okay good evening everyone it is six o'clock i now reconvene the regular meeting of the board of education at 6 00 pm with bridge crews gone you not in shape or present before we begin please silence our electronic devices and note that these proceedings are being recorded and streamed live on the district's youtube channel sharon please the board met in closed session from 511

to 547 regarding conference with labor negotiators act and csea public employee discipline dismissal release public employee appointment high school principal high school assistant principals elementary assistant principals and public employee performance evaluation superintendent the board took the following action voted to accept the resignation agreement and general release between the district and certificated employee number 145251425 certificated employee number

1425 will resign prior to the last day of february 2022 by a unanimous vote of five zero with bridge cruz gagne na and schaefer voting yes appointed oliver wong asan as principal of chino high school effective august 20th 2021. i'm sorry with the unanimous vote 5-0 with bridge cruz gagne not in shaffer voting yes appointed lonnie davis as assistant

principal of country springs elementary effective august 20 2001 by unanimous vote of 5-0 with bridge cruz gagne na and schaefer voting yes and appointed joanna king as assistant principal of dixon elementary school effective august 20th 2021 by unanimous vote of 5-0 with bridge cruz gagne na and schaefer voting yes no further action was taken that requires public disclosure

esther how are you good evening i'm doing great good you're on all right thank you so board member schaefer members of the board superintendent enfield and distinguished guests good evening everyone my name is esther kim and i'm so honored and excited to be here in my first meeting a student member on the board of education as the sole representative among nearly

30 000 students within the district i cannot speak for every student's needs on my own however i'm working to make opportunities for each voice to be heard and be able to make a difference my focus this year as the student representative will be communication and representation i'll work to ensure that students from every diverse community and background

are in a safe space to speak up for their needs beliefs and be respected for their identity whether it be race gender socioeconomic status or anything beyond we have a long way to go to have every student feel respected and heard and i'd like to ask the student body for your support through keeping up with board meetings like these and actively

communicating with your administrators and myself who are so eager to listen to what you have to say as the student board member i will also serve as the president of our district student advisory council made of student representatives from each school i'm so excited to meet every school site representative hear about what's happening across the district and report

back to all of you in future board meetings thank you all for having me here and i hope you have a wonderful beginning of the school year thank you great thank you very much esther okay moving on now comments from employee representatives we are not comments from our employee groups let's start with ms brenda walker a ct

president good evening president schaefer school board members superintendent and field district cabinet and community members so the school yeah she did okay brendo you froze on us if you can hear us up yeah there you go can you hear me yes okay i'm going to keep going oh thank you i know each new development carries questions and

concerns that each of you must carefully consider today's board agenda alone is packed with decisions that will significantly impact every school and student employee across the district we all know we're here for students our focus and commitment continues to be the safety and well-being of our students despite all that we've been through with the pandemic over the past 18 plus

months i know act members remain focused on student safety and sustaining healthy learning environments where each student can thrive here is what i've heard from our act members the teachers speech and language pathologists psychologists nurses and counselors in our association they're happy to be working in person with students they appreciate all that's been done and continues to be done by the district

staff and our site administrators and cse members to ensure our safety we're all working together and it's much appreciated i must say i'm very grateful that act is an active partner in conversations regarding not only instruction but school safety our conversations with district staff have been ongoing we've set up a system within act each executive board member of act will

be reaching out to every board member so lines of communication remain open with you as well please look forward to hearing from our area directors soon if you haven't already i thank you for your time this evening and i hope everyone has a good night thank you man thank you for joining us uh mr danny hernandez csea president

good evening president schaefer board members dr infield cabinet community and guests with this being our second week of the school year it's a new and exciting experience for students parents and new staff members all staff is multitasking right now trying to get things done as quickly as possible excuse me as possible clerical custodial instructional age transportation and nutrition services

in many if not all these positions we have a shortage of staff everyone is doing the best they can for our students here at cvusd please remember to be kind with the shortage of staff we must start addressing the shortage we will have in qualified bus school bus drivers each state across the nation is experiencing this shortage california is

not exempt to this situation cvusd currently has a shortage of qualified school bus drivers it is one of the few positions within the district that not anyone can simply substitute in to become a qualified school bus driver or substitute one must possess five different items a class b driver's license a c92 certificate issued by the chp which consists of 20 hours of classroom

instruction and 20 hours behind the wheel a passenger endorsement an air brake endorsement and a school bus endorsement it can take anywhere from six months to two years to get all these documents i did ask why the discrepancy between two six and two years and the main factor is the ability the availability of qualified driver trainers it's not something that is a unique here

it's everywhere across the state it's time to con constant excuse me compensate our drivers drivers trainers and dispatchers for the services they provide to our students and community if cvusd doesn't do it another enabling school district will lastly i'd like to thank andy johnson our director of communications here at cbusd not all of our staff can make it to the

school sites especially on the first day of school but it's especially nice to see the posting of pictures and short videos on the district website and on social media and it really gives us all more reason why we're all here for the students thank you thank you sir thank you for joining us and mrs barbara bearden champ president

good evening president schaefer school board members dr enfield cabinet and chino valley community it's hard to believe we have started another school year time is moving so quickly i would like to highlight how hard our school district has worked to prepare our campuses for our students the technology department pulled off an amazing feat this summer by delivering

storage and chromebooks to our classrooms so our chino valley students each have a device assigned to them it's very exciting for the students as well as the teachers because we have had so many opportunities in the last year and a half to explore programs and resources to enhance our teaching practices the human resources department went above and beyond supporting sites over

the summer with hiring administrators teachers and support staff so schools would be staffed for the beginning of the school year thank you to the entire hr team for your support our maintenance and facilities departments worked all summer to prepare campuses for the full return of our students as a site administrator i can tell you how happy our students are to be with

our friends it's a good feeling i love watching them interact on the playground sorry i would also like to highlight the nutrition services team they worked all summer feeding our students in our communities this year my school utilized the nutrition services catering service and enjoyed a delightful breakfast didn't even know they did that the team was very easy to work with schools should

consider their service in the future finally i would like to remind everyone to practice safety i would like to highlight a quote from dr enfield's august 6 letter in an effort to minimize covet transmission we are asking that parents screen their children at home each morning prior to arriving on campus as the school district community let's all remember to self-screen before we

head to school to ensure we are providing the safest environment for our students and staff thank you for your time you ma'am and thank you to all of our employee groups for joining us evening and more importantly thank you to all of your members for the outstanding work you guys do every day for our students okay moving on comments from the

audience on items not on the agenda we are now comments on items not on the agenda sharon are there any requests to speak on non-agenda items we have 12 speakers okay speakers will be called in the order the request was received please listen for your name and be prepared to approach the podium any comments on agenda items will be accepted during

consideration of that item once the board has commenced deliberations on an issue speaker cards will not be accepted the board is very interested in your comments but please bear in mind that the board typically does not respond to comments during this time on the agenda as as it is reserved specifically for public comments individual members of the board may

respond during board member comments at the end additionally the board does its best to support the public's right to address its elected officials it is also important that the board conduct its business in an orderly and fair fashion as provided in board bylaw 93-23 in the event that an unusual amount of speaker cards is are submitted for any item the board

will hear up to 30 minutes of comments in the case of non-agenda items the board can if it chooses hear the remainder of comments after all business has been conducted mr please explain the light system speakers you have three minutes to address the board please limit your remarks to new points begin your comments of the green light

the yellow light means you have 30 seconds left the red light means your time is over please adjust the microphone as necessary so that you're speaking directly into the microphone audience members please refrain from making comments while the speakers are at the podium and please note that board policy 1312.1 outlines the procedure for anyone who wishes to file a complaint against a

district employee first speaker is danielle gunderson followed by caitlyn jones good evening dr enfield members of the board as a parent i'm here to advocate for all children in the district however i'm not here to tell you the same thing you've heard from many other parent advocates i actually want to thank you for implementing the state masque

mandate and for taking your direction from those in the fields of immunology and virology i sincerely ask that you continue to do so we currently have an in-progress recall election for our governor and whatever the outcome of that election or the changes that may follow i want to ask that you continue to follow the recommendations of the cdc

and the cdph i ask for continued masking in the name of all students health and their ability to stay in school in person i know there are some people in the community who also want to recall some members of this board but from what i can see they have done what is necessary to protect our children meanwhile one board member has not he

blatantly mocked the mass mandate by sticking a mass to his beard during previous board meetings and he's continuously spouting off about illegitimate studies that have been debunked fact checked and retracted the spread of this disinformation is harmful to our community and this board room is no place for your fake science mr cruz now if we were talking about a common

cold that's no big deal if we're talking about the flu i can give my child a seasonal flu vaccine to help protect her but we're talking about a virus that has only been in the community for a year and a half has mutated to a more virulent strain that is now affecting children and does not yet have an

improved vaccine for children under the age of 12. there are no longer any partitions between desks and with 25 students in a classroom there isn't space for the recommended six feet of distance young students main form of protection at school is their masks and the mask worn by their classmates our school only made it to day four before

reporting a positive covey case other schools didn't make it that long and almost every day we've gotten another letter without masks how many of these isolated cases would have resulted in an outbreak now before anyone decides to debate the efficacy or safety of mask wearing with me i suggest you learn how to decipher what a real scientific study is where to

find one and how to read it the information is all right there at your fingertips but you likely aren't going to find it in your social media echo chamber case in point our local mask choice advocacy group and while they may be louder i can guarantee you that i'm not the only parent who stands in opposition to them we may have been silent until

now but i for one will not be silent any longer when it comes to choice in regards to this pandemic the honor system has failed us time and time again and more than six hundred thousand people have paid for it with their lives i don't trust my family's health to people who refuse to listen to science and medicine

masks are an imperfect and incomplete solution and yes a bit inconvenient sometimes we can all agree on that but the experts have said repeatedly that we need a multi-layered approach vaccines mass social distancing and contact tracing our children's first line of defense against covetous us the parents so if you truly want to do right by their kids they should get a vaccine

and wear a mask when outside their homes i would go to the ends of the earth for my child and i do it in a mask thank you caitlyn jones followed by nicole zuniga hello okay why do we bring our fight to the school board we bring it to you because that is the way a republic works

that is what america was founded on freedom for all those seats and that power is to represent us the majority we the people and we the people expect you to do just that we implore you to find resolutions and bring them to the state ones that reflect our constitutional right to a religious or medical exemption crt or sexual exploitation removed from our

children's curriculum and that the mass be a personal decision not a mandate for all your hands are not tied and you are not alone because we the majority will fight alongside of you we wrestle not against flesh and blood but against principalities and powers this is a spiritual battle we are not fighting you personally as a school board we are fighting the evil

