all electronic devices and note that these proceedings are being recorded Pat the board met in close session from 4:45 p.m. to 5:24 p.m. regarding the following matters which are described in detail on the printed agenda conference with legal council existing litigation three cases student Discipline matters Public Employee appointment coordinator expanded learning and support programs and Junior High School principal
conference with Labor negotiators Act and csca and Public Employee discipline dismissal release the board appointed David Reese as principal at canning Hills Junior High School effective date to be determined by unanimous vote of -0 with Bridge Cru Monroe Na and Shaw voting yes no further action was taken which requires public disclosure thank you Pat Mr Rees would you please take the
podium well good evening president Shaw members of the board superintendent uh cabinet and community um I am honored thank you so much for entrusting me to be the Principal uh of Canyon Hills junior high school I am honored and I'm really excited and look forward to the opportunity so thank you so much awesome we're excited to see the
big change thank you very much for taking that challenge thank you okay we're on to the Pledge of Allegiance and we have a birthday boy that would like to say lead us in the pledge Lupe one of our amazing security guards happy birthday we love you and we appreciate you can all stand place your hand right hand over your heart ready
begin I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for us thank you guys thank you birthday boy we take birthday serious around here um next up is item 1 C it's our staff report Dr Park president Shaw members of the board
superintendent Enfield cabinet and Chino Valley Community our report to the board this evening is on the district's work with the essential standards and students progress on the essential standards and on the California smarter balanced assessment Mr Hackney our director of Elementary curriculum and instruction will share the important committee work that's involved in monitoring our local essential standards
and Dr freed our director of assessment and instructional technology will'll review Chino Valley Unified School District's performance on the state exam and also joining us our two fantastic Chino Valley teachers we have IET Airi by video and also Nick hail who will both be with us to share their insight into the district's work with the essential standards in California there are
defined standards that describe what students should know in every grade level and every course while this is promising Marzano leading educational researcher found that in order just to cover all of the expected grade level standards rather than the 13 years we typically spend from kindergarten through the 12th grade we would be graduating high school at the age of 27 taking us 22 years in
public education just to cover all of the expected grade level standards so as a result we have three National studies that have shown that the unintended outcome is that there's a wide variation of what's taught from course to course even in a school district because there's just too many standards and it's not viable to teach and not viable for
students to learn to address the need for all students to have access to a guaranteed inviable curriculum in 201819 teachers from across the school district with feedback from every school established grade and course level essential standards Essentials don't represent everything that we teach but represent at the minimum what we expect and desire for all students to learn at high levels
to prepare them for grade level and Beyond think of Essentials as something that's absolutely vital in order to live is our arm essential it's valuable and extremely useful but it's not essential in order to live is our heart essential absolutely without our heart we cannot live our grade level and course level Essentials represent that heart in every
grade level and in our courses the real criteria was used to arrive at the 10 to 12 essential standards for each grade level and course that are a guaranteed and viable curriculum for for all of our students the state standards were examined against this real criteria in this level of importance with e being endurance the standard is
beyond is important Beyond a test because it's Associated to an important life skill L this standard has leverage because it's important across more than one subject matter R Readiness the standard is a pre- requisite for future learning and finally assessed this standard will be highly assessed on an upcoming high stakes exam such as the AP test PSAT act and even
the California balance smarter assessment let's hear from IET agari second grade teacher on the value she places with essential standards because of the essential standards I have Clarity in what it is I want my students to learn beginning with the visual of the essential standard and providing opportunities for the students to interact with the standard clarifies for the students what it is they're
expected to learn I am able to narrow my focus and hone in on a smaller set of Standards which allows me to go deeper within my instruction through this process I can provide re-engagement for targeted students that are not yet proficient and extension for students who would benefit our district created essential standards assessments or known as esas
to to check student progress on essential standards essential standards assessment one provides a baseline Esa 2 is a midyear check and esa3 is a checkpoint near the end of the school year we meet twice to review essential standards assessment data Dr freed leads the team through a data analysis protocol to review essential standards assessment data and Statewide testing
data for grades that take the state tests the committee used the data and review the assessments to ensure we have the best indicators possible the committee is comprised of teachers and instructional coaches representative of all grade levels and courses I will now introduce teacher Nick hail to talk about his work on the essential standards committee my name is Nick hail and I stand before
you as a Chino Hills High math teacher who has had the privilege of being a part of the esa the essential standards assessment Review Committee for the past three years today I'm here to share my experiences and insights about the importance and the value of the esas in our district my role on the committee involves analyzing the previous year's
Esa District test results We examined the questions to ensure that they remain strong for the upcoming test this involves looking at various aspects such as the percentage of correct and incorrect responses the relation to a student's overall score and we also assess the distribution of high- Performing and low performing students by doing all of this we ensure that the
test cannot be easily aced by all students but rather providing a more accurate reflection of their abilities the positive aha moments that I've had with regard to the esas revolve around understanding how District tests are created and the depth of analysis and modification that goes into each question these assessments are developed by subject Specialists who are dedicated
to ensuring quality moreover the results from these tests exhibit a strong correlation with the California state tests making these an excellent way for students to become accustomed to standardized test formats essential standards and the esas Empower Educators by providing us a clear understanding of the depth to with which each topic should be taught they also help us
recognize how questions can be phrased to encourage higher ordered thinking additionally ES offer insights into how our students May perform on the official state test allowing the teachers to make our informed decisions about where additional review or support may be needed the refinement process is vital to improving the quality and the alignment of Assessments with essential standards it ensures that students are
truly tested on their knowledge and that they correlate better with the state test we use high quality questions accurately gauge the students knowledge and strategically place the answer questions and choices to to avoid surprising students with unexpected curveballs ensuring motivation throughout the test and decreasing test anxiety our committee's work has shown many positive outcomes with each passing
year we become more Adept at creating higher quality ESAT we work more efficiently and collaboratively making the tests with better with each refinement this not only benefits our students but it also enhances our own professional growth in closing the esas are not just a set of tests they are a reflection of our commitment to Quality education they ensure that students
regardless of the school or the classroom that they find themselves in have access to consistent and high quality learning experiences as well as valuable practice in regards to the the esac the state test I believe in the importance of these assessments and I'm proud to be a part of a district that values the education and the success of
our students the purpose of our essential standards assessments were to determine how well our students learn the essential standards for their course or grade level the unintended outcome is that we discovered that these essential standards assessments serve as a strong predictor of how students will score on the end of year smarter balanced assessments the assessments were developed by teacher teams with the
assistance of a psychometrician on this chart we see the correlation between our essential standards assessments and the smarter balanced assessments at each state tested grade level statistically speaking anything with a correlation of 7 or greater is is considered to have a good correlation you don't want to get too close to 1.0 because it would mean the same exact questions on both
assessments all of our Ela assessments are highly correlated to the smarter balanced assessments similarly with math there are strong correlations between the esa and smarter balanced assessments as part of our committee work in January we will be we will be working on the integrated math 3 Esa 1 because we want a stronger correlation every grade participates in
the essential standards assessments however in kindergarten through grade two and then again in grades nine 10 and 12 students do not take the state smarter balanced assessment at the end of the year when we look at how our students performed on Esa 3 in Spring compared to how they performed at the end of the year there is a close
connection between student performance on both exams for example in grade three on the esa 3 56.6% of students scored met or exceeded and on the smarter balanced assessment 58.67 per of students scored met or exceeded demonstrating comparable performance between the two assessments as you heard from Mr Hackney it was never the goal to have the essential standard assessments as
predictors for the end of year state test in examining student achievement over time we have discovered that focusing on a limited number of the essential grade level standards at depth has a significant impact and connection on students performance on the smarter balance assessments which cover more standards let's take a look at our math results now in 8th grade some of our
students take an onlevel grade 8 Math course and other students take an integrated math one course students will take the appropriate essential standards assessment dependent on their enrolled course regardless of which course students are enrolled in they will take the grade8 smarter balanced ass summative assessment in high school only students in grade 11 regardless of their enrolled
Math course take the grade 11 smarter balanced assessment as with Ela we can see that student performance on esa3 is strongly connected to performance on the end of the year state test this chart represents Chino Valley student achievement from the smarter balce assessment in the Years 2022 and 2023 in English language arts there was an increase of over
1.5% in math there was was an even greater increase of 2% we were able to mitigate learning loss experienced through coid 19 pandemic and additionally make gains what I'd like to highlight for student achievement in Chino Valley is because of our continuous Improvement efforts we have increased our performance margins as compared to other unified districts in the county in Chino
Valley 60 44% of our students have met or exceeded standards in English language arts and 46. 58% met or exceeded in math the Unified School District with the next highest performance in the county is at 51.88 for ELA and 36.951409 in years past the margin between the top performing districts in the county was between 1 and 2% because of our consistent engagement
and a continuous Improvement cycle focusing on the right things we have seen this margin increase significantly as part of our continuous Improvement cycle and our focus on a culture of Excellence we know there is a lot more we still have to do however I think it's important for us to stop and recognize the incredible work of our schools and
