Reagan? >> The board met in closed session from 4:00 p.m. to 5:50 p.m. regarding conference with legal counsel, anticipated litigation to possible cases, conference with legal counsel
existing litigation seven cases, student readmission matters, student discipline matters, conference with labor negotiators ACT and CSEA, public employee appointments junior high school principals, high school assistant principals, uh and elementary assistant principals. Public employee discipline, dismissal, release, and public employee performance evaluation superintendent. The board took the following action. By unanimous vote of 5-0 with Cervantes, Cruz, Na, Smith, and Shaw voting yes, up- approved
the following appointments effective July 1st, 2026. Camille Mowatt as a elementary assistant principal of Newman Elementary School, Jeremiah Fellows of element- at elementary assistant principal Eagle Canyon Elementary School, Shirley Perez high school assistant principal of high school of Ayala High School, Daniel Glindo junior high school principal of Briggs K-8 School, and Christine Dalstrom junior high school principal of Canyon Hills Junior High
School. Directed legal The board directed legal counsel to accept the settlement agreement with Mel Smith Electric Inc. related to the Ayala High School Performing Arts Center project with a vote of 5-0 with Cervantes, Cruz, Na, Smith, and Shaw voting yes. And directed the superintendent in consultation with legal counsel to settle the matter regarding the claim number 195-3524
with a vote of 5-0 with Cervantes, Cruz, Na, Smith, and Shaw voting yes. No further action was taken which requires public disclosure. >> Thank you, Ms. Reagan. outstanding accomplishments of our students and staff. Tonight, the Board of Education is proud to recognize Chino High School's Track and Field program for their remarkable achievements at the 2026 CIF Track and Field Championships. Competing at the state level requires extraordinary dedication, perseverance, and determination. These student athletes represented Chino High School with pride while competing among California's top track and field
athletes. We have Lucas Villa Lobos advanced to the CIF Track State Track and Field Championships after earning third place in both the boys para ambulatory 100-m and 200-m events at the CIF Southern Section Masters Meet. At the state championships, he earned ninth place in both events. Can we give him a round of applause? We'll be calling them all up to the
podium soon, but I want to give you a little bit background about the rest as well. And then we have Gionni Phillips advance to the CIF Track and Field Championships after earning fourth place in the girls 100 meter hurdles at the CIF Southern Section Masters Meet. She went on to earn eighth place in the event at the
state championships. Can we give her a round of applause? And then we also have Arri'el Middleton returned to the CIF State Track and Field Championships after capturing first place in the girls para ambulatory shot put at the CIF Southern Section Masters Meet. She successfully defended her her state title by earning first place at the state championships for the second consecutive year becoming
a two-time CIF State Champion. Can we give her a round of applause? We also never would forget and we want to recognize head coach Jessica Arri'el for her exceptional leadership, dedication, and commitment to excellence in guiding these student athletes to distinguished performances through the season and at the CIF State and Track and Field Championships. Coach Arri'el, would you please come

>> I got to just really quick. Okay. I want to start off by first recognizing Gianni Phillips. One thing that you should know about Gianni is she is actually the second athlete for Chino High history to actually win a divisional title at CIF finals in the 100 hurdles. So, I just want to say congratulations to you on that.
And also I really want to thank Ms. Van Emburgs, Aurelia's mom, and Aurelia as well. They have really opened our eyes and brought awareness to the sport of track and field for our para athletes, which also allowed us to help Lucas and find a pathway for him as well. So, we just really can't thank you guys enough.
