at 6 p.m with Bridge Cruz Monroe naw and Shaw present before we begin please silence all electronic devices and note that these proceedings are being recorded Reagan the board met in closed session from 5:00 p.m. to 5:36 p.m. regarding conference with legal councel anticipated litigation one case record of litigation threat to be discussed in close session is included in the agenda
packet conference with legal council existing litigation one case Conference of Labor negot negotiators Act and CCA Public Employee appointment Elementary School principal Junior High School principal and Adult School assistant principal the board took the following action by a vote of 5- Z with Bridge Cruz Monroe not and Shaw voting yes appointed the following individuals appoint Janette Quan as
principal at glenme elementary school effective date to be determined appoint Dr meon akak havari as principal at Briggs K8 effective date to be determined appoint Thomas Hutchinson as assistant principal at the adult school effective August 16th 2024 considered a demand to cure and correct dated July 25th 2024 the board voted to reject the demand and direct Council to prepare a response to the
complaint with a vote of 40 with Cruz Monroe Na and Shaw voting yes Bridge abstained no further action was taken which requires public disclosure thank you so much and before we proceed I would like to invite a very special person to the podium uh Dr a who I'll just say it I'm really sad that we're losing you at Chino Hills High but in
the essence of the district I'm glad that you're getting this opportunity thank you uh good evening president Shaw um members of the board uh superintendent Norman field and members of the cabinet um I can truly say that I left my family at Chino Hills High School um but I've been welcomed with open arms at Briggs and it's a phenomenal School
uh the students the parents the teachers the staff are all great so thank you for the opportunity and I hope I can uh take Briggs into fulfilling the mission and the vision of the Chino Valley Unified School District thank you again awesome thank you she's not here I just like to say a little something um about Mrs Quan is it Dr
Quan I'm not sure well anyways I'm excited for her as well to take this opportunity and be one of our principles I have heard nothing but extremely amazing things about her so we're um sad that she's not here tonight but we know she has a lot of things to take care of but we're excited for the the um for her
to be a principal too as well so two great assistant principles now principles which is really good for our district which is amazing and then we'll move on to the pledge we actually have our new student board member which I would like to uh just welcome you we're excited to have you um and she is going Gabriella is going to
be leading Us in the pledge tonight please stand for the pledge ready begin IED to the flag of the United States of America and to the Republic for which it stands nation under God indivisible with liberty and justice for all it looks like it's your night tonight because now we're on to comments from our student rep Gabriella board president Shaw members
of the board superintendent Enfield and distinguished guests hello my name is Gabriela segano I'm a senior at Don Lugo High School and I am honored to be the School Board student representative for the 2024 to 2025 school year I just want to start off by saying that this year is filled with great opportunity and I can't wait to see all that I can
accomplish working with you guys to report on my time back at Don Lugo we had a great first week of school the senior class celebrated senior Sunrise last Friday morning along with having a back to school carnival theme dance for all grade levels additionally tomorrow is our first rally as for the other schools in our district Chino Hills High
and Chino had their senior Sunrise the first day of school and AA had the same um there's the same day as Don Lugo um the Bulldogs have their first rally next Friday and the huskys tomorrow to celebrate their fall Sports uh along with the first football game next Thursday at 700 p.m. finally Chino High School had their senior Sunrise to
celebrate um the class of 2025 and will be having their first football game next Friday August 23rd at 700 p.m. additionally three of the four schools this summer were able were fortunate enough to have attended the California Association of director c s of activities or the cata conference at UC Santa Barbara um to learn about ourselves as Leaders along with how to
better ourselves and our school as a whole thank you for your time um and enjoy the rest of your night thank you next up are the comments from our employee Representatives we have Steven Fraser from act thank you good evening board members superintendent esteemed colleagues and members of the community beginning of the school year is always a time that's
filled with excitement and optimism I know it's a fresh start a time when we can set the tone for the months ahead this year is no different though we know that it comes with unique challenges and opportunities as the new president of associated Chino teachers I'm here tonight to reaffirm our shared commitment to creating an environment where every student student can feel
safe and one where every educator feels valued supported and empowered to do their best work our Educators at the heart of everything we do and their dedication to our students is unwavering however we must acknowledge the realities that act members face today our educators are under increased scrutiny in a rapidly changing educational landscape one that seems particularly unique in our district the
challenges of the past few years have shown us the importance of what could be done if we work together teachers administrators board members parents the entire Community to ensure that we provide the best possible education for our students instead of making statements so others will follow tonight I want to highlight a few key areas where we believe the collaboration will
be crucial number one special education our educational Specialists continue to struggle with increased expectations and lack of support number two classroom resources why are our members unable to obtain fundamental classroom supplies like paper for their students number three equity and inclusion we must remain committed to ensuring that every student regardless of their background has access to high quality education
this includes addressing disparities and ensuring that our schools are places where diversity is celebrated and inclusion is the norm as we move forward into the school year let us keep in mind that the ultimate goal is the success of our students every decision we make every policy that we implement we should be in service of that goal and we know that
our educators are supported in classrooms that are well resourced our students will succeed in closing I want to reiterate the commitment of associated Chino teachers to working collaboratively with all of you together we can create a school year filled with growth achievement and hope for every student in chin Val Unified School District thank you for your time tonight
