you doing rich tonight i now reconvene the regular meeting of the board of education at six pm with bridge crews gagne gnaw and schaefer present before we begin please silence all electronic devices and note that these proceedings are being recorded and live streamed on the district's youtube channel pat please the board met in closed session from 5 30 to 5 40

regarding public employee appointment elementary school principal and high school assistant principals and conference with labor negotiators a ct and csca no action was taken that requires public disclosure thank you lead us on the pledge tonight with mr bridges [Applause] and to the republic for which it stands one nation under god indivisible with liberty and justice for all

thank you mr bridge moving on now to comments from our student representative i see esther joining us uh remotely good evening esther good evening the floor is yours i'm sorry could you repeat that again sure the floor is yours please uh state your comments all right thank you the board president schieffer members of the board superintendent enfield cabinet

and distinguished guests the cvusd student advisory council will be having our second monthly meeting on september 21st where we will be discussing the allocation of the srd fund into mental health resources as well as sharing school reports that i will present at our next board meeting as you saw in the last board meeting students from diverse communities

throughout the district came to comment on their needs and concerns even though our students have so much to say on so many aspects of their education they are often not aware about the decisions being made for them by the district and the means to express their thoughts and concerns we must continue to work as the governing board of these key

constituents to invigorate our information network on relevant topics such as funding and code safety and create and publicize opportunities to students for participation in all grades i look forward to sharing with you the mental health resources available to students in the district thank you thank you esther and thanks for joining us this evening uh moving on now

i do not see uh miss walker or mr hernandez so mrs burton we'll start with you good evening president schaefer school board members dr enfield cabinet and china valley community over the next two weeks elementary school parents will have an opportunity to meet with their child's teacher to discuss strategy strategies to support their students grade level progress

parents this is a great opportunity to work collaboratively with the teacher to support your child's success if you have not scheduled a parent conference yet please reach out to the teacher tomorrow earlier this week principals had an opportunity to share some celebrations they were proud of at their school sites mr nelson at townsend junior high shared how excited he was about a recent club

rush they had held on campus he is thankful to all the teachers who offered to start a club they had a record turnout of at least 19 clubs and he described how excited the students were to sign up additionally dr park shared buena vista high school had an increase of eight percent in the number of graduating seniors under kyle schuller's leadership

last night mr miller along with dr park and dr rodriguez hosted an informational session regarding the biomedical science and technology academy the excitement at this new academy is spreading there is a buzz in the community with the students hoping to get a spot in this new program thank you to andy johnson and troy ingram for their support in getting the word out

thank you to our cabinet and board members for setting up a coved team to support site administrators with contact tracing this will allow administration to focus focus on supporting our students and staff which is one of the best parts of our work we do each day great things are happening in chino valley side note champ members this is just a

friendly reminder that we have a meeting tomorrow morning at 6 30 a.m i hope to see you bright and early thank you and have a fabulous friday thank you ma'am mr hernandez please good evening president schaefer board members superintendent infield cabinet guest and community um i wanted to thank the board and the district with all the added

duties that csu members have been tasked with i very much appreciate the assistance with the additional days and or hours to help alleviate some of the issues that have been going on at the school sites things are changing on a daily basis at every school site and here at the district and know that classified employees are here and eager to get the

job done csea in the district are partners in working collaboratively to come up with solutions to problems or issues that affect us all hearing from other excuse me other chapter presidents the collaborative relationship chino 102 has with the district is unique i'm very appreciative that csca can have an open dialogue with the district and be heard i want to say a special thank

you to all cabinets dr infield sandra chin um rich rideout leia fellowes and dr park and greg satura that open dialogue is something that our members and myself very much appreciate lastly a bit of an apology is an order at the last board meeting i mentioned the secondary library media assistance and failed to mention the library the elementary library media

assistants it was not intentional i have since heard from the elementary library media assistants and will be bringing their concerns forward to the district in the near future and with that concludes my comments thank you sir thank you for joining us this evening i did not see mrs walker so we'll move on now to the next item

uh comments from the audience on items not on the agenda we are not comments on items not on the agenda pat are there any requests to speak on non-agenda items speakers will be called in the order the request was received please listen for your name and be prepared to approach the podium any comments on agenda items will be

accepted during consideration of that item once the board has commenced deliberations on an item speaker cards will not be accepted the board is very interested in your comments but please bear in mind that the board typically does not respond to comments during the time on the agenda as it is reserved specifically for public comments individual members may respond during

board member comments at the end mr bridge we please explain the light system yes speakers you have three minutes to address the board limit your remarks to new points begin comments of the green light the yellow light means you have 30 seconds left the red light means your time is over it will interrupt you with time when

that red light comes on please adjust the microphone as necessary audience members please refrain from making comments while speakers are at the podium podium and please note that board policy 1312.1 outlines the procedure for anyone who wishes to file a complaint against a district employee the first speaker is student aiden torres good evening forgive me as i don't know

the proper greeting for a board board meeting is i've never attended a board meeting before la recently an event has occurred at my school in which a student decided to vandalize the restroom by tearing a sink off of the bathroom wall and as absurd as that is the school decided to respond by requiring all male students wishing to

enter the boys bathroom to sign a time sheet moderated by an employee who may be either male or female sitting at a desk directly outside of the bathroom with a perfect ear shot of what's happening this is absurd and a violation of my privacy the school has no right to know when how often or when or how much i choose to use the

restroom they have no right to know which restrooms i choose to use they have and furthermore only male students are required to sign such a timesheet i have heard from my female peers repeatedly that they have heard of no such system this this is completely unnecessary and i ask you as superior member superior members of the school district to the

people working at ayala high school to put a stop to this yeah thank you [Applause] misty start-up fight followed by mark's startup followed by ginny merefield good evening so my wife and i have six kids and we've been in the district for 22 years and we have a seventh grader as well recently we decided to do some research

on the chino valley unified school district website of the duties and responsibilities of school board members and a few things stuck out to us so let me share in quotes the board of education recognizes the importance of public relations as part of a district-wide communications network that includes student staff parents and the community the board member will

remind the public that the role of the board and the individual board members is to make all make decisions that benefit all students and the community we take that to mean that there are there are going to have to be accommodations in order to benefit a variety of cultures beliefs backgrounds etcetera it can't always be a one-size-fits-all

decision board protocol states and quote again board members should be responsive to their community and be good listeners are you listening to us as parents or are you only hearing what you want to hear quote again to be effective an individual board member keeps learning an achievement for all students as the primary focus and number two values supports and advocates for public

education in our opinion this has not been the focus this past year we've received more emails calls remind text about masks positive coveted alerts exposure screening at home symptoms isolating quarantine blah then we haven't heard about learning or education which is the point right on that note what part of education includes teaching my kids to hate the united states of

america i was gonna mention a teacher here but i'm not gonna do that uh when did education change and the curriculum from reading writing and arithmetic moved to various sexual orientations to choose from or what is not politically correct and critical race theory this board needs to stick to the basics stay away from trying to teach my

children what to believe it is not your job to change their thinking who they are or how they are raised that is not your job that is god's job stop trying to play god your job is to make sure my kids are educated and have the skills and knowledge to go to college where they can contribute and

serve and give back to society thank you [Applause] can i have a point of order really quickly mr schaefer please i would request that everyone in the room maintain decorum during comments this has been an issue for the past several meetings regardless of the viewpoint that is being shared at the dyess individuals have a right to speak here

uninterrupted thank you thank you misty startup oh i thought after mark i thought you said jenny merrifield well it was misty startup mark startup and jenny merrifield good evening i want to continue please under the heading of governance standards it states to operate effectively the board must have a unity of purpose and one keep the district focused on

learning and achievement for all students is that really happening or are we focused more on kids vaccination status if their mask is falling below their nose or if they can't breathe or coughing sneezing blowing their nose because of allergies it seems like we're not focusing on these kids that are having anxiety stress depression inability to focus and

their loss of enthusiasm to learn it further says quote effective boards involve the community parents students and staff in developing a common vision for the district focused on learning and achievement and responsive to the needs of all students do you see a pattern in this your job is to provide learning and achievement to all students the board recognizes and respects

differences of perspective and style the board among staff students parents and community please take into consideration that what is right for one person is not right for everyone respect our differences and value our opinions as parents this is my daughter kennedy i've been blessed to be her mom for 22 years i can't think of a time that one of you

on this board has changed her diaper taken her to a doctor's appointment fed her through her g-tube sat at her bedside for months as she was hospitalized out of state stuck there because of covid you haven't cried yourself to sleep while trying to figure out why your daughter is in so much pain yet the doctors are telling me everything is

normal you have not suctioned her trach you have not slept on the floor next to her listening for the ventilator and the pulse ox while they're alarming all night making sure that she is still breathing not one of you has made a decision about the medications my daughter needs for her non-stop seizures not one of you is

