America and to the Republic for which it stands one nation indivis andice for all thank you may be seated thank you Mrs yarb boy and now we're on to recognitions um we have from roads Miss Kayla crean and that is for we're going to recognize her tonight for us robotic team our first honory is Miss Kayla crean and um Miss

actually Dr Large would you be able to join me at the P Podium to tell me a tell us a little bit about the exciting achievement we can go over there we'd love to hear from her too can you stand here can you tell Lord a little bit about what you did got your words um so hi my name is Kaya kemman

um and I was a competitor in um world robot Olympiad and we went to Worlds and um so my job as a teammate was to help um my teammate Imran with adjustments and making his job easier for him I would plug in the robot for him when he needed to set it up and I was also in

charge of presentation like making posters and creating our team name we placed first in the United States and 10th out of 7 seven seven 1885 teams in the world we beat teams like South Korea Italy Japan Saudi Arabia Puerto Rico and Kazakhstan um in in Panama I met many teams learned new things and overall had a great time I would definitely consider

going next year well this year technically cuz it's already been New Year and um overall I had a great great time and I met new people and um like one of the best things about it is that you can you're like really able to just be yourself cuz you would think that it's more competitive but it's actually more

friendly because you learn new things from the other teams and um one of the just an example of one of the teams we made friends with was Puerto Rico so yeah [Applause] one thing I would like to add Kayla competed in a category that was students aged 11 to 19 Kayla has 18 more years or eight more

years sorry to participate in this hello everyone I'm Kayla's dad Derek this is my wife Erica and we have these plaques to present to Edwin rhods Elementary School in recognition of your student Kayla criman for making Team USA robotics for world robot Olympiad placing first in the United States out of 90 teams and 10th place in the world

out of 785 teams worldwide in 2023 and then we have the same plaque for the Chino Valley Unified School District um in recognition of their student Kayla criman making Team USA robotics for world robot Olympiad first place in the United States out of 90 teams 10th place in the world out of 785 teams which were represented by 82

countries worldwide so we would like to present you with this and thank you so much for being an example you are pretty amazing um so yes and getting up in here and sharing I know that's not easy so thank you for doing that we we definitely support you in your this year right to go again so we hope to see that again and you come

back and bring us some great news because we know that you can do amazing things you and then with that we would love to have a picture with you we be so honored if you're okay with bit one two three don't [Applause] two thank you okay now I would like to also now invite our special guest from aella high school

every year school districts from across California compete for a prestigious golden bar bell award it is a way to share effective strategies that support and enhance high quality education and with that said we have um Miss yarb boy for the second year in the row since I've been here she um she's running a great program over there and it shows we

have people coming to from all over now asking you about your program um so thank you and thank you for our staff for supporting her through that um so yes if we can invite you all to the podium right [Applause] now so I'll have each of them introduce themselves these are our counselors our mtssa counselors and one mtssb counselor

we usually have two mtssb counselors and they've done an outstanding job and they always put our students first that's what's important hi I'm Ashley mosetta one of the co- Department chairs at aala Ryan Bell one of the co- Department chairs of Christina demle counselor dalala Haley picket counselor at aala um Nancy baitman I'm our intervention counselor at

aala I have to call my tippy toes um Cynthia Vasquez counselor yala as well Alex Woodland one of the counselors at a [Music] yala IAT Taylor one of the assistant principles at aella Mr Bell could you tell us a little bit about why we're here today sure Mr um so this is the Golden Bell award but um we um applied for this award in

June of 2023 um it talks about um our data chest that we have with the district called The Road Show where we meet with our district office and discuss all kinds of wonderful topics about improving college going rates improving AP uh attendance improving grades improving all kinds of wonderful things and so we wrote up this application and um we ended up winning

the award for the Golden Bell for us belief student services I believe and so um it's a really wonderful honor and we're really excited to have earned it and U we have a awesome counseling staff and administrative staff and teaching staff and so we're really proud of what we've done so thank you you for pouring your heart and soul into

our sucess you know i' like to say miss aroy that this award coming from school counselors it it has been the first since since the golden award has been running of all the entire School District so thank you so much thank you and we do want to also thank our parents and our students for doing an outstanding

okay one two three [Applause] next up we have item 1D and that is our staff report regarding the staff report regarding the lcap midyear update areas of emphasis Dr Park president sha members of the board superintendent cabinet and Community we have a midyear update on the progress of our areas of emphasis for teaching and learning I'll be

providing you a broad overview on our areas of emphasis and Dr Dr freed our director of assessment and instructional technology Dr dalstrom our director of secondary curriculum and instruction along with Mr Luke Hackney our director of Elementary curriculum and instruction we'll spend more time sharing on the progress of each of our areas of emphasis our areas of emphasis reflect a

unified vision and direction for the instructional Focus for our students for the 23 24 school year we continue our work to ensure all students have access to a guaranteed and viable curriculum through our essential standards another critical component of deepening our learning around the essential standards is engaging all students through collaboration and communication around meaningful work in every

classroom and the engine that drives this work is the weekly built-in time that we have for our staff to use through professional Lear learning communities to collaborate around the four essential questions one what do we want all students to learn two how will we know when students learn it three what will we do when students don't learn it and what will we do when

students learn it the first area of emphasis are our essential standards every grade level and course have state standards that are Beyond what is feasible in any given school year therefore essential standards were established at every grade level and course these essential standards are our guaranteed and viable curriculum that we are ensuring that all students learn at high levels the

essential standards ensure that third grade is third grade across Chino Valley what is different is the art of the teacher as well as the additional time and support and extensions to ensure that learning is based on the needs of the students one way we measure progress of the essential standards is through the essential standards assessments which are given three times a year to students

in grades K through 12 to ensure we have data to inform instruction the district set an internal goal of at least 95% participation uh for students to complete the esas for the 23 24 school year students in grades 3 through 12 have completed Esa 1 and Esa 2 to date we can see that the majority of grade levels have met or

surpass the 95% goal for English language arts schools with grade levels that are below the 95% participation rate have an action plan for improvement the Esa 3 window opens in a little less than a month for grades 3 through 12 and in April for kindergarten through grade two students here are the esa 1 and two participation rates for math by grade

and course even more grade levels and content areas met or exceeded the 95% participation rate with our math esas the second area of emphasis is student engagement through collaborative communication researcher John Hattie conducted a metaanalysis analyzing over 132,000 studies involving 300 million students and determined student engagement has a82 effect size with the potential of doubling the expected learning in one

year students who are engaged engaged are learning and outperforming their peers teachers purposely plan for engagement before the lesson which includes think time group size and thoughtful questioning additionally engagement is promoted throughout the lesson with a variety of strategies including partner discussion use of sentence frames and random selection we have provided our staff with collaboration Rings professional

development for new teachers and created a menu of services to support engagement throughout the lesson also important to engagement is providing our students with opportunities to listen and learn from their peers and reflect on their own involvement in the engagement process two times a year District site and act leadership come together to do Collaborative Learning rounds CLR at

schools during this time teams have the opportunity to observe student engagement and collaborate around student learning our final area of emphasis and the engine that drives our continuous Improvement cycle for teaching and learning are professional learning communities or referred to as plc's we move from hoping to being committed to school Improvement by planning for improvement this slide is a visual

representation of what occurs when teacher teams meet together some actions that take place during these meetings are planning of units around essential standards and developing quick assessments to check for understanding alignment of the right work within and across the district ensures all students have multiple opportunities to be successful with grade level essential standards we continuously build leadership capacity with our School site

administrators who in turn become the lead Learners on their campuses and are able to support site teams with the work needed in the PLC process to ensure more students continue to reach grade level expectations and Beyond in addition administrators have built in opportunities to learn from each other through collaboration as feeder schools which are groups of schools that all

feed into the same high school as an important vehicle to harvest best instructional strategies and replicate practices that are showing positive results another method to build shared leadership in our district is through School site guiding coalitions each School site has a guiding Coalition comprised of teacher leaders that is that are responsible for learning successful PLC practices and

Concepts this equips The Guiding coalitions to share the practices and Concepts and support teams with advancing the work in professional learning secondary math teachers and administrators across the district put math PLC at work by learning and doing together we learn best practices for elevating student learning through thoughtful planning incorporating active engagement strategies and calibrating grading practices additionally our Math teachers

develop resources for teams to enhance our work which included year-long planning and pacing High high quality math lessons and methods for checking on student learning around the essential standards that are hard to teach hard to learn and worth the intervention I'm excited to invite you in into a fourth grade professional learning community at Cortez Elementary School with Dr Matthews our principal

