it is now six o'clock i reconvene to the regular meeting of the board of education may 6th at 6 00 pm with bridge crews ghania nan shaffer president in the boardroom the meeting is being live streamed on the youtube channel for chino valley unified pat please the board met in closed session from 4 25 pm to 4 to 5 41 p.m regarding conference with
legal counsel anticipated litigation two possible cases conference with labor negotiators act and csea public employee discipline dismissal release public employee appointment junior high school assistant principals and elementary school assistant principal and public employee performance evaluation superintendent the board took the following actions voted to appoint christine dahlstrom as assistant principal of canyon hills junior high school effective may 10th 2021
by a unanimous vote of 5-0 with bridge crews garnier non-shay for voting yes and voted to appoint onyami anianwu as assistant principal of townsend junior high school effective july 19 2021 by a unanimous vote of 5-0 with bridge cruz gagne non-schaefer voting yes no further actions taken which requires public disclosure thank you pat i will be leading this in
the pledge tonight please stand place your right hand over your heart freddie begin i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god okay moving on now to item 1c staff report annual lcap update goals 2 and 3. tonight we'll be presented with the
annual el cap update by mrs fellowes assistant superintendent of ciis mrs fallows whenever you're ready thank you good evening president schaefer members of the board superintendent enfield cabinet and community we have a presentation update to the board on our local control and accountability plan the focus tonight is on lcap gold two and three which ties to state priorities three
through six and eight in order to support the district goals of ensuring that students parents families and staff are engaged and connected to schools and all students are prepared for college and career we cannot do this work alone it takes a collaborative effort among all students and family services provided by the district this is key to building relationships in order to reach
our goals as such the district promotes the motto of attendance counts employs the multi-tiered systems of support for behavior conducts home visits provides foster youth and homeless support and offers services to students and families through the hope resource center health clinic and the family engagement the metrics for goal two are considered local metrics and are reported as met not met or not
met for two years and there are eight annual measurable outcomes to evaluate our progress of goal two due to the covet 19 pandemic state law has suspended the reporting of state and local indicators on the 2020 dashboard therefore the district collected and reviewed other data sources including the california healthy kids survey which is administered every other year
and was last administered in the 1920 school year and the district's annual school quality survey this year we had 12 310 voices heard over the last three years our parent participation rates have increased 21 percent and students who agree or strongly agree in feeling like they belong to their school increased from 70 to 75 percent highlights have been posted on the
district website through pbis we continue to build school engagement and connectedness last year the pbis coalition recognized 31 of our schools for their work and commitment to our students we have met the annual measurable outcomes lcap goal 3 is about strengthening the student pipelines to colleges and universities and building our community workforce by improving a through g
and cte completion increasing college application rates and providing additional supports for the unduplicated student groups in their support for college and career academic and career readiness success begins with building a strong developmental foundation in early childhood programs such as our tykes program and infant toddler center with the support of our counselors students develop a personal graduation plan using the california college
guidance initiative as well as engaging in opportunities to explore various career technical education and industry sector pathway programs partnerships with our local colleges and universities assist in providing academic support through tutoring as well as increasing college awareness through campus tours and college nights to support language proficiency acquisition in our english learners time is set aside for designated daily
english language development instruction the avid program at the secondary level and designated elementary schools supports students with our focus on our unduplicated student groups in building their knowledge and skills of the process and requirements for preparing for and applying to college or university programs we have met our annual measurable outcomes for lpap goal 3. the parent and family engagement
self-reflection tool used to meet state priority three parent engaged parent engagement is organized into these three sections each section of the self-reflection pool includes promising practices in parent and family engagement and requires the district to reflect on the current stage of implementation on these practices the scale ranges from 1 exploration and research to five full implementation and
sustainability sustainability means there are systematic procedures for providing information of families about school level systems and practices regarding academic and behavioral instruction and supports student progress data results of annual surveys and participation on school committees the district monitors family participation and reviews for continuous improvement in order to complete the self-reflection tool we sought input from all stakeholders in the form
of written feedback participation in various workshops and district advisory meetings in the section of building relationships between staff and families we have four focus areas in full implementation the fec family engagement center and its staff provided close to 400 parent and staff workshops to support our families through distance learning support was given in a variety of ways one-to-one and
small group tutorials workshops in academic and social emotional learning follow up phone calls and home visits to gauge student progress and provide resources to families in need translation services along with various modes of communication such as email virtual platforms mailings and phone calls were used to ensure two-way communication between educators and families in the section of building partnerships
for student outcomes we have all focus areas in full implementation the fbc student support services health center and the hope center have worked collaboratively to inform and provide site administration and staff parents and families with the necessary information and resources needed to support student outcomes while on distance learning school community liaisons were used to provide support to sites to build and
sustain family engagement tutoring college and career information and dual enrollment continue through our partnerships with local colleges and universities in the section of seeking input for decision making we have two focus areas in full implementation and two focus areas in full implementation and sustainability we are working on moving from a four to a five in all areas cvusd has a systematic
procedure for building capacity of and supporting family members to effectively engage in advisory groups and decision making the coordinator of parent and family engagement provides training to all school site council members at each school site district advisory committee such as dlac and lcap and site advisory schoolside council and elac need a minimum of four times a year
to seek input on program implementation and the impact on student outcomes school plans include at least one parent and family action or service per goal and school sites review school plans and progress towards goals with advisory groups and seek parent input on the implementation and evaluation of the school plan for the 2021 school year the district has met the local indicator
for parent and family engagement do we have any questions great thank you very much mrs fellows board members the light system is working if you would like to have a question or comment please indicate mrs gagne please yes thank you for the presentation um it seems as though uh due to covid there might be some gaps in our
understanding from this current academic year you know to evaluate these programs and initiatives what is the district going to undertake um or is there a plan statewide that will be implemented within the district to bridge that information gap yes so we actually have a systematic cycle of assessments we use our essential standards of assessment data to monitor students on the progress of
