to 5 50 p.m regarding conference with legal counsel anticipated litigation one possible case conference with labor negotiators act and csea public employee discipline dismissal release public employee appointment elementary school assistant principal junior high school assistant principal high school assistant principals director communications and coordinator elementary curriculum and public employee performance evaluation superintendent by a unanimous vote of five zero with
bridge cruz gagne na gonye nan schaefer voting yes appointed the following andrea johnson director of communications effective may 21st 2021 appointed lauren altermatt coordinator elementary curriculum effective july 1 2021 appointed sangeeta mourar assistant principal chino high school effective july 19 2021 yvette taylor assistant principal ayala high school effective date july 19 2021. no further action was taken which requires public disclosure

first presentation this evening is the julie gobind memorial hit the greens for scholarships check joining us tonight is mr tim adams from school fortress by adams photography tim adams and his team once again hit a perfect score by coordinating another fantastic golf tournament and raising thousands of scholarship dollars for seniors at the julie gobind memorial hit the greens for scholarships
annual golf tournament earlier this year mr adams would you like to say a few words please dr enfield thank you and board thank you for having me um just the fact that we're here is amazing i thought uh 16 or 18 months ago this wasn't gonna happen and uh through kind of sheer will and force and the amazing team i have it
back at our office my wife sally who is really the the brains behind the organization and she really puts this the whole thing together and i get to stand up here and give you guys a check so um sorry my glasses are fogging up i get to i joke at work i said i i get to make all the promises and these
guys get to keep them so um you know we went back and forth and whether this golf tournament was even going to happen reached out to school board and you guys and let's say let's go for it and so um made some changes uh with the dinner and and some of the raffle stuff but i uh we were nervous we weren't sure
that this was going to happen we weren't sure we were going to get much support but um i tell you our the support for the golf tournament the golfers the sponsors our community nobody even blinked um no one complained about the dinner and not having the dinner and it just went off without a hitch so i'm i'm extremely
proud of our community i'm extremely proud to be able to present this check to you guys i was nervous about what we were going to uh be able to provide this year and we it's amazing so we're going to this year our proceeds are twenty seven thousand seventy five dollars so this is our 12th annual hopefully you
guys will have us next year because we enjoy doing this and it's a great day to be on the golf course and get out of the office for a little bit i don't know what protocol is for this but perfect thank you guys thanks for all the support now he snuck out before i was able to ask him about grandfather do you know
how how much money they've raised over the last 10 or 12 years hundreds of thousands that's fantastic appreciate their efforts very much i'm moving on now to uh presentation item two it's our final presentation for this evening and uh quite honestly is one of my favorite uh presentations of the year it is our military salute i'm sure that the rest of the board and
district in whole join me in saying that this is our favorite presentation if you remember last year the military salute also fell under covid restrictions but the team of communications found a way to honor our military-bound students despite the coronavirus by producing a new unique video of these young men and women unfortunately we are still in the same position of not
being able to honor these brave young men and women in person but we will still recognize them and their commitment to our service so if you're ready let's please begin chino valley unified school district salutes our graduating seniors who will be serving our country through enlistment or appointment to the united states armed forces angel martinez united states

willingness to serve our country i'm going to move on to item 1d comments from our student representative justin rinden there you are justin hey this is your last time man yeah it is all right we're ready when you are okay good evening board president schaefer board members superintendent superintendent and field and distinguished guests i wanted to take the time today to thank you for
allowing me the privilege to serve as student board representative for the year of 2020 through 2021. this was a rough this was a rough uh year but with the knowledge and urgency from the board we successfully ended this school year i graduate in five days from today and i am honored that i spent my last year working alongside
this amazing board i would also like to give a special thank you to mr bennett for assisting and guiding me through this process you are so appreciated with that being said i wish the board the best of luck in a blessed year thank you very much justin would any board members like to make comments since this is justin's last meeting with
us mrs gonyea please yes justin first and foremost all right let's do that uh like problems last evening too um justin i just like to thank you um i've noticed that you have zoomed in from many places and i can tell you've been juggling a lot this year and what an unprecedented year to be our student board member but
i want to thank you for your dedication for your reports out from the various campuses and i just wanted to wish you since we weren't able to be here in person uh good luck with whatever you do next thank you so much thank you so much miss kanye for everything you've done for the schools and students i really look up to
you on the board and i just want to say thank you mostly because you've done so much for the students and i like how you give us a voice so thank you thank you very much mr naught please yeah thank you justin uh it was said that we could spend time with you personally but um as i have told other students uh just
like me myself is a um setting sun but you're a rising sun we see hoping you and we see hope in this country uh thank you for your servant leadership i hope that you'll continue that on on your future so you'd one day become a great leader your great father great husband and and and be blessed uh with
all your life goals and um you let me know if you need any uh advices or you need help let me know i'm always open to it thank you for again for your service for the whole year thank you so much mister now i hope you have a good year dr infield please justin again i want to
i want to uh thank you for your leadership serving on the superintendent's advisory committee with me i truly appreciate everything that you've done thank you for your leadership of serving on this board and i know you're going to do great things and i wish you the best thank you thank you superintendent i hope you many good years as well and
thank you for all you've done for us mr cruz justin i want to thank you for all that you did for um all of the students across the district and being their voice uh you were very you're very steady and reliable and they were lucky to have you uh leading them as their student rep on the board this year even in these
unprecedented times i mean you came through for them i congratulate you on your graduation in a few days and wish you the best of luck on all you do in the future thank you so much okay we'll now move on to comments from our employee representatives um i see miss walker from act please good evening president schaefer board
members superintendent and field district staff and community i just want to chime in and say good luck to you justin thank you for all your student leadership and good luck in the in the future on behalf of the association i'd like to congratulate all the seniors who've chosen to start their journey with u.s military we wish them well
and speaking of graduating seniors for the past few years act has been awarding scholarships to the dependent seniors of our members we have awarded scholarships to the following students and wish them well as they begin a new chapter of learning in college or vocational school thomas alves adam beatty caitlin graham albert guo lulani lou tyson morata nathan nguyen trey salmon
cameron set riley schuler and emily thompson congratulations seniors next i want to share that at our day of the teacher event which was virtual again this year we recognized our educators of the year these amazing educators were nominated by the colleagues for not only the outstanding work they do for students families in the community but the support they give to their peers
on a regular our basis teacher of the year is adelina solis she's a resource specialist at chaparral our secondary teacher of the year is rodrigo peloso who teaches social studies at don mugo our counselor of the year is kathy spahn from chino hills high our nurse of the year is sheri ma who not only works at buena vista
continuation school but supports our school community district-wide our psychologist of the year is model mcintyre who supports the students at don lugo buena vista and boys republic while their colleagues submitted pages and pages of reasons why these unique awardees should be recognized some common themes stood out they're dedicated they're involved at their schools and they make meaningful connections with
students and families so to our honored educators thank you for all you do and congratulations again we do have retirees and to them i say congratulations as well in looking at their years of service the number of years averages around 25. that's incredible best wishes to our retirees we hope you find retirement restful but fun and that will conclude my
comments this evening thank you thank you very much miss walker next we'll go to mr danny hernandez csea president thank you board president schaefer board members uh superintendent anfield cabinet and community um i'd like to echo the uh statements about justin and the graduating seniors that will be joining our u.s military thank you very much for your service to
our country um i know when justin we didn't officially get to meet in person but i wish you very much luck in the coming years i know you'll do great things um i wanted to congratulate act i know in this board agenda the uh ratification of the agreement between csca act is going before board also with our confidential employees
i wanted to again thank the district the negotiating team with the district and again congratulate act it is always much appreciated and always much needed it is very fitting that this week being csew week classified appreciation week that it is done this week so i appreciate that um finally uh sad to report that we have lost another one of our bus
drivers elizabeth moreno passed away last friday she is she was approximately a 22-year employee always with the division of transportation she will be sorely missed by all the bus drivers the students she was a from just the stories that they tell me about her she was very encouraging very nice but if you can please keep her family and her loved