Natasha goset our fourth grade level chairperson col Keegan fourth grade teacher and Aaron mounts our instructional coach during this time I'd like for you to listen for actions that are critical in collaborative team meetings they're checking on student work that is focused on essential standards they're identifying strengths in student work which are important because they will tell us which

instructional strategies yielded those positive outcomes they're also planning for intervention for who St for students who didn't grasp the material the first time and also planning for extension for students who have learned it and finally they make a commitment to recheck student learning after intervention let's take a look at our fourth grade professional Learning Community for3 we start off with celebrating our

students so what did they do well they're adding fine Dr Park would you mind interpreting for us I know the sound worked earlier and it didn't really quite cover the material if you were there it was it was it was this is a real life meeting that we were able to capture and you have team members in included the

principal our instructional coach was there you also saw Natasha goset who is our grade level chair and team team leader you also saw her co- teer there as well and they decided to assess a particular essential standard they were working on and they brought the student work together they examined the student work to identify okay which of our

instructional practices really made a difference on student learning and in that pile of student learning they discovered that our students were really successful but there were a handful just a handful of students who needed probably just a little bit more time and support and they were able to identify what those miscon inceptions were and they came up with a plan to readdress

with different strategies and you heard the instructional code mentioned timeline they need more Hands-On learning with this how about we use a timeline to incorporate in the next couple of days and in um what they call Cap time they're going to rotate students and one teach one teacher may take an extension group and the second te their second colleague May um retach

re-engage the student on the particular misconceptions that the students had a hard time on and then at the end they recommitted to checking on the student learning again through a quick what we call an exit out the door so just a quick way of checking to see did the intervention work um and in a snapshot that was a fantastic

collaboration uh meeting that a fourth grade team over at Cortez Elementary School down the street had just a few days ago thank you thank you and so this concludes our update on our areas of emphasis we look forward to bringing you an update in May with our areas of emphasis for the 2425 school year do you have any

questions board do you have any questions yes you do Mr I'm really proud I I I am proud of the team Dr anel Dr Park this took a lot of time to build this because you know when you look at this when you look at this here you placed a heart you were able to identify the essential standards versus

the ones that were non-essential so this took a long time coaches and everybody putting this together it must have taken a while to put this together and you probably have already have a model already so actually you could give it to other districts you know this is kind of similar to this is better than No Child Left Behind and and what

was when you brought up this here when you brought up about collaborator Point A2 I visit a classroom and this student this teacher had a whiteboard a racer and markers at the same time butcher paper all over the place it was active in the classroom what you just described learning that makes it fun and makes it engaging more of that makes it more

deeper so you you know and and I I have to um and these essential standards the eye statements you're bringing up they're sensible too nothing compared to the past which was a little bit jargon and complicated it makes it simple for kids to understand and it and you prepare them from this grade level to the next grade level to the next grade

level of the most essential now you brought up the assessments are those like independent assessments assessment one assessment two and assessment three are they independent from each other there are three independent assessments that assess the same standards same essential standards across time and along with the three that we have standardized across the district our teachers also work hard to come up with

even shorter quick checks to see how our students are doing along the way so adjustments can be made so the first one and then the second one is also like the first one to see if they understood the concept but maybe in a different way and then you got finally the third one so there's three ways of rechecking the

students yes so the first one is a baseline we assess right when the students come back to us from Summer to see where they're at and then there's instruction happening then after a few months we check again and then um our teacher teams analyze it um they make adjustments if necessary and they teach teach teach again and then they and you

brought adjustments I suspect that you have statisticians or if somebody's looking at these questions see if they're reliable this is amazing guys because this took a lot of work this took a whole team to put this together you know it's unfortunate we don't see everybody because we're very grateful because this took a lot of time you also said you're Dr M you you

also mentioned the PLC you're applying for that PLC whatever you call that yeah you should because this is going to be a model school it's pretty impressive this is like No Child Left Behind but better Sacramento cannot even compare to this this and we we want to recognize act leadership because this work has been incredibly hard but without their

partnership without their leadership and collaboration our students would not be where we're at we would not have the systems that we have and there's been bumps along the road but we always appreciate Brenda Walker who has come to us with concerns and her willingness to talk through them to work through them and it's because she cares that she

brings them to our attention and gives us the opportunity to work through them so um want to extend a huge um shout out and um commitment to our act friends who have been critical in this work and one more thing visiting the classroom all the teachers had I can statements on their display so everybody's all in yes our teachers are

in and we would take take these teachers with us anywhere they're fantastic go ahead Mr yeah uh and I also have a comment um yeah I think we truly have a a team here um our backgrounds from our leadership here you guys all being our site principles uh one covering uh even um high school and and I think this

is a great uh opportunity for our district to move forward of leading our students to do well because of your past experiences with our students and yeah I do remember um when I was talking to students their favorite teacher was one time a math teacher and I said how could math teacher be your best teacher and he said

cuz he was the most funny person I ever met so I'd like to suggest you if we can find any way could find the way to teach math in a fun way to our uh uh youngsters I think it goes real long way in their Endeavors because they would always remember uh when they are enjoying the education they'll learn

more so thank you for taking your time and brainstorming with our teachers to enhance our uh education for our children and sooner or later they'll be finishing High School they'll be having a good careers and going to our tops universities because of all your hard work so thank you and and all of our teachers um for dedicating your lives

continuous dedication to their students in other news winter sports are in full swing at all high schools so be sure to check each school's respective Instagram page for more information about upcoming matches Don luga and aala both had recognition rallies this week and last week to represent to celebrate their students and Chino Hills and Chino high schools are looking forward to their

upcoming rallies in the next couple of weeks woodrest Junior High School is hosting our annual science fair Awards night at 6:30 p.m. on January 24th and the inaugural teen Advisory Board of Chino Hills has meetings every second Thursday of the month in the city council chambers at 6:00 so feel free to stop by and attend one of their meetings

thank you thank you we're now on to comments from our employee Representatives um Miss Brenda Walker from [Music] [Applause] good evening president Shaw board members superintendent Enfield District cabinet and Chino Valley Community it's encouraging to see the upcoming board Proclamation for School counseling week and the resolution recognizing Career and Technical Education Month in February we know that our members in

both of those groups do an amazing job helping to prepare students for academic and Career Success there are counsel school counselors and CTE teachers who are here and I'm pretty sure they'll appreciate the acknowledgement you've already met some of them tonight shout out to school counselors and CTE teachers there's another group that I want to give a shout out to and that

group is our act bargaining team our bargaining team is comprised of a dedicated group of Educators who have and will continue to go above and beyond to negotiate in good faith on behalf of our bargaining unit members they have no hidden aend agenda and make no excuses if it's in the best interest of our members the ACT bargaining team is

all in on behalf of our members I want to thank them for staying the course it's not always easy to keep your head up especially in this District but with the direction of our act executive board and the support from our unit members I have every confidence that the bargaining team will help us to reach our tentative agreement goals thank you

off to a b busy January start with the 100th day of school and the great kindness challenge next week our fantastic teachers and staff will be helping our students to understand place value on the 100th day of school and helping our students Express their kindness through a variety of different acts on campus I'd like to remind our family

families and Community about the K12 Insight survey which gathers input about perceptions of our schools and programs along with suggestions for changes our site administrators read every single response and we consider this input when making decisions for the school we value your feedback so please take a few minutes to respond when you receive the survey link via email the

survey will also be posted on every school website so there are many ways to participate lcap Community meetings are also rolling out across the dist District we encourage All Families to attend the meeting held at their Local School site in order to provide feedback on District level programs and expenditures as well as the progress we've made on our current goals and

Simmons for those who may not be aware I'm here to speak about the teacher at Chino with Hills High School that has B been found to have sexually harassed my daughter but is still allowed to teach I will not speak his name because I am not here to slander him a respect that he does not deserve considering all that he

has done can my husband speak for me sorry thank you what I here for is change let me give you some examples of what my daughter had to endure at the hands of a grown man during school hours this teacher has com commented on my daughter's body made hand gestures about her breast told her how great they look

he asked her if she ever self-pleasuring herself if she had been sexually active with boys exactly what that was and how much she enjoyed it the teacher spoke about his past females and told her not to worry about getting pregnant because he could could get her the morning after pill this is a small glimpse it only gets worse as you can

imagine and in the final investigation documents it states there is sufficient credible evidence to find that such conduct occur occur occur can't even say the word Ur I okay sorry there of course were other instances of this teacher that my daughter reported finding her her after her sporting event to offer her rides home him offering her a place

to live if she needed it all of which were done with Witnesses without Witnesses so they were unfounded if a grown man can offer sex and speak on a Minor's body it is not too far off to think that he would start offering her rights or places to live in order to start physically doing these things I

guess we have a difference of opinion Dr Enfield we did speak over the phone and I did ask for the board to appeal the situation and try to handle it behind closed doors I was told it would not be handled by the board and to go through the Department of Education I'm asking you to reconsider and do better for my

daughter my daughter now has to go go to school with her abuser she has to wonder if she'll run into him around any Corner my daughter has had multiple panic attacks and has had to miss school according to the Title Nine of sexual harassment in schools sexual harassment is defined as unwelcome conduct on the basis of sex it is so severe pervasive

