public employee appointment coordinator compliance and public employee discipline dismissal release the board took the following action appointed melissa martinez s coordinator compliance human resources effective september 16 2022 by a vote of four 4-0 with bridge absent during the vote cruz not and shake crews not schaefer and ghani voting yes and voted to suspend without pay for three

days a classified employee identified by employee number 7130 pursuant to article 16 of the csea collective bargaining agreement and administrative regulation 4218 effective september 16 2022 with a with the by the following vote bridge absent during the vote cruz no schaefer and gagne voting yes no further action was taken which requires public disclosure thank you pat uh please join me in the

from our student representative miss king happy thursday everyone i appreciate all of our district staff who have come out tonight i wear black and blue not only for my chino staff but we're black for all teachers and blue for all classified staff and chino valley unified i stand in solidarity with you as you deserve the most considering all your time and

dedication you put into molding your students into the best versions of themselves thank you your hard work is recognized on tuesday september 13th our boys state representatives from our district had a meeting and spoke to over 80 veterans about their experience at boys state congratulations to all of you tomorrow september 16th is cvusd rival games of milk can battle the bone both

are expected to be sold out besides that i don't have much to add but thank you and everyone have a great night and enjoy your weekend thank you miss king next up are comments from our employee representatives we'll begin with brenda walker a.c.t president [Applause] evening president gagne school board member superintendent enfield district staff and members of the chino valley

community and thank you maya for your support i'm here with one of our executive board members candida celia who is our secretary and she'll be addressing you later tonight i want to talk about the amazing teachers and educators in our district what stands out most is they consistently go above and beyond the evidence of their hard work and

dedication is everywhere every day the test scores of the chino valley students are consistently some of the highest in the county if not the highest and those scores are due to the achievement of chino educators such a feat takes diligent work by our district's dedicated educators every day they make it happen such commitment and results deserve recognition and high esteem

another of the high achievements are the numerous pbis awards that have been won and it is not just the awards it's the powerfully positive culture on all our campuses as a result student learning improves and students feel safe due to the consistent hard work of chino educators chino is a great place for students to grow and learn

these achievements do not happen in a vacuum educators who are valued are empowered to achieve these accomplishments their work does not end at dismissal but working conditions that are reasonable and realistic are the foundation for them to be able to juggle all their responsibilities as family members if this no longer happens then educators have to make hard decisions that they

don't want to have to make it is the responsibility of the administration and school board to support chino valley educators so they can continue to make such great achievements also without the support of that educators that educators deserve recruitment and retention will be problematic and will negatively affect the levels of success that chino has accomplished i encourage the leadership of our

district to stand up show your support and elevate your respect for chino valley educators they deserve your best because they give their best thank you for your attention tonight thank you good evening president gagne board members superintendent enfield ms king cabinet staff fellow staff members and community i want to start by thanking each one of the staff members that have come here

tonight each one of them has come after a full day's worth of work supporting our students chino 102 has been in negotiation with with the district for the past few months and it seems that we've hit a wall we believe that we have made a reasonable proposal to the district that has seems to have little move that we

seem to have a little movement from the district we come to the negotiations table to bargain in good faith and present a reasonable proposal that we believe the district can both sustain and it was within budget we need our contract approved so that cse members can afford the things that we all must purchase the cost of groceries the cost of goods

is not any cheaper for classified staff many who to get to work each and every day a few few short months ago both from the diocese and the podium staff was praised for the and thanked for all the hard work they did during the pandemic and then getting the schools ready for the first day of school now it comes a time to compensate them

for all their hard work and appears that some have a short memory chino 102 is never against anyone making any more money so when others received one you didn't hear from csca their raises just should not be on the back of staff we need to get our contracts approved for these same staff members now on september the 5th

we all celebrated labor day a long weekend to enjoy with our family and friends which i hope we all did but i want to share that that day was to recognize the sacrifices of those that have come before us and in the fight that they've endured many of the many of their victories and the things that we may at times overlook

the five day week weekends sick leave vacation fmla and child labor laws just to name a few women and men have fought tirelessly for these and many other benefits the labor movement or unions is an imperfect organization but we strive every day to enhance and benefit the lives of our members thank you thank you [Applause] next is miss barbara bearden champ

president good evening president garnier school board members dr enfield cabinet and chino valley community this is an exciting week for our high schools as they compete against each other in football tomorrow evening don lugo will play against chino high school in the milk can game while chino hills high school will host ayala in the battle of the bone our principals meetings should

be fun on monday good luck to all four schools i'd like to congratulate hidden trails as they opened their mandarin dual language immersion program this year with 48 kindergartners that's phenomenal and i'm going to keep this very short chap members please be on the lookout for the upcoming events and activities a book club is currently being formed we

are reading fearless schools by douglas reeves and our next champ meeting will be held on thursday october 13th at 4 31 pm the location will be sent out soon if you have not sent in your dues please send thirty dollars to kimberly curry at cattle cattle emily lau ana borba or you can send them to me at eagle canyon i

hope you guys have a wonderful evening thank you thank you we are now at item 1e comments from the audience and items not on the agenda pat are there any requests to speak on non-agenda items speakers will be called in the order the request was received please listen for your name and be prepared to approach the podium any comments on agenda items

will be accepted during consideration that item once the board has commenced deliberations on an issue speaker cards will not be accepted the board is very interested in your comments but please bear in mind the board typically does not respond to comments during this time on the agenda as it is reserved specifically for public comment individual members of the board may

respond during their board comments additionally the board does its best to support the public's right to address its elected officials it is also important that the board conduct its business in an orderly and fair fashion as provided in board bylaw 9323 in the invented unusual amount of speaker cards is submitted for any item the board will have to 30 minutes of comments in the

case of non-agenda items the board can if it chooses hear the remainder of comments after all business has been conducted further this bylaw states in part individual speakers will be allowed three minutes to address the board a speaker may not use the podium for purposes other than addressing the board directly there are no further comments a speaker will be considered to have

relinquished his or her allotted three minutes this means that speakers cannot donate their time to another speaker which in effect can give a speaker more than three minutes the exception is when non-english speakers require a translator i just want to remind all attendees to this board meeting that we do have a 30 second delay i also want to

remind everybody if you are outside in the overflow as we transition between speakers and as people are speaking please be respectful and allow them to have time at the podium without interruption mr noc can you please explain the light system yes speakers have three minutes to speak yellow light indicates you have 30 seconds left and also red light means

your time is over the first speaker is sophia batista followed by angelina bustos followed by sonia shaw do i just start let me ask you this what are teachers to you to me they are the reason why i am motivated to learn they feed knowledge to all ages and they are dedicated to what they do hello cvusd board i am

sophia bautista a junior from tino high school and i stand here before you to discuss teachers salaries now i may not be a teacher myself but to my understanding the district will not budge and give the very teachers that make the cvusd function a raise teachers are standing against this and i stand with them due to your stubbornness

with the funds that you do have teachers are most likely going to go on strike this will affect me and thousands of other students educations attending our schools which you as a district have a duty to protect it is known that the district pushed to bring students back with blended learning in the 2021 school year using er so they could attain the two billion

dollar plan that governor newsom created to help schools open back up this this oh my gosh this extra boost in finances should have like given teachers a chance to have a slight raise to meet cola on top of that our teachers have been working for less prior to the covet 19 pandemic districts around us such as chaffey

joint union had better salaries during that time on behalf of students schools are nothing without their educators and in no way do i intend to be disrespectful but i can assure you that the district and board members cannot impact students like educators do you cannot support and motivate students like educators do i would not be here in front of you

advocating for them today if it weren't for my educators they are key factors in our schools please realize that hr of the cv usd district states that they stand by excellence on purpose and will support and manage yet the only thing coming from the district right now is chaos i fear that this if this strike does occur it will halt my education as a

student taking four ap classes that could very much negatively impact my chances of being accepted into my dream university which i like many others cannot let happen you the district the so-called higher ups have the power to prevent this please take a moment to put yourself in students shoes how would you feel if this whole situation that has nothing to

do with you directly risk your education how would you feel if on top of your freshman year being chaotic due to a pandemic your teachers your junior year was disrupted as well because your teachers could not receive an appropriate wage i hope you are visualizing these terms and realizing this is a reality for me and all students

overall the pay of teachers is not enough i fear that if there is no change we will lose valuable educators without my educators i would not be standing here in front of you today educators are not just normal workers in society everyone in this room would be nowhere near where they are today without their educators and i hope you can all agree

on that educators are heroes please treat them like it thank you for your time thank you [Applause] angelina bustos followed by sonia shaw followed by kyleen vias hi my name is angelina bustos a student at chino uh high school here to speak for emilia bogle on the continuous issues resulting in the district dress code the district the dress code is

