Bridge Cruz Monroe and N Shaw present before we begin please silence all electronic devices and note that these uh proceedings are being recorded P the board men in close session from 4:25 p.m. to 5:28 p.m. regarding Conference of legal council one possible case conference with legal counsel existing litigation two cases student disci IPL matters conference with lab Labor
negotiators Act and csca negotiations Public Employee appointment coordinator access equity and student Support Services Public Employee discipline dismissal release and public employee performance evaluation superintendent the board appointed Bob Nelson as the coordinator of equity diversity and support systems with an effective date of October 21st 2024 with the unanimous vote of 5 with Bridge Cruz Monroe non Shaw voting yes no further
action was taken which requires public disclosure thank you Pat and please bear with us if the sound is a little off they're working on it um before we get started I just want to know I just want to say a couple things I know that emotions are obviously high you're all here for a reason we appreciate you being here we want to
hear all voices but this is a a meeting of the board to do business in and nothing will be tolerated as far as disruptions yelling screaming we ask that you respect anybody and everybody with an opinion that may be different of yours give them the time and the respect at the podium please hold from Cal cackling laughing there is children
present let's please please be an example to all the children in this room that adult adults when they have any kind of disagreement any kind of different views we can handle ourselves in a professional manner we are their example please remember that tonight and with that said tonight's Pledge of Allegiance is going going to be led by
um one of our special guest cousins and that is Dian if you would please step up to the mic and and please lead us to the flag of the United States of America and to the Republic for which it stands one nation under God in ivisible with liberty and justice for all thank you thank you okay we have a couple special
recognitions tonight which um we are all very excited about one is our 2025 National Merit Scholarship program semi-finalist we have Ryan Chow Kaden Hong Ethan Kim Cole Madison of aella high school and Alec I'm just going to say e because I don't want to mispronounce your last name my apologies of Chino Hills High who earned this prestigious distinction after receiving
a qualifying score on their 2023 preliminary SAT National Merit Scholarships qualifying test um the P satat the nmsqt during their junior year in high school students please meet me at the microphone along with the staff that's here to honor them [Applause] Ethan Kim has been involved in aa's robotics program and has volunteered with local community service events he
wants to continue his education by studying engineering and technology in college and then pursuing graduate school Ethan Ken there we go Ethan Kim congratulations [Applause] [Music] Madison's not here Chow is here Ryan Chow is involved with the USB FBLA debate nhhs and w o l he looks forward to studying International relationships in college [Applause] we have two students not here Khloe
Madison but we still want to honor them she's looking to study accounting at a four-year College she's interested in becoming an accountant and one day becoming an author and then we have kayen Hong who wants to study civil engineering at Stanford University when he's not busy with it with his senior year he enjoys building Ro robots listening to music drinking B that's
what called me off guard I read it before and going to Seaside Bakery I guess that's a plug so everybody go to Seaside after this he's been uh involved in aa's robotics and engineering programs and hope is hopes to continue his passions for engineering in the [Applause] and again Ruben yala High School is very proud of these students and all of our
students thank you do we by chance have our student from Chino Hills Alec here I don't see in presence I'll we'll save that one for another time just in case they didn't get the memo we now have one when I get invited to to campuses alongside Dr Enfield and some of the board members as well it's always really awesome when you're
greeted with a smile um some candy on the table but more than that just the the the spirit of being a volunteer and doing something when you don't have to and making someone's day I think truly goes a long way um I have VI visited IA a couple times y boy definitely likes to make sure um we are notified of great things
happening on the campus and we appreciate that and when I have been there every single time I have been greeted but more importantly I have seen this person greet students staff and just completely make their day as soon as they go onto the campus and we want to take a little moment to um really honor Mr Roy dorsy he doesn't have to do
this he doesn't have to be there he literally has a table if you've ever been to aella outside in between the the offices and he sits there greets people answers questions and he gives positive um you know just positive everything he's like a sunshine when you walk in the room and I love going there probably just because I get to see his smile so
um we just we wanted to honor him because he does this out of the goodness of his heart and he's there for our students that is the goodness of his heart I would like for him to meet me at the podium with anybody from the staff that would also like to be there [Applause] I'm going to mention a couple things
because I think it's important to say in 2015 2018 he was a substitute in our district so again he was just there doing a good thing for students in 2018 to 2019 he switched to the playground supervisor aella which you know he's just maintaining the the um all the areas where the students were and in 2019 to the to present
day you know that's a pretty long time already he's there as a volunteer so it just shows his servant heart and and I really think that we are very very blessed by having you there thank you [Applause] [Music] don't fly away we need you so we want to say this about Roy if I can turn this around yes I
can when Roy started with us he was 60 60 plus so I called him 60 plus I still call him 60 plus today folks today I'm going to shame him a little he's 80 plus [Applause] [Music] Roy on behalf of Ruben asela High School do you accept this Rose well all I can say is thank you the
staff the students especially the students um the board um I come every day and it's just a pleasure to see the kids um I talk to them uh pass out candy uh I I just enjoy and it's in my heart and I love him and going to continue as long as I can thank [Applause] [Music] than congratulations to our students and
thank you Mr Roy we are truly blessed by you um students family you do not have to stay just so you know you're more than welcome to leave or stay either one I just want to make sure you don't think that you have to stay here um with that said I couldn't put something on the agenda because that person would see it
and I want to take one more one more uh moment to recognize somebody super special in our district um Sandra I wasn't going to cry but I seen a lot of things negative and I see your heart your hard work you and your team unwavering commitment to ensuring our district remains fiscally responsible but more than that you do that for way more than
that I mean when I called you something last week it was not a bad word guys I'll get to what I called her a couple weeks ago um it's because I know how how valuable you are to the world as far as people would love to have you in their in their districts but you stay here because you have the heart forino and
that really means a lot it's it's seen by a lot of us and me going from a mother to a board member I I've seen a lot of all of your guys' hearts and you really stand out um despite the financial crisis and the chaos coming from the state um The Reckless uh decisions at higher levels that you have
no ability to make change of you have continued you and your team to work hard and you've kept us in positive budget um situations and and it really shines and it really shows and when the board comes in and says you know we want to focus on this we want to focus on that you have to keep us physically responsible but
you also do an amazing job at making sure the needs of the students are admit and I and I really truly appreciate all that you do and I want the public to understand all you do and that's why I had asked for that budget SE study session so they can see the truth instead of listening to what's in the
public as lies um and you did such an amazing job on that presentation and you guys October 3rd if you go to our YouTube it's all on there I really really encourage all of you to take a moment and go there it shows um what we get in the funding model it showed so many things that she made sure was
covered so the public has that ability to have that transparency that a lot of districts may or may not provide but we make sure we provide that here um so I really encourage you to go see that she did an amazing job takes a lot of hard work to put those things together because it's more than just a you know
our study session that goes behind that I want to apologize to you because I know Integrity is a lot professionalism is a lot to you your hard work has been attacked but please know many of us many of us appreciate you don't ever feel like this community does not appreciate your dedication and that goes with your team too but you're a great leader of
your team um I know moments ago we did the pledge allegiance and I just think in a time like this where there's Division and chaos and Lies We pledge allegiance as one nation under God indivisible and and I value those things because that's the same philosophy that I bring in to as a board member and and I just want to make sure when it when
we're in these times we remember those things we remember those values because your work goes way past just doing what meets basic criteria or your professional um what what you are professionally so when I called you the go I know you didn't know what that meant but I learned a lot of words you know from being a mom of teenagers I
know they say some random things this one probably was older than my teenagers but it means you're the MVP and I said you are the MVP of Fin ances and I truly meant that and I don't have a certificate because I didn't want you to find out but I have a goat for [Applause] you okay I'm sorry for
crying and tonight we actually have um CIS presenting a PBIS report one more time president sham members of the board superintendent Enfield cabinet and Community our report to the board this evening is on positive behavioral interventions and supports also known as PBIS is one Element within the district's lcap goal two to support our students connectedness and engagement to
school by setting clear social and behavioral expectations and directly teaching these to our students it is our goal to create a positive learning environment for all of our students in our framework for PBIS because there's a systematic approach to teaching schoolwide expectations staff and students have a shared understanding of expected Behavior which ultimately creates a positive teaching and learning
environment key to success in creating a positive learning environment is ensuring a shared understanding of the expectations at school here on the slide you will see examples from our schools with schoolwide expectations that are displayed in prominent locations throughout the school so all students and staff know what respectful Behavior looks like across all settings to guide districtwide PBIS
implementation and our continuous cycle for improvement we have a district-wide leadership team and school level teams who work hand inand the district leadership team made up of our superintendent district and school administrators and Steven Frasier our act president is needed to to lead the assessment and planning process to support our schools the goal of the team is to increase capacity in three areas
training capacity refers to our ability to self assess staff development needs coaching capacity refers to our ability to organize staff and resources to assist with school Level Training and implementation and finally evaluation capacity refers to our ability to establish measurable outcomes evaluate our progress and Ma modify our plans based on evaluations the school teams play an equally important part in advancing the
work and informs the evaluation training and coaching recommendations to the leadership team Dr Katrina Gomez director of health services and Child Development who leads our PBIS work will give us greater insight into the work of school PBIS teams every site has a PBIS school team and while the team composition may vary here is a sample representation of who
would be on a team this includes an administrator a counselor a teacher a school psychologist special education representative classified staff parent representative and student representative ative the school team has an important role in shaping the school culture and climate they support all School staff to implement schoolwide expectations they analyze the effect of schoolwide expectations and determine areas of need to promote positive School
culture and climate and another important role they play is coordinating school and community activities to enhance understanding of PBIS to support School sites with PBIS implementation during the 2324 school year the mtssb team comprised of District staff and intervention counselors provided the following 30 District trainings offered to School site staff 99 external TFI School site walkthroughs and 66 School
site support meetings and for the 2425 school year we have plans to provide 25 District trainings offered to School site staff 102 external TFI School site walkthroughs and 68 School site support meetings to measure the impact of PBIS implementation on student outcomes we look at multiple indicators with regard to districtwide student attendance you'll see that across the last three
years PBIS implementation helped contribute to an increase in student attendance each school year with suspensions you'll see that our District's percentage of student suspensions is much lower in comparison to the overall State suspension percentages and the slight increase in our district suspension percentage reflects just an additional two suspensions between the 2223 and 2324 school years and during the 2324