in my shoes not one of you can decide her therapies her surgeries her medications so you sure as hell cannot tell me i have to vaccinate my children you are not the parent i am i'm the parent i am her conservator vaccination needs to be optional whoever wants their child vaccinated do it do it that's your right as a parent

but my right is to choose please let us parents be our kids advocates and please work with us thank you [Applause] jin ginny merrifield followed by samuel love followed by kelly allen that was very powerful uh good evening president schaefer trustees gagne bridge cruz and na and superintendent enfield my name is jenny merrifield i'm the executive director of

the parent association inc a statewide coalition of parents in 116 school districts our mission is to empower parents to become effective advocates for all students in our public schools the parent association of chino valley has nearly a thousand supporters some of whom are here in this chamber and some who are in the overflow hallway the leadership of the chapter is standing

with me the parents who are watching live stream i encourage you to visit our website at www.parentassociation.org and join us parents greatly appreciate trustee cruz and nah for responding to our emails listening to our concerns and advocating for the needs of our students you are doing what you are elected to do as stewards of this district you are

representing the needs of students and their families thank you i'd like to direct the rest of my comments this evening to the board majority led by president shaffer president chafer the battle over school reopening last year broke the trust many parents had in their public schools the failure of school board leaders to listen and respond to left parents across the state

with a deep sense of betrayal chino valley usd was no exception for even as schools reopened this fall the enthusiasm of families for a new school year is tinged with fear that decisions outside their control may disrupt another precious school year for their students it's entirely understandable that parents who are completely shut out of any and all decisions related to the

district's coveted response would become very frustrated by the intransigence of this board and your lack of responsiveness to their concerns your continued lack of responsiveness and disregard for them as stakeholders suggest you feel entitled to your offices you hold this may be a grave mistake this evening i'd like to offer a simple suggestion and make a simple request the easiest

way to restore trust and build bridges in this community is to listen to parents respond to their emails meet their small groups acknowledge their challenges families have and make an effort to understand their concerns and at least try to address their needs if you cannot just explain why not if you're honest and engaged with parent community they will respect that and

you'll be a better leader so this is my simple suggestion reach out and connect with parents who have felt betrayed and not heard we we all want to restore trust and color and collaboration because it's in our children's best interest the leadership of the parent association of chino valley will email each of you and the superintendent in the next week to

begin rebuilding that trust i hope you will respond my simple request is that you just demonstrate respect for the parent community in chino valley enough to make participation in this district's public meetings more accessible you have all the authority you need to schedule the next public meeting and in a venue that can accommodate everyone i just want to close by saying parents

want desperately to have faith again in their local public schools as leaders it's your job to make that possible by being transparent more compassionate more engaged and more committed to representing families in this community if you choose not to i believe parents in a post-pandemic election will elect trustees who will thank you samuel love followed by kelly allen

followed by jake good evening superintendent enfield and the chino valley unified school district board of education members thank you for this opportunity to share my thoughts i would like to applaud the california state board of education for unanimously approving the ethnic studies model curriculum this action will help california's k-12 schools introduce a more accurate picture of american history

albeit decades overdue there's no question this is a socially and politically charged undertaking attempting to retrofit over two centuries of historically and systematically omitting contributions and challenges of communities of color from this country's past will be a moving target one complicated with competing political and cultural agendas it is well past time to fully integrate american history from the inception of this country its

history has been predominantly framed and written without the perspective of the non-white community to our nation the systematic platforms of racism combined with the omission of communities of color from the formal storytelling of our country can be attributed in part to these same communities as feelings of disenfranchisement this profound effect on our country's psyche has negatively impacted both

sides of the equation and emerged in various forms of social political and economic discord we can't fix what we don't understand let's not fool ourselves with the enormity of this undertaking generations of americans on all sides will be exposed maybe for the first time to the good the bad and some of the ugly secrets of our nation

the light of truth will jeopardize the comfort of security some generations have enjoyed for many decades regarding the origins of their wealth and power the challenge of telling everybody's story accurately will be extremely uncomfortable and the and an ongoing monumental task obviously content and method of delivery will be critical to it to its acceptance and success the devil will be in the details

now it's up to the individual school districts to take up take the baton earnestly and effectively implement the spirit of this groundbreaking ethnic studies model curriculum this labyrinth will be required will require dedicated stewardship to establish and maintain its integrity and not get lost in the quagmire of our country's existing political cultural and economic landscape chino valley school district time

the ball is in your court kelly allen followed by jake followed by brian gaul good evening first i want to thank you for considering the input of the community in regard to the safe return to campus i'm glad that we agree that adjusting the quarantine requirements to two low-risk symptoms instead of just one will help ensure healthy kids stay in

school and sick kids stay home also i want to thank you for sending out the short-term independent study information to the entire district this information will help those who test positive as well as those who are asked to isolate but choose not to test however we have become aware of some policies that need to be addressed first

if a student joins independent study the contract says that they are then not allowed to return to school for the full 10 days even if they have a negative test with the average test results taking around five days to come back there needs to be a way for students to get support during that time and also allow

them to return as soon as possible the stipulation in the contract puts the burden back onto the parents and the teachers to make sure the student receives an education we suggest simply changing the language in the contract to allow them to return to in-person instruction as soon as they are able or create an additional program for these cases it's still your

responsibility to make sure every child gets an education second we've learned that a parent was told that her child could only use independent study once in a trimester while that policy was reasonable pre-covered when it was a parent requesting the program it needs to be changed now that the district is responsible for the absence third there seems to be a problem with

some parents not being able to reach a health professional who is capable of signing off on letting students return to campus once they have all their required documents this is unacceptable and needs to be fixed immediately lastly a parent shared with with us that her 12 year old child was pulled from class in the middle of the day and

informed that he was a close contact of someone who tested positive he was given information to give to his parents and sent back to class to finish the day the school did not attempt to reach his parents and when the child called his parent after school he relayed in incorrect information the way this was handled was completely

inappropriate and caused unnecessary worry and stress for the student and his parents you need to make sure this doesn't happen or continue to happen while you may not be able to control some of the policies from the state in the county it is your responsibility to make sure those policies don't never negatively impact our kids we are looking forward to continued

dialogue and hearing how you will address these additional concerns we would like we would again like to request that these meetings be moved to a venue that can accommodate all of the many people who want to engage with you thank you [Applause] jake followed by brian gaul followed by the final speaker lorraine harris hi there uh thanks uh my name is jake

thank you for allowing me to be here i'm here to to say that this is my platform uh this is my platform to speak to all my fellow community members and parents my message is no longer to the board members who sit before us and continue to ignore us the message is to the viewers watching and all the

all the everyone who's sitting behind me it's time to vote these politicians out they don't care about our our children or community they care about money and political agenda this platform is for us it's here so we can tell them what we want our community to be we want to be united we want our kids to be safe and

most of all we want to be heard sonia said it best together we are better i challenge each and every single one of you to come support us and make our make this your platform we are the majority let's take back our community our human rights must be recognized the mass mandates and vaccine mandates are ridiculous law of the land it is impossible for a

law which violates the constitution to be valid this is succinctly stated as follows all laws which are repugnant to the constitution are null and void that means these mandates are illegal not to mention not to mention harmful for our children we can't keep letting them create a new fear in order for us to give up our rights the constitution is what this

country was founded on nothing in the constitution says these are your freedoms unless a manipulated pandemic comes along they are ours once gone you never get them back two weeks to slow the curve is now vaccine mandates to work to go to school eat and three jabs later where does it end it doesn't politicians don't care about you again

i'm not here to ask these puppets to listen to us i'm not here to divide us i'm here to ask all of you listening to stand up for our god-given freedoms let's respect each other's freedoms but most importantly let's take our community away from these politicians and give it back to us we can work together not divide it

together we are better let's make this platform ours thank you [Applause] brian gall followed by the final speaker lorraine harris no worries first of all i'd like to take this opportunity to invite the board i'd like to thank the board um for allowing general boosters at china hills high school to open up their bingo program we've been outside and center eyes

uh our bingo family been happy to return my family and referring to our clients our donors our community members and more importantly are elderly it makes them feel like life is a little more familiar i hate to use the word normal but there is a sense of normalcy that came back with bingo we are outside and center eyes and the

moves have challenges logistically effort-wise if it wasn't for the support of the board our family members should ohio sheila hills high school's administration it wouldn't even be possible we are encountering an issue though that's affecting our elderly our community our family our friends and our contributors it's the heat the heat index has been up over 100 degrees last

four to five weeks our our uh player participation is rapidly decreasing by about 20 a week i'm not here worried about making money additional money right now we're washing dollars and that's fine to continue to contribute the money necessary to go to our schools and our programs the players come out for both the bingo activity for the normalcy and knowing

they're contributing to the community and the chino hills high school programs many have had grandchildren children have graduated from chino valley unified this board last month spoke about principles and they were operating on the principle of not allowing an outside group indoor use first of all it's insulting that we're considered an outside group when we are in-house everything we do goes to serve

