meeting conduct establishes the guidelines in the following process ofes speakers will be called in the order you registered on the electronic request to speak device names are displayed on the front and the side monitors please watch for your name to appear and line up on the designated numbers behind the microphone once the recording secretary announces the first name request to

speak will no longer be accepted Mr Cruz please explain the public comment guidelines speakers you have three minutes to address the board you cannot donate your time if you read on behalf of an absente person that will be considered your time begin comments when the clock starts please refer to the board policy 131 12.1 for the procedure

regarding the complaints against an employee and lastly speakers may not approach the Das any time the board is in session please give any materials you wish distributed to the board to the recording secretary Amanda Swagger good afternoon president sha Dr Enfield cabinet everyone else in attendance I'll keep my comments short tonight um first I apologize going brightly off topic I

do want to congratulate our returning board members on their election while it hasn't been officially uh officially uh locked in yet um it looks like you two are going to be retaining your seat so congratulations there Amanda I also congratulate Amanda I got to redirect you I'm so sorry okay that's cool Shan's redirecting me I like this sorry all right guys um I I I will

thank them in person after the meeting thank you anyway uh on a complete side note um I presented this nearly exact resolution to Dr Enfield approximately four weeks ago um in a uh in a board policy since that time it's been expanded great L I didn't want to talk for just a moment about the effects of this specific policy since undoubtedly

it's going to pass we've had trouble in the past with certain students and individuals that have been for whatever reason cut off just like myself there with the thinking the uh candidates and uh the reason for this is is pretty simple it's hard to stay on topic when you have specific guidelines speak under and because of that moving

everything to public comments does alleviate many of those situations the thing we have to consider though is when this occurs are we providing controversial topics enough enough time to actually be stated by moving consent items to this specific time topics that might be controversial become slightly more difficult for individuals to speak about many times there's an individual that might want to

speak on multiple con items and by chopping it into one section it becomes confusing when one wants to talk about multiple sections the reality is though I'm deeply concerned about the fact that this item is at this particular meeting the fact that I'm the only person here is telling not not going to say anything about Mal notiv here but there was a

number of individuals that wanted to speak on this topic who simply couldn't because the meeting was at 5:00 and I would I I would hope the board would deeply consider uh postponing this motion until the next regular board meeting when more individuals would have an opportunity to speak on it one last thing I did want to mention is I'm a

little discouraged that this is not an information item I uh express some concerns about the 321 minute rule with our amazing board secretary and I wish you would deeply consider raising the number of uh discussion points to maybe 24 or even 26 for a three minute rule before you pass this motion again you all know my feelings on this and I

appreciate you taking the time thank you we're now on to changes and deletions Pat are there any changes or deletions we're now on to consent items Pat there any speakers on consent items uh board members do you have any polls Mr Bridge no polls thank you Mr Cruz no polls thank you Mr Monroe no polls Mr naw no polls thank you and I

have no polls for the remainder of the consign items May I have a motion thank you Mr n may I have a second second thank you Mr Cruz and before we continue Dr Enfield can you please clarify why we're bringing this um one of the the new uh policy forward yeah thank you Mr sha um California public schools are required

to hold board meetings in the public as part of that process we're required to follow the Ralph m Brown act better known as the brown act as such there are specific rules that were required to follow but the ACT also allows the board the flexibility to adopt reasonable policies and regulations so that a meeting runs smoothly and I believe how

we have structured public comments on our agenda leads to some confusion and it also impedes the smooth running of a meeting and so some examples I think we've all have uh observed and we we actually we saw one here tonight when I have a non-agenda items sometimes an individual will start to speak on an agenda item during that and it requires

the board president to stop them and to redirect them um another example is on an action item or on a consent item as as tonight showed that an individual will be speaking on a specific topic but then they kind of go off of topic and then again it it requires the board president to stop them and to redirect

them um and it and it creates kind of a u an atmosphere of um yes some animosity because we're stopping the speaker um and we've seen this you know multiple times we have um and I think one of the the latest one was we had an information item and and on an information item the board's not allowed to even have a full

discussion on that it's a very limited scope and again the public doesn't come to the meetings or or they're not part of of how the meetings work and so there I think have some confusion on what they're allowed to speak on and I think it's because of that structure and again we stopped them we Tred to redirect them

on that and so tonight on the consent item um we received a complaint from the association regarding those specific issues of us having to redirect individuals during their their com sections on a board agenda and so listening to what act had to say and then also myself observing the meetings and watching and and seeing how I think

people are just confused and don't completely understand the process that my suggestion to the board was why don't we take all of our comment session and put it at the beginning of the meeting and that way individuals will have the opportunity to talk on multiple issues whether it's a non-agenda item whether it's an item uh whether it's an

information item and we do that all at the beginning of the meeting and then we don't have to stop them or redirect them because that time is for all of them to communicate and so I think it would help the individuals so that information item an individual would been able to speak about that during that time period and

we don't need to redirect them because it's all happening all at the the same time and it and it stops that kind of that animosity of when we have to stop you and redirect and then individual and so that's why that was brought forward it was because of the complaint that was issued by act and again that we're

listening to that and and again observing that because we do want the public to come here we want them the public to be able to share and we want it to go smoothly and so I think if we make that change I think it will help run our our meetings much smoothly and and more so for the public so they can

get up share and not have to be redirected and so that's my recommendation to the board thank you Dr Enfield and maybe just one more clarification about the time that is given to the public and how also you took that into consideration on making sure enough time even in comparison to other districts maybe can you clarify that yeah we we we we do give quite a

bit of time so we if you look at the uh the agenda item or the change in the uh the policy we're we're we're giving an hour time for public comments in there and again we will break it out uh we currently have it set up so people can identify the different areas that they're going to talk on and so that

will that will still be a part of that process thank you I appreciate for the clarification because we just want to make sure that the public is aware of what is um what's being proposed and why it's being proposed but thank you for that clarification um for board members if you can please register your vote hold on I'm putting it

on there you go just pres oh M's not going okay okay we have our vote in and the motion passes with a vote of 5 to zero I'm used to seeing it on the screen but it's there it okay there it is before I close it out I'll just let it there for a second and we're good and I now adjourn the special Board
