here tonight of entrusting me as being the principal of Doris Dixon Elementary School um I just wanted to share a moment that my grandparents migrated to Chino um in the 40s as Dairy Farmer so I was born and raised here in Chino my entire life milking cows and I feel blessed that over the last 24 years to
serve as a teacher and as administrator I get to continue to serve our community so um tonight I'm honored again and very excited to now be a Dixon star so have a great night thank you does does the board members have any comments sometimes before I know well I'll say something because I know on behalf of the board we were very very
excited although we didn't want to take you from your current position because you make such a rockstar team over there we know that Dixon is very blessed to have you and being Dixon was my first um school I attended here at Chino Valley so it holds a special place in my heart and I know that you're just going to um
bring it to the next level so thank you for for all that you do okay so now we have the Pledge of Allegiance and I asked a student from Aela one of our um students that are being honored tonight to please lead us in the pledge and that's Jose hi so please stand put your right hand over
your heart ready begin I algi to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you [Music] Jose okay on to this evening's recognition let's welcome our special guest Mr trost and the aella high school band can you please meet me at the
podium thank you for joining us tonight um quite honestly one of the most talented group of performers that I have ever had the pleasure of seeing and hearing Mr TR can you please share with us the amazing things your talent um talented students have recently accomplished putting you on the on the spot thank you for having us uh uh
school board members and Dr Enfield and cabinet um this last fall we uh competed our marching band season we uh did the bands of America Southern California regional and that is considered like bands of America is like you can't get any higher level than bands of America in our marching band world it's like the highest level of comp competitive in the
marching arts in the country and they're the ones that host the grand national championships in Indianapolis every year which aala has been there uh last time was 2019 and we did make top 12 in the country and um this Regional was in SoCal um in in Riverside area and we did win that Regional um against all the
other a lot of major schools in Southern California so that's a huge deal um and it goes Nationwide so we are so excited to uh come back to bands of America this year because it's they they haven't had a regional here in the last couple years so now it it came back winning that Regional and then then we competed in
the division 6A uh championships and we did win 6A division championships this year and so we are so just the kids are amazing they sacrificed their whole summer pretty much to be in this program uh we start band camps usually in first week of June last week of June and the last two weeks of July so if you add
that all up that's half their summer so you know them and their parents we have I would say at aala we have the hardest working parents like around these parents are at school all the time pushing equipment helping the kids doing whatever we are so grateful a all to have the booster program that we have and of course the hardworking students
and it definitely pays off with hard work um but it's not over yet we have a lot even in this future within the next couple months our Orchestra is playing in Carnegie Hall next month so we're going to New York our Jazz band's going to Orlando Florida next month and then in April our color guard and our
percussion are going to World Championships in Dayton Ohio which as you know last year our percussion won the World Championship so we're defending our title this year again so hopefully that um will happen again this year and our Color Guard going back to Dayton Ohio so we have a lot lot to do so hopefully we can come back and uh let
you know some more accomplishments hopefully for our program in Chino Valley Unified School District because when we go out there we do not only represent a high school we're representing this District Chino Valley Unified so we're very proud and we always appreciate the support from you know this the district our Administration our parents everybody around so we thank you so much for
having us here and and and um recognizing the students tonight thank [Music] [Applause] you I will definitely make a special trip with each of your indiv individualized and he'll work with me on a date and we'll get them to you but in the meantime can you please um come over here and the board would love to take a
picture with you [Music] guys now I know put in if we can push you guys back a little soent thank you thank you than you you nice to meet you guys thank you you put I know com for title know I have Huskies at home I am did the board want to make any comments Mr trust you know it's tro oh tro I've been
saying it forever too he ANS you know when it comes to music come to the it is so I'm telling you it is so profound of the performance year after year after year I know you brought up parents you brought up students but what is the key I mean if people outside want to know the the consistency of Ayala what
is the the key that's pushing this because it's always successful Beyond success having support for one thing as well as you know tell the kids if you have a great work ethic and a positive attitude oh that goes a long long long way and that definitely approved this this past fall oh yeah and just having hiring we have a great staff our coaches
are world class we have probably some of the best coaches in the nation and they work really great with the students and just having that that team support you know with from coaches from top down it all makes a big difference if you don't have that it's just you don't go very far so all those elements added together
equals the success oh yeah well done fantastic thank youant Mr go ahead Mr I have a comment uh when you started the program I knew you were a young man it's been years back but you have that uh passion to build the program you know such a magnitude it really paid off for many many years and it's such an
accomplishment when I hear from a a parent uh she just told me how grateful she is of your leadership and your support for our uh students there so thank you again for your sacrifice and your servitude for the multitude you really have done a tremendous job in raising our children being a good partner with our parents so
thank you so much thank you thank you and may I have a student who did a pledge up to the podium and could you please explain uh your future goal as terms of going to college and your major and and how this program helped you uh to achieve uh your goals in the future yeah so I think that being
in marchie band especially helped me develop that uh that goal to work hard all the time and to be positive no matter the conditions or what I'm doing so that it really helped me develop that ability to persevere and to do anything that I really feel that I need to no matter how difficult it may be so I've
been I've been really uh shooting for the stars I guess I'm trying to get into the top colleges in California like UCLA calpoly slow and I think that this ambition it was helped it was uh it was helped fostered by this program and just the amazing people here I think that even though marching man like it's really hard to balance band with
extracurriculars clubs and and homework and all that stuff I think it was really worth it because it helped me apply myself early on and to learn that no matter the situation like I always have to apply to myself apply myself to be the best I can be so I think that I'm really grateful to this program the
friends I made lifelong friends the directors our director Mr TR M Martinez and just everybody for helping me become the um person I am today yeah good job awesome thank you yeah there's nothing on this planet that would make me happier than watching you guys to grow our future generation to grow and become successful generation even better than our own and
so thank you for being a great students and and really giving us a hope for the future for this state so thank you so much and may I have uh parents please stand up again behind the great students we have a great parents thank you just give them a big round of applause thank you so much thank you AA
parents thank you thank you Mr Bridge thank you as a retired AA High School social science teacher I just want to say congratulations and how proud I am of of what you've done and what you've accomplished and and and I know how hard you've worked over the summer because as I drive down Payton during the the summer I can hear you and and practicing
and and it's just a joy to hear hear the music how and to see how hard you've worked and uh I want to wish you the best in your upcoming uh of competitions I know you'll do well and just uh just thank you for the great job that you do so thank you yes thank you guys and I know you have a
lot of homework and practicing and everything else so please feel free to leave you may stay but if you would like to right now is the best time um to leave I know you guys have a busy schedule but thank you so much for coming and thank you for all that you guys do we're very proud of each and
every one of you and I can't wait to hear some updates on your next competitions thank you thank [Applause] you good job good kids thank you for speaking next up is the lcap midyear monitoring report from Dr Flores good evening president Shaw members of the board superintendent Enfield cabinet and Community I am honored to provide a report to the board
this evening on the local control and accountability plan also known as the elcap I feel honored to be in this role to be able to share the progress on actions that our entire organization has contributed to and committed to and for being able to share the vision that our board has supported as we've created actions and goals that have served to
help move our children forward toward success so while this is not our final lcap presentation for the Year this is a midyear report it's is a dipstick in time and it'll let us take a look at available data sets as well as our progress on implementing the actions contained in our lcap I want to give us a brief overview
and remind us of our lcap goals our existing lcap consists of four arching overarching goals that are highlighted inv below each of those goals you will find the eight date priorities that guide the work aligned with these goals we are going to be discussing the 67 distinct actions and 22 metrics that are aimed at supporting the success of
schools at this time in the year we do not have final data for all results but we will be sharing what we have available at this time and following up later on in the year as we finish with our lcap annual update and move to a new elcat cycle our first goal is that all students are provided a high quality
teaching and learning environment the metrics for goal one are local metrics and are reported tonight as met partially met or in progress there are eight annual measurable outcomes that we use to evaluate our progress and we have met the desired outcome for three of those items I'll tell you a little bit about those items now based on our own internal measures
