Board of Education — July 17, 2025
>> Okay. Re >> Logan. >> Reconvene to the regular board meeting at 6 PM. Before we begin today's meeting, I know I know Oh, Mr. Maro, can you please confirm? >> Yeah. >> Oh, yes. I now reconvene the regular meeting of the board of education at 6 p.m. with Cervantes N Cruz present and Monroe and Shaw via teleconference.
Before we begin today meeting, I note for the record that we have two board members participating via teleconference in accordance with the Brown Act. Miss Maro, can you please confirm that you are participating from a teleconference location that the agenda was posted at the location in a publicly accessible place and the state the address for the record?
>> That's correct. The address is 1713 East Ericson Null Lane, Eagle Mountain, Utah 84005. >> Thank you. Michelle, can you also confirm that you're participating from a teleconference location that the agenda was posted at the location in a publicly accessible place and the state the address for the record? >> Absolutely, Andreas. I'm at 901 Massachusetts Avenue Northwest
Washington DC 20001 and I'm here and I'm in a conference room and it was publicly posted. >> Thank you. >> Thank you, Dr. Enfield. Um, let's do the pledge of allegiance. Please stand. Ready to begin to flag the United States of America and to the republic for which it stands. One nation under God, indivisible with all >> born and unborn. >> Next up, our comments. Steven Frasier from ACT. and board and community. First off, I wanted to congratulate uh Sam Susa in
his appointment as director of maintenance and operation. Um, those that don't know Sam, Sam started as a substitute custodian for Chino Valley Unified School District and worked in warehouse maintenance um and in other positions, but congratulations to him. I know he'll be doing a great job. Um, I was speaking to Miss Swagger earlier just before the beginning of the
meeting. Everybody has time off during the summer, but that's when classified employees do the majority of their work. Um, we're cleaning, we're painting, we're doing things that can't be done during the regular school year because of disruptions to the school sites. Um, so this year, like every year, the custodians at the school sites, the maintenance department is doing
everything that they possibly can do during the time when students are not on campus. That is our busy time. So, we're anxiously waiting just like everybody else for the kids to come back um to start the 2526 school year. Um but I just wanted to let you guys and everybody know that this is our busy time. So, we are anxiously awaiting the
beginning of the school year. >> Thank you. >> Thank you, >> Annette Hatch. Champ, we are now at public comments. Pat, how many requests to speak? >> 11. Board bylaws 2923 meeting conduct establishes the guidelines and the following process applies. Speakers will be called in order. You registered on the electronic request to speak device. Your name will appear on the monitor.
Please line up immediately on the clearly marked numbers behind the mic. The timer will start your name and topics is fully stated. Once the recording secretary announces the first name, request to speak will no longer be accepted. Speakers, you have up to three minutes to address the board. You cannot donate your time. One person at the mic
at a time. If you read on behalf of absent person, that will be considered your time. The timer starts when your name and topics will be stated. Please refer B policy 1312.1 for the procedure regarding complaints against an employee. One one second, Pat. Before you call the the first name, the three agenda items that were administratively pulled are no
longer part of the consent or information agenda. That means that if you wish to speak on these items, that would be addressed as a non-aggenda items. And as a reminder to the public, that was item under consent, item 3C8, revision of board policy 10, 5010, student notification. And the two items under information was item 5 A2, revision of AR 5010, student
notification, and item 5A3, revision of AR 6115, instructional ceremonies. >> The first speaker is Gloria Chigarelli. One of the ones I was going to speak on was one of the ones you said. Should I go next after this? >> No, wait until your name is called. Okay, I can just I want to first start by congratulating Miss Shaw on her major victory in the
Supreme Court this week. Trump can now legally fire a thousand people from the Department of Education, thereby crippling its national effectiveness. I know Mich and her MAGA friends and Moms for Liberty and other conservative groups both locally and nationally have fought so hard and are so excited to make sure marginalized people and those in the most high-risisk categories have
as little as possible. So well done on that. Next, as I run as I am running against Miss Shaw for her seat in 2026, it occurred to me that I need to stop focusing on how terrible her and her 50 board are at their jobs since they do that well enough for all of us. I need to start bringing to the board's
attention the very true and very real issues that are continuing to plague this district at a genuinely alarming rate. To that end, I emailed the board about among other things a number of issues. And while I got the standard polit politically correct answer that they always make Dr. and fields send. Just know that this just know that as I
go through the LCAP line by line and as I interact with community members online and in person, I am making it a point to gather solutions for the issues that community members have deemed the most important to them. For example, to me, overpolicing and in inequities in discipline is a major issue. For example, black students in the district
make up 3.7% of the student body from K through 12. However, they make up close to 9% of the suspensions, while other demographics are near zero, but almost triple the black student population. It's discriminatory, unacceptable, and something I am committed committed to doing something about. Oh, and one more thing. As we talk about in inequities in discipline, I tend to pop off online.