administered by bias opinions and excusable double standards for i can think of countless instances of girls being shamed for wearing shorts that reach above their fingertips when boys will wear shorts just as short or even shorter and not even be remarked an example of this behavior by an educator at chino high school has consistently shamed girls for wearing

shirts exposing their midriffs collarbones and shoulder sing think of what the poor boys looking at you and what you are wearing and you know how boys are why should i feel empathy for the male student body at my school when they are constantly telling me i should be ashamed for loving my body and wearing what i feel most comfortable in

the way schools view girls and their bodies is disgusting and this biased behavior sexualizes girls and their bodies when boys are overlooked for what they wear this causes girls to feel self-conscious about their bodies shame for what they are wearing and uncomfortable for being the victim of a perverted mind the female student body is depicted to feel this way when certain items of

clothing are prohibited in school's dress codes such as leggings or spaghetti string tank tops this type of prejudiced behavior amongst penalization affiliated with the these outdated rules only validates the male student body to not feel responsible for their actions and the way they view girls and their bodies depicting the female students are shamed for what they are wearing

instead of male students being shamed for sexualizing females why am i being punished for a male student or teacher looking at me in an appropriate matter thank you thank you angelina bustos oh sorry sonia shaw followed by kyleen vias followed by misty startup good evening cabinet board members dr infelden community to see what is happening all around us is heartbreaking

chino valley is where i was born and raised and i've always been so proud of our community if the past two years have taught us anything it's to not take anything for granted i would always hear not here in chino but yet here we are you are failing our students in multiple areas our children should be a priority

and instead they are the ones paying the consequences and this will affect them for many years to come i am requesting two surveys tonight asking the community for their input on the proposed policy policy changes i'm especially concerned about requiring teachers to use preferred names and pronouns without parent knowledge also where is your concern for our female athletes and

their rights what happened to compelled speech it's time you serve the community and allow input if something harms our children it should be challenged period tonight you are also applying for another grant for air conditioning units during the coveted period this board allocated millions of dollars 11 million i think for hvac miss gagne you fought hard for that

because in a survey that we requested it was rated top priority by parents and yet we have students sitting in classrooms today without air conditioning where is their concern for your their safety what about the incorrect history and unapproved curriculum that was being taught in our very own schools that was covered up i would love for our district

to be transparent about that and about the training that some of our staff and teachers had to endure and sit through but again that would require transparency and it's been covered up our current leadership is failing our students and enough is enough in regards to our special ed program i'm asking again for a parent committee to be

formed to discuss the challenges they face within this district so that they can be addressed and improved it is disheartening that we are allowing our most vulnerable population to suffer our parents are still awaiting a response to as why the enabler of a pedophile is the current director of special ed also as previously stated i'm not questioning wage increases for our

cabinet as they deserve it and our superintendent that was recently given without any hesitation but why do we have classified staff employees other staff and teachers that still have not received fair wage increases the teachers don't have a contract right now and you're concerned about pronouns i personally don't want to lose any of our amazing staff and teachers to other

districts who value them more than you than we do this is a problem hearing threats from leaders in our country say if the districts do not do what they want they would freeze money and deprive kids of a free lunch is unacceptable when are we going to stand up together and stop allowing them to use our kids

as bargaining tools for money enough is enough thank you kyleen kyleen vias followed by misty startup followed by katie martinez good evening distinguished boards superintendent cabinet members parents and other guests here with us tonight i'm a 20-year concerned employee and a long-time community community member 43 years my entire life i'm here to address the rep rate policies that most of this

board and our superintendent are trying to force this community and employees to accept catering to the few i put while putting the innocence of the majority to the side tonight on your agenda you want to discuss several things that are under one umbrella that sound good in title only taking the time to read what is lined out and what is added is

horrendous i am truly disappointed to where this district used to be and where it is now what it once was and how far a radical left and politically correct it has become you want to allow boys in locker rooms bathrooms for the sake of political correctness are we now going to force our parents to accept that a

6th grade on 6th grade camps boys can be allowed in the girls cabins to sleep on the 8th grade new york washington trip to have a boy sleep in a girl hotel room for the sake of politically correct has this war not learned from from lunan county in virginia of what happened there don't think that chino valley is so far

away from that that it won't happen we live in california after all board of education and superintendent please remember who you work for represent you represent all the community not just a cert percentage political group political party but everybody it is my tax money our tax money that paid for you members of this board over the last few

years you turned your back and become something that does not represent this community i know i've worked in the district for 20 years my mom for 23 lived in this community my entire life gone to these schools and all i've seen is decline i've been through doctor block dr infesino dr heatley and everyone in between and i've seen it all but by far this

radically politically motivated agenda trying to be forced down our throats right now is the worst it's been at the helm of this sport is a president that is not afraid to write an editorial to asuci newsletter back on february 16 2004 proud of her profanity-laced mouth and i quote from her quote worse than a sailor proud that people call her a

female dog calling herself over and over again that in the article calling herself a liberal and so much more she is proud to force her agenda on this community as stated in a rebuttal in march 8 2004 to the same newsletter she's relentless and being politically motivated just like her mentor kamala harris when at the heart she's just mean rude

self-indulgent condescending arrogant and there is no bottom tower she will go parents how far will you let this go how far we still want to know how come we've allowed an enabler of a pedophile what's next maps to be hired allowing minor attracted persons it's happened already in the nation to be hired in our classrooms is this community going to

allow this board to continue to go down in degradation and the innocence of our children to be stolen the time is now to stand up parents community employees time is now thank you you're welcome misty misty startup followed by katie martinez followed by elaine maxwell good evening as a parent i have some serious concerns about the items on the agenda tonight

by you trying to accommodate and cater to a very small percentage and trying to make them feel included by using different pronouns you are doing the exact opposite and at a at the expense of a much larger group of people you are taking what you are calling a win-lose situation for one side and moving it to a win-lose situation

for the other side so how do we make it a win-win situation well i can tell you it's not by mr enfield bringing this to a board meeting in this way such a coward to me we should have a lot of conversations between parents students teachers etc to discuss this at length before it being thrown in our faces and

voted on two months before an election again what a cowardly thing to do because i am a parent of multiple children that will be affected by this vote it deeply concerns me if someone is so serious about changing their pronouns they need to do it legally you can't use that pronoun on a driver's license unless it's on your birth certificate

you can't use that pronoun on a passport and i'm pretty sure it wouldn't work to get a health insurance a college application or when being hired for a job unless that is your legal name on your birth certificate and your social security card no one can force me a teacher or another student to call them by that

pronoun bottom line is you need to be listening to all of the parents and the staff in this community not just a select few i'm not a member of the calvary chapel congregation but i am a fellow christian i know they've gotten a lot of flack because they speak up about our school politics well i personally want to thank mr jack

hibbs and his congregation for having the courage to stand up and have integrity i wish there were more people that could do that instead of being so influenced by the media this is a decision that is going to have far-reaching consequences for the future please take that into consideration thank you thank you katie martinez followed by elaine

maxwell followed by matthew jantz hi it's good to be back um i was wanting i'm actually writing this down tonight so um i was wanting to start this by saying a great quote by no other christina gagne unfortunately i'm not one to cuss or be very crude so i'm just going to encourage all of you guys and parents to

look up some of her personal pieces they're pretty colorful but it's no secret you lost a congressional race according to multiple news articles it was due to your lack of experience in education and business there's about three or four references to that ironically you're now sitting on this board as well as city of commerce i think it's

safe to say you're not here for the kids it's a political agenda very clear we know this but speaking of agendas which house do you actually live in chino hills chino your million dollar one in ontario that you just transferred to your husband mr dyke which one is it because we want to know um by the very

definition you are what is called a carpetbagger that's what you are um and here you're just over here hopping from one house to another well we've manipulated the maps to where crews and gnaw have to run against each other the next time they go up and you which didn't make sense in the ratio if you actually look at it and

you're just over here hopping from trustee three to four to what is your endgame you've already you can add this to your resume you can say you've worked in education you've worked in business now now step back let someone that actually cares for our kids doesn't have a political agenda be there let them be a voice for our kids you already blew so

much up pushing for those coveted grants our kids are paying for it now speech therapy ieps 504s are all through the roof all for a few few more bucks well you have t teachers here pissed because they're not being supported properly either but hey yeah you got those covered grants stop with the agendas step back you can

add it to your resume bravo i wouldn't use anybody for reference i don't think anyone has good save anything good to say about you but you can put it on your resume so move back go run for congress or whatever be kamala hair secretary just step back let someone else be in that seat because you are not here for our kids

elaine maxwell i've been a teacher with channel valley school district for 18 years now i've been at ayala high school the entire time both my sons graduated from chino valley school district they both went to channel hills high school i have a granddaughter that's also going to be attending channel valley school district in the next couple of years

my home is here in china hills as well as many other family members so we are tax paying citizens of this citizen city excuse me i am fully invested as well as my family in the city of chino hills and this district i need to make this clear i love my job i love it when i'm in the classroom with

