I now reconvene the regular meeting of the board of education at 6 PM with Bridge Cruz Monroe naw and Shaw present before we begin please silence all electronic devices and note that these proceedings are being recorded the board men close session from 4:10 p.m. to 5:41 p.m. regarding conference with legal conference with real proper negotiators conference with legal counsel
anticipated litigation two possible cases conference with legal counsel existing litigation one case student Discipline matters conference with legal counsel existing litigation one case conference with Labor negotiators Act and csca Public Employee appointment Elementary principal and high and Junior High School assistant principles and Public Employee discipline missile release the board approved further action to be taken on APN
10194450 24 9843 providing for funding of specified services in an amount not to exceed 19,000 payment of attorneys fees and cost an amount of 8,500 dismissal with prejudice of the oah case expungement of specified student records and a waiver and release of claims the roll call vote was as follows Bridge yes Cruise yes Monroe yes na yes and Shaw
yes the board appointed am Orel parks to principal at Butterfield Ranch Elementary School effective December 2nd 2024 with a vote of 5 with Bridge Cruz Monroe not and Shaw voting yes and the board vote the board upheld the superintendent's decision regarding the complaint filed against employee number 5152 by a vote of 40 with one abstention Bridge abstaining Cruz Monroe not and ja
voting yes there are no further no further actions which require public disclosure thank you Pat and congratulations um Amber Orel Parks if you would like we would like to give you a moment president Shaw members of the board superintendent Enfield cabinet Butterfield Ranch Elementary and members of the community um I would like to thank you for the opportunity to serve
as a principal at Butterfield Ranch Elementary I am deeply honored by your trust in my leadership and I'm excited to partner with our dedicated teachers staff families students to continue the tradition of Excellence at Butterfield Ranch this role represents not only a personal Milestone but more importantly an opportunity to further contribute to Chino Valley Unified School District's
mission of ensuring educational success for all students thank you again for this incredible opportunity I am eager to get started and serve the Butterfield Ranch Ru riders with dedication and purpose thank [Music] you awesome and we're all very excited alongside you and then now we have tonight the pledge led by a special special guest Liz Aila may we all
rise right hand over your heart I pledge allegiance to the flag of the United States of America and to the Republic for which stands one nation under God indivisible with liberty and justice for all thank you thank you the next item we have Dr freered she'll be providing the staff report Dr freed one moment while they work with
technology president Shaw members of the board superintendent and field cabinet and Community the report to the board this evening is on the results of the essential standards assessments and the smarter balanced Assessments in Chino Valley our essential standards are the driving force for organizing a guarant aned and viable curriculum it's not everything that we teach but it is our guarantee that no
matter which school student attends in our district we will ensure our students are learning these Essentials at high levels with only 10 to 12 essential standards for each grade or course we have a viable approach that allows us to carefully Pace instruction to ensure students fully understand those Essentials this practical and effective method enables us to provide targeted
support when needed guaranteeing students and families that they will learn the essentials at high levels we are able to monitor students learning on these Essentials by checking their progress on our local essential standards assessments or esas in English language arts and math three times a year additionally students in grades 3 through 8 and 11 are assessed annually
on the smarter balanced assessments though the state test covers more than just the essentials we know that if we teach the essentials at high levels the state test will take care of itself this evening's report will cover our progress on the essential standards assessments and the smarter balanced assessment results first let's take a look at the results for Chino Valley on the smarter
balanced assessments which provide information about students current level of achievement in English language arts or Ela and Mathematics indicating whether students are meeting the Common Core State Standards let's look at student achievement on the smarter balanced assessment by examining the percent of students scoring met or exceeded from year to year here we see three years of ela data for Chino Valley Unified
students and their performance by grade level as indicated by the green four of the seven grade levels increased from 2023 to 2024 including our grade 11 students who have demonstrated the largest growth of 6.6% over the course of 3 years here is a snapshot of our Chino Valley Unified student achievement in English language arts over the past 2
years the data shown is from two different different types of Assessments the first being our essential standards assessments or esas and the second being the Statewide smarter balanced assessments or SBA while our esas are administered three times a year one in fall winter and spring for the purposes of this comparison we will only look at Esa number three data over the two years the
percentages shown are are the percent of students scoring met or exceeded by grade level on the smarter balanced assessments and the essential standards assessments number three both of which are taken annually in the spring the First Column shows each grade level column two shows the percent of students scoring met or exceeded on the esa3 in 2022 2023 school
year the third column shows the percent of students scoring met or exceeded on the 2022 2023 smarter balanced assessments at the tested grade levels grades 3 through 8 and 11 in looking at the data keep in mind that while esas assess each of the grade or course level essential standards the smarter balanced assessments assess a greater breadth of the
standards there are several different ways in which we can analyze the data one way in which we can analyze the data is from Esa 3 in one year to Esa 3 the next year for example in 2022 2023 53.7% of grade 2 students scored met or exceeded on Esa 3 the following year 61.1% of grade 2 students scored met or
exceeded on the esa 3 when we look at the data this way nine grade levels increased in performance on esa3 from 2022 23 to 2023 24 a second way we can analyze the data is by looking at a one-year cohort growth on Esa 3 we would look down the second column labeled Esa 3 2022 2023 and then move one row down and two
rows over to the fourth column labeled Esa 3 2023 2024 for example if we were looking at the group of students who were in grade nine in 2022 23 that same group of students in grade 10 or sorry would be in grade 10 in 2324 so in 2223 55.4% of the students scored met or exceeded on Esa number