our school district with the work in teaching and learning Chino Valley has been featured in four Publications and recently we were contacted by Pace the policy analysis for California education for collaboration on how we have implemented professional learning communities across the school district to improve student learning in a Stanford research study Chino Valley was also identified as a positive
outlier school district for underserved students performing better than similar ethnic income and educational levels on state assessments our schools have received numerous accolades for student achievement by way of California distinguished National Blue Ribbon California your pivotal practice Middle School to watch five golden bells and most recently with three of our high schools achieving status on the prestigious US News and world report for
best high schools that are in the top 40% we are definitely CVUSD proud this concludes our update to the board of education on our students progress with the essential standards and how our students performed on on the California smarter balanced assessment any questions board do you have any questions or comments I see Mr Bridge's light Dr Park thank you uh very much for
this report tonight uh and and also congratulate uh the rest of you for for the comments uh it's nice to see that we're turning in the right direction it's one of the things that I wish we'd put more focus on in all of our discussions over the last here and the fact that we get back to academic issues
and to see uh to see these scores well we're probably not right where we want them they're going in the the right way and I think that's a tribute to uh the entire staff the teaching staff of this District which which I always promote and tell people what a great District it is and so thank you for uh for bringing
these uh numbers to us tonight and look forward to continuing uh success thank you thank you Mr Bridge Mr n did you have your light on yeah I'd like to thank our our staffs and teachers um as again uh I said pre in a previous meeting our number one reason for existence is to continue to support and provide the best
education for our children and our district is doing their job because of your hard work I do remember Dr Park when you were a principal in one year you have increased I think it was 55 or 60 uh points in in one year with our wonderful teachers in our school and and with the position that you hold
today and you're doing the same work uh with our again with our wonderful teachers and staff members so this is what our expectation is and you have provided continuously throughout the years are uh exceeding our expectations and that is why our Chino Valley has that name in the map uh thank you again all of our teachers and staff members uh who's uh
truly a part of this process um writing this a great story about school district in Southern California called Chino Valley Unified School District without the education we could provide the best education we could provide all of our could be meaningless but because of your hard work we're doing that thank you Dr Park thank you I do want to say something um first
of all thank you to all the staff and your guys' leadership because without this we wouldn't be CV USD proud so thank you for having the vision and I can personally say all three of you are great but two of them I know personally from my child's experiences um here at CVUSD because we've been here I don't
know over a decade and I appreciate you guys from the bottom of my heart because I do see my children excelling with your guys' leadership and the direction of our leaders with that said it does show um regardless of headlines how dedicated you guys are to the success and as a board we want to give you the tools and
we don't want you to have to be faced with the challenges that come down from the state and I appreciate all that you guys do from the bottom of my heart um I I appreciate that you guys take a beating sometimes a and people look at you like you guys are the the bad dogs but here's the truth in this seat I see
your daily uh you know challenges just a little portion of them working with Dr Enfield and knowing you know walking the sights and seeing his vision the first thing that came to mind like when we when we had this um parent uh turning into board member now superintendent relationship I asked how can I support you as a board member forget the parent
stuff what is it that I can do and he said support the vision that we have as a team to be able to do these things and get our test scores up and make sure a kids have the tools and I said you have our support and I'll stand in front of you regardless of of what comes your way
and I I I see it I see your guys' hard work I see your guys' dedication I see the behind the-scenes challenges and I personally want to thank you I know it wasn't on the agenda but I went and did a surprise that I'm not supposed to be doing surprises but this is a an exception but I want to um award you
with a small token of appreciation on behalf of the board for all your guys' hard work um I have Norm Enfield our superintendent I enjoy our time together because honestly I see your heart I see how you love children I see how you love your staff I see how you have compassion and I see how your staff serves your
vision and I'm glad to be part of that so please accept this I know that you did not want to surprise and Sandra Chen you're probably one of the most smartest people I've ever met just FYI um but thank you for everything that you do small thing but maybe the district can improve frames so it can actually go up
on um Dr Park thank you I I know you know past stuff is past but I just love that you just get in there and you truly care about the kids and you regardless of some of the obstacles I see your heart I see your vision I see how your your you know your fellow co-workers um they they love and honor and appreciate
you so thank you I feel like I want to give you a hug thank you and one of our newest members Hilda if you only seen behind the scenes this woman is amazing and I'm so glad we got to take her from wherever she came from because it was their loss um our gain thank you for all that you're doing even
in the short time glad you're part of the team and last certainly not least someone who's been with Chino Valley for a very long time and has served in many different positions thank you have for having a servant's heart and just taking any challenge were you trying to give away your award um but I just want to thank you and I
know the board thanks you uh Leia fellows and one more uh it wasn't delivered but Greg thank you for all that you do I know you face a lot of challenges with um certain things and I I appreciate that you just get in there and you do what you got to do um they for made the certificates last minute
but um he would give you his but it's not the right one so I will personally deliver yours when it gets delivered to me but thank you for all that you do too I appreciate you I appreciate all of you guys and it's definitely proof and I know on behalf of the board and behalf of myself you have my full support um to
continue to do what you guys are doing because it's amazing and it shows while a lot of districts around us unfortunately are suffering our kids are flourishing and it's because of your leadership so thank you and you guys may leave I usually you guys can't usually when we give Awards we excuse everybody but you do not have
to be here unless your boss has told you so okay we're now up to um comments from our student represent ative Chloe good evening board president Shaw members of the board superintendent Enfield and distinguished guests AA high school has had a successful Homecoming in a great turnout at our district ride college fair event football games are continuing for all four high schools so
I encourage you all to check the respective School Instagram accounts for more details on specific games tunah Hills High School will be having their football senior night and breast cancer awareness game tomorrow at 7:00 p.m. and congratulations to our Don Lugo boys water polo for winning the Fishbowl in the Rivalry game against Cho High School moving on to an item that will be
discussed later in the agenda under the information section I would like to express my concerns in regards to board policy 61631 I implore the board to be aware of the negative implications of B Banning books in school libraries as stated by the board on the district website their mission and sole purpose is to provide all students a rigorous and relevant
education in a safe learning environment however this action will strip students of their opportunities to enrich their education and work directly against their mission statement furthermore the vague wording leaves far too much room for interpretation leaving the door open for individuals with malicious intent to interfere with the learning process I take the most issue with the repeated
phrase sexually obscene as the criteria for a book being banned as it is such an ambiguous phrase that obviously has a different meaning for each individual also how are the processes going to differ between books that are allowed for kindergarteners and those that are allowed for seniors naturally certain topics are not appropriate for kinder Partners but are perfectly suitable for
near adults does the board have a set definition of what it means to be sexually obscene another fault in this revision is the process of book removals is the board going to sit down and read every single book that is reported for being obscene in order to classify it as safe or not further according to the proposed revision books that are
reported must be removed almost immediately under these guidelines a completely innocent book may be taken taken off the shelves for over a month Bas based solely on random accusations I know that the board is trying to act in what they think are the best interests of us students but this policy will do far more harm than good I urge
the board to take the opinions of students in this District seriously as it is in the end our education that is being hindered the Banning of books has never been on the right side of History thank [Applause] you thank you Chloe we're now up to comments from employee Representatives Brenda Walker from [Applause] you good evening president Shaw
superintendent Enfield board members cabinet community and members while act members work every day to provide a quality education to all Chino Valley students and as we negotiate with this board to improve support for specialist education students and to provide protections for members who may be asked or directed to implement unlawful policies adopted by this board the board continues to focus
on cultur war distractions that don't benefit students parents Educators or the community Chino Educators believe parents are an integral part of a students education and should be as involved as they possibly can with their own child and their school the new book Banning policy from board president Shaw will erode that education for all students in our district the policy would allow any
Chino resident parent or not to file a complaint on a book and that complaint would result in the immediate removal of a book from the shelf of a school for a minimum minimum of 45 days that single complaint by one individual could also result in a book being permanently banned from every library in the district we are heartbroken to
Envision all of the books and all of the learning and dreaming that comes with them that will be held hostage and removed from our school libraries and classrooms the children of Chino Valley deserve better this is an outrage the American Library Association has reported a major increase in book bands over the past two years a majority of
the targeted books have been written by women people of color or members of the lgbtq commun community many of these challenges have been brought in highly coordinated campaigns of politically active and partisan groups looking to remove any content they disagree with and to ferment division around public education in communities just like our hours some of the band books include
Classics that have stood the test of time in high school classes for decades like tequilla Mockingbird and The Diary of Anne Frank others are books that have lgbtq content and or promote anti-racism act has notified this board and superintendent of the potential illegality of this new policy and the fact that it likely violates the US Constitution once again we are forced to
urge the board not to waste valuable District resources and taxpayer money fighting lawsuits over what is really a solution in search of a problem while we deeply believe parents should be involved in every aspect of their child's education and that they should supervise what is appropriate for their own child what's appropriate for their own child to read or to view act also
believes that no one individual should have the power to decide what everybody else's child can read and to impose those beliefs on others we do not believe the majority of this community wants Chino to become the book Banning capital of California this policy is been being introduced at a time when our district is under investigation and facing
significant litigation for passing an illegal for outing policy early in the school year we urge the board to vote no on this unnecessary divisive and unconstitutional policy and to shift its focus away from narrow-minded culture wars and instead to partner with act in fighting for issues policies and support systems that will lead to better outcomes and success for all Chino
