Special Meeting — October 28, 2021

good evening everyone it is 4 30. i now call to order the special meeting in the board of education thursday october 28 2021 at 4 30 p.m with bridge cruz gagne nosh and schaefer present i will be leading us in the flag slough tonight please stand place your right hand over your [Music] the republic heart which it stands one

nation under god an individual with liberty and justice okay board members and community before we begin uh public comments dr enfield is going to explain the proposals that we will that will be before the board and the procedures for approving either the original sr-3 plan or the revised sr-3 plan dr enfield please all right thank you sir

i want to provide the board and the community an update to the sr-3 plan dated october 28th from our study session on tuesday october 26th the following items were added at the board's request so in the plan that's dated october 28 2021 mr cruz requested to reduce the hvac indoor air quality allocation by 80 percent and the technology

infrastructure by 20 and add these savings to mental health this reduction uh this reduced our our technology funds by 4 million and the hvac by 4 million and the and they were applied to the mental health uh requested changing school site mental health counselors to a ratio of 500 to 1 using the existing staffing that would require us adding 31 counselors to the

district requested changing the delivery of counseling from a district base to a site-based requested seven licensed therapists to support special education students we did not add that because in our plan we had eight therapists for special education so i don't think we wanted to reduce that down so we we did not add that and we kept the eight uh therapists

for special ed and then there was a request for a new item and that was to increase the parent engagement budget from 200 000 to 500 so 300 000 was added to increase parent engagement trainings and to fund additional staff hours slash days and or additional staff as needed and then also a not allowable expense mr cruz requested music teachers for k-1

grades this was not an allowable expense so that was not added into the plan mr nall you requested a licensed therapist at each of the school sites and i know we later had a conversation regarding this and we talked about uh doing contracted services and and that's what we currently do for this type of counseling so that was added in for a

total of three hundred thousand dollars which would allow us to contract out for those additional services rather than hiring those positions you also requested a cooldown room and that was twenty thousand per school site at seven hundred thousand uh we we made the changes to the plan submitted it to the county and the county came back and said that was not

an allowable expense and the director of peer support program was also not an allowable expense and then mrs gagne requested uh modifying the language under strategies for conditions and safe learning uh persons on page nine specifically under the caption action and description the language the language was specific to upgrading air conditioning units to the merv 3 and a

change was made to allow more flexibility into the plan and you can see the specific changes in that in the plan under on page 9. so those were the changes that were added to the original plan to create the second plan which is titled sr3 expenditure plan october 28 2021. so tonight board you have two plans in

front of you the original plan is titled esser 3 expenditure plan october 21st 2021 and the news plan is titled sr3 plan october 28 2021. so it's just the date that are the the difference between those um and identifying which plan is which the first one again is october 21st the second plan is october 28th so hopefully the board approves a plan

tonight so that we can submit it to the state by tomorrow which is the last day to file a plan with the state so with that i'll turn it back over to you mr shaffer thank you very much and just for clarification if if something isn't recent we don't submit then we lose the money yeah there is there would be no money

absolutely okay moving on to item 1b uh comments from the audience on items not an agenda we are not comments on items on this agenda we will not be hearing comments on subject matter matters other than sr3 pat are there any requests to speak four requests speakers will be called in the order the requests are received please listen for

necessary so that you can be heard by all and audience members please refrain from making comments while the speakers are at the podium the first speaker is daniel hernandez followed by the parent advocacy group followed by cassandra sanchez good evening president schaefer board members superintendent infield cabinet and community um thank you for allowing me to address you

guys today i watched last tuesday's special board meeting with great enthusiasm as some of the ideas that were presented to the board although the best intentions was should always be the goal cbusd staff currently has our hvac department instead of taking outside counsel we do have expertise people here at the district to provide some of that information

some of the ideas that were presented it was a little bit surprising that chino 210 chino 102 that with all the suggestions presented two ideas that have direct student contact were not though we were very appreciative of having the health text at the school sites increased in hours from five 3.5 to 5.5 they're still not there for the full

duration of the school day with the students and also our library media assistants they provide direct student contact and direct student engagement feels like i'm throwing a monkey wrench in the whole thing at the last second not intended to be that way and not intended i know you guys have a huge responsibility to for the allocation of these funds but it

was just surprising to see a ca that these two areas that have direct student engagement were either not mentioned or not suggested in the district's plan thank you thank you parent advocacy group followed by cassandra sanchez followed by hilda rodriguez hey guys my name is sonia some of you know me i am the president of the parent

