I now reconvene the regular meeting of board of education at 600 p.m. with Bridge Cruz Na and Shaw present and Monroe absent before we begin please silence all electronic devices and note that these proceedings are being recorded Reagan the board met in close session from 4:40 p.m. to 5:25 p.m. regarding conference with legal councel ex existing litigation one case student
readmission matters student Discipline matters conference with Labor negotiators Act and CA Public Employee appointment High School assistant principles High Adult School assistant principal and director of Elementary curriculum and instruction Public Employee discipline dismissal release and public employee performance evaluation superintendent the board took the following action by a vote of 4-0 with Bridge crw not and Shaw voting yes
and Monroe absent appointed the following individuals appointed Nicholas hail to assistant principal at aala high school effective July 19th 2024 appointed alvara Flores to assistant principal at Chino High School effective July 19th 2024 appointed Cindy palasio to assistant principal of the biomedical Science and Technology Academy at Chino High School effective July 19th 2024 appointed Lisa Madera to director of
Elementary curriculum and instruction effective date to be determined took action to ratify the decision of the hearing officer upholding the suspension without pay and termination of classified employee 257 2576 effective juli June 23rd 2024 and to direct Administration to issue notice to the employee with a vote of 4-0 with Bridge Cruz na Shaw voting yes and Monroe was absent took action to accept
the resignation agreement and release of claims for certificated employee number 7311 pursuant to the terms of the agreement certificated employee number 7311 will resign effective June 30th 2024 with a vote of 40 with Bridge Cruz n sha voting yes and Monroe was absent no further action was taken which requires public disclosure thank you so much we're now on to the Pledge of

okay we'll just take a second oh there it is we got so we you go on thank you thank you next up our comments from employee Representatives um do we have Steven Frasier from act um before I begin I would like to ask everybody to please join me in a moment of silence for our CVUSD CVUSD student Jason fan who passed away this
summer you hi my name is Sarah Palmer I Am the ACT secretary our president Steven Frasier could not be here this evening however I have have some comments he wanted to share with all of you First Act wants to wish our members a restful remainder of summer break and acknowledge those that are already hard at work at calero Legacy and other
non-traditional schedules the association also needs to bring up a few concerns and questions at this time while we are excited for the upcoming school year and looking forward to getting back to our classrooms we want to remind the board of its responsibility to ensure we are providing as much resources as possible to our students across Chino Valley when
the association hears about many campuses that still claim they cannot supply enough paper for their students cannot provide air conditioned classrooms because we are short staffed or lack adequate technology to support our special needs populations we are concerned we want to ask what are you planning to do to ensure all our students have adequate resources to to serve our
community when will our members feel confident that the priorities of this board center around the center around providing high quality and ample educational resources the association wants to reiterate our desire for the focus of our Collective efforts to center around providing our students with fully funded safe and positive schools thank you for your time and we look forward to a great
school year thank you do we have Danny Hernandez or somebody from csca no Emily Lao from chant good evening president Shaw school board members Dr anfield cabinet and Chino Valley Community I hope every everyone is enjoying their summer break and feeling ready for an amazing upcoming school year as Educators we know that kids learn more when adults
learn more so learning more is what we've been doing this week Chino Valley administrators and management Personnel participated in leadership charge leadership charge is an action-packed high energy week where we all unite to ignite our Focus for the coming year our theme for this year is ignite and that is exactly what we are doing we were honored to have Dr Mike Matos kick off
our learning now for those of you who don't know who Mr Matos is he is the Patrick Malone or the LeBron James of education so having him join us was a really really big deal and I'm happy that I got a fan girl picture with him it's amazing what happens when you're recognized as a model PLC district calero and Legacy Academy are
off to a great start the other Chino Valley UniFi administrators and management Personnel are eager for all of our staff and students to return to school so we can get to doing what we do best and that is educating our students congratulations to all of our newly hired staff members you have joined a highly dedicated and supportive team of
Educators thank you thank you so much we are now on to comments from the audience on items is not on the agenda um rayan are there any requests to speak yes seven thank you board bylaw 9323 meeting conduct establishes public comment guidelines instructions for public comment are available by the speaker cards turn your cards into security staff speakers will be called
in the order the request was received please listen for your name and line up behind the podium in the order your name was called any comments on agenda items will be accepted during consideration of that item if you use this time to comment on the agenda items instead of a non-agenda item you will be directed to correct the time the to the correct time

the capacity of a concerned private citizen a lifelong Californian and a parent first and foremost I want to take this opportunity to thank each one of you for stepping up to serve this amazing Community with integrity and resilience very few people understand the sacrifice and the time you commit to supporting your students and their families as a
fellow Schoolboard member I commend you on your courage and your desire to do what is right even in the face of overwhelming State intimidation and tyranny second I applaud your dedication to remaining steadfast in both your commitment to academic Excellence for all students and supporting parents through a variety of policies there shouldn't be any secrets between schools and families and I think
with recent events I fear that many families will continue to leave the state maybe even choose alternative education that will allow them to safely parent with peace of mind Sonia I will never forget meeting you in Washington DC with csba as we met We Tour the State Capital we met with dignitaries we made our way into the
house chamber to witness all the goings on as our friendship has developed I've watched you shoulder the slander the malicious name calling the government overreach even death threats with grit and Grace being called names Nazi fascist bigot isn't it interesting that at times you see the Playbook is the same at local state and even a national level I know because I've seen your
