the ways our schools have been able to remain connected during this pandemic chino high school has been doing the most to make sure our students feel included and supported in this virtual climate we are in the middle of class tick tock competition which the students are loving there are so many more activities we have going on but we wanted to highlight
those that have been the most effective at roman at reuben at ayala high school students can stay connected during the kobe 19 pandemic through several raffles and virtual spare weeks publicized on our digital platforms for instance we have hosted school-wide activities class competition games cahoots and other virtual activities that any student is able to join we post weekly mindful monday graphics
that emphasize important aspects of choosing to be mindful towards yourself and your peers don legal high school has been keeping students connected by creating the internet bond with students teachers and parents by keeping spirits high and not letting the pandemic stop school functions such as games and spirit days virtually students in all schools have been diligent and keeping connected during
this pandemic have a wonderful night and happy holidays thank you very much justin moving on to comments from our employee representatives let's mix it up a little bit tonight and start with mrs bearden from champ good evening president schaefer school board members dr enfield cabinet and chino valley community congratulations mr bridge mr cruz and mr nah for your election to the
school board december has been a busy month for champ champ members donated over one thousand dollars in gift cards to benefit our school district's hope center i'd like to thank julie frandale the assistant principal townsend for organizing the donation drive earlier this week the association of california school administrators region 12 honored dr kimberly cabrera principal of don antonio lugo high
school for secondary principal of the year and trevor corenzo assistant principal of wickman elementary as co-administrator of the year for 2020. this week we learned dr christine henkel the principal of oakridge elementary will get to join her family in texas as she has accepted a position there beginning in january dr escalante principal of marshall elementary will be joining the san
bernardino county uh county of education as a curriculum coordinator for multilingual programs we wish them both well and will miss working alongside them today champ presented mr jones retiring principal of woodcrest junior high with a small retirement gift as he enters a new chapter in his life we hope he will keep us posted on his retirement adventures
finally congratulations to mrs ashley barnett on her promotion to principal of woodcrest junior high it is a well deserved honor thank you for your time this evening have a merry christmas happy hanukkah and happy kwanzaa be safe and take care thank you mr bearden uh brenda walker a.c.t president good evening president schaefer board member superintendent and field district staff community and
guests mr cruz mr na and mr bridge i want to congratulate you on your board seats on behalf of the members of act and i look forward to keeping in contact with you more regularly and congratulations mr schaefer mr knott and mr bridge on your positions i know that all employees are dealing with the health crisis as they
as best they can classified certificated and administrators we're all working hard to ensure staff and student safety but the pandemic is affecting everyone and especially the special ed small cohort members who are testing teaching and providing services to small cohort classes of course we want things to go back to normal of course we want to have the
interactions educators are used to having with their students but normal regular classroom instruction and delivery of services is not our current reality and each day takes a toll on everyone mentally physically and emotionally the number of emails we all get from dr enfield reporting on confirmed kobe 19 cases at our school sites show us that we are a long way from
normal i ask you board members that as you review the info you are getting from staff and the community to please consider that more special ed small cohort classes are scheduled to return in january and take the day-to-day minute-by-minute activities that happen to keep students and staff safe while teaching and providing services into account when making any future
decisions thank you and i wish everyone a safe and happy holiday do not see mr hernandez so we will move on thank you mrs bearden and miss walker for being here this evening okay moving on we're now on uh comments from the audience on items not on the agenda as noted in the public advisory posted in the agenda staff will now read into
the record the names and comments of emails received during the specified window in accordance with board bylaw 9323 meeting conduct the comments will be read in the order the email was received email comments on agenda items will be accepted during consideration of that item in the event an unusual amount of email comments were submitted for any item the
board will hear up to 30 minutes of comments in the case of non-agenda items the board can if it chooses hear the remainder of the comments after all business has been conducted pat did we receive any emails we yes cab and i will begin kevin busher huge thanks to all the amazing teachers staff and principals working so hard to educate our kids during this
crazy pandemic especially the special education teachers aids ape ptot speech and staff that are in person right now the larger issue way more important than covet is our students mental health and the large increase in suicides i was notified by leader in corona norco district that there have there has been 11 suicides in that district during school closure
kids have increased anxiety and depression due to the isolation and lack of socialization so we need to open schools as soon as possible before it's too late to help those kids struggling and thinking about suicide we agree that probit is real and the search in icu is a serious issue but not for those not for this school board to solve it's
