conference with legal counsel anticipated litigation one possible case student discipline matters public employee appointment director health services child development and director transportation the board appointed katrina gomez as development effective july 1 2022 with bridge shaffer garnier voting yes cruz and not absent during close session and approved a settlement in perb case number la c e 6675-e the settlement was non-monetary in
nature the district agreed to renew its commitment to following the eera and working collaboratively with the associated chino teachers with bridge shaffer gagne voting yes and cruising not absent during closed session no further action was taken which requires public disclosure thank you pat i will be leading the pledges that you excuse me i'll be leading the pledge of allegiance this
evening and i would also request that everyone remain standing for a moment of silence after the pledge everyone can place their right hand over their heart ready begin i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all i now humbly request
that we take a moment of silence for the victims at rob elementary school in uvalde texas and all victims of gun violence at our nation's schools we'll begin our agenda this evening with the presentation first on our agenda is the julia gobind memorial hit the greens for scholarships award joining us is tim adams from school portraits by adams to present the julia
gobin the julie go memorial hit the greens for scholarships check mr adams hi good evening dr anfield board cabinet my name is tim adams and guest i'm with school portraits and every year for the last 13 years we've got we've had the fortunate we've been fortunate enough to host julie gobin well let's back up it was hit the greens for scholarship memo
golf tournament and then after we lost julie we changed the name to the memorial julie goblin memorial golf tournament so tonight i'm here to present the proceeds from that tournament i do want to thank a few people i want to thank the support of everyone here all the golfers all of our sponsors every year we wonder how this is going
to go and every year it turns out great it's always last minute we're always rushing around to get people to come out it's always you know in 13 years it's never rained and it rains the day before and day after so i think we're blessed to be able to do this we're honored to be a part of it we're
honored that you guys will continue to have us every year so we're going to keep doing it this year the but before i do i want to thank my team real quick and no one's here you guys left me two really nice sheets but every time i ask them to come everyone kind of takes a step back so
my team's awesome they just kind of put their head down even even being short staffed through this mess of covid and and we lost 65 employees march 19th of 2020 and we've only seen a small portion of them back so the ones that have come back have been absolutely professional everything we've thrown at them everything our schools throw at them they just put
their head down and get it done so for that i'm i'm grateful to those guys i'm grateful for everyone on our team as i think i mentioned last year i get to stand up here and get my picture taken and all this stuff i get to make all the promises but they get to keep them so for those guys i'm grateful
and for you guys i'm grateful too and so tonight i'm i'm the proceeds from the golf tournament this year eighteen thousand four hundred and seventeen dollars so i'd like to present that to you [Applause] thank you of course just let me set this here everybody that doesn't know sally and and tim adams they they took this uh the
golf tournament over and have ran it for this district for what 12 years for 12 years and they do a phenomenal job they volunteer their time they come out along with their staff they organize it they put it together and then the people from the district we just show up along with everybody else they come but you put all that together and i don't
think people realize the time the energy that goes into that to support not only our district but our students who are the recipients of that of those funds and as a superintendent i get to see the kids who come in to pick up the checks and they're always extremely grateful and appreciative of those funds to help them as they move on to college and that
wouldn't happen without your support in putting it all together so from the district i truly appreciate our partnership thank you yeah we do too and we're almost to half a million so we're going to keep going until we get there so thanks everybody thanks for your time thank you [Applause] our next item on the agenda i requested
this and it's in a somber uh moment that i request this but i do feel it's necessary for our board um in our district to address our safety protocols at our campuses um you know it's with a very heavy heart that we're discussing this but i think it's necessary for our parents students staff and our community to understand
what the district's protocols are what we've done to prepare for what i hope never occurs in this district and with that i will turn it over to dr enfield and his staff to to provide an overview thank you mrs gagne mr whitney fields our director of risk management and security will be doing a presentation tonight but just so uh
everybody knows the the board has received our safety plans which they approved earlier in the in the school year and they've gone through those so i know you guys are very familiar with the process and the procedures uh that we do but i just want to share with everybody that we're not able to go into specific details uh of what's in those plans
because we don't want that to be out to the public and we work uh hand in hand with our law enforcement agencies and and i want to uh commend the partnership that we have with the chino police department along with the san bernardino county sheriff's department for the chino hills department we meet regularly during the school year we all come
together several times to meet i know mr fields works with them continuously throughout the throughout the year we've had a partnership and we've done a tremendous amount of training with the chino police department specifically for for um probably at least over six or eight years uh we're trying to remember how long i know i was the deputy
superintendent when we did one of our trainings over at rhodes elementary and so we do a lot of uh preparing for that so tonight what mr fields is going to do he's going to present to us how we how we look at the boundaries of our schools and and look for the accesses on that and talk about the training that
goes on that we do district wide but again it's going to be kind of an overview it won't be into the specific details but we do do a lot in this district so with that mr fields thank you dr enfield board members executive cabinet cvsd community whitney fields director of risk management human resources tonight our presentation is on safety
and security so our agenda is we'll cover our training standard operating procedures our personnel resources our law enforcement support resources and supplies that we have in the district our threat response and our security and safety projects that we have ongoing and our law enforcement tactical response overview will be done by chino police department all right so starting off with our
training we do what's called alice training which stands for alert lockdown inform counter and evacuate this year academic year we've had 29 trainings completed trainings provided all of our school sites at least annually and the training is scheduled during work hours that work for the campus community so our standard emergency response procedures are something that we train
our employees on on a regular basis at least annually they have exposure to the information and the contents that are in our standard emergency operating procedures this is also displayed in our classrooms and our administrative offices we also have a qr code that's applied to it so any employee can actually scan it and get the information to their personal device
so specifically in our procedures we train on armed assault on campus so we make sure our employees are trained on this at least once or twice a year um generally in the beginning of the school year this is applied to our annual training online and every time we have an active shooter occurrence that occurs then we're reminded of this information as well
so some of our personnel resources that we have in place to respond to our safety and security needs in the district include district security that are assigned to each high school campus we have security patrol that's assigned 24 7 to patrol the district we have sworn police officers called school resource officers at every high school campus and our school resource officers are
deployed to our elementary and junior high schools as needed in addition we have armed probation officers that are assigned to student support services we always emphasize and continue to make sure that our employees are aware of this resources it's called see something say something and we tip and basically provide this information on a regular basis so employees know
and students would know how to report crimes and suspicious activity in the campus and district community so we tip reports go directly to the risk management office and our law enforcement that are actually at the campus sites employees and students can report anonymously and they have the opportunity to report that electronically on the website or via the
phone number we have three police departments that our jurisdiction our district falls into for the jurisdictions we have chino pd san bernardino county sheriffs and they conduct active shooter exercises at our high schools on an annual basis generally during the summer or the winter break when school is not in session and then we have ontario pd that
actually practices off campus and they have technical response procedures so they can actually respond to all of our ontario school base so we do actually have table top exercises annually and we do this during june and this is done for our executive cabinet our directors coordinators and supervisors so all of our administration and our principals and assistant