three one year later 67.3% of those students were met or exceeded on the grade 10 Esa 3 demonstrating an increase when we look at the data This Way Seven of our 11 cohorts increased a third way we can analyze the data is by comparing our 2324 esa3 to our 2324 smarter balanced assessments this would be looking at the
fourth and fifth columns this is the same group of students in the same year we will look at grade six for our example on the 2324 Esa 3 there were 56% of students scor scoring met or exceeded and that same group of students just a couple of months later took the smarter balance assessment and 6228 scored met or exceeded showing an
increase when we examine Esa data and smarter balanced assessment data in the same year we can see that there is a strong correlation between how our students are scoring on the esas and the state summi of assessments as a reminder the smarter Balan assessments cover more standards than what is covered on the esas here are the smarter balanced
assessment results over time for math in math we see nearly every grade level increased in performance from 2023 to 2024 as indicated by the percentages in green this includes Fifth and 11th grade each demonstrating more than 4% growth in one year this is the same type of data We examined with English language arts but now the focus is on
math the First Column shows each grade or course when we look at our ESA 3 from 2223 and compare to to Esa 3 and 2324 10 out of 12 grades or courses increased the percent of student scoring met or exceeded over the year cohort growth on Esa 3 from one year to the next indicates that five out of seven
cohorts grew in math lastly when comparing ESS 3 to smarter Balan Assessments in 2023 24 five of the seven tested grade levels increased again when we focus on the essentials the state assessments take care of themselves this chart represents Chino Valley's overall student achievement as a district on the smarter balanced Assessments in the Years 2022 2023 and
2024 in 2024 6064 of students scored met or exceeded in English language arts and 48.64 of students scored met or exceeded in mathematics what I'd like to highlight for student achievement in Chino Valley is because of our continuous Improvement efforts we have increased our performance margins as compared to other unified school districts in the county County in Chino Valley for the 2324
school year 6064 of our students met or exceeded the standards in English language arts and 48.64 met or exceeded in math the Unified School District with the next highest performance in the county is at 52.4% for ELA and 39.2% for math over 8% below our performance in ela and nearly 10% below our performance in math in years past
the margin between the top performing districts in the county was between 1 and 2% because of our consistent engagement and a continuous Improvement cycle focusing on the right things we have seen this margin increase significantly as part of our continuous improvements Michael and our focus on creating a culture of Excellence we know there is always more work to
do however it's important for us to stop and recognize the incredible work of our schools and our district with our work in teaching and learning Chino Valley has been featured in five Publications in a Stanford research study cusd was identified as a positive outlier school district for underserved students performing better than students of similar ethnic income and educational
backgrounds on state assessments CVUSD has been recognized as a national model PLC at work district one of only two districts in California and of 37 districts internationally our schools have received numerous accolades for student achievement including high schools being ranked in the top 15% of schools on the US News and World Report 19 California distinguished schools two National Blue Ribbon Schools
four California pivotal practice Awards One Middle School to watch and five Golden Bell Awards we are certainly CV USD proud this concludes the report to the board on the essential standards and the California smarter Balan assessment results thank you um board members do you have any comments questions if you press the button I can key you in you have
one okay I have Mr Bridge Mr Bridge your mic should be on thank you uh I just want to say congratulations and and thank you your your last sheet I think says it all about the Improvement that we've done in this District in both English and and math since the in the post-pandemic era and how we've been able to keep
improving those scores and and the statistics you shared at the end I'm glad you did that because it it it's just a tremendous accomplishment by our teachers and staff in the whole entire District so thank you very much for that on one second we're trying to get on okay you're on yeah yeah I also like to thank our staffs but
also our teachers who had spent all their energy teaching our kids and and raising scores every single year it's been happening at Chino Valley Unified School District so thank you so much for our teachers and your effort uh loving our kids and raising raising them as a great students now we can probably say we're the best in the county and let's go for
the top school district for the state now thank you so much thank you thank you absolutely Mr n Mr Cruz your mic should be on yes um yes thank you teachers and um you know my daughter graduated last year and she attends a four-year University and if it wasn't for for you guys who knows where my um
daughter would go so I really appreciate of the hard work that you guys um did for our children and um I just want to read a quote from Dr Enfield he always brings us up a lot and that is the practice of a system means a mechanical routine doing the same thing over and over again and that is what a system
implies and we're number one in in the county so thank you thank you thank you Mr Cruz and I also have one of the articles I asked Dr Enfield to print out if you guys go to all things PLC um it it's a very well- written article someone co-authored it Dr Park thank you for putting it together because it really does show
kind of um it goes through everything with our p program it was one of the one first things that Dr enfeld and I uh started speaking about when I came in I said what is it that we as a board can support you in um that you would like to see the board kind of get behind and it
was the PLC um and just you know the essential standards and with that when we do our site visits I know how excited he gets when he sees it actually occurring in the classroom um sorry I'm losing my voice every board meeting but um it goes in here and it actually talks about the collaboration with with the
teachers and I do want to give a special thanks to the teachers because um alongside the staff we know how much hard work you put in we hear about it when you guys come and do these presentations and we appreciate it but um it the collaboration with the teachers is everything to make this successful I know Dr Enfield was quoted
