both of you have said and done mr cruz has been extremely discriminatory in his role as a board member and so i ask and encourage the community
to please please consider who you're voting for there is an individual who's seeking reelection who also was part of the majority along with mr not and mr cruz and i i i'm just going to say that every election cycle everyone says this is the election of our lifetime but i would say for the chino valley community this is truly
the election of our lifetime for our students i don't have a stake after may of 2021 i have a senior and um i i think i i did my best for eight years i i did the best that i could under the circumstances while being part of a minority but i still achieved a lot of the goals i want to thank um
a lot of the assistant superintendents who who supported my quest like sandra chen who helped me so much with lunch and um you know restoring minutes to to the lunch period was was one of my big things you know the recordings i i won't say that enough prior to me coming on we didn't have recordings of the
meetings and i'm not going to go into all of those things but there there is true need to elect the right people to that board room and i just want to thank the community for allowing me to do that for eight years and there's an individual you all pay attention please community pay attention there's someone who's part of the charter schools and some of
you support charter schools i do not this is a public education forum if you want to support charter schools they have their board of directors go run over there um but please chino valley voters pay attention public education matters and with that have a good night uh mrs gagne please uh yes uh good evening um i first want to thank the parents who
sent emails uh the conversations that i had um and and they've been very in-depth uh you know over the last couple weeks you know i don't think that many of the topics that we're discussing are new at this point but they're still top of mind i just want to briefly comment on the method through which the action items were brought tonight
i do take contention with the fact that we and on our role as a board is to look to experts to look to people who have been in district management and are day in day out minute by minute seeing everything going on in the district seeing what's going on in neighboring districts talking to public health officials um you know this is their full-time job
and passion and i do take contention with the fact that a very well thought out principled recommendation was made a couple of weeks ago and an immediate response to such recommendation was to go immediately against every point of the recommendation i think as a board we have a responsibility to take what is presented to us and then research it if we take
contention with it do our own homework but that requires time and dedication and effort to holistically evaluate the situation um so i just want to note that you know i don't agree clearly we took votes this evening on things i think there's some major equity issues which is why i voted the way i did on certain things i think some
things are voluntary others are not but i would just endorse that we listen to the individuals who are proposing how we keep our students safe who are evaluating every day how we may be successful because i think what is being overlooked and in some respects i understand it i think this this is wearing on everybody i think many of us thought i'm pretty
optimistic i thought this was going to be over in may or june and i think a lot of people thought this was going to be a couple month thing and it would have dissipated and it has not and so i completely understand where everyone is coming from you know cvusd community members and larger community members but we have
to be conscientious about what is going to be success because i do think that we will not be successful if we rush back and then have to close again i think that's going to be detrimental in so many ways to our families and our students if we are not in a public health situation that allows for us to be
successful and there was a lot of illusion this evening to the county it is a fact that san bernardino county is the largest county in the united states it is very spread out we have communities in this county who are in yellow but that's because they're not very populous and they don't have the same problems with population density
we are in a part of the west end of the county that is very population dense right next to la county right next to orange county i mean let's not pretend the 91 freeway is a magic barrier you know i don't know how orange county is in a different tier than we are but it's not a magic barrier and i think we
need to look at our cities and that's what is being evaluated so i want to know what's happening in ontario in chino and chino hills and the reality right now is that while chino hills is in the red tier and we can have a long conversation about socioeconomics and everything else about why maybe chino hills is in the red tier
and chino in ontario are in the purple tier and the majority of cities in the west end of san bernardino county are in the purple tier so i would just endorse that as we move forward that we are just if there's a recommendation made whether it's from a community member whether it's from the superintendent that we take time to be
evaluative because i don't believe that as this was brought instantaneously that that happened thank you dr infield you have any comments no comments tonight thank you okay i just have a couple of comments um first i'd like to thank the community members again that provided all their thoughts and concerns regarding the items that we took action on tonight
also like to thank community members who submitted emails regarding sycamore academy and the issues are there i will say this that miss hale and her team are obviously entitled to their own opinions but they are not entitled to their own facts and there are facts that are indisputable when it comes to the facilities use agreement between this district and sycamore academy
sycamore academy and their board on their own rejected the technology portion of the facilities use agreement with this district that meant they were going to go out and seek their own internet their own phones and their own technology the district was under no obligation at that point in fact we had to go in and terminate services because they refused to sign
that portion of the facilities use agreement this facilities use agreement is the same agreement that we have with the legion steam uh the steam academy another charter and it is the same services that are provided to our elementary sites so it would have been the exact same services that our sites have and they chose to provide their own
services so any shortfalls that may have come with technology as far as phones internet and so forth fall squarely on sycamore academy the other issue is before i before i joined the board sycamore charter was denied by this district they were subsequently approved by the county board of education which means the county board of education is responsible for their
oversight and support services not chino valley unified school district the only obligation we have to sycamore academy is to provide facilities under a prop 39 request which is the facilities use agreement that i was alluding to earlier so to say that the district was negligent in any of their duties regarding the quote unquote tenet agreement between cvusd and sycamore academy
is simply not true move on to some committee reports baldwin rop the district administration has completed the move from their off-site administration offices to our new building of the career training center which is our main site uh we are currently in the process in fact they just received an email tonight that we have uh forwarded and submitted our cteg and k-12 strong
workforce grants both of those provide much needed funds for the continuity of multiple cte classes that are available all students in the participating districts which are chase v joint high school claremont unified and upland unified along with chino valley china valley parks and rec the city parks and playgrounds have reopened the city is allowing youth sports organizations to use city
fields and in small stable cohorts they do fall under the same guidelines that we approve tonight for our sports teams to return so they have allocated fuel use um at a few of their facilities where they have staff to monitor user groups and that is all that i have and that concludes my comments i do adjourn the regular meeting of the
