okay good evening everyone it is six o'clock i now reconvene the regular meeting of the board of education at 6 00 pm with bridge crews no shape for present and miss garnier participating remotely before we we begin please silence all electronic devices and note that the proceedings are being recorded and streamed live on the district's youtube channel pat

the board met in closed session from 5 pm to 5 35 pm regarding conference with legal counsel anticipated litigation one case conference with labor negotiators act and csea public employee discipline dismissal release public employee appointment director director access and equity elementary school principal elementary school assistant principals junior high school assistant principals high school assistant principals and public performance public employee

performance evaluation the board took the following actions voted to appoint jasmine norman as assistant principal chino high school effective july 19 2021 by the following vote bridge cruise gnaw shaffer yes and gagne absent and appointed donna escarino as assistant principal cal arrow k8 effective july 1 2021 by the following vote bridge cruise no shay for voting yes and gagne

absence no further action was taken which requires public disclosure thank you pat leading us on the pledge tonight will be mr noth stand from the start i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you mr na now move on to comments

from our employee representatives did i see miss lau in the back why don't we start with you because i don't see anybody else at the moment ma'am good evening president schaefer school board members cabinet and chino valley community this summer our elementary school campuses have hosted or will be hosting summer enrichment programs for our students the focus of these programs is to help

our students reconnect with their schools and allow our students to realize and remember how much fun school can be these programs have been a huge success students some of whom have never stepped on campus and many who have not been on campus in over a year had the opportunity to safely reconnect with classmates and staff members a parent thanked me saying my daughter

had anxiety about returning to school and now she's excited about the coming year our chino valley elementary kids have been building rockets and robots cooking playing soccer playing chess archery just to name a few engaging activities going on throughout the district my favorite moment personally was watching our teachers and students laughing as they dance together on our

playground thank you from the bottom of my heart thank you dr enfield cabinet teachers staff members everyone who had a hand in providing this precious well-needed time for our students thank you thank you ma'am is miss walker with us okay we'll move on to our next item we're now at comments uh i'm items not on the agenda as noted in the

public advisory posted in the agenda email comments are no longer accepted in-person protocols are now in effect pat are there any requests to speak on non-agenda items seven requests to speak on onagenda i'm sorry seven seven thank you speakers will be called in the order the request was received please listen for your name be prepared to approach the

podium any comments on agenda items will be accepted during consideration of that item once the board has commenced deliberation on an issue speaker cards will not be accepted the board is very interested in your comments but please bear in mind that the board typically does not respond to comments during this time on the agenda as it is reserved

specifically for public comments and individual members may respond during board comments at the end mr bridgeway please explain the light system speakers you have three minutes to address the board please limit your remarks to new points begin comments at the green light the yellow light means you have 30 seconds left the red light means your time is over we

ask that you please adjust the mic as necessary and speak directly into it such as what i'm doing currently audience members please refrain from making comments while speakers are at the podium and please note that board policy 1312.1 outlines the procedure for anyone who wishes to file a complaint against a district employee the first speaker is nicole babel

followed by babel followed by sonia shaw first as a veteran of the united states navy it is my obligation to fight against enemies both foreign and domestic and it is clear that this is a domestic threat towards the lives of our children as a mother it is my obligation to protect my children at any cost again this is a threat made for the

health and wellness of my children with that let me first make the demand of removing mass mandate effective immediately not only is the mandate extremely unhealthy to be redundant follow the science it has become a way to control them through fear-mongering these children are afraid they are afraid they are killing people by breathing they are afraid of being shamed by

fellow peers and they believe that what you are forcing on them is right because after all they are being told that they are the reason why people are dying the pressure and the fear is causing these kids to turn on themselves sending child suicide rates to an all-time high we are one man masked mandate away from social

socialism and it needs to end it is clear that the requests from the parents of chino unified have not clarified things for you so let me reiterate the responsibility that you have as a school board member as elected officials you were voted in under the pretense that you would do what is in the best interest of the children and you have failed

allowing these kids to suffer through constant nosebleeds headaches stomach aches sinus issues lung issues and so on is unacceptable a quote from a third grader at wickman elementary states i don't like wearing masks because it's hard to breathe of course it is hard to breed with a muzzle on your face let me remind you that your job on this school board

is not permanent each of you are 10 000 signatures away from walking out of here with your tail between your legs this is your notice that we will not be taking this situation lightly we will no longer sit idly by and watch you abuse our children and we will exercise our rights as american citizens my suggestion to you is that you resign

from your post because i assure you that this is just the beginning sonia shaw followed by kaylee martinez hi guys i'm glad to see that you're actually looking at the speaker tonight and i hope it continues because as i attended my first board meeting it was definitely an experience as chris as christina said in the last meeting she does not like rumors but i

guess what i heard were not rumors it was the truth i heard many times that it does not matter what we say it does not matter what our voices are for our children you sit there on your desks you do things other than look at the speakers you're busy making sure that the time goes by without even paying attention to

any of these parents i saw it firsthand you guys say that you don't like rumors you say that we need communication i sat here and watched you guys want to go in litigation using more money for the builder and they were trying to speak on on their behalf and none of you listen none of you even put your head up

except two every time i went back in other meetings i've seen two of you actually look at the speakers and engage with the parents we are the voice for our children we made it very clear today this morning that we want to be heard and we want a relationship with you guys we don't want this fight we don't want

to go head and head but we will make sure that we fight for our children and we do what's in their best interest so i can guarantee guarantee if you do not start listening to us just like she said i don't want to run for board but i will i know two of you are up for election soon and i promise you

that there's more parents behind us we don't need all the money and the dollars in the world we need our we need a voice for our parents from our for our kids so i encourage you to start listening to us we're not trying to be rude we want a relationship we want you guys to listen what you do with the elo plan

was insane you didn't get any parent engagement you passed it without even going through the right channels we know what you did it's just a matter of time we have almost a thousand parents already within the last three weeks and we have more parents that are getting involved daily today i had 15 requests to go on to our board

we're part of the the association that sued and got our kids into school so trust me we have the ability to do the things that we need to do that's best for our children i encourage you to please partner with us and listen to us as parents because we are the voice for our kids we do hear our kids come home we do see

that you guys think that 30 minutes is no big deal but it is a big deal for a lot of kids these kids are stressed we're putting more and more on just like you guys would you guys want to do 30 minutes or free i know a lot of you do under the table but let's say your your

employer came to you and say you have 30 minutes every single day to work with no pay would you like that i don't think so so let's work together and let's come up with a plan we are demanding that you amend and you go back and you go to that that elo and listen to us and come up

up with better ways to use that money i guess it was a fast way for you guys to be able to do it but there's better ways and you should be listening to us parents we have great ideas because we are the ones that see what our kids need thank you kaylee martinez followed by richard wales oh it's green sorry um it's been a

couple years since i've been up here last time i was up here i was fighting for oppa and unfortunately the school board went against it they didn't think of parents the kids they didn't put kids first it came down to the dollar signs it came down to the the semantics and the politics and the teacher unions bridge i know you're familiar with them

um unfortunately it's not about putting kids first and we need to get back to that i have a son with special needs i find tooth and nail for him to have the best education that's why he's at allegiance where we're getting better we get the better treatment there unfortunately for the rest of the district we're dropping the ball

so many parents i hear that are not getting the right care for their kids especially within the special needs community the communication with you guys this the communication between you guys and us is grossly grossly falling short um i think that there can definitely be um some ways to bridge that gap and we can do a lot better

you guys are elected and you guys are wanting to be here to be putting kids first and i don't see that i see you guys getting tied up in the politics of things and people above you that you guys are trying to appease and it's not about the kids um and we need to get back to that like

i'm touching on the 30 minutes and you guys want to talk about that i mean you guys gave eight hour window eight hours before you guys voted that in no parents knew i was on a community thread and there's people saying i work in the district i don't even know about it how do you think parents are going to

know about it we are able to get all these updates on masks in new year book signings all of that stuff but we can't get something that important that's going to change all of our lives we can't get any of that kind of communication that ball was dropped you can't touch that um but with that said if we want to follow

the science with that we've all learned about the science this year there's no science that supports the additional 30 minutes zero there's other states that have that in place and they're not doing good michigan's one they're one of the most failing states in their education california is probably not too far behind unfortunately but that 30 minutes is not supported by science

science supports kids have a four hour window to actually absorb education and then that's it that's all that you get you have four hours to utilize that as of right now kids are spending all of their additional time out on the playground teachers have no actual um direction with how to use that 30 minutes and we have good teachers we have bad