my students but i've fallen out of love with channel valley school district channel valley school district makes it very difficult to love the district the continued disrespect for all staff members most importantly teachers and those that work together to keep our students safe and educated to see and feel disrespect and degrading value our district has for us

is embarrassing ruben acaela high school continues to be the number one high school in our district as well as one of the top ranking high schools in san bernardino county why is that that's the teachers that's the staff that's the admin and that's the students that's why and yet the people that do this that make this happen receive no respect

as a mother grandmother and faithful teacher to my 165 students every year for the past 18 years it is truly heartbreaking to be treated so poorly from our district several surrounding districts are receiving 10 percent increases and they already make more money than we do without that 10 percent increase we deserve better we really do when is chino valley school district

going to open up their eyes and elevate our educators thank you matthew jantz followed by candida celea followed by amanda swagger hello my name is matthew jantz and i've been a behavior intervention counselor with china value unified for six years now i provide mental health services to students in special education along with five other counselors on my team

i'm currently assigned to six schools and i'm here today with a plea for parity with other counselors in the district i am a licensed marriage and family therapist a licensed mental health clinician i do not possess the pps credential like the majority of the counselors in the district however i can certainly say my license is just as valuable as one to

obtain this license i had to accrue three thousand intern hours and pass two vigorous tests i'm required to renew my license every two years which includes 36 hours of continued education units since i was hired under my license and not a credential i'm designated classified management and thus i only have five steps on my salary schedule with a salary cap of 73 000 a year

unlike our credentialed counselors who are designated certificated giving them 27 steps with a salaries cap of 114 thousand a year i have reached a financial ceiling here at cbsd as i'm lingering on the fifth step making 73 000 a year i can assure you that i'm worth more than that my position and the licensure requirements they're in are definitely

worth as much as every other counselor in this district it doesn't make sense that other counselors have 22 more chances for financial growth than i do to give you a further idea of the pay disparity let's compare my exact position with that of two other local districts fontana unified only has five steps as well however their starting annual pays

104 000 with a fifth step cap of 124 000. chaffey joint union has adopted 28 steps for their mental health counselors with a starting pay of 91 000 in a salary cap of 161 000 annually i believe these salary numbers more accurately reflect the true value of mental health counselors in schools and it's frustrating that other districts

starting pay is substantially higher than our max bay the district recently hired over 20 mtssb counselors to work with our students to address the rise of mental health issues since cobit so evidently there is money available my team and i are confused and frustrated that we're not seeing more that money in our salary i want to wrap

this up and say that i love working for cvusd i love helping our students to overcome issues like anxiety anger depression and suicidal ideation struggles which have increased since the pandemic no doubt i encourage the district and board to recognize the value and what me and my team do here at cvusd i encourage the district to continue with fair and swift

negotiations with a.c.t in order to get my team and other union members the compensation we deserve in our current inflationary economic environment thank you very much for your time thank you [Applause] candida soleil followed by amanda swagger followed by lisa greathouse good evening president gagne and school board members dr enfield cabinet and community my name is candida celia i am a teacher

at don lugo high school and the secretary of act we started off the year with a quite quite a few teacher vacancies some were filled during our first week of school and some remain unfilled today one problem that plagued principles was that they made an offer to candidates after they did it was accepted and then declined why that candidate received an offer

from another school district and subsequently went with the other school district and why a higher salary and better benefit package many colleagues have said they will leave chino unified as soon as they're able and why it's due to the same reason we are wearing black this black signifies the death of respect for teachers that chino unified is showing

not settling our contract and failing to pay our highly qualified and highly educated teachers what our worth is is undermining retention we started off this school year without a contract on september 12th a ct's bargaining team met with the district for the second time this school year to offer up a reasonable proposal to settle our contract the district's response was

that they know there is money available but our proposal just didn't feel like there was movement coming from the association's side this is an about movement our offer was reasonable affordable and in keeping with similar settlements throughout the state the association asked them what would feel like movement to them and they were unable to respond they only shared what

didn't feel good to them this is not about anyone's feelings this is not therapy or romantic relationship this is professional compensation for services rendered the ability to pay is the most compelling reason to pay the association had a reasonable ask and therefore it should be met no movement was required but it was still provided in good faith we are a service industry

student service providers are the single most significant employee group in any district we do not have shareholders to appease with a reserve we have stakeholders who deserve professional services provided by highly qualified educators that are compensated at a professional level no less than 70 of total cost should be on people on behalf of all the teacher members of

the association we expect you to settle immediately with the act offer proposed elevate our educators thank you very much thank you we are currently at the 30 minutes we have a very brief slate of action item so i'm going to ask the board if we can get consent to quickly move through those action items then come back to

public comment do i have consent for that we're going to finish the proposal is to get through our action items very quickly so we get through them this evening and then come back to comments no people have the right to they're here and that this is the time that they're here because there's dinner and children have to go to bed

so no way okay so there's a proposal from two members of the board uh to continue for an extra 30 minutes right now there's another proposal to quickly get through action items and then revisit all these comments after the action items just so the board can get through its business so i will take a vote on the

first proposal that was put forward there's two proposals one is to hear the next 30 minutes now i'm reminding the community there are 90 comments i think the intent is likely to try to hear everybody that way we get through our action items and we can complete those for the evening which include the budget and then we have a proposal to hear an

additional 30 minutes right now and then get to action items for the budget there is no presentation from staff correct mr cruz no mr knox no whatsoever so if the action item takes only 10 minutes what is big deal after hearing all the speakers first and do the action items for 10 minutes i like to hear our teachers because they have to go

home too and and our csa members they're served a community after work so i believe we need to respect our teachers staffs and parents first so i like to have our uh people who have taken their time to come to speak and let's hear them first action item could be waited for just for 10 minutes what's big deal

pat our speaker cards organized so that we can hear our educators no they're or they're they are logged in the order in which they are received okay we've had several comments on something that actually is agendized during public comments that's why i was asking so they mark it as non-agenda okay um i wanna hear 30 minutes more of

comments um we we do need to get to board business it will be very quick i just want to make sure we do i'm going to take a point of uh information right now though before we get into those 30 minutes additional 30 minutes at this time there has been a deletion to the agenda again there's a 30 second delay so i'm

just going to announce that deletion right now in case people are here for that agenda item the item that has been deleted for consideration this evening in any form and it was simply an information item was item 4 a 2 that's 4 a 2. that is revision of board policy and administrative regulation 5145.3 students non-discrimination harassment of students i'm going to repeat that

i know we have a lot of people here this evening so that has been pulled from the agenda so there will not be any comments taken on that so that item is off of the agenda again because we're doing a 30 second delay and there are a lot of people outside from what i understand here to talk about a variety of issues

is a few days ago i caught news that a lot of people will be mobilizing to protest the item that's on the info item agenda and so i came here because i thought if people are going to protest it why don't we have voices that madam president yes she's marked this as a non-agenda item teachers uh we've already had other speakers

speak on the same issue during public comments i think it would be unfair when we let other people speak on this issue and they weren't interrupted to not let her finish i understand that it has been pulled that wasn't announced until after but we have had allowed other speakers to speak on this issue um so if i cut her off

right now i'll be cutting off anybody that's speaking on that so um yeah please reach to the legs uh miss kanye i have a question is this reserved for item 42 or is this a general this is non-agenda item so i'm i i apologize miss kim um this section is anything not on the agenda so uh we've had some speakers that have

already spoken on an agendaized item i did not interrupt them um if i do not allow you to continue to speak i want to let the audience know that i will not highlight any but like we're gonna not have anybody speak because this was actually an agendaized item at the time does that make sense yeah in that case i

can right now i'd like to speak on my general i'm not agenda comment okay all right thank you for the time all right so i'm also here to speak on behalf of our teachers to support them i think no matter how great a school is no student would have a meaningful school experience without teachers i remember my elementary junior high and

high school years as a chronicle of wonderful teachers when i immigrated from korea my fourth grade teacher miss trinh she gave me a home and a friend when i felt alone my fifth grade teacher miss wicker opened my eyes to the taste of sour punch and my sixth grade teacher miss singer gave me the unforgettable nickname esther with a th

in junior high my math teacher mr bates started my lifelong love for creative problem solving and math that still guides the way that i see the world today my history teacher miss orr advised their talents and talent show where he took the courage to ex to express my culture through korean dance and in high school teachers like mr

acker i know you're here and we love you miss hernandez and miss kyoti make me love and feel safe in my school community i could talk about all these experiences for hours but i think my point is teachers are everything to us students not only do they engage us in learning and prepare us for the future they also

dedicate countless passion-filled after-school hours to support us teachers make our thriving network of clubs possible teachers introduce us to new perspectives and opportunities teachers give students who don't feel safe or comfortable at home a sanctuary to catch their breath in every day teachers are mentors friends guiding fingers and the very essence of our education and they deserve the whole world