advocacy of chino valley i would like to take this moment to thank those of you here in the district that are willing to do all you can to help our children and make their mental health a priority also to thank you for actually put trying to put money towards the parent engagement that means the world i would also like to take this moment to

thank our leadership group that represent the parent advocacy group for all the sacrifices that you have made and continue to make to advocate for the best of all of our children in this community your hard work and endurance do not go unnoticed i would also like to thank the parents of this community who are willing to link up together and be here

or watch online with support you have came to these meetings you have messaged us into some of these board members and your voices are heard and our kids will be number one priority in this in this fight so we thank you so much and let's keep pushing together regardless of the obstacles that are thrown our way because our children are worth it all

thank you cassandra sanchez followed by the final speaker hilda rodriguez good afternoon good afternoon i first went off to start off by saying that this world gets darker by the second and we are slowly seeing the evil that flows from the ground for the believers in christ it's scary to think that this world could get more dark than we than

where we are now but also to the believers it's it's exciting to know that the return of christ is soon and we won't have to endure this much longer as for joe biden he says he's a catholic but it's hard for me to believe in the words that he says and the ideas he supports that he's a practicing catholic

if joe biden would read his bible today he would know that the freedom doesn't come from the united states government but from god the idea of choice isn't something that we the people made just made up out of thin air but it's from god he gives us a choice to reject him or to accept him i recently found out

that joe biden is planning to remove and sue 40 special navy seals that refuse to take the vaccine and he plans to take their benefits and honor that they receive for serving this big beautiful country of ours his actions disgust me and those of you who say at least he's better than trump get over it don't you see all our

freedoms are being stripped away my father my grandfather was from cuba he escaped when he had the chance and though i never got to personally meet him my mother tells me the things that he would say and how they slowly turned the beautiful island communist another thing is that another thing that people do when they're trying to push a

communist agenda is that they add writers into bills or certain school board fundings this sr3 funding sounds great yes i'm all for the funding of mental health sessions and elf air filters but i'm not for mandates in by the cdc it's in the fine print at the bottom of the sr3 website page if you approve this funding are you the

school board gonna follow the mandate of the cdc are you going to enforce the vaccine or are you going to stand with the parents of chino valley i personally know some students that are concerned about this mandate and don't know what they're going to do if the mandate is enforced if you choose not to stand with this then let me say it's going to be

hell on earth and those of you who choose to stand to go and those of you who choose to go against this will soon be removed from those seats and will leave with blood on your hands from the children that die from the shot i yeah hello school board members and neighbors i agree with the last speaker from

tuesday's meeting i also say no to this sr-3 grant money as it entails vac the nation for cova 19 and boosters and as current cdc guidance wants to implement we the people ask you to uphold our rights and choose a right to choose and we we do not want this grant money if it requires mandating fouchy's illegal drugs so

please vote no on the s for funding as it only as it's only a bait and switch tactic of communist government thank you hilda was that you okay that's the fun that was it i'm sorry that was the final speaker okay all right now move on to item two action items we're not the only action item item 2a1 elementary and secondary school

emergency relief funds expenditure plans recommend the board of education approve the elementary and secondary school may i have a motion so moved so i can't move for october 28th mr now you have not been uh acknowledged we have the light system on mrs garnier's light was on previously we have a motion on the table uh with a first and a second this is

gagne uh yes that was the fourth open for discussion um i brought up the october 21st 2021 proposal because there's a middle ground between this proposal and what was discussed on uh tuesday and i believe it's important to reflect all parts of this process so i'm about to read a very lengthy list of amendments that reflects much of the

conversation from tuesday and actually much of the changes from tuesday with some amendments i do think it's important to recognize that there were priorities set through a variety of processes and so this is my attempt to sort of bring all that together address the mental health and some of the things that are needed as well as preserve

their priority around technology i think we can provide mental health services and also you know be a 21st century school district i don't think those are mutually exclusive um so i moved to events uh the october 21st 2021 so3 proposal as follows um amendment number one is under strategies for continuous and safe and person learning there is currently a line item on page 9

of this proposal that reads plan alignment lcac goal number one action number 14. the action title is facilities the action description is related to the nerve systems the amendment that i propose would read as follows in order to provide a safe school environment due to the coded pandemic we will utilize the new technologies available to upgrade the existing air

quality systems i.e air filtration air ventilation air purification in previous plans air quality was not addressed and this will therefore expand the previous plans and air quality has become a safety need due to profit 19. in france osha 2021. my second amendment is under strategies for continuous and safe in-person learning the proposed amendment is as follows to

move 500 000 from this line item and create a new line item under the section addressing the impact of lost instructional time this item will read as follows plan alignment lcap goal 2 action 23 action title family engagement center the action description will read as follows provide information and assistance to parents and families on how they can