So, appreciate it. >> [applause] >> And also thank you to our board for recognizing us as well as our administration for always being there for all the support. >> Absolutely. First, as someone who was born in Kenya
to Nigerian and Kenyan parents and raised here since I was 6 months old, my ancestral roots are on the mother continent. Tomorrow, however, we honor the ancestors rooted to this continent, in this country, from these lands. Ancestors like Sally Hemings, a victim of her predator slave master Thomas Jefferson, who had six kids with her despite Sally being the very definition
of unable to consent. Ona Judge, the personal slave to Martha Washington, the same same slave that the Washingtons hunted down using federal resources till their last days. Anarcha, Betsy, and Lucy, three women that America's version of Mengele, Marion Sims, performed gynecological procedures on without anesthesia because black women don't feel pain the same way as white women. Medical racial bias that
persists to this day and that I myself have been the victim of many times. Second, I want to remind everyone in this community, especially those sitting up there on the dais, of the fact that there are teachers in this district who have said the N-word in classrooms around and to children. Some multiple times and some who have helped get board
members elected. There are principals who are using their position to retaliate against their educators and getting away with it all because they make sure to jump when the board says how high. Now, I'm I'm not saying this because, as Mr. Smith's wife said, I only care about my race or because, as Oscar Avila told me, because I'm stuck
on the Democratic plantation cuz I like to complain so much. I'm saying this to implore HR to take a look at their reporting procedures, create an and create a mechanism for anonymous complaints, especially as they relate to possible Title IX violations. Teachers, staff, and district personnel shouldn't risk their jobs or retirement seniority speaking in this room or reporting
foolishness they have witnessed. If you continue to fail in your duty to this district and the people within it, as bad as things are, it's never going to get changed and only keep getting worse till something catastrophic happens. Anyways, I know no one at the dais will address anything I said, so I wanted to say to everyone to start coming to these
meetings and making your voices heard. Remember, you're not talking to them cuz they've made it clear they don't care. You're talking to us, to people like me, who will make it our mission to make sure that despite their apathy, you'll get everything you need to be safe, happy, and healthy. Happy Juneteenth and to the ancestors who made it possible
for me to stand here in this room today, from the bottom of my heart, thank you. >> Lauren Wills Crawford on a non-agenda item. >> Good evening. My name is Lauren Wills Crawford. I'm here tonight because of recent events involving neglect and abuse of my 5-year-old son. His name is Julian. He's autistic and non-verbal. The abuse occurred while he
was at school and under the care of a special education teacher and aid. I initially suspected a problem when he came home from school one day in the same diaper he went to school in. His diaper was so soaked in urine that it was disintegrating and the urine had soaked through his clothes. Needless to say, I was deeply concerned
for my son's well-being while he was at school. And with me receiving no response from the teacher and Julian being unable to communicate any details to me, I sent him to school the following day wearing his smart watch because in my experience where there's neglect, there's abuse. And I'm both saddened and enraged to report that that was indeed the case
with Julian. What I heard through his watch that day was profoundly disturbing. And while I won't get into all of the details, you should know that it involved both verbal and physical abuse. While Julian was in a bathroom with a male aid sitting on a toilet with his pants down. I don't quite have the words to describe
to you just how enraged I am. It is both disgusting and heartbreaking that anyone would treat a child in the way that I witnessed Julian being treated that day. Unfortunately, though, Julian's experience exists within a much larger and deeply troubling reality. Research has consistently shown that individuals with developmental disabilities, including autism, experience abuse and neglect at nearly
three times the rate of their non-disabled peers. For nonverbal children, the risk is even greater. So, I ask you tonight, what is the board doing to ensure the safety of severely disabled children throughout the district, particularly those who can't speak? Because whatever isn't place right now, it's not working. If it was, what happened to my son would not have
happened. Why? Why are there no cameras in these classrooms? Why are we not using the most basic technology to monitor what is going on? I know it can be done. Districts across the country have done it successfully and at very little cost. As such, I'm formally requesting that this board take the appropriate steps for the installation of video cameras in every
single mod-severe special education classroom district-wide, every single one. For students like Julian, cameras will provide an additional layer of safety that can serve as a powerful deterrent against abuse, neglect, and misconduct. For parents like myself, cameras offer peace of mind. For teachers and classroom staff, cameras provide protection against false accusations. And perhaps most importantly, for administ- >> Catherine Gardner on a non-agenda item.