please stand with their teachers though their incredible work comes from love they deserve at the very least a fair and competitive wage from a loving student thank you thank you amanda swagger amanda swagger followed by lisa great house followed by virginia renteria good morning board dr infield president kanye everyone in attendance my name is amanda swagger a teacher at chino high

school 16th years in the district here i'm to talk about a topic that hasn't been brought up before but needs to be brought up in the world as we get rid of covet during distance learning independent instruction was a big part of our district it was a very difficult task for alternative ed centers and our schools in general

as we move to a more normative future we still are having issues with the programs involving these practical independent studies last year i had the option of doing a credit recovery program which i enjoyed through the aec this year i thought i'd give a shot to do the independent programs for students who are not on campus i accessed interest and was signed up

for the program but i was very disrespected by the way that it was handled at the aec the problem with the independent learning options is that they treat it kind of like it's a salary position but yet they make it an hourly position those students who go out on those contracts do not actually let me let me say this again

they don't actually um we have to meet with these students we have to actually go through and we have to create contracts for their independent study the work though the aec decides has to be done outside of contracted hours the the reality is that this these hours can't not be done solely out of those hours we have to meet students we have to meet

parents we have to meet families we have to create contracts send emails etc and the reality is the system just doesn't work we've had five contracted people in our in our school in the last seven years why because the job is not a 75-hour job like aec wants to promote it's a three or four hundred hour job where most of

the time is done off the clock it's time to change the way we run this program in our district move it to a salaried stipend position like it is force for everyone else either by the student or by the year with no disrespect to my colleagues at the elementary level a high school position we might see a hundred plus

students each year whereas in elementary mighty 20. it's time to revise the way that we handle these options at the aec maybe then we'll have teachers who actually want to perform the task thank you so much thank you lisa great house followed by virginia rancheria followed by abraham paulette good evening well contract negotiations are usually more complex than those of us on the

outside looking in realize here are some things i think are clear the teachers at cvusd can go to any one of many neighboring districts and make more money and receive more generous benefits we have already lost wonderful teachers and we will lose more if we don't start paying them comparable wages and providing comparable benefits our teachers go above and beyond and

they are being asked to take on more all the time they have spent the last two and a half years trying to manage a pandemic pivoting to online teaching and then navigating back to the classroom with myriad rules and restrictions on top of that they were demonized by members of ms shaw's group which even sent out emails to teachers threatening

them with lawsuits for following mask mandates this kind of treatment is enough to make any teacher want to look for another community in which to teach i hope that the district and a.c.t can come to a resolution soon that both sides will find fair in the meantime to the teachers and staff of chino valley unified thank you for all you do every

day for students i'm guessing that you don't hear that enough thank you thank you virginia virginia renteria followed by abraham paulette followed by teresa molina good evening board and good evening parents that are here and that are watching online um last board meeting i asked mr enfield to find out about this permission slip that some kids were given as far as like

what's your preferred name the whole pronoun pronoun garbage on here with the sheet saying that it's confidential that means your parents don't have to know about this i'm here as a grandma because i am just beyond sick and tired of all the garbage that's being that's happening here in our school district this is a nice city it used to be a nice school district we

have our resident here and we have school board members that do fight for the kids our kids are worth fighting for and like i've said before with my last breath of life i will fight for the not only my grandkids but the gran the kids of all our school district yes and what i'm hearing is our teachers

are underpaid what a shame how many millions of dollars did this school district get from the government we're sending we sent two over 100 billion dollars or whatever to this false war and we're not taking care of our teachers we're asking kids uh what what do you want to be called he or she what's your name that is evil beyond

evil we're trying to figure out who is for the kids this person here i don't know where she lives did you happen to move so that you can run in in a certain district that just tells me as a lame or simple minded grandma like what is up if there's aspirations of stepping onto further political life that's great

just don't do it on the backs of our children it is quite evident that our parents are upset we all know what happened in the school districts that allowed boys to go into girls restrooms i don't want that to happen at this school at our schools i don't know what else to say but we have to keep showing up and

um i have to let you know one thing god is on our side we will win this battle not only with what's happening in america but the little garbage that is happening here in our school district yeah there's a lot of reference to chino hills calvary chapel yeah there's a lot of people praying for our children for our nation

our nation is in trouble if you can't see that if you can't realize that this democratic party is not the democratic party of john f kennedy it's a demonic party it's clearly evident that there are demons that are in our white house a fake president and there's a lot of stuff going on in this world that people need to open up

[Applause] so i didn't have a speech because i wasn't going to talk but anyway we in transportation as school bus drivers we make the wheels go round and round without us the kids can't get to school for our wonderful teachers to educate so we're here to let you know even our lives matter mechanics lives matters teachers lives matter

maintenance lives matter uh janitory lives matter secretaries likes matter without us there's no district there's no place so oh we're here standing here and saying that we deserve what everybody else get if you don't know during the pandemic we as bus drivers did a lot for this district to continue on in the pandemic we got the chromebooks out

an expedient time bus drivers we got grounds we out there picking up roses and barns and all these kind of thing to make sure that our district our school still looked nice we uh did janitory work we cleaned out schools uh got rid of the old chairs and tables and we were out there in the heat during the

pandemic some of us even became one-on-one aides a lot of people can't do what we do a lot of secretaries can't do that a lot of teachers can't drive a school bus we could drive a school bus we could do geometry work we could do uh 101a work we could do a whole bunch of stuff but yet we're at the bottom of the

totem pole nobody thinks about us but without us there's no kids going to school special ed kids parents need us to take kids to school so we deserve this don't forget about us don't forget about your humble beginnings you go to the top you go to the top take us with you take us with you the inflations is not don't have no

lines they hit all of us and so those who make more than us it's hard for us to for gas and food and stuff so if you give us this we can go a little bit further don't forget us pick us up too take us along with you uh hello board members um okay we're here for a transportation

department and yes we do exist my name is jesus moreno and i've been here for 33 years as a school bus driver and i contracted for seven hours and my starting time is 5 45 a.m and my ending time is 4 45 pm thus 11 hours for seven hours of pay i i have the highest contracted hours

and i cannot imagine how my colleagues get by when they are contracted for less hours than me and yet i still have to be or we have to be here for 11 hours we we're here to express the need for this race due to all the drastic drastic increases that have occurred in such a short time basic knee size

utilities rent food and gas have gone up and many of us do not live locally and have no choice but to pay the price the raise will help us get by day by day students and especially education students won't get to school if it wasn't for transportation and we go hand-to-hand with the teachers additionally our families are affected

because we have less money due to increases which makes it really difficult to afford child care sports for our kids and the list goes on furthermore parents like myself are stressed and worried about making making it ends meet and this affect us physically emotionally and mentally finally we want to thank you for your time and for listening to our concerns thank you so

much [Applause] what's the next speaker erica lopez are you miss lopez uh yes okay so uh i don't know i'm gonna top those two but i'll try my best [Music] you know as a bus driver i can't tell you how many times i've heard i don't know how you do it how do you drive 50 plus kids on a bus

how do you do it and i jokingly say i don't know i don't know either but the reality is that this job requires a unique skill set as well as a unique person to do our job it's not as easy as you think please remember our jobs are crucial to this district because we are in charge of the task of transporting children

safely to and from school we require countless hours of safety training we require recertification every five years in front of a chp watching us drive a 40-foot vehicle with the chp officer standing right next to us very stressful the dependability of parents and teachers who wait on us every day expecting to see their children arrive safely is a stress beyond comparison

we love our students too as the teachers do we stand with teachers and we are all a body of this member we are all fighting together and we strive to do our jobs the best of our abilities but we need to do it with all the support of the district thank you thank you [Applause] miranda lopez miranda lopez followed by jacqueline

munoz followed by jeffrey avila we are 43 strong tonight hi um my name is jacqueline mao i am seven years with you as a school budget teacher retired grocery store worker 33 years retail clerks okay i'm here because i need your support last year was the worst year in this district asthma excuse me that i've had i like the support

that we needed in our autistic program we were lacking that we worked hard uh between coveted on trying to drive a bus and to drive it safely when a child is hanging on the back of your neck and a 28-foot vehicle amazing how we got through that year very rough we were all looking forward to a hopeful

year this year and i'm really disappointed in the fact that it looks like it's just not going to happen we we want better we want to strive for this um our kids are are paying the price if my parents are stressed and i have to pick that child up and get him to school stress those teachers pay the price

they pay it back if i can't get the help for my students while they're on board crying and screaming they need consistently consistent they have to have that when they get to school they are so frazzled they can't learn we need your support we need to be here all together and to do this are us as drivers this is not