and objectively offensive that it effectively denies a person equal access to the school's education program or activity denying my daughter the education she deserves because refuse to get rid of a perpetrator is unacceptable the investigation finding should not earn a teacher a grown man in charge of miners a slap on the hand this grown man should not be around miners at all it is

only a matter of time before he feels comfortable and will find another girl and I pray she is as strong as my daughter was to say no and to report him I am fighting not only for my daughter but for all the children in this District their pain and torture at the hands of this man will not be on my

hands thank you thank you Christy Hurst followed by Sarah Palmer followed by Eric gosh that's going to be rough to follow I'm sorry about what happened to your family I'm sorry okay just give me one second okay okay Sonia I saw you're a speaker for the Heritage Foundation event this week and I look forward to hearing what

you have to say there one size fits all solutions coming from Sacramento is a complaint often made by this board the truth is the force outing book Banning policies passed here were written by Karen England who lives in Tennessee and isn't paying for any of the ongoing litigation to defend it we're doing that another massive one-sized fits-all

solution is coming for Education the Heritage foundations project 2025 sound familiar for those that don't know in the three-legged stool that is the council for National policy the Heritage Foundation comes up with the ideas Alec is the state level Bill Mill which is why multiple states often pass pass the same legislation like you're seeing right now in California and New Jersey

the third leg is the money dark money front groups and corporate interests Council for National policy members include Karen England Leonard Leo the man who bought the Supreme Court Turning Point USA is Charlie Kirk the Bradley Foundation who funds our District's other law firm the Liberty Justice Center as is Michael Ferris a Christian homeschool Zealot who's worked to

dismantle public education for 40 years on a call with his donors he relayed his next steps for education to drive quote lawsuits alleging that school's teaching about gender identity and race are unconstitutional leading to a Supreme Court decision that would mandate the rights of parents to claim billions of tax dollars for private education or homeschooling this is where forc outing

came from and it's in Project 2025 the plan is dense and it's a lot the education chapter is 45 pages long reading it I have heard the exact same complaints in this room about teachers unions gender identity and political cartels one project 2025 solution to our education challenges are education savings accounts esas are the fresh new Rebrand for vouchers that have been

passed in 22 States and takes tax dollars out of Public Schools teacher pay is not a part of the plan and project 2025 calls for eliminating the Public service loan forgiveness program teachers become eligible for after 10 years of service sorry teachers and because the NRA is a part of the council for National policy there's no mention

of school safety or gun violence what project 2025 is trying to do is alarming I encourage you to get a copy of the wolf at the schoolhouse door the preface ends with words that should guide this actions of this board public education is something worth fighting for it's an ideal that Americans have worked to sustain across nearly two centuries and

though imperfect our schools have grown strong stronger and more inclusive with each passing generation that is until project 2025 takes Chino's Forest outing and book Banning Nationwide thank you Sarah Palmer followed by Eric shamp followed by Sarah hello School Board superintendent Enfield and members of our community my name is Sarah Palmer I a third grade teacher for CVUSD and this is my fifth

year teaching today I stand before you to advocate for a cause that is not only close to my heart but essential for the betterment of our community the need for a well-deserved raise for the dedicated teachers of of Chino Valley Unified School District the reality is that the current pay we receive is simply not enough to make ends meet after monthly

bills I am left with a mere $269 each month to cover unexpected expenses savings and any semblance of a social life let's break down the numbers after taxes my monthly income is $484 out of this my mortgage AG takes up a staggering $2,878 leaving a mere $1,969 to cover all other essential expenses the HOA fees add another

250 utilities 150 student loans 300 Transportation including car payments and gas amount to $600 leaving just $400 for groceries and any unforeseen costs it's clear the numbers simply don't add up this is not a livable wage and it is time for us to have a change this is the harsh reality that many of our dedicated teachers face

every single month the compensation for our teachers in cvd is significantly lower than that of neighboring districts and this discrepancy is simply unjust and unsustainable first and foremost let us acknowledge the indisputed able fact that teachers are the Bedrock of our society they play an indispensable role in shaping the future by nurturing and educating the Next Generation however the current salary

structure fails to reflect the immense value that our teachers bring to the table while a starting salary of $ 56,2 182 for a firste teacher with a bachelor's degree may seem competitive on the surface the reality is that our colleagues in neighboring districts such as chaffy Ontario Montclair Riverside and Corona Norco are being compensated s significantly more up to

$119,000 more this wage Gap can also be seen for first year teachers with a master's degree up to $15,500 and for those of us who are in our final years of teaching up to $ 33,400 difference thank you thank you Eric shamp followed by sarra Omari followed by Glory good evening board members and community members sitting here and watching online

my name is Eric champ and I'm the father of four children who attend our district schools in my professional life I've long been involved with Youth Development work primarily in the social services field my work has taken me into public schools non-public schools private schools juvenile Halls Children's Service offices group homes community colleges trade certification schools and many four-year colleges and

universities my focus has always centered the belief that education is one of the greatest means towards economic and social stability and mobility in our community if we can educate our children well all of our children we can create paths toward High School graduation and post secondary education whether that be a trade Community College or Bachelor and Masters and Beyond our communities will

reap innumerable benefits unfortunately over the past year this board has been LED in a direction that seems to disregard any of that rather it is obsessed with political and culture wars that have had no benefit to our students here's the state of our district right now we are number one we are hemorrhaging funds tens of thousands of dollars is an

understatement probably closer to or exceeding $100,000 and it's rising all to pay lawyers in defense of a terribly crafted and thoughtless policy to force the outing of our transgender youth number two talk to anyone involved and they'll tell you negotiations with their teachers union are abysmal and disheartening furthering our Challenge and attracting Any teacher to work in

this District much less a high quality one you have plagued our district with open teaching positions with no plan for fixing it number three the behavior by a few of you up here during meetings is regularly discussed and talked about the Cavalier attitude is Unbecoming and inappropriate especially considering the challenges we Face these three issues should not be normalized nor accepted it

is not the way the vast majority of school boards across this region State and country are conducting themselves it is unfortunately the way this board has chosen to operate it doesn't have to continue and you should change course immediately there's too much good work that needs to be done for this to to continue here's the question how are we better off than

we were a year ago since you took your positions on the board last year how are we actually better off what have you contributed to this space and this board that has had an actual positive impact on the teachers and students of Chino Valley Unified that's a real question is this really how you imagine the past year would go

we need good governance and thoughtful strategy to ensure all kids are supporting their learning and achievements you need to hold each other accountable to turn things around Sarah Omari followed by Glory chiarelli followed by Scott Carter yeah so it's Sarah Omari um I've corrected that before um good evening board cabinet and Community California School Board Association csba deems January School

Board recognition month so in that vein I wish our good-hearted board members a happy recognition month and extend my appreciation for their service and commitment to community an especially big thank you to Mr bridge and Mr Monroe who put education and learning at the front and center of their personal and professional work all month csba has been sharing the great work and

dedication of the 5,000 plus Schoolboard members across California noting that Schoolboard members are the largest category of elected officials or or in other words politicians in the state I thought I'd take a few moments in public comment to close the learning Loop and share a little bit more about csba many of CVUSD board policies reference that any PR revisions to the policies are to

be updated based on recommendations by the csba they are one of the most helpful resources available to inform our board and Cabinet in fact just at the last board meeting on December 14th Miss Shaw confirmed in a direct question to Dr Enfield that her proposed revision to board policy 9100 was in fact recommended by csba I found out Dr

enfield's confirmation concerning after my research on the proposed policy which included everything short of directly asking an official representative of csba did not match his response so after the meeting I reached out to csba directly they shared quite quickly and thoroughly I might add quote csba publishes sample policies for districts that subscribe to its policy Services these sample policies are intended to be

reviewed and revised based on the needs and contexts of each district they are not model policies nor are they recommended by csba they are simply a helpful starting point for a district to use if it chooses to end quote more importantly that representative also shared that csba does not favor any of the sample policy options over one

another and also had sample policy language available regarding limited president terms of which mha you conveniently chose to not follow to reiterate csba has explicitly stated that they offer samples and not recommendations this leads me to wonder Dr Enfield were you lying in your confirmation or was your response just a display of ignorance Miss Shaw was your

proposed revision just another half-heartedly vetted policy to grasp onto control or a lack of knowledge since you self- selected out of csba training in favor of a political event that same weekend I look forward to either of you Dr Enfield or Miss Shaw addressing this misinformation in your communication tonight it's time we stop with the half truths thank you and again

happy School Board recognition month thank you glory chiarelli followed by Scott Carter followed by Amanda Swagger as Black History Month approaches and since diversity and Equity are the last things this this district has any interest in I feel the need to say something to non-black Educators with black children in the classroom specifically as it relates to Black History Month you all are amazing

