UNKNOWN 0:01:53

well-being in our schools we offer a multi-tiered continuum of support that is inclusive of behavioral and emotional supports that ensure that all students are benefiting from and are able to engage in their learning this includes a proactive team approach that allows our experts to identify and evaluate targeted and multi-layered approaches to address students needs in our framework

UNKNOWN 0:02:30

social emotional supports are prioritized through a tiered prevention framework that you see that you see above with an integrated mental health delivery system the framework relies on evaluating student outcomes to continually improve the experiences for all of our students tier one represents those universal approaches that are available to all students and most students will positively be able to respond to those universal

UNKNOWN 0:03:00

approaches there will be some about 5 to 10 percent who may need targeted tier 2 support beyond those universal approaches tier 3 will be necessary for less than 5 percent of our students who may need additional individualized social emotional and behavioral supports with intervention with additional supplemental funds we received we have been able to expand our comprehensive system of support for

UNKNOWN 0:03:36

behavioral health and wellness on the left you will see the services and supports that we continue to make available to our students and the expanded staff and services that are also available on the right through supplemental funds we have received in the next part of our report our leading experts anna ingridsridd our director of special education shelly mcreynolds our coordinator of

allow schools to customize and individualize to respond to students local needs based on the mental well mental health awareness that they have brought to the table good afternoon or good evening i should say the development of the district-wide student mental health and emotional well-being has taken place over time prior to 2012 the district provided mental health support to families

UNKNOWN 0:05:08

and students mainly through contracted agencies as well as to our school counselors and school psychologists at the time in the 2012-2013 school year the district conducted a needs assessment looking at overall behavior data attendance and discipline information and determine the need for providing additional support to our students we had staff attend the national association of school psychologists

UNKNOWN 0:05:32

conference in washington dc at the time and the staff brought back information regarding tiered intervention for academics as well as behavior that was not yet part of the california framework for schools we established contract with a couple of leading national experts to support the district in developing the framework for intervention district staff worked on developing a program and created several

UNKNOWN 0:05:55

positions that were new to the district so on to 2013 2014 the initial launch this was the first level of hiring of staff for the program that started with one intervention counselor and that counselor was hired to support the first three elementary schools who agreed to pilot the program this included training for staff and the implementation of the referral process

UNKNOWN 0:06:20

and the social emotional learning curriculum the behavior intervention program was also established and it included hiring of five arms therapists and two behavior intervention specialists along with the support staff the district also established a crisis response committee developing a screening process and support for students in crisis the district provided professional development by the national expert on tiered intervention and mental health

UNKNOWN 0:06:45

support with other districts attending to learn from us we quickly as chino valley unified school district became a model for other districts with numerous districts actually visiting us and learning about the tiered intervention that we were piloting and implementing in our schools during the time period from 2013 to 2014 school year until 1718 school year schools were slowly onboarded and the

UNKNOWN 0:07:09

district provided numerous professional development opportunities and coaching and keep in mind we started with three schools we added a couple of schools each year until we had fully implemented the program k-8 during this time we also established intervention teams and utilized formal process to determine the levels of intervention individual students may require in the 2021-22 school year additional

UNKNOWN 0:07:33

staff included one counselor preschool site and additional positions for associate therapists as well as he also hired an additional behaviorist to guide the work that we have we have a district leadership team and school level teams the district leadership team is needed to lead the assessment process and action planning process this team is made up of our

UNKNOWN 0:07:54

superintendent the district and school administrators and mrs walker our act president the objective of the team is to increase capacity in three primary areas training capacity coaching capacity and evaluation capacity the next slide has an overview of the various services available in in the district and in our system of support we have a comprehensive set of programs and

UNKNOWN 0:08:22

services to support students mental health and well-being we currently have 103 staff members and several outside agencies contracted that are related to mental health support for our students this slide depicts the various tiers as well as the programs and services within each tier we will now take some time to review the various programs and services available in the district

UNKNOWN 0:08:55

good evening in tier one eighty percent of students do not require supports beyond the tier one universal approaches tier one universal approaches are embedded and consistent for all students by all staff throughout the school day as part of the school culture school-wide universal approaches teach and support appropriate behavior expectations through positive behavior interventions and support or pbis

UNKNOWN 0:09:28

pbis is a proactive research-based approach schools use to support positive school culture that increases expected appropriate student behaviors the focus of pbis is prevention not punishment at its heart pbis calls on schools to teach students positive behavior strategies just as they would teach about any other subject including reading or math throughout the school day in class at

UNKNOWN 0:09:57

lunch or on the bus students understand what behaviors are expected of them everyone learns what's considered appropriate behavior and they use a common language to talk about it according to research pbis leads to improved student behavior improved attendance and improved grades by establishing expectations teaching expectations providing positive reinforcements and recognition establishing restorative consequences that then support a positive culture and

UNKNOWN 0:10:34

community mtssb counselor interaction and support is a universal approach that is available for all students intervention counselors are master level professionals and credentialed with a pupil personnel service credential in school counseling they focus on supporting students and staff throughout the tiers by targeting students social emotional learning and behavior needs collaborating on supports and monitoring progress they conduct staff trainings on social

as an additional layer of support for our community the district has partnered with care solace on an online 24 7 web-based service that helps individuals find and coordinate mental health care providers and substance use treatment centers above and beyond the school site supports parents students and staff can access support confidentially for themselves or for others since the time we began this service for

UNKNOWN 0:14:11

our school community in february of this year we have we have had over three thousand two hundred exchanges which may include initial referral service and follow-up communications in tier two typically five to ten percent of the students access targeted tier two supports beyond the tier one universal approaches tier two services may be needed beyond tier one universal approaches

UNKNOWN 0:14:48

tier two is a team-led approach that includes the administrator intervention counselor school counselor school psychologists teachers family representatives and the student when it is appropriate parents or guardians are an active part of the tier 2 process that includes the initial request the tier 2 team assessing students needs and assigning the supports and the student participating in the intervention while

UNKNOWN 0:15:20

their progress is being monitored not all of our parents access the services when offered for various reasons including they often seek private services for their counseling or the counseling services can conflict with the student's academic time only about half of our parents agree to implement targeted two services tier two targeted supports are research based and led by intervention counselors

UNKNOWN 0:15:56

they include coordination and delivery of data-driven evidence-based interventions and coordination of the referral process to other services including community-based partnerships tier three is the district's most intensive tier of intervention um in this tier we provide individualized supports to support the mental health needs of our students as mentioned less than five percent of our students need tier three services

UNKNOWN 0:16:38

this is a team-led approach to help identify the targeted supports for individual students team members include an administrator intervention counselor school counselor school psychologists teachers family representatives and students when it's appropriate school sites collaborate and work as a team to utilize and coordinate the services that are available at tier three they provide data-driven evidence-based interventions and these include an

UNKNOWN 0:17:12

individualized student behavior plan school of classroom collaborations curriculum-based small groups as well as curriculum-based individual sessions the tier three team can also coordinate that referral process for students requiring additional supports to our community based partnerships as well as to chino human services kerasolas our cvusd behavioral health center as well as the hope program our behavioral health program

which focuses on suicide and homicide awareness and response and as a district we are one of the first to offer this level of extensive support to ensure the safety of our students in the event that a student presents with a suicidal or homicidal ideation we have a dedicated team of professionals who are referred to as first responders

UNKNOWN 0:19:48

who are trained annually to conduct threat screenings and these first responders include our school psychologists all counselors our district nurses and our school site administrators our process includes use of evidence-based school assessment threat screenings and assessments which were developed by multiple institutions including columbia university and based on a student's specific needs our process may also include collaboration with our community crisis

UNKNOWN 0:20:20

response team and our school resource officers in addition we have an established district crisis response committee who meets annually to discuss and review data which allows us to continuously improve our process to ensure that we're meeting the ever-changing needs of our students as part of our district's crisis response process we ensure that our staff are prepared and equipped to

UNKNOWN 0:20:48

respond to students in crisis by providing suicide awareness trainings these annual staff trainings include information which focuses on prevention intervention postvention and re-entry for our students this also includes professional development for our staff and first responders which is provided yearly as well as suicide awareness presentations provided for our parents and our guardians so that they can be