that direct community so we consider outside group as partially unfair and it feels biased more specifically i was there tuesday i was a glenn mead i was a townsend and i saw outside group using our school sites with students on campus putting students at risk by the current standards by having a recall election being held it would take eight to twelve weeks

of bingo at 120 players a week to match the numbers that were there just by one o'clock in the afternoon and just at tuna hills high school so i don't know what principle you're working under principle fairness i'm asking you to operate under three different principles the principle of beneficence to do no harm principle benevolence for the

greater good and the principle of compassion in which it states that you would want to be treating others well you yourself want to be treated if you knew your grandparents were out there would you have them out in 102 heat index i realized they're there by choice but without that choice our programs don't get the funding they

need they bring the accolades to both chino hills high school and this this gives it the rich environment i also invite the board to come out and join the weekend thank you lorraine harris followed by caitlyn hi today i'm here to continue to advocate for parents and students to have choice in their personal health decisions i decided to look up seven basic words and

their definitions as i read these words and definitions please consider them as they relate to the overreaching illegitimate and illogical quality of mass mandates freedom the power or right to act speak or think as one wants without hindrance or restraint tyranny oppressive arbitrary or unrestrained exercise of exercise of power the dictatorial use of authority risk a situation involving exposure to danger

and then weighing out the pro probability of harm choice the act of selecting or making a decision when faced with more than one possibility coercion using force or intimidation to obtain compliance duress threats violence constraints or action brought to bear on someone to do something against their will and finally discrimination the act of making unjustified and or prejudicial distinctions between

human beings based on the group class or other categories to which they they are perceived to belong when considering the seven basic words and their definitions it becomes glaringly obvious to anyone who's paying attention that no logical person can argue that mandating masks is about your health it seems that those of you who are pushing mass and now vaccine

mandates probably don't really care about freedom or choice or even health but rather care more about being able to exercise tyranny coercion duress and discrimination those of us on the side of mass choice are not in any way telling someone else what they must or must not do we respect the freedoms and choices of others to mask up and

take the vaccine we are merely fighting for the respect to be mutual and for this district to stop interfering with parents rights to decide what is best for our own kids i'm pretty sure in the last six months all of us have been in an environment or local business store or restaurant last week homecoming where we've all

seen some people wearing masks some people not wearing masks everyone seems to be getting along how is it then that students can live their lives without masks in those settings but once they they're inside a classroom a mask is mandated or people will die can we please start using some common sense and logic and allow those same

individual choices to be made inside the classroom as well right now all of us come here on a regular basis basically playing nice by continually coming here to voice our concerns in the hopes that you will listen but there will come a day when many of us will sever the relationship one way or another and now that la unified school district has

mandated vaccines to their students if you think we're all waiting idly by crossing our fingers that you guys will do what's right we are not people are waking up on both sides of the political aisle cruz and not thank you thank you for continuing to do what's in the best interest of our kids despite the odds that you are up against the rest of the

board you all have a big responsibility i want to encourage you to be bold and ask yourselves if what you're doing is really in the best interest of our kids or is it out of free time for breaking away from your party's script or agenda thank you [Applause] caitlin is the final speaker good evening board members uh thank you

for having me again tonight it's always fun up here um i want to get back to where we can be on a good page and we come in here and we are so grossly misrepresented people from that are watching online or behind us the posse behind us that chuckle and stuff it causes a sense of hostility and it

come becomes a pissing contest and lack of better words that's not what we're about what they don't see but you guys know is we email each and every one of you constantly we know your guys's secretary's names we know the phone number appeared by heart 628-1201 i know it by heart i call all the time none of you guys

email me back you two you guys are the only two that do and you know why i stand and i applaud you too is it necessarily because we align politically and stuff because frankly i don't know where we line on that i appreciate you guys because you guys respond regardless of stances regardless of my views you honor your duty as a

board member you guys are biased and only acknowledge those that are in your favor that's not what we're about so when we finally get that one-on-one contact where you guys can't just delete our email you see hostility you see frustration because we're fed up we've requested records from you guys and we get nothing back we get an

extension which by law we're supposed to get now you guys respond with sorry we don't have them what do you mean you don't have them that's that is part of your duty to require to provide that when we ask for them and you just sorry no problem can't help you that is not communication that's not how this is supposed to work

we need to get back to that it's so frustrating and we come up here gag last week when someone mentioned about you not having children you went in and you you made it in a victim thing about fertility nobody was bringing up why you didn't have kids that was none of our business and it was grossly inappropriate for you to bring that into

it the bottom line is you don't have kids yet here you sit up here not communicating with parents and telling us how to parent i'm fine if you don't have kids but then you should be open ears to the ones that do you should be wanting to have our input in our opinion because we we have a few years under our belt

all i'm asking is for you guys to value our opinion and communicate with us the hostility is not necessary you guys aren't victims up here you're elected and we can take you down if you're not going to play along with us in this it's about our kids and it's time we get back to that that's all i have to say thank you

[Applause] okay moving on to item 1f changes and deletions we're not changing deletions pat are there any changes or deletions tonight's agenda the following change is on the agenda human resources item 3e1 page 53 has been yellow sheeted moving on now to action items we're not at action items the first item up this evening is item 2a1

resolution 2012 2022-27 opposing statewide covet 19 vaccination mandates board member andrew cruz recommends that the board of education adopt resolution 2821 2022-27 opposing statewide cobit 19 vaccination mandates are there any speakers nine requests to speak sorry nine requests to speak speakers i will remind you that the same criteria is in line you have three minutes per speaker

mr bridge is on the timer yeah we'll listen to them before we make motion the first speaker is james gallagher followed by julie santosola followed by kelly allen we ready okay so good evening uh president schaefer board members staff and also fellow residents good evening i come tonight uh in regards to resolution 2021 slash 2022-27 which is opposing the statewide

covet 19 vaccination mandate i am encouraging this board to vote no i believe that this resolution as it is written is only intended to create what i see is political division it's not intended to discuss the efficacy of vaccines which i think is really important and instead it talks about the purpose of the resolution is to put on the

record where individual board members stand on the question of government overreach versus personal freedom i think a broader resolution could have been more effective personally i was looking over at the dashboard for this school board on on the covet cases and i noticed that our staff in this school seems to be relatively safe there's only seven cases that i can see on the

current dashboard of cases as you report i do notice though there was 65 cases reported of covid of students i think we have a solemn duty to keep our students safe by ensuring that our staff and our teachers are also protected so as the cdc said in san bernardino county for example the community transition is high and the cdc said that everyone

should wear masks in public indoor settings mask requirements might vary from place to place we know that at the same time we have to follow local laws rules and regulations vaccinations in this state are a mandate they are important and we have to also watch for the presence of multi-system inflammatory syndrome in children so far the case rate in the country is

low it's only four thousand six hundred sixty one but we know that if our children are exposed to people who are not vaccinated who are not safe there's a possibility that would grow the data does suggest that vaccinations may make symptoms less severe and people who are vaccinated they might still get covered we know that but at the same

time they've been shown to provide some protection against severe illness and hospitalization what i do notice on this vaccination mandate is you do have a choice the uh if you do not choose to get a vaccination you can be tested i think that is an adequate compensation i think a a day a weekly test of our staff and our teachers is appropriate if

they don't want to be vaccinated but i'm here to say please vote no on this resolution thank you julie [Applause] julie santosola followed by kelly allen followed by deena peoples good evening board members the vaccinate the vaccine mandate is unlawful the school districts in this state do not have the right or the legal authority to demand mandate

saying that correctly convulsions seizures acute respiratory failure acute cardiovascular inflammation myocardial infarction autoimmune disease and responses menstrual cycle changes and blood clots miscarriages reproductive dysfunction multi-system inflammation syndrome hearing loss vision loss and the list can go on and on all available on the cdc website these companies per the government sorry are free from responsibility for these side effects so my answer

so not my answer i'm sorry so my question to all of you on this board if you mandate these to your employees and your students and they have life-changing side effects that you enforce for these experimental shots that have for a vaccination that has only been not even a year when we can't even cure cancer that's been under

research for a hundred years or hiv how can you expect us to trust this will you be respond personally responsible for these side effects will the district district be responsible for these side effects we want you the parents to do the right thing for our employees and our children do not allow what you know is wrong to happen think

i personally would rather have an unvaccinated teacher librarian bus driver crossing guard or administ administrator than have none of those because of a mandate what is the plan to replace teachers if they're fired for not complying to a mandate are you low are you low on substitutes already and what if we lose more what about the custodial staff

how will you keep my child safe if you can't find someone to sanitize his classroom will you make the teachers do that and more and add that to their plate did you hear about the hospital in new york that won't be delivering babies because there's too many people that quit because of the mandate it is a real possibility that we will

lose good people because of this are you prepared to replace valued employees is it possible for unvaccinated teachers to shift to a distance learning role to help students who are quarantined or will they be fired if you are not already i encourage you to start thinking about this to offer an open door to your employees who are