Sometimes I go off without thinking and I have to issue apologies. I do. So if I say anything unacceptable either here or online, I try to apologize because I have that expectation of self-discipline in others. That's why I have to say to Miss Shaw, don't ever come into my DMs threatening me with litigation or send your incompetent attorney after me
again. Have some self-discipline and apologize to your teachers for defaming them the same same way you expect me to take a post down when someone else allegedly defamed you. Stop being a hypocrite. I don't control what folks say about you in the Facebook group I moderate any more than this 50- board controls the despicable things you say
about the student, staff, and community members in this district. Your bullying tactics will never ever work on me as I am not now nor will ever be afraid of you or your people and you would do well to always remember that. Thank you, >> Amanda Swagger. Non-aggenda item. Good evening board, Dr. Enfield clerks and everyone else that's here and
remotely our fearless leader Miss Shaw and Mr. Monroe. In a few weeks we begin our 2526 school year. Our campuses are a buzz. Our amazing CHAMP members, our CSA members, and even some of our certificated staff are busy getting ready for the school year. Just a few days ago, one of our amazing janitorial staff was deep cleaning in my
classroom, something I definitely needed after a year of hard use. Our employees in these roles are rarely ever thought of, but they spend a lot of time working and making our campuses beautiful and ready for the return of our students. Next, I want to talk about a topic briefly that's very disturbing for our community. One of our role models at
Chino High School is be safe. One of our 4B models. And unfortunately, a nonperson who is not a an employee of our district was engaged in activities that I won't describe. I support our Chino Police, our sheriff's department, and everyone else there that's involved. Even that motor cop who pulled me over making an illegal left turn about two years ago into our
school parking lot. But even then, I want to remind everyone here, we don't control the SRO's. They're they are from the the Juno Police Department. But I asked the board a simple question. What can we do as a school system to keep our students safe when this is a god awful possibility that can occur? Is there anything we can do? I know they're
not our employees, but can we do anything to help alleviate the potential for these particular situations from occurring? The reality is that when someone is engaged in one of these activities, they are deeply, deeply hurt. And our community understands that when this stuff occurs, it breaks the trust. Most people don't understand that our SRO's are not district employees. As
a board, I ask you, please make a statement to that regard. Please say that we're working to keep our students safe. There's a lot of turmoil in our community right now and it's very important that we come together as a district to say everyone is safe at Chunov Valley Unified School District. Thank you. Thank you, >> Gloria Cherelli on the non-aggenda item,
but I believe that's discussion one you wanted to speak on. >> Are we So, am I going to go again on the discussion item? >> You So, you put information item here, >> but there's no there was no place to put >> So, instead of not you put information item so that's fine. >> Go ahead. >> I have a very
>> That's fine. Go ahead. Hello board. I'll make this quick. A discussion item occurs on our agenda very rarely. The discussion item here is about the the potential for exemptions for certain students for certain books in certain situations. The reality is that in education, we make decisions all the time about how we teach our classrooms. In about an hour from now,
I'll be sitting with a group of 60 teachers and musicians playing in a community band event in Pomona, California. For me, a a very interesting instrument called euphonium. When you sit with that group, how you prepare for that group doesn't matter in the end. It's the performance that counts. It's the love for what we do. As teachers, we love teaching. We wouldn't
be here if it wasn't for that. We would be sitting out make making it easy. Pardon me probably driving a truck somewhere. But the reality is that how we get to that point is the important aspect. As you discuss the ramifications of this tonight, let me just make a quick statement. Teachers don't pick literature in their classrooms because it offends people. If
someone's offended by literature that I pick for my classroom, if they want to be out for whatever reason, so be it. The reality is that this is a politically hot charged topic that's going to go nowhere but a negative direction. We've already spent a lot of time focusing on politically heartcharged topics. And I ask you, ask yourself, is
this something we want to bring up and bring the media to our district? Thank you. >> Thank you, >> Glory Chicoelli, on the discussion item. I'm going to be speaking on the right of parents to opt out of curriculum for religious reasons. Um, it's going to seem like what I'm about to say has nothing to do with the agenda item I'm
speaking about. However, I ask your patience as I promise I will connect the issue. Did you know that there's a counselor at Chino Hills High School that's so bigoted the average black student has a story about not just her but her husband and her son? Or how about the director of secondary curriculum that was cheering for the
deportation of illegals out of his country. And that man is in charge of what our students are learning. Lastly, there's that fifth grade teacher at Howard Cattle that's so racist. She said the nword so many times the students got so uncomfortable they made a group chat about her. And do you know what she said when she was confronted about it? It was
in a book. I was just reading a book. Why am I bringing this up? Because these folks all still have jobs. These people are all foisted upon our kids with no opt- out option for our kids. Since this 50-0 board refuses to do anything about that because no matter what, no matter how high an admin takes it, you guys
protect them. Just because the federal government is in an unprecedented era of time rewinding bigotry and hatred towards marginalized groups doesn't mean you have to join in on that injustice. And where does that opting out end? Your kid doesn't have to learn about the Enigma code because the person that cracked it is a gay man. Will you refuse
to teach about Martin Luther King Jr. because one of his organizers was a gay man? How about Billy Jean King, James Baldwin, Angela Davis, Harvey Mil, Marshia P. Johnson? Where does it end? These people made significant contributions to American history and you guys are seeking to erase it because religious freedom. There is no walking back from this. Your war on queer
people, however you feel about them, is truly hurting our system here and bordering on the mentally ill. And let me make this clear to those demographics that think it has affected them. It hasn't affected them, so they're fine. They started by sanitizing Black History curriculum. They next moved on to refusing to translate meetings and now they're waging a war on queer people.