UNKNOWN 0:25:20

monitored annually next i'll discuss our district's brief academy and brief stands for building respect independence excellence and family this program provides intensive intervention supports to our students who present with significant behavioral needs and this academy and specialized level of supports is one of very few classroom prevention or intervention programs in california a referral for brief is discussed by the

UNKNOWN 0:25:50

iep team and it is a school day program for students in kindergarten through third the supports provided by our brief academy staff includes behavior intervention services educationally related mental health services second step social emotional curriculum social skills trainings sensory support and intensive behavior support and training for our parents and student iep goals and progress are monitored while these students are in

UNKNOWN 0:26:16

this program through data collection through analysis of that data as well as regular collaboration among staff and families to ensure the needs of these students are being met and supported including a student voice to better address the well-being was a critical component to us through the sag the superintendent student advisory council it is represented by student leaders

UNKNOWN 0:26:52

from every junior high and high school student preferences interests perspectives were listened to and acted on we met regularly throughout the year with the goal to support our students in developing their school level plan to improve mental and emotional wellnesses on their campuses these what you see in front of you represent four meetings of the six meetings that we have to focus on

UNKNOWN 0:27:21

addressing school-based mental health and wellness meeting one students identified mental health services as a primary need at their schools as a result schools were to administer local school survey to obtain feedback and additional supports needed to address mental health meeting two district personnel reviewed all mental health and wellness programs and services and tiered interventions available for all students

UNKNOWN 0:27:54

based on the survey schools identified their top two areas of need to address mental health meeting three schools drafted a smart goal to create a tier one mental health support at each school site meeting four schools were provided feedback on their smart goals students were to take their smart goals back to their principal for discussion and revision

UNKNOWN 0:28:22

now we will look at three different student developed smart goals for their particular school site and a smart goal is simply a goal that is specific measurable achievable realistic and timely this snapshot of the school smart goal that was created to improve student wellness and the school climate through the use of community circles the students defined how they would

UNKNOWN 0:28:51

measure their success and included steps on achieving their goal at a different school their smart goal was to promote a mental health week for the purpose of promoting awareness of all school and district resources available to all students as you can see they also defined how they would measure the success of their smart goal with action steps necessary to attain or to achieve

UNKNOWN 0:29:23

their goal and finally in our last example this school wanted to gain the entire student population's input on how the school could better improve mental health on their campus to accomplish this they would meet with the site administration to discuss the posting of a google form to ask students on methods of improving mental health and emotional well-being

UNKNOWN 0:29:48

at their particular school site we are proud of our students in taking a role in shaping mental health and emotional well-being at their school that concludes our presentation to the board thank you thank you well dr park i'd like to thank you and your team for a very thorough presentation i think this is a great benefit to the community to know all the

UNKNOWN 0:30:14

services that we provide uh board are there any questions or comments mr schaefer thank you and thank you to uh everyone for the presentation tonight against this um just had a couple of quick questions the referrals are done through the specific school sites or the different school sites are we also promoting what services are available as a district and are the schools

UNKNOWN 0:30:45

putting out the information or is are they just putting it out to the targeted people they think need the services some of this information can actually be accessed through our website on our website we showcase all the available resources that we have school sites also proactively communicate the resources that we have through their school site council pta meetings elac at all of our

UNKNOWN 0:31:09

family events when it is feasible we do try to do a proactive approach in communicating the great resources that we have okay and then the brief academy the brief program how long is that is it is the length of the program does that vary by the students needs that is correct it's intended to be a short duration of

UNKNOWN 0:31:31

time that allows the teachers in the program to be able to assess the triggers of the students and also to be able to allow time for the teachers to be able to provide guidance lessons to the parents so that the parents can also be an active part in their in the educational process and the brief academy also um

UNKNOWN 0:31:52

allows for transition so that the teacher at the academy can provide transition with the general ed and special education teachers at the students home site how about how many students have we had participate in that program i will let ms gomez answer that we currently have six students in the program and we have had students that have

UNKNOWN 0:32:20

exited the program because they they have successfully responded to the supports provided in the program and they've been able to successfully transition back to their home school and be successful at that in that setting okay have any of them had to come back and repeat the program or attend the program a second time around we've actually had one or two students that

UNKNOWN 0:32:39

have had to return because we have to keep in mind you know there's so many other factors that um really impact whether or not the student is able to be successful within their setting these are extensive supports that are provided to these students and then within those transitions and the goal is always to get them back in the least

UNKNOWN 0:32:55

restrictive environment okay that's it thank you very much mr cruz his lights are mislabeled mr noll yes or not okay yeah uh i'd like to thank anna and that team we got a great department there i visited often and see you guys working with our students it really uh it was a heartwarming experience every time i visited your office and i'd like

UNKNOWN 0:33:21

to thank all the staffs working in there it's very tough job but you're making it every day more smiles for our students so thank you my question is when i walked in campuses i often see our staffs especially intervention counselors oftentimes they would introduce themselves to me and i see them running around all the time on campuses in junior high schools and

UNKNOWN 0:33:52

high schools how many intervention counselors do we have for junior highs and high school so each junior high school has one junior high intervention counselor in addition to that they have another one fte of a k-12 intervention counselor so every junior high will have two counselors one which is one which is called a junior high intervention counselor and

UNKNOWN 0:34:22

the second one that's called a k-12 intervention counselor at all of our high schools we range between four to seven high school guidance counselors in addition to that every school has at least one dedicated k-12 intervention counselor and many of the ha many of them have well many of them have two upwards to four i see yeah because i like to see um

UNKNOWN 0:34:53

them as a first line of defense sort of and and i think i would like to have them really uh known well known to the student body as a whole where they're approachable and they're accessible but meaning that it could mean that it could add more work for their workload so we might want to look at other

UNKNOWN 0:35:19

districts and see if we have enough a manpower to meet the needs of our students i think it's very critical because we have site principles we have site counselors but especially with the larger campus many times you will see them not taking even lunch break because they're so busy so if there's a way that we could locate

UNKNOWN 0:35:50

in a manner where we can bring out more services for our students for our intervention counselors i think it's going to help our students as a whole um because there's should be always a room for improvement and and i think it should start with intervention counselor service thank you thank you ms kim no just try project maybe

UNKNOWN 0:36:29

okay that's all right there we go oh great so first of all i just want to thank everyone on behalf of our students our special education department all of our district staff um everyone who came to present today for this incredible presentation and all the supports that we're getting the amount of work and vision that went into designing something as thorough and

UNKNOWN 0:36:48

impactful as this is just incredible so um thank you everyone i have two questions so one of our concerns was um as you know chino hills and ayala are two of our biggest school sites and we have many many thousands of students compared to one counselor and wellness center we also have schools that have maybe 200 students and they also have one

UNKNOWN 0:37:09

counselor in their wellness center and i i was just wondering if there were any considerations being taken in terms of school population um when we're allocating these resources i was also curious about where our funding is being sourced from i mean this year it's probably coming out of our esther funds but starting in the years to come are we sourcing

UNKNOWN 0:37:30

this from our cop funding or some sort of like external do we get a grant or like state funding for it so we do have the district does have a staffing formula for counselors and so we follow that formula to ensure that our high schools and our high schools are appropriately staffed but in addition to that all of our high schools have at least

UNKNOWN 0:37:54

one in the case with gino hills high school chinos high school has two additional intervention counselors ayala also has two additional intervention counselors as well and in our survey with local school districts not only within san bernardino county but crossing the line to orange county as well we have fortunately with the investment with our from our board with our esser

UNKNOWN 0:38:18

funds are the the staffing ratio of the number of counselors that we have compared to local school districts and and again across the county line we have a lot of support available to our students i want to thank the board for your investment in our students we are constantly engaged in our cycle of improvement and i know there's many

UNKNOWN 0:38:41

opportunities in many areas that we need to improve but that's that's the best thing about chino valley in our team which has allowed us to be leaders in what we do not because individually we are the experts or we are the stars but we are willing to engage in that cycle of improvement and we roll up our sleeves

UNKNOWN 0:39:01

and get to work and we have esther who has been an incredible student leader on the superintendent's committee she has taken a great voice and she has been an advocate for our students and through her help we have been able to survey our students i know we wanted a better outcome in the data but through her voice and input we

