present before we begin please silence all electronic devices and note that these proceedings are being recorded rean the board met in closed session from 4:55 p.m. to 5:56 p.m. regarding conference with legal councel existing litigation two cases two uh student Discipline matters conference with Labor negotiators Act and CA Public Employee appointment director maintenance and operations Public Employee discipline

dismissal release and public employee performance evaluation superintendent in close session the board voted to appoint Anthony nikette director of Maintenance and operations effective to be determined with a vote of 40 with Bridge Cruz not and sha voting yes Monroe was absent no further action was taken which requires public disclosure that's it right thank you and now we're on to the Pledge of Allegiance

and we have a very special guest tonight Gabriella I would like you to lead us in the pledge please please stand put your right hand over your heart ready begin I plg to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for

all thank you we're actually now on to item 1 C which is our presentation um it's an overview of the Teen Advisory Board of Chino Hills from our student member Chloe good evening president Shaw um superintendent Enfield and members of the board my name is Jake Basco I am a recreation coordinator for the city of Chino Hills overseeing the newly

established team Advisory Board and tonight we are here to present an overview of the Teen Advisory Board and share some accomplishments there that we've uh achieved this past term uh I have plan to start off the presentation but the kids are the ones that did all the work so I'm actually going to pass it off to them let them introduce

themselves and they'll be giving a presentation I'm just going to stand here and look pretty okay good evening my name is pan ja and I sit as the chairperson on the team Advisory Board good evening my name is Chloe FIS and I sit as the board secretary so to begin we'll start with an overview of our past Year's board

um a board composition we have three voting members one chairperson one Vice chairperson and one parks recreation student member and our members range in ag from 8th to 12th grade um the great breakdown what we have so far are this year uh we have two eighth graders two nth graders one 10th grader four 11th graders and four 12th graders and school

breakdowns um two from towns and Junior High School two from Chino Hills High School eight from AA high school and one and one from web schooling so tab mission is so the mission of the team Advisory Board is to provide local youth with opportunities to practice leadership and life skills while promoting greater Civic engagement through youth programming volunteer

opportunities and direct interaction with the city of Chino Hills the tab program provides a safe environment where teens can openly identify discuss and advocate for youth related needs within our community the teen Advisory Board serves in an advisory capacity to the Parks and Recreation Commission by recommending Creative Solutions as they relate to youth programs in the city of

chah [Music] Hills so the role of the Teen Advisory Board is to promote Community involvement with the youth committees through Civic engagement opportunities volunteerism youth programs and special events and we set annual goals and and objectives for the teen advisor board to accomplish and we conduct them we conduct themselves in accordance with the teen advisory commitment and conduct

form so the teen Adis WS term span from May from September to May and we had an orientation and planning meeting held in August of 2023 and the Teen Advisory Board span sorry that was um and next I'll pass it on to Chloe to discuss some of the Teen advisory board's early planning our meeting structures and their and our last service

project moving on to tab orientation so members met for an orientation and planning meeting on August 11th 2023 where we engaged in icebreakers and team building activities we campaign for officer positions and held on the spot elections and we set goals for the 2023 through 2024 term and moving on to 2023 2024 goals we our goals are to establish committees

conduct a service project propose a team volunteer program outline other team related SL program event needs and to host or attend a student leadership training tab so we meet every second Thursday of each month excluding December we had eight meetings in the 2023 to 2024 term from September to May and we held our meetings in the city

council chamber meeting structure so we meet every second Thursday and um meeting agendas are prepared by the staff meeting agendas are structured like Council meetings to include board business a discussion calendar staff comments and board comments meetings are led by our chairperson and discussions are led by tab members and minutes are taken by staff thank you okay um next up we have the tab service

project this year's service project was a Hydra Drive which was an event for the Chino Valley Unified School District care closet so for Hygiene Drive planning we connected with representatives from the CVUSD Community Care closet and the care closet provides clothing hygiene drives and school hygiene products and school supplies at no cost to lowincome families within the CVUSD District tab

organized an event to collect donations of hygiene products for the care closet moving on to event details our our Drive was on Saturday March 9th from 9:00 a.m. to 300 p.m. and it was located at the Chino Hills Community Center and it was a drive up and drop off event we created flyers and distributed them across the community to schools local

clubs and organizations we had social media posts on both the city Instagram and Facebook and members worked in shifts to collect donations throughout the event overall we collected over 500 items to donate to the Community Care closet um next we will cover some of the other accomplishments this year's board members have achieved so committee roles we establish a Communications committee

and a committee a committee which is Gen created to generate lines of communication with the community schools and local agencies and organizations next we have the volunteer committee which was created to promote volunteer opportunities by the city and local organizations within the community and lastly we had the events committee which create was created to oversee all events

and projects led by the board moving on to Community Services tab members volunteered at community events including breakfast with Santa the boat parade and breakfast with the bunny moving on to our members at large role so at a meeting we proposed to add seven non-voting members at large in order to expand the amount of participation on the board and open

opportunities up for younger members staff worked to update Department policy to add verbiage on what the members at large role will entail and the board approved the updates unanimously members at large would serve on the teen Advisory Board as non- voting members and they would be but they would be held to the same standards as voting board members signing the same

commitment and conduct form they can still participate in meetings and provide their input and we'll sit and serve on committees as well and as we get ready to install our new board members for the next term here are some of the goals we will pass along for them to achieve so our goals for the upcoming board are to integrate new members at

large positions to continue to work with staff on yearr round teen volunteer opportunities to work with staff to establish a recurring teen event by anually or quarterly to find new local leadership training opportunities and to connect with local businesses and organizations to find new volunteer opportunities for teens that concludes our presentation for you this evening and we thank you for your time and we

are open to any questions that you might have for us board members do you have any comments questions go ahead Mr BR as the uh board leaz on to the Chino Hills Parks Rec commission it was exciting for me to see this T committee come to this last year what you were able to do first year get

things off the ground and and have that wonderful project and I know the uh parks and commission meeting uh received a report and everybody is very pleased that I've talked to and and just want to wish you the the best in this next year and keep keep growing I I I like the goals and really thrilled to watch it uh

come to the start so congratulations and all the best thank you Jason yeah you know what I find really amazing it's the process that all of you went through at the beginning and at the end and between that would anybody share about what you've learned about yourself you know because sometimes you know all of us have weaknesses and

strengths but over time we refined and sometimes we're Brave and we go out of our out of our Zone anybody would would like to share because obviously you started here and now you're here you you guys definitely have learned so much but it it's okay but it would be wonderful to know what what you've learned about yourself the team just

because this is this is what it is about being a human going out of your way out out out of yourself yeah um so I learned oh my name is sfia bojani um I I learned quite a bit I learned um everything that voting members do How the City Works and you guys put in a lot of effort and

that's I really got a deep appreciation of that and I really learned that I have a lot more to offer to my city than I thought previously um just my experiences um you know everyday life um but yeah I really got to see how the City Works and that was that was really impressive oh that's wonderful uh for me I interviewed for

this board when I was in seventh grade and I'm currently an eighth grader on the board and it was just so inspiring to work with so many high schoolers and so many adults that are so dedicated to serving our community and it was really um you know mindblowing to see just how slow government works and despite how

slow it is despite how slow it is the city of Chino Hills and our district in total produces so much and I just realize how hard you guys must have been working for you guys to be getting as much out as you do just for how slow the process is and it just gave me so much more respect

for our city and it was really nice learning from everyone and taking all these um like different opinions and being able to collaborate and work with so many people that have the same goal and want to improve our city awesome thank you awesome let's see hi I'm Caitlyn Strater um along with tanishka I'm an eighth grader and on

this board I've just learned so much about like Chino Hill since I've lived here my whole life which is 13 years but um I've learned how to like communicate better and had more communication outside of just my school and my friends I've been able to see like um Commissioners board members and it's just so exciting to see how J Hills

is run and how um our city is come together as community and at the same time I'm seeing you guys what's going to happen in the future so because you're so young and you've been exposed to these things so that's awesome go ahead Mr Bri just one thing I I forgot uh could you tell the board and