principals and our law enforcement fire all of our first responders have an opportunity to actually participate in this tabletop exercise great resource that we have internally the fire department had received two grants between 2020 and 2021 so the fire department actually deployed 372 trauma kits district-wide so those were placed and evenly distributed between all of the school sites
for emergency supplies each campus site has an emergency supply container and in the container they have triage kits first aid supplies medical supplies food and water enough to sustain the entire campus community we also have added classroom emergency kits for lockdown situations which have restroom facilities embedded first aid medical supplies food and water and also have the triage kits
and the kits that i just mentioned in the previous slide that the fire department provided we use preparers for emergency notification system so with this system we have a capability to send messages to all of our employees we can send texts emails and voicemails to all of our cvsd employees technology communications and risk have the ability to use this resource to
communicate with all the employees and this can actually be done remotely then the software is actually in the cloud so we have the capability to actually send a message from anywhere we are and the students have the parent emergency notification system that can be deployed from the campuses by the administration so some of our security initiatives that
we're looking at for this upcoming year is anti-scale fencing and we're going to have a pilot project for three of our school sites and basically this is fencing that has small enough holes where it makes it really difficult for someone to actually scale the fence we're going to utilize grant funding for this project so our threat response protocols as
superintendent mentioned we take our threats very seriously so we track down all of our threats take them very seriously and that could be an email social media or a verbal threat so basically it starts with a threat assessment done at the school side level and then the threat is communicated to the internal and external communities our school resource officers may conduct a
home visit to identify whether the threat is credible or not credible and if the threat is not credible then basically the community returns to operations as usual and then if the threat uh actually turns out to be a viable threat then we have to actually put an action plan in place which could include a campus closure so the duration for the most part it's
non-stop so sometimes we go into the wee hours of the morning with these you know threat response protocols to make sure that the threat is actually not a credible threat alright so for our safety project overview the project that we started in 2017 we have a card access badges for all of our employees that have secured access
to all of our facilities our first responders like police and fire have full access and even have a override capability if there's a lockdown situation the police can actually get into our facilities to respond to the incident we have single point entry at the administration office which includes checking in at the front office through our visitor management system
and then we have lockdown hardware that's installed that can actually be deployed from the district or the campus so our new cisco project that's coming up this coming year it's going to include 1800 smart cameras with ai technology which will be able to distinguish between a piece of paper or a cat or a human being so it has very
fine-tuned ai technology also clown that's also cloud-based and then our phone systems are all going to be transitioned to voice over ip and then we're also going to have a wall clock system which is going to include a digital display and a paging system and a flashing strobe that we can actually display any color depending on what the emergency is
of course we continue to support our students and our employees with the mental health so we have an abundance of resources that we provide to provide social and emotional behavioral mental health to support all of our students and our employees we were awarded a grant in 2021 so our grant actually for this cycle we have a total of five hundred thousand
dollars that can be spent on grant support staff law enforcement personnel could do outside training so we can actually train our pd jurisdictions and the security equipment video surveillance and keyless entry systems and we have general supply funds which includes in funds for radios marketing materials and then we have some funds for consulting to conduct threat assessments bullying prevention
and other youth and mental programs this concludes my portion of the presentation at this time i'd like to turn it over to one of our school resource officers for don lugo high school and officer asby will present and give us a little bit more information and give us some insight on the technical response from the police department
so officer aspie thank you good evening everyone i'm officer asbu with the chino police department and i'm currently a school resource officer assigned to this district i'm here to hopefully shed some light on letting you guys know some of the safety measures that we take as a district and as a police department to keep our students safe now i know that
one of our main concerns as a community right now is is our school vulnerable to an active shooter there are two main reasons that people select a school or educational environment to conduct mass casualty number one is notoriety because we all know that there's nothing worse than seeing on the news that you're having innocent children being murdered if there's an
active shooter on school campus you know that's the first thing that's going to be on the news and that gives the notoriety to the active shooters that are seeking it and secondly because schools are considered soft targets soft target is essentially a place where people aren't able to fend for themselves and in schools you have all these children all
these teachers who aren't equipped to fend for their for themselves i'll be the first to tell you that if the chino police department responds to any active shooter in our city and or any other city it is our policy it is our training and it is our mindset that we are immediately entering and immediately stopping the threat it does not matter
if there's 10 officers that first arrive or if there's one officer that arrives on scene we will immediately enter the campus and immediately seek to stop threat some of the trainings that we host as our as a department with ourselves is annual active shooting training with our own department and we did that just as recently as two months
ago it was an eight hour day of training we also host a collaborative training every two years with the china valley fire department and the district and we use various locations throughout the city for that and just to name a few of the locations we've done it at don lugo high school walnut elementary we did it at the adult
school when it used to be gerd and chaffey college as whitney mentioned earlier we also conduct alice training with the district alice the alice institute is a organization that has created a training program that we teach the staff the staff teaches the student the pro the program is focused on empowering the teachers and staff and students and
giving them the mental tools so that they can make a decision in an emergency situation that can either prevent emergency situation or reduce amount amount of casualties for it and as you said dr enfield we're not able to give all the details of what we do in alice training but just to give you one example we really focus and emphasize on
evacuation now understand that the concept of evacuation might sound simple in common sense but if you look at historical mass casualties within a educational school environment traditionally the teachers and the students just lock their door and duck and cover locking the door ducking and covering may be the most appropriate thing to do if you have a threat that is in your
immediate area however if you have a threat or shooter in building a and you're all the way in building z we are encouraging people to evacuate leave campus if they're able to do so by staying in an area you're just waiting for the shooter to make their way to you the less people we have on campus is a
less amount of targets for a teacher i'm sorry for a shooter additional things that we do while we are doing our active shooter training is to encourage our teachers and staff to check their equipment the district provides all kinds of safety and security equipment such as emergency lockdown button having pa systems in every single classroom having the trauma
kits automatic locking doors but none of those things are useful if we don't know how to use it a tourniquet is not useful if the teachers or the students don't know how to use it so we we give them a list of all the things they have accessible to them and we encourage them to check on them daily because relying
on technology is not sufficient and you don't want to wait until an emergency to figure out that something doesn't work lastly when we're on campus for the for our atlas training we like to identify certain areas of the campus that we believe could use some improvement and over this past year we've identified approximately a handful less than five areas that we
believe could have used some improvement luckily we have such a great relationship with the district we had a meeting with the district multiple heads in different departments we addressed our issues and literally within days all those problems were either completely fixed or they started the process to get them fixed with with everything that is happening we're trying
our best we're providing all the safety measures all the things that we can think of but the hard truth is that there's no way to 100 percent prevent anything from happening so the hard truth is if somebody wants to commit a mass casualty they will find a way but there are precautions and safety measures we can take to reduce the