Educators that is not what I'm referring to what I'm referring to is the unique issues related to being a black kid in the classroom during Black History Month first if you don't normally call on a black student during the year or you don't normally ask students about their experiences please do not start now doing this encourages your students to

only consider their um your other students to only consider the feelings of their black classmates during February as well as treating every black person they come across as a sort of Oracle for the black community and their experiences next and most importantly please do not focus on the traumatic aspects of American history as it relates to black people February is the

one time of the year to focus on black excellence and contributions for so long we have prioritized white guilt over black trauma but you Educators have a chance to change that George Washington Carver Madame CJ Walker Shirley chisel Medgar Everest thur Marshall Sojourner Truth James Baldwin Nat Turner and Charlotte eay are just a few names that went through

trauma but ended up as beacons of lasting Excellence oh and I have one last message for those who are sick of seeing me and are sick of hearing me make everything thing about race the Montgomery Bus Boycott took over a year over a year of walking for hours and hours instead of sitting in the back of a bus for 30 minutes if they could do

that you better believe I will be here to speak about race as often as I can and as long as I can so if you're sick of me making everything about race get used to it and do something about it they did over a year for me it's barely been 9 months thank you thank you scottt Carter followed by Amanda Swagger

followed by William gtho board I am here to implore you to come to the bargaining table in good faith I've been here I have been a teacher in this district for 26 years I have seen us in good fiscal times and bad the level of disgust amongst our constituents for uh the approach how you have been dealing with uh the bargaining

how low you are below the cost of living increase is completely disheartening I do not want to be standing on the street corner with this sign in the future thank you thank you Amanda Swagger followed by William G followed by Jessica s good evening Dr infield board members of the cabinet audience those out here and everywhere else first I apologize today

for my slight focal issues here speaking in front of the board um in a procedure this past weekend to help start the process of having my shoulder repaired after the incident at Chino High School um I managed to injure the inside of my mouth which makes it hard to speak unfortunately my students have to suffer the consequences of that but they

learn we laugh we have a good time in the classroom I do want to thank Mr John Miller for giving me the opportunity to testify and speak at the discipline hearing for the student which I will not mention here in this discussion I was honored to have the ability to see the process and act and even though I had a

missed part of my first date back for school it was great to see all those hardworking administrators who led to a final and a compassionate end to the drama that occurred there on the other side I don't quite understand why I keep hearing so much discussion about impath work stoppage strike and everything else the reality is I've been through this twice once

with the school district once outside of a school district I hate the idea that we have to make our student suffer because of these issues the reality is that we need to pay our teachers more not myself because I'm lucky I've been in this district for a long time we we do not pay our new teachers enough money

to survive in my freshman transition class I have the ability to talk about living wages and why it's important to not just graduate high school but get further education we talk about how much money is needed to survive in our world today and the reality is that our new teachers teat are on the edge of what is

considered a living wage many of them don't make enough money to pay for the high cost of rent food education expenses Etc in order to actually survive we need to pay our teachers more not a lot more but more than the 3% that our initial offer from the district has brought to us I don't know what the end

result is but come to the table avoid this nonsense about impass and strike and just give us the contract that our members deserve thank you for your time have a great evening thank you William gutho followed by Jessica s followed by Lisa G members so we're only a few weeks into the new year and we've already had

multiple reports of fights breaking out on our school district campuses just last month Chino police chief reported that juvenile arrests are up 20% from the previous year so I'm completely baffled as to why Board memb Shop would strip and deny not only Mr Monroe but those constituents that elected him to see him fill the role of president Mr

Moro is the one person sitting on that de with the career in enforcement and specifically as an SRO his knowledge and experience would be of great help to find a solution with this dire issue we all know that having a seat as a member of the board simply doesn't hold the same weight as the president who has the

ability to create policy we have our teachers at this moment that are still at the bargaining table negotiating for better pay and benefits these are the important issues that affect our students and teachers directly but Mrs Shaw is an interest interested in improving the lives of our students and teachers she's more interested in keeping power and holding our district

Hostage to culture wars our community deserves better and our children deserve better thank you Lisa G followed by river Han followed by Bill dances good evening it's been a month since we've been here and there have been so many Outrageous Acts and power grabs by this board majority that it warrants a recap first of all the last

board meeting on December 14th featured so many abuses of Power by board president Sonia Shaw it's hard to keep track first she pushed through a last minute change to bylaws that stole the presidency from Vice President John Monroe who was set to become president under the rotation policy the entire board voted to reinstate less than a year early

but Miss Shaw Andrew Cruz and James naw shamelessly circumvented the rules returning to the election system just so they could vote Miss Shaw in for a second term to continue to push the right-wing agenda this means the candidate elected in your trustee area may never be afforded the influence that Miss Shaw is now abusing if you didn't

vote for Miss Shaw or live in one of the other four trustee areas your vote is being silenced by this obvious power grab and you lied about the California School Board Association recommending this particular system which by the way they do not we verified that with them and it should also be noted that at the last meeting Miss Shaw criticized the

teachers union for not acting in good faith at the bargaining table this was completely inappropriate and unfair given that the that only the district's perspective was offered we are already losing substantial numbers of teachers to surrounding districts that pay more and have rational school boards this kind of malicious behavior by our board president during bargaining only erodes

trust and gives teachers one more reason to leave but that's not all last weekend Miss Shaw you used your Schoolboard position to speak at a rally in Fontana ranting to the crowd like an Evangelical preacher and eagerly posing for photos with a no Nazi sympathizer I say this for all your supporters out there when Nazis and proud boys are among your biggest

supporters you want to take a hard look at what you stand for thank you thank you River Han followed by the final speaker Bill [Applause] Danes okay good evening parents and attendees good evening school board members my name is River and I am a student at Chino Hills High School I also happen to be the best friend of one

of the many victims to sexual harassment and grooming the regarding victim and I have been through thick and thin with the situation I don't think there hasn't been a day where she hasn't thought of what he did and how it affected her some may think that a few comments and gestures aren't as significant as they seem but they are endless days of tears

and anger have plagued her entire Junior and Senior year no one should have to experience such discomfort in a place where safety is encouraged not a single student should have to worry about where to walk or which root to plan to avoid a teacher just to get to class and many students have may have similar instances where they can avoid a teacher maybe to

avoid comments about a test or homework but in this case it's about avoiding being sexually prayed upon by a teacher she must see every day every morning I look forward to seeing her and spending time with her even if it's just for a moment I don't think there is a single person I talk to at school more than her

we get lunch together and we laugh about moments we share now it's like I hardly see her you've enabled yourself to revoke the joy and excitement of a student by allowing a predator to walk the same grounds she doesn't feel safe she doesn't feel secure she's afraid of going to school members on the board have had the

opportunity to bring change to the situation however some of you have turned the Blind Eye This truly shows the amount of concern you have for your students I come before you to demand immediate change to not allow students teachers or situations like this to be within the school district people like her deserve justice and not abandonment furthermore sexual harassment being

belittled ignored and condoned within settings like a classroom should not be permitted teachers like him should not be allowed to walk freely thank you thank you Bill um my name is Uncle Bill to uh and he's here and when I heard about the situation that happened with her I just felt implored to come and speak I find it unbelievable that this

teacher who has has disrespected my knees here be given another chance to continue to be around children to teach in the in the classroom situation if the things that this guy did were to happen in the workplace I've been working since I was 16 years old that person would be fired immediately terminated done and yet you're willing to give them another

chance it's unbelievable you guys don't see the gravity of this um in addition it's my understanding that one of the administrators here when talking to my to kall's mom told her well what do you expect when you have a girl that dresses like that which is even more egregious it's unbelievable that somebody would even say something like that if if an

administrator a counselor a teacher finds a the the clothing that the student is wearing unacceptable than that they should be given a t-shirt they should be sent home to change clothes whatever it does does not give that person the right to sexually harass a young person it's just beyond the pale of what's going on additionally it's my understanding

this person is a specialist for teaching special needs children people if he's continued if he's allowed to continue to teach and he teaches special needs children who maybe aren't as strong as my niece Kindle here can you imagine the effect that it would be for a person who may not have the ability to stand up for themselves it's

just it goes it's out of my imagination What could happen God forbid that that should ever happen this person should not be allowed around children this people should not be an educator this people this person should not be allowed to teach our children and and that that's all I have to say thank you very much thank okay we're now on to item 1H changes and

deletions P are there any changes or deletions the following changes on the agenda item 3c1 page 4 strike the word expulsion and correct to read readmission thank you Pat and we're now on to the only action item item 2 A1 public notice and hearing regarding the district's initial bargain proposal to the associated te Chino teachers for a reopener to the

collective bargaining agreement effective July 1st 2024 it recommends that the Board of Education give public notice and conduct a public hearing regarding the district's initial bargaining proposal to the associated chin Chino teachers for a reopener of the collective bargaining agreement effective July 1st 2024 I now open the public hearing at 713 Pat are there any speakers Jim