teachers and that there's just too much room for error and no no parents are being communicated with and there's no kids that are being put first we need to go back we need to appeal that and get parents involved so we can have that better communication with you guys going forward that's all thank you richard wales followed by kelly allen

well i appreciate the opportunity to speak i'm not going to go terribly into what happened with the elo i think everybody knows that parents are frustrated and i'm sure you've since that you're probably frustrated with listening to us on the issue i want i guess put out a proposition or an idea that may help both of us there's a lot

of money coming into this district there's a lot of decisions that need to be made i'm coming to you as a member of the parent association of chino valley but this is no means exclusive to anybody that would want to be a part of this that's in this district i would like to propose if you're agreeable that we have a discussion

about having a covet 19 emergency fund committee that includes parents and the district and we sit down and we talk about how money is going to be used and the most effective way that it can my suggestion would also include that we involve some of our teachers because it seems at least from too much of what we're

hearing that not enough teachers really know what's going on or how things are going to pan out so i just want to toss that out as an offering of maybe improving our communication maybe improving our relationship with each other i know that is not always a very warm item so i just hope that you take that into

consideration and give us the feedback on that when you get a chance thank you kelly allen followed by tony flores hello board members and superintendent my name is kelly allen and i have an almost third grader at rolling ridge elementary i'd like to express my concerns with the lack of communication regarding the elo i have more to say on other topics but

i'll start with that it's my understanding that the enhanced learning opportunity grant required a plan before june 2nd so the board was up against the wall to get something passed so we could get the money many of us believe that the board intentionally excluded the public from the process because of time constraints if this is the case we want you to know that we

will not be silent if the board is unaware that there was a considerable lack of parent and teacher input prior to the vote we are asking you to hear us and to vote to amend the plan for the elo grant prior to the beginning of the school year you all all have been tasked with making decisions in the best interests of our

children this is your primary purpose but you have neglected to hear from the children's advocates us the parents i'm here to speak for my son and for other children in his situation my son has struggled with reading and writing since kindergarten and when i voiced my concerns i have been reassured that difference differences in reading ability usually level out by third grade this

past year he was identified for learning intervention but because of kovid the teacher was furloughed for the majority of the year in february we were told that we got a zoom meeting for one hour per week we come to find out that this includes three different grades two different subjects that's one hour a week um we know that learning loss happened on a

wide scale last year some kids thrived but a lot of kids struggled every child should get evaluated and have access to an intervention teacher if needed to address those struggles a blanket 30 minutes a day will not address the needs of all the children the elo money should be used for that purpose now third grade is here

and he is still behind his peers and i worry for him i worry for other kids like him kids that may learn differently that need extra support kids that are excelling but may struggle with behavior issues kids that want to do well but feel overwhelmed you all owe it to every child who made it through last year

and the ones that didn't to honor them for their hard work and support them for their learning please amend the elo plan and get consideration from us as parents thank you tony flores followed by jamie hogue hello dr infield and board members my name is tony flores and my wife me and i have a son that attends howard cattle elementary school

and a daughter that attend attends magnolia junior high today i am here to edify our howard cattle school principals mr steve buss and mrs kimberly curry this past year has been challenging for all of us to say the least however these two howard cattle principles have led by example communication since last march of 2020 principal bus has kept our campus

families informed with safety procedures and protocols to maintain a safe and healthy environment with weekly phone messages and email updates principal bus empowered our pta parent faculty association to think outside the box and implement monthly family engagement activities via online in the home or local drive-through restaurants some of these events included parent principal pfa meet and greet crazy hair day

cattle trick or treat drive boo decorate a pumpkin photo veterans day videos tie a red ribbon submit photo family dinner nights at home and drive through talent show videos spirit shirt days and teacher appreciation week principal principal bus empowered our school site council parents to online meeting format which our parent to staff ratio attendance was 100 percent

for each school site council meeting to complete our school plan for student achievement principal curry empowered our school safety planning committee to online meeting format which our parent to staff ratio attendance was always at one hundred percent each meeting to update our comprehensive school safety plan principal bus empowered me to continue our all-pro dads program via online format i did and this year we had

our all-pro dad's day breakfast meetings in the comfort of our homes for those of you that do not know about all pro dad's day it's a group of dads and guardians and moms that meet one hour before the first bell rings each trimester to have breakfast with our children in a meaningful conversation and activity we then walk our children to

the classroom door and are off campus by the first bell rings at the beginning of each all-pro dad meeting each parent has an opportunity to stand up look at their children in the eyes and give a pride moment to each of their children dr enfield at one of our meetings i still remember your big smile when you stood up and talked about your

children and doctor and mr gnaw when you stood up and talked about your children what a gratifying moment with that said i want to recognize principal bus and mrs curry for principles of the year thank you thank you the final speaker is jamie hogue as a parent of a child in the school district and for all of our kids

i feel compelled to stand up and protect and fight for our kids the fact these masks are still being required is absolutely ignorant covet cases are almost non-existent yet we are forced to continue to wear these masks these masks have been forced upon us and have done more harm both physically and mentally physically kids have suffered numerous

bloody noses having to leave school because they were so bad sinus infections are through the roof allergies have been worse lung issues and constant stomach aches not to mention the endless headaches our kids complain about every day kids have suffered from wearing these masks yet we have been forced to make our kids suffer and try and justify and stand

behind something even when evidence shows masks don't protect us not to mention the mental damage excuse me i'm so upset with this that has caused our youth it's not healthy to walk around and not be able to see a smile or see expression on a person's face it's not okay for our kids to walk around like robots being yelled at

because they have to pull away pull a mask away from their face because they're not able to breathe at what point does this change we as parents can no longer stand behind and allow our kids to suffer and this district needs to get rid of these masks we shouldn't be forced to put our kids pull our kids out of school as many have

done and put them in private schools or other educational choices this board needs to stand up and protect our children and if this forward is driven by politics then we as parents will take over and protect apparently someone must stand up and do something to make change this is a fight we are willing to take on and we will

okay thank you to all the speakers and made comments tonight the board does appreciate it we're not one e changes in deletions paths we have any changes in deletions the following deletion is on the agenda human resources item two e3 compensation increase for administrative substitute services is pulled from the agenda thank you now moving on to section 2

action items we are now at action items the first item this evening one of many is item 2a1 presentation followed by a public hearing regarding the transition to buy trustee area elections and three proposed trustee area maps it's recommended the board of education conduct a public hearing following a presentation regarding the transition to buy trustee area elections

and three proposed trustee area maps board members before the public hearing is opened mr larry furcha of cooperative strategies and i believe uh mr todd robbins uh will be providing an informational presentation on this item i would like to remind board members that this item is a public hearing and as with other public hearings the board is not engaged

in discussion at this time board members may ask clarifying questions with that gentleman i'm not sure who's going to start mr robbins great thank you very much all right good evening board president members of the board mr superintendent um my name is todd robbins i'm with atkinson anderson lawyer rude and romo and i'm here to give a brief overview

of the legal process um we've had a prior presentation in open session so i'm not going to belabor the issue so this we're here tonight because of the california voting rights act we've received a demand letter under the california voting rights act asserting that the district's at-large method of election is impairing the ability of minority voters to elect candidates of

their choosing and under the california voting rights act when you receive such a demand letter you are obligated to respond within a certain amount of time and begin the process and the board began the process of transition back in april and first there were a couple of public hearings that the board heard on the the proposed structure of what maps

would look like tonight begins the next phase of the process where thank you where we are going to begin public hearings on actual uh maps uh that have been posted on your website for the last ten days mr furcha is here from cooperative strategies to go over the details of the maps uh with you uh and then once this phase

is done the board will select a map in a few months or a month or a little more than a month and then it will go to the county committee on school district organization and they will come into the district and hold a public hearing and after that we will seek a waiver from the state board of education on an

election requirement that's a very narrow election requirement that we recommend all school districts get a waiver for because of the potential litigation risks people aren't waiving their ability to elect members of the board it's important to remember that but tonight what we're interested in is hearing from mr furcha about the specifics of the maps and then to the extent people have had

an opportunity to review the maps online um for those individuals to come up and provide any sort of public comment on the structure of the maps where the boundaries are drawn uh any information that they may have that would be beneficial to the board for potential revisions because they are the experts in their community just as you are so with that i'm going to have