the community how many people young people applied for this position and interviewed it to me it was quite a quite a number so uh for our first term this last this past year was our first term from August through through May um we had 65 applications to fill 13 spots or I'm Excuse me 12 spots because one of

them is appointed from the student member um this year uh for the next term we had four outgoing seniors one was filled by um our student member who's an incoming senior so three spots to fill we had 72 applications wow um so uh between those 72 applications we have a selection committee that that mols through them and then we make our

selection on who we want to interview and then we interviewed 20 20 students to fill those four spots and and the new voting at large members so we were able to actually fill nine nine spots um total so we now have a board of of of 20 as opposed to 13 this past term Mr no go ahead yeah I'm just uh so proud

of you guys and through my personal experience as I was at uh tens of thousands of years ago in your time um you grow in to be a true leader only when you realize the true leaders are nothing other than a servant leaders and I pray that each one of you will become that through a small practice like that in our community

you'll truly become a servant leader for our community and our state and our country thank you I appreciate you thank you anybody else I just want to say thank you too I am very impressed with your guys's presentation but more impressed that you guys stepped up to apply and actually do the job um I think it's really cool that you're reaching

out to the younger uh generation too because I know you're very young but there's those ones that need to look up to the ones that are are leading the pack and thank you for your guys' leadership as well at letting them know that they can make a difference in our community in a great way so yes we thank

you for this and thank you for all the hard work that you've done [Applause] next up we have our annual update on the teaching and learning task force from Dr Grace awesome good job that was awesome wait maybe Dr Park Dr Park I just because think glad you did that really glad it could happen I was like this a

good president Shaw members of the board superintendent Enfield cabinet and Community we have our annual update to the board of education on the work of the teaching and learning task force the teaching and learning task force is made up of a broad representation of teachers act Representatives administrators and our superintendent who work together to develop a unified vision and direction

for the instructional Focus for our students the purpose of the task force is to establish a systemwide implementation of few teaching and learning priorities across the school district through the areas of emphasis also known as our AOE our AOE allow us to make a deliberate effort to align our work through a common understanding and vocabulary to improve student learning

and by focusing on just a few priorities together we can prevent initiative fatigue and better support our staff through a comprehensive professional development plan the task force meets annually to establish teaching and learning priorities for the following school year this year we met in October to review student achievement data on the state smarter balanced assessment and our

local essential standards assessment based on the data analysis of student needs the task force confirmed that continued focus on the same areas of emphasis has benefited staff and also improved student learning outcomes to ensure a two-way communication stream between staff and the teaching and learning task force a message about the task Force's work for that day was

created to was created and a feedback survey was also developed then from December 1st through the 14th a feedback survey was administered to all staff the task force convened again in February and review the survey results from our teaching staff and administrators based on staff input we discussed the professional development implications and the preferred methods for delivering professional development

to support the needs of our schools at the conclusion of our day we drafted a message that would be sent out to all staff the areas of emphasis that we will continue through the 2425 school year include are essential standards which are guaranteed and viable curriculum for all students student engagement and our professional learning community at work

model which is a framework for guiding collaboration around student learning in the next part of our presentation Dr freed our director of assessment and instructional technology will review the teaching and learning task force results we had a total of 619 participants for the teaching and learning task force survey which was made up of 533 teachers and 86

administrators each group demonstrated increases from the previous year's participation there are two components to the teaching and learning task force survey the first component of the survey asked teachers to rate their self-efficacy in the implementation of the State academic standards which is tied to State priority 2 on our lcap the ratings range from one being exploration and research to five being full

implementation and sustainability this data from the survey along with implementation data from clrs and site walkthroughs help determine the district's evaluation of implementation of the State academic standards across our schools based on the triangulation of the teaching and learning survey clrs and school walkthroughs as a district we are at full implementation and full implementation and sustainability in all

areas for the 2023 2024 school year the district has met the local indicator for implementation of State academic standards the second half of the teaching and learning task force survey asked teachers and administrators to identify the level of support that was needed and their preferred method for receiving professional development to deepen implementation of essential standards student engagement and

PLC from a scale of one to scale of four indicating a high level of support needed to a score of one which is low level of support all groups indicated a moderate level of support when we take a look at the preferred method of professional development I want to point out that all groups valued the structured PLC release time which is

structured time with their colleagues as the preferred method for PD based on the input gathered from the survey the task force confirmed that our commitment to our students is to continue to implement and deepen our understanding of the essential standards and student engagement through weekly collaborative team time and structured PLC release time as well as continue to

provide training to support teacher implementation of PLC collaborative actions on the district's yellow sheet the work of the teaching and learning task force allows us to to carry out a coherent and unified vision for teaching and learning it is informed by student data that's reflected on the California school dashboard our essential standards assessment and is Guided by the

priorities of our local control and accountability plan with the collaboration we have with Educators we're able to align districtwide PD for all teachers and administrators on select areas of emphasis additionally with the feedback gathered from our survey we're able to provide customized professional development for all of our administrators and schools can also tailor their professional development to

their staff's reported learning needs as well so where do we go with this work based on the input gathered from the task force and our survey the division of curriculum instruction Innovation and support will Design professional development for the following school year we'll also provide schools with their school specific feedback gathered from the survey so schools can also offer

customized PD for their staff we'll continue to communicate and tie all professional development with select areas of emphasis and gather feedback after each session to gather Prof to evaluate professional learning and instructional needs and most importantly we'll evaluate and monitor the impact of professional development on student learning this concludes our report on the board to the board on the work of the teaching

and learning task force thank you Dr Park board members any comments questions yes go ahead you know just simply reviewing what you just stated you know next week you know Stanford is going to be attending our school next week you know there's approximately over a th000 school districts we are an exception and and looking at this there there's two bullet points that

comes out and that is the consistency of hearing essential standards student Eng engagement and professional learning community and Dr Park it is wonderful to see that PLC is the most preferred so yeah this is this is our recipe and we'll continue with it and our children are going to strive even further in their education and it's quite nice that our

participation rate is increasing we are very blessed to have wonderful people in helping our children thank you great Mr Cruz thank you thank you for your presentation we are now on to comments from our student representative Chloe good evening board president Shaw members of the board superintendent Enfield cabinet and Community firstly I wanted to congratulate this new student

board member Gabriella on getting sworn in today I am so excited to see all that you will accomplish with this position and the congratulations to our seniors who were celebrated yesterday for National College decision day good luck on continuing your academic Journeys good luck to Ayala swim who has had several student athletes who have qualified for CIF and lastly

congratulations to Chino Hills drum line and aala drum line for representing our district at the drum line World Championship championships in Dayton Ohio Chino Hills took first place at and iala took second place beating out teams from all over the nation thank you thank you Chloe we're now up to our comments from our employee Representatives U Miss Brenda Walker

from act anyone that's here anyone here for special presentation you have to leave now any of the public and people here that are done with special presentation it's time for you guys to leave and if I don't think I think they've all left they all left they all left it's okay your F's com [Music] e you're setting an example the what not

to do sp people you guys did a good job you have grown you have grown so much it's amazing what a same it's good that you time just you get Ready's come Mrs Walker you may go now okay great good evening president Shaw board members superintendent Enfield cabinet and Community next week is referred to as teacher appreciation week we'll be

celebrating and recognizing all members teachers counselors speech and language Pathologists nurses and psychologists they deserve it of course I only hear a few of the stories of members who go above and beyond for their students no one brags about themselves they just do what needs to be done to help students succeed for instance there's members who work on the weekend to write just one

more report or grade just one one more stack of papers or the members who attend after school meetings write reports after school collaborate with each other after school or on the weekends because there's so little time during the week and what about the members that purchase item for items for their class we know a lot of members who

do and we know why members do all the all the things it's because they want the best for their students they want them to achieve academic success and be supported mentally and physically so on behalf of our members thank you School Board District and administrators for recognizing our members as you vote on our tentative agreement this evening please think

about how much our members contribute to the successes that CVUSD celebrates we also hope you support the tentative agreement that you've been that you have before you for our csca Union friends the district would not function properly without their hard work dedication and expertise thank you for your time and have a good evening thank you so much Mrs Walker we

um Danny Hernandez is absent tonight and then we have Dr Matthews from champ this is um Dr oh sorry board president sh board members Dr infield and executive cabinet I'm Gerald Matthews the proud principal of Lisa Cortez Elementary School I'm here to speak on behalf of champ um first of all I want to take a moment to acknowledge the hard work and

dedication of District employees in various roles who have been celebrated this week our School nurses and principls and tomorrow we're celebrating our school Heroes also on next week we're celebrating teachers and classified employees um want to say congratulations to Aela high school for being recognized um as being among the top 8% of um high schools in the US by US News and World