time to seriously talk about opening schools as soon as possible because scientists and doctors agree schools are safe don't spread and should be open safely it's time to pull teachers and parents after the christmas break we should be in dialogue discussing what is best for students we have over 560 teachers in support of parent choice of opening schools as soon as possible
we want to allow parents to be able to choose as they did back in july those parents that want to continue distance learning should be given the same choice all the current data supports the original theory that schools do not spread covert to students and teachers contact tracing has proven that teacher staff and kids are catching it
outside school especially with school safety protocols in place despite the heroic efforts of school administrators and teachers to educate them online many of our children are falling seriously behind academically students are excelled and thrived before are now failing all classes supportive opening schools dr fauci says schools are safe and every effort should be keep them open several panels of
pediatricians have said that it's safe to return to school and their own kids are in school governor gavin newsom is in support of opening school safely and sends his kids to private school in person all studies have concluded that large majority of kids under 18 have mild symptoms only kids proven not spreading covet especially in school safety measures both president trump and
president-elect biden agree schools should open biden wants all schools to open by april 29th all education experts agree distance learning is not best way for a majority of kids to learn teachers they are essential workers that need to be protected just like all other essential workers can be done with current school safety protocols thankfully all data shows that teacher risk is
extremely low even if they contract cobit number one under fifty ninety nine point nine eight percent recovery rate number two under seventy ninety nine point five recovery rate coping vaccines are approved and teachers are in phase two deployment of the vaccine thank god only two school-aged kids have died of cobalt in california and only 162 in the u.s
this is even with many schools open in california and most other states completely open orange county has been open for several months and several charter and private schools have been open since day one of school year in san bernardino county with waivers why not public schools in san bernardino county author jeanette noble is director of covet response for the ucsf emergency
department the real risk is not opening the schools as students are suffering from ever increasing levels of anxiety and depression due to prolonged school closure and i have watched children struggle with social isolation and online learning our children need to be back in school they are experiencing significant potentially long-term and unnecessary adverse impacts from state rules that
have failed to prioritize schools further exacerbated by slow-moving county health departments and superintendents that in turn failed to display an appropriate sensitivity in schools when we enjoyed our lowest levels of public prevalence in september and october school is the path that's time next email is from a a person with initials s a good evening i hope all of you are well
thank you for your time and the opportunity to address the board due to the current conditions surrounding the coronavirus global pandemic i have concerned as an employee in the classroom with the decision to bring more students on campus january 6 2021 i understand that at the time this decision was made the coronavirus numbers look very different than they do now the virus continues to
affect our families friends and co-workers i am asking that you please consider discussing the possibility of allowing us to continue distance learning when school resumes in january thank you for your time robert mckellap i am putting our words below and attaching a document from several teachers at walnut avenue elementary school which we wish to be read at the cbusd meeting tonight
we are the senior teachers that are yelled at excuse me we are senior teachers at walnut avenue elementary we are collectively grieving the loss of our precious student who passed away suddenly last sunday less than two weeks after returning to in-person education we acknowledge that the cause of death is unknown at this time we beseech the school board to reverse
the decision to bring special education students back to campus for in-person instruction we recognize that this the decision to bring students back to campuses was based on information known at that time we looked to this capable board for support and wisdom in their decisions made for the benefit of our students it is nothing short of admirable for this
chino valley unified school board to revisit this previous decision in light of new information namely the dramatic increases in local coveted cases and deaths students first safety first this is our district model and number one priority thank you for your consideration michelle savage dear board and dr anfield please look at the actual science on cobin and not just
put governor's personal agenda he doesn't even follow his own guidelines so why should we be holding our kids to this untrainable standard these kids all our kids k-12 need to be back in school for their mental and emotional health teachers are essential and should be held to the same standards as other essential workers if our teens can go to work they can go
to school if our teachers can go shopping then they can go to work if the school district can offer in-person and distant learning then parents can make a choice this life is not successful and many teachers are holding students to even higher standards than they do in the classroom teachers are not as available to meet with this has gone on almost a year other
states and even many schools in our own state have students back full time give us that option thank you michelle savage steve young my son is struggling with distance learning he gave up in math and stopped trying all together it was this was brought up to the counselor vice principal and teacher i was told he couldn't be moved so now