I'm asking you guys, please, especially Mr. Mr. Cervantes and Mr. Monroe who I think are truly good people who wouldn't want this to hurt to hurt the kids in their district as former PD. Don't do this. You won't come back from it. Thank you. >> Paul Griffin on a non-aggenda item. >> Good evening. Uh so first thing I want
to talk about is uh what Donald Trump's administration has done as far as their choice to withhold I think it's over 8 billion in funds for public schools across this country. Uh I'd like to know and hear from each one of the board members during their discussion time at the end whether they are in favor of this or
against it. I do hope you are all against it and want that money to come to us because we get a portion of that and are we going to throw our lot in with the rest of California to get that money because not having money for our students is never a good answer. So, I'm really hoping that we hear from each one of
you. Let us know, let our community know that you are going to fight this administration for the money that Congress has legally allocated to us and Trump has illegally kept from us. I want to know from each one of you that you are on board. That's not too much to ask. That's my first one. >> Another discussion item.
Uh on to the discussion item. Um Mr. Cvantes, I have reached out to you as well as I've reached out to uh uh Sonia uh to just have a a one-on-one meeting somewhere. Nothing official, just just to talk about this very item. And every time I asked Sonia, I always got asked, "Could we do it after the
election? Could we do it during the summer? Could we do it?" Constantly delaying and never answering with a definitive can you can we just sit down. Mr. Cervantes, we seem to want to meet together and then the powers that be seem to have prevented you from taking me up on that offer. I'd still like to sit down and talk with you. Uh uh my uh
SRO when I went to Don Lugo was Officer Burton. He spoke highly of you and he believed that a good rational discussion could happen between the two of us. So uh reaching out to you again this time publicly. Can we have this discussion? Because when I went to Briggs and Annaborba, I was relentlessly bullied all five years and my science teacher at
Briggs told me that I deserved it. I didn't have her backing, she thought I deserved it. So when it comes to the discussion item we're talking about as far as what books we're going to put forward, which ones we're going to take away and not talk about, if we understand that our students need to know that these people exist,
we're not necessarily endorsing what they do. What they do is their business, not ours. We have no right to judge it nor condemn it, but they exist. And we need to teach our students respect. We need to teach them that you don't bully another person simply because they're different. If we're bullying people because they're different, that means that you're not
even comfortable in your own shell. That you are uncomfortable being who you are. And so you lash out at anyone who's different because you want them all to be just like you because then everyone gets to share the blame. I don't have to have the limelight on me. I'm not different. we'll just point it at someone else. This is how fascism
begins. We do not need any of this going into our school district. These books are there to make sure our students know these these people exist and that they are to be respected just as they want to be respected. Let's not go any further than that. Thank you. Lisa G on a non-aggenda item. >> Good evening. It is deeply disturbing
that one of the district's school resource officers has been charged with molesting two junior high students. This is traumatizing for the families involved and it also undermines trust in the Chino PD and our wonderful SRO's. I appreciate that the police chief and Dr. Enfield addressed the charges publicly public publicly, but the silence from our school board, especially Miss Shaw,
is unacceptable. You all likely knew about these allegations for at least 6 months. I assume you were asked not to discuss it during the investigation, but since the arrest, where's the parental notification and transparency you are constantly touting? Michelle, you're often on social media falsely accusing teachers of being groomers and keeping secrets from parents because they dare
to respect LGBTQ students or create safe spaces in their classrooms. Are you silent now because you've been keeping evidence of alleged grooming a secret from the community for months? Or is it because you're embarrassed that you praised and posed with this particular officer in the media? Or is it because two of our board members are former Chino PD and school resource officers
who should be especially attuned to the conduct of our SRO's? When your entire platform is parental rights, it works both ways. If you demand that teachers notify parents if a student asks to use a different name, then don't you think you have a responsibility to alert parents that an alleged sexual predator was in a position of authority on their
child's campus for over a year? Instead of attacking marginalized students, filing costly lawsuits, and banning books, perhaps this board should be working on a policy to address how a school resource officer was permitted to be alone with a young student so that we can prevent this from happening again. Thank you, >> Naomi Menug on a non-aggenda item.