mr furchak come up and provide some some information about these maps good uh evening members of the board uh superintendent enfield um can i go quickly to the next slide and this is kind of the timeline that todd was talking about um just so you have a sense of the road map going forward so this is our first public hearing on the map

scenarios we have two more scheduled public hearings on july 15th and august 19th at the meeting on the 19th that would be the opportunity for the board to select a map that would like to use for moving forward in this process just because we have the maps that are created as of right now doesn't mean those are the only maps that would be

available for selection on that august 19th date additional maps could be coming forward as the board and the public provide feedback and direction we'll just have to make sure we post any additional maps prior to the subsequent public hearings but this just lays out the process in the timeline going forward and there will be an update to these

maps after the census data is released so once the board selects a map we'll get the approval of the county committee we'll get new census data and we'll make some adjustments potentially to account for population changes that have occurred since uh since 2010 when the new 2020 census data is released hopefully by the end of august if not

early september so on the district's website are all of the maps there are three maps two options for each map so it looks like there's six maps but there's really just three maps and we'll talk a little bit about what those options are but just for the public to know there is an opportunity to provide feedback on each of the maps there's a comment

button so and i know that there were some when i checked it last week of comments that have been submitted on the various maps of thoughts and and ideas about them so we'll be looking at those as this process uh continues and reporting those back to the board just as an introduction what are we looking at as we draw these areas the

areas have to be roughly equal in terms of total population and that's a number of people residing within the area doesn't mean voters it doesn't mean voting age people it's everybody as of the date the census counted counted noses they have to be drawn to comply with the federal voting rights act meaning we can't do anything to inhibit members of protected classes

which are historic racial ethnic or language minority groups from being able to influence the outcome of elections we can't carve up communities so as to deny people their ability to influence the outcome of elections the areas have to be contiguous can't start in one part of the district stop and pick up on the other side of town

they have to be as compact as possible looking at communities of interest and keeping those together respecting those communities of interest were to look at man-made or other natural draft geographic features to make these logical so that people can look at the map and make sense of it know where they live know what area they reside within

incumbency where board members reside is an allowable consideration to the extent it's possible it just can't be the the primary driver of these maps and then other local considerations such as school sites attendance boundaries those are all allowable considerations so just a little bit of background before we get into the maps this is the 2010 census data for the

district 172 857 residents as of 2010 and again we're still waiting on that 2020 number and we'll have that as quickly as we can get it the breakdown of the population you can see just under 44 latino 30 percent white and about 18 and a half percent asian you can see the population 18 and over and the next columns over just showing a

little bit of shift in those percentages the map on the left hand side just shows the different communities that are served by the school district the other layer of data that we look at and this is more updated than the 2010 census this is uh from the 2015 to 2019 american community survey which is a sampling of population that happens

every year by the census bureau and it's a rolling five-year average and we look at this for information on citizen voting age population so folks who are 18 and over and are citizens we don't divide up the districts roughly equally based on these numbers but what we use these numbers for is to determine whether or not there are areas of increased influence

that we can create for members of protected classes so the map here shows areas of concentration for the latino citizen voting age population the darker red colors showing a higher concentration the the lighter colors are a lower concentration and so you can see there's definitely parts in the district where we see those darker reds and you can see on the table to the

right total numbers there 34.8 percent latino on citizen voting age population 41 uh white and 14 and a half percent asian and we also have six and and two-thirds percent african-american or black population on citizen voting age numbers stay the same on the right map just changes and this is just looking at areas of increased influence for the

asian citizen voting age population which is the second largest protected class within the school district so we see some areas of increased influence and as we look at the maps we'll be looking at those numbers to see where where things move and change so with each map there is an a option and a b option no preference between the

two it just deals with the sequencing of elections so i'll draw your attention to the lower left hand corner where then the legend box it identifies which area would be up for election in which year so in scenario 1a it's areas 1 and 2. that would be up for election in 2022 and areas 3 through 5 that would be up

for election in 2024. you can see on the map then each of the areas are identified by a color area one is yellow two is green three is three is a red four is blue and five is purple got to keep those the same for me for all three scenarios you can see all the board members addresses are

indicated there so you know where things shake out and next to each board member's name is when their term expires in this particular scenario we start in the the northeast part of the district with area one and kind of work our way counterclockwise to the southeast but area one generally north of chino avenue in uh in that area and uh east of

central area two the green area picking up there west of central and mostly staying to the to the east of 71 just crossing over a little bit to grab population and get that balanced area 3 in red being the northern half of chino hills area four being the southern half and then area five a little bit of chino hills on

the other side of 71 and then just the rest of chino throughout the district there you'll see that we have two stars in uh in two areas um so we have two pairings of board members in scenario one um in in one instance we have board members who just reside close together and so that you know there's different pairings that

result um and but in area three we have two board members who reside within what is known as a census block and census block is the smallest geographic unit that we can use for these purposes we can't divide census blocks because that's the smallest unit for which we have population information and so we'll see that same pairing

throughout all the scenarios just talk a little bit about the demographics what does this achieve first it's balanced on population we're within the 10 percent variance on total population but what we see is we in drawing this particular scenario we see two areas areas one and two which are yellow and green where the latino citizen voting age population is a majority

of the population so increasing the influence of that population in in this boating system area three where the asian population represents a plurality so the largest group but not over 50 percent and then area 5 where the hispanic latino population is a plurality in that particular area so two majority areas and a plurality area for the latino

population and one plurality area for the asian population on citizen voting age in the spirit and the purpose of the california voting rights rights act and the federal voting rights act and increasing the ability for those protected classes to influence elections so scenario 1b again map is the same only difference is the sequencing of elections and so

you'll see here that this one sequences areas three and four in 2022 and areas one two and five in 2024 so it's just a difference of which areas are up for election in which years that's that's the only difference between 1a and 1b similarly between 2 and 3 and the a and b options as well so i won't talk about the demographics

because those are again the same but we'll just go ahead and talk about scenario 2a you know one of the things as we're looking at different ways of dividing up the district is you know how do you divide different communities and if you looked at scenario one you saw you know the 71 as being a pretty hard

dividing line we only crossed over a little bit where area two needed to grab population on the west side of the 71 but here we look at having more of that crossover so we have you know two and a half areas on each side of 71 essentially so again starting in the north northeast part of the district and

working our way around is where we go one two three four five but you see area one doesn't come across as far just comes farther south that's how it stays population balanced area two kind of shifts to the north and it doesn't cross the freeway area 3 is more of that cross freeway you know chino hills and chino area 4

below doesn't take it doesn't go as far south as it previously did and then area 5 is straddling both sides of the 71 in a little bit different way it does allow for a difference of pairings in area five as opposed to the previous scenario where we had two board members paired in area four this one shifts that

pairing to area five and then in terms of sequencing the a option has areas three and four up for election in 2022 and then one two and five in 2024 and just reverse that for scenario 2b so 1 and 2 in 2022 and 3 through 5 in 2024 it's a lot of numbers demographics two latino majority areas in areas one

and two again at 50 call it 54 and 59 and a half percent respectively for areas one and two and then area three where the asian citizen voting age population is at 33 percent we don't get that plurality area for the latino population in this particular scenario but we do get the still the two strong majority areas in areas one and

two again same map scenario 2b just different sequencing of elections and the same numbers and then on to scenarios three a and three b again kind of that same looking at two and a half areas on each side of 71 subject to the adjustments that will happen after the 2020 census of course as population has shifted this one

shifts area one over so it's not starting in that north east corner that's one of the features of this area two straddles 71 a little bit more area 3 is just on the chino hillside area 4 crosses 71 picks up the that si that part of chino hills that is on the other side of 71 and then area 5 works its way up and all

the way into the uh to the far northeast corner sequencing wise the a option has areas three and four electing in 2022 and one two and five in 2024 and then just reverse that so one and two would elect in in 2022 in scenario the b option and then three through five in the uh in 24. uh demographics

again two majority areas in areas one and two a plur for the latino citizen voting age population and a plurality again largest population group for the latino population in area five kind of as we shifted that into the concentrated latino population in the northeast corner and then a plurality area still in area 3 for the asian citizen voting age

population and again the b option is just the different sequencing and the numbers remain the same so with that i'd be happy to answer any questions or open it up for the public hearing are there any clarifying questions from the board see none thank you gentlemen for the presentation if you could stick around in case the community has any questions