school year there was a large event that involved several students suspended which also contributed to the slight increase in suspension numbers another indicator used to measure the impact of PBIS implementation on student outcomes are student responses from the K12 Insight survey these results surrounding our students perceptions of safety and belonging provide a comparison of student responses across the last three
school years highlighting an increase in student responses over time these high percentages of student responses Spotlight our District's commitment to providing a positive learning environment for all students and exemplify the dedication our Educators have toward uring our students feel safe both physically and emotionally across all settings within a school campus for State recognition there are seven criteria points that the state
evaluates to determine whether a school achieves platinum gold silver or bronze recognition first are the TFI scores this score reveals how well a school has put in systems of support to establish a positive School culture and the other other criteria include the current school year climate culture data such as the K12 Insight survey attendance data and office
referrals implementation of counseling supports action plan documentation interventions for students evidence of academic impact and classroom walkthroughs for monitoring evidence of posted classroom expectations and routines that support positive behavior each year our school sites are recognized for their PBIS implementation and this year our district is extremely proud to celebrate 100% of our schools for receiving Statewide recognition with
three schools receiving gold recognition and a total of 30 schools were awarded the highest and most prestigious Platinum [Applause] recognition two years ago our district actually celebrated our first and only school to receive Platinum recognition and across that short span of just those two years our Educators worked extremely hard to ignite their PBIS work increasing from one to now 30 schools
implementing PBIS at the highest level of INF Fidelity and with so much pride this huge achievement is attributed to the tremendous dedication and collaborative efforts made by our Educators to continuously improve student outcomes Chino Valley is never short of rising to the top our schools and students Thrive because of our community's investment in our schools our staff that are committed Beyond
Excellence our outstanding students who show up to our schools that we have the privilege to serve and our board's commitment to promoting a safe and thriving learning environment for our students with PBIS implementation you'll see out of 1,9 school districts 345 unified school districts and 9,997 schools in California CVUSD ranks number two in the state of unified
school districts for the highest percentage of platinum recognized schools however it is important to note that our district fell second to the number one Unified School District which is comprised of just six schools um and across the entire san berardino county of s the entire County of San berardino our district ranked number one for the most schools awarded
Platinum recognition before we conclude our report to the board I want to again highlight the incredible recognition Chino Valley received at the county PBIS recognition award ceremony a few weeks ago not only did Chino Valley sweep the number of Awards as you see with staff participation at the award ceremony six of our schools Eagle Canyon Lidle K
Arrow woodrest Townsen and Ruben aala High School showcase their PBI P implementation strategies and successes we are CVUSD proud and this concludes our report to the board on [Applause] PBIS awesome thank you I will let the board um make any comments I see Mr Cruz I'll go ahead and put you in I I want to restate what you stated about you know
without teachers staff and parents this would never happened and if you look at page 10 where the survey indicated a number of things students feel safe for every year and and one of them is I feel safe at school I feel emotional safe in my classes I feel emotionally safe outside of the classrooms I feel physically safe
in my classes I feel physically safe outside of the classrooms I feel that I belong at the classroom every year it has been increasing so that that's that's excellent and it's it's very impressive that out of 345 unified school districts that were number one so we're really an amazing School District thank you absolutely and I'll just say that um
oh I have Mr n last minute request here we go go ahead Mr n yes um so I remember um it's been about 3 years ago I have a attended celebration of life for one of our teacher at Chino Hills High School and his name was Mr David Browning and he left one phrase for all of our
students before he moved on to heaven and he said be good to yourself that and be good to others I think this one really resonates to my heart because what an awesome words that he left as a gift for all of our students and all of our adults combined again I can see that we have so many
parents coming here tonight to support and care for our youth our education this is what makes our schools a safe and a great place to teach and learn our great education and I really thank all of us being here and being involved just like tonight thank you so much for attending our meeting here thank [Applause] you yeah so we have 32 schools being
recognized I think that's an awesome testimony to all the hard work from you guys from our teachers from our staff everybody working as a team I always say Teamwork Makes the Dream workor thank you for all that you guys do I truly appreciate it from the bottom of my heart we all do we acknowledge this and and we celebrate with all of our our
staff and our teachers for doing such an amazing job with our kids despite any obstacles so thank you and thank you for this presentation okay now we're on to item 1e that's our comments from our awesome student representative Gabriella right good evening board president Shaw members of the board super intendent Enfield and distinguished guests I am happy to
present that since the last time I reported Don Lugo was able to successfully take back the milk can from Chino high school at the annual milk Cam football game the game was amazing and I want to thank all players coaches and Spectators for supporting both schools and making it a great and safe outcome additionally Chino Hills was also
fortunate enough to take home the bone at the annual b battle of the bone football game on October 4 versus Zola high school once again a big thank you to all who contributed to the game and supported both schools in other news Chino High School had their Homecoming on Saturday October 5th and just celebrated breast cancer awareness with
their pink out football game last Friday AA will be having their pink out game football game this Friday at 700 p.m. versus Upland High School over at Don Lugo it is homecoming week and our theme is Vegas Casino Royale the football game will be on Friday at 700 p.m. versus chaffy high school which begins our first ever game in the Gayo Football
League a league named after a beloved Don Lugo football coach who sadly perished about two years ago due to cancer he contributed to the Don Lugo football program in tremendous ways and we are honored to play for him once again finally just the other day many schools including the high schools and Lyle sbgs leadership programs were able
to attend the annual Kata conference at the Pas Pasadena Convention Center all leaders attended many workshops to bring back new information to help their school and program Chino Hills and Don Lugo hosted workshops to teach students about different information such as helping them to plan the greatest rallies thank you for your time and enjoy the rest of your
evening thank you so much Gabrielle is your boy here so I was going to have her show us her her fingernails they're supposed to be a blue even though a yellow was red and black she left we'll we'll take a picture and show everybody later it's really fun to see our principles have like friendly rival rivalry I was on the
campus and uh actually Dr Enfield was there to witness Mr Bridge was there I think you were there to witness yeah and it was funny to see them your boy FaceTiming Dr B when we were there and just friendly going back and forth on who was going to take the Milk Bone and I'm sure the can has I mean The Milk
Bone the bone yeah the bone and I'm sure the the milk can the same thing so it's just fun to see that PBIS goes with our principles as well we're positively having fun so I'm just poking at her because I am a bulldog but I have two huskys at home and my huskys made sure I was wearing Husky gear to the game which
was really hard um but my heart goes out to all of the schools so yes it was fun uh we're now up to comments from the employee Representative Steven Frasier with Act [Applause] [Music] good evening members of the board again I stand before you to express concerns regarding the new board policy while we appreciate the district's commitment to
transparency and Trust there are several issues within this policy that need to be addressed firstly policy emphasizes full transparency and honesty and Communications with parents and Guardians and this is a noble goal however the language used in this policy is ambiguous and could lead to unintended consequences this lack of clarity could result in inconsistent interpretations and applications of this
policy potentially leading to confusion and mistrust among parents students and staff secondly the policy states intentionally withholding information or providing partial information that may mislead or create false understanding is strictly prohibited while we agree that intentional deception should be avoided this Clause did not does not take into account situations where partial information may be provided unintentionally due to the complexity of
certain issues and the need for confidentiality in sensitive matters we urge the board to consider adding Provisions that allow for discretion in such cases ensuring that staff are not unfairly penalized for unintentional omissions furthermore the policy references several legal codes and administrative regulations such as the Family Code section 6924 health and safety code section 124 260 and
Education Code 496 602 while these references are incredibly important the policy provides no guidance on how staff should navigate these legal requirements we recommend the board include more detailed guidelines and training for staff to ensure that we're well equipped to comply with these legal oblig oblations without violating the policy and lastly the policy's emphasis on no Omission could place an undo burden on
staff particularly teachers who already have significant responsibilities the expectation to provide all relevant information at times may not be feasible especially in situations where teachers have large classes and multiple responsibilities we suggest the board consider a more balanced approach that acknowledges the Practical limitations while still promoting transparency and honesty in conclusion while we support the district's transparency uh excuse me
commitment to transparency and Trust we believe that the proposed policy BP 01000 requires much further refinement to address the concerns that I've mentioned we urge the board to consider our recommendations and work collaboratively with the teachers union to develop a policy that is clear fair and practical for all stakeholders thank you all for your time and for your
consideration thank you uh Danny Hernandez CDA but you have the vice president good evening board uh before I get started on my written comments I'd like to say that as the district teaches students we continue to learn daily as adults as well our CSAA president Daniel Hernandez has spent the last few years training additional CCA members I'm
sorry I'm going to have to interrupt you Bridget we're only allowing the speaker at this time we're introducing her okay perfect again we are continuing this training to newer members as they show interest I'd like to introduce Bridget SS as one of those individuals and then on to the written comments good good evening Chino Chino Community my name is IET Bookout and I
have the pleasure of being the second vice president for the ca Chino chapter 102 for those of you who are not familiar with CA it is the union that represents classified staff essentially most of the people who aren't certificated or part of administration we are completely a member run Union which means that every decision is made by the members through a voting process
unfortunately this means that when meeting attendance doesn't reflect our total membership we may not get decisions that act accurately reflect the member's opinions I'd like to take a moment to remind everyone that change doesn't happen without involvement and we need your involvement if you want more information or you're just concerned about things that are happening within your local unions or
School District remember that you have a voice and that voice deserves to be heard so come get involved finally in support of our classified members and ongoing negotiations with the district we ask that everybody wear blue on Thursdays thank you and have a good night thank you and we have Annette hatch hatch from champ good evening board
superintendent guests sorry this is my first time I'm here uh speaking on behalf of Emily Lao our champ president who was unable to attend tonight due to a family oblig uh family funeral um and I'm just presenting on what's happening in the schools at the moment today is October 17th 10:17 it was the Great American ShakeOut so at 10:17 on
10:17 uh people around the the states participated in uh earthquake awareness and preparation drills and so all of our schools uh uh participated in that program we have just completed our gate screening every elementary school every second grade student in Chino Valley Unified School District is screened for gate testing uh and that helps us to identify those students who are gifted
and talented and uh and we are able to to screen each student in the second grade coming up shortly we'll have literature day uh and where many Elementary School school students will dress up as their favorite student in or favorite character in a book we are participating in the uh writing performance task across in across our schools uh which again is one of those
indicators where students can show their growth and what they've learned and then as a champ board we are working on our champ scholarship any champ member uh any any child of a champ uh member can um apply for a scholarship at the end of the year and we always encourage all people to apply thank you thank you awesome and thank you for