the state standards so with that we also use our plc model for our continuous improvement uh cycle at the next board meeting we will be presenting to the board um our expanded uh our expanded learning opportunities grant so information is provided in that document as well thank you mr knot please yeah uh i'm looking uh page five um talks about parent and
family their main concern were twofold one was about the family and second one was about uh friends friendship uh particularly number one um as a family's go they all pray for and they seek for and they wish for peaceful family peaceful environment where they would have a respectful dad and loving mom the kids hate to see watch
fighting among their family members especially parents screaming a verbal abuse and physical abuse really hurts them their thoughts and and their their dream for the future and i think it is very critical that we would engage our parents maybe show them a small clip or something that we could find or or or create one word parents could see in the children's eye
of what is going on with their family and their environment um and second part was a bit about having good friends uh yes kids not they're they do not appreciate being bullied or or or be treated bad so that's another aspect that that could be grown with and um taught by our teachers and our staffs but the parent engagement i think is
very critical portion uh because this is where the true education starts for all the children that i have met so um if we could find some type of clip again or animation something that would really teach our parents what children's would go through in their minds in their eyes pertain to certain family environment and that's going to
help our kids tremendously thank you for taking attention to paying attention to our most needed students and and their education but as today's society goes uh we do we really need to engage our parents even more for our children's sake thank you okay mr bridge mrs fellows thank you very much for the report i wanted to just highlight on
page four uh the students prepared for college and career beyond uh graduation uh the avid uh column uh where i saw see that uh 100 of the avid graduates who applied to a four-year college were accepted up from 78 percent i think that that is just uh terrific and congratulations to you and the staff uh for for that uh for that number also the
number of advanced placement ap courses uh up from 174 to 206 that we're having uh those offerings so i'm just real pleased to see all of that uh in those columns so thank you very much and appreciate it very much thank you mrs gagne please uh yes so on page seven um there's a variety of strategies and opportunities for
parent and family engagement um but many of these uh traditionally would have been engaged in person over the last year clearly that has not been an opportunity can you provide some color around what the district has done over the last year to either convene these stakeholders virtually or use other methodologies to engage them yes so when the district was
closed workshops still continued and they continued virtually we also used social media apps like wechat or there's another one that's highly used remind as well um so there was a lot of phone calls tutorials along um the district also had the support and services not just through the family engagement center we had the different hotlines so but all
the input we did have to pivot remotely whether by phone or virtually by computer i'm sorry mind if i continue no go ahead thank you um so my next question is uh given that um you know clearly virtual communications is not always a substitute for in-person communications and particularly in probably in the scenario of trying to engage you know many of our
parents and other stakeholders what are the plans for the next academic year to help bridge the gap since clearly we probably have some parents who may have been more engaged in a traditional in-person you know normal school year than the school year we've had this year you know has there been any thought given to what we're going to do either
in the summer or the next academic year to sort of reset things and re-engage these stakeholders yes definitely so we do have a community engagement initiative that the district is participating and through that group they are creating a plan to do more of a reach out as you had indicated some people are a little bit hesitant to come in person
they also are going to look at doing mailers or surveys or input taken that way so that everybody can have a voice thank you mr cruz please you know miss fellows it is really wonderful uh what mr bridge mentioned about the 100 percent it is amazing because the heroes are the teachers and these teachers transcended and for this to occur
you know they're giving them a purposeful and meaningful life to these children now i'm going to say something if my school had avid or or if i went you know my gpa at the end was a 2.71 and i can remember my chemistry teacher when i told her that i was going to go to uc irvine she
laughed at me let me tell you these teachers they don't do that and if i was in their class i would have excelled i'm so impressed with these teachers they give their heart for these students and they have transcended and let me tell you when when their end of time on this planet is going to come back to
you they're going to remember of what you have done teachers you remember that everything comes back the things that you do good for others it comes back because people never forget and let me tell you as they get older they're going to reciprocate because what you have done you know and as an as an hispanic person that came from an hispanic family
i do understand education yes we do value it we look at in a different perspective and that's okay so i'm so i'm so proud you just keep up good job thank you great thank you mrs fellowes for the presentation and i too want to just comment on abbott having been involved with the avid program a few years back
i i without a doubt know that this program is changing lives and so to see the 100 percent uh is is phenomenal and and thank you very much a quick question about advanced placements is see that we have three additional ap courses for a total of 27. is that a average number a high number low number for a district our size
i'm gonna say it's above average okay one other question off of page four under under intervention counselors if i'm not mistaken we still have at least one at each site yeah we have um k-12 intervention counselors and they are assigned to the different school sites okay how about and maybe i've just missed it but i do not see on here
and maybe it's under a different priority are community liaisons at the different sites i know that that was an issue maybe last year or the year before i believe at wickman um needing some mandarin somebody that spoke mandarin in order to facilitate communication with some of the families yeah so those are our bilingual clerks and we actually added um
additional mandarin clerks this uh the past year okay specifically for the schools that have over 14 percent of another language than english okay do we also have community liaisons that are for outreach yeah and engagement yes we do have community liaisons at several sites um that do work with the family engagement center to help bridge the gap
and bring the community in and maybe you don't know but offhand but on the at the sites that we do have a community liaison do we tend to see a higher participation rate from families um it actually varies we are that is a big push to really use the late liaisons to do that um and communicate you know getting stakeholder input
and that is through the work of the administrator and the liaison to work hand in hand to do that we have seen an improvement of over 2 000 voices of parents participating this year in comparison you know from three years ago and and not to continue to put you on the spot but do you know about how many sites we
have a community liaison how many yes we have uh currently eight community liaisons but for a total of 12 positions okay dr infield is at some point i'm assuming these are part-time positions for uh reduced hours i'm guessing two to four hours maybe typically it's three three and a half hours okay uh is is the plan eventually to
try to get a community liaison position filled at each site i i would think as we look at trying to increase our community outreach and our parent engagement that they would be a key a key person that's a key role to have at each site to try to facilitate some engagement is is that something that we've discussed is it
no it had that has not been uh part of the conversation typically the school liaisons are paid for from the school sites funds use their site funds for that because they see that that specific need okay maybe we could take a look at making that a district position i don't know all the logistics behind it and and stuff but i
