It's really changed my life because when I first came to the school, I didn't really know anyone. I wasn't the best in math or anything. But now I

look back and I'm like, this is easy. Like this it why why did I used to worry about this? I could do this easily. [Applause] >> I would also like to thank Dr. Custodio because I came from Mexico. I was actually born over there and my first language is Spanish. So I actually got to learn English in Levitiki Elementary

Um, I just want to say I'm very grateful for the AVID program because that program has helped me and many other students academically by teaching us a bunch of notetaking methods and

just and like helping us get prepared for college as well. [Applause] >> What a beautiful testimony to such a great principal and the support staff. I know she's always been um a big big big huge cheerleader for AVID. I mean, we've gotten to see it firsthand. We have, you know, people in all over in the educational world that come to use your

Let's give him one more round of applause. [Applause] Awesome. Awesome. And now we're on to our presentation. Next we have the Measure G report. The

UNKNOWN 0:10:32

measure G committee has been working diligently to oversee the allocation of funds to ensure they are being used in the best interest of our schools. Thank you. Good evening, President Sha, board members, Dr. Anfield, Cabinet, and Community. Bond Measure G was passed by voters within the Chino Valley Unified School District in November of 2016. Shortly thereafter, the Board of

UNKNOWN 0:10:53

Education approved the creation of the Measure G, Citizens Oversight Committee, also known as the COC as required by the California Constitution, Proposition 39 and Assembly Bill 1908. The purpose of the COC is to inform the public on the expenditure of bond proceeds and to and to ensure that the bond proceeds are being used on projects listed in the 2016 master plan and in

UNKNOWN 0:11:18

the bond language which was approved by voters. Additionally, an annual report must be given on these expenditures. Tonight, I would like to introduce Mr. Art Bennett, who is a COC member. He serves a dual role in the COC. He is the taxpayer representative member as well as a representative for the city of Chino Hills. As the chairman of the COC,

UNKNOWN 0:11:38

he will be presenting tonight's report. Mr. Bennett, >> thank you, Greg. Uh, President Shaw, Vice President Cervantes, Trustees, Dr. Anfield and district staff. Uh it's my pleasure even though I have to follow that great uh bunch of kids. Uh I don't know that I I can live up to that expectation. But uh my report is as such. Excuse me. Uh for the 202425

UNKNOWN 0:12:03

school year, the committee was comprised of eight members. uh myself, Karen Commtock, Deborah Doris Pora, Tony Flores, uh Brandy Jones, Kevin Lei, Mariana Llamas, Aken Moad. Uh the school district was represented by George, excuse me, Gregory Citura. I'm not too nervous, am I? These kids were fantastic. They really were. Uh by Greg, also by Tony Nette, director of

UNKNOWN 0:12:32

maintenance operations. is Beverly Beamer, director of planning, and Sam Sosa, construction coordinator. The CBOC met four times during the 2425 school year. September 4th, 24, October 30th, 24, January 29th, 25, and April 30th, 25. Mr. Scott Burich, certified public accountants and partner with Eli Bailey LLP, provided, reviewed, and answered questions about the measure G bond performance and financial audits. The

UNKNOWN 0:13:01

audit reports disclose no dis discrepancies or instances of non-compliance with the terms of the proposition 39 or the terms of the bond measure as approved by Chino Valley Unified School District. Mr. Surura and Miss Beamer distributed to the committee and reviewed the expenditure report at every meeting with adjusted figures reflected for the appropriate quarter. In addition to the issuance of bonds in

UNKNOWN 0:13:24

the amount of $28 million, a second issuance of bond funds in the amount of $258 million, a third issuance of bond funds in the amount of 140,499,866.75, and a fourth issuance of bond funds in the amount of $99,553,90.3 $6.78. As of June 30th, 2025, $26,7,483.90 have been earned in interest and 623,17,759.58 have been spent, leaving a balance of

UNKNOWN 0:14:09

$109,920,115,82 or 82. The remaining bond amount yet to be issued is approximately $43,950,000, which has not yet been determined when that might be issued. The CBOC has a committee did not visit or tour any school sites in the 2024-25 school year. However, individual committee members attended evident events at schools throughout the district. The CVUSD construction coordinator Sam Sosa provided a

UNKNOWN 0:14:42

presentation and construction update at every meeting with information on the status and progress of each project site. The following projects were in progress and completed during the 202425 school year. Renovation of Tino Hills High School gymnasium and boys locker room. Modernization of Eagle Canyon Elementary School. Construction of Legacy Academy K through nine or excuse me K through eight. Front office

Construction of a aquatic facility shade shelter at Ayella High School. Construction of new administration building and renovations of kitchen swimming pool and gymnos and gymnasium at Don Lugo High School. And the following school sites received new con

UNKNOWN 0:15:31

new classrooms and administrative office furniture. Borba, Cortez, Dixie, Dixon, uh, Glenme, Marshall, Newman, Walnut Elementary Schools, Walnut or Magnolia Junior High, Ramona Junior High, and Point of Vista. Uh, this is respectfully submitted on behalf of the committee. And if you have any questions, you can ask Greg. All right. Okay. Thank you very much. Does any board members have any

UNKNOWN 0:16:08

comments, questions? You, Mr. Cruz or No. Oh, I saw your um I just encourage the public to go online. I just verified that the an annual report that we do get and it's um obviously he gave us a lot of information, but pictures included are online. All the information and data is on there. So, please feel free to get

UNKNOWN 0:16:29

that online. And I just encourage you to look at some of the um visuals in there, too. It's just it's pretty awesome to see our schools um that have been here from for a long time, some of them from the beginning, get some up much needed upgrades. I think one of my favorite ones is while doing school site visits

UNKNOWN 0:16:46

when I first became on the um came on the board, the um front offices with the onepoint of entry. I think that is my favorite thing because it has to do a lot with safety and ensuring that our campuses are safe. Um, so I do encourage you to look at those things. I know sometimes as parents I remember being at

UNKNOWN 0:17:05

roads and them telling us we can only go through one door and then the door being shut and when we were used to just going on because we were volunteering. I know at first we were kind of frustrated, but then we realized why it was happening. And it just meant the world to us that our kids were um they were trying to

UNKNOWN 0:17:19

keep our kids as safe as possible in the environment they are. So, I do encourage the public, please look at these reports online. It's very informative, a lot of data, a lot of information, and a lot of pictures that will show you what they're doing on our school sites. And I see no other board members that want to say

UNKNOWN 0:17:34

anything, so I'll end it there. Um, we're now on to comments from our awesome student representative, Phoenix. >> Good evening, board president Shaw, members of the board, Superintendent Enfield, and distinguished guests. This past month, I have been working two to three days a week to prep prepare for their homecoming. Their tasks included creating backdrops, class floats, spirit

UNKNOWN 0:17:54

ideas, and spirit posters for the homecoming week. They have also managed to set up and clean up for their homecoming are and are currently in discussion for their winter rally. Following their recent rally, Chino shifted their focus to the rivalry game against Don Lugo. They have planned spirit days, created posters, and fully decorated their hallways. In addition,

UNKNOWN 0:18:12

they have organized and been promoting for the first blood drive of the school year, which is seeming to have a strong turnout. and currently they're preparing for the homecoming in October. Currently, Don Luga has also been preparing for their rivalry game battle for the milk can which is taking place this Friday. Students have decorated the halls and quads and their ASB has

UNKNOWN 0:18:30

organized spirit weeks leading up to the football games. Although their first rally style has not been held yet due to the remodeling of their gym, their ASB has currently been planning their homecoming theme and the venue has been decided to be held at Prada Country Club. Like other schools, Chino's High School has also been focusing on homecoming preparation as well, which

UNKNOWN 0:18:47

includes spare activities for football games, posters, as well as planning for the halftime show to reveal the homecoming royalty. We have also been in talks and plans for a new event that we call leadership pulooa, which is a leadership training event that will take place on November 14th. It'll be hosted by us and will bring together ASBs and

UNKNOWN 0:19:04

leaderships from leadership students sorry from Diamond Bar Troy and Chino High School for field competition breakout session separated by positions and collaborative games. However, this is currently in request from for approval from the board. In addition, we are planning for a rivalry game, the battle of the bone with spirit days, posters and large banners we plan to

UNKNOWN 0:19:24

hang around each quad and section of our campus. >> Awesome. Thank you very much for all of that information. That's awesome. And um now we're up from comments from our employee representatives. We have Ste Steven Frasier from ACT. >> Good evening. My name is Steven Fraser and I'm proud to serve as president of Associated Chino Teachers. Tonight I

UNKNOWN 0:19:51

stand here as not just a representative of our educators, but a voice of unity in our community. Our association's purpose is clear. We exist to support all students, all members, and all families. We believe every child in Chino Valley deserves a safe classroom, a caring teacher, and the resources to learn and thrive. I want to begin by

UNKNOWN 0:20:12

congratulating our ACT human rights and equity committee, especially Natalie Cooney uh for winning our award to create uh from CTA to support our safe spaces. Thank you. And I want to be clear to you all. ACT will not stand by while this board attempts to divide our community. On tonight's agenda, you will vote on a resolution opposing AB495.