announce the speaker Savannah Finch um voice my support for the um non deceptive policy and I pray on the Holy Spirit to truly fight back my tears that I have to come here to a school board on a Thursday night to beg and plead that you don't subjugate young children to graphic and pornographic images and it is so important to be reminded
that parents have the ultimate right and authority over their children not the government not the Schoolboard district and not the teachers it is even listed as a non-deceptive policy there should be no deception when a parent sends their child to a school there should be no deception about what is going on with their child I want to remind you I'm
going to have to remind you the the deception policy yes um you'll have to sign up during that time just redirect your comments to be more open you just can't talk about that during this time it have to be during the deception policy sorry no your time is actually up now and I don't know if it's time she can
she still sign up for no deception or is it too late um because that happened too maybe the is a time I can just take a moment again when you talk about something on the agenda I know this is a lot of people's first time I have to stop that and redirect you to talk during that time when you sign up um outside you can
do non-agenda and you can also do an agenda item and the no deception policy is an agenda item so just so we make sure everybody kind of refocuses that is there an option out there yes there is there was a glitch in the uh device but the the names were merged onto the correct non-agenda items so if they signed up for deception

community will not stand for this deception we stand with the board committed to protecting our children their innocence and their future we will continue fighting for their safety and ensuring that they have the truth on their side thank you thank you Jeremiah followed by ay if those watching believe that school is no place for the advancement of
political agendas that a school board shouldn't have jurisdiction over the personal lives of students and that students deserve freedom and safety in school then this board is not the board for them I feel uh for the uncertainty that parents may have about their child's education but a board of deceptive politicians is not the answer if this board wishes to fulfill their
commitment to education and make their supposed care for parents more than a political talking point I urge them to encourage parents to talk to their children about their concerns and allow parent child relationships of trust and support to grow otherwise it will be clear that you never cared about parents in the first place I urge this board to
stop pedaling lies that weaponize parents care for their children against teachers for the sake of your own political gain and our families are not paun in a cultural War let's step back from politics and agree that your focus as a school board should be education let's encourage people to have heartfelt conversations about their concerns and to not form opinions based on your lives

board have either passed or attempted to pass we feel our rights have slowly been Stripped Away have you considered that the reason so many students and teachers speak out against your policies is that we feel that people who are supposed to support our education system is failing us rather than focusing on the actual issues that directly impact our learning
environment you have created policies that address issues that were never as big as you made it until now do you know how many teachers have had to relocate classrooms this year at my school just because of the lack of attention towards fixing our air conditioning units when of my teachers have had to relocate since the beginning of the year leaving
countless essential materials in the old room that has been set up our Chromebooks have had so many faults and sometimes we don't even have enough our Wi-Fi is patchy and will kick us out sometimes these things directly impact our education yet not nothing is being done to fix them with the upcoming election I hope that the school board
will have some changes because nothing in the past few years has been done to help students or teachers in any way thank you thank you Kung Su [Music] Park good evening this board's eagerness to put forth discrimin discriminatory legislation that endangers the lives of students is disgraceful I can't believe I'm saying this but there has been a
book ban that have been attempted to be put in place for shame you promote ignorance instead of providing honest accurate and inclusive information you have weaponized Christianity I am an ordained Elder in the United Methodist Church and a follower of Jesus Christ and I am appalled at the use of Jesus Christ in the school and forcing that
name upon people who have no desire to engage with it as a follower of Jesus Christ I think it's hypocrisy to to cause harm and spew hatred in the name of God's love you justify your discrimination and bigotry by saying it's God's will I have a message not all Christians believe as zealots do the Lord the god of Abraham
and everyone who says thank you Damon trentis I'd like to start with by saying that there's nothing that that doesn't allow people to stand with people speaking majority Christian churches preach the authority and teachings available from the Bible Calvary Chapel writes how the Bible is God's manual for Life verb City Church explains how what they do is grounded in teachings and the
life of Jesus Christ so does the Cho valy Community Church Luke 15 writes how Jesus accepted and accepted all the Sinners who are ostracized by all else should individuals not mimic this action when you learn from stories through Bible in the life of Jesus you need to consider how he demonstrated this radical love and inclusion towards the
marginalized and reflect that upon inclusion of queer students however we've seen so much of the contrary on this board with the two previous Force outing policies like parental notification in July and March please CV USC Community we show our dissatisfaction and urge for a new board that does not contradict themselves in the very beliefs they use to drive their
policy and board decisions thank you Maxi bar one second Max um before her time starts I've hear a lot about a church that has nothing to do with the jurisdiction of the board if you want to talk about God and Jesus because you believe it has something to do with the board that's fine but refrain because I
can't make a policy neither can anyone up here about the church's involvement in anything thank you you have caused a culture of fear and hate to breathe through our district with your discriminatory policies the report card for this board shows the Banning of Pride Flags the removal of student comment cards the multiple forced outing policy attempts attacking trans students
and efforts to make restricting our curriculum and classroom materials easier than ever you abuse your position on the board to make a name for yourself you lie to your Audience by villainizing queer people teachers and public education as a whole to make a manufactured Panic would you then manipulate manipulate your audience to support you by claiming to protect them
from this perceived threat that you made up no Community member deserves to have their taxes that should go to education be wasted on legal fees caused by your manufactured Panic around Public Schools no parent deserves to have their love for their children weaponized by your fear-mongering and certainly no child deserves to be governed by you when you
have done nothing but ignore or attack the most marginalized on campus restrict student rights and attempt to silence us Maris de Pao thank you I would like to start by thanking our mtssb counselors PBIS members and our training team for their leadership and helping our district earn 30 Platinum Awards our counselors have worked diligently throughout the school
years coordinating facilitating and implementing all three years within our schools I was fortunate enough to attend the PBIS recognition showcase we had the opportunity to hear how many districts are using the grants that they received through the Community Schools Grant they have been able to fund full-time counselors at every site PBS awards for their students and mental health
training for their Educators unfortunately our current board leadership decided to block any access to these funds due to irresponsible governance these funds could have provided funding for our counselors on temporary contracts these funds could have have pay for our PS program for onario and oino Hill schools which is currently being paid for our school sites the board could have had the
district cover of these costs instead of paying for so many legal fees and blocking grants to fund mental health programs it is time for a change I hope our community is listening to our Educators and our students and vote for a new change on November 5th thank you Gina gleon for identification purposes my name is Gina gleon and I am from Calin