Gallagher good evening board Dr Enfield uh staff and fellow residents uh I'm here tonight to encourage enage you to vote Yes to open this hearing um I believe in quality communities 7% of my tax bill goes to this school board goes to the school district and that's a big chunk quality communities are a product of quality educated residents which is a

product of quality educational institutions which is a product of quality instructors and mentors which is a product of quality pay and benefits um Sarah earlier mentioned some of the disparities between this school district and surrounding districts which I I found dismaying when I found this out a little more detail on that chaffy is almost $115,000 more for a starting

salary for teachers with Masters Ontario Montclair is 11,300 more Riverside is 14,200 more Corona is 15,28 more uh starting pay with Bachelors chaffy $7,500 more uh 13,500 for Ontario Monclair n nearly 19,000 for Riverside 19,1 182 for Corona finally ending salaries Sarah Sarah mentioned that as well I was impressed with that 33,400 more for Chae for ending salaries

12,000 more for onar on Clair I know these are just statistics but 21,500 for Riverside 23, 197 for Corona the point is I think it's time to reopen to take another hard look I'd like to see our teachers fairly represented in this community and paid uh they have the ability to to live here to work here and to participate more

fully I I know that we're losing faculty in this District at least that's what I'm hearing we want to attract quality Educators so thank you please reopen the hearing thank [Applause] you I now close the public hearing at 7:16 p.m. we're now on to consent P are there any speakers on consent items one speaker Sarah all right good evening once again um I'm

going to start off with a quote from an American writer and producer uh Dave Willis who's been quoted as saying quote your mistakes don't Define your character what you choose to do after the mistake makes all the difference end quote I share this quote to ask the board what they plan to do with the mistakes that continue to plague the

board meeting minutes I've spoken out about the poor minute taking at past meetings and once again have noticed a pattern of sloppiness that plagues the most recent December 14th board meeting minutes first regarding item 1b1 the minutes state that quote president Shaw reconvened the organizational meeting of the board of education at 6 PM with Bridge Cruz Monroe Na and Shaw present

end quote however a review of the meeting recording shows that Cruz is not present at the dis at this time does Cruz being in the back room playing dress up count as official business of the board and that's why his attendance is recorded as such or is this a mistake that needs correcting item 1 D1 Recaps the boy Republic wreath

presentation but fails to make mention of the board's acknowledgement of Carl Hampton's retirement an acknowledgement that included the preparation of a certificate ahead of the board meeting and a planned acknowledgement that fell outside the purview of the board agenda item was this part mistakenly left out or intentionally not included as this board has been called out for not

adhering to the publicly available agenda in the past on item 2d1 regarding the public hearing for ACT bargaining the minutes failed to Showcase that sh closed and had to reopen the public hearing as Miss Kaylor overlooked a turned public turned in public comment card was this a mistake or intentionally misrepresented to cover an inaptitude of those sitting around the dis one of the

most outrageous and objective mistakes that needs to be corrected unless this board and cabinet is okay with falsifying the events of a public meeting is found in item 3 A2 reev revision of bylaws of the board 9100 organization the minutes incorrectly depict that bridg androe abstained from this vote they did not this item was moved with a 320 vote with brid Monroe

clearly voting no you can review that around 2 hours and 5 minutes into the meeting recording the minute taker also conveniently left out the student vote for this item which also was a no again mistakes happen maybe not as frequently as we see on the board meeting minutes but they do what does it mean when the board member's character or as no refers

to as quote one's name when they continue to approve minutes that are sloppy and not accurately reflect the actual meetings of a public meeting does this mean they are bad faith actors I think so and it is why I ask that this item be pulled from the consent agenda and mistakes corrected before unconditional approval tonight thank you

explore their abilities strengths interest and talents as these traits relate to Career awareness and development whereas school counselors help parents focus on ways to further the educational person personal and social growth of their children whereas school counselors work with teachers and other Educators to help students explore their potential and set realistic goals for themselves whereas school counselors

seek to identify and utilize Community Resources that can enhance and complement comprehensive School counseling programs and help students become productive members of society and whereas comprehensive School excuse me comprehensive developmental School counseling programs are considered an integral part of the educational process that enables all students to achieve success in school now therefore be it resolved the Board of Education of the

Chino Valley Unified School District does hereby Proclaim February 9th 5th through 9th 2024 as National School counseling week thank you Mr Bridge um I'm also going to request that Dr Enfield in the future put these as action items because I know that you like to um make sure that they're out in public which I love so we'll go ahead and do that I I can

kind of see that's where we're going with this and then um we'll go ahead and take a vote on that one all in favor I I any opposed preferential yes thank you the motion passes with the vote of five to zero we'll now go on to item 3 C6 this is a resolution have a motion sorry so move can I have a second thank

you Mr Cruz go ahead Mr Bridge okay this is the resolution uh 2023 2432 recognizing February as Career and Technical Education Month and this is a little bit lengthy they I'll try and get through it as as quickly as possible um whereas the month of February has been designated Career and Technical Education Month by the Association for

Career and Technical education and whereas Career and Technical education help students form career goals and provides them with Pathways and opportunities to gain the academic Technical and employability skills necessary for True career Readiness and whereas leaders from business and industry Nationwide report increasing challenges related to addressing the skills Gap and connecting qualified professionals with available careers in

critical and growing CTE related fields including Health Care energy Advanced manufacturing and information technology and whereas Career and Technical education students experience meaningful real world solving real world problem solving and applications emerging Technologies and opportunities to interface with experts through business and industry Partnerships and whereas Career and Technical education is part of the backbone of Workforce and economic

development fostering productivity in business and industry and contributes to America's leadership in the globally competitive Marketplace and whereas Career and Technical education prepare students for fulfilling careers by offering integrated programs of study that link secondary and post-secondary education and lead to the entainment of Industry recognized credentials and whereas Career and Technical education offers IND individuals lifelong opportunities to learn new skills which

provide them with career choices and advancement opportunities and whereas Cooperative efforts between Career and Technical Educators business and industry stimulate growth and vitality in the local economy and whereas CTE programs of CH of Chino Valley Unified School District offers rigor relevance and relationships that engage students in career path preparation and options for employment industry recognized credentials and postsecondary education

now therefore be it resolved the board hereby finds determines and declares February 2024 as Career and Technical Education Month and urges residents to become familiar with the services and benefits offered by Career and Technical education programs thank you thank you Mr Bridge with that said can we take a vote all in favor I I any opposed preferential yes thank you the motion

passes with a vote of 5 to zero we're now on to information items Pat are there any requests to speak two requests to speak thank you the first speaker is Jim Gallagher followed by Bobby Omari hello again uh thank you uh board Dr Enfield staff fellow residents um I'm a little concerned about item 4 a uh I'm going to encourage

this board to vote no on it uh from what I can see this opens up the opportunity to avoid the RFP process uh whenever it that you choose to it also takes out language which indicates that reasonable price is a required consideration uh the combination of these two we think could allow the district to possibly hire a

controversial low competence Attorneys at unfavorable rates uh the RFP process of course helps keep you from doing that uh it also makes specific emphasis on seeking to work with other districts to pursue claims uh that's also something that can get a little testy I think at the very least it raises my concern regarding open and efficient go governance uh we like to

see transparency and so on some of the language that I noticed you were striking out is rfps in this and um I think I think it does uh weaken the process overall so thank you for hearing me thank you Bobby Omari good evening superintendent Enfield and school board members first I would like to say happy Schoolboard recognition month according to the csba

Schoolboard trustees provide critical accountability between School go our community and Aid in supporting Student Success by establishing their local educational agencies missions vision and policy priorities and benchmarks unfortunately there's a pattern of behavior in our school board where bylaws are being changed to circumvent accountability of the board itself and give absolute power to the school board and weakens accountability

between schools and our community at the last school board meeting we saw our Schoolboard president find a way to retain power instead of passing the torch to another trustee area board member by changing an organizational bylaw and sweeping it into the consent items today we find a change to board bylaw 9124 legal services in reading the proposed

language it's clear this board wants zero accountability of who to hire for legal services and what legal counsel is used for not to mention stripping away the superintendent's ability to individually quote perform other legal duties as assigned by the board unquote furthermore you will find the district's legal council can be used as ambulance chasers for anything the board aligns

itself with or disagrees on which language such as quote pursuing collaborative legal efforts with other districts as well as other government agencies as appropriate un quote Additionally the change in policy allows the board to appoint legal services and representation without a bidding process where they can also become employees of the district I'm concerned the school board will Cher pick legal counsel and

its positions instead of following a fair and equal process that is transparent given the previous attempts by this board to circumvent the bylaws in previous occasions these changes seek to undermine checks and balances any School Board needs instead it weaponizes our district and School Board to capitalize on culture wars political issues and other opportunities that push any political agenda this is a race to