ones in your thoughts and prayers and with that that concludes my message thank you sir sorry for your guys's loss it's a loss for the entire district i believe we have miss emily lau standing by there vice president of champ yes feels good to be here welcome good evening president schaefer school board members cabinet and chino valley community
i first like to start off by congratulating canyon hills junior high school this past tuesday canyon hills was recognized by the san bernardino county superintendent of schools ted alejandro for the national forum schools to watch which is a a huge accomplishment so keep up the great work canyon hills coyotes as our schools prepare for our last week
of instruction we want to celebrate our students accomplishments with gratitude for the dedication of all of our cvusd employees who went above and beyond for the good of all of our students it's been a challenging years but together we have we've thrived we've found a way to make it work and it's it's been good for our kids lastly there are
not words grand enough or smiles wide enough to express the appreciation we have for our local military heroes we extend our heartfelt appreciation to all who have served all who are currently serving and especially to our current high school seniors who will be serving to protect us in our united states of america thank you very much it was it's great to
be here thank you miss move on now to item 1f comments from the audience on items not on the agenda we are not comments on items not on the agenda as noted in the public advisory posted in the agenda email comments are no longer being accepted as we have returned to in-person protocols pat are there any requests to speak on

outlines the procedure for anyone who wishes to file a complaint against the district employee i will like to start off by saying thank you for opening in-person meetings this way you can see my face and hear my voice my name is mackenzie lightfan i am 11 years old and i attend liberty elementary our students want no masks for next year
these are called they are causing us daily headaches every day have you ever ran outside for 10 to 15 minutes in 90 degree weather with a mask probably not let me tell you how horrible it is you feel like you're going to faint and pass out it's hard to breathe and catch your breath do you get mass breaks throughout
the day it looks like you get some type of break from your mask we don't we get in trouble for having it below our nose we must have it above our nose because if not we get yelled out for trying to breathe this is a land of liberty and freedom these masks are not liberty or freedom they are control symbol
symbol for our health and safety please make masks a choice for next year no mask mandate good evening dr anfield board and staff in february of 2019 calaro student count was 1385 students we are expecting 1560 students for the 21-22 school year and that number grows daily the pandemic did not slow our growth down in the preserve
we have developments selling out the same day that they are released in fact the planning commission approved the fallon press project on monday that will add many more residents to our community and a projected increase of 474 students over the next three years yes that's over 2 000 students that will need to call cal arrow home the school that should have never held
more than 1200 students furthermore did you know that we are still less than 40 built out in may 2019 this board minus mr bridge decided to fast track preserve 2 with an anticipated opening date of august 2022 that's next year yet here we are two years later and the foundation hasn't even been poured this is not a we would really like a
second school it's a we need a second school issue now we are told the delay is over contract verbiage because louis wants to make sure you'll actually build a school on the land they sell you well is that truly unreasonable you don't exactly have the best track record for building on land that you acquire i can't say i blame them when asked for
all the families moving into the preserve we're supposed to send their kids to school mr schaefer recently replied well they don't have to buy homes there we pay extremely high taxes to live in the preserve the voters passed a 750 million dollar bond because they trusted you our elected officials to do what's right for our children you don't get to pass a bond for 750
million dollars and then string us along and not give us our school i understand that closing schools in developed areas isn't ideal but how can you justify operating schools with total counts of only 350 students and then turn around and potentially bus our kids in the developing area with nearly 1600 students if you think you have declining enrollment now
let me tell you many of my neighbors will drive their kids to private or charter schools before you stick their kids on a school bus past their home school that's just a reality we have the means and resources to do so but please don't let it get to that point we love our school we love the camaraderie
we love our teachers and staff please make preserved to an agenda item at the next meeting lastly i know you'll be voting tonight whether or not to extend the school day if you truly want to get students the help they just they deserve to catch up give them one-on-one intervention and bring back the instructional aid and coach positions you eliminated
give the teachers the raises they deserve without any strings attached thank you lancelipin good evening i would like to be to begin by stating saying thank you to all the school school staff for working so hard during these uncertain times way to go in the beginning the policy regarding our students to our face max face mask seemed responsible due to so
many unknowns about kova 19 but now we are well over into a year into this pandemic the curve is flattened the counties are in the lowest tiers possible plus the cdc just removed the mass mandate the vaccine is now available to anyone in the public over the age of 16 which i think it's changed to 12 so everyone can get vaccinated that
wants to get vaccinated we have seen children are highly unlikely to become seriously ill from kova 19 so why force a mask on a healthy child let's be honest children don't wear masks properly they continuously touch them pull them down below their nose sneeze drop them pick them up use them in the restroom where they shouldn't be have
them on and lose them kids are getting in trouble for these actions like detention or losing recess they are a complete distraction teachers already have enough on their plates they do not need to take be a mask police or enforce mask wearing the rules for wearing masks don't even make sense for our children because they sit next to each other at lunch
without a mask on and then go outside and play and need a mask on they have dust shield social distance and still have to wear a mask like really does it make sense you guys are up here half of you to have your mask down and you don't even have it up over your face and you don't
get in trouble they have to wear it at pe they have to have it outside like my daughter said it's hot they're running they're fainting it's not good not good for their health and safety these kids are ours that's our decision to make it for their health and their safety to take the masks off please leave it up to us it has been
long enough it is time for us to come together and stand together the decision for mask wearing by our children should be optional and decided by each children's family to make that decision not the school board and not the health department or the government we know what is best for our children we ask that the board make masks optional for summer school
and for 21 22 school year and put the decision back into the hands of the parents here we are good anymore superintendent i actually wanted to share an email that i sent to mr cruz and i wanted to speak on that about um the last meeting as far as i know you work on a school campus is
your school campus massless and you kept saying let's do the right thing so when you wanted out the lgtbq students in the district who are more likely to be victim of hate crimes that's what's the right thing to do for students it's very disappointing to see how you stand up there and support lies so i like i told you in
my email i will keep emailing you as many times this is the first time you've actually emailed back in six years and not to mention mr nahoo's never emailed back so there's that um also let's turn this to a positive note i actually wanted to give a shout out to the cafeteria workers i know you guys usually have like an award for um
classified employees and i feel like they've been keeping these kids fed you know in communities that maybe those are the only ones and i've gone to the drive up ones where mom's there pushing the stroller walking out because they don't have a car you know what i mean so those are the ones i needed so i totally appreciate all the cafeteria
workers i told them today you guys deserve an award for this um i wanted to mention i don't know if you guys um did the gerd award this year i didn't see anything about it but i don't know if you guys know who mark hargrove is who recently passed and i actually nominated him for that word i think like two years ago so i don't
know if there's a way to pull his application if i can request that to nominate him again i think that would be something nice to the family i tried to do it like i said a few years ago but nothing came of it so he's a great person in the community um i think that was it oh about the math yeah i
i'm sorry if you don't want to wear a mask or your students to wear masks it's just the same thing as they told us before you could stay home and do distance learning i did distance learning from my son who's seven years old who has badass man who has actually been hospitalized and had to stay in the hospital for three nights because
he had low oxygen levels and they couldn't get them stable so i feel like if anyone needs any you know a medical exemption it would be someone like him he's seven years old and he understands he can't go anywhere without the mask you know and as soon as he's in the car pulls it down so you know if i can get my six-year-old to
six seven just turned seven-year-old that has an iep to understand this method i think as parents we need to lead by example and tell them you know you don't want to wear the mask you need to wear it now so everybody doesn't have to wear a mask later thank you for your time speaker okay thank you to all our speakers and thank
you for sharing your thoughts and concerns with the board right now at item 1g changes and deletions uh pat are there any changes in deletions this evening there are none okay normally we'd move on to section two which is action items i'm going to go a little out of order this evening and move to consent items in section three we are
not consent items better are there any speakers on consent items there are none mr bridge yes so one poll page 129 expanded learning opportunities grant plan that's 3c6 thank you uh mr nani pulse i have no pose mrs gagne my pool was already pulled for the remainder of the consent may i have a motion so move second the motion by mr gnaw and the
