Mr. Cvantes, can you please lead us in the pledge of allegiance? Thank you, Mr. Cervantes. Next is Mr. Hackne presenting the LCAP report. Mr. Hackne, good evening. President Shaw, members of the board, Superintendent Enfield,

UNKNOWN 1:43:10

cabinet, and community. Our report to the board this evening is on the local control and accountability plan, also known as the LCAP, focusing on parent and family engagement and school climate. Chino Valley has four LCAP goals to improve student outcomes to address our district priorities and the eight required state priorities. Our update will be on the progress of state

UNKNOWN 1:43:34

priorities three and six which are used in part to gauge progress for LCAP goal 2 using the state adopted reflection tool. There are required elements for measuring the progress of the eight state priorities using both state and local metrics. State metrics are used when common data points can be collected for all schools such as test scores, graduation and sus suspension rates and

UNKNOWN 1:44:00

are reported on the California school dashboard by way of the colored gauges with red representing the lowest performance and blue representing the highest performance. Local metrics are used to gauge gauge the progress for state priorities that are only available at the local level. For example, with information gathered from surveys and self-reflection tools, with local metrics, the district determines the

UNKNOWN 1:44:26

performance toward meeting a state priority as having met, not met, or not met for two or more years. In the first part of the presentation, Dr. Frinkbinder, director of access and equity, will review our evaluation of the district's progress with the three promising practices for parent involvement and family engagement using the self-reflection tool. In the second part of the presentation, Dr.

UNKNOWN 1:44:50

Gomez, director of health services, will highlight student perceptions of school safety and connectedness gathered from the district's K12 insight school quality survey. State priority 3 parent involvement and family engagement is evaluated using multiple data sources including the school quality survey, school plan for student achievement and feedback from educational partners through the LCAP advisory committee, LCAP school site

UNKNOWN 1:45:21

meetings at all schools, English language advisory committees and school site councils. Results from our internal evaluations are used to guide the district through a cycle of continuous improvement. For each of the three promising practices, we will report on the district's progress of implementation, ranging on a scale from one exploration and research to five, full implementation and sustainability. For

UNKNOWN 1:45:47

section one, building relationships between staff and families, we have one focus area in full implementation and three focus areas in full implementation and sustainability. Section two focuses on building partnerships for student outcomes. In section two, we have all four areas in full implementation and sustainability. Section three focuses on seeking input for decision-m. In section three, we have all four areas in full

UNKNOWN 1:46:21

implementation and sustainability. We are pleased to share that thanks to CVUSD's focus on family engagement, 88% of participants of the K12 school quality survey agreed or strongly agreed that our schools create a welcoming environment for all families. For the 2024 2025 school year, the district has met all local indicators for parent and family engagement. The K12 Insight survey is administered

UNKNOWN 1:46:55

districtwide every year to students in grades 6 through 12. The purpose of this survey is to gather information on the factors that affect the overall district and school climate. In this part of the presentation, we will look at student responses that allow us to have better insight on students perception of safety and connectedness with school. These percentages represent student

UNKNOWN 1:47:19

responses agreeing or strongly agreeing to questions centered on school safety both physically and emotionally and connectedness to an adult on campus to whom our students can seek help from regarding both school and personal concerns. These results provide a comparison of student responses across the 2324 and 2425 school years, highlighting our district's continuous efforts to improve school climate, as

UNKNOWN 1:47:44

evidenced by an increase in student responses over time. These high percentages of student responses exemplify our district's commitment to providing a positive learning environment for all students. In addition, these outcomes are attributed to our dedicated educators and their effective implementation of positive behavioral interventions and supports, also referred to as PBIS, for which all school sites have received numerous

UNKNOWN 1:48:10

accolades through statewide recognition for consecutive school years. For the 2425 school year, the district has met the local indicator for school climate. This concludes our update to the board on our progress with state priorities three and six. Thank you so much. Uh board members, Dr. Enfield, staff, do you have any comments, questions? No. Seeing that there's none, thank you

UNKNOWN 1:48:36

very much for the update in the report. I just had one comment. I just like to see the trend always go upward and with more students taking it and then also them stating that they do feel safe, it just makes me appreciate that you guys are all doing a great job, our staff, our security, our teachers. So, um, just

UNKNOWN 1:49:02

thank you for that and we want to continue to see that trend upwards as well. Okay, we're now on to comments from our student rep, Mrs. Gabriella. Good evening, board president Shaw, school board members, Superintendent Enfield, and distinguished guests. Since we last met, our high school seniors shadowed professionals of the city of Chino to see glimpses of future careers

UNKNOWN 1:49:27

during our amazing student government day. I had the privilege of being able to serve as the police chief with our very own Chief Menson, and it was a truly great experience. Spring sports have begun, and teams are on their way to victory. Good luck to all sports as they embark on their journey through League. Don Lugo recently hosted their fourth rally

