the organizational meeting of the Board of Education Thursday December 15 2022 at 6 PM with Bridge Monroe na Shaw and cruise present before we begin please silence all electronic devices and note that these proceedings are being recorded Pat the board meant in closed sessions from 4 pm to 5 41 PM regarding conference with real proper negotiators conference

with legal counsel anticipated litigation one possible case student readmissions student discipline Public Employee appointment Junior High School principal and public employee performance evaluation superintendent for the record student readmission case 2122-02 is corrected to read 22-23-02 under anticipated litigation during closed session the Board of Education provided council with Direction further the board appointed Joseph Duarte as principal of Magnolia Junior

High School effective January 4th 2023 by a unanimous vote of 5-0 with Bridge Crews more not in Shaw voting yes no further action was taken which requires public disclosure leading the Pledge of Allegiance tonight is Madison and Brooks foreign [Applause] for the Pledge of Allegiance ready begin I pledge allegiance to the flag of the United States thank you

[Music] we are now at the oath of office for newly elected board members Sonia Shaw and Jonathan Monroe [Applause] judge Peterson Riverside County of superior court is here to administer the oath Michelle Mr Monroe police approach the podium as you're called so that judge Peterson can administer the oath of auspice you ready to right hand repeat after me all right

Sonia saw your solemnly swear because I will support and defend the Constitution of the United States and the constitution of the State of California that I will bear true faith and Allegiance the Constitution of the United States to the Constitution of the United States and the constitution of the State of California and the constitution of the State of California did I take this

obligation freely without any mental reservation without any man or purpose of evasion or purpose of evasion and that I will discharge the duties discharge the duties upon which I'm about to enter upon congratulations [Applause] [Music] to you sure okay congratulations thank you so much thank you [Applause] you solemnly swear you solemnly swear that I will support and defend

um have been presented to our school district we are now at the presentation of these beautiful Del Roble wreaths [Applause] [Music] now these two boys are nervous as I'll get out so would you please smile for them turn around [Applause] um this is the scariest night of the year for me because I never know what they're going to say and I never know

what you're going to ask so um but this is the ninth year I've been able to bring some of our boys here tonight I brought two uh Vincent here he's going to be speaking in a second he's been doing a really great job for us and this rather large tall young man just graduated from high school today

[Applause] his name is from the Bay Area and he's come down and he has been I believe one of the hardest working students I've ever seen I think he's really taken it seriously I go into class and usually you catch the students are working most of the time I've never seen a time when when he wasn't working

and he's made me so proud and when he came down here the requirements in Oakland are 200 units the requirements here are 225. so all of a sudden he had to do another 25 units that's almost a semester of work he kind of goes I don't know about that but he he got serious about it and finished it and so I can't speak enough

this young man I got to know a lot this year in wreath production I was moving the boxes alone he was packing them up and we were talking a lot I we were talking trash to tell you the truth it was a lot of fun he's a good guy and so I'll let him present the wreath and

School Board superintendent infield cabinet ladies and gentlemen Boise Public's founder Mrs Margaret Brewer father inspired the Dela Robia Reef program in 1923. Mrs Fowler had the youngsters in her care made Christmas reefs as a way for them to earn money for craft projects and to stay busy during the holidays within a few years the reefs became so popular that they

became a source of self-help funding for the school as well this year marks the 100th year of production Deli eurobia reefs are still handmade one at a time providing meaningful after school and weekend jobs to hundreds of students throughout the year while giving Boise Public and girls Republic a significant source of self-generated income this year we have shipped 30 000 reefs

from the Philippines to Greenland and all over the world this year this year's Reef chairwoman it's professional golfer Michelle Wie past chairpersons include basketball great Jerry West baseball announcer Vince Scully boxer Sugar Ray Leonard Miss America Vanessa Williams boxer Laila Ali actors Kirk Douglas Bob Hope John Wayne and Steve McQueen first ladies Barbara Bush and Nancy Reagan tonight we would like to present

the board in the district with the reef [Applause] okay um I know this was the part where you guys want to talk to them and so they're going to do the best they can if you have any questions feel free Mr Knoll yeah I'd like to thank uh Mr Hampton uh you've been a principal for principal for uh Bush Republic as well

as Adult School boys republic uh you go ask Dad to all of our students there and at Adult School you were being called Senor guapo every time I talk to you you tell me how proud you are with our Boys At boys republic matter of fact you have their pictures in your office always looking at their faces and praying for their family and

their future and and the reason why all of us including our judge Mark Peterson who works with our kids is because we see hope in you guys without hope there's no future for us you are the future I'd like to thank you for your hard work your dedication and your life-changing experiences so you go out there you be the light

you'll be the salt and you'll be the changing Factor not just for you but just your family and for all your friends thank you again and appreciate you thank you Mr Monroe [Applause] thank you Mr Hampton for bringing these two nicely dressed young gentleman to address us today um Trey Sean congratulations graduation momentous event good job and you you were saying 30 000 of these

are sent out throughout the world yeah from the Philippines and to Greenland how much time do you spend on each individual one The Factory and then we put them in a box we're shipping out about every minute every minute how big how big is that production line how many young men women do we have working on these

really 30 to 35 and we're running how how long [Music] a day yeah wow so quite a production and the the quality of these I gotta commend you every year the production the quality of these are great and it seems like you're expanding this program every year so congratulations we accept it graciously and we display it very proudly great

work and keep it up thank you Miss Shaw I want to tell you guys how incredibly proud our community is of you and I think obviously it's not an obvious thing but to see these wreaths the main thing in there is the love and dedication you guys all put and we can totally see that through your guys's work and that is

amazing and beautiful and you guys keep up the great work because you are literally writing a story that many are reading and you are an influence to many young gentlemen and and to us adults so we are incredibly proud just keep writing that story because we're all watching your journey and I can't wait to see what you guys go do After High