segment by mrs garnier all in favor aye aye aye any opposed balance of the consent calendar passes with a vote of five to zero we'll now go to page 129. this is item three c six expanded learning opportunities grant plan now i have a motion so moved second the motion by mr non the second by mrs gagne comments questions from the board
mr bridge you pulled this would you please uh start thank you president schaefer uh the one thing that i've been uh been hearing and and i know it also is as we'll we'll be taking action on another item later related to this but this uh this grant plan is significant money for the district and one of the things and it uh
comes that i've been hearing about has been the 30 minutes and i thought being the uh the former history teacher that i that i was and and in a sense still am i remembered in my memory bank uh the second year that i came to the district this district over at donald high school in 1983 we've been for
so for the past 37 years we've been we've been living under this uh in 1983 the legislature passed the hughes art educational reform act which was sb 813 at that particular time that bill is commonly referred to as the by many of us is the longer day longer year it added additional minutes to the day it added four days to the
to the calendar to the school calendar that's why we now have a 180 day calendar we used to have 176 and that has been in place since 1983 there was additional funding this kind of came about many of you know about prop 13 that happened in 1978 and as funding started shifting to the state and we were wondering where the money
was going to come from and summer school was cancelled during those early years in the 80s this this was a significant funding package but part of it was we had to add minutes to the day we had to add days to the calendar and so i i don't really have a problem with the 30 minutes for next year it's just
it's just a one-year item i think however the schools work it out i'm good with that i'm i'm going to support this and i just want to let people know about that bill in 1983. thank you uh mrs gagne please wouldn't be a meeting if i didn't have a bunch of questions so here it goes um so i think they're
man this thing does not work um i think that some of the consternation over this has been how we got here like what where the plan came from why this is the plan and and i appreciate that i i'm going to ask my questions one by one if you will allow me president shaffer but one of the concerns that i have is you
know and i i appreciate in a grant application um i'm sure this is a template from the state and we are trying to be precise and quick and and apply but um i don't think it's clear in some of these items what necessarily is being covered so i know that the instructional daily minutes the additional 30 minutes has received
a lot of air time in communications and social media but i want to zero in initially on item number two which is accelerating progress to close learning gaps through the implementation expansion and enhancement of learning supports and sub item a says provide intervention teachers and paraprofessionals dr enfield can you maybe describe with more detail what that means if we you know
were to get this grant money you know what does that mean in terms of the number of intervention teachers and other professionals that will be on our campuses next year so at the elementary level there'll be an intervention teacher at all 22s the 20 elementaries and the the 2k eights uh for interventions uh during the school day
and then we'll look at a case by case of where we need to add additional classified staff to help support my next question relates to item number three which is integrated student supports to address other barriers to learning and sub item a says increase technology integration through the use of usonics um you know to me if i were to read this just you know
sort of glancing at it it seems like we're buying a bunch of tvs so i just kind of want to get a better idea of what technology integration and why this is useful i would presume that we have had the ability as a district to outfit some of our classrooms with these technologies and not others through the measure g and other
means but can we go into a little more detail of what that would cover uh beyond just the viewsonics you know i'm going to turn to my staff on that one because they have the the viewsonics are to be used in the classroom as a way of engaging kids but i know i'm going to turn over dr
park because i think they have a better idea of how many are being deployed because they're they've been working on that does dr park have a microphone we have a small number of classrooms in our district that have been outfitted with the viewsonics what you're seeing here are viewsonics the birth of you sounds came into play from the recommendation
of our tech exploration committee which is comprised of teachers and classified staff as a result of the pilot they determine that it they determine that the use of the viewsonics in the classroom increases engagement with the students other than functioning as a tv a simple projector it actually has numerous features where students can write on it interact with it timers lots
of different ways for random selection to promote engagement in the classroom so with this funding we would like to allow access for all of our students to have the opportunity to have these few sonics to promote engagement and will this accomplish all of our classrooms having this yes that will and i think my final question for the moment is uh item
number seven which has to do with training for school staff on strategies to engage students and families and addressing students so social emotional health and academic needs and it identifies in sub item a provide three additional professional development days is this funding just to cover those days or are there going to be other supports for our educators to help students remediate
item 7a is really to bank on a systematic process that we've already built upon which we call professional learning communities it allows our teacher teams it allows teams or professionals to really focus on students needs designing instruction designing services and coming up with plans not only to monitor their learning academically emotionally but also to come up with remediation
plans so it really only covers the time to provide staff to be able to analyze and provide recommendations for learning and responses for learning thank you mr knop please yeah um i had uh many conversations with parents regards to uh uh this grant and changes on on classroom schedules um adding on another five minutes for classrooms and
they have shared with me that uh it could be more practical for students sake to have maybe half an hour spent on one-to-one instructions so that those students could benefit more dr enfield have you thought about that concept yeah we we always one-on-one would always be the the ideal uh but funding-wise we could not uh uh afford that i don't know any district
that would be able to have one-on-one for the types of learning loss potentially that we have experienced because of the pandemic um we looked at the number of days that's and we've looked at the number of days that the instruction has been reduced for our distance learning students who've gone into distance learning not counting uh march april and may of
last school year but starting from october to february uh before we even transition for some kids coming back kids lost anywhere from 22 to about 30 days of instruction because of the different way that we were delivering instruction because if they were in person they would have been in front of a teacher for that time period but
in distance learning we didn't want them on a computer in front of that for the same amount of time it just would not be good for a student to be on a screen that long and it would not be good for the instructor so there was a breaks that we built into that school day through the distance learning program
and as as as part of that there was a reduce in the amount of instructional time and so what we're looking at is adding the 30 minutes to make up and that's only approximately 16 days but that is 16 days that we believe would benefit our students because of the the learning the potential for the the learning loss
because of the pandemic and my follow-up question is uh have you talked to but you've been an educator as well i understand that but have you talked to uh classroom teachers and see if that's the direction they would like to see an additional 5-10 minutes and could it really be helpful to the students i i can't say i've talked to every
individual teacher but we did talk with our association and it is part of an mou to add those 30 minutes uh and the association took it to its membership and it approved it and so the majority of the the association voted and approved that mou so it i have to use that as as they were in favor of it
thank you okay doctor bill i have a couple of questions uh clarifying questions if you don't mind i know part of the application process was uh engaging with parents and groups of parents can you provide some background on who what groups of parents or who was contacted as far as the grant process yeah we we use the process we've used for
the the lcap that we take every year we we gather input from our associations from act from csca and from champ our management and then we go to our dlac committee our district elac committee and our uh district lcap committee and they're the the group that provides uh input uh regarding these grant funds okay thank you um you mentioned a second ago
that there will be an intervention teacher at every school site are those new hires or those current employees that are being transitioned into that position well during the pandemic and because of what was going on in pandemic we froze those positions and so we will be bringing back a number of those positions like i said 22 of
we're working with i know human resources is working on who they're bringing back but we're looking at the ones that we're currently in those positions to bring back okay um is it is it fair to say and i i don't know because i it might be a little different in education with this being a one-year program and
funding for one year i would assume that there's concerns and thoughts that we need to really consider before we hire additional staff for funding reasons past the grant process is that an accurate restate that question i mean if if we went out and hired say 25 new people instructional aides and people for instructional teachers or whatever when this grant
expired and the funding went away would the district still be would be overstaffed to them with those people well that could always be a potential but it becomes uh priorities for the district because your priorities will set your budget for you know one of the concerns that i've heard and quite honestly this was a concern of mine actually before
contemplating adding 30 additional minutes to to the school day instructional day is is our district's homework policy and more specifically our administrative regulation 6154 that sets out the expectations of homework load and times associated with homework assignments i sincerely hope that if this does pass that the district can do a communication campaign and put out um with our teachers and i'm not trying to