>> Good evening. I would like to invite our community members, our schoolboard members, and our cabinet members to participate in a teachers supply drive sponsored by Chino Valley Defenders of Public Education. This small gesture is our way of showing our support towards our teachers as they begin their new school year. Mr. Na and Mr. Cruz, you two have been on the board
the longest and have established relationships with our teachers. It would be great to have you there showing your support. We want to show our teachers that our community supports them, appreciates them, and definitely needs them. It does not go unnoticed that our teachers often pay for their student and classroom supplies out of their own pockets. It is our hope that
this small gesture will reassure them that their efforts do not go unnoticed and how valuable their loyalty and dedication to their profession is to our family and our community. We will be meeting on Sunday, July 20th at 8 a.m. at Rencon Park adjacent to Wickman Elementary School. Mr. Na, this is in your trustee area. So, we welcome you
and we hope that you will come out and show your support. For more information for all of you on how to contribute to the supply drive, all of this information can be found on cvdefenders.org. 100% of the contributions go directly to our teachers, which goes in turn directly back to our students. Thank you. >> Damon Trentus non-aggenda item.
>> Good evening, CVOSD board. I'd like to introduce the idea of students in the district over the age of 16 voting in schoolboard elections. This is already in place in other school boards or cities in California like Oakland and Berkeley. And I'm pretty sure the voting age for general elections in Britain was lowered this week to 16.
There are few groups immediately affected by the decisions of the school board which are teachers, students, parents, then the community. And seeing that students are directly impacted by board decisions, students should consequently be able to represent themselves democratically. And on an unrelated note, I feel like the old um the way you'd call up speakers with under the specific item, like it'd go in
order of the agenda. So, first it'd be public comments and then they'd call they'd go through the agenda and then information items and then all the speakers for a specific information item would go up. feel like that was more straightforward. Thank you. >> J R information item. >> Hello. Hello. Okay. Good evening uh board member members of
the board. I'm here to discuss like many um by having students opt out about learning about LGBT individuals and their narratives. It is dismissing of their past, present, and future. This is merely another attempt to erase them from being even being mentioned in the public sphere, constructing a new type of closet for the next and upcoming generation. It is
hypocritical to stress importance of theoretical safety towards one group of individuals while the actual safety is being taken is being taken by your so-called trusted officials. Safety comes from knowing who is being hired and those who are around our students. It comes from not using trans and LGBT students against each other in the public. But mostly it comes from
understanding those who act like us and those who do not. Um, thank you. Thank you. >> We are now at the only action item. >> No. >> Where? >> Oh, we're changing and deletions. Pat, >> the following changes on the agenda. Item 3B2, 2025 2026, applications to operate fundraising activities and other activities for the benefit of students.
Page 24, add Chino Hills High School PTO and delete PTO from Don Luca High School. No further changes or deletions. >> Thank you. Item um action. We are now at the only action item 2. A.1 schoolwide title one program for Legacy Academy K through 8th for the 2526 school year. Recommend the board of education to adopt the schoolwide title one program
for legacy academy K through 8 for the 2025 and 2026 school year. A motion. >> So move. >> No. Second. >> Second. >> Cvantes. Any comments or discussions? Okay. Hearing nothing further, I will take a roll call vote. Cervantes. >> Yes. >> Mr. Monroe. >> Mr. Naw. >> Miss Shaw. >> And Cruz? Yes. The motion passes with a
vote of 50. That concludes the action item. Moving on the consent item. Board members, as I call your name, respond if you have a poll. Cervantes. >> Mr. Monroe. Mr. N. >> No poll. >> Mr. No, >> I have no PS. >> Miss Shaw, >> no polls. >> And Cruz, no polls. For the remainder of the consignments, may I have a motion?