ministry Karen England before you go Karen good evening board um and thank you I I first Karen England kitchen table activist um subject of a lot of comments here at the board meeting the role of the school board I I want to let you know because there's so much misinformation out there the this is directly from the California Schoolboard
Association this is what they say the role of the school board is the role of the school board is to ensure the school districts are responsive to the values the beliefs and priorities of their Community they are not supposed to be an extension of the CTA they are to represent the community and that is why you are voted
in by the community the other misinformation as I went back and was watching when the the policy was passed on books a year ago go there's a lot of misinformation out there including from some of the school board members library books are governed by a US Supreme Court ruling and can't just be have a policy that's thrown in with every other policy
regarding curriculum Laya [Applause] M let's talk about having some transparency here how about the transparency over the $2.1 million in legal fees and how it was paid the continuous push of political agendas despite being sued by the state meetings that have littered the news about discrimination and hate rather than the amazing students and their educations in fact some board members have been on
this Das the same amount of years I've been on this Earth and several have upheld the same discrimination towards students in this district and most of all your own students some of which have been harassed along the lines of your policies and are not just a statistic and the lack of care and protection to students that constantly speak up for
the need for True change and safety this community I know has given me success in my own personal life that Community is not this boardroom that Community comes from Educators staff and our city communities that care about me and my peer peers educations life and voices these same Educators that have been shunn set aside and have been the fault
of hate stemming from this boardroom so let's work to create an environment here that the Educators and staff show at our own School sites and that starts with the people that are currently on this diet let's talk about the real issues that aren't just on this agenda education Valerie Vera manir our award winning pb PBS PBIS schools teach and expect students and
staff to show respect and be responsible and be safe yet you the school board do not demonstrate these values whatsoever our public schools are open to everyone and all should be treated with respect and the Phil State this is all our responsibility it is very clear that discrimination exists within our school board it is tragic as Educators we go
through numerous training courses in various subjects for our diverse student population with diverse needs it is ironic that the expectation to be respectful responsible and safe applies only to our campuses and not to our school board start focusing on the real issues at hand and stop the political rhetoric it's costing our district money with the lawsuits you are pursuing your
words your lack of safety and respect and responsibility are causing damage where teachers and students feel undervalued belittled and ignored I encourage the cvd US CVUSD Community to come at it [Applause] Ren I first want to thank all my teachers who have taught me the power of asking questions with that being said I have a few questions for you you claim
that some teachers are too busy being activists so why in all 34 schools and over 1,000 teachers in CV USD have we not been given any specific examples of this why are we spending so many funds on minor variations of the same policy that got us sued by the state of California for violating student rights Additionally you claim you are for
bettering education and yet you have placed your political agenda of our own education School used to be a place of safety a place to express our freedom and creativity but because of all these policies targeting our own Freedom we now feel suffocated finally would you actually listen to student voices when we say this leave us alone Nick
Wilson W it's getting wild it's getting wild I think because um we live in a state uh with a capital with a bunch of corrupt politicians that have lost their minds because this is not representative of our country not our community and I want to thank each and every one of you on the board that continue to fight for

had 24 hours to live he was fine on Saturday and on his deathbed on Monday I just want to ask you if you know today if you were to die for certain that you would go to heaven and if you don't the Bible tells us that if you confess your mouth the Lord Jesus repent and put your hands your faith and
trust in Jesus Christ you will be saved no matter your background or your or any lifestyle that you've chosen you can repent from that sin and you can turn from it and put your faith and trust in Jesus Christ we have a heart issue today we have an issue today that matters um the way we're governing is because of
our hearts are wicked and far from God and we need Jesus in our lives God bless you guys Oscar amen thank you Jesus yeah um I'm a father uh of a child and I got some grandkids on the way and what one thing that I noticed is the this big social media push from all schools art schools
USA Chrissy her and Armenians right they put a post uh for this meeting talking about for the kids kids stay in paed be careful don't don't engage with the adults they're dangerous so we talk about grooming there's many levels right so when you're grooming kids into fear when you're telling them that other parents that are there like
myself or danger to them when they're putting names out there those are the groomers right so if you're going to groom them into fear where are you going to stop where where are you going to go so this is why we call them groomers because literally you're putting fear into the Liv of these kids and these kids are thinking that that because we
want protection we want policy to protect family and now that's a danger to them no no you you're children you belong to us you're our kids we love you and these adults that are strangers that are not related to you are lying to and tell you you're in danger you're not in danger we love you God loves you don't
trust them Ronnie [Applause] Mano I'm a forter student at aala high school and a former student of Natalie Cooney I was blessed with many amazing teachers at aala but Cooney stands out in my high school experience without her I wouldn't have gotten the confidence to take both ASL 3 and four at the same time and got my seal of ey literacy in
just three short years without her I wouldn't have taken the ASL Mount sack test and gotten the credits I needed to get my AA degree and research translating opportunities when my class was faced with having a long-term substitute for 4 months my senior year her absence was deeply felt while we had to turn turn to long-term inadequate
substitutes that classroom was a second home to me there are so many memories I have with her but the with the program she built she is the ASL program when we finally graduated she told me kid the world is so much better the world is so much better with you in it do not forget that this is the Miss Cooney we know I
address the board with how she dismisses her classes every day be smart be safe and be [Music] respectful Dan now Reen as a high school student all I should be worrying about is college and homework not whether my school board cares enough about me my friends and my fellow students well-being I'm here instead because I time and time again this school board
has hurt the very staff and students it's supposed to be protecting this board does not make me feel like my education is in good hands because the policies you have and have been trying to pass aren't helping or protecting students or their education I'm here to speak for those too scared to and I'm here to say that we are embarrassed to
be part of a district that discriminates against students who don't fit into their political and Personal Agenda if you truly cared about students in their education you wouldn't be passing policies that are making students feel unsafe and unwanted intentional or not no matter what good you think your policies are doing I assure you the detriments outweigh the benefits can't
we just focus on education again I often find myself thinking how much more pain will you inflict and what else will you start targeting students for race religion disability no student should ever have to think like that but I do all mateline coup before I begin I want to preface that I'm reading on behalf of a student who
wished to remain anonymous but wanted to share their story when I first transfer to AA from a different school it felt like stepping into a foreign land what hit me hardest wasn't the change in environment but the cold reality of students being forcely outed for their sexuality after 2 years of working hard to come out on my own terms I suddenly
found myself in a place where I had to hide again the worst part I wasn't supposed to come out at all this time it's baffling to think that something so personal would matter more to the school than what I was actually learning shouldn't the material the content of our education matter more than the personal lives we have to shield and
fear I mean we're talking about a system where it's okay to take away books straight strip out vital material and still not even fix the classroom AC shouldn't what we learn matter more than who we are why should I be afraid of being outed when my focus should be on learning and growing thank you Amanda Swagger P president Shaw board members
of the cabinet audience and everyone here at the end of the last meeting we had an unfortunate event that caused the boardroom to be closed and me be escorted out for no cause of my own outside I noticed several members were being taunted by members who didn't share their viewpoints but our security staff and police staff stepped in as a
proud supporter of our police and security I want to remind everyone here tonight that they're here to keep us safe while God promises peace some people's view of Peace are antagonizing people and causing drama outside in our parking lot at the last big board meeting police were used to escort people who are causing trouble I would remind everyone in our audience that our
police and our security are here to help you if you feel if you feel like you're being harassed please utilize those forces to escort you to your car and keep every one safe and I ask everyone here to please keep things cordial at the end of our meeting m [Applause] s we are all here tonight because we

happening because they are coming to our neighboring districts in droves I know of one high school in Ontario with five new science teachers from CP USD in just the last year and a half why is the long what is the long-term plan here to have a teacher shortage in Chino Valley if that is the plan you get a gold star in
this situation it is the students who suffer your job is to improve our school district not destroy it instead of making up issues and using our tax dollars to push your radical religious agenda tackle the very real ones we do have how are you keeping our students safe from bullying and inreasing violence is there a plan to increase
school counselors are you going to install Panic buttons in classrooms in case there is an active shooter I can go on and on I have made several requests to meet with my school board representative my emails are often ignored and no Outreach to discuss Wayne M Dr anfield president is sha on the board there is much I want to say but
this this is what's is on the Forefront of my mind President John F Kennedy said the only thing necessary for the Triumph of evil is for good man to do nothing let me rephrase that that the only thing necessary for evil to win is for good men to sit back and do nothing the time has come that good is evil and evil is