tell them how to do their job um but i think it's important that we take a look at the amount of homework that would then be assigned and and make sure that it's quality over quantity and that it's it's specific homework and not just a busy work uh you know that is one of my big concerns because
i'll be honest with you i have a daughter in high school and our schedule is as tight as everybody else's and so my concern is is trying to squeeze in even more homework with a shortened period between the time she gets home and the time she's going off to her other activities because she has something almost every night and so i think that's
a valid concern to what extent we can address it hopefully we can have those discussions but i would like to see something along those lines not a problem are there any other questions or comments i missed mr cruz i think your light's working tonight sir but go ahead so so across the board five minutes per class and then i asked myself will will that
improve learning and honestly i i don't know i don't know based on my experience in education i imagine my mind backpacks going at the beginning of class classroom being placed some teachers more relaxed and others others taking it serious because they have that extra time to make a difference others really using up the time for who knows what then ask across the
board for all students those students that need it more maybe might help those students who don't need it more time doesn't mean more learning but more time can be mean more learning i know for me personally experiencing kids that when i see avid being so serious about their education the ela foster specialized special ed yeah i think there should be more more
time but not everybody should have more time and then you have to take into account outside interest so i i get uncomfortable with ex with just this across the board that ever give everybody time that um that's the problem i have and five minutes i don't know what to think of that i i don't know about the research but i
bet you the research is going back and forth maybe some say it's great others say it really doesn't make a difference and like i said there's independent kids that are doing really well why should they be extended let them write on like how they've been doing and um so so it's it's difficult for me and i would just have to
well that's how i feel thank you mrs gagne please so i think that should should this pass um there's a balancing act here and i will say i i tend to maybe it's my position on the board i don't know i tend to get sort of things from all sides and have conversations across the spectrum um and i think that valid points have
been raised all across the spectrum in regards to this we are a unified school district and so you know we do have students here that i think often get overlooked that they are not getting because they don't have support at home you know they during this pandemic just sometimes don't have parents who are fluent in technology and have clearly not benefited and
really do need extra time and this extra 30 minutes will be critical for them because they may have missed out on a whole year of learning um and that's one of my concerns is that we do have and maybe this is not known necessarily a very large population probably 50 or more of our students who fall in that
category and so you know we have to sort of balance that with we do have students who from all sides of the learning spectrum some did phenomenal with distance learning um they actually thrived and they didn't thrive in the classroom and we have others who are top performing students who this was their worst year academically because they just distance learning
isn't the way they learn they're tactile owners there in person so this is difficult to come up with a plan that's going to work for everybody i also think and i want to echo mr schaefer's comments the number one thing i've heard and i have educators who contacted me who also said that their plan is to adjust for this is
homework i mean i think that's a valid concern because if we are to implement something that is impacting students across the board we do need to think about that because if some of our students who maybe this isn't the best solution for them but they might be you know better performers um having to maybe sit there while there's
some one-on-one time and then going home and still having x amount of homework that doesn't really seem like that's working out for for anybody to be frank so what i would ask is and again i'm not here i'm not an educator in this district uh you know telling someone to do their job but i really do think that in implementation
that needs to be considered and communicated and endorsed that people for this year given the unique circumstances reevaluate what they're assigning outside of the classroom i think that is absolutely critical and approving this doesn't mean that doesn't happen so i think a lot of times one of the issues in this district that what i'm going to say right now probably surprises no one
is communication and so if this gets adopted we need to be very clear that this really was the number one issue i heard about it was homework it was that they were going to go home and nothing was going to change i've heard it from students i've heard it from parents i've heard from educators so if that
really is one of the core issues and concerns i just want to make sure that's meaningfully addressed because oftentimes we pass things here and i do think the board needs to follow up on this so i'll commit to following up on that should this pass but you know i am concerned about that i'm also concerned that you know it's it's
been a rough it's not a rough go of it the last 15 months and uh you know i don't want to increase stress on anybody i think everybody's been through enough over the last 15 months or so but i also do want to make sure that we are supporting our students who need it the most because i do think
this has been especially difficult on them because they just don't have the supports so i just wanted to highlight that and just make sure that beyond if this is to pass this evening that we have a commitment to making sure that this works as best as possible for everybody because i don't think anybody negates the fact that we have students who
this will help them but that doesn't mean that we can't we need to adjust other things to make sure it works for as many students as possible mr naught please yeah um i strongly support um adding instructional aids especially those primary grades classrooms because they do need lots of help uh and and there are population that will really need extra care
and and and focusing on on on them of or this grant would be absolutely a good deal however the parents have shared with me that they were they just received the notice week and a half ago and would have to adjust their entire uh schedule including the working schedule was not really good for good for the family and they don't have
the full support of understanding that extra five minutes would change their education value handcuffs us to extend the minutes does it do that dr anfield the the great the district comes up with the plan and submits that uh to the state so it doesn't if the board chooses to vote that's down then the board votes it down uh
and then it has to determine what we're going to do to fill the other uh to uh you'll have to come up with another plan to spend that money is it possible we could pull this item and and have another meeting um in few days you'd have to do it uh by june 1st i think is the day that it needs to
go to uh the county correct yes yeah i'd like to uh ask if i could get consensus or second if we could put this item and and uh get more inputs and see what other districts are doing and and see what's the best for our students and their education as a whole if few more days doesn't kill us i think maybe we need to do that
parent and family structure so it should have been necessary just like copic surveys that we should have surveyed the parents how they felt about this too it just makes common sense and and when that parent told me i felt a little bit embarrassed because she was right because i was thinking about me now i'm going to like it myself even so i
have to apologize to her that i should have thought of that because things like that happen to me from time to time so what mr nas said is true i think if we notified the parents none of this would have happened it would have been modified and changed up and then parents would have been much happier but because they were left out
of the cold i don't blame them being a little bit you know upset so it makes sense i second that question okay if i could then interject real quick gentlemen um we have a substitute motion by mr gnaw and a second by mr cruz to pull the item do we have comments or discussion on the substitute motion it's
not debatable you need to vote to see if it's going to be just or not okay then we will vote on the substitute motion we will do a roll call vote mr cruz yes mr bridge no nah aye mrs gagne and i'm in no the substitute motion uh fails with two eyes and three nose we will go
back now to the original motion which was the expanded learning opportunities grant plan i see that uh mr bridge please my one question was answered by uh by dr enfield said it was june 1st if we did not pass is when the deadline was for bringing it up uh the other thing i i also tend to agree with
with the homework that we need to we need to take a look at it it seems like in in my educational career and and dr park and and mr fellows are probably correct me but it i i think somewhere in the mid 90s there was a lot of parents who were advocating for more homework and now the the pendulum has has swung
back towards less homework i think whatever we do we do with this we need to make sure that we're we're doing the the right amount in the and mr schaefer said it correctly quality not quantity uh so with that uh i'll yield back to the president mrs garnier please yeah so i want to ask a process-oriented question which is
um does he have comments what parent feedback was solicited um and i i'd like to have it as as detailed of a response as possible um and and i asked the question and i'll give the background for why i'm asking it um is that i i think that i don't disagree in principle with the motion by mr na
so i want to be clear i don't disagree with with the principle of it my concern is that we're now entering into a paradigm that i don't think is going to produce what we want which is we're going to do something today and then let's say we were to go ahead and say we're going to do a survey it is
next week is the last week of school we have till june 1st so we're going to conduct an entire survey get the feedback digest it come with a whole brand new plan then come back to the board and get it in by june 1st my concern is that that process is on this very tight timeline versus the
first process which was from my understanding engaging certain parent stakeholder committees like we do for all of our grant opportunities and this was something that was not just sort of conceived off the cuff and so my concern is that we're going to sort of rush in and i don't want the district to miss out on grant funds
and this is not a i'm not someone who we need to chase money but the state has put this out there and i don't want us not to take the opportunity to get what we need into the district like i don't want to miss out on the opportunity to leverage these funds to help our students and so you know that's just my concern