UNKNOWN 1:49:48

of the year, their annual Black Light Rally, which was Mario Kart themed. Chino Hills recently announced their Great Gatsby prom theme. Their prom will be on April 26th at the Arctic in Anaheim. Chino just had their Toy Story rally to celebrate spring sports. And finally, IA had their Star Wars rally for their winter athletes. I hope everyone is able to have a great spring

UNKNOWN 1:50:13

break filled with lots of rest and fun. Thank you and enjoy the rest of your evening. Thank you so much, Miss Gabriella. We always enjoy your updates. And next up are comments from our employee representatives. We have Steven Frasier from ACT. Let's go ahead. Okay. Thank you. I appreciate it. Good evening. Um, tonight we want to address the 18-month waiting

UNKNOWN 1:50:42

uh period for retired substitutes and coaches. Uh, this policy is not just a logistical hurdle. It's a clear message to our most seasoned and dedicated educators that their expertise is no longer valued. Um, these are professionals who've dedicated their entire careers to Chino Valley Unified. When they retire, they do so with the expectation that they can work part-time

UNKNOWN 1:51:04

for our district. However, an 18month gap is not just an inconvenience. It deprivives our students of invaluable mentorship, guidance, and quality instruction. We don't want to lose our retirees to neighboring communities where they're welcomed with open arms. I don't think this is the message that we want to send. Next, we want to take a moment to highlight the critical role of

UNKNOWN 1:51:26

our teachers union. The strength of ACT is that we can navigate challenges in real time. As president, I can feel those. and um elicit real time swift problem solving. Studies show that districts with strong unions are dedicated um excuse me, studies show that um districts with strong unions are bringing better student outcomes. When we work together, we build a district

UNKNOWN 1:51:52

that's fair for both educators and for our students. So, thank you for your time tonight and I look forward to our continued work together. Have a good evening. Thank you. Thank you, Mr. Frasier. Do we have Danny Hernandez from CSA or a rep? Seeing that there's nobody there, Dr. Dstrom for Champ. Good evening, President Shaw, school board members, Dr. Enfield, cabinet, and

UNKNOWN 1:52:20

the Chino Valley community. We are pleased to announce the CHAMP scholarship application will be emailed out to CHAMP members following spring break. This year we are offering two scholarships to graduating seniors who are children or grandchildren of the current champ members. We encourage all eligible students to apply and take advantage of this opportunity. More details will include will be included in the

UNKNOWN 1:52:47

application email. Chino community service is once again hosting the corporate challenge. Sham members are a competitive bunch and we're looking forward to the camaraderie and team building. It's not too late to sign up. So, if you're a CBUSD staff member who likes to have fun, sign up today. Newman Elementary School is honored and delighted to host this

UNKNOWN 1:53:11

year's Chino Valley Soccer League. The league commenced earlier this month and we are eagerly anticipating the playoff games. Currently, Roads is leading the league. The playoffs are scheduled for after spring break. Schools participating this league are Anna Borba, Briggs, Cattle, Cortez, Dixon, Newman, Roads, and Walnut. We extend our heartfelt gratitude to all the parents for their unwavering support of our

UNKNOWN 1:53:40

students. Your presence and encouragement are invaluable. We also express our sincere appreciation to the coaches and teachers who have been instrumental in developing our scholar athletes. Thank you and have a great spring break. Thank you so much. And now we're on to public comments. Patricia, how many requests to speak? 13. 13. Thank you. Board bylaw 9323 meeting conduct establishes the

UNKNOWN 1:54:10

guidelines and the following process applies. Speakers will be called in the order you registered on the electronic request to speak device. Names are displayed on the monitors. Please watch for your name to appear and line up at the designated numbers behind the mic in the middle of the aisle. Once your recording secretary announces the first name, request to speak will no longer be

UNKNOWN 1:54:30

accepted. Mr. Cvantes, can you please explain the public comment guidelines? If you press the button, I could queue you in. Thank you. Speakers, you have up to three minutes to address the board. You cannot donate your time. One person at the mic at a time. If you read on behalf of an absent person, that will be considered your time. Begin comments

UNKNOWN 1:54:54

when the clock starts. Please refer to board policy 1312.1 for the procedure regarding complaints against an employee. And lastly, speakers may not approach the dis anytime the board is in session. Please give any materials you wish distributed to the board to the secretary to the recording secretary. Thank you. The first speaker is Terresa Yao. on the yellow high school girls varsity

UNKNOWN 1:55:28

golf team. I'm here to to address a problem that we're is affecting our boys program right now and that will the challenges that we're going to be facing for the upcoming girls season next school year. Last summer, our coach informed us that he would not be able to coach the girls team due to the California state teacher retirement

UNKNOWN 1:55:45

system published policy, which requires retirey to sit out 180 days before returning. He was set to return as a head coach in January 2025 for the boy season after completing his required period. This policy has been consistently followed in the past years by other yellow coaches such as coach Chris Klein Decker of track and field and coach John El Musen from the

UNKNOWN 1:56:09

softball team and also coach Rick Clark from Dunlugal golf team. All of whom all of whom has um resumed their role after 180 days. However, after filling his 180day sit out period, Coach Caps returned to prepare for the golf the boys golf season only to be told that he would could not coach. He was informed of the new policy requiring retirey to

