and a happy new year um but i know our staff is eagerly awaiting um students we there are is there is nervousness and apprehension at the school sites with um um of course the fear of potential outbreaks but staff is still there bus drivers are still taking kids to our special needs students to and from school our nutrition services

pat if i'm not mistaken there were no emailed comments tonight correct correct okay we'll move on then we're now at item one f changes and deletions uh pat are there any changes or deletions following changes are on the agenda human res item 3e1 certificated classified personnel items page 325 under changing assignment correction to the location so that it
reads from chino high school to borba elements there are no further changes or deletion thank you we're going to change things up a little bit tonight on the agenda we do have a couple of information items that are going to be presented by our auditing firm so we're going to allow them to go first tonight's first order of business
and information items the reason excuse me i'm having a moment uh the reason that we're doing this tonight so that um mr scott braddock can be here to answer any questions that the board might have after uh presentation of the audits board members if you have any questions or there's any other information items that you'd like than mr braddock
would be happy to answer those after his report is he going to do a report mr braddock mr braddock please good evening i'll be um giving a brief presentation on the district's 2019-20 audited financial statements um does everyone have a copy of them okay uh so there's a lot of information in this report but to keep this presentation somewhat
concise i'd like to uh mainly go over page 107 of the audit report which is the summary of auditors results page and this page we we show three different sections uh the financial statement section federal awards section and state compliance section and we issue uh opinions on each of these sections and i'll begin with the financial statements um section the
the opinion we issued was an unmodified opinion which is essentially a clean audit opinion there were no there were no instances of non-compliance or any findings that would cause us to modify our audit opinion so an unmodified opinion is a good audit opinion below that we indicated that there were no material weaknesses identified in relation to the
financial statements no significant deficiencies and no instances of non-compliance the next section is the federal awards section the district receives funding from various federal sources each year and we're required to audit um certain federal programs each year so this year we audited the title one part a program and the adult education program and again we issued an unmodified
opinion in relation to our audit of these uh these federal programs there were no material weaknesses identified no significant deficiencies and no instances of non-compliance so again no issues to note there for federal programs and then at the last section is this is the state compliance section uh the district's required to comply with various state compliance requirements each year and
and the district receives funding under certain state sources each year so we have to audit these state programs and again we didn't identify any instance of non-compliance related to our audit of of these state programs that we audited so again um it was an unmodified opinion related to state compliance so with that with that summary of our
audit um are there any questions any questions are there any questions from the board regarding the annual financial audit report saying i'm sorry i believe we're also going to go over our measure g citizen oversight report yes the measure g report so we also performed an audit of the the financial statements related to measure g which is composed of the district building
fund so within this report on page 12 we indicate that there were no findings noted related to our audit we also performed a performance audit related to expenditures uh under these bond measures just to to make sure that they're aligned with the allowable purposes under the bond measure and we documented those on page 17 so item number three on page 17 we
indicate that our sample included transactions totaling approximately 27 million dollars which represented 30 percent of total expenditures of approximately 89 million dollars and through our review of these expenditures we noted no instances of non-compliance in relation to the allowability of these expenditures under the bond measure any questions related to the performance audit for the building fund any questions from board on the measure
g fund audit seeing none um thank you sir for your time we appreciate your efforts and appreciate you being here this evening all right thank you have a good night thank you borders are there any other questions or comments on the remaining information items seeing none we'll move on we're not action items the first item tonight is item 3a1

hi mr cruz yes mrs gagne yes mr na hi and i'm a yes ocean passes five to all the way at the end we'll now move on to communications start with board communications mr cruz yes thank you i like to read this comment from a parent my name is lorraine martinez i have a senior at yala high school and i have an
exciting idea for graduation i like to share it will be held at the drive-in movie theater in montclair they have four screens there we could divide students by last name like we'd expect for back to school registration all speeches will be pre-recorded and played for the audience we wouldn't have to worry about audio because each screen has its own
