existing litigation two cases student readmission student Discipline matters Public Employee appointment Elementary assistant principal Junior High Assistant principles High School assistant principal conference with Labor negotiators Act and csca Public Employee discipline dismissal release and public performance evaluation superintendent the board took the following action in close session voted to appoint the following individuals by a vote of 40 with Bridge Monroe Na and
Shaw voting yes and Cruz absent during the vote appointed Jamie dvo as assistant principal at Legacy Academy effective date to be determined and Thomas Rummel as assistant principle at Canyon Hills junior high school effective date to be determined James n come as assistant principal at a yala high school effective date to be determined and pursuant to education
code 44 951 authorize a superintendent or his designate to issue a notice of non- reelection and reassignment to a certificated administrator identified by employee number 25461 by a vote of 40 with Bridge Monroe naw and Shaw voting yes and Cruz absent during the vote and pursuant to Education Code 4495 51 authorize the superintendent or is designed to issue a
notice of non- reelection to a certificated administrator identified by employee number 24436 by a vote of 40 with Bridge Monroe Na and Shaw voting yes and Cruz absent during the vote no further action was taken which requires public disclosure thank you Pat we're now on to um something very special our Pledge of Allegiance will be led by Miss Aaliyah

favorite and heart Roy heartwarming to hear the success stories coming from boy Republic Mr Hampton will you and your guests please please come to the podium and present the wreath hi uh my name is Carl Hampton I'm the principal of uh boy Republic been doing this 10 years in a row and this is my last time to be able to do it I
brought in an outstanding young man with us tonight marel corals is our mayor of uh boy Republic and uh he's i'll let him talk go ahead good evening everybody um good evening board president Shaw school board members superintendent and field cabinet ladies and gentlemen my name is Marquel qul I am the mayor of boy's Republic it is my PIV my privilege
to uh present present to a gift of deobia Christmas Reef from boy Republic boy Republic has been making Reef for 100 years since 1923 this year we produced over 35,000 Reeves and we sold every single one of them we had had many Reef chairman among them are Jerry West Jay Leno Vin skoly Vanessa Williams Pete Carroll Tom celic
Frank Sinatra Bob Bob Hope John Wayne and this year's chairperson is Stephanie Powers it is my pleasure to present the district and its board members one of this year's good so I basically he wants to know do you have any questions for him I think just to let everybody know how long you guys work on this when do you
guys start making these um we started like I think the start of December and uh we got done pretty fast we got done um faster than we were supposed to and um yeah we uh the hope we had a cottage of of like eight at the time some kids got release you know and um you know we got it we got the job
done made you know awesome in different Cottages you know made 35,000 reefs beautiful wow that's a lot of work I do want to say they last all year besides the little fruit I I was I know I was telling you earlier I literally just took my off I didn't have the heart to throw it away because it's so beautiful and every
time I enter the door I got to see it so thank you for um all the hard work that you put into it um many in the community and Beyond cuz you guys ship them enjoy your guys' hard work and dedication to those beautiful wreaths yes ma'am thank you thank you anybody else any more questions no no thank you all right thank you
guys um every morning I go to breakfast and I see these guys in the dining hall and uh we've got kind of close over the last last couple of months it's been great this is the last time I'll ever see him he and uh it's kind of hard so good luck budy you take care of business Allison thank you for coming and
bringing him and uh we'll go from there so he wants to get out of here so hey Merry Christmas um I believe the rest of you have uh received your wreaths and uh that wasn't supposed to be how it happen but you got him out early that's okay so that's good so no thank you and before you have a seat we just want to thank
you for all that you have done done coming from a sister of a brother that probably gave you a little bit more of a headache I see your dedication going way back many many years ago um and and honestly Mr Hampton you are truly a gem and you're going to be missed I know that your work with our kids is not done
but we we we greatly appreciate all that you have done I still owe you a lunch but we wanted to give you something small just a certificate of appreciation for everything gift in your box of Cal coming soon we love you thank you for everything thank you for changing all the lives of all the all the students
throughout all these years um you know I've really enjoyed it I started out uh I'm the longest serving administrator in the district right now uh 26 years and uh you think about that Bill Clinton was just starting his second his second term when uh when I came in as an administrator worked at Magnolia Chino Hills High uh worked uh
at the boys republic in the adult school loved it all it's been a great experience thank you for all your guys' support over the year I've been roasted pretty heavy this week in a couple of uh events and um it's been fun it's been fun to work with you all um thank you for your support Don I think we go back
the furthest back uh when you were at aala and then you were the teacher rep appreciate all your support others too Dr Enfield thank you for everything that I I came to you with the ideas for uh for the adult school and you supported me in in in doing those things and thank you very much uh most of all uh thank you Mr na for all
that you've done for all the support that you've been uh for your caring I've been here that long and I've never seen anybody go on the campuses as much as you you care about our kids and I just wanted to say thank you thank you for caring about me I felt your support and uh I appreciate you greatly so thank
you thank you let's take picture with them okay you want to take a picture yeah sorry you got to take a picture yeah uh Mr Hampton I let's let's have a a picture with Mr Hampton uh I did have gone to our uh retirement party uh for Mr Hampton and our lovely secretaries was there and our role model teacher was there it was
a such a like family gathering uh we had seen Vicky broberg who has been a a Cabinet member for many many years ago uh even our Union past president from act Miss Cunningham was there it was it was a great feeling and and this is what I realized Mr Hampton truly brought good people to the school district
and every each one of them had served our students well and still serving so thank you for for your Enders but also bringing bright stars to our school district they called you you've been their Uncle you've been their second fathers and and you called yourself Senor Guapo all the time but yeah but thank you for all these years of
service and uh be an encouragement for many many people for throughout the years so let's have our board members and um take picture with Mr Hampton thank you I know tomorrow will be your last day thank okay next up is next up is the staff report from Mr Whitney Whitney if you guys want to sit in the
front row just so you don't block anybody around you you may and hold the signs in the front just because it's blocking some of the view when you hold them up good evening board members Mr superintendent executive cabinet and members of the cbsd community this evening we'll be doing a presentation on Safety and Security and we'll be covering our
staffing and training for security drug education programs emergency of disaster preparedness give you an update on the single point entry and camera installation project and then finally give you some information on our Anonymous reporting software wetip so first to support our campus uh communities uh in particular the high schools we've increased all of the security Personnel at each High School
IA Chino Chino Hills and Don Lugo additionally we're looking at uh providing additional support with the reorganization of the security patrol and the campus uh Personnel so we could look forward to with that reorganization providing additional support for the campus communities in terms of our increased uh Presence at the campus is we have added uh additional security staff added
school resource officers we have a new security attendee program that we've actually started uh late last year where we actually have part-time employees that volunteer to help out uh with security at the campuses and are paid an hourly rate to help out and provide additional security at the campuses as needed we also are looking at uh contracted services for security uh for
all of the overtime um that's not accepted by our internal security Personnel we provide annual training for all of our security uh personnel which includes uh CPR training uh handcuff uh training and verbal deescalation training with our very own Chino Police Department we also have Narcan training for all of our security personnel and some narcotic abuse commonly used drugs
provided by the sanino county sheriff's Narcotics Division and then uh we also have tourniquet stop training provided by the fire department and uh we provide security handbook refresher training for the security Personnel to give them the latest updates on what the expectations are for their roles as security Personnel additionally we provide information and training on emergency and disaster preparedness uh for
security Personnel so they get further assist ass uh the campus Administration and help out during an emergency additional training we provide is active shooter training provided by our very own Chino police department and utility car training and training on lockdown protocols we do have a Narcan program that we actually implemented last school year so all the school sites do have
Naran and have access to it all of the principles assistant principles the nurses and health technicians and security Personnel are all assigned Naran as part of our drug education and awareness programs we have a dare program that's in place that covers all of our school sites in the Chino and Ontario area and we also have a speaker
that comes in and each School site can have the speaker come in and basically she provides drug education to students and parents after hours continuing uh to assist us with um our drugs on campus uh we have a k9 division that's outsourced that comes in on a monthly basis to all of our high schools and some select um elementary schools
and middle schools with the K9 on a regular basis on schedule uh to identify narcotics that are on campus they work closely with our school resource officers and our security Personnel on campus in terms of emergency preparedness each School site has an emergency preparedness container that has enough food and water and medical supplies to sustain the entire Campus
Community for 3 days and addition to that if there was ever a lockdown situation we also have lockdown uh classroom kits which actually have an abundance of resources in terms of food and water and emergency supplies in case there was a lockdown situation and they weren't able to to get access to the container outside they would be able to
have access to the classroom kits inside the classroom and then finally the fire department has provided tourniquet stop the bleed kits that we've provided to each School site we do have emergency tabletop exercise training for our Personnel in June we train all of our School principles and assistant principles and have tabletop exercises where we engage in scenarios like earthquakes and could
be an active shooter situation so what we do is provide scenarios where they would have to respond to that particular scenario and exercise all of our preparedness in our programs um as it relates to possibly a lockdown or earthquake we also have training and and tabletop exercises for our superintendent and executive cabinet every September where we basically go
through mock scenarios to identify what we could do to prepare for emergencies and disasters as part of our emergency preparedness initiatives we've also had uh new maps that have been created evacuation maps for all of our school sites which are now OSHA compliant and all of those Maps now identify all the gas electrical and water shut offs evacuation routes and
staging areas at all of our school sites terms of our lockdown protocols um all of our school Administration and our front office staff are now being trained on our lockdown protocols and procedures and site Administration and staff training is inclusive of coordination with local law enforcement and First Responders and providing information on how to respond to an emergency and
actually Implement a lockdown or shelter in place as part of our measure G project each School site has actually been retrofitted to have single point access and entry so this is enhanced our security at each School site so basically at this point we're looking at this providing additional security resources for each campus with that single point entry we also have a pilot project with
no scale fencing um our pilot project is going to take place at Levi dicki one of our first campuses that we're going to try our no scale fencing and basically what the fencing entails is it's actually making Mak it a lot more difficult to actually scale the fence and actually get onto the campus so Levi dicki will be one of our first sites
that we're actually going to be piloting uh with the new non-scale fency for our camera installation project uh we have new cameras that we're installing at each of our school sites uh we should be finishing up with this project uh sometime next year and basically all of the new cameras will have integrated um AI technology and I'd be able to have the capability
to identify objects in motion and send realtime alerts to our security Personnel uh particularly the Personnel that work after hours and have to respond you know to any type of incidents on campus uh also have M motion based recording and retention and uh some tiered web based alerting and finally this is something that's really worked well for our