likelihood of it and to make our location less desirable for an active shooter to select just like if you're driving your vehicle you cannot 100 percent prevent a collision but there are steps that you can take to reduce the likelihood of collision for example having the side view mirror sensors those will reduce the likelihood of you having a collision
but you cannot 100 prevent one from happening we as a department and as a district are trying to think of and create all of the side view mirror sensors that we can think of to keep our students safe one of the most recent enhancements that we've had i think when he fields mentioned it is our camera system we now have a camera
system or we're now partnered with the district so our dispatchers have access to the cameras on campus and that is essential during any type of emergency so our dispatchers can give officers real-time information so we are able to quickly stop whatever threat there is and i'd be foolish to stand up here if i didn't address the issue of the mental health crisis
and how that affects the safety of our students it does 100 percent and just within the last three years from 2019 to 2021 the chino police department has encountered more than double the mental health issues that we have in the past some of the initiatives that the chino police department has taken ourselves is within the last few years we've created a
crisis intervention team so that team consists of officers that are strictly designated to familiarize themselves with members of our community that have struggles with their mental health and they provide them with counseling resources how to get diagnosed how to get their medications and so on so forth we also obtained a new position where we have a social worker through the department of
behavioral health she's specifically signed at our assigned at our police station and she responds on calls for service with us she goes to the schools with us or goes to the students homes with us and provides other types of counseling resources family counseling again helping people get diagnosed helping them get medications if they need to helping people get
shelter victims advocate all kinds of stuff and then to touch on what i've seen the district provide you guys have a numerous amount of resources for mental health ranging from general counseling intervention counseling actual psychologist and also contracting with the department of behavioral health for threat assessments and crisis now i know some parents might be saying well that's all fine and dandy but
that's that's not enough that may be possible maybe none of that is enough but if you guys have any ideas anything that you can think of that can help us help these kids i'll leave my business card you can email me and i'll personally see to it that we at least look into your ideas and see if
it's a reasonable request so again i have business cards for adults stickers for kids so i'll leave them up here for you guys thank you thank you i'll take a sticker so any questions from the board mr cruz yeah that one missus can she come officer as we yeah i'll have officers officer asked me yeah you mentioned two things
copy cat and solve targets and um you also mentioned what you just described what to do during an active shooter so in my head you know i've been researching what happened over there so i'm gonna go ahead and tell you what i've been hearing and tell me if it was appropriate what they did so he goes shoots his his grandma or mom
um he's out there for 15 minutes um the police officers don't do anything he goes into the school for 45 minutes nothing happens all the parents are out there the parents want to go and get their kids but obviously they don't let them one woman goes on the other side of the school grounds and sneaks and gets her child so during
those so during that time they didn't do exactly what you were saying going but an off-duty police officer goes in there he gets shot in the head but he kills him so so what so it's quite interesting the dynamics what happened because they were they were trained but they stand down of the situation that occurred but what was so interesting that caught
my my mind is that i'm going to go off a tangent and that is you know i was thinking what's higher than me as a board member and i have to say lawyers litigation so so thinking all these police officers did not know the circumstance that people were going to die but if they did make an effort maybe they would have been sued
or something like that because it didn't make sense to me why they didn't go in especially innocent children especially parents out there probably hearing gunshots and nothing was going on and um and it's correct what you just described what they should have done is directly went in there and shot the guy but they didn't do that and so there was there was a massive
consequence so many of them of our children died but um but you're right about soft targets and and copycats because we're at that place now where copycats can occur and from a plane hitting down to school if somebody's motivated they're going to come to the school so i know i brought this up two years ago and that is we need police officers
having guns in class not in class but in our campus because it is a gun-free zone and when it comes to you know men women that are trained to carry guns and and know exactly how to utilize them they should have them placed in the school so to anticipate these things that would occur because if they want to do it
they're going to do it and um i did bring this up but you know all this all this is a phenomenon that has occurred like 30 40 years ago i mean everybody has children 18 had had guns almost 170 years and nothing like this ever happened and so when you really look at this this is a real spiritual
issue this is more than i mean chicago a gun-free zone 4 000 people died in 2021 but you could tell the the twisting of all this that that um this is really a spiritual issue and that person that stand down those police officers that was totally they should have went but an off-duty officer did it and that that's something kind of odd
really odd because i know in our community we would have never done that you guys are living straight in there and brave bravery big time but those cops probably wanted to do that but they were afraid because of litigation because of all that stuff it's very unfortunate what had what has happened but we have to change things
we're going to be changing things and if it doesn't change now it'll change in november and not know it's not only that even having parents involved in the school system you know coming you know you know having the department of justice vet them that they could be also part of of securing the school especially parents and their children we should also have
that integrated into the safety because there's going to be more of this this is not going to stop and the reason why i'm going to say that is because this immediately you see your guns guns is the problem it's just so twisted because there's so much deaths going on there's murders there's suicides there's emotional issues that you just stated
but they don't talk about none of that stuff but once a mass shooting like this happens right directions guns the problem is the guns we know it's not the problem with the guns because you take the guns away you're going to get massive genocide so there is some evil going on this is a real spiritual issue that's happening
and i really appreciate you being very sincere how you were talking i really like that thank you so much right down to it copycats and soft targets especially in our schools right that's too soft and it's too late now to be soft because this is not going to go any better anymore we're going to have police officers
carry their guns and we have teacher principal anybody where there's a where there's a box where there's a pistol and when something like this happened these men and women just grabbed it and just do what they have to do thank you sir other comments or questions from the board i had some questions officer asked me first of all thank you for all you do at
don lugo and for giving this presentation today uh mr fields uh not quite off the hook i do have some questions um i'm curious uh measure g uh provided funding supports to equip our campuses on things such as single point of entry and other things that i know we've implemented you brought up in your presentation the anti-scale fencing as an additional
measure i'm just curious sort of what prohibits us from doing that at all of our school sites like are we piloting it to see if it's efficacious just generally for school safety or are we just piloting it because of some purported financial reason a little bit of both so we want to see if it's actually going to be effective
you know in in our environment um we're testing it out or piling it at the school sites where we have a lot of high activity with skateboarding and that's generally on the east side of the district and then again like i said we're just gonna you know try and assess it and identify whether it's working for us as a district and then you know try
and you know see if we can move forward with expansion accordingly so okay and are there any other measures like that that we're looking into uh we have quite a few um we're working on getting an additional you know school resource officer to fill in and there's some other things that we're working on as well but as dr infield
mentioned it's probably something that we should talk about offline got it yeah thank you um just a quick comment um and this is related and not related to the present topic around school shootings you know we've had a lot of incidents on our campuses and i've had parents teachers staff communicate the need for more support whether that's in the form of a school