is that we end up in a rushed process which potentially the outcome produces something else that many parents don't like and i mean i think there's a high risk of that in 10 days mr cruz were you trying to push your life down mr not please yeah my intention was not have a complete uh parent population survey done
that wasn't it my intention was to look at other districts and compare and look at their plans see if if we could benefit the most way to benefit our students education it's not about the survey if we had drawn out this plan and have given the notice to the parents in a week and a half a time span and saying that we don't
want to rush i don't know i mean our hands are tight the june 1st is a timeline but next few days will not kill us applying for that grant and and it's okay either way as long as our student population gets benefited it's a good thing i i support applying for the grant it's just to how to use that grant
to maximize the result of our education for our student population and i i i just just hope that we have the best plan because other districts sure i'm sure applying for this plan too and if we would have some time to digest and and compare and maybe improve our plan uh the result might be the same you know increasing the time uh span but
there could be something that that's a better use and that was it thank you anfield have a quick question and then i'll get to you mrs gonier the title of this is expanded learning opportunities grant is it imperative that expansion of either the number of minutes in the day or the school year in general bay added days as part of the as part of our
proposal it's the number one thing when you look on the the grant application is the state's looking at you extending the the school year either through minutes or through days that's the top priority now that's a negotiable item with teachers associations so they can't mandate it so but they can encourage that and if you look at the grant application that's the
number one thing on there the kids have a learning loss and it would make sense the way that you would help support that would be extending days or extending time to the school year is it is it safe to say then that if we didn't include either additional minutes or additional days at the end of the that we wouldn't be successful in
receiving the grant no i i believe you would probably you could uh ignore that and not do any of that not extend the school day or the school year and i think the grant would still probably be approved but they're currently at least i can't think of any other way to somewhat guarantee that at least every student
has assessed or taken a look at to see what if any interventions they may need some students may have come through this okay and they're going to be fine and they may not need anything but i have a feeling that a large number of our students are going to need either academic assistance or social emotional assistance and i i don't know any other way to
ensure that we are touching almost every student in the district and i kind of look at it very simply that 30 minutes a day may be an inconvenience for a year it's not going to hurt any student but it definitely has the potential of helping a tremendous number of students in our district and so um you know i for those reasons i
support it because i can't think of any other way to make sure that we're s assessing and looking at every student because some of them may fly under the radar if we don't do something like this we may not be able to assess them and get get the assistance that they need mrs gonier please uh dr enfield can you comment on either
comparable districts uh and or other local districts and what they what their plans may be i think other districts came up with the same list that we came up with because there's only a limited number of things that you can look at when you're going to expand that you can look at after-school tutoring that's one that comes up but when we sat down and
we looked at that and talking with our groups not every kid attends uh tutoring when you offer it to them i can share with you our mckinty vento students i think there's over uh 2 000 students that it's offered to every year and we have about 2 percent that take advantage of that um because there are restrictions and
and and there's just barriers with with families of why they can't or cannot stay afterwards to attend uh by adding the 30 minutes we're guaranteed that they're they're there for us to provide those interventions and then specifically the classroom teacher who's looking at their students and determining what they need to provide for them day each day so one day as a classroom
teacher i could see that my my students seem to have a difficult time grasping these math concepts so i can spend 15 20 more minutes on that that day going over those cons concepts to help them through that that process so it gives you that time or it could be in some of the writings or i could be
pulling kids in small group instructions but it adds that time for them to to look at their comment of formative assessments and and give those students that that that opportunity i don't think it's a a time that we envision that it's to add more homework uh homework is an issue it's always been a an issue but i hear the board loud and clear
we'll we'll look at some things and bring forward to the board regarding that um but this is uh it's guaranteeing that that 30 minutes for our students you know we we changed our protocol because we know that this was something that the community felt that was important you know for me you know i just want to feel good of the things that i do rather
than feel guilty because knowing the fact that when it comes to our community our parents i mean there's always we could always set time for anything 10 days june 1st it doesn't matter we could do it if we believe in our community that when it comes to the parents and the children that is the pinnacle of the whole entire
system and if we feel that there's something going off that goes first and you do whatever you can and you could do it it just sometimes i don't know i just i find this kind of odd sometimes any other questions or comments from board before we vote mr novelis yeah one more concern of mine is that you know sacramento
has been changing many things and not only in our curriculum but they're trying to change our time scheduling and plus if we do that and that's going to be only a year and the next year we have to change the time schedule again for the whole population and if we plan something i like to see that our students receives
the most benefit in a stable scheduling that is long-term so thank you okay anything else from board we'll do a roll call vote on this mr cruz no mr bridge hi mr na me mrs gagne yes and i'm a yes motion passes three to two we'll go back on track now to section two action items we're at item 2a1 elementary school
promotions board member andrew cruz recommends the board of education approve elementary school cites having the discretion to hold in-person promotion ceremonies for the 2020-2021 school year are there any comments back from the audience there are none i have a motion so moved second actually have the first uh the motion by mrs gonya the second by mr gnaw comments
questions and discussion from board mrs ghani i see your light i i don't have like concern with this item as in i'm not behind elementary school promotions in fact i'm going to vote to endorse this item i just do want to note though that this has been promotions generally across the district has been a very tricky issue this year because
the state has crazy guidelines for hosting events so we have i mean we received as a board this like crazy schedule of all the high school graduations and some of our schools are having four and then we got a crazy schedule the junior high graduations and the concern was that we were going to trip over graduation times
so that families that have children at all levels they were not going to be able to attend a graduation for one of their children so i just want to point out that there are some behind the scenes logistics reasons why this was not like a thumbs up move ahead thing from the get-go and my concern is and i'm just voicing
this is that i i'm a little concerned that now we are going to have a problem where um you know and the promotions have to happen after school or they have to be something that is compliant with the guidelines um i'm just hoping that as we have these um our families are able to adjust because this is sort of last minute that this is
going to happen but i just want to note that you know this was not an oversight um i think that anytime an educational goal is there we need to celebrate it that milestones need to be celebrated because that really supports our kids and knowing that they they've achieved something and we don't recognize those things i think that's
problematic but i i just hope that we're able to logistically accommodate everybody and that we don't have families who have to miss out on a promotion because of you know promotions crossing over one another thank you have there been any substantial changes in state or county guidelines or protocols or any of our district policies since the original recommendation was made
that would warrant to change and recommendations no there has not and the concerns were not necessarily just logistics i think one of the major concerns that you and i discussed was the fact that we've worked for months to keep visitors off of our elementary school campuses to keep those students as safe as possible and now we're going to open it up
potentially i'm assuming these are now going to have to take place after hours after school hours yeah they would take place after the school hours with that being said is staff going to be required to attend what if they've already at this late date what if they already have plans to go out of town for family members graduations or for
graduations of other family members in the district is there going to be a mandate that they that they attend no there's not a mandate at the high school graduations or the junior high promotions so there would not be one here either i think my my biggest complaint with this uh item as presented is is the word discretion
it it is putting our site administrators in an unwinnable and unenviable position to be the ones to now have to make the decision as to whether or not they are going to hold these graduations i don't think it's fair um this is the governing body of this district i think we make a decision either up or down but we don't pass the
buck onto our employees that to me is just completely unfair and inappropriate you know i've spoken with several of our elementary administrators and preparing for tonight and they're they're they're saddened that there are issues with having in person promotions they all look forward to them but they've also all gone through extraordinary steps to make the virtual ones as as meaningful as
possible and to also provide their sixth grade students with events throughout you know most of next week and and definitely on what would be promotion day to make sure that it is a memorable day for them and i think that they've done an excellent job and the ones that i've talked to in mitigating this unfortunate situation i will share this that several of the