possibly this is gagne i'm sorry i can't see you so uh hang on just a second here there you are yeah great go ahead yes go ahead perfect um so i had a couple of questions um some were submitted from parents who were unable to attend the meeting this evening and others i think um you know might resolve um some

confusion with this um so one of the concerns is that um in a variety of these map scenarios and i appreciate that the california voting rights act maybe did not envision this as it was enacted we cut off uh our theater's goals from our secondary schools so some parents have pointed out that one trustee may represent the junior

high and then not the high school and so there might just be sort of an out of sync approach by the trustee to the needs of the parents um you know is that something that has been taken into account with these maps or can be taken into account i guess just as a clarifying are you speaking to the school sites or the

school attendance boundaries because the school sites can the school sites can fall in different trustee areas and but sometimes the attendance boundaries you would have a trustee who would represent you know parts of an attendance boundary and another trustee who represents other parts and in many cases what we've heard from school districts is there's a desire to

have that diversity of trustees representing multiple trustees representing multiple areas multiple attendance boundaries so that there is a a you know that at large feeling in terms of concerns about all schools remains for all trustees rather than that siloing effect that can occur if we were to just take you know a high school boundary and make that a trustee area and then kind of

have that build up to the or build down to the junior high and high school or elementary school levels so i think the concern of the parents and i hope i'm representing this correctly as this was given to me in email is that there's a concern that you know perhaps in a certain part of the district um you

know the child is going to go through three different schools and there's a desire to have the trustee you know be sort of focused on that entire sort of k through 12 or tk through 12 pathway so i don't know if that's something that can be taken into account or because of the purpose of the voting rights act this is

just sort of how these lines need to fall i mean it probably wouldn't be possible to have it entirely have voting areas that completely follow school attendance boundaries due to population balance issues as well as as demographic features and i think it is important to note that it's squadil the entire school board that has um you know a fiduciary duty to

all schools within the district and this just affects how board members are elected but it doesn't affect the decision making process that occurs uh through the through you know through the through the elections and can you explain what happens i don't think this is clear on some of these maps there are two uh current board members or you know

there's two seats that's a better parlance there's two seats in it two individuals currently in one trustee area um if someone uh that's currently on the board who's elected until 2024 um you know and we choose a mac it's a 2022 map for their trustee area does that individual remain at large and then just doesn't have a seat to run for

in 2024 uh correct so nothing we do in this process um can shorten anybody's length of terms and everybody who was elected to a seat that expires in 2024 was is an elected at-large board member until their term expires um if uh as you suggested there was a a two board members in one area one whose term is up

in 22 and one whose term is up in 24 and the board elected to cycle that to occur where the election were to occur in in 2022 then there would be an election in 22 where um there there could be anybody could run for that seat and depending on who won that seat then they would have to figure out if there would

be a vacancy on the board um or any such thing like that so that just depends on the the winner of that election if it were to occur in 2022. got it and i know this is you know your field of expertise and you do this for many school districts so i apologize for this question since i'm sure you're

getting it from a variety of your clients i know you don't have a crystal wall but do you have any sort of idea how the census data may impact the current maps you know i don't just because i think i don't know how accurate the census is going to be as it has been um you know truncated started and

stopped um you know some indications of undercounts in some areas so i just don't know what it will look like i do know there's areas that of the district that have seen more development over the last 10 years than than others so i would be surprised if these maps could be used exactly as is once the 2020 data is released and so

i know there will be adjustments i just don't have a sense yet of how large those will be my final question is for our legal counsel who did the first portion of this presentation can you just provide a little color but regarding the waiver i just think whenever uh the word waiver is used um and my understanding is it's a waiver

to not take this to an election to the voters so for example if it were to go on the ballot whether or not we should move the trustee areas this waiver is to obviate that need um to do that just in case it didn't pass with the voters and then we'd subject ourselves to litigation um i may be incorrect the understanding

but as you can just kind of explain why we would do away where my other district's behind the waiver i think that might be helpful sure you explained it pretty well actually but um the as i mentioned in my introductory comments after the school district finishes its process the county committee comes in and reviews the process and their

uh process is finished with a resolution that they actually pass and within that resolution the education code requires the county committee to call for an election on the very narrow question of should the district transition to buy trustee area elections we seek a waiver of that narrow election requirement because as you mentioned if it's voted down in that special

election the district would still be liable under the california voting rights act and the the fact that it was voted down would not be a valid defense to uh the district's uh asserted you know issues of of using an at-large election method in an improper way not that you're doing that intentionally the the california voting rights act

doesn't require any intent but the issue of the waiver is a strong recommendation and and a hundred percent of the school districts that have gone through this process in the state uh which is a lot of districts at this point um have sought this waiver it's become so common with the state board of education that it's on their consent calendar and for

those that are sitting in the audience the consent calendar for legislative bodies is is the part of the agenda where the items that are of a routine nature can just be handled in batches and so typically the state board will handle these waiver requests from multiple school districts in a batch and so they'll vote on a batch in in one vote

and so we always recommend it uh and and like i said no district has ever gone through an actual election on this question simply because the risk is so great uh the california voting rights act is a very uh plaintiff friendly uh piece of legislation and so if a school district or other public entity were to lose a

challenge under the california voting rights act they would be responsible for the attorney's fees for the plaintiffs who brought the case against the school district and those fees tend to be in the millions of dollars in these cases not only because the cost of the attorneys themselves are expensive but also because of the expenses related to experts that are

hired and things like that and so it's you know given school districts budgets are devoted towards uh making sure that kids are receiving a world-class education we recommend that we don't risk those those fees uh and that the school district seeks the waiver yeah and and just so you know uh there will be uh a public hearing

on that waiver process as well prior to the board approving uh the administration to seek that waiver so people will be able to provide their input before the board actually takes action to approve the district seeking the waiver so it's not that the public's completely cut off from the process but it is important to remember that um

it is a very narrow question and we like to have the boards provide lots of opportunity for public input as we see on the website and as you see in these board meetings um so that it can effectively serve as the voice of an election without having to go through the uncertainty in the cost of an election

mr robbins i have one quick question after the board makes the decision on election cycle and a map it goes to the county commission for uh districting is that a one-time deal or do we have to go back to them after the census information excellent question no uh this this tr process of transition uh that you're doing now is the most

labor intensive process so once you transition the maps will just need to be filed with the county committee and with register our voters but it doesn't have to go through that same review process so thank you any other questions great thank you very much gentlemen i now give notice and open a public hearing at 6 52 p.m pat there any requests to speak

involved in the school district for over five years on lcap title one schools that type thing and my neighborhood where i live we are all for this voting to represent the entire chino valley unified school district thank you thank you sir anything any others pat see anybody in the audience that would like the opportunity to speak he didn't

have a chance to okay it's a public hearing go ahead so my question is if you have one person in one district area going to be on the ballot right put on the ballot does that person automatically get put in and they win that seat or what do we do if just one person runs in that area

mr robbins please thank you uh that's actually a good question i'm actually gonna address two questions one that wasn't asked so if if one person runs uncontested yes that person becomes the the board member for that trustee area um the other question that often gets asked that wasn't asked but i'll address it is what if nobody runs um and if nobody

runs then the vacancy appointment processes and the education code would take over and the board would then be able to appoint a trustee but that trustee would have to reside within that area um and so it would be different from perhaps uh previous vacancy appointments that you may have gone through in this district where the vacancy could be appointed at large

uh and so that's that's how that would happen if nobody ran that would be a vacancy for what's called failure to elect and the board would be able to appoint somebody to for to fill that seat how would they find out who that person would be or that area how did the board decide who that person would be

please um so the board goes through um the board goes through a process i don't know what process this district has used in the past but typically the board seeks applications the board will do interviews in public session oftentimes and then the board votes in public session to select that person to fill the seat thank you thank you

students are provided a high quality teaching and learning environment goal two engagement student parents families and staff are connected and engaged to their school to ensure student success goal three student outcomes all students are prepared for college and career beyond graduation these three goals are being recommended to continue for the next three years in keeping with the state's requirements

we take any questions pat were there any comments or requests no speakers now i have a motion second comments questions from the board mr na yes on page two you said uh parent and family engagement and stun standard has been met and could you uh explain to us how it was met um because i'm hearing lots of good

ideas from uh even tonight's uh parent where their kids that struggling academically they would need more support and also the kids that are doing well academically but might also need a behavioral help and i don't know if those services been planned or helped so the services for um what you're referring to are an action item in the outcast