resource officer or some other position you know we do have some campuses that you know i'll give an example chino hills high school there's a lot of students and staff on that campus and i can't imagine that's an easy job for an sro to manage that many students and that much traffic every day so one thing i would endorse this board
looking into is how do we get more support on on campus i know that the may revise painted a healthy picture financially for school funding and so i believe that this board can do something to the effect of making sure we have more supports on campus any other questions comments mr bridge first of all thank you for the for the
presentation and and the one thing that i i've seen throughout this district having been a teacher in this district for over 30 years and live in this community is is the amount of changes that we've taken in our schools to make them safer with a single point of entry and i mean when i first came to this district you could
walk onto any almost any campus from any point on the on the grounds and you can't do that today and i think what what we have done is is mitigate a lot of the a lot of the problems and as the officer said nothing's gonna be 100 perfect but whatever you can do to slow things down will will help and i'm glad that we've
done that and i appreciate uh what what you all are doing thank you any other comments or questions from the board hearing none thank you so much we appreciate it thank you thank you officer asby [Applause] we're now moving on to item 1d comments from employee representatives i don't see miss walker from a.c.t or mr hernandez from csca so ms bearden from
champ good evening president gagne school board members dr enfield cabinet and china valley community congratulations dr katrina gomez on your appointment to director of health services i would also like to congratulate our very own champ membership chair patty carrillo in april miss carrillo was recognized for her work as a program specialist at the multilingual awards ceremony i'm excited to be here tonight because i
have the privilege of recognizing three graduating senior seniors who applied for a champ scholarship first i'd like to congratulate haley chase you can come on up here haley is mrs adrian chase's daughter haley graduated from roosevelt high school yesterday she is described as intelligent responsible conscientious and charismatic these outstanding qualities helped her succeed in school and the various
activities she participated in while at roosevelt while maintaining excellent grades haley served as a leader in junior high and high school serving on both school's asbs in her junior year she was the first female to serve as asb vice president and then continued her leadership path as president in her senior year haley will attend california baptist university in the fall where she
will study communication sciences and disorders with the goal to serve as a speech pathologist and as we all know site principles we need speech pathologists so thank you so congratulations [Applause] the other two seniors couldn't be here but i'd still like to um honor them another remarkable graduating senior is rebecca park dr grace park's daughter rebecca just graduated from ayala high
school she is described as positive tenacious and dedicated these characteristics helped define her as a leader in her classes as well as the class president all four years she was instrumental in creating a social media page during the school closure to ensure the students that i i at ayala maintained a connection to their school in addition rebecca was involved
in a variety of capacities for example she was the founder and president of the ayala science national honor society and creator of the chino valley unified school district battle for the bone initiative we look forward to hearing about her continued accomplishments at the university of california los angeles where she will study pre-human biology and society with the goal of going into
medical school and becoming a physician and finally we are excited to recognize another graduating senior from cvsd troye statura who is greg statura's son troy just graduated from chino hills high school last week troy is described as friendly reliable respected polite and dedicated to his volunteer work on campus and his church these characteristics helped define him as a leader he served the student body
on the asb and national honor society he also played on the chino hills high school soccer team in addition he has served our community as a volunteer at butterfield ranch elementary and at saint paul's the apostle church we look forward to hearing about his continued accomplishments at san diego state university my alma mater where he will study business
we are incredibly proud to honor these students with the champ scholarship based on their successes in high school they are destined to be successful in their future endeavors thank you and have a great night thank you miss bearden and congratulations to the scholarship recipients moving on we're now at item 1e comments from the audience on items not on the
agenda pat are there any requests to speak on non-agenda items thank you pat speakers will be called in the order the request was received please listen for your name and be prepared to approach the podium any comments on agenda items will be accepted during consideration of that item once the board has commenced deliberations on an issue speaker cards
will not be accepted the board is very interested in your comments but please bear in mind that the board typically does not respond to comments during this time on the agenda as it is reserved specifically for public comments individual members may respond during board comments at the end additionally the board does its best to support the public's right to address its elected
officials it is also important that the board conduct its business in an orderly and fair fashion as provided in board bylaw 9323 in the event that an unusual amount of speaker card is submitted for any item the board will hear up to 30 minutes of comments in the case of non-agenda items the board can if it chooses hear the
remainder of comments after all business has been conducted further this bylaw states in part individual speakers will be allowed three minutes to address the board a speaker may not use the podium for purposes other than addressing the board directly if there are no further comments a speaker will be considered to have relinquished his or her allotted three minutes this means that speakers

the first speaker is kendra lippa followed by kim gripen grappanteen followed by kelly allen good evening board members and parents my name is kendra lippa i want to share my frightening story of the day i was assaulted on my school campus she knows hi on december 13 2021 at lunch i was sitting down on a lunch table
talking to my friends when i got attacked by jasmine polio and angeline barrella they were behind me with their friends and angeline came up to the side of me screaming in my face saying she heard i was telling everyone our drama so what's up and i turned my head and ignored her then she turns to my friend who also got assaulted with me
and said the same thing my friend responded back saying i don't know what you're talking about angeline then turns to the side of the table and starts assaulting my friend seconds after jasmine pulls me by my hair off the table and starts assaulting me punching me in the back of my head and dragging me by my hair
and putting my neck in between her legs there were many students standing around and videotaping me my friend as jasmine and angeline were consulting us not one center or staff member helped me but one guy that eventually got jasmine off of me when i got up i was very dizzy and out of it and there was still not one staff
member there once i got up to the other side of the table where my friend was getting assaulted on the floor by angeline i pushed angeline off of my friend because that was the only right thing to do i started walking away because i was out of it and very dizzy then angeline gets up and grabs me by my hair and starts
punching me again in the head four to five times then my friend gets up right away and starts to help me after a minute and 20 seconds of the assault going on the assistant principal mr gunshok starts yelling from far away for us to stop fighting and eventually pulls us apart after we all got separated one of the security
guards in new marcel grabs me by my arm and tells me to go with him and as we are walking to the office i'm telling him that i need to go to the nurse or call my parents to come get me because i do not feel good um then he tells me that i have known that i have to go to the office
and write an incident report finally he lets me go to the nurse and all they do is give me an ice pack seeing that i had cuts all over my knees that were bleeding and i told him that i felt like i was about to pass out and vomit then i tried calling my dad and the nurse told
me you can't be on your phone in here there are no phones allowed and i said well i just got assaulted and injured so i'm going to call my parent then the security guard comes in and gives me an incident report and tells me no you're fine keep going tells me that i have to fill it out
and i gave it back after i gave it back to mr to the security guard mr gunshot comes in and starts questioning me about the assault as he's asking me the questions anytime i'd answer he would tell me are you sure that's what happened are you lying and did you say something for these girls to assault you
so i felt as if he was trying to be on their side when they attacked me after months of me ignoring them because my mom always told me to never start a fighter instigate angelina ambrella and jasmine polio and multiple other girls would constantly call me rude and nasty words and flip me off and sit around my table with my
friends and stare me down lily also come came up to me and put her arm around me and tried to grab me hard and tell me to smile at the camera so they could post me online and i never gave them my attention or did anything to them even months before jasmine and her sister assaulted me i told her that we
