the board president to stop them and to redirect them um another example is on an action item or on a consent item as as tonight showed that an individual will be speaking on a specific topic but then they kind of go off of topic and then again it it requires the board president to stop them and to redirect

them um and it and it creates kind of a u an atmosphere of um yes some animosity because we're stopping the speaker um and we've seen this you know multiple times we have um and I think one of the the latest one was we had an information item and and on an information item the board's not allowed to even have a full

discussion on that it's a very limited scope and again the public doesn't come to the meetings or or they're not part of of how the meetings work and so there I think have some confusion on what they're allowed to speak on and I think it's because of that structure and again we stopped them we Tred to redirect them

on that and so tonight on the consent item um we received a complaint from the association regarding those specific issues of us having to redirect individuals during their their com sections on a board agenda and so listening to what act had to say and then also myself observing the meetings and watching and and seeing how I think

people are just confused and don't completely understand the process that my suggestion to the board was why don't we take all of our comment session and put it at the beginning of the meeting and that way individuals will have the opportunity to talk on multiple issues whether it's a non-agenda item whether it's an item uh whether it's an

information item and we do that all at the beginning of the meeting and then we don't have to stop them or redirect them because that time is for all of them to communicate and so I think it would help the individuals so that information item an individual would been able to speak about that during that time period and