Report and congratulations to all of the seniors in the district and finally I hope everyone throughout the district has a successful end to the 2023 24 School year thank you thank you so much Dr Matthews we are now on comments from the audience on items on the not on the agenda Reagan are there any requests to speak yes 14 14 thank you board bylaw

recording secretary first Curtis Burton followed by m large followed by Glory chiarelli good evening ladies and gentlemen I'm Curtis Burton I am a city council member for the city of Chino I'd like to thank you for allowing me to come to speak and share some relevant information regarding the city uh we invite everyone to celebrate Chino uh

with us during bring the annual state of the city address on Tuesday May 14th at 6:00 p.m. at the cha College Chino Community Center located at 5890 College Park Avenue during our state of the city we will outline the city's accomplishments over the past year and offer a glimpse into Chino's bright future this year's theme is from

Heritage to Horizon which captures the essence of our town moving forward while also paying tribute to Our Roots I also invite you to the opening ceremony for the annual Corporate Challenge this Saturday May 4th at AA Park the opening event will feature cornhole a relay run a tug of war uh and other events uh 11 teams from across the

Chino Valley including the tuning invite school district and the city of Chino will be competing in nearly two weeks of fun and friendly competition the Corporate Challenge runs from May 4 until May 17th and will feature activities ranging from basketball to laser tag to trivia night and lastly and some very very important information I I'd like to

share we encourage all of our community members to voice their concerns in regards to the ongoing transfer of the death row prisoners to the California Institution for men this city of Chino and Chino Hills are calling on the California Department of Corrections and Rehabilitation to properly invest in their facilities so that they can house these condemned inmates over 800 community members have

signed our petition calling on Governor Nome and cdcr to keep our Chino Valley safe to learn more and to sign our petition visit City ao. org and that's all I have to tonight unless you have any questions for me thank you thank you very much next Molly large followed by Glory chiarelli followed by Misty s good evening board Dr Enfield and

Community my name is Molly large and I am the proud principal of Roads Elementary in Chino we pride ourselves on following the PLC process to disaggregate and analyze data student by student and standard by standard we look for patterns that we can then address through intervention and extension now if we are to extend that model to the district level the

standards would be the lcap goals the metrics are already written into the plan and we'd want to disaggregate by student groups and schools to determine where we are more and less effective under every measure of Family School commit edness discipline and academic achievement our African-American students lag they have the highest level of chronic absenteeism the highest comparative rate of suspension and

expulsion African-American students are disproportionately identified for special education and disproportionately left out of gate why is that I don't have the answer but I know that we have amazing parents of African-American students in this District who are heavily invested in finding that answer one way to address those concerns and start finding answers is by involving the families in meaningful ways at the

district intervention could sh should start with an African American parent advisory Council as a district we file a Consolidated application to be eligible for federal title Title One funds one of the assurances that we sign off on is that we as a district District identify barriers to Greater participation by parents with particular attention to parents who are economically

disadvantaged are disabled have limited English proficiency have limited limit literacy or are of any racial or ethnic minority background an APAC can be a tool to help us identify and eliminate those barriers to Greater participation if Chino is to be a true plc model district from top to bottom I believe it is critical for us to model

the process and beliefs not only with student academic measures at the school site level but with all lcap metrics at the district level I encourage the board to put forth a resolution creating a district African-American parent advisory Council for the 2425 school year as Leaders let's hold ourselves accountable to the data in the same way that we ask our teachers to be

accountable thank you for your time next glor tarelli followed by Misty s followed by Oscar AA supporters parents and educators of African-American children or speak is an organization that has been running for about 3 years and seeks to do exactly what the title says support African-American students and their families so Dr Enfield I know you didn't have a chance to respond to my email

because you're super busy but I was hoping during your Communications you can please specifically address why or why not speak has not been given District recognition and one more thing as a public service announcement to be clear you are not anti-white you are not anti-god when you speak for pro black anti-racism for that matter the next time someone accuses you ask them this

why do you identify more with the racists than you do with those trying to do away with racism next Misty s followed by Oscar Villa followed by Bridget a good evening Bor a few thoughts that I've had recently um it's funny that the left is up in arms talking about how we're trying to ban books in school yet look at all the things that

they are banning plastic straws plastic grocery bags leaf blowers gas powerered cars second amendment rights Christians babies punishment for criminals and most recently Tick Tock but most importantly trying to ban our parental rights pretty ironic and hypocritical when you think about it so why is it okay when they do it but not when parents want to protect their

children there's always a double standard when it's something that conservatives are fighting for they are basically Banning Common Sense nowadays I just want to thank the majority of the board majority of you the board for continuing to fight for the family unit the family unit is the most important thing we have on this earth and the left is trying to rip it

apart and then we have a gentleman running for school board who has no experience because he doesn't even have kids why in the world is he running for school board when he hasn't got a clue he has no idea the depth of love a parent has for their child and the struggles and the daily worry that a

parent has nor the links will go through for our Flesh and Blood you cannot relate and are simply being told what to say and what our students need instead of knowing from personal experience that would be like hiring a plumber coming off the street to perform heart surgery you're not going to cut me open I don't trust you you don't forget that the

students that are going to school in this District are someone's children you don't and can't speak for the people of this District because you can't relate to the people same goes for some a few of you activist teachers so to the board from one parent to another thank you for fighting to keep the family unit together for

keeping me as a parent involved and informed and for making education a priority instead of following the crowd and their ridiculous ideologies I didn't have six kids so the government could control them they are my pride and joy and no matter what party you align with if you are a parent you most likely believe the same thing I do thank

you next Oscar AA followed by Bridget SS followed by Shan kones [Music] all right thank you Bor good to see your lovely faces um I just wanted to come today um this morning we had the National Day of Prayer at the the lawn from the city hall and I didn't know that for 73 years we've been praying as

a city you know and I think for 10 and some years as a nation so I was I was pretty blessed you know um and I think right now in the time we're living in I mean we just you know I think things are getting better and people got what they wanted and that's cool you I'm glad that

everybody's happy but I think the country still needs a lot of prayer you know and and I see as uh as time goes on and as as we've taken pray out of school and we're taking pray out of the home and even pray out of churches the communities you know people don't pray that much we see what's happening to our

country you know so so we see what's happening to our children so I wanted to pray I wanted to pray if I can and um if you're a Christian if you believe in Jesus if you don't you can pray with me if not you don't have to but but I believe that prayer is what moves the heart of God so I want to pray Heavenly