administrators that i spoke with actually spoke with their sixth grade classes and asked them what they wanted and interestingly enough a promotion ceremony didn't come up it was not in the top five answers the number one answer across the board was just some free time to spend with their friends before they went on vacation and i think that all of our elementary
schools have accomplished that at least all the ones that i talked to you know as unfortunate this is my daughter missed her eighth grade promotion last year i get it these are milestones they're important to say that it's not going to be celebrated is is inaccurate it's not going to be celebrated in person um and you know that may be semantics
for some people but there will be a celebration there will be a recognition of these students achievements and i think it's important that we take a look at the position that we're putting our site administrators in and our our staff in now they have for some some of them two days to put together not only a promotion with all the stuff
that goes along with that but they also now are going to be required to come up with an attendee list because these are requirements by the state to have in-person graduation an attendee list assigned seating charts for the different ceremonies and if they have to have more than one ceremony per per school to get all of their students
in because of social distancing requirements they have to come up with that and what are we going to do if a family shows up and they're not they didn't know or they weren't timely and they didn't get on the attendee list what are we going to do then that family now has no option to watch a virtual ceremony
they have no option for their child to participate in some of these other activities that were going to take place i think to rush through ceremonies at this late time is is doing our my opinion is doing our not just our students but our staff and injustice i don't know if mr gnaw or mrs gagne was first so mrs
gagne will go with you next uh so i will acknowledge that this item is certainly um it's gonna put a burden um on our administrators um and but i but i do think that um i think we have some creative administrators and and creative parents and and i think that the critique of not having the sixth grade promotions
i i will say that many of the parents who i spoke to or contacted me were like ready to jump in and like implement so i i do think that that will be a part of this process that being said though i feel like this is an item that you know i tend to when i see things on the
agenda or hear about them coming up i you think i ask a lot of questions here for dr enfield um i ask a lot of questions and this is something that it's an example of you know there probably could have been some questions asked and a conversation and we could have had a logistics discussion and maybe resolve this prior
to this being an action item eighth grade promotion is a great example that ended up getting resolved not at the board level so i would just endorse that in the future you know if this if there is something that might not necessitate board action that you know we try to resolve this before it gets to this level because i do want
to acknowledge that it's going to be it's going to be a sprint um and i think that if this had just been a offline not board meeting conversation weeks ago this might have been resolved and we wouldn't be in a situation like this thank you mr na yes uh um here clearly he says there's a discretion to hold
in person promotion so such a time like this um other thing it's on it's fair for the district to hold gone at all site administrators to perform in person if they're unable to do so and and that's what it says on this motion um again i'm just going back to wearing the student's head the parents head without students
we don't need schools without students we don't need teachers we don't need the admin we don't need secretaries we don't need the school board so therefore i think we need to be mindful that we should always focus on the students and their education and their their life their memories so each site could come up with their own thoughts and ideas and
with the parents um that in-person promotion would be a viable solution or could be online too let's be flexible but let's give it an opportunity to have an option i think we have taken too many options away from our population and i don't think that's what our forefathers built this country for this country should have a freedom an
option so therefore i'm supporting this resolution thank you mr bridge please yes and in january i didn't think we'd be talking about any of this the way things were going and i'm glad to see things are improving i i was concerned also like mr schaefer about the word discretion because when we were first talking about trying to
bring back graduation at the high schools we were being told that the high schools were all going to do you know similar things in other words they weren't going to be deviating from the what the other high schools were doing except for how many ceremonies they were going to have so what bothers me a little bit uh about this
and i and i can tell you that i've had conversations with dr enfield as well trying to figure out a solution to this and and we we couldn't and i think at this at this late date i think it's just uh not really incumbent to put put it on site administrators to figure out how to how to do this
i'm hoping next year as we continue to work back to some sense of normalcy and we're seeing a little bit of that tonight with the people in this room that next year will be you know this will all be a thing of the past but that concludes my call mr cruz did you have something yes you know mr nah we both can help the
principal so any principal dr infield they they need will be there helping i'm dead serious you know so no no i've been been around kids over thousands of kids and probably that's why i'm positive which is good which is good but let me say nothing bothers me hope and i just could imagine the kids out there in the sunlight the wind it's beautiful
outside and the experiences because i remember i remember things a kid named james blonde hair kid i remember walking i don't have no idea what i was doing and another kid robbie i mean these are memories it's memories i stick to as old as i am hey you know what's worse what's really worse is having a kid
wearing a mask for six hours now that is so screwed up okay now that's one thing that's so disturbing but but these things i'm telling you just graduation with the parents and after that going out to eat it's all about family and community overall what else is there so you and i we could help the principals okay this is gagne please

so far esther kim is an incoming junior attending chino hills high school ever since she had first attended the california association of student councils summer conference in 2020 her passion for youth empowerment has led her to do diverse work for youth civic engagement and education with the california association of student councils generation up the empowerment collective and her
school's associated student body through her role as a cvusd student board representative and a member of next year's chino hills high school at school asp she strives to inspire more students to become part of the decisions that affect them and their peers this coming term esther aspires to collaborate with peers to create a district-wide student union make
information more accessible to all through media platforms host open forums to bring district district administration teachers parents and students together and advocate for students of all races ethnicities genders and socio-economic backgrounds to support a community culture reflective of the student body's diverse needs and values as the 2021 2022 cvsd student board representative and president of the student advisory
council essa will put her best work into communicating with each and every student to ensure that her voice and the board of education promotes proactive culturally sensitive decisions for everyone in the district and now may i have a motion second motion by mrs nonsecond by i'm sorry motioned by mrs gagne said by mr gnaw comments questions or

learning that occurred over this last year and um that has to be addressed but because my students are going into high school they'll be students that are yellow next year if that um additional time is broken up into five minute segments for each class i don't see how that's going to really help with the loss of learning um
i feel like we as parents didn't get much notification or say in the matter at all where teachers were given the opportunity to possibly vote on this matter and have a say in it and um i think as parents you know it affects us as much as it does the teachers and and it affects our students directly
my children are both very active my son is the only boy cheerleader at aiella high school next year so you know he's going to be busy with that my daughter should play sports and they're in ap classes so 30 minutes taken from their overall day is quite impactful um five minutes per class i don't think is going to make much of a
difference so i would suggest or recommend that you take a look at maybe making that 30 minutes cumulative and giving the students an opportunity to maybe have like a study hall where they could possibly do homework and have tutors available to them to um help them on whatever subjects they're struggling with like um maybe a zero period and like a
seventh period or something where it could be available to all students and maybe um if the students don't need it it might not be mandatory but available to everybody who needs it and you know that there are some teachers who don't want extended days and if if those teachers who don't want extended days you know they might not be the people who
are there for the extended 30 minutes so i would just hope that you guys would take that into consideration that how that 30 minutes is going to affect the older grade levels and um when it comes to the grant money for technology and i think they were called viewsonic monitors in the classrooms i wonder if you could use that money to
uh for technology more directly to the students um i know in fullerton my niece goes to a public school junior high she has a um tablet that all her books are on so she's not carrying a heavy backpack full of books you know maybe money could be used towards the students to have a tablet instead of carrying
five or six books around all day versus having a monitor in the classroom and um thank you for your time and also can i just take a moment to say i really appreciate all of you so much and the wonderful teachers of this district for letting our kids come back to school i know a lot of children didn't get that
opportunity in california and it made a humongous difference and thank you so much for that thank you for your comments any any others pat sharon duran here i am again hey getting bored i have notes everywhere so hopefully i can get through it um i i'm kind of with her i don't understand how 30 minutes additional time i have a great idea