a beginning job it maybe 50 years ago when grandma and grandpa came out of the dairies to help for the dairy workers to get these kids to school things have really changed in the busing industry extremely it is hazardous if something happens we pay three times the price of our ticket than you guys do if we get a ticket

we pay for that it's on our license it affects our household if we uh i mean thank you jeffrey avila hello everyone i'm here to speak on behalf of everybody we as school bus drivers teachers just the whole district we need your help now some of us are barely making it i am in charge of my whole house as my

husband is disabled i've been working here 17 years and i would hope that you would see us as something other than just little people that drive the buses around because we transport these kids everywhere and we love them and we're good to them we have cameras you can see you can pull it at any time and watch us

all we're looking for is the cola raised people we're not looking to be millionaires we didn't go to school like y'all we just want what is due to us i hope and i pray that you guys can see that okay because we work hard too okay thank you thank you as previously discussed we have 90 speaker cards

maria ramirez the only thing i can think of right now i'm sorry jesus moreno pardon no uh jeffrey jeffrey um i i come a different i come from a different uh i came from kansas city midwest on top of that i am uh not a retired coach but i did coach cross country track excuse me it's all about the teamwork

when i coached the best runner best athlete i try to compare him to this the youngest and the less talented athlete and put them all together so as bus drivers that's why i think we shall be treated or as far as everybody should be treated that way nobody is above anybody nobody below anybody that's i guess what my my whole thing is

i'm uh i believe in morality let's not forget that it's all it's all about morality in case we forget our basic duties let's talk about that consider that what i'm uh presenting uh like everybody else teachers uh service workers of all sorts we do need to compensate compensation i'm gonna get ready to tire i'm 67 years old

you think about oh wow be nice to stay in this bed this morning and not get up and don't forget to also but we'll talk about the different uh responsible responsibilities that we have don't forget what happened two weeks ago or no week and a half ago for a total of probably uh 13 days i think it was or

not if not more it was 100 over 100 degrees out there and we climb in those buses granted we have the air conditioning and we are we do have brand new buses but just in fact just get out there and climbing a bus that's been sitting out there that's after we come back in the morning run it sits out there

nine o'clock to about 11 we still have kindergarten runs or even if they don't have training gardens that bus didn't after three hours in the sun waiting for the afternoon afternoon uh route you go in that bus is probably 120 degrees turn on the air conditioner it takes a little while we we are under a little bit of stress

quite a bit of stress so just don't forget us and thank you for your time thank you [Applause] hugo hugo ochoa followed by patrice benami followed by jesus moreno okay nervous but i am patrice patricia anime i've been with the district for about 22 to 23 years and i've seen a lot of changes a lot but um getting emotional

[Music] um all i gotta say is 23 years being in the district it's been great towards the end it's been really hard really hard like jesus said we're here we start at 5 30 in the morning but now six six o'clock and we don't be done until like 4 45 5 o'clock maybe 5 15 sometimes 5 30.

sometimes 8 o'clock at night you know we be here more than our family so we're here as a family we're here together we love our kids and our kids they respect us they look forward to us they look for us when we're not there and when we do come they're like where where have you been where are you why

weren't you here today but our kids really like basically as for the year like our family and i just want you to know i'm here we're all here and we all want to be continued as a family with this district and i want to continue to stay here as far as basically to retirement i do live far i'm a single parent

i live in victorville and so i do travel sometimes more than an hour so maybe hour and a half coming down and getting here sometimes be tired but at the same time i rejuvenate myself drink my coffee have my little buffet or whatever just to get me going but i love being here because it gets me going as far as i'm providing for my

family and i love seeing my co-workers we have fun at times you know we joke laugh and everything you know but again i want to thank you guys for much for the time hearing me i want you guys to see my face been here 23 years it's good to see you guys i don't know everyone but suppose you got a pleasure meeting

from redlands to commute you know to work um since i started six years ago my check hasn't been has a lot of difference you know i make about like two thousand five hundred dollars a month without hassling without trying to get trips and stuff like that you know gas went up and i'm about to you know rethink about

if i can really commute to the this district anymore you know is too much on gas 500 just on gas another 2 000 for my rent you know and i'm a single mom three kids i love this district i really like it and i i would like to keep you know continue to work for you guys we just need that adjustment to keep

going that's all i have to say thank you anastasia only all about it she's not here my name is evelyn campos i'm in that card can i take her place is that okay okay what was your name evelyn campos she's going to take anastasia's olympia she's not here okay um a little stage right but i've been with

this district for five years i've been my bus driver um i thought oh it's just transporting kids it's not just transporting kids it's actually getting to know them their attitudes and dealing with different attitudes nobody teaches you that you don't we don't get classes to deal with these special ed kids right now i have one and he is

very hard to handle very hard and he will not write that bless without me and it's like emily you have to be here but now i have to work my schedule around to get this kid to where he needs to be right so like they say like um valen said earlier she said that you know we all work together we need to

transport the kids to the teachers you know we deal with these children you know parents they have them 24 7. we only have them for hours and those hours to deal with these kids is a lot okay you guys don't see that and the pay that we get i don't think it's worth it but we do it because we love the kids

and we love seeing them and by helping them is you know and getting paid a little bit more will motivate us a little bit more you know that's the way i look at it i'm a horrible speaker sorry but dealing with the kids and like i said we don't get taught how to deal with these kids we don't get classes we don't get

you know all these different attitudes and you know like they have bad days they have good days as bus drivers we have one bus driver behind a wheel we have special id we have like five kids some of them get off their seats we have to deal with all that and handle all that we put sometimes our life

in state just to deal with these children which we love we're not i'm not saying own you know but the pay sometimes is not worth it and our bus drivers the seniors that have to deal with 40 something kids in that bus you know you guys are sitting here and you guys just are listening to us go one day

ride along with us so you can see what we go through as bus drivers or go to a class so you can see what they go through with the children you know because you guys don't realize what we go through that's it thank you [Applause] if you have submitted a speaker card i just want to announce to overflow there

for 21 years i started as a bus driver for seven year bus drivers do have a huge task a huge job and the hours that they do get it does make it very difficult i moved from bus driving after seven years to the heavy equipment operator for the district i now work in maintenance grounds maintenance so that's a little bit on me

but the neighboring school districts here in san bernardino county have been given on salary raises both retroactive last year and for this year as well yet we've been denied negotiations have been cancelled with no viable reason that i know of and as as to why i have no idea if you want to show your appreciation and show that you value your employees

we should be paid competitively i've seen a lot of time in the school district back when i was bus driving and now in grounds we bring people in we train them we put time into them this is the money of the district these people are are good people they want to do the jobs they want to work hard

i've seen them over my years leave to other districts because we're we're we're lower paid somebody's paying a few dollars more over and there in fontana or wherever we lose these people they help us they're great for us we need these people and it's it's really difficult you've all experienced everything has gone up we should be paid

and so that we can continue to support our district i've been here not because i'm looking to get more money over there just something fair i love this district my kids went to school in this district i am a little emotional that we're at this point if you want to retain the talent you have in this district

we need to be paid competitively that's all thank you thank you [Applause] veronica my name is teresa martinez i have a denise martinez and a teresa martinez is there denise martinez go ahead good afternoon good evening actually um i actually started here as a one-on-one sorry it's emotional i used to ride with the bus drivers as a

one-on-one and the drivers that i rode with a lot of the people that are here tonight they inspired me to become a bus driver i've only been driving for the district since april i got my license i sacrificed a lot to become a bus driver okay we were paid we got free training which was great because that helped me

to come in and and perform a job for the kids and for the staff and for everybody but what i think people don't really realize is is that as a one-on-one what i didn't realize is the responsibility that the drivers had of having to tend to a kid that's having a fit in the back a lot of times we

don't get one-on-ones with some of these special needs kids okay i would come to work at 5 30 in the morning and i would not go back because i can't afford to pay gas to go back and forth i live in upland montclair district i hear pays way more than we do i hear their bet their benefits package is better than ours we

have lost a couple of drivers to montclair district the reason why i don't want to leave is because you guys paid to train me you've you've invested in me and i'm looking for you guys to invest in me again because i invested my time to to perform to to be here for these kids and um like i said

i started as i actually spent 28 years as a home health nurse i wanted to serve the kids i have a special needs kid myself so the days and the time that i'm here from five o'clock in the morning until five o'clock at night i'm away from my special needs son okay i sacrificed that in order to be

here in order to provide a service for other people's kids i would just like to be compensated for that it's hard for me to go to the store and buy food when i'm not getting that everything has gone up rent's gone up everything has gone up you guys all know that and i just want to be able to provide

for my family too that's it thank you i appreciate it thank you hello my name is veronica aguinaca and i just want to support my team i've been working here for about 16 years now and all i can say is i love being working as a special education driver because the satisfaction that i get from these parents is is really amazing