just my opinion i think that's going to be a key position as we move forward especially as we transition back to uh in-person instruction with all of our students coming back i think to have a single person not that the administrators don't do a good job in in the intervention counselors but to have a person um that in some of our sites is
bilingual i think is going to be strategically important to have so that our community members our families and our our parents have a single point of contact to find out about these different programs and stuff just just a thought if we could maybe have that discussion i i think it would be well worth worth the time that's not a problem
thank you does anybody have any other questions comments mr not please yeah i'm also looking at a page for um avid program again this is a great job having 100 applicants accepted to four-year school college um it's a great thing um but also i was thinking if if we could also expand it to other uh students who are juniors and seniors
and perhaps have a college application workshop day or a time to us set away for them um i think so that they could also have a 100 percent chance of getting into colleges they want um i think it would be a great thing now the avid program is successful because the children's are uh being attended and and helped uh for their future
where their parents couldn't do all that uh however uh besides the avid program there are other students on campus that needs those kind of help and i think certainly if we are able to do that and offer a college application day or time or event for juniors and seniors they will really greatly uh help other student body as well thank you
okay thank you mr any other comments or questions i see no lights great again thank you mrs fellows thank you moving on now to comments from our student representative is justin with us i don't see him oh there he is all right he popped right on justin you're up all right uh to the president of the board mr schaefer to the members
of the board to their superintendent dr enfield to the cabinet and to all our kids at don lego we had a freshman orientation for the class of 2024 along with a tour and a fun day last month they also had a future freshman night for incoming freshmen seniors have been super excited for prom and other senior events
students have followed directions about social distancing and wearing a mask on campus juniors are getting ready for their senior year and planning has begun asb has started planning an outline for how next year will look and how all events will be held all safe that's how the junior high they have been welcomed students back by talking the blacktop with positive
messages for students to read throughout their day making posters to inform and remind them about events policies and guiding them around the school they also have stickers to help students with social distancing one-way traffic and students and whereas teachers are around school for our seventh graders holding towards wall explaining where everything is located some major changes are one-way traffic and hallways and of
preventing the spread of kobe 19. this has been very positive overall students are super excited and to return to school thank you thank you very much justin thanks for being with us tonight moving on now to comments from employee representatives we're not comments from employee representatives why don't we start with uh miss brenda walker act president please
thank you good evening president shaffer board members superintendent enfield district staff and community less than a month of school left for most of us and so many positive activities and celebrations are being planned to highlight the achievements of students and employees in a little less than two weeks from now there'll be a week of celebrating the hard work of
classified employees i can't begin to name the position that includes i'll leave that to csea president mr hernandez but they are in every office and at every site and ect thanks each and every one of them for the work they do our educators have been celebrated this week for national teacher appreciation week it's also nurses week and thank you to
the administrators parents in the community for all the tokens of appreciation and there are two special days happening for our members next week school nurse day and on the same day may 12th california day of the teacher i want to thank the district for the resolutions that you're putting forth this evening to acknowledge our members all of
california will be celebrating teachers next week but a.c.t wants everyone to keep in mind that our association celebrates all our members under that umbrella our teachers child care and preschool to adult school our speech pathologists our counselors and our psychologists i could spend all night sharing the stories of how our school nurses and educators have done an
amazing job especially during this past year but instead i'd like to leave you all with the challenge if a nurse or an educator has helped you inspired you or had a positive impact on you cb usd community please let them know just those kind words and sharing those memories will go a long way and with that i wish everyone a good
night thank you miss walker uh next we'll hear from mr danny hernandez cse president getting president shaffer board members dr enfield community and staff um i'd like to echo uh miss walker's uh sentiments on the celebration of both educators and classified employees i always love the sign if you can read this sign thank a teacher and each year
this time always makes me reflect back when i was in school and i always loved to be able to say to a special thank you to mr dave bakler which was an insta instrumental teacher during my high school years so i always love to be able to say thank you to him um may 16th through the 22nd is classified employees week
and like uh miss walker brought out there are so many different classifications within that umbrella across the state that we cannot begin to thank them um but one of the things that i do want to highlight is a little story in 1961 then president john f kennedy was touring nasa he introduced himself to a janitor and ask what he did
at nasa the janitor's response was i'm helping put a man on the moon all of our classified employees in some way or another back behind you there is this district's motto we're helping achieve student achievement safe schools and positive school climate humility civility and service in some way or another we may indirectly do it but it is our
pleasure to do it for the staff students and parents of the community um and with that i again i know our time for this school year like has been like no other school year that anybody can remember with those few weeks left um a great congratulations to all the teachers staff administrators cabinet board members everybody it truly did take a village to
get us through the back end of this current situation and with that you guys have a great evening thank you mr jennings and mrs barbara bearden champ president please good evening president schaefer school board members dr enfield cabinet and chino valley community it is nice to see you all this morning or this evening first and foremost i would like to take
a moment to recognize our chino valley unified school district educators nurses and health techs they have been amazing this year through distance and in-person learning at eagle canyon we have had so much fun celebrating our staff this week for their commitment to our students and community as a site administrator i love this time of year when we slow down to
recognize the amazing work our certificated and classified staff do for our students champ would like to wish luck to all the schools who are completing their pbis external tiered fidelity walkthroughs currently thank you for working so hard to ensure our students are receiving the benefits through those tiered supports finally i'd like to personally thank the champ board for their service to champ
over the last two years i look forward to celebrating with you all at the end of the year with the paint the town virtual paint night being hosted on wednesday june 9th chant members please make sure you are checking your email there should be an email from emily lau for an opportunity to register for this event registration closes on may 14th thank

comments of emails received during the specified window and in accordance with port biola 93 23 meeting conduct the comments will be read in the order the email was received email comments on agenda items will be accepted during consideration of that item if an unusual amount of email comments were submitted for any item the board will hear up to 30