UNKNOWN 1:56:30

sit out 18 months before he can return, which was never previously communicated. As a result, coach Caps was removed as head coach for the boys golf team. And coach Donovan had to step out to fill the role doing what's best for the players and for the program, hoping coach Caps will return soon. When coach Cap sought clarification from Mr. Mr. Yo

UNKNOWN 1:56:50

boy and the AD and the HR director, he was told by HR director um Dr. Akuna that this new rule is something that they want to enforce even though it's not officially written anywhere nor do we have it have it in writing. According to HR, this answer is given to the ACT president Steve Frasier for the justification justification for this

UNKNOWN 1:57:12

policy is that retire uh retire retire as coaches receive stipens might quit unexpectedly and file for employement benefits. A claimed that Coach Cap's research found to be incorrect as it retired coaches receiving stipens that do not complete their job duties are not eligible for unemployment benefits and should not be categorized in the same category as contracted teachers or

UNKNOWN 1:57:38

employees. This 18-month waiting period will push talent and experienced coaches to other school district that will continue to follow um the 180day policy followed by Celtar. We're at the risk of losing dedicated teachers and coaches who have built and lit successful programs. Today, we as parents respectfully ask the school district to reconsider and further investigate this policy which is already impacting our

UNKNOWN 1:58:02

program and could affect many other teachers and coaches in the future. Coach Caps had led the boys program for 23 years and is the founder of the girls power program at um Ayala High School. Under his leadership, he built a highly successful program leading the girls to the CIF Southern Division Championship and the state CIFF academic championship

UNKNOWN 1:58:20

for a few years. In the past October, our girls, the next speaker is Shuby Divine. Good evening. I'm not tall enough for this microphone. I'm Shubi Divine. I'm a parent. Um, Miss Gabriella, thank you. and uh other Chino Valley Unified School Districts. Good evening from students from the district. Good evening. As well as everybody that's here to support you students for

UNKNOWN 1:58:50

your success as we keep seeing in the pillars outside. Um I'm also here to support what Teresa just spoke about which is this change in uh the number of days a teacher a retired teacher is required to sit out. Um, when I ask around, I see that there are a lot of retired maybe teachers or school district employees. I see some

UNKNOWN 1:59:11

principles that I've worked with in the past. And if I ask a question that if you were to retire today, how many days are you expected to sit out? Um, I hear a whisper. I hear 180 days. I don't hear 18 months from you guys. And so what I I did ask around I asked around to a

UNKNOWN 1:59:29

couple of teachers and I found out most of the people to date think it's 180day sit out period. So this change of 18 months requiring a teacher to sit out 18 months before they can come back to volunteer to to uh coach to walk-on coach to substitute teach. When you expand that period of time that a teacher has to sit out I think you're

UNKNOWN 1:59:50

going to lose lose valuable talent. you're going to lose people that are interested to other districts that may have shorter days to sit out. So, um I implore the folks that are in charge to reconsider this sitout period for the teachers that are retiring to shorten it to the what everyone knows it to be 180 days so that we can move on. Otherwise,

UNKNOWN 2:00:12

um it, you know, will impact our our sports, it'll impact our students, it'll impact everything that you all stand for here today. Thank you. Frank [Applause] Guzman. Good evening everyone. At Pomona Valley Pride, we believe that trans inclusivity and education is essential to creating a safe, affirming space where students can thrive. When transgender and gender diverse students

UNKNOWN 2:00:43

are respected, valued, and seen, they're more likely to be successful academically and socially. Inclusive schools foster understanding, reduce discrimination, and promote mental health and well-being. Every student deserves an education free from bias where they can be their authentic selves and reach their fullest potential. Trans inclusivity isn't just important, it's necessary for building equitable and empowering learning environments for

UNKNOWN 2:01:07

every student. Um, so I'd like to just acknowledge trans day visibility, which is March 31st, and hope that you will think about those students who you represent who fall under that umbrella. Thank you. Jesus Torres. Hello, dear Chino Valley Unified School District board and community members. I come before you as a public servant dedicated to serving our

UNKNOWN 2:01:41

community. I urge this board and our community members to unite in creating a safe and affirming school environment for all youth. The truth is that students are not being indoctrinated into LGBTQIA issues. Instead, they now have the access to the tools that allows them to self-identify and express their authenticelves. The truth of the matter is that LGBTQIA folks have been around

UNKNOWN 2:02:05

for thousands of years, even before the birth of this great nation. LGBTQIA individuals, particularly in Western American culture, have historically been forced to hide their gender identity and sexual identity. As a native person whose culture has been practicing multiple genders and sexualities for thousands of years, I ask for an increase of cultural competence to develop within our

UNKNOWN 2:02:32

leadership to better serve all communities. While the bo board may claim to create safe spaces for all, in reality, most marginalized and vulnerable students are being further pushed aside. We have a number of LGBTQIA students students coming to us expressing concerns of safety, unable to trust their chino schools. We must work together to create a positive and