these parents appreciate so much the work that we do for our kids i say our kids because those kids see us more like parents than anybody else so we are pretty much second parents for them because they they see us every day i love my kids so i try to do my best for them but my major satisfaction is

getting the love and appreciating of these parents and these kids that's all i can say thank you thank you [Applause] we are now over the 30 minutes that we allotted um so i'm going to see if the board is willing to move on to action items and revisit comments after action items i'd like to finish up with the comments

need kids for don lugo i'm going to give you an everyday example that i've come across and maybe some of the other drivers when we have these special ed students that are used to the same bus driver every day okay i was told today i ran late i had to return a student from my elementary school back

to his home then it made me late to get to my high school there was one student there there was a special ed student he was very upset because his bus driver was not there and he actually was hitting the teachers and they even told me he was upset because i wasn't there and because of our shortage

of bus drivers that we cannot keep because they're going to other school districts we are suffering the consequences with the students trying to get them pick them up get them home so their parents aren't looking why is the bus driver late i know some of my own people that we work with have seen left and go to other districts

i've been in other districts i'm a 14-year bus driver only four years combined here at chino i've been out of the districts and she is a 22 year district employee from harupa valley and i talked her into coming here to work for this district we both she started here a year ago right when all the pandemic was

at the end and we were starting to you know get everything back in order and let me tell you i respect these teachers because they i see how the students are with them when i come to pick them up i came to one school i think i mentioned the school but there was a student they had to evacuate the classroom

because a special ed student was swinging around throwing deaths over and everything and you know that's what they have to deal with and you know sometimes we have to deal with the same thing but i love my kids they expect me they i say hi to every one of them and i treat them just like there's nothing wrong

because they should be treated and just like a regular student and that's been my goal ever since i became a bus driver the first year i had a bus with 12 wheelchair students a new bus driver and let me tell you i was acclimated and let me tell you i love my job thank you [Applause] stephanie stephanie black black and ship followed

activity guidelines and he suggested that they be observed uh that letter uh cited a number of policies including uh board policies 4119 including uh election codes uh 70 53 to 70 56 and i know each one of you are not strangers to that and it talked about the political activities of employees as well as board members you know the board of education one of

the quotes i have here recognizes that state law generally prohibits the use of district property funds services supplies or equipment and district time for political purposes it therefore enacts the following rules and it lists a bunch of rules so the reason i bring this up is that on september 1st at one of the last board meetings a couple of board members here

did bring up some electioneering and i and they've done it before but what concerned me the most was they were actually naming candidates they were actually naming candidates they preferred versus candidates that they didn't prefer and i just believe that this must stop uh i've mentioned it before you've all sworn to an oath of office and i know

most of you do strive to to keep to it let's honor you know the residents of this community uh your state and and continue to uh uphold uh the constitution and the state laws and that's all i'm going to say but i also want to say please stand tonight with the teachers and the classified employees they worked hard for you especially over

covid and now it's time for you to work for them so thank you thank you [Applause] oscar avila oscar avila bought by nancy delgadillo followed by daniel parler all right okay i'm glad i'm following jim jim just talked about um election whatever politics he didn't mind passing like a great house flyers out there right you're fine with that you didn't

mind that and please address the board with you so let's not be a two-face well i want to look at him make sure that he knows that i know what he's talking about please address the problem so we're not playing members of the audience i'm talking to you we're not playing games so so um nelson you addressed me um i mean for the for the

for this for the employees too for the teachers and the drivers and i'm just wondering you gave yourself a raise right and dr anfield too right but you don't want to approve a race for these drivers and these teachers you know that's super critical so we're talking about being hypocrites right so you will approve of raise for for

yourself right but not the staff right these teachers are the ones that train our kids right so so if we want to if we want to come over here and be in our uh high minded horse right let's be honest write a sense of integrity and not be two-faced to be fake okay this is not politics it's our kids right don't use

our kids for your little political ladder right that's what it is right and when you first got here i thought maybe she would have a little bit of a more integrity maybe a little more more classy but you're not you're just you're just part of the swampy creature that you want to become that's all it is you

know so i'm here also because also for this 482 right um you pulled it right but but this funny language yes that wasn't it that was an agenda item this is comic yeah well you've allowed it before you've allowed it for others before so i'm doing it too okay you've allowed it so so i'm saying you're not playing fair you're being a

two-face literally you allowed it right now now i can't say it so let me say it for 8.2 right where you pull there right but this funny wording of discrimination and of students harassment if we start making kids call somebody by whatever gender or preference or whatever goofy name you want to call them you're going to start screaming like these other kids

you're going to make fun of kids the way you did over kobe right the way are some kids that want to wear a mask and you harass them some kids are out in the rain because they want to wear a masks you did nothing for them you never fought for them nobody fought for them except for two gentlemen here right

nobody fought for them right so what i'm saying is uh during that time when the kids needed help you did nothing right and now you're thinking about bringing something that might separate kids even more right you have to be inclusive in everything not just with whatever you pick and choose right so be fair to everybody if if somebody wants to change

their gender or whatever they want to do have their parents do that don't force the teachers or the students to call them but whatever goofy gender they want to be called okay that's up to them that's on them there's two genders under under god's holy name right anything else besides that is different you could do whatever you want with it

because you know it was like dealing with adults children adults and you know what better thing to come and you know get trained to be a bus driver i deal better with children i love what i do i just became a bus driver as of this year officially i went through the training thank you very much you guys paid for it

i really enjoy what i do with a passion i have two children i have a five year old and a 13 year old which are in the district you know i just think you guys should overthink the fairness we're all human beings i i am married i'm not a single mother i have my two children i take care of my

mom which you know she's 73 years old constantly i have to be taking her to doctors she has medical conditions she lives with me and i drive a lot back and forth and you know as you guys all know gas is very expensive a loaf of bread is like five bucks these days um fruit everything you go and buy stuff

all i ask is for fairness you know we're asking for that little bit of raise um you know what i used to do i used to make thirty dollars an hour you know it was and i went from that to what i make now you know section a you know i started barely in july first all i'm asking you as parents

i know all of you guys are grandpas parents mothers fathers to just be equal with us we're bus drivers i it's not just driving a bus it entails so much you know i do two wheelchairs you know never in my wildest dream i thought i was going to be doing this but i enjoy it and i love working for this district

i would hate to start you know like having second thoughts like oh my god did i make the right decision should i stay here should i go there should i just go back to what i used to do you know i don't want to do that you know i know you guys are up there and you know how they say we're kind of down

here i worked so hard for that license i sweated literally blood to get that license and it was something that i accomplished and i felt that was my biggest accomplishment last year you know there was some challenges here and there but i overcame them but for my team here all my bus drivers please consider what we're asking for it's not

much you know we're not asking for 10 percent we're just trying to be you know you know what we've asked for so you know with all due respect to you guys you guys have a good night and just please consider what we're asking for thank you daniel carlier hello everyone hi i'm jennifer sturgis i am a member of the csea a member at large

and have been a classified staff at of chino valley unified school district for over 15 years i have worked at rhodes elementary liberty elementary school and now at boys republic where i've been for the past seven years i'm sure you have eaten their baked goods have come to one of the luncheons there or even have toured the campus on many

occasions i have helped over 30 plus disadvantaged youth obtain their ged while i'm while there and still there and it's not an easy job i have put the children's education first in every school i've worked at but i still keep coming up last when it's time for me to collect a decent paycheck after working at my school site

i have to work a second job just to make ends meet i can't afford the insurance through the school district therefore i have to go through a government portal because i'm considered under the salary that i'm supposed to make it's time for the board to resume negotiations and because we want to eat from the same kitchen that is feeding your pockets

thank you hello my name is michael sherman i'm a resident of chino two children in the school district um today i'm speaking at first on behalf of trisha cauley who could not be here today because she has some sick kids who are also in this district so i'll just read it sorry about that according to the society for research

and child development parental involvement in education remains important for facilitating positive use of youth development parental involvement was found to improve academic and emotional functioning among adolescents in addition parental involvement predicted adolescent academic success and mental health both directly and indirectly through behavioral and emotional engagement so why is there any language removing parents from being involved in their

children's or child social and emotional well-being this district has taught classes where they continually remind you that parental involvement is key to your child's academic achievement as well as mental health how can i be involved in my child's life if the school district is actively hiding important pieces from me the parent if we are worried about a child's mental

health the parent should be first the first person you contact studies continually show parent involvement is the best indicator for future success both academically and mentally would you why would you purposely block a child's future success by removing parents from the equation if their academic health is bad you want to talk to the parent if their physical

health is bad you want to talk to the parent but on the pronoun issue you want to remove the parents completely if our students mental health is really your top priority then you should be working on helping the parents engage not blocking them out that was from trisha my concern pretty much the same it mirrors the same thing

you know i use the example it's a really horrible example let me use it anyway if my child has a has a disorder that she thinks she's a cat and she wants to be called whatever feline cat whatever is the district going to enable that how many other mental illnesses are they going to enable at the expense of other students