he's forced to take semester two of math while failing semester one makes no sense depression is also a major issue we've been to hell and back this semester as a family he he needs school and we need him back in school it's a mental health issue for a kid you're supposed to be our kid's future my son has never failed in class until
now he's not dumb or a slacker the future is now please help our kids we've also put in for a transfer please help me get my son the change of scenery he needs please open up the schools for in-person learning steve young carrie sharpt to dr enfield and the chino valley school board i urge you to please open all the schools
we are to protect our children and we are doing the opposite by keeping the schools closed we are damaging our children and the longer that this goes on the more damage there will be every bit of research out there shows that schools should never should have never closed i sent an email the other day dr infield about the horrific fact that
corona norco school district has had 11 student suicides an absolutely heartbreaking tragedy only to never even receive a response back from you about tragedies in our own district why is that have we as a community had such tragedies as well please do what is right and give these kids the option of returning to the classroom this is wrong in so many ways technology
really did hurt our children this time it causes to go into a system of sitting them in front of a screen all day leaving them frustrated and unmotivated in addition please add back in the sports conditioning over the break as if it to hurt them even more you pulled this from our students the day before the final
the last finals keep safely doing what they loved outside truly it is unbelievable to me that this would be done at our children to our children yet again taking the small amount of joy away from them at the time that is already so difficult please open our schools and trust that people will continue to take the precautions needed
other schools have successfully done this and we need to do the same as soon as possible those that are not comfortable can continue with their distance learning thank you carrie shot rhina keen hello my name is tim edmonson and i'm the owner of art specialties and we specialize in digitally printed graphics for school my company has developed a line of
hands-free safely distance floor games so your students can play together as we climb out of the valley of cobit 19. the products i want to do today are called call footprints we named our products at footprints because all our games are played a foot which means that there is no need to sanitize game services after they are used our products are also
designed to keep safe distance between players at all times the games are challenging fun and easy to install they can can be applied to concrete asphalt carpet and linoleum so they work well outside or inside our products are already being used at daycare facilities in a few local schools that have already opened with much success the games can either be
purchased individually or as packages we offer discounts if you think if you order in bulk each game has a qr code for instruction on how to install and how to play i'm sure that you're all looking forward to safe return to in-person learning whether it's this school year next and i'm happy to inform you that my company has a perfect solution
to help incorporate physical education and resist into your school day ash audrey hahn dear cbusd board members we are approaching 10 months of school closures and enough is enough children are suffering not only academically but socially emotionally mentally and spiritually kids across california are suffering rates of suicide physical abuse sexual abuse depression anxiety etc etc are rising at an
alarming rate their research and scientific data do not support justification of school closures in fact it's been shown over and over again that this virus is not easily contracted or transmitted by children especially when you're being careful with all the cdc guidelines in place there is absolutely no reason to keep schools closed aside from the greed of
politicians open our schools now do not wait for tragedy to strike in our community before you consider the great damage that is being done to our children sincerely a very concerned parent audrey hahn kimberly ruiz hi i would like to know why we aren't applying for the waiver and getting our schools our kids back to school according
to your survey done at the beginning of the school year more than 70 percent of families want their kids back at school for in-person instruction at some capacity we need to get our kids back to school the damage that is being done to our children far outweigh the risk of the virus have you considered the mental and
emotional damage that is being done to our children how many students are failing how many are depressed our children need interaction with other students and teachers they need in-person instruction learning it's not right why are the schools in our county and other counties able to open safely and we can't i'm not that we can't it's that you
won't i beg you to apply for the waiver and open our schools at the very least do another survey to see how many parents want the waiver do something i'm tired of watching my children's struggle anna rivers this statement is in regards to reopening of schools i am a parent of a sophomore in the district i am writing this because i
know i am not the only parent who feels this way while many parents are feel fearful of the virus that's affected everyone's life and understandably so there are many of us that strongly believe in the power of choice number one i choose not to let the spirits control the emotional and mental well-being of myself for my children two i choose
to allow my child to attend classes in a classroom setting three i choose to have my child educated by a live teacher not a computer four i choose to allow my child to participate in clubs sports and activities five i choose to follow the science that states children can and should be back in school six i choose to accept the consequences