UNKNOWN 0:20:34

This resolution claims to defend parental rights, but our community should be asking, does it defend all parents? Does it protect all children? Or does it sow mistrust between schools and families? It's the very moment we need partnership. Teachers know that real student success comes when parents, educators, and community work together. That's why our collective bargaining agreement, our

UNKNOWN 0:21:01

bylaws, our standing roles emphasize collaboration, equity, and respect. We're partners with families. We're not adversaries. I look forward to and also want to acknowledge this board for an item on tonight's agenda, the resolution ensuring sufficiency of instructional material supplementary to our students. This is the type of work that unites us. Every student having a textbook, every student having access to the tools they

UNKNOWN 0:21:28

need. That's the real business of education. And that's what we should be debating, supporting, and celebrating here. Many leaders have reminded us in the face of tragedy that leadership means pulling people together even when we disagree. We must respect each other's right to say things proudly uh excuse me profoundly but we can disagree with them. We hold basic code with how to

UNKNOWN 0:21:53

engage with one another. Our association will always stand for unity. We'll stand for civility and we'll stand for public education that serves every student regardless of their background identity or their circumstances. So tonight, I call on this board again to choose unity, not divide. Choose to strengthen the trust between educators and families, not weaken it. Choose to keep

UNKNOWN 0:22:16

the focus where it belongs, which is student achievement, safe schools, and positive school climate, as it used to say there, which this district's own motto affirms. Together, we can move forward. Divided, we will only fail the students that we're here to serve. Thank you all for your time tonight. Thank you very much. And for a point of

UNKNOWN 0:22:37

information, we don't have AB495 on the agenda. That was a few agendas ago. But um we also now have Danny Hernandez from CSA. Good evening, Board President Shaw, board members. Superintendent Enfield, cabinet, staff, and community. Unfortunately, Mr. um Sean Smith isn't with us today, but I wanted to welcome him and uh Mr. Phoenix Kim to the board.

UNKNOWN 0:23:03

Um, CSA looks forward to working with both of you during your time on the board. Tonight, I'd like to invite the board of education to participate in job classified job shadowing. It's where the board of education work alongside members of the classified staff. Mr. Cruz, I remember in the past you worked with Robin bus driver. Congratulations and kudos for getting up

UNKNOWN 0:23:28

so early to go with them. But from what I recall, you had a great time. So this year we've set aside week the week of the last week of September or the first week of October. Please let me know if either of any or all of you guys are interested in participating so we can make arrangements. I'd also like to

UNKNOWN 0:23:46

invite cabinet. Sometimes the work that the men and women do, the security staff here in front and in back, it's not always as easy as it looks. what they the trainings that they have to go through, what they have to go through daily with staff, with students, with parents, with co-workers. It's never as easy as one would seem it to be. Today,

UNKNOWN 0:24:08

earlier today, I had a short meeting with the staff of some of our secondary library media staff. some of the stuff that they do. Obviously, I'm not in every single classification or every single classroom or every single job, but the stuff that they do every single day for our students kind of shocked me. This the the steps that they have to go

UNKNOWN 0:24:30

through to make sure that our students have the proper stuff for testing for everything daily kind of shocked me. and we read their job descriptions, been reading their job descriptions for the last three years with the hope of adjusting it, not knowing half the stuff that they do. So again, we'd like to invite all the board and all of cabinet.

UNKNOWN 0:24:52

If your schedule is available, we would love to have you all come out and spend a few hours, if not the day, with the classified staff member. Thank you. >> Thank you very much. And now we have Annette um Hatch from CHAMP. Hi, good evening, President Shaw, board members, Superintendent Dr. Enfield, cabinet, and community members. On behalf of CHAMP, we would like to

UNKNOWN 0:25:20

congratulate all schools in the Chino Valley Unified School District on earning platinum designation for PBIS. Earning platinum status indicates true dedication on the part of administrators, staff, and students. And I especially want to acknowledge the work of the MTSSB counselors who have been instrumental in helping sites to meet all necessary requirements. Being a 100% platinum district is absolutely a collaborative

UNKNOWN 0:25:49

effort. It reflects our commitment to creating a safe, positive learning environment for all. As we get further into this school year, all of our sites are preparing to continue that legacy and st and strive again for greatness this year. As part of our commitment to thrive, we have completed the essential standards assessment or the ESA1 for math and ELA. And as part of the PLC

UNKNOWN 0:26:13

process, faculty is analyzing the data on site and our principles are process or in the process of analyzing the data within the feeder groups. This process is extremely beneficial in helping to identify best practices to help lift the entire district. On the elementary side, two uh our second graders are across the district are getting ready to test for

UNKNOWN 0:26:35

gate. As a district, we provide this opportunity for all second graders to be tested in the fall and then older students are provided the opportunity later in the year on a referral basis. sites are currently in the process of or will be uh next week hosting parent teacher conferences giving teachers and parents an opportunity to communicate on

UNKNOWN 0:26:58

the best ways to support our students. To highlight some specific elementary schools, last year two of Wickman Elementary students were extremely successful at the Odyssey of the Mine. So this year they really wanted to ensure that they had award award-winning team and they led those two elementary students led the parent meeting. Uh so they're really excited about creating

UNKNOWN 0:27:24

another award-winning team. On October 2nd, Levi Dicki will be honored for a second year in the in a row with a RIM's AVID impact award. So we want to congratulate them on their continued success. Our junior highs of course have been very busy as well. Townsen celebrated Constitution Day and the administration uh got involved in the fund in the process and dressed up like

UNKNOWN 0:27:48

George Washington, Ben Franklin, and Abigail Adams when they visited the classrooms. Uh Canyon Hills is excited. Uh their choir will be performing the national anthem at the Ontario Rain Arena for one of the games. and then Woodcrest and Magnolia Junior Highs performed with the Chino High School, 77th Calvary at the football game on Friday night. So, there's a lot of

UNKNOWN 0:28:11

exciting things that are happening in our district. And I just want to uh congratulate our administration uh administrators out there who are working so hard to provide an excellent learning environment for all of our students. Thank you. >> Thank you very much. Awesome uh updates. If you guys haven't checked out our social media, I'm just going to tell

UNKNOWN 0:28:31

you, go look at Principal Cloak dressed up. It's the best thing ever. Um, no, but I'm I'm very grateful that our district is celebrating Constitutional Week and Constitutional Day. Awesome. Awesome. Okay, we are now on to public comments. Um, Patricia, how many requests to speak? >> 12. >> Thank you. Board bylaw 9323, meeting Conduct establishes the guidelines and

UNKNOWN 0:28:55

the following process applies. Speakers will be called in the order uh you registered on the electronic device uh speak to device names are displayed on the monitors up there and please watch for your name to appear and line up at the designated numbers behind the mic. You'll notice circles. We just ask that you please do that because Dr. Enfield usually starts the

UNKNOWN 0:29:16

time um when the other one's finished. Once the recording secretary announces the first name, request to speak will no longer be accepted. Mr. Cruz, can you please explain the public comment guidelines? >> Speakers, you have up to three minutes to address the board. You cannot donate your time, one person at the mic at a time. If you read on behalf of an absent

UNKNOWN 0:29:38

person, that would be considered your time. Begin comments when the clock starts. Please refer board policy 1312.1 for the procedure regarding complaints against an employee. And lastly, speakers may not approach the dasis any time. The board is in session. Please give any materials you wish distributed to the board to the recording secretary >> Natalie Cooney. >> Um before I begin, I just wanted to ask

UNKNOWN 0:30:04

I signed up for the public for an action item as well. Are they not are we not speaking on the action item anymore? I didn't hear quite what was said. So I wanted to make sure for clarification purposes. >> It should be on there twice. Yes, I signed up for the action item and I also signed up

UNKNOWN 0:30:23

>> the public hearing. >> The public hearing. So, will that be at that time? >> At the public hearing time. >> Okay. I just thank you for allowing me to get some clarification. I just wanted to make sure. Okay. And three minutes. Okay. I don't see the clock. Oh, thank you. Good evening. I'm speaking tonight as the equity and human

UNKNOWN 0:30:41

rights chair for Associate Chino Teachers. I'm here to speak about what to take place the last board meeting during the special election. An event that clearly demonstrated how this board is willing to silence educators protect political agendas. Once again, this board failed to uphold the first amendment right of community members. Speakers were removed for simply mentioning public comment on social

UNKNOWN 0:31:00

media. Yet one after a recess, one individual was allowed to stand in this space and make outrageous false accusations claiming that educators are disgusting inappropriate sexual content in classroom and spoke about such content in their speech. For the record, I was the only educator who spoke that night. As a reminder, I asked that this board select a vice president who would

UNKNOWN 0:31:22

bring this community together. I raised real practical concerns like the lack of basic classroom supplies, including something as simple as tissues. In response, I was publicly slandered. A speaker used the word in a defamatory term, calling me a groomer. And this board said nothing. In fact, some members even nodded in agreement. When another educator called for a point of

UNKNOWN 0:31:44

order to stop the personal attacks, they were ignored. We were ignored. teachers who serve this district every single day. We were treated not as partners in education but as subservants. During the recess period, students were still waiting their turn. Miss Shaw, you gave two conflicting directives. First saying that we will take a 5-minute recess, then stating we're moving to close

UNKNOWN 0:32:04

session. Students, some of them doing calculus homework were waiting and were left confused. I asked for clarification on their behalf and was yelled at and dismissed. Eventually, I was told no final decision had been made, and I informed the students that they might still be heard and to stay. In that moment, a board member's comfort and ego

UNKNOWN 0:32:23

were prioritized over student voices. So, I asked, when is enough enough? When will this board stop silencing, intimidating, and distracting, and start focusing on what truly matters, educating our students, and supporting our families? Instead of censoring speakers or attacking educators, this board should focus on solutions for real issues such as paying for educational resources such as Edpuzzle, Booklet, and

UNKNOWN 0:32:45

Quizlet, providing clear communication on what district sponsored literacy tools are available to support parents, students, and daily at home and that are no since we're no longer funding accelerated reader provide adequate captioning translation services for board meeting. This month is deaf and hear deaf history month and we're also celebrating Latino history month. Yet auto captioning on YouTube only just

UNKNOWN 0:33:09

delivers about 50 to 60% accuracy and this district has a large Latino and Asian population. Language accessibility is your responsibility and it's not for negotiation. Our educators deserve better. Our students deserve better. Our community deserve better. And what our classroom needs is not more attacks but more support. providing the bare minimum should not and will not be accept.