district which has been implemented since 2002 uh an anonymous tip line that anybody can take advantage of as a resource we have posters and we have pamphlets that have been distributed uh at the campuses and you have different ways that you can actually communicate um anonymously if you identify that there's been any type of incidence where there's a crime vandalism or arson or
any threat to the Campus Community you have this resource that you can actually report anonymously via R tip any questions from the board first of all thank you for the uh for the report uh security has always been a concern of mine and and I won't go into the background and people know why I've been so concerned about
security since uh for the last 20 some odd years uh I also appreciate the fact of what we're doing with the measure G money about the single point point of entry and and I'm glad to see with the fencing my question is is this and you said you added additional security Personnel um I was at Don Lugo last week
visiting and and going back to the report uh in June about uh security Staffing update U at Don Lugo in particular it said there were two vacancies one new and one replacement and it comes it came to my understanding that uh we don't have uh a full complement of security staff there is that correct and and are we working on
correcting that and if not uh please correct me no actually you're correct so we do have active we're actively recruiting for those vacant positions and we do as a supplemental resource have the campus security attendee program where we have part-time employees that are actually helping out with security and aiding uh in that area until we're able to get our permanent
staff in place that's all okay thank you uh Mr no okay thank you Mr Phils I um I think you have done a great job uh improving our department especially Security Department um upon your arrival are special equipments wise people had many concerns in the past but uh you had successfully provided uh enough equipment to to make
sure that our campus is secure by our security personnels so thank you so much for that because it has taken many many years trying to provide just a simple uh uh items but you have done a tremendous job so thank you uh only uh uh concern I have is that we need to do more uh to make sure that uh we could
attract and retain our good Security personnels in terms of benefits providing good benefits and and good compensations because these are very important positions for our students as as you see on your presentation they do just more than just watch out for our kids through their eyes they do so much of training uh there are very intergal parts of a school system as a whole to
make sure that not only the school is safe but the students life are successful so we just really like to appreciate them and and your department and and your improvements we really greatly appreciate that but whatever that we could provide for your department for our student sake I think I'm sure all of our board members are ready to engage that
and and take that first step so please uh give us more presentations such as like tonight's every so often and and uh give us the information that that's necessary for for our security personnels and again uh thank you Mr Phils for uh stepping up and and joining our our school district thank you thank you thank you Mr n Mr
Monroe Mr field thank you for the presentation uh uh We've made a lot of strides and I think in really good areas in trying to upgrade security one of one of the things in going forward um that's concerned me over the years is notification and we've always struggled with notification whether the intercom systems not working or you're on campus
in different parts a lot of the campuses you can't hear any notification should there be a lock down if you're at recess if you're in this you know baseball field of of one campus or a different playground than one um have you have you looked at um any notification systems um one that I'm aware of is called
catapult is yes so we actually are transitioning to a new emergency notification system that's actually integrated with our new camera system and uh it's called informacast so um basically what that does is alerts employees um and it's an opt-in system and provides mergen notifications to our employees and then we also have additional resources that we use to
notify our parents and Guardians you know if there's any that we we want to convey to them you know at from the campuses as well so the new emergency notification system should be up and running um currently we still have our old emergency notification system which has the same capabilities but now with the new emergency notifications it has a
few more enhancements and again it does uh actually talk and communicate with all of our current technology that we're integrating with our cameras okay so that goes along with uh if they opt in you can get it on your phone or your uh yeah your computer um does it does it include notification to the local police department is there GPS tracking on that
you know uh for local police department What I've Done traditionally in the past is I include all of our school resource officers and Leadership at each one of our uh police um departments or sheriff's department and make sure that their higher ups and all the school resource officers are included in those notifications okay thank you no problem
um Mr Cruz you're didn't thank you Mr Monroe your creu your light didn't go on where you were trying to press it that's not working but it's okay you can go that's the you know um who's actually in charge of the false alarms you know when they turn on is it centralized or or is it um the principal's responsibility to turn
off the false alarms so for uh for the PA system yeah yeah so when uh the lockdown is activated uh in conjunction with that the PA system is activated as well so it'll have an automated voice for about one to two minutes um you know indicating that there's a lock down on campus and then after that it's
automated and it shuts down automatically turns the PA system back over to the campus and you know why I say that because you know from time to time those alarm systems they go off but after a while kids get desentized yes so I I know like sometimes it could go on longer after a while nobody won't do
anything but you know I just share that with you because sometimes it's centralized or the principal can turn it off anytime they want I don't know how how they do here yeah and also um you guys have like a like can parents report to you to you guys about safety concerns so yeah in general when safety concerns
are conveyed from the campus they go to the principal and then they come to me okay then okay yeah you know why I bring that up because they come to us and you always want to have to follow the command so that gives them all the ability to be able to solve the issu yeah but if if they come to you that's a
good idea too because like um he need he has a lot to do no no no if it does then if it does come to me because the principal yeah if it does come to me directly I usually work closely with the principal to make sure that we're addressing it absolutely and um I just want to point something out I I too want
to make sure we retain all the amazing people and thank you for taking charge um also I I don't think it's said enough our security guards do way more than just securing the grounds they're making relationships with the the students which I see because when I'm walking the campus and I appreciate what they're doing they're holding them accountable
but they're also becoming that person that you know they know that they're not going to get away with it but that they also trust them and I I from the bottom of my heart appreciate that I can see in the background just recently one of our security guards I found out I think when is what is today um Wednesday she saved
a a child's life I mean that happens all the time which I think it's just a beautiful thing that you guys are responsive you guys are there we love you we appreciate you guys um obviously they need a good leader so thank you for leading the charge just um just know we appreciate you guys doing what you're
doing thank you thank you thank okay we're now on to comments from our student representative Chloe good evening board president Shaw members of the board superintendent Enfield and distinguished guests all four high schools have just finished finals week so I wanted to congratulate every student for making it through the week and for their continuous effort in school the girls soccer programs at Don
Lugo Ayala Chino Hills and Chino high schools will all be having games next week during break as well as girls and boys basketball at all schools be sure to check their respective Instagram accounts for more information about their games as the first school semester comes to an end I wanted to once again congratulate students for making it this
far and I also wanted to thank the teachers principles and faculty that have made the past semester possible our education would not be possible if not for our teachers and administration so we are all incredibly grateful thank you thank you so much we're now on to comments from our employee Representatives Brenda Walker from good evening president Shaw board
members superintendent Enfield District cabinet and Chino Valley Community since March of this year Act and the district have been in contract negotiations we're looking to settle a contract that reflects the district's acknowledgement of the hard work that our members do as you've seen in the district presentations on academic scores and awards related to PBIS the district has celebrated major wins those
wins and awards are the result of the diligent efforts put forth by our members and the relationships they have with their students and Families Our top priorities are additional support for our special education students and an increase in salary and Health and Welfare benefits to keep up with the cost of living in order for our district to be competitive academically with
surrounding districts and in order for CB USD to retain and attract the best of the best teachers counselors nurses psychologists and speech and language Pathologists we know that it will take a contract settlement that is fair and reasonable we look forward to starting up negotiations in the very near future and we hope that we can settle soon on
behalf of our members I wish everyone a happy holiday thank [Applause] you we now have Danny Hernandez from I good evening president Shaw board members superintendent Enfield cabinet community staff um just been notified just wanted to make sure that the board and the community knew that um one of our security officers Don Davis over at Don Lugo um this week was able to save a
14-year-old's life using the newly implemented Naran so I wanted to make sure that I did let the community know that it's it truly does take everybody um I did want to let the district and the board know that this week um our retire unit um from this area which is we call area f um Denise a Royo with which one is one of our past
presidents um the retire unit adopted a classroom or four classrooms over at Walnut um we had our very own we had Santa just like Miss today we had Santa a visit um some of the kids were in awe that Santa mate took it out of his out of his day to attend some of the kids were looking at him like he had work to
do someplace else and should be there but um they really did have a good time um so uh I wanted to recognize our local chapter chapter 102 um we adopted four classrooms over at woodrest um I asked four of our high school secretaries Maria Peterson Maria Rodriguez Mariah Sims and Candace Roman to buy the gifts for the students um our chapter was able
to save a large amount of money over the last year um and a large saving with conference um so we adopted again four four classrooms are at uh Wood Crest Junior High um Angelica Ramos the school secretary an amata and especially Ashley Barnett the principal and Bob Nelson um the assistant principal there um it was truly again the kids were in awe that
Santa took it out of took time out of his day to attend there um these were SD are excuse me mod severe students um a lot of the parents they they filled that cards of what they wanted some of them were very elaborate some of them were stickers or gum um we utilized everything that we were able to for
these students um it was a great day had by all some of the staff had tears in their eyes because it was truly seeing the kids and seeing the smile on their faces um sometimes again a lot of our staff does not see students one in one or see students daily um but seeing that we I sent an email to you guys uh to the
board and the superintendent Chloe I apologize I will send it to you tomorrow morning um just some of the pictures of the kids' faces um they were truly in awe um and especially some of the staff um earlier today Mr Hampton talked about um it's his last day and that when he started here uh Clinton was in office
well we have a recent retiree coming up and not to point any fingers and not to date anybody but Ronald Reagan was in his first term in office I had to look that up by the way I wasn't too sure I had to check it twice um 42 years of service with the district as as retiring as a senior security
officer so it was a great segue and this was not planned because honestly Monday or Tuesday I was notified that he was going to retire but today we had a presentation of our security staff um Leonard was here a long time a lot of our staff has been trained by him um and I do want to chair when I
very first got involved in CCA we have mentors Leonard was mine the first time I went to conference Leonard I was Leonard's responsibility every what we call them newbies they get somebody takes him because you have no idea what conference is Leonard was mine so I can't thank him enough just for that going from being an newbie to being the chapter president
but knowing some of the staff that he has helped train we will say even helped raise um I reached out to his director Whitney Fields um Whitney Fields wanted to present Mr our officer Leonard Washington um with a certificate of appreciation and Mr Fields first I want to thank Danny for allocating the time today for this presentation so uh Mr Washington can you