of my child becoming ill whether from covet influenza or the many other sicknesses that have always been around seven i respect those that may choose not to take the risk and continue with distance learning eight i choose not to let my fears disrupt anyone else from going to work getting educated or going about their lives nine i choose to urge cbusd
to reopen school safely for those who choose to send their children back to school most of all i am asking the board to not take away the choice of having my child properly educated thank you gabriella gillick all i sent this email back in october and i feel the same today teachers are essential to children and schools need
to reopen we have learned a lot about the virus from when this all started and know today how to deal with it better i understand currently there are increasing number in covet cases but cbusd needs to start making a plan to reopen in the very near future schools closures are a disservice to our children and feel students are not being taken
into consideration and only staff studies have shown students are not super spreaders and repercussions of closures will be much greater than covet itself please remember by keeping schools closed you are not considering students their mental health house school is safe payment for some and are currently widening the gap for those that don't have the resources and those that
do at home if schools do not reopen i will not have any other option but to pull my student from the district and enroll her elsewhere um michelle michael partida my name is michael partida and i have been a lifelong resident of this amazing city i write to you today to ask that you open all schools in the chino valley
although we are dealing with this coveted situation the actual data does not support keeping our precious students at home schools look at the data right too many students are suffering from depression drug abuse isolation sexual abuse and anxiety to mention a few students grades have tanked all across the country we have a tier one problem online learning
kids aren't meant to self-manage themselves that's why we have schools schools provide an environment that promotes academic and social emotional learning we need all teachers back in the classroom doing what they do best i understand the teacher's health concerns but the health of our children is deteriorating teachers are essential just like nurses law enforcement etc if hollywood can continue to film movies
and our children surely can go back to school therefore i am advocating that schools open the chino valley unified school district for those parents who want to send their kids back to school sincerely michael partida scott rosen 8.1 percent of students in our county experience homelessness each year how can these kids do school at home there needs to be a choice for family
and teachers what is good for some is not good for all and by a person by the name of randy full good evening i am an employee that will return to campus on january 6 with moderate severe population i wanted to express my concerns and hope that you will take in consideration that that take into consideration we
were should not on campus until it is safer knowing what you know now about the rapid increase in cases in our county even our school district would the board still vote yes as it did in october special education students who are suffering the most are students who are on the diploma track mild moderate rsp and sdc they are
having trouble accessing and grasping the curriculum online many of them have dreams of attending a university and obtaining their dream job but their grades and motivation are suffering these mild moderate rsp sdc students future are being affected however the moderate severe students who are returning are on the certificate track to graduate and a majority will automatically go to an adult transition
program regardless of their gpa and if they met their annual iep goals why was it determined that january 6 was the most appropriate date to return students and classroom staff should not be cleared to come back until a few weeks to a month until after winter break has occurred as we have noticed in trends cases of positive cobit 19 always
spike right after holidays parents will be eager to send their child back without thinking of the staff who works with them you have the power to think of us and can delay the turn thank you for your time and that concludes public email comments we are now at changes in deletions pat are there any changes or deletions
the following deletions are on the agenda ciis item 3c1 student readmission cases case 1920-18 page 27 is pulled from the agenda and human resources item 3e1 certificated classified personnel items page 106 under appointment extra duty activities delete the name catherine deal thank you moving on now to action items we are now at action items the first action item tonight is

gagne please uh yes i just needed to pull this item for the agenda as a shareholder of carlton fields i have a conflict of interest and i cannot vote on this item thank you any other comments or questions we will now vote mr bridge yes mr cruz yes mrs garnier's recusal mr nah i i'm a yes preferential
yes motion passes 4-0 with one recusal and preferential voting yes we are now at information items board members are there any questions or comments on the two information items seeing none we will move on now to communications mr cruz would you like to start this evening yes so probably um dr anfield within um well first let me explain um
you know i attended the um the award renaissance at chino high school and also the christmas parade you know those were fantastic um events that they uh they made and those kids they had they had a great time and you know looking at their eyes and all those experiences it really matters you know them and the like i said the experience
so i'm really happy that they're thinking about things to do for our children um you know sometime in march you know obviously we know the vaccines coming and so those staff and faculty you know you know those that are concerned to come back hopefully you know you know they have they could take their vaccine and start school start back to school again