heart that you are somebody who is called for a purpose that you love what you what you do you have an incredible work ethic you are an amazing leader and as you and I watched Saturday's events unfold and a former president endure the unthinkable you and I texted remember we kind of said well you know if this
man's going to narrowly avoid a bullet and keep going how much more should we be inspired as citizens of this incredible country that man has also said that the more that a broken system tells you that you're wrong the more certain you should be that you must keep pushing ahead to this board I say keep pushing on and America is the place where
Freedom Reigns and Liberty will never die you and this board are the beacon of light you're leading the way in what I personally see as a broken Golden State that I love may God bless all of you in your efforts this incredible Community thank you and may God bless you you move forward you Nick Wilson followed by Eric
champ followed by Glory chiarelli [Applause] good evening board my name is Nick Wilson I come here tonight as a concerned citizen concerned at the State of Affairs in our state but I also want to acknowledge Sonia Shaw your leadership is been absolutely incredible and the state is watching the nation is watching and what is happening in Chino because of you and
because of the rest of the board that supports the policies that provide educational environment that allows children to learn without interference from government that has been far overreaching it's really unbelievable the last speaker talked about more people leaving California my parents just left California because of the issues that are occurring and them not being able to be here
anymore you guys have taken the fight uh on parental rights you brought everyone's attention to the Forefront of what's really going on in Sacramento and the special interest groups that unfortunately are influencing policy decisions and preventing true educational Excellence from coming to the Forefront you know people talk about and I keep hearing people talking about being worried about lawsuits and the amount of
money that this district is spending on lawsuits and I don't think that there's anyone in California that likes the amount of taxes that we've been given and being taxed into an obliv but I will say this the amount of taxes that you got the amount of uh money that you spend on lawsuits with taxpayer funded dollars is okay by me to protect our
children there's nothing more important than that what has happened in Sacramento has eroded trust with the family unit it is creating a divide and wedge in the communities and people are sick of it and i' still have not want met one single parent that literally has said I don't want to know what's going on with my child at
school because all the rhetoric and all the noise that you hear from Sacramento and some of the people in this room who absolutely should be so ashamed of themselves are doing it because of the influence from special interest and it has nothing to do with their care over children it's about money it's about control it has nothing to do with the
well-being of children the Constitution and 14th Amendment specifically says that the children or I'm sorry that the parents have the absolute right over their children the people here in this room and in Sacramento know that you have taken Sonia death threats the most unimaginable emails they can continue to whisper all they want behind me that's fine I don't care I'm going to stand
with this board as long as you continue to make the right decisions and under Sonia Shaw's leadership you will thank thank you for protecting our children God bless you next Eric champ followed by glor Chelli followed by Juan MRA good evening my name is Eric shamp I'm a father I have four kids in our Chino Valley schools and I'm a proud
resident of Chino I've been coming to these meetings for a while now in efforts to be an informed citizen active parent and Public School advocate my two decades career in Social Services and Youth Development work has made it abundantly clear what happens when we don't do public education right our children miss out on an education that they should have had I've been
talking to a lot of parents families and Community leaders in Chino and a recurring theme keeps coming up our excessively High legal fees we have surpassed a million dollar legal fees in a single year and now we're using general funds for this families and children in Chino have the right to a free and appropriate public education an
education that prepares them for success as they transition to adulthood ready to handle College trade programs or the workforce a dollar can only be spent once it can't be spent on a lawyer and then spent on after school programs it can't be spent on a lawyer then also spent on a bus driver's salary it can't be spent on a lawyer and then also spent
on the best curriculum you are hemorrhaging our funds on purpose with no concern for the appropriate education of our students last year two of my children one in middle school and one in high school had a revolving door of substitute teachers because the position couldn't be filled my son went almost an entire semester with no ninth grade
English teacher there was no long-term sub provided either there was no academic instruction being provided for almost a semester my son along with his classmates sat in his ninth grade English class and was told he could be on his phone just stay quiet until the bell rings I am an involved parent I coach my kids flag football team I've repped
their soccer games I serve on the School site Council and I'm certainly concerned about the state of the district and its schools that is why I'm here tonight bottom line is this stop hiring attorneys and use those funds to support teach teachers classrooms and our students and families next Glory Chelli followed by jua followed by Daniel Villa I
know I know yall want to hurry through the parent comments you never address or take seriously so you can yell and incoherently ramble in your Communications at us so I'll keep this brief first shout out to those that did not campaign against building Legacy Academy super exciting and despite your the opposition the kids now have a brand new
facility to learn in and I'm super happy for them to that end my one question today for the principal there Enfield and anyone else involved in hiring for that School site is why does a school with the highest black student population contained the lowest population of black educators this severe of this severe lack of representation is troubling when you
have the chance to fix it from the literal start for that matter what will the district do to reflect the C cultural diversity regardless of origin of students who are attending the school thank you next One V followed by Daniel Villa followed by tramal Ratcliffe good evening Bo community members I'm a taxpayer and apparent here in Chino Valley I'm here to implore you
to stop uh focusing on whatever you're doing and focus on education and stop wasting our families in our communities hard earned money uh to pursue uh an inexistent culture wars um and to go after or stick to what you call the political cartel um you have thrown away a mill over a million dollars on taxpayer money uh instead of funding the school my son