So move. >> No. Second. >> Second, >> Zervantes. Now for the roll call vote. Mr. Zvantes. >> Yes, >> Mr. Monroe. >> Yes. >> Mr. No. >> I. >> Miss Shaw. >> And Cruz? Yes. The motion passes with a vote of 50. Okay. We will now move on the discussion item 4.8.1, the right of parents to opt out of
curriculum for religion reasons. In accordance with the Brown Act, no action will be taken on this item at this meeting. Board members, in the interest of maintaining order, ensuring that everyone has a opportunity to speak, especially the two members participating via teleconference, I will call the board members for comments by the last name aletical order. Once all members
have had a chance to speak, I will repeat the cycle as needed until discussion is complete. Now, before board comments, Dr. Info, can you please provide some context and perspective? >> Yes. Um, I've asked Dr. agreed to provide the board a review of two board policies. Uh board policy 6144 controversial issues and board policies 6161.11 supplementary instructional materials as
we believe these two policies align with the new uh Supreme Court case. And with that I'll ask Dr. Frerieded to walk through um how these two board policies work. So we have a clear process for use of supplementary instructional materials which is 6161.11. Our policy states when a teacher desires to use any supplementary media or literature, the teacher must first
preview the material and receive approval from the site principal. Any such materials that are used for supplementary instruction shall be directly related to the curriculum. To the extent possible, supplementary reading or materials will be provided at the beginning of each trimester or semester along with the syllabus for the course. We also have a clear process for the use
of any supplementary materials dealing with any topics that may deemed may be deemed controversial. Principal approval is required as well as written parent and guardian notification. Those are both required. Again, any such material or discussions shall be directly related to the curriculum or course content with controversial materials. Parents and guardians must be notified in writing in order to provide the parent
or guardian adequate time to re preview the material and to respond. The parents or guardians will be given 15 school days to respond. Individual students without written parent and guardian permission will be excused. >> Thank you. And then let me let me just touch a little bit too. um in in looking at that material. So there is a clear
process if I'm going to bring in supplemental instructional materials into the classroom that needs to be approved with the principal that has to show both sides of that of that issue. Uh again, if it's a controversial issue, it parents are notified of that and they have the ability to opt out. And here's where, you know, we believe that this
does align with that Supreme Court case because some parents would find this to be controversial issue. What I would recommend though to the board is that we add specific language regarding the new court case to ensure that there's no confusion on this being a controversial issue that allows that parents ability to opt out. So, we can go back into
those policies and add that Supreme Court case in there. So it's clear in the controversial issue and in the supplemental policy that we make reference to that that court case. All right. >> A motion >> second. >> Yes. >> Mr. Zvantes, do you have any comments or discussion? >> Yeah, just uh quickly. So, regarding uh this this case, definitely looking
forward to getting more information and to see what uh so there's more clarity. However, at the same time, you know, I totally uh believe in supporting parents, what their decisions are. They're the ones that are raising their children and they have a right, absolute right, to know what's being taught. And if it they're in disagreement with that
or they don't feel comfortable the way that uh lines up with how they're raising their children, absolutely support that. That's all I got to say about that. >> Thank you, Mr. Morero. Any comment, discussion? >> No comments. >> Mr. No. >> Yeah. Yeah. Also agree that it's a common sense. I think it's good to add the Supreme Court
case to to to uh clarify uh those people that might have not complete understanding but you know it's common sense to have parents have the rights of their children and controversial education. We had that experience in the past especially on special in the past. So, I think we're doing the same thing. I think we're on the right
adopting this >> Oh, perfect. Miss Shaw, any comments, discussion? >> Yes, I'm glad that um Dr. Enfield brought this up. I had asked him um to bring it as a discussion item because this is a huge win for parents and the Supreme Court ruled in parents' favor. So, for me, it's common sense. We should be teaching reading, writing, math, and
giving kids the tools to succeed after they leave high school. and clouding it with all of this is just obviously representation on why the majority of kids in California are failing. So, I'm glad this happened. I wanted to strengthen our policies just like when anything happens um that you know shouldn't be happening in the school district. Our our job is to strengthen
the policy and see where we can do better. So, an opt um out and a reminder to the teachers if they're going to teach it would be great because I can tell you with my own children in our district, as great as our district is, we have teachers that are great and we have union activists and my own children
have been sitting in classrooms where they have been forced to hear other people's ideologies. And me as a parent and a board member, I want to make sure our policies are strengthened to give me and the other parents an option to opt out. >> Thank you. Any more comments or discussion? Cvantes. >> Monroe. No. >> No. >> And Shaw.