and that's all they have thank you very much thank you [Applause] eblia ramirez everyone as you said my name is avelia ramirez i've been working for the district as a permanent employee for the last five years i'm currently in my sixth school year i have four children three that have graduated from this district that one is still currently attending my

husband and i both graduated from this district i have seen many great things in this district however i have really recently become disillusioned with the way this district has treated its employees every single employee is important in making the district run without teachers there would be no schools likewise without the classified staff those teachers would not be able to do

their jobs who would who would be there to clean the campus who would feed the children who would watch the children during recess who would support the special education teachers in their classrooms who would answer the phones who would order the much needed supplies that the classrooms need who would be the in the libraries checking these books out to the children

who would transport the children's to school together teachers administrators and classified staff is what makes the school district run there's always a shortage of employees in this district teachers and classified alike bus drivers teachers educational aides kitchen staff clerical why is that because our staff is not treated fairly we many of us live below the poverty line

and that should not be the case working for this wonderful district thank you thank you veronica munoz okay good evening board members my name is veronica munoz i'm the secretary at townsend junior high school our district has canceled negotiations with csca stating that they do not have the authority to move forward on a proposal if they don't have the

authority then who does what message does it send to all of us that the district refuses to meet with us you have heard here tonight many of the employees talk about the hardships that they are facing everyone's affected by this economy sorry you lost my place we are asking to be able to meet our basic needs you would be showing us how much you

value us in acting quickly and settling our contract negotiations and meeting with us immediately tomorrow i'm asking for the school board to push the district or demand that they meet with us outside tonight you had hundreds of classified and certificate employees united we stand together as one so i'm asking for you to support us will chino valley unified school

district support its employees thank you for your time thank you good evening dr enfield and members of the board my name is susan feckerty i see some familiar faces i've worked with the district a long time i'm a graduate of the district all my children have graduated from the district and i love working for the district but

everyone in this district deserves fair and equitable raises everybody not just management not just the school administrators everybody because it takes all of us to run a school i can assure you you do not have enough people in the district office or substitutes on the list to replace all of us it just won't happen and who is going to suffer our

children now my children were fortunate to already graduate and i want that same opportunity for the rest of our children that are in this community we i live here and it is our job to educate our community children that is our job and i don't want to see anything happen to where our children suffer thank you thank you

good evening board members thank you for hearing me um i have been a teacher here at this district for 22 years this is my second career i left i'm a business major i left the private sector because i felt a calling this is more than a job ladies and gentlemen this is a calling my own doctor told me one time

when he asked what i did for a living he said that is a noble profession marcia i am i'm here because i am just getting exhausted of fighting for fair wages we work so hard and forgive me if i get emotional because i take my job so seriously and i take my job personally my kids mean everything to me

and i think i mean a little something to them because if i so much as cough or sneeze are you okay miss parker or do you need some water mr parker you guys get out of mrs parker's way she's going to go get some water you know they take care of me because they know i take care

of them they feel that love so we're more than a classroom we're a safe place we're a place where they're engaged in learning and i'll invite any of you board members to come into my classroom i want you to meet my kids and i want you to see our relationship because it's more than education we have a true relationship i

live by the motto they don't care how much you know until they know how much you care i'm hoping hoping hoping that we can hear you say that too towards us please please show us you care by giving us fair wages for my first time in my 22-year career i am considering getting a second job you know what's held me back

i'll be so exhausted in the classroom i won't be able to give my kids 110 but i'm fighting with making my finances at home so i have to make a choice ladies and gentlemen between 110 percent for my family or 110 percent from my job i want to do both help me be able to give over 100 to my students please

um it disappeared sorry i took notes on someone else's phone because mine died please pardon me i improvise so i have seen us lose good teachers to other districts we've had positions where they've come and subbed and they are telling me at the same time i'm applying to other districts the benefits are better and [Music] so i want you to know that we're living

that we're losing subs subs aren't even staying on for full-time positions they're leaving and going someplace else also who's suffering for that our students their kids your children if you live in the district your child is also suffering thank you thank you for your time thank you [Applause] mario mario frostel alano to basie hello hello my name is crystal sheppy i

just started more than a year at townsend i was working at fast food it was very crazy environment and i thought working for the school district wow like to work for the school district great benefits great pay then covet hit we had to do a lot of shields we had to do a lot of extra work i'm a custodian i

had to keep these classrooms clean i had to put them up take them down put them up take them down i'm here for the staff the teachers i see the school doesn't it doesn't function with every everyone has to be on board the teachers the bus drivers like um i'm sorry i can't think the lunch oh my god the lunch ladies like everybody

and i convinced a lot of young people to come into the district and it's sad because now they're like it's kind of not worth it they don't get paid as much you know right now they're fighting to get paid at mcdonald's 22 an hour like to start like at some like nutritional service 15 like who and the work they do wow like that's

crazy and it's like i'm just like i rent i'm i'm i don't own a house i struggle i have a lot of kids that depend on me in my household and it's hard to i work very very hard like i'm the i think i'm the hardest worker i just i work really really hard and i love working for the district and

i just think we all deserve more money we work hard from the whole entire like the whole line you know and i hear all this like today about like i don't know someone getting a bump about like getting more money getting incentive for gas or because of this because of that and i think everyone needs that everyone's suffering right now the

rent's high the food's high the gas is high i'm barely surviving and to say that i work for chino valley school district like i would want to like i'm proud like i want to be proud i want other people to want to work here like it's hard to even get subs for custodian for anything for like no one no one's

available what's gonna happen if you're not gonna you're not gonna help and pay what what the teachers want what everyone wants more pay whether you're waiting for a strike you're waiting for everyone to walk out and then what and then what's going to happen the school's going to close down the parents during covet they don't want to watch their

kids like who wants to watch your kids they want to push them back in school like that's what's going to happen and that's what you guys are looking at i think you need to give everyone what they deserve they need more money they need more wages just just give it to them because they deserve it thank you thank you

uh good evening everybody um i'm sure you guys have heard all week um all the frustrations that uh teachers and faculty have had and probably countless times that we can go to neighboring districts and earn twenty thousand dollars a year more um so i'm gonna try to touch on things just a little bit differently um i'd like to

ask each and every one of you to remind yourselves of the district's priorities um the first is the assumption that students are our top priority um i hope that is still the case um perhaps money and profits are a priority but i think we can agree that students should and uh have been and hopefully will continue to

be our number one priority um the the next question is what students are important are ap students important are athletes important are artistic kids important um are title one kids important or each and every one of them of the same value um because i i want to make sure that we understand that as well do we give each and every one of

them the same opportunities um are you aware that not every class in your district is provided textbooks that some teachers have to provide that out of their own pockets do you expect parents to pay for that out of their pockets instead um and then the next question that i have is what is your greatest resource to achieve your

greatest priority which is your students and the logical assumption would be teachers um perhaps maybe for you you feel like it's shiny trophies or or perhaps even something like the fancy view sonics or the ac that half the time seems to be going out in our classrooms right now because we are unfortunately short staffed with hvac employees um but

what i would like to do is remind you of the mission statement of chino valley and the mission statement is that chino valley unified school district provides all students a rigorous and relevant education in a safe learning environment and i want to make sure to to remind you of that while i ask you to remind yourself of these priorities because i

want you to make sure that your words and actions are aligned if all students are important show it if teachers are the greatest resource like many people have said invest in getting the best thank you thank you jonathan leach sean alvarez uh we will now take a brief three minute break in case people would like to leave

on being featured in an article in the sports section of the indian valley daily bolton today and it was an excellent write-up by eric paul johnson who covers a lot of high school sports in the ie so it was nice to see that recognition also attended the last couple weeks couple of football games chino hills high north high riverside game two weeks ago

in the heat and then last friday in the rain out of yala for their game against monrovia i also want to congratulate ayala for being ranked number 22 in the recent la times southern california football poll it's quite quite an honor there are a lot of good teams in southern california i also want to wish the best of luck to

our four high school teams in their rivalry battles tomorrow night as you heard earlier don lugo is at chino high in the annual milk can game and the yala travels to chino hills for the battle of the bone and i'd like to almost ask who did the scheduling on this but i was surprised to see it when it came

out that both both those rivalry games are on the same night at the same time um i also now want to uh thank those of uh that spoke tonight from from both unions i've been accused of being a union person if you didn't know i sat in that chair where miss brenda walker for sits every board meeting now for four

years i bargained for a.c.t and bargained raises when i was president we even took a strike vote when negotiations weren't going well i understand the process i'm hoping that the sides can get back to the table and get and get things done maybe not 20 hours worth the table like my brother's union bureau of locomotive engineers just uh