in here too as as well and it just goes through all that so if you guys are interested I would definitely look look at that it kind of explains it because sometimes when we see test scores too it just looks like oh my gosh you know 40% 50% that's dangerous but in in the scope of things how we keep increasing we keep
meeting um goals and we keep pushing the the children in the right way and it is a collaboration if we don't work together as a team then our kids will not succeed so I appreciate all the hard work I appreciate our admin our new principles our APS all the support so thank you for doing that I know there's
a lot of questions and as a parent I still have um questions which I'm seeking and I'll try to be transparent with you guys I do know that our district does a very good job at making sure that they work together to ensure our kids are at the top and I'm with Mr Cruz let's be number one in California
and continue to um be a representation of what all all our kids should be getting um as far as education with that said I don't think anybody else has any comments or questions thank you so much for your presentation thank you madam president yes I have an additional report out from close session okay the board appointed Melissa csos Alba to
assistant principal at Cal Arrow Preserve acad Academy effective date to be determined by a vote of 5 with Bridge Cru Monroe non Shaw voting yes and is she here no okay I was going to let her have the mic too well we're excited about that too as well um okay now we're on to comments from our student rep
Gabriella good evening board president Shaw superintendent Enfield members of the board and distinguished guests this time around at Don lugu last Friday we held our first academic rally to reward students for their hard work inside and outside of the classroom we had performances by our dance hip hop and cheer team along with lots of different games and lots of recognition for
students at Chino high school they held a Spooktacular for Halloween last month where the community was able to dress up and there were games food candy and haunted houses I also want to give a good job to the football team who played their last CIF football game last week additionally we owee a big thank you to all the teachers and staff who ensured
the safety of our students and kept everyone under control during a recent time of worry your work is greatly appreciated over at Chino Hills Tuesday and Wednesday they had a deop day where students were able to donate and later buy secondhand clothing they also had a pickle ball day for students to play pickle ball at lunchtime and they even
handed out pickles at aala just last Friday they had their second rally of the year and it was peanuts themed as winter sports begin to commence and fall Sports end I want to give a big shout out to all the fall Sports in our district many of the schools won League such as girls volleyball at Don Lugo
girls flag football at Chino and cross country at aala to name a few good luck to all the winner Sports this upcoming season hope all goes well and we can win some more championships thank you all for your time and support awesome and thank you for all those updates um next up we have comments from our employee
Representatives we have Ste Steven Frasier from act good evening board members superintendent esteemed colleagues and members of our community on behalf of associate Chino teachers I'd like to extend my heartfelt congratulations to our newly elected board members uh we remain steadfast in our uh belief that the strength of our community lies in our ability to come together regardless
of our differences for the shared goal of serving our students and families we welcome our new board members and pledge to work collaboratively with them to address the needs of our students Educators and our broader Community our Union has been and will continue to be committed to fostering Partnerships that promote Equity excellence and opportunity in our schools I also want
to take a moment to recognize and express our deepest gratitude to board member Don Bridge Don your unwavering dedication to public education students and families has left an indelible mark on our community your advocacy your wisdom and your steadfast belief in the transformative power of education has been The Guiding Light for us all you've stood with us through
challenges and triumphs alike and for that we are very thankful as we look to the Future we're reminded that our Collective success depends on open dialogue mutual respect and shared vision for their betterment of our schools we Face challenges ahead but I'm confident that together with Educators board members and Community leaders in Partnership we can achieve great things
thank you all for your time tonight have a good night absolutely thank you Danny Hernandez from csca good evening board president Shaw board member superintendent infield cabinet staff and Community I just wanted to share the last few weeks I've been visiting School sites to see firsthand how the school Year's been going classified staff has shared one consistent message more
training with things changing all the time whether it be with a specific program curriculum or relearning a specific task they want more opportunity to learn for some odd reason our district has been hit with a lot of fishing and or spam emails lately speaking to some of our technology staff maybe a training on what to look out for with suspicious
emails instead of being reactive maybe we should try being proactive at the beginning of the month I had the pleasure of attending sius conference I was joined by a few other District employees there was plenty of great speakers breakout sessions but the consistent me message was was dealing with one's mental health both providers Kyra and Blue Shield stress the
importance of dealing with mental Wellness the data shows that since covid there has been a steady increase of certain medications that deal with in one part or another mental health anxiety depression hypertension have all been on the rise cbsd through siba has an EAP an employee assistance program it's there to help employees who may be going through a
rough patch if need be reach out at the conference they shared a saying that stuck with me if you don't make time for your Wellness you will be forced to make time for your illness Mr Bridge thank you very much for volunteering to be in a position knowing that you're never going to be able to make everybody happy sticking to
your original thought process and reasoning why takes a lot thank you for your dedication to CV USD and to the community it's very much appreciated as I mentioned earlier visiting the school sites it was great to see the schools conducting food drives for the upcoming Thanksgiving holiday showing once again that all of CVUSD cares about the community I want
to wish everybody a Happy Thanksgiving and a much needed break champ good evening president Shaw school board members Dr Enfield cabinet and Chino Valley Community First of all Dr freed thank you for sharing that data it is fun to be able to celebrate all the hard work that we are doing and um I have no doubt that we'll continue that