Valley students good night thank [Applause] you next we have Danny Hernandez from C CSC is he's not here okay champ good evening president Shaw school board members Dr infi cabinet and Chino Valley Community this past week District site administrators met in teams to conduct Collaborative Learning reals this time allowed us to take pulse of the work we've been doing our
professional learning communities as we strive to make continued progress in our district areas of emphasis it was a positive and valuable experience principles were given the opportunity to see their schools from different perspectives which allowed everyone to learn from each other I'm going to share a comment from Gracie arisu a teacher at anab bber which pretty much sums up the work we've
been doing in professional learning communities this work has been very challenging and I haven't always liked it but I have to admit it has made me more focused in my teaching and I do feel it is making me a better teacher thank you thank [Applause] you we are oh we're now on to item 1 F we we
are now on to comments from the audience on items not on the agenda Pat are there any uh requests to speak 24 this time 24 okay board bylaw 9323 meeting conduct establishes public comment guidelines instruction for public com public comment are available by the speaker cards speaker cards will be called in the order the request was received
please listen for your name and be prepared to approach the podium any comments on the agenda will be accepted during consideration of that item Pat were there speaker cards not that turned on that were there are some that are related to removal of pornographic material books and okay so what do I do okay I'm sorry go ahead back there
was a few do you if you guys submitted a speaker card card in regards to anything of the books it has to be submitted for the information item it cannot be um you cannot speak upon you know on open comment time we would have to stop you and you would have to resubmit a card and um I just hope that we don't have
your card in there because we want to hear everybody so there's a few like indecent material for kids reading excerpts from books and pornographic material so do we want to put those into information okay so if you submitted on the material we're going to go ahead and just put them into the information item um just remember that when you approach
the podium we're not talking about books during this time please do not because I don't want to have to gabble anybody and your voice is very important so if you use this time to comment on an agenda item instead of a non-agenda item you'll be directed to the correct time on the agenda and your speaker card will be be placed at the
end once the board commences deliberations on an issue speaker cards will not be accepted Mr Cruz is not here he usually explains the public guidelines but I will go ahead and explain them yeah do board we have there was hold on we're recounting minus the ones for the books we have board policy that allows certain amount of minutes per speaker cards
19 19 that's two minutes that's two minutes per speaker or do I have consensus to go ahead and listen to all 19 for two minutes each yes how many minutes um we there 19 speaker cards for two minutes each okay okay awesome okay so just read the rest okay okay so Dr Enfield had volunteered to do the timer since we are now going from
3:00 to two when our clock does our timer does not work he will usually raises his hand right um when you have 10 seconds just so you know your time's almost up you can't donate your time if you read on behalf of an absent person that will be considered your time so you cannot turn in both uh speaker cards um
he will allow you to uh with the hand raised to begin your time sorry we're adjusting it because usually it's a light system um and then we will call time when your time is over please refrain again from making comments while speakers are at the podium guys we try to run a very nice meeting that is civil
between everybody so whether you disagree or not please keep your comments to yourself or I will have to ask you to leave um regardless of your opinion it's just we need to have respect for each other um board policy 13.12 131 12.1 outlines the procedure for complaints against an employ empe and lastly speakers may not approach the

and then again when there's 10 seconds I'll raise my hand so you know you have about 10 seconds okay thank you good evening Schoolboard members superintendent Enfield in the Chino Valley Community for those who do not know me my name is Daniel Mora and I finally back home from Meo for this on this wonderful day for teachers parents
and students in um in our great School District once again judge saaks granted another injunction against the most hateful parts of the parental notification policy I want to personally thank him teachers parents and students this because we did this together as the board continues to double down on this discriminatory policy and travel to different districts across Southern California they are
failing to address real issues right here in this District just last week at Chino High School multiple students nearly overdosed and across the district several fights have broken out instead of addressing these important problems many board members have abandoned the students in this District so they can get their 15 minutes of fame from somewhere else it is clear that this
board is only inff from themselves and they clearly do not care for the success of any student in this District the main cul of course is Sonia Shaw if there's one thing I have to say about this matter is that my family and I have known you Sonia for several years since my elementary education I have known her
far more than any of minions I've known her for the one thing that Sonia craves is attention in the years I have known her she has done several things that have brought attention upon herself and I want to make it very clear that the only reason why she introduce a policy is to bring attention to herself and
that she's only looking out for herself she does not care about the kiddos nor about parental rights she doesn't care about any of her suppor supporters and she most certainly does not care about students in this community and if you think that she does then you're falling right into her little trap taking it from someone who has known her way
longer than most of the people here she doesn't care about you she has and only will ever care about herself I want to end my speech by saying this the board does not care about students teachers or parents they only care about themselves when will this community finally realize that this board is bringing chaos and disorder to this community if the court
hearings are not enough then what will be we all need to wake up and take back this board next year thank you for your time thank you Phoenix WEA followed by Max Ibara followed by Jessica s I'm going to keep this short and sweet good evening school board members I'm Fenix Giza a senior at Chino High School missish sha I saw that you had
little visits at some Chino campus is I am assuming that you had were there to ensure that your hateful policies were being followed almost like a dictator I even saw you bragging online about it last time I checked that's not part of your job description so it's best to stick what you know while if you did do
that you wouldn't be sitting up there today one last thing I would like to touch on is I heard that the court case between the district and the state isn't going well for you I hope you guys know that with pro pro brono if you lose you have to pay up which means you once again will be wasting our time and our
tax dollars um I hope you get well soon thank you thank you Maxi bar followed by Jessica s followed by Lance asra I was moved to speak tonight because of two peers that spoke last meeting sharing their experiences with racism in our district and calls to action for you all and it's great that they spoke up but what's not great is
that they had to here are some examples of racism that I've seen in our district I've seen black students with darker skin walking in the hallway way with white kids that walk past them and smirk to each other then Snicker I've seen students have n-word contests where they compete to see who can get farthest into saying the full nword in my own
experience there was a time I was sent to the nurse's office by my teacher because they thought I was too sick to stay at school at this time my skin was much darker when I arrived the nurse looked me up and down and then questioned if I needed to be there or not I found out later I had severe

feel better despite my darker skin at the time and my last name it was still incredibly clear that I was a white student if this was my experience as a white student I can't imagine what students of color especially those with darker skin have to deal with racism is very normalized in many situations Anonymous reporting doesn't work or is
unsafe due to the logistics of the incident such as when the people being reported can guess who reported them due to the circumstances of the case because of how embedded racism is in our school district many people feel like they can't report it because they won't be believed or taken seriously because of these reasons this can't be solved on a
case-by casee basis there needs to be an expansive pointed effort to change campus culture people are not born racist they are taught this as they grow up so this can't be addressed in some random social studies class in our high schools kids need to grow up from kindergarten on in a school environment that makes it Crystal Clear exactly how
racism exists and manifest among students and also how to prevent it and actively work Against Racism to be anti-racist this is not something that can be ignored and it is your job to respond to the calls from students of color to vastly change the way our district addresses and responds to racism thank you thank you Jessica s Jessica s followed by Lance asbra
followed by Steven pz hi good evening board members and community members today judge Saxon is ruling and joined the most harmful parts of cbd's forced outing policy and said that this policy is discriminatory in on its face we were all told that Liberty Justice Center is representing the district in this lawsuit with the state pro bono at no cost to taxpayers yet the
cvsd government's website has a portal soliciting donations for the Liberty Justice Center what's interesting is that Atkinson Adon Loya rude and Romo have appeared on multiple filings in this case since and anthonyy DeMarco from this firm even called into today's judicial Hearing in San berardino by Zoom unless this is some other secret Act of Charity you haven't told anybody
about DeMarco and his firm are running up ours billable to Chino Hills taxpayers Chino taxpayers for your political Crusade that is harming children in this district and communities across our state Dr Enfield can you confirm in your public comments tonight that aalr has now decided to take this this case pro bono as well even though they bill us for every other
service they render to the district on every other matter if the answer to that is no that means this board has lied that means you're using my taxpayer dollars that my family contributes to this community to continue to harm students in this District your political Crusade is costing this District money that isn't being spent on promoting education I ask that you not invite

happen um behind the parents' backs we're thankful that you guys are willing to take all the heat in the name of safety for our children in the name of uh parent involvement it's heroic and it's it's it's something that's happening across this nation now you notice all these all these other districts are adopting this policy their parental
notification policy and it's a wonderful thing and so continue to fight the good fight continue to stay in the race continue to uh stand for righteousness continue to expose evil works of darkness if there's teachers trying to hide things from parents if there's schools who are not willing to involve the parents in every aspect of this child's I have three children that in
that uh live in Chino Valley and if if there were any schools withholding information I mean I get called if they were late I get called if they were Trent but I wouldn't get called if they were trying to change their gender that's horrendous and so you guys are doing are doing what parents need to be do need to you guys are doing what needs
to happen which is keeping the parents involved and we see statistics show that when parents are involved suicide is way lower for transgender kids and so people are going to come up here and say the worst things about you let that slide off your back don't worry about that you have thousands upon thousands of people praying for you you and have your

forget some keywords mainly the adjectives in case you've forgotten adjectives describe action I wanted to clarify that because at the last few board meetings you failed to understand what pronouns are so I figured a quick review of the parts of speech might be beneficial a rete to make sure that everyone has equal access to what I have