i i have a little trouble hearing uh the first part of your question yeah i just want to make sure uh that we're including the concern from our parents that talks about supporting the needs of students that who are not so doing well academically and how what is our plan to help them out and also those students that needs

behavioral health not academics do we have a plan for them and that's included on this plan yes so through mtssa and mtssb that is included in the plan okay and that's why we said standard has been met on that box page for the standard being for the local indicator that means that we had a survey that went out to parents

and received their input regarding stakeholder engagement so we every year provide the k-12 parent engagement survey so that's one of the tools we use along with the stakeholder engagement lcap meetings that were held at individual school sites okay thank you mrs gagne so i don't you know deny that we may have met them under the statute for parent engagement

but you know across a variety of issues in the district and i say this with the caveat of you know we are a diverse board elected to represent the entire community and so sometimes when we don't agree with certain stakeholder groups it's because we are advocating for other stakeholder groups and there's people that don't come to our meetings and are not as

vocal so regardless of that you know viewpoint neutral there is a need across almost every single issue that comes before this board that there is a failure of the district in communications this has been something i have harped on continually but um you know we're not doing it right um and you know we're hearing it on a

diversity of issues it's not just it's one issue it's we are we keep hearing it again and again with the most unrelated issues we're hearing the same central theme which is there's not good communication um and i think that maybe you know remote learning and sort of the covid situation maybe highlighted this more but you know what is our plan moving forward

like for example i know that we are implementing new communication software parent square but i don't even know when i got some really valid questions from parents is that replacing aries like you know we're just moving to a new concept um i've had parents ask me you know are we still gonna offer services virtually um and not just in person um so can we

maybe just get a little more color if not at this meeting then i make this request for the next meeting sort of how we're going to forge forward just to have more dynamic communications because one of the themes that i've gotten and again this is neutral to the issue they come up on i think parents appreciate when there is

continual contact and having been in communications before i truly believe i'd rather annoy people with over information than not communicate enough so um whether that's today's presentation which i understand was not the point of the presentation so i appreciate that or we can address this next meeting um i think parents and myself are looking for more information about how we're going to

enhance enhanced communications okay yes for lcap and dlac specifically we are looking at our process to revise it and improve it you know we have the saying we want to get better to be better so we are constantly refining based on input that we receive so that is in the works because as some parents have shared today

we did listen and we do want to make uh improvements um to include more stakeholders and and so can we get maybe further information at an upcoming board meeting just on just some of the ways we do that because i also think that we have parents i mean just as diverse as our students are just as diverse as

the board is um you know our families and their circumstances with access to technology are so is there a way we can just sort of get an overview at a public meeting of you know what our sort of communications plan is with anything so whether it's a state guideline or whether it's you know whatever's happening can we just sort of get maybe a brief

presentation on what our communication channels are and sort of for you know who knows what's gonna happen the next three or four months but i think it would just be helpful to get some sort of a barometer for you know what we do to communicate should there be an issue these are the you know five or six ways we communicate

yes thank you mr nausea light down again go ahead sir yeah i'd like to make uh add to a comment here um we're talking about communications but it's more than just a communication issue i believe that uh what are we doing with their inputs our parent inputs and their suggestions are we just hearing them or as as what magnitude i think that's more

important because each parent represents our children on in their classroom setting and they're bringing the facts so what are we doing with these facts are more important than just the communication itself so when once we receive our facts from our parents are we uh ready to help so that our children could be helpful i think that is more important to me yeah so through

the lcap engagement process it's specific to stakeholder engagement section at lcap there is a recap of the priorities that each group participated in we take a look at that and we analyze it and we also survey after every one of our meetings the different actions and services that we have so we gather a lot of input based on

the site stakeholder engagement meetings as well as the district stakeholder engagement both dlac and lcap okay thank you mr cruz go ahead you know for example you know there's so many action items that we're doing but you know the community is not really concerned pretty much of the action items that we're building right now but you know we do have communication

and it's like a wave going back and forth and things are done without any concerns but you know something i find communication such an excuse i really don't like that i think we should simply look at it as as you know when love gets triggered that's when parents start waking up because that's what matters to their children and so

with me when you start getting emails and then i start calling them and then you start learning their concerns so there is a form of communication there is communication occurring but when you get a big wave coming that is triggered because of their children and it is love you have to act upon it and um i mean face it you know

you said communication communication but we could have paused it we could pause the elo had some reflection and had some discussion so you know we could just say all these words that we want to say but but there will be times when parents are concerned about certain things and we have to um you know it matters we have to listen to

what they're saying pretty much that's why we're here as board members and and also one thing i think this is a good opportunity to to set up a committee right now because there are parents watching and they want to get involved now so actually right now is a good time to create something right now because the opportunity is here now

because in the past there is communication a lot of people working a lot of people are doing this and that right now we're in we're broadcasting so i really think right now we should start aiming a purpose of some kind of committee something where parents start getting involved because there'll be more budgets coming so this won't happen again

i think that's important we should start thinking about a new committee some super committee because the parents are ready we're ready so let's let's do it let's let's go for it that's it okay mrs fellows i have one quick question for you other than contacting principals at the school sites to find out how to get involved and for volunteer

opportunities who at the district should they contact to find out about opportunities to get involved with either district committees or district groups it's typically through my office so they can email you yes if they want to be involved and what we do is we connect them um with the site principal because the site principle provides that recommendation some school

sites have one some school sites have two but at their school site everyone of course is invited um to participate so we want to continue to provide training to our administrators so that the message gets out about the stakeholder engagement at the school site as well okay thank you can i say one thing uh yeah i'm not sure if mr nom mr cruz was

first so mr cruz go ahead first yeah very simple do an email blast you know we go to them i mean you know for them to be waiting for the principal this and that no no we go to them we send an email to create a new system a healthy system because this is the opportunity we have an opportunity a email blast

that's it okay yeah uh wow see now i got reminded once you you're over 50 years old your brain functions slowly but look at a gentleman who spoke uh earlier about forming a covit 19 emergency fund committee that's where we're kind of talking about so thank you for bringing that idea up and then i'll support that hundred

percent uh this is a time that pandemics that we have never experienced in our lives before but it came to us and we're all affected but i think this is also time that we can brainstorm together and help out our children in real lives i i'm thinking about the grandma in the back that she didn't want to speak but then her grandson

would have a blood cloth when he had his mask removed because he was suffering because those things are facts it's not for certain classes or a certain person if there's a smoke somewhere i can assure you this fire is about to happen somewhere whether the smoke is happening near your home or it's a village way but there's some things happening so

when our kids are suffering all of our kids are suffering and each one of them represents our future us we want them to better than our lives today so so therefore when we said parent engagement it's just what it says just engagement it is not it's about building a future right there are lots of communications coming from sacramento

but most of them are a mess we don't want to be communicated with a bunch of trash but we want to bring something that is right that is honorable that we have value in and and therefore it is so critical not just the paper's sake not just the application's sake but that your involvements and your involvements for me represents

the fact the real fact and real life so i think uh leah please take all of our parents uh comments uh uh uh ingrain and and and see that what we can uh have them involved in a special committee uh and and uh let's get the ball rolling with the help from my parents thank you mr bridge please

what i would like to see and see if it's possible is we've got a lot of committees now but i don't think many people could name what we have is there a possibility of putting a tab somewhere on the website or something is what district committees do we have like calendar committee textbook committee what committees are out at school sites

uh potential meeting dates do they meet quarterly this time of year etc or when because i think that would be good for parents to know to see what's what's already available not that i'm discounting what's being said about another committee but i think the more we we list and see what's available and and time it may encourage more

parents to say yeah i have time here i can do i can do this one i'm interested in this textbook committee or or whatever but i i would like to see if that's a possibility if we could do that i think that would go a long way to mitigating some of this thank you okay i see no other lights so we will

anything to attract uh student teachers for our classrooms uh dr enfield yeah we're always in contact with the universities in placing students maybe offer them lunch passes or something that that would entice them to come to our district because especially for a high school setting many classes and science math classes we could use our student teachers health

second comments questions or discussion from the board mr not please um yes uh i just like to remind ourselves i mean we have a great people we have great teachers and great staff staff members but especially for our leadership here we need to remind ourselves that we're working for the children it's not the government it's not from

the building it's not the entity real life with children so everything that we do will reflect on their future so everything that every cent we spent every second we spent it's for success of our children it should not be political it should not be an issue of adult it should be about children um we have heard loud and clear