come on up all right Mr Washington this is welld deserved we're going to miss you um like Danny said you've been a tremendous influence um on the district and all of our security personnel and we appreciate you I wish you the best and retirement and like I said we're going to miss you and um hopefully you'll be enjoying
yourself on a nice beach somewhere and you won't think be thinking about us too much and I'd like to actually present you with this plaque appreciation of recognition we present to officer Leonard Washington in honor of 42 years of service uh to the students of Chino Valley Unified School District Mr Leonard Washington thank you for your service do you guys want to come up to

the procedure for complaints against an employee once the record secretary announces the number of speaker cards received no longer cards will be accepted the first speaker is Glory chiarelli followed by Lisa I have to say that I was excited last week when you guys seemed receptive to the speak meetings the um meetings that for the group that helps
African-American students specifically and especially these sped students navigate get their way through this District the reason why I was so excited was because I have been speaking at these meetings for almost nine months now and I felt like I wasn't being H and when um I can't remember her name but she came and spoke about it and I've
been to a couple meetings I realized this is what we need and I look forward to you guys adopting that districtwide because when I tell you it's sorely needed and um we just honored the security guard that was there when I was in high school at um Dono High School in 2098 to 2002 and he I have to say that he's one of the
people that helped me feel safe and this meeting will help Educators understand and staff and faculty understand how to take that and replicate it across the district so I hope that eventually you guys look into that you're willing to talk to the educator that came last week and spoke about it because it's truly needed and if if everything I've been
saying all these months was culminated in everything she said last week and I could have I got emotionally even just thinking about you guys making that something that we're going to go into the new year um really um implementing here and I just want to with the time I have left speak about two Educators that truly um embodied the values of
including everybody first one is um Miss fellows she was one of the greatest principles in the district period full stop and the reason I say that is because along with um the values that we espouse at the speak meetings she didn't see um she didn't see colors she didn't see race it didn't matter if you were black white it
didn't matter if you were a sped student it didn't matter if you were rich or poor she made sure that if you had a complaint she took care of it and it was interesting because there was some times where it was specifically black kids you know and what they needed but somehow she knew how to handle it and if she
didn't she found out how and she's one of the only people that actually contacted me to see how she can help with all the things I've been saying and um the second is um Claire burus I think she's retired now but she's also the same she made me and my children feel safe at that school and I just I really
implore you guys please please please make this districtwide or at the very least support her in implementing this for everyone cuz I truly feel that this is what we need to help not just black kids but quite frankly Educators understand how to help black kids thank you thank you Lisa [Applause] G good evening um I just wanted to thank
uh don Bridge Dr Enfield and members of the cabinet for attending the annual conference of the California School Board Association earlier this month but how disappointing that none of the other board members bothered to attend especially since aella high school was awarded the prestigious Golden Bell award but it's more than that this annual meeting consists of back-to-back
workshops where Schoolboard members from around the state share best practices and learn about priorities for the year ahead changes to Ed code the brown act school safety issues board governance student academic achievement and more I certainly would have expected our two newest board members to attend especially given how rocky these meetings have been this year and especially since Miss Shaw has no qualms
about using taxpayer funds to travel for political self-promotion it seems to me that every member of this board owes it to this community to be as informed as possible so they can do their job jobs as competently as possible I hope you will use some of your time at the end of tonight's meeting to explain to your

nominations seeing that there is none we will move forward we are now on the next item 2 B1 and Miss Chen will provide the report Mrs Chen okay yeah president sha members of the board Miss cabales cabinet C uh Community my name is Sandra Chan I'm the associate superintendent of business services tonight I'll be making a presentation on
the first interim financial report prior to the board taking action on this item we have a lot of topics to cover tonight first I'll start with the state budget conundrum followed by some Trends and patterns of the CB usd's enrollment student enrollment then we'll cover where the CV usd's revenues comes from and where do we spend the money
on we'll also go over the multi-year projection covering the current year budget and the new two subsequent years lastly we will recommend a positive certification to the board so let's start with the state conundrum I'm sure all of you have heard either through conferences or the news media information about the states projected uh Revenue shortfall as you
know the State's income taxes uh the state of State of California deferred its Inc income tax collection from April of 2023 to October and then once again to November what that does is that Revenue that was collected was meant for the 2223 fiscal year Revenue unfortunately in November the state realized that that shortfall is now a $26 billion shortfall which will affect
2223 state budget how the school districts uh revenues are appropriated per prop 20 uh prop 9A is 40 cents per dollar on the state's general fund is allocated to school districts if the state's general fund Pi reduces in size by $26 billion it will have an immediate effect on uh School allocation so this shortfall has multi-year effects first it has an
effect on last year's allocation which school districts have already spent and closed it will also have an an effect on current year allocation if you recall current year allocation the state actually could not afford the 8.22 Cola in order to fully fund the cola for this year the state had to borrow from its onetime money to do that
so the shortfall of $26 billion in income tax revenue will further exacerbate the problem for this year that will also have a problem going into next year 2425 you may have already heard the report from Legislative analyst's Office their projection for next year's Cola is actually a sharp decrease from 3.94% to 1.27% so the decrease in the state's
revenue from last year will have a domino effect over the course of these three years if the state chooses to do nothing about it it will po it will possibly face a $68 billion deficit over the course of of these three years what will the governor do we don't know but he certainly has a few more Tools in his
toolkit this time around than the last recession back in 20072 2008 we will know more about uh his approach in January when the governor proposes his 2425 budget and all the information that we receive at that time will be captured in the district's second interim financial report so next IID like to review some Trends and patterns with you this is a
grae progression chart if you follow me here this is 1997 1998 and what I wanted to point out here is if you take a look at the First Column it shows the number of students enrolled in the district that year in Kinder 2288 the number of outgoing seniors that year is 20174 so you can see from this pattern
that the number of outgoing seniors is smaller than the incoming Kinders and the first graders which means the district is about to go through a growth burst because that larger incoming Kinder and first is going to take us through their next 12 years so if if you follow first graders um which is a little over 2500 the next
8 years to 2004 and 2005 they will be eighth graders and that bubble is now at the tip of the peak of that line and that is also when the district reached its peak enrollment at 33,785 students starting 2005 2006 is when the district started to decline in enrollment in this graph right here you will see that the outgoing number of
seniors far exceed the incoming number of Kinders and first graders this is telling us that the district is changing the district is now starting to decline and it will will cause an over overall declining Trend as I move through from 20056 all the way to today you will see that every gray level is now lower than where we
started going back to 23 uh going coming to today 2020 23 24 our seabeds show that we are at our lowest enrollment um at 2500 512 this is important because this is our bread and butter our our funding comes from students but our funding doesn't come from students registered our funding comes from students attending school which brings me to this
next chart right here this green line shows our enrollment starting in 20045 the peak of our enrollment going to today 25512 the lowest point the orange line here shows the attendance corresponding to each year so if we're funded on attendance this just goes to to tell you no school district is funded 100% of its funding at any given point
in time because in order to receive 100% of the funding our students will have to attend school 180 days with zero absences however for district Riz especially at a UniFi School District with Kinder and high school we have done very well in terms of attendance averaging almost always 96% to 96.5% um here I want to take you through
a few phenomenons that happened over the years in 2010-11 we had a charter school open which you'll see that we experienced a a little bit of a steeper deine in attend in enrollment that Charter School closed in 1617 and as a result we experienced a little bump in enrollment but the following year another Charter School opened which is
why we lost a a few more students to that Charter then in 1920 Co happened schools closed down march of 2020 and attend end was um was much lower than anticipated the following year when students returned in 2021 we are currently on a recovery Trend so in 2122 our attendance started tracking at 92% last year our attendance is back to
93% this year we are projecting attendance to be 94 and hopefully next year they'll be back to 95% and higher so this the the orange line is what um state funds us on attendance not enrollment just a few numbers here you'll see that from our highest peak of enrollment we we are currently down approximately 25% of students so where do our revenues come
from and what do we spend it on so this is our total general fund Revenue uh of 44.5 million we have revenues primarily coming to us from lcff sources and we have also revenues coming from feds from the from other state and we also have some local revenues this is our whole pie all of the revenues we get it gets
split into unrestricted dollars and restricted dollars I would like to focus the rest of this presentation more on the unrestrict unrestricted dollars because bore that is the only area where you have discretion over you really don't have a say on where we spend the restricted dollars because they come to us with restrictions those restricted dollars are primarily our special
education entitlements our title one two three and four funds our Perkins grant our eser 2 eser 3 money these are federal dollars we also have cops uh stops grant that support Security on the state side we have restricted Lottery funds we have Asus which is an after school program we have amim the the latest Arts and Music instructional
materials Grant we also have learning recovery we have elop we have Sela we have cow shap so these you do not have discretion over because they already come with restrictions on how we can spend them so the next slide I'm going to take you to what what what you do have discretion over it which is the $324 million this is our unrestricted
pie of revenues as you can see on this chart 98% of that Revenue comes from lcff with very little coming from other state and other local other state um there's only about $8.2 million which is made up of mandated cost reimbursements trans Transportation um subsidy and Lottery unrestricted other locco comes from uh outside user groups using our facilities
use they pay a fee for that our interest earned at the county level bus passes that we sell Billings that we build back to school sites and then our f1v situation so this is a full scope of what our unrestricted Revenue looks like of that unrestricted Revenue you saw that the biggest chunk was lcff I want to take you through this really
quickly so this year you know that our Cola is 8.22 the state funds an 8.22% Cola as I mentioned earlier you would only be able to get 8.22 if you have the exact same number of students and the exact same amount of attendance as prior year we do not so what happens to our district we have declining
enrollment we also have decline decreased attendance rate compared to past years and as a result we don't get the full 8.22 the new money we get this year from last year is actually $16 million more than prior year that translates to a percentage of 5.44% which is why it's very misleading when you hear a cola thrown out there
it's it's not the full picture so it's important for you to to see that what what it means for CVUSD on this slide I also want to share with you what happens if Laos projection comes to fruition this is the governor's projection for this year and the next two years the 3.94% cola for 2425 and the 3.29% cola for 2526 are essentially
out the door what I uh want to show you here is what would happen if the LA's projection of 1.27 comes to life in 2425 it means that our lcff revenues will decrease by 4 m million it's not an increase but a decrease and that translates to a negative 1.31% but in effect it translates into a net effect of 2.5% because not only did
