Megan, >> the board met in close session from 4:15 p.m. to 5:39 p.m. regarding conference with legal counsel. Anticipated litigation, one possible case.
Conference with legal counsel. Existing litigation, five cases. A student readmission matter, a student discipline matter, public employee appointments, coordinators of special education, elementary school principal, junior high school principles, and high school assistant principles, public employee discipline dismissal release, and public employee performance evaluation superintendent. The board took the following action. Appointed Elise Jükley as coordinator of special education.
Effective date to be determined by unanimous vote of 50-0 with Cervantes Cruz N Shaw and Smith voting yes. Approved the following appointments effective July 17th, 2026 by unanimous vote of 50-0 with Cervantes Cruz Na Shaw and Smith voting yes. Amber Fellows as assistant principal at Briggs K8. Serita Lopez as assistant principal at Canyon Hills Junior High School. Aaro Karuvius
as assistant principal at Chino High School. and Mark Wear as assistant principal at Chino Hills High School and upheld the superintendent's decision regarding the complaint filed against employee number 29826 with a vote of 5-0 with Cervantes Cruz Na Shaw and Smith voting yes. We where we have the opportunity to celebrate the incredible partnerships and generosity of our community that directly support our students. Good Sheeperd Prep Presbyterian Church has once again demonstrated their commitment to our students through a generous $10,000 donation in support of our school site
Christian clubs. Over the years, Good Shepard Presbyterian Church has been a valued community partner, showing a genuine commitment to serving and supporting students through our district. Contributions like this provide opportunities for students to connect with one another, build relationships, develop leadership skills, and create a sense of belonging within their school communities. Beyond the donation itself, we recognize the
generosity, time, and heart behind the support. Strong community partnerships play an important role in helping our students grow, and we are grateful for the organizations that continue to invest in the success and well-being of our students. On behalf of the board of education in Tenov Valley Unified School District, we extend our sincere appreciation to Reverend Co and everyone
at Goodshipeper Presbyterian Church for their generosity, kindness, and continued support of our students. At this time, I would also like to invite Reverend Co, Elder Peter Chung, and any representatives from Good Shepard Presbyterian Church to join me at the podium as we recognize their continued generosity in support of Chino Valley Unified School District students. >> Okay. uh all the board members and the
superintendent and all the administration. We the good sheeperd president church members are so proud of entire school district administration teachers and students and the families because uh we've been praying for uh all the school district uh Friday night uh and Saturday morning they were prayer meeting and the Friday night evening services we uh often pray for entire
school district because as you recognize that the first opposition of that uh uh against uh support that uh uh the yeah parental rights and we've been praying for that. We are so proud of of the school board district uh school board members that faithfulness uh based on the biblical teaching. We continue to pray for you and all entire school
district. We are the part proud part of the school district uh the community member as a church. So we heard that the small amount of money to support the Christian club. Uh we were so amazed with uh God's working in our school district. Thank you so much for all that diligent working for the students and parents. Thank you.