effectively support students by adding two hours to the existing district community liaison in order to create a full-time position to provide more trainings that are not currently funded by lcac this action will provide extra hours for the existing staff such as teachers counselors and community liaisons who will facilitate workshops outside of the contract day to address learning loss and mental

health additional workshops will also be contracted with qualified providers this expands the current lpap since it funds a coordinator who will oversee this action in parents math 2017 the planned esser expenditure for the parent engagement center is five hundred thousand dollars my third amendment amendment number three same initial line item with facilities the proposed amendment is as follows

move three hundred thousand dollars from this line item and amend the budget for the following line item under the section addressing impact of lost instructional time as follows plan alignment is lcap goal 2 action 17 lcp page 33 the action title is achievement chino chino human services and additional providers the action description it reads as follows and the lcap is

actually providing individual counseling services through a contract only with chino human services that was principally directed for k-12 a duplicated student groups this plan will extend the amount of support offered through chino human services and will add the additional support of other contracted providers which were not included in the lcac e.g chino hills counseling house program care soldiers

etc this will offer a wider spectrum of services to more students beyond the unduplicated groups this action will expand the supports for students social emotional development as it relates to gaps associated with the pandemic and to improve student academics and connectedness in parents williams white and kelly 2011. the current planned expenditure under this was 401 443 this amendment changes that 401 thousand

443 dollars to 701 443 so it adds 300 000 to the plan that was indicated on october 21st finally amendment number four under strategies for continuous and safe and personal learning back to the same line item regarding facilities the proposed amendment is as follows move one thousand one million excuse me one million forty dollars from this line

item and amend the budget for the following line item under the section addressing impact of lost instructional time to read as follows plan alignment lcap goal 2 action 3a lcp page 31 action title multitude systems of support behavior ntsb the action description is to increase the current action description is to increase the number of k-12 intervention counselors by 10 or

more than previously allocated in the lcap and hire a coordinator mtssb to provide support to all school sites support mental health engagement and monitor the social emotional well-being providing materials and resources to support mtssb and restorative practices in parens with education center 2021. the current planned expenditure under the october 21st plan was 1 395 486. my amendment will change this as follows

increase the number of k-12 intervention counselors by 18 or more than previously allocated in the lpap and hire a coordinator for mtssb to provide support to all school sites to support mental health engagement and monitor the social emotional well-being provider materials and resources to support mtssb and restorative practices in friends swift education center 2021 and forensics it amends the planned amount of

expenditures for sr 3 to 2 435 486. this increases the number of counselors from 10 to 18 meaning we have an intervention counselor on every single school site and that's the end of my amendments okay um what i think we'll do we're going to take each of these individually now correct with a discussion technically you're supposed to take each

amendment separately because for example one board never may agree with one but not the other yeah you know i wanted her to just get him out there we're going to go back and discuss each of them individually now so we have a motion for the original october 21st plan she's correct and so it's on the floor we have

four proposed amendments we're now going to go back and discuss discuss each amendment item i'll take a first and a second to put those amendments on the floor and we can talk about those and then we'll take a vote to approve those whether or not they will go to the october one and then we will vote on the

whole thing yes or no yeah well before the discussion i like to uh i put my light on because i want to have some questions answered okay her light was on first and yeah and then i'm yeah that's where we're gonna go will your questions fit into these amendment questions uh well i think you could teach about the

whole process i wanted to have uh our staff answer what the young lady said and her concern about the whole process okay why don't we take these amendments first okay and then as soon as we're done with the amendments uh before we vote on everything it'll open back up for full discussion before we vote on the entire

plan that's been amended okay let's do it that way okay so we're now going back to this question yeah you know dr employee because this is a serious matter of a budget that's millions of dollars i want every i want people to really discuss what is actually going on so when these amendments come i want dr parker anybody else bring up because i

want to understand fully of these amendments full-blown so so we could imagine this is a study session now because it almost behaves like a study session now i need to understand because of the things that were presented it's just too much so let's imagine this is a study session and let's take it baby steps because i really want to know because

because we had like like dr grimfield we had every committee coming feedback survey it was tabled and then uh people discussed things and then you worked on it and now more stuff so it's really complicated now because i'm confused so now we're gonna make it as a study session so you may be confused after part because there's some new stuff that you

need to handle but obviously this needs to be um done by friday so we'll be here as long as we understand these things so let's take it as slow as possible so each and every one of us understand exactly what's going on yeah that's not a that's not a problem we'll go we'll go through all that all right okay