we not get the 1.27 we lost 1.31 so these are just some um uh details that I like to share with you on the expenditure side this is our entire projected expenditure for 2324 at $444 million what do we spend our money on we have certificated salaries classified salaries and benefits that take up the largest chunk of this pie we
also have some other expenditures that I will go into a little bit detail and then we have some funds that we transfer out to adult school and routine restricted maintenance similar to what I Shar with you on the revenue side there's also restricted expenditures and unrestricted expenditures we will focus on the un uh unrestricted expenditures on this
slide so this is our unrestricted expenditure of the $261 million in expense we spend 86% on salaries and benefits what you saw earlier but from our unrestricted side only 14% is spent on other what is other you might ask the others includes books and supplies which includes instructional materials to the classrooms services and other operating expenses these include
Contract Services as well as utilities Insurance costs to the district basically items that keeps the district's lights and utilities on we also have a very minimal Capital outlay some other um outgo transfers to the county basically for our services and in addition to that we transfer out $300,000 to Adult Ed program to subsidize it we also transfer
out another $ 47.9 million to the restricted revenues to help off cost the to help offset the cost on the restricted side mainly to help off the cost of special education and routine restricted maintenance that is because even though we have restricted expenditures with restricted revenues the restricted revenues are insufficient to cover the cost of those programs and
that's why there is a contribution from the unrestricted side of the revenue over to the restricted side so when you add these all up that equals our total unrestricted expenditure of 309 million so every year school districts have new expenses as well our costs do not stay status quo we have employees who are still stepping and moving over
in column we also have increasing employers contribution cost to pension plans um as an example our calsters employer contribution is at 19.1% this means whenever we hire a certificated staff member we paid 19.1% of that employees salaries to calsters whenever we hire a classified member we contribute 26.68% of that individual salary to Cal purse so if you think about about this
way it costs basically 1 Point 120% to hire a certificate sta 127% to hire a classifi staff yes Mr coin increased absolutely not to mention we have our own cost increasing cost in utilities and just services in general so you mentioned it and here's your slide Mr Cruz this is the increasing cost of employer contribution the pink is
calsters the blue is calp purse so this is the trend line it it's quite incredible if you take a look at 1314 the contribution at that point for a certificated staff member is 8.25% from the employer and the contribution uh from the employer for a classified member is 11.4% today we're at 20 6.68 for classified and 19.1 for certificated these rates for
Cal Pur they are increased annually by the Cal Pur board the employer rate for calers it needs to be increased statutorily so we do not know what that increase would be for the coming year this is a mapping overlapping what I just discussed earlier in revenues unrestricted revenues to show you the trend line back from 19 uh 20078 to two
years out 24 20 25 26 this is those of us who were here during the last recession understands why there is a trough in the beginning the last recession started in 2007 and ended in 2009 but school districts did not feel the effects until 20101 and 1112 where we were forced to make midar Cuts we were forced to issue reduction in forc
letters we were forced to make hiring freezes that occurred in 1011 and 1112 in 1213 there was a proposition um forgive me for not remembering the number but that increased taxes sales taxes and that helped stabilize the education fund and then in 1314 lcff came along under Governor Brown and there was a huge investment back into education and
that's why you're seeing this trend line increase over the years because we've been on a 15-year recovery if you can believe that which is historical but budget is cyclical what goes up must come down and it eventually it'll go back again so where we are right now is that there is another economy slowdown that we are are entering
into so this slide right here I'm showing you what the what the revenue trend line would look like if the governor's original proposal of 3.94% cola would H would materialize and the 3.29 that he projected for 2526 I overlap this with the expenditure trend line on the unrestricted side as you can see during those recession years the district worked really hard to keep
the red line which are expenses to be below the green line and we are very very close over the years along that so if you take a look at the last three years right here you'll see that there's a vshape our green is still over the red if that Cola materializes but I think it's my responsibility to
share with you what would happen if that Cola does not materialize and we end up with a lower Cola so essentially if we do end up with a lower Cola it simply means flattening out of the revenue over the next two years I overlap it with the same Revenue uh same expenditure line and you'll see that we are overlapping
now so we either need to get more revenue or we need to adjust our expenditures on the multi-year um assumptions which is part of um a requirement of for inent financial report we will provide you a projection of where we are currently and the two subsequent years two out years I will just go over some of the major
assumptions that are put in place namely um for the on the revenue side it's really the ada8 that we budget our revenues off of and the cola that been provided to us so in this report that you are approving tonight it does include the governor's Cola because that is the only thing that's available out there the lao's numbers just came out
last week more than likely those will be incorporated in the second interim report so here you'll see that we are funding we are projecting a funded Ada for this year uh of 2,131 ADA and this year because the state allows a a declining School District to be funded on either prior year because if you're declining your prior year Ada will be higher than
current year but because everyone's prior year is so poor so low therefore last year the state came out with the adjustment that you could be funded on the average of your three prior years so what is the average of the three prior years it's 2122 22 I'm sorry it's 2021 2122 and 2223 the first two years were really
pre-pandemic numbers and so we only had one low year that we have to average to this creates a problem next year because what is our next year's threeyear average next year's threee average we lose one year of pre-pandemic number and now we have 2122 22 23 and current year which is why our three-year average for next year is going to drop
significantly okay okay that's really why we shouldn't be funded on 88 but that's neither here nor there um then on the expenditure side besides step and column increases we talked about contribution to calstores and Cal Pur I also want to point out to you that in the 23 24 budget although the district is not uh complete with its negotiations with uh
the groups we did include on there the district's last latest proposal as of November 27th 2023 so these words translate into these numbers and I'll just walk you through this set right here in 2324 we started this year with a beginning balance on the unrestricted side of 54 million we reive 32 we are expecting to receive $324 million in revenue and we are
expecting to expend at least $320 million in expenditure again negotiations have not concluded and this only includes our latest offer we will end this year projected um with a with a surplus of 3.5 million you add that Surplus to the beginning balance and you end with 57.7 included in the 57.7 ending balance is $100,000 for revolving cash and
another 35.4 as our economic uncertainty basically that is our reserve and leaving us with a 22 22 million unappropriated available going through this exercise for the next three years you'll see that we are positive in all three years this is under the current budget scenario under the high Cola scenario I never have I never had to show you a second scenario but because
of the information from Lao it is only our our responsibility to share with you what would happen if the lower Cola were implemented nothing happens to 2320 24 hopefully the governor could do something and change our current year funding but in 2425 if we were to put in the 1.7% Cola our Revenue decreases to 320 million with the same expenditure we
have a little bit of deficit spending and same thing with 2526 so if you look at the bottom here even though we end positively in both scenarios our thirdy year ending balance just got chopped by half in the prior scenario our third-year ending balance was almost 40 million and in this scenario our 30-year ending balance is 20 million so when the state
has a hiccup it impacts us significantly and this is something that we will be tracking very closely going into second interim so that was just general fund that I went with uh went review with you so now I'll review with you all of the other funds which will probably take about another hour I'm really [Laughter] kidding I love how you hold
this we will go very quickly so as you saw general fund includes try to clear the room right general fund includes both restricted and unrestricted dollars both on the revenue side and on the expenditure side most of the other uh funds that's included in your book are restricted so let's start with fund eight ASB those are the these are the funds that the
students raised at their schools fund 11 Adult Ed fund it is a completely um self- sustained well I'm sorry it's not self-sustained this this program operates on grants and the district subsidizes it with $300,000 fund 12 is Child Development Fund this is a completely self-sustainable fund um operating on grants and it used to operate on also tuitions but now it's tuition free fund
13 is our cafeteria fund it needs to be completely independent from um the general fund in order to be called successful and I am happy to say that we have a very successful nutrition services program fund 14 is our deferred maintenance program The District contributes funding to operate this fund to operate this program where um this is
where all of the HVAC asphalt um painting all of those different maintenance projects are paid out of fund 20 is called opep which is the abbreviation for other post employment benefit fund this fund uh includes both restricted and unrestricted so over the past few years the district was able to achieve some one-time savings and as a result was able to transfer those funds
to fund 20 per our actuario the district has a long-term opep liability of about $50 million which is currently unfunded prior to the recession of 20078 the district funded this program but as a result of that recession the district had to tap into that that fund and cleared it so now we have an unfunded opep liability the effect of an unfunded opep
liability is the district is very active in its measure and measure G program the uh Bond program every time the district goes out to issue bonds the Raiders will take a look at our unfunded liability or any liability in the district op being one of them and raid US based on that and having an unfunded liability means we may not
achieve the highest rating possible which will affect our borrowing rate and that borrowing rate if it's too high will affect our taxpayers so it's our fiduciary responsibility to always look for when the opportunity exists to to fund that liability in order to lower our borrowing cost and to lower the cost of borrowing to our taxpayers so that's
why it's um one of the funds that we manage and one of the things that we will be looking into is a trust that will allow those funds to yield permanent um revenues interests that will help pay for that program over time and so once that trust is established then it becomes restrictive funds then we have fund 21 which is
where our measure G funds are um kept and fund 25 our Capital facilities fund which is where developer fees are collected and deposited and projects are paid out of there fund 35 is called the County Schools facilities fund but it's actually a state fund this is where our reimbursements from the state for all of our modernization projects get deposited
and spent we're almost done fund 52 two is where cfd 3 and four tax dollars are collected so the district has several Community facilities districts and these are this is where cfd 3 and four are collected and lastly fun fund 67 is our workers workers comp fund we have a couple of Legacy cases that once those cases are closed this fund will go
away okay first inter financial report so by law The District staff is supposed to is uh required to provide to you two interim reports what we're talking about tonight is the first intern report which covers actual revenues and expenditures through the end of October 31st yes it's it's it's it's end of October 31st so what I'm sharing with
you really is a snapshot in time that has already come and gone the next time we come back to you is going to be March of next year where we will show share with you information through the end of January based on the information I shared with you today we will be filing a positive certification which means we will be able to meet this
year and two subsequent years of obligations this is our District budget calendar we are here in December where after you approve the first internal report it will be submitted to the county tomorrow next year in January uh before the 10th of Jan before the 10th the governor is supposed to come out with his um proposal for 2425 and a lot of
the questions that we have earlier should um have some answers too and then we'll be back here again in March to share with you um second inter term just quickly some budget concerns recap we talked about economy slow down and that the fact that the state's Revenue came in way below projection steep decreases in the cola for next year uh the state is also the