UNKNOWN 0:39:24

were able to survey our students to really understand what our students needed and the secondary wellness rooms is a direct result of what esther and esther elicited from our sac members so again it was nice to have student representatives to provide that voice so thank you esther thank you mr cruz in your opinion do you think we have

UNKNOWN 0:39:48

enough intervention counselors as of now yes right now we have enough staff we have 22 additional intervention counselors that we added addition on top of other staff members who are directly who are directly working with mental health services at this point we need enough time to acquaint our intervention counselors with the procedures and policies that we have in our district

UNKNOWN 0:40:16

and we need to allow them time to be able to understand the chino valley way and to understand our students and we know that with time we'll be able to accomplish a lot together pretty over well time know there's certain things i think about being proactive especially now and i would suspect there's going to be a homeless increase in our schools

UNKNOWN 0:40:50

and obviously there's economic uncertainty food shortages and all that we must be very proactive in the coming months and in the coming years to help our children to alleviate their stress that they're going to have so with with uncertainties it's so important to be so flexible to see this before we react to it and also another thing too

UNKNOWN 0:41:16

you know the bottom line is that we should always focus what's best for children not what adults think what's best for them but what is best and do what's right even though our government may say otherwise that is so critical also there's another thing i dream about i think there's always been on the mic i think there's one thing i dream about

UNKNOWN 0:41:37

is that within this p by s pbis it would be nice that the whole system gets encompassed by parameter involvement that is a big part that they get trained that they're part of the part of this pdis system and hopefully in november i will start proposing that that parents start initiating going to people's classrooms and doing walk-arounds during lunch time as role

UNKNOWN 0:42:04

models i think that's very critical especially now to have that so thank you and i have to admit you've been part of this for a long time so a lot of this has a lot to do with routine creating this whole system of pbis so you've done a fantastic job so thank you thank you mr bridge thank you you know dr park and seth i

UNKNOWN 0:42:28

want to thank you for the presentation and thoroughness of it uh coming from a special ed credential background along with a single subject background i think the importance of these programs can't be understated and my question and sense was already answered because i remember last fall mr na in our discussion about about counselors was trying to see how

UNKNOWN 0:42:47

many we could add and whether we could find find enough counselors and i too had the 22 circled wondering if we were set or if we were going to look at expanding on that depending on whether we could go in the budget or not and if i heard you correctly we're we're set now but are we open to possibly expanding in the future

UNKNOWN 0:43:07

if things allow we are fully staffed right now with the aggressive support of human resources in a quick time we filled all 22 additional positions and all 22 intervention counselors have been trained at this time it would be premature for me to provide you with a recommendation as to i believe we need x amount more right now we just need the time to be able to

UNKNOWN 0:43:31

build the capacity of our new family members that are that have joined our district and again allow them time to acquaint them to the new processes and procedures and our great students that we have thank you mr na yeah uh just a recollection i'm having i i do remember i'd like to thank their fellows for coming back i've missed you

UNKNOWN 0:44:00

dr grace part two i remember when the days you guys were in principles psych principles and and you guys were actually a comfort zone for our students at your schools i remember they're brought into your uh offices and and you smile you get them smile you give them encouragements perfect doctor grace you give them toys for one

UNKNOWN 0:44:24

completed homework and calling the parents and thanking them and that's how you brought up the school scores up i remember that and i remember that uh you know fellows too you had a parent with great concern and and emotions high and but you were able to calm them down and and matter of fact they became best volunteers for school

UNKNOWN 0:44:48

so that all the students could learn so going back that track you guys are one time teachers too in classroom and we have classroom teachers so i'd like to thank you guys murphy i think you guys are the first line of defenders you guys have gone through a traumas sometimes dramas or something sometimes it hurts personal hurts from your family hurts but you are

UNKNOWN 0:45:12

able to give everything up for our children and you encourage them and then you give have given extra help extra encouragement and actual love and that's what matters with our mental health of our students and you guys have done that so i'd like to thank you of course all the counselors yes we're a team and cabinet members and the superintendent

UNKNOWN 0:45:37

but it has to start with all the adults combined that that you love for the kids not just love but discipline as well if it's based on love it matters for students they would might not remember the facts but they sure remember the feeling and i think it brings will bring them a peace and a safe heaven

UNKNOWN 0:46:07

with their dramas so i just like to thank our teachers and anna our excellent staff department there you guys are awesome you guys are the bright spot in our district so thank you all thank you so dr park first of all i would just like to thank you and your team for all the work that you put in day to day

UNKNOWN 0:46:31

and i'd like to thank you for meeting with me outside of this board meeting to walk me through all of our programs and help me understand the puzzle that is all the great services we provide um first of all i just want to point out that a lot of what we do is very data driven and this

UNKNOWN 0:46:46

team is very iterative and so as things work or don't work they are finding new solutions and so i appreciate that because the needs in mental health change what the district needs changes what parents and students need changes and so i appreciate that we're continually looking at what's successful and what's not and then adjusting i'm also pleased that the investment

UNKNOWN 0:47:05

that the board decided to make in october we're already seeing those services being availed by students and parents and that's really important i think one of the things that is a challenge though and i repeatedly hear this is our parents students stakeholders just don't know what we provide so this evening i think this has been a very

UNKNOWN 0:47:23

thorough overview of what we provide i'd like to make sure this part of this recording i'm sure that people watching might watch our whole meeting but i think that this part of the meeting where you were able to do this presentation and answer questions if we could make that available for later viewing that would be great i think this is a very

UNKNOWN 0:47:41

sort of brass tacks you know overview of what we provide and i think a lot of parents could gain some information out of this on our website though i saw that you had a slide about some of our new programs is there a one-stop shop for mental health services so if i were to go on the site is that presented in a way that

UNKNOWN 0:47:59

it immediately jumps out to all of our stakeholders it's actually it's actually parked in various parts of the website so thank you for that recommendation it would be nice to have a one-stop parking lot where all of our resources are parked we will certainly get get to that so that it's easily accessible to our parents and families

UNKNOWN 0:48:19

and can you provide a little more detail i also had the opportunity and thank um the city of chino i was able to meet with them a couple weeks ago and talk about you know our partnership with the city of chino and the programs they provide on our campuses as well as the referrals that we engage in between

UNKNOWN 0:48:34

the district and the city one of the things that popped out and i want to thank mr cruz for highlighting this earlier is the hope resource center and also our approaches otherwise to homeless youth and foster youth my understanding is that that position currently is not necessarily full-time can you maybe describe what that center does and sort of why that's not

UNKNOWN 0:48:57

staffed with somebody full-time or you know sort of what the vision for that is moving forward i absolutely can but i'd like for sherry johnson who provides direct leadership over the hope program and the great staff that she has not only there but also contracted with the city of chino i'd like for her to highlight the great partnerships and the work that she

UNKNOWN 0:49:17

does with the hope center thank you the hope center is actually staffed full-time we have a full-time coordinator we have a full-time licensed clinical social worker as well as support staff the probably what you're thinking of is maybe the i don't think the city staff or case management is 40 hours a week it's something short of that i'm sure i

UNKNOWN 0:49:45

couldn't tell you exactly but can get back with you about that but the case managers are in the field or at the school sites on a daily basis providing support to families we have our our care closet that has been in full use this this school year that provides clothing backpacks school supplies hygiene items for families um and um

UNKNOWN 0:50:13

we're we're constantly having to replenish so we're always in need of support so um and taking donations so that would be great if if people could donate we do have the mckinney-vento program that's housed within our hope program and we are fully staffed in terms of providing support to mckinney-vento students there is an increase so mr cruz is correct about that

UNKNOWN 0:50:41

so we are actively working to ensure that we provide all the support needed for our mckinney-vento students as well as their families okay thank you mr cruz you know i can remember about you as principal at cover there was a parent within that community and not only that the hospitality that you presented and the service was about the children and those awards

UNKNOWN 0:51:17

that you would present the kids loved it you know and all that that you do and others it's really about sacrificing looking at one looking towards others sacrificing for them so they can do better for themselves in this world so you're exactly right mr not it's very simple isn't it it's just the idea of giving back and that's the beauty of education and