who came to speak their mind at this occasion i'm a former nurse and also a retired science teacher california is a wonderful state in which to live and it's a beautiful state and a very fortunate state to educate our children we educate one out of 10 students in the united states california is very pro student we have a mandatory vaccine mandate

for polio dpt measles mumps and rubella hepatitis c and also now thank the lord covid 19. we are doing our very best as responsible educators to keep our students safe protected against communicable diseases i as a former educator am proud to have been part of the science department of west covina high school where i taught biology human

anatomy and physiology for 18 years during the last year of my teaching i had to return to be vaccinated against whooping cough because it raised its ugly head again in our public school system i had no qualms about being vaccinated so i could protect myself and my students against whooping cough which does kill not only children but it does kill adults

vaccinating our children and our school personnel from board members cleared down to the people who clean our classrooms is a godsend we are lucky to have science that has been provided to us by a god that thinks we are valuable enough to be saved from covid which is a deadly virus to be foolhardy and not take advantage

of wearing a mask to protect us and to not take advantage of a vaccine would present disaster publicly and morally thank you very much for your time isabella avila followed by oscar avila fought by cindy boise good evening board members i would like to i am here to say how i feel about the mass and how does it affect me and other

students and how they feel i would like to start off by saying how you guys are making myself and other students fear the mask last week i was in class and was starting to get a horrible migraine normally if my head hurts it's just something small and when i pull my mask down to breathe it goes away but this

migraine was unbearable i had to call my dad telling him i didn't feel well i was afraid that if i were to go to the nurse's office they would make me stay home for a week i am sure i'm not the only student that feels this way you are also making students feel self-conscious about themselves you are making students feel

like they are walking living disease i have seen students not wanting to take their mass down because they were told it is not safe i would also like to say in one comment about the vaccine what happened to my body my choice we deserve the right to choose whether we want the mask or not thank you [Applause]

good evening thank you for being here tonight um that's my little girl yeah i was working in la last week and she called me and she was kind of nervous about reporting to the school nurse because she thought she'd be sent home and stay home for 10 days she has friends that have been sent home twice already

this year for 10 days because they have a cough or something she would find the negativity she was fine but i'm gonna say something um she was so she had so much anxiety because she called me that once when i took her out of the office you know you know i'd say i'm picking her up they don't know why i

said she got an appointment you know i got her when i got out of the school they didn't know what she was that she was she had called me when i got out of the school and she walked out of the out of the parking lot in the parking lot so she was holding it she was so scared to like say i don't

feel good i'm dizzy and being sent home that she just called me and i came home i'm from l.a and i picked her up and she threw up right when we went to school so so you're having the kids like do something that's not normal they're having to hold back feeling uncomfortable because they're afraid of being labeled or being sent

home from being sick or or having covet about the vaccines right we know we know from what they're saying studies and science that you could still get covert even if they have vaccine and all this type of maybe maybe a maybe a booster shot right so what it is is we know that by stats by numbers kids

don't get coveted and if they do the asymptomatic and very very very few numbers of kids die from covet the minimal minimal effects so we're doing is we're forcing kids to get shots that are so new and every vaccine that we have yeah we have whooping cough and all that other stuff but these vaccines took 45 i think 17 years was the shortest term

for a vaccine to be approved we got a vaccine in under a year so we want to put all our trust of our future generation in a vaccine that's so new we have no idea what the results are so you're talking about you're gambling with the with the with the with the future of our entire country you're

gambling with all their lives we have no idea if they're going to be impotent or they're you know they're gonna have uh issues later in life we don't know some kids have have heart issues some boys do young boys have have studies with that so we're just saying it is give it a break give it a break just wait wait you

know don't make it mandatory just wait you know let this let this roll out uh you know give it time you know let this vaccine be proven long-term and then if it's if if we if you feel good about it we'll do it right but we're not against vaccine we're not anti-vaccine which is anti-pushing it forward anti-anti-just off-the-cuff new vaccine

that somebody made up i mean other countries are pulling back their vaccine mandates like england they're pulling the back it's not mandatory anymore so just wait they got it first we got it after give it time no you know don't rush the judgments you know give it time dream as your kids this is our generation our kids they'll be there

stop until you succeed do not be useful idiots this is our bodies our choices and our rights to protect our children and families if you want the vaccine get it if you don't that is your right the unvaccinated person is no less of an individual with their own decisions we do not need to be fear-mongered bullied or threatened to get this

vaccine this is all to make us be in fear and surrender so the big government can come in and control us go back to the beginning of covert dr fraud fauci biden cdc and the so-called experts how much have they flip-flopped or lied over this whole pandemic listen to them put the fear of god out there where the government therapeutics and

the studies on people who have had covert and now have the antibodies which i have heard are much greater protector than the vaccine the antibody people still have to get vaccinated why we don't see or hear about any of those studies no they have to push the vaccine why for control and this will be a slippery slope

what's the next thing the government will mandate now the unvaccinated should fear for their job not be able to attend any big social gatherings travel on airplanes go to bars restaurants without being tested or show proof of the vaccine oh my god congress their staff postal employees illegals coming across the border are not mandated mandated to get the vaccine

and i'm sure more exemptions are coming why is that i ask because this is not about health care it's about big government and control please use your common sense it's marxism the vaccine was going to save us now it's you must get the vaccinate vaccination to save the vaccinated how utterly ridiculous the government government does not have

employee in this district on behalf of many of my co-workers and many parents in this district i am encouraging you to oppose these vaccine mandates for both students and staff you're essentially asking us to sacrifice our children and ourselves something we are not willing to do there's not a single medication on the market that is one size fits all this

shot is no different will you be taking responsibility for something for it for um responsibility if something goes wrong last week we heard from danny hernandez csca president pleading for extra support for our classified staff it's true we are run down we are picking up tasks outside of our everyday workload and although it's exhausting we do it

for our students we do it because our students are the reason we are here working if we didn't have them we would not have a job if we didn't have our students you would not have a position here on this board what would happen if staff members refuse these so-called mandates will we be fired discriminated against for a

medical decision that we made for ourselves who will service our students if that happens you are said to lose a lot of key players from various sites if you proceed with these mandates we're already finding it difficult to fill positions and after watching and attending recent board meetings i'm convinced that most of you are not here to uphold the

best interest of all of our children the best thing you can do is give parents a choice if they choose to vaccinate their child fine if they choose to not vaccinate their child fine we should not have to worry about co-parenting with the school district we should not have to worry about co-parenting with the government i personally do not consent to your

exploitation of our children i refuse to let my children think what is happening is okay and normal instead i will teach them to take a stand and become a leader for what's right i'd like to remind you that mandates are not laws requirements are not laws requests are not laws orders are not laws recommendations are not laws and

directives are not laws we do not consent to being subjected to weekly testing this is absolute government overreach and we will not stand quiet at this point we are not begging we are not pleading and we are not even asking we are notifying and warning you what you can expect from us starting now we are not asking to be winners in this

climate we know that there is a division and there will there will be no winners i encourage you to do what you were elected to do and service our students do not discriminate against students and families that choose to take a different path medically let's focus on the mental health of our students and less on the mass mandates and vaccine mandates

have not been vaccinated and yet they are here without a mask i am begging the board to vote no on this ridiculous resolution in my opinion it would be illegal to go against a state mandate and the reason all of the people behind these children are having problems wearing a mask is because they've led them to believe they

should and that's all i have to say thank you thomas a followed by virginia renteria that's it him and another person good evening everyone um i'm fairly new to uh the city been here uh right around a year now um currently going through the process of enrolling my son in uh preschool within this uh district and uh one thing to uh board member cruz

uh i definitely appreciate the uh half page ad that was in the uh the champion um just wanna let you know uh that i completely disagree with you um but hey that's that's the society that we live in that's what democracy is all about it's not clean it's not something where we're all going to get along and all agree but you know

what the beautiful thing about it is is that we can agree to disagree um the one thing that i want to focus on in the short time i've been sitting here i've been looking dead smack in the middle right there between student achievement and positive school climate it's about safe schools i want that to sink in for a little bit

because the fact of the matter is whether we like it or not this pandemic is real and i'm sure that we'll all agree that we want this to end we want to be done with this i don't like wearing a mask i don't like every time i go into a store i got to wear a mask i'm not oh enthusiastic about oh roll up

my sleeve and give me you know three or four coved you know 19 shots i don't think anyone's thrilled with doing that but the fact of the matter is what what is the end going to look like we want to end this sooner rather than later and i'm sorry you know like i said i appreciate the fact that

this is in here to get me down here to get me off my butt and come and speak my mind but i think we can all agree let's be done with this pandemic let's stop going through all this you know back and forth if we're all about educating our students and making sure that they get the proper

education that they need then you know what we gotta sacrifice and yes i understand we have individual rights but if you go back in the history of this country supreme court ruled that mandates are illegal now obviously on this one we don't know but yes they have if you go and look it up in the history you'll

