in gagne voting yes and shaper absent as assistant principal chino hills high school effective july 22nd 2022 appointed gerald matthews as principal cortez elementary school effective august 5th 2022 appointed lori warner as principal cal arrow k8 effective date to be determined appointed shiloh heart as child development coordinator in health health services effective july 22 2022 appointed valerie bayarta as coordinator
behavior intervention program effective july 22 2022 uh no further action was taken which requires public disclosure thank you uh leading the pledge of allegiance this evening is mr i pledge allegiance to the flag of the united states of america and to the world which it stands one nation under god indivisible with liberty and justice for all moving on to item 1c comments from
employee representatives is there anyone here from a ct ca champ ms emily lau good evening president kanye school board members cabinet and chino valley community welcome to the 2022-23 school year it's exciting to get back into the swing of things this week is leadership charge for chino administrators and management personnel and we would like to thank the cabinet
and the ciis team for providing a very positive supportive week full of practical action steps to assist us in elevating ourselves and our practices for the upcoming school year our guest speaker chip eckerlberger was inspiring and reminded us that we should never underestimate the power of self-care we all left ready to to exercise and and we're motivated for for our upcoming
year the work that has gone into this leadership charge has not gone unnoticed and once again we thank you all very much we'd like to wish a huge congratulations to all of the chino high school cowboys as they prepare for the opening of their state of the art campus i was curious so i drove on by and it is absolutely
beautiful i'm sure they're all very excited and lastly i'd like to let all chat members know that friday is the last day to submit dues for at a reduced price thank you all everybody and have a great year thank you we are now at item 1d comments from the audience and items not on the agenda pat are there any requests to speak
to request to speak speakers will be called in the order the requesters receive please listen for your name and be prepared to approach the podium any comments on agenda items will be accepted during consideration of that item once the board has commenced liberations on an issue speaker cards will not be accepted the board is very interested in your comments but please
bear in mind that the board typically does not respond to comments during this time when the agenda as it is referred specifically for public comments individual members may respond during board comments at the end additionally the board does its best to support the public's right to address elected officials it is also important that the board conduct its business in
an orderly and fair fashion as provided by board bylaw 9323 in the event an unusual amount of speaker card is submitted for any item the board will hear up to her 30 minutes of comments and the casino agenda items aboard can if it chooses hear the remainder of comments after all business has been conducted mr naw will you please explain

a lot of statistics have been thrown around over the past few months in this board meeting and i thought i'd share some tonight that are concerning at least to me it's about gun violence so every day on the average 316 people are shot 22 children and teens age 1 to 17 are on a yearly basis 115 551 people are shot annually
fifty seven children and teens annually uh let's talk more recent news uh we were all aware of what happened in buffalo where 10 were killed in a supermarket and the horrific incident at uvalde which is what brings me here today 21 dead at uvalde uh in the in the local elementary school and then highland park i mean like
within a couple of weeks after that seven did and it goes on there's been shootings going on in supermarkets and so on a few weeks ago i went to our city council in chino hills and i made the same request to them that i'm going to make tonight here i think that we should take another look at what we're doing
many of the people that they interviewed after these events said we never thought it would happen here i think i would hate for us to be saying the same thing here in the chino valley i'd like to request maybe some kind of a top-down bottom-up threat assessment to check everything not only you know in our school district but i also asked our
city council all public places maybe do another look that doesn't mean we probably already don't have good security procedures in place i believe you are conscientious uh members of this district but nonetheless i think it would be good if we would try that so thank you thank you it's already green good afternoon my name is sonia shaw
um i'm actually going to speak in regards to safety too some concern was brought to me by one of our staff members that when the and maybe you guys can help clarify if you don't know the answer maybe we can get an answer on it when the button the emergency buttons pushed on the campuses it immediately locks down everything within four
seconds including the badges for our employees and as a parent i'm just concerned if the kids were out in the quads what happens to those kids there's no time for them to get to somewhere where they can cover and get to safety and also my other concern which was brought from a staff member as well is what happens when um
that four seconds is up and law enforcement can't get in either is there a backup plan i'm hoping there is and this was already something in place and it's just a concern that maybe hasn't been brought to everybody but hopefully we can bring that and then i don't know maybe have some training for our staff before they get back on campus because