thank you we now have Danny Hernandez from [Applause] CA good evening president Shaw board members superintendent Enfield cabinet staff and Community the start of the 2425 School Year is off to a great start I wanted to congratulate Miss Chase and her whole staff and the district on the opening of Chino Valley un unified newest School School Legacy Academy home
of the owls and as we are all aware the new district office on Ramona Avenue opened I can't wait to see that new boardroom over the past summer classified staff has been hard at work getting our schools ready for the beginning of the school year custodial staff at the school sites have been busy cleaning the school moving teacher classrooms anticipating
the return of students clerical staff has been working hard on getting new students enrolled and making sure we new students are registered for school nutrition staff excuse me not only the feding feeding the students of our elop and summer school programs but also esy and our students over at The Preserve over the summer months nutrition services has served
over 11 15,681 meals and over 51,000 snacks over the summer months all watch getting our student or excuse me our kitchens ready for the new school year Warehouse staff has been moving moving classrooms those Foods I mentioned got delivered by our warehouse staff books and consumables all delivered to the school site technology staff tirelessly working on making sure
the network go up and running or troubleshooting and fixing issues we experienced over the last few weeks maintenance staff painting making sure doors open when they needed and lights turned on and off as needed these things don't get magically done there's the classified staff member behind each of those tasks that get done we typically work behind the scenes to
make sure our district is up and run up on up and running and ready for the first day of school I think we all wish things would go as planned or things don't break down on Mal function but occasionally both happen with temperatures in the high 9s or or hotter since the beginning of the school year some of the AC units have
not been working Pro correctly or at all the HVAC staff which is currently four staff members is responsible for over 2,000 different units throughout the throughout the district not including refrigerators or freezers some units are scheduled to be replaced others are awaiting parts which right now has about a two-month waiting period these staff members have been working tired of
overtime and on weekends to try and get things operational please be patient with all staff as they are trying to get things up and running as quickly as possible I want to thank all the classified staff for their hard work and dedication in getting the our schools and sites ready each school year to service the students and staff of Chino
Valley Unified School District thank you Mr Hernandez we have Emily LA from champ good evening everybody good evening president Shaw school board members Dr Enfield cabinet and Chino Valley Community I'd like to First congratulate our new assistant principal and our two new principles it's um it's exciting news and Gabriella you did an excellent job speaking congratulations and and
welcome to the cabinet as a student representative um when people say have a happy New Year most people think of January 1st however Educators everywhere know that the real New Year starts when the first day of school starts so happy new school year everyone just as we often make New Year's resolutions I'm going to challenge everyone to make a school New
Year resolution as a community we are stronger together and our schools value everyone's opinion so consider making a new school Year's resolution to attend one of Chino Valley's parent forums our first for is this August 20th 6:30 at Chino High School consider nominating yourself for School site Council or attending one of the school site Council meetings throughout the
year you may want to consider attending board meetings in January the K12 Insight survey will be sent out through Parent Portal if you've never completed one of these surveys make it your resolution to complete this survey this year your feedback back is always greatly appreciated whatever it is you decide to do rest assured that your efforts will
truly be appreciated thank you let's have a wonderful school year and happy new school Year to everyone awesome thank you we're now on to um comments from the audience comments from the audience not on agenda items are there any requests to speak yes nine thank you thank you board bylaw 9323 meeting conduct establishes public comment guidelines instructions for public comment are
available by the speaker cards turn your cards into security staff speakers will be called in the order the request was received please listen for your name and line up behind the podium and in the order your name was called any comments on agenda items will be accepted during consideration of that item if you use this time to comment on an agenda item
instead of a non-agenda item you will be directed to correct the correct time on the agenda and your speaker card will be placed at the end once the recording secretary announces the first name further speaker cards will not be accepted Mr Cruz can you please explain the public comment guidelines speakers you have up to three minutes to address
the board you cannot donate your time if you read on behalf of an absent person that will be considered your time begin comments at the green light the yellow light means you have 30 seconds left the red light means your time is over please refrain from making comments while speaking or at the podium board policy 1331 12.1 outlines the
procedure for complaints against an employee once the recording secretary announces the first Nam speaker cards will no longer be accepted and lastly speakers may not approach the dasis anytime the board is in session please give any materials you wish distributed to the board to the recording secretary first brianda R followed by Lisa great house followed by Sarah Omari
all right good evening CVS uh CVUSD um uh Community I work at elementary school at Howard cattle and I'm a special education teacher and I'm here because I want you guys to know what it's like to schedule an IEP at an elementary level um there's a lot of things we need to consider when we're scheduling IEPs and
and right now currently we have 79 annual IEPs only so that doesn't include addendums or tries initials we only have 180 days of school to hold all these annual IEPs so it was harder the last couple years and it even got harder now that we have a part-time assistant principal so for example we have an IEP due December 5th we need to consider
these things in our schedule first we need to schedule this IP two weeks in advance can take about two hours with Administration our assistant principal has been cut in half and we they're only going to be with us two to three times a week our principal is going to be our only admin available when we don't have
an assistant principal so if they're holding an IEP with us what about emergencies when they need to attend District of meetings Awards drills rallies events Duty Behavior teacher coverage parent confrontations suicide threats and even Runners we we also have blockout dates for requesting a sub we have holiday breaks that we have to consider Genet teacher availability sometimes we can't have them after