Christian denominations so if she isn't signing Capital God or the inclusive spelling of gods why is she making the sign of the cross it is not the right of the state to chorus my child into expressing a religious belief or statement by her school this song is inappropriate on so many levels the most important being that we all know that no
one is free until black lives indigenous lives all people of color clear lives and until Palestinian lives are all free whether or not you believe that you should have absolutely believe this the lyrics and I had to start again with just my children and my wife Coming of a bunch of female born female mouths by your Kate
Lynn I am speaking on behalf of somebody else as students at aala we want to share how your policies have made our school an unsafe environment for all students over the last two years our sense of safety has declined greatly policies this board has passed like flag Banning forced outing and book b have directly affected our educational
wellbeing as students we cannot focus on learning when we do not feel safe the board's expression of hatred has encouraged students to be hateful towards each other just a few weeks ago we found out that flyers for our gender sexuality Alliance Club torn up and flown on I'm thrown on the floor we saw how this board treated our teacher when
she became when she came to speak about the harm you were causing Miss joha and John santes both liked an Instagram post this week harassing our teacher when her mic was cut out by the board president president the next day students saw our teacher being walked off campus and she has not been seen in classes and is not
responding to our emails or questions we can see she's being targeted by this board now we do not have our teacher this directly affects all sign language students and B hi there uh let me introduce myself I'm darling BG I do not go to Calvary Chapel and I am a parent in this school district so Sonia you told me one day in
a parking lot of our kids soccer game that you think all kids should have a space well please think about the kids as much as you are thinking about you as a parent you already have rights in your quest for power please let everyone that follows you know that you are putting a stop to the racism discrimination and
unfair treatment of kids and teachers who don't think like you just put a stop on it there's space for everyone and by the way you might want to have the teacher of that Chino Hills history class take down that don't tread me flag Don't Tread On Me flag because you guys passed a policy last year there's no

such as what happened on AA with gsa's President being injured AA has a the Bulldog way is supposed to be respectful be responsible and be safe all of aala should be a safe space every inch on our campus should be a safe space asking us to take down signs that declare our rooms a safe space is simply showing
your Prejudice your homophobia and your bigoted personality Madison Taylor I am sharing this on behalf of the student who has assulted at a having spent my entire educational journey in this District I have never felt more targeted than in the past two years last year I faced significant discrimination at aola high school for being my authentic self despite my pride
in my identity I support and the support I expected from teachers it was lacking I experienced direct discrimination from one teacher which left me feeling abandoned and alone more recently on September 13th I was physically assaulted while representing the gender and sexuality Alliance during club Rush a student who had previous L made derogatory remarks about our booth
violently overturn the table causing me to fall and injure my back this incident was not just a isolated Act of aggression for me it was a hate crime aimed directly at me solely because of my sexual orientation this exemplifies serious challenges LGBT students face in seeking Acceptance in CBD this reflects broader systematic problems within our district particularly several Schoolboard driven
policies it get Virg Renteria good evening board and I apologize for what you've been subjected to it's clearly it is clearly a battle of good versus evil we've got demons in our within our schools our kids belong to the parents not the government to the parents um whatever Choice the child has here and I've seen kids come up here

schools targeted a Chino teacher for running the gender sexuality Alliance they called her a groomer who encourages kids to attend drag shows then they flashed a picture of me I am not her I don't know her the same account then targeted Chino students minors for being in the GSA CD schools is rumored to be associated with Shaw's friend uh Oscar

not safe with their own parents but yet I hear students and my children and my children's friends giving me disturbing stories about what's happening in some of these classrooms stories that suggest some of these activist teachers have been put on lead arth Arthur Garcia hi Arthur Garcia here uh Chino resident uh graduated from anab borba Ramona and Don Lugo grew up on third
andc those are my credentials to show you I'm a Community member and and uh just a quick uh story 20 years ago in high school Don Lugo uh president Carr or um principal car uh stopped me one day because I was dressed as a woman uh fully clothed and drag and he stopped me and said boy would your mama let you go
to church that way and so I just want to thank Mr car wherever he's at in the district as well as other adults who realize you are the adults and parents who take up their responsibility to lead these children so thank you so much to this board that continues to recognize that adults are here to help children
not harm them and lead them to uh be who they should be which is not who they shouldn't be from s [Applause] Hernandez my name is s Hernandez I came here because I have skin in the game uh I have grandchildren that come here and uh to Chino and I want to thank you Miss Shaw for what you're doing all of you
guys that stand up for what's good I want to thank you and I want to tell the opposition that we don't hate you just address the board I'm sorry oh okay I could only do that okay I just want to say that there is one truth and that's Jesus Christ there aren't philosophies there's only Jesus Christ and he loves everybody like some of
these people have said but that's not his only attribute he's also a just God and his Bible says that the homosexual will not inherit the kingdom of God and what we want to do is show you the way to heaven and we don't need psychologists in the classroom we need the Ten Commandments again in the classroom so I want to thank you

continue to ensure there's parental involvement that all our children are educated on on the math English reading and especially our special education children and I would like [Music] Nicole when my son was in high school in the school district a male teacher left for break and came back as a female and changed his name without warning the
first thing his teacher said to his new class was this is chemistry class and I'm not talking about the kind of chemistry that I have with my boyfriend he proceeded to speak about his spaghetti strap top he was wearing bringing attention not only to his attire who knows what else it was obvious that he did it was obvious that
not only did this teacher have an alternative lifestyle but he wanted to make sure his students were not only educated in transgender transgenderism but also intrigued I'm fairly sure that none of the other students parents knew that their children were learning this uh they they sent their children to learn scientific chemistry there was so little class time for our children to