we reporting 100% teacher assignment with correct credentialing we also have 100% of our facilities meeting meeting good or higher rating on our facilities inspection tool we also have standards aligned materials as reported during the beginning of the school year through board action we are in progress as always on our technology refresh as our technology Team Works to refresh devices at grade
at Select Grade levels every single year and that's usually accomplished around March for purchases for the implementation of state adopted standards that is a self-reflection process that is still in progress for our essential standards assessment we are partially met for our enrollment and program course of study we're also partially met and our technology survey is pending for this
later this year here we'll find the first 10 actions associated with lcap Goal one our human resource department will be spending the springtime going to additional job fairs to recruit the most highly qualified employees possible you'll see that the First Column are actions followed by how much money we put in availability for that action the next column indicates how
much we have spent at Mid year and the last column details our implementation so you'll see we are fully implemented with recruitment fairs and purchasing supplemental instructional materials for our students with special needs are partially implemented as we will be continuing those purchases and completing those job fairs as the year goes through I want to give a special note to
item eight which is student enrollment in all required areas of study it does have a zero dollar but that is because it is existing staff that does those actions so that is why there's not a cost additional cost Associated following our actions for goal one we have our CTE program fully implemented our staffing for our preschool inclusion program at fully
implemented and maintaining our technology refresh program is in progress and currently parti implemented our deferred maintenance program is being used to good effect throughout our district to maintain our facilities and our Roop program um is fully implemented next I'd like to go over goal two which states that students parents families and staff are connected and engag their school to ensure Student
Success we are currently in progress with anticipation to deliver the California healthy kids survey to select eligible students in grades 5 7 9 and 11 in March our graduation rate is currently increasing but we did not meet our Target but we are steadily increasing and we are anticipating increases this year as well for our yearend attendance is an
area that the whole nation is still struggling with and we have rigorous expectations and we are increasing year-over-year and we are currently at 93% for the close of last school year chronic absenteeism is also an area that continues to persist as difficult to move but we've seen significant progress with a decrease of 6.5% year-over-year our suspension rate was not met um but
we are seeing progress on supporting our schools and that will be an area of focus for us along with expulsions we are partially met for dropout rate with meeting the junior high at 0% and we are working towards improving our high school outcomes our parent engagement School quality survey is literally happening now we encourage you to check your
emails and participate as community members families students and staff our state reflection tool for parent engagement is also in progress for this school year here are the first nine actions associated with Goal two you will see that we do not have a cost yet for the California healthy kids survey as we pay after it is administered we have it planned so it's
partially implemented I'd also like you to take a look at number six and that is partially implemented um and we use that res Source mainly during summer to provide Credit Recovery opportunities the next eight items are Saturday school which is partially implemented and we are looking to expand those opportunities for our students we also have additional staff
available at our Community Day School to maintain small class sizes and Staffing to allow those personal connections items 19 through 26 include our safe schools program and our brief Academy and we are fully implemented on all actions goal number three is that all students are prepared for College and Career beyond graduation and two of our items are partially met we are proud
that our AP data shows that we are met with an achievement of 71% of students taking the test in having a score of three more our College and Career indicator is partially met and currently our e our lpac data and reclassification are not met for the prior year we are currently still in the middle of essential standards
assessments um and we are expecting increases as we have seen in the past and just a little more insight into our College and Career we have going from left to right the table showcases key metrics in our College and Career report notably all four metrics increased from the previous year and just to toot our own horn just a little
bit we're repeating that data so that we can compare CV USD to the county and the state so not all not only are we increasing year-over-year in our performance but we're also outpacing the performance of both the county and state for our cohort graduation rate our students meeting the rigorous a through G requirements achieving state seal of
biliteracy and the golden state seal of Merit okay for our lcap goal three we are focusing on multi-tiered systems of support and you will see College nights at the junior high and high school as partially implemented along with a through G promotion through college alignment and training those are still things we are currently working on this year as we help to support all of our
students so lcap goal three continues we offer college credit courses this is fully implemented we have alternative education agreements to support our students so there is zero cost to us in the current year we are partially implemented on subsidizing AP fees for our students in need along with course offerings and those assessments will take place later this
year we also have a planned implementation for monitoring revising Master schedules to ensure English Learners are provided full access to the curriculum we currently are in the process of increasing our AP program so that is considered partially implemented our last goal is students at targeted schools for Buena Vista and boy Republic they are prepared for College and Career beyond graduation through a
clear system of support So specifically to buav Vista and boy Republic we are not met on met or exceeded cast but we've seen improvement from the Baseline the graduation rate is considered partially met and there's a great deal to celebrate with buav Vista exceeding the goal coming in at 97% graduation rate and boy Republic more than doubled their outcomes from the
Baseline to sit at 51.5% graduation rate suspensions remain an area of focus but we have seen Improvement but with boy Republic reducing suspensions by half and buav vissa reducing their suspensions by nearly 1% since the Baseline we are celebrating that buen a Vista this year has exited comprehensive School Improvement and boy Republic is exempt from this category this year due
to their less than 100 student enrollment so that is exciting so you will see the supports for these schools continuing but this action um these actions will U be removed from the lcap in it with that funding source these are the actions under lcap go 4 we maintain boy Republic and the addition Staffing needed to make that
program a success we provide resources for the buen Vista infant and toddler Center so that all students can have access to child care when they are a student and parent we also have additional staff available for uh student connectedness where we increase the student the teachers available we also have a pilot program on trauma informed practices that we are
piloting to see if it can be successful with our students we also have community and college awareness events and much of that will be happening this spring through our secondary Department we also offer career explor exploration and at this point um on item number seven we are currently on pause and not implementing this began as a partnership with San bero county
superintendent schools two years ago uh to provide mentorship to our foster Youth and we are continuing to work with the county on that process that concludes our update on goal four and our report to the board thank you Dr Flores we appreciate you thank you um board do you have any comments or questions you can use the
light system if not yes yeah you do go you know thank you Dr Flores you you know what's really exciting you know one of the examples that we know you know teacher staff School site administrator School site administrators that really care about our children and want our children to to succeed I found out that Chino Valley is recognized as a
model PLC District Two school districts within California and one out of 37 in international which is really amazing because it it shows the love for our children those are examples and on top of that you know we recognize this we received this letter and this letter came from go public and nonpublic and this is what it states I
hope this is I hope this note finds you well I'm writing to wish you congratulations on your Dred results on 2023 California school dashboard recently we released a guide to the California school dashboard and your district is featured in one of our Spotlight on districts for showing strong results or growth on the one of the key metrics specifically Chino
Valley UniFi had one of the biggest increase in ela results compared to other large districts in the state is there is there anything specific that your District focused on last year to achieve these results we love to learn from what you are doing that is that is so profound it's awesome because this is the result of everybody coming together and it shows
the love of our children and here it is and and I good job thank you for all of us [Applause] fantastic and Mr no [Music] um going to item four um especially right now our uh our youths are facing uh tremendous pressure on uh School tuitions talking about the college tuitions and the cost of uh educations uh going through the
roof and I think if there's uh any way that we could provide opportunity for students to take more college classes especially on their Junior and senior years so that they could have a real savings um and I know many teachers are really helping our students thank you for that for our teachers I know that uh you have encouraged our students to
never give up on their achieving their future goals in higher education and really encourage them um but as a district if we were looking into bringing more classes and uh if we could push our students a little bit more through encouragements or or maybe uh whatever we could do have them be exposed so at least they'll take one uh
credited college courses before the graduation of a high school and more than likely um they all become a college students as soon as they graduate from high school and I think without higher education it's going to be even tougher in their uh sense of age uh to compete with Ever Changing uh economy like today we're facing so I think it's very