spirits and their detrimental agendas spreading across our cities counties and states we the people know that your seats and that power has an expiration date until that day though we as citizens and christians it is our responsibility to pray for you as leaders no matter what you choose to decide so please join me as i cover our leaders

in prayer in the name of jesus i invite you god into this meeting i ask that you convict the hearts of the school board meeting that they may come to know you personally as their lord and savior if they do not already i ask that you would lead them to make good decisions and encourage the boldness that they need to honor you

with the power you have given each of them we petition your will father that it would be done and that a supernatural protection over our children take precedence no matter the outcome in jesus name amen please join us as we stand boldly in the face of evil busy standing for righteousness when jesus comes back forgot his god has

called us to be the salt and the light light exposes we the believers are exposing the evil trying to take root in our educational system salt preserves we will not stop fighting to preserve our children and protect them salt also sings a little so get used to it because we're not going away nicole zuniga [Applause] can you say that again

spoke at a board meeting a few months ago on my son's behalf on the masks i'm here again not only as a mother but also as a playground supervisor at a school my son appreciates that there are no masks during recess because look his face is so cute um but it's still upset about playing in certain zones and not able to be with

all of his friends which leads me to a really confusing but important question regarding how contract tracing actually works so for instance a student in room a is tested positive there's contract contact tracing done correct now technically if that student and others were eating and playing mask lists with the students in their class how was the whole class not at risk or had

prolonged contact if this virus is so deadly and such a health risk to us why isn't the whole class sent home for the quarantine period why is that class allowed to come back and potentially pass on the virus to the rest of their grade which brings me to my next we'll call it a concern as a playground supervisor i see kids

eat and play masculine however once they've left their tables do you know how hard it is to keep track of whether they belong in one zone or another i see 800 students a day could you keep track also our seventh grade plays with all of seventh grade and our eighth grade plays with all of eighth grade why can't we

simply do all grades with their own grade so with all of that how exactly does contract tracing work and is it beneficial as far as the elo goes i know that you were given alternative suggestions and denied them for whatever reasons you have but my son and i'm sure many other students didn't actually need the extra time he comes home exhausted and drained

he doesn't chit-chat and play like he used to this extra time isn't fair to him as he did better than what was expected of him during virtual blended and then the traditional learning it isn't a good feeling seeing my once energetic and fun loving child come home so exhausted and doesn't talk about his day anymore thank you

board members hello good evening my name is linda fraser i'm a woman of faith lived in chino since 1959. i do not have children at school it's in school at this time but i care about the freedoms we have lost and continue to lose i do care about the harm done to children i do not like the division that takes

place the loss of family and friends because of cobit critical race theory mass vaccines false informations the division only harms everyone i believe that some of you have clarity and some of you have blinders on i believe that god has all the answers for us we just saluted a flag that we said under god one nation i would hope that if we sought god in

prayer he would give us the answers to all these situations whether you believe or you do not there is a god include him scripture says the lord looks down from heaven on an entire human race he looks to see if anyone is truly wise if anyone seeks god psalm 14 2 seek the lord all are humble all who are

humble and follow his commands seek to do what is right and to live humbly perhaps even yet the lord will protect zephaniah 2 3 you can ask for anything in my name i will do it john 14 13. you will be held accountable for the harm that you cause children it talks about that in scripture i myself advocate for home school

charter school and christian schools i think that's the way to go but i do pray every day for the protection of teachers parents and children from sickness and in harm thank you marissa lepan followed by bryce port good evening board and dr enfield i'm here tonight for you to see just one of the hundreds of families who have

decided to pull their kids in home school due to the blatant disregard for our children and for parent choice parents are starting to see what's really going on and some are really and to some it looks like a personal agenda political tactics and a lot of union control i want to thank you for opening my eyes to

all the uneducated decisions this district is making in regards to curriculum safety communication or lack thereof and so much more now i get to teach my girls um real history of america and that america is an amazing place on earth god bless america i will now have more time to reinforce god faith and family the three things that our generation are

missing out on i pray for everyone on this board i pray you come to jesus you humble yourself in front of him i pray you have strength and courage to stand up and do what's right for our community i pray you have the compassion knowledge and love and understanding for all families in our community that you serve god bless you all

rice port followed by sean smith my name is bryce i'm a piss off parent pissed off you are pushing your political agenda and overreaching with your powers but you know it's more powerful us we only gain bigger and stronger you think this is just going in it's not this is never gonna end i wonder how do you sleep at night

you worry about if you can have a job tomorrow or not well better start worrying i served in the u.s navy and swore to an oath to protect constitution foreign and domestic for our freedom and rights that you are taking away i will continue to uphold the constitution until the day i die fighting for our freedom rights this is

the land of the free because of the brave i'm a single father of one and been raising my kid basically since he was born on my own as soon as he was born i follow the gift full custody of my son i had friends family told me this was not possible it would never happen because i was a

male i even had my lawyer recommend split custody 50 50. i denied it i knew what was best for my son and i was going i was prepared to do anything he took i was prepared to spend every penny i had i was prepared to lose my job guess what i got full custody despite the recommendations that my lawyer gave me

saying i could not get it and you're going to sit here and tell me what's best for my kid you don't know what's best for my kid or our kids i think you all forgot who you work for well let me remind you you work for us you are forcing illegal mandates on our children and teaching in this district and pushing your

political agenda on our kids and pushing them to get this jab you should talk to some of these teachers at these other schools pushing kids to get a vaccine against their will now i am calling for all of you to resign if you don't remove any of these mandates this needs to be done tonight if not then we will be coming after your

job and position and christina for you trying to be reelected that's not going to happen everything you claim to be doing for our kids on your website it's false nothing's happening you're doing nothing sean smith followed by derek johnson good evening dr enfield members of the board my name is sean smith husband father of four living in china hills

i don't want to just blast you guys tonight um i thought about coming up and doing the science thing rambling off a bunch of numbers and doing all that but i think at this point it should be clear at least to all of you you're all in the education system you should all know the actual holistic numbers of what we're looking at you

should know that even with the latest delta variant that if a child catches it if they catch it we're looking at a 99.99 survival rate if they catch it so the the true risk assessment would include the probability of catching at that point we're looking at you know five decimal places out there right it's kind of crazy

at this point you should all know that children are far more likely to suffer a death from despair than they are of covet drug abuse and death from overdose has skyrocketed suicide amongst children has skyrocketed the most conservative numbers we're looking at 67 all the way up to over 300 suicide rates in some places of children during this

whole lockdown period this system needs to be looked at holistically there is a tremendous amount of data you can't just look at this small minute little piece and think that oh that's what we're going to base our decisions off of education is a holistic thing there's a lot of variables they they need to all be taken into account

according to dr niraj sood director kovid institute usc sheriff's center and dr dave jay barachara professor of medicine stanford university covering the lower half of the face of both teacher and people reduces the ability to communicate in particular children lose the experience of mimicking expressions and it's an essential tool of nonverbal communication positive emotions such as laughing and

smiling become less recognizable to a little kid and negative emotions get amplified bonding between teachers and students take a hit overall it is likely that masking exacerbates the chance that a child will experience anxiety and depression which are already at pandemic levels so there's a solution here it was already built it was built last year so the parents that are gripped by fear

turn on the cameras i just had a kid come home because of a headache she's an accelerated math she missed the class i assumed the camera is still on you can just hey just log in and catch that session accelerated math she's a dedicated student she started flipping out because she missed that session so why not for those that are gripped by

fear turn the cameras back on stay home and for us let our kids go back to school and be safe thank you derek johnson [Applause] hey good evening uh derek johnson i actually came uh unprepared didn't know who was all going to show and just wanted to be a voice for the voiceless so i'm going to change things a little bit

and turn to my community and just say how proud i am for all you guys showing up means a lot um i too serve my country and uh christy doll followed by virginia renteria uh my name's christy diehl i'm a parent in the community um in the district rather i'm a health care provider in the community i

came just to watch and observe i didn't plan to speak but i watched and i observed and i observed you guys block most of the parents from coming into this room and i figured out why because this room is recorded and so you have a nice little video that's public um because you guys said there was coveted restrictions so that we didn't

have that many people in here but you guys should see the overflow and the other room because it's standing room only so what i'm going to say is i would like the parents in that room to record how many people are packed in there and make that video public because i think that the reason that that's those people are over there is so that

you guys don't have to face those parents you don't have to answer to them we're all here so that you guys have to answer to us and so i want to make sure that you have to answer to them too so that's what i want is i want those parents to record that make that public and answer to them

virginia renteria followed by jim gallagher hi good evening everyone i too did not come prepared to speak but it just grieves my heart that that chino unified school district i have lived in chino since 87 lachino hill since 87 and it's unbelievable what has happened to america it is unbelievable our children are being asked to cover their faces

they cannot see a smile they cannot breathe properly they're breathing in not fresh air all day long if you pick up when i pick up my grandkids i have them take their mask off it is gross it is wet it is moist it is not healthy at all as you've been told you all are elected you all work for the taxpayers which is

us and we are here in support of our children in my case my grandchildren and i just pray to god that this mass mandate this nonsense that dr fauci keeps flipping around on what to do we all are being submitted to control kovid is a has been a demonic thing that has come on america what happened a few days ago in

afghanistan is proof of what kovit was allowed to do to america i pray to god that what happened to the 24 000 kids that were taken from the parents in australia so they can be vaccinated and two of them have died from the vaccination i can assure you all that every parent every grandparent that's in this meeting or in attendance or within

earshot i can guarantee you that we would die before anyone would take our kids and shoot some unknown experimental vaccine into them i'm sick of the fact that parents have to be up here fighting for the rights of their children to go to school as they've done for generations funny we don't hear about the flu anymore it's all coveted the fear the

fear is installed i'll have you know that the day that each and every one of you were born god wrote it down the day you're gonna die and i don't care if you put 15 masks on your face if you walk around with rubber gloves and a hazmat suit as i've seen at costco which is so ridiculous

that will not save you the only thing that will save you is jesus christ and he is in control i thank you very much and i do pray for each and every one of you if you had a child would you easily give your child up to the government to go get a shot to go do whatever the government says it's a

fellow residents and staff uh i'm here my name is jim gallagher from chino hills i'm here because i'm concerned about public perception of our public safety uh mandates many people are viewing this mask as a repressive thing i have a different approach to this and i i am sorry if that offends the people out in the overflow room but hear me out

the smallpox vaccinations in the uh 1850s and 1900s were once opposed because people were afraid of them as we all know we don't have smallpox anymore because people gave into it the polio vaccine was also mistrusted uh it was very successful and uh as a result we don't have widespread polio fluoride in the water was viewed at one

time as a communist plot but we know our teeth are better as a result of fluoride diphtheria tetanus and pertussis vaccine in the 1970s was also feared but it came around measles mumps and rubella as well i remember seat belts were strongly opposed because people saw that as repressive how many of you especially in the overflow room would drive right now