UNKNOWN 0:33:33

>> Linda Frasier. >> Thank you. >> Hi, my name is Linda Fraser. Good uh good evening uh school board and trustees and I I'm standing here because it's in the light of uh Charlie Kirk's assassination. It's a devastating act perpetrated by pure evil. I'm a Christian follower, true believer of the Bible. Before I go on, uh, let me tell you, you are doing a

UNKNOWN 0:34:06

great job. The children are what are who that are. They are important. They're precious in the sight of God, but your job is not easy. It's sometimes brutal. I stand for righteousness and biblical truth. We are fighting the war of evil. Scripture says, "What man means for evil, God means for good." You are fighting the good fight.

UNKNOWN 0:34:35

I have heard people throw my pastor under the bus, my church under the bus, accusing them of hate. We don't hate no one. We hate sin. There are bullies that stand up at this mic and they leave before the board members can address them. A coward in my eyes. Men and women's sports, they're cheaters. Transgender, they're their own god.

UNKNOWN 0:35:02

AD455, 495, not protecting the children. If it passes, you're putting them at risk. The bullying, the mocking, the persecution is a waste of the board's time. And I believe it's a a waste of the people back here's time, too. Let me remind remind you that there are a number of prayer warriors interceding for this school board. We are all

UNKNOWN 0:35:33

accountable for our actions. You will have to answer for it. Hate will not win. And Mrs. Shaw, I've known you for 12 years and you are like a daughter to me. Thank you. My s Good evening. Uh, I'm Lys Lee and I'm a parent of a student in the Oakidge Elementary SDC program. And I'm here because I want to make the board aware

UNKNOWN 0:36:07

that our class is unusually large compared to last year. And it also includes students across three different grade levels. This environment is not appropriate for special education. It raises serious concerns about both learning and safety. Our children are coming home stressed. They talk about how loud it is, how different the needs in our classroom are, and how some

UNKNOWN 0:36:36

students are really aggressive. That is not the environment our kids need to feel safe, calm, and ready to learn. I've already written to the district asking important questions. I've asked what supports and accommodations are in place to manage a class of this size. I've asked about class size and adult to student ratios and how Oakidge Elementary compares to other SDC

programs in the district. I've asked how IEPs and behavior intervention plans can realistically be carried out in such a large setting because without the right supports in place, our students in the class can't learn and can't grow. Our wonderful teacher and president, sorry, our wonderful teacher and principal can only do so much. And this is a district level

UNKNOWN 0:37:34

issue that requires more support and attention. And so far, all I've received back from the special education um department at the district is an acknowledgement of my concerns, but no real answers. And without that information, parents like myself, we can't prepare for IEP meetings and we can't participate meaningfully, which is in our legal right. And so my hope um is

UNKNOWN 0:38:00

to collaborate and to communicate openly with the district and the board uh to get fair solutions in place. Um our children, they deserve compassion, safety, and an environment that is equal to what other students across the district receive. And our teachers um desperately need help, too. So, thank you. >> Thank you. And just so you know, I did

UNKNOWN 0:38:25

speak with Dr. Enfield. They're going to look into it and someone will be sorry. I can hear that. >> Um, Dr. Anfield, it they're looking into it and somebody will be reaching out. >> Oh, great. Thank you. So, I just want you to be aware of that. >> Thank you so much for that input. Thank you, >> Amanda Swagger.

UNKNOWN 0:38:47

>> Good evening, Dr. Enfield, President Shaw, board, cabinet, and everyone in attendance tonight. For my first topic this evening, I want to speak on the agenda item, the weak of the administrator. As a teacher, many of us are taught to avoid administration. Stay low, get our job done, don't make waves, and get through our career. But there's many of

UNKNOWN 0:39:08

us who take the other approach to work with administrators to make our campuses better. Over the years, I've got the ability to work with some amazing administrators, and I wanted to thank some of them this evening. I first want to start by thanking our head administrators, our principles from Chino High School. First, I want to talk about one of the

UNKNOWN 0:39:30

most amazing principles I've ever worked with, Mr. Miller. This guy bleeds blue Gino's spirit everywhere. But not only that, he is a strong leader that makes us all feel part of our family there as part of our community. He's someone I've worked with greatly. And from the time he was an an assistant principal when I first joined Chino High School family

UNKNOWN 0:39:52

till now, he's made our campus better. Before him, we had Felix Melendez, another amazing principal who took our campus from a low point to a much better place when he finally left years later. And then of course we have Adam Bailey who left us after one year of me being there. In addition, I wanted to talk about some

UNKNOWN 0:40:13

of the amazing assistant principles that have went on to do better things and are still at Chino High School in some cases. Of course, I can't forget the wonderful son of our board member, Mr. Cervantes. This guy is amazing. He is one of the best assistant principles I ever worked with. He cares for the kids and he

UNKNOWN 0:40:32

really makes a difference for many of them. In addition, we have Miss Miss Flores, a former teacher on our campus who has taken the reigns of their new role and made a lot out of it in a short amount of time. But there's many more. Patrice Custodial, who you saw earlier, was an amazing assistant principal that now became the principal at one of our

UNKNOWN 0:40:53

feeder schools. And of course, we have Miss Norman, our former activities director, that went on to another position in our district. In the end, there's more administrators than I could care to admit here in the amount of time. But I want to thank everyone in our district because it's so hard to take that role. You've got parents who

UNKNOWN 0:41:13

are yelling at you. You've got problems, fires to put out, and you've got to deal with all the amazing hours and things going on as part of that role. So, as part of this week, as I support the resolution for administrator week, I wish to thank all the administrators in our district who are making a difference for our students every day. Thank you,

UNKNOWN 0:41:33

>> Sarah Roari. >> Good evening. Um, tonight I'm not here to talk about culture warriors or Trojan horses and distractions. I'm here to talk about a topic that I've been lifting up for the past 18 months. A strong concern regarding this board and cabinet's ability or inability to uphold its leadership role to govern with transparency, efficacy, and good fiscal

UNKNOWN 0:41:55

stewardship. Why is this still a concern? Just tonight, the board agenda packet that's been provided um shows a strong lack of attention to detail. The pageionation is all off. The table of contents doesn't match the pages. So, it looks like additional pages were added half-hazardly without an attention to detail. So if we can't trust this cabinet and board to review documents

UNKNOWN 0:42:20

that are fairly basic in nature, then I have a strong lack of trust that when I submit my public comment on the computer and receive no receipt that it's actually taken appropriately. Um there's also a lack of fiscal stewardship. Um as in the case we're up to $175,000 already in the first month of the new fiscal year. um lawsuits that we'll

UNKNOWN 0:42:42

probably inevitably lose um as we have a a constant pattern over the past couple years of doing so. And then last meeting I had strong concerns about the behavior that was exemplified by this board in particular Mr. John Cervantes. Um you can see getting up out of your seat charging towards a community member that was sitting down. That strong reaction

UNKNOWN 0:43:03

and quite frankly dramatic reaction um is of great concern. Um, all while this is happening, Dr. Enfield, you are sitting back lifelessly not trying to deescalate the situation. As I reviewed the board agenda packet tonight, I see that we're reupping Joel Shapiro's consultant fees. What is he consulting? Because this board and cabinet doesn't seem to know how to adhere to Robert's

UNKNOWN 0:43:27

rule of orders. But I want to focus on solutions and involving the community in the solution. For the public comment process, I notice you use Microsoft Forms. There's an easy way to use Power Automate within that suite of products to make sure that when a a constituent submits their public comment, they can receive a receipt. Um, this will help with efficiency, knowing

UNKNOWN 0:43:47

where you are roughly in the order of public comment and what topics you submitted to to talk on. Happy to offer that service here proono as that's one of of the skill sets I can bring. I also um strongly encourage this board to establish a policy to respond back to community members when they email you. I've emailed more than several times and