so that's good news you know probably will happen in march so hopefully we're back and going back to school so that's good news i want you you know the oath that i took you know this is pretty powerful and when you look at this oath this is really about the generations of generations of of americans and it's it's about
taking care of our future children and our grandchildren that are always coming and coming in this great country and so you know in education as a school board everything is really about our kids everything and so some people may think oh this is out of line or this but not really when it comes to the oath that we take
in the state of california and the whole entire country this is about our children ultimately everything matters everything so um dr hanfield i'd like to have an action item next next month i like to bring back the rotation you know i want to place the action item to appoint the president through the former current system that we allowed
each of the five members to rotate into one year term as president i think that's that's the best you know everybody gets elected mr gnaw received outstanding number of thirty k thousand and i think every person has a right to be president because we all got voted in in our community so let's face it that's fair okay so i want this to be placed there
it's just fair every one of us here we're all been voted in by people in our community also there's another one up that means a lot to me this really means a lot to me miss dr enfield i want to i want a resolution stating so you know anyway how we will rephase it rephrase it and that's
chill valley unified school district has no plans to make the covid vaccine a mandatory requirement for students and staff employed in our school district that really matters it matters to give peace to our parents and also parents want to know board members that will decide whether it will be mandatory or not that's so key because it's coming it's
coming the pike maybe three four or five maybe next year but this mandatory is going to come and the parents need to know that's critical and then you know this was a beautiful uh i received a statement from a coach a beautiful coach talking about the importance of athletics and so forth and i just want to read this because you
know he has a he has something he writes down for kids you know he says the game of such and such teaches those involved many life's lessons that will not otherwise be learned it develops positive characteristics that are valuable throughout life such as teamwork integrity commitment discipline dedication selfishness the objective of our program is to provide an incredible high school
experience such as all coaches and players support staff become better people a result of being around the game a coach will impact more young people in a year than the average person in a lifetime you know when it comes to sports oh boy our kids need need to have fun and play you know when we think about our bodies
our bodies were meant to do work and for now we play so our bodies are meant to do work and play and we should just go full blown and let our kids be kids there's another thing i want to talk about this this oath and i got to be honest with this i'm not going to be really
i believe in this and when it says against all enemies foreign and domestic i mean i gotta listen to my consciousness and look and see because you know i am a human and i see things that are not right so i'm gonna say something i'm gonna say for our children and grandchildren the same people that committed the
russian collusion those efforts the impeachment they're americans this is more dangerous than the civil war so much deceptions and lies you know i hear sounds too you know it's quite interesting you know all my life you know obviously as a special ed student i used my sounds i hear things i'm really good at that and i can sense when i annoy people
but i do what i do out of my heart so much you know we're facing the greatest threat in our us history you know we need the full facts what happened in the american election process it's so critical to get this right because if not there's not going to be a future for our children we will not be a future thank you
thank you sir uh mr not please yeah i have attended uh chino high school drive-through rally uh it was really moving um those 25 students who had came with their parents in their car had received certificates and along with that they got to boost a spiritual boost from their teachers staff members and and secretaries and uh custodians and security guards and
and also from principal it meant a whole lot for them some were in tears and really wanting to come to school i could not imagine that while being attending school in 10 months i would have off time from school and that wasn't a summer vacation it has never happened to me before but our students are going through that
and my parents are going through that this time the state is trying its best to mandate and control our coronal vitals but evidently it's not working we don't know why and how but their policies are not getting support from even from my local county uh the sheriff's offices there's a loophole as somebody said on an email it's been 10 months their
kids were not able to attend school and and learn and our teachers they were a lot of them are anxious to come and teach too but we have to tell them you know what it's we have to look at the color chart it's it's purple it has to turn to red and that's a statewide policy today but in order to have the county of san
bernardino county actually having any chance to turn into red from purple of their numbers it might even help with vaccine could take years so that's something unheard of so i like to see our superintendent consult with our legal counsel should time is ripe and safe enough to open to school but there are still existing mandate from the the state
banning us opening up the school for our students we need to fight back we need to fight for those students came here tonight outside shouting open our schools schools are public schools we're in business of education that's why this is called board of education the school district it's about education i think we've been hurt by the most by this covet 19.