without your child in a child safety seat i don't think you would but at one time people opposed it we have an occupational safety and health act of 1970 that's protecting our workforce that also was viewed with mistrust in the beginning but it does protect our workers now how many of you would let your children smoke if they're under 21 years

of age i doubt many of you would but there are laws on the books that could be viewed as oppressive because they're not allowed to smoke how many of you allow your children under the age of 21 or 16 that can drink i doubt it so there's a whole slew of things so let's talk masks really quick

everyone according to the california department of public safety is required to wear masks in the following settings public transit healthcare settings adult and senior care facilities indoor k-12 schools all of you in the board know this child care and other youth settings state and local correctional facilities homeless shelters emergency shelters everyone is required to wear a mask in

those settings all k-12 students and adults in those settings are required to wear masks when students are present people who have medical conditions don't allow them to are exempt remember that conditions but they must wear a face shield with a drape on their bottom edge or another non-restrictive alternative my point is this school board and the superintendent and all of our

teachers are sworn to uphold the laws of the state of california this issue if you must pursue it must be taken at the state level it's the california department of public health and the state board of education that mandates this it's nice to present this in front of this board but these people don't have a political agenda

they care about the students just as much as you care about your kids thank you christine zang followed by annie kang good evening my name is christine zang i am a parent of a kid that just entered kindergarten at wickman elementary school and uh i'm a former i'm a very strong believer in on campus and in-person learning so i

really want to thank you for all of you for all the efforts that you made to be able to bring our kids back to school um but the excitement of you know my kids entering school was very short-lived because within two weeks our elementary school already have eight positive case confirmed and i understand that you guys have put in a

lot of mandates a lot of screening procedures safety measures to the school we really appreciate that but we also felt that it's still if we can go a little bit above that minimum requirement that that was enforced by the cdc and the california department of public health would be a lot beneficial for our kids and will make our parents feel more comfortable

and more safe to take her take our children back to school so we have actually i'm here to representing 33 parents from wickman high school a rickman elementary school sorry and we made a list of the things that we would ask the board to consider to add to the safety measures and the screening procedures for you guys to

consider to enforce that to all the schools within the district first one is we want to be able to maximize physical distance between students in classroom right now we have seven kids sitting in one desk in kindergarten room and during their perfect time their knees are touching each other cdc has a regulation that there are a minimum requirement of three feet

distance within the room in addition to mask wearing i understand that california has a different set of policies and our county has a different set of policies but still we feel that the extra distance will go a long way to help our kids and then the second thing is we prefer not sharing of desks we want the kids to have individual desks and if

that's not possible please have them to have individual dividers or the shields that you actually implemented last year the the third thing is implement mandatory regular screening tests for all students and staff i understand that you know we're here we're here we all have different opinions and we agree to disagree so i respect different opinions but this is

coming from the parents that i'm representing right we we do feel like additional screenings or regular screenings will definitely help us to prevent the the cold virus or the coronavirus spreading in our school because we are relying on time student well can i just say one thing please finish your thought okay because we are relying our parents to do home-based screening

that is great i love the letter you sent it was very good however different different family have different screening procedures or different evaluation process there's no way to standardize that that's good man so yeah so i think the standardized thing will come from the school thank you annie kang followed by mew lee ma'am sharon this is actually we are at

our 30 minutes we will take one last speaker and then uh if there are additional speakers we'll take them at the end if the board chooses annie kang sir i'd like to um extend the motion that we hear right now not afterwards because these people have to go home and take care of their kids so let's extend it mr cruz's motion

let's hear all public comments that are not related to agenda items now do we have consensus with the whole board yes okay we will continue with all the speakers annie kang followed by mu lee hi dear mr joe schaefer and mr donald bridge and all the members of cbusd board of education we are parents of students at wakeman elementary school

our children just officially start second grade this school year first of all we know that the new corona varies is highly contagious as parents we believe that kov testing is a current method to accurately understand the number of infections in school when schools have a currently tax report results can they formulate more target measures at the same time we also understand that it's

very difficult for school teachers and students to provide the kobe tax results but for the classes that have been in close contact with the confirmed cases we hope the school will require the entire class to take a covey tax results and return it to the school so that teachers and students in the school can also be prevented

to a certain extent we receive the chino valley school district letter explains if a student is here while at school and has at least one symptoms related to kobe 19 regardless of vaccination status the student will be separate from another student for a parent's guardian to arrive for pick up them we hope school district enforce this policy down

to every levels every school every class every teacher absolutely knows no exceptions we love our school district and hope to be a comfortable and a safe learning environment thank you um hello any uh chino valley um president um i'm not familiar with the title here this is my first year my kids go to the kindergarten at wakeman

and uh yeah i wanna say that um for the thing is i i want to ask if that's possible for the school to have the screen for each kids uh like do the temperature check at the gate or at least a bottle of hand sanitizer put in the front so when students come in they can do like the

first disinfecting one i mean parents can look on it and also if the school can have a fully disinfecting before and after student uh come and go so that will even help and also the very important thing is wear a mask yet um i know it's very hard for now to have people wear a mask when i first

hear in the united states people only get very sick and wear a mask but now it's very different because we never met this kind of virus before we have to protect ourselves so where the mask is the most priority thing and uh yeah um that's pretty much what i want to mention thank you lorraine harris followed by the last

speaker brenda arias hi um today i'm here to voice my concerns about the ongoing mass mandates and the possibility of vaccine mandates in our public schools i won't discuss statistics or data that reflects the negative effects of both my guess is you've already heard it all what i do want to discuss is the fact that i'm a mother of three two of my

children are still in high school and my oldest just graduated and will be on her way to college as a mother my primary responsibility is to raise responsible well-rounded respectful children who will one day who will one day be independent adults and positive contributors to to society it is also my responsibility to protect my kids and advocate for them regardless

of where a parent stands on the issue of masks and vaccines i believe in my heart that most parents intention is to protect their children how we protect our children comes in different forms obviously for the parents who believe in masks and vaccines i have no doubt they truly believe they are doing what is right and good for themselves and for

their children but i would like to emphasize to you and to everyone listening that those of us who don't believe in masks or vaccines or not believe but just we're not we don't want them that we are doing what is right and good for ourselves and our children there has been so much division pushed on all of us us versus them

democrat versus republican black versus white and now masked versus no mass and vaccinated versus unvaccinated that it has become very easy to dismiss your opponent as crazy stupid and just plain wrong but in actuality it boils down to simply having different views i'm gonna go ahead and give pro mass pro vaxxers the benefit of the doubt and

assume that they've looked into the issue and made their decision based on what makes sense to them and that's totally fine for me based on the research that i've done based on the doctors i've listened to based on the articles i've read and yes i've listened to both sides the decision that makes sense for me and for my healthy family

is to trust our god-given immune systems i'm aware that the pro-mass pro-vaccine folks will argue that it's not about me that i'm being selfish and it's about doing what's right for others if you believe that premise then i see your point but that's where we differ i do not buy into that premise in fact i totally reject that premise because it's very

manipulative i do not believe that i need to wear a mask inject my body or my kids bodies to protect someone else and i will not set aside my responsibility to protect my children just to make another parent feel better just as passionately as a person believes i should mask and inject my children my passion and conviction on

this issue is equally strong that i should not and they're my children so who's right i think both sides are right or they're well we are all well within our authorities as parents to do what what we know to be best for ourselves and our children i find it interesting actually baffling that i do not nor will i ever

tell another parent how to proceed in this situation ma'am your time has expired would you please finish this thought yet there are parents along with government school board members people who don't even know my kids or their names who are hell-bent on forcing the stuff on my family as well as millions of other families like mine the bottom line is we need to stop stop

with the overreaching illegal illegitimate mandate stop with the division no entity including this school board can make everyone happy all the time so i would ask the school board to stop passing the buck by saying it's out of your hands you are here to represent us please use your platform and position as a school board member to represent us

all of us not just those with whom you agree you can start by promoting and respecting the idea that parents have a right to make their own personal choices especially thank you to the health of their children thank you hello ladies and gentlemen thank you for your time for listening first of all i just want to let you know that i am a

science teacher currently in the district and i do want to take this time to advocate for those of us that have looked at these past past year and a half and realize that the big the three biggest institutions that are there for the well-being of our children schools um churches and even the police department have been attacked

politically and we understand that they have in no way politically looked at the well-being of our children i believe first hand first and foremost that as a teacher i am a civil servant i am here to serve the children and for the last year and a half i have been unable to do that i have not been able

to see face to face the child who is going through absolutely horrific situations whether they're going through domestic abuse whether they're going through suicidal thoughts whether they're having situations where they are literally being sex trafficked believe me i've been teaching for eight years and there's always at least one child that i get to hear that story and unfortunately

have to cry with them and for the last year and a half i was unable to find and know who that child was because all i got to see was a name on the screen ladies and gentlemen the same way that no nurse that no doctor that no police officer no firefighter will look firsthand at their well-being over the

well-being of their constituents and who they're there to save i'm asking you for the same thing let me do my job one thing we know for sure is that suicide has gone up and don't say it hasn't we just got training about it we just got training not only suicides we know sex trafficking child sex trafficking is up we also know

that domestic abuse has skyrocketed yet when children wear their mask i cannot see their faces and when i cannot see their faces i cannot know what they are feeling what they are going through how to how to help them all i'm asking is look if you wear a mask and you can smell somebody's fart it does absolutely

nothing for you yet by having a mask in your face you are constantly touching your face touching your eyes yet that's supposed to be safer did anybody disinfect this before i got here yeah i'm more likely to touch my face later on while putting on my glasses yet that's not dangerous i need to see their faces let me do my

job please get rid of those ridiculous math mandates teachers have the options to vaccinate teachers have the option to wear their masks if parents want their kids to wear their masks they can do it but if there are children that can't breathe let them not like give them the option to have that freedom as far as we

know we're still in america and i want that freedom i want that choice and i want every single parent and every single child to have that choice and more importantly let me just teach them science there's no way i'm going to help let them turn on a bunsen burner while they have literally a material on their face are

you kidding me kids need to learn science let me teach them science in a genuine and authentic way stop with this ridiculousness please thank you okay thank you for all of your comments this evening moving on now to action items item number two a1 option for additional 30 minutes added to the instructional day for the 2021-2022 school year

board member andrew cruz recommends the board of education approve the option for parents to have the choice for their child to attend the additional 30 minutes of each instructional day for the 2021-2022 school year sharon are there any speakers we have three first speaker is madison shaw followed by cassandra sanchez dear board members thank you for letting