UNKNOWN 0:44:06

have never received a response. I do have a read receipt thanks uh to technology that I see that you open it. So the lack of response is a choice at this point. Um I also would like to lift that proactively u Mr. Sean Smith is not here tonight and so I want to make sure that in the next board agenda we don't

UNKNOWN 0:44:23

see that we're approving a stipen for him um because of a known conflict of interest. If we do so, then I hope that he would abstain from this from that vote as there's a direct economic interest and this board hasn't abstained from a vote with direct economic interest since Mr. Don Bridge has been part of this board. Thank you,

UNKNOWN 0:44:51

Once again, good evening board. For this comment, I'm going to speak on a non-aggenda item. There's a lot been going on in our community in the last couple of weeks that have been negative, that have been detrimental to our society, detrimental to those around us. And to not make light of those situations, I do want to talk about the

UNKNOWN 0:45:10

positive that's been going on, especially at Chino High School. We don't always talk about the positive things, and I wanted to talk about some of the stuff going on there that's been changing the lives of our students. This year on the first day of school, we had an introductory activity where the students went to different stations and

UNKNOWN 0:45:28

got to learn about the campus, got to see, got to play great games, and got to do cool things to bond with their fellow classmates. Just a few weeks later, we had our first rally, which was greatly attended and was a great activity for our students. Our flororico team has blown up this year now having over 28 members out of

UNKNOWN 0:45:51

the over 60 that auditioned. That program once led by our former teacher now picked up and as stronger than ever. In addition to that, our cl our school population has increased over 300 students. This year I have over 170 students at the beginning of the school year and I had the pleasure of accepting a sixth period assignment, something that I

UNKNOWN 0:46:18

greatly enjoy. But even more than that, our clubs are flourishing. Our Christian club, a staple of our campus, had over 120 members attend one of our recent meetings. And we heard me we heard amazing messages by the Southland Church youth pastor and one of the youth pastors from the Calvary Chapel Church in Chino Hills. But in the end, I have

UNKNOWN 0:46:41

to make light of what's happening tomorrow. With all due respect for Don Lugo, our Chino cowboys are ready. We're on our horses with our lassos and we're ready to wrangle up some kinkies and put them back where they belong in the corral. as we get our can back after them stealing it for a year. Let's go Cowboys. Thank you board. Have a great

UNKNOWN 0:47:04

evening. >> That might be hate speech. Amanda, [Applause] >> good evening, President Shaw, Superintendent uh Enfield cabinet board members. I'm Felix Melendez and uh have a few things to finish up. I was here in May and last week's preemptive meeting. So, I'd like to uh finish some comments. I won't use my three minutes. Um, congratulations again to the students,

UNKNOWN 0:47:34

staff, and families of Levi Dicki and the leadership team there, Dr. Custodio, Dr. Hatch, um, on their accomplishments. That is uh that's saying something for what our kids can do, what our teams can do, what our communities can do when we are spotlighted. Unfortunately, the chaos culture that often times embroils these board meetings over the last few

UNKNOWN 0:47:59

years obscures those accomplishments. They go unnoticed or they go secondary to what should be, which is student recognition, staff recognition, celebrations of accomplishments. Um to the board, please remember you were elected by many to represent all. And I would hope and encourage you to revisit that mission, to revisit that responsibility, take it seriously. That's why we're here.

UNKNOWN 0:48:35

Some things that help me as an educator, as a leader, uh some things I held myself to. Um making decisions with common sense and dignity. leading with compassion and showing a willingness to receive critical feedback and process it like an adult. If I can hold myself to that, I expect our kids to, our parents to, and and I would hope that our board and our

UNKNOWN 0:49:01

leadership could do that here in Chino Valley. I've been here since 1987, and it's it's gone through some cycles, but I hope we can get back to those things. I've only been to a few meetings recently, one in May and one last week. So, so I don't know what the constant is, but our highlight reel speaks volumes.

UNKNOWN 0:49:25

Our social media highlight reel in Chino Valley speaks volumes. I shouldn't get a text on vacation in Italy on what the heck's going on with your school board two years ago, but I did. There's leadership in this room. Oftentimes, we haven't de demonstrated a a temperament to lead. Do we possess that temperament? I think so. Maybe. Can we foster that? Can we nurture it if

UNKNOWN 0:49:58

we choose to? Will we? That's up to each of you. Will we demonstrate a temperament to lead? Thank you, >> Crystal B. Good evening, board. Well, I first wanted to welcome Mr. Smith to the board, but he's not here, but I'm excited to see his contributions and what he's going to do alongside you guys. Um, second, in light of recent

UNKNOWN 0:50:35

world events and how our board meetings have been lately, um, and the concerning incident last meeting of a somebody charging the dis. Um, I wanted to raise a safety suggestion. So, my son attends Chino High and at their varsity football games, they now require clear bags to enter for attendees. And I just think that's a practical idea

UNKNOWN 0:51:00

for our board meetings. So, I would like to ask if we can consider implementing something similar here um just for safety reasons. Lastly, I want to bring forward a big concern about a teacher from Don Lugo and a hate post that she recently made on social media, Miss Sophie U. In her post, she mocked the assassination of Charlie Kirk, stating,

UNKNOWN 0:51:23

and I quote, "His death isn't a loss." As an educator and entrusted with our children and shaping and influencing our children's minds, this type of public behavior is deeply inappropriate and troubling. Teachers are expected to uphold professionalism, compassion, and fairness regarding their personal and political beliefs. By promoting hate, she is doing the exact opposite. Now I fully recognize she has the freedom of

UNKNOWN 0:51:49

speech but at the same time she's an educator with minors that are looking up to her and hanging on to words that she is saying. It comes with responsibility and she needs to consider the impact of her words. When a teacher publicly celebrates the death of somebody, it sends students a damaging message that political disagreement justifies death.

UNKNOWN 0:52:11

This is not only harmful to a healthy learning environment, but this is also emotionally damaging to students who may be grieving or struggling with the news of his death. I respectfully request that this district conf conducts a full investigation into this matter and if her posts have been deleted, I have screenshots that I can provide. She's not only an English teacher, she's an

UNKNOWN 0:52:34

AVID teacher and she is also the senior adviser for this year's graduating class. and I have many friends that are have seniors at Don Lugo that are very concerned with her involvement in their children. Um, so our children deserve better. They deserve better role models who guide them with fairness and compassion and not individuals who are going to use their platform to openly

UNKNOWN 0:52:54

promote hate and celebrate a death of somebody that a lot of our students look up to. So, thank you Paul Griffin. Uh good evening. Um so in defense of Miss U who's a friend of mine uh it's a teacher with her uh it is true that we have been instructed not to allow any of our students to have access to our

UNKNOWN 0:53:26

social media accounts. So none of her students have seen that post. just making sure of that. Furthermore, uh, as far as the Brown Act goes, uh, what I don't understand is the questions that were brought forth for Mr. Smith as well as all the other applicants. None of them had to do with finances because that is the primary

UNKNOWN 0:53:55

purpose for the board here is to assess and approve what where the money goes to help our students. None of those questions were there. It was all uh all of it was culture war policy questions. I don't mind a couple of those. But for them all to be that means that the pledge that we just took earlier for

UNKNOWN 0:54:22

liberty and justice for all makes me question whether this board is more liberty and justice for all straight people. Liberty and justice for all Christians and people who don't share our values, don't share our >> One second. while he's speaking. If there's any more clapping, this is your force warning. You can escort yourself out. Please afford him his time. We

UNKNOWN 0:54:49

don't need interruptions, clapping, booing, whatever. Just leave it to yourself. You can congratulate him outside the meeting. >> So I if we are only allowing certain people to have liberty and justice, then we are not fulfilling our pledge. That means that the like one of the actions about taking away all the safe space markers from teachers that is a symbol to let a

UNKNOWN 0:55:17

student know who's part of the LGBTQ community that this teacher is someone they can safely talk to. It's not a symbol that says that their parents are somehow not safe. That's not it at all. And teachers who don't have that card up are letting the student know, I'm probably not the one you want to talk to. If a trans student came up to any

UNKNOWN 0:55:38

one of you and said that they were having problems with other students or teachers or administrators because of their uh because they're trans, how would you respond to them? Would you be loving toward them? Or would you tell them that like someone else just said, "Sorry, but I'm not going to help you because you seem to be your own god."

UNKNOWN 0:56:04

That is judgmental. And as long as as long as that's the case, they're not safe. So, would you be willing to consider yourselves a safe space for those students? Thank you very much, >> Lisa G. [Applause] Every time this school board pulls some stunt or worse does something that actually harm students, I wonder if it can get any worse. But it always does.

UNKNOWN 0:56:37

Anyone who watched last week's meeting to fill a board vacancy could see that it was a complete sham. Every single interview question was a political loyalty test as you sought to find the most MAGA candidate possible. And Miss Shaw even had the audacity to come down from the deis to call anyone who criticized the the questions a groomer.

