Special Meeting — September 3, 2025
I call to order the special meeting of board of education Wednesday, September 3rd, 2025 at 5:00 p.m. with Cervantes, Cruz, N, and Shaw present. Um, I had asked Mr. Gallagher, can you please come up to the mic and lead us in the pledge? Thank you. >> Uh, repeat with me, please. I pledge allegiance to the flag of the United
States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. >> Thank you. We're now on to public comments. Patricia, how many requests to speak? >> One. >> Thank you. Um speakers, well, speaker, you have three minutes. You may approach the mic to speak. >> All right. Thank you. Uh I'm addressing
today action item 2A1 which of course is involving your vacancy on the board of education. If you recall in the last session I that you had a special session. I did speak that we had done a similar thing in Chino Hills uh several years back. In fact, Mayor Bennett does remember that he was on the interview panel at that time. Uh I would like to
recommend as a resident uh citizen taxpayer that you consider the following things uh when you're interviewing. I consider that you look for somebody who has administrative and classroom instructional experience. I think that would be helpful. Uh so far we have representative on this board, law enforcement, uh business owners, uh etc. and it would be nice to have somebody on
the board who has some classroom and instructional experience as well as administrative experience on the other side. I would recommend questions like what kind of uh commissions or what boards have you served on in the past to help you uh determine their eligibility and also questions of classroom again experience. Have you ever taught in class? What grades did you teach? Uh and
so on. So that's that's all. I just had a few simple re recommendations. Not trying to be arrogant. I just am concerned as a resident here in the community. Thank you. >> Thank you. >> And good evening everyone. The special board is part of the public process regarding the provisional appointment of the board of education. All applicants
received have been verified for eligibility based on legal and policy requirements. The following actions are recommended. Item 2, A1, vacancy on the board of education. Trustee area 4 recommends the board of education a announce the names of eligible candidates in accordance with board bylaw 9223. It's Shan Smith, Mary Joy Bolinski, Laura Wigglin, Lisa Greathouse, David Shreeski, excuse
me if I'm mispronouncing, Anthony Inganeri, and Tom McAy. B. Select the interview questions to be used during the candidate interview process and schedule a special meeting for September OC. Schedule a special meeting for September 8th, 2025 at 5:00 pm to conduct interviews with eligible candidates. A first item A. The names of the eligible candidates as just read have
been verified as eligible for the provisional appointment. This formal disclosure fulfills a requirement set forth in board by law 9223. B. Next item B. The board will be presented with the proposed interview questions for the upcoming candidate interviews. I will read all the questions aloud for your consideration. Once I've read them, I will ask for a motion in a second. The board may
proceed with discussion if any at all. And if there are no questions, the board will move to vote for approval. Please know that the interview questions will be posted on the district's website prior to the interviews. And I do want to note that all applicants have turned in resumeumés and a letter on why they want to um join the board at this time.
The questions are as followed. Title 9 and student athletics. Number one, if a boy or male says he wants to play on a girl sports team, federal title 9 protections say no, but California law says yes. Lawsuits are currently in play. As a trustee, which side would you stand on and why? Number two, should biological boys be allowed to use the
girls restrooms, locker rooms, or showers and vice versa? Yes or no? Political and ideological displays. Number three, Chino Valley Unified is renowned for its academic excellence due to its excellent teachers and support staff and direction given by the board to focus on academics. What is your position on allowing various flags and symbols that are not part of the
curriculum to be displayed in classrooms such as personal, political, or ideological flags? And next is parental authority and notification. Four, what is your position on allowing students under the age of 18 to request changes to their official or unofficial school records without parental knowledge, such as request to be identified as a different sex at school and why? Number five, do
you believe parents have the ultimate authority over the children's education and upbringing? Yes or no? Number six, should schools ever keep information about a child's mental health identity or behavior from parents? Yes or no. Next section, scenario book expert reading. The following passage is from a book currently available in a high school libraries across America and has
been challenged by parents for sexually explicit content. One scene shows an illustrated depiction of oral sex in a dream sequence. Another depicts masturbation while imagining a same-sex encounter. The author has explained these scenes are about understanding personal sexuality and identity. Do you believe these sexually explicit books should be accessible to students in public school libraries? Why or why not? Next one is trainings.
Community school grants and medical health programs. In recent years, state education departments, including in California, have mandated professional development for teachers that include trainings on certain social and cultural ideologies compelling teachers to participate in training rooted in specific ideological frameworks that infringe on personal, religious, or philos philosophical beliefs. Number eight, the question would be as a schoolboard member, how would you
approach this issue of mandatory ideological training for staff? Number nine, should teachers be compelled to participate even if they object. Why or why not? Number 10, community school grants can provide additional funding, but in California, they often come with requirements that can include medical interventions, gender affirming care, or reproductive services for students, programs that many in our community may
not support. As a board member, would you vote to reject these grants to protect local control, parental rights, and community standards, even if it means turning down extra funding? Next section is ideological pressure. Teachers unions in some districts have gone beyond collect collective bargaining and often now are actively pressuring school boards to adopt and enforce ideological policies, often
unrelated to academic instruction. In some cases, these unions had even threatened or initiated lawsuits against many in districts, including ours, that don't comply with their political agenda. Many in the community feel this undermines local control, academic focus, and taxpayers accountability. Number 11. The question would be, as a board member, how would you respond to a teachers union attempting to force
ideological priorities onto your district, especially if they they back it with threats of legal action? Number 12. Do you believe unions have too much influence in public education today when it comes to subject matters not related to instruction? And last section is CSBA and Sacramento mandates. Many feel that Canada California Schoolboard Association CSBA often act less like an
independent advocate for local districts and more like a mouthpiece that blindly follows Sacramento Sacramento's mandates pushing controversial policies without asking tough questions or pushing back. Number 13, the question would be, as a board member, how would you ensure your district doesn't just follow the CSBA line blindly, but instead critically evaluate state policies to protect local control and community values? That ends
the questions. With that said, having heard the questions, may I have a motion, please? Thank you, Mr. Non. May I have a second? Thank you, Mr. Cervantes. Comments, questions, discussions? And the motion passes with a vote of 4 to zero. Final item C. September 8th, 2025 at 5:00 p.m. is recommended that the date for the special meeting during the interviews
with the eligible candidates will be conducted in open session. A provisional appointment will be made at that time also. May I have a motion? Thank you, Mr. Naw.