me come here to share with you i am a 9th grader at chinos hill high i do want to say that i am thankful for the teachers that are taking a stand to help us we have really good teachers and my counselor is the best one of the things that i want to remind you is we do not need to force into things that

damage our mental and physical health caused by you adults making decisions that affect us i want you to know as a student a athlete and a participant in your youth groups in our city i am tired i know you could have made the 30 minutes optional for those of us that need it so let me tell you i was in an invention for three

years and i needed it do you think it would be fair for my classmates to all do the same intervention with me when they didn't need it why would you why would you hold them back the intervention was giving given to us that needed it i was thankful for the help when i needed it now you keep on keep

you are keeping us all longer and it's not right i have worked so hard and i don't need an extra 30 minutes in fact it's hurting me that hurting me more than it's helping me you could have made it an option for when we needed it did you ask yourselves how this would affect some of us 30

minutes of extra school at school means i either have to cut 30 minutes of sleep or spend time with my family because i want to do the best in school and need to do homework i care about my education i really hope that you guys do too we need you guys to help us not hurt us please do the right thing

we want to trust our elders thank you again and i hope you start listening to the students and what we what they need cassandra sanchez followed by sonia shaw schafer hello chino valley unified school district board members i would like to firstly start off by acknowledging the two board members james non andrew cruz that i know for sure are listening and

putting the community's needs first thank you for standing with the students and the parents of chino valley since the beginning growing up i've always heard your two names in the context that you were for the people and i thank you for continuing as for the rest of you you disappoint me you may remember the last time i was

here i had asked you to do your job which is making decisions based on what the people want and not on what you want i should have expected it because over the years i've heard the same remarks from parents about you three i had thought that maybe last time i was here there would be a difference with

the policies for the this upcoming school year but now being in school for the past two weeks i see that my voice had no effect on your decision but i will continue to come back to fight for me and the future generations now about these masks i was i have seen that i see that you have option to not to wear them

outside but as for being inside we have to wear them regardless of vaccination status no one will be no one should be afraid of a virus that has a 97 point percent to a 99.75 survival rate now let me say it again if you believe in my body and my choice for certain political topics please carry that idea to this

every situation in life moving over to the extension of the school time the extra 30 minutes is pathetic and also this 20 million grant that is being used to fund it no one ever no one ever gave you consent to keep us longer in school it just seems to be an easy money grab for all at the students

expense now i will ask you once again not to let the students down unless unlike our present government administration and i would like to add i will not be getting the covet vaccine because it's my choice thank you sonia shaw [Applause] i hope you guys are paying attention to these kids shafer you said keep yourself accountable you didn't look at these

children when they're speaking and that is just wrong so besides the point i'm thankful to see the 30 minutes thanks cruz for putting that on there but before i start i want to mention something i could speak from personal experiences at chino hills high and talking about their staff it is by far setting the but they are by far

setting the bar and are a great example of what it looks like to balance things in a time such as these being told what to do by people like you i applaud chino hills high school and thank them from the bottom of my heart for making it as normal as possible for our students so let's get to the agenda item we have

offered many many solutions and tonight i ask you to take one into account again it needs to be optional look what you're doing to our students they're up here crying and they're and they're telling you how it's affecting them we need to have our normal have our normal school day start and end time have the teachers available like they are 10 minutes

before for those that need it and 20 minutes after for the kids that need it when they when they when they need it it's available to the kids the teachers pay does not change so don't worry about that bridge you can go back to the union they still get their pay because they're there parents also get a choice to have

something for their children you must see that we will not let this slide the majority of parents had no idea how this 30 minutes came about and we will continue to share until the masses are aware aware that you used our children as bait for money and also as a bargaining tool with the teachers union we have begged and pleaded and gave you

options to use the money to benefit the children in many ways we have had meetings prior to school starting and expressed things multiple times in this very room in front of all of you and yet you still continue to ignore us we can we met with some of your representatives and the counties as well and it was

evident that they knew that you guys did the things the wrong way now we are each individually meeting with an attorney hired by you to see what has been done and if it has been done right you continue to waste more of our kids education educational money all because you refuse to do the right thing you know one thing

i do know is that all things come to light what is also evident is parents involvement is increasing you should not feel threatened by this but i know you are we should be working together as we have plenty pretty much pleaded from the time we have first met do do the parents know why they're being involved in the

next set of grants at some extent do they know why you are having surveys sent out now did you tell them it's because we begged you to do that did you tell them it's because you know what you did was wrong and you got caught i can tell you one thing with the 30 minutes and any future decision you try

to pull behind the scene that negatively affects our children be prepared be prepared because we are not going away and we demand to have a choice and also won't stand for anything you try to sneak in i will warn you again others will step up to run for your positions if called to i will do it and take yours christina

i will not go away and i can not express strong enough that my i'm not driven by any political personal agenda for anything the kids come first and we should listen to them and their parents i will also warn you that recalls have been brought up and requested by many members of our community we are prepared to do what it takes to make sure the

board is working in favor of our children's education with no hidden agendas i now stand here to tell you to step up or step out do the right thing finally thank you for your comments okay back to the agenda item 2a1 uh do i have a motion so moved second comments questions or discussions from the diocese board members the light system is

working so if you have a comment or question please use the light system see none we will take a push the bottom one mrs gagne please thank you first of all i'd like to thank our students who commented on this agenda item this evening uh mrs shaw and mrs sanchez thank you for coming um it takes our students a lot of gumption to

come into a boardroom in front of adults and so i want to thank them for coming here and voicing their opinions it's very clear that there is a schism in the community on a variety of issues impacting the school board and i want to make it very clear that there are two sides to this and there are five of us up here and for all

the parents that are here voicing their opinion on this matter and others i have hundreds if not thousands of emails and phone calls from parents who are afraid to come here so are we okay that's fine and i'm not gonna interact with the audience right now i'm happy to do so otherwise but unless you're making faces please continue missing thank you

so when issues like this come up with the option for the elo in the 30 minutes my first response is to ask the district to ask the superintendent if there's something already in place and if you're able to opt out by pulling your child out and you have every right as a parent under board policy ar 5113.1 subsection a

to pull your child from school every single day for those 30 minutes so we already have an opportunity for parents to pull out their students ma'am please this is the board's discussion time not the audience time i'm going to warn you one more time if you outburst one more time i'll have to ask you escort it out

i will have you escorted out thank you mrs gonya please so there is existing board policy it's not a punitive policy and you are able to pull your child out of class now if we were to pass we can't pull our kids out my child will not leave 30 minutes later and i don't need an escort i want the public to know that johnny

would you please escort her out she's not going to leave 30 minutes early and miss a whole entire class please you're doing things all the wrong way and your political agenda is very clear i have no political i have no political agenda and i want to be escorted out because i'm taking a stand for my kid my

no you don't call the cops please what are you going to enforce [Music] [Applause] board members we're going to take a 10 minute break the board will now take a 10 minute break from 7 11 to 7 21. and that is so impressive this is just the beginning and let me tell you i i find this amazing

you're noticing the weight and the way everything gets bigger and bigger let me tell you you have to fight because this is going to get worse and worse so i'm very impressed this is just the beginning okay it's gonna get chaotic in the coming months and this is gonna keep on going for years okay 721 we now reconvene uh our meeting

we are on item 2a1 the option for additional 30 minutes is there any other questions comments from the board may i finish my comment thank you um i wanted to finish the comments that i was making so first was the introduction of the policy second is in operation what this would mean if we were to pass this

again we represent a unified school district and i have many parents who have reached out to me that are in support of the 30 minutes and while that might not be the viewpoint of everybody many many parents are supportive of this and there is a concern that if this is optional we are going to have teachers spending

time that will negate the entirety of the 30 minutes escorting students outside of the classroom if this becomes optional so operationally there is a policy in place that if you do want to pull your child out you are able to do so but operationally if we pass this we're going to negate the 30 minutes for every single child in this district because

teachers are going to be using that time to escort students out particularly at the k through 6. so i just want to make that clear that i i feel that the dichotomy being set up here is us versus them we have a lot of other people who have a contrary point of view and as a representative board

we also represent those people so there's some members of this board who you may agree with and they reflect your views and there's other members of this board who you might not agree with on this issue and they're reflecting the views of other people in the community and other parents and teachers and stakeholders in this district so there's no need for us to not have a

civil conversation about this but this particular action item there was already a policy in place and if this were to get passed operationally it could negate the entirety of the 30 minutes for the parents and the children who need it we do have many children in this district who last year was exceedingly difficult we have many children in this district

who do due to their home cycles [Music] okay if we can't do our job then we're going to close session i'm sorry we're all done here now that's right you guys are done uh i i'd like to continue my comments um you know i i welcome public comment real quick let me just advise that um before you pursue with

your comments you need to advise the audience that you have a right to ex to speak however not while the board is in deliberation your time was during public comments and this is now the board's time to discuss and deliberate these items if it can't be done if we can't conduct our business then we will go into

a closed session type setting but i would like to be able to stay out here and allow everyone to hear and see the business before the board but i will not tolerate these outbursts and disruptions you had your time to speak it's now the poor's time to do their deliberation please mrs garnier thank you i just want to first note that while i

appreciate president shafer's desire to move on with business i i don't think we should be conducting open session items in closed session this is an open session item um but i think we can have a civil conversation so i i would appreciate it regardless whether it's a speaker up here or speaker on the diocese that we give them the opportunity to express

whatever they're going to express um i understand both sides of this i've listened to both sides of this i've contemplated this i'm not quite sure where this concept of an agenda is coming from i'm not sure where this concept of an agenda comes from we have students in this district who are beneficially benefiting tremendously from this extra

time and again we represent a unified school district there are some areas in our community where i understand perhaps there is a view the 30 minutes are not necessary we also have schools in this community and parents and groups in this community where those 30 minutes are essential and will be remarkable for those students this year so i would just ask that again

we are here representing a unified school district representing various constituencies and you know i'm getting a lot of feedback from other parents who are in support of this and so my intent in passing this to begin with was to make sure that we passed a policy that provided remediation for our most vulnerable students and this policy has been successful thus

far we have not had a lot of issues with it but i also went to the trouble of finding out that there is a way for you to take your child off a campus with no punitive measures should you not want to do the 30 minutes so i just want to make clear that those are my intentions is we have

students in this district who are not as we have students in this district that are very vulnerable and i think they get overlooked very often in the policies that we make and i don't want those students and those families getting overlooked and so i will stand by my decision today for those vulnerable students and those vulnerable families who this will make a

world of difference thank you mr bridge please thank you just uh a quick reminder the last meeting of what i made my comments on and that was the fact that my second year in this district in 1983 this state added four days to our calendar we now have a 180 day school year calendar because of what the state did 38 years