it seems like there's a lot of people that have the same concern and that could be really really scary for us as parents knowing our kids are locked out in the in the law enforcement's locked out too we wouldn't want them to be sitting ducks without you know our brave law enforcement to go in there and have help
excuse me and my other concern was that a lot of parents are asking about um any mandate and covid policies that you guys may have in place for the 22-23 school year we try to search and we just have the stuff that was old is there a plan in place because we all know um a lot of
districts in i think it's san diego in l.a they're already requiring certain things and it just doesn't make sense with what's given in the current circumstances i mean everyone's traveling everywhere kids are out and about and it seems like it's just a little funky that now these things are coming back in place when school is going to
start so i would ask that if not we get within the next meeting i think i have 30 days as a member to request something to be put on the agenda for us to continue with mass choice given the research and what's going on with our kids because we have a lot of parents that are coming to us and asking
us what's going to happen so maybe we can have a little bit more transparency on your guys's plan or what you guys plan on doing in the event that maybe you know california decides to lock everything down and do that is there a plan in place i i just would like to have some updated information besides what's been
in the past thank you thank you misty startup good evening so i've been thinking a lot about bus passes lately and the astronomical fee that we have to pay to get our child to school on a bus i'm not sure when that changed we were fortunate for a long time for many years to live right i mean
within a mile and my kids could walk or ride the bus or i could drop them off but now with kids in junior high townsend and living clear out in butterfield it is not ride a bike or walk so um i've been thinking about how we pay our taxes and our taxes are going to pay for the schooling to
provide free education it pays for their books but why can't it pay for bus passes it just doesn't make sense it should all be included our kids can't be in school if they can't get there and now with the time change with you know school starting later it's making it a lot more difficult for parents and a lot more people are going
to have to get bus passes because they can't take their kids now because they're already going to be at work so i feel like there's a lot of money going towards some of the superintendents the assistant superintendents i mean 385 thousand dollars for a salary is a lot of money and my husband and i being in the medical
field and working with people's lives every day we are not even close to that so maybe we can use some of that money to go towards kids bus passes um my daughter kennedy she's never paid for her bus pass why is that they pick her up in front of my house and drop her off in front of my house
never paid for her bus pass she has free transportation it should be free for everyone also maybe instead of focusing so much on providing free tampons in our bathrooms we can change you know focus on free transportation thank you thank you thank you pat okay we are now at item 1e changes and deletions uh pat are there any changes
or deletions the following changes and deletions are on the agenda facilities planning and operations item 2 a1 page 13 under energy services agreement amend the effective date to read july 21st 2022 and on page 29 under project milestones due date amend the agreement execution date to read july 21 2022 and ciis item 3 c7 expanded learning opportunities program page 99 is yellow
sheeted and item a five new administrative regulation 5141.51 students school-based threat assessment pages 279 to 285 delete the work the initials bp and insert ar there are no further changes or deletions thank you we are now at action items the first item is item 2a item 2a1 approval of energy services contract with pacific west energy solutions for improved air quality
measures and determinations in accordance with california government code 4217 recommend the board of education approve the energy services contract with pacific west energy solutions for improved air quality measures and make the following determinations in accordance with california government code 4217 the project is in the best interest of the china valley unified school district the anticipated cost the district for
electrical energy or conservation services provided by pacific west energy services under the contract will be less than the anticipated cost for electricity that would have been consumed by the district in the absence of this approval are there any speakers there are none seeing none may have a motion so moved motion from mr knox second and a second

president we have a request to speak oh request to speak excuse me it just came in sonia shaw hi guys i have a question um in regards to transparency i feel like our district that's where they're failing as parents for the past couple of years this is all great and danny because it's transparent how much each of you guys make up here
which is pretty darn amazing in my eyes and two things we have 30 staff members resonating where is the failure right there is it with leadership or something else we should not have 30 staff members resonating in one one meeting that to me is concerning as a parent because who's coming in and who's going to take their
place does it include them moving around or are they leaving because of things that aren't happening number two our safety team with everyone that has a healthy salary here are we making sure that they're paid they're the ones on the front line for our students they're the ones that are going and have been taking the hit with
keeping our kids safe i personally don't think that they're being taken care of but i really want transparency as a parent and as a community member to know that they are because i would like to know that they are considering the risk that they put themselves out every single day we know there's fights we know there's there's