UNKNOWN 0:56:58

A groomer? Do you even know what that means? Even people who share some of your views could see that those questions were outrageously partisan at best and didn't include a single question about the applicant's qualifications or priorities for our district. It was an insult to our community. And Miss Shaw, as self-serving as it is when you address

UNKNOWN 0:57:18

the board during public comments, you are breaking board policy when you do not make a motion to have another board member take on the role of president. But you probably don't know or care about rules since there were so many violations of the Brown Act and Robert's rules that it all but invalidated the meeting. And while you were speaking and

UNKNOWN 0:57:36

turned around to tell me that I'd never get the board seat, that also violated the Brown Act and your rule to only address the board. Oh, and believe me, I knew you'd never have the courage to appoint me or anyone with basic decency and common sense. Of course, you went through a pathetic charade to make it look like you were considering other

UNKNOWN 0:57:55

candidates when all of us knew that you would appoint Mr. Smith, who just happens to be the husband of one of Miss Shaw's best friends, someone who has viciously attacked me and others in this audience on social media. In fact, her messages are so reprehensible that when a parent tried to read one of them into the record, Miss Shaw shut down the

UNKNOWN 0:58:13

meeting and threw everyone out rather than allow this parent to exercise her First Amendment rights. In fact, that's exactly how this board has once again opened itself up to litigation. Ironically, the language in the Brown Act violation complaint on the agenda tonight comes from an almost identical complaint that Miss Shaw herself filed after one of her campaign stops to bully

UNKNOWN 0:58:33

the Tmacula School Board. The very person who continually attempts to silence members of the public with bullying tactics and arbitrary rules has an entire section of her complaint titled Brown Act violation silencing a member of the public. If it wasn't so disgusting, the hypocrisy would almost be funny. In this area of divisiveness and attempts to stifle free speech, it's

UNKNOWN 0:58:56

up to our elected leaders to bring people together. This board through its propaganda campaign and attemp attempt to suppress dissenting voices is only adding fuel to the fire. I can only hope our community eventually wakes up and elect schoolboard candidates who actually care about education. Thank you, >> Jackie Cortez. [Applause] Happy Latino Heritage Month. I have to

UNKNOWN 0:59:21

amplify my community because no one up there will. There have been no co public commitments from this board to protect immigrant families from ICE. No attempts to provide Spanish interpretation at meetings. No outreach to the families who make up such a large part of the district. Every time I bring this up, no one up there talks about it again. Why

UNKNOWN 0:59:41

is it so hard for you to show up for Brown families? Sonia, as a schoolboard president, you carry responsibility. That means being accountable. And yet this community has watched you stay silent on one of the most disturbing issues we faced. An SRO accused of heinous crimes against children. You told the LA Times that you connected with him over your shared faith. That's

UNKNOWN 1:00:03

not accountability. That's protection. You're also good friends with the little Vat man from Chino who has been convicted so many times that his wrap sheet is longer than a CVS receipt. Yet he thinks he can call teachers groomers and you allow it. Let's be real. If the those accusations had been made against >> the board, not community members, they

UNKNOWN 1:00:22

have >> um sorry, one more interruption. You're going to have to escort yourself out. If there had been accusations made against a teacher like there was against the SRO, you would have gone straight to Fox News. You wouldn't have waited seven months to notify the community. You wouldn't have shown restraint. You wouldn't have stayed silent. You would

UNKNOWN 1:00:40

have weaponized it just like you've done before. But when it's someone in your circle, suddenly it's about privacy and investigations. You consistently targeted educators and community members who disagree with you. And you've even targeted a trans child from another district. But who really is the groomer? Look who you link arms with. When your friends post inflammatory bullying

UNKNOWN 1:01:00

bullying content online, you defend her. When she was called out, you shut the meeting down. That's not leadership. That's bias. You have no backbone. You put a lot of people at risk with your behavior. You put security at risk. and you put every one of us in this boardroom at risk with the chaotic situations that you create and the

UNKNOWN 1:01:19

chaotic people that you invite. You appointed your friend's husband, who can't even be bothered to be here, to the board in a process that was clearly performative. His resume even had redacted job details. How is that transparent? What are you hiding? And all of this while preaching about morality and family values. This board cannot move forward with leadership that

UNKNOWN 1:01:39

plays favorites, silences dissent, and protects its own over our students and staff. Sonia, this community deserves better. We need schoolboard members who uplift all students, respect all voices, and holds everyone accountable equally. And none of you come even close to serving the role. What a joke. Oscar. [Applause] Wow. Oh, the gaslighting, man. These people are, man, instead of being you

UNKNOWN 1:02:10

guys should be drama actors, you know. I mean, you guys are >> directed towards the board, please. >> So, so the drama is crazy. Okay. Um, I'm going to do a little different take I had earlier cuz cuz I had this guy that came up here. Next principle from here, Felix Mendez, right? Gas light talking about, you know, circus or talking

UNKNOWN 1:02:27

about, you know, the disturbance of social media. This guy literally pretty much assaulted me on the seventh. You know, I got it on video. Literally, I had to tell him you're going to assault me. He's bigger than me, right? So, he's literally shoving me out of the room, right? So, so he's got the nerve to come up here and complain about the school,

UNKNOWN 1:02:42

right? When he's literally on vacation in Hawaii, right? Living the best life, right? But at the same time, he's pushing constituents in the community away, right? >> So, so yeah. So, I'm I'm I'm going to record straight. So, this guy comes up here half, you know what, right? You know, like crying. So, another thing too, right? So, now I guess I was

UNKNOWN 1:02:57

reading I guess they have this uh complaints about you and stuff, you know, about the broad egg violation. So, so and then they mentioned Baka versus Marian Valley, right? I'd be surprised, but I know Victoria Baka for about 30 years before she passed away. She was my mother-in-law's best friend. I've known her. Victoria Baka, we were in the same

UNKNOWN 1:03:12

political spectrum, but but she fought her kids. She was my she was my teachers on my my kids's IEP uh um advocate, right? So, she would never she would never um accept uh somebody like Chrissy Hurst approaching the dasis, right? And the reason why uh we were all we were all clothed, we were all we all had a

UNKNOWN 1:03:29

vacuum because she did that. She literally approached a dis. She she wouldn't stop talking. She wouldn't she wouldn't stop approaching D. This is why this is why she was asked to to leave. She as asked to sit down. And of course, when we came back in, she didn't come back in. None of her friends did cuz it's all a show. They want to come up

UNKNOWN 1:03:44

and they want they want to act like they're victim. They want to act like like they're the like the one that came up earlier, the Latina minority victim. I'm not a victim. I grew up in East LA. We were all Latinos. We were not victims, you know? So, you you don't have to have somebody honor you and and

UNKNOWN 1:03:57

talk to you in Spanish. Learn the language. You're in America. You're not in Mexico. And my parents have learned the language too. So So you you come up here, you want to advocate like you're this big big hot shot, then teach them English. Do that. Do your job. But but but all this gaslighting they got and then and then not only that, but fearing

UNKNOWN 1:04:11

the name of Victoria Baka, literally the lady that I've known for over 30 years, but she passed away, right? Using their name to to uh to push this little thing on on the community, right? You don't have the right to approach a D. You don't have the right to to to uh to be a threat to anybody. So if you do that,

UNKNOWN 1:04:25

this is why we have security here because of you. Because when you act crazy, when you act a fool, we have to we have to have somebody come up here and hire more people, work overtime, pay them double probably to come up because of you. So act right. And if you're an educator, you don't like being called a

UNKNOWN 1:04:38

groomer. Stop saying that kids must change your gender. You cannot change your sex if you're a kid. Okay? If you're born with one sex, you're a bad sex. If you're if you're a person that child's a kid, you you can already have a surgery and change your sex. You're a groomer. And I said it, okay? And if you

UNKNOWN 1:04:50

don't like it, there's a lot of websites. They're called deitioners, right? A lot of kids that are adults now you and they went through they went through years of suffering. They're depressed, right? Cuz somebody some adult lied to them and groomed them to get a sex change. Don't be that person. Okay. Don't be a groomer. Thank you.

UNKNOWN 1:05:11

>> Patty kicks. Is that it? >> That's it. >> Okay. Thank you. Um, thank you to all of our speakers and um, if you would like to hear if the board may choose to, you know, ask or answer to anything that you said, you can wait till the end. Um, we're now on to changes and deletions. Pat, are there any changes deletions?

UNKNOWN 1:05:28

Thank you. We're now on to action items. The first item is 2A1 2024 2025 on audited actuals financial report. recommends the board of education approve 2024 2025 unodudited actuals financial report and authorize the superintendent or the designate to sign the 24 2425 district certification of unodudited actual financial report may I have a motion please thank you Mr. N may

UNKNOWN 1:05:54

I have a second thank you Mr. Cervantes. Any comments, questions, discussions from the board? Hearing nothing further. Board members, please register your vote. Preferential. Thank you. Preferential voting yes and all four um board members present voting yes. The motion passes with a vote of four with one absent. The next item. Did it go up? I didn't see. I'm sorry.

