Chino Valley Unified Board of Education: December 12, 2019 (organizational meeting)

With James Na and Andrew Cruz absent, the three members present, Irene Hernandez-Blair, Christina Gagnier and Joe Schaffer, filled every officer and liaison post at the annual organizational meeting and elected Schaffer president 12. The board also approved continued co-location of its community day school at Los Serranos, the First Interim Financial Report, and a consent calendar that included a $13.4 million bid for the first phase of the Chino High rebuild 345. Seven speakers addressed items not on the agenda, five of them on bus transportation for Rhodes Elementary 6.

🗳️ Officers and representatives for 2020

Irene Hernandez-Blair nominated Joe Schaffer as president, and with no other nominations he was elected. Hernandez-Blair nominated Christina Gagnier as vice president and Schaffer nominated Hernandez-Blair as clerk; each was elected with no other nominations 2. After a recess, the board appointed Dr. Enfield as Secretary to the Board (motion Gagnier, second Blair) 2.

Liaison and representative posts went to the members who volunteered, with no other nominations 28:

• Irene Hernandez-Blair: the city of Chino and the Chino Valley Independent Fire District; the joint meetings with the city of Chino (with Gagnier) and the city of Chino Hills (with Schaffer).
• Joe Schaffer: the city of Chino Hills, the County Committee on School District Organization, the Chino Hills Parks and Recreation Commission, and the Baldy View Regional Occupational Program Commission through December 2021.
• Christina Gagnier: the city of Ontario, the Chamber of the Chino Valley, and alternate on the Baldy View commission.

President Schaffer asked Superintendent Enfield to present the Board President plaque to outgoing 2019 President James Na 8.

The election followed a change in how officers are chosen. Gagnier's request to revise the election language in Bylaw 9100 (Organization) reached Superintendent Enfield on October 29, 2019 9, and the revision on the November 21 agenda struck the rotation language and added that "THE BOARD SHALL EACH YEAR ELECT ITS ENTIRE SLATE OF OFFICERS" 10. 🚌 Public comment: Rhodes Elementary bus transportation and other topics

Jose Gamez, Nathan Ramirez, Victoria Lecaro, Scott Rossen, and Elena Lecaro addressed the board regarding Rhodes ES bus transportation issues; Barbara Hale addressed the board regarding Sycamore Academy; and Catherine Osman addressed the board regarding the installation of smartboards in kindergarten through second grade 6. Because the minutes record only who spoke and on what topic, this page does not summarize individual remarks.

In board communications, Hernandez-Blair addressed the concerns regarding bus transportation for Rhodes ES 12. On the recording she said a change for Rhodes would raise the question for every other school site 13, which is where cost comes in, but that "if we already have buses going that way for kindergarteners then we should definitely be filling up the buses" 14. She said she would be "sending a follow-up email" 15. Gagnier thanked the Rhodes students for addressing the board 12, and Schaffer commended the student speakers from Rhodes ES 16.

🏫 Community day school at Los Serranos

President Schaffer opened a public hearing at 7:05 p.m. on co-locating the community day school, Chino Valley Learning Academy, with the Alternative Education Center, a Sycamore Academy charter school and Spectrum Center programs at the Los Serranos site. There were no speakers, and the hearing closed at 7:06 p.m. 3.

Barbara Hale addressed the board in support of the waiver. The board then adopted the resolution certifying that satisfactory alternative facilities are not available, approving the co-location, and requesting a State Board of Education waiver of Education Code 48661(a) (motion Blair, second Gagnier) 3.

💰 Budget, calendar and consent items

The board approved the 2019/2020 First Interim Financial Report and authorized the president and superintendent to sign a positive Certification of Financial Condition (motion Gagnier, second Blair) 3. The memo said the report reflects a balanced budget through 2021/2022 17.

The board approved its 2020/2021 meeting calendar as amended (motion Gagnier, second Blair) 6. The minutes record the deleted date as April 16, 2020; the proposed calendar lists both April 15 and April 16, 2021 18, and the change read on the recording strikes "April 16 2021" 19. Nominations for the California School Boards Association Delegate Assembly died for lack of a motion 6.