uh mrs gagne um i basically no no listen i'm not concerned i want to hear from these people all right mr cruz i don't know why this is contentious i basically took your request from the october 28th proposal my first amendment is my proposal from tuesday which is to edit the language which i thought was a completely fair

request and i thought the woman that came in here and suggested it made a very salient point that's amendment one amendment two is the family engagement center and that's a five hundred thousand dollar influx into the family engagement center also reflected of something you've requested amendment three is adding in three hundred thousand dollars to supplement the chino human

services and additional counseling services again something you've requested the only change in these amendments is amendment four which is where i moved money into the line item for intervention counselors and instead of going with 31 i did my homework and figured that we could add 18 of these and have one at each school site so my first three amendments to one is

the one i made on tuesday two are things you requested on tuesday the only one that deviates at all is the fourth amendment can i be real honest with you i'm a simple man and sometimes the way you talk you talk like a roller coaster like i'm on some roller coaster and the things you say i have to like i have no

idea sometimes what you say because you talk really out there and let me tell you our priority is the kids that is the number priority and so that is what i'm looking at and i still want 31 kids because they deserve it here's what we're going to do we've we've listened to all this now we're going to go back and discuss

each one of these proposed amendments individually so if you have questions or comments or concerns about the amendments that we're discussing at the time that will be the time and place as we get to it to discuss that particular amendment so moving on now and this is again related to the october 21st esther 3 proposal amendment 1

is the strategies for continuous and safe in-person learning do i have a motion to put it on the floor second motion by mrs ghania this segment by mr knock comments questions or discussions on amendment one dr infield did you have a comment uh yeah just the comment mr cruz just because i want to make sure that you understand if we go to the the first

amendment either the first um the first plan dated october 21st yes okay so if you go to that one and look at page this section right there okay so that's what that's what the district proposed okay and then it go to the october 28th plan please okay and now turn to page nine on that plan that's the revised one

so mrs gagne requested that we make that language not in on merv but make it more flexible and so we made the changes so what she was proposing in this amendment is that we use that language in plan number two and put it back into plan number one so that's the language that's the difference okay so it's just uh

utilizing technology instead of calling out merv it just says we will utilize the new technologies available to upgrade the existing air quality system so it gives us that flexibility that the board was talking about and looking at so that's that's all that's all that one is thank you you're welcome that's what i needed okay okay again we have emotion by miss

isgania in the second by mr not to uh bring amendment one to the floor do we have any further discussions or questions on this amendment nope mr your lights on but you have no questions no okay uh if not i'm going to take a roll call vote on each of these mr bridge hi mr cruz yes mrs gagne hi mr na aye

and i'm a yes so amendment number one passes with a five zero vote moving on now to amendment two under strategies for continuous and safe in-person learning may i have a motion so move second motioned by mr nos segmented by mrs ghanian mrs gagne what page number is this on in the october 21st um so this is adding a line

item it's the it's exactly the line items from the october 28 plan so it would just be a new line item under the section what page is it on the page i would imagine we would add this to the end of that table so on page 12 we would add a new line item so from page 9 we're taking hundred

thousand dollars from the line item at the top of the page and on page twelve adding a new line item of five hundred thousand dollars to fund the family engagement center there's just there's no line item right now this is a brand new wine item but it's the exact line item from the october 28th plan and what page is it on

the october 28th plan just page um page 12 item j okay it's identical except for i upped the budget to 500 000 from 300. dr anfield all right so mr cruz if you go to page on the october 28th that was at request by um youth to bring forward the apparent engagement and you asked to bring forward for three

hundred thousand dollars to have a budget of 500 000 so there's already 200 and there's 300 000 so this is the language we added and the difference yes that's what we added based on your request so mrs gagne is bringing asking us to bring that forward but instead of the 300 000 she has 500 000 there so it's actually even more money than

what you requested okay with you guys working on the budget because you're okay with that yeah we put it in there at that request we were able to yeah but it's up 200 000 now yeah we understand that yeah okay any other comments or questions reference uh amendment number two no we will go ahead and take a roll call

amendment number three can you can you provide some page numbers so they can reference it in the yes thank you very much so this is taking mr cruz's item from the october 28th plan which is on page 11. excuse me sir page 11 page 12. it's action title i kino human services so it's page 12 in the october 28th plan

in the october 21st plan it is on page 11 or starts on page 11 ends on page 12. um i took i mirrored mr cruz's request to that number 28th plan so it's the same requests to up that from 400 to 1 000 to 701 dr anfield um on that let me just make one correction on that that that i