MERS of the school board fellow Educators and community members my name is Sarah Palmer and I'm a proud teacher of CB USD I stand before you to express my deep concerns regarding the no deception policy while the intention behind this policy may be to enhance transparency between the district and our families I believe it it poses significant challenges that can
negatively impact both Educators and our students educational experience let me Begin by stating that I wholeheartedly agree that parents should be involved in their child's education their their engagement is vital to a child's success and I believe that open communication between parents and teachers is essential we all want what is best for our students and collaboration with families plays a
crucial role in that process however the implementation of the no deception policy creates an environment of heightened pressure and anxiety for teachers we are now tasked with ensuring that every communication with parents is not only accurate but also exhaustive the fear of making a mistake looms over us potentially leading to second guessing our every word this constant
worry can detract from our primary focus provide providing quality education to our students furthermore this policy represents a unilateral change in our working conditions it shifts the expectations placed upon us without our input or consideration of how these changes affect our day-to-day responsibilities I am concerned that the additional documentation and oversight required will take Precious time away
from our teaching ultimately diminishing the quality of Education we can provide Additionally the no deception policy undermines our professional autonomy as Educators it is disheartening to think that our ability to communicate effectively and use our judgment has been compromised we know our students and their families best and we should be empowered to communicate with them in a
way that Fosters understanding and collaboration moreover the potential for conf for conflict cannot be ignored miscommunication can lead to misunderstandings with parents and the fear of disciplinary action or failing to comply with this policy can create an atmosphere of distrust this is not the environment that we want for our schools or our students I urge the board to
reconsider to reconsider the implications of the no deception policy and vote no on it today and look back at the wording before de exciting to implement it because I do agree that we need to have good communic Amanda [Music] [Applause] Swagger good evening again board Dr enfeld board and our cabinet and our members here I promise I'll get
back to the motion here briefly but I want to briefly address these slanderous comments a person made to me a few moments ago and this will comment directly to what the resolution is first I'm interex not transgendered I appreciate the fact that people don't know the difference but I was born with a rare genetics order called cman
syndrome that occurred about one in a million people the doctors didn't know who I was when I was born whether I was male or female in fact I'm a little bit of both being xxy the transition period was caused due to medical conditions causing me to develop osteop rosis and other developments I've never claimed being male or female and I'm interex that said
many of our students engage in very similar situations like this the suffering that I suffered when I was young for being different is the same thing that many of our students suffer and policies like these while not directly indicating those who might be different do have the effects of in rare circumstances outing those particular students the reality is the policy
doesn't affect those that really really would report most confidentiality for administrators or counselors and many staff prevent them from disclosing information they learn it's not the teachers that are liars as some people like to say the reality is that KN one in education are liars we don't like to be called Liars but that's what this policy actually does when I work with my
students every day there're few things that I'm called compassionate caring are some of them but terms that people like to use like groomers and Liars are far off sided from what Educators do every single day this particular policy does one thing it makes us watch every single word we say the reality is that this will do nothing to assist in our
communication with parents and all it will do is make people distress this I would see L consider resending this this resolution and reord it to really care for our staff members or many might not disagree me and say that this is something that we shouldn't care about the reality is that these type of resolutions hurt us all and the spite
and hate that's been in this room this evening by many is harmful to many people who might consider themselves different like myself keep in mind in the end that we're Educators here to teach our students these side shows these resolutions do absolutely nothing but make us fear for every word we say to parents and families in the end we care for our
students not for the politics I appreciate your time have a great evening Lisa [Applause] Chang CB USD board president and members I'm here to express my concerns on the no deception policy policy based on previous actions of the school board such as the forced removal of safe space posters and the failed attempts at of force outing policy policy it has become
apparent that the rights of lgbtq plus students in the district are being targeted the vague wording of this policy is a is a thinly availed attempt to circumvent the safety act and still promotes the same hateful principles as parental notification did your not deception policy which is truthfully a force Ting policy is unconstitutional and directly violates the California
declaration of rights which states that all people by Nature have an inalienable rights one of which is the right to privacy by law students have the freedom to determine when and how they choose to reveal their identities to their parents and should not be decided by the school board committee members this is their third Force outing policy and we as a
district lost so many taxpayer dollars from the prior ones this affects everyone a vote for this policy is a vote for Force outing thank you Nicole Vicario good evening again as a parent I'm deeply concerned about the ongoing opposition to the no deception policy it's quite frankly outrageous that certain members within the teachers union are resisting a
policy that promotes honesty and accountability in our schools I believe the majority of our teachers in CB USD would not want to be associated with those who oppos a policy designed to Foster Integrity the idea that we should lower our standards for educators to not only is not only misguided it sends a troubling message to our students we
should be teaching our children the importance of honesty and setting a clear example by holding Educators accountable as well the no deception policy embodies these values and deserves our full support let's unite to ensure our schools remain places where Integrity is Paramount thank you for that I I just also want to add that I think that if
you are encouraging kids to keep secrets from parents you're the issue and I think we have a lot of that in this school district and I think that this policy protects that protects our students and protects our parents so I want to thank the board for bringing this forward thank you so much Madison [Applause] Kaylor good evening I have some specific
concerns regarding the specific language of action item A1 the no deception policy my first concern is the crossing out of even if not directly requested by the parent or Guardian in cases such as disability diagnosises or injuries where the child is in need there is no need for the information to be requested it is legally required for this to be
shared so if information is not required by law to be shared with guardians what purpose do it serve to share other fraad information they would be included in the law if it was fit the policy is very broad although intentions are clear my second concern is when it pertains to the health safety and education of the child again this policy is very broad
but the intentions are clear the broadness is an issue in itself the specific issue in the broad policy is the potential of students being outed to their Guardians as the past policies have enforced a student's sexual orientation and gender does no harm to their health safety or education that a parent should be aware of without knowledge of the student the only Damage
Done to education is by this policy and past ones of its nature with these students worrying about being outed how can they focus on on their education it is unnecessary for students identities to be a debate or being something forcefully publicized or something forcefully told to their parents overall my concern is the danger this policy puts students in please listen to the
voices of sorry please listen to the voices of the students please keep their well-being in mind as you claim to and please vote no Ashley Peters and here to concern about the no deception policy as the parent of an IA High student I was horrified to hear of the recent attack on a GSA president this instance of bullying is appalling
but unsurprising given the board's attitudes and actions which model this behavior for our students this policy is yet another example of that the board engages in name calling harassing and verbally abusing parents students and community members and disseminating misinformation so this is nothing new in Mel's hierarchy the only needs that outweigh safety are food water and children
our lgbtq plus students do not feel safe in CB USD schools they dread the bullying you have emboldened our students to perpetuate against each other they fear being outed to non-affirming parents potentially resulting in forc conversion therapy abuse or homelessness they worry about the removal of their teachers for standing up for these needs you Embrace a return to the basics but Reading
Writing and arithmetic are moot when students are continually endangered by the hateful environment you've created this policy does nothing but perpetuate that environment board members why are you here you repeatedly demonstrate disem for public education clearly violating the tenants of the positions you hold you have called for homeschooling proposed the dismantling of the Department of Education and
publicly harassed the state superintendent of Education draining the district's budget and literally causing injury to our students in body and mind when parents and students come to speak about our concerns you do not listen this policy isn't about parents involvement or student safety it's abuse and harassment and it must stop now Katherine Gardner hi the one thing that everyone
in this room can agree upon everyone up here everyone behind me is that we want to protect children the no deception policy protects pedophiles when it comes to child sexual abuse unfortunately in most cases the parent is the last person who can be trusted to keep a kid safe a Canadian study of 150 adult survivors who had appeared in child pornography as
children found 42% identified their biological father or adoptive stepfather as the primary offender more than 2third of such images appear to have been made at home the study goes on to say parental abusers are especially difficult to detect they have constant access to their victims and almost total control over them the shame and fear caused by victimization makes it
extremely difficult to speak out those professionals who work to protect kids from abuse and sexual abuse have several recommendations one you can't assume parents are protective that's why safeguards like the ones in California schools are in place two you have to make it safe for a kid to disclose abuse without them fearing it will go back to
their parents the no deception policy means that when teachers report a case of suspected abuse by a kid's parents they have to tell that kid's parents because of the no secrets policy actual groomers will flourish by groomers I don't mean the slur that some of you use for teachers and gay people but real pedophiles who hurt children will
benefit the no secrets Pol Y is just ignorant I'm sorry it is uneducated I am begging you as a board to meet with child abuse experts in your third attempt to forcibly out lgbtq kids you're hurting all kids that's what you get when you partner with the council for National policy and prodct 2025 please find Jesus not the church I can't
say Jackie Cortez this no deception policy is just another distracting policy to waste our time in funds the policy states staff will provide all relevant information when it pertains to the health safety and education of their child you are giving the false impression that parents are not being informed now but how much information is too much what does that
mean what constitutes US Health if a student needs this ask for a bandaid ask to go to the bathroom do we have to call the parents because those are all health related and what happens if we don't are we subject to disciplinary actions and what actions will those be are going to be getting paid more to spend all this
extra time making these extra phone calls to tell you about our students every moek if you think my questions are ridiculous it is because this policy is ridiculous it is so open-ended and Bas we are going to be watching how all of you vote especially those of you up for reelection non Cruz are you going to continue to be sha minions and make it
so painfully obvious to the community why you should not be elected again Monroe are you finally going to stop voting for senseless policies and stop aligning yourself with the woman who stole the presidency from you I haven't forgotten you voted yes on the flag B and Outing policy let's just call it what it is a broader policy to once

have been in your position for years how did you even let this happen you also failed parents have always had the right to access their child's information parents have the right to request material to be taken out of the library if they think the content is explicit parents have the right to be informed if their child is being bullied or
exhibiting suicidal ideation and all of this was available before Miss sha she has only given the illusion that she made this happen when discussing explicit content how come phones are never brought up that is where they're ACC see in the porn parents do you know everything your child does under their phone next point boys and girls locker
rooms why are you never concerned about girls and boys locker rooms and how are you going to monitor this are you going to be pulling down pants to see if the proper jet tell is in the proper locker room the only thing you are going AC cost and you already have Miss sha is for students to be falsely accused of
being in the wrong locker room I mean it happened in the Olympics with that boxer Miss shot in the board majority you are 100% guilty of all the negativity that is happening and continues to to happen please keep Frank Rodriguez good evening my name is Frank Rodriguez I'm a 32-year-old gay man pushing back against the hijack agenda
that has transcended across my community I want to stand here and apologize to the parents that are worried about their children because of a movement that started with inclusivity and love 50 years ago people like myself could not stand here I'm gay I would get shot beat up I would get ridiculed hit just by standing here is anyone going to
do that that's because of the sacrifices people like myself the older gay generation have made to pave the way for people like myself to stand here and look at every single one of you in the face as a proud person not to keep secrets from parents not to say you know what I am the teacher I get to dictate what you tell
your parents I get to dictate what happens in the home a majority of the youth that happen from my community the lesbians the gays the bisexuals the transgender the intersex they all suffer from a great deal of mental mental health issues over the vast majority of my community half think life isn't worth living 25% have committed suicide all under the care that is
currently in place Paving the way for one deception to be allowed with an LGBT kid increases their likelihood of suicide we've seen it we know it if one teacher lies to a parent this policy is needed if one teacher keeps anything from a parent this policy is needed and I applaud this board for pushing the pendulum further when it
comes to parental rights my voice here represents tens of thousands of Californians hundreds of thousands of Americans I'm one of the largest leaders in the parental movement and I endorse this board for the bravery and commitment you make to parents to to the community my community I want you to really look at the people that are telling you not to talk to your parents
and not to tell them cuz deep down your parents love you and they want what's best for you and if they don't they're safeguards in place for you come to the school tell them your parents are a danger and you feel for your life this is used to be the safe haven for people like myself and now we're coming here and
keeping that from parents it's disgusting Sonia fight like [Applause] hell Crystal um good evening I stand here today to express my unwavering support for this no Inception policy the philosophy and objectives outlined in this policy are fundamental to the Integrity of our education system we don't tolerate cheating among students and it's imperative that we hold our Educators to the same standard of
honesty and accountability by upholding this policy we send a powerful message that honesty is a virtue we cherish and we expect it in all aspects of Education to fight against a um policy that Fosters truth and integrity is to undermine the very Foundation of learning we must create an environment where Educators model the values that we want our students and our children to
embody it's our responsibility to ensure that our schools are places where Integrity thrives and deception has no place it's a pretty simple black and white policy if you ask me let us stand firm against this opposition and Define a policy that prioritizes honesty and sets a standard for our students this community voted you guys in for a reason