last few days about our parents their needs were talking about um the issue about the mask being optional we have heard today about having a kovit 19 emergency fund committee that involves parents and teachers these are very critical issues and also lastly we are from a parent and then i would admire her because she was thinking a lot

about the needs of children the kids that who needed help both academically and emotionally behavioral problems i have heard recently about from a site principle where they used to had after fourth period a half an hour help for the kids who needed help on those issues and guess what it was extremely helpful helpful for who not for that principle but for the

children so just taking five minutes each period and and and things like that and just changing schedules for just a one year ending and both parents and kids have to adjust their time going back and forth i don't know how effective that could be so i like to see if there's a feasibility that as she had requested if we're able to

amend uh elo plan if there's any visibility even though we had passed and apply for that grant um i feel like we have like 20 school board members attending our meetings today which i feel great because more people get involved and and more thoughts are shared for the right reason which is like tonight's reason about the children

i think great things could happen we don't need to be stu spoon fed we're over 18 years old we need to protect our children just like all of you guys so thank you dr enfield you have listened today yeah yes thank you okay back to the motion on the table uh which is consideration approval employment contract uh

can i say something mr cruz yeah i just want i just want to this is going to be very important and that is it's the focus of it the board only hires one person and that is dr enfield and and um you gotta you have to think about his decision makings that he has to do all five have different outlooks

different values so he has to figure out where to move the boat towards the direction that's very important because because the only boss that dr enfield has is us five so you got to focus in the proper the proper well the focus is the board and you know dr enfield he's been challenged with a lot of things going on for the past

you know years but always remember that it is the board that dictates policies that's important to know that thank you mr bridge just to clarify though and mr cruz is right we hire dr enfield that's who that's our one main goal but we don't micromanage in this district anything that needs to be done or question we go through dr enfield

and that's uh that's what you're supposed to be doing and may i see something else he's correct we don't micromatch manage but he does steer the direction of the majority i will say a couple of comments and then if there are no other comments we will vote um i i will say that dr enfield in my opinion has done an

incredible job in navigating us through this covid crisis no districts perfect no district went through this without any issues i mean we all had our issues i've talked to other board members i've talked to other superintendents my wife works for a district in orange county everybody had their problems but the way that dr enfield and his cabinet

who did a fantastic job in this set it up we were able to get our students back in the classroom sooner than anybody in the west end of san bernardino county maybe even most of san bernardino county except for the extremely rural areas and so with his vision and and foresight he was able to put a plan in place that

allowed us to get our students back you know i don't know if you know this but there are some districts that border us that didn't bring their students back at all this year with or without mass they didn't come back period they stayed distance learning the entire year there were several in la county and so you know while i say i understand we're

not perfect and sometimes the decisions we make might seem a little tone-deaf there is a reason behind them and a bigger picture do we need to do a better job of communicating that sometimes probably probably you know with any large organization communication is going to be key and there's going to be lapses i will take responsibility for that as

board president okay that's should be part of my job is to make sure that the communications getting out there so i will take responsibility for that but i will tell you that i have 100 percent confidence in dr enfield and the team that he has put together to run this district i have a daughter in this district

i wouldn't want anybody else at the helm of the district that my daughter's going to and so if i don't have any other comments or questions i see mr noslight yeah let me share something as well when i would go out and meet people from other districts whenever we mention i have mentioned chino valley unified they put thumbs up

and that reflects the quality of our cabinet members and our leadership here so i'm so proud of them but again through these pandemics and struggles that our children are facing we need to be paying more attention to because my personal goal doesn't stop here not just the san bernardino county but we need to be best in the whole state of california and it

could mean that we need to go above or do more than just taking mandates from sacramento and their rules and policies and and i believe that is the reason why we have all of you here tonight and so with your help and our awesome leadership here we could do it but we need to hear and take the facts

and it should be reflected into our policies so thank you for good leadership dr enfield anything else ward mrs garnier i see your hand go ahead i was not going to comment but i feel like this has become a politicalization of the superintendent's position and again you can agree or disagree with his policies but you know this is an hr decision

for which the superintendent um in information we cannot disclose it's not public um you know i think there's some integrity to making sure that what is said behind closed doors is then reflected out publicly and i don't think it's fair to single out the superintendent and i have to say that in in speaking with other board members across the

state and across this country um i think we can all appreciate the decisions that are being made at the board level and particularly at the level of the cabinet and superintendent um were happening very quickly with the information given at the time um and sometimes that information would change in a matter of days um and i just want to say that that

that's a difficult scenario to be working in i don't care if it's a school district or a fortune 500 company when the terms of engagement keep changing day to day that's typical it's even more difficult and challenging when it involves children and it is my firm belief regardless of how people on this board vote on certain things

or members of the cabinet or our teachers that everyone was trying to do the best that they could with the information they had and trying to keep children safe so um you know i i don't appreciate that this has sort of become a a political conversation around the superintendent um i do want to echo some of my

colleagues comments that you i think dr enfield has done a tremendous job and i want to also comment from my experience that when i have questions as a board member or i have community members email me you know i'm able to work through him to get a resolution and i find that having lived in this community for years

and seeing many superintendents you know i think he's doing a very good job as well at engaging um other local elected officials at being more present in the community um you know prior to the pandemic um and sometimes you know the videos he was engaging in so you know i i do think that you know i i would appreciate that as we

have these discussions clearly coven has become politicized we're not getting away from that but i don't think that using a person's position should be a proxy for that conversation thank you anything else board we will then vote mr bridge aye mr cruz yes mrs gagne aye mr knox aye i'm a yes motion passes five to zero now moving on to item two

addendum to the employment contracts for associate superintendents business services and curriculum instruction innovation and support assistant superintendents curriculum instruction innovation and support facilities planning and operations and human resources divisions recommend the board of education approve the addendum to the employment contracts for associate superintendents business services and curriculum construction innovation and support assistant superintendents curriculum instruction innovation and support facilities

planning and operations and human resources divisions as follows as follows provide a 1.47 percent on schedule salary increase for the 2021 2022 school year effective july 1st 2021 and a 1.08 percent off schedule one-time payment as of july 1st 2021 based on their 2021-2022 salary schedule 1 254 off schedule one-time payment for current employees as of may 21st

2021 and a health and welfare benefits cap increase to ten thousand dollars pat were there any requests to speak none thank you i would like to make the following oral report pursuant to government code section 54953 subdivision c3 the board provides this oral summary for the certificated and classified cabinet salary schedule position of the local agency executives

are associate superintendent business services and curriculum instruction innovation and support and assistant superintendents facilities and planning curriculum instruction innovation and support and human resources the term of the new salary schedule is effective for 21 2021 2022. the recommended certificated and classified cabinet salary schedule increases the amount of step one two three and four as follows for associate superintendent step one is

one hundred eighty nine thousand four hundred twenty four dollars step two is one hundred ninety seven thousand one dollar step three is two hundred four thousand eight hundred eighty one dollars and step four is two hundred thirteen thousand seventy six dollars for assistant superintendent step one is one hundred sixty one thousand nine hundred twenty three dollars step two was 168 398 dollars

our cabinet members where i often get uh messages about particular students and and you're taking them as your own children yes sometimes you would have to make tough decisions but i know that your heart is in a right place so i'd like to really thank you guys for being personal and and think about our children all the time i know uh there are times

where you spend all your weekends still working and i appreciate you guys for doing that and keeping our building safe greg that's it's not a easy job you got 35 schools but um just thank you thank you thank you from bottom of my heart thank you mr bridge yeah as as echoed earlier superintendent has built a tremendous

team in the in the cabinet i'm very very appreciative of them for the information that they they provide for us i mean so for example the information we get on the budget is just top notch i really appreciate the the thoroughness and the same with human resources and curriculum but i also want to single out uh facilities and maintenance

having been on the measure g bond committee watching what's going on with with all of the projects around the district but especially driving by the new chino high school and seeing how that's going and with what what we did tonight in allowing that easement and work if you've driven around chino or east of the district office you saw the

construction work on riverside drive we used to joke in the upper midwest there are two seasons winter and road construction and it seems like that's been going through chino as well but it's going to pay off once the school gets uh gets built so i i'm just very appreciative of everybody and i'm i'm glad we're doing this

because i i'm glad you're not leaving and going somewhere else to another to another district i will piggyback on what mr bridge said because i have no doubt that each and every one of you could be a superintendent uh anywhere and so um your choice to stay and be part of this team is very much appreciated um we i thank you very much for all the