uphill Trend especially with everybody everybody working towards that same focused goal really does make a difference um one of the many things that administrators are thankful for here at Chino Valley Unified School District are the services and resources that we offer to our students and to our families on the front page of the district website and on every single
school's website is a One-Stop shop resource for students link it can be found under the news and headline section and is the first link on every site this this link shows multiple resources to support the safety and overall well-being of our students and families one resource is the Hope Center which is unique to Chino Valley and something to truly celebrate it offers
our families a wide array of services and resources such as food clothing and counseling on the topic of counseling we have a partnership with Chino Human Services and we have care Solace which is a service available to support all students staff and their families in finding mental health care and substance use treatment in a compassionate and efficient manner navigating the Health
Care system can be challenging and frustrating the care Solace team cuts through all the red tape and quickly connects people to carefully verified providers support is available 24 hours a day 7 days a week in over 200 languages it truly is a valuable resource for all of us having a centralized place to help find for ourselves or for someone in need is
something to be truly thankful for take a moment in the coming week to browse the links we never know when we'll be in contact with someone in need and it's helpful to know where to go to find support when needed on behalf of all Chino Valley administrators I'd like to welcome our newly appointed administrators welcome to the team and I
want to wish everyone a Happy Thanksgiving filled with time to relax and to enjoy our families and and what matters most to each of us thank you thank you so [Applause] much we are now on to public comments Pat how many requests to speak 10 10 thank you board bylaw 9323 meeting conduct establishes the guidelines in the following process
applies speakers will be called in the order you registered on the electronic um request to speak device names are displayed on the monitors please watch for your name to appear in lineup at the designated numbers behind the mic once the recording secretary announces the first name request speak will no longer be accepted Mr Cruz can you please
explain the public comment guidelines you have up to 3 minutes to address the board you cannot donate your time if you read on behalf of an absent person that will be considered your time begin comments when the clock starts please refer to board policy 1311 12.1 for the procedure regarding complaints against an employee and lastly speakers may not approach the DI anytime the
board is in session please give any materials you wish distributed to the board to the recording Swagger followed by Virginia Renteria followed by Colonel Robert Reed Dr enfeld cabinet and everyone in attendance I'm here tonight to speak on the proposed information item 4 A1 the request for my proposal will be placed on the ballot as an action item in a
future meeting before I talk about this I'd like to go back a little bit further than this the reason for the information item presentation here was due to the overwhelming desire of individuals to speak in front of this board prior to the board policy adoption of 2a1 at the last meeting information items consent items Etc were offered
public comment individually which led to issues with people speaking out of turn not in place Etc as we saw from instances that have occurred over time like the student walk out that occurred at our high school just last month or last week we know teach will actually want to speak on items that are to them and by passing
this resolution we made it more simple from the brown act to allow students to speak the problem with the current policy is that with things like information items which are technical in nature individuals do not have the ability to actually comment or provide written comment on those information items my proposal supposed one member from the board wishes to put it on the
agenda creates a simple pathway for members of the public to submit recommendations for minor alterations and changes to information items through the proposed policy a small window of time that can be modified 48 hours or 2 days per board policy will allow members of the public to provide written documentation of propos changes to information items this allows members of the public to have a
clear and idential path way to provide feedback outside of the vocal system we have here well this might be something that's quite rare to occur there are situations where members of the public might have detailed or important knowledge to allow them to present in front of the board in a way in a comment where the board cannot provide direct
comment finally this policy change will allow many many people to continue to provide input which is in the spirit of the brown act in General on another side note again like others have said I I wish to congratulate uh Mr Dawn bridge for his tenure here on our board and everyone here for having diplomatic approach as we go one last
thing I did want to mention there's been a lot of tension in the air in regards to a specific issue that occurred at a specific High School I ask everyone in our audience please be cordial and don't say things that you might regret everyone does deserves a chance to defend themselves have a great night Virginia Ria followed by Colonel
Robert Reed followed by Lieutenant Ed haronian good evening board um um I came this evening because I'm a little concerned are I have come to find out that some of our teachers I mean we've got a lot of good teachers but we do have some teachers that primarily sit on at their desk on their phone going through social media
not helping our students I've got wind of this firsthand and my suggestion to any principal that might be watching is that maybe they need to do more visits classroom visits spontaneous I used to be a manager and that's one thing that I would do is I would go up to my employees and I would plug in and I
would hear their conversations with our customer customers more as a learning thing um one of my neighbors is uh very disgust what got disgusted and disappointed that she pulled all three kids out of our school district she's homeschooling all three kids because her son I talked to him today her son who is an 11th grader said his teacher does
nothing no interaction no nothing other teachers are good like I say we've got some good ones but we do have some rotten apples to be blunt and I just hope that every principal would have a vested interest to make sure why is this student being pulled out of school to be homeschooled question the parents why is this class going to get
all Seas question the students question the teacher I just don't want my tax dollars to go to pay for someone to sit at his desk and look at his phone while the students are struggling and it's um something that is very disappointing and uh even though our district is I mean it's a really good District thank to you guys here um