state may also have to reduce their programs across the board which will have a ripple effect on all of the school districts one thing to point out here I have on here one time covid-19 resources ending as you know postco the district received a lot of one time resources from the federal government and from the state government those are coming to an
end S 2 for example ended September of this year sther $3 will end September of next year there are a number of positions that have been approved by prior boards to be funded out of out of these onetime resources that at some point the district and the board will need to address declining enrollment is a pattern that it doesn't seem like the
end is in sight and the calers Calpers employer contribution certainly looks like it's rising continuously and lastly I shared with you our concern for the Ada funding the good year is dropping off and now we're entering into the actual years of their attendance and with that do you have any questions I think you do that on purpose so you
covered everything thank you Sam Mr Cruz you have a question yeah okay you said three years oh Mr Bridge you mention three years we're good for three years that's what you you said something about three years we are filing a positive certification for current year and the two subsequent years based on the current Cola provided by the
governor okay exactly and and all this time we've been going through historic growth except now there's a hcup and it's a hiccup from 14 billion down to to 68 billion and the question is is there going to be another hiccup you know next time around because I I know Jerome Powell he's he's he's telling he's going to reduce the
interest rate next year well before that he also increased interest rate too and you know the Stark Market wasn't doing to to well but it is doing well now so there there like there was an article here like as it brace say one of the biggest state budget shortfalls in State history and they're telling all California agencies to now start saving
money you know you know things like don't buy this don't buy that because there might be some consequences Mi here so things aren't the same anymore I don't think we're going to have good times in the future and um especially when you know you have you know memal being delivered to agencies it's almost as if they should also give memal to us too if
they're getting memers themselves the state agencies because for them to do that they expect something to might occur next year and when it comes to lower interest rate infl because let's be honest I'm I'm feeling the effect of inflation now even when the interest rate is high than before when you had lower interest rate so we have to be
very CAU ious because this thing just fall apart so you're doing a good job you're really proactive because things can be a real nightmare as you saw in that Cola change it chopped our ending balance really quickly and let's face it you said 68 billion it may not even be 68 it could be 80 90 billion and just the idea that it it was
mentioned now not earlier so um I think we're in big trouble thank you Mr crew m m Mr Cruz um Mr Bridge thank you very much for that uh detailed and and and thorough report and being a visual learner I appreciate all the charts and and graphs I um am not as concerned as as Mr Cruz I think
what we what we see is is a possibility we all know budgets can change and they can fluctuate I think for us the key date now as you pointed on your your chart is uh first part of January I believe you had up there January 10th when the governor introduces his 2425 budget and that's just the introduction
that's when the the whole budget dance starts with the with the state till we get to the May revise uh the one thing that I wanted to um alert my my colleagues too if you didn't get an email or see it uh there's a group uh through csba Capital advisor uh group is doing budget presentations all around
the state and the closest one to us is in ranch kukamonga the sanino county school's office on January 24th the morning of and and I plan on attending that uh I attended one uh uh I didn't make last year's but the year before and they're very thorough very detailed and give you a good idea of what's what's
going on and what the governor's thinking so I'm looking forward to that and hopefully things uh turn around I mean we've been getting good news the last couple of days but uh anything can change and uh but but thank you for the uh de detailed report and I'm glad we're giving a positive certification at this point in
time thank you Mr Bridge Mr n yeah um Mr chair when will um our declining enrollment status might would stop uh according to our projection do you have any estimate we do have a demographer who does the studies for the District um I will take a look at that and get some information to you but so far I
believe it was supposed to stop a few years ago but it did not okay our incoming as you saw our incoming Kinders are much much smaller than before so it would seem that our birth rates are lower in the county as well and the affordability of housing is more and more difficult yeah in our area okay thank you Mr Cruz you had
another one you know what I'm Curr concerned brother BR is that I don't want people to get laid off that is that is what I'm thinking and when I see 30 trillion going to 34 trillion seeing break Nations moving away that's what I want I don't want people to get laid off that is my main concern so it's good to
be proactive for the mere fact of people being laid much we're now on to item 2b1 it's to recommend the Board of Education approve the 2023 2024 first interim financial report and authorize the president of the Board of Education the superintendent to sign the positive certification a financial condition for the current and to subsequent F fiscal years Pat are there any speakers no

cvsd school board members I'm speaking for you today to implore you to implore your cabinet to support and invest into the teachers of Chino Valley UniFi this matter is personal to me because I know of several Educators from my generation who dedicated their higher education learning to serve students their Community public education and want to stay in Chino Valley and start
families of their own according to rent Cafe the average monthly rent in Chino is approximately $2,164 or $25,988 per year the current salary schedule starts Educators at $ 56,2 182 this means an educator coming into Chino Valley Unified will easily use 50% of their income just for cost of living without any other expenditure such as student loans benefits Etc how can we
say we are supporting student achievement if we cannot even support the people who help get us there how can we say we support a family unit when we cannot even give a chance for our own Educators to start or support families of their own given the stagnant wages and benefits I believe teachers are fundamental to the success of students
every single student that passes through our local public education system has a direct correlation to the outcomes of our community I'm afraid the message our district is sending to our teachers and students at Chino Valley is one of inability to compromise and lack of respect to to the profession and the students they serve regardless it's clear our teachers need help and they
need help now I ask our cabinet and Schoolboard to use this opportunity to send a strong message to the public that cbsd is here to support public education respects its teachers values the contributions of our teachers values the contributions our teachers bring to students and want to support the family unit and encourage good encourage good people to stay and continue reinvesting

are there any speakers Glory when I was a resident sub at Rolling Ridge Elementary I was primarily assigned to the sped Department with Weber daro and Patterson shout out to them during one of the earthquake drills while all the kids were lined up on the lawn one of the kids broke loose from the group so if you were if you were there that
day you would have seen the whole school sitting on the lawn patiently listening to Mrs Thomas address the crowd of kids and adults as I run after a kid across the entire black top as I walked her back to the group I realized that I'm here a couple days a week they do this all day every day why am I talking about
this right now because those ladies deserve and have earned every penny they ask for in fact if we are being realistic them and most of the faculty and admin in this District are actually underpaid and everyone here knows it so when I saw Mr Cruz go to a whole other District to ask them not to give their
teachers raises and in the same breath plan to vote him give him vote to give himself and the board of raids among other things I got upset based on your own reports on your own website and the word of quite a few students facult faculty and staff they have earned their raises 100 times over but you have
not even if we include the bizar protect all kids from the big bad queer agenda and the CRT is a Marxist propaganda tool agenda you are so determined to hold on to what else what else can you point to that makes you voting to give yourself a raise makes sense in the middle of contract negotiations racially based
bullying has gone up bullying of other manners has gone up and diversity is so non existent among faculty and higher level District positions that at this point it's clearly intentional I work in HR so I'm not above raises and in fact when you earn it in my business I make sure you get it but if you haven't
earned it or if you are intentionally doing a bad job I make sure you don't I'm not saying you shouldn't get a raise and I'm not going to act like you're asking for a million dollars each I promise you I'm not all I'm asking is that before you vote on a raise for yourselves you start earning it first
thank you thank you p is there any more speakers there no and may I have a motion a motion thank you Mr Cruz may I have a second I'll second it comments questions discussion I have um question Dr Enfield when was the last time the board had an increase I believe it was July of 2018 do you
recall the amount it was 2% 2% and it shows the fiscal impact is 209 per month for this increase 209 uh divided by five I I believe the five of you and um one other question um the board usually you would want to put this with the rest of the contracts but the board only gets one once a year is that
correct that's correct and you can't back date like you can with the rest is that correct yeah you can't go retroactive and and go back to July 1st or anything like that you have to take it from today moving forward obviously no one does this for 800 something dollars a month but I also do believe that we have a family and there's a lot
of cost associated with a good board member attending a lot of different items um unlike a lot of other elected bodies we don't have tons of benefits and I'm not saying they have ton of tons of benefits but if you search into a board member it's probably the least um stiped so I agree that every single one
of you guys deserve the 5% increase that's why I brought it Forward not Dr Enfield I know it probably looks bad in the public but being that they didn't get an increase since 2018 and it was only 2% and you can't back dat I'm talking and you cannot back dat like you can with the rest I did
bring It Forward because I definitely believe every single one of you um deserve that so with that said I'll go ahead and take a vote all in favor oh go ahead you have you have another one you have one too Mr yeah just a a quick comment on on this I I perception's everything and to go ahead
and support this when we have negotiations going on with our employee units I think even though it's it's 40 bucks doesn't even buy a tank of gas I just think the perception is is wrong I don't I don't agree with it and I'm going to cast a no vote on it thank you anybody else have any comments um you're not go ahead Mr
n personally um I think uh don't we have uh agreement kind of where all the employment groups get same type of increases when there's a compensation uh takes places and negotiations is it something like me too Clause that's not in any collective bargaining agreement but that's been the practice with um act CSA and champ uh why isn't that appli to just across the
board that practice across the board to who to all organ to all three groups uhhuh that's that's what we' just typically have done in the past Mr n even with a board and and not with a board a board can uh by Statute can only take up to 5% annually oh I see yeah so if if we settled for 8%
and all employee groups received 8% or 6% or or 10% or whatever that number above 5% the board is not entitled to that they can only take up to 5% per statue I see okay well I'd like to see it maybe table this matter until we have the settlement with the teachers first and and other employment groups um if it's
possible Mr now you do know you can't backd it so next year you only get one that's it if you you can't I mean you could call it table it but then it's gone it dies just so you know it's not like the teachers oh you don't get backdated like the teachers this is a one and done uh Mr
Monroe I just want to clarify if if if n is saying to kind of pull it and wait till the negotiations are done you can still take a 5% increase next year right that's correct um yeah I just want the you know I I looking at it and you see the impact of it of uh $29 I think
that's really rather insignificant when you're talking hundreds of millions of dollars of a bu and honestly I came tonight thinking n that's not a big deal whatever we'll approve it it's been several years but over the course of conversation I and in the unknown I just think there's too much stuff in the air and I do think you
know as far as as far as the teachers um honestly you you can't pay what you deserve that there's no there's no way that we can do that we can't afford to pay you deserve um because frankly you know teachers I mean you have a baseball player that signs for $700 million um that's great I love baseball