School congratulations on graduating today too thank you Mr Bridge I too want to add my congratulations on your graduation and thank you for coming tonight and presenting uh the wreath It's a Wonderful uh thing that you do for the uh for the school and for boys republic and if you get a chance I have had a chance to visit the production

line it's amazing you you can describe it all you want but till you actually go and see it how you're able to get all of that together run it through send out 30 000 reads it's just amazing so congratulations and thank you and appreciate it and best wishes to you thank you I have to say the same thing it is

pretty amazing of that conveyor belt that you guys have so son what are your plans for the future that's right you just take baby steps because that's what I did I took baby steps well and you're you have one more year left don't you yeah yeah and do you have any plans uh I'm gonna probably go to like a vocational trade school no

College like uh I don't know exactly which one yet but right now our boys republic got me a auto so once I'm done with that I'll get a certificate I'm gonna graduate that in January 6th so once I'm done without your certificate so once I'm out I can get like a job at as a mechanic or something that's awesome but after I'm

done with uh auto shop I'm gonna go to like uh metal shop so I can learn how to weld that is so cool all I do know is that you guys have your life ahead of you I mean that is pretty beautiful to know that you've got your whole life ahead of you so remember that and there's pitfalls that's okay you just

keep on doing what your dreams Were Meant to to become so I'm really proud of you guys I'm proud and Mr Hampton you've been doing this for years you know you've made a difference in people's lives in children's lives and you know at the end of our Lives that's what really matters is the difference we make with people you know the love and

the empathy that we have towards others so I have to applaud because not only boys republic also Adult Ed there's there's something I remember but I don't quite remember but you were talking about you know the ESL people that were graduating and you said something but I don't remember exactly but but it it honed in on me about believing in people

and just persisting and then getting the job done so you've done you've done amazing job and by the way um your cafeteria food that is amazing I mean I mean that food you guys I don't know what you call it it's like a chap School we do have a bakery oh it's pretty good I feel thank you thank you guys take care

[Applause] okay we are now at election of officers for 2023 board by law 9100 States the board will elect a president vice president president and clerk from its members and appoint the superintendent as secretary to the board okay we are now at election of presidency nominations are now open and I will now start then by nominating Sonia Shaw

[Applause] um a second that nomination okay so approves okay so um nothing hearing nothing further nominations hey is there any other nominations okay hearing no nothing further nominations are closed Sonia Shaw is elected as president [Applause] how are you right away okay now we're at an election of Vice President next is the election of Vice President nominations volunteers are now

open and I would like to nominate Mr knot hi second no I declined I I would like to nominate John Monroe [Music] [Applause] here's my sister here's my brother so We're Gonna Keep It In The Family um hearing nothing further wait is there any other nominations carry nothing further nominations are closed and John Monroe is elected vice

president [Applause] item number three election of Clerk and finally election of clerk nominations volunteers are now open I would like to nominate Mr Andrew Cruz as the clerk are there any other nominations hearing nothing further nominations are closed Andrew Cruz is elected as Clerk [Applause] at this point let's take a brief break so the VP and the clerk can take their

appropriate seats [Music] [Applause] thank you next we will appoint Dr oh sorry I'm all cake just kidding next we will appoint Dr Enfield as Secretary of the board may I have a motion so a second motion passes by a vote of oh is it to vote where's the vote any opposed motion passes by a vote of five to zero

[Applause] board members we will now continue with nominations for committees no nominations volunteering do not require a second if more than one nomination or volunteer per committee is received then vote in order the name was received otherwise the nomination volunteer is appointed item number number four election of the board liaison for city of Chino meets on the first and third Tuesday of the month

at 7 pm are there any volunteers for nominations I would like to volunteer do I have a motion okay hearing no further volunteers or nominations the the these are declared closed Sonia Shaw is selected as the board liaison for city of Chino no item number five election of the board liaison for city of Chino Hills meets on the second and fourth Tuesday

of the month 7 P.M are there any volunteers or nominations I'll volunteer hearing no further volunteers or nominations these are declared closed and John Monroe is selected as the board liaison for city of Chino Hills item number six election aboard liaison city of Ontario okay any other volunteers okay meets on the first and third Tuesday of the month at 6 30 p.m are

there any volunteers or nominations Cruz volunteered hearing no further volunteers or nominations the these are declared closed and Andrew Cruz is selected as the board liaison for to the board liaison city of Ontario item number seven election of board liaison Chino Valley Independent fire district meets meets on the second Wednesday of the month at 6 PM are there

any volunteers or nominations hearing no further volunteers or nominations these are declared closed John Monroe is selected as the board liaison to the Chino Valley Independent fire district item number eight election of Representative County committee on School District organization meets once annually normally in October as the official voting representative this is an important seat that requires a board

resolution for an alter alternate if the selected representative cannot make this meeting are there any volunteers or nominations volunteer are there hearing no other further volunteers or nominations these are declared closed and Andrew Cruz is selected as the representative to the county committee on School District organization item number nine election do we have to do item number nine election of