believe was mr nas um from the the um licensed therapist and that we were going to add that so that's the 300 000 that i talked about for the licensed therapist instead of putting a licensed therapist at every school we'd rather contract that out so that's what that request is so it's going as mrs gagne pointed out in our original plan we had

it at 400 000 it takes it up to that 300 thousand to the seven hundred thousand understood okay so the five hundred to one what happens we're not there yet oh okay we're just on on this one this is mr naw's request comments questions or discussions on amendment number three before we vote saying none mr bridge hi

mr cruz yes mrs gagne aye mr nah aye i'm a yes amendment number three passes five to zero moving on now to the last amendment under this plan amendment number four under strategies for continuous and safe in-person learning now i have a motion second motion by mr gnaw second by mrs gonyea comments questions or discussions can you provide page numbers please on the

two-hand yes in the october 21st plan it's page 10 bottom of the page that uh also ends on page 11 so pages 10 and 11 and in the october 28th plan it's pages 12 and 13. thank you substantive difference is the number of intervention counselors the original october 21st plan only had 10 i increased that to 18 so we have one

intervention counselor on each campus dr greenfield so mr cruz on this particular one yeah the district was proposing to do 10 additional counselors to the current staff that we had and then your proposal was to do a 500 to one so using our our current staff ratio that would mean we would add 31 so that's what's in plan

28. so it's still is proposing is not to do as many issues she's proposing to do um at eight eighteen eighteen additional counselors instead of thirty one that would put one at every school site so it wouldn't be 500 to one so it's more than what we're providing what we had in our original but less than what your proposal is can

i say something you know americans there's been 2 400 suicides last year there are so many mental issues that are occurring that we could do we could do we should do as possible as much as we can for our kids our priority is the children the children it's common sense and we had a representative that brought that up

about the difficulty of our kids we know that this is not gonna end it's gonna keep on rolling and rolling it makes perfect sense that we should increase even more 501 the budget was worked out but it to lower it we have to ask ourselves what the benefit and the ratio where the money is taken out somewhere for air quality and

technology versus neglecting our kids that are having emotional issues what's in our head our top priority is our kids these are tough times we had 2400 suicides we have we have to do what is necessary right doctor uh i didn't see who was on first so uh we'll go with mr knot please so so i have a question uh why it wasn't

uh 500 to one was not validated on this proposal dr enfield it was mrs garnier's amendment if she'd like to respond oh okay okay yes so one of my concerns and i think this reflects a larger theme is that we're trying to engage in an engaging process and the reason that we're sitting here is because there were people that wanted to further

give their input and we allowed for that and we reflected that so we have now engaged and engaged and further engaged and that's where we're at but we did go through an entire process and regardless of covid we went through a process where three priorities were identified and across the board in almost every single methodology that we use to get

engagement and feedback three things were identified we would have gutted indoor air quality which means we would not be something that impacts every single student our students with asthma our students with health problems so cove it aside like we that's what the community wanted that was one of the three needs and we've had an ongoing conversation about

intervention counselors and all this is saying is that we're going to make sure there's one at every school site this doesn't preclude us from under other funds that we receive this has been ongoing conversation i mean the intervention council conversation is not new and so there's nothing stopping us from making a commitment that once we have one at

every school site if there's a demonstrated need at these school sites that they're saying look one counselor is not enough just dedicated to mental health then let's go back and look at what school sites actually need the additional mental health intervention counselors so that's why i made this proposal because i think that one thing we need to do in expanding these mental

health dollars which are crucial is see if this is meeting the needs maybe this is not meeting the needs for the students once we implement these counselors we may find out that students have other things that they want or need and actually mr noff i thought your suggestion of the centers was great unfortunately we can't fund it with

these funds so i think that i would like to get a better handle on what the students and their parents need on the ground and so while we can throw a bunch of counselors at the problem i don't know that that is the best result but further we the community did voice their opinion on three different issues

and i think that by funding the family engagement center in a true way makes a commitment to engaging parents i think that funding more support for chino human resources or whatever else again we are now increasing that budget and making sure we have more of those resources but i don't want to send a message to the community that

when we go out and survey you and engage you and you prioritize things we basically tell you one of those things means nothing to us so i don't want to unilaterally gut something that the community said was one of their top three priorities and that's what we would have done we would have gutted the indoor air quality budget to the extent

that we would not be able to do any improvements and that's my concern i have a comment mr noplus yeah i don't believe any of the students would be disappointed if we would allocate one counselor for 500 students every year every single semester they have hard time getting scheduling and having an appointment on time with counselors having the right classes