important that we look at Beyond K12 um but if we could bring those opportunities more close to our uh Juniors and seniors in high school and really have them take uh Head Start uh compared to other students from other districts will be really really helpful to our students and and their parents thank you so much thank you for that
information okay thank you Mr n thank you Dr FL I forgot something you know I wanted to say one thing because I forgot to say this these two events are not connected but what what the op public stated was because of the PLC that made it achieve and what is PLC is the standard Essentials that you guys have
been pushing all these years thank you good job thank you thank you Dr Flores thank you we appreciate you thank you thank [Applause] you we are now on to comments from our student rep Chloe good evening board president Sha members of the board superintendent Enfield and distinguished guests congratulations to aa's women's soccer for making it to the CIF
semifinals be sure to support them at their game this Saturday against Quartz Hill um congrats to Don lugo's women's soccer for advancing to the quarterfinal stage and congrats to Chino and Chino Hills for making it to the second round of CIA uh congratulations to aala debate for participating in the Congressional state qualifiers tournament uh Chino Hills ASB is planning their staff versus
seniors basketball game on February 23rd at 600 p.m. so be sure to attend and support Chino Hills High School the teen Advisory Board of Chino Hills is holding their first event a hygiene drive to support the Chino Valley Unified School District Community Care closet donations will be collected on on March 9th from 9:00 a.m. to 3:00 p.m. at the Chino
Hills Community Center so I encourage you all to come and support and thank you again to all of our Educators for your continued support and constant dedication to your students I wanted to express my GR gratitude for the Educators that continue to sacrifice their time and effort for their students despite the wages that they are being paid your hard work does not go
unnoticed and your students stand with you thank [Applause] you thank you Chloe we're now up to comments from the employee Representatives do we have a representative for hello I'm Steven Fraser the organizing chair from Associated Chino teachers our president Renda Walker is able to be here tonight Brenda is always here so you know if she could be here she
certainly would she wants me to extend thanks to all the support um to support Chino Valley Educators that we're receiving from our community and the solidarity that AC members are showing by being here tonight I'm here to ask this board to take negotiations seriously and direct its bargaining team to reach a fair settlement with their employees we've been at the bargain
table since April and there's been almost no movement from the district on critical issues facing Chino valy unified the district had to hire 100 positions in the fall there are still 21 vacancies the district is non- reelecting Teachers Tonight meaning that those teachers the district is Letting Go are creating additional vacancies on top of the existing 21 so there will be
at this moment at least 40 vacancies in the fall that we know about other employees are considering their options to leave the district and we don't know how many that will turn out to be it's almost as if you're trying to drive them away with a lowball offer in terms of salary the district has the money to
compensate its teachers its nurses speech and language Pathologists and counselors fairly but for some unfathomable reason so far you are refusing to do so are proposals regarding improvements and additional resources to special education programs and the students they serve are rejected without explanation the district has zero interest in making any improvements and no counter proposals they simply return our proposals with
the response status quo well status quo is in good enough for ACT um status quo isn't good enough for act it is not in the best interest of special education students and their families the things we're asking for smaller class sizes more time to work on IEPs better compensation for psychologists and counselors so that we can attract and retain quality special
education Personnel all of these benefit students who face some of the most severe learning challenges yet the district rejects these proposals with no explanation status quo apparently there's no concern for these kids or their teachers or other professionals who staff these programs it doesn't have to be this way we know the district has the resources to meet our proposals we know the
community supports fully staffed classrooms that are led by caring teachers nurs nurses speech and language Pathologists and counselors who want to come to Chino valy unified and they want to stay here once they arrive we know the community and impacted families support a strong special education program trust me Chino Valley has enough controversy I urge you to not let contract negotiations drag on
or stall all together and end up causing a possible disruption to the instructional program tell your bargaining team to come prepared to negotiate to counter with meaningful proposals so we can all focus on making things better for every genino Val unified student thank you thank you [Music] next we have Danny Hernandez from [Applause] cssea thank you first off I wanted to
thank the board and superintendent for recognizing Donald Davis and yilia GG Dilla at the last board meeting um for jumping into action and saving the life of a student um I wasn't able to attend but I wanted to share that not all heroes wear capes working with the district to find solutions that CSC members has that brings to us has always been a work in
progress membership has recently reached out to me about an issue that they were concerned about and working with the district to get to working with the district Colonel to get rectified thank you to the superintendent um Leia fellos and her team to it's greatly appreciated to be able to work collaboratively to find Solutions it is with an extremely heavy
heart that I share that one of our own has passed away she was known as wife mother grandmother or la la to her grandkids or her as as her husband called her Blondie she was truly a friend to all Kathy Reed from duplicating passed away on Monday February 12th she had worked for Chino Valley Unified School District for 19 years and
in those in all those 19 years in duplicating the outpouring of condolences and love to the family has been greatly appreciated on Saturday February 24th to celebrate the life and cherish the memory of Kathy Reid there will be a memorial service at woodrest Junior High MPR from 1: to 1:30 the family wishes this to be an informal occasion to
reflect or to casually share memories of Kathy Reid I worked for Kathy Reid for all those 19 years in duplicating I can't share I cannot say how much she has meant to me and my family I know in talking to staff members getting emails from staff members she touched a lot more than she will ever know her family
again wanted this to be low-key we tried to share with them there's no way possible that this is going to be lowkey the outpouring from people that have left the district to other districts are since retired fellow employees fellow staff members have reached out to the family to us to see what they can do so again that low-key aspect of any
memorial service for Kathy Reid is not POS possible but she was truly a friend to all thank you thank you [Applause] champ okay you can hear me good evening president Shaw school board members Dr Enfield cabinet and Chino Valley Community um first of all I am saddened by the news and I send on behalf of champ our condolences to the Reed family
she will be greatly missed from our district I'd also like to um congratulate Renee McCain on her new appointment we know she's going to do a wonderful job um I'm here today to talk about an award that is given out each year by the Association of school administrators and management Personnel they an award is given to individuals
who stand out in their contributions for Student Success and I'm excited to share that this year our very own Ashley Davis will be receiving the co-administrator of the Year award for her service at Chino High School Ashley Davis is first and foremost a product of Chino Valley Unified School District all the way from Country Springs to Canyon Hills and
graduating from aala high school and now we celebrate her as access region 12 co-administrator of the year as a proud assistant principal at Chino High Ashley was also chosen to lead Chino Valley Unified School District's Premier magnet program the biomed Science and Technology Academy known as BST in just two years Ashley increased enrollment into the program three-fold in um
including making BST at Chino High a destination for students transferring from neighboring districts most recently BST has started garnering national attention from college board and has been the recipient of the 2023 AP Computer Science female diversity award this is a direct result of the Strategic recruitment undertaken which has resulted in 52% of BST students being non-traditional this means that over
half of her students are girls as a proud member of the administrative team at Chino High Ashley Davis truly deserves her this award and this recognition congratulations to Ashley awesome thank you we're now on to item 1G comments from the audience on items not on the agenda Pat are there any requests to speak 22 thank you Pat board bylaw 9323

I have a master's degree in special education while the school board president doesn't even have the qualifications to be my substitute teacher I love this community which is part of the reason I have not left despite the slap in the face salaries that that this District offers I have lifelong bonds with families the same families this board
majority is trying to turn against us Sonia Shaw you and the board majority continue to insult Educators Like Me by pushing your radical extremist homophobic and racist agenda that truly is doing nothing to improve the quality of the education that you claim to protect the keyword is claim because you love to pretend like you're actually making a positive change but you are
truly just wasting our time if you think through your book b that pornography has been eradicated I am here to give you a reality check if your child has access to a smartphone or computer then they have access to porn in school your outing policy has only caused a mental health crisis in a costly lawsuit and your flag B is simply a joke you have
done nothing you are going down as the worst Schoolboard president in our history we work very hard and deserve a race that catches up to the rate of inflation I'm I mean who doesn't like more money you certainly had no problem nickel and diing our district for your 7-Eleven drinks and showing your hypocrisy I guess you can't even afford
your own water bottles stop trying to undermine our negotiations by placing the blame on the union when you know it's the district who has not been bargaining in good faith our school model is one school one family but Miss Shaw you're not invited to our cookout and I don't link arms with you Valerie Vera Miner followed by