UNKNOWN 2:02:59

inclusive learning environment for all students. And today we're here to visually show you that trans folks are not going anywhere regardless of the policies or anything that has to do with erasing trans lives and trans lives matter. Sam Gutier, thank you. Cat, one second, please. Um, just a reminder, there's numbers right there. If you can just please line up so we can have a smoother

UNKNOWN 2:03:26

process when it's your turn. We have three numbers um after the next speaker and I think you should be able to see where your name is on the on the board. Thank you so much Sam Gutierrez. Good afternoon. My name is Sam. My pronouns are they them. I'm a youth organizer and lead uh Hent Ganisada's queer and trans youthled

UNKNOWN 2:04:04

social action group here and queer. Here and queer is a youthled social action group whose mission is to cultivate a community of queer and trans organizers that center community building and queer kinship in their organizing practice. We organized to advocate for gender justice in our community, create and foster spaces of care and collectivity, and build intergenerational wellness among

UNKNOWN 2:04:30

queer and trans folks in and around Pomona. We hold weekly meetings where youth members learn about and practice community care, expand their political analysis, and develop leadership and organizing skills to transform their community. I'm speaking here in front of you to today to say that I'm in support of LGBTQ students in the Chino Valley Unified School District and will be

UNKNOWN 2:04:53

continuing to show up for these students as you all go on with cultivating harmful environments for these youth. I have personally lived and seen how young people can flourish and impact their community when they are cared for and respected as the full human beings that they are. This community must learn that there is no place for anti-LGBTQ hate

UNKNOWN 2:05:14

and violence in this city or our region and that queer and trans folks in Pomona are here to support our neighbors and their students. Thank you. Scott [Applause] Carter. Uh my name is Scott Carter. I've been a science teacher in the district for 27 years. First off, I would like to offer everybody a uh happy vernal equinox. For those of you who are not

UNKNOWN 2:05:43

familiar with astronomy, that means it is the first day of spring. I was asked to uh step in and speak for a colleague who cannot uh make it due to um uh child care arrangements and she feels uncomfortable bringing her children into this space. Uh these are her words. I'm here today for the equity and human rights of

UNKNOWN 2:06:06

the uh committee of the associated chino teachers. While there are many issues I'd like to address, I want to focus on one overarching theme that has become increasingly clear over the past two years. The confusion between what constitutes politics and what constitutes human rights. Policies are processes that govern how decisions are made in society. Human rights, on the

UNKNOWN 2:06:29

other hand, are a set of principles that acknowledge every human's right to dignity, equality, and the ability to live free from oppression, discrimination, or harm. Unfortunately, we've seen policies passed that infringe upon these fundamental human rights, and this needs to change. It's important to remember that playing politics often involves manipulating a situation for personal gain. This is something we have

UNKNOWN 2:06:53

witnessed in this board's action actions which sadly seem to prioritize political interests over the well-being of students. As stated in the Chino Valley Unified School District's mission statement, the Chino Valley Unified School District provides all students a rigorous and relevant education in a safe and learning environment. This is an excellent mission, but it is one this board has

UNKNOWN 2:07:18

repeatedly failed to uphold. From the harmful attacks on our LGBTQ plus students to the lack of response regarding the presence of Immigration and Customs Enforcement, ICE, on our campuses, the board has consistently acted in ways that threaten our students safety. Other school districts have proactively reassured their families. Yet here, silence prevails. The board's actions have led to an unsafe learning

UNKNOWN 2:07:43

environment. Students who once saw 4x6 safe space cards in classrooms now see them removed. Policies are being passed that cultivate hate and discrimination and as a result students are feeling unsafe. We have already seen a child physically assaulted due to the hostile environment fostered by these policies. Now our students are forced to live in fear not only of being targeted by hate

UNKNOWN 2:08:08

but of being taken away in handcuffs in front of their peers due to forces beyond their control. It is the school board's responsibility to ensure that information for undocumented students is accessible to all families. Additionally, it is the responsibility of the district to train educators and office personnel on what to do if they are faced with immigration and customs

UNKNOWN 2:08:29

enforcement agents. As educators, we will continue to stand in the Jim Gallagher. [Applause] Evening uh board, Dr. Enfield, staff, and fellow residents. Uh I'm here tonight to discuss the what's on the news today concerning the dismantling of the federal board of education. Uh what does the Department of Education do? Uh first of all, it was created 45 years

UNKNOWN 2:09:06

ago as a cabinet position. It disperses Title One funds to elementary and secondary schools with large low-income student enrollments. It collects data on schools. It oversees the recognition of accrediting agencies and programs that support higher education institutions. It protects students against racial and sex-based discrimination. And it manages student financial aid assistance programs, including loans and grants. The department awarded $120.8 8 billion

UNKNOWN 2:09:38

in federal loans, grants, and work study funds last year in 2024 to more than 9.9 million college and career school students. Now, what happens to K12 education without this education department? Uh, special needs protections are affected for one. Without the education department, administration of the special needs programs would be left completely up to the states and the most vulnerable