were cool and that we didn't need to be friends but we didn't need to hang out either and she agreed with me but then five months later they assaulted me this assault hurt me not just physically but mentally i got a bad concussion i have scars on my knees and i got whiplash and i have to seek therapy because i have
multiple whiplash injuries on different parts of my body i also have very bad migraines that i can really not do anything about but to sleep it off i also no longer feel safe at school because not one staff member or security guard help me and they let me get assaulted for longer than a minute out of all the fights i've seen at my
school none of them have ever lasted that long without a teacher stopping it when they helped me i felt like they were one-sided want to make it to seem like i deserved what they did to me one witness of the assault also overheard miss hanson which is a counselor at our school saying oh after all that crap talking you finally beat
them up my school's expectations for students is to be safe respectful and responsible but the staff themselves doesn't even do that so how do they expect students to a security guard is there to have extra safety to make sure every student is safe in any situation but i feel like in every situation they don't do that because of
what happened to me on school grounds i don't even feel fully safe outside of school and going places and i always have to make sure that i have someone with me and that i'm never alone i feel like the school didn't have my back and almost applauded them for their for assaulting me and if it weren't for my mom doing
all that she did for me all they would have gotten was suspended for five days and got to come right back onto the campus i don't understand how that is fair when i didn't do anything and they all assaulted me from the back i feel like our school and the school in the district needs better rules and staff

evening board members and parents my name is kim grappentine i last spoke at the december 16 board meeting regarding the assault that took place with my daughter on chhs campus let me give you parents a quick update on that because of my diligence in email after email after email calls i was able to push this board into expelling the
two adolescents who assaulted my daughter they didn't tell me that because they basically told me it wasn't any of my business what happens to other students even though my daughter was assaulted so i have every right to know that but don't worry there's ways to find out if i hadn't sent the numerous emails i did demanding my request be fulfilled
they would have let those two girls walk right back on the campus there were also two administrate faculty members which she had already told you assistant principal ganshau and councillor hanson assistant principal ganshau because this was after the first meeting i had and when i got up this is information after that threw away the documentation that was
provided to him back in october of 2021 regarding the cyber bullying miss stephanie johnson and i quote says he said i have no recollection of any events ever being told to me after he had written and signed a no contact order between the other victim my daughter's friend and the 16 year old perpetrator angeline bareille these two faculty members are still on
campus around all of your kids so board members after i've already already stated numerous times i'm going to demand again that you remove assistant principal ganchow and councillor hansen i don't care about a 10-year teacher contract okay union whatever from their respective positions immediately or you will have one of the biggest battles on your hand because this mom will not stop until justice is
served from my daughter and all the other victims and probably parents out here now that don't want to get up and talk about this okay from these type of administration and faculty members on your campuses we won't sit here and clap our hands for any of you all doing the right thing because you wouldn't have done the right
thing if it weren't for me being a good parent that has the stamina and the fortitude to keep going where you thought i'd give up and go away like the rest here's the problem you four won't do anything unless there's some type of political gain for you in it some kind of rank up the ladder can't fool me and
i think you for know that by now so this leads me into my next points mr enfield i want to specifically speak to you for a minute you've been within our district uh since 2007 started within it as director of human resources so you have vast experience in managing the concerns and needs for our students you have said
and i quote kids who are attached to their schools perform better what hurts me more than anything is that most of our kids don't feel attached to their schools most feel threatened and are being bullied and feel unsafe and are being treated very poorly by not only other students but also with some faculty where did our board of education
lose its commitment to our children humility civility service i don't see that where did our board just give up and let a lousy governor dictate rules that we know very well do not benefit our children or keep our children safe and protected it's time you are all held accountable for the lack of attention to these matters as for the parents that
got up here at the last meeting i'm not sure uh there was a redheaded lady and two other people who got up at the last board meeting along with jim gallacher who sits here mask on mask off sometimes feels that way or he doesn't i'm not done uh by the way he's a member of the chino valley democratic club shame on you all
you all come up here pushing the narrative of politics when you have these types of people affiliated with one political party thank you you all want to point fingers at certain individuals and groups calling them unchristian like insulting dr naw the way you did one of you also said something about focusing on things that matter such as
bullying my question to you is where were you when i gave my speech about daughter's bullying issues and assault that's fine thank you kelly allen followed by callie marino followed by sonia shaw this was written by sonya singh this is not her story it's um i'm reading this for her and her friend rosie at the end you'll know why
rosie can't be here in my own opinion school safety is more than just about active shooters it's about protecting our kids from other kids too in our district a 17 year old autistic boy with the mind of a twelve-year-old was beaten at school by three boys they took his backpacking wallet outside class and told him come and get it not
understanding what was going on he went outside to retrieve his belongings this boy was beaten so badly surgery was required in this district this boy was not given any medical aid not even an ice pack in this district this boy was supposed to be provided a one-on-one aid and he was not in this district this boy's mother
rushed to school only to be told that this was mutual combat and not an attack on her son there were multiple kids taking video footage that proved in fact it was three on one in this district the boy's mother had to take matters into her own hands and take her son to the hospital it was doctors not the school who called the police as
they knew this was an assault in this district these three boys were out of district transfers that were never vetted in this district the boy was never supposed to be at this school based on his severity of autism it was a mistake admitted by the district to make matters worse the boy's mother was pregnant at the time with twins
it was a high risk pregnancy the emotional distress and was tenfold based on the beating of her son and the lack of concern or care by school admins in the district in this district getting this boy transferred to another school after the attack became a daunting task based on our district's protocols and lack of involvement and concern
although this boy's mother was meant to be on bed rest she was asked to leave her house multiple times to get answers fill out paperwork and all while trying her best to take care of her son in enormous physical and emotional pain the entire family suffered i know this because i spent many days and months over the
on the phone with both her and her husband through the tears and the frustration mr gnaw was the only one who helped the only one who cared this boy had surgery which was brutal for him and his mother mom should be shouldn't be stuck in the hospital room for days while meant to be on bed rest during covid leaving her
isolated without help there's a good part of the story this boy graduated from high school last week due to the loving support of his parents and despite the desire circumstances he endured the worst part his mother lost those two babies just before their due date to this day his mother fights deep depression over the tragedy and the loss
of two precious babies she can't speak on this so i had to she sent me a picture which i thought of showing you today but it's too personal the pictures of two tiny urns sitting on a table in their home two urns that those babies they have to look at every single day it's all happened in this district

here tonight he asked that we just we express our gratitude as we close out this school year um it has been very unique um a lot of challenges that that we didn't expect i think anybody in education could say that congratulations to the chino valley staff students and family on completing a school year and specifically thank you to board
members who made their way to visit us towards the end of the school year i'm sure your schedules are very busy we always love having you and thank you also to a wonderful facilities team who's always been so helpful and friendly on campus and as well our collaboration with the induction team um has been really just a great benefit to

speech prepared but i'm not even going to go there because it's just it's just everything that's being said tonight is just a small portion of what's happened this past year to be honest um this past year has been tough on our kids and the last two years have been tough on our kids us parents have fought for our kids