The consent calendar was approved as amended (motion Gagnier, second Blair) 3. It included:

• Chino High reconstruction, Phase I: the bid went to Southern California West Coast Electric Inc. 4, at $13,410,000 for the electrical, fire alarm, low voltage and elevator package 20. The Champion reported that the board had set aside $131 million to rebuild Chino High in two phases from the Measure G bond 5.
• Roofing at Cortez ES, Rhodes ES and Don Lugo HS, to Bligh Roof Co., dba Bligh Pacific 4, at $882,120 21.
• Fencing at Borba ES and Marshall ES, to Lighting Fence Company, Inc. 4, at $176,000 22.
• Butterfield Ranch ES solar: a resolution for a ground-mounted photovoltaic installation 4. The memo put savings at $257,020 to $294,500 over 20 years 23.
• Legal services payments to Atkinson, Andelson, Loya, Ruud & Romo and The Tao Firm 24, totaling $45,894.63 25.
• Routine items: the November 21 minutes, three readmission cases, three of four listed expulsion cases (the fourth was deleted), school trips, change orders, and an internship agreement with Redlands University, as the minutes name it 244.

The recording notes a request to speak on the Chino High bid when consent items came up 26; the minutes record no speaker on it 4.

The board received for information two county Williams reports and a revision of Board Policy and Administrative Regulation 0450 on the Comprehensive Safety Plan 12, which the memo tied to the safety-plan law AB 1747 27.

Curriculum, Instruction, Innovation, and Support staff reviewed LCAP goals and academic indicators 2. On the recording, staff said the district reached the green performance color in English language arts, "scoring 19 points above the state" 28, and moved from yellow to green in math, with students with disabilities growing from red to orange 29. The Champion reported that Chino Valley again scored above state and county averages 30.

💬 Board and superintendent communications

• Irene Hernandez-Blair spoke about technology in the classroom and said she supports the District's use of it 12. On the recording, citing a CSBA conference workshop, she said "there is no independent research showing educational technology improves learning" but that the research also says "engagement has improved" 31. On the officer election change, she said rotation had worked for her as part of the minority 32, but in her last year she wanted to support the new members' vision 33. She explained why she voted not to table an item from a prior meeting 12: she could not support tabling "an item for which we had already received significant advance notice" 34. She asked staff to consider a career fair for students who are not college bound and said this was her last December meeting 12.
• Christina Gagnier addressed the question regarding the rotation policy change, explained her reason for bringing it forward, and spoke about her 2020 goals 12. On the recording she said she "proposed the policy to change from a rotation on the board to an elected board" 35, that the board had been "plagued by a bad rap" and that "things become hyper politicized" 36, and that "we are an elected nonpartisan Board" 37. The Champion quoted her calling the new policy "an accountability measure for the next time" 11.
• Superintendent Enfield recognized teaching and support staff for their support of student achievement 12. Of the rising scores, he said it "doesn't happen by accident" 38.
• Joe Schaffer commended the Rhodes student speakers, thanked Boys Republic for the wreath, thanked Mayor Art Bennett for his years as liaison and acknowledged new liaison Cynthia Moran, and reported on community events, the CSBA conference and the BVROP committee 16.

🎄 Reports and presentations

Jassiel Mejia led the Pledge of Allegiance, and Boys Republic principal Carl Hampton and student representatives presented the Della Robbia wreath 2. Student representative Audrey Ing reported on the December 10 Student Advisory Council meeting. Barbara Bearden, CHAMP representative, thanked the Chino Valley Fire Department for the Make a Child Smile event and Yvette Farley for her help with school plans 6.

Vice President Blair called the meeting to order at 4:43 p.m. The board met in closed session until 5:20 p.m. on litigation, student matters, labor negotiations and personnel, and took no action requiring public disclosure 1. President Schaffer adjourned the meeting at 7:33 p.m. 16.