Alexis followed by Darlene Berg I am a teacher who is gladly served my school Canyon Hills junior high and this district for 32 years when I was hired I was so proud to become a member of CVUSD but right now it is difficult to feel this way I feel mad mad sad and disappointed that year after year we
have to fight for a raise every day Educators in this District work tirelessly to teach and support our students as a result the district has received various accolades for the work our teachers have achieved at the local state and National level which in turn makes CVUSD shine in fact our district promotes these accolades on Ed join to
attract new teachers let me inform you that many of these programs do not happen during our contract hours many programs rely on outside contracted hours weekend hours our own personal time imagine if we received overtime pay like they do in the private sector I stand before you as one of the numerous dedicated employees who give our hearts
and souls to our district I implore you to give us the cola you received from the state to give us the raise we deserve for the incredible work that we do every day and every year without question treat your employees like they make a difference and they will thank you Alexis followed by Darlene Berg followed by Naomi
menog there's a national teacher shortage we have one of the highest rates of unfilled credential positions in the region we hold interviews send out job offers and get turned down it's less money benefits and less respect as we have a school board ready to attack us long-term Subs are not a long-term solution CVS teachers are paid 10 to
30,000 less a year than almost every other District in the region 10 to 30,000 I've been told District that the district is hoarding money and restricted Reserve funds by paying everything with General funds and making it look like they don't have anything left to pay the teachers looking at the current budget does does only or brings up only additional
questions why is there almost or why is the why is there an extra almost $60 million in reserve funds districts are required to keep 3% of their operating budget in reserves for a rainy day we have around 10% why is there $74 million in books and Supply funds all of certified and classified salaries cost roughly 48 million actually spending
from this account is estimated to be a little over 8 million this year yet 74 million are in this account why are there $36 million in Grants in reserves why are General funds being used to pay for things these grants can pay for is it to tie up General funds that can be used to pay our Educators the state
gives District 88.2% Cola yet according to negotiation update put out by the CV us bargaining team the most save offer teachers is 5.25% why CVUSD has the money to parir teachers the 10.25% they're looking for and they must this is not about politics or flipping the board it's about the kids the teachers we all love and it's
simple if you don't pay the teachers they'll keep leaving families will leave the teachers won't be here much longer and it's time to pay them now darene ber Darlene Berg followed by Naomi menog followed by Daniel Spelman my name is Darlene Berg I'm a parent in this school schol District I just want to review some terms being
used and their correct meanings it's apparent the board majority and their supporters don't understand the meaning because they can't seem to use them correctly the way this board uses these terms is both misleading and dangerous parental rights we as parents currently have rights we have the right to opt our children out of any program lesson event that we we so desire we also have the
right to talk to any teacher admin or staff regarding our children we also have the right to communicate with our children regarding what goes on at school to be clear our parental rights are not being taken away protecting children putting all children at the center not cherry-picking who you choose to protect or imparting your religious or political beliefs under the GU of
protecting our children a safe space it's used to relay the message of inclusivity for all people even extremists who decide they're done preaching hate are welcome being on the right side of History the progress made for immig women black folks the lgbtq plus Community people of different ethnic e ethnicities to name a few this has been on the right side of History
implementing policies that discriminate against children has historically been on the wrong side groomer folks in this District such as you Sonia that use the word groomer whener when referring to the lgbtq plus Community are falsely accusing them of one of the violence behaviors imaginable this behavior is in the toolbox provided to them by Jack hibs to keeps spreading that hate
finally as I stood in that line tonight watching the teachers having to pick it for support regarding regarding Fair wages I remember sitting through the board meetings when many of these current board members were screaming about reopening the schools schools are open folks now do your part pay these amazing teachers May Naomi Mano followed by Daniel Spelman followed by Lee
clip I'm sorry um can I ask is it two minutes or three two okay I didn't I was in the over I couldn't hear I'm sorry I apologize and now you you're doing it once you start I'll start okay it is my honor tonight to speak on behalf of a special ed teacher who could not be here
tonight good evening board members in Chino Valley Community I am an elementary day Elementary special day class teacher for the Chino Valley Unified District I am speaking tonight out of concern for my special education students and fellow Elementary special day class teachers if you are not aware most SDC classes have three grade levels one two three and four through six some
even contain K3 this is concerning for our students who are required to take the same Casp as general education students not only are the students suffering due to lack of exposure to grade level material but the teachers are spending many unpaid hours prepping for three grade levels having three grade levels in one class makes it difficult to cover the required common
cor standards for each grade level students spend 2third less time learning core material than general education students this amount of time would be considered a good day on any given day the student behaviors affect time spent on on student learning now add my writing IEPs my testing holding meetings completing rating scales planning for three grade levels communicating with
parents 150 minutes of prep time per week is not enough to get everything done should we take more time from student learning to complete these tasks consider reducing Elementary SDC classes to two grade levels and increase prep time our students deserve better learning opportunities and our teachers deserve better working conditions and better pay we would like to spend our
7-hour day teaching students without interruption without fear and not sacrifice time with our families please give teachers the time they need to help all students especially special ed students achieve their academic goals thank you Daniel Spelman Daniel Spelman followed by Lee KP followed by Karen summer hello hello um just something when I'm ready yeah no we're ready okay hi my name is Daniel slman
and I'm a teacher at AA high school and right now I want to talk about stats um currently I teach ap2d design looking at the stats so far we have the double amount for fives compared to other uh schools in the California and in global so for example we got 26% uh compared to 12% in California and 11 % globally same
thing with our fors now I wish I could say that it's because of all the amazing courses and all the amazing resources that we get in order to do these things but it's not it's simply not for 2B ap2d design we need classes like graphic design we need classes like Digital Arts we need classes that create a pathway to
help prepare these students most of my students that do the ap2 design class they have to use their own equipment in order to do digital technology I can't show them how they do digital artwork for the past year and a half me the choir teacher the dance teacher and so many different people have been collaborating on how we can make this
District better and we proposed to do a vapa computer lab to make a computer lab so we can offer these courses and so many more courses and with my connections with people at Pixar at Disney at Marvel and so many other different corporations we can do amazing things we put this in three months ago 3 months ago to get this approved 2 weeks
ago we got denied for no reason whatsoever and one thing that frustrates me is that we I spent 20 grand on STI digital tablets to be connected to these computers what are we going to do with this money what are we doing with the grant money where is it going if it's not going to our students how are we
spending it keep in mind I have to sacrifice so much every single day I got 20 uh iPads last year 20 iPads with a f done 10 10 seconds I have to currently put on 52 iPad cases on 52 iPads because there's no support for me in order to do it I have a kid that's using a to do digital
artworking here please support us Lee c followed by Karen Summerford followed by protect kids CA good evening board members and Dr infield my name is Le clappy by the way you owe me $5 um and I have a special ed teacher at Chino High gets mispronounced all the time we where we only have one prep period and no conference period I
track data because everyone likes data and a 4-we period I kept track of my time I spent only on case management IEPs testing holding IEP meetings writing IEPs during this time I had of the of this time I tracked I had 23 hours of contract prep time and spent 31.5 hours on just case management this does not include preparing lessons for
the classes I teach because yes I teach too the question is what am I giving up I am giving up additional time to focus on my health I am giving up extra sleep to get to school early to prepare for your students our students and I love I love them they are my babies um I am giving extra as I said I'm giving up
time right now to present this data to you because I want to ask for our conference period back or and to receive a stien for the additional hours that we work beyond our contract time because I am doing my prep at home we need it this data speaks for itself the other option is to lose more special LED teachers and
you know we're hard to find we still have an opening at my school at Chino High because you cannot feel it who have ad options like myself because I have a gen credential in social science as well who will move to Jed because I can't do this anymore I am burnt out or move to other districts to receive better pay
thank you for your time I do appreciate it thank you Karen Summerford Karen Summerford hi good evening my name is Karen Summerford I'm a parent a teacher and a voter in this District I've um Contin to work here in Chino Valley because I wanted to watch my kids grow up and be a part of their lives and have
the same schedule as them my baby graduates this year even with 24 years experience in teaching I'm wondering if I need to look elsewhere so I can afford to retire someday when I made the decision to leave my previous District alhamra I took a pay cut I had fully paid family benefits and a lot more but my family was more important than that