UNKNOWN 2:10:04

students could be most affected. In fact, about 12 to 13% of the money used for students with special needs comes through federal IDA funding. If the education department is dissolved, that means districts will be responsible for using that money however they choose. And hopefully, it's going to be in the right way to serve students with disabilities. There would be no

UNKNOWN 2:10:28

oversight to ensure these dollars, by the way, are actually followed and meeting the needs of students for IEPs. Also now there's title one funding that would be affected. Uh during fiscal year 23 18.4 billion was allocated title one funding. Typically it's used for educational technology which we need remedial instruction materials internet and mental health services among other

UNKNOWN 2:10:51

things. Such a move would likely cause a very difficult transition with significant fusion at the state and district level. Also there's civil rights protections. we have schools are going to have more leverage to discriminate against children without any oversight or accountability if this happens. So key thing that I'm bringing this up parents be aware we need if you're going to submit

UNKNOWN 2:11:16

applications for higher education do it early because some of this is going away and Dr. Dr. Enfield, I have a message as well for you and also uh Grace Park. What is your mitigation plan in fact as they start to dismantle the federal department? Uh what what are you planning to do here in the schools? I think the public would like to know.

UNKNOWN 2:11:37

Thank you, Myra Maldonado. Victoria Baka versus Marino Valley. And I'm here to say what I need to say and I'm allowed to. I am here to advocate for my daughter Mila Maldonado. She's currently eight years old, attends Lidle Elementary. She's in an SDC class. Um at the age of six at Oakidge, she was sexually assaulted by two boys. Um you

UNKNOWN 2:12:06

guys failed to protect my daughter and you guys continue to fail to protect my daughter. She is constantly bullied at school. Uh she's constantly bullied at in her bus. Um there is she's still in diapers at the age of eight. She has intellectual disability along with other things and we've been in a fight with the district for almost 2 years now to

UNKNOWN 2:12:32

get some proper accommodations for her and you guys are still failing her. There is a male that escorts my daughter to the restroom. When we bring this up in the IEPs, they tell me to take it up with HR and it's the job description. What happened to human rights and you. Stephen Figureroa. My name is Steve Figeroa and I'm an education advocate

UNKNOWN 2:13:00

and she is correct. Victoria Bak of Moreno Valley regardless of your policy gives us the right to say what we want to say. I'm a guy who challenges things. So I advocate for her daughter and you know if you're going to be running for the super No just really quick. I'm going to have to ask you to sit. We only

UNKNOWN 2:13:17

allow one person. No, she she has right. I'm here. We only allow one person. You're violating my rights. I'm not violating your rights. We stop the time. You're going to get your full time. We have board policies. That wasn't cool. You You took away minutes from me. Okay. All right. But but still, you don't have the right to do what you just did. Okay.

UNKNOWN 2:13:36

All right. And if you're going to run for state superintendent, you better make sure that you're running special ed better than you're doing here. Because all across the state, we have parents all over a whole network that we'll just put the name out and you'll get less than 10 on one/tenth of 1% of the vote throughout the central valley, San

UNKNOWN 2:13:55

Francisco, the Inland Empire, everywhere because we're known for that. Okay. Uh so we're here to say why. We have filed complaints that have gone unanswered. So you're out of compliance with the state. We filed HR complaints that haven't gone unanswered. We tried to do an ADR that basically was never started or finished. But the problem is is that you guys like

UNKNOWN 2:14:17

you don't care. You you do this LCAP. They feel safe to to what kids did you give that to? Cuz you didn't give it to their kids. So you you create a phony statistical thing to say, "Oh, everybody's safe." I'll tell you what, it's not true. Cuz I advocate for several kids in this district, and I want to meet with you. I'd love to meet

UNKNOWN 2:14:35

and reach across the table and say she deserves a a a lady aid to take her to the restroom so she doesn't hold it in all day. Isn't that you guys are supposed to be the Christian change, but you're so uncchristian. You you talk about attacking gender yet you have a little girl here who can't go to the

UNKNOWN 2:14:52

restroom because the male way takes her to the room. You know, I mean what what do we got to do to get your attention? You tell me. We'll do it. We'll do it. We'll do whatever we have to. Her IEP is out of compliance. It's not being implemented. Okay, that's that's a whole another issue. I'm not I'm not the guy

UNKNOWN 2:15:11

who's going to come, you know, I'll bring a thousand people here. I really will look at my put my name on the internet, Steve Figero, educational advocate. You'll see. I'd love to meet with you, Norm. We've spoken before on a few issues. I'd love to meet I really would to resolve this matter and to build trust among the with the parents

UNKNOWN 2:15:29

in the community. So, if you want to reach out, you got my number. I've said it many times and I'll tell you if you guys feel threatened. I don't care if you're LGBTQ. I don't care if you're disabled. I don't care. Well, I could do I could do this whatever I want. Okay? I trust me, I do this. So, I'm going to