and his classmates were last year with a science teacher my son cannot use his Chromebook in several locations in the school because there's no Wi-Fi at a school no Wi-fi when there's a remote education no Wi-Fi for it's basic basic needs at a school and yet you have money to spend on lawyers everybody came over here and
told you don't do this it's going to cost money and what do you do irresponsibility I call that fiscal your responsibility there's nothing wrong with pursuing your beliefs or anything that you believe on or trying to go after the people that you say is the cartel but do it on your dime n our kids Di I implore you concentrate on the
education of our kids it's our future we depend on them to be formed appropriately to have the tools needed to succeed in the future they're not our property we don't own the kids we owe them education tools the formation that they need for a future for their future and ours too I don't need the school district to tell
me how to raise my kid I don't need a teacher to T to tell on my kid I ad minute that they spend tle ten on a kid is a minute that they that they waste and not educating our children I get it you have your concerns but you should concentrate on you being a parent and have a
communication with your kid instead of requesting someone else to come and and tell your kid my kid come and tells me whatever he wants and whatever he feels like because he feels comfortable I give them the opening for that if you don't feel comfortable doing that well you might be doing something different than the right thing thank you next Daniel
Dyan we followed by tal rli good evening board uh can you hear me clearly uh my name is Daniel villain NOA I'm here uh I'm is on behalf of my daughter here this is Zoe Joy villain NOA um I did want to address uh the board this evening uh president sha um Mr Hackney uh there's been uh the main
issue that I want to identify is that I'm I'm trying to get this little four-year-old who just turned four in June June 4th that is specifically uh into transitional kindergarten now the current uh policy right now is that for the school year of 201 24 2025 uh they're only accepting uh students with the birthday between September 2nd up to June 2nd uh as I
just stated she's uh her birthday's on June 4th so she falls out of those guidelines by two days uh I didn't want to take it up to this level uh i' I've came and encountered um Administrative Assistant Beverly lochman who I believe is your your assistant uh Mr Hackney and uh she uh had told me on more than one occasion
that you know my daughter would not be able to make that cut off and insinuated that we seek private uh you know uh education for for her TK um she is a very bright uh four-year-old she's very uh capable of a lot of things that that most four-year-olds are not capable of uh she has a bright future uh she's she
is extraordinary um she uh she knows more than what most 4y- olds know uh socially she's able to hold conversations with like four-year-olds all the way through like 7-year-olds most of her friends are are a little bit older and she's able to to get along with them if I may I would like her to speak as well and just kind of let you
know what she is able to do so I want you to come here okay what's your name Zoe okay how old are you four why are you here Zoe because I want to go to school okay what do you want to do in school I want to um you want to learn in school yes you want to make friends
yes okay what do you know so far do you know how to count yes can you count for me please 1 2 3 4 5 6 7 8 9 10 11 [Music] 12 15 18 19 thank you very much so so uh president Shan I just wanted to um kind of just make the point tonight that uh

members and cabinet my name is TRL Ratliff and I am a community relations representative on behalf of organization called just us for youth Justice f is a mentoring and restorative justice nonprofit organization that serves at promise not at risk but at promise Youth and their communities to develop as Scholars people and leaders Justice f is committed to providing quality
interventions and restorative practices to improve student s social emotional health educational performance and positive behaviors Justice f is based out of the City of Pomona your neighbor but we serve across multiple counties including LA County not only do we provide Direct Services to school districts and school sites through our programs but we also provide violence prevention and
intervention on behalf of the County Supervisor H cicis office district one we would love to meet with the Chino Valley Unified School District to Simply share more about our program to possibly collaborate to continue to serve the needs of students and their Community I would like to end off by asking if I may be able to leave my
contact commission with possibly with someone to possiby schedule uh quick program overview meeting and to see how we can possibly collaborate for this upcoming school year um I did come to uh last year's school board meeting and spoke about the same thing as well but we really want to uh serve your school dist district and your your school
teachers and uh your Youth and your community as well so thank you guys so much for your time and dedication to this school district and you guys have a great evening thank you if you have something to leave you can leave it with our board secretary and she can give it to us deletions do we have it is it maybe in
the 1955 pile yes 1955 pile Oh then we haven't gotten there yet we're good okay we just want to make sure okay okay no changes in deletions okay the following changes deletions are on the agenda item 31 certificated classified Personnel items on page 267 under promotion in location delete to aala high school and replace with to Magnolia High School on page 267 under
promotion delete Jaclyn Gutierrez and replace with Isaiah Calderon and on page 268 under promotion delete Isaiah Calderon and replace with Jaclyn Gutierrez there are no further changes or deletions thank you so much we are now on to action items our only action item for the night and that is our 2a1 resolution 2024 2025 06 opposing amended assembly Bill 1955 it's recommended that
the Board of Education adopt this resolution 2024 good evening board staff and fellow residents I'm going to go on record to recommend a no vote on opposing this resolution that you should accept it as is and my reasons are that as a taxpayer in this community which has already been mentioned is the biggest chunk of my property tax bills are the school
district as such I really consider a quality education in this community be important but we've had a history in this District of many problems that have cost us money in 2006 for example a member of the board uh was charged with conflict of interest and perjury uh for some issues and that may that proceeded some of you up there that steer the
district business to uh again to Boise Cascade Office Max and uh a million dollars was paid to Office Max 50,000 to that board member he went to jail for that the district as far as I know never recovered that money in 2009 the board voted to approve a budget reduction plan to close two schools uh that caused a
considerable problems as well which cost us some money uh We've faced criticism for multiple years for public prayers uh board member Cruz and N remember that one uh the Calvary Chapel Chino Hills was in on that one in July 2010 they rep a resolution to introduce Bible as literature and history courses at its four high schools which cost us