Father we thank you tonight we thank you that you've you've took took care of Chino for 73 years even more Lord but for 73 years we've been praying we've been believing for for a community of a family father God now I just pray that you bring a a sense of community in this city father I pray that people will work

together and cooperate I pray for those in this board father God I pray for for for our PE people in in City Hall I pray for our mayor I pray for people that work in in in our in our service Lord I pray that you would just protect them First Responders I pray for them too and I just pray Lord that you give the city

more more of a family unit I pray that you bring this city together and you remove Division I pray that anybody that's trying to bring the to the city that you remove them I pray for Unity I pray for peace and I just pray that you bless the city and we've always said that this city has had a covering of God

on and tonight I wanted to give you a little update on that Mr Miller was gracious enough to allow me to organize a field trip we opened it up to about 40 Juniors and senior students to sign up well it was really successful because we actually had 43 students and we had to actually put a stop to the

signups and not only did the trade school invite us back but they are requesting for us to make this a yearly field trip for our students our students were able to see firsthand the four different trades the school had to offer some of them were planning on applying after graduation this year so I'm kindly asking the board to

please encourage your other high schools to look into this wonderful opportunity for our students I believe buav Vista is already scheduled for a field trip of their own did I mention the school is free completely free so I just wanted to bring that to your attention and I really hope that we can do something for our students and allow them to know that

there is is something else if they are not College Bound there is a promise for them out there thank you next Sean cunz followed by Mindy shamp followed by Eric shamp good evening ladies and gentlemen of the school board uh I am a concerned uh High School senior and I am here in front of you guys today because I would

like to petition to get education on anti-Semitism and Jewish culture into this School System since the war in Israel broke out there has been a significant increase in anti-Semitism in America especially in colleges and universities in the late 1930s Germany taught their students what Jews look like and how to discriminate against them this was a very short time

ago and if we don't educate our students this will happen again in America adding curriculum regarding Jewish history will help people understand possible outcomes that can occur from anti-Semitism I I thank you for this time for uh me to come up here and speak in front of you guys and please uh take this into consideration I thank you for

your time next Mindy shamp followed by Eric shamp followed by Bobby Omari good evening I'm here to ask the board to please allow speak which stands for supporters parents educators of African-American children to become a districtwide APAC which stands for African-American parent advisory Council because our district is focus focusing so heavily on Parental involvement I'm really hoping this is of interest to you

as well for the past couple of years the speak advisory Council has been taking place at Roads Elementary however the participants are members of the community who have children and grandchildren in all schools throughout the district we would like to see this grow outside of just being officially for roads community and be open to the entire District as a parent of black

children myself I found this group to be very informative and supportive unfortunately the data shows that here in our District black students are facing disproportionately High rates in the following areas chronic absentee rate suspension and expulsions eligibility for special ed specifically labing labeling too many kids emotionally disturbed participation in Gate graduation rate and academic achievement these six categories happen

to fall in line with the lcap goals in our district for those who don't know lcap is a tool for the for local educational agencies to set goals plan actions and leverage resources to meet those goals and improve student outcomes I can imagine we share the same desire to improve our lcap goals the data is telling us we need to focus on

intentional intervention with black students to improve their educational outcomes and overall experience I believe allowing a districtwide APAC would be a great start black students are experiencing racism on a daily basis here on our campuses and as mentioned the data suggests there are biases towards black and black children here in CV USD I've spoken for years about this

issue and unfortunately it seems to be ignored here in the boardroom to be quite Frank I don't think I or anyone else should have to come up here month after month and retell the new racist thing that happened to our children in order for you to care or beg you to invest in this deserving and intelligent group of students the data is telling

you that they need support for their unique challenges and approving a districtwide APAC will begin to address these needs now I ask that one of you add this to the agenda as an action item to be voted on in the next board meeting thank you next Eric champ followed by Bobby Omari followed by Naomi M good evening I'm here to express my

concern as a parent that our district has El eliminated the prep period for all Junior High and high school special ed teachers these these teachers serve as case carriers to all kids on IEPs our special education system is already very challenging on all parties the teachers students and parents often as a parent it feels like it can be a full-time job

trying to navigate our child's unique needs and how that applies in the school setting special education teachers are massive support to students and families and we rely on them to ensure that our children's IEP accommodations are being met and their goals are being worked towards this involves timec consuming tasks Beyond those general education teachers for example the creation of the

IEP and making modifications and amendments planning and conducting IEP meetings I've been in these for my children easily lasting over two hours uh conducting assessments with over 200 questions and Amendment meetings even before cutting the prep period the system was already struggling due to high case loads and open teaching positions this decision seems to be a slap in our faces it communicates that

these teachers are not valued and job is not understood nor deemed important enough to be properly resourced our district must increase its value on the education of those with disabilities this is also why we have to properly scrutinize and thoughtfully consider every dollar spent I've said this before where the board goes the district is forced to follow the most glaring

example is a hundreds of thousands of dollars in legal fees we continue to rack up in order to try to preserve the transgender outing policy that students have received no benefit from we spend money on political and culture wars while we cut resources for special education in order to do it we know special education is needed for youth

who struggle in the traditional classroom environment yet our responsibility to ensure learning for all youth remains we also know the achievements of Youth in special education is where we can really move the needle in a wide range of Student Success metrics removing resources from special education is not Equitable it's also not strategic I'm advocating for the decision to remove a conference

period be reconsidered and returned to as many school sites as possible we need more resources not less next Fabi Mari followed by Nami M followed by Judith m [Applause] e good evening superintendent Enfield cabinet and school board members it has been abundantly clear our district and practically all districts in California are anticipating budget cuts for the 2425 school year and Beyond we are

headed toward choppy Waters that can impact the livelihood of our students teachers and faculty this board can sit back and play Monday night quarterback blaming Sacramento dance in the streets promoting hate or maybe just maybe you can all do your job and seek resources that our students and teachers desperately need perhaps take a page out of the Anaheim Union High School

District and stand in solidarity with your teachers and faculty refuse your inflated pay increases to reduce the impact our teachers and faculty will certainly feel next school year work with your legislators the California Department of Ed and partners in the community to bring in resources find grants and ensure our district can allocate resources for teachers to teach

and students to succeed and yes it is within your purview to work with people you don't agree with because your commitment to public education is not to yourselves your polic itics your religion or your party but the entire CH vality community and its schools thank you next followed by J and followed by Jackie [Applause] Cortez Naomi M followed by Judith eert

community by serving as our student rep I know that she um had a front row seat to a lot of Discord a lot of times when um the adults in this room weren't acting very adultlike she showed courage and bravery and by using her platform to speak her truth and to show support for our teachers I hope that she will be

able to sift through the dust and to find the good in our community the good in our district despite the Discord and the level of toxic toxicity that it reached um I really feel that she did um a great service to her fellow students that she um opened up discussion to her fellow students by serving and that she

served as a very good role model a role model that we can all take to heart I hope that she is successful in her future endeavors um I hope that she can continue to be um professional to serve her community with pride and that she will look on this um time on the school board as a positive experience that she

better as teachers parents and Educators and every other human being on the face of the Earth has watched and wondered exactly what we are witnessing and what are the changes in our kids an excerpt from New York Times 2014 we observe that a child's natural intuitive creative and curious way of relating to the world may be repressed

when technology is introduced into learning environments at an early age Tech Titans send their kids to Waldorf schools where their kids are not allowed in front of a screen during school until age 14 the following are these uh changes that you may have noticed lack of concentration lack of critical thinking intercommunication skills planning motivation imagination poor reading memory issues with

details I describe what we are watching as a phenomenon of the covid kids and the pixel pandemic my purpose and Mission in in presenting this information to this board is to inform the students parents and Educators about online education hazards while bringing academic and medical communities together these hazards include screen pixels screen time and educational games that create neurological brain imbalance

and children and still their childhood even educational games not only stealing their childhood but their culture and their Community we must provide solutions for healing through Brain Balance Therapy and community-based project-based learning that will heal the Learners Minds hearts and souls for this generation and future generations to come what pixels do to the brain they impede Brain Balance

development plasticity and impede um the child's um cognition including creating high blood pressure and anxiety with a dopamine addiction that carries over to other life addictions these games are programmed to look for pupil dilation to keep the child engaged solution minimize exposure to to pixels online games will need um Community Based learning and all this is backed by Harvard and many many other

studies thank you next Jackie Cortez followed by Lawrence Kim next week is Teacher Appreciation week but I have never felt less appreciated in my entire career as I do now so I decided to create a list to the district on how they could make teachers feel appreciated number one return the conference period to all secondary special education teachers 55 minutes at

the high school level is all we are asking for time to do our job to the best of our abilities time to prepare our classes and see students on our case loads time during the workday so we don't have to sacrifice our time after school away from our families number two return money to teachers that do not use

it towards benefits in other districts if a teacher does not use their benefit money because they are under someone else's Insurance the district gives that money back to the employee not in this District they pocket our money the greed runs so deep number three provide us with more school supplies all the paper and ink that we need teachers should not

have to pay for the most basic school supplies out of their own pocket we do not ask doctors to pay for scalpel firefighters to pay for their hoses stop making teachers pay for their own paper and pencils number four treat us like the professionals that we are funny how everyone was beaming with pride at the recognition of the PLC process when

teachers are the ones that do the PLC process PLC stands for professional learning communities the professionals are the teachers and no Mr Cruz parents are not involved in the PLC process because this is literally planning time with our department in school your question highlighted how little you know about the process itself number five in summary show us

respect our job is hard enough as it is consult with us before doing something as drastic as taking away our conference period imagine a world where you actually cared and listened to our concerns and did something about them we need to feel supported we don't need the district to be working against us so to all the teachers out there I see you and