minutes of comments in the case of non-agenda items the board can if it chooses hear the remainder of comments after all business has been conducted pat did you receive any email comments we received 27 email comments and they are as follows from esther oh to our board of education first i want to say thank you for all
that you have done this year in the midst of a gold pandemic my family and i are grateful to have a board that prioritizes the safety of our students and staff as well as a continuation of accessing education today i ask that you highly consider allowing our sixth graders to have a safely guided in-person promotion and not on zoom our students have
endured through a lot this year they did not get to enjoy all the six great activities that they look forward to since kindergarten it would be heartbreaking to take this celebration away from them especially with the county being an orange tier nearing the yellow tier very soon i believe we can safely administer an outdoor promotion for our students while
abiding by the cdc guidelines i understand it's only sixth grade but i believe every milestone needs to be celebrated properly to remind our students that they are worth celebrating along with their accomplishments it will allow them to have proper closure at their current home as they move on to their next campus thank you for taking the time to consider this request
amber adams to whom it may concern i am asking on behalf of many concerned parents that you please consider allowing in-person promotion for sixth graders in the chino valley unified school district i understand that we are in a typical year but if we are able to figure out solutions for eighth grade and senior graduation then i don't see why we can't do the
same for our sixth graders there are plenty of ways to do this safely and at little to no additional cost to the schools these kids have had a rough year and if they can have even a little bit of normality i think it would mean the world to them thank you harry parker good evening i am writing in regards to sixth grade
promotion for our sixth graders district-wide to my understanding you have now approved the promotions for our junior highs what makes our sixth graders less deserving what is the difference in the guidelines between 12th 8th and 6th grade graduations and promotions there would need to be no further administration support or resources than what is currently being planned and
in class celebration than to let them have an actual promotion as you are aware several parents emailed in regarding the promotions at the last board meeting all were for it as it is for our kids a promotion done by a zoo no parents not even one in attendance is unacceptable as there is enough room on playgrounds and fields for each family to socially
distance and to be six feet away from each other to see their child promote at the elementary level it should be acceptable for parents to attend if each class takes a day there are several parents at our school oakridge elementary that are willing to step up and make this happen for our kids they deserve this it was brought up in
conversation that at least we are getting this zoom promotion as last year students got a drive-by this year us being in school every day five days a week i'm just not understanding the district's logic in this i have had a student oak ridge since 2010 and it has always been our tradition and family oriented which was amazing
over the last two or three years things started to disappear and get taken away especially for this sixth grade class taking away our students promotion as it has always been before covered is just the icing on the cake i understand a lot has changed during this pandemic i would really like to know the reasoning if all cbu of usd schools are following
the same district guidelines our sixth graders should be promoting as they would have before the pandemic current example the graduation promotion ceremony for our 12th and eighth graders these kids have suffered enough and have already had a lot taken away from them they deserve this alina ashraf dear ladies and gentlemen of the board please consider allowing sixth grade
promotions to take place in person and allow parents to see their kids reach this milestone and celebrate it with them i understand that some people think that it is just sixth grade and they will still have junior high and high graduations but they will not have their sixth grade promotions ever again our kids have already had a very
difficult year and they missed out on so much especially events projects and field trips please don't make them miss out on their promotions it is possible to have the promotions in person and still keep everyone safe they can be conducted outside class by class after school hours if it's easier they can even be conducted off campus at a
nearby park or something there are so many options to consider before just throwing in the towel please don't throw in the towel zoom is not a viable option for any graduation or promotion even a drive-by in person event would be better than what is being planned right now i cannot believe that my son will be in the classroom alone
without me there to cheer him on as he finishes his elementary school and moves on to junior high school jennifer dorenz's on behalf of a parent of a sixth grader this year they need to do an in-person promotion just like 8th and 12th grade are everyone can be socially distanced and they can even do one class at a time
it's not fair for these kids that have missed out on so much more this year to not be recognized in person also as a parent i want to get pictures of my child i don't think dropping them off at school and going home to watch it on screen is fair students or parents the kids are in person
so they need to be recognized in person even if we sit on the field with our own chairs let these kids have a ceremony thank you mrs maria caballero to the board the district should require a proof of cobit 19 vaccination for school year 2021 2022 since the schools cannot adequately protect the students from getting covet 19 infection
my daughter had to quarantine because she got exposed during lunch at school and missed a lot of ap review classes right now just half of the high school student population are eligible in getting the vaccine but next week fdfda will approve it for ages 12 to 15 year olds so by next school year all high school students would be eligible
and should get a proof of vaccination prior to attending school all cal states and uc's already require all students to get one before starting the fall semester if we cannot provide the students with adequate protection the next best thing would be the vaccine sincerely dear board members i have written several emails with no reply what's the point of allowing the
opportunity to share our thoughts with you only to be ignored i hope you know by now that many parents are against mass going for the students you were voted in by us the citizens of this community to fight for us when instead you choose to remain silent and go along with what the county and state says you
know the masks haven't been scientifically proven to work and you know it's harmful to our children you are allowing abuse does that sit well with you at all it should be a choice we should never be forced to do anything do something they don't need plexiglas distance and masks even teachers feel this way also i hope you know we are aware that there's a
chance vaccines will be required for our students in the fall you will lose a lot of students by doing this there is no way i'm allowing my child to be giving an unapproved experimental injection of any sort and i'm not the only one who feels this way we need a guarantee that this will not be the case
again we voted you in to protect our children please do your job be there for us as parents and our children that's why you chose this profession thank you and i look forward to coming to see you in person for the next board meeting expect very concerned parents to express their disappointment in our feelings toward the lack of support from you
we didn't vote in cdc the department of health nor the county officials we voted you in help our children pamela graham to the members of the board i am writing to you to request that you consider letting the sixth grade students promote with their loved ones there to cheer them on in person the high school and junior high school levels
have made accommodations to allow family to celebrate the special occasion with their students during this past year these sixth graders have lost so much so much of what should have been their most memorable elementary school year experiences please don't take this away from them if this can be done in a safe way for the junior high and high school levels