school because it's during contract hours and we only have um certain days that service providers are there so that includes OT speech arms counselors psychologist even Foster Representatives um for high profiles we have program specialist availability uh stiens that are given to sped is not enough money to cover our coverage for either sped teachers or even um jet teachers School
uh doesn't have enough money to cover even their uh Subs minimum days are for um prep days so we can't ask the teacher to give up their prep time and another thing to consider is PLC time when we finally figure out a date to schedule our meetings then we have to ask the parent and the parent says oh I can't
make that time so then we have to go back again and try to schedule the meeting again going through all those lists and ad uh admin design seems not to work because that means you take a teacher out of their classroom and have to cover that teacher for their class so um how are we supposed to stay in
compliance because that's the number one thing that we're trying to do and other than that please send aids for our sub coverage because we're getting nobody showing up for one-on ones or even RSP AIDS and SDC AIDS last thing I'd like to thank Mr Moro for taking his time last year and meeting with special ucas to hear our concerns
that's all thank you next Lisa great house followed by Sarah Omari followed by Bobby [Applause] Omari good evening since I spoke before close session I wanted to take this opportunity to reiterate a few points about how this board has repeatedly skirted the law and ethical boundaries for school board governance and transparency first you violated the brown act when you failed to report out
in the June 20th open meeting that you I'm going to have to stop you that was an agenda item if you want to move forward just use this time for non-agenda items you've already spoke on the agenda item so if you want to move forward you may prior to Clos session I spoke I thought I'd be allowed in an
this is an agenda item that you're speaking on you've already had your time to speak so let's fast forward to whatever you have that's relevant to right now all right tonight's agenda also contains a reminder that this board majority routinely ignores conflicts of interest with an Upland based contractor called star Hardware a $439,000 bid was approved last fall for
work on chino High School's Aquatic Center and JY this is the same contractor who donated an astronomical $50,000 each to Miss Shaw and Mr Monroe's 2022 campaign when they took office some of us spoke at a board meeting to gain assurances that these board members who happily took an outrageously High donation from an out of towerer would recuse themselves when
voting on his construction bids of course they continue to breach the Public's trust by continuing to vote to give projects to this donor who is now seeking to again influence November's Schoolboard election with oversiz donations of course these two unethical actions just scratch the surface Miss Shaw is quick to publicly attack those of us who are Vigilant about keeping an
eye on this board's breach of public trust but that won't deter us we fight for the students teachers staff families and taxpayers of our district and will not allow an irresponsible board majority with disdain for public education and the rule of law to go unchallenged thank you next Omari followed by Bobby Omari followed by Eric [Applause] shamp all right good evening my name is
Sarah Omari I'm the Chino Hills High class of 2000 class of 2009 Bic dictorian hold a master's degree in public administration and have 12 years of experience preparing board reports in the public and nonprofit sectors most importantly I'm a lifelong Chino Hills resident with a Heart for Service a taxpayer and a deep concern for my hometown Community given this board's
continual inability to govern effectively and in good faith contrary to miss Shaw's recent communication to miss great house this board has a responsibility to communicate and be held accountable by multiple stakeholder groups per board policy 1000 this is reiterated in board policy 1120 which states quote the board encourages Community involvement and public participation at Board of Education
meetings not only does Mrs Shaw's communication via her publicly issued CVUSD email account uh suggesting the board's priority and sole focus is serving parents of current students demonstrate her gross misunderstanding of the role of this board it also showcases a major misuse of public resources to promote personal opinions another stakeholder group mentioned in board policy 1000 is students to remind
you it is the responsibility of this board and cabinet to listen to the student voice and promote policies that protect the best interest interest interests of all students this is why we have the preferential or student vote however this board has demonstrated time and time again their inability to implement their own board policy board policy 915a that clearly states that the
preferential vote should be quote cast before the official vote of the board end quote this whole past school year the board president has been in violation of this policy and in turn out of compliance with California Education Code 35012 by flippantly tacking on the preferential vote as an afterthought following the full board vote I do not only blame her for this oversight though
as I would expect the veterans on this dis Dr Enfield Mr Cruz and Mr na who who has been on the board since I was in high school over 15 years ago uh to correct this governance mistake this violation demonstrates a lack of governance knowledge and more importantly a lack of concern by this board to listen and care for the student
voice above their own ignorance can no longer be an excuse I'm going to repeat that ignorance can no longer be an excuse however as we enter this new school year I'm cautiously optimistic that this board will correct their future courses of action cautious because this quote leadership failed to act quickly to ensure summer meals were provided to all
Chino CV USD students that needed them and optimistic as Dr infel shared how swiftly this board was able to choose a law law firm last board meeting they can act quickly if they choose to please choose to do better this community deserves better thank you next Bobby Omari followed by Eric champ followed by Naomi M all right good evening Dr Enfield
school board members cabinet and Gabriella at our last Schoolboard meeting Dr Enfield was generous to share more information about the district's legal service expenditures based on his experience with the district for almost 20 years while I appreciate you Dr anfield for speaking about this topic I'm disappointed with your rewriting of CV usd's history and false Narrative of
the School's district role in litigation let me explain first you mentioned you would help bring down legal expenditures in 2018 the reality is the fees shouldn't have exploded to over $6 million from 2014 to 2018 cvd lost the quote prayer lawsuit unquote spurred on by Andrew Cruz and James na who continue to drain scarce District resources at