Okay. Thank you. Discussion has ended. We are now on information items. Are there any comments or questions? We are now at board meeting and superintendent comments. Mr. Cvantes. >> Welcome everybody and thank you for uh coming especially in July. I know a lot of people taking time to get away from town and uh go enjoy your vacation a
little bit before school starts in a couple weeks. Couple things. A lot of things happened uh recently and I know there's a lot of you know people making statements and comments and you know that's that's understandable. I get that you know uh we don't expect everybody to know about everything especially when it's a topic. If you're not an
investigator, you're not a law enforcement professional, you're not going to really understand how investigations are conducted. So, I can understand where, you know, uh, you want to know how come this wasn't brought to attention earlier or you may have known about this before. I get that. I understand that because, you know, after, you know, serving in law
enforcement, coming on to this position, there's a lot of things that I'm still learning now after only being on a few months. So, one thing I can tell you is this. The notifications that went out by law enforcement because I sat on that chair for a long time doing that for uh 24 plus years, the notifications were
correct. They handled it absolutely the way it should. The notifications that went out to the parents that needed to know, that was done immediately. One thing is that you never do if you want to jeopardize an investigation. Number one, you got to remember that people are still innocent until proven guilty, even in California, believe it or not. And not only that, you got to
understand if you don't want to jeopardize a case, the quickest way you could mess up an investigation, and again, one of the smartest things that Chief Menson did was ask for the sheriff's department to investigate because that makes it completely clear that we're out of it. They're out of it, and they're doing the investigation independently. If you want to mess up that
investigation, the quickest thing you could do is start making notifications that don't need to be made. So you don't do that because if this person is guilty, the last thing you want to do is mess up that investigation. So you got to think big picture when it comes to things like this. So remember, I understand, you know, people wanting to know or but
a lot of times you got to remember this too. things are done a certain way because for a lot of years when you do something you look at you take you you take notes you you debrief you back brief you you look at things that you could do better in the law enforcement community and when investigations are messed up they
look okay what did we do right what did we do wrong so you don't want to be saying things or putting things out there to jeopardize a case this serious so just keep that in mind and let's see a couple other things. Uh again, uh Mr. Hernandez, you brought up, we want to let you know that we
definitely appreciate all the hard work that gets done during the summer. And uh the custodial staff, outstanding. I'll tell you what, when I was in the law enforcement community, you want to know about a school, you get a hold of the custodian. They know everything about that school. So, if you want to know where all the emergency shut offs and
all that kind of thing, I'll tell you what, you guys as a staff uh do an outstanding job and we couldn't run these schools without you. So all the off time employees that are getting things done, we really appreciate you're the backbone. So appreciate that. And I know another thing came up uh regarding what's going to be done to look at how
uh you know the process for handling or hiring SRO and things like that. This is a big sting to us and to the law enforcement community. No doubt about it. This happens. We deal with imperfect people. Do we want this to happen? Come on. Absolutely not. Do we look to hire the best? Absolutely. But guess what? We're
dealing with people. Going forward, I know for a fact that, and I don't want to speak for the Chino Police Department, but because I was part of it, I know how things work. And that command staff is definitely looking at how they could do things better because just like anything, they look at what happened and how we could move
forward to prevent something like this from happening again. So for that question like what are they doing? They're definitely doing something now. They're going to continue to do it. And the desire everywhere here in this district and in the police departments is to hire the best and the brightest. But guess what? People are imperfect and things happen unacceptable, unexcusable,
but it happens. So, thank you for your attention to it, for your patience and cooperation. Appreciate it. >> Thank you, Mr. No. >> Agree with uh Mr. Daniel Hernandez, especially during these hot summer, we have uh people out there in our sights uh in sweats working so hard to for benefit of our children. So, thank you. um you could be
out on the field and also in many areas that we could not think of uh including the restrooms. Uh I have seen you guys really providing ser best services for our kids. So thank you. And also I really appreciate teachers uh uh even during your uh summer time uh you are always thinking about uh prepping for your next classes.
Uh uh thank you. Um all your hard work always pays off every single year whenever I get phone calls from the students where they have accepted into a higher education uh meeting their goals and and many times overachieving their goals because of your hard work. And most of all, I also like to thank the parents that who would sacrifice morning
and nighttime, sometimes working, holding two jobs to support their children's education. And it's all worth it. We're working this hard because we have a mission. Mission to serve our kids and their future. And most recently, the champ had a leadership conference and everybody had enjoyed um planning for uh new things to come in this coming semester uh with great excitements. So, thank you
for all the staffs who's involved with this great plans and again uh we'll be seeing soon our students on campus. Until then, everybody stay safe and enjoy this summer. Thank you. >> Thank you, Mr. Monroe. Uh, I'll just speak briefly on uh the arrest of the SRO. I know John did already. Um, but I just wanted I want to say a
few things. I know as a district and as a police department, there's many policies that are in place um trying to safeguard against these kind of things and and to look at the uh individuals that we're hiring. Unfortunately, as human beings, we all have a tendency to look for loopholes and find a way to do things. And as humans, uh often let each other
down. And this is one of those incidents that tragically occurred. Um, and sadly after events happen, we often learn better ways to handle things and better procedures and policies that can be put in place. and and I can assure everybody that's happening now as we look at what we can do better to safeguard against this and protect our
children and and uh moving forward. Um but um you know, one thing to keep in mind as as those of you that are parents like myself, no matter what rules you put in your house and what you do, um our our children have a way to find trouble if they want to. And as an adult, that doesn't change
in our employment. And although we can try every manner possible to root out the individuals that we hire, um those those people tragically kind of seep in to uh every place of employment um and find a way to do that. And it's unfortunate and it's tragic all around. Um I just want to acknowledge that and acknowledge that obviously you've got a
statement from Dr. Enfield and I don't think there's a reason for every board member to release it. Dr. Enfield is a mouthpiece for the district. I felt his statement was addressed the issue and very eloquent in the way that he did. I thought that Keith Menson did the same. Um, expressing the the uh hurt of the violation of trust and the tragedy and
and and address how we're going to help the family moving forward and those students. So, I know uh it angers a lot of people and especially some of those that don't really support the board or want want to find fault. And uh I would just ask ask for uh some patience as we look forward and understanding that um you know tragically this happens
to everybody everywhere and unfortunately it it it came to our door. Um but I do feel that all the parties involved handled it appropriately um and I think are taking the uh proper steps moving forward to address anything that we can do to shore up redefine or uh add to policies and procedures that would hopefully stop something like this going forward.