fm stations that cars tune in too when it's time for diploma students would exit their cars row by row so it's safe and orderly they'd line up with mass and distance they quickly cross the stage to be recognized and returned to their vehicles these kids have worked so hard for 12 years and have never even stepped foot on
campus as seniors their yearbooks would be sparse and unsigned they're prom only a dream no pop no circumstances there will be the forgotten class they deserve better and i think is a great alternative so you know please consider allowing the class of 21 you know this moment so hopefully you know we reflect on you know graduation for our children and
hopefully we could present something memorable for them you know for graduation i like to share obviously we're getting close to to the vaccines and um and i just like to share with your children and your parents of data that's out there and it's good to to formed you know all of you guys of of what we're going
to get into so let me read you some studies one study this study occurred april 2012 volume 7 issue 4. immunization with sars conor virus vaccines led to pulmonary immunopathology on challenge with thesaurus virus animal models after they were challenged got very sick and some of them died conclusion these vaccines all induce antibody and protection against infection with
the virus however challenge of mice given any of the vaccines led to occurrence of immunopathology suggesting hypersensitivity to the virus caution and proceeding in to application of sar vaccine in humans is indicated and the problem is ada which is antibody dependent enhancement or cytok cytostorm kind the issue is mrna starts expressing the virus and then when it comes across
a natural circling coronavirus it could be a month or two the people get very ill very quickly resulting in ade on page eight most of the children experienced severe disease with infection that led to high frequency of hospitalization two children died from the infection with natural occurring common cold infection the conclusion from the experience was clear lung disease was enhanced by
either prior vaccination subsequent studies and animal models that are thought to mimic the human experience indicates inactivity vaccine-induced antibody dependent enhancement that was 35 children and you had 5.7 percent so when these rna vaccines after you're vaccinated for the rest of your life you will have who knows maybe greater sense of sickness or even deaths compared to getting sick from the
covenant 19. and and the issue is this you know as people get vaccinated and as the months go by and then people start getting sick you know because you know when it comes to the media they're very deceptive and they lie so much that they may blame they may blame that the vex that the covet has mutated
and blame those that have not been vaccinated and it's a perfect example of the measle outbreak that occurred a couple years ago so that is something to consider to pay attention to another one informed consent disclosure to vaccine trial subjects of risks of coven 19 vaccine worsening in clinical disease this is october 28 2020 conclusion drum that's studying clinical
implications the specific and significant covet risk of ade should have been and should be prominently and independently disclosed to research subjects currently in vaccine trials as well those being recruited for the trials in future patients after vaccine approval in order to meet the medical ethics standards of patient comprehension for informed consent when i read that kind of conclusion and
raise that concern to the people you know we must have the freedom to decide whether or not we want the medical intervention there is a moral and ethical legal obligation health profession and scientists to assure regulate that people are giving interventions that don't cause more harm than good people need to be fully informed what they're taking another study this was european medical
agency december 1st 2020 several vaccine candidates are expected to induce the formation of hemorrhoidal antibodies against spike protein of sars i can't say this protein but it is derived from human endogenous and is responsible for the development of the placenta mammals and humans and therefore is an essential prerequisite for a successful pregnancy it is also found in in the spike
proteins of sarvirus there is no indication where the antibodies can spike protein of sarvis would also act like that enzyme that protein which i can't say however if this were to be the case this also prevent the formation of placentia would result in vaccinated women essentially becoming infertile to my knowledge pfizer has yet to release any samples of
written materials provided to patients so it is unclear what if any information regarding fertility specific risks caused by antibodies so this means that it could take a relative long time before a noticeable number of cases of post-vaccination and fertility could be observed so that's another one fda briefing moderna covet vaccines december 17 2020 available data do not indicate a risk of
vaccine enhanced disease and conversely suggests effectiveness against severe disease within the available follow-up period however risk of vaccine-enhanced disease over time potentially associated with waning immunity remains unknown and needs to be evaluated further to ongoing clinical trials and observation studies that could be concluded following authorization or licensure so when you hear all this this vaccine is an experimental vaccine