along with the other engineering unions finished up last night so he's going to go back to work tomorrow night by the way he's not the guy blowing the horn at seven o'clock in the morning down over here off of chino avenue he's out of colton sometimes runs to yuma he used to run those 8 000 foot trains

that if you've gone to palm springs and seen him on the way to yuma he was running those but i understand the process i'm hoping that we can get things uh get things done fairly fairly soon because uh we need to get it done lastly excuse me i'll wait on the water i do want to take a point of personal

privilege we heard a lot of the teachers talk tonight a lot of a lot of the classified members and i want to tell you how this district has affected my family not only my wife and i worked here and and taught many students but my own two children went here i just found out this week that my son

passed the engineering exam and chemical and is now a certified professional ca engineer that is a difficult test in fact the passing rate is about 68 it almost sounds like the bar exam for engineers and his foundation came from the classes that he took in this district at ayala high school in science and math that allowed him to get into one of the

best engineering schools in the country rose holman institute of technology in terre haute indiana and he would not be the success that he is today had he not had that foundation not only at ayala but at canyon hills and a rolling ridge and i'm thankful every day that he and my daughter went to school in this district and the success that they are

so i just wanted to throw that out because i'm really proud of this district and proud of our teachers proud of our classified because that's why we're here thank you thank you mr cruz you know i really don't remember much in school but i do remember those teachers that believed in me you know i've been in education for 23 years

and my dad was also a maintenance for the anaheim unified school district i've always supported certificated and classified and me personally when i hear words about loving their job the calling for my calling is really about making a difference in in kids lives that is the priority the content of education is important but making a difference in that they believe in

themselves matters big time and it was amazing to see all these people here it's wonderful to see that as a community being together through the thick and thin those bad times and good times too we must always protect people people's jobs people's homes families it matters and it matters in the future dr enfield what you pulled was was very good that you pulled the um

information item it's good to have further discussion and dialogue so i'm i'm very happy that you did that if i was president i would have pulled this a long time ago um there are some clarifications that i like to um i'm going to ask you some questions and you could reflect on these questions first let me tell you about the laws

reading the information item ab34 which requires a district to post nondiscriminate policies and specify states and federal laws regarding discriminating bullying and harassment ab-711 requires a district to update a former student's records upon receiving government-issued documentation or written requests for a name or gender change and clarify how district employees should handle requests by or on behalf of transgender and gender

non-conforming students when changing gender and legal name on students records okay here's question one ab34ab 711 does not discuss the topic of disciplining staff using wrong words did the union agree with the with the discipline disciplining of staff does this apply to all students how do we jump from punishing staff because ab34 and ab71 they don't talk

about things like that what about employees and students who have cognitive disabilities that may have issues with this because it could complicate matters it could really complicate matters maybe not now like everything else it has its beginnings and then it gets real rough as it goes on who is going to discern when it's inadvertently or you make an on a mistake using the

wrong words which standard are we using and what is the timeline you know to help to compel us to say words we don't want to say it's really about controlling language and making us nervous and have anxiety because we've got to be very careful what to say like i said it at the beginning it's loose ended but as as the years go

by this gets real twisted and we have to um it's not good it's not good and i'm going to say something i'm going to say something really the liberals are putting us on the defensive it's just wrong to force the majority of the people to make them feel gooder that's not even a word but i i like it

we are supposed to teach academics not to be concerned with these things in in public education so um and when you see the outrageousness of this thing only thing i can think of it is a big joke on us americans tolerating this stuff over and over again i think it's time that we well we will start doing what we have to do

to to bring our kids back to bring humanity and families and bringing back the traditions of what america is about we strive for that right mr schaefer sure that's right thank you thank you mr cruz mr well i'd like to thank our teachers and cac members coming to tonight's meeting uh and sharing your thoughts with us and with me

i do agree 100 about the situation that we're facing as a state of california i have recently saw a news article where many places in california just in order to survive in a one bedroom apartments where rent is as high as hundred to eight hundred dollars a family that's a one bedroom apartment matter of fact a family has to have an income of excess

of ten thousand dollars a month that is a situation in california right now and yeah thank you to uh mismanagement and policies and leaders that who can't think and i had called them a low quality leadership in sacramento yes this is what we were paying for many school districts that who has not performed well academically would receive more funds

compared to our district where i have we have excellent teachers and staffs working daily not just calling it a job but calling it a calling but we do receive less funding because we're achieving higher than other districts this is such a mess teachers and and staffs felt that they were disrespected from our district office so i want to make sure our

superintendent and staffs would reach out to the leadership of csaf and teachers union that we would respect them and we'll do our best to not lose any of our great teachers and staff to other districts because of the pay concern i think that should be our priority right now a second um i'd like to thank ms sonia shaw

sharing your thoughts on ar 5145.3 as we have done it in the past with lcff we did offer and we did conduct a survey for parent involvement in such matter and i think we would really have to look into get a survey done on ar 5145.3 with our parents in our school district i think that is the most fair way to

conduct our business with our children in our school district it is our duty and it is our responsibility to keep them safe [Music] and achieved the learning that they deserve to learn in a safe learning environment so uh i'd like to ask dr infield meet up with miss sonia shaw and parents to look into uh engaging in a survey program

for uh this topic that is very um sensitive and and important for our parents ar 5145.3 first i have to meet with our legal counsel that i have to go over that board policy because there's some things i'm checking on okay after that so yeah meet up with the parents to see what happens with that first okay i can get

back with you okay thank you i know we are short of people and staffs but uh uh mr statra could you just double check with the uh our staffs where we could get more help with air conditioning department so that our teachers would have a cool room and and students have a cool room in hot summer times

thank you and um again i'd like to thank all the teachers who had come tonight and cs members who have shown up coming together as a family and voicing your concerns and love with us i appreciate you and you know that um that we will strive very best to meet and and your goals and expectations and assist you with respect thank you

thank you mr na dr enfield thank you dr enfield uh really briefly um and i'm going to pick a policy that i would hope would be an innocuous one another information item that came forward tonight item 4a1 might ask yourself where are these coming from and i'm sure there's a popular refrain that this is coming from me

first and foremost i'm not a lawyer in this space so i would not be the person to provide the district any legal advice about updating any of its policies that's not my role secondary to that where do our policy updates come from i think this is a great question i get this question very often because every single meeting we're updating policies

why are we doing these updates why are we doing it at this time the reality is that the california school boards association and lawyers that work for the california school boards association in conjunction with our lawyers at the district look through all of our policies on an annual basis and ensure that our district as well as others throughout

the state are in compliance with all applicable laws federal law state law any case law that may have came down so when we update board policy and when you see that language when you see things crossed out or added in capitals that is not something coming from any individual board member it's not even something coming necessarily from a member of the

staff at this district it is something that is being given through csba to all districts to make sure they have a resource to update their policies i would also just like to note that and i won't delve into the policy that was pulled this evening it has been pulled and we don't know what's going to happen with it as the superintendent pulled it

this policy has also been before the board multiple times and just to give a little history of this policy and i think this is also helpful anytime that we update any district policy there's a section that says when the policy was adopted and when it was revised this policy has been revised multiple times and prior to my membership and

several other members of the board this policy was revised by members of this board and it was unanimously revised by members of this board so some of the issues that community members i know were here to speak about tonight though some of those issues were included in prior revisions that were unanimously passed this board has a practice of passing board policy on

consent calendar and passing administrative regulations that effectuate that policy so i do want to make clear that in september 5th 2013 as well as september 21st 2017 as well as on march 21st 2019 this board unanimously approved updates to this policy some language which i i would assume from some of the speakers this evening they would take umbrage with

inclusion of that language so i just want to point that out because i think this is becoming an issue where um it is being relayed that this is part of an agenda rather these are routine updates that are coming from csba that are given to all school districts and most school districts this is run-of-the-mill things that they do to update policies this is

not individual board members trying to push an agenda this is simply the board just like the board you know down the street in walnut or down the street in corona norco implementing similar policies so i just wanted to share that with the public that as we update board policy whatever that policy is and we approve administrative regulations that's where

those regulations are coming from and so i understand that that process is not clear i did not know that process until i got on this board and i think that's something that can be very confusing but that's where this is coming from a second to conclude this evening i am here in solidarity with our teachers and our staff

one of my goals the school board member has always been to maintain open communication with our unions and try to rectify problems you know as they are identified i too along with mr bridge support going back to the bargaining table and supporting our unions they have gone above and beyond generally and went more above and beyond during this pandemic

they were presented with challenges that no one could have foreseen and there was a bus driver here earlier and i really appreciated her talking about all the different work she did they were jumping in everywhere to serve the needs of our students in our community people were volunteering to do things um over extended themselves to help our

students and our families and so i really encourage that we get back to the bargaining table and make sure that we support our teachers and our staff who make the school district run with that i thank everybody for sticking around till 8 34 and i adjourn this meeting at 8 34 pm thank you