Although it can't be 100% foolproof, we we would obviously sure like it to be if if we could get there. Trust me, we would. We could ensure that nothing ever happened. We would. Unfortunately, we can't. Um, that's all I I want to say on that. And, uh, I, uh, I do want to echo, I know, uh, Danny was talking about the CSEA members
out there working hard, and I I I uh, just want to express gratitude to them. I know as as a lot of uh teachers are taking time off that we have the CSEA members out there making sure that our schools are clean and and uh beautiful for return. And I also know there's uh some teachers and admin that
are year round and still working in the heat and just want to thank them for all their hard work. And that's all I have to say. >> Thank you, Miss Shaw. >> Yes. I just want to also um echo first of all um Danny and to all our CSEA members. Thank you. Thank you for your hard work. Thank you for your continuous
work. Thank you for keeping our schools looking amazing. We appreciate all of you guys. Um I'm also grateful for the opportunity and our official capacity to address the seriousness of the issue. And I and I want to thank both John's on the board um for not only being um you know those SRO and police officers that served our public and built the trust
that our community you know loves our our police department. I I want to thank you guys for addressing this too and bringing light to something that is so dark and so diabolical. I mean both as a parent and a president of this board. I am completely heartbroken over um you know what we heard about with the channel PD. I'm grateful. As soon as we
were able to, the notification went out to parents. So, thank you, Dr. Enfield, for getting that out and notifying um the parents that this happened. This is why we are so adamant on making sure that we don't break the trust between a child and their parents. So, when something wrong happens, they they can go to their parents. And you know,
what's come to light is vile. It's a complete betrayal of trust. And when someone in a position of authority, especially law enforcement, is accused of harming children, it does shake the very foundation of our community. But I do want to be clear, there's no place for predators in our schools. This board um and this district makes that very
clear. And so does Chino PD and so does the sheriff's department who completed the investigation. I am so grateful that everybody came together at such a tragic, horrible moment to ensure that the messages sent loud and clear. you're not going to do this here in Chino and if you do um you're going to pay the the price for doing the crime and I hope the
price is held at the very much um as much as we can do in California. Um our law enforcement enforcement agencies are very well respected in our community and I will continue to demand a zero tolerance approach towards anybody who targets or exploits children. I am a mother. This is absolutely horrific and I stand with the victims and their
families and I want them to know their prayers, their thoughts, whatever support they need, I am glad our district is also offering the support needed. Um, every student deserves to feel safe and protected in our schools and I will continue along with this board. I know this board is amazing at trying to advocate for that. We will
continue to fight relentlessly to protect our children. This is also a painful reminder that predators don't always just lurk in the shadows. We need to be aware. We need to make sure that, you know, our kids know the go to your parents and then go to the school admin ASAP. Don't ever keep secrets um so we can address it. And also, again, PD and
sheriff department and also our DA who filed the charges. Thank you because you're sending the message loud and clear. We're not going to tolerate this crap here. Um, so again, I just want to address that in my official capacity. I'm glad we're all given the opportunity. Again, I appreciate both John's on the board for addressing it and thank you to the community for just
coming together during a time like this. Let's continue to pray for our families, our children, and provide a safe um learning space, right? So, thank you guys. Um, we never want this to happen and we want to let any predator know loud and clear, you don't mess with our kids in Chino. we will all come after you as a group to make sure that you're
held responsible for the horrific things. So, thank you. Um, switching gears, I'm also grateful this board and community majority refused to stand silent when our schools are weaponized against family and children. You guys are doing an amazing job. I mean, I'm here in DC advocating, but of course, um, most people don't know the board president does work with the
superintendent and the, um, our amazing secretary, Paddic Cakes, to develop this agenda and staff is involved. So, the hard work that goes behind ensuring our policies are buckled down. Thank you for continuing to do that. Um, I also want to thank our community, parents, staff, especially the amazing teachers and not the union activists in Chino Valley who
continue to do what's right. Um, even when it's hard, you show up for kids every single day and you do it with integrity, even when outside pressures try to make you compromise your values. Thank you for standing so strong. Tino Valley is amazing. You guys, you are leading the way in such a big way. I wish that you would know what I know
when I go into other states and saying, "Wow, Chino is really making it loud and clear that you guys are focused on education and and helping kids succeed." So, thank you. Thank you. Thank you. Um, what we are watching happening to schools is not accidental. It's intentional. Policies that cut parents out of their children's lives, ideologies pushed into classrooms, thank