and i apologize it's not even a vaccine it's a treatment it's a therapeutic treatment on the website on monday who financed this darpa awarded 56 million grants for its vaccine technology darpa is a defense research project agency and they deal with everything all weapons everything you could think of the press released from enduring a pioneer mrna therapeutics
what does it do this is what it says it will genetically rearrange the composition of your body quote tapped directly into the body's natural process to produce antibodies without exposing people to a weakened or inactive enough inactivated virus or pathogen darpa are called adept protect develop platform technologies that can be developed and rapidly provide the us population with near
immediate protection against emerging disease and engineer biological weapons in the case when the pathogen infection agent is unknown so this we could consider this as a bio weapon that they have created now in the gulf war syndrome 500 000 troops were given the experimental drug of botulinum and anthrax out of those 500 thousand eleven thousand died and a hundred were disabled i
i cannot if that is the case using this i'm expecting that we're gonna get the same result in this thing okay so so you have a grant from darpa that they want to create this and you know there is there was a scientific study that that this covet was a bio weapon but you know what's what's upsetting is
that the media they just they they don't discuss it they don't have a debate whether it is the case or not and i want to talk about the state home business closures and the facts there were there was a scientific paper done and the conclusion was that mandatory lockdown did not do better than volunteering suggestions so did we change the directory of the
virus at all and we noticed that things are still hyping up things starting to hype up but i'll tell you one thing you know as an essential person you know i've been working out there with kids and i've contracted covet and you know i built an immunity i don't need the vaccine but you know you could sense it they're pushing this
and they're saying oh that's a kid well you you're going to get sick again well that's impossible i'm immune to it i don't need to wear a mask but i do know what's going to happen in the future people like me and i will be wearing my badge of courage because i will be persecuted i know it's coming because they're
pushing this thing so hard you could feel it also i like to say you know i want to talk about you know yesterday you know the biden inauguration they immediately deleted 1776 from the commission report from march and what this means and this is for our kids and for you parents and that is that if you'll emulate if you eliminate that
that they're going to introduce 1619 race theory and let me tell you as a community we do not want none of that stuff enter in our school district and we have to want we got to be vigilant and discuss that our country is not a bad country our country is a multicultural country that has done amazing things that people
from all over the world have been persecuted and they have come to this country and to divide us this stuff it is totally i don't know what to say i'd like to talk to you something else too which which i think you guys should unders that you know my dad died a month ago and he died of old age
that's what as simple it was but you know we were very fortunate he came home but it was a struggle it was a real struggle for him to come home because you know we in the family we have nurses and they knew people and he came home and he died at home which was a good thing and you know
three days and i went to the hospital and asked me i want to pray for my dad they said no to me and you know the more i think about it you really have to take consideration of your grandmother your grandfather you really want to take them to the hospital because there's one thing if you can't see your
loved ones and if they're going to die there's no resolution and they're dying alone so you know i think you should start considering these important implications that you know maybe it's best not to take them to the hospital another thing essential we have been essential and there's people that have been in their basement and let me tell you as a
leader we're here for children and if need be if we die we die as simple as that and i get real nerve when not nerve in the sense just seeing the nutrition people out there doing their risk risking their lives doing what they're doing and having leaders in their basement the bottom line is that we have chosen a
profession to take precedent that our children come first and we do the very best that we can and i think i think everybody should be here i think cse should be here act should be here but not only that i think you should be going to the nutrition i hope you are going to the nutrition because i was doing that i i was helping
them and i think we have to do that you got secretaries out there too and we should all contribute because that's what a leader does and at the end well we all die anyways but kids come first and that's the bottom line and enough of this enough of this you come out and you you be brave and you do what you have to do thank you
yeah i just recently i saw the news that the new cases the outbreak of korean virus in l.a counties finally slowing down and it's really a good news giving us a hope that there will be a light after this turtle my prayers are with people fighting against coronavirus right now in the front field and also inflicted families
many of my friends have been inflicted by this virus and they're in the hospital i'd like to also thank our high school athletes showed up in chino hills high school i believe to show their love for the school their love for the sports and they want to play so thank you so much showing your appreciation for our school