UNKNOWN 0:51:43

many people do that and so i do remember that it's in my head those elaborate reward systems that you would do it was pretty it was pretty impressive and the parents loved it because you were putting your effort into that school where people noticed it and the parents loved it because it was their home so thank you

UNKNOWN 0:52:04

um another question that i had and actually a compliment from a student is around the wellness rooms i had a student email me and say that they have friends that use them or use the one that is existent i know we're expanding though so if you can explain what that is in a moment just so our stakeholders know what it is but the

UNKNOWN 0:52:21

student said that i may not be using it yet but i'm just glad it's there um and so i think that you know just the awareness of these resources is a comfort to our students and our families can you explain what that is though because i know we're that's something that the district is very proud of and

UNKNOWN 0:52:36

is going to be on more of our campuses yes and just to remind everyone that was an inspiration um from from esther who has again been an incredible force on our on our superintendence committee so thank you esther so all of our junior highs and high schools have been given financial resource resources to establish a wellness room under the

UNKNOWN 0:52:58

direction of dr sherry johnson her and her team compiled lists of resources which included furniture from music to pillows to the kinds of seating that would create a sense of calm and peaceful environment for our students in these spaces it would be it could be facilitated by our intervention counselors chatting with our intervention counselors it could also be it could

UNKNOWN 0:53:28

also include high school counselors who could use that space as a safe space to run community circles but the intention again is to reduce the stress to reduce the outside factors and influences so that students have a safe space to be able to discuss and talk about anything that they would like to talk about and my final question is in terms of

UNKNOWN 0:53:51

parent training so the requests that i am getting is that while some of these resources are great for our students i have parents reaching out to me essentially communicating that they sort of feel lost at times of how they on their own can support their students and whether the district provided parent-focused training resources or other parent-focused supports

UNKNOWN 0:54:19

we offer family we offer family trainings through the family engagement center and it's a it's it's really a hub where we have arms counselors we have mental health professionals who also come who can provide training to all of our families this year as this year what we did to better understand the needs of our families we surveyed and elicited feedback from all

UNKNOWN 0:54:44

of our families at each school each school looked at the survey results and identified the top areas of training needs for our families those are actually posted on the access and equity website where schools have identified what those needs are and based on that our access and equity director and coordinator will be working with a variety of professionals

UNKNOWN 0:55:10

that we have within our district to host district-wide trainings along with site-specific trainings mr na yes i did visit one of those rooms at chino hills high school i think it was introduced by our former past principal there and it was very nice it was like i was visiting someone's nice dining room or some sort of quiet music

UNKNOWN 0:55:40

and good light lighting and it was even good for the adults i guess i think we should open that one up for adult population as well at the school not just for the students it's such a such a good good break for i think not only for the students but also for the adults alike yeah and we should be uh flexible

UNKNOWN 0:56:07

uh as a usage goals even for our teachers and and staff members i think it'll be a good idea yeah lifetime is very short you know thank you any other questions or comments from the board seeing none thank you dr park uh thank you team for all the work that you do [Applause] we are now at comments from the student

UNKNOWN 0:56:37

representative uh miss kim testing all right i'll just go ahead well happy thursday everyone good evening i see we have a full house today and i know a lot of you are teachers as a student i know how busy teachers are so thank you all for all of your time in this precious evening so as many of you well as all of us are

UNKNOWN 0:57:03

aware we recently welcomed mental health intervention counselors as well as a slew of other resources to all of our school campuses so to speak a little bit about my experience in chino hills high school we recently welcomed our mental health counselor in the wellness center we're getting her situated it's it hasn't been a super long while so we haven't been

UNKNOWN 0:57:22

able to do a lot of substantial things with her but so far the students i've talked to their responses are overwhelmingly overwhelmingly overwhelmingly positive and i think this is going to be a great addition to our school culture so thank you everyone again i also want to recognize our school counseling staff a lot of them put a lot of work into a

UNKNOWN 0:57:44

wellness center situating our counselor expanding honor current mental health services i've had conversations with a lot of them and they've all been wonderful resources to our students so thank you to our counseling staff i'll also be contacting miss sherry johnson regarding our care closet donations i think our students would definitely have a lot to contribute and i'm sure with the right information

UNKNOWN 0:58:07

distributed we can get a lot more donations in there so i will be emailing you afterwards congratulations seniors on your college and career decisions and four years of hard work so thank you everyone for being a vital part of our school culture being role models for underclassmen and unique emerging visionaries in your communities we are so proud of to have

UNKNOWN 0:58:29

you represent cvusd's graduating class of 2022 and we're so excited to see where we'll go in the future so enjoy the rest of your school year i would also like to share two opportunities first a summer volunteer opportunity for students age 16 or older the rising above disabilities or rad is looking for volunteer counselors at their summer camp

UNKNOWN 0:58:50

so if you or any of your students are interested in this potentially life-changing opportunity you can visit their website at radcampradcamp.org second many of you are aware that we had a student movement against an anti-transgender policy back in november in response to her efforts and the greater issue of lgbtq student safety the california state superintendent tony thurman and his office on the creative

UNKNOWN 0:59:16

they created a safe school bathrooms commit a safe school bathrooms committee that meets regularly to implement support systems for these youth on the state level we had our first meeting back earlier in april i was there with another cvusd student max ibarra who also led the protest as well as a few other amazing students throughout the state and many other

UNKNOWN 0:59:38

prominent leaders such as youth organizations adult organizations state senator newman superintendent thurman et cetera and we're we're looking for more student voice in the committee so if any students who are watching this any teachers know any students who are incredibly passionate or you yourself any adults feel strongly towards this topic please contact me at ekim5 at sdu.chino.k12.co.us and i'd be more than

UNKNOWN 1:00:05

happy to link you with the committee or you can just google california safe school bathrooms committee cde and it'll pop right up finally i'm honored to be joining the california school board association and the association of california school administrators as part of their legislative policy committees this year as the only student and one of two students representing the california

UNKNOWN 1:00:27

student voice i'm looking forward to learning a lot from the experience and bringing everything back to my role at cvusd and that concludes my comments thank you everyone thank you miss kim we are now at item 1e comments from employee representative miss brenda walker a.c.t president good evening president gagne school board members superintendent enfield district cabinet and community

UNKNOWN 1:01:04

one of the reasons i'm here today is to thank you and all of the employees for their hard work and dedication during these difficult times so thank you employees for your extra patience during the period of adjustment while our students are relearning how to be in school how to sit and how to share how to listen how to be respectful how

UNKNOWN 1:01:25

to follow the rules and how to simply get along with each other in these new pandemic environments thank you employees for continuing to give your extra time to our children for tutoring interventions after school activities additional food service offerings extra site management responsibilities and added health safety requirements thank you for your diligence with extra planning and adjustments to your lessons and daily

UNKNOWN 1:01:55

schedules to make sure that the children's academic and social needs are met thank you employees for going the extra mile to provide extras at your own expense in your classrooms in your cafeterias playgrounds sports fields sitegrounds and in order to incentivize the students thank you school board for your extra meetings that go long into the night extra hard decisions that please

UNKNOWN 1:02:23

some but not all and your willingness to endure thank you to all of our dedicated educators for going above and beyond with all the extras you deserve a million thank yous tonight i also came to you for another reason i came to ask the school board to recognize this diligence of our educators and the effects that the

UNKNOWN 1:02:45

pandemic has had on their personal lives oftentimes we take for granted all of the extras that our employees give simply because we are educators and we we tend to give over we tend to over give anyway that is because we care about our students and we want to give them the best but truly our employees need to have

UNKNOWN 1:03:07

their needs met too as we all deal with the consequences of the pandemic please validate those needs as we move forward in negotiations our employees working conditions are our children's learning conditions and our employees continue to give extras of their own volition to meet the needs of our children and their learning conditions they should have their needs

UNKNOWN 1:03:30

met too thank you for your time and attention have a good evening thank you good evening president gagne board members superintendent enfield cabinet and community i would like to report that csea's annual conference chino 102 just recently um elected our delegates to attend conference um to represent chino 102. it's our first in-person conference just like everything else it was shut down