we have such a terrible system right now that's dysfunctional when you look at hospitals i'm i'm hearing from the kovit patients and all people family members who have lost their family members from kovite 19 where hospitals are so packed their their their loved ones are in a body bags and they got certain time to uh have them pick them
up because their hospitals are full and it's telling me that our system is not ready to to take care of our citizens and we have to take care of our students there are many uh sites adults worry about the students mental well-being where they're depressed they don't see the future in them and because of this uh mandate from the
the state that's not really working well so i think we need to prepare ourselves as our school district to make sure our education goes strong for the sake of our children of course with the safety in mind but we need to prepare for for our kid's sake we could not afford to wait for another state mandates and their green lights because they're
not dependable and i'd like to again appreciate and thank the students who are here tonight and also the parents wanting to school open back up so that they could be educated it might take time but our district will endure this and prepare and and open up the schools as soon as possible um hopefully all this bad experience
will go away with this december's ending now so as we had mentioned uh some of us as we were getting older how important the family was so please still make the best time out of this season and celebrate merry christmas with your family members thank you again for all the parents and all those students and our teachers and our staff members
and our cabinet members for your hard work even through this distress we shall be the best school district in california thank you thank you uh mr bridge thank you i gave most of my remarks uh earlier but i did want to take one quick moment to thank the city of chino uh mayor iloa the the city council
chino and and the entire staff for the last saturday evening with the uh with the drive-through uh parade uh down at ayala park it was a very fun evening uh i understand they had over 800 cars that participated through and my arms felt like it waving at all of them but it was it was a lot of fun i'm glad we were able to do
something it was nice to see a lot of families being able to get out and do something in a safe way they were coming through the cars with masks on and it was just a very nice evening and just wanted to make sure that i added my thanks to that event thank you thank you mrs gagne please yes thank you um this evening
i just want to begin by first of all thanking the students and parents um who came to the district office sent in emails to voice their concerns over policies relating to the reopening of schools i wholeheartedly endorse our community being involved you know in this deliberative process and appreciate the time and attention on that people are spending towards the
education of our students i'd also like to thank senator leyva and the honorable judge peterson for coming this evening um to swear in the newly elected members of the board uh in in saying that i want to congratulate mr cruz mr naw and mr bridge on re-election and election to the school board i'd also like to thank
and unfortunately we were not able to have some of our wonderful students from boys republic come this evening and do the brief presentation um de la robia rhys has been you know and boys republic has been a mainstay in this community for years and it's unfortunate that the current environment of covid you know we're not able to celebrate you know what happens
in that process those wreaths and that institution um provide some invaluable support for youth in our state and so i just want to acknowledge um the staff the teachers and everyone who's a part of that community and all the hard work that goes into that um you know i feel like we're going to end up with the greatest hits record
here on this board and some disparate sounds and i feel like we're a record that keeps skipping and then sometimes repeating itself but i i do want to make sure that it is clear and maybe this is a fool's errand at this point but i do want to make sure it is clear to everyone what is going on right now
and what is allowed um i first want to state that i don't believe many of the policies that have come out down from the state at this point uh are making a lot of sense um you know as as a member of the chamber of commerce as the incoming president of the chamber of commerce um you know we are getting a lot of
policies that are being shared that make entirely no sense for for business and particularly in chino valley for small business there's a litany of other rules that have come down and one of the things that you know i don't appreciate you know with governance is when the rules keep changing if you think you're so far down the
field and the rules of the game change nobody knows what the rules are and i think there's a general sentiment that everyone is tired of this i think everyone shares that sentiment there's a little more of a light at the end of the tunnel now that we are discussing things such as vaccines and other measures that may be coming