Representative Chino Hills Parks and Recreation Commission meets on the third Wednesday of the month at 7 pm are there any volunteers or nominations I'm a volunteer foreign so we vote right no this is done done okay so hearing no other further volunteers and nominations these are declared closed and Dawn bridge is selected as the board liaison to the

Chino Hills Parks and Recreation Commission item number 10 election of two Representatives joint meeting of the city of Chino these meetings are scheduled as needing needed is there any volunteers or nominations I volunteer okay hearing no further nominations or volunteers these are declared clothes and Andrew Cruz and um Mr James Noth are the selected are selected as the

representatives to the Joint meeting of the city of Chino item number 11 election of two Representatives joint meeting with the city of Chino Hills this meeting is scheduled as needed are there any volunteers or nominations I volunteer I would volunteer as the second okay um so I will go ahead and remove myself and hearing no further volunteers and

nominations these are declared clothes and Andrew Cruz and Mr James Knott are selected as the representatives to the Joint meeting of the city of Chino Hills election of Representative item number 12 for Chino Valley Chamber of Commerce meets on the third Wednesday of the month at 7 30 a.m are there any volunteer or nominations I volunteer um hearing no further volunteers or do

to thank all of you board members and congratulate the two board members on stepping up to the plate and doing what you do for the community thank you all very much [Applause] is there anybody from act present tonight to speak she left and we also have Molly large from champ Dr Molly large from champ good evening Dr Enfield board and Chino

Community I would like to start by welcoming our new board members champ looks forward to continuing our respective respectful positive relationship focused on supporting all CVUSD students and staff on behalf of champ I'd like to congratulate Mr Josh Rieger assistant principal at E.J Marshall Elementary he was recognized as the AXA region 12 co-administrator of the year in his nomination teacher Tracy Johnson

noted that Mr Rieger is Dependable determined passionate and most importantly he is visible in classrooms and on the playground every day Health technician Cheryl Barth commends him for being the driving force behind the sites PBIS program and Praises him for his welcoming approach with families and the encouragement he provides for struggling students principal Ophelia Verdugo is grateful

for his ability to advocate for nurture and sustain a positive School culture and former student Eric palaveacchino acknowledged Mr Mr Rieger for being the perfect administrator and his personal inspiration to succeed we are fortunate to have many amazing administrators and co-administrators here in CVUSD who lead with love respect and purpose but Josh Rieger is clearly one to celebrate

champ would also like to recognize the Chino Valley fire foundation for again this year sponsoring the annual make a child smile event this event supports a hundred CVUSD students facing difficult times and provides them an opportunity to enjoy the holiday season we appreciate not only the fire Foundation but the numerous other partner agencies who show up to make

this event special for families I'd like to thank our champ membership for their support of the gift card drive to benefit the Hope Center champ members donated 440 dollars worth of gift cards to help support families in need the past couple of weeks have been busy at school sites with spirit days holiday concerts band performances debate competitions and a wide variety of other

activities as we head into the winter break I think I speak for all administrators in the district when I say how grateful we are for our amazing students wonderful families and fantastic community have a safe restful and very merry holiday and a wonderful evening we're at comments from the audience on items not on the agenda we are now at comments from the audience

on items not an agenda Pat are there any requests to speak on non-agenda items speakers will be called in the order the request was received please listen for your name and be prepared to approach the podium any comments on agenda items will not will be accepted during consideration of that item once the board has commented deliberations on the

on an issue speaker cards will not be accepted the board is very interested in your comments but please bear in mind that the board typically does not respond to comments during this time on the agenda as it is reserved specifically for the public comments individual members May respond during board comments at the end Additionally the board does its best to

support the Public's right to address its elective officials it is also important that the board conduct its business in an orderly and fair fashion as provided in the board by law 9323 in the event that an unusual amount of speaker cards is submitted for any item the board will hear up to 30 minutes of comments in the case of non-agenda items

the board can if it chooses hear the remainder of comments after all business has been conducted further this bylaw States impart individual speakers will be allowed three minutes to address the board a speaker may not use the podium for purposes other than addressing the board directly if there are no further comments a speaker will be considered to

have relinquished his or her allotted three minutes this means that the speakers cannot donate their time to another speaker which in effect can give a speaker more than three minutes the exception is when non-english speakers require a translator clerk will you please explain the light system speakers you have three minutes to address the board limit remarks to new

points begin comments at the green light the yellow light means you have 30 seconds left the red light means you have your time is over please adjust the microphone as necessary please refrain from making comments while speakers at the podium and please note the board policy 1312-1 outlines procedure for anyone who wishes to file a complaint against a district

employee the first speaker is Layla Maliki versus followed by Art Bennett followed by Curtis Burton so good evening board hello audience um I just I wasn't really planning to speak today but I just like to say a huge um thank you to all students in the district I know the finals have been really really tough um it's been really hard and as a