UNKNOWN 1:04:13

so we are eagerly eagerly awaiting to attend that once be once invitations become available we will extend those also um i wanted to share also that a few years ago um carl hampton over at boys republic and we were having a conversation about some of the class offerings over there and what we could do what he could do as

UNKNOWN 1:04:35

far as offering classes that would assist not only our current employees but anybody wanting to come into the district currently there is a microsoft excel class that is being offered not only in the beginning excel classes but advanced excel classes um the beginning xl is april 12th 14th 19th and 21st it's a 20 uh cost it's from 5 30 to 8 30. i will say

UNKNOWN 1:05:08

that i took the class last year i think it was learned a lot um and it's not at all intensive at least for myself um have not been able to take the advanced excel classes but it that cost for that is thirty dollars with the district taking the time to put those classes together we actually made it a our through

UNKNOWN 1:05:30

negotiations we made it a tuition reimbursement a cost to staff but the classes are available not only to staff members district staff members but also to the community a lot don't know that i work in the duplicating department that was my position or still is my position but going there to visit staff it was lately and we haven't seen it in quite a

UNKNOWN 1:05:58

while is the graduation programs not the graduation the prom tickets and the graduation program tickets are now being printed so it was something in the department as we look forward to the end of the school years coming up that the tickets for prom were coming up the tickets for graduation were coming up it was bringing everything that everybody does

UNKNOWN 1:06:21

all year to finality but it was to see the kids i know that every school site had a huge undertaking to try to do the drive by graduation ceremonies each school site did the best that they possibly could but it was really the staff there was very appreciative of us getting back to actually recognizing the accomplishments that the students have

UNKNOWN 1:06:47

you might not realize it now esther but these times these days are the times that you're really going to remember as you get older the attending of proms and graduation they will mean so much to you and finally this end of the year comes up with our corporate challenge and those that don't know what corporate challenge is

UNKNOWN 1:07:05

is throughout every once a year corporations throughout the district get together and compete in softball basketball random sports and this year's will take place beginning april 23rd be on the lookout for a registration code to sign up i know james lujan over in warehouse is actively trying to get participants it is open not only to staff members

UNKNOWN 1:07:34

sometimes depending on what this the op event is it's open to their spouse or children and with that that concludes my comments thank you and good evening president gagne school board members cabinet chino valley community the chino valley unified school district administrators hope everyone had a restful and relaxing spring break with less than 40 school days remaining we

UNKNOWN 1:08:09

are all working diligently to meet the goals that we set back in august during this busy time of year i want to send out a shout out to our amazing assistant principals who are always available to support students staff and their indoor school families my second shout out goes to our district cabinet and our health services department which by the way i didn't

UNKNOWN 1:08:30

realize was going to be giving that amazing presentation this year they brought on board a very special program that our district to our district called care solace which was mentioned briefly earlier i want to take this platform to make sure that everyone knows about this service which is available to all students staff and community members at no cost

UNKNOWN 1:08:51

care solace supports people in finding mental health care and substance use treatment in a compassionate and efficient manner you know navigating the health care system can be very challenging and frustrating going through referral processes insurances getting appointments and just finding you know where to start the care solace program cuts through all the red tape and it quickly connects

UNKNOWN 1:09:15

people to carefully verified providers just this afternoon just today just several hours ago i was um i met with a parent and she asked about services for her child and for herself my wonderful assistant principal um jackie jenkins jumped onto our district website she clicked the carous link we had about a five minute conversation just helping her go through the

UNKNOWN 1:09:40

questions there continued on with our meeting and i was truly amazed because by the time she left and aborba she had an appointment her phone was ringing it really does work and it really is a great great benefit to our families support is available 24 hours a day seven days a week in over 200 languages and as i said earlier it's at no cost

UNKNOWN 1:10:05

it truly is a valuable resource i highly encourage everybody everybody that's listening to take a look at that site because when the need comes when the time arises where you need that care for yourself or first for somebody that you you okay a loved one or somebody that you know you want to know where it's at and you know we want to know exactly

UNKNOWN 1:10:23

where to go that's not the time to be trying to search for it so take a moment to look at the website find that that that link read about it it really is a valuable resource with that thank you everybody and have a good evening thank you [Applause] we are now at item 1f comments from the audience on items not on the agenda

UNKNOWN 1:10:46

we are now at comments from the audience on items not on the agenda pat are there any requests to speak on non-agenda items six requests to speak say six six thank you speakers will be called in the order the request was received please listen for your name and be prepared to approach the podium any comments on agenda items

UNKNOWN 1:11:04

will be accepted during consideration of that item once the board has commenced deliberations on an issue speaker cards will not be accepted the board is very interested in your comments but please bear in mind the board typically does not respond to comments during this time on the agenda as it is reserved specifically for public comments individual members may respond during

UNKNOWN 1:11:22

board comments at the end of the meeting additionally the board does its best to support the public's right to address elected officials it is also important that the board conduct its business in an orderly and fair fashion as provided in board bylaw 9323 in the event that an unusual amount of speaker card is submitted for any given item the board

UNKNOWN 1:11:41

will hear up to 30 minutes of comments in the case of non-agenda items the board can if it chooses hear the remainder of comments after all business has been conducted further this bylaw states in part individual speakers will be allowed three minutes to address the board a speaker may not use the podium for purposes other than addressing the board

UNKNOWN 1:11:58

directly if there are no further comments a speaker will be considered to have relinquished his or her allotted three minutes this means the speakers cannot donate their time to another speaker which in effect can give the speaker more than three minutes the exception is when non-english speakers require a translator mr gnaw will you please explain the light system and begin your

UNKNOWN 1:12:17

comments at green light yellow light means you have 30 seconds left and also red light means your time is over district policy 1312-1 outlines procedure for filing complaints against district employees the first speaker is ann white followed by cara d'amato followed by sharon duran good evening good evening dr enfield cabinet and board members i am one of

UNKNOWN 1:12:55

your elementary teachers i first want to thank those of you who supported the mass mandates to keep students and staff safe throughout the pandemic i have watched the board meetings by way of youtube and it makes me angry it makes me upset to see the abuse you have endured during these due to these mandates please know that you have my support

UNKNOWN 1:13:17

at the last board meeting letters written by teachers were read by two of our residents a member of the group who calls themselves parent advocacy for chino valley questioned why teachers aren't reading their own letters to the board i'd like to tell you why i've seen the members from this group cheer and heckle members of our community who step forward to speak

UNKNOWN 1:13:34

their opinions a member from this group even dressed up as one of our board members to mock them another board member has been called a racist this group uses profanity when referring to our board members and our superintendent associated chino teachers has also been a target of this group's tirades as well i am a proud union teacher my union

UNKNOWN 1:13:55

works with the district to improve the learning environment for students and staff the last thing teachers want to do is attend a board meeting full of anxiety and angst after a full day of teaching in addition on february 21st the parent advocacy group and ms shaw sent a letter to every teacher threatening to submit complaints to the division of

UNKNOWN 1:14:14

professional practices for allegedly violating california education code sections and laws pertaining to face coverings as you know teachers are following mandates sent down from the state half of my students continue to wear the mask in the classroom and i will continue to respect my families ms shaw announced that she is running for school burden claims that she and

UNKNOWN 1:14:36

her group supporters her group support teachers that letter is certainly not showing support for the teachers and staff at cvusd she and her group's actions show that they have no intention of working with all the members of our community in an inclusive way our board meetings must get back to focusing on our student students and district business thank you

UNKNOWN 1:15:04

cara d'amato followed by sharon duran followed by sonia shaw good evening dr enfield board members and the cabinet my name is kara damato and i've been with cvusd for over 25 years i started teaching when i was 10. just kidding last board meeting i had my letter read by a citizen a senior citizen apparently thank you jim

UNKNOWN 1:15:37

you're not a senior citizen um anyway i stated that i had an anxiety about speaking at the board meetings because um it's been quite disgraceful with the heckling and comments from the audience i've watched his audience members heckle speaker who was a parent and she had her young daughter up with her the child wanted to actually speak but