ago also added extra minutes to the day so we've been living with that for 38 years so i just wanted to remind people of that i i'm kind of surprised at the at the at the outcry of the 30 minutes but i also in what mrs gagne said about uh the policy that seems to go with what

the recommendation for this that's in front of this board so you know the policy is there if people want to pull their polar students but i you know i just had to bring up my comments from the last meeting the fact that we've lived with it for that long i had to live with it my second year in

classroom okay see no other lights no i liked mr cruz would you like to see they can say whatever they want to say but ultimately at the end i mean i've been in education for 22 years if what outweighs is what the people want and um i see nothing wrong with this and if this was a serious matter this wouldn't

be on here there's there's been times i i've asked for some things they take you to legality and they said mr cruz we can't do that but it's on there so we can do it they just they just feel like um you don't matter that's pretty much it you just don't matter mrs gunn they set up policies

they set up mr mr cruz let me talk i'm not finished mr cruz i'm not finished finish okay so that's that's the bottom line you know policies you know very simple if the people choose to remove their kids what's wrong with that it's not going to hurt anybody kids will be going early certain kids other kids will stay that's fine

so i just like i said i presented this policy it's it's it's on here if it was a serious matter it wouldn't be on here okay so um you're talking about um how they feel about how feel about you guys pretty much you know that's about it are you done yeah mrs gagne please uh mr cruz while i

again appreciate your ad hominem attacks um i want to focus on the fact that this is on here because after several district personnel explained we have a policy in place where parents can take their kids out you insisted on it being on here this was also explained that the operation of this is going to negate the 30 minutes so

this is not a matter of me not listening to my constituents i get constituents contacting me at every angle of an issue like this but i am here to represent a set of the constituents a majority of the constituents that reach out to me and a set of the constituents that elected me so that might be a different set of

constituents but moreover moreover again this 30 minutes is a temporary solution to remediate for an unprecedented situation to think that any of us up here would have wanted this to derail in person learning i think is absurd i teach at the collegiate level there is no substitute for in-person learning whatsoever and i can say that i want to do whatever

we can to ensure that we are preserving in-person learning as well as enhancing that experience for our students this year and that is my purpose behind this policy i don't know where the allegations of an agenda are i don't know where the allegations of there's a monetary reason for this for me i look at students particularly in some of our chino schools and in some

of our chino hill schools who remarkably benefit from this and so you know i i'm not here to make personal attacks i'm not here to not be civil about the situation um but i i have to as a school board member adopt policies that can be easily implemented and in operation this policy will mean that instead of teachers spending the 30

minutes with students they are going to be escorting particularly at the k-6 level students that opt out away from the classroom and losing that time for students that are enjoying and and and benefiting from the 30 minutes so my objection here is that there's a lot of things that this district can figure out if we come together and come up with a

solution that doesn't need to come to the board and this is one of those instances where i firmly believe if parents were to come to the district on a case-by-case basis and this was explained this might be resolvable but in this particular case we're now back here discussing this again and i'm happy to speak with parents who've tried

to pull their children out at any of our campuses and if you feel that that's been punitive or you have been able to do so you know i'm happy to work with you to rectify that so i mean i just want to present that this is not an issue that i took lightly making and it's not an issue that i haven't

sought feedback from constituents but this particular way that this is being presented and the effects of it i i just don't think that's sound policy for all of our students and all our families in the district or for us for or for our staff and teachers thank you mr shaffer mr naught please yes we had great speakers especially i was

moved by a teacher and who came and said i wanted to see my students faces because i want them i want to support them especially for their well-being mental well-being and when a parent mentioned about we could spend time helping out students mental health needs instead of the half an hour i would totally agree yes there will be a students that would

benefit from additional half an hour but that could be said in an optional way before school after school but other students could go on with their regular lives trying to cope with their education needs and their needs for extracurricular activities this half an hour impedes their freedom they might lose even more school time because of extra five minutes in

classroom uh when they have a meet for sports the parents might have to take out two periods of classes instead of just one period instead of having two lunches now we're having one lunch and one lunch you know small schools is okay but when you have 3 000 students in congregating in a one quad area that's a very cumbersome

a task for anybody to to work with so if the elementary's uh uh uh teachers would have a concern for escorting out their students then we could do something that would work for elementary school setting but it could be changed on on high school and junior high setting we don't have different types of bars or or sports

extracurricular activities for k212 it's all different for that reason uh if we come together and and think and and and receive this input not only from our parents but from other districts we could come with good resolution to to benefit our students so therefore i would support the option thank you okay see no other lights we already have

a motion by mr non a second by mr cruz uh esther can you hear me yes okay we're gonna take the votes when i call for preferential vote that will be your time to uh either vote yes or no on the item okay all right we will start with a roll call vote mr bridge no mr cruz yes

mrs gagne no mr nah aye and i'm a no preferential okay motion fails with two to three with preferential voting no next item is item 2a1 chino hills high school bingo board member andrew cruz recommends the board of education approve indoor facilities use for china hills high school bingo are there any speakers sharon there are none now i have a motion

so moved second motion by mr gnaw second by mr cruz are any comments questions or discussion from the board mr bridge just a question where are they currently meeting now outdoors and what um how is the situation with that they're they're they're currently meeting uh outdoors where they call center ice where the uh tables is where they eat

lunch there that's that's where they're having the bingo so if this item is voted down it's not going to impede them from holding bingo they just won't be able to hold it inside correct that's correct if you approve this for them to go inside then you have to open up all of our facilities to all outside user groups uh to be able to use

this is gonye yes to provide some clarity to the questions that are flying back and forth here i'm a big fan of chino hills high school bingo it's a community institution we have everything from our seniors to our students involved it's a huge fundraising vehicle for chino hills high school big fan and it allows a lot of

our students to have cherished activities there appeared to be an issue that they were as are all outside user groups asked to only use outside facilities versus indoor for sanitation reasons i think there was a discrepancy on the chino hills high campus and a staff member accidentally left let an outside user group in to use a room and then

there was a logical question from this group well how come they're in the room and we're outside so i completely understand where this came from and the genesis of it um and again this is nothing to do for me with bingo because it's an awesome program and i've said that before but if we allow one user group to go inside and use a facility

any other outside user group we can't start discriminating and saying bingo gets to come in and use an indoor facility and then none of our other outside user groups get to and right now we are having issues and i think this can be appreciated we're a very large organization trying to clean classrooms turn things over and make sure that our

campuses are clean and ready to go for the next school day that's going to be a persistent issue over the entirety of the next school year so for me this is not an issue about bingo that was resolved at the campus level they found a facility outside for them to use bingo is happening it's alive and well which is

great but if we approve one user group to go in and use the facility at chino hills high that means all of our user groups that prior to cova that were using indoor facilities how do we discriminate and then how do we monitor them using the facilities inside so for me this is more of a concern of we're going to have a mass

problem of outside groups who we don't control coming into our facilities it might not have enough capacity to keep them clean and sanitized for our students so i appreciate the intent for bringing this item um i realized that there was a situation which may have predicated why this item was brought but i do believe that if we

vote affirmatively on this item how do we go to anyone else and say no you can't go indoor and use a facility so this just opens up a pandora's box for me that i don't want to open for our students because i don't want to have any more health risk on campus than there already is and i also don't want to pose it for our

staff who i know are working endlessly to clean our facilities and turn them over on a day-to-day basis so i just wanted to share that context for this item and again i appreciate that there was a situation which predicated this i can appreciate the intent of wanting to rectify it but this does open up the door for other

outside user groups okay i see no other mr not please yes dr enfield um if this group would meet in outdoors and and we have an issue with like health issue um going over 100 degrees or 105 during this heat summer time is there anywhere that we could help them the the the outside is the facilities that they would have to be able to use

we couldn't let them say oh on this date it's 100 degrees you can go inside because then we're opening up the facilities to inside for inside use and at that point we have to open them up to everyone well i have received certain letters i guess from different cities or something when during extreme situations the city would place

certain buildings or designate certain rooms so that the public could come in and be safe in a cooler environment with air conditioning in it is that is that feasible that sometimes we could do that if you're opening it up for that purpose solely that would be different and you would have to work with the city if the

city requested that we would work with them they need a cooling center um but we would have to work with the city on that mr gnaw and probably have to have some agreement with the city regarding using those facilities just for the for that purpose i see okay is that it yes mrs gagne no further comment just for the record i i don't know how

long they've been conducting this in the outside setting but i have not received a complaint about the setting or being able to just use the outside facility i think they're happy to just be able to continue at this point and keep the welfare of our students in mind see no other questions we will now take a roll call vote mr

an asian a mexican so one of us will have to move or not not get reelected right interesting we'll see how they vote we'll see mrs gagne so plan for a um if you've been tracking the redistricting there were initially three plans released 1a 1b 2a 2b 3a3b uh we had a variety constituents point out that some of the previous maps were

drawn sort of funny where i think at one point they divided part of a high school into one map and the other part of a high school into another 4a was a result of the demographer trying to resolve some issues that were reported by parents about feeder schools so making sure that the feeder schools were tied to the junior highs and high

schools and also the demographer not necessarily initially appreciating where some of these lines were going as he was looking at demographic and census data that we basically i think cut through a high school at one point so 4a is a result of that process i also want to note that we began this process prior to the census

numbers the census numbers have just been released and these maps will be updated and we'll be coming back to this issue by necessity because the census numbers are coming out we now have accurate we will have accurate data to assess where the district lines will be i also want to point out and again um you know i i from the other end of

the diocese you know appreciate this but this plan uh also puts mr schaefer and mr bridge in the exact same district so i'm not really sure you know how this is advantageous in any way but you know just the way that these lines are going to be drawn census districts and the way the demographer is going to respond like

these maps are not going to cut evenly and frankly this board should not be looking at gerrymandering weird maps so that the entirety of the board stays on the board um so i just wanted to point out the 4a is a result of some feedback we will take the census data and we'll revisit this again but i do think foray corrects

some of the deficiencies that were brought forward by constituents when we had some initial public hearings thank you there any other comments or questions from the board on this mr cruz i always felt that the whole purpose of redistricting was to diversify the the community you know so um you know so we'll see how this goes we're going to go ahead and mr bridge