see that and just like the nurse who spoke earlier before me and went through went through the litany of different things that we now got to get vaccinated against and even with my son he needs another polio shot go figure right but you know i guarantee you one thing if you know heaven forbid you know if this was a situation where we're talking

about a school shooting every single one of you would be would be rushing to the microphones talking about how you care about our students and care about the safety so you know what treat this the same way you would treat a school shooting all right protect our students thank you virginia renteria [Applause] hello i'm a grandmother of four kids in the

school district and believe me i would rather be at home relaxing but i just seem it just seems that i'm going to gather as many people as i can to attend these school meetings because we take it for granted that everything the government tells us is truthful and in our best interest and unfortunately i believe we've been lied

to it is america the last time i checked we do have freedom of choice and if you want to take the vaccine take the vaccine if you want to wear a mask three masks whatever then wear your mask if you're vaccinated why do you care if i'm not vaccinated you're you're protected right there should be no no questions you're

protected you're wearing your mask you're wearing rubber gloves in some cases you shouldn't care about what i what my choice is having had covid it is nothing more than the flu of course some people have died of it i i do um excuse me please the audience would you please refrain from making any comments while she's speaking thank you

some people have died of it this is true and some people have died of the flu but it's very interesting if you look up there's been no flu cases this past year and this year it's all covered which a test that can be compromised our government unfortunately does not have the best interest of all of our health it is about control

this vaccine there are exemptions you can get a religious exemptions there's babies that have been aborted that have the cells in this vaccine so you do have the choice there's always consequences for everything our kids do not need to have a mask on but if a parent feels that i want to protect my child i want to put a mask on and yes go

ahead and do it that is fine your choice the school board does look out for our children but they should not step on the boundaries of the parent if the parent does not want the child to be vaccinated then they have that choice the only way that we can really make a a statement or movement is do what maybe

this nurses in new york did walk off the job pull the kids out of the school i know that's really hard i've offered to pay a christian tuition for my four grandchildren that would cost me about 30 000 a year i'm willing to do it but my daughter and son-in-law happen to like the school that they're at and i

like it too i just don't like this big government uh ordering or wanting to order kids to have a vaccine or have to wear a mask it is totally ridiculous and as i come and i'm going to make it a point to come and i'm going to tell everyone i can get out here and see because even if you don't have a kid

yes especially like me who hasn't had a child who's in special ed hey grandparents who had raised their kids back in when and they've all grown up they're a little bit moved from the real situation that that we are in today in school setting school isn't like how it was when i was raised school is not same as when i was

attending high school it's different today yes do governments do all the right things lately i don't think so legalizing marijuana right by the school setting so our kids get influenced by them we have a mad madd mothers against drunk drivers but government is allowing people to sell drugs to our children okay promoting perversion under the name of sex ed

my sex education in high school was fine but today they're pushing perversion i think they should have kept it in their own house in sacramento and and call themselves a perverted family we don't deserve that our kids don't deserve that our families don't deserve that if you don't speak out for your children no one will why they're removed from

your children it's like this if we hear a let's say god forbid a train uh plane crash in in somewhere in another continent we don't feel the same way as if we have heard our own airliner falling off on our sky or killing our own people or better yet our own family members we're removed but you parents

you deal with your children every day so you know what is good for them and what is not good for them back in days when we didn't know what was about corvette i used to go meet people and they'll say hey mr na stay away from me i have a flu and i did why because it was contagious

i say that today because i was watching carefully i have lost approximately about 20 people through covet heartbreaking i'm thinking of them every day every night because i miss them we do but we are in a school business and i get to watch children yes people the children's wear masks the teachers wear masks and they're not always in the classroom

setting during their lunch breaks they're playing the playgrounds yes without the mask we have kids playing sports football soccer any sport you name it without the mask and without the vaccination for how long for a while now and i said wow compared to the friends that i have lost almost 20 of them and all these children it isn't as bad

as what i was told by the government and even the government is confused right now because they're fighting over the booster shots and there somebody's also talking about where the scientists are working on mixing corvid 19 fighting agents with regular annual flu shots i have heard from a doctor the virus could become like flu because virus itself

are smart as scientists might know if you're a true scientist the virus wants to survive in longevity if they have a host and dies right away the virus goes too so if you believe the germs are smart as the scientists do or the science teachers do their virus when they are they're having a mutation they want to live longer in host body

that's what they're saying i do i believe it i don't know i'm just reading off like any one of you guys but what i'm telling you is my true experience on school setting the math didn't work because the kids are playing out there the spits are everywhere their foods are everywhere on the same table while we couldn't even go to restaurants

okay so like when we think with common sense we don't know now this is what i know as one of the staff shared with me just right now that she was fearful uh this man was fearful about mandated vaccination their health health reasons and what other reasons might be they don't want it in their body the people who wants it in your body

have it it's like vitamins you can not push vitamin c to everybody's throat every morning i can suggest vitamin c and zinc supposed to fight this virus but we cannot push it through the people's throat but i'll make it for you i'll buy it for you if you need him i i'm for the choice i'm for the choice

and yes it's it's all about the kids especially the young kids when you watch them in classroom setting they have very tough time breathing very tough time breathing the elder ones they'll feel better because i watch them the little ones couldn't could you imagine if i was like five all of you guys over 60 70 me you

know well down the hill but if we're back in five six seven years old and then we had to wear masks to school all day long it's a nonsense and they're not like falling off the trees like what we were told before they said yeah people would just walk and they'll fall fall and die discovered but i didn't see it on campus

even with the kids that then had masks on on their lunch time on their sports time no so i'm for the choice i'm for the kids i'll do anything for the kids well-being as all of our teachers do all of our teachers do there are teachers said mr na i'm really really literally have a hard time great fear

having the vaccination and and we need to we need to uh respect that to our secretaries we're an adult and what's the percentage of vaccination it's been growing throughout the country and what they said now hurt community you know that's what the scientists are saying my position right now is leaning some reason our children are safer than adults right

now that's what i can say and that's my through daily experience and for those the staff members and teachers i think it should be up to your choice uh and and uh bottom line is with the friends that that had kovit they all said about their underlying health conditions played great role their immune system so we need to build our immune system it

could be virus covalent vital because zzz who knows what's coming in the future but if we don't take care of our body including myself and all of us will be weak to these germs so we need to worry about the real enemy germs then how will be reactive and are we going to jump every year like this and how could we live rest of our

lives just jumping a to b we don't want to do that so i i believe in a choice thank you mr bridge [Applause] in looking over the resolution i had to thinking that there needs to be some historical perspective in this and some of it was alluded to tonight by the speakers but uh being a former history teacher

i decided to go into it a little bit deeper i found an interesting paragraph that i wanted to read to start off with and have you figure out when it was no it's not a pop quiz but as diseases and death reigned around them some americans declared that they would never get vaccinated and raged at government efforts to compel them

anti-vaccination groups spread propaganda about terrible side effects and corrupt doctors state officials tried to ban mandates and people made fake vaccination certificates to invade inoculation rules already in place the years were 1898-1903 and the disease was smallpox in fact the health board then reported describing crowds of parents marching to schoolhouses to demand that their unvaccinated children be allowed in

and some were even burning their arms with nitric acid to mimic the characteristics left by the scar by the by the smallpox vaccine so vaccines have been controversial yes they've been they've been mandated people have opposed them we know how things have turned out the polio vaccine was less controversial because it mainly initially wasn't mandated although i made my mother made sure that

my brothers and i went down and took the sugar cube but it had been funded widely by a respected non-profit which everybody knows today is the march of dimes but back to 1905 i heard about constitution in jacobson versus massachusetts the supreme court handed down a landmark decision that established the constitutionality of compulsory vaccination laws when they

are in quote necessary for public health or safety unquote and when the community is under the pressure of great danger the supreme court ruling came after a smallpox epidemic in cambridge massachusetts but in the ruling and i want to clarify this mandatory vaccination doesn't mean that governments can force anyone to get a vaccine governments can enforce vaccine mandates

by imposing penalties like monetary fines or violations but they can't forcibly make individuals go against their will because that would be cruel and inhumane punishment to the last degree so they can find them can't actually make them get the shot so going now to the 1970s fear and anger came roaring back with the introduction of childhood vaccination in the 1970s you notice now

there's students and and my kids had to get them as well the various shots and have it on that card to turn in by 1980 all 50 states required school children to be vaccinated against a ray of diseases that hasn't happened with this thing yet none of it's new but the one thing i think that distinguishes the

anti-vaccination movement today from previous ones is the opposition was always political what it's become today is partisan and i think we've seen with the vaccine if you're under 12 you still can't get it even if you wanted to get it if you're over 12 you can get it but we're not mandating it in this district and that's a question for the

superintendent but staff we've seen what's coming down from the state and ultimately history is going to show we get down the road in this i don't know if it'll be a year two five years ten years but we'll see you know probably similar results to what we've seen in history history always tends to repeat itself so with that i'll conclude my remarks