in Al hamur the teachers were offered a fair increase in our pay every single year the district's current offer is insulting to teachers I've been with this district 16 years and not one time have we received the cost of living raise we are not keeping new teachers in this District because we are one of the lowest paid districts in our area out of
all the student teachers that I've had only one has stayed all the rest found jobs with better pay and benefits in the surrounding districts Dr Enfield I implore you to direct those who are bar to give the teachers that you say you value the cost of living increase for this year for our salaries prices have drastically increased and so many
members need this raise I'd also ask that you evaluate how important a good special education teacher is and how hard it is to fill those positions I believe we have more than 11 openings right now they deserve more it's an incredibly hard position I know I was a special education teacher for 20 years years and to those who bargain for our
district now is the time to make an investment in Chino Valley teachers please keep teachers like myself here in Chino Valley and give us what we are asking for a real pay raise the cost of living we deserve it thank you thank you protect kids CA followed by Robert Davis followed by once upon a time I was a property
manager for a transgender safe house being gay myself I got to know them well most of the transgenders refused to get cross- sex hormones and all of them kept their original Plumbing they knew better than to cut off their nuts and bolts if you will but my point is for all kids who feel that they're transgender including their
teachers please note that growing up is tough believe me I know but your body is perfect just the way it is just the way it is and I don't know about you but I've been called transphobic because I know that 12-year-old children cannot consent to becoming sterilized nor do they want to become a lifelong big Pharma patient
because it is painful and proven to cut their lives short we applaud you mhaw and your other board members who want to protect kids from both physical and economic Predators if you haven't done it yet please sign our petition with ww w. protect kids ca.com we want to get it on the ballot for three reasons one to prevent Boys in
girls Sports and private spaces no matter how you look at it boys are stronger physically than females hate to admit that but it is true and two schools must notify parents if their kids want to change genders last but not least no puberty blockers or sex change operations for children thank you Robert Davis followed by manuk followed by Brianna CIA
Salia good evening board um my name is Robert Davis and like Daniel Spellman I'm a teacher at AA High School I teach choir there um and like he had mentioned we put in a request for some uh Apple computers for a computer lab which was denied um we we tried to provide reasoning and all of that was ignored I
requested to sit down and meet with members of uh board and cabinet um all of which were ignored I sent an email last week seeking some type of response that was also completely ignored um and to be completely honest it feels like at best Blissful ignorance to deny something like this that we know is going to Ben all of our students um and
at worst complete greed um and to be brutally honest if if it is greed at least we're being consistent um I would like to continue to uh request that we get to sit down and and have that conversation I'd also like to invite each and every one of you to our choir concert next week so you can see the
amazing work that all of these teachers do with their students each and every day and you get to see that show off thank you thank you man followed by Briana Salia followed by Oscar manuk good evening board president sha and the members of the board uh my name is manuk Gregorian and I'm father of four beautiful girls attending La USD I
want to congratulate and give my honors to this board for always standing up for our children our parent parents and our parental rights um I also want to let the board know that we do love our te teachers we need our teachers and we need them to teach our children the right proper way and with that said I
encourage everybody to sign up for protect kids ca.com which is very important this will help all our families throughout all California not unlike these board my board doesn't have the courage to stand up for our parental rights and our children's innocence so I again encourage this board and thank you again for this board for the hard work
we're constantly under attack because we are doing God's work okay this is not us doing this this is God's telling us we need to do this and for in the Bible it says in my name you will be prosecuted so again don't be don't do the right thing support our family support our children support our teachers and also
please whatever you have to do to make make this right because we do need our teachers outside someone just told me that I am Manu Gregorian I'm the hateful guy that hates teachers seriously who would hate their teachers honestly guys if you think I hate them no I love all our teachers We Trust our students my children to teachers why because I know
they're they mean the best for my children for someone outside to call me I hate teachers is wrong I was talking to a teacher who just spoke little earlier everything I said I told them and I'm saying again we need our teachers we need good teachers and they need to be paid of course I agree but at
the same time don't forget please sign protect kid ca.com these will help us not fight against the board members to bring parental not Briana salaya followed by Oscar Aila followed by Lauren andruska hello my name is Brianna Salia Chino Valley speech language pathologist this is my fourth year in the district fifth as an SLP I'm now at the top of my pay
scale meaning that for the rest of my career in Chino Valley any increase in salary is at the complete mercy of the district I'd like to remind the district that the SLP position has not been removed from edjin for years I'd also like to remind the District of the mass Exodus of slps that we had which resulted in Chino Valley being
blacklisted by many other slps in our surrounding areas we're trying to build a new reputation for our district we need your help to recruit more slps and actually retain them I love where I work I love my students which is why I'm up here asking for change we will continue fighting for a casad cap of no more than
55 students and compensation for IEPs held outside of our contract hours we need to figure out a way to make China Valley more attractive to applicants because what we've been doing so far isn't working we still have vacancy es we still have yearly resignations changing the contract language could help with Recruitment and Retention I'm a Chino Valley resident and when I
started my career China Valley was not on the table for me because the pay was so bad it wasn't until mid school year when I saw on the Chino Champion that our Union bargained for a separate pay scale for us and here I am it was that easy so as the saying goes build it and they will come thank you thank you Oscar
ail followed by Lauren andruska hayen followed by Sarah Palmer good evening board um pretty wild out there um you know we we love teachers my mother was an educator um she taught um elementary school before I was born and then once she started having kids when you're Mexican you have your kids back to back so she had four kids back to back so she
couldn't go back to teaching so that was obvious her her desire to go back and she never did but I've always loved teachers my mother was one and she would always talk about her days teaching Elementary and she loved it so um you know I do agree that teachers need a pay raise you know but I'm not sure what you
know the cost of living is U I know they're say 10% that's kind of what I've been hearing it's happening throughout the state but just so you know um you know the cost of living is the highest in California we're like number three right and California also has the highest paid teachers you know so um you know this is a result of who we have in
office you know California has been R for democrats for over 30 years totally Democrats you know so if there's uh higher cost of wages you know there there's field costs housing cost everything is because people that you have in office you voted for 30 years that are Democrats so so so you want to change uh how California's Run Stop
voting Democrat you know if you compare uh teacher salaries to other states that are not Democrat you know they make a lot more money but the cost of living is cheaper over there too so I say give them a raise um I don't know what the number is you know but um I do think that this is more of a bigger issue than
just Chino you know and and if you look throughout the state as far as the pay the national pay raise for or the pay scale in California Chino's not that much lower than anybody else they're pretty they're higher but what average actually so um they are if if you look at if you look at Statewide pay rate
Chino is higher just so you know since you're educated right so um you know we love teachers and uh you know and there was a few that were here that were pretty pretty aggressive and I would say if you're going to be a teacher you're going to be an example to my children act mature okay stop calling people
Nazis and calling them names be mature be growing up you know uh you in school and you're educated for a reason act like you are thank you so much thanks Oscar Pat give me one second we have students in here even little little children in here you guys are adults can you please display behavior when you don't agree with somebody I'm sure in
your classrooms as well you teach respect so talking out loud is not okay in a board meeting I don't know if you know that but I'm you've been to enough meetings to understand that by now let's give the respect and show the children that even though when we don't agree we could still be adults and give each
other respect thank you Lauren andruska Follow by Sarah Palmer followed by Claudia Cruz good evening my name is Lauren and Jessica hyen I'm a speech therapist working in Chino Valley Unified I'm also the union representative for the slps last meeting I spoke about a need for a maximum case load number for slps while this is still a top priority I am here
today to discuss the importance of recruiting and retaining slps in our district CVUSD has had vacancies for slps since the start of the school year and as my colleague pointed out it's been happening for a few years after interviewing SLP who have left CVUSD over the past 3 years their reasons for leaving included burnout because all of their almost all of their
IEPs and reports were being done after contract hours they weren't given the support they needed to complete all of their work and they had to cancel speech therapy sessions in order to prioritize Assessments in 3 years not much has changed 72% of our district slps report that their essential duties cannot be met during their workday due to high
case loads and increasing responsibilities with 40% of our slps working at least 5 to S hours a week outside of contract hours slps also spend time before and after contract hours attending IEP meetings I don't know any other professions that work for free so why do we expect our slps and our other IEP members to do so I urge the district to