student in the finals I just want to recognize the late hours that students spend on homework the office hours that they attend after school I don't think it's recognized enough but I've seen so many students struggling especially during these last two weeks getting their grades up stressing a lot and especially high school students as well but also to all the students in

elementary and Junior High School and also I'd like to say thank you to all the staff because the amount of staff that I've seen really step it up to their students offer office hours and just really lend out their hand to help during these times is so commendable and I've been so lucky to be able to see

this in the district um I know the break-in is coming up and we've definitely been working hard so for high school students great job on the first semester and for elementary and junior high students good job for completing the first and going into the second half of the second trimester but yeah I just kind of wanted to recognize

students because I feel like they're not recognized enough as well as staff members it's insane how much support I see in the classrooms today and I just want to extend a huge thank you before everyone is able to put aside the work and just relax during break so thank you thank you so much art Bennett followed by Michael excuse

me art Bennett followed by Kurt Curtis Burton there we go good evening board president Shaw and Vice President Monroe congratulations personally uh on your elections I'm proud to say that I endorsed you both and obviously I must have got something right appreciate it so much uh at any rate uh it I want to give you a little bit of

information with respect to the reorganization of the city of Chino Hills uh Peter Rogers was appointed mayor this year and Cynthia Moran will be vice mayor with committee assignments I am proud to say and happy to say that I am going to be the Chino Valley School Districts board liaison for the city of Chino Hills I have done that before and

been very happy and it's great to see all the familiar faces one thing that upcoming events we are going to have a boat parade tomorrow night you probably heard about it it's going to be down Lake Payton which is in directly in front of Viola High School also known as Payson Payton Avenue but at any rate it's expected to have about 35 entries

should be a lot of fun it's a great event for the kids to come to there will be candy handed out by people walking along the parade route but again congratulations I know that there will be great things happening with this board that it should be in a directed in a great Direction and that a lot of good things will come from this

so congratulations to you all and those that are still still here for a few more years before re-election you know just help the newbies out okay thank you thank you very much Mr Bennett Curtis Curtis Burton followed by Michael apolinar followed by Oscar Avila good evening president Shaw Vice President John Monroe board members superintendent Enfield and members of

the community good evening my name is Curtis Burton and I am a Chino city council member and I'm here to introduce myself to you and let you know that I am now your liaison with the city of Chino we have a lot of great things going on in this city and I'm proud to be part of this liaison Board of Education

it's long overdue and I'm very happy to see the results the city is very very anxious to work together in the future and I want to let you know that on behalf of Mayor Eunice Aloha and the entire city of Chino city council we'd like to wish you a very merry Christmas and a happy New Year thank you sir thank you very much Mr

Burton thank you very much Michael apolinar followed by Oscar Avila followed by Misty distinguished members of the board president Shaw Vice President John Monroe my name is Mike apolinat and all of you know me from prior meetings and they were held under very very different circumstances and I'm glad to be speaking today with new leadership that said

Sonia and John both of you demonstrated the will the parents overcame the DC Sacramento establishment that is a remarkable thing you took or rather the voters took back and parents this school board and it's part of this movement to take back our country one school board seat at a time great job I want to excuse me I want to stress

that this board now has a mandate to be bold with your decisions be courageous and please please please use common sense heavily it is not racist it is not hateful it has been invoked for thousands of years of human history successfully so let's let's go back to Common Sense the community is with you the parents and voters of Chino unified have given

you that power and authority now go do what you were elected to do God bless you Oscar Avila followed by Misty followed by Chris Shaw the green all right good evening board congratulations Mr Monroe Mrs Shaw I'm so happy it's a good day today good evening members of the community um dignitaries it's a good day in Chino

you know I know not everybody's happy but uh I think the people of Chino spoke and uh you know they got the message you know so so we know we know that to build a strong Community or we got to have strong families you know and and this board here is supposed to support families you know I believe that the

family spoke parents rose up and they wanted their children that's very yellow they wanted their children to have a voice you know so so um so congratulations this is your Victory and I believe that the city is going to get any better and gooder you know so so I'm excited you know um as a matter of fact as a

matter of fact I was a matter of fact I was just telling uh Mr Shaw I want to have another baby now you know because I really feel that this district is better now right no then I want to have another baby not not you know but uh I'm really proud of this community how they came together how parents spoke to back there

how parents spoke and they really they had their voices heard you know that really were tired of of having a board that ignored the voice of the parents you know that the board that that was succumbing to threats from the governor you know and really the governor did not appoint anybody in this in these seats the people did you know you were

appointed by your constituents of this city you know and I'm glad that that that we recognize now that people want to voice in the city this is a great City I came from a very liberal City uh a very you know bad area you know and I love Chino because obviously and I had no idea what liberal or considerative

man really I didn't you know but I knew that what I would say she knows a good city it's family now I know what it means you know when you're conservative it means family it means that we believe in and parents have a voice and this board proved that this proved that if you're a parent and you don't want your

child being indoctrinated you have a voice you have the right to say I don't want them being taught that so I'm just here I'm happy I'm excited and I know that we have some great years coming up and and uh and come to Cheatham move the Cheeto it's a great City we love family you know we love children you know and

and in reality we want to protect them at the same time as instruct them teach them not indoctrinatum but just protect them and instruct them how to be good adults congratulations Mr Shaw Mr Monroe awesome thank you amen thank you Misty followed by Chris Shaw followed by Jeff Morabito good evening I cannot stop smiling and it's almost on the verge of tears

like I honestly I could just cry right now um so much hard work went into this amazing people back here as well as up here so if you wouldn't mind I want to take a picture everybody smile like my hands are shaking but okay and now you guys I look at that um symbol behind you and the sun shining bright and