stand here in solidarity with the lgbtq youth deeply affected by the pastal notification policy and current no deception policy proposed by the board which is yet another attempt at undermining the autonomy of lgbtq Youth and their freedom and being who they are on their own terms which all youth irrespective of gender identity or sexual orientation should be afforded as
a school right the state of California has already made it clear that your past failed attempt at forcefully outing students is illegal in the state and holds no way in a court of law furthermore it is telling that rather than follow the legal parameters set by the state to affirm all students within this District members of this board are
take it upon themselves to go the extra mile and revise their approach to implementing a forced outing policy by disguising it as a Prohibition of partial information disclosed by educational professionals to parents this has never been about omitting information that parents of this District are entitled to it is by law that those records are already maintained by schools in this district
and elsewhere in California and accessible to parents when requested by them directly this is about members of the school board viewing trans and clear identity as a social contagion or an adult ideology supposedly infiltrating schools of all of a sudden when in reality the curricular standards for this District have remained indifferent and neglectful to the implementation of
the fair Education Act passed in 2010 meaning that this district has been required by law for 14 years to provide lgbtq inclusive education to students and their schools with of the C California State Department of Education and has continuously chosen not to do so it's now 2024 and the only thing new about lgbq inclusion within this District are the various efforts members
of this board continuously proposed to suppress the existence lived experiences and belonging of their students well we say no more lgbtq students within this District have the right to a school environment free from violence bullying harassment intimidation and W exclusion thank you Samantha Finch hi Bard and um fellow people of the room my name is Savannah Finch and when I
first came up here my emotions were very high I started off in tears and by the power of the Holy Spirit my emotions have been calm but it still remains that I'm deeply saddened that we are having a disagreement about this and I just want to State there's a lot of love in this room and there's a lot of hate in this

want to be very clear I love everybody I look at everybody as someone that was wonderfully and fearfully made in God's image and when he created you the holy and perfect God he was not confused he does not create a life of sin we're born into it and we can choose Jesus we can choose the right way but it just
feels like this disagreement that we've gotten into about this policy has become what feels like coming from the opponents is Attack on their sexuality that's not what this is about this is about parents wanting to have the rights over their children that's it this is not about attack on the lgbtq community in fact we just don't want our children
to be subjugated to graphic and pornographic images and we want the parents to have full control over their children that's it it's very simple and we don't need to over complicate it and I don't need three minutes to explain that parents just want to have full control and full rights over their children and that children should not be
subjugated to pornographic images there's two types of people in this world people that pray on children and people that protect children so I encourage enourage the board to continue to make the right decision on being Protectors of Alvarez thank you Board of members um I was going to come up here and try and explain and and plead
on this policy that is desperately needed but it's very easy to show how important this policy is needed in this District uh we have many people coming up here with their own ideology with their own ideas that they want to push on people School you guys have done a great job in protecting the children you guys are number one we saw the charts and
that's why we applaud the decision to implement this non this policy that you guys are implementing for people to not be deceived because it's obviously there's lots of deception in this room and we want to make sure that these kids are getting the education that they need while they're here not being indoctrinated or groomed in different directions that they don't need to be so
we applaud that you guys have taking the decision to implement this and we back it up because these children need to be protected it is just scary to see what these kids are up against and we need people like you guys to stand up and be bold and you guys have done that so we applaud that so we back up this policy that you guys
are doing to protect kids some people might see it as hate some people might see it as outing but it's simply protecting and the word love has been thrown around quite a bit but I want to say that love without truth is hypocrisy and I applaud that you guys are do standing on truth and that you guys are doing the right thing because
we need to protect the children we the deception is so high in the world and we know that it's because the enemy comes to kill steal and destroy and to lie to you and so if we're telling you that we're here to love you and protect you and we're that's what we're doing cuz we're telling you guys that truth and I
applaud you guys once again that you guys are standing on Truth Madison Baka good evening um I'm Madison I am a former chin Hills High School um student a long time ago Huskies um so I am here to say that I love my time in ch Hills High um I was in AP English I was in maybe European
history and you know we didn't have the books that I heard someone say are vital and yet I got accepted into a four-year University because we focused on education and so I applaud this board for removing those age inappropriate books some people want to call it book baning but book banding means that you can access it you still
have Amazon and you still have Barnes & Noble anyways um going back uh it is a shame that teachers have gone so far from their jobs from what their job entails I am here as a former Jun Hills High School student of this District in strong support of the no deception policy teachers pitting students against this board is flat out evil they are
using the trust between teacher and student to grossly mislead students it is just disgusting to see I do not experience this while I was a high school student we in my younger sister and my brother I am heartbroken that students have fallen victims to this the classroom is a nonpartisan space not a political Arena I hope students will be wise and
not fall victim to this circus thank you for your time and thank you for everything that you do for this District stevenh pz [Applause] good evening board I just came to uh thank you and commend you for holding the line uh with so much that's going on in our communities I remember coming to these meetings and the former board
president wouldn't even listen to what the other side was saying and and you guys hear it out you guys let everyone speak you guys give everybody time and you guys take that in consideration and then you do what's right and I've seen it time and time again especially with this new board and I remember I was at
that meeting when Sonia Sha up and said I'm coming for your job and she did and that's what we needed that's what we needed and we needed people like you guys to stand up just make sure you go to the ner St from policy I'm sorry just poliy so and because of that overturning we have this policy we have this policy and it's
amazing it's absolutely amazing I'm a father in this District I have three girls my wife is a teacher she sees the indoctrination I love teachers I'm married to one okay nothing but good things to say but she in her school sees the indoctrination when that flag uh got overturned when we weren't doing the flags anymore all of a sudden nothing
but rainbows in the classroom rainbow carpets rainbow drinks rainbow everything we see it it's happening and so we thank you guys for holding the line and you get called horrific names we see it on social media they call your name your family names they say terrible terrible things about you but you know what you're going understand before God
for this bill and you're going to say you know what I didn't do anything to harm these children and you're going to stand with a clear conscience so continue to stand for righteousness continue to do what's right in the eyes of the Lord don't worry what the enemy tells you I mean you literally had a hail Satan person here today hailing
Satan in the school board that's how evil it is that we're facing so guys you're doing a great job we commend you we love you we're praying for you and your families God bless you guys [Applause] I have a second can you repeat that Mr Cruz can you repeat that Madam president Mr n motion was first and Mr
second and now to comments questions and discussion of the board I want to make I didn't clear any on accident when they first and second using the things so I have Mr Cruz Mr Bridge anybody else that wants to speak please put it on there you're good Mr no were you in there yeah I'll go to Mr Bridge first Mr Bridge can you
press your button again thank you go ahead okay thank you uh the concern I have on on this policy and I'll just start with a title and I see no deception when I look at things literal what that tells me is that we've been since the history of this District deceiving parents all along and I know that that's not the case you many of you
said you were parents in this District or you are parents in this District I was a parent in this District besides being a teacher in this district and I have never seen that I've always communicated with parents whove always in fact sometimes I one parent accused me of communicating because they wanted to know everything and and what was going
on and they I told them everything and finally they said stop so what I see in this very simply all we really need in this policy is that first sentence if you look at the changes that were made and one I think we should have postpone this because of the changes that were made from the uh information item
September but all we really need in if you want to have something is the first sentence and I'll read it Chino Valley Unified School District CVUSD is committed to maintaining its historical culture of transparency and trust between itself employees that includes all employees and the families it serves the families of the students period that's it that's all that's all we really need
with this so you know the rest of the rest of it you know as to the reasoning as to why it was there I didn't make the uh make the resolution so I can't tell you that but that's that's the way I'm thinking on this that's all that was needed I really didn't think it was necessary because
we've been doing this all along been doing it in the 40 years I've been in this that concludes my comments yeah I support the his resolution because it's a common sense it's not about not trusting our teachers it's about reaffirming our trust to our teachers is that we do not trust sacramental politicians that he has taken away our parents of Rights
throughout the states our people have spoken that they have not given any trust to our politicians anymore it is our duty to to ourselves to protect our relationship with our students and our parents and this is our job it's a common sense why would it be wrong to encourage tell people to tell the truth because the truth was set everyone free
so I strong strongly support his resolution thank you thank [Applause] [Music] you that great and Mr brid thanks for pointing that out but I find it kind of ironic I'm going to be honest with you with no deception no lies if you look at the rest of the language it's all language we had to have because people
were up in arms about disclosures of the law so in full transparency the only reason why I had to go longer than what it was is because of those that are scared of the truth and trying to protect themselves obviously lie so I mean if you guys all go on our board agenda it's a lot of legal disclosure
that goes with that so I'm really embarrassed that we're even talking about the legality that we have to have in here when we talk about talking about the truth um why is anyone stressed out about telling the truth you know what really freaks me out is that we had Educators up at the podium or the mic saying they were stressed out that they
were going to get written up for lying like what are you saying to the public you want to fight on a no deception policy so what are you trying to advocate for a deception policy I am really confused but mind- Bown but this is exactly why I brought it forward and I did put in there to maintain for a
reason because we have I was born and raised here you before the board switched there was a lot of deception going on I felt it very necessary to come um do that and I had I had fellow board members you know wanting something very similar I listen to everybody in this community this is a philosophy policy guys I think it's again very
embarrassing that we're not even being transparent with the public it says right on the top philosophy goals objectives and comprehensive plans do you know what that means we as a district have a goal to be honest and transparent and we're saying that to the public we're also claiming and and showing the public we believe in our great Educators who have always done
that what I don't like which was very clear today at the mic is that we do have teachers that want to lie and I will do everything I can to prevent that because that creates problems that creates more mistrust and that where kden children if the truth hurs you and you are stressed out about lying seek help please I'm I'm being serious
because that's really scary to me we teach our kids to be truthful it always and has been and should be our philosophy today we're just affirming it today we're saying this is what we affirm our district will do and continue to do I believe that in my whole heart and that's why I brought it forward I'm glad that those people came forward to
the mic and showed the public what I see at least a glimpse of what I see behind the scenes because it freaks me out as a mother and a board member to D by the way the same people saying they're safe with me I'm sorry I hear rumors from our own students writing my teacher is on leave for cussing it in profanity I
would question that as a parent and a board member as well that's a scary thing so with that said I do want to read on our actual web page you can go to BP 010 where I just told you where the philosophy policies go this is exactly where it's going right behind that um it talks about certain things that our
district believes including making sure that our kids are fed to make sure that they have the the necessary nutrition that's a philosophy is anybody getting it written up because they didn't feed the kid um a certain meal during lunchtime absolutely not we meet the requirements of what we're supposed to do and we go above and beyond and our
Lunch Ladies do an amazing job that's also a part of philosophy guys it's really simple from someone who is not educated I I mean it's common sense and we shouldn't even have to discuss this this should have been one reading into consent we adopted it I had to bring it through so many different readings because of transparency and because
people up in arms about us being transparent that's a scary thought but you know what with that said I'm glad that this policy came forward I'm glad that the truth is out because that's exactly why we're in this position and in this place at this time Mr Monroe that concludes my com comments but I now see your name would you like to speak
awesome go ahead Mike is on Mike is on all right um man for a minute there I forgot where we were um I don't know I've never seen a board meeting like this I thought we were here to conduct board business instead we're just spewing hate in any window at each other um that being said I'm going to
comment on this a little bit um I want to apologize a little bit um you know when Don said about no deception I want to apologize for the title but the fact of the matter is is we had ample opportunity to change that title and neither of us spoke up and your union Representatives didn't speak up to change it either so I want to
apologize for that and any implications that the no deception title puts on there because many of you are not and many of you this policy will have no bearing on you dayto day I would say most of you and that's why I don't see all the push back oh wait the push back might be because you don't trust you're admin you
don't trust us and it's not a good feeling is it and as a board our job is to get parents to trust us and unfortunately putting forth a policy to this that codifies that commitment is one way to do it and if we could put forth a policy that would codify that commitment to you as Educators I would still allow that
transparency I would support that as well because ultimately we as an education system need to start trusting each other and until we can get there and start actually having conversations instead of screaming back and forth at each other telling how one side is more horrible than the other side where does it end so I'm sorry that this policy is
coming forward um but in my position I support a policy that says we want [Applause] truth and 99.9% of the teachers out there this will have no bearing on what you are already doing it'll be water off your back so um but I do I did want to speak up and make it clear uh we all had amp
ample opportunity to change that no deception and none of us did it and I want to apologize for that as I support this going forward thank you Mr Monroe I really appreciate that and you're right 99% of our teachers this doesn't phase them at all because they already do that so with that said board members please register