but I mean when you're talking about what you deserve and what your impact is on the community in the future you can't pay what you deserve uh and we have to find a way to to work that out and pay you what is viable for the district moving forward um and what makes you happy and and What Makes Us fiscally
responsible and I just think we're not there yet and and I don't think it's the right time to to take an increase oursel Mr n did you want to make a motion you had asked do you want to make a motion to pull it yeah I'd like to make a motion to pull pull this item for a later

there any speakers on consent y yes please Miss Amanda Swagger followed by Lisa G followed by Sarah Omari ready good evening board Dr Enfield members of Staff audience my name is Amanda Swagger and although I'm a staff member for the district I'm here on a different role tonight I'm here to provide some information to the board about the amendment to the board policy
on organization that is on the action items or the consent items for this evening as a reg parliamentarian I've worked with a number of boards and committees on this exact action the current item with have Mr Monroe become president after this meeting as a rotation process I've implemented this rotation process with a number of other boards due to corruption and collusion
among members of boards it's a very difficult situation as a small board to have members electing their own which is why the rotation process has been so popular with a number of groups the rotation process protects the interests of both the voters who put you in office and the minority individuals of the board who may not get heard in those
positions presidents have a very powerful position on small boards like this and having a rotation allowing all members to assume in a four-year term the presidency is a valid option the other problem with the item tonight is that items that that affect voting generally require notice of intent prior by having the item currently on the agenda without notice or public
notice prevents those individuals if the motion passes to bring back a standard voting process to not actually think about who they might not a nominate or voting leading to a disjointed voting process generally speaking when when these type of motions are passed they occur at a prior meeting to allow those individuals to adjust to the change it
would not be fair to Mr Monro to take his presidential new presidential position away just because a motion was passed at the same time the reality is Robert Rules of Order and parliamentary procedure aims to protect the rights of the minorities on the board and not that any of you have less any less impact as anyone else but we have to be very very
careful to make sure we're giving everyone due rights under this process whether you change the process or not is up to you but consider the fact that this last minute movement on this structure leads to places that we don't necessarily want the board to go and that said I wish you all a happy holiday hope you guys have a wonderful
break and spend time with your family thank you Lisa [Applause] I recall in 2019 how outraged Mr Na and Mr Cruz were when the board voted to change its organizational bylaws from rotating board positions each year to Board elections they insisted that the change was intended to keep them from assuming the presidency when it was their turn in the
rotation in fact one of the first things this new board did when they took over was to reinstate the rotation policy during that vote last January Mr Cruz even quoted the former board member who first advocated for the rotation system in 2008 I believe saying how important it was to ensure that all members had an opportunity to serve as president
regardless of the board majority under the current rotation policy Mr Monroe should be taking the oath tonight to serve as president but Miss Shaw is making a last minute attempt to return to the election system and though I hope I'm wrong I think we we can guess why I'm going to venture a guess that she along with Mr Cruz and Mr naw would like
to see her retain the presidency given how those three have worked to advance the agenda of the most extreme factions of our community is there a reason why you don't think Mr Monro is qualified to be president or is this simply an abuse of power I wonder if Miss Shaw would care to justify how her position has
flipped 180° since January hopefully you'll do the right thing and pull this item and allow Mr Monroe to follow the rotation but if you do pass this policy change perhaps you'll consider electing Mr Bridge who has shown himself to be the only board member with the knowledge expertise and judging that he was the only one who attended the csba annual
conference this month commitment to do the job competently thank you thank you Sarah Omari good evening board cabinet and Community my name is Sarah Omari and I'm opposing the board president's recommendation in this agenda item as it neglects lived experience in favor of promoting a neglectful political agenda I've been a lifelong resident of Chino Hills I grew
up sharing a room with my brother in a rented apartment in what is now a truste area to and I currently live in a condo that my household owned in trusty area 5 why am I sharing this because the needs of my family and neighbors growing up differ greatly from the priorities of my household and neighbors today when I was
younger the soccer mom title was a privileged luxury that my family couldn't afford my family relied on the free and reduced lunch program and school sponsored activities to allow my brother and I to thrive the very activities I have not heard the majority of this board promote or discuss in a school district with truste areas it is
imperative that the rotation of board roles stays intact to allow for each trusty area's voice and unique perspective to be heard not all board roles hold equal power the president of the board sets the agenda and serves as the gatekeeper to What policies do or don't make it to the Forefront a president acting in good faith would
consult their fellow board members before finalizing the agenda but as today's agenda shows our current president does not practice transparency with her peers she silences the voices of those on the board opposing her in favor of grasping and holding on to her expiring term of power Miss Shaw what is your rational for recommending to change the organizational role process one that
was voted in favor of by this exact same board just one year ago it's certainly not a best practice recommendation by the csba as the agenda packet shows it's just another trojan horse or do you have receipts to prove otherwise do you not trust Mr Monroe to take on the role of President do you prioritize clout over cause do you have
complete disregard for the voices of Representatives in all trusty areas other than your own remember the majority of the Chino Valley Community did not have a say if you are elected or not it was a percentage of 1 of this community I stand before the board asking that this item be pulled from the consent agenda tonight to make sure that the voices of
both my neighbors of yesterday year and today have an equal chance to be lifted and considered I ask that this item be pulled from the consent agenda and voted against so that we can welcome Mr Monroe Mr Monroe into his promised position and Usher in a new president that will act with reason and promote good stewardship of the district's resources instead of

to an election um I wasn't supportive of the change in January but went along with it I'm not in support of this change now at least give it a chance to chance to work for the uh majority of this board thank you anybody else go ahead Mr minro I think there was a lot of uh good information that was said tonight on on
why this is a positive policy when we spoke about it a year year ago we kind of all agreed on those same guidelines or those those similar similar beliefs um one of the things that and hasn't really been brought up and talking with Dr Enfield um he was even stating that uh as somebody rotates into a presidency um there's a big growth
process they really learn the intricacies of the board and how to become a better board member I think that translates as they serve throughout their years I I see a definite benefit to to keeping the rotation thank you Mr Cruz you know um you know I I was supposed to be the president you knowless but but I
I I knew you had to be the one president and the motion you know the momentum that we're going through and I honestly feel there are two things things that I think about there are two things I think about about the year 2024 and to me the only person that has shown your rapid response in initiating things
quickly has been phenomenal coming from you that momentum that is being insightful and there's two things I think about and this is me maybe some people may think I'm paranoid but I think about a pandemic coming back I think about Mass coming back and I see you right there fighting immediately fighting and I want you right there in
the Forefront because I hear these H1 N5 coming and and what's scar what's what really pisses me off is it's affecting children you know and and I need somebody right there that's going to go and jump and and do what's great for kids there's another thing there's another thing that's that's up there floating around and it's the draft
notice and I don't want our children to be drafted but there's that residence that I feel that something like that would come up and because of those two things I think about our children you are the most qualified right now because see the thing I can see is one person here you're here and all this combative um discussion back and forth
so you're there you're driving it and you'll be driving it in the year 202 24 that's what I want 2024 2025 because I firmly feel like 20 2425 it's going to be a a pivot a dramatic pivot I I feel it and I need somebody like you and I knew it immediately I knew it immediately when you were coming two years I said there
is something special about you and I could have been president I could have been president because I had an ego saying that oh it's my time to be president no no it wasn't the case no way it was you immediately I saw it and look at the things you've done and you have waken people up from their sleep state so so I understand I
do believe in the rotation but in these times no now we got to stick with with with with this momentum it you good did you have your light Mr no well I have gone to a um Christmas parade yes I have gone on to Christmas parade for many many years being on Schoolboard for many many years and this time
uh we were all on that the horse trailers this time we had two horses because we had a a large uh Trail the difference was significant this year and I could say I could vouch this and and and also other board members but we had so many people in the crowd who were truly excited about our school district
and they were actually clapping at us they were calling on Mr [Music] monol and Miss sha and they were clapping and this was first time I heard that people were really engaged with our school district and board members many times it was the principls and teachers got most attention but this time was different our leadership most people don't know but
our audience will know it's a ceremonial position president vice president clerk it's just name only matter of fact the board members it's just a name what's more important is your name the true name it's not the title but most people don't know that some M of fact some of the spectators were screaming our our names of our board members they were so happy
they're so glad to see them and waving hands and and I saw I think three men giving us a thumbs up and and after the ride this woman approached with two children and introduce herself and saying how proud that she was proud of our our leadership then I knew that our district perceived leadership on the board is doing a great
job it's just the beginning people can ask yes you can look our crowds and there's people that who could think differently here in this room but if you were there just few days ago on that Central Street in Christmas then you would know what kind of uh responses that we have received as a whole Mr Bridge was
there Mr mono M sha Mr Cruz then I noticed I I felt like we're cruising we're cruising on a right direction you can shake your head right now but I'm just telling you my true observation and and it happened so having said that that having said that I would continue to support our current leadership it's not the titles that I
support but as who they are they're truly a decent good people who cares about our children so thank you thank you Mr n Mr is your lights on again oh you're good okay seeing that there's no more comments Dr an just for clarification because I know one of our um constituents re expressed deep appreciation for csba what is the csba

working in our school district that most people in audience just as a parents might not know but you should be all proud of um your teachers in school and staff members and principls at your school and having said that I'd like to thank our past uh superintendent Mr Joseph he was there our current superintendent Dr anfield was there it's
just shown that that we are truly a family and whether that we have different perspectives on different items all of us and each one of our cabinet members truly love our students and I know even today um Dr Grace Park has been driving around to uh boy Republic and our people really works hard and i' like to
thank our secretaries that that who has been making a second home for our students for for throughout the year here thank you and our security guards that who has suffering sometimes of physical difficulties CU as I am we're getting all old and uh kneecaps are falling apart and but still we have to keep our campuses uh intact and and safe so thank
you thank you Donnie dannie out there but um I want to make a short um comment tonight but everyone here and everybody watching are boring meetings here but Merry Christmas and happy New Year and I can't believe it that this year is already almost passing so have a nice night thank you for coming everyone thank you Mr n Mr
Bridge okay I've got uh I'll try and keep it sure I've got quite a few um U comments tonight um first of all uh you heard me mention that you heard it mentioned that I was at the csba conference and was really pleased to see a yala get a golden Bell award which is really a prestigious honor for the uh of