the expense of taxpayers your whole framing about this period is a little Odd as it should be of no surprise that cbd's legal fees went down once the lawsuit concluded and the board majority changed while I agree with you districts cannot always control the types of litigation that will come out that will come or they will enact but this one
could have certainly been prevented and dollars could have gone to the classroom not lawyers a GoFundMe didn't save our district the legal fees back then and I'm not confident a bronze tier legal firm will save us now second please be honest about the recent $2.4 million awarded to cvd from Chino Development Corporation R Lewis the funds went to
the quote developer fee account for future use on growth projects in The Preserve unquote according to District spokeswoman Andy Johnston this means the district cannot use these funds to supply our classrooms with materials hiring of more teachers or staff investing into our programs that directly support students or to be spent on current or future legal Endeavors I'm
glad cvsd was awarded what was right rightly owed to the district but I have a problem with your framing of the case just because you WI a settlement it does not mean you should actively go into litigation and use more money from the general fund to fight more legal battles this is just bad business with a high
risk and low reward or at most or what most would call a liability to our public school funding our school district is not a casino and we should not be gambling with taxpayer dollars our school district is also not in the business of litigation is it is in the business of Education you and this board have a duty to ensure our students and
teachers have the resources to thrive instead we have assistant principles and SRO splitting campuses High teacher vacancies combo classes programs slipping through the cracks such as summer lunches and some of the highest levels of student expulsions and suspensions in recent years my former cvsd history teacher would have said don't let history repeat itself my math teachers would have said we are trending
in the wrong direction but that doesn't have to be the outcome there is still time to steer clear to steer our district and the right Direction and get out of these political feuds that continue to strain our resources resources that could be much better spent on educating our students empowering our teachers and investing into our community thank you next one
second Dr I have a point of information regarding the prayer lawsuit I know we've made it clear before but is it not true that with the prayer lawsuit I'm doing a point of information sorry if you want to run the meeting and you want interrupt that's your first warning let's do a second and you may leave thank you um with the prayer
lawsuit was it not the deal if the board members came in and stopped the lawsuit regardless of the outcome that the district would then be responsible for the fees or would you like to explain that because I mean I think we need to put it to rest and put it out there once again ask the question so with the prayer
lawsuit they keep saying that the church is um responsible they caused all this money the board caused all this money it's a issue that's being posted all over our community I think there needs to be some uh clear information out on the fees and why we as a district back then had to pay for these fees when the
deal was that if what so the uh prayer lawsuit when it was entered into the district um used legal counsel at the very beginning but then they had a pro bono attorney come in and cover that uh the pro bono attorney would not cover the fees if we lost um as part of that litigation um but the there was a
GoFundMe account or some account that was created uh to pay for any fees as long as the district stayed in the lawsuit all the way to the end and if the district got out of the lawsuit then those fees would not be paid to us so we had committed to the lawsuit and then uh it was on appeal to the uh Supreme Court
and then when the board pulled out of the lawsuit the board right pulled out of the lawsuit the new board majority coming in pulled out of the lawsuit right the board at that time voted awesome to pull out of the lawsuit and based on that the district had to pay the fees but the money that was raised
was not did did not come to the district because we did not stay into the lawsuit so we broke our deal as a district with the new board majority and that caused the district to eat the cost and pay for those fees cuz we did not put up with our part the bargain and deal had we stayed into the lawsuit and had the
Supreme Court not picked up the case they would have paid the fees thank had the Supreme Court picked up the case they would have paid those fees but because we dropped out at that point the funds were not uh given to our district thank you thank you for clearing that up maybe the false rhetoric can stop now
because uh it's been it's been really sad that this false information is being put in the community and transparency guys I was put here to put be transparent that sounds like a terrible contract to get into at the beginning my name is Eric champ and I'm a dad of four kids in our Public Schools I also have a master's degree in
Business Administration and I've spent nearly 20 years in the nonprofit sector guiding young people into and through public education systems education has been and continues to be the great equalizer for vulnerable Youth and families it is what brings me here tonight to speak against the efforts of board president Sonia Shaw to quote shut down the Department of Education if you
are successful in this Pursuit it will disenfranchise children and families in Chino and Chino Hills at a massive scale Miss Shaw bour and Dr infield do you understand the fiscal impact and Fallout our community will suffer if this goes forward have you looked at the budget I hope you have because your six names are printed on the cover page the budget
States the following in unrestricted funds from the state $8 million restricted funds from the state $35 million restricted funds from federal sources $13 million and this is not counting lcff funds in total our school district educates 29,000 students and uses an annual budget of about $387 million conservative estimates would place the fiscal impact of your desire to shut down the Departments of
education at a minus $56 million $56 million we will still have 29,000 kids to educate and you want to push for the elimination of $56 million here's the impact of what you are proposing massive layoffs and shutting school campuses and absurdly high class sizes that would be on the expense side of the budget the school district is the
largest employer for people living in Chino we don't want everyone losing their jobs on the revenue side our tax rates would Skyrocket and that would just be a Band-Aid approach I would like you to provide a response during this meeting to explain your comments further and what your intentions are to shut down the Department of Education and how exactly