member Gabriel for mentioning the uh the mil can and the battle for the bone uh games I had a chance to attend both of them uh not only uh congratulations to uh Lugo and and and Chino Hills for winning the respective uh mil can in battle for the bone but what impressed me was the fact that we had virtual
sellout crowds at both games and and the crowds were were terrific they they cheered on their teams there was a lot lot of excitement uh things went really well it was just it was just terrific to see both communities get out and support their uh support their schools I was really proud of proud of that and uh I
also had a chance uh as mentioned I believe earlier by uh Mrs yarb boy uh visited yala High School where the AP teachers were recognized for yala being placed on the AP School honor role and this accomplishment recognize the schools that have done outstanding work to welcome students into AP courses and support them on the path to college success so uh we hear a
lot of talk about uh about academics and and I like to keep the focus towards that whenever whenever possible and so I want to make sure that that was recognized it was a it was a nice little recognition ceremony in the morning and then we had a chance to tour the uh campus and see a lot of classrooms and I
was very pleased that and uh with that that concludes my comments thank you thank you Mr Bridge Mr n do you want to press your button no press your button there you go mic's on yeah thank you uh I'll make a small comment tonight to um first of all I'd like to thank thank all the parents that uh came tonight in
support of our children in our school district um we really welcome and we need your participation in whole process our children are our our future and we can never ever give them up for At Any Price so thank you for coming tonight I was at a football game the other night that big football game with Chino Hills in
Ayala and I had a surprise gift uh from this young man who who came up to me and shook my hand and gave me a big hug and he would introduce himself as a sop fromer and he said my mom's name is Misty and and today's my birthday and with a big smile so I give him a hug
[Music] again it was such a joyful moment to celebrate this young man at a football game and he wanted to tell me that tonight was his birthday this is called building relationships we need more of that in everyone's family because that relationship that I had when I had in junior high school with my teacher made me who I am
today with that bond with my teacher in that Civic class built my character and respect for all my teachers even today last week I was looking for her name in Internet just see if she was still alive but I wasn't successful so tonight when we had these student speakers who are very emotional supporting their teachers and their perspective and their of pure
friends I understood them completely because if I was in high school at his their High school I would be at the school board meeting and talking about the same issues because that's how I was but times had changed I was married had children and soon they were in school they become my priority their concern was before my
concern and and that's being apparent government or any policies cannot separate the children and parents ever ever for me my faith my family and my friends are not for sale and I've been telling this to throughout all my friends all this time and we need to stand up and do it together like tonight so thank you for
everyone that who had attended this meeting until late and show your appreciation for our students and our great teachers and our great staffs at chinell Unified School District thank you thank you Mr n Mr minroe thank you Mr Monroe Mr Cruz I just simply want to say that Mike you know thank you one second okay thank you for everybody that
participated and supported the community so um I wasn't going to say much but um you know Mr no I I had a teacher as well and um her name was Mrs Lee and I had her all throughout my elementary school and um she was the best I mean without her who knows where I would be so I
think all of us have a special teacher in our lives that made a difference in our hearts and when it comes to all of us we seek the truth we know what's good for our children so we'll fight and we'll support our kids no matter what so um God bless this country everyone yeah that's it thank you Mr Cruz Dr Enfield no
comments tonight thank you Dr Enfield and I will just say I'm incredibly grateful for all of our staff Educators and parents and community members who are who believe in trust they believe that honesty and trust are the virtues I want to thank you you're incredible I will continue to stand linked arms with you to do what we do best and make sure