csba uh the the csba Golden Bell awards are in its 44th year it promotes excellence and education and Schoolboard governance by recognizing outstanding programs and we've been fortunate enough the last two years this year and and last year to have uh aala in particular win uh Golden Bell Awards and I'm hoping that our Trend continues because we do
have some really good programs and and get the U the applications uh in on that uh a little bit about the aala high school award it was for the High School Road Show which uh were created in 2018 uh to help School sites focus on academic data and improve the data that impacts the California school dashboard which we've had presentations to this
this board about um I also want to give uh congratulations and props to Dr Park uh for uh sitting in on a panel on Friday that uh a discussion that I attended uh moving beyond covid uh equitably addressing academic challenges and opportunities uh she did a terrific job representing our district mentioned the fact that how we came through covid and
you've seen uh the reports that were given a few meetings ago that uh showed our um our learning uh of our students the went up in math and and stayed I think virtually the same in in English or do I or did I did I reverse I reversed it I knew I'd do that um but the fact that we did not suffer
the learning loss that a lot of other districts did and it was uh uh really good to see that and and for other board members around the state to hear that what was going on in our district and uh that kind of leads me a little bit to a little bit of admonishment to my to my colleagues uh for not attending the
conference uh this District belongs to csba it's the biggest Conference of the year I know it was in San Francisco go I know at times with with work commitments and other things it may be tough to to get away but we have to look at what is our priority I mean we were you and I were elected to this board and I think
it's incumbent upon us to participate in conferences like this that will help us do our job to help our students because that's what we're here for we're we're here for the students of this this District um the issues were uh and I mentioned the panel that Dr Park sat on there was also a General Session where one of the presenters talked about
artificial intelligence and I know at the sanino county meeting in October that we were all there we received a report on artificial intelligence this one went a little further than that and it's it's it's interesting but it's also a little bit scary or a little bit skeptical I mean it's kind of like what you don't know uh you have to you know
kind of learn about I I remember the days when the computers first came out out and all we heard was the horror stories that computers are going to replace teachers in the classroom well that didn't happen likely artificial intelligence will end up being a good thing but it's how we go about learning about it and implementing it that I
think is going to be uh important um also the fact that every conference that I've gone to as a teacher as a as a leader and I probably have gone to more than 50 I so many of them I can't even count there hasn't been one conference that I've attended where I didn't learn at least one new
thing even with all the experience that I've had in the classroom in the association in this there's always something that I have picked up and I found it to be very very valuable um couple of other things that uh that I have done since our last meeting uh I went and visited Don Lugo and saw their construction Academy and
The Culinary classes uh outstanding to see what they've done with that building CU I remember when I was first teaching over there that we had the auto shop back there and how they've been able to convert uh that building into a very useful construction Academy and then to see the other classrooms in culinary uh was just a tremendous um
uh it was really exciting for me to see that I'll just leave it leave it at that and I want to thank Dr Juan for the tour and and appreciate it very much also want to see Don Lugo are y'all are basketball playing basketball Monday night exciting game looked like Don Lugo is going to win head by double digits
and and uh aala came back and and pulled out the victory next night I went to Chino High to see them play chaffy again another exciting game our our athletes are really working hard there and would appreciate whatever support you could give them by uh by your attendance uh also Mr n mentioned we were all at the
Chino Christmas parade it was a terrific event uh we locked out on the weather I think and I wanted to thank the city of Chino for putting on just a a terrific morning and parade and and event over at City Hall uh also went to uh make a child smile event at Walmart yesterday it was great to see the excitement on
the kids getting off the bus and going in uh to shop um one thing that I want and I almost almost forgot earlier we had a public hearing on the uh act proposal for for bargaining and Dr Enfield I want to uh have you uh offer a clarification I know we're in the middle of bargaining now how is this uh different for the people
that are that may not know that are watching at home online or here in the audience could you explain the difference and why we U had that on the agenda tonight yeah um according to the we have a collective bargaining agreement that's a a three-year agreement and every year of that agreement uh the association can open up
two articles and a third article which is article 17 salary and health and weal welfare benefits so the association is sunshin those articles those three articles that they have in there for the 20242 school year currently we did this process last year where the association opened up three articles we opened up two articles and we're currently negotiating that contract right now so
it's just part of that Collective bargain agreement you open those up and those are the only articles you can discuss in negotiation so it's just a process that we have to go for go through to get to next year's negotiations even though we're not at the table for next year okay thank you I appreciate that uh that
clarification and uh lastly uh I too uh want to wish everyone a wonderful uh winter holiday break uh Happy Hanukkah if you celebrate that or or k Quanza if you celebrate and certainly a Merry Christmas and a Happy New Year to everyone and I I hope the calendar 2024 will bring a renewed commitment to the the district and act to get back to the
assoc uh to the negotiating table and hammer out a tentative agreement acceptable to both sides because that's where it's going to get done is at the uh at the negotiating table and I really hope that that will happen as we get into the U the new year and lastly before I close my comments um for those of you that are wondering my wife and I
are still on grandbaby watch uh with our daughter it's uh the due dates December 23rd we'll see how close it comes to that um but we'll U see whether we have another U another grandchild girl in the family that concludes my comments thank you thank you Mr Bridge Mr [Applause] minroe uh real quick I'm just going to
Pigg you back a couple of things I I went to Don Lugo aala game with Don uh fantastic game two really talented teams uh came down to the last couple of seconds so uh I'm looking forward forward to seeing that I'm I'm bummed Don Lugo was playing Chino tonight and I'm wondering what the score was but um uh had a opportunity to S to attend a
the parade as well it it was great having a different perspective of riding in the parade and waving at everybody instead of working it and and being part of the chaos in the early morning hours um and it was uh a very enjoyable time getting out into the community and seeing that um also had had chance to uh
attend the the police officer Association uh Christmas party and and talk to them there um some of the things to to work on in the in the coming year um I I'll answer to the csba I I know Don admonished all of us I'll I'll I'll accept that um unfortunately I started a new job and I don't have days to take off and could
not get away for that I am bummed I do I do love to attend uh conferences and I do think they're very very valuable everyone I've gone to over my career as well there's always a couple of nuggets that really kind of uh I guess inspire you that you bring back so I'm very sorry that I missed that and uh as I get time under
my belt I'm uh committed to be the at the next ones coming up so that being said I I would also like to wish everybody happy holiday days we made it to the break and uh I hope that you have a Merry Christmas and enjoy family and friends and uh and the season and and welcoming in the new
year thank you Mr Monro Mr Cruz this was done by an eight-year-old he does woodwork he's been doing it since he's 13 so he does work for me from time to time and I told him to do one for Dr and we were discussing you know what Sy the heart of the heart of the district very nice
and and and eight-year-old he'll he'll be coming and you know bring bring another piece so he's he's good yeah also um you know board members they have 20 days all you know school districts they provide 20 days to do business so um just share that with you and um you know I've been going to C csba from 2012 I haven't missed any
except this one and in the past nobody even bring him up I mean it's it's like people don't care and um and now now they care I find that you know nutty I really do care less and also you know admonishment right I'll tell you what I admonish previous board members having all those children wearing their masks
being isolated and thinking that was a good thing and you know a lot of lot of scientists are coming to the sentence that they were wrong okay no that's what that should never be repeated but one two three Merry Christmas my I tended make a child make what is it called a child smile make a child smile I intended the Christmas
parade and you're exactly right it was one of the best the cheering and clapping so was good I was so proud my my daughter she's a senior and she plays a piano you know jazz music she's a second Stringer you know my daughter but um I just want to share a song this is a real nice song this was at Chino
Hills it's for like 50 [Music] seconds oh the wrong one that's the wrong one sorry that that that sounded kind of hold hold [Music] [Applause] it's beautiful it's really ni nice I tell you it's amazing what these children do but you guys there's one thing I do have to say those of you have been coming every month please
come next year too so you have a a Merry Christmas be safe and try not to gain a lot of weight okay okay Mr Cruz um superintendent Dr Enfield I think I'll work on that so um Mr bridge I want to thank you for recognizing Dr park at the uh California school boards Association I know she went and presented there and represented
uh the work that we do here in Chino Valley um and I know that she represented our our district and the wonderful work that we do here I also want to uh acknowledge I don't know if people are familiar with the policy analysis for California education better known as Pace they're at of Stanford um they work with uh Berkeley UCLA and USC
and they look at uh educational practices and policies across California and look at Best Practices and theyve they have acknowledged our district and the work that we have done in the past and just recently they recognized us again and again I want to thank Dr Park for leading uh the work around the PLC work that we do in this District um but
it's just not Dr Park but she's taken the lead for our district in doing that it started I just want to with so people know it started with our association and I'm grateful for the association when they came forward and ask if we could do a redo on the PLC process and so um Dr Park and some of the ACT leadership went
and uh watched some PLC um presentations for a a few days and then they came back and working collaboratively together we launched the PLC work um and we've been doing this for a number of years and it was through the pandemic um and if you look at the work that we're doing and what pace is saying is we're on to the
right work in this District because it it it impacts all of our students and we're closing the achievement gaps and then also if you look at the work that we've done in our district compared to all the other districts in California we're the only one that that we know of I haven't looked at every school district that basically has NE ated the
learning loss that other districts have had and that's because of our teachers the buyin that they have with the PLC work and the work that they do with our our classrooms in those classrooms looking at the essential standards ensuring that there is a common curriculum that is across the district for all of our students and that we continue to do that work and
we're focused in on that's the work that we do we don't look for something else what's the next best thing to do or what else should we do we just look at that work is what do we want what do we want kids to know how do we know if they know it what do we do if they don't know it
and what do we do if they do know it that's the work that we do day in and day out and and the work is showing because uh as I said pace is recognizing what we're doing in this district and that's the effort of everybody within our organization so it's just not Administration it's not just the teachers it's our classified it takes
all of us working together to do that type of work and so I know as the superintendent I'm grateful for that work because it's showing and people are acknowledging what we're doing here in Chino Valley and so I'm very grateful for the work that everybody has done to make that happen because it's the right work it's the right work for our kids so
thank you to everybody in our district for doing that work I truly truly do appreciate it um and then last thing I want to wish everybody a Merry Christmas a happy Hanukkah um and a Happy New Year's thank you Dr Enfield um I have a couple questions but I'll save that for last I just want to say um I went I was
able to I was invited to go read at Briggs for a teacher and I truly enjoyed just spending time with teacher and staff um the Chino Hills uh High School choir if you guys get a chance to just go to any of our choir programs they are actually so well attended which is amazing that all these parents and