which might sound crazy because we just keep increasing class sizes i'm pretty sure most parents would be okay with extending two four weeks if we get smaller class sizes that would be a wish list right for most parents so i think that would benefit the students the most also um i know you keep mentioning that alcap was involved i'm on the out cap
and our our meeting for that was supposed to be held this tuesday was their schedule for next tuesday so we didn't get to discuss this as another alco parent brought it to our attention like it would have been nice to have that specific grant money discussed i think we discussed a lot of monies but i i was late to the last meeting i
was asking like can someone confirm and they're like yeah we were supposed to talk about it on tuesday at the council's meeting um so the grant money i don't know if this is the correct verbiage but also is helping students and families return safely make transition home support the well-being give supplemental academic and behavior instructions to students that need it
um i'm gonna be straight up my student did terrible with this discerning i thought when he hit junior high it was just the right a time time to get the wiggles out with his adhd and between classes he can't even be on the xbox for more than an hour because he gets bored and he's like i want to go
outside and play so you know he did not excel at all so i think for him it's more of a behavior issue also at the same time because this has brought him with depression and other things that he he feels like a failure you know so i feel like yes he needs a help academically but he definitely needs
help with counseling and mental health issues and i i'm sure he's not the only one you know what i mean i hate taught him like this but you know every kid is very individual i have four very very different kids two with iep so you know i know where they need help and i know that you know as far as the 30
minutes goes that's not what every student needs some need more emotional help you know given you know low-income families language barriers i even had to talk to um a teacher the other day that i kept calling out a student i said can i talk to you alone i said i know little susie's mom is a single mom
working at disneyland i said she might have gone back to work and you keep calling on her because she's not on task i said i just want to let you know this do with it what you will the information but you know just so you're aware you know that she has an older brother's in college but he's
probably doing his own thing she's not home alone but there's no one to provide direct supervision you know and it's things like that everyone's home is so different that everybody needs different supports thank you thank you any others thank you see none i will close the public hearing at 7 41 p.m motion by mr cruz seconded by mrs ghania

yes i agree with mr salazar thank you for coming and mrs durant thank you for coming see this is what i love i like inputs mrs alexa talk about cumulative time for our students instead of broken down a little minutes and mrs durant talked about smaller classes sizes and more emotional health for our student body and and i appreciate those inputs
and i'm sure our staffs are listening and hopefully when we're writing that grant we could coordinate that and include it and somehow so that we could implement those on each school site so students really get the true help they need and i also like to thank those teachers not just doing these pandemics i remember lunchtime the many teachers had opened
their classrooms helping students during their lunch break staying before i mean inviting students before the school starts to help them with their homeworks and and quizzes and reviews and also staying after school helping students i had teachers who had paid for prom for their students in their classrooms so thank you for our great teachers in our school district
and and i'd like to also thank our cabinet and and dr anfield for building and supporting our teachers so that they could just concentrate teaching our students in their classrooms thank you any other comments or questions from the board mr cruz you need to hit the other your like button so i know you would like to make a comment that's fine
go ahead sir just you know the grant that was passed that was the grant to give 30 minutes so it has passed already so what we're doing now it's a huge pie and they took that piece that was controversial but to to to say no to the whole pie would be sort of complicated but just let you know that
they passed that grant for the 30 minutes so what's done is down now we're passing the contract and it'd be way too complicated just to drop the whole thing because it's huge with pieces just to share that i will just for board clarification mr cruz is correct the 30 minutes had passed as a consent item this is simply the mou that will

agenda to lift the mask weary mandate for students and staff in chino valley unified school district but it was rejected lawyers i'm not 100 correct but it had something to do with overriding the governor but you know like the young lady and the mother stated about the mask we know that masks can traumatize children make them nervous headaches dizziness
um breathing just it's common sense and i i can remember as a child where i i choked on a hot dog and a twinkie and months i was i never ate those foods and i thought helicopters were chasing me so knowing the fact that these children have to wear masks a lot of them are going through a lot
and knowing that their survivability is so so it's excellent they're healthy kids and just the idea that wearing the mask all this time and i just could imagine you know the authority of a teacher or someone else telling them to wear a mask a lot of kids following authority wanting to lower it down but they can't because they feel like they have to wear
it trust me some of these kids are having emotional problems you know they are panicking hyperventilating and i know probably some are just trying to hide so they could give their opportunity to remove their mask i could imagine this because this is what i would do i mean i would wear the mask because the authority would tell me and i wouldn't
take it off because i feel like i'd be doing something bad so as a child we're all we are in our own little worlds and we take everything literally and i just it just it's you know something to really really consider really pay attention to all this you know we're beginning to notice the flip-flopping that's occurring we also begin to notice
the the retire people retiring or being replaced we also notice that kids have natural immunity for this already and we also know that the cloth mask doesn't even work at all if you really want to use one it's the n95 that you have to use because the cloth is absolutely not working so i am requesting an agenda an emotion
that we place the same item that was rejected on may 6 to lift the mask wearing mandate for students and staff in chino valley unified school district you can just make the request what's that you can just make the request you don't have to so i like to vote on it so we can have it on the next item
that's what we have to do right correct you meet the request and that's it well i did last time and it was rejected my request was ejected on may 6 2021 so i need to make an agenda so we can vote on it so it can be on the next agenda item dr would you like to address that yeah i
understand your request mr cruz you're correct the we looked at it and said it wasn't within this jurisdiction of the board so what you're requesting is an agenda item to vote on whether it is within the jurisdiction of the board yeah yeah i understand yes and you know this is this is a mandate and we we have to look at we have to
override the children versus the mandy that's coming from governor newsom and we got to ask ourselves what is important the benefit of our children than this mass that our kids have to wear and so you have to say it's our children because they're not being affected the wrist is super low they're positive so i ain't gonna be
listening to this dude that has insensitivity when it comes to our children that has to wear masks all the time so it makes perfect sense the child that they should have options very simple as that so let's move on so how do we proceed mr cruz if i understand dr infield um you've requested that a action item be
put on the next agenda to see if the board agrees if this is within our jurisdiction or not and then if the board votes yes it is then there will be another action item request dr enfield is that how it works yeah it would be brought forward at the the following meeting after that one and that that could have happened this week
huh i mean we could have modified this request and we could have been having a vote today that's okay but you're doing the right thing all right you persist because we know it's wrong absolutely wrong and also another thing too that's important okay now this is really critical you know on may 10 2021 the fda emergency use for the pfizer for 12 and
15 year olds a person approached me and i have to do some research i don't know if this is true or not but it wasn't right um identical twins she was telling me that one son said no but the other son conceded because of peer pressure and the teacher so he was injected with pfizer and the son of
the mother wasn't too happy but you know when it comes to hipaa 12 years old i know when you're 12 you can go and talk to a nurse and you could do things without the parents knowing but that wasn't that was and you know 12 and 15 when you look at that stage that's puberty stage and knowing the fact that there was no
experimentations for kids it's almost as if i want to cry because you know god help us if this kills our children or do things that are awful because it's totally to give this to her kids knowing the fact that they they're not getting sick they're so healthy that they're they're just they're positive and to give them something like this
[Music] it's not right at all okay um have attended a celebration of life for mark hargrove the husband of our long-time employee terry hargrove she's a secretary at rhodes for many many years and just have retired our employees that who have attended his celebration of life was very meaningful because all their children had said so much wonderful things about
their dad and it took dawn on me because sometimes as the fathers were too busy uh trying to provide things for the family doing outside of [Music] realm different interests different hobby but mark hargrove has spent his entire life with his children and he has shown so i miss him dearly and he said one thing in my death but celebrate my life
because he knew that he was heaven bound so all the men out there myself love your kids with everything you have i'd like to thank the principal from chino high school to come and spoke representing the parents and that was very nice and we had a military salute from the fire department and talking about military salute today
we have seen those pictures on on our tv i call it tv here um those faces behind our american flag whether they were going to navy or marine corp or we were we could be all united under one one flag and it's so simple uh as we're sitting here we're body of one as well and our management team our cabinet
members i'm so proud of them tonight i'm keep hearing all these good things about the directors doing a great job taking care of their fellow staff members secretaries and security guards and taking them out for food or just small things and this is what makes our school district great and that goes with our sitting secretaries here to