to share to today Chino's Visions say they believe and a sitting board members can only assume that you support that Vision too that students are responsible problemsolving and respectable individuals capable of learning so I guess what confuses me is how in one breath you can stand behind that mission statement but with another continuously pass board policy that assumes students
can be blindly indoctrinated and completely abandon the lessons given to them by their parents I stand Here confused as I see little to no correlations between your recent past policies and lcap goals defined by your District which are all develop given feedback from your students and your parents and your Educators yet you say you give parents a

represent our community so I want to thank judge saaks for that also um Dr infield I wanted to bring to your attention and also the attention of the board that these cards were placed in every single teacher mailbox at our local high school um I don't want to say the high school because I haven't tal spoken to the principal about it exactly
but these cards were placed in the local high school they are from CTA it's says safe space this is a safe space an exclusive space for lesbian gay bisexual transgender questioning interex queer students and their allies so what happens when teachers don't want to put these in their windows or in their classrooms is that not a safe place for
students shouldn't every single classroom be a safe place for students I feel that every single student that walks on that campus should feel safe in every single classroom that's on our campuses and if they don't then that's an issue and they need to bring that up with the administrators or the board I don't believe that these should be
placed in every single mailbox on on school grounds during the school day as well as signs like this um that say that they're in support of banning books do nothing otherwise go to the week's Schoolboard meeting and I'm not discussing the Banning of books I'm just not noticing that these were placed in work room common work areas for teachers
and students to see and also in mailboxes of all the teachers and just wanted you to look into to see if this falls under the political and election activity guidelines because this is a very political issue thank you very much Robert Davis Robert Davis followed by Elder castley followed by Byron Gonzalez good evening uh board superintendent cabinet um I'm not here
to talk about books I know your mind is already made up and uh and we can move on from that I uh wanted to remind you of this District's mission statement the Chino Valley Unified School District provides all students a rigorous and relevant education in a safe learning environment um I bring that up because I want to ask what is the priority of the
district who is the priority of the district is it Equity that's a term that's been uh said quite a bit especially over the last calendar year um which students are more important than other students uh I bring all of this up because this district is withholding funds from our Visual and Performing Arts programs within this District um members of this cabinet have
recommended reallocating These funds away from the Visual and Performing Arts that already receives absolutely no funding from this District uh the district is withholding prop 28 funds that it has already received it is advising administrators to reallocate these funds away from Visual and Performing Arts to other programs including Athletics I would love to speak with the legal team that endorses
everything this district is doing including moving prop 28 funding away from what it is legally required to be utilized for um I know that there are people on this stas that do not care about parents they definitely don't care about teachers and they don't even care about students in the June 15th meeting at exactly 3 hours and 47 minutes I've
done my research uh members of this board have stated that students do not have priority within this District because and I quote it's summer um I know we have one member that couldn't be bothered to be here Richard Cruz sorry Andrew Cruz um he's the the George Santos we ordered off of teu um but I want to leave you at this please prove
me wrong you know how to get a hold of me I want to make sure that these students receive these funds and get the quality education that they deserve thank you thank you Elder Elder castley followed by Byron Gonzalez followed by Amanda Swagger good evening and uh thank you for listening tonight I have been incredibly disturbed by the language used by many
members of our community over the past year to describe teachers you know I'm an educator and I'm a Christian I love what I do and I care deeply about the future of this country and this community it's okay to have disagreements about things like which books are age appropriate it's never okay to say these things they are showing
porno they're pedophiles and groomers they are raping your children they are setting up abortions they are demons etc etc etc you know simply put these are broad accusations of wrongdoing against CVUSD teachers and counselors and is a smear campaign plain and simple with really deep dark ugly Roots mind you these smears have a purpose they're designed to instill fear and Destroy and it's the
wrong way to resolve issues you know history has a terrible way of repeating itself I recall long ago a humble Carpenter from Nazareth whom I love was falsely accused of wrongdoing with Hyperbole inuendo and lies and by religious leaders who made political ambition into Fame and golden Idols of Fame and that's another story right or is it you know are we ever hearing and not

collapse is when the nation becomes sexually promiscuous this is why I agree with our school board when it chooses to get rid of sexually explicit material within our school district and the ones who say that banning pornography really means excluding the lgbtq community are the same ones that can't tell a difference between a man and a woman

in that field Sometimes some of us have to do the Dirty Work when things get violent and physical in our schools over the last close to 15 years I've witnessed almost 75 altercations between students and I've seen our brave school security officers school resource officers officers and administrators do a wonderful job putting their own lives at risk and quelling these situations
unfortunately this week my number was up and during a incident on our campus I was injured and had to be taken to the ER during that incident well I won't describe the incident for the sake of safety of our students I want to thank our administrators our nurses our school resource officers and everyone on campus who take the best care of me when I was
injured in protecting one of our students the reality is we don't think enough of our of our people there who do the dirty work for us every single day so for all of the teachers staff members in this room when you see your school resource officers when you see your administrators please thank them for the souless job they do they put themselves
in risk every single day to protect us and the students and finally I wanted to thank the board for considering more funding to help with Conflict Management because it's something we don't do enough of in our school and again I thank everyone for their protecting our students and uh promoting a positive School climate on our campuses thank you have a great
evening thank you Maris de Pao followed by Glory chicarelli followed by Laya EPS good evening board Dr Enfield and the cabinet I would like to address the requests to donate to the Liberty Justice Center on our district website however I wanted to share some concerns that I have regarding this request first of all the Liberty Justice Center is an
anti-union anti-public education Law Firm they are responsible for the JIS lawsuit which threatened to erode collective bargaining they also have ties to foundations that have recently been in the news for providing bribes to the Supreme Court Justice Clarence Thomas if you happen simply to Google the Liberty Justice Center you will find that they usually profit about $2
million well guess what last year they profited over $6 million in law suits regarding the mandates so how are we asking our community to donate to a law firm that is contradictory to what we stand for I feel so disheartened because and I'm not going to apologize for being emotional because I care for kids kids we have we have
lost our Focus for the needs of our students we have a fourth grader at our school who has leukemia okay he and his single mom are at Stanford University Hospital we can't post donations for his GoFundMe but we can post donations for this Law Firm I have recently our act family has recently lost a very remarkable educator Tracy bus I know her I worked
with her I worked with her husband he was my administrator they've contributed so much to our district their daughter had leukemia they have a foundation that's very near and dear to their heart that supports kids who have leukemia time is up I think we just need to get back to focusing on our students thank you Glory chiarelli followed by Laya EP followed
by Art Bennett oh just when you go I want to share an email that shockingly was never responded to by the board I am emailing you in regards to a comment that you made to a student after the last meeting on October 5th um of last meeting after hearing two young African-American high schoolers speak in your communication
speak in your Communications you stated that you would like to speak to them about their experiences I definitely thought this was strange since you have never expressed any interest in anything even resembling Pro black issues as a result of that and the fact that the girls have never talked to a politician before I let their adviser know that she
should be present in case you do approach them to make sure that everything went okay to my surprise you actually did approach her with what seemed genuine desire to understand what these African-American young ladies go through on a daily basis in this District in particular at said High School to my even bigger surprise after you introduced yourself you proceeded to
tell this young lady that you understand what it was like to be discriminated against because quote you spent time in Africa you went along that thread for several minutes before handing her mother your card and walking away all of us including her advisor were also overheard also overheard this Exchange were so stunned that we were rendered speechless it personally took me several
days to process what was said because it was so unbelievable I understand that as a white cisgendered former cop you may not understand the problematic and wildly offensive nature of what you said but it is just that problematic and offensive it is indeed problematic and offensive to compare what you went through for a short time in Africa to
what a young black girl would go through every day living in an American School District like this one when I told another parent what was said they directed me to a speech you gave before becoming elected in which you compare being made to wear masks and vaccinates to being a black person in apartheid South Africa carrying an ID card to help

comparing wearing a mask and vaccinating to carrying an ID card as a black person in a partti South Africa Mr Monroe is the reason why ignorance and racism will never end it is ignorance that becomes fear and that fear becomes hatred it is evil and because of that there are younger children out there who look up to ignorance and soon will reflect on

couple things coming up before the next board meeting that I wanted to share because these are kid oriented uh events we have the Chino Valley fire district has an open house there inviting us this is our annual open house is coming up this Saturday at the training station on schaer there's going to be live demonstrations handson CPR instruction
fire station tours apparatus display children's safety house uh information booths and lots of hot dogs cooked by our firefighters and then on Halloween itself uh there's going to be a trick- or treat event at the shops in Chino Hills again very very we expect probably a thousand kids there dressed up and trying to forget about all the things
that are serious things that are going on uh in this world that will happen from 3:00 to 5: right where the stage is uh there at uh uh at at the shops and in closing um I want to change tone here for a moment I'd like to ask and request that all in attendance this evening pray for Israel and all of the innocent men

Kenneth Z I was hoping Mr Cruz would be here tonight to hear this but this can't wait those of us who have been coming to board meetings for years have been somewhat desensitized to Mr Cruz's ramblings he's made excuses for Hitler called single parents unfit spread dangerous misinformation about disease the list goes on and on but at the last
meeting he made threatening remarks about his detractors saying how he has quote collages in his room with our faces calling us demons and how we all resemble quote big grotesque birds in his head Mr Cruz has long said inappropriate things and has wasted hundreds if not thousands of hours during his 12 years on this board but he