UNKNOWN 1:15:56

she was afraid but she wanted to speak about her sickly grandmother and how she was thankful for the mass mandate because not only did it protect her from getting coveted but in turn prevented her from bringing it home to her grandmother what type of person heckles yells at a mall with a child another teenager was speaking about the

UNKNOWN 1:16:15

benefits of mass and how most of the kids at his school had no problem wearing it he got heckled and interrupted to appalling and for the love of god please stop saying that maths don't work because they do i'm living proof i work and teach with a highly young germy children day in and day out i love them dearly of

UNKNOWN 1:16:40

course but and i do continue with my life fly in planes travel shop wear a mask haven't had coveted yet they work the lack of decorum is horrifying and it needs to stop and board members you must must gain control of the meetings this behavior is not acceptable in my classroom any classroom for that matter and it should not be tolerated here

UNKNOWN 1:17:08

and if you don't have the power to do that we need to figure out something there's a law that we're trying to pass sb one one zero zero which would i guess give you more power to take care of those unruly people in the audience this isn't a trump rally where you can just shell out cuss out

UNKNOWN 1:17:31

call people names this is a school board member meeting about school and children i do want to thank you dr infield and board members schaefer gagne for upholding the mandates and doing what is best for most students that's what leaders do they have to make tough choices to benefit the most citizens the most maybe not all you've got to make a choice and yes it

UNKNOWN 1:17:58

is impossible to please everyone and i don't know why the blue crew back here keeps asking you guys to work with us you can't compromise because masking only works when everyone wears the mask this is science does the blue crew even think about that are they so self-involved thank you only care about their own children sharon duran

UNKNOWN 1:18:27

[Applause] okay i have a few points hopefully i can get through it good evening boarding superintendent my name is sharon duran um first thing i want to talk about is the new map is it based on student population similar to the city mapping mapping because i can guarantee that chino high student population would dramatically increase within the next

UNKNOWN 1:18:51

two to three years i had actually suggested that maybe the maths be based on the high school feeder schools as a template the new current map that's being proposed i'm actually in the borderline that doesn't include any of my students three schools which is their own home schools elementary junior high and high school so and i have many

UNKNOWN 1:19:11

parents that have expressed the same thoughts and that they're not even within where their kids home schools are at also the new bell schedule i would like to see where the data is that the late start actually equals more sleep um and less tardies i said because we do this at the high school level already on fridays is it really helping do they do

UNKNOWN 1:19:35

they have less tardies because i actually asked my teens if you go in later will you really get more sleep or stay up later they both kind of looked and probably stay up later they're teenagers right we're talking about high school kids so i do appreciate their honesty um also i know we're one of the reasons that it's the crazy bell schedule you

UNKNOWN 1:19:57

guys have mentioned the bus drivers it's and that's been made clear the certain start times is the bus scheduling and buzz driver shortage i suggest raising the pay just enough that it's more than neighboring districts so it's competitive now this would be putting kids first not putting the busing schedule ahead of the kids and what's best for them

UNKNOWN 1:20:21

so i know it comes down to money that being said looking at the ess er plan there was 34 million to spend with 20 million that has no particular usage this is the data that was presented in july for 2021-2022 school year i'm requesting a current update on spending so far also last year from 2022 to 2021

UNKNOWN 1:20:43

the budget for high needs students shows more than a million that was unspent where is that money where did it go was it use it or lose it money because if we lost you know a good million that wasn't used for these high needs student that's that's embarrassing that's sad for them i wanted to make mention about the pbis

UNKNOWN 1:21:02

because i've been at several schools pbis is great on paper it gives well-behaved students an opportunity to be recognized which is amazing versus giving behavior issue students attention but the flaw in this tends to be they go easy on these bad behavior students that's something that i have personally seen for example a teacher sends a student up to administration

UNKNOWN 1:21:26

admin is lenient because they don't want the bad you know behavior students recognize and so they're leaning in on this and the bad behavior continues thank you sonia sonia shaw followed by richard wales followed by carla v good evening board members cabinet and dr anfield after two years of the cares act elo and esser funds we are

UNKNOWN 1:22:00

requesting the self audit to be done and the results shared with the community i think it's fair to have a detailed audit on where exactly the funds have been spent so far we would also like to see what the sr3 funds have been used for as of now right now we are also requesting a progress report on the lost learning

UNKNOWN 1:22:19

that should have been addressed by the elo grant and the extra 30 minutes i will follow up an email with these requests this week recently we have been we have seen the district's agenda posted starting with ramona junior high that a lot of technology is being sold we would like to know where we can find out how much it's being sold for and

UNKNOWN 1:22:40

what exactly is being sold and where the money is being deposited we know with the grants from the measure g that cost tax payers money including modernization we also know there's money allotted on the esser funds for technology as well how much bond money was spent in modernization and where can we find the items that were purchased

UNKNOWN 1:23:00

this was purchased probably about a year and a half ago and here we are already selling equipment so we kind of want to know where that goes with the audit it will have clear transparency on what is being purchased for our children with the given money from each grant for example the viewsonics were put on multiple grant

UNKNOWN 1:23:17

proposals but were only purchased with one set of funds the technology is the same please let us know where we can find this and when the self audit will be done and where we can find that as well also we hope this can be done soon we would still like to have a study session to come up with some events to boost the

UNKNOWN 1:23:38

community morale we have not heard back on that but we're hoping that can still be done we are hoping to get some answers and look forward to hearing back from you guys we would also like to thank everybody for the mental health update as that was one of our questions the only request we would like to make

UNKNOWN 1:23:54

is to make is to make sure we over communicate what we offer to our children because i know what the rooms and everything else a lot of children don't even know those things are available and to help them they need to know what is available for them at the school site and parents also need to know what

UNKNOWN 1:24:09

programs are available and not just that it's on our district website we would also like to just say to let's try to make sure our children are always put first in our decisions and purchasing to ensure their education always comes first thank you thank you richard wales followed by carla v good evening dr infilled and bored i

UNKNOWN 1:24:50

apologize for my attire i rushed over here after working out our food bank it was about 95 degrees in the warehouse tonight i know now is the time that the district is thinking about class sizes for next year and i wanted to ask that you seriously consider making smaller classes in elementary like you did this year and eliminating combinations

UNKNOWN 1:25:07

although we weren't online this year we did have a more more learning loss due to masking and so many kids out for so long and so many times for kovid we've been trying to recover from the 2021 school year so we started behind and then we had so many interruptions because of covid and people leaving kids being out

UNKNOWN 1:25:28

and then loss of that solid communication because they can't always see our faces we can't always hear them this is especially true in our primary classes the kids are having a harder time hearing their teachers and the teachers trying to make sure that the children are learning to read and forming their letters correctly has been a little bit more of a

UNKNOWN 1:25:44

challenge and they're behind socially one of the best things about this year which has been my hardest year in 24 years is that i've had 27 kids in my classroom as opposed to 31 or 32. it's been easier to stay in tune to my students and helping them with their needs having larger classes i fear is going to continue our learning loss that

UNKNOWN 1:26:03

we've encountered the last two years our kids are already behind we need a couple more years of smaller class sizes to try to get them back on track so as teachers we're asking that you not make combos for next year which has been beneficial very much this year and to make smaller class sizes so that we can really help our kids learn and

UNKNOWN 1:26:21

catch up on a side note because of our the new furniture which we love the renovations and the new furniture i can't fit 31 and 32 kids in my classroom there's no way i have all the cubbies in there and the sizes of the desks and how they're shaped now there's no way i can do it so i just don't know

UNKNOWN 1:26:37

what i would do if i had 31 or 32 kids in my class i teach fifth grade so they're bigger deaths are bigger so thank you for the needs of our children first when thinking about class sizes for next year our classroom teachers appreciate that thank you we are now at item 1g changes and deletions pat are there any changes or

UNKNOWN 1:32:15

a nice spring break it's nice to have a little time off hope you guys spend some time with family and friends and just relax a little bit just before the break um i had the honor of attending a very special graduation ceremony down at chino hills high school for one of our students down there addie you may have seen her in the news

UNKNOWN 1:32:37

since having a special graduation ceremony she has also had a special prom and a wedding unfortunately addie has been diagnosed with leukemia and i want to applaud her for the grace in which she's uh embracing this and i also want to applaud her family for providing her an opportunity to experience a lot of these things that she wouldn't otherwise be