then i have confidence that you can make it happen in a safe way for a hard-working sixth grade students as well thank you for your consideration mary lou martinez to whom it may concern i am contacting you on behalf of my daughter and all of the sixth graders in our schools i think it's unfair that they are not
getting a promotion all they are getting is their name announced by a zoom the county of san bernardino is in the orange tier the middle schools and high schools are getting their graduation promotions we have a smaller student body our kids have had a rough enough year why are you taking this away from them liz ortz hello board
my name is elizabeth forth and my son is promoting from oakridge elementary this year i'm asking you to value my son's promotion as you value high school and junior high commencement all cbusd students deserve to be recognized with in-person celebrations as allowed by the cdc my child deserves to be promoted and rewarded for his hard work at his exist exiting elementary school
thank you for your consideration roxanne petkowski hello school board i'm writing to you again this month to address the sixth promotion decision not to allow an in-person ceremony i simply cannot understand why you are choosing to not let the families witness this accomplishment in their life the seniors and eighth graders are being allowed which leaves no reason for the
sixth graders to be left out i have two promoting this year one in sixth and one in eighth my sixth grader daughter asked me why they are not important do you have an explanation for her this is the beginning of a series of accomplishments that makes them strive to be recognized for the rest of their life i still remember my promotion from
elementary school and that was 34 years ago this year has been awful for these kids and now you are choosing to take away one more thing last year was out of your control this year was not they got no science camp which is a big childhood memory they had no other sixth grade events they had a yearbook filled with kids and
masks and on a google classroom screen no panoramic panoramic picture give them one fun thing to take away from this year there has also been talk that you want to get rid of sixth grade promotion altogether this is a huge mistake it does not need to be a big production if money is a problem for some schools
because a chair because of chair rents and such scale it down have a standing ceremony use chairs from the classroom bring your own it does not interrupt eight and seniors elementary is after school starts in the morning or about a half hour let the parents come see come see it not watch from zoom there are there are ways to do it and
everyone has given up the elementary principles should not get a say in this the parents should us parents should get a vote please make the right decision as this will affect every family from here on out from jennifer and brian donaldson dear board members we are parents of two sixth grade students that have attended eagle canyon elementary since
kindergarten my husband and i were disappointed by a flyer that came home from the principal it informed us there would not be a sixth grade promotion ceremony this year it came as a surprise because we are aware that both high schools and junior highs in the district will be having limited in-person ceremonies we assume that the elementary
schools would also be honoring their sixth grade students the same way they have worked just as hard as the other students in the district why is it different for them this past year has been beyond challenging for the students through the changes most have been resilient the children have managed to stay strong as it continues to affect
them academically and emotionally we are so proud of all our of all of them they need to be recognized for their accomplishments sixth grade promotion is a tradition that should be continued our children have looked forward to this since kindergarten the students have already lost out on other end-of-year activities which is understandable however at least let them experience one special moment
as they leave their elementary school we understand with kobet the importance of safety eagle canyon has a large blacktop and grass area with more than enough room to accommodate and practice safe social distancing even limiting the number of people to only parents or guardians attending the promotion will be at least a special memory that doesn't have to be experienced through a
zoo meeting please consider celebrating these amazing students the proper way and give them the in-person recognition they all deserve thank you for the time with this important matter on him dear board members my name is on hin and i am writing to urge the board to incorporate thoughtful and comprehensive inclusion of asian american pacific islander aapi studies into k-12 curriculum
the recent surge in anti-asian hate crime and violence has emphasized the fact that our collective ignorance about aapi history is not only dangerous for aapi students but also a clear disservice to all students who are growing up in an increasingly diverse interconnected and globalized society and economy our education needs to include the contributions aapis have made to this country and our
state for all china hill student chino hill students to see aapi role models historical figures writers artists scientists and contemporary leaders included in the school context there are countless contributions that asian americans and pacific islanders have made but most kids in chino hill can't even name one asian american figure this is unacceptable thank you for your time and please work together
to make this change happen jamie lee to whom it may concern my name is jamie lee and i am a proud parent of sixth grade student at eagle canyon elementary school i want to address the board to re consider their current promotion plan for chanel valley usd elementary school sites elementary promotions are a family tradition being able to
congratulate your child on their success of completing an important phase of their education is a celebration that should not be overlooked a zoom in classroom promotion is not acceptable while this may this may be a vital plan for continued distance learning students this should not be the norm for our in-person students our sixth graders have lost science camp
field days special field trips do not rob them of this celebration too all the elementary schools have a beautiful outdoor field or blacktop area this can be a safe event with minimal risk the event will be a long lasting the benefit will be long lasting if junior high schools and high schools have found a way to celebrate hundreds
of students you as a district can create a plan to celebrate less than a 50 student at the elementary level do not take away this meaningful celebration and family tradition from our children they have persevered through these unprecedented times do not send a message that they are not as important as others let them be celebrated as their siblings
have give the elementary schools the opportunity to hold in-person promotion ceremonies thank you for your time carrie shots dr anfield and chino valley unified school board first and foremost i am currently i am incredibly grateful that our children are all back in school full-time it is heartbreaking that so many schools are still not open fully in surrounding
areas i am writing today on behalf of every sixth grader in our school district that deserves a special outdoor promotion i was shocked to hear that there will be no promotions there simply is absolutely no reason whatsoever at this point that outdoor promotions cannot be done our own cobit 19 dashboard for our district shows today that out of 20
800 students and staff that are on campus in person we have only five cases among children none of which are at the elementary level and zero cases among staff please allow the promotions to be done for our sixth graders that have lost so much and deserve this special day it can be simple outdoors with safety protocols there is no justification for these
promotions not to be done my next issue of concern please allow these masks to come off of our kids at the very least grant parents the choice to have their kids mask up or not students every students every day are showing how unhealthy this is for our children studies every day are showing how teachers can't hear them kids can't even
see each other smiling at them and the masks are uncomfortable for them to be in all day in one study done the amount of fecal matter on the mass of the younger children from the constant touching of their mass just shows you what a completely unsanitary practice this is when do we say enough is enough we need to do the right thing for our
kids we need to allow them to breathe comfortably and to see and hear each other this needs to be parents choice a right that should have never been taken away we are the ones that can choose what is best for our children not the government that had no regard for their well-being this past year will you please stand and fight for the