give our slps the respect and support they deserve so that we can retain and recruit highquality L PS thank you thank you Sarah Palmer followed by Claudia Cruz followed by Dana Palmer hello um I'd like to start first by saying thank you to all of the members of our community that showed up today to join with us outside especially
the families that are personal to me in my classroom thank you for being there to support all of us our Educators have worked tirelessly to elevate our district to National recognition achieving the esteemed status of a model District PLC and securing the number two position in the state for PBIS gold and platinum medals they their dedication and hard work have
brought accolades to our district yet they are being denied the full cost of living adjustment funding from the state to secure the raises they rightfully deserve I have shared at previous board meetings the difference in our pay compared to surrounding districts but what I haven't shared is that in the past 5 years 20 our educators of 27 plus
years have seen only an increase in pay and benefits of $118,800 39 how is that fair when our Educators have been here for 27 plus years that's not right our Educators deserve better and I don't blame any of our teachers if they decide not to stay here next year thank you thank you Claudia Cruz followed by Dana loud
followed by song and if there's extras a cabinet as well thank you my name is Claudia Cruz good evening I'm a special AED teacher been doing this for 21 years I've given you a graphic comparing surround District special ed contract language as you can see these districts have class case flow limits prep time provide stiens and currently have no
special ed openings our district has seven open special ed positions wouldn't you rather be known as a district that attracts teachers instead of the one that teachers want to leave if we had sped contract language these positions would be filled the system is broken priorities are mixed up as teachers were told to think outside the box here's some ideas
separate case manager from sped teacher and make them two different positions or provide a sped clerk at each school for paperwork yes really look into these priorities of our sped Department the class size and supports that are given to our students and teachers allow us to focus on our students you are failing our most vulnerable students when you
have a stressing out over paperwork rather than actual teaching and for any parents of our special ed students when our sites have to get subs so we can do paperwork that's a problem you talk about first best practice for educators then why is this District giving last worst practice to our special ed students thank you thank you Jana L followed by song stit
followed by Moren Bramley good evening members of the Chino Valley USC School Board fellow Chino Valley teachers and staff and concerned citizens I'm Dana l a biology teacher at Chino High School since 2009 I'm here to talk about Equity Fair dealing transparency and integrity or the lack of it during our recent contract negotiations CH Val USC vision statement
declares that our students possess the personal and academic skills to be successful responsible and productive they exhibit integrity and contribute to the well-being of their communities now I wrote a longer statement here I'm going to I have to collapse it for the time but the point of it is we teachers need to be seen as respected the morale on campus isn't
felt by our students when we are continually fighting to be respected and to be paid in the manner that we deserve our students aware of this it reflects on their view of themselves going forward How likely are they to be successful if their teachers can't get Fair pay one of the concerns is the uh the state is forwarded at
8.22% uh Cola adjustment yes it's targeted for certain funds but it points up the level of actual inflation that we were dealing with the last contract we negotiated a three-year deal I argued against that especially because there was pay for only one year penciled in and I warned that we would be at this impass now that we' be fighting over nickels and dimes
trying to get a decent raise and lo and behold here we are all right these offers in three and 4% that one raise that we got didn't bring us up to parody with the rate of inflation at that time and now with an offer of three 4% that just puts us further behind other teachers have spoken about how the
district is seen by the public the discrepancy in Pay okay our beginning teachers are anywhere from time is up thank you thank you song stit followed by Moren Bramley followed by Scott Carter good evening it truly saddens me that I'm up here with my child today I attended schools and I'm a season special ed teacher here at
cero as a special education teacher I am stretched in Daily I know most of the special teachers and other service providers feel the same way we are all drowning we're constantly over our case loow limit I'm currently at 30 students with with five pending students last month I received $10 for the overage not only that we don't have the prep time or
any designated time to work on paperwork how are we expected to teach the most vulnerable population when we are constantly pulled in every direction at this time there are too many substitute teachers filling in vacancies especially in special education do parents know about this we have over 20 vacancies and it's only February we deserve Fair bargaining we
do we cannot live on apples alone please give us Fair bargaining so that we can continue to teach our children thank you Moren Bramley followed by Scott Carter followed by Selena Moren Bramley she was my former student I'm proud to say uh I have been in this District a very long time this is my 32nd year I'm a teacher at Canyon Hills for
the past 32 years and I'm super thankful for that I'm lucky it's an awesome school with awesome staff and awesome students kids are flocking to get there I'm also a parent of a child that I adopted that was an eel student I would not let him go to school in Chino he was a foster child so when all of you
talk to me about religion and doing the right thing you need to check it I hear you talk about abortion have you adopted a child Mr no in 2008 I was told by the school board that he would have been raised been raised better by his biological parents I went to walet Magnolia and Chino High growing up my four older sisters
and I were very active in the Chino District and the extracurriculars IT offered and I was proud to live in Chino when I began my career in Chino I was proud to work for the district today I wish I still had that Pride I'm asking this board to get back to advocating for educating our students Mr naw Mr Cruz a
number of years ago asked you at a board meeting to visit our AVID program at Canyon Hills neither of you came today I'm asking you to visit again not to police for forbidden Pride Flags but to look at the condition of our campus we have items that since modernization 3 years ago are not repaired or replaced our field is in large part
unusable last year we had students injure themselves and the teacher was out for four months because he stepped in a hole Harold n Nels was a school board member in the 80s he boosted the music program in our district he was out at concerts and field shows and fundraisers put a little pride in the job you're tasked with doing I want to remind you
we are a public schol school and we teach all students time is up parents and school board members get out into your school Scott Carter followed by Selena followed by Allison [Music] Montoya thank you for this time um unlike uh most of my more prepared colleagues I tend to not uh come up with a pre-written speech uh I'm speaking from the heart I love my
campus I've Loved this District I went to Don Lugo I was proud to have graduated here I have worked at IA for 26 years my children have all gone through our school district it is an incredible place because of the teachers I was hesitant to take a job here because I was in I was recalling the issues when I was a student is no
it's never been a secret that teachers and the district office have budded heads repeatedly we have been mistreated repeatedly now if I did not love the people I was working with love my campus I would not have settled here in 1998 I made $37,000 as a firste teacher if that were uh equated to today's funds that would be over 70,00
we start our teachers at 54 we have never kept up with Cola we have effectively been losing money year after year being paid less and less if I was looking for a job right now as a new teacher I would not come here there is no reason to be attracted to this district with the current situation please treat your teachers
fairly thank you Selena followed by the final speaker Allison good evening members of the board today I stand before you to advocate for the incredible and dedicated special education teachers in our district my name is Alis Montoya and I have lived in Chino since 1989 and have attended Glen me elementary anab borba Briggs and then Don Lugo I am now a proud sped teacher
at Chino High School I stand before you and ask you you to reconsider the raise that your district teachers are now sadly begging you for this isn't about putting money in our pockets but simply about you being but being able to afford a cost of living increase I'm here to let you know that you're at risk of losing a lot of
great teachers I represent special education teachers and know that they possess a remarkable ability to unlock the potential within each student regardless of their challenges they provide per person personalized instruction create inclusive environments and Foster a sense of belonging for every child their unwavering commitment and compassion deserve a Rec a recognition and support from the board retaining
talented talented education Educators is crucial for the success of our education system in many ways when experienced and skilled teachers stay in the profession they bring a wealth of knowledge and expertise to the classroom they have a deep understanding of effective teaching strategies curriculum development and student assessment this expertise allows them to adapt their instruction to meet the diverse needs of
their students ensuring that each child receives a high quality education when teachers stay in the profession they build strong Rapport and when strong Rapport is created that increases test scores and isn't that exactly what our district wants and needs retaining talented Educators is what you guys strive for and need and you guys are not doing that thank

thank you Mr Bridge we'll go and take a vote all in favor I I any opposed preferential yes thank you the motion passes with a vote of 5 to zero we are now on to information items are there any request to speak from the public P none board members Scott bradock from Bailey will present the information related to item um 4 A1 and
4 C1 after report board members lab a report where is okay sorry good evening good evening my name is Scott bradic and I'm a manager with IID Bailey LLP the district's external Auditors and I'll be presenting the 2223 audited financial statement for the district and the 2223 financial and performance audit report for the district's building fund measure G um
I'll begin with the district's audited financial statements which is the larger of the two reports that were provided there's a lot of information in this report um but to keep this presentation somewhat brief I'd like to focus on the audit itself and the results of the audit so to do that um I'll refer to page 107 which is the summary of auditor