and and our our teachers and then our sports program thank you and and i really hope that uh we could open up the school asap so that you could experience the schools that our previous classes have experienced um but uh i would still ask you to do your best in education even at school in front of your computer
setting because we have awesome adults supporting you our teachers and our school leaders site principals when i would drive by random streets i would see many signs from schools that were sent to our students appreciating your hard work and and supporting your education it has been a long journey already it's been a year um but hopefully it'll be this will be
over soon and it will defeat covet 19. thank you mr bridge thank you president shafer i'm a little disappointed that my colleague is not here to hear my uh my comments i want to share a couple of things uh first of all um friends warned my wife when we were about ready to get married that there were two things that don likes and
that's coffee and newspapers and so i'm bringing bringing these in uh all these years later it hasn't changed even even my high school students when they had to do the news article if any of them are watching tonight and a few of them are teaching in the district they'll say oh yeah i remember when mr bridge had us do that
but just what i'm what i'm seeing in the in the paper even from uh two yesterday regency's deadliest month talking about riverside and la and and san bernardino county another one from the la times vaccine short even as seniors become eligible another article from last saturday state titans rules for schools to open again and then one because i'm also besides
coffee and newspapers news weather and sports is my other thing cif southern section cancels fall storm fall sports playoffs so with that in regards to vaccine and shortages i want to mention three things one i can't tell you what to do two i won't tell you what to do and third i can only tell you what i'm
going to do and that is as soon as my wife and i can schedule appointments we're going to get the vaccine along with that to relate a story about my my youngest brother is a retired navy captain with 30 years and a graduate of the naval academy and while one of his assignments in the navy was in logistics out of scott air
force base in illinois where they were responsible for moving anything regarding the navy equipment and supplies around around the world right now he's retired from the navy's now an engineer with union pacific running trains from colton to the la harbor but when he was in the navy he had a he had a theory or or a saying plan the work
work the plan and that's what they abided by and hopefully with the announcement that we heard from president biden and his administration today that we'll see that in dc uh production and distribution ramping up because there's a lot of confusion as you saw in the article i mentioned the the cif uh which governs high school athletics the district doesn't make a
decision on when sports are going to play when the season's going to start etc they sent out a letter to all the school districts advising them that playoffs for fall sports have been cancelled but if they could get depending on where they were in the color of the spectrum regarding the covet that they could schedule a season and
hopefully spring sports would move away as we move away from the holidays would hopefully be able to continue later on this spring but it i want to go back to the one article in the la times from last saturday that i mentioned state titans rules for schools to reopen again under this change k-6 schools and counties with an average of
25 or fewer cases per corona virus per 100 000 residents would be eligible to reopen well in this article it mentions that san bernardino county has an adjusted case rate of 103. four times the rate the governor set forth that doesn't sound very optimistic to me as to where we're going in this county as far as being able to look at reopening things
right away which is something i think we all would like to do if we could but and then i want to get back to our district in just the two months since my election i've received notifications that show the the district has had 93 employees and 16 students that have tested positive and 26 sites in the district had at
least one positive case i also was saddened to learn that our district has had two students and two employees that have passed away and i want to express along with my wife jan our deepest condolences to those families also recently besides his regular budget introduction for the next fiscal year governor newsom had a two billion dollar plan announcement last month to reopen
schools that plan if it were to even go through would need a budget trailer bill from the legislature this year in a webinar that i sat in two weeks ago on the computer there were some concerns about costs associated with the safe reopening as many of you know one of my main things in running for this position was that schools had to be
safe to reopen so along with that dr enfield either in your comments tonight or in the future i'd like to request that you and um and any staff necessary address this issue as to what we think is possible for our school what we think is going to happen with the reopening plan any orders that governor by excuse me
president biden signed today in his executive order dealing with the coveted relief plan just so that we kind of get things out there and be be transparent as to where where we are as we know there's a lot of things going around on social media so um whenever i i would just appreciate if we could have some kind of