has crossed a line and now appears to be unraveling right in front of our eyes I say this with all seriousness we are truly concerned about his mental instability and the people on this board who are supposed to be his friends just chuckle as though his alarming behavior is your entertainment if you were truly his friends you would be recommending that
he go for a psychological evaluation immediately in fact his inability to control himself at these meetings was evident today when a San Bernardino County super Superior Court Judge granted a preliminary injunction blocking the district from enforcing the board's discriminatory forced outing policy against transgender students your lawyers can talk for hours about how the policy is intended to help students who
are struggling but Mr Cruz's and other board members own words are proof of how disingenuous your motives are he said himself in a previous meeting that he viewed transgenderism as a mental illness and called it a death culture that will lead to the end of times if Mr Cruz really cared about students as he claims he would do them in all of us a
huge service and step down thank you thank [Applause] you Kenneth Z president uh Mr sha um Mr Enfield and members of the uh board and superintendent my name is Kenneth s thank you um there our uh coming from our community um I speak for the community uh first of all of all I want to thank you uh our board member for
standing up for parents right because um too many places in this country the parents Rights was trampled we um I want to give you guys some uh outline of the um the structure that God has set up in the Society number one the government the government has the ability to uh punish the evil and protect the people they even have the power to start
wars that's what a government is then second is church the lord gave the church the key to the kingdom so the church should behave as the conscience of the society and number three the power is family each family the parents should take care of the well-beings of their children there's no there's no other better person to take care of
children than parents so for this one I commend our board you guys did a good job here even though even though even though you are under threat and persecution we stand with you guys number now there's something I would like to express a desire for this board is that possible then in Chino Valley School District we can have the parents

education have consequences that reach far beyond the classroom and directly affect a parents right to decide what is best for their children's education one of the fundamentals of our society is the freedom to raise our children according to our beliefs and values Banning books and public education infringes upon this sacred right it robs parents of the opportunity to engage in
meaningful conversations with their children about divisive perspectives challenging topics and complex issues that are essential for personal and intellectual growth imposing a one- siiz fits all approach to education that disregards the unique needs values and beliefs of individual families by denying the ability to decide what their child can read and learn undermines the very essence of Parental Authority
Banning books hampers development of critical thinking Banning books not only undermines the fundamental Christy Hurst followed by Ashley Peters followed by Amy [Applause] davlin it's interesting that this board majority has run on a platform of parent rights and yet here we are discussing a book Banning policy that completely Cuts parents out of the decision-making process first any Community member can
complain about any book in any school no parents here then the principal has three days to remove this book with no exceptions no parents involved here then the board can take up to 45 days to discuss this in a meting which may be a special meeting and these are not televised again no parents here oh and then the board unilaterally makes a

here to show support for the removal of any books that I have any pornographic pictures um doesn't have to do with a special group or anything like that children should not be exposed FBI um Studies have shown that seral Killers have been exposed to pornographic images at a young age and one of those serial killers is Ted Bundy and uh so there's a
lot of mental abuse behind that and so I wanted to bring that to light and um I also want to express there's no division here for friends we're all made in the image of God and so therefore I want to um take peace in all of this and um know that we're here to represent the children the children are should not be
exposed to anything like that so thank you very much thank [Music] you who's this my daughter what's her name it's London Guerrero first of all I would like to thank the parents school board and teachers your hard work does not go unseen tonight I'm I'm here to show support for the removal of pornographic books in scho in the school library I

something I could shut myself off on but now he wants other things creepy things downright disgusting things you're on your period I like the taste of blood I wish I could say no but I thought he'd leave me alone saying yes is how I've convinced him to let the father believe I am fit for small freedoms like working in the yard
pulling weeds and picking vegetables this is not about lgbtq this is a rape situation where a man is raping a young girl repeatedly thank you thank you is that it P it yeah okay thank you thank you to all of our speakers and thank you for your input um we're now on to Communications Mr Bridge all right uh I have got a a few
comments tonight U first uh a few um uh few things that I did over the last couple weeks visited Levi dicki Elementary's AVID program uh which was also visited by County Superintendent Ted alejandre uh it was quite a quite a morning with their uh with their their band and we visited some classes all uh very well very well done all students
are on task it was really great to see uh council member Bennett from Cino Hills mentioned the music emotion band tournament and I was able to make the evening the entire evening session and it was a terrific uh terrific evening uh and he already gave the results so I won't repeat that I attended the yala football game uh Friday against uh
Bonita I was glad to see a yalow win especially since my son-in-law went to Bonita so my daughter got the dragging rights in their apartment for the week um Chino went to the Chino Hills Parks and Recreation Commission uh meeting last night uh uh was informed that their teen advisory panel has been um completed uh the students have have
met uh their first meeting and chosen officers and it looks like it's going to be quite a good group with some interesting things planned for uh teens in in Chino Hills um I was going to ask a question on excuse me I should probably drink some water here uh superintendent Enfield about security questions but I understand we're going to have a report
to the board and the community as to how we're doing with the safety of our students uh and our schools at the December meeting so I'm glad to to hear that because I'm I'm seeing that it's not just a school problem if you saw the news the other night with what uh went on at the Monday Night Football game at
Sofi uh that pretty much got out of hand as well uh the um information item on on book removals as you saw tonight uh can be uh quite uh quite controversial uh I know that act and uh Brenda Walker sent uh some a a letter to the board with various points on it and what I'd like to do is I'd like to
request a legal opinion on this new policy and how it's affected I know some have said that it's not affected by AB 1078 uh signed by the governor and also as you've heard and and I noticed as well doing my own research that we already have administrative regulation AR 1312 in in place and how does that uh
not prevent uh what some people were questioning tonight so um I'd like to um make a request uh Mrs Shaw that uh maybe you and I could uh visit some of these schools go into the library uh see pull these off the shelves if they're there and and open it up to the exact page and see what these people are
talking about not that I don't trust what they brought in and said they're there but I'm kind of like Missouri you got to show it to me I got to I got to I got to see it in that place it could you know sometimes it could be pulled off of any any shelf anywhere so I'd like to
I'd like to see that and we can maybe work out some dates and do that um now and uh I'm I'm glad you're back Mr Cruz uh I just want to offer a word of advice uh from what I what I've seen sitting at this end of the day as and actually before uh but quite honestly the Mr
Roger stick uh has kind of run its course uh the first time or two it might have been cute to some and embarrassing to others but I personally feel it needs to stop and have this board focus on academic and safety issues like we got the report earlier tonight um on on AC mics the first half of the uh first
semester is nearly over and I'd like us to focus on that uh two other two other points and U council member Bennett briefly mentioned it I want to bring it up as a former government history teacher uh the Israel Hamas conflict while this is absolutely terrible and Israel absolutely needs to be supported we must not forget that
there are 2 million Palestinians in Gaza that don't support Hamas that are essentially prisoners in their own area you can't get out to the north you can't get out to the east you can't get out to the South to Egypt and you're not going to swim in the Mediterranean to get out that is a that is an area and I I
visited Israel four years ago uh did not visit Gaza but went down through the West Bank uh near Jordan and there are people that are hurting all over on both sides and and a lot of children it just sad sad to see it reason I bring this up is uh Dr Enfield have we sent out any instructions or advisories out to the
schools about covering this conflict in in class because I'm concerned that our secondary history and government teachers may be very cautious on how this topic is covered or maybe not even covering it with everything on social media I don't know quite frankly how we can can avoid it but I CU I you know all of our students have cell phones and I'm
sure they're accessing some of it so I just wanted to bring that up and and see if there's anything that's sent out because this is probably something that's not going to end this week it's not going to end this month everything I'm hearing it's going to take months maybe even longer than that to try and resolve this this conflict and I say
that it's been going on for a long time my first Department Sharon another District before I came to Chino was Palestinian uh his father worked for the Saudi oil Ministry he was educated in England he knew five languages family was very well that that family was very well off but uh so I've kind of heard part of the side for a long time but uh
I just wonder was anything sent out or not no we have not sent anything out okay but I I know the teachers probably at the high school probably prob are discussing it and I hope they are because it's it's something that's going to impact all of us with what's going on and lastly I was sad to to hear the uh
passing of uh one of our teachers Tracy bus who was very instrumental in the SC science fairs uh I wanted to offer my condolences to uh her husband and and family and also request that we adjourn tonight's meeting in her memory if we could do that please and with that that concludes my comments tonight [Applause] okay sorry I was writing that down uh Mr
na yes um wow tonight's meeting was something else U especially uh those books that was read by our uh our audience members of who are our parents and grandparents was not only shocking to me but it was truly disgusting and and if it was really from our one of our high schools and junior high schools I'm I feel so
ashamed I feel so ashamed I called that um our job is to continue to provide uh the best education that we could to to our children and that was number one goal and number two was to invite and appreciate parental involvement like tonight what it happened and really appreciate everyone's involvement and and thank you for that and the third mission statement was
to have our student students and our stakeholders to respect our teachers and staff members but if we're allowing it's not someone call it a book Banning this is not a book Banning this is trash a pure trash it's not a book this is about trash in our public school system allowing the trash in our Public Schools that's a
shame and how can we ask for respect to give respect to our teachers and staff members when we're allowing trash to be shown to our children our children not to an adults but our children not to our enemies but their our own children and grandkids this is incredible and disgusting it cannot happen it could happen in the a family
of some perversion but not in Chino Valley we work so hard for success of our children and their future we have to stand up we have to get in involved we have to clean up and and pick up that trash it's not the procedure it's not how or who needs to do that it's all of us we are responsible you are
responsible and I am responsible all of us if previous system was working then why should still we have those trash in our public system in our libraries it wasn't working it's time to fix it time to pick up the trash the trash does not belong in your pocket or in your drawers it belongs in the trash trash