the bottom one can argue Schoolboard m MERS are elected so the decision is made by voters I agree with this sentiment but the two but two things can be true we elect School Board officials to represent their Community who elected them and there should be oversight and guardrails on the school board itself to ensure proper governance these aren't

mutually exclusive ultimately this policy as we're in will have a long-term negative impact that will siphon taxpayer dollars away from the classroom into the hands of lawyers further perpetuating the disconnect between kids and education I ask our board to invest in the things that matter to parents students and our community such as hiring credential and qualified teachers providing better

wages to staff and faculty and supporting student achievement thank you thank [Applause] you okay board members do you have any questions go ahead Mr bridge in in looking over this I a couple of of questions and and was partly brought up here um but I I circled the word employee we're really going to think about um hiring uh

attorneys as employees of this District I uh I was just surprised to see that I I think that that could be a potentially a a problem I'll just let it go at that um also pursuing um I have a question about pursuing uh collaborative legal efforts with other districts I can see that but other government agencies uh it makes me

wonder where we're going with that uh as a as a question what what are we looking at bigger lawsuits uh the other problem on the page on page5 uh the word design and my I I wrote down who's design the board's designate the president of the board's designate U because we are eliminating the superintendent's designate it seems like and then U I

also heard the RFP question I I circled that um using my teacher skills I got a lot of red red marks on the pages um so I'm concerned about no RFP uh the the one that really caught my eye was uh an attorney representing the district shall be admitted to practice law in California mean we're not doing

that we're hiring out of state made me think of the of the one commercial on TV where the one firm and it's a fairly big accident firm but the guy who's named after it if you read the fine print at the bottom says he's not uh he can't practice or he can't participate because he's not legally U able to practice law

in California in other words he hasn't either applied to do that or something but it it's in the fine print at the bottom of the page it says he can't practice in California so I I was just surprised to see why why we have that in there as if we're not doing it now um so that just a couple of things I I'm not

very thrilled with the with the changes in this policy I would hope that we would take it back and retweet it before we bring it back for an action or just not bring it back at at all but uh I would not expect to see this at the next meeting unless it's been tweaked thank [Applause] you huh no it's not working maybe go ahead

you could just verbally tell me go ahead it's not working you can go so so I'll just I'll make a comment real quick I just was GNA ask Dr anfield if we can get more information on this maybe at a further date before we move forward I'm just curious what part of uh of the RFP wasn't working or why

we're changing the policy policy uh how the old policy wasn't meeting what we were doing so we can get maybe before bringing it forward we can get some answers as to why the changes yeah I can answer that right now the uh changes that are being brought forward are the we received communication from csba on their policy

and this was a change that they made and as part of what we do we review all the board policies and the typical practice of the district is we use the csba language um and then if the district wants to make any modifications to it they can but this was the recommendation from uh csba on this particular policy

and it was an update that was uh brought to us so we brought it forward as a recommendation to the board thank you for clarifying Dr anfield any other board members have any comments questions no he answered my question mine too we're now on Communications Mr Bridge I'll try and get through this uh very quickly first of all um I want to

wish everyone a Happy uh New Year of 2024 uh I too want to add congratulations to Kayla kman and uh for her outstanding uh work at that robotics that that is just uh terrific and to have that kind of uh uh award and that kind of competition was uh was tremendous to see from one of our students also congratulations again to

the yala high school uh counseling uh staff for their Golden Bell award uh and for their Road Show I was uh pleased to see that uh see them receive that award uh last month in San Francisco and it was just a tremendous honor now yala's got a tough thing to do are they going to go for three three in a row and I

wouldn't doubt that uh that that would happen um next uh and our student representative Klo you did mention it and I I want to uh second it that next Wednesday is the district science fair over at woodrest jior high I want to wish all the participants good luck I think it is just a tremendous honor for those students to to get to the district

science fair meaning they've won the competition at their or placed in the competitions at their school sites and so I want to wish them good luck and uh and those that will uh be awarded to go on to the county uh County competition um I uh since this is the beginning of 2024 I have a a New Year's

resolution that uh I I hope we can get both sides and we've saw examples of this that we can get both sides to get out their calendars get dates scheduled and get to the table has someone who has bargained a lot of contracts in this District I'm probably not the most experienced one in in this District as

far as bargaining but I've done it a lot and I know where it takes place to get the get the settlement and it takes place to the table so I'm I'm urging both sides to get their calendars out get dates scheduled hold to them and and get the discussions going and and get it get it settled uh that is my uh my New

Year's resolution for this for this District uh and then uh lastly those of you that heard that I was on on grandbaby watch uh I'm pleased to announce that uh uh my daughter Melanie and son-in-law James welcome welcomed baby girl the day after Christmas uh madis Madison Rose and so uh and we've had a chance to already uh already

see her because they live up in Northern California and uh just just terrific so uh everything is going good so far so thank you very much Mr na yes um yeah um we had a uh student speaker tonight uh and it concerned me because whole family was here so I'd like to have uh Dr anfield have our

staff member look into uh talking to our student and the family and see what is going on in that particular school and that classroom and and I like to know know that uh what could be helped um and thank you for the family to uh coming to our meeting to share your concern uh every single students and their well-beings are

important for our school district to our board so thank you for coming and sharing your your pain and and your concern thank you so I'd like to have our uh staff uh meeting with them and and and listen to them Dr infield yeah yes okay good and second um as I was walking to uh buana Vista Junior um bu Vista High School um

we're not doing the actual const construction but our sidewalk has been blocked uh through the fence and uh I understand that uh it'll be only a short time but I'd like to see um if we could maybe realign the fence or or plan something on the sidewalk where childrens could be walking on the sidewalk instead of on the street to

attend the school um it should be our number one priority uh is that our students being safe when they are attending school or going home and any day I could count between maybe 25 to 35 students would be walking on that Ramona Street so Dr Enfield could you please to share uh our concern with the construction company so we could move

that uh concern we'll look into that there's some there may be some city ordinance along with that so we have to check on that yeah so we'll do our best to do address that issue cuz these students are our students so thank you and um I'd like to thank uh there was a parent um last last year Mr Chu uh he came and

spoke at our board meeting and and we got to be very close friends because um we're all parents and just a couple weeks ago I got a text from him about his daughter uh attending Chino Hills High School and she was accepted to Stanford University in an early decision so congratulate to sopia Chu and and her hard work and more than that

I thank our excellent teacher teers who taught her uh sending her to Stanford University because the family was actually shooting and hoping for I guess yeah it was a puma University Puma College actually and maybe UCLA but she was able to now get the acceptance letter from Stanford University so kudos for all the teachers you have done job

well and I like to thank our teacher from Chino high school that yeah this is not about you it's about our studying teachers when you're barely making a rental payments and and a paying Foods on table as a studying teachers and and your salary this is a terrible thing and California supposed to be a golden state it's not a Golden State

anymore so yes thank you uh for choosing your profession in teaching and yes we have to do our best to to support especially our our studying teachers with compensation so that that you could have your own family that you could pay for your own cars you you could pay for your own place to live so um and and as uh Mr bries

said as in his resolution it would be my resolution to both our sides would sit down as soon as possible and and come with some good news for all of us thank you thank you Mr na Mr all right uh first I just want to congratulate those that received uh some uh Awards tonight and Kayla with her uh robotics team and I mean to me

that's that's just amazing and to compete in the age bracket that she did and to do so well it's phenomenal job um and the AA counselors we visited them months back when they were completing the write up for that they were talking about it on our visit and it's nice to see the other side with the well-deserved uh award and uh AA just

keeps moving forward it's it's great to see um I had the opportunity to uh to visit Chino Hills uh the week back to school and they had uh breaking barriers United come in and give a presentation and I thought it was fantastic I I haven't seen uh half of a high school and assembly fill the gym and uh be so attentive to a

presenter uh really went well it was um it was great to see and great to see them engage and learn uh different methods of how to avoid res or conflict resolution and and bullying and and the power of uh just being kind to one another um I think that's that's great I do want to make some comments on on some

things tonight I do want to address um well before I get into anything else there was uh a comment made uh Chief menson I know this gets back to him I ran into Chief Menon over the holidays I thanked him for his comments in the paper on the increase of of arrests in our schools because I knew it would come

back to us and people going and what's going on uh our schools have are so unsafe this is this is crazy um I do want to actually I'm going to flip that around on you there's a reason arrests are up is because we've better directed our services on campus to prevent this activity from occurring we have reallocated numbers of security guards

we have given direction to what to do on campus we've trained our staff with local law enforcement help we've increased our sro's both in Chino and Chino Hills the police officers have gotten better at following the the social media bullying the social media threats and finding the perpetrator of those there's several things to go into there and and really I'm encouraged that

this is there that there's actually somebody holding activity accountable um as much as we're not there to arrest these kids we're there to provide those that want to get an education with a safe environment to do that and we've taken every opportunity to do that including bringing in programs such as BBU to try to address these issues so we've really attacked