tonight's meetings good evening board and superintendent my name is sharon duran and i am a parent and advocate it has been brought to my attention that the district will soon be applying and potentially receiving a large amount of grant money approximately 28 million that's a lot of money with such a large amount of money it may be a good idea to
get parent and staff input and create an oversight committee made up of parents staff and students kind of like the one cbusd currently has for the bond bond dollars having been a cbusd graduate and now a parent i have witnessed the district in the past not always allocate money where it is needed or get the bat the best bang
for your buck thank you to all who advocate for all students and do not use your platform to spread hate and divide a community through religion have a great day kevin busher thank you again for opening schools full-time safety san bernardino is doing amazing with 40 43 of adults already vaccinated only seven day average of 65 people testing
positive and case rate 2.84 100 000. so san bernardino is almost at the yellow tier like los angeles with under two per hundred thousand you have proven that full-time school is safe and we and we could have remained open just as the other states did we have had no increase in cases and actually saw huge decreases even after full-time re-open of schools
easter and spring break please support sixth grade promotion in person it can be done outside safely at all schools in small groups the students have worked so hard and need something to to mark that achievement especially my daughter who really struggled this year but is doing much better now in person i know the parents will help in any way possible please
consider and allow elementary school principals the flexibility to allow autumn hollyfield to whom it may concern i am a parent of five children two of which are in second and third grade all of my children had a sixth grade in-person promotion and i'm really hoping my younger two can as well these children have spent seven years in school and deserve to be recognized
for their hard work they look forward to seeing their families congratulate them on all their hard work and it ends the elementary school age and starts a new era in their educational life i believe it serves as a sense of accomplishment has them looking forward to their next chapters in life please consider please strongly consider having a personal promotion not only

to meet our requirements to graduate graduating high school is a big achievement for any student and the pandemic has affected some of our our students on that path for graduation and i think the compassionate thing to do is to go to the state minimum requirements so that our students as many as possible are able to graduate during this
unprecedented time because there many of us do not know the the the issues that families had to deal with through this time and so i'm asking the board to suspend our district's requirement and adopt the uh the state requirement for for the time being so that we can get as many of our students to graduate because this will impact them for the

kind of i had more deep meaning behind me the private privacy of reflection so you know the situation was you know i help students with their chromebooks things like that and um and and um you know we were talking about he was a senior and uh he was getting um credit because he was behind credit and we're just talking
talking about things in general you know what kind of job you're going to be having this and that and then it led on to me asking me questions about why i became a teacher and so yeah so i asked them hey so why do you think i became a teacher so he said oh i like oh because you like teaching i said no
way son that's not that's not the reason and then he said oh oh you like to read books i said no no no i said i'll tell you outside because i had to give him directions to pay some fines on his books so as i'm walking outside i point out directions to go and then i ask i'm going to answer why and i said it's
you and um he looked at me you know with his eyes and there's always a reflection of students and it impacted him the littlest things silifies a lot in a human being and it was i went to teaching because i believe in people and i'm really grateful to find my my passion and my purpose so you know it seems like the shift is
sinking but we don't stop believing in hope and courage you know i like to request an action item the elementary school sites to have the discretion to hold in person promotion ceremonies i know it's a little bit too a little late but obviously it won't i don't know it can't be an emergency but this is what i'm
requesting for the next board meeting so they could have an enjoyable experience it is the right thing to do very simple as that and um i just want to just want to talk about some things i just want to talk about some things here you know i just you know i've been hearing more and more and more
you know i had a journalist providing me an email telling me you know why are you talking about stuff that is not not pertaining to um school district stuff i said listen you know there's people that have decided already but there's people right in the middle and it's important to give convey information out so they can seek
research because that's what we do as human beings especially the time that we're in a place where things are so uncertain we don't know what's truth and fiction is so i'm going to simply say you know people who are not risk not dying from the virus you know you know something's bad you know when it comes to the mrna vaccines
there's no sufficient safety databases but they still they rolled this out they rolled it out as an authorized under emergency use completely ignoring the potential long-term side effects recommended for the children now recommended for children and pregnant people and when we look at the nurburgring that prevents this type of experiment that they they should only inform consent and you get this sense of
pressure using fear intimidation by businesses and government and colleges too and the thing that i think about is that you know most of our young folks are surviving tremendously and they are positive for the virus so i asked should they be vaccinated knowing the fact that they have prior immunity and to introduce spike proteins knowing the fact that
they have immunity with antibodies and natural killer cells why do this and there's no study when it comes to children and pregnant women so like i said an experimental use to authorize base vaccines of millions of people who possibly will not die when they get sick from this virus so i ask myself what is what is going on
what's going on people and honestly it's not the vaccine it's a vaccine passport they're pushing they're pushing a platform a global system let's face it the more i see clearly that's what i'm seeing and the two words you should think about is foreshadowing and grooming because it's really about a passport not the sickness and they're going to be
pushing this really hard i'd like to share a stanford study 67 scholars doctors scientists we're talking about stamford one has the highest nobel laureates probably more than the number of sea candies i have in this box they're credible college and they're saying the data suggests that both medical and non-medical masks are ineffective to block human human transmission of
viral infection diseases okay and then mit talked about there's no really a difference it was 60 feet or 6 feet it's ineffective the distance is nonsense those are my own words but they're just trying to explain that just doesn't but this also highlighted the effects wearing masks especially children the long-term health problems and the health problems well let me read you the risk of being
exposed to copenhagen indoors can be as great as 60 feet as it is at six feet in a room but the the side effects cardio pulmonary issues issues that our children shouldn't be part of there's a lot of issues wearing a mask and let me see let me tell you i see kids outside wearing masks and i tell myself this is nuts
kids ray masks it's not right it's not right at all you know deep down inside your heart tells you it's not right at all so i am going to request i have to request it because my conscience tells me i got to i got to do what i have to do because this is crazy stuff so i'm requesting an action item an action
item that chino unified school district will be free of mass policies it's a recommendation i expect this to happen the mass will be optional for students classified certified and management and i stated for the remaining school year and the 2021-22 school year these masks are dangerous to our children they're very unhealthy we know that they can't keep they cannot just keep on