recognition as we honor security officer Donald Donnie Shankle for Yes, I see his beautiful wife in the grunt for his dedicated service and commitment to the Chino Valley Unified School Board of Education. For more than 30 years, Donnie has been a familiar and trusted presence at the board of education meetings, providing security and support to help ensure a safe and welcoming
environment for board members, staff, students, families, and the community members in attendance. As tonight marks Down Sony's final board meeting, yes, it's hard to even say that out loud. We should just make him stay. In this role, we take the opportunity to recognize and thank him for the many, many years he has dedicated to supporting the board and our district
community. Donniey's service to our board meetings is part of a remarkable 37-year career with Chino Valley Unified School District. He began his career with the district in 1988 in risk management where he was assigned to Don Lugo High School. In 2000, he joined Buenav Vista High School where he has continue to serve students, staff, and families. Throughout his time with the
district, Donnie has been a steady and dependable presence, building relationships, and making a positive impact across our district community. Donnie, where are you? Yeah, there. I'm like, where are you? Thank you for your 37 years of dedicated service to Chino Valley Unified School District, including more than three decades supporting the board of education. Your commitment and contributions are truly appreciated from
the bottom of all of our hearts. As you begin your retirement, we hope you enjoy many well-deserved adventures, especially the cruises you love so much. I know your wife enjoys those as well. May this next chapter bring smooth sailing, new destinations, and many wonderful me memories. At this time, we would like to present Donnie with a plaque in appreciation of his dedicated
service to Chino Valley Unified School District. I would like to also invite my fellow board members and his beautiful wife in joining me and congratulating Donnie as we take photographs and um to com I can't even talk commemorate this special occasion. I just want to thank all of you for honoring me. It's been a pleasure and honor to to work at the school district
and amazing people we work for, the amazing board we have and and the great superintendent and supportive staff and it's made it very easy to work here and it's been a pleasure and I will miss it. I'm not going to lie, but I'm looking forward to not getting up early in the morning. But thank you for this honor. I

I think we'll understand. You turned on that ignition car and just like Robert Frost, you chose a path that was very different and that single act was a different path. Because of you, Dr. Enfield's here, Mr. Joseph is here. And the reason you dare to think differently and the car is still running strong, Donnie. and and your idea, your
initiative, not following the crowd moved this district forward. And you know exactly what I'm talking about. It was you that ignited that engine. So, we're very grateful of those early years. >> Thank you. >> So, God bless you. Thank you, Okay. >> Thank you, Donnie, for being my friend for last 19 years and sharing your personal knowledge,
especially your heart for children, our students. And because of that, you had my full respect all these years along with our friends in the back. Ly and our gentlemen in the back. It's not you're just taking this as a job, but you have made a commitment for your life. to love and serve our students and you have done it really well. Thank you. And
because of that our board is following your footsteps also serving our students because you have finished the race. So all of us have the duty and also the commitment for love for our children. And I could all give this credit to you because I think God has sent you here first before all of us to for us to

Uh Johnny, you're probably gonna you might as well extend that retirement date for a little bit longer because I think everybody's going to be coming for
the same things, which is welld deserved. You know, uh today's a very special day because, uh you could look back on your career and know that you did it well. And uh gosh, we came across each other in the early 2000s and uh man, it's time flies. And you've been faithful at what you've been called to do. You've worked hard. You set the
tone. And a lot of young people are following what you did. And uh they know what it takes to do the job. All of us that work with you and alongside you are definitely better for it. I hope you enjoy those years that uh all the times you had to not partake in a family event or whatever it was because you were here.
And you definitely showed up all the time, not only in our schools, but here at the board meetings, different events when you could have just stayed home. And you didn't do it for the money. You didn't do it for accolades. You did it because you care for our students. You take it personal. That's just the way you live your life. so grateful to have
worked with you, to known you for this time, to [clears throat] serve on this board with you. So, congratulations to you guys. Go enjoy it and and go work just as hard at having fun as you did here, and you're going to have a great time. >> For sure. Thank you, sir. >> Okay. Thank you. >> You're not done.

Donnie, the first time we met was at a Battle for the Bone in the parking lot, >> right, >> the end of the night, and we chatted for like 5 10 minutes. I was like, "Man, I really like this guy. This guy's awesome. You You were so laid-back um
and easygoing, but dedicated to your job, and that was fantastic. You're going to be missed. dearly missed. It's going to be very hard to replace you. It'd be hard to live in your shadow or anyone that comes up behind you for sure. And uh I just want to let you know it's been an honor and a pleasure to work for with
you for this time that we had. Thank you so much. >> Thank you so much. >> Two more. Well, Mr. I mean, Dr. Enfield, >> Donnie, again, I want to thank you for your your years of service and also the service to the board of education. Uh people may not know this, but Donnie does a tremendous amount of work behind
the scenes. Uh and you take care of this board. Uh you've taken care of past boards over and over and over for a number of years. I think you've been doing this at over 30 some years of of being at at the board meeting. So you've seen quite a bit. I've been here almost 20 years. Um and and I've seen
everything that you've done behind the scenes. And as the superintendent, I truly appreciate all the support that you've given me. U people don't know this, but Donnie will pick up a phone and say, "Hey, Norm, there's this going on coming up at a board meeting and and will give me heads up and gives me information." Uh, and we've had a lot of
big board meetings with a tremendous amount of people and having to manage all of that through all of those those those those trying uh board meetings because they have been and you've been the security as as uh the lead security for our district in and in in many uh very I would say very difficult board meetings to deal with and and you've been here
through all that and you've been here through very great board meetings that we've had over the years and >> mainly great ones. >> Yeah. And and we've had a lot of great board meetings and I've appreciate our personal relationship that we have and the conversations that we have and I I will miss that uh before every board
meeting. You and I usually sit down and have a little bit of a a conversation and again I I truly appreciate that and I know we'll stay in touch. Absolutely. Uh this will be your last board meeting here but we will definitely stay in touch and again thank you for your service. I truly appreciate that. >> Thank you. Appreciate it.