[Music] yeah just very quickly because i know what i what i heard earlier if you look at one and two and i used to live over by levi dickey elementary and i remember the complaints of the of the parents when we were looking about the preserve 2 school of not wanting to to send students up up northward there's

a large because that's south ontario large latino presence in that that will be in in one and two especially one i just wanted to point that out mrs gagne the intent of the california voting rights act is to diversify boards and the creation of districts one and two which are bran right now we're at large these are two districts that the intent

of the demographer and the the goal of this board should be to have districts that are representing different constituencies that may not currently represent on the board or just generally as cities have redistricted and other school districts have redistricted to provide an opportunity for diverse populations to be to be members of any public entity and so trustee areas number one and two

will certainly accomplish that and so by moving to districts we are enabling that goal and those districts will end up with representation that will communicate for those communities in our particular school district which again is unified we're across two cities which many districts are not it does accomplish that goal so i just want to make clear that

that goal is accomplished by just creating those two districts which is exceedingly important mr cruz you know i just want to say something indirectly but i think it's pertaining to this you know we had a rotational presidency for a long long time you know everybody had everybody had an opportunity to become president because we got voted by

our constituents my time had come to become president and they changed it i spoke to my dad i said you know that dad watches me sometimes and he passed away but he says hey you know what's going on here is that is it because you're mexican or or your values or something this has been going on for

years and then they changed it you know i have i have constituents i had the right to be president which it didn't it didn't really bother me merely being in the back of the line was actually more efficient for me than being president but you know that wasn't right and so you know indirectly you can see why they're picking this

thomas you know cruz and mr gnaw an asian and a mexican guy let's vote mrs gagne mr cruz this is not a personal attack on you all things being said i don't think most boards wanted to ever redistrict because why wouldn't you want to stay currently at large if you're already elected that just counterintuitive the reason that this board

and this district and the city councils and everyone else have done it is because the california voting rights act which you may agree with or not not agree with and the fact that lawyers have gone district by district threatening to sue and spend millions of taxpayer dollars in enforcing districts so we're going through this process to obviate spending millions of dollars on

lawyers which i think most people can agree spending money on lawyers versus spending money on kids spend money on kids so i mean i don't know why this is taken as a personal attack this was something that we received a demand letter from a law firm we made a choice to not fight the lawsuit and send money

on lawyers and to go through this process which is not a process that other cities as well as other school boards have gone through so this is not a personal attack and i'm sorry you take it personally but this isn't a personal attack further what i proposed is a result of feedback about the maps initially not being drawn right and

finally this map is not advantageous to another member of the board because if you look at the districts two other members of the board would be running against each other so i don't know where these allegations are coming from um you know this is not personal uh but we do have to move forward in a decision and again

we're going to take the census numbers and work with our demography firm and we will come back and look at the maps the census numbers and we'll revisit this conversation thank you mr bridge yeah i i just need you all to understand something and especially you mr cruz that if this map goes through mr schaefer whoever runs from that

district in 22 puts me out in 24 unless i want to sit around another two years and run again in 26. so i don't know where you think that you're at a disadvantage when i look at this and say you know well if this goes through whoever mr schaefer or whoever because that's up in 22 and i can't run

encompasses many average illnesses that have nothing to do with cover 19. some that are even brought on by your safety measures like headaches for example having one symptom does not necessarily mean a child should not be at school if masks protect asymptomatic spread they should be sufficient to protect from mild everyday symptoms like allergies also the fear of the 10-day quarantine

is a problem last may i decided to keep my child home out of an abundance of caution after we went camping one weekend and his allergies were triggered i figured i would be able to send him back once his symptoms were gone but that was not the case i was told he would need to quarantine for 10 days to

bring a neg a negative covid test or to bring my judgment was completely disregarded and my act of caution was punished this comes down to a partnership between parents and the district if you want parents to know when to keep their children home for say a slight sore throat you need to trust that they will know when to allow them to return i do not

take my children to the doctor every time they sneeze and i do not get them a test for strep every time they complain about a sore throat finally there were many reasons i chose to keep him home for the full 10 days rather than jump through the district's hoops but that's besides the point at that time i was not given any work

for him or offered any instructional support for a second grader in the last few weeks of school i wasn't too concerned but there were several other parents i spoke to who had high schoolers quarantined right before finals who were very worried so i don't know if this program was being used last year but the alternative education center has a short-term

program that helps students for a 10-day period you as a district and a board need to make sure that every parent in this district knows how to utilize that resource i was told to ask the school site for a referral to the aec and a teacher would be provided for home-based instruction during that period in short one symptom does not equal

hi there my name is kelly weathers i'm a resident here in chino grew up here since 89 i've volunteered in your schools i've taught in your schools and i've got two children that go to chino valley unified school district and my first one he lost out in his freshman year he was very much looking forward to starting

high school so you guys are really depriving these kids of experiences he had about three full days of attendance this year before being kicked out to isolate and he wasn't even sick he missed out on participating on after-school sports activities as well as an athletic wrestling competition in san diego where he would have had a chance to compete on the uss

midway he was very much looking forward to and it was very devastating to him to lose out on these opportunities and your policies are just a disgrace and a disservice to our students my other son he attended a small elementary school so he started at magnolia junior high and he was looking forward to making new friends this year since he just has a

very small group of friends but you know just uh it's hard enough but slap a mask over your face and expect these kids to read social cues and make relationships and it's pretty much just cutting their ability to form bonds and have friendships and for confidence so i also want to state that when i got here we began with a pledge i watched

you all stand and pledge allegiance to the flag and uh what it stands for liberty liberty and freedom right so our school district you're responsible for teaching our children and uh basically teaching them our history and our about our nation what what our fight for independence means and our freedoms uh freedom from tyranny and control and we expect no we demand we demand your

pledge and beliefs to be reflected in your decisions and your policies um regarding statistics 4.2 million children have tested positive for covid and .008 of those 4.2 million have died that's not eight tenths of one percent it's not eight hundredths of one percent it's eight thousandths of one percent the cdc reported that the flu caused 480 deaths

in children and uh during coved a year and a half a covid um the flu took out more kids than that a year and a half of covid where were your policies during flu season we've never done this it's ridiculous we've never taken the flu and you know had some like crazy hysteria over the flu and massed our kids denied them

opportunities and you know just the outstanding depression for these kids is ridiculous we're stopping them from building up their immune systems and suicide is on the rise because of these policies and depriving these kids of the experiences that we all had we didn't have this hysteria about masks and diseases that barely affect us so i'm just letting you guys know it's a

disservice to them i pray that our school board grows a backbone in a conscience and that you become more concerned about the children than how you look regarding taking precautions and i'm going to make it my personal goal to root out each and every one of you that's voting for these policies and i do want to let you guys

and have grandkids in the school now and i was just on the other side over there i think a hockey game's ready to break out over there um it's getting pretty gamey um you guys really got squeezed with gavin telling you what to do on all this stuff but the root of all this is basically back to finding out really who's sick and

who's not and what this is i had the flu let's see last from 2015 to about 2017 every year around uh spring and uh i had to go any antibiotics and everything else and a few times i had my temperature up so high i did take cold showers during the night so that was a flu and uh i think

basically that's what we got now dr kerry mullins he developed the pcr test and in his statements he says that it was not made to see if you're sick it was only made for laboratory use and the cdc is pulling it and i have the paperwork to show that they're pulling the test because it doesn't do what it's supposed to do

they're coming up with a new test to keep in mind too that the cdc on page 40 of their citation cdc060019 revision ten dated seven twenty one twenty one it states in here that they've never isolated the cova 19 virus it also says that it was a clinical specimen out of a computer design so basically covet 19 under their own guide here

doesn't exist so i really don't know what we're dealing with but we also have to keep in mind that we do have codes to consider like the nuremberg code we also have to consider our constitution our bill of rights our hepa rights where i work they've been trying to keep covet down and of course anybody can cough and they get two weeks off

and of course they're not really sick so we see all kinds of pictures coming back and they're in cabo and out in the dunes and wherever else surfing because they can't tell them what to do when they get off they're not sick saying the lady was just up here gave a lot of data and that's pretty much so

where it is i don't know what they're up to with all this stuff but you gotta admit things aren't normal anymore and there's a lot of stuff going on it's goofy i mean to the fact it's all piling on but i did read agenda 21 and agenda 2030 and that's from the un and that's very disappointing to hear

don't know how many times and he's fidgeting with it there's eight of you here who are wearing masks that's a 12.5 of people who might get infected if they played their mass like mr right out here so i find that kind of interesting because i know if the children are in class they must have their mass fully covered but yet

this individual right here can play with this mask up and down and nobody tells them a thing secondly you guys all have this nice mask i think his is the most tightest one but out of here i would be the most secure from all of you with this this is a double this is a double respirator filtered mask

i'm a licensed contractor so i work with osha we deal in micron sizes paint particle micron sizes are from point one to five smoke burning smoke is from point two to point two three this virus is either roughly between point zero zero five to point three so these masks wouldn't even work they just don't work if you wanna really

protect people if you wanna protect yourselves you would get one of these because these work okay next there is plenty of studies out there and i know these people have mentioned them they're out there cdc themselves said they are going to pull the pcr testing my son was in school my son's a senior at chino hills high

ap tess his goal is to you know rule the world in education he wants to be an educator uh but he got he got home two days after he needed the pcr test so i took him to take the pcr test uh at his mother's other his his mom's request my baby mama drama uh and when i got the results that

this test is real-time pcr intended for the qualitative detective of the nuclear acid from sars cova2 positive results do not rule out bacterial co-infection with other viruses hence covi influenza which is the pcr test it cannot differentiate between the two which is written by the cdc so you can look it up yourself and next it also says a negative result

uh where is it that stars cov2 infection should not be used as the sole pace basis for patient management decisions meaning a negative doesn't really mean a negative and a positive doesn't really mean a positive and even if you go to the cbs to buy the abbott at home antigen test it tells you the exact same thing

so what's really going on here but there are studies besides common sense you're wearing these masks okay you are shooting out the bacteria that's from in our mouth and we all know that our mouth is the dirtiest part of our body has so much bacteria and these children they're children come on man these kids if this guy's playing with

his mask what do you think children are doing and their hands aren't even clean okay there's been a study done by the jama pediatrics and it's on carbon on the intake of carbon time the children are you know what i just really hope you guys listen to these parents go home and do your own research because even our own

don't use these you're rather best to use your cloth you're better off because you know it this is an experiment too children especially you're sweating the kids are sweating they're touching we don't know if the fibers break off and go into the lungs especially the workforce wearing them for seven to eight hours this is literally an experiment

also october 15 certified classified and management those that are unvaccinated will have to get tested so i just hope it's not a hostile environment because that is direction that we're going towards and if this thing gets approved by fda there's a good chance that you could get fired i recommend do not resign quit you guys should all come together with

the help of your unions so together you get fired so maybe in the future you'll have recourse that's so important because you notice the corrosion the psychological pressure they're forcing people to take this vaccine so it's going to get hard and difficult in the coming months and years cdc we've heard a lot of statistics healthy children under the age of 18