with an email to all of us. Um and we'll make sure that we have it a staff to address. >> Hi, Ms. Shaw and the board. I'm here to document a history of animus, harassment, and hate incidents against LGBTQ individuals from Sonya Shaw and her Protect Girls Sports Group and campaign she co-leads. Incident number CVH-CCRA87U was registered with the state of
California Against Hate Reporting. It describes a hate incident associated with Ms. Shaw and her group that took place at the CIF Division 3 preliminaries in the Yorba Linda High School parking lot on May 10th, 2026. The victim of the queer bashing attack, a trans man who leads Pride at the Pier, was previously harassed at a CVUSD board
meeting in a hate incident that occurred on March 7th, 2024 that Ms. Shaw allowed to happen. A group associated with her held up a sign that said groomers and pointed it at any queer person who spoke during the meeting. Ms. Shaw allowed the group to stay and took pictures with them after. She allegedly laughed and took a picture of
the sign from the dais as well. The incident at the track meet is also connected to a hate incident that happened at the same event last year in May 2025, where Ms. Shaw heckled a transgender athlete, a minor child, and cornered the child's mother screaming in her face. Ms. Shaw had no children competing at the meet. That incident was registered
with local law enforcement by the child's mother. The queer bashing of the trans man, the trans child, and her mother are only three examples of the animus Ms. Shaw and her Protect Girls Sports Coalition, which includes DOJ lawyers like Bill Essayli and Chino Valley Unified's former lawyer, Julie Hammel, have displayed these past few years. Ms. Shaw, your cruelty will be your
undoing. The only difference between last year and this year is that last year you screamed at trans people yourself. This year you had your husband harass them. >> Paul Griffin on action item 2B1. >> Hi. Um so, for the adoption of the budget, um I didn't have a chance to to look to see what's there and uh
pretty sure it's large, but what I would appreciate very much is if uh anyone here on the board when you're going to pass it, when you're talking about it, uh did it include a podium for us? It'd be very much appreciated. Um I know we talked about it at the last meeting. Um I know that uh there's been a lot of other things that
I've wanted to talk about, which has prevented me from addressing this particular issue. Ms. Shaw, you said at the first meeting we brought it up that we have done so much good work, so many achievements worth noting uh for our district and and with the board, and if that is so, uh and I do agree there's a number of
things that that we can be happy about. Um the thing that you said was that out of all of these things we're complaining about, a podium. Well, if we can make all of those achievements happen, I think we can make a podium happen given how little it would take. So, I'd appreciate it once again if you can let us know if a podium is in
the budget. It'd make a lot of us happy. And if not, if you can explain a rationale for why a podium would not be in the best interest of everyone in the community. Thank you. >> Lisa G on a non-agenda item. >> As school board president Sonia Shaw campaigns for the job of state superintendent of public instruction in
the November election, she has been claiming credit for our district's academic success, but voters should know the truth. One of the reasons students are doing relatively well here is because the previous school board made the decision in 2021 to add 30 minutes of instructional time when our schools reopened after COVID. This helped reverse some of the learning
loss that students around the country experienced while classes were online. You know who was among the loudest opponents of that policy? Sonia Shaw, who would disrupt school board meetings as a parent to scream at the board. So, the policy that helped students the most was opposed by the candidate who is more focused on spreading misinformation and spouting MAGA conspiracy theories than
on improving academic achievement. I've attended nearly every school board meeting since she became president almost 4 years ago, and I can attest to the fact that Ms. Shaw rarely mentions any academic programs, teaching innovations, or tech updates. 99% of her proposals, resolutions, and rants are political in nature, from book bans to attacking teachers. Like the political groups and dark money that back her, Ms.
Shaw is focused on dismantling our public school system so our tax money will instead be paying for even rich people to send their children to private schools. That's in stark contrast to her opponent, Richard Barerra, who leads San Diego Unified School Board and has a track record of actual successes and seeks to improve public education for all students. It's distressing to see
how many California voters have been fooled into thinking that Ms. Shaw, who brags how she barely graduated high school herself, actually cares about academics. I can't recall the last time a member of this board asked a single insightful question before a vote. Not on the El Cap vote at the last meeting, not on approving hundreds of thousands
of dollars in legal fees to pay for unnecessary lawsuits, not on approving millions for record-high salary increases for our cabinet or for themselves. Our district thrives in spite of an incompetent school board, thanks mostly to great teachers, staff, students, and families. I'd like to dedicate this speech to one of those teachers, Amanda Swagger of Chino High School, whose memorial service was
today. She was a valued member of our group, Chino Valley Defenders of Public Education, and will be greatly missed. Amanda always spoke up for what she believed in and sought to bring people together. That's why it was so disrespectful to hear Ms. Shaw at the service today say that Amanda was one of her biggest supporters. Amanda made it
clear that she respected the separation of church and state and wanted to see a change on this board so we could finally be focused on education instead of the culture wars that now permeate every meeting. Rest in peace, Amanda, and know that we will keep fighting. Thank you. >> Paul Griffin on a non-agenda item. >> I just a couple of things. First off,
uh sharing my congratulations with the with the track team there. That was magnificent. Ms. Shaw, uh I would like to extend one small bit of uh appreciation when you did speak uh about Ms. Swagger is that you did say that uh she was sent by God to do a a great work and she did and I appreciate that.