God for the Supreme Court ruling finally. Um, these are are set up by design to break families apart. And and you know what? Our school district has been bullied relentlessly by unions, but you have relentlessly stood in the gap to fight back. Thank you. Um, these are all tools obviously of a Marx Marxist agenda designed to fracture society at
at his foundation to fracture the family. I'm also told that speaking these truths makes me controversial. Good. So be it. The truth should disrupt these lies. And here's the truth. Parents are not the enemy. They never will be. Transparency is not hate. Good teachers hate this agenda pushed by the union activists. And standing for children's innocence is a moral
obligation we together will never ignore. You can look the people that are coming after us trying to break our spirit. They can try to silence those of us fighting the good fight to protect children. You can try to intimidate board members like this board majority, but you will not stop the movement. I promise you that. You will never stop me
as a parent who got involved to protect our children. I'm never going to coward away from what I know and how I protect this this very community in which I chose to serve. Every policy that continues to be pushed that strips away parental rights keeps secrets from the families of their own child. Every attack on free speech speech only fuels
my intent more. Just remember that. I'm not going away. And this isn't about left or right. is about right and wrong and history will remember who stood up and who was on the wrong side of history. With that said, I don't want to bore you guys. I know we're trying to make it out of here soon. So again, you
can try to break those like myself, but my strength doesn't come from me. I I want to remind you of that it comes from God. My protection doesn't come from me. It comes from God. I'm covered by the Lord's protection because I continue to give them my yes to protect his children against this insanity. So truth is boys
are boys, girls are girls in this Marxist agenda being pushed to break up families will never ever win because people are rising up all over California and the nation to protect the children and protect this beautiful country. Thank you guys for standing in the gap and I love you and I miss you and I'll be back soon.
>> Thank you, Michelle. Superintendent Dr. Anfield. >> Yeah, I want to take a moment to address the tragic issue around the SRO. I know the community always looks at our police officers and hold them to a very high standard. Um they hold I think educators to that same standard when it comes to our kids and when an event like this
happens it I I know the community is very upset along with me. um we send our kids to school and we expect them to be safe at school and and and the community is upset with this and I don't I don't blame them one bit and I know they're upset with me because they feel I didn't respond to it quick enough. Um I in this
and I want to thank Mr. Cervantes and Mr. Monroe both for talking and sharing uh from a law enforcement perspective. I don't get out in front of a police investigation. Um, I would have loved to have gotten the information out sooner, but I have to let the police investigation play itself out. And when it did, I let the police put out their
information and then we followed right after that. Um, again, I've met with Chief Menson and he has talked about what you talked about. They're already looking at the uh protocols that they have for their SRO's and they will continue to look at those and to improve those protocols. And as the superintendent, we will uh meet again and go over that. Uh I meet several
times a year with all of our SRO's and the chief of police of the different departments. We all come together and we talk about the issues that are happening across our district. This will be one that we will continue to look at those protocols because I want to know what those protocols are. um and so that our
administration knows what those are because if they see one of those protocols being broken um that they would report that up um because that's an important one. We want to ensure the safety of our kids that when they're on our campus and with our people that they're in a safe environment and so Chief Menson I know is is working on
that and and I know we will be working um giving that information to ensure that our kids are safe as safe as they can possibly be. On another note, um, and I know everybody's touched on this, but it's always the July meeting, Danny. Um, CSEA, they do a great job throughout our district. It's the hottest time of the
year during the summer. Uh, and all the work has to get accomplished in a very, very short period of time. And the people across our district do a great job from everybody from our co custodians to our maintenance to our technology people. They are out and about across this district getting everything up and ready for the start
for the 2526 school year. And again, I want to thank all of them because come August 4th, those schools will be up and ready to to go and they will they will be in uh good shape for our our students to return back to school. And uh with that, at the end of my comments, >> thank you. I I agree with everybody that
has stated. I have a son that's in high school and you know, when it comes to safety of kids and um parents notification, that's up the top level. zero tolerance to this um this stuff that occurs from time to time and um we nip it and we we just take it out of the system. So great job board
members and Dr. Anfield and the Chino PD too. Thank you. We adjourn at 7:01.