threats we know that there's a lot of things that go on the campus and i'm pretty sure if we were transparent as a district we find out that they're not taken care of so it's all great and dandy everybody's salaries are healthy i'm not saying no one deserves what they're getting but i also know there's people in our district that
aren't getting what they deserve and they play an important part in our children's education and if someone can give us a little information on that that would be amazing because i know that we have amazing security members and i would hate for them to be on that 30 list thank you thank you with that may i have a motion so moved
most by mr nam may i have a second second second by mr bridge uh comments questions and or discussion mr knox yes i agree with our speaker 100 percent um i'm so proud of my cabinet members um they're really stars and they have their hearts in the right place i appreciate them but yes my heart goes for our safety personnel
just standing out here in this building in all of our campuses they put their arms away and to protect our students and and our staff population as our speakers had mentioned uh just this evening safety should be our foremost concern for our students and i think they need to be justly uh compensated with benefits and their works
we need them we don't need have them transfer way transfer away to another occupation because of their pay or privilege that school districts provide that goes with along with all of our staff members as well all the csa members all the teachers uh if we could do it we should do our best to provide and and and compensate
their love for our children uh it starts from the top less let's work together and and and support our staffs all the staffs thank you thank you any other questions or comments mr bridge just very quickly i'm i'm in support of this uh we have outstanding cabinet members and and we're this what you're seeing tonight is comparable
with other districts and i would hate to i would hate to lose any of them to to other districts and so uh i support this we're we're currently in the way of transparency we're currently in negotiations with the other with the other two labor groups and that's why you're not hearing anything now because that is not that is not done
so i just wanted to bring that up thank you mr cruz you know i agree as well but the key really is the community the community is what excels our school district it always has been and when it comes to this to the spear it is the teacher it is the nutritionist it is the custodians that opens and
closes they are the ones that affect change in our children's lives they're there and when you speak to children that when they are when they are adults what do they think about they think about people that have affect their lives not in terms of the content that they've learned but the good nature of what a person like a
teacher a custodian how they touched them and that is the key it is the community that is the key to having amazing children thank you thank you mr cruz any other comments questions or discussion uh seeing no motions to speak and no more lights um all those in favor please say aye aye any opposed any abstentions motion carries four zero

upset how they like to twist their children's minds especially when they're so young and how they want them to not to have families to isolate them and to not really know what their true identity is i you know i'm fully aware of psychology or eric since stating that in in adolescence you know you got identity versus confusion but you know it's nice
as they go on with their lives with their friendships that they determine their identity but um but on revision of administrative regulation a new exhibit 3517 business and non-instructional operation they want to they for six to four six through 12 they want to place um menstrual products like like a menstrual product a dispensary in sixth grade and
and then you have to ask you know what is the rationale of having a female dispensary in a sixth grade restroom you know boys don't need menstrual paths they don't menstruate and what do we expect that females to go into the boys restroom the bottom line is that they are trying to confuse our children that is the end game
and that is what they're driven driven to confuse them so they won't even know what identity they are and to be alone suicidal and just total despair because of this agenda that they're going through sixth grade putting stuff in their minds you just could imagine you being a sixth grader how vulnerable you are oh but mr cruz
you know you know this this bunch of bs we are abusing our children children should be children let them be like how we were having a normal life and let life do what it does but it's very upsetting when i see that kind of stuff because i know at the end it is anti-human it is the destruction of the human race
because pretty much that's the direction and we have to stop this or or the or there won't be a human race it just won't be we'll be instinct so um i want you parents i want the community to understand the direction that we're headed towards rather than just walking and not paying attention what our government what the whole world
is going through this direction that we're leading towards it's we have to wake up for our children's sake i'm not a perfect person don't get me wrong i am not perfect but when i see something i have to say something and i do the very best that i can because i'm just a human being but this is so disgusting
it's evil it's pure evil this this crap thank you dr enfeld uh i have a brief question before i make a comment um when we get changes to administrative regulations uh what is the genesis of these changes where do they come from they come from the california school board association's legal teams they go through the state and federal