Um The other thing I want to bring up though, and I think this is just to make sure we all get uh we all understand one another. There was a teacher in Colorado who made same-sex students kiss. And that teacher was rightly fired. I've asked many people on my side of uh the argument and I've talked to people on the
opposing side of my aisle. And we are all in agreement this was the correct decision. And I just want to make it clear that while we do support the LGBTQ students we don't support them this way. And it's completely inappropriate. And if anyone ever did do that in our district, I would hope they would be uh meet with the same fate.
So there's the proper way of of supporting these students and then there's an improper way. That one was an outlier and is not what we would say normal support uh for those students. So if we all can agree to that one uh I think that could be that little bit of uh common ground as Mr. Cervantes you you requested uh a
couple of meetings ago. I hope that this would be some common ground we can all stand on. Thank you. >> Is that it? Thank you. And we're now into changes and deletions. I think I would just like to point out um when I first came on board, one of
the things I've always heard is Chino is not competitive, but I learned that the funding model in California is not equitable. Um and that was shown to me. I learned it. We saw how the funding is distributed. Obviously, if you have a lot of failure, you get more money, unfortunately, in California. So, I want to acknowledge the, you know, the
increases in test score, our um even students in the seats. We we do a great job, the graduation rates. Um but then also, Monroe, in all fairness, he had left um you know, to move to another state, but him and I came in with a complete 100% united thing to say, "Okay, it's not competitive, but what we
can can what can we do to make it more competitive?" And I want to thank again you guys for um and the and the rest of the board that supported it as well with that dream and vision. And then our staff to really truly dig in and see what we can do to make sure that we keep
doing as much as we can when we can within our means, so we're not laying off people like we've seen other districts give high raises and then lay off 150 to 280 people, which is devastating. Um so, thank you again for supporting the board's mission as a whole to make sure that our salaries continue to be, you know, heading in the
right direction. So, we want to acknowledge that and thank you again. And I don't see any other Okay, Mr. Nah. You got Mr. Nah, Mike Sam. >> Yeah, um I just like to note that just recent survey revealed that in California the household income with $100,000 in Orange County is considered now as a poor class. This is what we are facing and is very
imperative that we do our best serve our employment groups and and uh support our families. It is crucial that we need to be together all the time 100% of times uh during such a time like this. So, um thank you for our cabinet members for these recommendations to support our our uh employment groups and staffs. Thank you.

Um it's the summer camps have started for all the students and they're already back at it working hard, especially band kids. Um so um you know, I just wanted to
appreciate the students and staff that are you know, summer time for a lot of the kids. These kids are out there working hard um for I don't know four days a week, three four days a week, so um just wanted to recognize those kids. Today was also uh Amanda Swiger's memorial. I was unable to attend, unfortunately, but
Amanda was was fantastic and I miss Amanda all the time. Um she was a pillar of logic and reason and that was always appreciated in this in this board room here. now at our church our pastor said something about Wemo. Yes, tax service with our the driver. And he actually watched Wemo making an a mistake. Making a wrong turn. he had actually realized something that was very important. He said pursuing when you knowledge without building wisdom could be a meaningless for our next generation. And I was thinking about our kids and
our school system. What our kids Yes, we work very hard teaching them about knowledge. Gaining more knowledge every semester, every year. But wisdom without wisdom especially being not being able to taught at home it could be detrimental for their meaningful life in the future. So before we start the true education starts at home. The true education began
at home by the parents and grandparents. So, thank you for our parents and grandparents for teaching our children about wisdom. It will separate from us from future AI intelligence because of we are human. He was not just a teacher but he was a true character person with person caring wisdom with his students in the classroom and also with among us.
And we have another person sitting in the back. Dong Ngo High School teacher I would call him Dr. Frankenstein who is proud of his sister who also went to Dong Ngo High School and went to Europe in Switzerland and studied science. And and Dong Ngo and I said, "Your family must have a good gene pool." And what I truly meant was
"Yes, your sister has a good knowledge but you're based on good wisdom." I'd like to congratulate Dr. Grace Park's family where her daughter just received Chancellor's Award at UCLA. Watching her devoting their life for other students but then her herself had a concern for other students and our community. And then she received an award from UCLA in her
graduating class. Everything happens because we shared wisdom. So thank you Chino Valley. Our adults are actively involved. Our grandparents are actively involved. Our staff are actively involved. Not just transforming our students with knowledge but also building them with wisdom. And that would go lifelong way. Thank you so much. >> Thank you, Mr. Na. And we have Mr. Cruz.