at the federal level and some distinct federal leadership to make sure that as a country we are moving forward and passed this vaccine that being said i do want to make sure that people are aware of the jurisdiction of the board and i understand we are a mishmash of city councils and school boards and water boards and all these different
governing jurisdictions and it might not always be clear who has the jurisdiction to do what but as it relates to vaccines this board does not have any jurisdiction to make any decision whatsoever in regards to a vaccine that will come at the federal or the state level so i just want to be clear that it does not matter what our
individual opinions are we will have if it is mandated or not mandated that conversation has not been breached yet at the state level we will get instruction from the state the california state legislature will make a decision that decision does not fall within our hands and so as i've been talking to parents and communicating with them you know if you do have an
opposition to this please communicate with your state representatives they are the ones in the best position we have a bipartisan set of representatives in this area so regardless of where you stand on certain issues you have an ear same thing at the congressional level we have a bipartisan set of representatives our congresswoman are from both sides of the aisle
and i'm certain we'll listen to community concerns about these issues similarly and again whether or not we agree with the system i i don't like the current system i don't the color system keeps changing the rules keep changing again this is very frustrating for everybody but as of right now given our numbers we cannot get a waiver so whether or not
you agreed with the decision of the board to not apply for a waiver back in october as it currently stands they will not grant us a waiver the charter school allegiance team applied for a waiver they were denied several weeks ago saint margaret's applied for a waiver vastly different school from the charter school vastly different school and attendance from our school
district still they were denied a waiver application what if the county changes that program great but as of right now with a district case rate of 68.49 they're not going to grant the waiver so when we made this decision back in october and the reason that i voted the way i did on the decision is the trend line was not looking good
and i'll be very frank i've been very pollyanna-ish about this covet thing the entire time i was hoping that we were going to be out of this last may or june i tend to be optimistic about things such as this and unfortunately my optimism was not what was predictive of what happened but in october i was afraid we
were going to end up here and here we are and regardless of whether or not we can debate how we got here the policies that are on the table the reality is the county is not going to grant a waiver right now so what are the options yes certainly we could someone just made a recommendation on this board that
we talk about a legal strategy we're then spending hundreds and hundreds of thousands of dollars potentially fighting the state which gives us funding that is not going to be successful so i i do not think doing that is prudent what i will say is we need to look to our state representatives and as of right now there is a bill assembly
bill 10 and there is discussion bipartisan discussion in the legislature here in california about getting students back to school and there are already opinions that are emerging on this legislation but i think what i want to take from this as a community is our legislatures are looking to what is happening and the policies that have come down
from executive orders and from the executive of the state and are deciding to take this into their own hands and make decisions to get our children back to school and further make sure this applies to all children throughout the state so that we are not in a position individual school boards making decisions that do not make sense this needs to be
a consistent approach so every single student in california has access back to in-person learning when it is safe so i just want to be very clear about this because i think there's been a lot of miscommunication about who makes these particular decisions um you know what would happen if certain things were mandated those are just not decisions we can make
they are not within our jurisdiction so i i just would encourage the board that even if you do not agree with the policies and again i've already stated that i don't agree with any of the policies that have come down from the state but let's encourage people in the right direction of where to go and who to communicate with to get these
policies changed and right now my firm belief is it's our members of the state legislature and again we have a very diverse set of representatives in sacramento for this community and so i would implore you to reach out to them and let them know that if you're in support of in-person learning that you support that bill or a bill
like that to get our students back in school but at this time there's nothing that this board could do in an action that would get our students back in school so i just want to be clear about that because i know we're going into the holidays and i although i think this will be a period of hopefully a period of peace and and