initiate you know for the coming fall before before school starts um i know you know the majority you know voted for the ela i don't think it's possible to amend but you could explain this when you when you speak for future um budgets that that will rise in curriculum uh perhaps there will be um we could help create committee

you know help out al capps not eloquent but other communities to to join as well i think dr enfield our motto especially in these times especially these uncertainties that are going on um we should heavily serve you know we should definitely serve now you know i i grew up with sisters and the women here if you pay attention to them they're

tough women they're tough women they work out they go to the gym they probably run as well these women are very very unique and i think i think what's going on is obviously they love their children but there's this feeling of we have to you know help we have to push you know do what's best for our kids

even do best for our country you get this feeling that you're seeing the community rising and this is not going to end this is going to get is going to increase further and further and further and just that one lady that mentioned over there about the mask coming in the fall if the kids are very masked i don't know what's going to happen to

the parents but i'm telling you whether this gets obviously they they talk they probably will come back and all this but let me tell you um you're seeing america rising you're seeing the community rising and this is not going to stop this is just the beginning and it's going to get bigger bigger and bigger and um and you know something you do what

your gut tells you and you need to recall you recall and frankly you call all of us i'm serious when that when that time comes when you feel that your children you're not meeting the expectations what your children need and that could be safety protection um education hey it comes to a point when it gets triggered and you just start recalling

and then you get some tough people you know what i mean tough almost like you're sacrificing your life they should also sacrifice your life right as simple as that because that's what you guys are doing and at the end most likely you would die for your children i guarantee that's why you guys are here there comes to a point you'll

do whatever you do you're tough women just by looking at you guys so you notice about the um school it's the women it's the era of the women when it comes to education just look at you you're 80 women yeah we have two men here but but it's a women thing you know so i'm proud of you guys you

just keep it up and honestly we're going to be driven towards this movement to protect our country to protect our children because let me tell you there is some crazy stuff occurring right now you got division occurring you know it your gut feels it things are going to get rough and that's why you guys are here you could

feel it so so keep up what you're doing you have to keep it up for the safety for our country let's face it man we have to know so good job thank you mr knot yes we have a special man retiring from our warehouse and his name is mr roy strona and he has been serving our school

district for 42 years and loved every day and he has earned true respect from everyone a true gentleman perfect i got text from our person there person there said please mention his name and i'm just honored to do that tonight i'd like to thank mr flores our boy scout master yeah it's been a while seen you but you look great

so thank you for coming tonight and again because since i'm old i just have to remind myself we talk about the mask being optional as soon as possible for our children when in restaurants the we don't have any more mandates for masks and why are we applying that to our classrooms and especially the the numbers show that this we're safe

now a lot more safe than what it was and i think we have i have heard it and i i believe our staffs including dr enfield have heard that and and hopefully we could make that fact come true and making masks optional for our kids i cannot imagine kids throwing up blood clots and and running in a

pe classroom with the masks it's way too much so we need to really be mindful of that and again kovi 19 emergency fund committee for including our parents and teachers is very important for me it was a very good idea tonight we got so thank you and also if there's a feasibility of changing elo plan to benefit

not me or each one of you but for our children i think if we could do that if it's possible i'd like to see the feasibility of that um if we can't then in the future ones that we're able to plan it ahead of time and and make a uh gratifying uh a plan for our children that that they could really benefit uh

more and lastly there's something outside of this room that i was asked to talk about is that bringing back our high school graduation to the campus a matter of fact when it happened this year parents loved it and then also are the kids they love to graduate from their school they felt more personal uh and and transportation wasn't an issue

because it was their own school and they were able to uh split into a few days and logistics and and everything was great so i think we need to look into that bring back our high school graduation back to on campus i think that's my report and thank you again for all the people showing up and and we

want you more every every meeting so that we could make more smart decisions just remember don't be afraid to speak in the front podium because you're making us smart thank you first of all today and i know we've been having a lot of discussion about the mass and stuff that i think cal osha issued another you know a bit of information today it

just seems like it just changes constantly so i'm hoping that we get some kind of update and and i really am hoping that by time we get to the start of school in august and i know cal arrow starts in a few weeks that we will have some uh some type of uh of permanent uh decision on that is

instead of this frequent uh things changing almost weekly um because i'm you know it's tough to get used to these you know you do it because they you know we like to follow we have to follow the rules even those of us have been teaching you know we have rules in our classroom expect them to be followed um

the other thing i want to get into is the uh the sports uh of our high schools uh just congratulations and i'm really proud of uh of the teams that were able to take place in cif playoffs i the donald go girls basketball team won their cif division uh the ayala baseball team won their league and went

went deep into the playoffs uh i had a chance to see the game last friday i didn't go tuesday when it's 102 degrees out and and if you're standing on blacktop it it feels like 130 degrees uh but uh so i can only imagine and how how difficult it was and yet the the battles they put up

against the number one seed out of orange county who probably had wish they were playing the home game because it was cooler down there and and i have a i'm glad you brought this up mr now about graduations uh being on the home campuses because having coordinated the lineup for yala high school and even helped out at don

lugo graduations for a number of years uh and having done when it was at the pond or now the honda center and and the stadium and citizens bank it was much easier doing grad practice in the place you were going to have the graduation instead of trying to simulate it and it was just something special about doing the graduation on campus even

even before the stadiums were built and before you all went to the pond you may not know this uh ayala used to graduate in the quad in in the center uh and with with chairs set up except for the one year that it poured rain and had to move it to the gymnasium and as we watched the uh gowns which at that

time were were rented and the red on the gowns bled under the white shirts or you know it's like something you throw in the wash so that um that was one of the more interesting graduations so having seen it all uh i would not be opposed to seeing it come back to back to the campuses because i think it

is more meaningful and special and i was fortunate that my own two children just were in that window of 06 and 08 and being able to graduate on campus and with that i just want to keep my remarks brief that's um that'll conclude my remarks for tonight thank you okay mrs gagne yes good evening um i initially want to

begin my comments with a question for dr enfield and sorry to put you on the spot um it's my impression that there's already um either a committee or a survey process being affected for the federal funds the esser funds that may be coming into the district um if that is correct can you provide some information to the community about

that process yeah if you want i'll provide it in my closing comments okay um i'd also like to congratulate um we had some students at cheatham hills high school on our solar cup team um and first i'd like to thank the inland empire utilities agency for sponsoring our students but our student solar cup team at chino hills

high took home a number of awards in their competition so i just wanted to give them a shout out anna congratulations um finally and i don't know the appropriate process to do this um you know as a lawyer i feel sort of obligated um to to follow the law and i know there are laws and guidelines in place

that many of us don't like and don't understand and question their utility at this point with covid19 but i think that our focus should be on what we can do to effectuate that and while we have not implemented a mass mandate in the district we have never taken a vote to implement a mass mandate this has never been a district level

decision i would like to see a supportive resolution on a future agenda targeted at both cal osha and the california department of public health asking for a decision on what will be happening in the fall 2021 school year but also some flexibility in these mass policies by way of background cal osha met today and there's been things that happened on tuesday with the

grand reopening under governor newsome and i think there's been some confusion because seemingly everywhere else no one is masked anymore vaccinated and so i see there being dissidents between why in schools and if you select other places why have the rules not vacillated to any extent so what we can do as a board um that's within our purview would be to

encourage these agencies to be have more flexibility in their restrictions in the future and provide more meaningful guidance i think it's been very confusing in speaking with parents over the last three days what the heck's been going on between the various agencies that um are are in charge of this um and so i i think that you know one

thing that we can do as a board and this can apply to this particular instance but to others from public health perspective because i'm guessing this is likely not the dead end of certain guidelines around covid there has been a problem throughout this entire thing of guidelines being thrown down and no meaningful guidance of how to implement them or

time frames um or you know meaningful answers to questions that are clearly going to pop up so that would just be something that i would request um you know i i contrary to some of the assertions that were made at this meeting i am listening um i am one of those people looking at you when you speak and i'm cur i'm

always taking notes so i may not have the viewpoint that you have on a certain issue but it doesn't mean i'm not listening and not retaining it i also am conscientious though that for the people who are vocal on social media and the people who are vocal in the board room i get a lot of phone calls and a lot of

emails and a lot of messages on my facebook page that have an alternate point of view or contrary point of view so you know i think that each one of our board members are balancing the inputs of information that they're getting and my job is to balance it and try to make the best decision that i think possible