considerable amount of money uh the freedom from religion Foundation sued uh the in 2016 they made a ruling on that lawsuit ordering the bant to stop reciting prayers uh the board decided instead to appeal that ruling which then cost us at recorded almost $300,000 I believe it was probably more money so my concern is coming in terms
of the money um again we're at the Center of uh controversy when you put out policy 5020 of course that caused the state to take some action as you know and attorney general Bon uh went ahead and encouraged the assembly Bill 1955 now we know that went through subcommittees it went through full house legislature appropriation committee people that were elected by the people
of this state who made that decision to pass AB 1955 here we see again 1 million as everybody has stated $1 145,00 827 now has been racked up in legal bills so far and to me it looks like we're planning on spending some more money on this and this money as was mentioned by a previous speaker is
starting to come out of our general fund that's money that could be spent on technology it could be spent on classroom air conditioning has mentioned a lot of the amenities that are children do need to have a quality education I again encourage a no vote and reconsider what you're doing there might be another way for you to deal with you know your
concerns thank you next Richard bra followed by Paul Griffin followed by Crystal I have probably worked by I know I have worked for every level of government that exists in this country civilian Municipal and non- civilian and the one thing I've learned is that you can never fully trust the government and it should always be something that you're always paying
attention to so 1955 gets passed and that's going to disallow the notification of parents if a student is having gender problems we've seen a lot of change lately and I think we've opened Pandora's Box so my question and it's rhetorical because you're not the ones that make these outrageous decisions is what's next our kids go to a teacher and say
I'm having sex do we keep that a secret I got pregnant or I got my girlfriend pregnant do we keep that a secret I'm pregnant and I don't know what to do about the baby do we keep that a secret I had an abortion do we keep that a secret through my time in the government I've known and kept a lot of
Secrets and it gets old the more secrets you keep the more that show up and it makes a mess so where will this end how much are we going to allow our 14th Amendment rights as parents in deciding the upbringing of our children to be removed how many things are we going to lose along the way whether they're
unintended consequences or whether they're intended consequences I just want people to really think about the road that lies ahead and where it may end up thank you next Paul Griffin followed by Crystal followed by Misty s talk about trans people today centers on one issue and that's trust so let's settle some major points so we can discuss the nuances does anyone want
boys to go into girls bathrooms and locker rooms does anyone want to keep student information from parents does anyone really want to see harm come to Children the answer is no nobody wants any of this you can trust that parents obviously want to be informed if their child is experimenting with their gender identity and we should trust TR those
parents at the same time a trans student says they don't want their parents to know there might be a good reason we need to trust that child when we dismiss the child's worry because their brain is still developing we are telling that child we do not trust you why should a child trust a society that does not trust them the trust or
lack thereof will give those children today it will affect them for the rest of their lives now let's talk nuance people who self-identify as trans make up only about 1.1% of the American population so this new law affects only maybe one in a 100 families for the trans student who wishes to use a bathroom or locker room other than the
one uh for the gender they were assigned at Birth they must first prove that condition they must have one year of psychological counseling consistently plus six months of gender affirming uh care before they're ever allowed to use the bathroom or locker room room other than the one that they would be assigned that is a high bar they have to they
have to believe it themselves they have to convince their parents they have to convince a psychologist and they have to convince a doctor we need to trust that child if they say this is what they're going through now I can't imagine anyone working at a school who wants harm to come to a child we want trans students
to tell their parents but if the student is fearful parents need to trust the school that we will counsel that student and have them want to share this with their parents but if still the child doesn't trust their parents we need to trust that child's appraisal of their parents if a child keeps a secret like this from their parents then the parents
need to recognize that the trust issues they have with their child on this point you can trust anyone working at the school has no desire to hide anything from their parents we are being cautious because no one wants to see harm come to a child to fix this issue we need parents to trust the following one trust the science and medical
practices to properly identify a trans person because the vast majority of them are are told you don't need any of this out of that 1.1% the vast majority don't need it two trust the schools to counsel the trans student to be open with their parents and three trust your child to have a healthy relationship with you so
that they don't want to keep secrets from you trust is hard but it's the only thing that will fix this problem and heal our political divide thank you next Crystal followed by Misty s followed by Sonia Shaw good evening um I want to thank this board for being so bold so brave and so courageous um and standing up and
fighting for us parents Micha I thank you for being a woman of your word and being a voice for the parents and protecting our students um and keeping our kids safe growing up I was taught that friends will come and go but family is forever boyfriends will come and go teachers will come and go counselors will come and go but family is
forever family is the unit that is always there I was also taught that anyone that tries to get you to keep a secret especially from your parents that's not good that goes for friends maybe a boyfriend and especially adults if an adult wants to keep a secret from another adult especially a child's parent that's not good I was taught that
people trying to keep secrets are usually a bad friend maybe it's a bad boyfriend and they're usually pedophiles maybe people trying to sexually assault you mentally abuse you physically abuse you and they obviously don't want your parents to know that's why they want you to keep this secret and they are okay keeping that secret your family especially your
parents should be the safe Zone when did parents become the bad people and these people wanting to keep secrets become the good people it makes no sense and I've said this before where has the common sense gone family is forever and I appreciate you guys for trying to keep that family unit alive when a lot of people are trying to break that apart