I appreciate you next Lawrence Kim final [Applause] speaker good evening board president Shaw and his steam members of the board and cabinet my name is Lawrence Kim and I'm a sophomore currently attending the biomedical Science and Technology Academy at Gino High School good evening my name is Carlos Sierra and I am also somore attending the BST Academy at

Chino High School we're here to represent the best science times research team which is a component of the best science times research and newspaper Club our research team has uh worked throughout the 2023 to 2024 school year to firstly uh construct a framework for research Ai and education secondly uh release a survey with over 500 student responses thirdly create a report on

that survey and finally uh create a forum to initiate an open discussion with it with cvsd community members our Forum consisted of students teachers parents administrators and District Representatives a special thank you to Mr John Monroe for coming in as well um we had made sure that there's also a speci special speaker as well Dr yolana Valdez who is the superintendent of the

Cutler R Joint Unified School District uh who also spoke about her District advancements towards AI implementation following the discussion amongst a diverse array of stakeholders we prefers propose firstly AI integration into education for students is critical for students and the Chino Valley Unified School District uh students should be fully prepared for NE the new technologies when they enter the

workforce our second proposal is that the district personnel and administration need to take steps to explore AI usage and education and uh View doing AI as a support mechanism instead of a threat so our ultimate goal is the formation of the C cvsd Committee of AI education we encourage the cvsd Board of Education to take our Forum as a

catalyst towards our District's mission in integrating critical skills to students for the modern Workforce a new age of technology is here just like when the internet was first introduced and this is the timely issue that must be addressed now we urge the board to take the cvsd AI and education Forum results into consideration and institutionalize a CVUSD committee on artificial

has shown her how amazing it is to get involved while at Lugo she has been involved in various aspects from academics taking various AP and honors classes to Athletics where she has been a student athletic trainer and part of the VA Varsity water polo team for three years along with recently making an all CIF team additionally she is part of the

National Honor Society and the hearts and the heroes Club on campus when she is not busy with school she enjoys spending time with her friends and family volunteering at her church and trying new activities she would like to thank Miss rioo wit for inspiring her to run for ASB president and allowing her to have this opportunity she is very

it was uh pretty unanimous for just a couple of uh the Senators uh so I would just I would just say this for the record um you know next time the contract's over and we have to renew it um you know I would really just just advise and just really encourage the teachers you know uh the ones that came

and that were you know calling the board names and you know calling you you know nazi racist every other nasty name in the book I I pray that that because you are claiming to be educated you are claiming to be an adult I I I would pray that anybody that wants uh to uh you know debate uh your rais whatever you do

it like like an adult do it maturely you know there's kids that that come to the meetings you know you know we have the student present that had to sit here and and look at look at the adults fighting over money you know and um and and I know I know part of the reason is people want to retire you want to retire with

with more money and people you know everybody wants to make money so do I but because I can't get a pay raise I'm not going to start calling my boss names or people that that work for him you know so I would just say you know people that want to come up here and want to you know put down the board and and want

to wear you know Dollar General um earrings you know and and and want to you know promote you know sexuality to children I say leave that at home you know you want to raise do it right you know come and do it right and don't do it the expense of of the public and the children you know you want to raise you

know act like you want to raise you went to school you got you got a degree that's fine you know but you act you got no sense so I would just say act mature and U when the race comes again you want to get it you know don't don't start you know screaming bloody murder and calling people names and acting like you're you

got no sense so I would just want to say that I'm glad you guys the raise and I'm glad that everybody's happy hopefully everybody's happy and from what I hear like I said it was pretty Anonymous so at the end everybody came together at the end everybody Kumbaya so it was all for nothing right was was it just show

so just thank you for that thank you next Jackie Cortez well we'll wait to see how this board votes on on the tenative agreement and sit by as the cabinet gives themselves the second race of the year I want to thank the bargaining team and the union for all their hard work while I wish tonight was all about celebrating

teachers in our tenative agreement it is not something huge is missing and it is sped language there is not a single word of sped language in the tenative agreement they crossed it all out we got a special ed task force and while that is a step in the right direction it is too little too late as you heard at the

last meeting all of secondary teachers in special education will no longer have a conference period but conference is not the right word for it it should be called a case load management period this period is used to meet with students on our case load test them and hold IEPs monitor progress on goals and the endless task that our job entails

sped language would have ensured that all of secondary have this conference period and that no one can take it away in the days after the last board meeting the high schools who still had the conference period have now lost it not only did our working conditions not improve they're getting worse now no one has a conference period going into the

next year and no one wants to own up to making that decision several of us have been told the reason behind this is because the district wanted equity and to follow our contract if not everyone has this conference period then everyone should lose it what kind of a mindset is that you're allowed to give us more than

what is in our contract since when does equity mean taking away as someone who has experienced both situations I can tell you that having one prep period is not not enough time in the school day to do all of a sped teacher's task Elementary special education has its own issues they don't even have an embedded prep within their school day they need

more support in time than ever but they have even less support and who makes these decisions there has been a lot of rumors behind this is it is a district directive what does that mean who is the district this is not the wizard of O when I hear the district then I think of the cabinet Sandra Chen Lea fellows

Grace Park Norm field which of you made this decision sped concerns are finally being acknowledged but I'll wait and see if they're actually addressed talk is cheap actions are not it's been two weeks Mr Monroe did you and Dr Enfield discuss special education what was the outcome of that conversation this is not what we signed up for we just want to

help students with IEP be successful citizens so they can come back and contribute to their community and we want to Foster positive relationships with families we cannot do it all with one prep I also teach math one of my preps is for math content the other one is for sped the fact that you are forcing our hand to have to negotiate

thank you Eric shamp good evening board members Dr infield and cabinet members I've been in many discussions regarding compensation packages and my intention here is to advocate for transparency as a concerned Community member as much as we're able to these increases and this increase should be put on hold until we can all have a better understanding of their

structure and the logic behind them my understanding is that these proposed compensation increases are largely tied to the rate increase the teachers union just secured I want to be clear that that logic does not make any sense a superintendent and cabinet members are not Educators it's a completely different position and role is why they are not members of the teachers union so

compensation p packages should not be assessed and administered in the same way essentially you're asking the teachers union to bargain for your salary that means that seems like a major conflict of interest and act's efforts should not have any bearing on your compensation I speak a lot about good governance and the importance of strategic thinking and operating in a

thoughtful manner in order to apply that to compensation packages for district cabinet members and the superintendent the following are all best practices widely used in organizations and companies both both for-profit and in the nonprofit world number one to conduct an external salary landscape analysis is the best way to understand where CV usd's compensation packages are in relation to comparable districts it's

more than just a Google search of any District you choose it is a thorough analysis considering how to define a comparable District position and individual skills and experience and individual brings to the role and then you present that to the public for their input and preference regular review of the components of contracts is also another way that would include looking

at the salary and benefits we know compensation packages and contracts can benefit the individual much more than the district and vice versa exists too it goes both ways my concern is that we do not know if these contracts and compensation packages are too generous and we are overextending our district resources or if they are average we need

the research to be done and presented to the public it is not good governance nor strategic to apply such a rudimentary formula for the cabinet and superintendent I advocate for a more thoughtful approach to these contracts and compensation packages and the inclusion of community members Beyond just a three-minute speech at a board meeting I would like to make the

following oral report the board will consider the employment contract for the superintendent uh for the Chino Valley Unified School District pursuant to the government code section 54953 subdivision C3 the board provides this oral summary of the salary and fr fringe benefits recommendation for the following local agency executive position of the local agency executive is superintendent Norman Enfield the

annual salary effective 71 2023 is 367,000 the term of the new contract between the district and Dr Enfield is July 1st 2023 through June 30th 2027 longevity in the amount of 14,713 annually 4% doctoral stien in the amount of 15,32 annually other elements of compensation listed in the contract are Health and Welfare benefits caps of 10,000 annually vacation and sick leave

