of the legal process um we've had a prior presentation in open session so i'm not going to belabor the issue so this we're here tonight because of the california voting rights act we've received a demand letter under the california voting rights act asserting that the district's at-large method of election is impairing the ability of minority voters to elect candidates of

their choosing and under the california voting rights act when you receive such a demand letter you are obligated to respond within a certain amount of time and begin the process and the board began the process of transition back in april and first there were a couple of public hearings that the board heard on the the proposed structure of what maps

would look like tonight begins the next phase of the process where thank you where we are going to begin public hearings on actual uh maps uh that have been posted on your website for the last ten days mr furcha is here from cooperative strategies to go over the details of the maps uh with you uh and then once this phase

is done the board will select a map in a few months or a month or a little more than a month and then it will go to the county committee on school district organization and they will come into the district and hold a public hearing and after that we will seek a waiver from the state board of education on an

election requirement that's a very narrow election requirement that we recommend all school districts get a waiver for because of the potential litigation risks people aren't waiving their ability to elect members of the board it's important to remember that but tonight what we're interested in is hearing from mr furcha about the specifics of the maps and then to the extent people have had

an opportunity to review the maps online um for those individuals to come up and provide any sort of public comment on the structure of the maps where the boundaries are drawn uh any information that they may have that would be beneficial to the board for potential revisions because they are the experts in their community just as you are so with that i'm going to have

mr furchak come up and provide some some information about these maps good uh evening members of the board uh superintendent enfield um can i go quickly to the next slide and this is kind of the timeline that todd was talking about um just so you have a sense of the road map going forward so this is our first public hearing on the map

scenarios we have two more scheduled public hearings on july 15th and august 19th at the meeting on the 19th that would be the opportunity for the board to select a map that would like to use for moving forward in this process just because we have the maps that are created as of right now doesn't mean those are the only maps that would be

available for selection on that august 19th date additional maps could be coming forward as the board and the public provide feedback and direction we'll just have to make sure we post any additional maps prior to the subsequent public hearings but this just lays out the process in the timeline going forward and there will be an update to these

maps after the census data is released so once the board selects a map we'll get the approval of the county committee we'll get new census data and we'll make some adjustments potentially to account for population changes that have occurred since uh since 2010 when the new 2020 census data is released hopefully by the end of august if not

early september so on the district's website are all of the maps there are three maps two options for each map so it looks like there's six maps but there's really just three maps and we'll talk a little bit about what those options are but just for the public to know there is an opportunity to provide feedback on each of the maps there's a comment

button so and i know that there were some when i checked it last week of comments that have been submitted on the various maps of thoughts and and ideas about them so we'll be looking at those as this process uh continues and reporting those back to the board just as an introduction what are we looking at as we draw these areas the

areas have to be roughly equal in terms of total population and that's a number of people residing within the area doesn't mean voters it doesn't mean voting age people it's everybody as of the date the census counted counted noses they have to be drawn to comply with the federal voting rights act meaning we can't do anything to inhibit members of protected classes

which are historic racial ethnic or language minority groups from being able to influence the outcome of elections we can't carve up communities so as to deny people their ability to influence the outcome of elections the areas have to be contiguous can't start in one part of the district stop and pick up on the other side of town

they have to be as compact as possible looking at communities of interest and keeping those together respecting those communities of interest were to look at man-made or other natural draft geographic features to make these logical so that people can look at the map and make sense of it know where they live know what area they reside within

incumbency where board members reside is an allowable consideration to the extent it's possible it just can't be the the primary driver of these maps and then other local considerations such as school sites attendance boundaries those are all allowable considerations so just a little bit of background before we get into the maps this is the 2010 census data for the

district 172 857 residents as of 2010 and again we're still waiting on that 2020 number and we'll have that as quickly as we can get it the breakdown of the population you can see just under 44 latino 30 percent white and about 18 and a half percent asian you can see the population 18 and over and the next columns over just showing a

little bit of shift in those percentages the map on the left hand side just shows the different communities that are served by the school district the other layer of data that we look at and this is more updated than the 2010 census this is uh from the 2015 to 2019 american community survey which is a sampling of population that happens

every year by the census bureau and it's a rolling five-year average and we look at this for information on citizen voting age population so folks who are 18 and over and are citizens we don't divide up the districts roughly equally based on these numbers but what we use these numbers for is to determine whether or not there are areas of increased influence

that we can create for members of protected classes so the map here shows areas of concentration for the latino citizen voting age population the darker red colors showing a higher concentration the the lighter colors are a lower concentration and so you can see there's definitely parts in the district where we see those darker reds and you can see on the table to the

right total numbers there 34.8 percent latino on citizen voting age population 41 uh white and 14 and a half percent asian and we also have six and and two-thirds percent african-american or black population on citizen voting age numbers stay the same on the right map just changes and this is just looking at areas of increased influence for the

asian citizen voting age population which is the second largest protected class within the school district so we see some areas of increased influence and as we look at the maps we'll be looking at those numbers to see where where things move and change so with each map there is an a option and a b option no preference between the

two it just deals with the sequencing of elections so i'll draw your attention to the lower left hand corner where then the legend box it identifies which area would be up for election in which year so in scenario 1a it's areas 1 and 2. that would be up for election in 2022 and areas 3 through 5 that would be up

for election in 2024. you can see on the map then each of the areas are identified by a color area one is yellow two is green three is three is a red four is blue and five is purple got to keep those the same for me for all three scenarios you can see all the board members addresses are

indicated there so you know where things shake out and next to each board member's name is when their term expires in this particular scenario we start in the the northeast part of the district with area one and kind of work our way counterclockwise to the southeast but area one generally north of chino avenue in uh in that area and uh east of

central area two the green area picking up there west of central and mostly staying to the to the east of 71 just crossing over a little bit to grab population and get that balanced area 3 in red being the northern half of chino hills area four being the southern half and then area five a little bit of chino hills on

the other side of 71 and then just the rest of chino throughout the district there you'll see that we have two stars in uh in two areas um so we have two pairings of board members in scenario one um in in one instance we have board members who just reside close together and so that you know there's different pairings that

result um and but in area three we have two board members who reside within what is known as a census block and census block is the smallest geographic unit that we can use for these purposes we can't divide census blocks because that's the smallest unit for which we have population information and so we'll see that same pairing