we do have to have our students learn life skills what about when I was growing up we had home e we had sewing boys had you know in a wood shop they had mechanics um now our kids they get out of school sometimes they just pass them along because we've got to have our you know a good um amount of students
graduate so we need to really equipped our children to succeed in life not just pass and try and get a great score we do need to do a little bit better and I thank you for everything that you guys have done I think you guys have been phenomenal Mr na Andrew Cruz Sonia you're great so I thank you very much
for your hard work and I just hope like I said I hope principal Colonel Robert Reid followed by Lieutenant Ed heronian followed by Eric shamp good evening boy I'm here representing the uh chap Association Federal chaplain in fact they got chaplain all over but we Federal chaplain and we'll be setting up in each City and each community so we
here to assist you whether it's ch lost children or whether it's missing persons child adductions parades or whatever so we'll be setting up in all communities and you'll see us anybody want to be a federal chaplain they just let us know so we here at your servants and I'd like to thank you for this opportunity and my
fellow veterans I'd like to say hello to them and thank you for the service and I am also a veteran and my name is Lieutenant Colonel Robert Reed and the federal chapl Association thank you for your time Lieutenant Ed [Applause] haronian good evening president sha the board superintendents and staff uh it's a pleasure to be here Chino Valley is
one of our oldest school district uh districts in California established in 1860 and first graduating class from Chino Hills High School in 1900 which is amazing um I just wanted to encourage you guys and also pray for the community uh the school district and the leadership um you guys are this this community is lucky to have a president
and a board that supports her and I'd like to pray for you guys thank you God for this day thank you for all the blessings you've given us we have so much to be grateful for I pray for this community uh I pray for this season that we are in in this country um for I pray for Unity and peace that we
can come together find Common Ground I pray that we uh continue to support this board and in this in this community as they uphold our family values and and protect our children and we are so grateful to be a part of this and here to support in jesus' name amen thank shamp good evening board my name is Eric
shamp I'm the father of four kids in our district schools and I'm a director of a nonprofit um most recently I ran for a seat on the school board in trustey area 1 my opponent John Cervantes also ran for the same seat and I would like to take a moment to congratulate him on winning and his upcoming uh term on the
board as I reached out to John a few days following the election I share with you what I shared with him um mostly this race was never about me it was centered in the mission and the responsibility to educate our kids all of our kids so they can be prepared for an Ever Changing Workforce go to college
and the trades and make enough money to live where they grew up um I just want to caution you all and the public on the data that was shared um it does show increases it does show decreases so I don't want to put too much stock into um what that data showed um some other things that I would want
the board and our community to to recognize is that for our students who are black and brown youth um there are significant achievement gaps and learning gaps between our white and Asian students compared to them um the data from 2324 you can find this on data quest uh it's the State Education data for Chino Valley Unified School District
uh last year we had when you look at CSU eligibility eligibility entrance requirements our Asian students were achieving that at about an 80% rate um our white students were achieving that at about a 60% rate a little bit higher and then our black and brown youth were not even were only eligible for CSU entrance at about a 40% rate and so when
you look at that data it's a it's not disaggregated based on what high schools you're at um What ethnicity you are um Chino Valley is very diverse in that way and so I would caution everybody to just take that at face value without digging into the data a little bit more um we just met as a site council meeting at
Chino Hills High School we actually saw a 5% decrease in our math assessment scores from last year um so again there were increases and there were decreases I just want to make sure that we're doing our due diligence and our good governance to look at all of the different um student Personnel Group set or student group set that are part of
Chino Valley finally as we welcome a new iteration of board leadership I'd like to Express gratitude to Mr bridge for his Decades of service to this District as a teacher and a board member you will be missed sir Caitlyn cabal good evening president Shaw board members and fellow community members my name is Caitlyn cabal and I a sophomore
attending Ruben asala high school I have come today to speak about the disqualification of both the boys and girls cross country teams due to a clerical air as a member of The Varsity Athletics n CIF group for this program myself and my teammates have dedicated countless hours during the summer school breaks holidays and weekends to the sport that often goes un notice today
we've received devastating news that we were disqualified from CIF I did not attend school due to the news as an athlete who has invested countless hours to the sport this is not right this was an error and the only ones being punished are the athletes I ask you the board members and fellow community members to make an outcry to
and the commissioner to allow the aala cross country team to go out and represent our community and compete at CIF finals State and Beyond this weekend if this option is not possible I ask the board to help support the cross country team to compete elsewhere thank you Jazelle compos good evening board and superintendent infield I stand before
you tonight as a concerned parent and an advocate for the dedicated student athletes who have worked tirelessly to achieve their dreams only to see those dreams shattered through no fault of their own today our Varsity athletes were in tears as we learned of a devastating situation that has strip them from these students of opportunities that they have earned CIF
was contacted to investigate Aela High School's enrollment numbers which determines our division's placement this inquiry uncovered a report a reporting error that was persistent for 13 years and oversight that's Fallen under the responsibility of the athletic director as an aala High School cross country parent for 7 years I am deeply heartbroken and deeply frustrated this error has robbed our student athletes of
their rightful place in CIF state championships and nxn events that represent the Pinnacle of High School cross country competitions where they would have proudly represented not only aala high school but the entire Chino Valley Community while nxn is no longer an option the running Lane championship in Alabama offers a comparable opportunity to showcase their abilities and Salvage what they have lost however