especially when you look at the the high schools in junior high school setting it's it's horrendous the counselor stays 9 10 in the night sometimes they go home and still work on those things so when you would ask students so is it upsetting you that we're going to have 500 to 1 counselors to serve you better no one would say no to that and by the

way all these engagements that we have been talking about for last i don't know a year or two it was just a talk until we had our parents showed up today when i went to a high school this staff member came he said thank you mr na i said i didn't even know him too much i mean

couldn't tell because he had a mask on but he was a staff member he said thank you for listening to the parents i said what do you mean i watched the youtube meeting and you listened to the parent group that were presented there i said oh it's common sense it's there about the kids and and so am i and he

said let me tell you mr na i just spoke to a student here in our high school but thank god okay here's a girlfriend out of school district not art school district other school district committed suicide with od so of course this boyfriend he's all in pieces right now so he needs to comfort them and then when he watched the meeting and i guess

the our last session too he had i mean he was so hopeful that we're moving into right direction because of the presence of our parents the parent engagement center we've been talking for a year too but it was never an issue with this grant until the parents showed up and spoke to us and those surveys we have done

you have seen a parent who had testified telling us there were items that were set in stone and they thought and you get to choose a b and c d so i think our district has to be fluid our district should be working as a booster a club for all of our students and so i still believe

500 to one counselor is reasonable and it is necessary for the kids go walk onto a high school campus and and you can ask anybody whether the secretaries or security guards or anybody do you think our students deserve more counselors so that they could get classes and they could reorganize their uh their plans if it was necessary many

kids they have to stay output for well a lot of times they're told by the end mean don't call us until third week after two weeks it's too late you're setting those classes and you cannot fit in your schedule right and there's some things going on you cannot change any schedules because we have what shortage of counselors we

have shortage of staff members so i still think the 500 to 1 is a good number did i say something mr cruz yes you were next channel hell's close to 3 000 ayala probably has close to 3 000. so one um um like i said 2400 suicides and there was probably 546 deaths of covets of people under age of 17.

dr anfield i want to ask you some questions about the three things technology emotional and um air quality um technology did it affect fully funding is it what is it still funded yes it's still funded in in plan uh the first plan and in the second plan um emotional learning that's fine the air quality was that fully funded to begin with or

was it or i don't know in in the in the first plan it was not fully funded um there was still a a few i'm trying to think i think it was oh 13 i think it was 8 million it was eight million short because we told the committee that we may not have enough funds to fund all of

those because we were using esser iii and sr2 to fully fund the technology to fully fund the mental health and then what was left over for number three we would fund as much as possible so in in the the two plans um it is not fully funded in in both of the plan uh october 21st and october 28th

so has anything really changed the plan since all these surveys and meetings and what has happened on tuesday did anything really change from last thursday to tonight from everything in general of the input that we received and so forth the priorities are still the same right number one is is technology two is emotional and then third is uh

um how's it change the plan does it has it changed though those are the the top three order is what the what almost every group that took the survey had had them in in those were the top three it may have been in a different order for different groups but those are always the top three uh another question um pbis

that because usually it's very integrated of i would suspect the emotional support would be involved with the pbis is it going to go right down to the school site based on the the plan and and the plan number one it stays it's a district uh pbis it's all part of the mental health uh plan in in plan number one and plan

number two the one for october 28th that was going to be uh delivered at the school site is that still going to happen not if you approve plan number one that's the the difference between these two plans and the big part of that was communication i mean the big part that i heard a lot was communication we need new communication

because we felt that there was a lack of communication you would think that bringing back uh bringing bringing back pbis the emotional you know because because pbs has been here for years you bring it back to the school site so you would have more of communication and feedback coming from the teachers principal but that's not the case then

it's going to still be top going to the bottom yeah it'll be a district it's i'm a systems person so it it be in that system so you make sure that all the schools have the same type of services being delivered and it'd be really wise to make the sites more autonomy because um what do you feel about that

you think that would be a good idea because we're bringing emotional p emotional um counselors at the school site you would think that pbis would be better off to be at the responsibility at the school site because you're going to have better communication feedback and i think that would be more effective than it's still top i i believe mr cruz there's pros and

cons to to both of them and so it just depends on your your thought process on it some people may see from a systems perspective and being in a large district that you want to have a system to ensure that it's consistent across all your schools if you don't do assist in in the the con to that is a school site doesn't

have that that flexibility to address some of the different services now if you go to where the school sites have the full control over that then then then again in the system it's not going to look the same at every school and so some schools could be some doing something different and depending on each school it would look different and

could look different and the the level of services could be drastically different and not the same at all the school sites but it gives you a little bit more flexibility so it depends on what somebody is looking at so that again um some people would see that as a plus some would see that as as a negative and