and fought hard against some of you that fought against our kids and that's the truth and i won't back down from that there's a youtube channel about me that they decided to make and all this fun stuff but you know what i don't regret ever trying my best to fight for these kids and i won't stop fighting for these kids because it's
evident that we need to do something better and do something different with the way that you guys are up here is absolutely incredibly insane and yes i'm talking to you storming off and can't even handle a situation you prove that year after year it's embarrassing and these are why our kids are suffering because you guys are unwilling to work together
this entire year you've been unwilling to work together and prior to us not even knowing you you are unwilling to work together and that's why we're in this mess it's not your fault of what's happening in california but what is your fault of what you'd never have done doctor i mean officer asby said it herself our kids have been suffering
since 2019 we fought to try to advocate for those kids we know these stories these parents have come directly to us because they have no hope in this and i know there's great staff great teachers contrary to everyone saying i don't like teachers i don't like this that is a bunch of baloney we have amazing teachers amazing staff
we actually have amazing people up here and in here that are willing to work on things but because you guys are so broken our kids are suffering one is enough is enough and if you're not willing to get your your your hands dirty then walk away and leave honestly because it's better for our kids because this is embarrassing and what's really
really hurtful is that they are hurting bad i will continue to fight for our kids whether i get up there or not that's not even that's been nothing i've sacrificed a lot and that doesn't matter let's see you sacrifice something in the next few months and you work together we begged you we've honestly begged you guys to work
together put your differences aside for the next who knows how many months get this school year up and running because that's what you're responsible for the safety concerns you're responsible for those right now you need help from us we'll help you have parents willing to stand in front of those schools to make sure those kids are safe when we have that late start
junk that we got ourselves into you think 915 is not going to cause problems for our community with kids standing out there in junior high that's a sensitive age let us be part of the solution or find another solution because we don't want to be up here telling you that these kids are hurting or ditching school or getting into
trouble when we've already warned you for the last year that this is going to happen when that late start thing happened thank you thank you lisa greathouse followed by misty buckwalter good evening as the board prepares to welcome its newest student representative this summer it's worth noting just how poorly some of the board members treated the last
student esther kim at the two previous board meetings until the board acknowledges that mistreatment many of us will remain concerned about the treatment of her successor i'm not sure how much experience mr na has with apologies but what he publicly offered miss kim at the last meeting did not even come close saying i'm sorry if i hurt your feelings
is not an apology something my children learned in kindergarten an apology requires that you acknowledge what you did wrong and that you take responsibility for your actions which in this case would have required that mr na acknowledged he was wrong for criticizing ms kim's character and upbringing because she disagreed with the relevancy of his resolution which the majority of this board did as well
instead of apologizing and asking for her forgiveness he made matters worse he used the power of his position to call miss kim over to him on the dais and then initiated a long inappropriate hug that most adults understand is inappropriate at best and most likely violates the policy against adults touching children and you mr cruz accusing ms kim of
violating bylaws was another case of you spewing nonsense during these meetings as you did tonight during the conversation regarding school shootings as well my hope is that the board will still consider censure against mr naw for his actions and that regardless the members of the board and those in the audience and community will treat the students who serve this board with respect and
dignity they deserve no less thank you thank you misty misty buckwater followed by cindy boise followed by juan v alba i didn't have anything planned but i have been thinking about this a lot lately six kids my special needs daughter has been at chino hills high and the safety issue for the most vulnerable on the campus needs to be addressed
i remember specifically my i had three girls on campus at one time and they had an earthquake drill where are the special needs students everybody's out in line where they're supposed to be and you have the teacher and three aides trying to push out 12 wheelchairs it's not acceptable i brought that to somebody's attention five six years ago and i don't think
anything's changed i can't even imagine if there was an active shooter situation how are these kids supposed to be protected they can't talk they can't do anything themselves who is watching out for them who is boarding up the doors who is putting them behind desks who's you know whatever the case the whole alice thing how does that
apply to the special needs kids i really hope that somebody will address that earthquake drills whatever safety um i have a daughter that brained her ankle was on a little scooter thing for months she couldn't even get somebody to come let her up the elevator on time to get to class i don't know if it's a matter of
we don't have the staff or what it is but if we can't help the non-vulnerable how are we going to help the vulnerable there's just several issues like that um i also want to address somebody at the last board meeting talked about how you know some of us are so focused on abortion and what does that have to do
with anything i just want to put my two cents in there that if we're allowing 11 and 12 year olds to not have to tell parents that they're leaving campus to go have an abortion why are we teaching our kids to lie i have an issue with that we're teaching our kids to lie and to not take responsibility and

to the board meeting with a bunch of trans kids gay and lesbian kids um saying that a ch a kid or whatever i don't know what she described them that if he describe if he id's as a girl he should be able to go into the girls restroom or the girls shower have we forgot what happened in the
board of education in the state of virginia this is why we have the mental problem these kids don't know god made two people male and female i don't care what you do you're if you're a man and you say you're a woman i'm sorry you're a man that's why girl sports is being demolished because a man can't make it in the
against competing against man so he's going to compete against women the texas shooter as you may know was a transgender kid totally screwed up it's a total sad incident all the way around because that shooter was somebody's little boy at one time but this is what happens when we have this we talk about safety among our schools
here the kids in our district i love that i'm glad that you addressed it what about having the parents show up i know that i would gladly volunteer to go and be on the school campus if i have to be fbi fingerprinted the whole bit yes i'd be willing to do that i'd be willing to go there i'm sure

medical insurance coverage only up to the certificated management benefit cap for the superintendent and is eligible dependent only if the superintendent is in full-time status in the district for 10 years immediately preceding his retirement or separation from the district such insurance coverage will be the same as that available to active certificated management employees of the district such insurance coverage shall cease with

and that is we know that we're in a situation where big changes are happening you know there's a little bit polarization it's best that we wait till november you know to see what direction the school district is going because if it does if we do vote 2026 that would mean um i i mean once it's 2026 and and if the
four changes completely that would mean that we would have to pay the whole entire years if if it goes that direction see my main concern my really main concern for me is i know that my my spidey sense is telling me that there's going to be another lockdown and the mandatory vaccine the laboratory mask i don't i feel really uncomfortable
to to prove this because i don't want the school district to comply with the mandatory vaccine nor the mask and i think i think in this community we will decide in november what direction we want to go to because that is a serious um situation especially our children having so many cognitive issues so with this i i this is this is a big issue for me so
i will have to abstain from this i will abstain from this but like i said if you vote for this until 2026 and the board changes accordingly to what the people want you know that would mean that you have to if you if you choose to keep doctor in the field or not if the board changes you will have to pay the whole entire
2026 contract i believe that's true is that true pat dr uh mr cruz do you mind if i ask dr chen some questions to uh answer some of the things you post uh i'm asking dr chen uh mrs chen sorry um dr park uh it's been a long day um i don't want to ask superintendent directly as it says
his contract um did this board already approve the contract of 2026 or mr righto whoever the the contract my current contract goes to the uh 2425 uh 21. 20 yeah it's a one-year extension so it's to the 25 uh to june 25th okay so it'd be one one year extension and that's in the contract on a uh uh
based on my evaluation that i can have an extension based on uh the score of my evaluation yeah actually but the information is incorrect mr cruz you can buy me out for one year so if the board wants to terminate me you can pay me out and it's for one one year at the at that time all i'm saying is