and last mission was what to provide safe environment for all children and how could we call it a safe environment if we place them in a trash we can't do that no there are children yes it's about freedom and somebody said Miss sha Miss sha what about the freedom freedom freedom yeah she gives curfew to her children cuz she
loves her children be home by 10 at night there's a curfew because she loves them the same thing for all the children at Chino Valley Unified School District it's not about taking away their freedom it's to provide safe learning environment whether it's physical or psychological and then who's equipped to do that if you got two eyes you could
tell whether it's a trash or not abandon our responsibilities we to take on our responsibilities as an adults and we're no different than one person sitting next to us we're just people let's help each other to clean up the trash and we could do it together in a ways that'll work picking up the trash for whom for our
kids and who's going to do that all of us who's over 18 years old okay so thank you for coming and sharing those shocking news and and reading those not so nice words from those dirty trash but least thank you bring for bringing those things to our attention thank you this is my comment for tonight thank you Mr
na so Mr Monroe I have another gift for you Cruz's exchanged spots with you you may go turn that on so I don't have to hold it um first off I want to I want to Echo a little bit of Mr Bridge's words on the book policy um you know Mr Gallagher actually made a very uh eloquently put statement
and that we have ar-1 1312 in place to regulate books in our schools and in light of this issue that's been more of a recent issue I'm curious has that process even been put to work is it a failed process that we're looking to replace is there any data on that have we looked at the schools and
has that failed in any way where we're trying to make a policy now that in essence we've we have on the books that we've never used and if we have that in there then let's start using the policy that we have I don't know what we're replacing that so I would ask that we answer some of those questions going forward um
before we start going into a newer policy where has this one failed us how many parents have made complaints to our schools and what's been the process to review those books so if we can get some of those answers coming next board meeting I would appreciate it um I do want to address some things tonight since they were specifically targeted at
me I had someone ask what are you doing to show the kids that you care boy sure I sure tried last meeting and uh I guess I have to apologize I thought that they they wanted some help in reaching out and this is where you know that commercial that they have the red flag and throw for review I would love to do
that and see that video recording because I don't remember the quote of I lived in Africa for two years so I know where you're coming from I did live in Africa for two years and I saw a whole lot of Heartache I did experience a lot in Africa I'll tell you the exact statement was because she made a statement that
kids in the class wanted to feel her hair and I said oddly enough when I lived in Africa people wanted to feel my hair because it was different it's an educational opportunity I handed that young lady's mother my card and said if you'd like to go forward and put these experience in a positive light I would love to be a
partner I have never experienced anybody that has wanted to go to work and solve problems put things immediately on blast if you would have written to me privately I would have responded privately you did not in fact you you sent the email to the whole board and then you came tonight and made statements calling me a racist I would like to read some
parts of that letter since you so eloquently did all of us including her advisor also overheard this exchange who were stunned that we were Rend Ed speechless it personally took me several days to even process what was said because it was so unbelievable I understand that as a white Mormon cisgender former cop you may not understand the problematic and
wildly offensive nature of what you said but it is just that problematic and offensive I don't know what was problematic and offensive in that that I dare share an experience with somebody different than me because although we all have different upbringings we all experience trauma in this life and some of those traumas overlapped and some of those
experiences overlap I never claimed to be discriminated against I can tell you that I've experienced that somebody feeling my hair in Africa wasn't it was an educational opportunity for me I relished it because it meant somebody was interested in me and my culture and how I grew up and I took it as an opportunity to teach I'm going to take a moment to
teach now because she referred to me as a white Mormon I would like people to know that Mormon although we've accepted that for many years is actually a derogatory term for my church my church name is the Church of Jesus Christ of Latter-day Saints I am a member of the Church of Jesus Christ of Latter-day Saints it is a long name and
from the founding of that church because we have the Book of Mormon people have referred to us as Mormons and often think that we study Mormon we don't it is the Church of Jesus Christ of Latter-day Saints she further said I didn't respond the last paragraph obviously your remarks speak to a larger issue of you the board and the admin that you are in
agreement with neglecting the needs of black kids in this District if none of you want to do the work to understand what black kids in your District go through there is nothing that anyone can do about that however please refrain from approaching our kids oneon-one until you do I didn't see any part in that letter where it said I'd love to work with you
please respond if you want to advocate for rights and equal opportunity there is nobody that will Champion that but me or better than me I do have a unique experience of living in Africa I was there when Mandela was elected president I saw the turmoil of that country I was chased in riots and race Wars and everything else there that
a young man in my generation rarely has the opportunity to experience and I have seen true racism here and there I've looked evil in the eye as a police officer I have risked my life for every member of this community without fail and I would do it in heartbeat so I am extremely sorry that this young lady and this
group felt that that interaction translated into what was displayed today there has been many members of this community that do not see eye to eye with me I have given him my personal cell phone number I have met with them hours at length and talked about our differences and I will continue to do so if someone is willing to put the work
in with me I will put the work in to do and make change that's why I'm here I look forward to the opportunity of serving this community and making it better and I always look for chances I'm going to end it there thank you Mr minroe Mr Cruz thank thank you Mr mro I just want to say that I I have I have the deepest
respect for you and um God bless you Mr Morro thank you you know um just pardon me if I go off tangents and do this and that there's a lot of things in my head right now so just with me I I attended my my my my daughter received a award which was really really great and I really enjoyed being there I
shook a lot of students hands and um it was a great experience there was a lot of people there Mr Alandra was there Yaro was there there was a lot of people and I'm grateful to have those experiences and and I just want to say today was really remarkable I I get I get stuck with things and they just
revolve in my head over and over again and um this mother her her um daughter is is on a destroyer at over there you know over there and it's it's dangerous and so um they haven't been talking for a week because she she wasn't able to so today she called her mother but but she didn't say how you doing mother she said
Mommy I thought that was so it just those those things really just floods me emotionally because obviously what she was going through in that place where she was at rather than calling her mother she called her mommy because Mommy is a safe place and so so I've been thinking about that a lot and most likely I'll be thinking in that for
years because it's an impact it's an impact how we are as as humans and and um it it it just it just was so gratifying to experience something like that and I'll tell you something else that happened in two weeks you know process of two weeks there seniors that you know they they go during second period because
they only take like four courses and this one senior lost her money she lost $40 so here she comes into the library and say oh man I lost my money I don't know what I did with my money and I said boy you ain't going to find your money and um I said why don't you go to the
office and see if somebody you know brought your money and so forth so at the end of the day she um another student found the money gave the money to the teacher and the teacher sent it to the office and so she got her money but see I was a I saw as a third point of view I saw her being frantic I saw
this memory was going to be established as being a negative memory losing her $40 but the other person gave the money because it wasn't hers and so what I did was because it was such a beautiful thing to see this whole thing occurring while I'm the third person that I I brought her to the library and explained
what she did to this one student because obviously she didn't know what she was doing but I I had to explain to her what you have done was amazing because she's not going to remember this as a negative memory she's not going to remember it at all and so and so what you've done was amazing so those those simple things are
pretty awesome and um I'm just really grateful to experience situations like that so um um um Country Springs next week you know Dr Enfield we should visit Country Springs and they're worried about issues about that gate gate not being um closed properly and you know we do have to be proactive you know our Southern borders have been open for
years we don't know who's here I I think we all should visit Country Springs and and see the safety of this gate Dr infield we we should we should be proactive okay okay president Shaw and Dr Park we celebrated um the generous donation from our beloved security team a set up 15 to 20 iPads right and for the special
education department benefiting our students we express our gratitude to the par Educators and the three dedicated teachers Tiffany p and Eubanks the process of initiating a gift donation from our security team reflects the value that we have we should incorporate in our daily lives I I would and also there's there's one thing you you taught me Dr Park and
that is you you took a moment to to um give me gratitude of what I was wearing and I wasn't grateful enough because what happened is Levi dicki said the same thing what you said so from now on when somebody says something good I have to take it I cannot just say oh this that you know what I mean so so in the future
I've learned and and and I'll do something today and that is Dr infield he was wearing some nice shoes so Dr infield I bought those shoes for myself so thank you because of the shoes that you bought that I also bought them too so I think when somebody says something good to us I think we always should be
grateful knowing the fact that we are grateful but we tend not to say something because maybe we're embarrassed and all that so um the staff from levicki okay I would like to extend a compliment oh never mind okay okay okay oh the the counseling department at aala they received a Nobel um Globe award and and for the counselor Department this is
the first time that they that a counseling department received what is it called again golden the Golden Bell yeah the Golden Bell award so it's pretty amazing because this is the first time that that the Golden Bell specifically for counselors and and what the counselors did was it's called The Road Show and what it is is collecting data retaining graduations
retention um bringing all students through AG a through G credit um um special ed also improving their AG credit and students with D's and Fs and they received an award Dr Park and Dr infield so that's really good that's really good okay um the following uh we visited English classrooms and made the following observations all the classrooms were characterized by
Pleasant physical space with stimulating elements and the student work was primly displayed one classroom in particular uh had a sense of comfort relaxation it it felt a good classroom just felt great and I think it had to do with the colors it just everything complimented and I I I felt the I felt the energy it was good energy in there
and um it was evident it was evident that teachers enjoyed the interaction of their students this was at a yella high school and and fostering relationships in there you could tell the the tables the um you could tell that you know there's a term called Socratic method where everybody's working together and and there's a systematic procedure occurring and the procedures are up on