so thank you board for continuing to fight for our parents' rights and fighting for the family unit I appreciate you guys next Misty s followed by Sonia Shaw sorry my vertigo is really bad right now okay good evening board I would like to play a clip for you Education Association to speak Nea delegates we can do this work
we must do this work we get to do this work we will do this work because our students are depending on us to win all the things n we have to win all the things all the things all the things our colleagues are depending on us to win all the things church I'm sorry but I I I wish you
could see this video maybe you guys did up front but she looks and acts as crazy as she sounds crazier than she sounds that is actually that psychotic lady is actually Becky Pringle the union president of the National Education Association this is the largest teachers union and the largest contributor to the assemblyman Chris Ward's campaign he's the one who wrote AB 1955
is also the president of the lgbtq caucus this lady could care less about our kids she sounds like she only cares about winning all the things which sounds like a very large agenda to me I would really like to know exactly what all the things are that she's trying to win so if she's not just going to stop
at taking our parental rights away what's next cuz I can't even imagine what could be worse than the state basically trying to control every aspect of Our Lives from how we're supposed to think and act what cars we're supposed to drive and now when where and how we are to parent and even worse giving teachers and School
staff the green light to lie to parents it's beyond disgraceful it's time for more parents to take a stand speak up and support our board who is doing all they can to protect our kids and keep our families together while also providing our district with the best education opportunities possible you are doing an amazing job representing the
majority versus those in Sacramento who are projecting their own self-interest and abusing their power so teachers stop paying your dues stop supporting Union presidents like this and support our District because I am 100% behind you and I don't want to find out what all the things are thank you next Sonia [Applause] Shaw wow it's been over a year and a
half since I taken this Podium but I'm here as a mother and I'm here on representation of myself and my husband been and so many beautiful parents that stand with me United it was over a year and a half ago we never missed a meeting we unseated the disgruntled now ex politician who co-founded an organization that allows
their members to call us Nazis fascists and God knows what else those things got are pretty much got our our president Trump almost assassinated in families lost people that is not a joke we told her we were going to unseat her then and we did and she's still wreaking havoc but I want to let you guys know the
board majority the staff thank you for enduring what the political cartel is doing I appreciate you from the bottom of my heart I know the hard work and dedication behind the scenes but more importantly as a mother my heart is all there for you and as a mother as a board member I'm not going to speak of but as
a mother I would stand in front of any one of those that tried to hurt you because you're doing right thing for kids and our district is amazing at education not indoctrination and I want to continue on that path as a mother I was I I want to say what is happening is diabolical we should have never had a
policy prior to the board majority changing that kept secrets in regards to this here's the problem everybody just followed What Sacramento did it took a soccer mom to stand up with the community behind her to finally stop stop that well guess what that Community is still behind the soccer mom and that soccer mom is still behind them and
we're going to continue to fight the good fight I fight as a mother in this community I will not flee this state anytime soon unless God plucks us out of here and I'm here to stand with you while big corporations like Elon musk's that's not the only one that left because of this straw that broke the camels back with Nome signing this into
law what he did was slimy he did it during a time when our communities and our country should have been uniting together yes I have righteous anger when it comes to this cuz my family as a mother in this community have endured a lot but so did a lot of other people death threats them telling us You're Not
Safe your kids are not safe why because we want to inform a parent and talking about lawsuits I'm proud of you guys that you secured a nonprofit within three weeks of being sued by the state you guys are amazing you keep up the good work I love you guys and I will continue to stand with you as a mother

three to one with one absent that concludes action items we're now on to consent are there any speakers for consent items yes we have two on 3 B5 thank you Christy Hurst followed by Lisa G it wasn't that long ago that this District was forced to pay $282,000 in legal fees on a case we were told by Mr Cruz and Mr naw would not
cost us a dime that's five teacher salaries that went straight into attorneys and not into improving education 3 years ago this District paid a total of $400,000 in legal fees two years ago we paid a total of $590,000 in legal fees this year everything okay okay this year we have paid 1 million 1.1 million in counting and what's changed between then
and now this majority this majority took over and has begun has been dedicated ated to running taxpayer funded political Crusades on blatantly illegal and harmful policies with our money not yours ours and now you've jumped right into another lawsuit one you claim is pro bono but we've been down that road before sorry this majority's track record isn't one than in genders trust
as a community taxpayer and Mom in this District I am asking on behalf of myself and other parents across Chino Valley to what end how is this making our children's education better how as I said earlier we've been down this road before I've spoken to many parents before speaking here tonight and we've got questions what happened to
transparency who decided to enter our district and to get another lawsuit who signed off on this was this discussed at all or just slid into consent items who facilitated this adjustment in our contract with Liberty Justice Law Firm I too am just a baseball mom Sonia in this district and I am pleading with you with all of you to put the focus of
this board and our cabinet members back on educating our students you have been in power for almost two years and all you have done is push a discriminatory policy that targets less than 2% of students and harms them at that we continue to have the highest rate of unfield credential openings in the region bullying and violence is up
parents and students report that students feel less safe at school these are issues parents are concerned about instead of addressing any of that this community is being held hostage by a board thirsty for political Fame and Fanfare instead of addressing our needs Mr Cruz and Mr na you have cost our district greatly your willingness to support Miss sha and her authoritarian