UNKNOWN 2:15:44

tell you, you have your rights. You have Victoria Baka versus Moreno Valley. Everybody look it out. You have the right to do this. And you can look at Judge Timberlum's decision in this. I have a right to do what I'm doing. Whether I want to turn around and speak, that is a God-given first amendment right. So you can't say we're all for

the American way if we only do it our way. No, we have a right to disagree. We have the right to speak whatever language. We have the right to challenge ICE on there. And if you guys want to challenge ICE, I'm the guy to do it. Okay? I'm not afraid. We're not here for years. Carmela Ang. Hello. I am a student at Ayala High

UNKNOWN 2:16:28

School. I am a freshman and a part of the girls golf team. I'm speaking now because my coach, Coach Caps, was told he had a 180day retirement before he could go back and coach our team. Throughout my season, even though it was my first season, I he was there to coach us even when he didn't need to be. And

UNKNOWN 2:16:52

now he's being told that it has been extended to an 18-month um retirement thing. And now he can't coach the boys season this semester. I am speaking right now because my coach, even though he was told he could not be coaching and he's not getting anything out of it, he has always supported us from the sidelines and showed up to

UNKNOWN 2:17:16

every single match. Uh, thank you, Misty. [Applause] Misty. Good evening. Um, I just wanted to give a shout out actually to Coach K who is the track and field coach at Chino Hills High School. Uh, she's new this year and so far she has been absolutely amazing. I'm so grateful for her. My son just started track. This is his first time

UNKNOWN 2:17:52

and it's been a great experience. So, thank you to whoever hired her. I don't know. Um, but she is wonderful. So, I want to thank you for that. Um, also I want to mention that I've seen some things lately on social media pertaining to some other activities and sports, the dance team and um the song that is maybe

UNKNOWN 2:18:21

not as appropriate. Um, and so just a concern that I've seen myself and maybe could be looked into um, further. I don't know if the advisor is allowing some of these things or not, if she's even aware. So, um I also wanted to point out that there's been a lot of talk in in some previous board meetings about um racism

UNKNOWN 2:18:53

and these kids at school. And I just want to point out that I have been to a lot of soccer games. I've been to a lot of track meets. I've been to a lot of high school activities um the last couple years with my my youngest and these kids are amazing. I see nothing but great things from these kids

UNKNOWN 2:19:18

out when they're participating in their activities. I watch them. These track meets are very long. Um, and I have a lot of time to just sit and watch them interact. And these kids are they're very friendly with each other. And I'm not seeing what some of these adults are seeing or or talking about. Um, so again, you know, my son was

UNKNOWN 2:19:52

definitely the minority on his soccer team. My son is the minority in the track and field, and I see nothing but but positive things from these students interacting. Um, so maybe I'm going to go out on a limb here and say that some of these things that the adults are saying um are more personal to them because of

UNKNOWN 2:20:18

their history, their interactions. Um, but it also could be because of their personality. So if somebody's not being treated well, maybe it's not it has nothing to do with their race, their sexual Elsa Cabraw. Good afternoon board members. I want to address a few points regarding concerns about the head coach from the Ayala cross country team. Point one, the

UNKNOWN 2:20:47

head cross country coach at Ayala High School spent $9,000 on the booster debit card on a trip to Alabama. The district told him not to do use the debit card and he did. Point two, he submitted the bill to the district office hoping that it would slip through. It didn't. Point three, administration met with the boosters to help assist with the 9,000,

UNKNOWN 2:21:09

but I find it odd that we were asked to withhold the information in order to avoid a scandal. During this meeting, the president of the cross country boosters aided in the cover up. All of this was a simple cover up. I believe this to be unethical and so I resigned from the boosters. Point five, none of what I

UNKNOWN 2:21:27

have said so far can be disputed. Point six, I believe the head coach retaliated against my daughter because I oppose the cover up. I have submitted evidence. Point seven, the booster has spent over 45,000 on timing equipment. This equipment is not all kept at school, but when bought, it has been shipped to the head coach's house. Point eight, the

UNKNOWN 2:21:49

head coach has made money off the use of the cross country equipment which is against CIF rules. I believe when everything is revealed, it will be showed that he has made money. Finally, none of the first five points I have stated can be disputed. We tell our students that integrity counts, does it? Just one more thought. Yesterday,

UNKNOWN 2:22:10

the cluster league met had the meet for track and fields which was held at Claremont High. Our head coach was paid to time the event with the Ayala cross country timing equipment at Claremont. How did he coach his team and be the official timer at the same time? Asking for a friend. Thank you for your time. No further speakers.