you plan we handle $56 million being taken out of our budget this is short-sighted terrible governance that puts all of us including the district at substantial risk next Nai M followed by Jackie Cortez followed by Carla VES good evening um Miss sha I would like to first of all let you know that I'm coming to you with genuine questions
and um concerns it's from my heart is just genuine I would like to read the following statement that you posted on your um ex account forly known as Twitter um the quote is the department of education and the teachers unions have become nothing but a but a corrupt Force destroying the foundation of our education system and sacrificing our
children's futures for political gain further in the comment you wrote It's Time to dismantle the corrupt structure shut down the Department of Education and reclaim our schools from the clutches of political exploitation we're fighting for our kids and we won't stop until they are safe from this toxic influence so I hope you can understand I just have questions about why you are in
headed towards that direction I'm genuinely curious as to what your vision is and what your plans are for our district should the Department of Education dismantle we have 29,000 students and 22 Title One schools what happens to the resources provided to our families the Department of Education may go away but the needs of our students and our families would not further we
would be looking at about a 10% deficit from federal funding How would you propose we make that up our district would face massive layoffs and school closures combo classes would increase just to name a few I respectfully ask that you communicate your vision and your goals for our district how are you planning on filling in the gaps we all
know how you feel about Sacramento and how you feel that their actions are gross and disgusting we all understand how you feel about Thurman Nome and bont but we would like for you to please I would like for you to please articulate your plans on how you will work towards actually trying to dismantle the Department of Education as you are on
record as saying I'm going to work on getting rid of them I feel it is entirely appropriate for taxpayers with children in the district or not to ask these hard questions of you we all know that a strong that strong schools equal strong a strong District St strong districts equates to a strong Community our children families teachers and
community members deserve to feel that their public educ ation is protected and valued by their Board of Education especially their board president who is leading us so in conclusion I respectfully ask just where you're headed with this I'm I'm genuinely just curious as to the statements that you made I am not asking in a judgmental way or to accuse I'm just asking because I'm
genuinely curious when I read this it was brought to my attention and I was a little bit confused as to why you would say that and if you do feel that way which I can honor and respect what is your plan how does our district move forward without a Department of Education how do you still protect us at
the public education without a department of Ed thank you next Jackie Cortez followed by Carla vendig happy back to school for everyone I am here to discuss the real issues happening in the district and not the madeup culture War issues created by the board majority it is week two and I am hearing from fellow colleagues that they
are struggling to schedule IEPs because of lack of admin at the elementary level countless teaching positions are unfilled students with IEPs with no case carrier lack of teacher aids the whole thing is a mess when will this District get its priorities straight instead of pursuing lawsuits like the prayer lawsuit behind closed doors why is the board not concerned about making sure
that teachers have the most basic of Necessities to run their classroom smoothly like school supplies a nice and clean classroom environment and staff we warned you that teachers would leave and leave they did there are still a lot of openings on Ed join and we are in week two Chino Valley is not the district that people run to anymore we are now
seen as a stepping stone to another District a starting place and not the place for a long career and why would people stay we lost a lot of teachers to Crono noral because their paying benefits are much better and their Schoolboard president does not call them demons Yes you heard me right I received a video of Miss Shaw calling teachers
demons that is such a weird thing to say so weird go ahead and throw holy water on me or bring my priest for an exorcism nothing's going to happen because I am blessed we are not what you say we are we are not groomers or pedophiles and we are not trying to push a madeup curriculum none of what you say is true
we want parents to be involved in their children's schooling and lives by the way as part of starting the school year we have to complete multiple trainings that range from sexual harassment to suici Suicide Prevention does a Schoolboard have to go through this training as well you should because you would learn that everything you are promoting goes against Suicide
Prevention supportive School environments for all all help prevent suicide as well as safe spaces yet teachers are being told to remove signs that say all are welcome here is this the Twilight Zone not only did Miss sha not welcome us back when school began but she we shared the video of her screaming at us on her politician page
on the first day nice way to welcome us back you aren't even trying to hide your hatred for teachers Miss Shaw it is time to elect people who are invested and care about this community and who stop the nonsense in the circus November is just around the corner and we have some wonderful candidates who have been very
open to hear what issues we have they're not here to promote their Personal Agenda or follow the project 2025 handbook like Miss Shaw non Cru have to go Choose Wisely in November and let's flip this board next car [Applause] V good evening sorry food bank attire I am Carla vasig 27-year teacher at cattle tonight I want to talk about class size
and combo classes one of the goals of the district is to provide the best instruction for our students combo classes do not do that honestly they should be banned they are not good for students and they are not good for teachers we keep trying to sell parents on this being okay and we should stop doing that an elementary teacher goes
from teaching four basic subjects to try to teach eight subjects with the two grades it is literally impossible so kids have to work on their own and learn without being taught by the teacher because you cannot manage doing it by yourself I know this because I have taught two combos in my 27 years in some cases you have teams who will help their
colleague my team always tries to help this year our class sizes are enormous so the helping is not as easy my teammate and I are taking fifth graders for one subject and we will have 38 to 40 kids in our classroom in order to do that fourth grade teachers are doing the same thing and they're trying to tackle