this on multiple fronts to try to increase the safety of our schools and part of that is going to be an increase in arrests so that honestly uh is is encouraging that that's happening um that we're that we're letting these kids know that this behavior on campus isn't going to be tolerated um I'm sure that that will

settle down years ago when I was an SRO I can tell you when I started I still have my old logs I want to say in one school year I arrested almost 200 kids okay different times the laws have changed a little bit but by my fourth year on campus the kids know that that behavior wasn't tolerated on campus and

that number went down to a quarter of that by that fourth year so that's part of the message and letting and letting them know what is acceptable on campus so that's that's being out there um one of the other things I want to address obviously over the last couple of months um I've got I've gotten a lot of

criticism from one group or another uh you know when you when you run for office a lot of people vote for you on the perception of what you are and they don't vote for you on the perception of what you are one of the things that I will do I have been doing and I will continue to

do is represent myself appropriately I will vote for what I think is best for this District I was elected um to try to bring this District together as an elected official that's my job is how do we move together as a community and find common ground that we can coexist and move forward with some acceptance of our

differences that being said I do have some votes that some of you don't agree with on either side I have never um avoided speaking with somebody about my votes about why I voted that way or about how I feel and I will talk to you just like this I don't get excited about it I don't uh yell and scream about it um

that's just that's not me um I'm here to to repres present what I think is best and to try to work with anybody that's willing to do so whether that means somebody that believes completely contrary to me or somebody that believes very similar to me um and on on on that you know truth is truth and truth is spoken on both

sides and if we start looking for that we can we can see that in both sides of the argument there are truth in both sides of the argument so um I just want to clear that and if you're somebody that doesn't like it I I did get a lot of emails over the last two months that uh said I was Voting

contrary to what I ran on um I don't see that I represented myself just as I am and I will continue to do it and uh at the end of the day I don't need to be a board member or a politician I'm much more than that if if if those of you that that don't like it

after the end of this three years don't vote me back until then I'll continue to do what I think is right and I'll continue to work with all of you to do that and if you want to talk to me all you have to do is make an appointment and we'll find a time to get together and sit down and

talk uh that's how things used to get done I don't go on social media I have very limited posts um I get a lot of information from other people that that's that about stuff and and you know that's just not me so um that being said I'll say I one of the things that I've learned over my

career is I'm a part of a board I answer for the board's decision whether I agree with them or not they're the board's decision and it's done and I move forward those are my marching orders so whether you agree with it or not I hope that you can at least respect that and you in any facet that you've

ever worked in that's that's really all that you were asked to do in in that capacity so I will will continue to do that and and support this board and represent it accordingly so um I look forward to the uh science fair and the Art Exhibit coming up next month um I do want to just give a quick shout out the

third coming up obviously you know I'm retired Chino PD Russ Miller 5K the first of February please come out and support the the money raised goes straight to the Russ Miller Foundation which goes directly back into our community so if you're looking for a great event little bit of exercise please come out the third and support the Russ Miller Foundation thank

you thank you Mr Monroe Mr Cruz you know Mr Monroe I do the 5K run and sometime sometimes I come fourth or fifth in my age I just love it I I I do all of them there's three or four of how many you run 5Ks I love I just and and Russ for run the the shirt last year was beautiful good

quality too um you know I'd like to um the father and um and the student that was here I think your I think we should um address um during you know maybe our Clos session and just um discuss about um is it Kendall is that and so maybe that's what we should do just hear it hear it during close session so we can

um we can hear you okay I can't hear all right okay Sonia let's let's do that and this here you have the Festival of Arts um Troy Ingram he creates these and um he does a fabulous fabulous job in doing this and preparing it it's very well done and he's such a good man I really he he's such an amazing person

and you know my daughter my daughter um she she got accepted to Kelsey s berino and we were so proud of her you know you know my my dad my grandfather you know he was a sheriff Cropper in sanon Texas and and my dad all the whole entire family none of them didn't go to college and my mother came illegally and so I

was the first to go to college and it it's so wonderful that my daughter got accepted Kelsey sandino so I'm really proud of her I think my my dad would be so proud of of of um so that's that's wonderful um yeah I I also agree with um Mr bridge I think it's time to you know negotiate and stop you know not

procrastinating because you know obviously we hear that the governor spared the school budget but that's not true districts are losing money and so you know get on the ball game and start rolling okay okay okay so I I visited some schools this week I had the opportunity to visit Orba Newman the classes in the main office had a wonderful atmosphere

filled with gratitude and positive the dedication of the principal vice principal clerks volunteer mothers they have a Peace Corp and and they're made up of mothers that volunteer their time or I think they make about two bucks an hour it's is it's fabulous and um evident that enriching the our children lives and nobody one class a lot of them

displaying wonderful artwork it's just it's so it's so wonderful to look at schools with with the teachers engaging with their kids and and everything displayed they they do such a great job all of them all of them that I've seen did amazing and there was one particular teach an autis autistic a teacher that teaches autism captured my attention because she

hadn't and Dr INF was with me um she had so much compassion and deep care for her child for her students literally it was like her children and I was just looking and just glazing that relationship that wonderness of of how much she loved her students hun Dr Enfield I mean it it was so awesome it was so deep it was so deep

also what is so cool is that Avid it starts at the elementary level and and what they start first is the organization how to organize their notes and so that that was so cool so you have you have second graders organizing their notebooks and dividers and it it just amazing another amazing thing was English learning how learning words

letters they use sign language to teach it to to teach kids so they're using the sign language kids are are vocalizing all sorts of stuff you know all this I was reflecting the love that we have for our students and um this is for for for all of you out there that are watching CU because let me I say one thing and that

is I've had a couple of people like came to me and told me you know Mr Cruz I watch you you know and that really matters a lot to me that there is people that are making a difference so I share this with you okay you know for the past week we've been hearing disease X is being

predicted don't worry we're making counter measures we have a vaccine the D dcsx will have a kill rate 20 times that of Co but it's not unknown at the moment however co9 vaccine government is not you know it's safe and effective so something's coming on up and what I want I want I want to just read you February 15

2017 ior meum it said enigmatic multif fasinated wonder drug continues to surprise and exceed expectations Ivor mum that they made a big issue about pay attention to this do your research so when this thing does come just maybe ium may be the Cure so um thank you and I'm so happy being here I'm so happy seeing each and

every one of you so you have a good happy New Year so keep on rolling yeah thank you Mr Cruz Dr Anil I have just uh two announcements on Monday January 22nd uh the K12 uh quality survey opens and uh it's just a reminder for parents for staff and for students to take that survey it provides a lot of data and information

for the school sites that go into their school plan so uh just a reminder and that will be open uh to February I think February 23rd and then on Tuesday January 23rd we have a parent information form at 6:30 p.m. at Don Lugo put on by the Chino Police Department uh again parents if you haven't attended one I would encourage

you to attend they provide a lot of information a lot of scenarios uh and information to parents uh to help support your kids uh and I would encourage everybody to attend that that has not um our our our police departments do a great job in that uh presentation and that's all my announcements tonight thank you Dr Enfield I guess that leaves it up to me

I just want to have one clarifying question I know before we left for break we were supposed to schedule another um negotiation time with act has that been done no at this point there there's nothing scheduled are we waiting for a date from them we're we're waiting yeah but um we'll be making contact okay thank you um and as far as Kendall you

know my heart's always with you ever since I met you I don't know four years ago three years ago um I'm so proud of you and you are strong I will be there for you personally whatever you need you know have me if it means coming and sitting with you at lunch or in my spare time coming and walking with you

whatever you need you know you can always reach me um I would never wish this upon anybody and I hold you hold you dear and near and I'll do everything I can in my ability to make sure that you're safe and I have asked questions and made sure that you know the right safety things were put in um place to

make sure you don't have to endure anything like that so without getting too emotional on the the Das I love you you're a beautiful young lady and you have many people um working to make sure you're safe in the other stud students are safe um as far as everything else let's let's see we have um I did get to

attend a few plc's with Dr Enfield we were able to stop by and see I absolutely love when we get to go down there just to see uh you know the team at work and making sure that everybody's on the same page um I know that some of our board members have been in classrooms it's one of my favorite times

and the I can statements and the central standards um I know coming in when I first um spoke to Dr enfeld I'm like what is it that you would like the board to support you with that you need support and I know that was a big huge thing is making sure his team was supported to do what they thought was

the best to get our kids to the next level and I I just love seeing it in action and there's certain things that when you're in certain classrooms we get to see it just right there happening with the engagement um the teacher doing such a wonderful job I do want to make it very clear there's I want to say

every single board member I've heard love our teachers we respect we care we we honor them with all of our hearts um any other narrative that may I see floating around social media it breaks my heart because that is not true my kids wouldn't be here if I didn't love our teachers I wouldn't have been in the

classroom all those years if I didn't love our teachers um so I just hope that we can all work together as a team and get past any anything that is keeping us from making sure the teachers and and the staff are are a team that's what we said in the beginning and I really truly hope that we can get to that point um on