UNKNOWN 2:22:33

Thank you, Patricia. Thank you to all of our speakers. We are now on to changes and deletions. Pat, are there any changes or deletions? The following change is on the agenda. May I have a motion please? Thank you Mr. Monroe and

thank you Mr. Naw for your second. Any comments, questions or discussions? Seeing that there's none on the mic, I'll go ahead. Um and board members, please register your vote. Preferential. Yes. Thank you. The motion passes with waiting for one more. Mr. Mo, you got it. It's not working. Are you? He was sleepy. And the motion passes with a vote of 4

UNKNOWN 2:23:59

to zero with preferential voting yes. The next item is item 2B1, public notice and hearing regarding the Chino Valley Unified School District's initial bargaining proposal to the Associated Chino Teachers, ACT, for a successor collective bargaining agreement effective July 1st, 2025. recommends that the board of education give public notice and con conduct a public hearing regarding the Chino

UNKNOWN 2:24:24

Valley Unified School District's initial bargaining proposal to the Associated Chino teachers for a successor collected bargaining agreement effective July 1st, 2025. I now open the public hearing at 6:44 p.m. Patricia, are there any speakers? There are none. Thank you. I now close the public hearing at 6:44 p.m. The next item is 2B2 approval of an increase to the district's maximum

employees. May I have a motion, please? Thank you, Mr. Monroe. May I have a second? Thank you, Mr. Cervantes. Any comments, questions, or discussions? Hearing nothing further, board members, please register your vote. Preferential. Yes. Thank you. And the motion passes with a vote of four to zero with preferential voting yes. That concludes the action items. We are now on to consent. Board members, if

UNKNOWN 2:25:49

you have any items to pull, please indicate on your monitor, please. For the consent items, may I have a motion, please? Thank you, Mr. Naw. And thank you for seconding, Mr. Monroe. Board members, please register your vote now. Preferential. Yes. Thank you. And the motion passes with the vote of 420. We're now on to information items. Patricia, are there any comments or

UNKNOWN 2:26:27

questions? Oh, board. Sorry. Any comments or questions? Board. Seeing that there's none. And now we're on to board communications. Mr. Cervantes. Hello everyone. Thank you for being here. Uh yeah, a few good things since our last board meeting. Uh I was able to participate in the Woodrest uh career day. They did an outstanding job. The students did an outstanding job uh with

UNKNOWN 2:26:57

their questions, setting up uh the the event, and it was a a really good time to see those junior high kids really looking to uh see how they could expand their uh their ability to to not only start working now, but thinking about careers in the future. And then on uh was able to attend this and participate

UNKNOWN 2:27:17

in the student government day here at the district with uh Mr. Cruz and Mr. Na. We had a really good time. The students did outstanding. I think we're in good hands. Our our leadership uh bar has been set high and the students are definitely meeting that. Also was able to go to the Festival of Arts at Magnolia Junior High and see the

UNKNOWN 2:27:37

outstanding artwork displayed by just about every school I believe I was able to see on the boards there. And we have a lot of talented students. So that was a really good event. And then just a couple of days ago with Mr. Monroe and I'm sure he'll comment some more on it. I'll just touch on it. The uh BST also

UNKNOWN 2:27:57

uh the AI and education forum that was held there at Chino High School was outstanding. Those kids, I'm serious, they could uh it seems like they could run companies and most of them were juniors in high school and it was pretty uh it was pretty outstanding to see uh see them in action. So uh other than that, have an outstanding spring break

UNKNOWN 2:28:18

and we'll see you next time. Thank you, Mr. Cervantes, Mr. Naw. Hold on one second. Okay. Yeah. Is it working? Uh, yes. Got it. Uh, I also like to thank uh Gabriela for um great government day. Uh, she was an MC for a lunchon. She had done a wonderful job like professional and uh as I had told her before

UNKNOWN 2:28:56

um later when she graduate from her college she could become a school board member. She's capable. So thank you Gabriella. Um on a sad note uh many people remember our sister Shauna Dinkens. uh she was a principal at preserve school and she went home uh to be with our eternal father. So I pray for her and her

UNKNOWN 2:29:32

family and also teachers and staff members. uh she was an wonderful principal who really care for all the children that she had served. So we really uh miss her. Um on a note that we had uh tonight about school climate uh state priority study, our students feel safe in my classes and the survey shows 86% of students agree with that.

UNKNOWN 2:30:16

That's a tremendous uh number because in LA Unified School District, if I remember correctly, uh more than 60% of students felt unsafe being on their campuses in each single day. So kudos for our security personnels and all the staffs in our school sites because that is very very important that the students must feel safe at their school. I'd like to ask

UNKNOWN 2:30:53

our staffs to see if we could connect with a parent that who had a problem with a restroom situation with their daughter and also uh with a parent that who had problem with their athletic program at Ayala High School. um because we're here to serve students and we want to make sure that they get the best service

UNKNOWN 2:31:27

uh during their school years. So, I want to make sure Dr. Enfield uh uh reach out to the staffs at IA High School to uh see uh what is going on with that situation. Not a problem. We'll follow up. Thank you. Uh, just a couple of things real quick. First of all, um, coming into the next week, I hope everybody has a happy

UNKNOWN 2:32:02

spring break, gets the necessary break from school to recharge their batteries for the last sprint, so to speak, to the end of the school year. Um, and I'll touch a little bit. I know Mr. Servant already talked about uh the artificial intelligence kind of symposium that Chino High puts together. They actually do a really good job and get some really

UNKNOWN 2:32:27

educated individuals that are teaching um a lot about artificial intelligence and how to use it. Um, I know there's a lot of teachers, I myself included, use it for certain things and it does cut down a lot of time, but it brings up a very um interesting area of how is it implemented. I know there was a bill