99.99 percent the demographic of the under age of 18 has no risk of dying from the illness so why inject this experimental shot in your children why and you know i have to go back to july 15th because i know i got emotional because i tend to see images in my mind and i saw innocence purity and trust

last week something popped in my head i'm gonna say something that's pretty hard why would you treat your child knowing the fact that they have 99.98 percent unless you believe in child sacrifice let's be honest down to the bottom there's no reason does the experimental shot works we see many countries like israel and other countries where you have a high

vaccination rate and also high infection rate why an outbreak if the majority of people are vaccinated why are you having an outbreak and why even give a booster shot knowing that the first and second shot didn't work what's going on our school district our model we we we emphasize safety and protection is this shot safe blood clots

mariocarditis and young people antibody dependent enhancement animal studies that were done with these vaccines show that all animals responded well in generating antibodies but when they were challenged majority of them died are humans different well there has no studies when it comes to us so we have one big human study the human humanity the biggest risk and a nobel laureate

states this is the biggest risk of genocide in the history of humanity they have not done this in humans so i mean a risk of antibiotic dependent enhancement that has not been ruled out why take this it's why even give it to our children not only that the new england journal of medicine the first transmission of women to 10 to

80 miscarriages you also study about cancer autoimmune diseases you know if you i got the antibodies already so why would i take this ridiculous shot knowing the fact that my immune system is far superior than this thing i say that because the majority of children have the antibodies for it so why and also another thing too there's so much orchestrated effort to

suppress life-saving information like hydroquinone i ever met them i know president trump tried to do an executive over for hydroquinone but that study that came out that was falsifying just disrupted the whole thing and also there's a suppression of knowledge of side effects and like i said a corrosion and psychological pressure forcing people to take this take this shot

this death shot like i said there's no reason to give it to your kids but i think i'm going to tell you something you ain't going to like when i'm done with this and then nih their protocol no don't do anything they're unless in the hospital they're 90 oxygen then go ahead and do something you know i do have

a prescription from doctor of hydroquinone just in case obviously the flu's coming a lot of things like i said i've been exposed to a thousand people people that are sick and so forth but you know something everything's okay i'm not gonna live in fear and anger i try not to live in fear and anger especially but i can't help myself

knowing what's gonna happen to this country dr robert malone who created the mrna vaccine stated no one should ever take this jab ever under any circumstance whatsoever he created this thing so what's gonna happen in six months in three to five years those people that have been taking taking the shot what's gonna happen you're being you're beginning to hear

sounds bad winter bad super winter so who's going to get sick and who's going to die a lot of doctors that are being suppressed believe this is going to be the vaccinated folks there's so much lies and deception it is so mind-boggling it's so mind-boggling people there are two paths i'm going to tell you something else too

those that are sanctified by live human rights and nobody decides who dies or who lives then you got the other side that are social daughterism natural selection that they think they have the right to kill people if you're disabled because history repeats itself over and over again you notice that who decides and lives one fears and anger and the other one no

fear and anger and i suggest that all of us have believe in the sanctity of life believe in people that we should never be fearful nor angry and when those times come when you have this death we're talking about so much depth that we're there to help people because let me tell you what i'm seeing i'm seeing the normies waking up

that's it just like again from last meeting we had great speakers tonight it was really impressive we had actually a teachers come and spoke uh supporting our teach uh students it was really heart moving and let me tell you it's not only our um teachers but also those ladies in working cafeteria we got such a great employees in our school district

um the kindergarten and and this teachers that in charge of primary grades they were doing an excellent job i couldn't tell you one elementary school's name but i visited uh i believe about eight classrooms and i did observation they have done a great job and kids were guess what more mature than some high schoolers i've seen and as i could tell that the class was

in total control i'd like to ask dr enfield um i need to have our staff member meet up with our speaker parent uh with that experience with a child stay at home without gun getting educational help i think we need to fix that problem asap because as we are finding out on contacting our students more students would have the same experience and

and that's not good i think we could do it uh rather quickly okay great okay and also uh one of our parents had sent me this link and i had to turn it on where there's a school district it's called sutter union high school district they had just announced and and passed the resolution to make a mask optional

so i would like to to have our staff to look into that and and see the outcome and and and see what we can do in our district as well and yeah what was my third thing i i've been busy actually with a lot of kids and and visiting campuses and chino high school what an awesome school

right now that with brand new building everyone is excited whether they were children and or adults alike they were very excited and a matter of fact they had a club rush today i think this afternoon and students were extremely happy because we feel like we're going back to some normancy again however a couple of students had shared

with me that they would need our district's help or school sites help on doing fundraising efforts which oftentimes entails uh selling foods and there's there's some things going on with uh site and and i'd like to have uh our staff visit uh and and and students and and find a way so that they could uh raise funds for their club

including selling food items and that would benefit our students in a great manner they said so i'd like to have dr enfield study on that and our nurses oh my gosh they're working till like 10 in the night eleven in the night that's totally different than what i have seen before not only they have to treat the students

that who's been hurt but this one again involves the corvette and i know extra help is going to be get getting there but uh we need to really thank them our nurses they're great and our cafeteria ladies um since our government or governor announced free lunch for all he wasn't able to think that what our cafeteria room would look like

we're already short-handed but the things were made worse so i'd like to see our staff member visiting um yeah maybe a let's say don lugo high school and cafeteria and i think the manager names linda uh and and speak to her and about her concern as our csa presidents talk about the bus drivers our economy is changing

as i don't know if we can fault anybody but it's changing and we need to be very flexible uh keeping good people to serve our students and we need to do everything about that there were some concerns from a parent where some of the teachers or some of the adults i don't know would pick on students for wearing or not wearing masks

or having or not having vaccinations and and i think that is kind of bad to tell the students in front of other students so i like to have our principles maybe in their principles meeting dr enfield you could relate that measure message to all the principals so that adults will be more mindful when i walked on campus it was different

too from high school perspective guess what they kind of looked more and more immature than before and it was all the schools and i was wondering why then one of my friends shared with me that because there was lack of interaction with adults and students for over a year and a half so some of us high schoolers are

freshmen still acts like junior hires and i have sophomore in high school strikes like freshmen sometimes acute sometimes not so i know what our teachers would have to go through and our staffs have to go through so i'd like to thank their extra work and and their patience with our students and lastly i'd like to thank our local site admins

larger campuses where they're dragged by not working with the kids that that was a problem but they're working with the mandates from the state contact tracing i have spoken actually with a student that then had seen the face of any admins and i was wondering why because they're doing govern governor's mandate instead of being with our kids

i know we're gonna have helps down there but this is a situation not just only in our school district but i'm sure it's throughout california and and i like to have parents know that and as soon as you're able to volunteer we need lots of parents help uh with schools and their extracurricular activities we need to step up

and i appreciate everybody coming and lots of parents attending our meetings but be involved with your local schools the kids need you and hopefully that we could get rid of this mass asap so that we could see face to face and give them all hugs and just go back to normal as soon as possible thank you mr bridge

thank you for before i begin my uh my comments tonight i just want to make a reference to the mass and toxic it i don't know what toxic is with that but i grew up in the san bernardino rialto area when kaiser steele was going full bore if any of you know or didn't hear of kaiser steel if you know where the

speedway is now in fontana that's where kaiser steel was their smokestacks were putting out stuff that we had smog alerts almost daily growing up when's the last time you heard of a smuggler and and so i can only imagine how toxic the air was growing up with that so i just i just wanted to throw that out because it's i think people that

have not been around in this area that long or didn't live out this way or or moved in from somewhere else or you're fortunately not that old it it was quite a quite a sight and the other thing i want to mention we got copies of this and i think it's been out before the biomedical science and technology academy at chino high is

accepting applications this october through through december and i want to encourage you if you're at have a child student that's all in at all interested to get involved in this my daughter-in-law is a biomedical engineering major with a master's she's 30 years old she's a senior manager for her company and her department handles all the registrations for the oncology cancer products

worldwide that's her responsibility and it's because she's a biomedical engineer so it's a great field to get into and i would encourage you to look into that if you have it all interest which i'm glad i was glad to see here because science was was probably my poorest subject in school a couple other comments uh as the

board's liaison to the chino hills city council i've had the opportunity now to attend in-person meetings to report to them uh and my reports included the opening of schools and reminding the community to use caution when driving by our schools i also offered congratulations to the city for their mccoy community celebration last month at the celebrating the gift of the mccoy

equestrian and recreation center to the city of chino hills for the price of one dollar the mccoys who lived there for a long time uh that was in their in their will to to have that go to the city for the price of one dollar after uh the 25 year period so it was it was really a nice program open house

activities and ice cream social also i'm the ladies on to the chino valley fire board i gave the same reports at their meetings which are now in person and if you saw the chino champion this week they had an important vote and i wanted to publicly thank them tonight for voting to purchase four ambulances for the community they mentioned the other

night how short they are on on ambulances and what they've had to do in case they haven't been able to access one quickly and this will really help our response times and from a school perspective with high school football seasons starting tonight and actually tomorrow for our high schools to have availability of ambulances in the case of

of an a of an injury really will be helpful in getting those students should that occur to get the medical treatment that they need and uh and get them get them back and we have had incidences in the past where that's been necessary speaking of our high school the as i mentioned the season begins tonight chino high was at western high school in

anaheim tomorrow night don lugo plays at el rancho high school in pico rivera and then locally we have uh the ayala high is hosting chino hills high for the battle of the bone and i just want to wish all the athletes good luck and best wishes for a successful season and and lastly i just want to make a

comment about the quick comment about the public remarks it's fine and certainly a right for everyone to speak but i would hope that we would continue to be respectful this isn't a sporting event it's not a hockey game where kings fans don't like ducks fans ducks fans don't like kings fans and everyone hates the vegas golden knights

so with that i'll conclude my comments mrs gagne yes thank you mr shaffer first and foremost i'd like to welcome our student board member esther i know you are visiting us via zoom this evening but i do want to thank you for your service to your fellow students and welcome you as a member of this board i'd also like to thank all of our

speakers for coming this evening you know these are issues that that require public debate and public dialogue and i appreciate people coming and i i fully appreciate some of the comments that are constructive clearly we have policies and procedures we're putting into place and in a perfect world they'd be perfect and they'd work perfectly and things would sync up with one another

and there wouldn't be a mismatch between the policy and the outcome so i welcome that feedback because we're still learning through this this is still new to to you it's still new to the district it's still new to a lot of government institutions so if there are things that you find just don't make sense necessarily or an

operation this is the goal but the goal is not being met um absolutely please come to the board because that's important we need to know if something is not working on a particular campus or if there's a safety protocol and the goal is x and it's not being met those are things that we need to know um

i want to briefly address just those civility and these board meetings and and the conversation that we're having clearly there are things that members of this board are not going to agree with some community members on and members of this board are going to agree with some community members on uh that's the nature of elected democracy is that we don't have a