that that's a good thing dr infield because obviously if it's different for every school site is because there's been feedback and communication within the community of that school site so i would suspect that it would be different from each school site and the reason why i bring this up there was an emphasis of communication correct dr enfield

i mean that's what i heard last board meeting right is that true i i just got it out of my head yeah i'm not sure on the question mr communication because there was a lack of communication you know and we need to address the communication and you know what works what doesn't work you know we need feedback

you know like an assessment before an assessment afterwards you know because we lack that you know we i believe we have that in our in the district's model for pbis we have a lot of people i'm not complaining okay okay i'm implying about the board members the board members discuss about communication yeah they're there okay that was true

there was i'm not too sure exactly but what i felt what communication was about it wasn't clear enough and we're not doing a good job and so i said to myself well if you have emotional people at the school side because people have such a powerful part of the emotional side it should be at the school side is there any way we

can embed that well actually it doesn't really matter because i honestly feel that we need a lot of emotional support for our kids so it doesn't really matter go to the second stage that it's just gonna drop down we're still in conversation with our student reps through my superintendent council we're still working with them on providing the specific areas that

they're requesting so we're going to continue to work with them because we want to provide you what would i like to for our students what they're looking for and so we're going to continue that process mr cruz also there's another thing that young lady brought to our attention about this whole thing that we're pretty um she said something i wrote it down

making sure that there's no enforcement of mandate of vaccines is that correct she brought that up is that true she brought up the idea that that whatever we're doing within this this stuff will there be anything enforced mandate of vaccinations you know i have to have respect for her because she's thinking i wasn't thinking that way so

we want to know an answer okay so right now the governor has proposed and has shared what his plan is and his plan is that kids 12 and older would have to be vaccinated however in his proposal he allows them to opt out for medical or for personal reasons so based on what the governor proposes it that wouldn't

be necessarily a mandate in the sense that if somebody doesn't want the vaccination based on what the governor the governor has i just want to say one quick thing no no what what she wouldn't know if the grant was relocated oh the enforcement yeah that's what we want to know is the grant does the grant have anything to do with that vaccine uh

mandate vaccination the grant that we're doing no no this does not have anything to do with that well 31 as many as we can to help our children you know because these are tough times i can have vote 1918 you know my good conscious tells me that i won't be able to sleep tonight so i gotta vote no on this one

mr bridge please thank you first of all i need to preface my comments by saying that no one on this dais cares more about students than i do and no one on this dais has taught more students than i have and my wife and her 40-year career has taught more students than any of us this is a good plan this amendment is

the reason this amendment is okay for me is the fact that we're going from 10 to 18. we're not going backwards we're going forwards and i look at this as a start it's not going to be you know no but i i've looked at school budgets and i said this the other night i've looked at school budgets for the

last 30 years mrs chen can tell you we don't have an endless pot of money i heard that over the years many years that we we don't have an endless pot of money so we have to use we have if we can get to the 18 then let's look at the next budget study session see if we can get there the thing that works

for me is that we're going to have one at every site i don't know if people heard that so with that uh i'm going to support the amendment mrs gagne so what we're not discussing tonight is the school site expenditures that the school sites came up with and basically we have upheld that process they are jumping at the bit to start like

spending that money and getting things happening that the school sites on their own decided should be their school site plans with the esser funds and so it's important that we pass this because that's also another part of the process we will get these funds very expeditiously and they are not tied to enforcing a mandate as soon as we get

these funds we are going to be able to hire more employees at the parent engagement center we're going to be able to offer more counseling resources and we're going to be able to hire the additional 18 school site intervention counselors that we need to to make this happen i want to make sure that as we're adopting this though that i don't just

look at these counselors as three-year counselors i look at them as employees i want to keep on sustainably past the three-year grant period so i'd rather make strategic hires that we know are going to stay there for our students rather than inflate it and take something away from our students later on so that is the core of my concern

the rhetoric about people caring or not caring about children on this diet is really unfortunate because i think every single person here in this room cares about kids or you wouldn't be sitting here right now i think everybody in this room employees parents board members our sro everybody here cares about kids and so that's why we're all here right

now so you know my concern is that this is sustainable we have needed these counselors on all school sites and i also want to make sure that these counselors are actually providing the mental health services one of my concerns is that you know there's lots of needs on the campus at any given time i don't want these these counselors being pulled into

other things and not being dedicated solely to mental health and that's the other thing that i wanted to address here so i just want to say that i think this accomplishes um direct requests from the community um in the process before last week i think this this reflects direct request from the community from tuesday and i think this is very fair and