24 annual vacation days and 24 annual sick days do I have a motion so moved thank you Mr n do I have a second second thank you Mr Cruz any comments questions discussions Mr na or M no Mr minro sorry I'd like to make a motion to pull this for further discussion and bring it back at a later board

meeting so Mr Monroe would need a second second thank you Mr Bridge any comments questions [Applause] discussions um just want to make um a quick comment is um I think as a board we need to to look more at the language there's some things in there that concern me um and the the fact that we don't even have the uh last contracts to

compare current contracts to is greatly concerning so I think we need to be prudent and push this off at a later date thank you Mr minroe and we will go ahead and take a vote all in favor I I any opposed I I is that yeah and and the motion fails with a vote of two to three preferential

pre do we have to take a preferential no we don't thank you for disrupting the meeting now we'll go back to do I need another motion no it's on the floor okay since it's on the floor any comments questions or discussions go ahead Mr Monroe all right well I'm this so then I'm going to talk about my

concerns here uh some of the things that concern me in the language of uh the contract um specifically when we look at uh termination practice in this new contract the termination practice is to give a 30-day notice of termination and then a subsequent 12-month uh compensation or severance package um if I'm going to no longer inquire somebody's

employment I'm going to give them a 30-day notice I am not going to have them come into the office for the 30 days in essence in providing that language we've lengthened a 12-m month severance package to a 13-month severance package um which is substantial and I I don't believe that is spending the money wisely I think a year is

significant time for somebody to find other employment um I'm also concerned a little bit on the salary package the salary package has a me me too clause in it when act or other District employees get a raise he gets me toed with the same raise that salary compensation also has a clause in it tied to his evaluation if he gets a if the

superintendent gets a satisfactory evaluation he's to receive a raise of no less than 3% uh thereby not only receiving the same increase as the teachers but also receiving an additional 3% which would put a raise this year alone of 11.34% to the superintendent the those those Clauses although uh are common used they're they're rarely used together and usually

a district that uses a clause related to the valuation process is because of the reason that Mr shamp brought up is the ideology that the negotiation which is largely conducted at the superintendent's direction would also affect his raise as well and although the board has to still ratify that it does appear to many people to be a conflict of interest so in the effort

to avoid that they go with the compensation package to increase that related to his uh or her evaluation process um those are those are two issues um that I think we um should further look at I I am concerned that we don't have the last contract um usually when we do a policy change we get this is new

language and this is old language that wasn't provided for us so in looking at a new contract I have no idea what was added or what was removed or changed and I think that if we go forward and and vote in this contract we have done so in the blind seeing that there's no more comments we'll go ahead and take a vote all in

favor I I any opposed oppos preferential no thank you the motion passes with a vote of three to2 with preferential voting yes next is I mean no sorry Dr INF next time can you correct me can you audience can you please not shout out you're not supposed to disrupt thank you item two be that is twice too so next

one you're out you have to remove yourself next is item 2 B6 compensation increase for the Board of Education effective May 3rd 2024 recommended that the Board of Education approve a 5% compensation increase for the Board of Education effective May 3rd 2024 are there any speakers yes one thank you Lisa G it's worth noting that during the last

school board meeting Miss Shaw was out of state attending something called the learn right Summit in Nashville Tennessee this Summit is for right-wing candidates and school board members from around the country to come up with strategies to take over school boards and Implement extrem right political agendas obviously Miss Shaw you are an expert in this area but I'm just curious

who paid for this trip if our district paid for even 1 cent of the expenses incurred I'm hoping you'll fulfill your stated commitment to transparency and let us know at the end of this meeting I'm especially curious since there were quite a few videos of you and a few other attendees line dancing in the streets of Nashville wearing what were

basically Sandwich Board signs with anti-lgbtq messages do you know how embarrassing that is for us in Chino Valley to have our Schoolboard president not only constantly appearing on Fox News to spread disinformation and messages of discrimination but now dancing in the streets of another city while representing anti-lgbtq sentiments in such a humiliating way do you think this helps our district fight a lawsuit

by the state for unfairly discriminating against our most marginalized students with your parental notification policy oh and speaking of lawsuits how is it that our district is setting new records and legal fees this year despite the fact that the Liberty Justice Center is allegedly representing us pro bono in the state's lawsuit a record $750,000 in taxpayer funds are still

being spent on legal fees and it's certainly looking like we may exceed a million dollars before this school year is over so it seems particularly egregious Miss Shaw that you are back again tonight asking for this board to approve a raise for yourselves especially when you have spent so much time on a nationwide media tour to Garner attention for yourself and your

political Ambitions plus I'm wondering what this board majority has done to add any value to the academic success of CB USD students that makes you worthy of an increase you have spent nearly all your time and Untold resources on developing policies that Target lgbtq students stir fear and Division in our community disrespect teachers and invite lawsuits if you had any honor at all you would

forgo your stien altogether thank you may I have a motion motion thank you Mr Cruz may I have a second second thank you Mr NW any comments questions discussions I'll use the light system I I I have a question go ahead yeah I I would uh vote for the increase but I will not take the increase my own and I think SRA Chan is

it possible to do that yes okay yeah because uh everybody it's been a practice for I don't know how many years I don't know whether it's written or practiced there's a me too Clause we have a champ we have CSA we have teachers and and me whoever they would get the same type of uh raises or whatever

um and for for the spirit of that I don't want to break that the Spirit uh because I think there's a reason reason why there's a me to clause or or practice that's been set here for many many years but personally I do not support my own increase on pay at this time so I'll would vote for the

to um ask one of them to leave we would be giving them a almost 20mon severance package again with 45 days sitting at home because we would no longer allow them to most likely come into the building if we asked them to separate or if we chose to go a different way that's concerning to me and I think we need to look at that

language again um our job here is to represent the district as a whole and to do what's benefit of the district and I think we need to to look at that further before we um vote in a contract like this thank you Mr Monroe any other questions comments discussions the light system isn't working so I'll go ahead and take any

addressed by uh mayor Cynthia Moran uh well attended very very informative last night uh I along with Mr na attended the band showcase at Chino Hills High School featuring students from all of the feeder schools Butterfield Ranch elementary chaperal elementary Oakridge Elementary Wickman Elementary Cal Arrow preserve Academy towns and Junior High and Chino Hills High just a fantastic uh

program and uh if you missed that one you have three more opportunities uh tomorrow night uh the band showcas at a yala high school and its feeder schools um is at aala at these are all at 600 p.m. by the way uh Monday May 6th at Chino high school and Thursday May 9th at Don Lugo High School

with their with their feeder schools as I said all start at 6 o00 in the gymnasium uh wonderful program and the best thing about it no cost it's free but get there early because last night the Chino Hills High jym was was packed um also in uh the West End Sela annual art and writing showcase was held

at chaffy two weeks ago and I was unable to attend but uh I wanted to um congratulate those from our district that uh participated and also received Awards uh and some of our um uh administrators and also teachers received received Awards and I just wanted to recognize them um Amanda Clark um Julia Lanham um Monica Lopez Barbara