power hungry actions made this all possible you are both up for reelection this November and our community can stop the chaos and make Schoolboard meetings boring Again by flipping this board and restoring good governance transparency and a focus on student learning and we will next Lisa [Applause] Gan 1,145 182 $27.79 that is how much this school district has paid so far this year in
legal fees more than two to three times the amount we've paid in recent years so when you tell us that Liberty Justice Center is providing Legal Services pro bono for your fight against lgbtq students that doesn't tell the whole story can someone here tonight please explain why this year we'll likely be spending at least one and A5 million of
our tax dollars on lawyers instead instead of in classrooms when this District by your own admission is in serious Financial shape and speaking of transparency perhaps one of you can explain how this district is named as the chief plaintiff in a lawsuit against State leaders for passing the safety act even though the lawsuit was never brought to a board meeting for a vote
and public input there are many questions surrounding the legality of this not the least of which is whether the filing of this lawsuit potentially violates the brown Act and why was the contra act with Liberty Justice Center amended in Clos session is that not an example of keeping secrets from parents and taxpayers even if you can explain
away many of these questions it does not address the serious ethical violations this lack of transparency represents Miss Shaw you like to say that you were all about transparency so I look forward to your explanation there's a deeper issue at play here of course the board majority has once again chosen to create a panic on a non-issue by targeting
transgender students and forcing teachers to take on the role of gender police instead of leaving these private issues to families placing the majority of your focus time and using so many of our taxpayer dollars on an issue that affects frankly of an incredibly small number of families is taking away so from so many other bigger real issues
this district is facing teacher attention special education resources upgrading our school's Wi-Fi capabilities adding vocational and language programs there's so many things we can be doing that would have a real impact on Student Success and yet you've chosen to ignore them because targeting transgender students gets you and our district in the headlines again for all the wrong reasons this lack of
leadership is precisely why we need to flip this board in November thank you board members do you have any polls Mr Bridge no polls thank you Mr Cruz no polls thank you Mr NW I have no polls and I have no polls for the consent items May I have a motion so moved thank you Mr KN can have a second thank you Mr

ahead and move on we're now on to Communications Mr Bridge thank you just a a couple of uh of quick things uh a few weeks ago I attended assembly member Freddy Rodriguez's open house uh on June 29th one of his education Awards because he does several different types of awards at this ceremony was for one of our
Chino Valley Unified um teachers of the year uh car Walker of Canyon Hills Jor high and I was pleased to see that and uh wanted to offer congratulations to Miss Walker uh I also attended then I'm sure we'll hear the other board members comment as well uh on the opening of The New preser School in The Preserve Legacy
Academy uh I thought it went very smoothly I know that was very crowded in the morning but they were able to get the students in to classes very quickly and we were able to uh see some of those and visit some of the classes and I just want to congratulate uh the entire staff for the hard work that they did that
morning and and they continue to do it uh it was really nice to see the school from the groundbreaking to uh to that point uh getting the students in um our next scheduled board meeting occurs after the um school starts on the traditional calendar so I wanted to uh wish the staff and students uh a very nice rest of their summer break but also
to have a terrific start of the school year also so uh personally for for me my granddaughter starts kindergarten next week in the Tempe kyne Elementary School District over in Arizona and uh I'm glad their air conditioning is working unlike mine in the house today uh and uh finally uh it's not school related but those of us that live
over that way and certainly purchase it we're probably looking forward and it might even open tomorrow uh the opening of the new Costco gas station if you've ever tried to buy gas over there in the middle the day and see all the cars lined up it's going to be nice to see uh the fact that uh 32 pumps is going to
make a big difference so I just wanted to throw that out I thought if art Bennett was here tonight I was going to congratulate him for getting that uh getting that done and I don't mind putting up with the construction over there while they're with all the other stuff to to get it done and with that that concludes my remarks thank you
thank you Mr bridge and when we get to you Dr enfeld can you please address the um the lawsuit fees and everything else that goes along with that I appreciate that um Mr KN yeah I'd like to ask uh Dr Enfield um I know our parent with a genius little child has spoken with our staffs but uh I'd like to have them talk
to them one more time see anywhere we could help uh the family especially child I would really appreciate that thank you and I'd like to thank the uh parent who talk about bringing back the common sense thank you I think uh that's what uh not only our district needs but I think whole state needs it um I had a
conversation with a parent that um that he was complaining about where a governor who doesn't seem like have a trust in our public system who sending his daughter to a private high school has so much of an influence over our uh public school and and and we have to be uh bind completely bind whether which site we're in and and be influenced does
not make sense as our teacher is nodding his head yeah I mean if you're in the system and you're supporting the system least we could commingle or collaborate but if you're not in the system and you don't show the support by your demeanor or your in action but you're making all of us to be in a conflict that is not a
common sense that is not a common sense I I agree with our teacher in the back thank you thank you for your agreement uh I I support the parent to choice but as Leaders you have to walk the talk you have to walk the talk and um I I would pride myself that I do respect our parental choice and and
parental uh rights it's common sense you go out of our region you go out of our country anywhere you go and it's a common sense this is the only place that where we have to have a meeting for it to Define who's in control who has the right who has the last calling and I do not believe
that we're doing with a common sense now having said that I'd like to also thank uh Mr Nick Wilson to voicing your belief because you were saying it from your heart and it's about your child and it's about all the childrens in our district and that's what people have to step up for uh for your child if you