very simple so it's not until 2026. like i said we're going to find out what what direction this board is going to go towards i think it's better off just to wait till november see where it's going to go so um i'm i'm going to upstate you know that that's my whole crux i have here other than that i'm perfectly

of our recent graduates and promotees i wish each of you the best in your life and your future goals i'd also like to congratulate all the champ scholarship recipients this evening i know they put in a lot of hard work and i wish them the best as well so just because school is out doesn't mean that things aren't happening on our
campuses we do have summer school on several campuses uh sports and other uh camps probably starting on monday with their first session starts monday but for summer school sessions so there is still a lot of stuff going on on our campuses a reminder please be vigilant when you're driving around those campuses for the safety of our students
i'd like to take this opportunity in light of what's been going on across the country to thank all of our security staff our partnerships with the law enforcement our sros and everyone that does all they can to keep our students safe nothing is fail proof and we all need to realize that but we have a staff here and a community that
does their very best to keep our students safe i hope all of our students families staff and cbosd community have a great summer and are able to share some memories with each other mr bridge thank you and uh i apologize in advance for getting a little lengthy tonight but i think in light of what we've heard i i
think some things need to be uh be heard uh first uh i attended and participated at don lugo yala high and buena vista graduations last week and again congratulations to all the district graduates and many thanks to our teachers staff and administrations for organizing and running excellent ceremonies on campus i also had the pleasure of attending the
sixth grade promotion at cortez elementary i want to thank principal patty jewell and staff for inviting me on tuesday evening my wife jan and i attended the chino hills state of the city address by mayor ray marquez yesterday morning i attended wrench cucamonga the san bernardino county schools budget perspectives workshop on the governors may revise and of of the budget and
as the legislature works for it's getting a final budget in a few weeks it's very interesting hearing uh the dynamics of the amount of money that are coming down to schools and while that's good uh now uh i'm also wise enough to realize that yes we have money but how long will it how long will it last before the next downturn
thinking back to 2008 when that downturn went on for four years so it i appreciate the budget that we've got and the reserve that we've got and also trying to do what we can for the uh for the district and then lastly and this is where i'm going to get a little lengthy uh i was very sad to see the uh the the school
shooting in in uvalde texas and every time this every time this happens it takes me back to columbine and the reason it does is because it's it's personal for my wife's family and i'm going to read to you a statement tonight the second student that was hit at columbine was the daughter of my wife's first cousin she's still alive today almost 40
paralyzed from the waist down in a wheelchair still lives in the denver area uh was in the hospital for almost four months i went to denver uh for a wedding on my side of the family just the time that she was getting out of the hospital had had lunch with them and could see that the things were extremely extremely difficult
and her father took me to the school that day all boarded up sat in the back parking lot in the car that's where the library was if you're familiar with the school and how it looked that day the library that they showed on tv was actually the back side of the school not the side that faced the street
and listen to what her father told me and and while i knew more details and than what was given in the news i did not know the seriousness of the details till i read anne-marie hulkhalter's statement two months ago on the 23rd anniversary of that shooting because she was very uh you know very private didn't even tell much of the
much of my wife's family but she wrote this statement and i think it's important for people to hear what can happen and especially with the remarks that were made last week when someone when said well what happened you know some of the students perished last week because things were not done in a certain certain manner here's what happens when
when people rush in i'll just start start here from what she said i've also come to realize just how many this is her words i've also come to realize just how many things went wrong or right in my favor that day the ambulance being on the wrong radio channel from the police so that they went around the back of the school when
it wasn't safe how when i was dying on the sidewalk i was suddenly in a tunnel surrounded by brilliant golden white light crossing over to the other side and i saw a tiny red thing out of the corner of my eye down by my feet like looking at it through a paper towel tube that was an ambulance and i went bl went
back and moved my arm a little bit but it had been a white and excuse me a white ambulance i wouldn't have seen it with all the light around me and i would have continued crossing over i know the tunnel is cliche but that's literally how it was for me and i haven't really been comfortable talking about it until this year that's how i
survived after those two tried to kill me four different times in 45 minutes first i was shot twice and paralyzed second a pipe bomb was thrown at me she was sitting on the outside of the step she was not classroom because it was close to lunch a pipe bomb was thrown at me and my friends and it landed
on a raised patch of grass and exploded over me third time when i was lying next to the cafeteria door about 30 minutes later and those two went down to the cafeteria excuse me and got boy tears that their incorrectly homemade bombs didn't explode and shot the propane tanks they didn't explode which the police can't really explain to
this day because usually propane tanks explode when a bullet hits them and it would have leveled the entire school building and lastly they shot at me from the library windows when john the paramedic who's a hero rescued me scooped me up put me in the ambulance and they missed hitting us completely another bullet would have killed me for
sure is i had no blood pressure and was seconds away from dying john got a line in me somehow and the oxygen mask kept me alive long enough to get me to swedish hospital only took 78 minutes the ambulance driver driving like a bat out of hell staff wheeled me quickly to the er on a gurney and the only surgeon in the state and
probably surrounding states who could have saved me just happened to be there for a staffing meeting because it was a tuesday when they had them he treated war wounds in the gulf war as an army medic and i had similar wounds that no other surgeons knew how to fix he opened me up in the er not the or
using the hail mary procedure because it has two percent survival rate on a good day i saw the scalpel and felt the first cut and under anesthesia the anesthesiologist worked as quickly as they could but it wasn't quick enough then the surgeon cracked my sternum spread my ribs apart like an autopsy another surgeon stuck his finger in the
gaping hole and which was gushing blood and he ran alongside the gurney as i was on with his fingers still in my cavity while everyone wheeled me into the or for another four hours of surgery they glued my liver back together with what was left of it repaired my lungs and diaphragm repaired the hole in my vena cava
i needed two and a half humans worth of blood to replace what i was bleeding out they couldn't do anything about the spinal cord that was burned away completely by the bullet put four chest tubes in me and hoped the best i did survive the doctors were shocked everyone was so excited and then a week later i developed fluid around my heart
in the pericardial sac which is deadly they told my family i might not make it if draining the sack doesn't work they can't open me back up without it killing me the cardiac surgeon used an ultrasound to guide the gigantic needle for the pericardiocentesis i wasn't put under because i was so fragile so all i had was numbing where the
needle went in and i was already on sedation anyway then the ultrasound failed or malfunctioned of course and the surgeon had to go in blind just my luck he went in as carefully as he could but nicked my left lung collapsing it again two times in one week but he was able to drain the sack i heard two nurses on surgical techs not
sure who they were saying why isn't she screaming because it was so painful to have a gigantic needle in your chest nicking your lung to collapse it suddenly couldn't breathe and my heart wasn't beating right at all but i survived and i told other doctors over the years about my history and they said they would have never seen anyone
survive wounds like mine especially with an exploratory laparotomy xlap done in the er that means the patient is going to die anyway so it's literally the only chance they have and i guess i'm just that stubborn to survive with those two shooters she used another descriptive term instead of shooters did to me the odds are millions of one that i
survived what i did i'm not a statistician but it seems like millions to one maybe more and i think i'm finally coming to terms with that to actually think about the insane odds that i survived instead of treating it like a story that happened to someone else because trauma and ptsd colors things differently acting like a protective cloud around you
but the cloud has lifted a lot so i can see things clear now that so much time has passed i know rambling i'm rambling but i don't tell many people just how against the odds i survived how i was crossing over to the other side people have trouble believing that and it's fine and all the medical procedures