wearing these masks all the time all the time it's just not right i'm gonna say one thing the community one person can do anything you got to remember that it is the community itself that will drive where the direction we have to go especially our children this is not going to stop all right because it's not really about
the virus it is about this thing this passport so it's not gonna end until we start fighting for our children so it's so important i gotta push and push because this is the right thing to do i like that to be on an action item doctor info you could change it up so far but i want it because i i want everybody
to to decide because it's really bothered me yeah thank you okay mr knoples i'd like to thank the parents of sixth graders sending us an about wanting the promotion face-to-face promotion um and i do uh reflect that when i have attended a sixth grade promotion it was an exciting event all the boys were a clean cut they had nice hair and sharp looking
and some were wearing ties and girls mostly a beautiful dress and they walked they walked with confidence they walked with maturity so it tells it shows that the kids appreciate the promotion and they get excitement from it and and i do support our parents wanting the face-to-face uh promotion as we're going back to normalcy as as i'm praying uh from these pandemics
i think uh it'll be a good thing to bring that to our children back i have attended a football game really for the first time after this covet event um at chino hills high school and i was able to wave hands to our cheerleaders that who were here before um from ayala and chino hills high school and they were very excited and they
worked really hard to support their team football team members and i also saw the excitement from the parents and and and moment of happiness going back to breathing fresh air again and also there was a uh one lady from chino hills high school and she was a baton abandoned uh tweeter who had done an excellent job um
bring such a big smile to everybody so i really thanked her and going back to uh another celebration of life i have attended uh for our dear um buena vista high school special teacher mrs roseanne hammond principal was there from the school and many staffs and teachers including our danishenko our security officer there i was in shock because i didn't really
think that she was going to leave us that soon i just remember that she has been always there on campus and off campus when the parents and and of students and also the staff that spoke she was known for two things one she was very patient patient with all the tr uh students those whose kind or those who were
trouble makers and there was a secret to it i was told by the family member how she had done that with such a patience and that was that always in her mind this troubled kid this kid who's in rebellious state was a once upon a time was a tiny little thing who was always innocent a smiling baby a treasure
so she had patience once twice three times many many times another special thing that she did was a visitation she would visit and i think here she didn't care how far it was i have heard that even her husband had to pitch in because he he would be the driver visiting students who's in trouble who's in illness and also co-workers
other teachers other staff members she had a big heart matter of fact i even heard that while she was fighting her on health troubles terminal trouble she was also visiting other people to encourage them and love them and the last thing apparently share with me that the last thing that she wanted roseanne hammond and angel truly an
angel wanted to see is that she would see us again in the heaven she also misses us as we miss her these are the quality of our teachers in our school district when i was little i looked up on famous people a figures whether general whether the president or the king queen those are big names but the the fact is the true heroes are
among us in our school district so i'd like to really thank her and her family one of her daughter i became a teacher um because she was a role model to her and i'd like to thank danishenko who also has a big heart taking care of the kids on that campus and treating all their staffs as your own
family member thank you and matter of fact the families were really glad to see you they knew your name thank you now i have visited other schools and i have spoken with site admin tim and there's a needs right now uh needs for substitute teachers especially for the larger campuses uh there's a great shortage of teachers and i don't know what we can do that
especially in this time there's a high demand for such teachers if we could find maybe some financial plan whether it could be a bonus i think lots of uh employers are impo uh implementing uh sign up bonus for uh private companies i don't know if we were able to do that for our substitute teachers but if we could really help recruit uh
substitute teachers not only for the the site principles sake but for the students i think this is time that we need to move rather quickly on that if we're able to do that and also some of them have shared with me on larger campuses there's often on covid cases and usually it's rise from home it's not really from a campus but uh
the county or state do mandate us to do a uh kobe case uh trace investigations and and sometimes it takes a manpower that that could be used to really serve our citizen body on that campus so if our district could be able to dispatch or help out with that regard i think our schools will be really appreciated mr
dr enfield and lastly [Music] arizona state uh just had i think last week had announced a governor announced a mask free for all public school students and that means it's going to come to us soon that our students will be able to take off their mask and study freely breeding fresh air so i hope that will come soon
to our school district as well thank you okay mr bridge please thank you president shaffer i also was able to attend the ayala chino hills high school football game for the battle of the bone it was nice to see an athletic contest again as we are working in this county and surrounding counties to a little more sense of normalcy
but we're certainly not there yet to be completely normal also i would like to send out congratulations to gabriella torres from ayala high school for placing third in public speaking in the public speaking category at the california fbla state leadership conference and earning a chance to represent california as one of the top four in this category at the national
level so congratulations to gabriella and in closing i uh who want to recognize the life of a retired teacher colleague and friend who passed away this week miss cecilia dewitt was a current resident long-time member of the chino community and a 35-year teacher in our district celia started at newman elementary in 1972 then moved and helped open dixon
elementary later she moved to townsend junior high and then helped open canyon hills junior high i met celia in 1983 when i was a teacher at don lugo high school when her son and rich and daughter kelly attended both were star athletes rich in football and kelly in basketball and softball you would see celia at every game you
would not find a better score keeper and that passion for sports carried on to watching her granddaughters play through high school and college senior celia was also involved with act and very helpful to me during my years as president his legacy continues as her daughter kelly is a teacher in our district at woodcrest junior high and granddaughter emily is a teacher and
coach in arizona and jan and i want to extend our deepest condolences to the entire family and this concludes my remarks okay mrs gagne please yes good evening all right there we go good evening um first of all i would like to acknow let's try this one more time okay there we go first of all i'd like to acknowledge all
of our certificated classified staff or administrators for all the work that they've done um you know in in perpetuity but you know since last march i know that it's been very difficult there's been unprecedented challenges that people didn't expect and a lot has been asked of everybody and i have to say uh you know everyone has risen to the
occasion and i i know i personally appreciate that i want to express that appreciation um but i know that our parents and our larger community uh really also appreciate that this has been a tough year and i think that the school district uh in total you know has been a cornerstone of support and so i just want to thank
everybody for that i also want to highlight our student achievements my colleague mr bridge just mentioned miss torres she's one of many students this year that despite all the challenges that this pandemic has thrown their way have excelled um and thrived and really represented themselves in the district and so um you know we get you know use our