two subjects and they will have 38 to 40 kids in their classroom when they do that with how full my class is this year with 32 kids there's not good seating for all of those kids when they're in there just to fit my 32 kids in my classroom this year I had to take furniture out in order for everybody to
fit if the district would give our school one more teacher we would be able to take two fourth grade classes with 30 to 31 kids two fifth grade classes with 31 kids and then a combo with 31 kids and have three straight fourth grades and three straight fifth grades and we'd have 25 to 26 kids in our
classroom this would also allow for new kids through the year now this is doable but these large class sizes are not feasible anymore the effects of the covid shutdown and many other factors make trying to do an excellent job teaching 30 plus kids impossible the other Dynamic that makes combos hard is you cannot evenly distribute children in
the classes because we have to be strategic in how we build a combo class this too makes it difficult for the other classes because the class size limit changes from third to fourth grade we always get into a problem moving kids from third grade to fourth grade and because there are only three upper grades fourth through sixth fifth is
always fifth is always stuck in the middle and so the last three years we've had fifth grade has been part of a combination we've had a 45 then a 56 and now a 45 again this year I'm afraid it's going to happen every year we don't have a good track record of that not happening of combos at upper
grade this cycle of combos does not help our kids get a good education and while I agree that you should pay a combo teacher more the typen is actually embarrassing for the amount of work it takes not only impr prepping but actual teaching what about the classes who take on extra kids in order to help their combo and their colleagues they don't
get a stip in but they are taking extra kids and working more too so our District's philosophy is to always do what's best for kids I hear it all the time and we are teachers are definitely trying but combos are not what's best for kids neither are large class sizes and I'm asking you oh [Applause] sorry we're now on to changes and

ironic since we're in the middle of summer that we call it fall sports but uh I'm glad to see all the all the teams out there practicing as I'm going by school side and I look forward to seeing some of the games and just want to wish all the teams good luck it's kind of my favorite time of the year the school
year with with many of the uh many of the sports especially the football program so uh with that uh also I was glad to see the start of school uh go off very smoothly and uh that's all I have tonight thank you thank you Mr bridge and Mr n yeah I also like to uh congratulate Cara being on the uh student board
uh it's our first night you have done an awesome job thank you and I am also proud of uh her family I just heard and matter of fact uh Gela is planning to be a teacher and hopefully I told her in our school district after the College Years so uh we have a real an asset here so thank you now
um just most recently uh wallet Hub uh just did a research a nationwide research of selecting uh the best two-year College uh Nationwide but especially for California they have selected one college that is not too far from us uh it's in Irvine Irvine Valley college has been picked as the number one Junior College in state of California so congratulations for them
and really um I'm feeling something U great because recently we are also an recipient for 2024 the best school district for Inland Empire by daily turn the reader choice choice at work so we are not too far actually and if we could continue our work and and stay on the course of the same vision I think we could become number
one school district in California now having said that few years back I remember when Ball Brothers a parent came to our board meeting and really pushed their children at Chino Hills High School and their sporting high school basketball team so I was invited to attend and I was really excited to watch their playing truly they were fabulous you could watch them instead of
Lakers and so after the game I had chance to speak with the father so what made so much difference with your children then compared to other kids how come they play so well but then with such a greatness and and and he said Mr n because I trained my kids different ways my kids would come to school 6:00
in the morning do thousand shots before the class starts and after the classroom 2,000 more not only that I would make them to to lift and push those giant tires to build strengths so I use unorthodox ways to train my kids and it's showing it today so I'm thinking tonight what had made our school district number one
in Inland Empire what made a difference it's all of us it's our school district it's our superintendent it's our cabinet members who's working weekends odd hours it's our teachers who had given up their lunchtime to open up their classroom to help them with their homeworks it was a teacher who just passed away four years ago who had lend uh his the brand new
leather jacket in a rainy day for one of his student to to make sure sure that he had something to cover it's it was pure sacrifice it was from the people that worked on field told me that he had to retire early because his hearing was going away because he was working on our field on our grass for over 20 years
making sure that our schools are are clean safe it's it's all of us that worked extra ways it's our school board members uh Mr mono and M sha who would attend Washington meetings Sacramento meetings they're unorthodox they're different than other school district leaders that's why we are the number one in Inland Empire if we continue on this journey we
will be the number one in the state I just spoke to our parent and also our district employee who just told me Mr n me and my husband took our children to move to Chino because we didn't want it to be in La Unified School District so we're on the right track and I'd like to to thank all the employees
teachers and students that brought us us together to be on this map that we can say proudly we're the number one school district in the Inland Empire but we need to continue on this journey so that we could be number one for the State of California and continue to be not be the same as other districts if we become one of
them then we will lose it everything that what we have done for past years that we worked so hard for first warning so thank you keep interrupting bra thank you Mr n Mr Monroe I just want to take a quick moment welcome everybody back to school back to work welcome Gabriella to the to the board it's nice to have you
look forward to working with you the next year and um I do want to thank uh the special ed teachers that came and spoke tonight and those I think there's some a couple that are still here for giving their comments their valuable comments uh you know as we look and we we heard uh the vacancies we have 13 special ed teachers open this
this year and I know we've added some new classes it was you know at mired last year as well I think we were down I think even more than that last year I think we added more classes last year um but this is one area that we continue to struggle and um I think that um we need to be