Sonia you are that light thank you you are the light that we need in this District um despite what many people have said and the judgments that have been made they do not know your heart like the rest of us and you are going to do amazing things for the students in this District and so is John

um I know both of you and I know your hearts um you are very logical Common Sense loving compassionate humble people um and I just want to thank you I want to thank you for stepping up and um taking charge for our kids and um I had something made for both of you freedom fighter tumblers because you truly are Freedom Fighters

for us and I I just I love you I love this board I am so excited for years to come and I'm sad that I only have one more that's going to be in this District that is four years it's four years so by Jeff Morabito followed by Michaela Estrada I really don't know how to follow that

one oh man um I just John and I want to congratulate my wife um I just want to say we we did it um you're I know your heart's in it I know that you all are up there now for the children I know that there are big changes coming and there are great changes and I also

want to thank these people behind me um without them uh they they made it possible for all of us but um the biggest thing is I I really feel that there's there's a lot of love in this room tonight um I've been to a couple of these board meetings a lot of anger a lot of frustration um almost a lot of hatred

um and it's changed tonight I think all of you guys are going to work really well together and you are going to make great great changes and I know that the children out there are going to love and appreciate all of you so thank you and have a Merry Christmas all right Jeff marabito followed by Michaela Estrada followed by Rita Luth

good evening I'm board president Shaw Vice President Monroe board members CVUSD staff parents and all in attendance my name is Jeff mirabito and I'm the principal of Sycamore Academy Charter in Chino Valley for those of you that don't know Sycamore Academy is in our fourth year and our enrollment has grown from about 115 students in year one to about 325 students a day

like CVUSD and Allegiant steam Academy Sycamore Academy serves the same families and as part of the Chino Valley education community and has the goal and desire to see every student in Chino Valley area have the successful public school education regardless of the school they choose to attend I'm here today to introduce myself and Sycamore Academy to you newly elected

board members and to congratulate you on your recent successful election and your pronounced dedication to parent involvement and sane practices for public education the new board members may not know this but from August 2019 until December 2021 Sycamore Academy was located at the multi-use school site at 15650 pipeline under a Proposition 39 agreement during that time Sycamore Academy paid

over ninety thousand dollars for permanent improvements to the site nearly 260 thousand dollars in lease payments including timely rent paid even when CVUSD did not allow Sycamore Academy students on site during spring of 2020. CVUSD then charge Sycamore Academy 245 000 for not meeting our first year enrollment projections the money being paid by Sycamore to cvsd is money that

is not going into the classroom this money belongs to the students and belongs in their classroom the covet shutdowns had a terrible effect on students and that money belongs in the classroom I hope this board reconsiders the decision to charge Sycamore Academy this money and agrees to dismiss future payments beginning 2023. thank you for your time and Merry Christmas and have

happy holidays and a very happy and prosperous New Year to everyone thank you so much Michaela Estrada [Applause] good evening board members my name is Rita Louvre and I represent area B on the San Bernardino County Board of Education area B is comprised of the communities of Upland Rancho Cucamonga Ontario Montclair and Mount Baldy I'm honored to be here tonight to

congratulate board member Shaw and board member Monroe and to double congratulate you on your election to President and Vice President and I'm glad to see the changes on this board and a fresh look and a fresh new foot forward I wanted to talk to you about special education in this District because many families reach out to me and I support many

families in your District your district is part of the West End special education local plan area and that's where all your special education policies um are being funneled through and that's who dictates your special education policies unfortunately it's very adversarial for children with disabilities in your district and your district has a reputation for being very litigious part of the reason is because your board

is completely marginalized from decisions related to children with special needs the community is being treated as a second class citizen because those decisions are not coming to you as the elected officials so they have lost touch with you and instead they're being funneled through a bureaucracy that spends three million dollars a year in contracts for attorneys so

this issue has come up to the San Bernardino County Board of Education meetings countless times we have heard countless testimonials we just heard some at this last board meeting in on Monday from one parent who said she knew 30 other families that were dealing with the same issue I don't know if it's the the Chino School District because they

didn't say which district it was a lot of the parents are afraid of the retaliation so the families are being litigated against the brown Act is being violated you don't see the Special Education cases on the board agenda of the school districts now the County Board of Education approves the budget of the San Bernardino County Superintendent of

Schools and that budget includes the West End selpa budget I've repeatedly voted no on the budget due to the amount of money that's being spent on litigation instead of providing services for children with disabilities and in many cases because I see the numbers I go to the West End selpa meetings with the superintendent and the amount of

money and litigation far exceeds what the family was asking for thank you Miss Ruth thank you thank you Monica Thomas nice to see a woman in charge and at the hill awesome okay hi my name is Monica and I'm here with a major concern and I'm glad I have one of my peers back here brought up students with special educational needs

my niece attends Chino Hills High School and she rides the school bus because we live in The Preserve that school bus has been late every single day since the beginning of school every single day since the beginning of school I came down here and I spoke to bill I think his name is Bill he told me three reasons why that bus was late

one the construction on Pine to the elementary school Personnel or not outside to greet the elementary kids when they get off the school bus and three was a school elementary and what's the third one did I say construction it was a construction the Elementary it's a third oh the school schedule that I guess the schedule changed with

respect to the elementary school times High School et cetera Etc and so to me as a parent and my niece has an IEP she has a math class that she had to be changed from her first period because she was failing because she was getting to school late into class at minimum 10 to 15 minutes late and what