to outside in the parking lot the noon grounds people we could only appreciate things when i was little i used to look up on those famous names whether they're kings presidents or or billionaires but i don't do that anymore the true heroes are right here it could be your mom sitting in front of you it could be mom
sitting next to you dad just people that's close to you they're the real people they're the people that could not be bought or sold nor sold and you cannot break ties with them this is what i have learned from mark's celebration life service so again i'd like to thank all our military round students the police and firemen because they are first
responders that is going to protect our lives our livelihood in our schools thank you thank you first of all i'd like to uh officially welcome our new student board member esther it'd be nice to be working with you as the the new person on the board here and as you can see we've got a lot of plexiglass up here you'll
you'll find it's a different view from up here than down in the audience as i as i discovered but looking forward to a wonderful year working with you also this is classified school employees week and while the board passed a resolution at the last meeting i want to wanted to recognize and thank those csea employees for the work that
they've done in this extraordinary year i also would like to echo president brenda walker's comments and congratulate the educators of the year awardees it was a pleasure to virtually attend act's day of the teacher ceremony and honor the recipients also i'd like to congratulate all of our district high school graduates next for next week i'm glad that there
is able to be an on-campus ceremony that's the one thing i talked about during my campaign if possible and uh and even in uh in january when many didn't think it was going to be possible even then we kept our hopes up and i'm glad to see that happening because having participated in several graduations as a staff member at don
lugo and also having served as the lineup coordinator at ayala high school for several years i will miss attending your ceremonies but wanted to extend my best wishes for your future endeavors whether it be in college trade schools or or careers and that concludes my comments mrs gagne please yes good evening first and foremost i'm so glad we're all back here in
person i know that there's not many chairs in this room and they're a bit spread out but i appreciate that we're back here i think that public venues like this are much better for communications and hearing and understanding people so here's to things just keeping to get better here i'd like to thank our students that came tonight and i'd like to and i hope not
embarrassing you but mckenzie i really want to thank you for coming tonight and speaking to the board that could not have been easy but you you handled it very well and i just want to encourage you that it's really important to speak up for yourself so i appreciate that you came here and keep keep standing up for yourself i
think that that's a it's a great great thing to do and it's great to be involved in your education i'd like to thank miss kim i look forward to working with you i know that you are a passionate advocate and i'm sure we will see that here on the diocese i'd like to thank mr adams from school
portraits i think he brought up a great point in the money that he raised for the schools which this community in the last year has really banded together for its students as the incoming chair for the chamber we did some programming for our students and it was amazing how different members of the community banded together to do
things for our kids so i just want to say thank you i know he had to leave but i just appreciate the effort he puts into supporting our students with scholarships i'd also like to thank our students who are serving us in our u.s branches of the military unfortunately we were not able to do a formal ceremony like we've done in
years past but i do want to thank them for their service and acknowledge the choice they've made to serve our country i do want to bring up something that has only been mentioned tonight in the initial comments in the meeting which is preserve school number two and i want to address it because you know it has continually sort of been an
issue and i think there is a lot of information out there that um you know i'm not sure where it comes from but i think there's a perception that some of the projects the district is doing under measure g and under and under other initiatives are mutually exclusive and i really want to focus on moving the district forward
and for me preserve school 2 reflects the growth of the inland empire it's growing it's going to continue to grow we need it but it's just like we needed to upgrade chino high anyone that's been to chino high can say that that was a necessary project and it's just like we might need other facilities and things over the next
couple of years i want to make clear that none of those projects are mutually exclusive and that there's been forward progress in all those projects and to that end i did ask earlier today for an agenda item for next meeting just to go over the progress so hopefully that will address some of the concerns that are out there in the community
but i also want to say that you know i'm not sure where the information is coming from but i do want to say that i hope our partners at the city level are committed to all of our projects we have things we need to do in the preserve we have things we need to do around chino high
and i wholeheartedly hope that our city council partners are committed to every single one of our projects because all these projects have the intent of benefiting students around the cvusd community i think finally i just want to congratulate our graduates at all levels this was not easy and i want to congratulate the entire cvusd community i think that at every single level there
have been achievements this year that have not been celebrated and usually we stop and we mark those achievements so whatever that achievement was for anybody this year getting through a day of distance learning making it to the end of this year whatever the accomplishment is every single step you took was an accomplishment and you know none of us had a playbook for
this so i think that you know i'm hoping that next year is more of a year of normalcy but i just want to congratulate everyone and just point out that on everyone's part this took a lot of effort and consternation and you know i hope this summer things are more open i know that we had some speakers this
evening that were commenting on some of the state's current guidelines it's my hope that we are progressing and i i do think we're progressing to loosen up some of these guidelines and i hope that this next academic year you know we are not in in the sea of restrictions that we are now with that thank you and have a good
evening dr ethel do you have any comments tonight yes first of all esther congratulations and i look forward to working with you on the superintendent's student council so congratulations and look forward for you being up on the board mckenzie i want to uh thank you for coming tonight and speaking i couldn't do that and when i was your age there's no way i
could get up here and speak to a bunch of adults so thank you for that i truly truly appreciate that to our csca employees i want to thank them for everything that they do to support our students but not only our students they support the staff here everything that you see that's going on here even at a board
meeting is all because of csea and so again i want to thank them it's csa week and then lastly i want to congratulate the class of 2021 this is a a year that nobody will ever forget a very difficult year for our students to get through this um i know they're they're going to come through it they're going to be stronger
than ever but it was an accomplishment to to get our kids across that line and and for them to to graduate and and i'm glad that as a district we had the opportunity to get them back here so that they could be here in person the last several months of school and they'll also be able to walk across the
stage it's not the ideal thing we want we would love to have everybody at the arena and be celebrating them all together but we we do what we can do so again congratulations to the class of 2021. thank you i have a couple of comments i'll first start with some community reports out of the parks and recreation
commission from chino hills uh they too welcomed a new their student a new student member last night miss leila isa also from chino hills high school so you guys are well represented last night was her first commission meeting and she did an outstanding job and i look forward to working with her throughout the next year for those
living in chino hills you should have received your summer recreation brochure it does outline some programs and events that are going to be offered by the city as things open up they are bringing back concerts in the park community movies and a lot of the other things that make summer so enjoyable so if you would like additional information
please go to chino hills city web page and click on community services uh miss kim you and i have spoke before i think actually more than once and so i look forward to continuing those conversations so once again congratulations on being selected and i think um i look forward to you being a contributing factor and a voice for all of our students in the
district this year so so congratulations mackenzie i too want to say great job i think for most of us up here i'm not going to speak for everybody because this is individual board comments and they represent individual board ideas and thoughts but i get a feeling that if we could we would re honor your request in a
heartbeat unfortunately as a governing body we also have to comply with state mandates and county mandates not to say that we're not working with those agencies to progress forward but let's all keep our fingers crossed that when june 15th hits and the governor comes out with his yet again new plan or new new move forward that there's some leeway there so i look
forward to that and again thank you for coming tonight and and letting your voice be heard because it's extremely important that we hear from you um yeah i was contacted by a security officer um from from our district here and they just wanted to make sure uh dr infield and cabinet know how appreciated last week's training was with i believe
with the police department and the sheriff's department the sros and our security officers it was stressed that it was extremely professional and that a lot of things are a lot of great things are happening for our security officers and security on our campuses uh with the addition of mr fields and so a big shout out to him and thank you for
for allowing all of that to happen it's important that those guys get professional training and stay up to date um so um you know i'm just going to throw this out there mr gun i know where the misinformation is coming from from a big part as far as the second school in the preserve goes miss fraga thank you for your comments tonight um