January 5th was able to visit cattle and then zoom over to Chino Hills High and um stand there with Mr Monroe and we got to see Tilman in action Tillman is somebody John and I have worked really hard to get him into our schools because he was a SRO and he just man if you guys ever find out he's at one of your

schools I really encourage that you go during that assembly he really knows how to engage um our youth but I will say it's probably because of all the years that he's been with our youth and um in both aspects in our schools and you know as as a police officer so we're really excited to have see him start to come to

more schools and just I I was there and a student was trying to ditch right and he and the security guards was telling him no you got to go listen and then he's like but who is this and I'm like oh Tillman my friend come with me and then he goes I don't know Tillman and I'm like no no no come on let's go let's

go and so he went in there and then I remember at the end I I saw him you know sit back there and at first he was just like laughing when Tilman would make some jokes and at the end I saw him get out of his seat and he walked directly because I said I'm going to I'm going to

make sure you meet my friend I didn't even have to intervene in that I saw him walking directly over to tman this is a kid who was trying to ditch the assembly and he goes over to tman and they start having a full-on conversation and to me that's just testimony on engagement with our with our students and how exciting

it is to bring these kinds of speakers and programs into our school and how beneficial um they are to our students um it's something near and dear to our hearts I know even with um most of you have seen that our expulsions you know hit the roof because we the new board majority focused on making sure our kids

were safe and we sent the message if you do um the crime you're going to pay you know the consequences and it sucks and it's unfortunate but you also have to ensure the safety of all students but with that said we continue to look for opportunities to support our programs to make sure they have the tools and make

sure they have the mentorship and I know even today talking with Stephanie giving her a book talk when you're going and visiting other um School sites there is so much I wish we can just dump and tell you that we're working on because beautiful things are happening to make sure our kids have the support and the encouragement needed to make sure every

child's successful and we meet them where they're at um I was uh um I don't know if any of you know but I am also serving on the Roop Commissioners meeting um kind of wanted to hand the Baton to my partners over here but I do love it I just want them to be part of it too because it is fun um and um I was

able to do that and that is a a huge benefit for our kids if you guys have a student that you know and it's your student and you know or teachers are listening you know that they're not headed and they don't want to go to a university we have programs free and available to them that some of them may

not know I know our Career Centers do a wonderful job at getting the information out but there's always those students that may have not known about the programs our Roop um program are we have a partnership with four well there's four districts that sit on it and we're one of them with baly view it's an absolute phenomenal U program so I

really recommend maybe letting your students know letting your um children know that we have that available because like I said not all students want to go to a university some of them want to get into trades and other things and that is totally free and if you do it after it's a very expensive program so I really

encourage our students to take advantage of those programs um we were able to visit Eagle Canyon together um a few days ago and man I love visiting because there's so much energy on that that campus um it was fun exciting and we always get these little tiny Swag Bags with um treats which is always fun because you're usually hungry by the end

of your site visits um but other than that I think that's what I have been doing um I do want to say something I'm a mother and there's some really nasty disgusting vile claims by some of you speakers I really want you to think long and hard if you don't have solid proof I would be really careful because what

you're saying is putting my children in danger by associating me with hate groups and I I think it's really unfortunate that you know we have politically motivated hate groups that come after me and Associate me with the nasty things but they don't even look at what their lies will do to another student I have kids and I would never

associate I've already denounced anti-Semitism I don't need to get into the weeds with people who make false claims about me I won't do that I won't bend a knee to hate groups I won't I mean these same hate groups say they're about public education yet they post people by the way what I do on the weekend in my free time I'm glad that

you follow me and you videotape me but that is my choice I'm not I'm doing that during my time and remember I'm not an employee of the district I am a person fighting for something that's why I'm here that's why people voted me in and just like Monroe said I believe Jesus would pull me out of the seat if he

doesn't want me to be here because I'm not afraid of losing this seit I never wanted to be in this seat to begin with I wanted the people here to do the job and just like he said we're all voted in by people vote me out I'm not afraid of losing this position never ever but I do

want to show you guys something I was at I I will clarify some things because I think what they say can be very dangerous to my family um I also have those same people who have connections to antifa reporters who have posted my address and have previously declared war on me and use all forces possible in their words and post my address and I

think that is very vile when you go to say that I'm associated with Nazis um but yeah I I think it's it's absolutely vile you want me to um denounce people I don't even know I'm at meetings I'm at events people come up to me and take a picture you guys I have a picture with Nancy Pelosi and she was smiling and

told me how beautiful I was and how much she loved my seat my um suit does that mean that she is everything you call me absolutely not we were at an event and we took a picture together for you to associate me with somebody who you claim is somebody else that I don't know is absolutely vile and dangerous to my

family and my children and I am in this to support all children but let's just go back to a local group that claims that they support education we were praying over somebody on stage when we pray we do this towards the stage because it's a belief that we have as Christians I really believe the attack here is on Christianity which I will not

denounce my faith I've said that before I love Jesus and that's not going to go away that's who I am and you know what's beautiful is I work amongst parents who do not have the same faith and we respect each other if I ever told my other friend who is seek that she can never say the word her God's name in my

presence can you imagine how hateful and gross that is like we respect and love each other but let's go back to this picture we're all praying there's a group of people praying over this person because that's what we do and then when we pray is let me let me educate some of you may who may not have walked into a

church on Sunday you may get another picture like this because people do this when we are praying to Jesus right so here you have a bunch of people praying and I was in attendance and this is floating around social media tagging me tagging others and saying that I'm associating myself with Nazis vile disgusting gross a lot of you like to

claim I'm on a national um what is it called media tour I've also denounced anti-Semitism there so go find it because you find every other video I'm at so I will say that here just to clarify things because I hope it stops if you care about other people's family and other children's safety but again I'm not going to engage with politically

motivated hate groups anymore I will not bend a knee to you and I will not submit to any of the things that you're asking me to so please remember that um but I also want to now get back to really quickly on safety I know a lot of you have some concerns but I did write something out because I had answered a

parent um recently and it actually got me thinking about all the great things that we did this last year as a board because that's what happens usually you work with one other board member because of the brown act possible violation and then when you bring It Forward like John had said the board moves forward as a group they support it or they don't and

if they do then we have a team that makes sure they Implement things um when we came in one of the things that I said was safety it it was a thing that was all of us were concerned about another thing was how can we get teachers to a position a pay that would be competitive with the community now that is a because

we've had a long history of not being there it's going to take a long time but the board does have a heart to make sure that that happens it's just a process because of where we've had it before um but I will read this to you just so it's on record because there is a lot of things that we do besides um what people

like to follow me when I do stuff in my own personal time but the board voted on a security formula to enhance security at each campus upon my arrival I discovered it IM balance with four security guards per campus regardless of the student population collap cting with John a retired cop and SRO let me remind you all board members are allowed to

bring forward policy and they like I've seen every single one of them contribute to things in the past which I think is beautiful but collaborating with him our principles we met with principles with our safety team with the guys and the women on the campus you know that are that are dealing with it firsthand we didn't just throw something out there

and then working with our superintendent and making sure we had the funds to do it we ensured a tail tailored approach based on student numbers no longer was it a 444 it's like okay collaborating with them how many students do they think per security guard considering what's going on would be a safe number and let's start there if we have to

adjust we can that's the beautiful part of working as a team um with that we're working closely with our superintendent all of us as we aimed to support staff and hold students accountable for their actions navigating state level challenges you've all seen it you've all seen um you know even teachers are frustrated right now with some of the

things coming down and not being able to discipline in times of need of discipline but we're doing everything we can regardless of those challenges to hold responsible but also put in place things and tools that these kids would have to be able to succeed it breaks my heart when you have a student Who's acting out because we know when we when

the students act out they need something so uh that's the first thing you do is you go to where the problem is and you ask what's working what's not and that's exactly what I've seen every single one of them do and and I I'm grateful we have a great team like that um we bought we brought in programs speakers

specifically speaking on bullying suicide and the power of a community we have gotten better at tracking down and finding people and making arrest like John said which of course I appreciate everything he said when we got hate comments on um you know uh what what our chief said I first went to John like hey why did he throw us under the bus like

that sucks but then listening to an officer's perspective and understanding behind the scenes what's going on it gave me a whole different view on it and and I appreciated it um and also he needs the support of us we need the support of him we've been working great as a team with our with our department and I appreciate those relationships but

this all happens when law enforcement and um our school district is collaborating together we will not stop we will continue to work together and I know we are open to comments and suggestions with the community I know um Mr Gallagher you and I used to sit in that audience and we used to share the same things about concerns trust me we

are working on it and if you guys have anything I always recommend emailing the board I will not engage on everything on social media so please go and email the board if you have an actual District concern um but with that said I think that's all I have and I will end the regular Board of Education