some kind of update uh officially from from you and the staff now i'd like to go on to some at least some better news uh i want to offer congratulations to don lugo high school students uh reporters uh carly ortiz and diego cruz for being honored by the la times high school insider which is the time student publication uh in their list of
top 20 articles of 2020. uh carly's the editor-in-chief of don lugos quest news and diego's the managing editor and i think it's just terrific that they've received that recognition for our southern california area also as mr cruz mentioned earlier i want to thank ayala high school senior lorraine for her email regarding the graduation possibilities for this senior class i
appreciate her contacting us on that and while not a district employee i want to offer my congratulations and mention the retirement this week of olivia esparza the administrative assistant and office manager for the associated chino teachers olivia was with act for 22 years and worked with seven presidents including myself olivia is the reason that that office ran smoothly and
she will be missed and finally in concluding my comments i want to wish my wife jan a very happy birthday today having spent the latter part of her career in the district teaching math at canyon hills junior high i would be remiss if i didn't mention that this is her palindrome birthday 121-21 and with that that concludes my comments
thank you president shafer thank you mr bridge and you've been married a lot longer than i have but i probably would have led with the birthday mrs gagne please uh good evening um first and foremost i just want to express that i hope everyone in the cvsd community is keeping safe and healthy at this time i know there's a lot of trepidation
but i hope that everybody is staying safe and during this very trying time first i want to start with a community update you know as the incoming chair of the chamber of commerce we are very attuned to the fact that the governor's orders have caused a lot of economic unrest and issues in our state it has forced the closure of small
businesses and has resulted in job loss and one of our goals as a local chamber is to support our local community and make sure that we are bringing job opportunities and growth opportunities to light and in that vein the chamber is hosting a virtual job fair on wednesday february 17th from 10 30 a.m to 12 p.m via zoom
we have a variety of companies in various industries that will be there i wanted to mention this because i know that we likely have cvusd students who may be looking for employment after graduation or perhaps we have cvusd alumni who are looking for employment right now you know please feel free to email me if you want any further information but
i've also included this on my facebook page and then turning to what i think is a topic that that's unavoidable you know we can spend a lot of energy on this dice or at my dining room table since i'm zooming in um coming up with you know things to speechify about regards to covid19 but i i think that we have you know sort
of heard a variety of things already and we're having some of the same you know arguments and or the same talking points are being heard again and again and again i think at this point we we need to turn to solutions and how we can be part of the solution to getting our kids back to school i don't think it's lost on anyone that
if you are in local government right now whether you are on this school board whether you are on the city council or you are at the county seat you know we are at the behest of the governor and his use of emergency powers as to how we can operate and i get the question every single day in a variety of ways whether it's over
social media or email or phone calls or you know i see someone and they ask me you know when are our schools going to open um sometimes that's more of a global question since i'm on a school board um but most importantly it's a question of parents of students and of stakeholders of this school district um and you know
it troubles me that we are not in a position to unilaterally make decisions to move towards that goal so i have to ask myself as a member of this board what are things that we can do um you know to move the ball forward how can we as members of this board as members of this community what can we
to you know progress forward so that we do meet the goal of getting our kids back in school which is a mutual goal and for me one of those things and regardless of whether or not you you want to get a vaccine that is not my role to tell you whether or not to do that um you know the vaccine you know is
available but when i say it's available um i think that many of us were looking towards the vaccine and i tend to be a highly optimistic person that things will happen efficiently when they are revealed i think we thought this was going to roll out much faster and i think with the introduction of tier 1b and the fact that school
employees which include our teachers and school site staff would be included in tier 1b um i was hopeful that our teachers in this county would have access to the vaccine should they want it you know two weeks ago when that announcement was made unfortunately you know this county has not rolled that out and the distribution rollout is not
meeting expectations of people and residents of the chino valley and it's not meeting expectations across the state and the plan for distribution right now and i want to bring light to this because there is something we can do we can contact our department of county health we can contact our representatives you could contact the governor's office but i just want to share this because