we need the district's support to make this trip possible for our athletes for years the achievement of the cross country program has gone unnoticed and uncelebrated by our school I urge the board to survey parents across all sports at ayaa high school to confirm that the athletic director has consistently failed to provide adequate support or recognition to our athletic
programs equally concerning is the role of the cross country coach at Chino Hills High School in June I raised a serious concern with the superintendent both principales and both athletic directors regarding his unsportsmanlike behavior and CIF recruiting violation involving this coach these concerns were not addressed and the situation escalated just days before CIF finals this coach contacted CIF to scrutinize
aa's enrollment numbers these this was a calculated action that unfairly targeted our student athletes and contributed to the current situation this coach's unethical behavior and personal Vendetta has disrupted the Integrity of our programs and they should be removed immediately immediately the real victims of these actions are our student athletes many seniors competing in their final High School cross country season
and have been stripped of a crucial opportunity to showcase our talents and secure College scholarships this district has an opportunity to intervene once AG go but failed to act to restore trust and protect our students I urge the board to take the following actions provide District funding to allow varsity team to attend the running Lane championship in Alabama ensuring that
they have the opportunity to compete remove the athletic director from Aela high school and remove the Chino Hills High School coach our student athletes deserve better leaders who value their effort protect their opportunity and act with Integrity these students have given everything to represent their school and community and pride and Excellence let us honor their dedication by setting up
for them now thank you for your time and commitment in addressing this concern together we can create a stronger and more Equitable environment for our students Monica paw good evening board members my name is Monica p and I want to just reiterate what she just said I don't want to go and be redundant but it do affect my my
two sons who are on varsity as well they were devastated um I hope that you make the correct decision on how you're going to address this matter at this at the moment because um they need to be running they've been working their heart out this all this week and I hope that you guys just make the correct decisions
on how you're going to address this this mess thank you Zachary pause baras good evening board members my name is Emily brahos and I'm a CrossCountry athlete at aala high school recently we've received devastating news that we will not be able to compete in CIF any longer due to an admin error as of now the athletes have been the only
scapegoats in the situation it is very sad to see that so many have worked so hard to get to CIF and eventually stay only to find they no longer can and for many of them being seniors this would have been their last opportunity this has impacted all of us negatively we put in countless hours and wear and tear in
our bodies for this sport this sport is not for the week and it takes mental strength and dedication and we don't deserve this I know I speak on H on behalf of other athletes and parents and I'm requesting an investigation as to who filed this complaint and this message is for this person I hope you are happy with yourself because it is
obvious you are doing this for your own personal satisfaction because what did you have to gain by asking such a specific inquiry so late in the season this clerical error is not our fault but we are paying the ultimate price my question to the board is how will you help us thank you for your [Music] time thank you to all of our speakers

dearly miss him it's been a lucky charm for especially Chino High School crowd uh their football team um they've been very successful that's what uh Mr Miller said uh through his presence in the game um so we would miss him but I also like to um congratulate his wife sitting there that she would have him for full time
for the first time in last four years uh I would hope that uh they would do more traveling and and enjoy their life and thank you so much for your dedication uh as a teacher serving our students and also now the school board member for last four years and having said that um I'd like to thank our fellow board
members uh for attending with me our Veterans Day ceremony um thanking their services for our country so that all of us are here safely tonight and raise their family um it was a heart really feeling a moment because many of veterans were like grandpa likee um they're a lot older but the recollection of their service and Duty was like something
happened yesterday for them uh it's how much they love this country and as we get older and as we're approaching Thanksgiving day next week we need to really look back and find a people and God to thank for for what we have we should thank for our children we should thank for our parents we should thank for our teachers and we should
thank for our principals and our cabinet members in the district because this is what make us as a whole and this is my comment for tonight thank you thank you Mr n Mr Cruz did you want to go correct yeah she you know she is she is correct this was a deliberate action when you really think about it of the
CIF and so and so forth whatever we can do to support if NE if we have to call we should cuz these kids deserve it they've been they've been working they've been they've been this is this is a joy so um yes yes you're you're exactly right this was a deliber act yeah I I believe that too um sir you know we celebrate a
chapter closing to honor an individual whose life has been a bridge a bridge of learning a Bridge of Hope and a bridge of service in education this educator has not just taught lessons in class rooms but also has touched Hearts shaped Futures and left a marked on students a chapter regarding their flock so thank you for the years and um God
bless you sir you do fantastic that's it thank you Mr Cruz Mr Monroe I'm on all right picks up pretty good um yeah I want to add my voice to Mr n Mr Cruz um and ask Dr Enfield to do whatever we can to uh make this right for IA um I would like to know myself what
went wrong um and if it was our air then we need to to make that right for them um I can sympathize with our cross country team and I'll tell you how about 32 years ago I played baseball for Don Lugo and we had probably the best team I ever played on and I'm sure Coach Marcos is uh probably watching this if anybody
knows he'll attest he had some great teams but that was a fabulous team uh no doing of the team we had a parent that went out and did something not knowing that it was incorrect and we suffered and CIF took sanctions against us that I have no doubt if it didn't happen we would be CIF champions of the