results page on that page there are three sections the financial statement section the federal w section and the state compliance section we issue opinions in relation to each of these areas um you'll see the term unmodified um in each of those three areas and that's in reference to the type of opinion we issued an unmodified opinion is
essentially a clean audit opinion there was nothing that was identified that resulted in a modification or a qualification of the opinion so when you see the term unmodified that's what that means I'll begin with the financial statement section where we indicate that we issued an unmodified opinion in relation to the financial statements the next uh section below the
the unmodified opinion is in relation to internal controls over financial reporting we visit the district throughout the year to perform a review of internal control processes over areas that could have an effect on financial reporting and through our review of those areas we did not identify any material weaknesses in internal controls or significant deficiencies we also did
not identify any instances of non-compliance in relation to uh financial reporting the next section is the federal w section the the district receives and expends funds through various Federal programs each year and we're required to audit certain programs each year the programs that we audited for 2223 are shown towards the middle of the page under the header identification
of major programs so for 2223 we audited Title One Part A Title One Part D uh and multiple covid programs through our audit of those programs again we did not identify any material weaknesses or significant deficiencies in internal controls we issued an unmodified opinion in relation to compliance with those programs and we did not identify any findings through
our audit of those programs the last section on this page is the state compliance section similar to the federal w section the district must comply with various State programs through our audit of the of the of those programs again no material weaknesses no significant deficiencies and an unmodified opinion was issued so overall just a very clean audit no
findings any questions in relation to the audit of um the district anybody have any questions no thank you we appreciate it am I doing the performance audit too okay um so I'll move on to the financial and performance audit report for the building fund measure G this report has two components one is of the financials of the building fund no issues there um
and then the other component is related to the performance audit where we review expenditures incurred within the the building fund to make sure that they are aligned with the bond measure so focus on that section of the report which is detailed on page 18 where it indicates that our sample included transactions totaling approximately 32.8 million um which
represents about 40% of the total expenditures of approximately 83.7 million and through our audit of those expenditures um we review invoices um contracts bid document ation to make sure that expenditures are allowable um under the bond measure so through our audit of those expenditures we indicate on page 19 that the district has properly accounted for expenditures held in the building fund and that all
uh reviewed expenditures were made for authorized Bond projects so again a clean audit with no issues noted any questions on the um District's building fund audit report board members any question questions comments concerns Dr okay we're good thank you very much thank you have a good evening thank you thank you okay we're now on to Communications Mr
Bridge thank you president sha I will be very very quick in my uh my comments tonight uh I had the chance to uh catch uh two U CIF basketball playoff games at uh at Chino high and and at Don Lugo both were both were exciting Chino high was Victorious Don Lugo put up a valiant fight and uh and came very close against
a very tough team uh but uh but lost but congratulations to both them for making the making the playoffs you heard our student rep um Chloe mentioned the other uh the other sports uh that have done very well and congratulations to u to them um also congratulations to Ashley Davis for her award as AXA and um also the
fact of she oversees the biotech Academy she was a student at aala when I was there as a teacher and proud always proud to see former students uh do very well and um I also just wanted to mention uh negotiations a little bit I I understand the process as one who has sat on the on the AC side of the table
uh I know what uh what what everything is likely going through not currently but what I've done in the past I can only base on what on what I uh what I've done but I know discussions are taking place I I know that the best thing to do is to keep talking eventually you'll get to a ta uh the parameters are out there on on
both sides and eventually there's agreement somewhere and eventually it it will uh it will happen um I would like to if I had my brothers uh kind of keep information um closed and not uh and not let it out uh that was one thing when I was at the table was not to let too much information out
even though we're talking to the press and everything everything else at that time because I think when information gets out in the community it's real easy to get get confused or get mixed up uh especially if you haven't been bargaining or don't know the Dynamics and don't know all the details except those that are sitting at the table know
all the details no one else does and so that uh I just encourage you to keep keep at it keep talking I was optimistic the last couple of weeks that uh that discussions were taking place at the table and I want them to hopefully continue so we can eventually uh eventually get to an agreement and lastly U president Shaw I
would like to um ask and request that we adjourn the meeting tonight in memory of Kathy Reed absolutely I already planned on it thank you that concludes my remarks thank you thank you Mr Bridge Mr na yeah uh I'd like to ask Dr Enfield to direct our staffs to reach out to that um music teacher from AA High School regards to
Apple computer situation with the technology uh concern U Dr anfield we've already reached out to the administration regarding that oh okay good okay so we're working with them yeah they're quite aware of the situation oh I see okay so hopefully we'll have some good resolution uh for him and the program um now I'd like to thank all the
teachers who attended uh tonight's meeting um my heart goes out for especially for our special teachers uh when I visited classrooms I I really uh felt for their personal sacrifice it it's not even imagine um you could have 20 30 youngsters running around the classroom and uh trying to monitor them for hours straight but it's lot maybe 10 50 or 100
times worse than that the classroom setting and you would have to be constantly aware of every movement of each students it's a very very tough uh daily uh sacrifice so so I'm sure um our staffs tonight heard very clearly uh what you're going through uh daily uh lives at our school district serving our student population uh who
are special ads I have also talked to special parents who had confessed to me one day that her hope was that her life would and um um not before her child so that her child would have always somebody to be taken care of so it's very personal it's more than an education but it's real life that our special teachers
are are providing uh true of life for our students uh hope uh for the whole family so we need to uh understand and and appreciate our special teachers and staff members going to um my belief and my mission in our school district is always been saying number one to provide the best education possible for our student population that will be number one
number two is to appreciate and invite parental involvements like our parents who came out tonight to speak about the protect kids. thank you thank you for speaking out thanking for letting people know to protect your kids if we don't protect our kids who's going to protect our children yes it's more than just our an asset or more than our or something
that's tangible cars or or our homes but these are real life beings whoever they are they are children we need to do everything to protect them so thank you for coming tonight to address that and and letting public know who you are and giving us the site protect kids.com thank and also we need to teach our children
children to respect our teachers and staff members in school setting so they'll do that at their home at at their work too if they learn how to respect elders and seniors that's how much they'll have better life not in social life not just only the social life but their work lives in their future so we need to
teach that everywhere we are possible and including the school and lastly our district has a duty to provide safe learning environment for all the children so that means we need to be on guard for every situations for our children we'll be be a you know watch for eyes and not taken lightly of their movements uh their personal something
alarms we need to watch that they need attention the children's need attention many times when I talk to trouble kids and I said what is going on they said even bad attention was better than no attention for them absence of attention was worse than a bad attention so even because of that they'll join their bad friends bad
groups so let's let's be just be a one family that's what one of the audience said we need to be a family and respect thank our teachers and staff members and show that to our children so and all these things that tonight where our teachers have to show up and and and talk about negotiations uh I don't think
um our side we should have done better job of respecting our teachers uh not just during the negotiation times but all the time 247 and and and that's how I think we'll have a better community and and better State and better country thank you thank you Mr n Mr Monroe no comments thank you Mr mono Mr Cruz you
know turn that thing around no no no the board the board the board it says their PLC model District you know of everybody that came here you're the one that touched me the most because of your sincerity and and I really appreciate how you came across because you were the best and I was so proud of you I was so
proud and it it's kind of strange how you when people approach things I was thinking about myself I was thinking you know about me being a good husband a good father just a good decent human being what you were saying but but you know negot I just bring up negotiation you know I I was I understand what you guys are thinking
because I was on your side the negotiation since I've known it for the past 25 years and Beyond it's it's like a dance it goes back and back and forth there's Illusions there's facts non-fiction it's so hard to know what truth is because people are saying this people are saying that but this you know I I really like this I it would have
been nice if they pinpointed class SI if whoever wrote this um tell them to email us specifically what class size is case load size is specifically only for alare Corona because you know mon Clair is an elementary you you can't compare that to a unified school district so try to compare Unified School District I don't think Eda Wanda is a unified school