UNKNOWN 1:33:01

able to experience and so it was again an honor to be able to participate in her graduation ceremony from the china health parks and recs commission they will be looking for their student member rep coming up for the next school year if you have any questions or if you have students that are interested please contact the city of chino hills parks and rec

UNKNOWN 1:33:24

department or visit their website and dr enfield we had one speaker talk about combo and class sizes i don't think we've had any conversations unless i've missed it about um uh increasing the number of combos again i think we've we're still fairly dedicated to very dedicated to keeping the combo class sizes down is that correct yeah that's correct

UNKNOWN 1:33:52

yeah i don't think that's correct for probably at least four years yeah you know extensively for the last several years okay thank you and then the last thing i'll request of you dr enfield and staff is um doesn't have to be the next meeting but within the next meeting or two i would like us to have a update on where we're at in

UNKNOWN 1:34:14

the preserve 2 school it's been a while since we've provided a public with an update as to where we're at in the process so i think i'd like i'd like to have a staff report and presentation as to where we're at on that and then it's also going to start the unpleasant discussion of what we're going to need to do as a

UNKNOWN 1:34:32

district to then mitigate the addition of those 500 seats we're adding 500 seats which are needed in that part of the district we're going to have to offset that cost somewhere else we're a declining enrollment district and it makes absolutely no sense from a business standpoint to be adding seats when you already have an abundance of seats and you're losing students every

UNKNOWN 1:34:53

year so from a fiscal standpoint we need to start to have the excuse me the difficult discussion of how we're going to mitigate the cost of those additional seats up to 500 seats or so are going to have to come from somewhere because i don't know if a lot of people realize you're probably looking at several million dollars a year to operate that

UNKNOWN 1:35:11

school once it's up and running that comes directly out of our general fund that general fund money is what's used for our educational programs and so we need to be able to maintain as much of that money back into our general fund as possible i don't have the answers i have some ideas of what might need to be done or

UNKNOWN 1:35:30

what we may need to look at as a board but it's most likely going to be an unpleasant discussion but it's going to have to happen if we're going to remain fiscally solvent fiscally sound that's all i have thank you very much thank you mr schaefer mr bridge just a couple of quick uh quick comments i too attended the special graduation

UNKNOWN 1:35:49

ceremony at chino hills high school for uh for addie and i just want to congratulate the chino hills high administration and staff are organizing and setting up this event for this very special young lady that's inspiring this community in her health battle i also attended the swearing-in ceremony for the new chino valley fire chief dave williams and as the

UNKNOWN 1:36:11

board's liaison to the fire district i was pleased to present him with a certificate of recognition from the school board and the school district during that ceremony and i too hope everyone had an enjoyable spring break and that those students on the traditional calendar are looking forward to the final seven weeks of the school year and if you're a senior at

UNKNOWN 1:36:32

our high schools even less time than that as you prepare for senior week so it'll be here before before you know it and with that that concludes my remarks mr cruz april 6 was paraprofessional day so on behalf of you know myself and mr gnaw you know we express our heartfelt gratitude for the amazing support you as a professional paraprofessional

UNKNOWN 1:37:00

staff unconditionally provide our students and families and staff you know i'm very close with the paraprofessionals where i work at and they are amazing people i love them dearly so april 6 was professional professional paraprofessional day they do so much function you know parker park you know we've talked about emotional issues and the things that we've done to our kids

UNKNOWN 1:37:33

you know parents describe how the nasty heartbreaking the very loss of speech delayed in children knowing the fact that this is going to be part of the emotional issues that these children were going to have the isolation also was a problem if you're in a 64 face mask and despite a spike of children's speech studies i just hope that we've learned a lesson

UNKNOWN 1:37:58

not to use our kids the way what we have done in the past year and and one of the parents discussed about students wearing their mask i've spoken to some kids that do wear their masks and a lot of them wear it because they don't like their face we have done so much damage to our children it is it is it is a situation that i

UNKNOWN 1:38:25

don't know it's going to be reversed or not it may very well be wearing their mask the rest of their lives it is outrageous it really is because the mask is about submitting wearing a mask covering your mouth i mean parents we gotta stop this nonsense you got to stop it and this issue about late start you know

UNKNOWN 1:38:48

the more i think about this late start it's quite interesting of the situation we're in right now having kids in class during the day and me personally i think that does make sense because if things go chaotic at least the kids are in class throughout the day so sometimes the reasoning and agenda mind may be well was the reason for that even

UNKNOWN 1:39:11

though there have been studies about our research that lay start is good for the kids we learn not to physically abuse our kids when it comes to these non-sensitive things that we've done to our children well i tell you something that is really crazy the assembly judiciary committee overwhelmingly voted to pass the authenticide bill a b 2223 children this is the life you're

UNKNOWN 1:39:50

going to be with this is the role movement in this full term baby is born brought into this clearly and then the mother can't completely kill her baby that is the state that we're in right now and let me tell you income stop here it's gonna go on for 30 for two months up to three years because as far as it

UNKNOWN 1:40:22

goes that's crazy you could imagine if you did that with a puppy you do that with puppies you could outrage it what people would do but when it comes to us it's okay so okay then we got a judge i was appointed a judge that cannot define female except i majored in biology so i'm able to define what a woman is

UNKNOWN 1:40:56

there's a lot of nonsensical stuff curry and you know you know these are end times and you know i don't know what end times me but we're sure moving to a direction that we'll have to decide what pathways that we're going to choose and as for us as for me you know i'm in the twilight of my life but when

UNKNOWN 1:41:13

it comes to our children their reality is going to be it is going to be so dystopic that it is astonishing of where we're at at this moment and you know i'll be real i'll be real frank i think people have already decided those that want to be vaccinated those that want to be honest you get vaccinated every year

UNKNOWN 1:41:41

don't stop you keep rolling with it you keep rolling with your mask well let me tell you those of us that don't want to you just leave us alone we leave our kids alone because ultimately we have choices and we're going to abide to those choices for our children for our children to be free and it's beautiful to be free

UNKNOWN 1:42:03

i attended the freedom for madison and she was free not wearing a mask not wearing anything because she wouldn't go a better place thank you mr nah yeah i would like to thank chino hills high school our principals and assistant principals that who had staged graduation ceremony special graduate ceremony for addie also i'd like to thank her teachers

UNKNOWN 1:42:39

her secretaries they were all there and also the parent group i saw sonia shaw also being there she brought everyone together and i envisioned this is what needs to be if we don't do that if we don't do that and we don't come together for goodness you watch ukrainia today that's what's going to happen to our adult population that who's going

UNKNOWN 1:43:18

to harm young population a woman children being misplaced being bombed at and what's this year it's 2022 it's modern age do we have a high technology yes we do do we have sns yes we do but we're doing terrible things to others why because somebody thinks he's in control control of destiny of this young people young soldiers whether

UNKNOWN 1:43:54

they're their own or not one person making one decisions and affecting innocent beings as of two years ago we would never had thought about this these things would happen as we would watch tv today but it's happening and guess what as an adult me i felt kind of guilt letting these things happen yes i might not speak their language yes

UNKNOWN 1:44:32

it might be really far distance from us but what are we doing as a civilization things going upside down what was good what was right we want to say it's wrong but we haven't waken up yet it's a time to wake up not enough to do goodness they're causing more confusion more hurt for people and that is bad

UNKNOWN 1:45:13

eddie she had her bucket list but bucket list was about flowers in the bucket all the nice things having a puppy having a dreaming of marriage all these good things that's what we need to focus on supporting our next generation to enjoy the goodness i am praying for her and her family and her dear brother who was able to

UNKNOWN 1:45:49

walk with her because she didn't wanted to walk alone in the special graduation ceremony so god bless him too but also then i saw the hope that we could stick here together to to help each other support each other and stand up for the truth not your ideology not the confusion they're saying but the platform the foundation where this

UNKNOWN 1:46:24

country was found upon and that once that was great where the strength means real strength where the honor meant real honor not the confusion not the loud voices look at we had a parent just talking about changing time schedule is it effective is there data for that decision that was made who's what's going to impact probably her and her family