guidelines and ensure that we're in compliancy with those state and federal laws and regulations so just to clarify where we're at in the agenda we're on page starting at page 332 this is revisions to a variety of administrative regulations this covers everything from making sure that campuses are safe from gas leaks mechanical systems fences and gates i will get to the item
that mr cruz is addressing which is item number 13 restrooms there's an existing paragraph i'll read the existing paragraph 13. restrooms are fully operational maintained and cleaned regularly and stocked at all times with supplies including toilet paper soap and paper towels or functional hand dryers in accordance with education code 35292.5 the school keeps all restrooms open during school hours when students are
not in classes and keeps a sufficient number of restrooms open during school hours when students are in classes except when necessary to temporarily close a restroom for student safety to prepare facility in addition in a school serving any of grades 6 through 12 and this is what is being added shall at all times stock and make available and accessible free of cost
and adequate supply of menstrual products and every woman's and all gender restrooms and at least one men's restroom the district shall post in a prominent conspicuous location a notice regarding this requirement that includes an email address and telephone number for a designated individual responsible for maintaining the requisite supply of menstrual products so effectively adding to the existing
administrative regulation is putting menstrual products which i would imagine and i've not read the legislative history are pads tampons or other products that young women starting in sixth grade as a matter of fact may have to access so i just wanted to provide clarity that that's what was added to this regulation in effect it is adding more supplies to restrooms thank
you [Applause] okay seeing none this is just an information item so we'll move on we are now communications mr bridge first you probably noticed uh mr schaefer is absent tonight he had unexpected issues out of town so he uh asked that this to be uh presented during uh during board comments uh he would like dr enfield to provide a public update uh
regarding the scoreboards uh at the at the schools at our next meeting uh he's not pleased with mr schaefer's not pleased with the process it's dragging on and student athletes are not being provided appropriate facilities and he would also like to ask for a pause on the scoreboard process until the board has provided an update on what
has been approved and what has been ordered he thinks it's appropriate since it was originally discussed since it was originally discussed and what was ordered or proposed for completely different products he doesn't see the wisdom in replacing 1970s technology with the same thing we have much better options available for our multiple use facilities so that's on on behalf of uh board member shaffer
uh now for uh for my comments i'm gonna start out uh as i try to at uh other meetings with the district retirements both certificated and classified first under the certificated christina pursuin elementary teacher at rhodes uh 24 years of service janice shaw morgan english teacher at canyon hills junior high 35 years of service carolina sandoval school nurse health
services 28 years of service moving on to classified get to the correct page sylvia bateman instructional aide and special education briggs 17 years of service patricia valencia bilingual typist clerk at chino high school 27 years of service janice lowe instructional aide secondary grade level at cvla uh 20 years of service anne mcmahon workforce investment act career technician an alternative ed 22
years of service and then finally susan tapia testing aid bilingual uh in the assessment uh department uh 29 years of service we'd like to thank them for their service and wish them well in in their retirement um next comment is uh i was at the chino high ribbon cutting it was a it was a very nice event i i
know there were some concerns among the people in the community about invites or how many people were there i think if you've driven by lately you've still seen a lot of construction going on and therefore the event was kept small and that on that purpose uh the one thing i would have liked to have seen i'm always
one that's looking for positive press for this district and uh it while we kept the event small and i understand the district did send over some pictures but i would like to have seen the pictures of the school in our two uh papers the chino valley champion the in valley daily bolton i i expected saturday when i picked up the
champion to see it above the fold on the front page and didn't see anything and when you've got the state-of-the-art high school not only in this district not only in this county not only in the inland empire but probably in all of southern california and maybe even the state we've got to show it off and it has come to my understanding that
we are planning some type of event open house later on for the community when all the construction is is finished so i hope that we are able to take that and have have that event so but it i can tell you from having been on the inside it is spectacular having gone over to yala the second year
it opened and then uh starting out at don lugo and watching the construction there and now seeing this this district has has come a long way in the uh 40 years that i've been in this community so i'm looking forward to that date and hope that people that are interested can see it and and i think once you see it
if you know people in in the area or outside of the area i know we're always kind of looking at enrollment uh i i can see we will get some inner district transfers from surrounding areas just uh with the site uh the way it is so it's it's it's truly a beautiful campus uh also um in a couple of weeks this is