district but they should email us I I like this it put a lot on work and I do I I do understand Special Ed I get it so so hopefully somebody could email us more detail um detail stuff you know I was I was planning to go to classes this morning but I had I'm I had commitments um country spring
March 1st is going to have a juggathon doon be so cool so I've been getting a lot of emails have you guys been getting a lot of emails from love I have to follow through so I got to follow through but March 1 I have a jogon and if You' like to join have fun with them it's it's good I'm going to participate
you plan to participate but I'm not a good jogger chis you know I I'm going to bring up some stuff because of the emails that I was receiving from kudu Springs and a couple from the parents you know all that was about about how love is expressed you know how we can know how when somebody loves something
like if somebody loves our children we can see the byproduct and the product is always positive so I was thinking about certain things and I want to I want I just want to share with you there's no words you know to describe the darkness envelop in America if Government officially love our children why are we on the brink of
nuclear Annihilation how can we have a total open borders why do we have a massive drug epidemic why are we facing homelessness crisis why has inflation made feeding our children a serious problem why are we burdened with 34 trillion debt that our future Generations will have to bear why is there a high rate of infectious diseases and you know why can't we
Define a woman I mean it's literally like you know when I was a kid watching Galla smashing a watermelon it's just totally chaos and only thing I can conclude by our government their product of loving our children is just the opposite it is totally opposite and deranged and I I have to bring these up because because I don't want to lose
this country because you lose this country we're going to lose our children and they're going to end up suffering and I also want to bring up you know the coming digital currency that will come that will our children will suffer from censorship just imagine if they start tithing and if they don't like it they can shut them down buying and selling
shutting down so I want to say something and I want to say something right now that has happened 10 months ago and most likely will happen in the future so I have a there was sit sit ation happened 8 10 months ago so I'm I'm want to share this I I wanted to share this and I'm going to share it
now I have an unfearing faith in God that doesn't mean I'm a perfect person I just push forward has always been there for me even in the worst situation I learned about res resiliance and I thank God for not only bettering my situation but also helping others you know nine months ago a complaint was filed against me for an action I took
this action could potentially lead me to one to 5 days in jail and or pay a fine of 1,000 to $110,000 and this is the reality in our country so what did I say that was a threat to the children the words are spoke were just so automatic I wasn't even thinking as natural as breathing heartbeating eating so
this is what I said that I had to bring a lawyer a lawyer came to discuss what I did I said the man that I love is Jesus Christ I had to bring this up because this is the direction we're going to be going towards shutting our mouths because they don't like what we say so I feel much better a whole lot better
so I did the rust for run I did the Saturday night rust for run on the 5K 28 and 23 seconds did anybody do the 5K run I tell you that is so cool I was I was um I was ninth out of 33 people so and let me tell you um a 13-year-old 17 flat a 15-year-old another 17 flat a
14-year-old 18 flat so you know I'm 55 I will be 55 but I did to myself 40 so I really I really enjoy running and and I just want to um Monroe knows this and I just want to know the whole purpose of this run was Russ for run a 5k run a community walk on Saturday February 20 February 30 2024 this event
serves as a tribute to honor the memory of a fallen Chino police officer Russ Miller who was killed in line of duty by a drunk driver February 1st 2000 there's another one coming up and that is March 3rd Chino da 5K run walk on Saturday March 3rd so because I I do these things and I just want to
share no I I don't show off I just I just get excited and I appreciate I appreciate things so here's my shirt and um you you should go ahead and do your 5K run so thank you by is that it yeah thank you I know I had a cake but it's in the refrigerator well by the time we're done I we'll do
it l get it we'll do it later okay he brought you guys a cake for all your hard work and um being honored for our PLC program just you know it's just in the refrigerator so no one can get it um but the thought's there okay superintendent Dr anfield no comments thank you Dr Enfield um so I
heard something really good from one of my friends um nick uh he said all the rhetoric can't change the truth Californians have been abandoned Sacramento the political cartel has financially drained families after years of mismanaging taxpayer dollars and created a culture of law lawlessness leaving communities unsafe and also leaving districts um who are in charge of making sure our kids get the very
best education in tough situations I know this board has every desire they have every love for teachers I volunteered in classrooms um the entire time my kids were in elementary up until the close out I have I think what gives me hope is I walk into classrooms and I get the biggest hugs from teachers that I know and that I do not know and they
tell me to keep on going good work and they thank me and that to me means a lot because there's a lot of noise in the community and a lot of lies bless you um being spread that I along with other board members hate teachers and we don't want to give them raises that's absolutely incorrect some of my very
best friends who I even call Sisters in Christ are teachers my mother-in-law was a retired teacher I get it um our our state is in hurt they I mean they're hurting everybody's hurting families are hurting and I think um you know I I'm appreciative of our district but I would like everybody to drop any kind of just
frustration or hate as they go into the room together I know I I know when you know the district sends in and their staff they took a couple beatings tonight with some unpleasant comments but I know they have every desire to do the right thing and I just wish everybody would do that allow each other to get to the very best number for
everybody um I know I'm learning a lot about negotiations through the pro this process I ask questions all the time I probably Drive Dr Enfield nuts um but he's been very patient with me in this process I also have sat down with many teachers and those that I don't even know they just ask to speak with me I
get their perspective um I I even you know um asked about you guys as well just so we have an idea of what's going on and how best we can proceed forward we all know that I have a special place in my heart for our special needs kids and I definitely want to make sure our teachers are taking
care of in regards to that because that's been something I've been fighting for as a parent advocate so I would ask that any hate towards me particularly is dropped when you guys or anybody goes into that negotiating room because I want what's best for our district I want what's best for our teachers um there's a lot of hateful things that are said
and I think it's kind of just creating a lot of noise and if we just get to the table and we grind out a deal everybody's going to be happy I I put I I mean I could say that with my whole heart because everybody's heart is in it um and I I do want to say you
know I I hope to God in the next couple of sessions or even the next session we reach a resolution our our k kids they need their teachers I've heard some heartbreaking stories with the teachers being frustrated and they said you know they can't be themselves on the campus and we don't want that our kids don't need that um so I just ask that
everybody please wholeheartedly go in knowing that you're going to make a deal that day if they do that you guys all do that our team does that I that would be the best for our kids and I guess you know we can wholeheartedly say we're all in it for our children let's remember we're representatives of them regardless
of not liking each other let's always be respectful it's really bad when you have all these people in here and you have beautiful children over there sitting and watching people Badger and say nasty things let's let them know even when they disagree with their classmate we can still respectfully sit down and have a conversation um because conversations
is where the beauty happens um I I do appreciate the board you know supporting our our District staff as well um today was it today we went to site visits yeah today I can't even keep track anymore but we did go to dick dick Dicky yesterday Cortez today I enjoy those site visits I love when Dr Enfield and I
get there and there's teachers that make sure the principal knows that we better go into those classrooms our goal is to go into every classroom unless you're in library or music that's the only reason why we' ever skip a classroom um but we love when we go in there um and we just see the exciting things happening the
students engaged my favorite part is seeing like the interactions um and and the group work I I feel like that's a big part of what Dr Enfield has taught me that the step really pushes is the engagement and when I go into those classrooms and I see their hard work being put into the fation our teachers doing an amazing job and the kids
actively engaging with each other that's when you know um things are worth fighting for here um I do want to say I appreciate all the speakers including our teachers and um the union reps coming here to speak um and and I also appreciate our protect kids um crew for coming here because you know tomorrow we have a court a court dat with um in
regards to the parental notification and I want to make thing one thing Crystal Clear um we're going to continue to stand United linked arms against any attempts to bully or intimidate us they're not going to work um we refuse to Cave to their tactics and their hateful comments and rhetoric being spread all over um we will relentlessly
pursue every Avenue to protect our children the political cartel has picked the wrong fight I believe that with my whole heart we will not back down together we're stronger other than any other challenge they throw at us it's just a challenge that's going to show our kids that they are worth every part of it so I want to thank everybody for
their on waving commitment and with that said I hope we can all find peace in um here soon and I want to take a moment of silence please in remembrance of Kathy Reid I've heard amazing things about her it broke my heart dearly when I heard um just recently that she had passed um so I I mean I just want to let her know
from the board we're there for you at the family if anybody um needs anything please reach out to us and we'll just take a moment in silence for her and with the remembrance of her we now adjourn the regular Board of meet um Education meeting at 8:10