UNKNOWN 1:06:36

I looked too. There you go. Do you want me to wait? There you go. Okay. Thank you. Okay. And the next item is item 2B1 public hearing and adoption of the resolution 2025 2026-15 sufficiency. >> I did. >> I read it out. You said yes. >> Sufficient. Thank you. Sufficiency of instructional materials recommends the board of education conduct a public

UNKNOWN 1:07:05

hearing and adopt resolution 20252026-15. Sufficiency of instructional materials. I now open the public hearing at 7:07 p.m. Patricia, are there any speakers? >> One speaker, Natalie Cooney. >> Thank you. Good evening. I'm currently speaking as chair's equity and human rights for association of teachers. Using religion to deny the existence of people is not admirable. It's despicable. The proposed

UNKNOWN 1:07:44

reversion violates students first amendment rights speech, specifically the right to free speech during class discussion. Imagine this. A student writes an essay on a LGBTQ topic. Another student reviews it for peer feedback. Under this policy, that simple exchange. >> I'm sorry, one second. Can you pause the time? What item are you speaking to? I am speaking to is 2B.1

UNKNOWN 1:08:06

>> on the resolution for sufficiency of instructional materials. >> Yes, you had at the bottom you added a a change stating that it had to be parents consent specifically for LGBTQ. Correct. >> It is online and has been posted as well. >> Just one second. No worries. >> Taking your time. Do you know what page you're talking

UNKNOWN 1:08:41

about? >> Um, if I'm going to look out of my phone cor currently. >> Okay. It says it's on page 53 and the added information which is in um capitalized letters is on page 55. >> I think you're maybe >> you got an old agenda >> looking at the wrong agenda. >> It says for September 18th. >> Oh 53. She's talking about 61611.

UNKNOWN 1:09:20

That's consent. >> Yeah, you're talking on the wrong item. >> It says underneath I am just resolution for board policy 61 >> that only goes up to page nine and this is sufficiency of instructional materials. I'm >> a consent item. >> Yeah, you're talking on a consent. >> I'm just It says it's underneath action item online. >> So when I look on online, it's saying

UNKNOWN 1:09:45

action item. That's why I I stated for action item. It's not >> given the disparency. May I speak on the item? >> One second. We'll clear it up. >> I appreciate it. So just so I know it's under what section specifically so I can reference online and That way I make sure that it's clear cuz it says it's under um

UNKNOWN 1:10:58

action item here. It's it said that it was for >> for referencing online. I'll says it's on pa with the same page I had said, but I'm fine with again whatever you guys >> just not during the hearing on that item that has to be specific to that item. Um let us finish that hearing. I we'll let

UNKNOWN 1:11:22

you come back up and speak. Okay. Thank you so much. You're welcome. >> Well, he said, "Is it under consent? Did they speak?" >> I I understand. But she did pull the card. I'm going to continue with the hearing and then you guys can figure it out. Um, so I opened up the hearing. Are there any more speakers, Pat?

UNKNOWN 1:11:54

>> Okay, thank you. I now close the hearing at a 7:11 p.m. Wow. 7-Eleven. Now for the adoption. May I have a motion, please? Thank you, Mr. Cruz. Can I have a second? Thank you, Mr. Naw. Any comments, questions, discussions? You have a comment. Push your button, please. >> And your Yeah. Um, Mr. Fraser, he mentioned this and um it is

UNKNOWN 1:12:17

approximately 70 textbooks that we have to prepare for students to have when school starts. And um what makes it so interesting is that at the beginning of the school year, um somebody from the county randomly comes to the schools and go into the classrooms to determine if the students have their textbooks. So um um Dr. Stanfield. Who coordinates this

UNKNOWN 1:12:45

this um endeavor? >> Mr. Mr. Luke Hackne does. >> Oh, okay. So, Mr. Well done because this is pretty pretty complicated what what you have to do. You have to plan ahead, find out how many students and find out how many textbooks and then you have to order more. Correct. So, it is a lot of work. So, to be sufficient

UNKNOWN 1:13:09

Yeah. Excellent job. Thank you. >> Thank you, Mr. Cruz. Um, okay. Let's see. Okay. Hearing nothing further from board members. Mr. Cruz, that was a still an old request on their machine, right? You're done. Okay, good. Um, hearing nothing further. Board members, please register your vote. >> Yeah, I got a motion. It's okay. It's okay. And preferential. Thank you. With

UNKNOWN 1:13:52

preferential voting yes, the motion passes four to zero with one absent. Um, and just to go back, we'll let you speak under consent items during that time. So, just give us two more. We have two more action items and then we'll just go old school with the consent item. Okay. Now on to item 2C1 resolution 20252026-13 week of the school administrator.

UNKNOWN 1:14:24

Recommend the board of education adopt resolution 20252026-13 week of the school administrator. May I have a motion please? Thank you Mr. Cvantes. Thank you Mr. N for your second and any comments, questions, discussions from the board. Seeing nothing, I just want to thank them for all their hard work. We appreciate everything they do. And hearing nothing further, board members,

UNKNOWN 1:14:49

register your vote and preferential. Thank you. Preferential voting yes. Waiting for one more vote. There we go. And the motion passes with the vote of four to zero. Preferential voting yes. That concludes action items. We didn't miss any. Right. Now we're going back. Okay. Moving on to consent. Patricia. It looks like we have one speaker that may have registered it

UNKNOWN 1:15:16

incorrectly. So you can go ahead. Thank you for allowing me to speak. Good evening. I am the currently I'm speaking as currently as the chair of equity and human rights for associated chino teachers. Using religion to deny the existence of a group of people is not admirable. It's despicable. The proposed revision violates students first amendment right specifically their right

UNKNOWN 1:15:50

to speech during class discussion. Imagine this. A student writes an essay on a LGBTQ topic. Another student reviews it for pure feedback. This policy, that simple exchange, would require parental consent. What would that even look like? Are students expected to censor themselves? Would it could be punished for saying their favorite singer is Renee Rap or Chapel Ron because they're queer? You cited the

UNKNOWN 1:16:15

Muhammad versus Taylor case, which involves primarily queer primary characters in K through 5th books. But you are misapplying this ruling just to justify the effectively erasing real people. Let me ask you, who's going to enforce this? Who tracks which parents opt out? If a student casually mentions they have two moms, is this a violation? If Billy tells a friend that he has a

UNKNOWN 1:16:38

crush on Bobby, does this break the rule? Let's be honest, this policy is not about protecting children. It's about honoring and it is not about honoring religion. It's about erasing queer people under the guise of morality. In doing so, you're putting educators in violation of state law. Both AB1955 and the Fair Education Act requires that inclusive curriculum that reflects LGBTQ

UNKNOWN 1:17:02

inclusive and contribut contributions to history and society. Instead of focusing on students well-being, this seems like performative policym driven more by social media attention than any concern for family and students. Once again, you're revising policy without teachers input. Let's not forget that there's already policy existing that allows parents to opt out instruction that has genuinely conflicts with their religious

UNKNOWN 1:17:26

belief. So what would this actually count as a violation? In American Sign Language, all pronouns are genderneutral. Does that teaching that linguistic fact break the rule? What about teaching about Sally Ry, the first American woman in space, a proud lesbian, or Alan Turning, the founder of computer science, a gay man? Or if we play we will rock you at an assembly.

UNKNOWN 1:17:47

Are students getting pulled out because fair Freddy Mercury was queer? This is nonsense. Focus on real issues. Crumbling classrooms, overburdened teachers, educational inequality, not erasing LGBTQ people from history and everyday conversations. Respectfully, do better. And let me say, if your belief system is so fragile that even the mention of queerness shakes its foundation, I refer you to Matthew 7. A

UNKNOWN 1:18:18

house built on sand cannot stand. Perhaps your energy should be spent on ensuring your own faith is built on a solid foundation. Thank you. [Applause] That's it. Okay, board members, if you have an item to pull, please indicate on your monitor. If I want to just speak onto that one, should I pull it out for discussion and

UNKNOWN 1:18:47

vote on it separately? Okay, I am going to pull item number. Give me an item number. I'm going to pull the revision of board policy 6161.11 instruction supplementary in instructional materials. We'll continue with the rest and we'll go back to this one in one second. Okay, that's all I have for polls. Any other polls? Okay, for the remainder of the consent

UNKNOWN 1:19:16

items, may I have a motion, please? Thank you, Mr. Naw. Thank you, Mr. Cruz. Board members, please register your vote. Preferential. Thank you very much. Preferential voting yes. All board members with a yes. The motion passes with a vote of four. And now we're going to go back um to item number 3C3. May I have a motion, please,

UNKNOWN 1:19:43

to put it on the floor. Thank you, Mr. Knock. Can I have a second? Thank you. And I would like to read into record. This is actually our revision of the board policy again. 6161.11 instruction supplemental instruction instructional materials. Um, obviously we take Supreme Court very serious as uh they should. Unfortunately, all of California does not do that. Um,

UNKNOWN 1:20:09

especially the CSBA. So, I'm grateful that our uh staff pays attention to details. And I'm going to read you that sentence. It says before using any supplement supplementaryary literature dealing with any topics that may be deemed controversial, principal approval and written parent guardian notification is required. We've had this policy by the way. I think this is a

UNKNOWN 1:20:30

great policy and I will refer back to when I was a parent and CRT was being put into the classroom. I reminded our staff of this policy because I along aside other parents never got the notification. Um but with that said, it said it continues to say individual students without written parent guardian permission will be excused from specific

UNKNOWN 1:20:52

activities involving supplement supplementary reading assignments and the student will be given an alternative assignment. For example, pursu pursuant to Ma Mahmood uh versus Taylor 2025, instruction inclusive of LGBTQTQ plus content requires parental notification to afford parents and guardians the right to opt their child out of instruction that conflicts with their sincerely held religious beliefs. There's no hate here. We're following

UNKNOWN 1:21:22

Supreme Court. I'm grateful our district does exactly that. And um we actually focus on education. Uh, education should be free from ideologies. Period. Dot. With that said, any other board members have any comments or discussions on this item that I pulled? It's on the floor. If not, board members, please register your vote. Preferential. Thank you. Preferential voting yes. All

UNKNOWN 1:21:53

four board members present voting yes. The motion passes with the vote of four to zero. Thank you. We are now to information on to information items. Are there any comments or questions? Seeing none, we're now on to board member communications. Mr. Svantes. Hello everyone. Thank you for being here. Uh just a couple things again. uh Levi Dicki, their AVID program.