the last meeting that we'll have before the traditional start of school so i just wanted to recognize that fact and wish everybody a great school year and then lastly on a personal note i just want to thank those that sent congratulations and best wishes for my uh daughter uh who got married two weeks ago so i appreciate
that and with that i conclude my comments thank you thank you mr bridge mr cruz yes um you know you mentioned bus passes i think that's a great idea you know especially in these times people are having a hard time economically that we should encourage and to some extent you know to even give free rides for buses you know that's
something to think about and as for the security in terms of giving them raises i think that is you're on point because you know safety's is paramount so i think you're exactly right when it comes to providing to give them raises so they could feel you know that their job is you know definitely they're doing an amazing job
and still giving raises yes i do agree with that too you know um also what was brought up was um the mandate you know we see la san diego even washington dc starting to wear the masks and we know that masks are not only harmful to students but we also know that zoom doesn't work it's not it's not helpful
for kids masking has been proven to harm social and linguistic academic development and if we mandate the mask you know and there's a good possibility that we will we're going to harm our population of students that are most vulnerable in academic loss masking children make no difference in transmission rates and most kids have already had covet and we know that natural immunity is the
best i want to place an action item to reaffirm that when this coming school year that if they start pushing this mask that we do not mask our kids it'll be a choice and i think that's really important for the coming november election allowing the community to determine you know do you really want your children to be masked
so i'm going to place that action item see where it goes oh yeah yeah you know the the most violent border is on texas the texas border between mexico and texas a lot of people you don't hear in the news but a lot of people are dying 30 and 18 wheeler being tortured human trafficking but they don't talk about in
the media because the borders need to be opened need to bring all that drugs need to bring all that human trafficking and and replacing replacement i tell you one thing community that second amendment that is helping us tremendously without that we would end up being like australia and canada but because of that they got to think about
how to proceed their actions in the coming future because just like japan during world war ii you know every blade of grass is a gun so it's very difficult to proceed when your neighbors have guns so thank god for the second amendment thank god for our forefathers that provided those bills of rights very appreciative and also radical id lock
i heard that term radical idea what's more radical than moving your home home sweet home to get more votes yeah that's radical thank you thank you so much mr cruz mr nah um yeah i have visited uh chino high school and attend that river cutting event it was exciting a time uh i really thought our students there
deserved a new campus but it was like more than a high school it looked like really a college so i'd like to thank that everyone is involved in participating building that school so thank you but again following a few days i had a chance to speak to a parent from don lugo high school lisa and she said mr na what about our high
school so i'd like to have remind our staff members what's coming in the future hopefully that we could have same opportunity at don lugo high school and and provide them with a brand new campus as well i'd like to thank mr gallagher with sonia shaw tonight speaking up about safety of our schools that is my primary concern and
i'm sure that our staffs are working towards that goal and enhance and supply that needed to protect our student population which would include making sure that our security personnels are well kept well trained and well paid yes mr shah you brought good point about a lockdown system uh four seconds yes what about our students on campus that
uh might not know what's going on with the situations so uh i'd like to have our staff really pay close attention to that concern and and provide some information for us and bus passes or expanding our bossing routes transportation routes is very important uh not only for ada sake but it's for the students that students needs to
really get to our school you know to be taught it might take some time but we really have to revisit those transportation lines and and and areas that that we provide service to and allowing uh bus passes to all the students that need it i remember uh at chino high school there was a person named adolfo who had passed away ah
my memory is so bad could be uh maybe six seven years ago he was fighting cancer and he was able to came come back to campus to study but it just gotten worse a case where i had invited mr joseph to visit his house to spend a last moment with them actually his cancer has spread to the
skull of his head and also to his jaw and he was constantly warming up this hot bag in microwave trying to soothe his pain when i was working on that new campus i was remind uh i was reminded be mindful of his face but i'm sure he's watching us in the heaven and his new school chino high school campus
thank you thank you mr nah dr renfeld uh yeah so can you hear me oh yeah uh tonight i know there were some questions regarding school safety and and i can assure the community that all of our staff goes through an uh annual alex training with our chino police department on top of that uh whitney fields our
director of risk management who oversees safety with us works with a consultant firm that actually goes out to our school sites and woods out with our school sites doing uh desktop trainings for active shooter trainings and we cabinet went through that uh probably about a week or two ago with our consultants on an active shooter training and the consultants uh comprised of an