mr cruz isabel thank you for coming i'm very impressed and um we all start by being nervous so just keep it up come come after a while you're going to be so refined you won't care one bit so keep it up right i'm serious i'm serious you know the cdc in september they change the definition of vaccines

they they don't use immunity they use protection and i had i had to reflect on why did they change it so i'm going to show you some graphs graphs of countries that have been um that have the most vaccinated people in their country all right you're able to see this this is norway okay they start here and this is 50

if you notice those two lumps now before that you had cases here but you notice the lumps those are covet cases too and then all of a sudden here you got 72 percent so people are getting covered the 72 people are getting coveted and i suspect this is delta because you see the lumps 1 1 50 here's 50 50 and then all of a

sudden you get this huge increase in a country where 72 of the people are vaccinated you're getting a diagram like this so no wonder why cdc changed it from immunity to protection now the question is this from tor delta as you start getting the boosters you're pressuring the virus to change so now the question is what's coming in

the winter once norway starts getting the next booster and the question is there'll come a time when one of these viruses is going to be very lethal where it's going to kill a lot of folks just by looking at this diagram you notice this this shouldn't be up here it should be down here and then you get this whole

line going up like that there's not partedism there's not politics look at the graph and you want to know something all the graphs look like this they have similarities i'm going to show you another one israel they started here in december 50 and 69 here's before they see the confirmed cases a huge jump here they go down

i suspect this is delta and then you get this huge slide so when the booster comes in it's going to pressure the virus to change and the question is what's going to be the winter time because they're talking about winter right it might be lethal well i can see why they're pressuring through mass vaccinations this virus it's just look

look at it it shouldn't look like this oh but mr cruz cdc changed from immunity to um protection oh it's expected they're not gonna get sick as bad anymore well hope to god that that virus doesn't get really lethal let me show you another one singapore they start here 50 they get a bump and then boom seventy percent of people are vaccinated

and i told you again once they start taking the booster what's gonna happen and this is what bothers me because that booster may change it and then it's gonna affect the vaccinated unvaccinated people let me show you another one this is one another one i'm picking up the ones with the highest vaccine countries same trend um zero to fifty and look at this

from down here not much and then obvious goes down here but like i told you the booster let's see another one here's malta starts here 50 percent i suspect this is delta there's 81 percent of the population here is iceland a huge dip here you know before the vaccination they start here then here looks pretty good all of a sudden you

get this huge wallop going up like that 81 see you know they're not telling us what's actually happening and then you got people like me trying to figure out what's going on because there's there's no truth behind what's going on and then you got bridge telling you this and then about history and all that but when you look at data like that

something's happening they're pressuring the virus and you know what they should have done they should never done the vaccine period they should have waited out until it just went down the tubes but they didn't do that it is it is the vaccine that's causing the pressure of this virus and the scary part is when is it going to become lethal

because when you're lethal mr cruz for just a minute please audience would you please refrain from making comments this is the board it's time to deliberately stop talking no no no no no i know i know look at look look look look you see australia you see canada they're going so berserk woman okay they're going so berserk

that the only thing it's coming this way so if you do your own research you're gonna notice all these countries with the highest vaccination rate you have this crazy curve no wonder why cdc changed its immunity now let me tell you my immunity when i get immunity i get it and i'm far superior than this vaccine i

guarantee you that part geez shoved that vaccine down my throat yeah for real let me tell you something else too you know you know the fda they said they approved fda right even that was really weird they proved this they proved this and does not even exist and pfizer modern and all that they're still under e.a.u how what you know why right because of

liability yeah because they know it's killing a lot of people it's injuring a lot of people but if you go get your vaccine ask for this because this is the one that if they approved it doesn't exist so the lies they tell us and you know something rich you brought up firing people are getting fired people are getting forced to fire

there's pressure and the reason i place this because you can see what's happening in the future there's going to be pressure and there's going to be protests and there's going to be food supply problems they're going to be medical supply because they're going to be huge huge issues of disruption what they're planning and and hearing biden's speech

man i tell you you've got to get ready what's coming because he's wearing thin of us and let me tell you something else too there's gonna come a time you're not gonna take the booster you're gonna say no to the booster you're gonna wind up being like the anti-vaxxers because with that passport it's gonna indicate have you taken your booster oh

no i'm sorry you can't and let me tell you so after you take it eight ten times of this booster man spike a spike b spike c by d man you look like a jellyfish jesus i'm telling you i'm just telling you it's gonna get really nuts now [Applause] i did this to place the seed early because i know what's coming

i think i'm gonna get fired too but that's okay that's okay hey i'm okay with that so this resolution in my opinion and then many people who i have spoken with either you agree or you don't it's about free will okay no history no nothing just free will people people deciding what they want to do okay and

it's about if it's frightening that we're not left with no choice the agenda is not about science now really isn't about it because there's always this confusion it's about our rights now it's about firing who doesn't want to submit through vegetation and hope to god that doesn't happen but let me tell you this board may it may happen and let me tell

you if you're going to get fired it's going to be us that would determine that the idea of force vaccination to cause many americans across the country to be on alert australia canada opposing mandate vaccinations to certain fractions of its populations to really want to become like those countries who are raising humanities rights and free will yes i do believe compusari coven 19

vaccinations are hacking away at our human rights and it won't stop there big brother is searching watching and controlling in november 2020 the residents of chino china hills elected their school board member that's me 2012 third term and isabel i'm going to tell you i'm refined okay you won't imagine how much i got beaten up for years years and i can

remember president shaffer they're watching me hey trust me i had looks and you want to know something they changed the venue for me because they all loved me but they won't change the venue for you guys but they sure did it at least 12 times they all came because they loved me this is my third term i wonder why it's my third term

i wonder why you know i took an oath before my god my love of my life i swore an oath to the constitution of the united states there's a responsibility to protect this community and students from dangerous elements including those that no longer represent american individual liberty and free will and that is where we're moving towards as your board member i am keen to

protect your liberty and freedom this vaccine should be made in consultation with your doctor and your choice not to be forced upon you and that's what really matters what really matters is us and most likely this is not going to pass but i do want you to know you're right i want the people know who's going to

vote yes and no i really do because we're at that apex to decide because you know something i'll be real not i don't want this to happen but we're gonna end up a civil war how they're behaving how they're behaving in the speech with biden speech oh come on you could feel it i don't want that but that's what we're leaning towards

because that's what they're pushing calling american terrorists yeah terrorists all shifted so i hope you guys have common sense good sense you may not like it but ultimately at the end it's about free will and we vote yes for this now let me read you let me read you the resolution because it's important for me to read

this the california department of public education health issued a new public health order requiring all school staff to either show proof of full vaccination or submit to being tested at least once per week whereas the policy the school staff will take effect august 12 2021 and schools must be full compliance by october 15 2021. board member cruz believes that as a matter of

consciousness and that the use of corrosion as a means to make individuals submit to vaccination is unacceptable this resolution seeks to affirm that the chino value unified school district board of education does not support any system that requires americans to carry a vaccine credential in order to continue employment so that you can provide their own they can provide for their families very

simple to be proactive we're trying to be proactive not reactive like like they're trying to wait the board of education poses any legislation that would permit employees to fire workers for refusing to be vaccinated against covet 19. that makes perfect sense there's no data provided to the board of education regarding the long-term effects of covet 19 vaccine

there's no long-term or contin and people are being let go right now continue weekly testing so they can make an informed decision on behalf of its employees and constitute constituents that the board of education of the chino valley unified school district opposes statewide vaccination mandates that put employees at risk and comprises personal freedom how difficult is that

that's not difficult to vote but they may have a hard time i'm done mrs gagne they they they they they they they how about we we we we i don't know who they are but we need to talk about we we as a school district we as a community that should be the framing of this conversation first and foremost i want to be very

clear the statewide mandate is to get a vaccination or or submit to a weekly cova test that is the same thing being contemplated in the federal mandate and the same thing the eeoc has been evaluating its ore mr bridge made a very important point and maybe his history lesson was not appreciated at this end of the diocese

but no one is going to force you to actually take a vaccine this mandate does not do that real liberty for all could not exist under the operation of a principle which recognizes the right of each individual person to use his own whether in respect of his person or his property regardless of the injury that may be done to others

it is common sense that individuals who are going to be in an enclosed room with children who cannot get vaccinated our most vulnerable population and while icus are filling up with a delta variant that we would not expect these people to get vaccinated or submit to a weekly cova test so what is being asked is not that

people get vaccinated it's that they do that or submit to a weekly kova test that is not a reasonable expectation before this last board meeting i was not feeling well in respect to the people on this diocese the staff that's here and the public i went and got a rapid covet test i am vaccinated but just in case i wanted to

make sure i was being respectful of the people who come to these meetings it is not that big of a deal and it's not something that we all also do not have to submit to to either be vaccinated or to submit to a weekly cova test and and frankly and i know people are going to in this room are not going to