>> Thank you. Donnie, I have so many words, but I don't want to make you suffer by standing in front of us for so long. Um, but I just go back to thank you first for serving the board, but most importantly serving our students. Um, I remember the first time I met you was my first time coming to a board meeting as
a mother and um just meeting someone when you're walking into a room, not sure who's who or you know who's a good guy, bad guy, and then you just treated us with kindness. you made sure that we knew that we were safe and coming, you know, as a board president with things that have come my way and being in this
position. You've always made me feel like I had a protective armor around me and, you know, even when my family visits at a board meeting, I just appreciate even the small details of ensuring that they get to their cars safe safely. And sometimes I don't even know what you're doing and I find out later that you know the nice security
guard mom, the nice one, you know who he is and I [clears throat] know they're speaking about you. Um, so I just want to thank you from the bottom of my heart. I love you and your wife dearly and I just pray that you have the best time ever. Um, but this is no ending. It's just the beginning and we'll for
sure be seeing you soon. So thank you for all of your service. And uh, one of my favorite favorite verses is Isaiah 68. You remind me of that. Board President Shaw, board members, Superintendent Enfield, staff and community, I just wanted to share with you during these summer months, classified staff members are busy getting things ready for the beginning of the school year. Like uh you guys mentioned, a lot of the stuff that we do is behind the scenes. Technology,
maintenance, transportation, warehouse staff are busy moving equipment, making sure classrooms are ready for school, our for our students. Our mechanics are doing maintenance on a preventative maintenance on our vehicles. What many may not see or realize is our HR staff is doing their best to get positions filled for this coming school year. Special education is making sure pair of
professionals and bus aids are ready for the first day of school. We have nutrition services and our pair of professionals awaiting their yearly training. Um it's been said it takes a village. It's not just classified certificated management. It does truly take us all. I want to take time to thank each and every classified member um for the work
that they do to get schools ready for the beginning of for students to return. Um there are only a few more weeks left of summer break. Please enjoy the time off with your family and friends and can't wait for students to return uh for this 26 27th school year. And a special congratulations to Mr. Shinkle on his
retirement and for the next chapter. Thank you. >> Awesome. Thank you. Do we have Annette Hatch from Champ or anybody from CHAMP? >> No. Okay, we're now on to public comments. Reagan, how many requests to speak? There are five. >> Five. Okay, awesome. Board bylaw 9323 meeting conduct establishes public comment guidelines and the following process applies. Speakers will be called
in the order you registered on the electronic request to speak device. Names are displayed on monitors. Please watch for your name to appear and line up at the designated numbers one through three behind the mic and they are with round little circles. Um once the recording secretary announces the first name, request to speak will no longer be
accepted. Additionally, government code 54957.9 authorizes the removal of an individual or group when a meeting is willfully interrupted and order cannot be restored. Further, Penal Code 403 43 states in part, "Every person who without authority of law willfully disturbs or breaks up any lawful assembly or meeting not unlawful in its character is guilty of a misdemeanor." Mr. Cruz, please put on your
and your mic's on. >> Speakers, you have up to three minutes to address the board. You cannot donate your time, one person at the mic at a time. If you read on behalf of an absent person, that will be considered your time. Begin comments when the clock starts. The clock begins when the secretary announces your name. Please
refer to board policy 1312.1 in the procedure regarding complaints against the employee. And lastly, speakers may not approach the disases anytime the board is in session. Please give any materials you wish dispute distributed to the board to the reporting secretary. Lisa G on a non-aggenda item teacher Natalie Cooney to leave and accept a position teaching in another
district. You targeted Miss Cooney after she spoke out against your discriminatory policies and advocated for students, particularly as advisor TA Illa's gender and sexuality alliance club. Providing support to and acceptance of all students is supposed to be the goal of all who work for this district. Yes, even this board. Instead, you routinely attack LGBTQ students and anyone who supports them. Within a month