Disturbed me was the fact that Mr Kerry when I wrote that letter tried to imply that the part of the reason why my niece is late is because she stopped to get a breakfast well first of all she puts that breakfast in her backpack because she doesn't have the time to sit down and eat it like she should have

that part so for him to try and lay part of the blame on my niece for their mismanagement as far as getting our students to school and to preserve that we do pay 280 dollars for per child and I'm paying for a service and I should be able to get that so I don't know how this is going to be

corrected but yes I did write my Zimmerman I wrote the governor I wrote The Senator because I'm a taxpayer I'm a voting constituent and my child should be able to get to school on time and she has special needs and she's struggling in the first place so that's my comment so I'm hoping that you all can help me out here with

respect to the transportation not to mention gas is expensive for me to try and take her to school but I've already paid 280 dollars and I feel that I should be getting the services that I've paid for and I do have a favorite my son's Miss there she is the best teacher ever for my son in the fifth grade and then I see

my friend is over here fresh principal one of my oldest two kids attended Chino Hills High School go Huskies [Applause] um Dr Enfield I have a question is it possible we can look into that and get back to her I'll have stats look into that okay thank you the final speaker is Greg hello board hello board president

hello John vice president I want to congratulate my name is Greg I'm actually the founder of an organization that's been fighting for school rights and kids for about the last year called now or not on our watch and I want to commend not just the board members but this community because the work that you guys put in

in this last election is proof that one your vote does matter two parents matter and three and most of all kids matter [Applause] a lot of you guys know that have seen me before I actually go back and forth to Sacramento fighting for our kids quite frequently and it's pretty awesome to know that a city took charge of their board and their

school and you guys not only beat out two very powerful opponents but you guys flipped the board and now in Chino Valley the kids are safe [Applause] I promise over the next four years minimum I'll be praying for this District and I want to wish you guys a very Merry Christmas God bless you guys thank you so

weeks ago where somebody wanted something that wasn't appropriate for their age so I just wanted to kind of just kind of just encourage maybe just to be it's appropriate for the future and I think so far from what I've seen it is I love the city and I want to just kind of just put my two cents in there that

you for that we need to continue to do this as I have spoken before I said this is going to be a common sense movement it starts with Chino Valley Unified and it will not stop here until we take back Sacramento this will start this is the beginning because we care it's not worth talking about a position

something that that we own but it's we're talking about our children our future our lives and our hopes and they're so dear to us and we need to let everyone know that they're not for sale and thank you for all these parents that they're standing off for our children because our lives matters all of our Lives matters

um at the same time I have to talk about a special coach who had passed away he's been a long time done you go High football coach Mr Greg Gano he has been a real special coach because many students had shared with me that before the practice he would bring out foods and breads available in their classrooms in the locker rooms

so that kids will not go hungry while they're practicing or playing football because he was a true father for all the students and he moved his address to heaven in November so I like to uh end our meeting in remembrance of Coach Greg Gano it was good that I actually have uh look for him and spoke to him whenever I could if I

was on campus because I really really respected this man so I pray for the loss for the students and also the family members and I had a one speaker who had approached me today saying that if we would have a break during the school board meeting she would love to have it at the end because she wanted to speak

to us behind the podium and she wasn't able to do it because she had uh I think her children playing soccer game tonight so let's be maybe think about that in the future and she wanted to make sure I'll share this my thoughts with our staffs here but thank you for for your participation and everyone please have a merry merry

Christmas thank you I have a couple of couple of comments tonight uh first I'd like to welcome our new board members Mr Shaw and Mr Monroe and congratulate you not only on your election but on your election tonight as President and Vice President I uh along with them attended the California school board's annual conference in San Diego

two weeks ago in the Highlight for me and I think for our entire board and community and District was watching one of our teachers Mr Michael Collins from Ayala High School received one of the prestigious Golden Bell awards for his career technical education Academy pathway through the ROP program that he teaches at Ayala High School so congratulations to him and also his uh

his students for uh receiving that award also congratulations also go out to Mrs Jody noblett of Townsend junior high for her recognition as a California League of Educators educator of the Year finalists of also our our school bands have been very busy in competition season following the end of the football season first uh Chino High School 77th

Calgary Calgary I must be thinking hockey uh Calvary band uh placed in the top four at the Arcadia Festival of bands last month and on the same day won a gold medal at the field championships in Riverside I'd like to know how they got from Arcadia to Riverside so quickly but congratulations to them that's terrific also Chino Hills High School's band In

Color Guard took first place at the Western band Association field show championships also held in Riverside sweeping the awards by taking first place in all categories uh this week I attended the Don Lugo Ayala boys basketball game which was a very exciting game on on Tuesday evening especially in the second half before Ayala prevailed 62-55. yesterday morning