1992 um and it's devastating as an athlete to do that we're still now when you talk about it the feeling I had of CIF competing um come flooding back to me because uh you put your heart and soul into something and you put your trust in an organization um to support that and and to do its best to give you the
opportunity to reach your goals and to um compete at the highest levels and when you earn that and have it taken away it's devastating so yeah I would I would like to charge uh Dr Enfield to look into that um see if if there is an appeal process if we can speed that along if it's our fault I would like to
know what went wrong um unfortunately parents are competitive sometimes and they do things um and somebody did point it out or what but if it was our air to begin with then we need to do something to make that right um I do um want to wish everybody a Happy Thanksgiving next week I know the break's coming up I hope you enjoy the
break enjoy your family in some downtime and lastly I want to uh thank Mr bridge for his service like everybody else uh it's it's not a hard spot or it is a hard spot to sit here and be criticized and um to take time away from your family from your grandkids um all in trying to give back
to your community and and make the world you live in a better place it's admirable that you have done it for so long in the class room and then extended it here to this board it's been a pleasure sitting next to you for the last two years and I just want to thank you and your family for the service that
you've given to our community and and wish you well and finally some retirement thank thank you superintendent Dr anfield yeah I am uh very aware of the situation that happened over at aala and I can share with you it was a uh reporting error by by the the school regarding that I've been in conversation since yesterday with Mr jaroy uh
regarding the situation and I will follow up to see how we can hopefully remedy something but again CIF uh has their own rules their own uh regulations we have no oversight over CIF uh we participate with him but we have no oversight with him but I will follow up and see what we can do to try to rectify
this um and again it is one of those things where it's an adult error and the kids are paying the price for that and and that was the difficult part um and we've had conversations with CIF regarding this but we'll continue and see what we can do and tonight I want to um thank you Mr bridge for the the years of of service
to our school district I I want to share a little bit of information um and I know you'll probably touch on it but I thought it was extremely important um you Mr Bridge came to The District in 1981 as a resource specialist teacher at Don Lugo High School and so he began in in 1981 I know you became a social
science teacher uh you coached over at Don Lugo you moved on over to Ayala High School uh you served over at aala high school you were the ACT president and you retired uh in our district with over 33 years of service just in our district not in education but in Chino Valley Unified School District additionally your wife uh Jen taught in
our district and she taught at Eagle Canyon and she taught at um Canyon Hills and for over 30 plus years additionally on top of that your kids step and melon went to school they went to Rolling Ridge Canyon Hills and Ayala High School I share that information because in through all of that I know as an educator the amount of time both of you
have given to this District as an educator the amount of time that you put in as the ACT president goes above and beyond the work that you do again to contribute back to the district as uh parents of the district I know that you've both of you have tremendous amount of time of volunteering and giving back as a parent
and then after you retired and your kids went through the the district the amount of time you have continued as a community member to support our district and to support our students over the years years um you have a lifetime of commitment to Chino Valley Unified School District you've served on the board of education for four years they
do not pay you enough for that um and and again I want to thank you for that work and again giving back to the district as a board member you don't get paid to it's not the money it's it's the work here to support our students and all through your time you have given back to support students to support
parents and to support uh our community and so again I want to to thank you for everything that you've done for our district it's a lot of years of service and I know you will continue to be a big advocate for Chino Valley Unified School District so thank you very much um and then lastly I want to wish everybody a
happy and safe Thanksgiving thank you and then I'll go so we can get you up there unless you want to go right now okay thank you president Shaw I appreciate being able to come over to the side microphone because I'm going to break my forword rule that I usually take when I speak in public and that is be brief and
be seated so a couple of housekeeping items first that I wanted to let you know what I've done the last couple weeks I attended the sanino U in sanino the fall joint meeting of the s ardino and Riverside School boards association dinner and meeting I also attended the state of the fire district address attended the Chino Valley Lions Club
mini teacher mini grants Awards meeting and I wanted to say a special thank you to the Lions Club for their generosity and funding these grants to help our teachers it was a was a nice evening and got a chance to see what they what they do for our teachers in the district also got a chance to see the Chino Hills High
High School CIF football game against against kahone high school and I want to congratulate all four of our high schools for making the CIF playoffs and apologies to Mr Miller for missing the Chino High game making it to the second round and they almost made it to the next round they barely lost but congratulations to all of the athletes
for that and I'm glad we're looking into the uh aala High School cross country um thing that we heard tonight but I will tell you that the CIF is its own animal having having coach and Mr Monroe knows that as well uh they they do things their way uh and a lot of times we can't change that hopefully something will
work here now I want to take a a few moments of personal privilege to uh say thank you to our community for electing me four years ago during the pandemic and for supporting our school district uh thank you to the Chino city council led by mayor Unis yoa the CH the Chino Hill City Council led by mayor Moran
and the Chino Valley Fire District board president Harvey Luth and fire chief Dave Williams for the work you do in supporting our schools also thank you to our wonderful teachers class and classified staff for what you do every day for our students it doesn't go unnoticed yeah and as we saw an example of of the report tonight