the wall the goals so everything is like a routine it's it's it's it's run smoothly and so you know not like like Zoom you know Zoom is so you know what I mean you you need you need movement you need because people learn differently so I have to give credit to the Yola teachers they're all were in unisense so that was really good
so um in all the classrooms the like I said the objectives agenda standards on the Whiteboard um it it's worth noting that the principal sets the culture of the school and in doing so you have nfield cabinet also setting it and so in seeing yo doing what she's doing it it it just it just exemplifies Excellence it just really good stuff and
then we we went to the culinary teacher Mrs hary and this one was so interesting because I was looking at everybody everybody had a little ditch and and and in my mind because it was so it was so like move moving around like that that it looked like they were doing some cream bouet it just it look so they were
doing something but I didn't know what they were doing so it brought me back when I was a when I was in school so I I want to share something with I just want to share something with you guys okay you know my culinary teacher I I remember and you should try this you you put little Hershey with
blue cheese so good we just got to try it's really good stuff people so then this is what I learned in high school with my culinary teacher so after experience that we went to Lei dicki and um we recognized a teacher that did really well in in in teaching Avid and we know that Avid does like 9
97% students graduate I mean student graduate from college 97% which is really good so it was really outstanding seeing Dr HRA there and um all that stuff and also let me explain the the the books and all that we know that if a teacher shows a movie that's r r and and r r in a high school let's say
would that be appropriate Dr anfield no they there's a process if we're going to show a movie that they have to go through that they'd have to be parent so a movie and a book they're all the same then they all have the same expectations so you know we have to do the same for that too and then the aala music in motion
that was good too and um Chino Hills took first place so that was um pretty awesome and then let me oh by the way Bridge let me tell you I do these things because I know that this won't last forever so I am doing what I enjoy doing and these are my comments my comments that I enjoy so I know some people don't
like it but I really care less okay I love doing this I I remember Mr Rogers when I was a kid and I said would I have an opportunity to do this probably not but these moments I do and it's shortlived and so I really appreciate these moments here's this book called watering the soul this book is about
teaching you inspiration in bedtime looking for positive things around you that can encourage you each day when it seems like there is no end to the hard and pain it's encouragement poet driven for us and our friends to share so I just want to read you one you must remember that forgiveness is courage and it is strength you need
courage to forgive those who have hurt you and strength to understand your own Grace it is through both things that you learn to you learn worth you have worth the moment you enter this world you are worthy of Love Adventure joy and forgiveness and this will go to you God to and then at the same and then I I
received some pictures in my in my mail so I just want to share real quickly this is what we want to inspire to be like an eagle you know and then I have to show you the other one and then I also got this one too but like I said it I just got these in the mail so so
this and this this is what we want to become people like thank you thank you Mr Cruz Dr anfield all right um I want to uh comment on uh the California Golden Bell the California School Board Association has Awards and and recognizes outstanding programs for district and I aa's counseling department put in an uh put in a um
application uh to be recognized in in their uh application was called The Road Show in in it it looks at all the wonderful things that the counseling department over at Ayala does and as Mr Cruz was sharing they increase the graduation rates over at aala for all students and then the other one is they increase the a through G comp completion
rates for all of our students and part of that process is having to look at every individual students from their ninth grade 10th grade 11th grade to make sure that they're on track for graduation and if they're not what are they doing to get them on track and then it's also looking on what courses are they're taking so that when they
graduate as a senior they meet the a through G completion rate so they're able to go to a four-year college and so that takes a lot of dedication and work to make that happen and so California Schoolboard Association came out looked at that program and was extremely impressed they've never seen such a program in place in any school districts
and they asked actually has reached out and asked us to present at that conference uh regarding the the award that AAL is going to be recognized uh at the end of November I share that because that only doesn't not that goes on at aala but that also goes on at all of our other three high schools the other three
didn't put in uh for that award but the same work that goes on at aala is happening at all three of the other high schools and so I think it's a it's nice that AAL is receiving it but I also want to give kudos to all of our counseling departments across our district because it takes a tremendous amount of work to
pull those reports to go through student by student to see which students have D's and Fs and how do we remediate that and get them back on track so that they graduate and and again that's the work that our district does um and if you look at our graduation rates and our a through G completion rates at the high
school level they're increasing every every year are they where I want them to be no but we keep continuously see that progress to continue to improve and get better and better every year and so uh I just wanted to shout out to all of our counselors for the work that they do for our kids the other one for our uh eth
grade uh parents out there if your child is interested in biomed science or into technology uh over at Chino high schools we have a program over there called best and again that stands for the biomed Science and Technology we have open house we had one um just this week uh the next one coming up is on November
1st which is a Wednesday and on November I don't have my glasses on and it's small print thank you 15th um and both of those are on Wednesdays and they begin at 5:30 p.m. uh I would encourage again our eighth grade uh parents if if your child's interested on to go over there you'll be extremely impressed with
the program that's going on there um also it's led by the kids that are actually in the program so it's it teachers do a little bit of uh uh give a little bit of information but the kids will walk you through the types of learning that they go through and they're extremely extremely uh proud of the work that they do there and it's a
pretty impressive program so again if your if your child uh shows interest in that I would encourage you to get out there and and see another great program that goes on in our district uh and with that that will conclude my comments thank you Dr Enfield I guess it's my turn I will try to make it quick because
the pressure is on but I do have two clarifying questions that I want to um ask you Dr anfield it was a concern of one of our teachers that were holding our prop funds is that correct no so you I met with our principles um on Monday regarding actually the prop 28 funds um and and I have something here that I
I'll share the the prop 28 and and those funds have not been released to the district so uh the funds get released to our County that get released to us and the county has shared that the funds uh could come as early as February 2024 so there's no funds to have been released for us to even spend um but the other
part that that goes along with that is in around uh the county indicated around March or April they will come out with the um I want to make sure the audit guidelines and the audit guidelines are extremely important important because it tells us how we can spend that money uh and until those come out you should not
be spending the money you may have an idea of how you would like to spend it but if you don't spend it according to those audit guidelines when they come in our Auditors come in they will find us out of compliance for not spending it appropriately and so the appropriate thing to do as a school district is to
wait until those audit guidelines come out and then we will look at those audit guidelines and give recommendations and guidance to our school sites on how to spend that money um and then also as part of that uh prop 28 each individual school will have to write a plan on how they're going to spend that money and so
the school will have to have a plan on how they're going to spend it and they need to spend it according to those plans and those need to be along the guide the audit guidelines so um we have not received any money on that I appreciate that because there is misinformation all over the internet and as much as I know that because I've
consulted with you I'm glad the public now is um available to that transparency thank you Dr Enfield and thank you to our staff for being patient with the emails that we get with you know the allegations but I I know our district will do its best to make sure that our Arts gets the funding and I appreciate
the transparency um I also want in the name of transparency um DeMarco he's one of the attorneys that we use and I think that he's an amazing attorney um just from what we when we've been using him he comes from a firm that yes we consult with him on various issues but there was a public Zoom of the court case today
did our district pay him to attend or did he do that on his own time that would be on his own time um he had texted me and asked me if I had an update regarding that just to to let him know I'm not charged for that text message or any of those things I shared the link uh for him um so if he wanted
to to to log on and watch it um he had that but we will not be charged for that absolutely not thank you so much I appreciate that I do appreciate DeMarco and all the hard work he did to get us to the point where um I know there was also another clarifying thing that I can clarify pro bono we're going to be
charged if we lose it that is false they would not even sign a statement if that was correct like if we were going to proceed so that is absolutely false information um I hope with the transparency that I'm providing tonight that the false allegations and the media post would stop because it does raise concerns of our community um with that
said I want to get to some fun things and then I'll get to the serious stuff um but it's all serious but the issues that came um tonight I my heart and my cons condolences are with Mr bus I was just made aware of another um student that is facing cancer and my prayers in my heart is with them and their family
and if there's anything I can do I will be there to do and offer my support um we'll definitely be um ending in memory of of Mrs bus and also Matthew Bor AOS that I learned just recently in this meeting that he had passed as well um this last two weeks has been really busy despite my media tour um I attended the
commissioner meeting for Roop which I enjoy because it actually I'm able to um be part of giving our students uh you know an opportunity that if they don't decide to do college and they go directly in a career our we have a voice to the table and I love being part of that um I love the excitement over at
our the Roop program that we use they are a great staff over there and we we enjoy working with them on special things um I got to attend ael's special at um department when the security presented them with the iPads it brought tears it's beautiful just to see how our employees truly care about each other but most importantly care about our kids
and just seeing them pour into that it it was very I was it was honored and I love to be able to be part of those things um Levi dicki with our Avid um program over there I was able to attend with Ted Alejandro and some of our board members which I enjoyed and our superintendent um I also want to say
unfortunately we weren't able to attend tonight because although many times and many attempts from our superintendent to allow Freddy Rodriguez our assembly member to know that we cannot attend these meetings that he does on um honoring one of our teachers um that we have board meetings with they still for some odd reason schedule it on there but
I do want to make note that Miss Sabrina Ayo U Mendo which we also got to to visit her class that day you are amazing uh we were there with you in spirit tonight and we appreciate everything that you do um I also was able to attend and give out awards at the uh music in motion at aella that was amazing if you