I along with the board colleagues attended the make a child smile event at the Chino Walmart hosted by the Chino Valley fire foundation and district and all of our communities First Responders and just seeing the smiles of Happiness from all the children they were getting off the bus was just a tremendous sight and certainly shows how our community

cares and I attended the Chino Valley fire district meeting last night my last meeting is delays on and thanked him on behalf of the school district for yesterday's event um as Mr and I indicated on a sad note the district and Don Lugo lost one of its Giants in coaching with the passing of former football coach Greg gaino last

month uh he was the football coach for five years took the team to the CIF championship game in 2017. he was also lugo's softball coach winning back-to-back League championships in 21-22 and I wanted to extend my condolences to his family especially his former wife Rhonda Wheatley who by the way was a student of mine at uh at Workman High School before

I came to the district was a pitcher on workman's team and when I came to the district here and started coaching the Lugo softball team Workman came over and just smoked his 12 to nothing she was that great a pitcher went on to All American honors in college but it was really a sad note because he he did a lot for uh in the short time

that he was here in our district I know he won CIF championships over in uh at Los Altos High School and uh just a reminder to the community I think all of us in here know that um although it's uh that there's no school tomorrow the school ended today but it's a teacher work day and second semester

begins after uh winter break on Wednesday January 4th not Tuesday so get an extra day off after after the New Year's holiday and finally I I too want to wish everyone a wonderful holiday season Merry Christmas Hanukkah greetings which start this Sunday Kwanzaa and the happiest of New Years in 2023 and that concludes my remarks thank you

awesome thank you Mr bridge and we have Mr vice president Mr Monroe oh wait no me I have clerk Chris yeah well both of you you beat this machine that was going on you know this was going on almost for two years and little by little it was so small you know just people started creeping up creeping up

and and people were just were so wanting to do something about what was occurring during this pandemic and it was really profound that everybody got together and it just grew and you guys won oh that's amazing and the feeling I get I it feels so good that cozy feeling I get to it's such a good feeling here I haven't experienced that

and this is the first time I have never seen people like this for the 10 years right Miss Dr Enfield it has never been like this this is special these are these are special moments that we have to appreciate and um I think it's amazing the the community it just you know when we're at our worst we

become better people and um that's that's what it is to humanity so I mean I'm glad I'm part of this experience so it's good uh coach gaino Mr Nall you're right I I do recall he would provide peanut butter sandwiches to to the student he was so much loved he loved children coaches love children it's amazing what they do

they impact our kids so coach gaino he went to Idaho and he spent the time with his niece so um that was that's pretty good and Miss roof I think Miss roof has a point we've got to remove ourselves from from West Selma so would you start finding a plan for that and Dr Enfield I know when it comes to

the activities that they brought up I think we're being more careful now and so we're being careful of of these clubs and you know you know how it goes with that you know I want to say something and um you know it's good to be proactive because you see what's coming in the future so another catastrophic contagion John Hopkins

Center of Health security and partnership with the who and October 23rd stated the extraordinary group of participants consisted of 10 current former Health ministers and so this is what they say they say it was assimilation how to respond to an epidemic located in one of a one one a part of the world then spread rapidly becoming a pandemic

with higher fatality rate than covid-19 and disproportionately affecting children and young people so they're already setting a tone for the next pandemic and then you've got the um the world economic Forum stating that one the theme is preparing for the next pandemic you know this kind of stuff you got to watch and you got to start being

proactive for the future so coming in January we rather than having a resolution we have to have an action that that parents have choices if they start pushing this Max vaccine and mask that that we start having something January because because they're telling us something's coming up the pike and you know these people are monsters because they're doing this

and so we have to we have to be proactive before rather than we're reactive so um whatever is coming something's coming and um well this will be amazing year so I'm so proud I'm so proud of you Womanhood how do you mean let's let's face it that's what we need not someone with degrees not someone that's a good

talker but someone that loves Humanity people and that's the key that's the key and finally Monroe and you everyone here that's it we need to just love love and empathy for people what else is there because that'll be the thing at the end of our lives that is what we're going to be judged upon how did we treat others

that's it nothing else matters so we're gonna do it good job Merry Christmas thank you Mr Cruz and our vice president Mr Monroe well let me start off by saying thank you to all of you for trusting me with your children so it is a an honor for me to sit in the seat so thank you for your support it's

amazing the spirit that's in this room I hope we can move forward continually In The Same Spirit even though there's going to be challenges and there's going to be differences that come our way if we can carry this Spirit through that we can get through anything that comes um I want to Echo a little bit on what the

fellow board members have said already the make a child smile yesterday every year is a phenomenal event and it goes to show really kind of the grand things that we can tackle together we do have an amazing community we have amazing City councils to work with we have amazing First Responders we have an amazing District we have amazing families that

live in this community and everyone comes together to make that happen and it affects countless lives and and children that in our district or in our schools so I do want to give a directly to the to the Chino Valley fire foundation for their hard work and for the generosity of Walmart to collaborate with everybody to make that happen it

was phenomenal to see um I do um want to Echo a little bit about Greg gaino he's a friend of mine I coached with him the last three years I thank you for your kind comments because he truly uh personified caring for your kids he was a demanding coach and sometimes a hard coach to play for but he knew his job and he committed to