agree with this but there are many people in this community and the numbers throughout this county and the numbers throughout the state don't lie because 82 percent of those eligible to get the vaccine have received at least one shot we know vaccines work we know they keep people safe but we're not here to mandate them and that's not what this is about and mr

cruz this is a personal resolution you do not want to get vaccinated or you don't want to submit to a weekly cova test but you have that choice i want to be very clear there is a choice at this point so i want to clarify that but that's what the mandate is right now and that's frankly what employers are

going to implement and this is frankly what is keeping people being able to go back to work and keep people safe and keep our students in school this board has followed the majority of this board has followed the public health guidelines and we were one of the earliest districts in this area to bring our kids back to school

the largest school district in this area san bernardino didn't even bring their kids back last year but we brought started bringing our kids back last march and my number one goal as a school board member is to keep our kids in school i do not want to backtrack i do not want to go backwards there's a gentleman in her earlier that

i completely agree with the way that he characterized this pandemic because i frankly feel the same way i want this to be over with and the sooner that it is over with we don't have to keep having conversations again and again and again about the veracity of vaccines or the veracity of wearing masks we can turn the focus back

to quality public education the only purpose of this resolution is just to further politicize this issue i i don't see any other purpose of this resolution and there's been several other resolutions that have been brought that's been their sole purpose it's to be divisive we have a very concrete authority as a board of education and i've already spoken to several

parents who were very worried because whatever happens in lausd for some reason there is some thought that's going to happen here in chino valley we are a very different community i don't represent the people that live in la and as a board i don't believe i have the authority to mandate vaccines so despite the illusion of my colleague

that i or anyone else would do that i don't have the authority to do that on my own but as a lawyer i will say because the word constitutional keeps getting bandied about this has mandates have been constitutional since 1904 so you can tell me it's not constitutional it is and if you don't think it's constitutional here's the

great thing about our legal system you can bring a legal challenge you can sue the state of california you can sue the federal government you could even sue your employer but that's how the resolution of this comes about is whether or not it's constitutional is that a state court would evaluate it or a district court or federal appellate

court or the supreme court if that were the case will evaluate whether or not it's constitutional but i am i do tire of hearing that things are not constitutional this is something that has been repeatedly done in times where there's a public health crisis and whether or not you want to agree there's a public health crisis there is a public health crisis

so you don't have to agree with that but that's i'm looking to scientists i'm looking to the public health community i'm looking to the experts who have dealt with this not only in this country but in other countries and following their advice but back to the mandate that's going into effect on october 15th of 2021 it is not mandating

that individuals are going to lose their jobs if they do not get vaccinated is requiring that anyone on a campus with a child during the school day our educators and school site staff that they either be vaccinated or or they submit to a test and i don't think that's that big of a burden if no one's going to make you get vaccinated

to submit to a test to ensure that our students are safe and this is something that we are doing throughout this district right now is promoting covet testing so that we don't have students or staff going onto campus and shutting down classrooms or shutting down whole schools because that has happened in this area not 20 miles from here there have been

campuses that have been shut down a high school locally had 20 percent of their kids sent home so you can have your opinions about the pandemic but we're not forcing no one on this diocese is forcing anyone to get vaccinated what we are doing though going back to constitutionality is that when we swore an oath to represent

our constituents many of whom agree with mandates many of who agree with vaccines or at least agree with vaccines or tests is that we would uphold the laws of the state of california and uphold the laws of the united states of america and uphold the constitution so if you don't agree with the approach of publicly elected officials following

laws which are either passing constitutional muster or can be challenged for their constitutional muster then we have a fundamentally flawed problem with the democracy in this country and the democracy in this state but this resolution well you know what i'm sorry you feel that way about the united states of america because i'll tell you something there's been a lot of

rhetoric done around this board about nazis and about oppressive regimes and people using terms like fascism and marxism that's offensive to people who have been persecuted who do live in countries where that actually is a day-to-day threat for those individuals but i am tired of us discussing things like this because my colleague keeps bringing resolutions that literally have

nothing to do with the business of the board and what we're doing we are not mandating vaccines i don't know how to explain this we don't have the power to do so we're not mandating masks we don't have the power to do so that's publicly elected officials there is not a mandate from the cvusd board on masks we are enforcing state

public health guidelines as is every other school board in this state right now so again i as a school board member am not going to go against the law of the state of california and if there's an issue with that then the appropriate challenge is with the state attorney general's office of the state of california you know you can find this laughable mr

cruz but the reality is you and your job not at the school district don't want to get vaccinated and you don't want to wear a mask and you don't want to take a test it has nothing to do with your wall here [Applause] you know what this has gone here just a moment please folks folks please we did not interrupt you

during your public comments we let you speak your three minutes and this is the board's time to deliberate if you disagree if you disagree that's fine okay any further outbursts we're going to recess this meeting for five minutes we don't need five minutes i'm concluding my comments right now i have you mr cruz you know please no no she's not finished

yet you're next sir we represent a diversity of constituents on this board and there are frankly people who will not attend these meetings because they are scared to attend these meetings there are many people in this community who are vaccinated who do support mandates and are afraid of their children going to school without the availability of vaccines

and that might not be reflective of the individuals who are here tonight that is reflective of the majority of this community this is a business meeting of the district yeah if you can't contain yourself then please exit yeah okay we have some business to finish conducting tonight mrs gagne please again i want to emphasize that this resolution

has nothing to do with anything that this board is specifically doing at this moment or policy that we are actively considering and i will be voting no on this resolution because it's not effectuating anything that is going to keep our kids in school and promote school safety thank you mr cruz please yeah you know [Applause] you're the one that's always bringing up

the politics behind it and what you said about me i'm going to tell you exactly where my motivation comes from since 2012. i'll just simply say everything that i have done since 2012 and now has never been done for me it has always been done for my love for my love of my life i don't i don't know if you know my

history from 2012 not but it has always been like that i put myself under the line and if i was political i would never do that i would be right in the middle like every politician going with the flow saying yes you're saying no here whatever i'm not like that so you got me totally wrong totally wrong

and let me tell you this is the scary part this is the prop that we're going to be concerned about and it's it's the booster that's coming september 20th and beyond because they're always talking about the winter coming and it's going to be very serious this is the concern and you look at the data you ask yourself why are the cases going up

that's my issue here my issue is you you start doing it now you start putting a resolution now because as as winter approaches you can imagine what's going to happen they're going to blame the unvaccinated folks causing all this and things gonna get real hard but they don't see it that way and and like i said everything i do is never me

it's never me i put myself on the line so many times that like i told like i told isabel i've i'm refined now i'm no longer scared i i was scared pat right you remember those early days and um i'm done with it i just go with the flow i go before with my love of my life

i i don't know if i'm able to say it but that's all it is christina that's it it's not me this never was me it never was me christina never and i'm gonna keep up what i do because everything comes from my heart it's the feeling that i'm getting something's not right this is dangerous stuff so that's the reason why i put this in

just in case things get super bad that we don't start firing people that's all thank you you're done i just want to circle this back to what we're actually here to discuss on this item which is the resolution there's been a lot of information thrown out um that has kind of muddied the waters a little bit when it boils right down to it this

resolution it seeks to remedy something that doesn't exist at the moment okay nobody up here including myself i'll go on the record saying this district and as a board we have no right to mandate anything when it comes to health that is not our position now if the state wants to do that then we need to address the state and work

with the state but i want you folks to realize something that one of the speakers this this evening was dead wrong mandates and orders are illegally binding especially when it comes from the california department of public health and if this board were to pass a policy or a a rule or a guidance that violates that law that order

we are personally responsible not the district we are personally responsible as board members because it's considered gross negligence that means we pay our attorneys fees we pay any award against us and as much as i love every student in this district i'm not about to put my family on the line for a mask it's as simple as that and if you don't

like it great vote me out but that's where we're at and i don't think anybody sitting out here that's going to be honest with themselves is going to say that they would put themselves in that position or their family in that position and mr cruz has great props and he's very entertaining but he's misguided this resolution has nowhere to go

if you don't like what's going on contact your local state representatives your assembly people your state senators the governor's office the california department of public health okay well you had we had our chance and we didn't so that's where we're at and again i will go on the record saying that this board unlike culver city unlike i think montebello and some other

districts in la county we have absolutely no right to mandate anything as far as vaccines or masks that all comes from the state okay i don't like it but that's where we're at are there any other questions or comments mr schaefer call for a well-called vote mr bridge no mr cruz yes mrs gagne no mr knock i

and i'm a no peripheral uh preferential right but no and may i comment on this please thank you so ask the student representative i would like to speak on something that i'm sure my peers would want me to say in this seat as the person in this room who probably has the most daily interaction with students from all diverse backgrounds in

geographic locations the majority of the student body thinks what is going on in these past few months especially in the public commons and home select view board members is not representative of the student population i would also like to add that when there are relevant agenda items like these and important discussions going on concerning our safety we would like to