don't step up for your child um you're are in secondary motion um you're not in it you're a spectator no matter how loud your voice might be how smart you might sound like the numbers you could throw in but you're not involved you're a spectator it has to be about your child and and that goes for everyone and that
that's a true respect and going back to our uh regular business uh I have attended uh Legacy Academy's open day open house the little childrens were lined up uh many of them were late is first day uh and and um sun is summer but parents were excited and uh especially the teachers were excited uh it was a great uh day uh I
just um pray that uh and I know because we have a real special uh teachers and and and admin team there posted and that school is going to be a wonderful place just like our other schools awardwinning schools so thank you uh teachers and staff members and also cabinet members who had shown up and practically everyone had shown up
from my district office including all the secretaries so thank you thank you it was a really a blessing uh I have attended a meeting with SE of Chino um including the manager and a mayor and councilman burn and we have shared also of uh our care and love for the children and they were especially um sharing their thoughts about
importance of a campus security uh sros and and how that we're going to uh work even harder to make sure that our childrens are safe on campus and their continous support for Our Hope Center um so it was a just a great day uh sharing that our old times but also think about future developments especially the the
southide they're thinking about 5,000 and more uh housings to come in and um there will be a tremendous growth for next few years and having said that um uh I was really moved uh having four-year-old speaking to us tonight and so thank you again let's give them a big hand baby there they just children are true blessing because they represent our
future and thank you for the parents that that you concerned about the education and as long as we worry about our education will continue on journey and keeping that that our district is a awardwinning district thank you thank you so much thank you Mr n Mr Cruz yes I'll just make this real quick you know the beauty of our school you know voted
number one school district in the Inland Empire District leadership is very excited to share that our community recently voted Chino Valley Unified School District as the in inan Empire feret School District in 2024 um during 2023 2024 CD was identified as the number one Unified School District among 345 in Cali California to earn PBIS recognition C USD also captured the
first place in san berino county for having the most School recognized as either platinum and gold school that that is so beautiful and so amazing what our school district has accomplished and Mike model during the training being number one in PLC and it's been like 10 years that there was another school that was number one and so we we have done so
much here we have done so much for the past 15 years an excellence in Du language a program expanded CTE programs at every High School created a magnet high school award-winning band and Performing Arts one of only two districts in California with PLC California Schoolboard Association award for engineering program at Don Lugo California School Board Association award for engineering program at a yala
high school California scoo Board Association award for promoting College and Career readiness and Excellence at aala high school this is the best of the best in san berino county so awesome job awesome good job thank and also I I also attended Legacy too and it it was great the kids it just amazing and also um I guess that's about it leadership oh
the leadership charge as well and also the meeting that we attended together which was was good for bringing us together thank you thank you Mr Cruz Dr anfield righty asked to comment on on legal fees on that um Let me give a a little bit of a background on legal fees um when I was in education as a teacher
in a side administrator I didn't really understand District uh legal fees until I was actually a director in HR and as the assistant superintendent in HR when I came to the district about 18 years ago the the district legal fees were in the high2 millions to $3 million per year on legal fees when I came into the district and and and that's not
counting inflation that's like two decades ago if you added inflation on those they would probably be much higher today the uh superintendant back in that time were asked to help reduce those fees and and I know um the first couple of years uh the fees um were not reduced but uh it was still kind of a priority
of the board if you look at the board agenda on the consent item that came uh I believe it was under Dr Heatley the board wanted to be transparent and wanted the public to see what those fees were so it was put on the board agenda about a decade ago I know it's about a decade ago this District worked to get
the attorney fees under a million dollars and so for a couple of years they were under a million dollar uh however in 19 or in 2016 and 20 2017 those fees went up to about 1.6 million again districts sometimes can't control the different types of litigation that may come or types of litigation the district May enact at that time uh at
that time there was a uh litigation the district enacted that increased those attorney bills to about 1.6 million the following year in 2017 18 the district enacted other litigations that continued over into that year and our bills were about 1.6 million the following year when I came in as superintendent I reduced the attorney bills down to about 1.4 million
the second year we got them back under a million dollar uh when Co hit they probably were at an all-time low uh around $400,000 but that's like no employees here no students here and if you talk to a lot of Corporations their HR department you saw a lot of organizations there were not a lot of cost in the HR department which
handles your litigations um so I share that to give some kind of background of I believe as a district we have focused in on those attorney bills and have reduced them so let me take uh to this year and something I don't share about and I typically are very quiet about things but um in here the district initiated
litigation we initiated litigation that cost us about $400,000 in attorney fees this year through that litigation we were able to settle a case that brought in 2.4 million for the district so we spent 400,000 probably a little over 400,000 approximately for 2.4 million to come back into the district so it covers those attorney fees of 400,000 or we could have as a district
made a decision not to pursue that litigation and not receive that 2.4 million so this board made the decision to pursue the litigation and so that 2.4 came in so if you removed the 400,000 from today's bills if you looked at them it would probably be around 750,000 somewhere in there uh but we don't do that we don't take that 2.4 and
reduce that we're being transparent we spent 400,000 as part of that litigation and so you see that one about 1.1 million today on there so that is one of the uh causes that you'll see some of the uh cost of our litigation the other one I know people talk about our our lawsuit with our parent policy uh just to give a little bit of