of Miss Cooney speaking publicly about a student who had been physically assaulted on campus, Miss Shaw filed a complaint with unsubstantiated allegations that resulted in Miss Cooney being placed on administrative leave. Her students lost 10% of the year's instructional time with a qualified teacher. Then at a board meeting, you spread lies about Miss Cooney, calling her a groomer and a predator, while you
identified her by name and held up her picture. Those accusations were false, damaging, and an abuse of the public's trust. The California Teachers Association has filed suit over this retaliation. The case is not about money since she will not gain anything financially. It's about protecting educators from being harassed for speaking up on behalf of students. Yet once again, it will be taxpayers, not
those responsible, who bear the financial cost of legal fees, adding to the millions already wasted during the sport's tenure. The greatest loss, however, is not Miss Cooney. It is the students who will suffer. Your actions did more than drive out another dedicated teacher. You also dismantled one of the strongest high school ASL programs, which Miss Cooney spent six
years building. She created opportunities for students to earn college credit and inspired many to pursue careers in interpreting and deaf studies. If you spoke with her students, you would hear story after story about the difference she made in their lives. When districts drive away talented educators, everyone loses. Students lose opportunities. Families lose trust. Teachers see that retaliation is the
price for speaking up for students. So tell us again how you prioritize education because your actions tell a very different story. Thank you. >> Christy H on a non-aggenda item. >> Tonight you are acknowledging the resignation of my daughter's ASL teacher Natalie Cooney. Teachers resigned for many reasons. However, in this case, there is one person who holds almost all
of the blame. Sonia Shaw. Almost two years ago, after one of Mrs. Cooney students was physically assaulted during club rush. She came to this board to speak about student safety at IA High School. During her comments, Mrs. Shaw changed the rules on the spot and her microphone was cut off. Students responded with overwhelming support for her and concern about what they said was
an attempt to silence a teacher advocating for her students. A month later, Mrs. Cooney arrived at school and was placed on administrative leave because of a complaint and she was on leave for almost a month. That complaint was filed by Sonia Shaw and was ultimately determined to be unfounded. During that time, hundreds of students lost over a month of instruction. That
complaint and the years of harassment that followed ultimately drove Mrs. Cooney from this district. The attacks did not stop there. Mrs. Cooney was publicly labeled a groomer and repeatedly targeted. Mrs. Shaw, you gave a presentation in this room where you showed her picture and labeled her a groomer. Regardless of politics or personal disagreements, no educator should have to endure years of that kind
of treatment. Now, our students are paying the price. My daughter starts her junior year in three weeks and still has no ASL teacher. Mrs. Cooney's qualifications are exceptionally rare. She holds two masters and a credential in ASL, and because of her demonstrated skill level and academic rigor, her program allowed students who completed all four years of ASL to earn 16 college
credits. Many students also relied on the program to complete four years of world language study, earn the seal of biiteracy and strengthen their college applications. Replacing a teacher with that level of expertise is extraordinarily difficult, especially with the temporary contract as the job was listed in Edjoin. Even if someone is hired, it seems highly unlikely the district will be able to continue
offering the same college credit opportunities. Historically, this has proven difficult as past instructors lost this opportunity and Chino Hills High has struggled for years to hire someone. Mrs. Shaw, your actions have harmed not only one outstanding teacher, but almost 200 students and families, including my own, who now stand to lose valuable educational opportunities and thousands of dollars in college tuition
savings. The consequences of your actions did not end with Mrs. Cooney. They now fall on every student who depended on her program. Finally, accountability extends beyond one person. District leadership had a responsibility to protect an educator and preserve a program that had benefited students for years. Instead, you allowed this to happen and students are left bearing the consequences. That