balanced mr naught please well we're talking about the kids i here in the audience anna she's a director of our spaceship i think she cares about the kids more so than anyone else just especially special kids and and you have to go with their parents and your whole department so really appreciate you uh it's a very difficult job and

but you guys are doing it uh with uh really big hearts and so thank you um yeah we love all of us love kisses all of us love dogs or puppies but you know there's a priorities that's a difference uh you know so i wish that everybody put the children as a first priority not just liking them

but again uh if this is what a step that we need to take to reach out to what we need and in a permanent basis i'll support this amendment for now because i'm sure our staff had worked tremendously especially dr park really uh thank you for late revise and just something unheard of i talked to many other school

districts this is like first time matter of fact in probably first time in this school district ever happened about the grant and having heavily having it tabled and having discussions and getting all these inputs or live inputs and what is essential and we're moving forward to that so again i'd like to thank the parent group without you i don't know how we

be smart or smarter so uh thank you uh but you know it's all saying anybody depends you know no matter what the ages are the young lady in the back you know she was really concerned about if this grant was related to the cdc vaccination mandate now we find out it doesn't so we would apply for this grant

to serve our students and personally i will fight to the till the end forced vaccination for our children who are innocent and who are who are not getting sick and then even with the vaccination there's no guarantee that it will prevent covet 19. so so i can assure you that we heard it from our staff members it's

not related and we're going to vote for this grant and serve our student body thank you mr cruz yeah you know i i apologize for my behavior you know today you know i was walking down the hallway there was a kid crying i you know i approached him and i tell you come come to the library pick a book

and meet his day i just um it's just the idea that our kids you know it's so difficult for these kids right now it's just so difficult they have never experienced the idea of not going to school the trauma they've been going through it is paramount this generation there has been trauma in their lives and um i just thought way

what they're going through obviously it's tough it's tough what they're going through and it just makes me it bothers me it really bothers me inside i just want them to have fun to have a normal life like like i had when i was a kid and i think parents know that they just want their kids to have a

normal life just a good life but but man the kids are struggling so i'll i'll vote for it too it's it's better than anything you know but um yeah our kids is our priority so yeah thank you one more question please one more comment towards the young lady in the back yeah uh incident about the navy seals

uh court-martialed uh this is disgusting uh probably has never happened in any of the countries but it's happening now and and as i have spoken before people say common sense is not common anymore but you would watch our parents that who care for you your mom that who brought you here they care for you and guess what through this parent engagement i

don't know they got 1200 members i want them to be worth 10 000 20 000 and guess why because our parents and yourself have common sense we just have to voice it out and walk the talk and i think this is a victory for for our our children what we're doing here but we couldn't have done without having

the parent to input and but it's going to happen and and you watch all other mistakes our generation had made or or lack of you are going to make it better that's your job so i thank god for your wisdom your understanding and continue on and i i want you to be a servant leader in the future

such time like this you've been appointed to come here tonight there's no other children speaking but you're talking to us appreciate you thank you you know doctor i just have one one question to start with and if mr right out if you don't mind um the 18 uh intervention counselors i'm assuming um not knowing all the credentials and certificates so go into

that that that is a specialized position yes it is it's a pps credential okay is are those 18 positions going to be hard to fill because my concern is that we're tying up resources it could be money that could be put into other resources if we're going to have a hard time hiring 18 people but but as we fill those we'll

prioritize the schools so we have larger schools that we would we would feel we have smaller schools um that we are sharing at the elementary level so we'll strategically look at that as we move forward with filling that but even in in the good and good times mr shaffer whenever you hire a large group of any any group there there always is a a

difficulty and i understand that my concern is that once we approve this those funds will be allocated towards those spots and they won't be those funds then won't be available for other resources is my point that just concerns me a little bit because if if it takes us a while to hire those 18 people what could we have

used that money for uh mr nod your lights on again yeah yeah yeah i have more confidence as i have spoken with anna about attracting more great teachers to our school i'm sure if you know california what's the population in california and then we're talking about 18 people and whether they're so professional or needs a five doctorate degrees i'm sure

we'll be fine able to find 18 and if if you have a hard time finding them yeah i'll pitch in i'll be a headhunter for you so don't worry um mr cruz you know i have to thank the groups the parents that stood up and talked to the kids and thank you for the for you guys good

job this is gagne uh it seems that we have consensus and we need to get this grant proposal in so i would ask that we call for a vote any other comments or questions from the board nope mr bridge hi mr cruz yes mrs gagne aye mr gnaw aye i'm a yes motion amendment four passes five zero i think pat we need to go back