what goes on in the classroom does does pay off with our student scores also thank you to both associ associations the associated Chino teachers and CA chapter 102 for their endorsements and their support of my candidacy and overall support in the district also Dr Enfield thank you for those comments tonight uh Deputy superintendent Dr Park and our cabinet and all of our site
administrators for all the work you do in our district through the difficult times and and the good times that we've had the last four years um also want to thank my previous board members Joe Schaefer and Christina G for their support during my first two years on this board and to my board colleagues president Shaw Vice President Monroe Mr
Na and Mr Cruz while we all did not agree the one thing we do agree on is we all care for the students the teachers employees and the outcomes for a successful district and I thank you for that also congratulations to Mr naw and Mr Cruz on your re-election and to Mr Cervantes on your election in trustee Area
1 and now for a very special thank you Jan come here and stand next to me please for this is going to be a microcosm of life in the Chino Valley in the Inland Empire and you heard Dr Enfield refer to when I first came to this District in 1981 a year later I was at a teacher
conference and I ran into the person next to me it's beautiful teacher from South Dakota a year later we were married and I convinced her to quit her teaching job in South Dakota and move here uh she fell in love with the community how because in February she asked when winter was coming as she's walking outside in short sleeves and I said it
this is it you want to see snow it's right up there on the mountains so she no snow and you didn't have to do recess Duty in 30 below degree weather and that actually you actually did that oh 40 below excuse me I forgot to but that's that's how cold it gets back there um as you also heard we
raised two children who attended schools in this District uh at aala uh and became successful our son Stephen is a chemical engineer over in Phoenix his wife Maggie is a biomedical engineer and the two children they have a six-year-old daughter who by the way is going to a dual language Spanish English immersion elementary school over in uh
the Tempe kirne school district and uh they also have a two-year-old son and our daughter Melanie is a certified Pilates instructor so as you can see because of the education they received in this school district they have become successful and also melan's husband teaches automotive electronics testing she he's an automotive electronics testing designer and they have a
10-month old daughter and throughout our 40 plus teaching years and and teaching teacher advocacy uh I couldn't have done it without her support and so in honor of that and in honor of our first date white roses this is the I gave it to her on our first our first date and a year later I was able to convince her to
marry me and as you know as you can see the rest is history and I can't thank you enough for that [Applause] so in in conclusion I'm trying to be sort of brief it it truly has been my pleasure serving as your board member I want to wish everyone a Happy Thanksgiving a wonderful holiday season Merry Christmas and a Happy New Year in
2025 thank you very much thank you Mr [Applause] bridge and you're right we not we not did not agree all the time but there is a lot of things that we have agreed on and I can always count on you on being right there with me at those events and the games and all the fun things um and
we did have a all of us had a great time bonding at our first csba um event together so I pray that the Lord in your next bridge to your next adventure uh blesses it and may be full of family and love and making memories and a lot of travel um back to Arizona and wherever may the Lord take
you so um I do want to say that and also we attended alongside um actually almost all the board members at the veterans two we went to two veterans at least some of us went to two veterans events thank you to all of you that have served and continue to serve and all of our students that are signing up to serve
your sacrifice do not go unnoticed um we appreciate it from the bottom of our hearts I've said it over and over every day should be a grateful um time to thank our veterans and just for the sacrifices them and their family make alongside those um you know in law enforcement and our First Responders and also I consider our security guards
right there alongside them I want to thank you guys for all that you do along with our SRO you guys are the real heroes on the campus alongside our teachers of course but I the things that I hear and see and the and the way that you intervene and you're supporting our students thank you from the bottom of my
heart as a parent of two children here at CB USD there's not a moment that goes by that I don't think that our kids are safe regardless of the crazy world that we live in because I know you guys would put yourself in front of any of our children so thank you for everything that you do um as far as the CIF thing I
learned about it uh yesterday alongside Dr Enfield and my heart is breaking as a mother of two athletes here in Chino Valley and I also asked Dr Enfield please anything that we can do I sent a text message probably shouldn't have to Mike West who is um I'm going to tell you his name cuz I would just recommend
reaching out if they don't have an appeal processes and that's what I'm being told maybe there is some kind of appeal process cuz when we're all looking at what's best for kids I think we need to find a solution and just penalize children who have worked hard I mean some of them this is this is it they're seniors they worked for this
moment and to see that ripped away my heart is breaking I definitely would give the support to find any kind of solution to help mediate that and I would ask the adults before you take any action just please always keep the children in mind you might be pissed off or angry or upset or think that you know
you deserve it but sometimes as parents even being a mother of two soccer players it's our our our response on the sidelines or whatever is not best for the children keep that in mind keep in mind that you know these kids this can affect them for the rest of their lives and we're talking about mental health I
see children in the audience that have worked and I I could just feel the pain um through my own children if were to happen to them so I just ask that we work together as a team and we maybe reach out to CF to kind of try to figure this out I hope this was never done maliciously by any of our staff um I'm
sure our staff is already looking into what what happened and to prevent it from the F in the future um as far as anything else I think I will keep my comment short and sweet um thank you for everything I just want to thank our community for continuing to do what best for the children and standing together
linked arms thank you to our staff thank you to our teacher teers thank you to our students that showed up tonight your voices have been heard we love you we care for you we're here because of you and we'll always put you in the front of any decision that we make and with that said I'm going to adjourn the regular