making our children better and putting forth good teams at Don Lugo and he did that every year that he coached and the kids that played for him loved and respected him and enjoy being on those teams and we need coaches in this District that Foster that relationship and build up our students and put forth that quality product out

there he will be missed dearly by those that that know him and coached with him and uh by his family Mr Bridge talked about his wife his daughter was a phenomenal softball player as well that played Collegian and plays professionally and I know she misses her dad and and he spoke fondly of we shared memories as being grandparents

and I will never forget the time we spent at Don Lugo softball coaching a game that we love so my thoughts are with his family this this coming Christmas and we'll continue to be as I uh hold Greg fondly in in memory um we talked about um I do want to give a shout out specifically Chino Hills High

band taking first place I did learn one of the judges uh they swept every category which is phenomenal one of the judges made a comment that they were so far above everybody else that they were doing collegiate material that was it was a Collegiate performance was a comment uh what great representation of our district what great teaching we have going on band leaders

and the dedication of those band members is phenomenal so I do I do want to Echo Mr bridge and not only that program Chino high school as well has been phenomenal for years for their dedication and um many of them continue to to uh exceed in their grades as well on top of being phenomenal and band members so

last I just want to personally thank my wife for her support in this endeavor she put up with me through many years in law enforcement and the in the uh being in the light and light and being called to everything under the sun and the stress that goes with that um and then to jump on board to be in

public service and and in such a spot um she's a trooper and I just want to thank her and give her my love tonight thank you guys Mr Monroe I'm being elected to the Board of Education additionally I want to congratulate you on being selected as the president and as the vice president but I want to reassure both of you that

you and we're here to help you and support you as you come on to the Board of Education the other thing that I'm excited to announce is on Saturday January 14th we're going to have a special board study session and again I'm excited about that because you guys asked for that and and I appreciate that because it allows us to

come together and look at our protocols and look at our board meetings and make any suggestions or any changes and so I appreciate that because that's an important part of what we do as a board and then lastly I want to wish everybody a Merry Christmas a happy holidays and a wonderful new year thank you I guess that leaves me

um without getting too emotional up here I just want to thank our community our community for just sticking together through everything our kids our kids are so resilient and I know we say that over and over but they deserve the protection they deserve the education um you know that that they they did they deserve this and you guys came together

and you gave parents a voice and I am so proud of our community for just linking arms and I am so excited for our kids and our families in this community I can't thank you enough from the bottom of my heart I think my family my kids my husband they endured a lot and and it wasn't easy and it's not going to be

easy and we know that but we are excited and I'm so proud of both of them for just pushing through everything um I'm proud of our community I'm proud of our staff I'm I'm excited to link arms with all these amazing people up here I can say when we went to that training in San Diego unfortunately Mr

na wasn't able to join us but he was there in spirit and we had a blast just just you know uniting together bringing it together putting our Focus back on the kids taking some fun classes and just taking that time just to kind of just bring together and bring bring together the vision that we have and I

am grateful for that I'm grateful for our boys republic for coming up here um wow what an amazing uh thing that they're doing over there and and as a parent I mean I know most of us can appreciate that to make a child smile was I mean we saw a lot of our staff members on those buses serving and and

our community and our law enforcement our fire department you name it they were there our city of Chino and Chino Hills council members it was a beautiful event and I also got to attend a chamber of commerce luncheon where I saw our own students you know from Chino Valley pitched the um for the pitch thing that they the competition they had and man if

you guys heard these kids you would be so proud of them because they are from here and and actually the one of the little um I I don't even say little boys anymore the young gentleman I've seen him grow up over at Rhodes and just to hear him talk it was just it's just proof that our kids are on the right

path I want to thank you for coming and speaking and giving inspiration to your fellow students I think that's amazing because as a mother of a high school student I see the the love and the time and the dedication you guys pour into your finals from all you know and test and all that fun stuff well that's not

fun but you know the much needed stuff and as a parent I just I I want to encourage you you guys are doing an amazing job the fact that you care is is all the reason enough that you guys are doing an amazing job and I tell my kid over and over it's you that's being hard on yourself just know if you gave your

all which you guys are doing and you support each other you won't go wrong and I want to thank our staff I see one of them in here that I didn't even know how to deal with my own child during that time because she was very emotional and I without wanting to cry she came to the rescue helped my own kid and it's

just a beautiful thing that's what I grew up here in Chino that's what it's about and that's what I'm excited to bring back here to Chino Valley and make sure that our kids are at the front and center always I know there was a couple of speakers that brought up some issues I will either personally follow up with you or

have a staff member ask them to please follow through because your your voice is important and I just don't want it to be pushed to the side I also want to mention coach gray gonno even though I didn't know him personally I know how much love and dedication our coaches put into these children I know that you know

as a parent seeing our kids sometimes not understand the coaches but they also don't understand our parents but working together with so many amazing coaches and he sounds like he just left a legacy and we are blessed to have him have have had him and he even though you know his journey here was over he's still leaving

a legacy and he still goes on with our children and I'm appreciative that so with that said I don't think I have very much to say but I love you guys I'm excited and I'm proud of you I I want to end this meeting in memorance of Coach Greg and I now adjourn the regular meeting of board of education at 801 pm