social media you know often highlights these things but we have so many wonderfully talented students who've worked very hard and overcome a lot of challenges this year and so i want to recognize as we come to the end of the school year you know all those students and the things they've accomplished i also want to and this was on the dice
when i sat down it's one of the things i'm very excited about in the school district but chino hills chino high school i'm very excited about the biomedical science and technology academy i got this great little flyer it looks like it's going in the mail to all of you but i just want to highlight that there's going to be some info
sessions about the new academy on may 12th july 21st august 25th and september 7th um the url about this is i listed on my social media but it's also on the flyer i definitely encourage our families and community members to check this out i think this is going to be a great positive addition to our community in a much needed area of our community
finally i just wanted to make a comment about the remainder of the school year and sort of changing the rules of the game we have adhered to the set forth guidelines the entire time and within those guidelines i think the district in total has done an exceptional job of pivoting and adjusting and moving quickly and but we've done that within the
guidelines and i think that's one of the reasons we've been successful is that we've been able to do that within the guidelines we have essentially three more weeks left of school i do not think it's prudent to now vacillate from adhering to those guidelines i don't have a crystal wall i have no idea what the cdc guidelines or the state
framework is going to look like even three weeks from now nevertheless in august when we come back to the next academic year but i strongly support us sticking with the game plan finishing out the school year in accordance with these guidelines and making sure that you know we make the rest this year a success story and with that i conclude my comments
okay dr anfield thank you i want to reiterate what the the board said i want to thank all of our teachers our school nurses and our classified staff and all of our certificated staff this has been a very difficult challenging school year for for everyone and everyone has risen up to the occasion i think you can see that
where a district has brought back all of our students who are coming to that have the opportunity to come to school every day and when you look around at other districts i don't think you you see that and again it's the hard work of all the staff and so i want to give them credit and thank them
for their work to help support our students to be able to give them that opportunity i also want to talk about the the sixth grade promotion we have done a tremendous amount of work here and i wish we were back to normal that way all of our students could enjoy all the programs and all the services that we provide as a district
um and and i believe everybody here wants that however the reality is we're still in the orange tier and in the orange tier there are restrictions that require us to follow whether we like those restrictions or not we have to follow those that's what we do as an organization we have the rules that we may not like but we follow them
and that's an important piece of being in a democracy and so we follow those and we follow those guidelines but we're able to to maneuver through those guidelines and to be able to provide the highest level of services for our students and so we we looked at the the orange tier and if you look at our secondary schools that have the
graduations and the promotions those are after the school day they're outside of the school day and when you look at that those are held on multiple days because they can't bring all the kids back together the california department of public health put out guidelines very restrictive guidelines in those procedures of what they need to do and it's a tremendous amount of work
to go through to put that on when we look at the elementary school at our elementaries the promotions happen within the school day and if you look at our reopening plan that's been approved by the state and approved by our county it does not allow visitors onto the campus during the orange tier our elementary schools are back in
session but they're not not how it typically is when you look at what goes on the recess is typically on a regular year it's you have two recesses and they're really close together we've had to spread out our recesses over a long period of time first grade goes out second grade goes out third grade goes out at different times different locations
on the campuses every campus is a little bit different we have 20 elementaries and 2k eights so it looks a little bit different based on each school and with that you have the lunches that need to be spread out so there's a lot more time a lot more space that's required in order for us to bring our
kids back and then to bring adults onto the campus while our students are there would require having to isolate certain areas of the campus and some some campuses may be easier than others and some are going to be extremely difficult to carry that out and then again we'd be violating our our own policy of our reopening plan again that was
approved by the state so we looked at the restrictions again we're not trying to we this isn't something we want to do but again we're looking at can we do that within the guidelines and our determination was no it we could not do that effectively within the guidelines at the elementary at the elementary level and so that is
why we decided at this point that we were not going to move forward with the sixth grade promotions we moved forward with the junior high but we had them do that outside of the school day and they had to work around the high school graduations so that parents who have kids in the high school and in the junior high could have the
opportunity to attend both of those and so we looked at could we do that at the elementary then that becomes three different levels of having to organize all of that and and being able to put that together um we was that it it we couldn't pull that off and so that was the reason uh behind not having
to do that so with that i close my comments thank you thank you dr enfield uh i'll start no committee reports not until uh next meeting i too was able to attend the battle of the bone uh congratulations to both teams and a special congratulations to ayala on retaining the bone as mr bridge pointed out gabriella torres we received a very nice
email from her teacher mr bourne explaining exactly what she had done it's a great accomplishment as mr bridge said and we wish her the best of luck because she moved forward in uh i believe state competitions now uh mrs gagne brought up the uh our bst academy uh that's great i'm glad to see we have information uh meetings coming out and maybe i
missed it but i did not see on the card and maybe it's under the scan when you do it are those in person or online their virtual meetings or in person yeah they're virtual okay thank you you know we passed a couple of resolutions tonight uh for classified employee week and day of the teacher and a proclamation
recognizing school nurse day i would like to acknowledge once again how incredibly supportive and professional all of our employees have been especially over the past year with the challenges and changes that we've faced as a district and going through dealing with our coveted response i can't express how pleased i am as president of this board that our employee groups have been so
willing to step up and do what's needed to ensure our students are safe that they continue to receive the highest quality of education and that our families receive continue to receive outstanding service frankly i think our school community and families received continue to receive outstanding service because of the dedication of of our employees and that goes for
all of our employees i've said it before and i will say it again that you may have heard about several issues with other districts and their employee groups you know not necessarily being willing to either go back into the classroom or back on campus or to come back from a virtual learning experience that was never the case in our district
and again i couldn't be more proud of the way our our members our employees have stepped up so again uh thank you to all of you fellow certificated classified confidential champ everybody you guys have done an outstanding job and we are truly fortunate to have such great folks working for and in our district with that i now adjourn the regular meeting of the