be aware and updated and actively communicating with you regarding these decisions thank you thank you for your comments the motion fails two to three with preferential voting no moving on now to item 2b business services item 2b1 the 2020 2021 unaudited actuals financial report recommend the board of education approve the 2020 2021 unaudited actuals financial report and authorize the

superintendent or designee to sign the 2020 2021 district certification of on unaudited actuals financial report are there any speakers pat might have a motion so moved second motioned by mr gnaw second by mrs gone yeah comments questions or discussion from the diocese saying none we're going to just do a verbal vote all in favor say aye opposed

overflow room and without air conditioning unit because we don't have that unfortunately on that overflow i think we might have to look into maybe woodcrest junior high school or other venue so please look into that and and and see uh what would require for us to move the because there were students on that overflow room and they were

they were having a hard time because they were so air conditioning okay and then uh second uh yeah i like how our staffs had uh really taken on to the past parents concerned about differentiating the symptoms of low risk and high risk symptoms of covid19 it's very helpful and i think we should do this more often maybe a monthly basis i don't know if

they're meeting or not if we do i'd like to suggest uh have you attend and i'm going to try to avail myself to attend monthly meetings with parents to brainstorm and and brainstorm ideas and and make improvements so that we could better serve our students and also i have attended um and watched principles and and their concern for

so much work uh oh my gosh they're working not only our teachers but our site admin team uh they're wonderful they're giving out overtimes just everything even weekends working um very hard because we really didn't uh sign up for to be a a health specialist they were hired to run the school and this additional mandates or policies or

or health concerns has taken a lot of their time away from their real job so i'd like to suggest um you know after consulting with them uh dr enfield maybe if we could uh assist them by maybe attempt to get more like temporary assistance uh for a limited time until the covey end era ends i think that would be very helpful for

them and my fourth item is about the lunch immune system um maybe our we can direct our health staffs in cafeteria see if we can brainstorm and and look into our children's lunch menu or in the breakfast menu that could really help boost their immune system even though their children if there are things that that's out there that's

proven to be effective improving building our immunity for our children i think we need to look into that as a as a food sources that's what they said uh if if you have healthy meals since you're little you would have less pills when you get older so i think this is a lesson through covet 19 how important

so keeping our immune system strong and one way to do that as a school as a provider for food meals for the children i think we need to look into that and i'd like to thank the president of bingo for chino hills high school to showing up and share his difficult situations with heat and and not only heat there could be a rain

coming down the road and and also coldness and and it's hard for anyone to expect are especially seniors to suffer that so um we need to really look into having them place them inside of the building and as he had mentioned it's a i think he was mentioning about the election on day where we were able to

open one of our facilities to allow people to come and vote so i mean he kind of made sense so let's look into that and in helping them out and i have attended homecoming dances no i didn't dance but i watched them dance they were awesome but then some of students had to share with me that they

really don't know how to dance and they were brought in and it was too long for them to dance so maybe we could uh talk to the the site principals uh maybe during their pe classes and things are available maybe we could teach them how to dance and maybe have a dancing contest first and so they could

have their own dancing time uh maybe uh minimalized because they said two tents for two hours exhausting especially when you don't know how to dance and lastly i'd like to thank our builders for chino high school uh seriously the the new building it looked a lot better than one of those community colleges we had and our principal and i

teachers there are very proud of that new building and students are excited and i'm excited and i think that high school is going to be like one of the top school in our region i think this one ends my comment and thank you mr bridge thank you just a couple of quick uh comments uh i attended the football game

at chino high versus altaloma on september 3rd and uh wanted to mention that the pre-game ceremonies included a remembrance for the 13 soldiers that were lost lost their lives in afghanistan also i attended the homecoming football game at ayala versus diamond ranch on september 10th uh excellent game by both schools at yala and chino high and resulting in

victories and it's nice to see them off to a start to a good season i also plan on attending the chino hills home game on october 1st dr b i will see you there heads up and today i had the pleasure of attending the boys republic and girls republic scholarship presentations and awards over at the boys republic

campus and i want to extend the congratulations to all of the awardees and finally uh this morning i had the chance to tour the chino high construction site and it was exciting to see the buildings from the uh up close and behind the fence and from the ins inside we did go through some of the uh some of the classrooms to see and

the school is going to look terrific when it gets done i can tell you that it was exciting as a member of the measure g former member of the measure g bond citizens oversight committee it's nice to see our bond dollars at work community by i know there was some concerns about passing that larger bond measure but

seeing what's going into chino high seeing what's going in on the rest of our campuses to me it's money well spent and i don't mind seeing it on my tax form every year so i just want to thank sandra chen and greg statura and superintendent enfield for arranging the visit this morning i really enjoyed it thank you

mrs gagne yes first of all i'd like to thank the young members of our community that attended our meeting this evening aidan kennedy and isabella for coming to the meeting and participating um i'd also like to thank miss allen who made comments during public comment regarding some issues that some parents may have been facing with testing as well as

independent study and dr enfield i will send you an email after this meeting but i do think she raised some valid concerns um and i know that we are all trying to navigate um coveted restrictions and sort of going in and out of in-person learning and independent study when coveted symptoms do arise i also just want to put a plug in for

the tuna valley chamber of commerce as having their second annual pitch competition for our 7th through 12th grade students students can create a 90-second pitch they submit it and then if they're selected they get through a whole like shark tank process where they get mentorship they have the ability to compete for grants to support their business ideas

we did this event virtually last year it was a great success a lot of fun for the students i think maybe more fun at some points for the members of the chamber members of the community that were able to help them out i do want to end my comments this evening with you know school boards and this is not

just our school board are becoming the focus and the focal point for a lot of what is happening in this country and globally and a lot of these issues and related issues are falling before us um and this is by no means to say i don't understand my responsibility and what i have a duty to do but

we also have to respect that these decisions are getting made at other levels because these are government entities that are trying to have consistency in policy implementation and so i just want to reiterate that you know these policies the intention of these policies is to keep kids safe i think the legislature and the state is committed to that which is why they're

trying to make sure districts went back to in-person learning i can speak for myself that that's my primary concern is keeping our students safe and we do have a lot of families in this community and they are not attending these board meetings there's a variety of reasons for that some of which is public health concern but they're afraid to send their kids to

school because they're not vaccinated and that for me is a primary reason to make sure we have measures in place that allow those parents and frankly allow those parents with kids with autoimmune disorders or disabilities some peace of mind about sending their child to in-person learning so while i recognize that what is present in this room is not always

reflective of that view i know that because i hear from parents and teachers and staff members who want to keep safe and they want to keep in person and that's my number one priority and what i would ask from the community as well as this board is we have lost a lot due to covid and we are continually letting it take

no like the oxygen out of the room it is consuming every conversation and we are not able to turn to issues that are exceedingly important for the emotional social and learning growth of our students and to that end the champion ran an article in the last edition about the mental health conversation that we had at the last meeting and i

had many parents call me saying as well as students contact me being like finally like this is great and they're very excited about it so i'd like to focus on something that's positive that can make a positive difference so dr enfield i would like to put a resolution on the next board meeting agenda and i will work with you on this to either

establish a mental health task force or similar initiative because we have parents who are ready and willing to participate we have students that are ready willing to participate and i believe we have educators and staff so my request is that we focus on something positive something we can do to focus on our students and move forward in the right direction

and with that thank you to everyone that attended the meeting and is watching online and good night okay thank you i just have a couple of comments real quick um i was uh also uh on the tour this morning of chino high the new chino high so miss chen and mr chair thank you very much um you know and i think i told both

of you walking the campus uh is so much more impressive than just driving by uh you get a sense of of the size and the the complexity of it but when you're actually walking on there it's quite impressive and i'm excited for our students and that feeder system going into chino high school for that to open and for that become

available for them it's definitely going to be the gold standard in the county by by all means this is not until october but i'll put it out now and i don't know we'll meet it we'll probably meet one more time before then but anyways on october 9th is the ayala band field competition they're finally able to get back in

person i don't have a schedule yet it was not available so check the web page for the school for times and details but again um if you haven't been to one of those they're fantastic our our field bands and and color guard and flags and everybody do a fantastic job they're they're quite accomplished and if you have a chance as swing i

encourage you to swing by tomorrow night is the big milk can game between chino and don lugo high school and it will take place this year at don lugo kickoff is at 7 pm and it's of course for bragging rights for the for the milk can and in closing i just want to take a moment to [Music]

direct some comments to my colleagues i understand the debates going on and i understand the situation that not just our district but every district every city every county is in the state and i know that emotions can run high we all have our point of view we all have our perspective and we all have our likes and dislikes

but i implore you to please remember that it's up to us to set the example for our students that may be watching or attending and for the community and for our wonderful staff that work throughout the district how we treat each other up here as a direct reflection of what we would expect them to do in the classroom on

the playground or any of our facilities so please let's keep it respectful and do the business of the district with that i closed this during the meeting of the board of education at 8 15. [Applause]