aggressive this year and make some meaningful change to these programs to assist these teachers with this program and and attract um Quality special education teachers to to not only come to our district but to stay here so just want to make comments that as we go forward this year that uh hopefully my fellow board members and and um cabinet
we can work something out here to to make meaning meaningful change there thank you Mr Monroe Mr Cruz yeah I'd like to just go along what Mr n stated and that is that CSD also captures first place in s berino County for having the most schools recognized is either a platinum or gold School and thank you Gabriella you know you're
very fortunate to have this position because the the one thing that you're going to learn you're going to learn a lot about yourself your weaknesses and your strength and so you just go with your heart you just do what you feel is right with what is right with you also um Mr Fraser you know we've been getting a lot
of emails from proposition proposition 28 and um proposition 28 is about funding bands arts and Etc act please create an mou so the band other folks can go and start getting their stiens so ASAP thank you thank you superintendent Dr anfi Gabrielle uh welcome to to the board uh it's your senior Year hope you have a a wonderful and great senior year
but again congratulations on being here with on the board uh this is a time of year that I always want to thank all of our employees for the the start of the school year I know people and systems are not perfect um but we typically start off a really good school year and things have been a pretty smooth start
to our school year that happens because of the employees in our district our classified people behind the scenes worked ly during the summer to get our schools ready to get them prepared uh to you know they're doing their maintenance they're preparing stuff and getting everything ready for our kids our teachers who come back early to set up
their classrooms and have them ready and to our administrations at the school sites the work that they go into to make sure that we have a a smooth start uh it's a large system I think sometimes people think this is a very small District uh it's not La unified by no means but uh it is a a a a a big
district with a lot of moving parts and our employees do a phenomenal job of running this district and and again I want to thank them for their their expertise and their professionalism for getting our schools ready uh to a very smooth start for this school year so thank them thank you Dr anfield and thank you for clearing that up on that lawsuit I
know I just sprung that upon you but I'm glad that you were able to bring that into light again um kind of sad Whitney is not here but he's at an event and we did want to present him with an award and thank him for all of his hard work as he um prepares for his NE a New
Journey did you want to make sure somebody gets that to him before he leaves um we're grateful for the all that he did I'm also excited for our new appointees um the the school year has been to a great start and I am actually glad Danny kind of cleared up some stuff on the maintenance stuff because I know
our department is working their department is working super super hard I know air conditionings are broken down and things are happening but the thing is everybody's working on it if we could just have some patience if there's um you know times where the kids cannot handle the heat in the class classrooms I'm grateful that you guys have been
finding other means for them to be able to exit out and get into a cooler space so thank you for doing that if we can all just have some Grace in that department um again I'm glad that he was able to speak on that um let's see I also want to congrat congratulate Gabriella for being here and we'll guide
you through the process we're excited to have you it's the learning thing trust me so um I learn all the time so don't even feel bad but I'm here to answer any questions anytime you have any questions we are excited to have you on board um and as far as legal fees I it it's sad because um my cousin owns a local
business and she had a client tell her that our district is not being funded because of the lawsuits we don't have any funding and APS we don't have any APS we don't have this we don't have that it's really sad that this misinformation and this rhetoric keeps being spread when we know that it's not true um in regards to our district I
think you guys do an amazing job at saving people's jobs thank you because while I see all these other districts list of people who are being laid off because of the budget deficit and the irresponsible irresponsible of our department of Ed and Newsome and the budget and all that goes with that you guys are saving people's jobs which in
turn is saving lives in my opinion because those people don't have that hardship while it's hard because we all have to endure extra tasks I'm grateful for everybody who is taking on those extra tasks in the best interest of our students um I do want to point that out because I think that's often missed and that's where misinformation comes when
I've gotten into this position our job is to govern what you guys are doing but what you guys are doing is amazing and that's why I fight so hard because I know we have a great District that actually wants to educate and move students in education and not indoctrination and when I talk about dismantling the department Department of
Ed is because I want to sa public education and they are weaponizing it against parents and community members and students and it's absolutely insane if people pay attention to what it is and they use it their for their platform to run for the next office or whatever it may be and that's hard Dr Enfield you can vouch for it I got in here and I
said how can I support you I'm not here to tell you what to do I'm your partner they're your partners like we want to be able to support you guys to move our District's doing amazing things while all the other districts are declining test scores are dropping as much as I hate testing I'm not great at testing
but we're we are increasing that's what I have such a heart to fight for and that comes from local control that comes from us being able to let you do your job despite the distractions up there in Sacramento and the Department of Education and that's why so passionate that they're pushing all these things that have nothing to do with education
they want to make you landlords now did you hear that one I mean they're pushing that at a federal um level they want to make you guys the landlords as if you don't have enough tasks to do to try to move students in the direction that they need California kids are failing at Reading Writing math our kids even
despite all of the stuff that's coming down on us and and down on you guys because you guys actually ultimately have the task of still making sure our students get what they need to learn and be Future Leaders and and future um people who go out into our communities and do great things you guys are are proof that if you have the right support