UNKNOWN 1:22:26

Outstanding Dr. Custodia. I've known her for man over 15 years now. She does an outstanding job. This has always been a passion of hers and to see those kids learn that leadership this early. It's outstanding. So, it's great to be recognized and so excited about just recognizing our administrators from not only up here in uh you know,

UNKNOWN 1:22:49

superintendent level, the cabinet, all the way down to our schools, our principles or assistant principles. Outstanding jobs and they should be recognized. They do hard work. I mean, their hours, they start early and you know, they go home when they're done, not when the clock strikes a certain time. So, you know, that's that needs to be recognized and appreciated. So, we we

UNKNOWN 1:23:10

definitely want to do that. And then just, you know, another thing last and probably most important is uh you know, this is a board meeting. It's not a yard sale or a circus, right? And sometimes, you know, I wonder uh we need to have decorum. You know, when this is the way I look at it, when we have people yelling and

UNKNOWN 1:23:33

screaming and they're out of control and they're asked to leave and they don't leave, you know, honestly, we're going to ask you, tell you, and we're going to make you. It's that simple. It's not going to be a discussion. We're not going to sit here and wonder what's going to happen. If you approach the DAS, you become a threat. That's just

UNKNOWN 1:23:48

the way it is. You know, I I come from that world. I want to see your hands at all times. Sorry, I'm not going to change my thinking. I come from that background. So you got to understand the the type of age we live in. We're not going to take that lightly and you need to understand that this is a board

UNKNOWN 1:24:07

meeting. We have to have civil discourse. We have to be able to agree to disagree. It's great to have healthy dialogue and not always agree. That's fine. I don't expect everybody to agree with me or anybody else up here. But when we're out of control, we're not following rules. Keep in mind causing a disturbance is still a misdemeanor. So when you're up

UNKNOWN 1:24:28

there out of control and refusing to leave, we have law enforcement here for a reason. They're not here just to stand here and look pretty. Guess what? They'll they'll take action if need be. Don't forget that. This is a board meeting. We will have order. Period. Thank you very much. >> Thank you, Mr. Zantes. Mr. Cruz. [Music]

UNKNOWN 1:24:54

If Daniel was here, I want to be a bus driver. I did that last time. >> I I told Dr. Enfield that in three, four years I'll retire and I'd like to be a bus driver. I'm serious. Serious. And Miss Fagger, you know, you're you're you're a great person. I hope you get your certificated in administration. You would be really

UNKNOWN 1:25:21

good. You're good with kids. So, I hope you do. I really do. And President, yeah, having three different grade levels in one class, it's hard for the special teacher. So, thank you, Charlie Kirk. A man who poured his servant heart into this country and American youth. He is a courageous warrior for faith, family, and freedom. Charlie didn't just talk. Charlie got

UNKNOWN 1:25:52

millions of American youth to stand up, think for him for themselves, and voted. Charlie never backed down. Very polite, going to colleges. That courage, we want that in everybody. You know, just before he was taken from us, he stood firm in his faith and telling Utah college crowd his one last sermon. He stated, "He died for all that

UNKNOWN 1:26:18

those who live should no longer live for themselves but for him." You know, this guy was amazing. He stand alone as if he was like a captain right in the front. And knowing the fact that the high percentage of him dying was really up there. And so he had peace in his heart and whatever happened happened. But

UNKNOWN 1:26:44

Charlie Kirk taught us something. Taught all of us. And that is we cannot be afraid or intimidated. And we have to do our share, too. And it doesn't matter how big or how small it is. Go to your school board. Go to your city council. Go to your water district. Stand up for this country. Because you know what's interesting is

UNKNOWN 1:27:06

that people like Charlie Kirk, like Martin Luther King, they end up dying, which is very unfortunate. Good good men, good women dying for the cause of of our freedom. So it is our job to not to be fearful and to move and start doing what's good for our country, for the future of our children. Thank you. >> Thank you very much, Mr. Cruz. We

UNKNOWN 1:27:41

appreciate your comments. Mr. Naw, um, press the button. >> Yeah. Thank you for um all the speakers um coming out tonight to um talk to us especially the teachers um who had given everything supporting our students and our principles for example our great teacher from Chino High School. Thank you so much. I appreciate you and as I have

UNKNOWN 1:28:20

spoken to you right before the meeting, our friendship will go this lifelong journey because we are focused on our students and building relationship with others and it's all about serving others. It's not about fighting. It's not about being a trivial but being a substant person who cares about our children from our hearts. So thank you for your

UNKNOWN 1:28:57

servitude for the multitude. Thank you. and our nation was traumatized and truly hurt of learning of her passing of uh Chali Kirk. I'd like to ask our meeting to be adjourned in memorance of Chalik Kirk and also prayer for his lovely family, his two children and his wife. And that will be my comment for tonight. >> Thank you, Mr. Nod. It's already in the

UNKNOWN 1:29:42

works. Thank you again and Dr. Inel. All right. Well, thank you, board. I want to thank you tonight for approving the resolution week of the administrator. Um, again, I also want to thank all of our administrators for the work that they do at our school site. It's a tremendous amount of work to to to be able to lead a school site and all

UNKNOWN 1:30:04

of our principles across our district do a phenomenal job. And again, I want to recognize them and thank them for the work that they do. As a superintendent, I couldn't ask for a better group of uh principles across this district. uh extremely proud of the work that they do. Um earlier tonight, Dr. Hatch talked about every one of our schools reach the

UNKNOWN 1:30:23

uh platinum for PBIS. Um that's that's to create a positive school uh climate at their school site. And that doesn't happen without the leadership of the site administrators. It takes everybody to make that happen. everybody at a school site to do the work to be able to uh receive that recognition to be a platinum level. Um it takes a a

UNKNOWN 1:30:47

dedication and commitment uh from the board of education to put the resources into that program. Um there is a lot of money that goes into that program to provide uh intervention counselors at all the school sites, all the resources that go into that, the time and the energy, but it's led through the administration at every school site.

UNKNOWN 1:31:07

Every single school in this district is platinum level. I don't know anybody in the county that has reached that level. Um, but that is a a phenomenal feat if you think about at every single school that we have in our district that they've all reached that that level. And again, it's the work that everybody does, but it's led through our

UNKNOWN 1:31:27

administration. Um, I'm extremely proud of that work. That work was started like 14 years ago. We started that work 14 years ago with just a couple of schools volunteered and then other schools wanted to come on and then over the years we built that program. But it shows you how long it takes to take something from the the beginning to

UNKNOWN 1:31:49

becoming to become that platinum medal at all the schools. So it's not something that just happens overnight or that it's very simple to implement. But over those 14 years, we've continued to build that programs and put resources to to make that happen. Um the other thing that we're our administrators are in charge of of leading is the work that we

UNKNOWN 1:32:11

do in the area of PLC and that work you know we're about seven seven eight years into that work and again every year we start to see you know uh improvements improvements uh in looking at that instructional piece and again the the the PBIS is much simpler than increasing instruction I mean that's an issue that that goes across our nation of trying to

UNKNOWN 1:32:37

raise test scores and improve for all kids. To be able to move that in a system this big is a tremendous endeavor that our district has taken on and continues to take on. And if it took 14 years, it's going to take at least 14 years for our work through the PLC. U but we see that it continues to get

UNKNOWN 1:32:57

better and better every year and more and more kids are performing. Um, and again, that that work requires everybody across the district to be able to make that happen. And again, district-wide, we do a phenomenal job. But again, that work starts with the leadership of all of our principles. And again, I want to thank all of them for the work that they

UNKNOWN 1:33:16

do to lead these two big programs in our district. And that's what we stay focused on. Those are the two things as a superintendent. When kids come to school, I want the school sites to be safe physically. And that's maintenance and the principles working together. And then the second part of that is the psychologically safe that kids are

UNKNOWN 1:33:34

psychologically safe when they come to our school. So that's the PBIS. That's what that works on. Um and then the the third component is that we have high instruction. That's our work through the PLC. And so those are the three things as a superintendent that I'm focused on and I stay focused on. And again, that work is led by our school