community members are supporting our kids that some of them have to be spread um bless you spread out between two days which I think is so cool and the kids although have to spend two days um singing and I'm sure it's a lot of work um it's also just a beautiful testimony on how much worse our community is
supporting our students and I appreciate that the Christmas parade was amazing um it was fun it was was exciting and just to just see all of our students from different schools perform and just be there was it was truly a gift and I do want to give a shout out to all of our Boosters club I personally see what's
going on mostly in my kids high school um especially with the Bingo program and the volunteering over there all those parents that continue um to work hard in any of those programs to support our kids um you know at extracurricular uh activities I just want to say thank you to all the parents and community members because it truly does take a village in
that sense uh the make a child smile is such an amazing event um all the staff members that attend including myself uh you just get te ey just seeing the joy of our students and just seeing the joy of all the servants in the public our fire department our police um just our teachers our staff be able to take those
students around Walmart I think it's said before but just to know you always hear the beautiful stories that most of those students never even buy one thing for themselves they're buying it for their family and I just think that is absolutely amazing and beautiful and it just shows how pure and and loving and innocent their hearts are and I'm I mean
that's the reason why I'm up here because I want to make sure that's preserved for a long time um we have a you know some of our long serving um members of Chino Valley Unified School District uh retiring and it's sad but it's also beautiful that they were with us for so long um we honored Carl HT
Hampton unfortunately we weren't notified until Mr Washington until it was too late but I plan on making sure the board sends a certificate to him and I know it's nothing in comparison to his um service but I do want to thank them both for all the years of service um aela's Golden Bell we couldn't be more excited and we also attend another event
with the county to honor them and um I already planned on honoring honoring them in the Jan in the January board meeting because I do think it's a huge thing and I think it's really cool when one of your schools is being asked to go on a road show to display what we're what we've been doing but I also think
it's really cool because although aella is being um you know honored for that I also want to just honor the rest of our school sites because I asked Dr Enfield and they are also doing the same thing which is really exciting that you have all of our high schools on the same um board and and they're being
I looked at from schools all over in California so that's really exciting um I do want to say I don't mind giving why I didn't go to San Francisco I went last year to San Diego I don't believe that it was responsible for Tony or any the csba or any of them including some that were attendees and guest speakers there
to send board members into one of the dangerous places the governor is not going to roll out the red carpet for any of our safety um I have had a friend who had family members that go up there they went to Denny's and all their cars were broken into every single car in the parking lot you have businesses closing
I think it was truly irresponsible if it was any other place I would have been there my calendar was already marked off um prior to knowing the location when I first got in because we always ask when the dates were um so yeah I just think it's irresponsible of uh the csba to send us into a Zone where businesses are
closing and it's dangerous for just anybody to be out there that's just my opinion and I think if bont put a little bit more attention there instead of harassing school districts then maybe we wouldn't have that problem and we could have all attended feeling safe because I know we all want to feel safe um as far as the staff I just want to thank you
again our teachers everybody and especially you guys apparently all you have to do is CC Tony Thurman even if you don't go here even if you're not a teacher here and they'll open in frivolous investigations on you site Ed codes that they have the right to investigate you for enforcing policies that are legal I am so sorry they're
torturing it that way it's a testimony that they're taking away our kids funding to tie up your um time because your time could be spent making sure our kids have a great education but in light of transparency I think it should be known that they are doing that and and my apologies but shame on them because it's embarrassing that they can't even
cite why they're harassing you and I am so sorry but I wish they would knock it off but apparently to the public just CC Tony and you'll get some attention and investigation to tie up our kids um funding but with that said in light of transparency I'm frustrated because I love our teachers and I do believe they
should get what they want the board Dr Enfield has the board given you Direction and the staff to go in there and do Fair bargaining and make sure we get a settlement to be able to give what you know is fair to our teachers yes the board has given me direction so with that said I had wrote down some
questions because I do want people to learn what I've been learning I think that's very important because as a parent I sat there last year in those seats and I was horrified what I was hearing on the podium but I think what's happening is not everybody knows exactly what's happening and in light of transparency I want to ask a couple
questions um the first one is Dr enfeld what is the difference between a full proposal and a partial proposal just so we can give the knowledge of that so on a let me go from okay in negotiations you typically have a three-year contract and there every year you can open up a couple of Articles so in this
round of negotiations act has opened up two articles on language and the third article on salary and benefits the district opened up one article in a section in the back an appendix so we have two sections they have three sections so a partial proposal let me go with a full proposal a full proposal would be when we met on
the first day of negotiations the district brought a full proposal meaning we brought both of our articles in all the language we wanted to add modify or change or any combination of those so that's our full proposal at that same meeting on uh in in May the association brought language on two of the Articles changes deletions new languages
combination uh but they didn't bring language on the third article which was salary and health benefits it's on my mic's on uh on how on salary and health benefits they didn't bring a um language on that so that's a partial proposal it's not the whole proposal it's just part of The Proposal okay thank you so in negotiations if one side presents a
partial proposal should the other um side respond back to the partial proposal no not in all of my experience as a teacher uh in the the training and experience as a teacher and as an administrator no you don't respond uh to a partial proposal and let me give an example of why if you were going to enter into a contract with somebody that
would require you to pay them money for the rest of your life in preparat ity and you were going to agree to some language that was going to require you to do something that's what a collective bargaining agreement is that you're going to have to do something uh because of the language would you negotiate with somebody if they only gave you three
pages and there was five pages Al together or would you wait until you get the full five pages before you make that commitment that's why you want to see the full proposal you want to know everything in front of you of what you're going to commit to or possibly commit to and what is the financial ramifications of everything that's in
front of you so until we receive a full proposal we can't begin to negotiate thank you um so the district and act scheduled negotiation sessions both have met five times from my understanding and just always getting updates from you but the six session um scheduled for December 7th was canceled by AC correct yes that's correct okay at our first
negotiation session with AC on May 11th 2023 the district brought a full proposal regarding the two sections we sunshin for clarification is that correct yes that's what I just shared thank you and then at the first meeting in may act brought a partial proposal on the three articles they Sunshine for clarification that's correct right to summarize yeah that's correct they they
brought uh the two articles and then the third article uh they did not they they said they would bring it later and because we trust you and your St staff just for clarification as you shared earlier um if we do not receive a full proposal from act we do not respond is that correct yeah that's correct we
want you want to see what the full proposal is before you would respond okay so that takes me back to the second negotiations because I've been highly involved with getting notifications from you on what's going on um at our second session on o August 31st 2023 did act provide the district with a full proposal no they did not
thank you at the second meeting in August act did respond to the district's full proposal and rejected all of our languages that correct yeah they re um they responded to all of our language and and rejected the language and that kind of goes with what I said we they had our F proposal so it would make sense that they would
respond to it okay thank you at our third negotiation session on September 28th 2023 act provided the district with a full proposal is that correct yes they provided us with a full proposal and from my understanding these um when when you guys go into negotiations they generally speaking are few hours if not more um during that time did the
district provide a counter to act's full proposal yes we counter to that proposal on that day thank you so it's not until the third negotiation session that the district received a full proposal from act according to what you're saying now we're able to negotiate and we do because we provide a counter proposal to act even though we met two times prior
we really can't even begin negotiations until September 28th when we received the full proposal for the first time is that correct for clarification yeah and that's that yes that's correct um and we responded on that day to that proposal and on that day we responded they had the opportunity to respond back did they no they uh um we ended negotiations um
there was still time left to negotiate but they ended negotiations and so it left um not a technical term but left the ball in their court so they're they're the next one that needs to respond thank you so the next time we meet for negotiations it would be act's turn to respond is that correct yep thank you at our fourth negotiation
session on October 30th 2023 act elected not to provide a counter proposal to the district is that correct yes that's correct thank you so on September 28th the district provided the last proposal and a month and two days later act did not have a counter proposal that's correct at our fifth negotiation session on November 27th 2023 did act provide the district with a
counter proposal yes they did thank you did the district respond to act's counter proposal during that meeting yes we responded thank you so did act respond back to our proposal no they did not that was a half day of negotiations and there were still about about an hour and 20 minutes left and they chose not to respond back so using the
non-technical term but the term that I like to use because I do understand it the balls in their court is that correct yes so the district and act were scheduled to negotiate on December 7th 2023 but act sent an email stating due to unforeseen circumstances including our president's absence our team feels it would be benef official for us to
resched the session for a future date in January is that correct that's correct okay so I just wanted to make sure because as I'm sitting here I went from being a parent to seeing teachers pick it outside and if you want me to be truthful spread a narrative but I think in all truthfulness most teachers probably don't know exactly what happens behind
the scenes and then I'm sitting here as a board member understanding a bunch but yet it just is really heartbreaking because a lot a lot of our great teachers are seeing something and I just feel it's so unfair that they do not see what I see and if they do maybe they have a chance to maybe encourage their negotiators or what I'm
not sure the quite term when they go in um to come up with some some discussions and some back and forth so we can get it done I mean at the end of the day what are we doing I I have students literally when I'm walking on campus telling me Oh our teachers are not doing this for this
and this and that and the other like why it's just so sad so I really hope in the new year I know our team is willing ready to get it done and I really truly hope that this stops and then we get it done because to the community perception we're talking about perception tonight the perception is really disappointing
right now and um I do know and I thank you guys for going in prepared every single time and so with the just being transparent I wanted to make sure that gets out there because it was really eye opening for me um because when I was a newly board member I will say I came in and you can probably clarify I asked how
can we be competitive and why why is this happening and and teach me and that was one of the things that I I appreciate you taking the time because I know it's not easy and I appreciate also you being willing if your staff's not available to be ready on the dime to go into negotiations to get the job done
for our our cvd teachers so thank you for doing that thank you guys for doing what you're doing um I do want to say Merry Christmas and I now adjourn the organizational meeting of the board of education at 853