have not attended one of our high schools even if you don't have a high schooler I recommend you go it gives you a whole different perception on the hard work um that that those students and the staff and our teachers put into it um we we got to do our site with uh visits at Walnut which I truly enjoyed um they
have a great program a great leadership over there um last night I was actually able to do double duty I got to go to our choir at Cheno Hills High School but I also got to see my daughter perform which is something new to her and it's exciting because you know although my kids are athletes I love that our kids
have the opportunity to also Express themselves with our art and music program and by the way a lot of the parents were in in an attendance and I'm not going to say we need a new room but man they filled up that room and the kids probably have to do a double night feature um I also met with the parent
with uh special ed and as you know if you do try to reach out to me I do try to make a very conscious effort at meeting with all parents despite any kind of agreements or disagreements I enjoyed our conversation special ed is near and dear to my heart it's something that the minute I got in here I made
sure that our staff brought a parent committee so they have the parents have a voice at the table and they also see the heart of our staff and then we try to men any kind of um you know any anything that's going on to be able to better serve our children in in education so that was my heart in
putting that in there and I love that our staff has taken it headon and um they already had one meeting and I hope more and more um parents attend that so that way we don't have to be known as anything other than being great throughout all of our programs um I also um met with a couple teachers with Dr
enfeld so thank you for your time with that and then I want to get to the policy because I think there's a lot of misinformation first of all there's no book Banning second of all we are responsible for making sure that we have appropriate material and learning material um into our libraries and yes we did have a policy in place and I love
that we do but it didn't address sexually explicit or any kind of sexual material and I think that's why our libraries were left open to these books getting in there I was horrified when I found out what book are in our actual libraries and I'm sure a lot of our staff is horrified with that but unfortunately the current policies did
not allow a process and that's why it's my job as a board member to try to fix a problem and um as much as people want to say I'm a puppet or a servant going against the grain and when you fight for what it's right it's a long fight it's not easy maybe there's some stuff in the
policy I heard parents um and and community members which is I actually love because some of our community members that have no children that come here all the time to voice their concerns are really upset that I involved them as taxpayers to be part of the process maybe we need to revisit that part I don't know what the best
answer is I will talk with our superintendent I think I brought a fair policy forward I asked our superintendent for his um you know input which he gave and I also sent it through legal but I also got two legal letters recently when people have been made aware that we have um this proposed policy we had one from
the Risman Institute and um I I won't keep you here too long but pretty much encouraging this policy and backing it up it was from um I'll just read the first part because it says I have been a California licens attorney for more than 30 years and have focused on Child Protection issues for the last 15 years
and they're backing up the policy so I think that should give some of our board members of peace of mind but I do not mind um that Dr Enfield providing the legal services but because of brown act I was not not allowed to say anything um to any board members which I'm very cautious of um since I am in the
spotlight and everything I do including sneezing gets posted but um there's also another um two attorneys from our our duty which I appreciate their input Aaron Friday and Jennifer Kennedy who also are praising highly for us taking the steps because look we have policies in place we see when policies need to be Revisited it's because certain things
are happening in our culture that it needs to be addressed and that's why if anybody reads the agenda they would know that the policy didn't State anything about sexual um you know obscene content and if you guys need me to read you the definition of sexually obscene and how that Miller test is used I can do that
but I think you can do that on your own and I think after listening to the horrifying things I'm sorry I want a process in place that immediately remove something like that I I I don't always know the best answer but I know I put my heart in the best place to be able to address the issues that are at Bay I
don't want 45 days of a book talking about what we heard tonight which it was so hard not to gavel some of that because look some of that was insane and all of you I'm looking in the audience besides some that were laughing were cringing if you as adults are cringing why is that even available in a library
for a child our system is broken I'm sorry we got to find things to be able to put thing safeguards in place that is my job and I always I like I said I don't always know the best ways but I know I actually make an effort to make sure that I put safeguards in place and sexually obscene things are a problem in
a lot of districts but I focus on our district and also allow the opportunity for other districts to um you know see what we're doing that's what you do we talk about just blindly adopting um policy well I'm going to be real csba puts out a lot of policies that I believe that a lot of school boards just
blindly adopt and I'm not that kind of a board member I'm going to read and see what needs to be done and and and involve my input some things are great some things I don't think belong here and are and I would hope our board members um you know go ahead and and do what's best for the kids um with that
said if we don't put something about sexually obscene in our current policy how do you change the culture of what's getting into our libraries that's why I dress sexually obscene I didn't do it because you know anybody's telling me to I'm doing it because something was exposed in our own schools and I am horrified as a mother I'm horrified as a
board member and I know for a fact a lot of our sta staff members are horrified you heard many of our teachers including our Union talk about how we're Banning books and we're taking materials away from kids well you know what I'll take any beating if it means my kids and and your kids and our kids our community are
not exposed to that if a parent wants to do that on their own my heart hurts for that child but that's up to them to go buy it we are an educational place not someone who thinks that these books I mean it absolutely blows my mind after I heard that that teachers continue to talk about those things we have great
Educators some of them that were in the audience that couldn't even they were covering their ears and their eyes and they were shaking that should tell you something why would a teacher why would a student want to be exposed to these things look there's movies I went and bought a ticket for my kid for a PG-13 but I'm a parent and I went in there
before watched the movie made sure I was okay with addressing certain things that that were put in place for a safeguard but books because they're books we're just going to allow them on there I'm sorry those things are not okay we're not Banning classic books that we all grew up with the narrative needs to stop the truth needs to be exposed and with
the truth being exposed sometimes you have to take a beating and I'm willing to do that for our kids cuz look I am going to keep you here just a second longer because I do want to clarify we did have a a great policy in place before but like I said it didn't involve sexually obscene material and this adds
a safeguard and it removes that material ASAP but it also gives a public hearing for us to be able to justify I don't want to add more work to myself but I will do it to make sure our kids are safe and until we send the message to whoever's putting these books or whatever policy allows them to put the
books in place we're going to have to do the hard work we're going to have to sit here just like we did and he hours and hours of inappropriate material material being read but guess what that's temporary because now we're going to send the message you put that in we're going to take it out because once we do
that we won't have to sit here for hours um but I just want to read the little part it says and and you guys can all find this that's on our agenda but I'll just read a couple parts it talks about complaints regarding the appropriateness of Library materials shall be addressed using the district's procedures for complaints regarding construction
materials that was exist existing however if the complaint alleges the library materials contain sexually obscene content considered unsuitable for students the following process will be followed policies are made we have to update policies for the current culture that we're in 1078 I mean if you guys pull 1078 it doesn't talk about sexually obscene stuff so don't let it put a a
guard and and make us feel like we can't do our job legally we have a legal obligation to make sure our kids are safe I will continue to do that I hope this board continues to support that and if anybody wants to work with me um if it's only one board member I'd be willing to make any changes that's that
need to be done um I will say this um the battle for what is right is long just like today I don't see that as a defeat in the court I knew that was going to be the the pretty much the decision are we hopeful for other decisions absolutely but we're also in California and we're up against a wall
but we also have great great great great people people who are dedicating a lot and look people want to talk about these attorneys making money well then tell Sacramento to step down so we don't have to give them money right and the community has came to me to ask where can they donate there may be a time
where Dr Enfield decides to pull it down I'm okay with that but we get calls so we made it easy a simple thing because people want to put their heart and soul and money into this fight they believe in it and I believe our community backs that up regardless of the noise that I get my family has had death threats and
I repeat that again and has I've been called every name in the book I've been called and told numerous things that I would never wish upon my worst enemy but that's okay because at the end of the day I know I did what's right for our kids and I know I worked with an amazing team and I enabled them to be able to do
everything they need to do as far as what their heart desires with making sure our kids provide a great education numbers prove it as much as I am not a numbers person and yes I say library wrong my husband makes fun of me all the time actually for library and antenna and antenna I did have comprehens comprehensions issues my mom did die
when I was little I did stay home numerous amounts of days to take care of my siblings when my mom was shooting up heroin I didn't have the best education but I do have a heart for children and I will continue to serve our community regardless of the noise and I believe just like I gave a small token of
appreciation to our staff and award a piece of paper I mean that's nothing but the heart behind that is because I know they have the heart to serve our community as well despite what you know people want want to push and pull and because they are on board for serving our our kids they have gotten heat and I
hate that because I want to stand in front of them and take all the abuse that they endured but regardless our community will be tenacious they'll be committed continuously um we are a team we are a team and I believe that in my heart otherwise I wouldn't be able to do this there's dark days where I myself feel
like it is just so heavy how can our kids be facing these things but if I if it's heavy on me as an adult and I have endured a lot of things as an adult can I imagine if we expose our kids to these things what's going to happen to them I'm sorry I won't sit here and watch it
do I I will continue to do whatever I have to do to keep Kids Safe um and with that said I I appreciate oh thank you Mr Cruz I did attend another event where um a few board members were honored and it's saying in the face of unflagging opposition and personal risk the recipients of this award prove faithful
and stand up for the interest of those less powerful um they gave one to Mr naw they gave one to Mr Cruz and they gave one to Mr Monroe and I don't want that to go on notice because it was for your educational dedication um but with that I do want to give um my thoughts and prayers to everybody who has endured
cancer um with breast cancer is Breast Cancer Awareness Month I my hearts and prayers I had family that personally had to endure those nightmares um but I also want in memory of them too um to just to give some honor for them too as well for fighting the good fight um and I'm also going to adjourn this meeting in the
memory of Tracy bus and Matthew baras and we end this meeting at 9:12