UNKNOWN 1:33:51

administrations. And again, I want to thank you for recognizing. I know that's not until October, but again, thank you for recognizing them. I'm very grateful and I echo everything that you said. Thank you for being passionate. I remember going from mom to school board member sitting with you and asking what is it that you have not been

UNKNOWN 1:34:10

supported in that you would like your board to be supportive of and you explained it to me. You walked me through. You offered all the board members to be walked through. You showed us the teachings, the PLC program sitting in there with them. I we saw your heart. We appreciate that. A lot of people don't get to see that. So, thank

UNKNOWN 1:34:28

you for the continuous work. We've always said even when the state superintendent tried to bully you and others, give them to us. We'll deal with it. You guys do the expertise job of making sure our kids have a great education. So, we definitely recognize that. We love it. We support it. That's what we're doing. Um, I just want to

UNKNOWN 1:34:47

point out Proverbs 28:1. The wicked flee, though no one pursues, but the righteous stays bold as lions. And when truth is spoken here, I'm just going to say the wicked fleas. Um, with that said, I am excited for that. I'm also grateful um for Mrs. uh Dr. Custodio. Man, her heart is in it. I realize that the minute she invited me to her campus

UNKNOWN 1:35:11

years ago. Um I'm bummed I don't get to do the dinner and and celebrate, but Cervantes is going on behalf of the board. So, have fun with them. They're a great group. Um, you're going to love it. And I also have some words. I know we're going to close in memory of our our friend um, Charlie. But

UNKNOWN 1:35:32

I want to first say with Charlie's passing, so many of us are mourning deeply. My husband who's sitting in this boardroom tonight, I usually don't let him because I don't want him to have to be protective over me when people charge the dis or say very horrible, wicked things. Um, but with that said, I respect he's the man in my in our house

UNKNOWN 1:35:54

and he knows when our lives are being threatened, he stands up and he's there. Oscar Avula, I know you get attacked and brother, oh, we are going to be celebrating in heaven. I am so sorry. I cannot stop people all the time from attacking you. But if they only saw your heart, your dedication, what you do to protect our kids, the

UNKNOWN 1:36:17

time that you spend, but more importantly, the girls, your daughters, your kids, they see that they will grow up being warriors just like you. They already are. Your daughter spoke at that board meeting. I remember years ago. And I I saw such courage in her. And that comes from you. And I know that's comes from God. Only God can give you that. I I get

UNKNOWN 1:36:40

it. Trust me. If I can protect you guys from the evil, then I would. But I know God's going to protect you. And he blesses those that are cursed that do his work. So keep it up. Nicole, Crystal, you guys, too. Linda, man, woman, your words. You are my mother. God knew I needed you. And the other

UNKNOWN 1:36:59

beautiful K, that is my other grandma. We call her Grandma K. Thanks for always being here and just being prayer warriors in the room. I know it's hard because you see such wickedness here. Um, with Charlie's passing, a lot of us are mourning deeply. The nation's mourning, children are mourning, my own children are mourning, students are mourning, adults are mourning all

UNKNOWN 1:37:18

throughout the nation, even in other countries. His family is mourning the loss of their their husband and their father. It's absolutely devastating. What makes it more devastating is not only the action that they took his life, assassinated him just for having conversations. He never fleed. He stood there and he lost debates. But he showed truth. He he he he inspired the young

UNKNOWN 1:37:45

generation when he saw them being attacked. When they when he saw this these wicked people trying to take away the truth from them and and take away their future, he inspired in them to think on their own. He inspired conversations. The people wishing death and they did take his life but on his family now and there is celebrating his assassination.

UNKNOWN 1:38:09

It just shows the wickedness in this world is overwhelming at times but I still believe in my heart God is in control and a fire has lit so great that it will never stop. I've only shared glimpses of evil that we face because I don't want to scare people away from fighting the good fight. Sometimes in the right time things do need to be

UNKNOWN 1:38:30

exposed. It's a hard balance because we want to protect innocents from harm. Many of us who speak truth experience hate. And often we don't even share the worst of it. I'm telling you right now, it's just common sense what we're fighting for. Boys are boys. Girls are girls. Adults telling them they're born in the wrong body and trying to push it

UNKNOWN 1:38:53

through legislation, trying to push it through teaching. Go look at Prism. It was legislated. It is the law. The training is so wicked. Thank God our district refused to do that and do their own meeting barely the letter of the law. And I I'm saying that because we are meeting the letter of the law. But man, why do we

UNKNOWN 1:39:10

have to legislate LGBTQ plus into the curriculum? Why teach kids? Give them a pathway. I sit on our Baldi View RO technical career board with four districts total. We're the fourth one. We shouldn't be looking for breadcrumbs of funding. We should be fully funded. I got a P request for this Prism training. Millions upon millions of dollars and

UNKNOWN 1:39:37

they're trying to make the teachers push this in. Don't tell me it's not happening. It's happening. I sat through the four hours of horrendous training because I refused just to sign the dot or allow them to sign the dot and put it into place. You know what these lawsuits they talk about? You know who it's from? CTA people that stand here that charge

UNKNOWN 1:39:57

us. We have to get attorneys involved. That's the truth. They are causing this money. Yes, it does. Districts do need to have legal representation and we do have a right to protect ourselves from but from what? Because we stand up for education because our we want our kids to learn how to read, right, and do math. Luckily, we're not that district in

UNKNOWN 1:40:17

California that's on declining test scores because we are focused on that. And the funniest thing is the last board meeting for the special board meeting. Can you imagine adults being hellbent because they want to we want them to answer policy questions. They obviously don't know what a board member is because every question had to do with policy. Every question has to do with

UNKNOWN 1:40:37

legislation that comes from Sacramento. I remember sitting standing right in the in there at the other board meeting what five and a half years ago begging them not to pervert Title N. Begging them don't follow it, protect our girls, begging them don't put dispensers in the in the uh tampons in the boys restroom. But guess what? California lawmakers did

UNKNOWN 1:40:56

it anyways and they legislated it so they could force districts. What the hell are we dealing with? Seriously, enough. We want education. We won't be asking those questions if we didn't believe it was here in front of our face. Why should I have to ask a board member, a a potential board member, if you think sexually explicit books are

UNKNOWN 1:41:15

okay to be in the hands of children? Because it's happening all over California because they're legislating this. Why should I have to ask them are they okay with a boy entering a girl's restroom? You have my word. I don't give a crap what anybody says or they take me to court if a boy enters our restroom and a parent reports it to me. an

UNKNOWN 1:41:32

emergency meeting and I pray to God these guys will break that law because that is hurting our children, both the boy and the girl. I don't care. Take me to court. Put me in handcuffs for breaking a law that protects kids. I will go down in history for protecting our kids. And the only way you're taking me out of this place is on a stretcher.

UNKNOWN 1:41:47

That is the truth. And let's read the definition for groomer. Groomers are those that a person that builds up a relationship with a child or an adult who is um not aware of things who's at risk so they can manipulate them. Why are you telling children they're born in the wrong body? Why kids are not born in

UNKNOWN 1:42:08

the wrong body? So what if a girl wants to be a tomboy and dress like a boy and so what if a boy does that? That's up to their parents if they allow it. I don't like it. But for an adult other than their parent to tell them they're born and born in the wrong body, what the

UNKNOWN 1:42:20

heck are we dealing with? Who are we? Who are we? Where have we gone wrong? California, wake up. Wake the hell up. These are children. This is in the school. Don't tell me I'm lying. It's there. It's in every piece of legislation. Supreme Court rulings. Wake up, parents. We're here. They don't threaten my life because I'm Oh my god.

UNKNOWN 1:42:42

Let me sign on the dot what California uh Department of Ed wants. Screw them. Come after us. Our kids will succeed because we will stand in the way and we'll let these experts, these experts, the teachers, the experts in the back, the police protect us, Lord. Thank you that we have great security because God only knows. Last week when they

UNKNOWN 1:43:03

assassinated our brother, death threats came rolling in to the rest of us speaking out, including my own family. We have went wrong in society if we don't stand up enough already. Let that fire burn inside you. Get mad, get angry, put into action, and take action to protect our kids alongside those that are. With that said, >> I just want to say something.

UNKNOWN 1:43:28

>> Hold on. Your thing is not on. >> President Shaw has received three death threats. >> Wishes. >> Wishes recently. So that's what we're dealing with. We're dealing with monsters. >> Charlie reaped what he sowed. So are so did you. Can't wait for you. You're next. All true. Those are just a few of them, guys. Why? Because I say boys are

UNKNOWN 1:43:51

boys, girls are girls. I don't want boys and girls restrooms and vice versa. And I don't want people telling boys they're born born in the wrong body. Because we don't want ideologies that should have never been there that are rooted on Marxism in the classroom. God is my witness. take me out on the stretcher because I'm not giving up. My

UNKNOWN 1:44:08

husband will not give up. He will not pull us out of this because we serve an almighty God. And with that said, this meeting will be adjourned in the memory of our brother Charlie Kirk in recognition of his life, his leadership, and the lasting impact that I believe that lit a fire so great that this next generation does have a future because

UNKNOWN 1:44:26

we're going to hand the torch to some amazing leaders. And I say that at 7:45 p.m. the meeting is adjourned.