UNKNOWN 1:47:02

but also our employees and i was just approached by them before this meeting mr na this rescheduling is crazy who are these people who's not thinking on friday she mentioned about friday we have in our high school we have a late start and guess what we have the most hotties in the fridays it drives us nuts because of the

UNKNOWN 1:47:29

tardiness what's that got to do with the education moving c student to uh a students none from their perspective and guess what they only worked at that school for 20 odd years i call it we have low quality leadership and matter of fact one person told me in spanish con dinero bailan el pero it talks about if you give money you

UNKNOWN 1:48:05

could have dog dance a person that who has other ambitions other thoughts or not having an ability to lead or make common sense decisions are making decisions for our children and it is wrong they can convince few especially children they could be easily brainwashed but in long run as a whole will it'll cause more pain and suffrage

UNKNOWN 1:48:35

and you keep it that way then there'll be a one man so great who's going to make the decision to send those things and and and cause wars fights because bleeding of our innocence so we need to wake up i attended celebration for life for ed denzin who's been long time pta member active uh ex-marine he was involved with

UNKNOWN 1:49:17

service dog volunteers great man everybody missed them what about us who's going to miss us in our celebration of life what does our name tells to other people not our titles it's our name that's what's important so i when i said i thank you for coming i truly mean it the school board meeting so could be boring

UNKNOWN 1:49:55

or overly active but you are participants why because you do care but less with the work with the common sense and do what is right thank you thank you mr nah dr enfield um my apologies i have some clarifications i'm seeking so this might be a little lengthier so i found it wholly refreshing that we went a large part of this meeting

UNKNOWN 1:50:24

focused on public education and our students and not about outside topics and i'm reminded of another hat i wear in the community as the chair of the chamber of commerce and i am fully aware of the impacts across the spectrum that the pandemic has had on everyone and just because i represent the chamber small businesses and one of the things we were discussing

UNKNOWN 1:50:50

about nine months ago was you know what's our theme moving forward and we decided opportunity ahead and it was just apropos because the consensus was we don't want to be dwelling on this stuff anymore we just got to move forward whether we agreed on it or disagreed on it whatever the battles were whatever the fights were i mean this has been a very frenetic

UNKNOWN 1:51:13

environment that has not been welcoming um i think that it's been hostile um you know i i really it's just not productive for public education so i would really just like to as the board president ask that we can all work on something together which is to focus on the future and focus on public education like if we don't do that

UNKNOWN 1:51:37

we're going to be in big trouble because we cannot afford to be distracted when it comes to children and i really like what dr park said earlier about rolling up our sleeves i cannot stress enough and i do not think this has been highlighted and i um you know i think that our meetings have times the the dialogue around this

UNKNOWN 1:51:58

has not been allowable due to the environment of the meetings i cannot emphasize how hard people in this district whether it is the staff it is the teachers it is the parents the students have rolled up their sleeves to get through this and they want to move forward so my my heartfelt plea is that we can all just move forward and

UNKNOWN 1:52:23

i thought it was great that we were talking about mental health and i'd love to have a conversation if people think we have gaps let's move forward and solve those gaps we have a variety of issues like that we had requests made this evening about accountability financial accountability and i do want to as several of our speakers made requests if we can get an

UNKNOWN 1:52:44

update at the next meeting in regards to those accountability and transparency requests that's good government that's transparency but it's about moving forward it's about doing the right thing it's about making sure that we are doing the business of public education in the way we should be so i was delighted that we were talking this evening about how we actually run

UNKNOWN 1:53:06

this district and how we actually serve students and so i welcome that and i please that we continue to do that i do want to address that there has been some media attention in the last couple of days about title ix issues the district had it's been in the daily bulletin and otherwise i don't want to belabor this i was not

UNKNOWN 1:53:27

on the board when these incidents occurred but if we could just get some clarification and by my very brief way of background the department of education office of civil rights had conducted an investigation and now there's a resolution agreement some of that is requiring training and supports for our coaches and our administrators can we just sort of get an overview of how

UNKNOWN 1:53:50

that's going to happen and what the timeline is going to be mr right out would you cover those sure so uh in general when we're looking at the time frames that are associated we pretty much have until about 30 days after the school year starts we are tentatively looking at the end of july and the beginning of august for all

UNKNOWN 1:54:14

trainings to be completed by um and is there beside the statement released by the district will be any information provided to the public on an updated basis about when those are completed my understanding is the department of education ocr is assisting with that process the there are there are there will be time frames where we have to respond to

UNKNOWN 1:54:38

ocr in order to ensure that we have completed the components of the agreement and we will make sure to comply with those components great thank you uh my next request is about the maps and mr rand thank you for bringing that up i have gotten so many emails from people saying am i no longer represented after 2022.

UNKNOWN 1:54:56

and i tried my darndest to explain that the seats that are not up for election in 2022 are still at large but i definitely see where there's the perception that a bunch of our citizens are left unrepresented i don't know if there's a way that we could explain how this is working i do think a lot of people are

UNKNOWN 1:55:15

still really confused about our transition to these district elections what it means do they not have a representative and so if we can provide some clarification i know we've published the maps and published things about our process for the average person just wanting to know you know who's my school board member my short answer is um you know we all are

UNKNOWN 1:55:38

right or whoever gets elected is your school board member um the more complicated answer is some of the people who aren't up to 2024 at large and then the people up for 2022 whomever gets elected is in those trustee areas and so i can see where people get confused you know very easily because i think i'm already confusing people as i say this

UNKNOWN 1:55:55

so if we can provide some clarification i think that would be really helpful voting is very important to me and and supporting voting so i want to make sure that our our voters and our citizens are aware what's going on um sb 328 was brought up and i think for me what that is is clearly i was not a supporter of it we

UNKNOWN 1:56:15

brought a resolution against it we you know very i think reluctantly had to pass new bell schedules um but what i think it also communicates is that we've got to get ahead of things that when we see things at the legislature that we don't like or we see things we do we need to to intervene and voice our

UNKNOWN 1:56:33

opinion and you know i i think i hear comments from the audience i hear comments on the diocese i have a very similar view sometimes not on all issues i think that there's a very northern california north of la bias in the state of how it's governed and they don't come to the inland empire and ask anyone here what

UNKNOWN 1:56:52

do you think about things and so i think as a larger suburban school district we have a responsibility to promote things that are positive um and maybe are not as political and one of those things is there's right now a budget request from the superintendent of public instruction for more funds for traditional literacy that has been something very impacted by

UNKNOWN 1:57:13

the pandemic and so i'm going to request a resolution i will submit this to superintendent enfield that we take a resolution of support of this measure so that as they are finalizing the the may revise at the budget that our districts stand behind this budget request to make sure that our students in this district and across the state are getting those

UNKNOWN 1:57:33

literacy supports that they need i also asked some questions about the ocr investigation and some of the title ix things that have been in the media i also like to request a resolution a resolution excuse me affirming the district's commitment to a zero tolerance policy with sexual harassment none of our students should feel that there is not that they

UNKNOWN 1:57:55

are not supported and i think that this district does an excellent job of trying to provide resources but i do want to make it clear and sometimes i do think statements matter i think the board stating that we support anybody in our district regardless of the stakeholder that they are supported if something happens to them that's a very powerful message

UNKNOWN 1:58:16

and finally i'd just like to say i hope that we can move forward i know there's going to be challenges i'm sure there are issues that will come up and we will not all agree on them but i really hope that again i you know it's a cheeky little statement opportunity ahead but i do think having that mindset

UNKNOWN 1:58:39

allows us all to work together on the things that we agree on and maybe put aside the things that we don't um and having grown up here you know my impression of chino because that's where i'm from i know i live in chino hills right now but i'm a chino girl through and through my impression has always been this is a

UNKNOWN 1:58:55

community that comes together and solves problems and supports one another and my impression of this community isn't changed i know that is this community so i would just implore all of us there's all there's a reason we all live here there's a reason we all love it there's a reason that we want to work here and play here and thrive here and so i just

UNKNOWN 1:59:12

want to remind everybody that that's why we're here and so i think if we keep that in mind we can keep this and this should be a public education board meeting a positive experience and with that i will adjourn the meeting at 7 59.