some joy and reflection which i know has been very hard to find in this year it's been very difficult for everybody exceedingly difficult for the members of the cvusc community and most importantly very difficult for the students in the school district but i know we're going to end up revisiting this conversation come our january board meeting so you
know it is my sincere hope that we the case rates are going down dramatically that when we have our board meeting the third week in january we are in a different situation and we can start talking perspectively about this is where the trend is going it's going down dramatically we start to see a light at the end of
the tunnel we can get our kids back into school and i don't know what public health measures are going to make that happen i don't know if there's going to be a change in behaviors i don't know if the system is going to change to allow for things but i just want to make sure we're being clear and honest
with what we can and we cannot do because i do not want to set expectations that cannot be met and i think that's very important so again you know i think we all are in agreement to some extent that this is not working we are all in agreement to some extent that these policies that have come from
top down are not working and they change and potentially in many ways make no sense for what they're attempting to regulate that being said i do want people to know what we as a board can and cannot do and i would love our students to be back in school when we are in a position the case rates
right now are just dramatically out of control i am sincerely hoping they start to tumble after the holidays and into february and when that is the case i would love to have our students back in in-person learning i teach at the law school level and i i mean the first to admit that it was not the same experience i'm a
hands-on clinical teacher and my students are not getting necessarily the value they're going to get as if i'm there working with them one-on-one so no one is denying that this is a problem i think it's who we need to look towards and push on for the solution and we really need to push on our legislature to come up
with some solutions because that has been one of the pieces that has been missing in some of this is i think people are wholeheartedly frustrated with executives and decisions they've been making and that's not just california that's in other states and also federally and we really need our legislators to act whether it's congress or whether it's the california state legislature
we need them to act and give all of us throughout the state direction to get our students back into school and further to give us the support we need to make sure it is safe so i you know i hope that this is sort of the attitude we can embrace moving forward as a board i do want to wish everyone in
this community a happy holidays and one thing that i know is very difficult has been very difficult to come upon this year um which is any piece um you know i think that this has been a very tumultuous year for a variety of reasons um there's many things that have gone on that even on their own would cause
enough tumults to last a lifetime potentially so i do wish everyone in our community peace and joy this holiday season and i look forward to seeing everybody in the new year thank you and have a good evening okay thank you dr enfield do you have any comments yes please first mr bridge i want to congratulate you on
election to the board of education i'm very very happy for you and i look forward to working with you and mr cruz and mr gnaw i want to congratulate you both on your re-election to the board of education and then lastly i want to wish everybody a happy holidays and hopefully we all have a joyous wonderful 2021.
thank you i have just a few comments i would first like to once again thank boys republic for the beautiful wreath it's very much appreciated uh mr na and mr cruz congratulations on your reelection mr bridge congratulations on being elected it's nice to have you aboard we look forward to working with you um you know i think all four of us
attended the chino drive-through parade and lake mr bridge said there was over 800 registered cars we were there for about three hours um i had tennis elbow and shoulder and everything else the next day from from waving but it was proof to me that the community and our families are they're starving for something to do for activities and for
getting out and being able to participate and to interact with the rest of the community so as we move into the new year i look forward to looking to see what we can do to help our families and our students engage more a couple of committee reports real quick um currently our cvusd seat on the baldyview rop
commission is a two-year position we are now the the seat it follows the seat not the person we now hold the vice president position for the next two years the china hills parks and recreation commission selected new chair and vice chair at their meeting last night i'd like to congratulate the new chair of samantha james perez and vice chair jennifer hulk kemp uh
interesting side note i believe this is the first time in that commission's history that the chair and vice chair are both women so it is very nice to see and i look forward to continuing to work with them uh in the new year before i adjourn this meeting i would like to please remind board members to stay on