there is not a coherent plan to get vaccines to our educators and school site staff and if vaccines is going to be you know the leg of a stool in this process of you know getting us back to school it's not going to be happening efficiently the county currently does not have a plan to distribute but for
going through providers and those of you that are already in vaccine categories where you are eligible already to get the vaccine and or if you're like me you're hitting the refresh button on the county website a couple times a day you know you will have experience that is very hard to get a vaccine right now so many of the
appointments are taking up finding a location the process is confusing for our community members that don't know how to use the internet there are a lot of obstacles and i have no idea why we are not and the state does not have a plan that is leveraging every single school district in this state to get our teachers and educators
and our school site staff vaccinated in our district and many others like ours we have the resources we have the school nurses we know how to do things like this we can administratively make this happen and we're also a trusted community institution i have no idea why the governor has not deployed these vaccines directly either to the school districts for their
own staff and or deploy them to county health and county health specifically give them to each school district in this county to get our teachers vaccinated i think that this process will allow a more expedient vaccination process for educators i think it will eliminate the long wait it will eliminate the jumping the line problem that a lot of
you know health professionals and others have identified but most importantly um you know it will be something that moves us closer to our goal we do not have a lot of control over the case rates and i believe you know mr bridge may have alluded to the case rates and his comments um they're exceedingly high right now my
hope is that you know with us moving into the warmer season and with some of the precautions that are being taken we will see those case rates tumble but the other part of that despite whether or not we like governor newsom's new safe schools for all plan which i think is a very flawed plan and that's probably the most complimentary thing i
could say um the fact that we are not efficiently and effectively getting the vaccine out there to our educators and more broadly to the public is highly problematic so again you know this is not a you know endorsement of whether or not one should individually do this but i do want to highlight that we have the means we have community
institutions such as schools that are ready and waiting to distribute these vaccines and the longer that the governor does not take any action and direct all these local governments and direct our county government and enable them to do so the longer we're going to wait and we're not going to be able to open our schools so you know i've had many people contact
me and say what can i do i wish we could unilaterally do something to move this vaccine thing along unfortunately this vaccine process is not within the distribution of our school district but please contact our state representatives please contact the governor's office and please contact the county we desperately need this to go more efficiently and effectively than it
has been and i know we're going to get to the point where we're going to have counties next door to us because they're already moving in that direction where you can more efficiently and effectively get a vaccine and we're going to be lagging behind so you know i i think that now you know instead of you know sort of
running circles talking about the problem i really want the district to focus on solutions i want all the members of the board to focus on solutions and i think the community we need to look forward and figure out what we can do to make our voice heard on issues like this because the reality is that you know in any sort
of plan that comes out whether it's going to be the governor's plan under his current emergency powers or it's going to be a plan that rolls out um you know at the county level um there's going to be metrics that school districts are going to have to meet what those metrics are going to look like is clearly still up for debate and you
know my hope is those metrics become much more attainable otherwise we're not going to get to our goal of getting kids back in school but one thing i think that we can you know exert influence over as taxpayers and as people who live in this county and live in this state is you know pressuring those who are in
charge of this process to to fix it and to make it more effective so again you know i i know that we have suffered you know great loss in our community already due to this um you know i am hopeful that this is turning a corner um but you know if you are looking for things to do i really think we need to
communicate to the institutions and the elected officials who are in a position to make these decisions because one of the things that you know being at the local level and we all feel these impacts is we have people you know hundreds of miles away not thousands of miles away making decisions and they're not here on the ground
hearing from people day to day knowing what the struggles are and giving us the opportunity to be creative and flexible in each of our communities you know to address the situation in the way that is best for our community and with that um you know i hope everyone has a a good evening and a wonderful weekend thank you okay dr enfield has indicated