is unacceptable and our families deserve better. Jim Gallagher on a non-aggenda item. Uh, >> greetings. This is uh directed specifically to you, Dr. Enfield. Um, summer's here. I'm not going to add to dialogue about lawsuits or other contentious social issues. I there's already a lot of talented people that are doing that, but I wish to talk about
infrastructure needs. Now, first of all, this is a beautiful facility. It's built by our tax dollars, and I've said that before, and I know you all agree. It's great to be here. But I'm going to bring up again the lack of a podium or a lectturn despite comments from the chair who belittle the request in the light of
student achievement. I it is true that with the help of many of our great teachers some students are doing well at CVUSD. I'll acknowledge that. But besides no podium, let me critique a little more please Dr. Enfield. This is the public's facility after all and I do believe this comes under your purview. The sound system is not good. It sounds
pretty good from our end, but we can't hear you up front. Uh uh I don't know what it is. We're straining to hear discussion on the dice, especially from the end microphones. I won't mention names at at home. To watch this on YouTube also requires we have to turn up our sound quite a bit on our TV sets to hear
it on YouTube. There's a tiny kind of echoey quality and the voices at times are muffled. And this is just something to look look into please. Visually all of you are only heads to us which I think is already in a challenging relationship. Doesn't add any more to that relationship. U the timers we can barely see. We have to look up as it's
been mentioned before which to the side to see when our speak it's time to speak or not speak. It's very flustering. Uh the microphone as you know is placed right underneath it. No other public forum that I've attended uh jams all the public comments also on agenda and non-aggenda items at the beginning. Uh this adds to a lot of confusion to a lot
of people about opinions on discussion items and on information items later on. And also I want to add since this is an election year, I'd recommend you have maybe some counsel, some legal counsel present at all these meetings. I'm not sure if you do just to help advise on what's appropriate and not appropriate. So, finally, this all has the outward
appearance to many of us of overall disrespect for public opinion and ultimately democracy. Sometimes public opinion is good, as you know, sometimes it's bad, but democracy is what really triumphs here. So, Dr. Enfield, it's summertime. It's the slow time of the season supposedly. you. My name is Lucky Zang and I'm a rising junior at Yala High School. This year I am starting a career readiness initiative in collaboration with Chino Valley Chamber of Commerce. Our goal is to provide high schoolers important career opportunities such as internships, mentorship, shadowing, and much more. Many other school districts signed contracts with the chamber and I
was made aware that this district um has also signed a contract before but hasn't resigned. Um even though the past contract has helped many students um we don't understand or the chamber doesn't understand why the district hasn't resigned. Um especially when the job market for me personally as a student, my dad, he's very scared. I'm very scared that we aren't able to get a
good stable job. And with this um contract preparing the next generation for careers, I feel like it'd be very good and beneficial for us to really explore and advance into our careers early on. And um I just I would ask if you guys could please resign the contract with the chamber. Thank you. >> JR on a non-aggenda item.
>> Hello board. Um I came here today to discuss the unfair treatment of Natalie Cooney, the former American Sign Language Teacher of Illa High School. From what I was told, she was she ha had her class sections reduced even though the interest by the students were in abundance. This treatment caused the teacher to step down and take another
ASL job elsewhere. By pushing her out, we lose teachers and increase classroom size, offsetting the burden onto other teachers. This does a disservice to the students and the deaf and heart of hearing community at large for the people who wanted to learn the language to communicate with them. In addition to the lack of the podium here, your
actions are leading to a world where individuals with disabilities have less accessibility options and overall decentization of their participation in school life and society. And I'm very very uh grateful for their support for our students and and because of this our students will exceed not only our expectations but they will truly become a great people. And as um the school board members goes,
it's the first time we had school board member running for state office in Sonia Sha and she is doing a great job uh taking our name to Sacramento. So thank you for Sonia for your dedication and presenting our Chino Valley Unified School District at Sacramento and your and your campaign uh trail. uh your hard work will re uh