UNKNOWN 2:32:51

that was just uh proposed and I believe signed into legislation um for schools to look at how do we incorporate AI into our curriculum. Um it'll be interesting to see what that looks like because although it can be very helpful. There are some very concerning features of that when it comes to how the information is used and

UNKNOWN 2:33:14

who has access to it, who controls that and how do you even tell somebody where that information comes from or the um origination point of the information. Can we control it with uh feeding it biased information so that it spits out bias information? There's a lot to process in that. So that being said, uh one of the things that came out, there

UNKNOWN 2:33:40

was a work group being put together through the state department of education in California was looking at putting together an AI workg group. So I want to put that information out there for everybody. If you are interested in AI and want to be a part of kind of molding what AI possibly looks like in the future and exploring benefits and

UNKNOWN 2:34:03

concerns of that area and how we implement it in education the uh there's a website you can go on it is tinyurl.comca workg groupoup if you go on there that leads you to an application process and the application needs to be submitted by April 11th. John, as Mr. Cvantis said, we have a lot of bright individuals um that we spoke

UNKNOWN 2:34:30

with the other day at Chino High School. I know there's more out there in our district. Um and that is for students, for educators, for parents, administrators, anybody who has an interest in in this AI group to be a part of. So, I would encourage you if you have an interest to um fill out that application and see if we can get people

UNKNOWN 2:34:52

inside of our district to help uh mold the future of what that looks like. So, that's all I have. Enjoy spring break. Thank you, Mr. Monroe. Dr. Enfield, no comments tonight. Thank you. And I will try to make it quick before you cut my mic. Um Dr. Enfield, can you It's a joke. Can you please look into um that

UNKNOWN 2:35:10

parents concern because that was the first that I think most of us, if not all of us, have heard of it. and I just want to make sure that somebody from our staff or one of us follow up with her. Yeah, we I have that in my notes. We'll be taking care of that. Thank you. And then maybe communication can given be

UNKNOWN 2:35:24

given back in regards to the IELA coaches. Um so there's clarification on that. Yes, I shared that with the principal, but I will continue to make sure we get that information out. Thank you so much. I also just want to thank our um staff. Uh we did have a big turnout on that student survey. That is great. Um we want to continue to hear

UNKNOWN 2:35:43

their voices. Um, but with that said, on the next board meeting, I'm asking an agenda item to be put on there. It's a resolution to support AB89. It's Kate Sanchez's bill um for fairness and safety and girls sports uh in CIF. And I am going to say something because I just found out something today. Um, I got a

UNKNOWN 2:36:04

cease and desist from a mother of an athlete because I spoke truth on my social media. I will never stop speaking truth for the community. Um, and when I saw this heartbreaking story with this mother, Dr. Enfield knows I will continue to follow up on that. That was the first time I heard of it. I've seen the other board members, they're very

UNKNOWN 2:36:21

concerned. So, I want people to know like your concerns are our concerns. We don't just let it go out one ear and not follow up. But with that said, I got a cease and desist in served here at the district for something I did on my own social media talking about the unfairness of boys in girls sports.

UNKNOWN 2:36:38

We're talking about biological males in girls sports. I'm talking as a mother of two female athletes. I'm talking as a community member and an advocate of female athletes and people who I fight for all girls. I don't care if it's just in California, Chino or um the nation. But my job as a board member is to try

UNKNOWN 2:36:57

to advocate for safety and fairness for our girls, not only in sports, but in their own locker rooms and restrooms. Just like I when I heard that mom, I want to make sure we follow through and make sure that her child feels safe as well. um in regards to male and female differences. Um the problem that I have

UNKNOWN 2:37:12

is I just said it was unfair and that a boy is stealing these opportunities from girls because that's the truth. If you don't like it, I'm sorry. I also have first amendment rights and I will never shut up in regards to that. So this cease and desist, that's what I feel about that cease and desist. I'm telling you right

UNKNOWN 2:37:30

now because it does affect our community. That boy winning titles does affect our community right now. Number two in the state is an Iella female athlete. Her name is Jenna Morales. And I feel so fiercely protective over her because someone stole her fa first place medal. A boy. I'm sorry. That's not an attack on anybody other than she has

UNKNOWN 2:37:56

been attacked. Our Ayella student, our Chino Valley student has had that stolen and ripped away from her. That I will go to my grave fighting for our girls. You can beat me up. You can say whatever you want, put death threats until our girls have safety. I will not stop this fight. They deserve protection. And that's what

UNKNOWN 2:38:14

Title 9 is. You guys are all afraid of the Department of Ed that came up here earlier being dismantled. I'm sorry. Less bureaucrats, less special interests having that money. Title 9 will still be protected. I will make a phone call and another letter and another complaint letting on behalf of Jenna Morales today, tonight. That's my promise. That's my guarantee. and I will fight

UNKNOWN 2:38:34

for every student, especially if they're in our own community. With that said, I'm going to end this board of education meeting so I don't get us in trouble by saying the wrong things at 6:58 p.m.