Bearden uh Renee McCain uh Abby Deming uh Colleen Turley uh s Horton Barian uh Suzanne baros hog and Karen Jack so congratulations to all of all of them and I was able to attend last year and it it wonderful program so I'm sorry I had wasn't able to attend this year uh we heard earlier congratulations to aala high school for their ranking of

the best high schools in US News and World Report and uh what I was able to uh to see is that out of uh it was rank out of 17,6 55 high schools and we were ranked uh 1,425 so that's that's quite that's quite a ranking it's uh outstanding when you look at all the all the high schools

across the across the country and uh congratulations to them and if I can use a point of personal PIV privilege to show you what what that means as far as a US News and World Report uh my son and daughter-in-law are both graduates of Rose Homan Institute of tech technology in Indiana and that school for the last 25

years has been ranked by US News and World Report is number one in the in the US for U engineering that with in a college that does not require or doesn't require doesn't have a doctoral program so it's an under undergraduate engineering program uh and you know just tremendous tremendous honor so for aala to get this kind of a ranking with high schools

through that same publication uh very impressive and with that I believe that concludes my my comments I wanted to make them short tonight because we knew we had a long meeting thank you Mr Bridge Mr naw and thank you um yes uh I did attend um the Ben showcase at Chino Hills High School uh it was a great uh

moment I couldn't believe there's a junior high school special were playing like professionals and I had shown such a gratitude not only the students and parents but especially the teachers and their devotion some of the teachers had been teaching as an um music teacher for some 20 25 years and they have seen such a grown kids and now they're an adults but

they could still remember their music teachers was an awesome event uh where everybody could come and enjoy enjoy togetherness some parts of the words there very fighting and and and throwing bombs but here we were able to play music and be a great neighbors uh one great family this is what our school district was about being a big family that

night and also looking at tonight the day of teachers day of nurse they have classified employees we're all together even our attend IES here many of us are still parents wearing different hats sometimes a teacher or sometimes your grandparents but we're here because we love our children so thank you and lastly I'd like to thank Chloe I love her

especially CU she has shown such a great uh love and respect for for her teachers and and that's what really moved my heart that was me when I was in junior high school that's that was me when I was in high school and that was me when I was in college so I think maybe we're sharing um same family genan uh respecting a

teachers and she's laughing cuz I feel something times like her family member but uh it's great because it shows that she had received that type of attention and growth from her classrooms and she'll never forget it she's finishing her High School in weeks but this memory that that our teachers had given to her will last her lifetime such a great occupation

are teaching job is and this what I have uh talked about the other night with Mr Bridge such a great profession serving our students being a teacher being a classified uh employees being a school principls being a our school district uh staff and cabinet members I'm so proud of them if you go a little bit you step little bit outside

of our school district they'll tell you how great are district uh cabinet members are how great our school board president is you could laugh and you might not see that but you you hear them people know people notice and also they talk about our parents too how actively that you're engaged coming to the meetings and and speak your mind all because you care it

doesn't matter which side you are on but you care so thank you for everyone being here tonight and supporting our children like Chloe and we pray together that that she'll grow and one day I told her she will become a judge as she wished and and and then we'll see that so thank you thank you thank you Mr n Mr

Monroe um you know first off I I just want to put to rest any rumors I'm not on a war path to get rid of anybody so there's no displeasure with any performance when I talked about the contracts it was specifically just the wording of the contracts so I want everybody in the community to know that and and those that are employed here to

know that as well um very clearly uh secondly uh thanks Mr bridge for deferring uh we talk softball often being coaches um all four softball teams made it to CIF so congratulations to all of them on a very successful year uh unfortunately two of them lost tonight uh Don Lugo and Chino um were on the short end of the

stick but AA and Chino Hills did win so we we wish them luck as they go further into CIF um the other the other uh extracurricular I guess I want to highlight as well a couple well a couple of them I do want to congratulate Chino Hills High School uh their percussion team went to Ohio and they squeaked out

and took the title back from aala it is contentious between them they are very uh competitive IA won last last year they were determined to take it back Chino Hills did squeak out the win congratulations to them also to aala uh being champions last year they came in second again something to be said about uh two of our schools going every year

to this competition and really kind of running the board one and two it's just a matter of who's going to squeak out the other in the district to take it so congratulations to Chino Hills um I want to say thanks to the BST at Chino and looking at the AI um it it's great to see students kind of um have a vision of

the future of what's to come I think we need to start taking into account on on what we're going to do as a district because whether we like it or not students are going to use it and we've got to prepare on on what we're going to accept and allow students and how we're going to direct them to use it in a

positive manner as we talk about critical thinking and the ability to um put pen to paper and presents in a rational manner uh we also need to kind of as a district look at that so I I congratulate them on the on their efforts I look forward to reading the report I thought they did a great job on the

Forum um and then um lastly I I want to leave by reiterating some of the sped stuff it concerns me that that we do take away some of these periods I think I've challenged uh the cabinet before I think we have a great cabinet I think they're very Innovative and creative and dedicated as as I've said in the past

and I think we've got to take that same commitment and passion uh with sped and looking at ways that we can support our staff with that so I will continue to work towards that I know one of the speakers says it's two weeks but I will I will Echo the teen Advisory board that government works slowly it's in the

process uh I will not stop I committed to find better ways to do it I think the the U the collaboration with the district coming up I'm hoping that is a springboard to positive change thank you Mr Monroe Mr Cruz yeah um let's you know the trade schools that um um a member mentioned we should push those trade schools throughout our

school sites um um also I I agree with the resolution that um he mentioned about no to death Road prisoners going to Chino in our community and on Monday last Monday um the Jazz it it was it was awesome um they had on one Freddy Freddy Mercury raps CID I I did record it but I just don't have any time so I'll let that go

um you know next week week um Stanford's coming to you know to talk and discuss our our achievements that our school district has has done you know realist really after the covid crisis which is pretty amazing you know very few districts have came out of it but we have and um you know this school district you know we have parental

involvement real world job skills mental support safety qualified staff Fair compensation for our teachers and we we try to improve our facilities in our classroom and above all else we try to have the children have beautiful memories within their years of going to our school district so that is that is amazing and I do want to say something Dr Enfield

the the those years of of the covid crisis that we went through and observing what you were going through and everybody agencies other higher officials not really making decisions that you were the only individual that had to make the decisions what was best for our kids and um through your action it was pretty tough and you went

for the rights of people what they wanted and I just want to share that with you because I admire what you have done and that was a big part why I voted for your compensation your your salary because you've done a vital component of doing what's right for children and I just want to share this with you because

because you contribute to this a while ago a gentleman came to me and he stated he loved me and I I it was awkward but he loved me because he didn't vaccinate his child and so with a person such as your leadership giving people that opportunity of not doing this or doing this it is a gratitude that that we've been through so thank

you Dr Enfield and in the words of Martin Luther King Injustice anywhere is a threat to Justice everywhere let us Stand Together United in our pursuit of parental rights for when parents are empowered our children will soar to unimaginable Heights thank you thank you Mr is Dr anel just uh I don't know if people are aware but recently Chino Valley Unified

School District uh was recognized by the The Daily Bulletin reader Choice Award uh people from the Inland Empire vote on their favorite School District in Chino Valley was uh selected by the the people throughout the the community and I share that because tonight we had a number of recognitions uh the day of the teachers and and and it's because of our teaching

staff in this District the work that they do day in and day out with our kids and the parents in this District see that work and and I know they're they're voting for that the the other group of people that was recognized tonight was our CA employees and again it's the work that our CSEA employees do throughout our

district um I'm looking at security here we have a ton of security we have our bus drivers I know I'm going to miss people so don't be upset if I miss somebody uh we have our our office staff we have our um our secretaries our uh instructional AIDS the list goes on and on of the classified individuals throughout our

district that support our kids and we see the great work that they do day in and day out and of course our nurses along with our health techs and our office that provide that support to our students who come in who may have some medical conditions uh and they're always there to support our kids and again it's

the staff across our district that um is why we were recognized with that award and so again I want to thank everybody that uh for the work that they do to support our kids thank you thank you Dr Enfield and I have a couple of things sorry I know it's late but um I want to give a

message to all the leaders in our community and in our state there's no time for week leadership and with the world that we see around here in California in our Universities at our schools I am so grateful we have the majority of our Schoolboard that will stand up against the political cartel in Sacramento and say that no parents have

a constitutional right in the upbringing of their child and the state's not going to pick and choose and with that said I also think weak leaders need to step down because there's a lot of amazing people that are running for these positions and I do want to say lifetime career politicians um organizations agencies I'm talking about the Democrat