about. Yeah. You know, I'd like to um And this has been on my mind for a while, so I just want to share this with you, with the parents, the few few of you that are watching. So I'll just share this with you. And that is um um Ebola, Hanta, and um Marburg, and COVID and the coronavirus viruses,
they are RNA single stranded viruses. And um one way to disrupt them is to use zinc. Zinc disrupts the elongation of of the RNA being created. And one way to increase more zinc into the cell is to um use hydroxychloroquine, ivermectin, or quercetin. So, that's something that I'm sharing with you because, you know, you don't hear this in the media of alternative
treatments and so forth. So, that's something that you you could do your research and have that back of your mind if if there ever is a pandemic that occurs. Also, I just want to state this again, RFK quote, "Not one of those 72 vaccines has ever had pre-licensing safety against a placebo. No routine injected vaccines on CDC schedule was licensed
for children based on placebo-controlled trial." And that is that came from our US Secretary of Health and Human Services. Beautiful outside and you guys could be anywhere, but you're here, so I appreciate speakers all your comments and uh
may not agree with everything, you know, but again, we appreciate your feedback and also the fact that we are trying to find uh things to agree on. And some of those things to agree on are these things. You know, right now our teachers are on break and they they they need their well-deserved time off because when they're in that
classroom they're grinding. No one knows how hard they're working unless you did that job and they work hard. And so, please enjoy your time. Take it Take it and go somewhere and enjoy your families. But you know, the superintendent and his team, the cabinet, support staff around our schools, they're working hard grinding to make sure that we're getting ready
for the uh next school year. So, those things that we can agree on are these. Number one, let's be the best in education. Let's work on being the best in reading, writing, math, and you know, let's let's give our kids some options besides uh you know, college because not everybody's going to go to college. So, the trades are important.
You know, running a positive budget is not easy. If you think about it, please look around. Like we hear a lot of things, you know, and can we always do better? Absolutely. We shoot for We're never going to settle for mediocrity. So, we're always grinding and looking how we could do better. But our team up here does a fantastic job. We have Ms.
Chandler does a fantastic job understanding the numbers. When I looked at that stuff, you guys, I'm I'm looking at this stuff and my goodness, you know, I was telling Dr. Enfield, I got a headache. I had to put it down and like it it's tough, you know. So, when she breaks it down, like she did today so eloquently,
and just making the numbers make sense, and that's not easy to do. It takes time. It takes It takes some wisdom and discernment and planning. And so, they do a good job. And one of the things that we're going to do up here and you know, I want you to know this from the bottom of my heart. We always
want to make sure we have the best pay, uh benefits, and working conditions. Those things are important because that makes your family whole. And if your family's whole, you're you're a better productive citizen in our society. You're coming home. You're being a better parent. You're being a better husband, father, a provider. And we want that for you in
this community, in this district. So, just know that. So, we're fighting for those things. I I believe we can all agree on that. We want to be the best we can be so we can uh fire on all cylinders. So, appreciate every one of you here. And again, I want to congratulate Lucius, Johnny, and Aaron again for the
their track stars, right? Look at the things they accomplished. And it's not easy to do. You can see some get injured during this because they work so hard and they don't quit. And neither we do do we up here, so remember that. Uh again, some of the things coming up next week, next Friday, the 26th and 27th, the fireworks
spectacular again celebrating 250 years at Yolo Park Friday from 4:00 to 10:00 and Saturday from 1:00 to 10:00. And that is so important why we have great teachers, great staff doing what they do to make sure that our students are set up for success. Um we I
also attended um Amanda's memorial, which was super hard cuz, you know, Amanda was one that was trying to bring people together and it's disheartening to see people in the community use someone's death for their benefit. It's absolutely disgusting and diabolical and should never be done. But, we're going to continue to celebrate and pray that the seeds that, you know, she was able
to plant will continue to grow in our community. It's been a blessing to have her presence, and I will say that over and over, and I want to thank Nicole um Locurcio, who was the security at Chino, so it was near and dear to her. And then, because Mr. Smith was working on behalf of him, Jenny and I and Nicole um
attended that together, and it was surely just an honor to be there and celebrate and meet his family and her family first on. So, our heart goes out and we'll close the regular or we'll adjourn the regular Board of Education in honor of Amanda at 6:50 p.m.