they did to save my life for which i'm so grateful i do struggle with guilt and confusion as to why i survived but i made a choice to come back instead of continuing on the other side and i know my purpose in this life so i'm living it the best way i can because i know how close i came to not
being here when so many others did not make it that day that's why i appreciate all the first responders and what they do and going in under dangerous circumstances to save every person they can this um like i said was was an horrific incident it's why i've i've advocated and supported all the school safety features that we do in this district
and has a back story her mother suff was suffering from depression i mean four months in the hospital you're there every night 24 hours a day basically with your daughter and the sad the sad ending to this story is that my wife's cousin that october walked into a pawn shop with a bullet in her purse asked the
person behind the counter to see a particular gun when you're from northern minnesota and the dakotas you you know what type of gun you need she put the bullet in the in the gun took her life right there on the floor of the pawn shop how did i know that i knew it happened that day why she was the lead story on the channel 4
news at 11 o'clock that friday night it is one thing that we need to make sure that we do whatever we can as the officer said earlier it's not a hundred percent secure but whatever we can do i'm all for it and this is the reason why i'll never stop advocating for school safety and whatever we can do
because of anne-marie and you know it's it's something that has affected the the entire family and with that i'm going to conclude my remarks thank you thank you for bearing with me thank you mr cruz you know this is a great opportunity to initiate a safety committee right now at this moment we have people that have great ideas dr unfield we should we
should start state we should start setting up initiating a safety committee it's just a great opportunity at this moment at this time so um with some of you you should we should call and maybe initiate a safety committee this is great opportunity because yeah a lot of people wanted a lot of people would be interested and then ms grabbington
you know i would like you to after the board meeting is done that you'll come and speak to pat kaler and so we could have you know some kind of direction how you could have a meeting with dr enfield there's a lot of things that you want to say you want to be heard so so um after the board meetings we
could initiate what you could do and you know i attended the graduations i attended china hills buena vista and chino high school i have to thank you know the board members that that did attend mr schaefer mr gnaw mr bridge you know this does matter because um we celebrate our children graduating so um thank each and every
one of you that attended graduation and i just want to say some things mr gnaw you know every time mr now goes watch football games you know when he attends the football he actually doesn't watch the game he actually is a part of the security so he's always going steps up steps down watching the kids he's so active
with the kids if you pay attention to him he's very active there was a situation a student named michael and his gpa was like 2.7 and he was rejected from the university so mr nell wrote a letter recommendation and um they allowed him to go to the university that he wanted to and he knew michael for since ninth to
twelfth era at this moment he is getting his master's degree at redlands university so it it it uh mr knowles very he connects with children he's so good at that he's really good and also another thing that he does which is um you know is not what he does it just it gravitates and um there's this connection and that is children
that that are they're in the process of dying that he goes to their homes and um he's part of the family and and he he prays over the kids and and there is this relationship with with the child and mr gnaw and it's very positive you know mr noah has done many good things for this school district
it's just some people are just haters and um so we thank mr naam making a difference in the school district because he has made a big difference when he started in 2008 the whole culture changed and it changed for the better definitely for the better so as for our children graduating i was so proud of them graduating i mean they it
it's so wonderful seeing our children graduate and they have their whole life ahead of themselves they have their dreams they can become whatever they want and that is that is the most impressive thing you know handshaking the kids and their smiles it's just a great time so good job students and um you know you just make you just make
your dreams come true and um you become you're you're having a meaningful and purposeful life thank you thank you mr cruz dr enfield yeah i want to uh it was the time of year with our seniors graduating and i want to congratulate them on graduating on graduating from high school i also want to thank the the parents and the staff
that's helped them achieve that graduation because that's a big momentum for for their life and so again i want to congratulate them and i wish them all the best in their endeavors and wherever life may take them and i wish them all safety too thank you dr enfield um well i appreciate the presentation this evening on school safety um i think
that unless you were here in this meeting or watching on youtube the information provided might be in a silo i know that the city of irvine and other cities are having presentations for the community rooted with the school districts and law enforcement but with the broader community as well i think this is the type of subject where and one of the things i have a
problem with with our study sessions is that they're basically like board meetings and we don't really have conversations and so i would like to see us have an actual town hall i think there's a way to do that both in person and integrate people and virtually a lot of our parents can't be at a physical meeting but i would like to see a town hall
presenting this information and getting ideas from the community because this is a community conversation this is happening within 30 miles of where we live there's been shootings in san bernardino recently laguna niguel some other areas and i do think this needs to be something that we actually have a conversation again i really appreciate that there was a presentation but
i feel there needs to be something a mechanism for response and so for example there was a lot of good information shared today and hopefully you know some things were learned what we don't get is okay in evaluating that what is the feedback what can we do better and i think with school safety across the board it's not just on this
particular subsection of school safety we need to be asking what we can do better because clearly we are not at this point doing the best job we can do and i think that you should always be asking what can you do better so i would like to see us you know put together a town hall you know in collaboration with local law
enforcement we coordinate with three agencies you know our cities who are also partners in all of this i would like to see that put together in terms of mental health i brought a resolution a couple of weeks ago which sparked a study session i'm going to rebrand that it just doesn't really say what i want it to be
the purpose of which was for us to talk about some of the issues and instances that were brought to light this evening we have policies in place and what is happening on our campuses is not enforcing those policies we have a bunch of language about harassment and anti-bullying and it looks really nice in a policy but if it's not being implemented and
the staff is not implementing the policy on the ground the policy is meaningless and so we really need to be looking at our campuses and what is going on the reality is that we have campuses that are severely impacted and we don't have the staff student aides or sros on those campuses to manage it and this is not a matter of
having more sros on campus solely for a school shooting it's it's impossible for one person to try to manage campuses that large and we have some very large campuses that we frankly need more support and this board needs to invest in more support for staff and for sros and for aids who specifically are going to be on these
campuses for issues related to student safety i also want to ensure that our policies are inclusive of all of our students you know i was very disheartened to hear that we are not thinking about every single student regardless of disability in in our practices that's appalling and so these are the types of things that you know we
as a district as a large body sometimes there are things that you know we we may want to say well you know we didn't know well it doesn't matter we have to do better and so on june 14th to sort of kick off this process and again i want to move away from study session you know i want to hear from individuals on
on these topics whether it's incidents or best practices or ideas and you know across the state this is a big issue the public policy institute of california you know just did a session a couple days ago on mental health and it wasn't just student mental health it was parent mental health it was teacher mental health it was and i think one of the
things that stood out to me is that it's about the mental health ecosystem it's not just targeting one group supporting one group it's looking holistically at the district but also with the community of how can we work across agencies to support mental health for everybody in the community the school district has its role and we have to step up
but i know that there's collaborations between both all three cities that i think we could enhance in respect to these services and with that um i thank everybody for coming this evening and i adjourn this meeting at 7 47 p.m