expert in the field of safety along with uh police department uh and fire department uh are part of that the the team that meets with us and and so as we go through that process i mean some of the feedback they gave us is they said that um as they met with our staff and went through that training they they
clearly see that we are well prepared for for for that type of an emergency something that we never want to have happen but they said when you're meeting with the different schools and you're getting the same responses on process and procedures they know that those things have been in the system and that they're implemented and they know what to do so it's not one of
those where we're just talking about it they said they actually see the proof that we are well prepared for such a an incident that i hope that we never ever have to face so we continue to look at safety the questions on lockdowns all of those i won't go into them but the questions that were brought up those those are
part of our process and procedures we don't want to share that with anybody because that's an internal one but all of those questions that came up tonight those have been brought up a while back and we've addressed all of those and so we continue to look at our process and procedures uh to refine those and continue to put in uh measures
that we need uh to improve constantly and it's a it's one of our focus as a district the other questions on uh opening are our opening plans for safety there was some minor changes that were made to it um we shared those changes at our leadership charge with uh management this week um and dr gomez will be
pushing those out to the community like i said they're the same as we ended the school year with very minor changes they were actually probably opened up a little more and i'll give you an example one of the minor changes i considered is parent volunteers it had to be essential it's now non-essential and essential so that would be like one of the minor changes
in that plan so again that will be a letter going out to the community on monday that's already been scheduled to go out and then lastly i'd like to thank the board for approving my uh for approving cabinet's uh contract tonight one of the things that i use is a the work that i do with them day in and
day out i know what they do i know their level of expertise and their knowledge in their particular area but one of the things that i that you get feedback on is i work with a number of consultants our safety consultants that met with us i meant their feedback to me is you have a high performing cabinet and they work with a
lot of districts every consultant that i work with whether it's whether it's in the curriculum field whether it's former superintendents whether it's construction consultants all of them give me the same feedback who work with hundreds and hundreds and hundreds of districts across the state and across the california and the feedback they give me on my cabinet is
you have a excellent high performing cabinet i'm always told that it's a and they and i'll ask them well why do you say that they'll always go into i can tell with working with them that they ask the right questions they have everything that when we come and ask about this it's already in place uh we see the relationship between the
divisions of how well they work together and and when we're together we work as a team and so again i want to thank the board for recognizing that and approving their cabinet tonight so thank you thank you to start off my comments and i'll try to be brief i know there's some confusion right now about mask mandates los
angeles may be moving into one tbd um i know the district has liaised with the county of san bernardino um dr enfield can you share what we learned as part of that conversation yeah i i saw in the the media that the alley county was moving towards red and they were looking at an indoor mass mandate and i was
wondering for if that was uh to happen here in san bernardino county so john ashby who is our coordinator of covet reached out to the county and asked hey if our numbers went up and we potentially went into the red is this going to be a mass mandate in the county and they said that their response was it
would be it would be a recommendation and they would follow the california department of public's health guidelines which it's a recommendation la county is different they are going to mandate that which is different than our county so it's left up to our county health department to provide us guidance on that and their guidance from my understanding would be
that if they were to move into red that it would be a recommendation and we will follow our county health department if it's a recommendation it will be a recommendation to our students and staff and community thank you dr enfield uh briefly i just want to thank several of our elected representatives over the last couple of weeks
our county supervisor and two of our other elected officials made an enormous investment in the local chamber of commerce a lot of programming which is going to impact students over 2.1 million dollars was committed to local workforce development which is huge for this region and huge for our students so i really want to thank supervisor kurt hagman
state senator connie leyva and assembly member freddie rodriguez um i cannot emphasize how much i appreciate that investment we're launching a lot of programs for students at the chamber of commerce and working with the school district and it's very exciting to see that that vision grow i want to make sure that our students have opportunities to be educated here locally move on to
higher education they so choose but also have immediate access to workforce opportunities in high school and beyond so i just want to thank those three electeds for committing to that that means a lot to me and i know a lot to our community and with that i hope everybody has a happy and safe remaining of the summer