you can continue to move a district and that's why I'm so passionate about making sure that the political cartel and Tony Thurman in the department of Ed don't do that they're politicizing their departments they're weaponizing that's why I don't like it if they actually focused on education I would be the biggest supporter I honestly think we've had this conversation superintendent
should not be an elected position on a county or a Statewide position you go to school you learned how to do your job that's like in electing a teacher that's insane you you have the knowledge on how to move a district and whether people like it or not you are proof of what a district can do in in regardless of what
they're doing over there in Sacramento an elected position in that that's absolutely asinine it does not make sense it's by Design to push political agendas into the classroom and that's what I'm here to stop and I'm glad that we have the board majority to support that and I continue to hope that we have that board majority to support that um
we've laid down and we doubl down on all the things that they're pushing and we found ways to create trust back with parents I mean we have parents saying that they're pushing their kids back in public school which is an amazing thing a and I think that is a testimony to what's happening and with that said we
still have activists I love teachers but we have activists signing up doing the job pushing their own personal opinions on that and I want to thank you for shutting those down things down as soon as you hear about it that is a hard task for you but I'm glad that you're doing that and let's go back to legal fees
with my cousin who owns a business with all those things that were said who's really causing the legal fees we were sued again we were responsible and got a pro bono lawyer we're continuing to fight for parents rights but let's put that aside and let's clear up some confusion here because we do have legal fees because of what the union is
challenging us on with our um California and United States flag policy we're in court guys and guess who's challenging us the union guess who's causing that money to come out of legal fees the union so whether you like it or not they're doing that with the parental notification same thing with the sexually explicit books they're sending letters with people claiming these
baseless claims on Brown act violations and everything else once again we have to respond legally causing us what legal fees so who's really wasting our taxpayer monies when we're just trying to make sure our school educates and not indoctrinates I will continue to stand in the Gap alongside my fellow uh cor you know members of the board I will
support you continuously along with our cabinet members I will support great teachers to be able to do that we have a teacher shortage in California you know why because good people are not signing up to be an activist in the classroom because of the requirements that's why they want housing to house the activist because when you actually like take care
of those people they're not going to bite the hand that feeds them and then what they'll push the the political agenda in there and if you don't believe me go on the Pol go on the department of Ed's website can't make it up go on the union the cta's website can't make that up go on the nea's website can't make
that up look it good teachers don't have to fund that that's all I'm going to say when it comes to that and it's and And in regards to things that are happening that shouldn't happen we had teachers give their personal beliefs on um vaccines we shut that down now today I get a message and you tell me I'm sorry
no matter what you believe in this is an attack on people in general and I'm not going to tolerate it and neither will I hope the rest of this board majority no matter what what you believe it but we had a parent write me today when I picked up my son and goddaughter or an aunt at after school yesterday she said
that she was coded by someone who works for the school now mind you this person wants to remain totally Anonymous the child is now scared that she's going to be harassed at school that's not the environment that we want and look what happened she says to her I looked at her and her school clothes they looked fine I then
asked her why because I didn't see anything wrong with her outfit she then said they coded her for having a keychain with the Bible verse on her backpack she was told to remove it and was given a warning I was very surprised by her response because she should be free to express her religion why would anyone in their right mind sight a child
because of a Bible verse keychain now that to me of course I'm I'm going to give you guys the opportunity to shut it down that should never happen that's intimidation that that's an egregious attack on someone who that Bible verse might mean something for them to be able to go to school and have the courage to get up every day and just face the
challenges of school who knows but that's an attack on someone's personal beliefs and here we are doing that as a child people get sued for that we don't even stop our teachers from wearing certain things that they wanted that they want to do that we believe that in some things are uh their religious beliefs but yet we're stopping a student
that shouldn't enrage anybody that shouldn't happen that's whoever did that is way out of line and I and I've course want that to be looked into and and the message needs to be sent that we're not going to tolerate those things here we're we're definitely not going to tolerate stuff like that and that's what I'm fighting against the overreach of
those who claim to be Educators is unacceptable it's dangerous um I I think we've seen a shift from education into indoctrination we've seen it again go look at it yourself I'm not here to tell you you know what I believe in I'm fighting for this because I I've seen it firsthand there's so much that I've seen that I will never be able to
unknow and that's why I continue to fight as hard as I do look you think death threats you think people calling me names calling me a Nazi calling me this that and the other are fun I have a family I I was born and raised in Chino my family my my kids go to these schools this is where we wanted to raise our
family that's not fun but that's also a reminder of what's at stake if they want me that bad think about who I'm standing in front of that's who they want in reality so I think it's time you guys wake up you realize that the lies they'll continue to spread the lies but the thing is is we all have a duty to be
involved we all have a duty to go find things out you can't sit there and then go oh my God it's burning down what do we do I'm telling you it's burning down pay attention right now pay attention get involved don't let these lies go a conversation with good people because they're being misinformed will set the record straight and with that don't give
up on Hope keep linking arms I am I am very grateful I get to be in this position I never wanted to be in this position politics heck no but we have a moral obligation to protect children and that's what we'll continue to do I now adjourn this regular Board of meeting at 709 p.m.