Party the Republican party all of them that don't support these people who have heart and soul that are doing the right thing and that are not bought by the unions in big money you will be exposed you will be revealed we will take these seats back this is our beautiful state we're not going to let people destroy what we're here for

this is America and God bless America I will continue to stand and fight for America and for our our beautiful state in our in California but I want to say it's time for them to step aside and let the real leaders lead um I know it's not easy trust me I know it's not easy my family knows it's not easy the death

threats roll in the harassment comes through then whoever wants to harass you and give death threats claimed to be the victim I get it it's how it works but the thing is is we need real leaders right now not weak people to Stand By and Watch our constitutional rights be Stripped Away enough is enough we shouldn't have to fight for

constitutional rights our state is in embarrassment right now in Sacramento trying to fight parents for their constitutional rights they're not standing up when they see universities being stripped down and and graffiti everywhere that's not peacefully protesting Guys these are not peaceful protesters these are agitators and they have no business doing what they're doing and with that said I am so glad

that I get to travel the nation and be with leaders and organizations that fight for people's constitutional rights and I'm glad that I have some fans in this audience that love to follow my every move but with that said Nicole neilly from She's the president of parents defending education I love that woman I love her organization she also

did some amazing things back when I was a parent on helping us expose some Wicked training that was happening behind our district staff's back in a classroom but with that said she has a district school board resolution that I'm going to ask Dr Enfield to bring It Forward it is crucial to protect our girls and our females and as a mother I

will always stand by and protect females and women in sports and and to make sure they're safe in their safe spaces as such as a bathroom and a locker room I will and I will continue to do that I did that as a mother I do that as a board member our female athletes deserve the opportunities and I will say their

sacrifices their blood their tears their their work I see it firsthand I am a mother of two beautiful hardworking athletes and they invest and they deserve protection and I'm appalled by the idea that their dreams can be shattered taking away someone else's rights to give somebody else somebody else's rights that's not equal opportunity Title Nine women worked hard

hard for Title 9 and I am so appalled that it's being Shattered by the dictatorship up in in Washington DC so I'm proposing this resolution tonight that we vote on it next um board meeting and uh just quickly I want to go over exactly what it says because I know this is going to be twisted in all kinds

of different ways but the fact is we need real people to stand up for our girls in a time like this when everything is being ripped apart so with that said I would would like our school district to do a resolution and I would hope the board members would get on board and they would be in opposition to

B title Biden admins Title 9 overhaul and we would make a statement a legal statement what they're doing right now is a legal they're being sued by many organizations because what they're doing is not right and so with that said I will hope that our community continues to stand for what is right and go against all these ideologies are being

pushed on our children and our families and I also would like us as a district to make a resolution in regards to the prisoners that is a lot of our community's backyards and they put them in a I don't know if you guys know this but Chino prison is a level two prison it's not a level four where you have to

have these condemned prisoners be put in it's not equipped as a child who grew up in the mobile home parks across the way I remember all the times our community got locked down and the cops had a circle through because the prisoners escaped now there was some stuff that was done and more housing was put and thank God we have a beautiful Police

Department that keeps us safe and makes sure that they're right above with helicopters and everything else when something like that happens but the fact that Nome and the political cartel up there him included are putting these prisoners over here is absolutely appalling and it should shake every parent and Community member's um hearts up and we should be fighting against

them this this is right near Schools they're not equipped there's no money that was being put in to make sure these prisons are equipped when is enough enough and when do we see these politicians have no desire to keep people safe they have no desire to serve us they continue to allow criminals to run the street our borders are open God

forbid somebody comes into our community and hurts hurts um our families this is disgusting I I am so grossed out by what's happening and I am so glad there is people that are especially coming from our community that are running for these positions it's amazing um and also I would love to just point out today there was a big victory and um uh with

ag Bon admitting that school boards are not required to follow his school secrecy policy um Bill assembly men bill aseli is one of the Brave that are fighting for parental rights and he issued a following statement and I want to read this this admission in court and I'm going to read the admission that California Department of educ A's

guidance to keep secrets from parents is unforce is a victory from parents and Schoolboard members who do not who will not be intimidated by empty lawsuits and threats from day one when we all started our parental rights movements last year we knew the law was clear and there was no statue requiring schools to keep secrets from parents that's why he

authored AB 1314 to affirmatively codify a parent right to know if schools are socially transitioning their child's gender he encourages every California school district to immediately repeal any secret policies that were implemented as the result of an un enforceable guidelines illegally issued by the department of Ed now I will say this as I do travel California I run

into other Schoolboard members and the ones that did adopt a policy to inform parents if they weren't being sued how we are Tula um other school districts you have the department of Ed sending threatening bullying letters saying that they will pull their funding that is illegal that is wrong and that should also wake up every parent and Community

member they are weaponizing again their dictatorship to take away your constitutional rights as a parent how dare we as a school district ever say a parent has a right to know when a child I don't know if anybody reads the policies in the wording or they just ignore it because it was very clear this is not an outing policy the child is

coming forth and saying they want to change their unofficial or official records I would like to state that for the record so it's initiated by the students action of wanting to change something how dare any school district say all the admin all the teachers all the staff even parents that come and join you know and and go into a

classroom can know a child changed their set they want to change their sex because I don't believe in this gender word and they go and want to change their sex okay but yet you parent sorry your constitutional rights are wiped clear because we have AG Bon and God knows who else up there in Sacramento including Tony Thurman say otherwise

that's embarrassing this is not an outing policy whoever calls it that is scared of the truth because if they actually read the policy this is a notification policy because your your child your child is taking action you have every right to know on anything and the Very fact that we had secrety policies in Place shows you the state is

picking and choosing what you want to know I have to keep repeating that but I will keep repeating that for the record because I'm sick of hearing and seeing all the fake propaganda being SP splashed around on the internet but again let's go back to bont and his crew and what they said in court I'll read it

out loud when they were asked when they were asked how and who is going to be enforcing this well this is what bont's representative said and specifically to answer your question talking to the judge about who has enforcement power over those guidelines those are non-enforceable guidelines so there's no on the states who's actually going to enforce those guidelines and to the

extent that EU e USD believed it had to follow those guidelines as a mandate of state law that is just an incorrect assumption and I would like to note blah blah blah so again they're knitting in court you don't have to follow the secrecy policies yet they're suing us and then you have people up in arms because for the first month we had to

defend ourselves which we responsibly found somebody who took over and provided every legal fee from that point you have a right if someone sues you to defend yourself we did the responsible Thing by finding somebody to represent us and fighting the good fight against parents having their constitutional right not Stripped Away by the political cartel enough is enough

all the weak leaders need to step down what's happening in America what H what's happening in California is disgusting this is not what we want our generation to grow up we want them to be pro-america this is where they grown up this is what we pledge at Allegiance under God remember that as you try to strip God out of here our our our

Founders was under they did everything under God so as you try to take away God yes report me to freedom from religion I'm not afraid of them honey so go ahead and report me but as we forget that and they strip that away I want to make sure that we remember that in our hearts and our children have the opportunity to

grow up and make their own choices not to have adults allow them to strip away their own rights when they get older and and and they they're responsible enough to make a decision parents have a constitutional right all you weak leaders step aside all you organizations fighting against parents and our people and are allowing disgusting people to destroy

our state in which we pay tax dollars on guess who has to clean that up guess who's paying for it us so I hope that people realize this is a fight against your constitutional rights as you see America destroyed I'm sorry do you want to keep interrupting and meeting you that's your first warning because I think it's very

rude I think everybody needs to stand strong do not be afraid they will bully you they will follow you I had agitators follow me in my car yesterday make crazy signs charge me with whatever they want to charge me verbally it's disgusting this is America my dad came from another country Jerusalem in fact and if I ask

him every day since I was little I've asked him dad what are we you are American and so am I I love this country I came here he was a marine for the United States we need to stand strong and Protect America so our kids have a future and with that said I adjourned the regular Board of Education meeting