so and i have parents that i routinely communicate with who we agree on half of things and don't agree on half of the others um but at least there's a communication pathway so i just want to remind the community that you know we are elected at large right now and so we have to balance and even if we're in

trustee areas in the future you know we have to balance the concerns of all pockets of the community um and in a community such as ours where we do have very distinct sets of needs in different areas of our community you know people have very different viewpoints um and many people unfortunately um and i don't know if this is just

because of covid and there's been sort of a heightened scrutiny on when people publicly speak um you know they're not comfortable coming to a public meeting or engaging in the public forum so i just want to highlight that you know we have many parents and teachers and other stakeholders who are expressing a diversity of views and when i know when i at least come

to the diocese you know i'm trying to balance all those views and the information inputs that they're sharing and with that i wish everyone a good evening dr anfield thank you president shaffer uh let me cover uh a couple of things i know that the board had questions about and i believe the community does too currently our district is working with

cal osha regarding uh covet 19 issues within the district and and so we're we're required to follow the cal osha guidelines and they they currently are they they were not aligned i believe today uh cal osha uh passed some new guidelines and the little bit of time i had to look at them it looks like they've lined them with the california

department of public health which means at this point i think we're okay not to wear masks when we're outdoors because before the the guidelines were all people in a uh in our district had to wear them regardless of whether it was indoors or outdoors the california department of public health their current guidelines that they have are that in schools everybody

whether they've been vaccinated or not are to wear masks indoors outdoors the california department of public health said you do not have to wear mask outdoors looks like cal osha has aligned with that the california department of public health is still waiting for new guidelines to come out i think from the cdc and we're hoping that those guidelines

will loosen those restrictions on the mask indoors and the california department of public health when those guidelines comes comes out from the cdc they're going to look at i think aligning them uh to the cdc so we're hoping that good news will come with that and we're hoping that i don't believe it will happen before july 1st for calero

which is a year-round school but we're hoping it will at least happen by august when most of our students return back to school so we'll continue to monitor those but we do need to follow the guidelines set by the california department of public health we have to follow the guidelines of cal osha we have to follow the guidelines of the

san bernardino county department of public health because each each county's public health department can have more restrictive requirements and so we have to follow those in matter of fact on monday we have a a district-wide uh i'm sorry a county-wide meeting of the superintendents with the san bernardino county department of public health to kind of go over some of the new

guidelines and what are they hearing about the new cdc hopefully guidelines they typically will give us some information some insight of that we meet probably about every three weeks all the superintendents with the county health department to get clarifications on the guidelines on those so we continue to to follow those it doesn't mean that uh we always like those but we need to

follow those guidelines that are set before us um ms kanye the other question you had was on some i think the yes or three funds that were coming out we we we've been planning on on the s or three the the money that will be coming out for uh another pot of money for the district to look at

uh spending with those funds again it's going to be a pretty short timeline but we had a little bit more more time and we've had more time to plan for that one but but it will be a short timeline for when that happens because by said i think by september 30th we have to have the plan submitted to the state we will be

sending out communications to our community looking at doing a survey for district-wide of how to use the money district-wide and then there will be monies that will be allocated to the school sites and based on that the school sites will work with their their staffs and with their community developing a plan that's money that's uh will be available for two years it

will be a a good amount of money to look at what what are the needs at your school sites to help support the students there because at every school it's a little bit different if i look at a wickman and newman there's a there's different needs at those two different schools and so that money would help with

help with accelerating the learning for our students because of the pandemic and so this information will be going out rather i don't know the exact time but we have to get on it right when school starts to start gathering that input so it needs to be really the beginning of august when school starts and so there'll be a number of meetings

at the at the each school site so i ask parents if you want to be involved that's the time to get involved with specifically with with those funds that will be coming there um that's the update i have really quickly on that but you'll see more communication that will come from me on that i also want to as the school year comes

to an end uh the the 2021 school year it's uh been the uh probably the most challenging school year in in my career um but i i do want to thank all of the staff the the our teachers our classified staff and our school side administrators specifically there was a lot that they had to endure there's a lot that they had to

pivot and change and they um they had a lot that was really basically forced on them uh it was either forced from the state um as i've told them or it was from our governor or it was from a department or it was from me giving them a direction that they needed to move in um and and

they responded uh that i know they weren't always happy uh but they they responded and they did a tremendous job and and i'm extremely proud of the work that all of them did um in a conversation i had with somebody from the county san bernadino county department of ed we were the only school district i was told

that brought all of our students back full time no other district in san bernardino county had done that and again i want to thank the work of all all the staff members in this district that made that happen i want to thank my cabinet because this is a group and i want to thank the board for approving their their extension on

their contract to me is a critical one this is a phenomenal team i am extremely honored to work with him i enjoy working with him they may not always enjoy working with me but i always enjoy working with them they're they're they do a phenomenal job and and i would agree that any one of them if they

wanted to be a superintendent could easily uh move on in and do that uh but i i hope that they stay here because this is a uh uh it is a a wonderful team i don't think people realize the amount of work that they do and the high quality of work that they produce every day um and i lastly want to thank the board

for uh approving my contract thank you okay thank you i'll start my comments with a couple of committee reports and get those out of the way i'm our representative to the baldyview rop commission we are starting yet another round of grants the cteg which is the um the career training education incentive grant and the k-12 strong workforce

grant our rop does rely on these grants quite a bit for funding the way rrop works it's four districts we all fund by by student numbers we we fund rop because they help us with our career technical education component that is required for our students and so we're currently in grants but we are in the process of

renewing those two grants and again those are extremely important for rop and then the china house parks and recreation commission with the opening up of some of our sections of california they are now able to offer their recreation classes movies in the park concerts in the park and those types of things if you're interested in any of their

classes or programs please go onto their website and check out recreation parks and recreation and starting in july their city council and commission meetings will be back open to the public they've been virtual the since last march i guess so those will be both opening back up in july the only other comments that i'm going to make tonight

are um kind of what everybody's kind of talked about you know with mass mandates and everything else by all means please hold us accountable i mean that's that's what you're supposed to do we are elected to represent you and every other parent in the district and just please know that there are twenty seven thousand students which means there's at least fifty something

thousand parents and guardians in this district and so we have to take into account all of them and so we make decisions based on what we feel is best for not just those those constituents those students but the district as a whole because one of our primary responsibilities is also fiduciary responsibility make sure that the fiscal solvency of this district is in

order and i don't know if anybody's ever been through a cal osha investigation but i have and they're not fun and they can be very expensive and very costly so to say that you know no one was more disappointed than me on the 15th when i found out that we're supposedly opening california except for k-12s i was very disappointed

and i'm hoping that you guys will also take the energy that you brought here tonight and help us contact our local state representatives our state assembly people our state senators because those are the people that are going to be able to take the message back to sacramento and get changed in sacramento and quite honestly at this point i would

be satisfied if they just said you know what we're going to relegate this to the counties and to local agencies because that's where the decisions need to be made but right now our hands are tied and i can't in good faith knowingly vote against or approve something that is a state mandate which is basically a state law one of the things i was

sworn in to do was to uphold those and so i'm doing everything i can behind the scenes and i hope you will join us in putting pressure on those people that can actually make a difference and and and create some change for us up in sacramento because again i would love for nothing more than that decision to come back to

this board because i think you would see the right decision being made but as of right now we need to focus where we can put our energies where we can to affect change and so i would if you have any questions or you need contact information for any of our local people feel free to email me or call me i i'm

in contact with them quite often and i will give you the name of their staff members and everybody to contact because that's how we're going to affect some change unfortunately things move slow now i did not know when uh when the 15th rolled around in our grand reopening of california it's more confusing for school districts now than it was before

and so we're working through that so i would ask for your patience while we take a look at what the state's done what the california department of public health has done what gal osha is doing and the other government regulate regulatory agencies so we can figure out where we're at and make sure that everything's aligned because just some small things like language

in the two in in cal osha's versus california department public health one says school site one says school facilities okay is this is this isn't a school site but it's a school facility so what is it what one is it and so it's things like that that we're working through um and again i said earlier that it may

seem like we're a little tone deaf at times but trust me we're taking all the information that we have parsing in what you folks are telling us and still trying to come up with the best decision for all 57 000 or 27 000 families in our district so you know bear with us but again by all means please please please hold

us accountable hold us accountable okay uh with that i have no other comments that concludes my comments for this evening have a good night and i will now close the regular meeting of the board of education at 8 23 pm