background on that on Friday August 4th it was a Friday a late Friday uh I received actually I received notification from the LA times that the Department of Justice for the State of California issued a subpoena on us um when that happens and and and they had timelines in that subpoena by the following Friday we had to start turning over documents
and if you've been in legal proceedings you have to have an attorney to work with you to go through the documents to see what you're turning over because you do have rights on documents of what you can turn over and what you do not have to I'm not a legal expert and so when that happened on that date I had contact
who we have on contract with us our our attorneys that represented us on that Monday we was on a zoom meeting with our one attorney nine attorneys from the state and we met several different times that week going over and talking about what it is that they want what documents they want I can't do that on my own I
wouldn't I wouldn't recommend anybody to do that on your own that is you require legal service to be able to support you in that process and so that's what the district did but as that was going on and we were gathering those documents and our attorneys was working with us we knew that we did not want to use our
attorneys for that litigation to continue with that and so the board along with me and even along with our legal council was recommending that we find somebody to take this on pro bono and so we worked on that and by September 11th a little bit over a month a month and a week by September 11th we had a special board meeting and we
brought an attorney forward for pro bono so from September 11th from September 11th on Liberty justice has picked up the cost of our litigation on there so we did we did have uh bills that are related to that from August 4th to September 11th but after that uh Liberty justice has taken on uh all of our legal fees regarding uh
the lawsuit with the state um that's all I have to to share with you on our great Dr Enfield I want to thank you for sharing that look as a parent I would have saw the bills and question it too but as a board member I have learned so much how much it cost to run a district
our size and I am incredibly proud of you for doing what you did guys we're in a meeting right now but um I want to say I thank you and I thank you guys for enduring that because the real wasters of taxpayer dollars was the state they sent nine attorneys they harassed you with employees they asked for so many insane things to try to look
for a hate crime that didn't exist here when all we were doing is trying to reverse a previous policy you guys endured that and I want to thank you from the bottom of my heart and I want to thank this board for doing the responsible thing and getting a pro bono attorney I am darn proud of this
community for not wasting a taxpayer dollar I am darn proud of every single one of these board members that decided to pursue a lawsuit when we knew our child our children were deserved that money and we did the right thing and we got back tons more money in place of that I I'm I'm glad that we have your
leadership I'm going to say it again I'm glad that we have the leadership of the rest of you when you took your vacation this summer you had a great staff be able to take anything on that we were asking questions for so from the bottom of my heart thank you guys for everything that you did every bullying t
that you guys did because look we may get the death threats or the main things but you're getting the harassment from people that you were usually you know kind of timid to really speak up against because they can really make life miserable for you so thank you again as a parent as a board member thank you I
appreciate you and I'm not the only one that thanks you and I'm glad that you put that on record um with that said I did attend Legacy what a beautiful beautiful opening of a school to see all those kids excited but also to be a mother and and kind of have the uh the feeling some of these mothers had with
dropping your kids off at the first day of school but the staff just was amazing by ensuring them your kid is going to get to the right class and sure enough every kid as soon as they walked into that gate they were greeted by a staff member and taken to their classrooms um we got to walk a couple classrooms and
see the smiles and excitements in the children's eyes all while their mothers and fathers and grandmas and grandpas and Guardians are crying at the gate the kids I assure you were excited in the classrooms and that's what we're here for we're here to make sure that you guys can do what you do best that's educate I believe it in my heart you
guys are not here to indoctrinate our kids we may have a few that believe in those things but the majority of you guys are here to educate the numbers are showing your hearts are showing I will continue to support that I will stand in the way of anybody who tries to not allow you to do what you did best you
guys went to school you guys did a lot more than a lot than me but that was because you had a passion to do that and my job as a board member and the job of every single board member is to make sure everything else from the state is free from you guys and the distraction so you can continue to do what you do
our security God bless your hearts because in a time like this where your board is being threatened you're still over there with smiles in your face greeting people you know you have my heart I love you guys you guys are amazing um you've been called armed security armed police I'm glad you give that presence that you are there to make
sure we're protected thank you thank you thank you for everything that you guys do um I be more proud of our district our district is leading the way look all while you have big companies like Elon Musk who had the final straw to move this his his company that wasn't the only person that moved their businesses out because of the lawlessness that's
created in Sacramento but that's what I want to give you guys hope for here in California fight the good fight you all have gifts you all have talents look Bor um you guys got the support you needed to do what you got to do because of the community the community showed up it wasn't me who got elected it was the
community who got me elected we went door too we told the story and I love that you guys were there you guys are still here you guys are fighting and enduring so many things I can get emotional because the nation is watching you and I can tell you that from the bottom of my heart because I have people
in other countries saying guys don't give up do not give in and you're not you're bravely boldly putting your names on lawsuits that you know is going to come with things and those parents that didn't put their names you're protecting and guiding and standing behind those that did and I love you guys I will continue to be there in the front for of
everything and make sure that I lead the way alongside these other ones and all the rest of you who are leading the path to make sure we do what we do best and that's educate our community is special the nation is watching you do not give up and do not give in you guys make me darn proud I love you with all my heart
and I'm going to leave it with that I dismiss the regular Board of Education meeting at 7:17 p.m.