homogeneous community where everybody thinks the same thing all the time about everything we have a very very diverse community and while this room tonight was filled with constituents and parents and stakeholders who the majority had a point of view on several particular issues i get hundreds if not thousands of emails from people who for whatever reason coveted they don't feel

comfortable coming to the meetings they feel they're going to be heckled i've had a lot of reasons proffered of why teachers parents and other stakeholders don't come they have an opposite point of view than what's being expressed so my job as a board member is to balance all of those points of view across the community and try to come up with a

reasonable policy my number one goal right now is keeping kids in school in person learning the distance learning thing did not work i know some students thrived i know they liked it and i want to make sure that we look at those lessons and say why did those students do well in distance and they're not doing well in traditional

but the bottom line is we need kids in classrooms with educators on campus with their fellow students so when i'm looking at policies right now i don't have an agenda except for i don't want to close schools i don't want to close classrooms i don't want to send kids home i want kids with their teachers and i want them learning and engaging

and socializing and not sitting behind a computer again for another set period of time and i think the other schism we have is some people believe that coven 19 is exceedingly serious and some people think that it's not so serious and then there's people in the middle who have various opinions and public health health experts on this

issue have not always gotten it right i'm not going to sit here again i don't have an agenda to you know support the cdc or governor newsom like clearly we've had some terrible policy implementation in the state over the last 18 months and i don't need to be an apologist because they weren't my policies and i didn't agree with a lot of them

but right now i'm trying to make sure we don't close schools i just read two articles in the last two days a very popular christian high school here in the area a third of their faculty at the high school is sick they had to push back their start date that's not helping students and i'm sure they didn't want to come to that

decision but they had to elsinore high school almost 20 percent of their students are home right now i don't want us being in the daily bulletin because we had to send 20 percent of kids home at chino hills high or whitman elementary or anywhere else so we're not going to sit here i'm not going to sit here

and mandate something such as a vaccination that's not in my jurisdiction and i think that parents might be confused that isn't our jurisdiction i have zero jurisdiction to tell you whether you should do that or not and exceedingly even though the masked mandates are not in our jurisdiction this seems to be one of our only tools right now to keeping our schools open

because the reality is if you look to other states this is not going so well and you're seeing schools getting close and thousands of students you're seeing teachers getting sick i don't want that for our district so i'm trying to find a solution that is the best middle ground right now and i think we're all finding ourselves in a

situation not ideal and if you had talked to me in february 2020 that we were going to be here now i would have been flabbergasted i don't want to be i i don't want to be in this situation no one wants me in this situation this has been a tragic situation with a lot of terrible outcomes but we have to find a way through it and

as this subsists we have to keep policies in place to keep kids in school so we're going to have choices in front of us about keeping kids in school and some of the things that we're talking about have to do with learning choices in curriculum and those are fair debates the elo thing that that's a completely fair debate

there are multiple sides on that and other issues are going to be public health concerns and and i have to look at all of what's going on and say what is going to keep our kids in the classroom what is going to avoid us being the elsinore high school or some high school in florida or texas where

20 of the students are not in the classroom i don't want that you don't want that so the decisions that i can just speak for myself i'm trying to make is to keep kids in school learning keep kids socializing which benefits their their learning their emotional growth and their mental health and unfortunately i don't think this is

going away anytime soon i think that when we sent kids back to school in march i was pollyannaish thinking we were turning a corner and this was just going to go away and we could start the new academic year focusing on students and academics and programs and what's next for our kids but this isn't going away i don't want this here people are saying

we have an agenda or i have an agenda who would want this to be their agenda this has been abominable for everybody involved so i just want to point out that i personally am just trying to make decisions to keep schools open to keep kids on campus and it might not happen perfectly and at implementation there might be policies that

maybe we aren't approaching it the right way and when we need to have a conversation or maybe there are priorities out in the community that you know mental health like i spoke with mrs kim met with mr schaefer and i and a bunch of high school students a couple of weeks ago they gave us a bunch of priorities that

students had and one of the biggest ones was more access to mental health resources i welcome these conversations with students and teachers and parents and community members because these are real issues that we need to face but we do have to make some tough decisions and one of those tough decisions is is over masks and again this is not a decision we have

made as a board but we do have a decision to follow state law and implement it and the california department of public health has seen this as one part of a layered strategy so i just want to keep our schools open and i don't want to risk not having policies in place to get our schools closed or closed

classrooms i also have to point out i listen to a lot of what is said on this diocese and i respect everybody's right to voice their opinions because we are elected by different constituencies in this community and that's what makes us government amazing is that we represent all corners of the community and can have conversations but i really can't sit here

and what whatever the constituency is and have people being blamed of things like child sacrifice i mean the rhetoric is getting ridiculous absolutely ridiculous like we are trying to have a civil conversation rooted in keeping kids in school and it keeps getting derailed or as we're having the conversation members of the board decide to leave the board

meeting this is not a matter of having a backbone or a conscience i don't want a dead teacher i don't want a dead child and i don't want to close classrooms i love public education i was born in a household where public education is front and center i'm a product of higher public education i teach in higher

public education i i'm a big adherent of in-person learning and we have to make that the priority so along the way if that's a mutual goal there's going to have to be a give and take in all aspects of this and so i just appreciate that this remain a conversation and tonight things got adversarial um i don't know why

certain board members are sort of the locus of that adversarial point of view i i think there's an impression that we're not being deliberative and i'll speak for myself i'm highly deliberative i'm highly communicative i just might not have the same point of view that you have and that is perfectly fine but again we are five board members

representing a very diverse community and i have to come here and represent parts of the community that may have different points of view finally i'd like the district to we clearly have things to deal with with covid and we clearly have things that we need to adjust but moving beyond that this is a great school district with

great programs and there's things that we should be focusing on and from the educational perspective that i really feel have fallen aside over the last year and one of those things is stem education and workforce development and career technical education and to that end you know i would like to ask dr enfield if we could put a

presentation item um on the next agenda in regards to i'd like to invite the chino valley chamber to do a presentation on career pathways i think that that's one of my goals as a board member is to provide more educational and pathway opportunities for success within our schools and beyond our schools and i do want to make sure that

we are refocusing on what we're here to do which is to provide quality education and to prepare our students for the next steps with that i will thank you and i just want to make sure that after we end comments we go back to the public it looks like did we lose esther up there esther are you still there oh okay i

hope she is because it looks like from this screen that you're not i want to esther i want to welcome you to the board and more importantly uh welcome back to school i know we got you back in in school and so i'm so excited uh for that uh hopefully we'll get done here rather quickly because i'm sure you have

a lot of homework to do um i want to thank all of our classified csea members all of our certificated act members and all of our management and our champ members for all the work that you do uh day in and day out to get our schools up and running for the the school year um it's always

impressive the work that you do i know people don't see all the work that you do behind the scenes and everything that uh that it takes to get a school up and running especially uh during these times uh the amount of of time people put in to keep them up and running uh especially with with covet the added

workload for so many people in our organization that it is you know we're going on 18 months and i know it becomes extremely taxing for everybody here and and so again i i want to thank the the staff here that got our district open and continues to keep it open and we'll do everything that we possibly can to keep our school

open because i agree with mrs gagne it is critical that our kids are in in person this is where they need to be so that they're with their friends they're live uh and interacting uh and that they're in school and and not having to do the distance learning so we'll do everything that we can to continue to

keep our schools open and i wish everybody a a a wonderful 2021-20 school year thank you thank you dr enfield uh esther hopefully you are there and you can hear us i too want to welcome you i look forward to working with you this year and i appreciate you reaching out with your group to talk with mrs gonya

and i and get provide information and some feedback on things that you as students would like to see happen so thank you i look forward to the next meeting i like mr bridge uh mentioned tomorrow a night is our first of two football crosstown rival rivalries uh battle of the bone ayala high versus chino hills high vietnam y'all at 7 p.m

no tickets will be sold at the gate if you would like to still see if tickets are available you can check the websites of either school for availability and or purchase information baldyview rop which i'm the commissioner our board representative on the commission voted last meeting to approve all four participating districts contracts and so there's not much change and they'll be

moving forward for those of you that don't know baldyview rop provides us a lot of career technical education classes that help with some of our pathways and meeting requirements for graduation for some of our seniors there was no china host park and rec meeting it was canceled this week and i would like to thank dixon and newman elementaries for

allowing me to come and visit with them on the first day as they welcome students back it was great to see all the excitement in the students and the families and i just want to thank all the students and family members that i saw that took the time to speak with me and help make things run smoothly on the first

day i was very impressed at both sites and so admin and staff at both sides is to be commended and the last thing i'm not going to touch on a lot of the things that have already been addressed by the board this evening in comments but i will say this i think we can all agree that some of the demeanor that was shown

tonight is not productive it's not collaborative collaboration is not coming and making demands and if somebody doesn't agree with you then it's all about war that's not what collaboration is not once is anybody from the per certain group that was here tonight reached out to me to have a conversation nobody has called me nobody is asked to

meet you can shake your head ma'am that's fine okay fine anyways just because i might not agree with you doesn't mean that we're on opposite sides it means we have a different point of view so with that i will conclude my comments i adjourn this regular meeting the board of vacation 858. going back to public comment oh we have

one comment i believe we have consensus to hear the last comments yes yes we will take uh three minutes and then uh how many speakers do we have we have one speaker as far as i know sharon who are the speakers richard wells is there anybody else okay sure richard wells thank you i appreciate it i don't know if how many of you remember

the very last district meeting we had before we closed i was the only person sitting in this room he's the only one to talk to you if you remember i've been talking to you for a long time i've offered you some olive branches i've offered you opportunities to come up with compromises calm down parents get parents to back

off and they haven't been heated this is a war with parents that is the unfortunate reality i'm the messenger that's what i'm telling you where parents are coming from tonight what you saw that is a drop in the bucket of the anger that exists out there and it's going to come up fierce if there's vaccinations a lot of this in what made me decide to

change topics was something that miss garnier brought up with was the fact that there actually is a mechanism to pull your children out a half an hour early none of us were aware of that none of us we didn't know where to find it we didn't know it existed i'm sure you guys get tired of hearing about the yellow probably get tired of

me talking about it i know i'm surely tired of talking about it thinking about it for a lot of parents that's where things really went south because we didn't know it was coming we didn't know what was in it we have no idea what happened in the meeting that the teachers had the week before school started we don't know what teachers are really

doing with half an hour and it's while the mechanism does exist to pull your kids out 30 minutes early that's a challenge because in my case i could actually do it because i have a child that's in elementary if your child is in high school that's not an option and the elo wasn't the only one there was intercession there was a

longer school year and i don't know if you guys have a mechanism to evaluate if the elo works and i really don't want to see us have to shut down again and be here in the same exact place dealing with another elo type issue thanks thank you now close i adjourn the regular meeting of the board of
